SULYAP-PASADA SA TAONG 2014 - Huling Bahagi

Maayos na koleksyon ng buwis, monitoring ng mga negosyo S A kabila ng mga pagsubok na kinaharap ng lungsod ng Batangas noong 2014, hindi maitatanggi na naging mabunga at payapa pa rin ang pamumuhay ng mga Batangueno. Narito ang mga mahahalagang kaganapan ng nakaraang taon...

FINANCIAL MANAGEMENT Sa larangan ng taxation, noong buwan ng Pebrero, umabot sa P208 milyon ang kabuuang halaga ng business taxes at regulatory fees mula sa mga bago at renewal ng business permit na nakolekta ng pamahalaang lunsod ng Batangas, mataas ng P8milyon kumpara noong isang taon na umabot lamang sa P199 milyon.

Habang sinusulat ang ulat na ito, ay wala pang eksaktong datos mula sa City Treasurer’s Office kung gaano ang koleksyon para sa taong 2014.

STREAMLINING OF BUSINESS REGISTRATION May 5,591 ang bilang ng mga establisyimento na nagpatala sa bagong Business-One-Stop-Shop (BOSS) noong Enero kung saan 159 ay mga bagong negosyo at 5432 naman ang nag renew.

Makikita sa BOSS ang streamlining at computerization ng business registration na bunga ng pagkakapili sa Batangas City bilang isa sa tatlong lunsod na recipients ng Project Invest ng United States Agency for International Development (USAID) .

Naging modelo ang BOSS ng Batangas City sa mga lungsod mula sa Metro Manila

hanggang sa Cordillera kung saan may mga lakbay-aral na binibisita ang proseso ng BOSS. Mula sa 17 steps naging dalawa na lamang ang hakbang, File and Claim.

May waiting area ang BOSS kung saan makikita ang numero na sineserbisyuhan ng BOSS. Kung dati-rati ay inaabot ng isang buwan ang pagkuha ng mayor’s permit, ngayon ay pwede na itong makuha sa loob ng isang araw kung kumpleto ang mga kaukulang dokumento.

Kaugnay pa rin nito inilunsad noong Abril ang Mobile Money Payment System kung saan. hindi na kailangan pa ng mga negosyante sa Batangas City na pumunta pa sa BOSS upang magbayad ng kanilang business taxes. Ito ay pwede na nilang bayaran sa pamamagitan ng kanilang mobile phones.

Layunin ng Scaling Innovations in Mobile Money (SIMM) ng (USAID) ang “transparency, accountability, and security” ng mga government financial transactions.

Katuwang din sa proyektong ito ang GXchange, Inc. upang magamit ang GCash platform sa pagbabayad ng business tax.

Batangas City BPOSS, First in Batangas Ang kauna-unahang Building Permit One-Stop-Shop (BPOSS) sa lalawigan ng Batangas ay itinayo katabi ng BOSS upang mapabilis ang proseso ng pagkuha ng building at occupancy permit.

Mula sa 5 hanggang 7 araw, 2-3 araw na lamang ang pagpoproseso at pagkuha ng building at occupancy permit.

Matatagpuan ang lahat ng mga opisinang kukuhanan ng mga requirements sa BOSS. Kabilang dito ang City Planning and Development Office (CPDO), City Environment and Natural Resources Office (CENRO), City Engineer’s Office (CEO), Office of the City Veterinarian and Agricultural Services (OCVAS) at Bureau of Fire Protection (BFP).

Joint Inspection Team Samantala nagsimula nang magsagawa ng inspeksyon sa mga establisimyento sa Batangas City noong Marso ang Disclosure and Revenue Inspection Team (DRIT) ng Business Permits and Licensing Office(BPLO) upang makita kung ang mga ito ay tumutupad sa batas at mapatotohanan kung tama ang kanilang mga ibinigay na impormasyon noong sila ay nagparehistro noong Enero.

Bukod sa DRIT, kabilang din sa joint inspection team ang Safety Team at ang Compliance Team na binubuo ng iba pang regulatory offices/department.

Bago magsagawa ng inspeksyon, ipinabatid sa mga establisyimento ang pagbisita upang maihanda ang mga kaukulang dokumento. Kung may makitang paglabag ang isang establisyamento, ito ay mapapa record sa data base ng BOSS at hanggang hindi ito naaayos o naiitama sa concerned agency, hindi ma re-renew ang business permit.

Sa kasalukuyan ay may 6000 registered establishments sa lunsod.

Calumpang Bridge rehab, matutuloy na Ayon pa kay Mang Andoy, nasa kalahati ng dati niyang kinikitang P600 sa pagtitinda sa palengke ang nawala sa kaniya mula ng bumagsak ang Calumpang Bridge.

Sa eksklusibong panayam ng Pahayagang BALIKAS, kinumpirma ni Deputy Executive Secretary for Finance and Administration (DESFA) Ronaldo Geron ang napipintong rehabilitasyon ng bumagsak na tulay.

