TO ensure a successful outcome of its extended social services to a chosen beneficiary, the Philippine Health Insurance Corporation (PhilHealth) officially launches its second Nationwide Simultaneous Run which will take place on February 15, 2015 in 13 regions all over the country, including Regional Office IV-B which covers Batangas, the MIMAROPA island provinces.

Sa darating na Disyembre 8, ipagdiriwang ng lalawigan ng batangas ang kaniyang ika-433 taong pagkakatatag. Mula sa kaunaunahang festival sa Marble Terrace ng kapitolyo, taun-taong umiikot sa

PPSC’s wide-awake on holidays, arrested four lawbreakers! HEEDING the directive of PSSUPT OMEGA JIREH D FIDEL, Provincial Director of Batangas PPO to support the local police force in its anti-criminality campaign, and being wary of the plans of lawless elements in the province, the Batangas Provincial Public Safety Company through its maneuver platoons implemented its planned operations to preempt the commission of crimes while the Batanguenos are busy remembering their dearly departed ones. As a result thereof, 3 violators of RA10591 were separately arrested during the conduct of checkpoint operations in the towns of Rosario, Balayan and Nasugbo while a known drug pusher in Lemery was apprehended during the implementation of a Search Warrant in his place of abode. At around 4:00PM of November 01, 2014, elements of 3rd Maneuver Platoon led by PINSP ROY MAGPANTAY CUEVAS together with personnel from Lemery MPS arrested Teodoro Alteza y Malapitan, 44 years old, with live-in partner, jobless and resident of Brgy. Nonong Casto, Lemery, Batangas. During the service of Search Warrant at the residence of the suspect, a cal.45 pistol, its magazines and ammunitions, drugs and drug paraphernalia were seized by the operating elements. After turning the arrested person to Lemery MPS, a case for Violation of RA 10591 was immediately filed against him.

On the other hand, three violators of RA 10591 were apprehended by elements of 1st, 2nd and 4th Maneuver Platoon during separate checkpoint operations. Reynaldo Garcia y Barrion, 48 y/o, security guard and resident of Brgy. Santiago, Malvar, Batangas was taken into custody by elements of 4th Maneuver Platoon led by PINSP ARWIN BABY MARVILLA CAIMBON after having been caught in possession of one cal. 38 revolver without serial number during the conduct of checkpoint operation at around 3:45AM of November 2, 2014 in Brgy. Masaya, Rosario, Batangas while Agripino Sale y Diaz, 41 years old, security guard of ASAI Security Agency and resident of Brgy. Malalay, Balayan, Batangas was arrested by 1st Maneuver Platoon personnel led by PINSP BARTOLOME MERABUENO DE VILLA JR after he failed to present official document authorizing him to carry firearms outside residence during checkpoint operation in Brgy. Ermita-Calzada, Balayan, Batangas at around 8:45AM of November 2, 2014. Moreover, at around 04:30AM of November 3, 2014, 2nd Maneuver Platoon led by PSINSP ERICKSON AGGABAO GO arrested Michael Viñas y Osorio, married, 38 years old, technician and resident of Consuelo St., Brgy. 8, Nasugbu, Batangas for carrying a caliber .45 pistol without pertinent documents. Arrested person was turned - over to Nasugbo MPS for filing of appropriate criminal case. Later in the morning of November 3, 2014, personnel from Industrial Security Platoon led by PINSP EMIL ORNALES MENDOZA conducted simultaneous service of Search Warrants in Brgy. Manghinao, Bauan, Batangas. At around 9:30AM of November 3, 2014, the operating elements conducted the search in the premises of Neil Landicho y Mendoza, jobless and resident of number 60-A Brgy. Manghinao Proper, Bauan, Batangas, by virtue of Search Warrant Nr. 14-31 issued by Honorable Judge Ruben A. Galvez of RTC Branch 3, Batangas City, that resulted in the confiscation of magazines for M16 rifle, live ammunitions, drugs and drug paraphernalia. Search Warrant Nr. 14-30 issued also by Honorable Judge Ruben A. Galvez of RTC Branch 3, Batangas City was served at the residence of John Robert Victor Abrahan y Maliwanag, married, jobless and resident of #150-A Brgy Manghinao Proper, Bauan, Batangas which resulted in the confiscation of one Cal .380 Pistol Llama, magazine and live ammunitions. Subject persons were not around during the service of search warrants. Evidences confiscated were brought to Bauan Municipal Police Station for documentation and proper disposition. The Provincial Director of Batangas PPO took notice of the series of accomplishment done by Batangas PPSC hence he advised PSUPT MANUEL J ABRUGENA, Company Commander to submit reports for the issuance of appropriate awards to those personnel who participated in the operations.|

