Convert seized shipping vans into police outposts, homes for disaster victims - Recto WHAT to do with the container vans clogging the port of Manila? Convert some of them into police stations, classrooms, rice storage, mobile clinics, libraries and housing for disaster victims, Sen. Ralph Recto recently said. Recto said government should study the possibility of buying some of the shipping containers cramming the two ports in Manila and “repurpose” them into structures for public use or dwellings for the poor. “Or government can just simply seize the containers which have long been abandoned and turn them over to government agencies or local governments which already have an idea on what to do with them,” Recto said. One agency which has the manpower and equipment to modify the vans is the Technical Education and Skills Development Authority (TESDA), “with its army of student welders and metalcraft trainees,” the senator said. What TESDA and other agencies can do is follow the global trend in transforming the vans into offices or homes “and even hotels,” Recto said. Locally, the Metro Manila Development Authority has used converted vans as outposts of its traffic personnel and emergency response crews, the senator said. Some police outposts in Metro Manila are also housed in old vans, “a model the Philippine National Police can replicate, considering it lacks money in building police stations.” He said “vans-turned-neighborhood police outposts can be the frontline detachments in the war against crime.” “Kung wala ng lupa para pagtayuan ng istasyon ng police sa isang lugar kung saan naglipana ang riding-in-tandem gangs, van na lang na may kuryente at aircon ang pwedeng ilagay kahit sa sidewalk,” Recto explained. It can be used as mobile clinics,” he said. “Because we lose 14 percent of our palay harvest to lack of storage facilities, then maybe these vans can be donated to farmers so they can have a place to store their palay and other crops that is safe from the elements and pests like rats,” Recto said. But one area in which “even a fraction” of the estimated 75,000 vans cluttering the Port of Manila and the Manila International Container Port “can make a difference” is emergency housing for disaster victims, Recto said. If there are victims of the Zamboanga siege and typhoon Yolanda who still do not have shelter, then vans can be made into temporary houses, Recto said. “Di hamak na mas mabuti naman yan kesa trapal. Container congestion at the two ports peaked in June this year when an estimated 90,000 unclaimed or overstaying vans were reported to be waiting in the yards to be processed. The number has reportedly gone down following the move by the Bureau of Customs and other agencies to expedite the release of containers and to ship them to the Subic and Batangas ports. Part of this was done by “sweepers” sent by international shipping companies to take their empty containers out of the two ports. Recto believes that the cost of converting vans would be a lot cheaper than building the same structure through conventional means. “Kung sa classroom nga under PPP, P1.7 million each ang total cost, at gumasta tayo, eh di hamak naman mas mura ang mga ito,” he said. “And, for the record, I am not saying nor am I hinting that we buy thousands of these vans. Calapan City jumps rank on competitiveness THE City of Calapan has increased its rank so far in this year’s measure of competitiveness among the total 136 cities in the country. From being outside of the top 100 cities in last year’s Cities and Municipalities Competitiveness Index (CMCI) in the Philippines measure done by the National Competitiveness Council (NCC), the City of Calapan has taken a great stride in its competitiveness at the local government level in terms of economic dynamism, government efficiency and infrastructure indicators. Calapan is now 38th from 105th in 2013 among the 136 cities nationwide. This city also now ranks 73rd overall among the 535 local government units in the combined CMCI measurement. In the same CMCI measurement, which was launched and awarded by NCC to top performing LGUs during a regional competitive summit recently, the roster of the most competitive cities this year were led by Makati City and the cities of Cagayan de Oro (Misamis Oriental) and Naga (Camarines Sur). The CMCI is an annual ranking of Philippine cities and municipalities developed by the NCC through the Regional Competitiveness Committees (RCCs), with the assistance of the United States Agency for International Development (USAID). It was designed to encourage local governments to regularly track data and eventually benchmark performance against other cities in the ASEAN to better manage their regions.