Aniya, nag-ulat na sa kanilang tanggapan ang Department of Public Works and Highways (DPWH) at kinumpirma ang pakapag-award ng kontrata sa isang JBL Builders and William Uy Construction Joint Ventures sa halagang halos P64-milyon.

Nauna rito, nakadalawa nang public bidding ang isinagawa ng pamahalaang nasyunal ngunit walang lumahok na bidders. Sa ikatlong public bidding, ang JBL Builders and William Uy Construction Joint Ventures lamang ang nag-iisang bidder kaya sa ilalim ng negotiated contract ay ipinagkaloob na rito ang proyekto.

Ayon pa kay Geron, mahigpit na hiningi ng public bidding guidelines na kailangang ang lalahok na bidder ay may konkretong batayan ng kakayahang gumawa ng proyekto batay sa mga natapos ng katulad na proyekto na kinontrata ng bidder.

Aniya pa, kung matatapos ang pagkumpleto ng mga kinakailangang dokumento ngayong linggong ito ay mapasisimulan na rin ang naturang rehabilitasyon.

Matatandaang bumagsak ang Calumpang Bridge sa kasagsagan ng pananalasa ng bagyong Glenda noong umaga ng Hulyo 16, 2014.

Noon ding umagang iyon, inihayag ni City Administrator Philip Baroja sa isang panayam na ikinukonsidera ng pamahalaang lunsod na nasa hurisdiksyon ng pama-halaang nasyunal ang naturang tulay.

Kaagad na isinulong ni Usec. Geron sa pangulo at sa National Dissaster and Risk Reduction Management Council (NDRRMC) na maaksyunan ang nasabing kahilingan.

Kasunod nito, nagpadala ang Malacañang ng mga tauhan mula sa DPWH at Department of Budget and Management upang isagawa ang inspeksyon at assessment noong Hulyo 24-25, 2014 at lumabas ang rekomendasyong rehabilitasyon sa halagang P200 -milyon.

Tuluyang tinutukan ni Geron ang rekomendasyong rehabilitasyon at inirekomentada kaagad ang pagpapaparuba ng P77-milyong pondo mula sa NDRRMC noong Setyembre 24, 2014 .

Sa kabilang banda, nagpadala naman ng sulat kay Pangulong Benigno S. Aquino si Pununlunsod Eduardo B. Dimacuha noong July 24, 2014 na humihiling ng pagtatayo ng isang mas matibay na tulay sa halagang bilang pamapalit sa bumagsak na Calumpang Bridge. Ang hinihiling na ito ay isang suspension bridge na may malalaking poste sa magkabilang pampang ng ilog at may malalaking kable na maghahawak sa bigat ng tulay. Hindi naaprubahan ang naturang kahilingan.

Sa isang hiwalay na liham na may, ipinanukala ng pamahalaang lunsod ang pagtatayo ng ikatlong tulay na magiging alternatibong daluyan ng transportasyon mula sa Poblacion Area patungo sa eastern section ng Ilog Calumpang.

Hindi rin ito inaprubahan ng pamahalaang nasyunal.

Nabatid naman na walang available na ganun kalaking pondo sa 2014 budget at wala ring nakaprogramang ganoong pondo sa 2015 budget, kaya kung magkakatotoo ang panukala ay hihilingin pang makasama ito sa ipanunukalang badyet para sa taong 2016.

Sa kabila nito, kinumpirma naman ng pamahalang lunsod ang pagtatayo ng ikatlong tulay na magiging alternatibo at dadgag na lagusan palabas at papasok sa poblacion area. Ito ay itatayo sa Sitio Ferry, Brgy. Kumintang Ibaba sa kanluran at Brgy. Gulod Labac sa silangan.

Bukod sa mas maikli ang distansya at mababaw ang ilog sa bahaging ito, wala umanong magiging problema sa pagkuha ng right of way sapagkat ang lupang masasakop sa Sitio Ferry ay pag-aari ng pamahalaang lunsod, samantalang sa kabilang bahagi naman ay pag-aari ng pamahalaang panlalawigan.| JOENALD MEDINA RAYOS

Php 100,000 cash reward for capture of hit and run suspect/s THE Sangguniang Bayan of the Municipality of Lemery Batangas through the request of the mayor Charisma M. Allilio will be giving a Php 100,000.00 cash reward to anyone who can help the authorities identify or who may give information leading to the arrest of the person responsible to the hit and run accident which transpired at Barangay Malinis, Lemery, Batangas on January 4, 2015 at about 10:00pm.

The accident killed two siblings and wounded four others from Brgy Wawa of said Municipality.

The resolution sponsored by Councilor Jayvee C Bendaña was approved by the Sangguniang Bayan of Lemery on January 19, 2015 during its 78 th regular session at the Legislative Hall, SB Bldg, Municipal Compound, Lemery Batangas.

It can be recalled that on or about said time, date and place of incident, while victims all onboard a tricycle were traversing from Calaca to Lemery town proper direction, they were bumped and hit from behind by an unidentified vehicle which was running on the said direction.