RDDMC to conduct regionwide earthquake drill THE Office of Civil Defense IV-A and the Regional Disaster Risk Reduction and Management Council IV-A (CALABARZON) will conduct a region wide earthquake drill to test the level of awareness of the people and their preparedness to cope up with earthquake – induced disasters. It will likewise test the contingency plans of the local government units and showcase their various capabilities to include the government response agencies. The earthquake drill is part of the Nationwide Simultaneous Earthquake Drill programmed to be held quarterly for the year 2014 and a regional ceremonial venue is designated each time. For the 4th Quarter 2014 dubbed as OPLAN PAGYANIG 2014, the EQ Drill will be conducted on Novem-ber 14, 2014 at Brgy. Ampid – II, San Mateo, Rizal the designated Regional Cere-monial Venue for CALABARZON. Since it will also mark the culmination of the quarterly nationwide simultaneous earthquake drills for this year, the RDRRMC IV-A in cooperation with the

Municipality of San Mateo, Rizal ensures that the EQ Drill will be a resounding success with the infusion of more disaster scenarios caused by various earthquake- induced hazards. The RDRRMC IV-A through the Bureau of Fire Protection (BFP) IV-A meticulously designed the diffe-rent scenarios which will also showcase their capabilities and equipment, the DSWD 4A for the establishment of camp management for evacuees and the DOH 4A for TRIAGE activities in a field hospital. The Office of Civil Defense IV-A sees to it that all other response agencies will be able to perform their respective roles in all the scenarios namely, the Bgy DRRMC, the San Mateo Emergency Response Teams, the local PNP, AFP, DSWD, PRC, DOH and the DPWH. Other representatives of RDRRMC member agencies – DILG, DOST, NNC, DEPED and PIA will be on hand to serve as umpires and evaluators. The initial earthquake scenario will show the awareness and preparedness of the people as they react when an

earthquake strikes by performing the standard DUCK-COVER-AND-HOLD procedure and the ensuing evacuation activities. Scenarios that will unfold are: the putting out of a Fire in the neighborhood as a result of the earthquake, Collapsed Structure Search and Rescue, high angle emergency evacuation of casualties from a tall building, Clean up and protective operations against hazardous materials spilled from a tanker, and vehicle extrication of casualties. In all these scenarios, students and local residents will be evacuated while others act the part of casualties who will be extricated from the disaster area to be treated by the medical response teams. An Incident Command System (ICS) will be established to ensure the efficient conduct of disaster response and relief operations during the Drill. The ICS has become part of standard operating procedure in the conduct of disaster operations. Finally, as a routine procedure, the earthquake drill will be evaluated by the designated umpires and observers.|

Scholars to get their allowance thru ATM THE scholars of the city governemtn of Batangas used to form long lines at the City Treasurer’s Office to get their allowances from the city government. With the launching of the Batangas City Scholarship Program ATM ID Card, they can just get their money through any ATM unit nationwide. This project which was launched recently at the Batangas City Convention Center is in partnership with the Development Bank of the Philippines which will issue the ATM ID cards to the 2,059 college and 1,600 high

school scholars at present. This will not only be convenient to the scholars but will also encourage them to save. The project launching was graced by Mayor Eduardo Dimacuha, ABC President Dondon Dimacuha and Board Member Marvey Mariño. The distribution of cards to the scholars is expected on the second week of December. The EBD Schorlarship Program has a budget of P52 million this year and will soon include top ten public high school students who excel in athletics.|