2 barangays receive new covered courts BALAYAN, BATANGAS – Two new covered courts constructed by the Department of Public Works and Highways (DPWH) Batangas 1st District Engineering Office in Barangays Taludtod and Sambat was inaugurated recently. The inauguration and blessing of the said structures were made possible due to the collaboration of the DPWH Batangas 1st DEO, Local Government Unit (LGU) of Balayan and Congresswoman Eileen Ermita-Buhain. A program was held in Brgy. Taludtod in the morning and another one was held in Brgy. Sambat in the afternoon. DPWH Batangas 1st District Engineer Julie Vergara reminded the barangay residents that proper use and maintenance of the covered
courts are now their responsibility and therefore they shall take good care of it. Ermita-Buhain stated that both barangays were very fortunate to have received projects from the national government, due to the fact that allocation of fund releases for such is difficult nowadays. Balayan Mayor Emmanuel Fronda and Punumbarangay Eulalio Marquez and Punumbarangay Bernardo Pantoja were very thankful and accepted the project and all the responsibilities tied to wholeheartedly. The Construction/Completion of Multi-Purpose Building Structure (Covered Court) in Barangay Sambat, Balayan, Batangas project cost Php 3-million. This project was constructed under the
contract with Vicmar Construction, Inc. and is equipped with electronic scoreboard and buzzers. The covered court on Barangay Taludtod Php 3.5 million and was constructed under the contract with Jomzki Construction and Supply. These projects were finished on June
10 and July 20, 2014, respectively. Both are funded under the CY 2014 Local Infrastructure Program. Both structures can be used as an assembly area for LGU officials, a venue for sporting events and student activities and as an evacuation center during calamities.|

Pero kinabukasan din ng umaga, September 4, sinimulang payagang makapasok ang biyaheng Lipa at makaikot sa Hilltop-Lawas-Diversion Road Route sa ilalim ng Odd-Even Scheme. Kapag ang Odd Group ay iikot sa Lawas, ang Even Group naman ay sa Grand Terminal ang derecho, kaya wala na rin ang dating pagpila ng mga ito sa Balagtas mula kalaghatian ng Hulyo 2014. Pero ang siste nito, ayon sa ilang drayber na aking nakausap, binabawalan naman silang magpasakay ng pasahero mula Balagtas hanggang Hilltop, at sinabihang sa Lawas lamang sila pwedeng magpasakay. Hindi ko makita ang logic o matinong rason sa usaping ito. Sa kabatiran ng TDRO, baka hindi pa nila alam, kaya nga may mga Loading at Unloading Zones ay para sa pagsasakay at pagbababa ng pasahero. Kung iyon ay istriktong ipatutupad, tiyak na maiiwasan ang pagsisikip sa mga kalsada. At bakit kailangang i-single out ang biyaheng Lipa na bawalang magsakay sa highway pababa sa Lawas? Ito ba ay dahil totoo ang mga alimuom na may pinoproteksyunan kayong partikular na biyahe, o may mga pampasaherong dyip na biyaheng Alangilan at Balagtas ang ilang tagaTDRO? Iyan ba ang tunay na serbisyo publiko? Ayaw mapuna, aba’y kilos! The National Transformation Council THE launching of the National Transformation Council on August 27, 2014 at Lipa City is a milestone. Leading the signing of the Lipa Declaration, the Council called upon all Filipino Patriots to come forward and lead the urgent and necessary tasks of restoring our damaged political institutions to their original status and form and to prevent the total destruction our political system and rebuild and nourish its institutions back to health. The Declaration does not speak out of the means by which these tasks maybe done but it is emphatic in calling for the resignation of President Benigno Simeon Aquino III for becoming a danger to Philippine Democratic and Republican State and to the peace, freedom, security and moral and spiritual well-being of the Filipino people. The document is rich with reference to the sovereign power of the Filipino people, the abhorrence of violence, the duty of the Armed Forces to protect the people and the State, and the drawing of a new popular and dynamic Constitution after a comprehensive public consultation. The National Transformation Council believes that the main societal systems of the Philippines today are not promoting the common good. Its view on the present political system are summarized in the Lipa Declaration stating that the “life of the nation is in grave peril from the very political forces that are primarily ordained to protect, promote and advance its well-being, but which are aggressively undermining its moral, religious, social, cultural, constitutional and legal foundations. Unbridled and unpunished corruption and widespread misuse of political and economic power in all layers of society have not only destroyed our common conception of right and wrong, good and bad, just and unjust, legal and illegal, but also put our people, especially the poor, at the mercy of those who have the power to dictate the course and conduct of our development for their own selfish ends”. The Council asserts that the prevailing economic system is not sufficiently productive and its benefits mainly go to a small minority. The cultural system is