Due to the impact, victims sustained different body injuries and was rushed to the Batangas Provincial Hospital for treatment but two of them (siblings) died while the others were severely injured.

Continuous and thorough follow up operation were conducted by the Lemery Municipal Police Station headed by PCInsp Gerry M. Laylo however up to this date, to no avail.

The people of Lemery town, its Local leaders together with the PNP is hoping that through this reward system, the public, especially witnesses of the said heinous event will come out and respond and give whatever information for the solution of the case.|

Comelec, Batangas PNP launch checkpoints RECENTLY, the Commission on Elections (COMELEC) promulgated Resolutions in the implementation of the Ban on Bearing, Carrying, or Transporting Firearms, Other Deadly Weapons and Explosives in connection with the upcoming Special Sangguniang Kabataan (SK) Elections on February 21, 2015.

In lieu, it had also launched its checkpoint operation in coordination with the PNP to ensure the effective implementation of gun ban during the period. Under the supervision of the Provincial Director, PSSupt. Omega Jireh D. Fidel, the Batangas PNP together with some representatives of the Provincial / Municipal COMELEC established its simultaneous Checkpoint operations this morning at exactly 12:01 AM. Highlighting this operation was the accomplishment of the Lipa City Police Station led by its Chief of Police, PSupt. Jacinto Rodriguez Malinao Jr, in which during their checkpoint operation at 12:30 AM of January 22, 2015 at the Carmel Police Assistance Center located in Brgy. Antipolo Del Norte, Lipa City, they were able to apprehend two persons namely: Roldan Gasmen y Castillo, a.k.a.

“Udong” 36 years old, (born on July 6, 1978), married, jobless and resident of Purok 6B, Brgy San Jose, Lipa City; and Al Vargas y Villapando, a.k.a. “Kakai” 28 years old, (born on March 14, 1986), with live in partner, construction worker and resident of Brgy Tipakan, Lipa City for Violation of Republic Act 10591, Violation of Omnibus Election Code (COMELEC Gun Ban) and Violation of RA 9165 ( Comprehensive Drugs Law).

Recovered pieces of evidence when they were intercepted during the checkpoint operation were: one (1) unmarked Caliber 9MM pistol; one (1) magazine; seventeen (17) live ammunitions; one (1) Caliber 45 pistol (grandmaster) with serial number 523654; two (2) magazines; twenty one (21) live ammos; and one (1) heatsealed transparent plastic sachet containing white crystalline substance of suspected “shabu” weighing approximately 5 grams with an estimated street value of P 59,000.00.

Roldan Gasmen including the suspected “shabu” was brought to the Batangas Crime Laboratory Office for drug test and laboratory examinations.|

Unipormadong pulis, nag-donate ng dugo sa Romblon Prov’l Hospital ODIONGAN, Romblon — Ang mga kawani ng Philippine National Police (PNP) mula sa iba’t ibang municipal police stations sa buong lalawigan ay nag-donate ng dugo sa Romblon Provincial Hospital (RPH).

Ang nasabing gawain ay bilang pakikiisa sa programa ng Romblon Provincial Government at pagsusulong ng health awareness program para sa kapulisan.

Sa pangunguna ng bagong hirang na PNP Provincial Director ng Romblon na si PSupt. Juan B. Añonuevo, kanyang hinimok ang mga kapulisan na gumawa ng makabuluhang bagay upang makatulong sa kapwa. Sa pamamagitan ng blood letting activity na isinagawa kamakailan sa RPH sa bayan ng Odiongan ay taos pusong nag-alay ng dugo ang mga tauhan ng pulisya.

Ang nasabing aktibidad ay na naisakatuparan sa pangunguna ng Romblon Provincial Blood Council (RPBC) na pinamumunuan ni Trina Firmalo at pakikipagtulungan ng pamunuan ng Romblon Police Provincial Office (RPPO).

Ang RPBC ay nasa ilalim ng patnubay ng Philippine Red Cross (PRC) na tumutulong sa pangangalap ng dugo upang makatulong sa mga pasyente na nangangailangan ng dugo upang madugtungan ang kanilang buhay.

Ayon kay Mary Ann Dacara, Provincial Blood Coordinator, marami ang nakalap na units ng dugo mula sa hanay ng kapulisan na kanilang magagamit kapag may mga pasyenteng mangangailangan sa nasabing pagamutan. Aniya, upang matiyak na ligtas gamitin ang mga dugong nalikom, ito ay idadaan pa sa final screening test ng Philippine Blood Center o Philippine Red Cross bago ilagak sa Blood Collection Unit ng ospital.

Halos kada buwan ay malaki ang pangangailangan ng dugo ng maraming pasyente na ginagamot o nako-confine sa RPH kung saan ay tinutugunan ito ng RPBC at PRC-Romblon Chapter para makalikom ng sapat na suplay ng dugo upang magamit ng mga pasyente sa oras/panahon ng emergency.|

Calapan LGU, umapela sa kapitolyo ukol sa pagbabaha CALAPAN, Oriental Mindoro – Umapela kamakailan ang alkalde ng lungsod ng Calapan Na si Mayor Arnan C. Panaligan kay Gob. Alfonso V. Umali, Jr. hinggil sa problemang pagbaha dito sa tuwing magkakaroon ng malakas na pag-ulan.