Simultaneous run for PWDs launched Dubbed as “PhilHealth: Ready, TSeKaP, Go,” the event shall endeavor to drum beat PhilHealth’s contribution to the Kalusugang Pangkalahatan agenda of the Aquino administration, and increase public awareness on the health care benefits and services that it provides to its members. The Run is among the major activities that PhilHealth is organizing, as it marks its 20th year with the theme “Ensuring Universal Coverage for All Filipinos.” The launch begins with a tree planting and growing activity in all 13 regions as a symbol of PhilHealth’s commitment for the preservation of the environment. In Batangas, the tree planting and growing activities were simultaneously held in the cities of Lipa, Batangas, and Tanauan and the town of Lemery. It also marks the official countdown to 100 days to the February 15 Run. The Run, which will take place in the cities of Quezon, Baguio, Dagupan, Tuguegarao, Olongapo, Lucena, Lipa, Naga, Iloilo, Cebu, Tacloban, Davao and Koronadal; and shall carry the theme of the primary care benefit package or ‘TSeKaP’ to instill among target participants, particularly those belonging to the vulnerable sectors of society, the importance of prevention as against costly hospitalization. The running event is open to all Filipinos and even to non-Filipinos who are in good health condition. They can register in any of the categories, namely, 3K, 5K, 10K, or 20K. Runners may download the registration forms from run2015.philhealth.gov.ph, submit the forms to and pay their registration fees at the PhilHealth regional and local health insurance offices corresponding to their preferred run site. Those who wish to join the Quezon City and Iloilo City editions may register online through run2015.philhealth.gov.ph. PhilHealth President and CEO Alexander A. Padilla emphasizes that “the PhilHealth Run 2015 shall also be a venue for PhilHealth to showcase its selflessness as an organization, instill generosity, and welcome opportunity to share resources for the improvement of

the plight of others,” adding that “since PhilHealth will celebrate its 20th anniversary in February, we want to have a declaration saying that Universal Health Care (UHC) is no longer a dream, but is now a reality for all Filipinos.’’ The first time that PhilHealth organized a nationwide, simultaneous run was in February 2013 which was participated in by 90,000 professional and amateur runners nationwide. “This time, we are expecting at least 60,000 runners from the 13 sites nationwide,” the PhilHealth Chief added. Vice President and Regional Office IV-B chief Johann Paolo Perez emphasized that even though the upcoming event is targeting a lesser number of runners, the system is very optimistic that it can reach each goal of collecting enough fund for its chosen beneficiaries. The first running event in 2013 was simultaneously held in 18 key cities in the country, marking the systems 18th anniversary.

Proceeds from registration fees and sponsorships will benefit at least 13 local institutions primarily catering to the vulnerable sectors of society. PhilHealth’s Regional Office IV-B has selected at least three groups of persons with disabilities (PWDs) as beneficiaries. In a simple ceremony, Perez led the signing of the Memorandum of Agreement with the representatives of the group-beneficiaries, namely Ronnel del Rio of Punlaka Institute for Special People, Inc., Johnny Medrano of Provincial Federation of Associations of Persons with Disability, and Aileen Comia representing AKAPIN Batangan. Ayon kay Leny Semilla, isang supervisor ng SPED o Special Education sa DepED, makatutulong ang Camp Kalinga sa pag-unlad ng mga bata lalo’t higit sa tiwala sa sarili at sa pakikitungo sa ibang tao, kamag-aral at kamag-anak. Hangad din ng Camp Kalinga, ani Semilla, na maipadama sa mga bata na sila ay mga espesyal at inaaruga. Sa loob ng tatlong araw, ang mga batang may kapansanan ay makakaranas ng kalinga ng manggagamot, mga madadaling livelihood training at mga paligsahan sa iba’t ibang palaro. PALUAN, Occ. Mindoro —Dinukot ng mga kasapi ng New People's Army (NPA) ang alkalde at munisipal administrator ng bayang ito, Biyernes ng hapon, Nobyembre 7. Sa pahayag ni SPO1 Nilo Poja, communications officer ng Occidental Mindoro Police, dakong alas-3:30 nang lusubin ng mga rebelde ang munisipyo ng Paluan. Sinasabing nagbihis sundalo ang mga rebelde at nagpanggap na mag-iinspeksyon. Dito aniya dinukot ng tinatayang 50 miyembro ng NPA si Paluan Mayor Carl Michael Pangilinan at administrator na si Engr. Carl Yambao. Pero ilang oras lang ang nakalipas, natagpuan din ang alkalde at ang administrator nito malapit sa Calauagan River matapos iwanan ng mga rebelde na agad nagsitakas. Nagbigay na ng salaysay ang alkalde sa pulis. Isang pulis at isang sundalo ang nasawi sa nangyaring pag-atake ng NPA habang apat na pulis ang sugatan. Patuloy naman ang follow-up operation ng mga awtoridad sa naturang insidente.|