damaged by decline of reverence for God, honesty, and concern for the common good and is increasingly hypocritical and obsessed with wealth, pleasure, power and fame. The result is what we see today – massive and widespread poverty, unbridled and unpunished corruption, hypocritical abuse of power, increasing criminality, and intensifying social conflict and violence. It is the claim of the Council that since the societal systems – economic, political, and cultural – of the Philippines are harming the common good, there is a clear moral call for systems change to bring about national transformation. As programmatic response to the evils of the prevailing political, economic, and cultural systems, the Council is advancing an economic system that will produce enough to increase our national wealth and enable all the people to enjoy lives of austere and simple comfort. In the political field, the Council advocates a political system that will install meritocracy, reward honesty, competence, and diligence, reduce social conflict and put an end to extremist violence. In the cultural field, the cultural system will promote the ordering of our people's lives based on reverence and obedience to God and solidarity in pursuing the common good. Considering the matters its views on the present national situation and the prescription that it is offering to cure the ills of our society, the National Transformation Council can be characterized as an emergent revolutionary socio-political movement. The fact that its leadership is mostly drawn from religious and moral leaders of the Philippine society does not detract from its primary character as a movement rooted from the people, especially the poor and marginalized. And while the movement appears loosely organized its leadership and the people it is representing are compact. They are united by the national direction that animates the Council. Fast emerging as a strong socio-political movement, the National Transformation Council is institutionalizing itself as a dynamic force of change devoted to the transformation of the Philippine society.|

Kanayunan ang Solusyon sa Problema ng Kalunsuran SADYANG meron mga ironies sa lipunan. Halimbawa nito ay ang mga masalimuot na problema sa kalunsuran na masosolusyunan lamang ng kanayunan. Mukhang baligtad, o malayo sa katotohanan, di po ba? ‘Yan po ang katotohanan. Katulad na lang ng pagsisikip sa syudad. Ang solusyon nito ay ang pagkakaroon ng mapagkakakitaan o hanapbuhay sa kanayunan. Dahil ito ay hindi sapat, nagsisipagpuntahan tuloy sa kalunsuran ang mga taganayon para maghanap ng ikabubuhay. Na alam naman natin kung ano ang palaging kinalalabasan. Kung hindi kalbaryo, personal, social problem ang kinalalabasan katulad ng problema ng mga iskwater. Nagiging masikip ang kalunsuran dahil kulang ang mga programa ng mga lokal na pamahalaang sa mga lalawigan na magpapaunlad sa kanayunan. Isa sa mga dapat pansinin natin ay ang pagpapaunlad ng agrikultura sa kanayunan. Dapat ito ay bigyang-pansin para magkaroon ng masaganang kabuhayan ang mga kababayan natin sa kanayunan, at hindi na sila magsisiksik sa mga lunsod. Anong suporta pa ba ang dapat ibigay ng lokal na gobyerno sa mga magsasaka. Una siguro ay lakihan ang pondo para sa agrikultura para madagdagan ang bilang ng mga extension workers na tutulong sa mga magsasaka na matutunan ang mga makabagong teknolohiya sa pagsasaka. Ito kasi ang hihila sa kanilang magtanim. Pangalawa, suportahan ang mga magsasaka ng mga binhi, abono at kasama na ang puhunan at traktura na makakatulong sa pagbubungkal. Pag
ito ang ginawa natin, tingin ko ay sisigla ang kanayunan at babalik ang ating mga kababayan sa kanayunan na walang matirhan dito sa magulong buhay sa kalunsuran. Naniniwala ako na gaano man kalayo ang inabot ng industriyalisasyon, o computerization, mananatili pa rin tayong isang agricultural country. Agrikultura pa rin madali nating mapagkukunan ng pagkain at trabaho, hindi makina o computer. Nakabaon sa lupang kinagisnan ang ating hinaharap. Hindi natin puwedeng talikuran ito at dumiretso sa mas mataas na antas ng economic development dahil hindi talaga kaya ng gobyerno na pakainin tayong lahat kung kaya’t tayo na mismo ang magsimulang gumalaw para sa buhay natin. Walang anak ang mag-asawa kaya inampon ang bata. Matapos ang siyam na buwan, muling nag-ampon ang mag-asawa. Isang 15-araw na gulang na sanggol ang kanilang inampon at