Isang liham ang ipinadala ni Panaligan sa kapitolyo para sa kanilang agarang aksyon hinggil sa naging sunud-sunod na pagbaha sanhi ng pag-apaw ng Panggalaan River na malaking epekto sa mga mamamayan.

Dito ay malinaw niyang isinaad ang posibleng pinagmulan ng tubig baha na nagpalubog sa pitong barangay ng Calapan noong huling linggo ng Disyembre 2014 at noong ika-1 ng Enero 2015.

Paliwanag ni Panaligan, ang pag-apaw ng Panggalaan River ay nanggaling sa dalawang malaking ilog sa bulubunduking bahagi ng bayan ng Victoria, ang Aglubang at Ibulo River. Ang rumagasang tubig mula sa mga nabanggit na ilog ay nagsanib sa Mt. Muyod patungong Mag-asawang Tubig River na matatagpuan sa barangay Villa Cerveza ng Victoria pababa sa ibabang bahagi nito kasama ang Naujan na dumaloy papunta sa Bucayao at Panggalaan River ng lungsod ng Calapan.

Bagamat aniya may kasaysayan ng pagtaas ng tubig ang dalawang ilog ng Calapan, isang palaisipan ang naitalang critical level ng Bucayao River na 5.06 meters base sa datos na nakalap mula sa Project Noah. At para sa impormasyon ng lahat, nakatakdang umapaw ang Bucayao River kapag pumalo ito sa taas na anim na metro. Mas higit na naging kahina-hinala ang ibinigay na impormasyon kung saan tumaas lamang ang tubig sa Mag-asawang Tubig River sa bayan ng Naujan hanggang 3.41 meters noong ika-24 ng Disyembre at 2.97 meters noong ika -1 ng Enero.

Dahil dito, malinaw aniya na ang bulto ng malaking tubig mula sa bulundukin ng Victoria ay napunta sa mga ilog ng Calapan. Pangamba ng Alkalde, kung patuloy na magiging ganito ang sitwasyon ng ilog ng Bucayao kung saan magiging catch basin ito ng Aglubang at Ibulo Rivers, posible aniyang bahain ang malaking bahagi ng Calapan. Apektado aniya hindi lamang ang agricultural areas ngunit kabilang na rin ang residential at commercial centers.|

Kabilang din dito ang konstruksiyon ng isang multi-level parking area na siyang solusyon upang maibsan ang lumalalang

suliranin sa daloy ng trapiko sa lungsod.

Humigit kumulang, siyam na mga PPP projects, na may kaabuuang halaga na mahigit P700-bilyon, ang inaasahang maipapatupad ngayong 2015, ayon kay Canilao.|

Responsible parenting, isinusulong ng pamahalaang panlalawigan MATAPOS ang matagumpay at mapayapang pagdating ng Santo Padre, Papa Francisco, napapanahon ang isinagawang Parents Congress na ginanap noong ika-19 ng Enero sa Provincial Auditorium bilang pagpapahalaga sa pamilya na isa sa mga pinagtuunang pansin ng Santo Papa sa kanyang limang araw na pamamalagi dito sa ating bansa.

Ito ay pinangasiwaan ng tanggapan ng Provincial Social Welfare and Development (PSWD), sa pangunguna ng kanilang Department Head Jocelyn R. Montalbo, at dinaluhan ng mga DSWD at MSWDO workers, Barangay Health Workers, ERPAT, 4P’s members, Day Care Center Teachers at mga magulang mula sa iba’t ibang munisipalidad.

Nakiisa sila upang madagdagan pa ang kanilang kaalaman ukol sa tamang pagpapalaki at pagbuo ng magandang relasyon sa kanilang mga anak.

Naging pangunahing tagapagsalita ang isang pari mula Iloilo na si Rev.Fr. Joel Eslabra na tumalakay sa importansya ng Presence (not just Provision), Passion (not just Provision) at Person (not just Position) - 3 bagay na kinakailangang isabuhay bilang isang ideal na magulang.

Mariin naman itong sinuportahan nina 4th District Board Member Caloy Bolilia, 3rd District BM Devs Balba, at Provincial Administrator Joel Montealto na pawang mga magulang din at hinikayat ang lahat na isabuhay ang mga aral na ibinahagi ng Santo Papa.

Sa pagbibigay ng ganitong programa, higit na naunawaan ng mga magulang ang mga napapanahong isyu na may kinalaman at kaganapan sa mga ginagalawang kapaligiran ng kanilang mga anak, partikular sa tahanan, paaralan at sa kumunidad.

Ang pagiging mabuting magulang ang siyang tunay na susi upang maiwasan ang mga isyu na kinasasangkutan ng child laborers, out of school youths, at ang kinatatakutang drug addiction at prostitution.