Ang Batangas-Mindoro Superbridge ni Umali MAHIGIT isang taon na lamang at eleksyon na naman. Kanya-kanya naming eksena ang mga pulitiko; kanya-kanyang propaganda. At ang nakaka-unsyami pa sa mga propagandang ito ay talagang maituturing nang mahiwaga kung magkkaroon ng katuparan. Isa samga kumakalat na propaganda ay ang istorya ng Super Bridge na balak umanong itayo sa Verde Island Passage an magdurugtong sa Isla ng Mindoro sa Luzon mainland na ipinagbabanduhan ni Oriental Mindoro governor Alfonso Umali. Ayon pa sa kampo ni Umali, ang proyekto umanong ito ay binabalak pamuhunanan ng negosyanteng si Ramon Ang,ang pamosong business tycoon na nasa likod ng San Miguel Corporation sa pagpasok ng beverage company sa ilang conglomerates at joint ventures na ngayon ay may mga interes na sa petrolyo, enerhiya, toll operations at iba pa. Maaaring ang maganda nga ang plano pero sabi nga ay mukhang malabo pa sa pusali ang katuparan nito. Bakit? Narito ang ilang kadahilanan: 1. Pangita na sa sukat palamang ay iba-iba… Ang sinasabing haba ng tulay ay___ kilometro, samantalang ang distansya ng Ilijan at Isla Verde ay___ kilometro at ng Isla Verde at San Teodoro ay ___ kilometro; para bagang kinarkula o hinulaan lamang; 2. Ang North Pass ng Verde Island Passage (pagitan ng Ilijan at Isla Verde) ay sinasabing 2nd deepest sa buong bansa, next to Philippine Deep Sea ng Surigao.. saan kaya ibabaon ang mga poste? Di naman pwedeng suspension bridge dahil wawasakin nito ang bahura ng Isla Verde para maglagay ng napakalalaki at napakalalalim na poste at pier; 3. Ang Verde Island Passage din ay Center of the Center of World’s Marine Biodiversity. Hindi basta papayagang masira ang mga coral reefs alang-alang lamang sa paglalagay ng mga pier ng tulay; 4. Dahil ang Verde Island Passage ay siyang nagdurugtong sa West Philippine Sea at sa Sibuyan Sea pasilangan sa Pacific Ocean… ito ay isang mahalagang ruta ng mga malalaking barko; 5. Ang pipeline ng Malampaya Gas to Power Project na nagdadala ng natural gas mula Palawan patungong Tabangao dito sa Lunsod Batangas ay dito dumaan sa gilid ng Isla Verde at delikado ang maghukay o magbutas sa dagat dahil sa seguridad ng pipeline; 6. Wala sa prayoriad ng pamahalaang nasyunal ang paglalagay ng nasabing super bridge; 7. Ang San Miguel conglomerates ni Ramon Ang ang siyang may concession ng pagpapagawa at operasyon ng Star Toll mula Lipa City hanggang Batangas City. Kung yun ngang mahabang tulay sa bahagi ng Soro-soro ay hindi magawa yung kabilang side… sa halip ay mag-me-merge ang dalawang malalaking kalsada sa magkabilang dulo ng tulay…. Ang tunay na kahulugan ng patriyotismo The realities of negotiating