pinangalanang Jessica. Si Jessica ay anak naman ng isa pang pinsan ni Marta na si Cora. Noong 17-anyos si Angelina at si Jessica naman ay walong taong gulang, nagdesisyon ang mag-asawa na pormal na ampunin ang mga ito. Sila naman daw ang tumayong magulang ng mga bata at simula’t sapul ay hindi na nila nakagisnan ang tunay na magulang kahit pa anong paghahanap ang gawin ng mag-asawa sa mga ito. Sa paglilitis ng kaso ay may itinalagang “guardian ad litem” o tumatayong bantay ng mga bata na nag-bigay ng kanyang pirmadong permiso sa pag-ampon. Matapos ang paglilitis at naipasa na ang lahat ng ebidensiya, pinagbigyan ng korte ang petisyon ng mag-asawang Marta at Jimmy. Ipinag-utos ng korte na malaya na ang dalawang bata sa obligasyon nila sa tunay na magulang at ganap na silang anak nina Marta at Jimmy. Walong taon matapos ampunin ang mga bata ay namatay si Marta. Wala siyang naiwang testamento o kahit huling habilin pero marami siyang naiwang ari-arian. Nagsampa ng petisyon si Jimmy sa korte para pormal na paghatian nila nina Jessica at Angelina, bilang tanging tagapagmana, ang naiwanang ari-arian ni Marta. Ang kaso, matapos ang may 20 taong pananahimik, biglang sumulpot sina Linda at Cora bilang magulang ng dalawa at bilang pinsan ni Marta. Nakialam sila sa kaso at kumokontra sa petisyon ni Jimmy. Ayon sa kanila, sila lang ang tanging tagapagmana ni Marta dahil sila ang mga pinsangbuo ng babae. Hindi raw masasabi na pormal na inampon ni Marta sina Angelina at Jessica dahil hindi naman daw sila pumayag sa pag-ampon na nangyari. Ayon din sa kanila, hindi puwedeng maging tagapagmana si Jimmy dahil may nauna itong pinakasalan kaya walang bisa ang kasal nito kay Marta. May karapatan ba silang maghabol sa mana?

Gov't urged to take PNR funding challenge WHAT about the PNR? While its focus – and resources – seem to be concentrated on the breakdownprone Metro Rail Transit, Sen. Ralph Recto said government should also turn its attention to MRT’s poor cousin – the Philippine National Railways, “an aging workhorse which still ferries 20 million passengers yearly.” “Kahit konting pagtingin sana mabigyan ang PNR,” Recto said, citing the wide disparity in the proposed budgetary support between the two rail lines. While the MRT is slated to receive at least P6.7 billion in subsidy in 2015, the PNR will only get P546 million, based on the proposed 2015 national budget. Even in rehabilitation, something like P54 billion is being floated around as the amount needed to fix MRT’s problems, Recto said.
“In contrast, nobody it seems is officially lobbying for more funds for the PNR. One gets the feeling that while one is on its way to modernization, the other is bound for the scrap yard,” Recto lamented. But Recto warned that “to ignore PNR is to forfeit on its potentials.” He explained that just doubling the number of its trains plying the 44-kilometer Tutuban, Manila- Sta. Rosa, Laguna line could raise its daily ridership to 110,000. “This is one-fourth the number of passengers taking the MRT everyday. Adding more PNR trips will relieve the pressure on MRT and give many commuters an alternative,” Recto said. People’s Initiative: Is the new game in town worth the candle? “It seems like Aquino’s paradigm of authoritarian rule is another variant from that of the Marcos dictatorship. Everything that we fought against during the time of the dictator is repeatedly done by Noynoy Aquino. We know that the moment they will tinker on the charter it will surely bleed us to hell. This is bad especially that he [Noynoy Aquino] plans to destroy the Supreme Court. A pattern shows that he maintains a motley crew of advisers or defenders from yellow academics, some lawyers, some economists, military mutineers and other professionals from the ranks of yellow partylist AKABAYAN. He asserts his positionality through the use of his tears… And then he lashes his tongue openly against the supreme court. I am afraid that Noynoy will be paying the Senate again to oust the Supreme Court judges soon. He uses “voices” that he heard in his crooked brain to justify an extension of term. He sustains that the poor need him most more than anything else. This new variant of a dictatorship is like governance from a schizophrenic dictator. Million People March against the pork barrel scam, the people will stand up and sign up against all forms of pork. They will do so through the PI or the “Abolish the Pork Barrel System Bill.” The bill needs the support/signature of 3% of voting citizens from all legislative districts in the country. That is roughly 5-6 million signatures against pork. Signing up continues for the rest of the year. It should not be difficult as the CBCP has endorsed it; LGUs have expressed their support; and different organizations have began to mobilize their forces in all parts