ATI, kabalikat sa Disaster Rehabilation Program ng lalawigan PINAGTIBAY ng Pamahalaang Panlalawigan ng Batangas, sa pangunguna ng Sangguniang Panlalawigan at ng Asian Terminals Inc. (ATI), ang public-private partnership matapos magbigay ng tulong ang huli noong ika-21 ng Enero para sa rehabilitation efforts sa mga biktima ng kalamidad sa lalawigan.

Maayos na koleksyon ng buwis, monitoring ng mga negosyo EDUKASYON Isang innovation ang inilunsad ng pamahalaang lunsod sa kanyang mga scholars. Hindi na pipila sa Treasurer’s Office ang mga scholars para makuha ang kanilang allowance. Binigyan na sila ng ATM ID card nitong Nobyembre na siyang gagamitin para makapagwithdraw ng kanilang allowance sa alin mang ATM units sa bansa. Ito ang bagong proyekto ng Batangas City Scholarship Program (BCSP) katuwang ang Development Bank of the Philippines (DBP).

Layunin ng proyekto na mas maging maalwan para sa mga iskolars, lalo’t higit sa mga nag-aaral sa mga unibersidad sa Maynila at ibang probinsya ang pagkuha ng kanilang scholarship allowance.

Tumatanggap ng P5,000.00 tuition fee assistance at P3,000.00

subsidy allowance kada semester ang mga iskolar sa kolehiyo. Ang mga high school scholars naman ay tumatanggap ng P3,000 subsidy allowance kada taon. Kinakailangan na mamentena ng mga scholars ang kanilang grades na hindi dapat bababa ng 2.5 at 85.

Sa kasalukuyan, may 2,059 college at 1,600 high school scholars ang pamahalaang lunsod ng Batangas.

Otomatikong na scholars ang mga nagtapos ng valedictorian at salutatorian sa elementarya at sekundarya sa mga pampubliko at pribadong paaralan.

Sa taong ito ay nagbigay rin ang BCSP ng subsidy allowance para sa Top 10 Performing Athletes sa regional at national levels mula P5,000.00 hanggang P8.000.00.

Philippine Science High SchoolCALABARZON

Napili naman ang lunsod bilang site ng Philippine Science High SchoolCALABARZON. Nakatakdang buksan ang Philippine Science High School Calabarzon Campus sa Barangay Sampaga sa Hunyo ng susunod na taon.

Dapat nabibilang sa 10% sa may pinakamataas na marka sa kanilang batch (2014-2015), may final grade na hindi bababa sa 85% sa Science at Math at 80% sa lahat ng subject ang mga aplikante. Ang mga makakapasa, ay makakapag-aral ng libre at wala ring babayaran sa pagkain at tirahan.

Bukod sa magiging sentro sa larangan ng science sa rehiyon ang lunsod, inaasahan din na mas lalago ang skills ng mga Science Teachers sa mga seminars na ibabahagi ng mga guro sa PSHS. World Teachers Day Celebration

Kinilala naman ng pamahalaang lunsod ng Batangas ang mahalagang papel na ginagampanan ng mga guro sa World Teachers Day Celebration ng Department of Education sa Batangas City Sports Coliseum.

Dinaluhan ito ng may 2000 guro. Pumili ng natatanging guro mula sa pitong distrito at national high school at mula sa categories ng secondary at elementary level.

Kaugnay pa rin nito, nagtanghal ang mga scholars ng Colegio ng Lunsod ng Batangas ng isang musical broadway, ang “Mama Mia” bilang pagpupugay sa kanilang mga guro. BELOW is an exerpt from the prepared speech of Pope Francis, which he delivered during the Meeting with Families at the Mall of Asia Arena on Friday, January 16.  I AM grateful for your presence here this evening and for the witness of your love for Jesus and his Church. I thank Bishop Reyes, Chairman of the Bishops’ Commission on Family and Life, for his words of welcome on your behalf. And, in a special way, I thank those who have presented testimonies – thank you! – and who have shared their life of faith with us. The Church in the Philippines is blessed by the apostolate of numerous family movements and I thank them for their witness!

The Scriptures seldom speak of Saint Joseph, but when they do, we often find him resting, as an angel reveals God’s will to him in his dreams. Today I am resting with you, and together with you I would like to reflect on the gift of the family.

First, however, let me say something about dreams.

I am very fond of dreams in families. For 9 months every mother and father dream about their baby. Am I right? Dreaming is very important.

Especially dreaming in families. Do not lose this ability to dream!

How many difficulties in married life are resolved when we leave room for dreaming, when we stop a moment to think of our spouse, and we dream about the goodness present in the good things all around us. So it is very important to reclaim love by what we do each day. Do not ever stop being newlyweds!

Resting in the Lord. Rest is so necessary for the health of our minds and bodies, and often so difficult to achieve due to the many demands placed on us. But rest is also essential for our spiritual health, so that we can hear God’s voice and understand what he asks of us. As Christians, you too are called, like Joseph, to make a home for Jesus. To make a home for Jesus! You make a home for him in your hearts, your families, your parishes, and your communities.