SA mga diksyunaryo, ang kahulugan ng patriyotismo ay malawak. Pero karamihan dito ay patungkol pa rin sa pagmamahal sa bansa. Ang pagmamahal ng isang tao sa kanyang bansang kinabibilangan ay isang abstract na salita. Ito ay dapat mabigyan ng buhay hindi lamang sa salita kundi maging sa gawa. Sa mga sundalo ang kahulugan ng patriyotismo ay ang kahandaan nila na ialay ang kanilang buhay para sa bansa, kaya sa mga pagsasanay, ito ay parang novena na paulit-ulit na pilit na ipinupunla sa isipan, sa puso at maging sa gawa nila. Kaya sa mga sundalo, kapag interes na ng bansa ang pinag-uusapan, kaya nilang itaya ang buhay nila dahil ito ang natututunang itibok ng kanilang mga puso at ito rin ang idinidikta ng kanilang isipan. Sa sundalo, ang patriyotismo ay sakripisyo at kahandaang ialay ang kanilang buhay para sa bayan.

 Sa isang ordinayong mamayan, ang patriyotismo, ay may ibang dimensyong pakahulugan, hindi nila kinakailangang magpakamatay para mapatunayan lamang ang kanilang pagmamahal sa bayan. Ang kinakailangan nila ngayon sa makabagong panahon ay ang pagpapahalaga nila sa kanilang mga kababayan partikular sa mga taong napapaligid sa kanila. Kasama dito ang kanilang pagsunod sa mga batas at obligasyon nila sa gobyeno. Kasama na diyan ang pagbabayad ng buwis upang matulungan natin ang ating bansa na maging matatag.  Ang Panatang Makabayang ating paulit-ulit na binibigkas ay isang instrumentong hinuhubog natin ang ating kaisipan at puso sa kahulugan ng tunay nating pagmamahal sa ating bayan. Only 5.8 kilometers of national roads have been repaired or rehabilitated out of a target 116 kilometers, three (3) bridges out of a target 34 bridges, six (6) ports out of a target 43 port facilities, 33 out of 99 flood control facilities, 25 municipal halls out of a target 153 municipal, city and provincial halls, and 21 out of 161 civic centers.” If one would go to Tacloban City, one would see a few reminders of the devastation caused by Typhoon Yolanda. The airport is still under construction, which is normal even in the country’s international airports. There are road rehabilitation efforts everywhere, which is also a regular sight all over the country, especially