of the archipelago. Just how powerful is the PI? No law created through PI or RA 6735 can be repealed by any other enactment of a law except through another people’s initiative. This particular PI for the abolition of the pork barrel system criminalizes all practices and all parties guilty of perpetuating and sustaining any form of lump sums or discretionary pork barrel in the national budget. But what makes the PI really compelling is its grip on the construction of a democracy. Who will replace Aquino is a nagging question thrown at his critics and political opponents. Some even engage in disempowered talk such as the so-called impeachment and people power fatigue. Clearly, politicians who have betrayed public trust and violated the constitution benefit from such expressions of
tiredness. But are the people really tired? What on the basis of the social sciences can be said about the human condition? To say that they are tired of laying claim to democracy amidst the glut exhibited by their leaders is irrelevant to a question decisively crafted for empowerment. One of the pitfalls of national consciousness is the general tendency to embrace the national agenda crafted exclusively by the political elite as the people’s agenda. A radical approach to Philippine history reveals what the Spanish and American occupation of the Philippines meant for our heroes: they must give their lives for sovereignty and dignity. Yet the course of neo-colonial history has also made us understand that it is not only a foreign occupying power that can threaten people’s sovereignty and dignity. The local bureaucratic elite can stop accumulating economic and political power from public office when the conditions for profit-making in government are eliminated. The PI for the abolition of the pork barrel system will make it harder for the ruling elite to perpetuate themselves through massive looting of public funds. With the success of the people’s initiative against pork, a new crop of leaders uninterested and even opposed to bureaucrat capitalism will emerge to truly serve the people. This way, our political choices don’t always have to be between the devil and the deep blue sea.|

Synopsis | ‘CAPTIVE’ THE story of Captive is adapted from the Dos Palmas kidnapping of two US missionaries by the Abu Sayyaf Group in 2001. On 27 May 2001, members of the Abu Sayyaf Group abduct 20 local and foreign tourists from the Dos Palmas resort in Palawan and transport them via a fishing boat across the Sulu Sea to the island of Basilan. On the boat, the ASG demand ransom from the hostages. One of the hostages arranges an easy transfer of the ransom to a bank in Zamboanga, the reason why the group makes a stopover in a Lamitan City hospital en route to their hideout in the mountains. A bullet mistakenly shot by one of the ASG leaders at a passing military truck triggers a military assault on the hospital that lasts the whole day the next day. Amid the firing, three hostages are freed after what is implied as payment of ransom. Four more hostages are taken from the hospital staff when the group leaves, even if the kidnappers release three others with orders to arrange ransom for their loved ones whom the kidnappers are taking with them in the mountains. The first natural casualty of the kidnapping is an old Filipina social worker, who dies during the journey. Her companion, Therese Bourgoine, a French social worker, wins a score over the kidnappers when she succeeds in giving Soledad a Christian burial. On the eve of Philippine Independence Day, the kidnappers behead one of the foreign hostages, a result of a failed negotiation with the government. During the next month, three more hostages are freed, while the rest are forced to trek with the kidnappers as they travel aimlessly in the jungle, waiting to be freed and suffering the indignatin of being held captive—starvation, conflicts in belief, romance, sabaya (forced marriage), dissent
among the kidnappers, escape by some hostages, and even rape. Military attacks only fuel the unyielding kidnappers to fight back. News of the September 11 crash of the Twin Towers in New York, staged by Muslim terrorists, plus a secret visit to the camp by two Arab nationals who bring arms, seem only to further the kidnappers cause of regaining their lost homeland. The visit of a journalist to interview the remaining hostages promises salvation for the hostages, but it does nothing to free them. In a final attempt to arrange negotiations, the kidnappers release the women hostages, holding back four: Therese Bourgoine, the couple of British missionaries, and the head nurse at the hospital. But recklessness and hot-headedness on the part of the kidnappers get in the way. Finally, on 07 June 2002, the military manages to stage a daring rescue.