Resting in prayer is especially important for families. It is in the family that we first learn how to pray. Don’t forget: the family that prays together stays together! This is important. There we come to know God, to grow into men and women of faith, to see ourselves as members of God’s greater family, the Church.

Next, rising with Jesus and Mary. Those precious moments of repose, of resting with the Lord in prayer, are moments we might wish to prolong. But like Saint Joseph, once we have heard God’s voice, we must rise from our slumber; we must get up and act (cf. Rom 13:11).

Let us be on guard against colonization by new ideologies. There are forms of ideological colonization which are out to destroy the family. They are not born of dreams, of prayers, of closeness to God or the mission which God gave us; they come from without, and for that reason I am saying that they are forms of colonization. Let’s not lose the freedom of the mission which God has given us, the mission of the family. Just as our peoples, at a certain moment of their history, were mature enough to say “no” to all forms of political colonization, so too in our families we need to be very wise, very shrewd, very strong, in order to say “no” to all attempts at an ideological colonization of our families. We need to ask Saint Joseph, the friend of the angel, to send us the inspiration to know when we can say “yes” and when we have to say “no.”

The pressures on family life today are many. Here in the Philippines, countless families are still suffering from the effects of natural disasters.

The economic situation has caused families to be separated by migration and the search for employment, and financial problems strain many households. While all too many people live in dire poverty, others are caught up in materialism and lifestyles which are destructive of family life and the most basic demands of Christian morality. These are forms of ideological colonization. The family is also threatened by growing efforts on the part of some to redefine the very institution of marriage, by relativism, by the culture of the ephemeral, by a lack of openness to life. Thank you very much!|

Ang Mabuting Balita Ang Pagpapagaling sa Maraming Tao MULA sa sinagoga, si Jesus, kasama sina Santiago at Juan, ay nagtuloy agad sa bahay nina Simon at Andres. Pinagaling ni Jesus ang maraming maysakit, anuman ang kanilang karamdaman. Pinalayas din niya ang mga demonyo, at hindi niya hinayaang magsalita ang mga ito sapagkat alam nila kung sino siya.

Ang Pangangaral ni Jesus sa Galilea MADALING-ARAW pa'y bumangon na si Jesus at nagpunta sa isang lugar kung saan maaari siyang manalanging mag-isa.

Hinanap siya ni Simon at ng mga kasama nito, at nang matagpuan siya ay sinabi nila, "Hinahanap po kayo ng mga tao."

Ngunit sinabi niya sa kanila, "Kailangang pumunta rin tayo sa mga karatig-bayan upang makapangaral ako roon. Ito ang dahilan ng pagparito ko."

Nilibot nga ni Jesus ang buong Galilea. Nangaral siya sa kanilang mga sinagoga at nagpalayas ng mga demonyo.|

Occupy COMELEC! A DAY after Pope Francis left the Philippines, members of the National Transformation Council (NTC) occupied Plaza Roma, Intramuros, Manila, to stage their continuing protest against the Commission on Elections (COMELEC). The community action started with the celebration of the Holy Mass concelebrated by Archbishop Ramon C. Arguelles, D.D. and Retired Archbishop Fernando B. Capalla, D.D. As of this writing the vigil is on its fifth day. Partly festive and indignant, the atmosphere is fully charged with speakers denouncing the anomalies in the past two elections which were attributed to the Comelec and the Smartmatic.

The group is calling for the discarding of the present automated election system in favor of a more transparent and fraud-free open election system. It is demanding for the banning of the Smartmatic in the bidding for the election machines for the 2016 election because of the faulty PCOS machines that it had supplied in the 2010 and 2013 elections.

People from different walks of life come and go to the Plaza to take part in the protest. A small group, mainly from the urban settlers sector, volunteers to keep vigil to so that the fire will continue to burn through the evening. During the day, labor groups add up to the number while concerned citizens join the vigil whenever their time permits. This is the Filipino version of the American Occupy movement.

The Occupy Movement, if ever the term fits the group, is different from its American counterpart.

Contrary to what people may think, the vigil action is not only keen in demanding reforms in the present electoral system. It is keeping its eyes on the existing economic, social and political systems. Aware that only direct political action scan make significant difference in the present political and societal configuration, the

NTC can be expected to set in motion other meaningful community actions against the administration. Remember that it has been very vocal in asking for the resignation of President BS Aquino III and his officials from the government. The community vigil against the COMELEC is only the start of its difficult struggle to transform the Philippine society.

In relation to this, the advocacy group Adbokasiya ng Sambayanan (Adbokasiya) released its official position on the controversies involving the PCOS machines and the COMELEC. Adbokasiya believes that the concerns of critics regarding the unreliability of the PCOS machines have not been overcome by the assurance of the COMELEC that the machines are reliable and fraud-free. It notes that the anomalies imputed on the conduct of the 2010 and 2013 automated elections cast serious doubts on the legitimacy of the winners proclaimed these elections.

Widespread election-rigging and electronic fraud would mean that we under a de facto political administration which enjoys no legal and moral mandate to govern since the inception.