OVER the past few days, I came across both good and bad news about the Bangsamoro peace deal. A reality check of some sort. “Good” because the government, the MILF and the prospective donor countries and international agencies came together recently in a Philippine Development Forum (PDF) to commit massive logistics support to the peace efforts. (Although the “lousy" media handling spoiled what otherwise was an auspicious event.) This sent very strong signals that enduring peace and prosperity for the Bangsamoro are just around the corner because there will be massive development resources to make things happen. This is “good” because the surge and the momentum for peace are sucking in more supporters including the so-called “doubters” and “non-believers”. Whatever the future of the peace deal will be, improving the lives of the Bangsamoro is paramount. But “bad” because the expectations for dramatic and immediate results are so high that not meeting them will only be another formula for disaster. We know miracles do not happen and peace does not come overnight. It is incremental and a work of a lifetime. So, it's good to do a reality check from time to time.  WORLD BANK -- Over dinner at Davao Marco Polo Hotel a few days ago, top honchos of the World Bank met with a small group of Davaoenos to do just that: a reality check. WB Vice President (for East Asia & Pacific region) AXEL VON TROTSENBURG from Washington D.C. and Manilabased Country Director MOTOO KONISHI led a team that met with some “locals” around the table to include Archbishop (Emeritus) NANDING CAPALLA, head of the Bishop Ulama Conference; former Malacanang Cabinet official PAUL DOMINGUEZ, head of the Philippine Business for Social Progress; Businessman VIC LAO, president of the Mindanao Business Council, Former Congresswoman PATRICIA M. SARENAS and myself. After attending the Philippine Development Forum ( PDF) on the Bangsamoro at the Davao SMX convention center with President Aquino, the WB team thought an intimate exchange would give them some additional situationers closer to the ground.  VALIDATION -- It was propitious that the night before, I had an interesting chat at our Seagull Beach Resort in Davao City with some of my former co-workers during my days in Malacanang. They still cover now Mindanao and have attended several consultations on the ground. They meet and talk to people in the area. They validated some of the concerns reaching me and which I relayed to the WB group.  PERILS -- Up to this time, my former Malacanang colleagues told me that there were still serious concerns that must be addressed especially on the continuing misgivings and doubts of many citizens on the capability of the MILF to handle such a gargantuan and sensitive task of bringing peace in the Bangsamoro territory. While the sudden surge of hope and optimism is a good, positive sign , it has also its PERILS. The public expectations that the peace deal will bring dramatic and immediate results are so high that unless such expectations are managed accordingly, there may be widespread disappointment and frustration that can spoil the efforts at the early stage.  INCLUSIVE? ---Then there is still the issue of “inclusivity”. There are pestering questions. Will the peace deal be principally for the MILF or will it be inclusive as to include as “key players” other non-MILF Muslims, the MNLF, the sultanates, the tribes, the entrenched politicians, the IPs, etc? Will the implementing mechanisms that will bring development be exclusively controlled by the MILF? Yes, there are motherhood statements claiming “inclusiveness” but there is a common lingering feeling of doubt that this is only “good in words and not in deeds”. One footnote worth mentioning is the basic mind-frame of some Malacanang officials who merrily proceeded with dealing only with the MILF to the “exclusion” of other actual players like the MNLF , whom they condescendingly described as a “spent force” as if only the MILF matters. Even the leaders of Mindanao's interfaith dialogue group, the BISHOP ULAMA CONFERENCE was intentionally sidelined and “deadma-ed” ( is there such a word?) all throughout simply because the “Ulamas” and the bishops composing it played a key role in peace building and peace dialogues during the previous ARROYO Administration. Disturbing mind sets, if u ask me, but yes, a judgment call they are entitled to. But obviously paying “lip service” to inclusivity. (Ho-hum!)  CAN MILF DO IT? --More questions like: can the capacitation of the MILF (as new leaders professing good governance and development) happen in so short period of time as the original timelines envisioned? Earlier, I said that the transition period given to the MILF to win elections and govern is too short. They won't stand a chinaman's chance to change the status quo, their good intentions notwithstanding. Moreover, disturbing incidents about continuing bombings, terrorist activities, conflicts and shooting incidents within the proposed Bangsamoro territory and its peripheries still hound us. There are even disturbing reports of one MILF commander in Lanao starting to enforce the “Shariah Law” in his area, without waiting for the final law allowing it. Then other reports of some MILF armed elements already making pre-emptive moves using the force of arms in claiming back lands from others that they plan on taking back when the Bangsamoro law is entrenched. This is not to mention the arming of some non-Bangsamoro elements who are girding for a showdown just in case. These are supposedly areas that people expect the MILF to handle and help pacify. These incidents are disturbing signs of clear challenge and defiance . Although I know the sincerity and the overriding intentions of the MILF in forging peace as I had the privilege of working closely with them, the question still remains: “Can the MILF hack it”?

Kusang loob na pagbibitiw NAG-UMPISANG magtrabaho si Nina sa CMC, isang kompanya ng damit, noong Enero 1990 bilang management coordinator. Matapos ang 10 taon, siya na ang consignment operations manager at isa sa mga pangunahing namamahala sa operasyon ng kompanya. Isa sa naging sistema ng kompanya ay ang pagbibigay ng cash advance mula sa neto ng benta ng mga supplier/consignor nito. Kailangan lamang na aprubahan ito ng bise presidente (AVP-Finance). May nangyari na isang supplier ang nagreklamo sa sunudsunod na kaltas sa benta. Nang mag-imbestiga, lumalabas na humigit kumulang P500,000.00 ang nadispalko at sangkot si Nina sa nasabing anomalya. Noong Pebrero 7, 2000, nagbitiw sa trabaho si Nina. Sumulat pa siya ulit sa kompanya noong Pebrero 15, 2000 upang kumpirmahing muli ang kanyang unang sulat ng pagbibitiw sa tungkulin. Nagpasalamat pa nga siya sa CMC. Pagkatapos ay tumigil na siya sa pagpasok sa trabaho. Datapuwa’t nakikipagkita pa rin siya sa matataas na opisyales ng kompanya tungkol sa kaso. Enero 13, 2003, nagsampa si Nina ng kasong illegal dismissal laban sa CMC. Ayon sa kanya, napilitan lang siyang magbitiw sa trabaho upang unahan ang plano ng ilang nakatataas na opisyal na paalisin siya sa tungkulin upang hindi madawit ang mga ito sa anomalya. Ayon kay Nina, sinabi mismo ng AVP-Finance sa harap ng accounting manager na “Mag-resign ka na. Maiipit kami.” Dahil lang daw sa pagkalito at sa takot kaya siya napilitang magsumite ng sulat na nagbibitiw sa

trabaho noong Pebrero 15, 2000. Argumento ni Nina, kailangan munang patunayan ng CMC na kusang-loob ang ginawa niyang pagbibitiw at hindi siya tinakot upang gawin ito. Tama ba si Nina?  MALI. Dahil siya ang nagsumite ng sulat, obligasyon niyang patunayan na hindi kusang-loob ang ginawa niyang pagbibitiw sa trabaho. Upang mapatunayan na tinakot o di kaya’y sapilitan ang kanyang pagbibitiw, kailangan na: 1) ang pananakot ang tunay na dahilan kung bakit siya nagbitiw sa trabaho 2) ang ipinananakot sa kanya ay hindi makatarungan; 3) ang banta sa kanya ay totoo at hindi basta kathang-isip lamang 4) nabuo sa kanyang isip na siya, ang kanyang pamilya at ari-arian ay kayang saktan o at sirain ng taong nananakot sa kanya. Sa kasong ito, hindi sapat ang kanyang ginawang paratang laban sa AVP-Finance upang mapaniwalaan ng hukuman na sapilitan lamang ang kanyang pagbibitiw. Hindi siya isang ordinaryong kawani kundi isang mataas na opisyal ng kompanya na hindi kayang basta na lang takutin upang magbitiw sa trabaho. Ang pagbibitiw ni Nina sa trabaho ay boluntaryo o kusang-loob. Hindi siya pinilit o tinakot upang umalis sa trabaho. Patunay dito ang kanyang unang sulat na petsa Pebrero 7, 2000 na kinumpirma pa ng pangalawang sulat na petsa Pebrero 15, 2000. Nilalaman pa nga ng sulat ang kanyang pasasalamat sa kompanya kaya’t malabong manggaling ito sa isang empleyadong napipilitan lamang umanong magbitiw sa trabaho.|