Adbokasiya laments that it is disheartening that the COMELEC chose to ignore the public outcry to discard the PCOS machines and disqualify the Smartmatic, Inc. from participating in the bidding for the additional machines for the 2016 national elections.

On the contrary, the COMELEC was reported to have awarded the contract to the Smartmatic once more.

The chain events which started from the day the COMELEC has chosen this foreign company to provide the technology for the administration of the two previous national elections lead to the inevitable conclusion that the coming election will be as unreliable and anomalous

Di nagsisinungaling ang retrato PAUWI na sina Vic at Mon galing sa isang party bandang alas-onse ng gabi nang masira ang sinasakyan nilang kotse.

Kinailangan ang pagkumpuni rito kaya matiyaga nilang hinintay hanggang natapos ito ng alas-singko ng umaga. Kahit na pagod at puyat ang dalawa ay minaneho pa rin ni Vic ang kotse. Subalit minalas ang dalawa, nabang­ga nila ang isang pampasaherong bus nang biglang mag-overtake si Vic. Malaki ang sira ng kaliwang bahagi ng kotse samantalang sina Vic at Mon ay lubhang nasugatan.

Si Vic ay na-comatose at namatay din makalipas ang limang araw samantalang si Mon ay nabuhay ngunit nabulag ang kaliwang mata.

Sanhi nito ay nagsampa ng reklamo ang mga magulang ni Mon at Vic laban sa kompanya ng bus para sa bayad-pinsala. Samantala ay nagsampa naman ng kontra-demanda ang bus laban sa ina ni Vic, ang nakarehistrong may-ari ng sasakyan. Ayon sa kompanya ng bus, si Vic ang may kasalanan. Batay

Positibong kaisipan para sa kinabukasan ANG kinabukasan ay nakalaan para sa mga nakikialam, nakikiisa’t nakikibahagi ng kanilang oras, talento at kaisipan sa pagpanday nito.

Kumbaga sa buhay ito ang premyo na mapapanalunan ng mga nagtaya’t nagpusta upang maging kapanapanalo ang ating kinabukasan.  Ibabahagi ko ngayon ang konting dunong mula sa pananaw ng isang sundalo na kasalukuyang involved sa paghubog ng kaisipan ng mga future officers ng Philippine Air Force.

Importante po ito kasi kapag hindi natin maintindihan ang halaga ng edukasyon sa ating buhay at sa ating hinaharap bilang isang lipunan ay para na rin tayong kumain ng kahit anong makakain na hindi man lang iniisip ang nutritional value ng ating kinakain.

Hindi po nasa paaralan ang isang tao dahil iyon ay kagustuhan ng mga magulang, o di kaya siya ay nasa edad na dapat siyang nasa paaralan. Tayo ay pumasok sa paaralan para matuto. Para magkaroon ng dignidad dahil alam natin ang mga bagay na importante’t may malaking halaga sa atin. Am sure marami ang hindi aware nito dahil ang pagpasok sa paaralan para sa karamihan ay tila bang rites of passage na lamang.  Ito ang pilosopiya sa likod ng kalakarang akademya.

Na ihubog ang isang tao para maging makabuluhang nilalang sa lipunan na kanyang ginagalawan.

Lipunan po ang key word dito dahil ang isang tao ay bahagi nito. Puwede rin siyang mamuhay sa labas

ng lipunan pero kakaibang sistema yung iiral sa kanya, sistemang hindi ayon sa pag iisip ng nakakarami. Pero habang siya ay nakikisalamuha sa ibang tao sa loob ng isang lipunan, siya ay may malaking bahaging ginagampanan para sa pagsulong ng mga adhikain nito.

Para siyang screw sa isang komplekadong makina – simpleng component pero bahagi pa rin ng kabuohan.

Besides, ang pundasyon ng ating lipunan ay hinubog para sa kapakanan ng nakakarami. Hindi ito para lamang sa iilan.  Sa panahon ng lipunan na ating ginagalawan sa ngayon, napakaimportanteng challenge sa amin na mga disipulo ng akademya na igabay sa tamang kaisipan ang aming mga estudyante.

Kailangan namin ng foresight kung ano ang future needs upang sa ngayon pa lang ay magawan na namin ng remedyo upang ihubog ang mga puso’t kaisipan ng mga kabataan ayon sa mga parating na mga pangangailangan ng ating lipunan.

At dahil nasa puso’t kaluluwa na ng isang sundalo ang kapakanan ng ating bansa, minumungkahi ko na bigyan natin ng diin ang pagpalalim ng sense of patriotism ng mga kabataan. Madali ito para sa atin kasi tayong mga educators ay isa sa mga tinitingala’t ginagalang na sektor sa mata ng mga estudyante’t kabataan.

After the Pope Francis storm, what now?

DURING the visit of Pope Francis from January 15 to 19, time seemed to have gone to a standstill. We had nonworking holidays, at least in Metro Manila; there was no traffic, except of course in areas where the roads were blocked and near places where Pope Francis was holding an activity; and there was a drop in crimes. Even the trapos and epals were silent. The people were also spared from the noise of political wrangling and maneuverings.