What is hampering Yolanda rehab efforts? First part of 2-Part Series THERE have been more than one view of how rehabilitation efforts, especially in hard-hit Eastern Visayas, have progressed a year after super typhoon Haiyan (Yolanda) hit the country. It’s as if people are talking about different worlds. As early as his July 2014 state of the nation address, President Benigno Aquino III has declared that the government’s response to Yolanda has been on time. But the truth came out when President Aquino approved the rehabilitation plan just recently, a mere weeks before the first year anniversary of the day Typhoon Haiyan (Yolanda) wreaked havoc on vast swaths of the country. International agencies, on the other hand, tend to highlight and feature the success of their projects at the community level. Rightfully so, we never expected them to take charge of emergency response and rehabilitation efforts on all the areas affected by Haiyan. That is the responsibility of the Philippine government. Nevertheless, international agencies have declared that they are beyond the stage of emergency response and early recovery and are now entering the stage of longterm recovery or development. Independent think tank Ibon Foundation came up with a statistical analysis comparing government targets with its actual accomplishments. What is Ibon’s conclusion? The Aquino government has been lagging behind miserably in its targets. The realities of negotiating DEVIL IN DETAIL -There are also other significant developments lately that need to be addressed if we want to do a reality check. One, there is credible report that the MNLF has already sent word to its members that it will, for the moment, "stand down" from collaborating on the MILF's Bangsamoro peace deal; two, the nonBangsamoro residents in Mindanao are objecting to -and are asking policy clarity about -- control of the Bangsamoro of the sources of power and energy and other vital resources like minerals and marine resources. Then of course. the sensitive issues of disarmament or "decommissioning and demobilization”. There are other concerns that are now being closely scrutinized. Simply the effect of: “the devil is in the detail”.  WORRISOME -Although reports appearing in the media show a “surge” of support, it is still worrisome that the island provinces of Sulu, Basilan and Tawi-tawi are still “cool” to the Bangsamoro deal. Again, a reality check will tell us that except for an insignificant number, there is no significant presence of the MILF in these areas. There are more MNLF there than MILF. Then the "gut" issue there is about Sabah where thousands of locals rely on livelihood -- not to mention their domain claims -- and obviously, Malaysia’s patronizing support to MILF is a turn-off for locals. Then the matter of the expected resistance of the entrenched and powerful political and tribal leaders who will not easily and willingly allow the “johnnycome-lately” neophyte and “new kid in the block” MILF to take over just so easily. I do not wish to give it more significance than what it deserves, but the observation that key political leaders in the ARMM like governors and congressmen were conspicuously ABSENT during the recent PDF is giving everyone a clear signal that we should not ignore. The matter of constitutionality and legal viability I will leave to Congress and the Supreme Court to settle.  RISKS -- That reminds me. I got a surprise call sometime ago from Zamboanga City Congressman CELSO LOBREGAT who simply

asked permission if he could reprint my earlier published article entiled : "THE MILF PEACE PACT ... WHAT IF?". I wrote my initial personal assessment as early as April this year about the risks and dangers and the things that we should address if we want the peace pact to succeed. I was informed by my friends lately that Cong. CELSO has heavily circulated my printed thoughts. What is disturbing to me is that more than half a year later has elapsed since and the same worrying signals are still around that need to be addressed; the risks need to be mitigated.  DONOR FATIGUE -- In short, the task is not easy. Most important is MANAGING EXPECTATIONS principally of the Bangsamoro constituency, the key players, including the international donor community partners who are prone to suffer from the so-called “donor fatigue” syndrome that can somehow afflict their respective anxious and impatient country capitals and head offices. This was WHAT HAPPENED in the case of the 18-year old MNLF peace pact of 1996 that , up to the present, still needs further nurturing and attention. Lessons learned, of course.  "MORAL HAZARD"-Whatever the outcomes of all these, it is imperative that we MUST improve the lives of the Bangsamoro, which is now long overdue. That is the bottom-line! That's the overriding reason why we welcome the generous help and support of the international donor community like the World Bank. Of course, with a clear warning (call it gentle admonition) that if there is lack of "inclusivity" in the implementation of development projects on the ground, "moral hazard" or dissatisfaction leading to more conflict by those excluded will be inevitable. We have learned from the past that peace deals or agreements, altho important milestones, are not necessarily or solely the exclusive fountainhead of peace and progress. What is hampering Yolanda rehabilitation efforts? whenever election season is drawing near. There are a few storm-battered buildings, which have not yet been worked on, and the remnants of a ship that ended stuck near the road. And there are the omnipresent tent materials with markings of international agencies, which some people have used as part of their patched-up houses, and the billboards announcing the sponsors of the different projects. But if one moves around the city center, the market and the business and government centers, it’s as if the super typhoon did not hit the country last year. However, out of sight in the outskirts of the city, the

other towns and cities of Leyte, and onwards toward Samar island, one would see that majority of the people still live in bunkhouses and tents. If one gets to talk with them, one would realize that the people of Leyte and Samar are still worse off now than before Typhoon Yolanda hit the country. Eastern Visayas, most especially Samar island, has always been in the top three poorest regions and provinces in the country. And Typhoon Yolanda has made the lives of the people of Eastern Visayas even worse. What is hampering rehabilitation efforts? - To be continued