But now we are back to reality. Tuesday greeted us with heavy traffic. News headlines shout about corruption cases. And then there is this story “Pope Francis and the Mystery of Manila’s Vanishing Street Children” by TIME where Social Welfare Sec. Dinky Soliman reportedly admitted that the government rounded up 100 homeless families along Roxas Blvd. and hid them in a resort in Batangas.

So is this the government’s way of showing love and compassion for the poor?

Anyway, it is not enough that the government prepared a grand welcome for Pope Francis, the Catholic Church ensured the success of his visit and the people braved the crowd and the rains. It is not sufficient to be enamored by the personality of Pope Francis and be awed by his words. What we do next determines whether his visit had an impact.

How will the Aquino government respond to the challenge made by Pope Francis in his speech in Malacañang?

“The great biblical tradition enjoins on all peoples the duty to hear the voice of the poor. It bids us to break the bonds of injustice and oppression which give rise to glaring, and indeed, scandalous social inequalities. Reforming the social structures which perpetuate poverty and the exclusion of the poor first requires a conversion of mind and heart.”

“I hope that this prophetic summons will challenge everyone at all levels of society to reject every form of corruption which diverts resources from the poor, and to make concerted efforts to ensure the inclusion of every man and woman and child in the life of the community.”

How consistent with this is the government’s thrust toward neoliberal policies of liberalization, deregulation and privatization, which result in increases in the prices and rates of basic commodities, services and utilities, in order to ensure the profitability of corporations at the expense of the poor majority?

President Francis, anyone?

LAST night, I had a dream.

The Philippines has turned federal and is one of the federated states of the Vatican. And its regions have also gone federal -- where the concentration of powers and resources are equitably dispersed and fairly allocated to the locals. The name of the President is Francis Bergoglio.  HONORABLES --- He has cleaned up the bureaucracy from corruption.

No allies cling nor hide behind his priestly garb. No one is spared, not even his own KKKs ( kaSeminaryo, kaPari, at KaJesuita). Tinges of irregularity, whether small or significant, real or contrived, are not swept away or waved off. His officials take their name and honor seriously. Some take the honorable route of voluntarily dismounting to protect the presidency, ready to take the bullet. His officials are so well loved and held in high esteem that when they figure in some close call accidents, like plane mishaps, everyone thanks the Lord for their safety and not say: "sayang bakit yan lang sinapit" ( which, by the way, was the reaction of some when the Bombadier plane carrying some Malacanang officials overshot and nose-dived upon take-off at the Tacloban airport -- and which I find unchristian and totally uncalled for.)  FEDERAL --- Being federal, the regions govern their own areas with the least intervention from the national capital. The locals determine and chart their own future and destiny. Taxes are not all sent up to the national treasury and the concentration of power through patronage and dog lapping is gone. Hence, no DAP or PDAF.  IN PERIPHERIES ---President Francis spends time not so much in Malacanang nor in imperial Manila but in the "peripheries" like the calamity stricken areas of Tacloban, in the far-flung barangays. He attends to the long-suffering and abandoned victims of the Zambo siege, the poor, the sick, the forgotten. Whenever he wishes to meet with his constituents, millions voluntarily attend, braving the elements. And there is no "hakot".  BLAMING NO ONE -- His words are compassionate and soothing, not carping or uncouth. He speaks from the heart and asks everyone to put Jesus in the center of everything. He assuages the sufferers by referring to Christ's own Calvary and crucifixion. He does not look back looking for some fall guy. He blames no one. He reaches out to all -- Muslims, Lumads and those of other faiths -- for peace and unity.  NOT GOD's GIFT --- He sneaks out at night, not to cavort or "vroom" the streets but to visit and give solace to the street children, the orphans, the needy and the abandoned. He does not project himself as if he is God’s gift to mankind to reform. He exudes humility and godly grace. He protects the family and even the unborn. He does not conjure ways to undermine the sanctity of life.  NOT BRATTY --He is so human just like you and I. His humanity shows he has a good sense of humor and breaks into some laughter - or even sheds tears -- with his people. His inimitable smile brings cheers and solace even to those who went through some tragedy. He is always on the move despite his age and not prone to ensconce himself moonying in solitude. Here in Batangas City, the San Isidro Elementary School better known to be an Eco Friendly School goes beyond being an institution of learning. Environmental programs, projects and practices have been a habit of the pupils, parents and teachers. For many years, the school gave an honor to the Division of Batangas City by acquiring awards in the division, region and national level environmental competition.

In the citywide innovative project last year, the school got a Silver Award, special award for the project and the highest award given to the school with the best innovative project, The Eco Patrol.

Being on top, the school didn’t stop with the award received last year. It leveled up its campaign and goes

beyond its borders. The campaign continues as the call for unified action towards environmental protection extends to the community. From members of the academic community, SIES has reached out to other stakeholders – the barangay officials, other government agencies, business locators, and the rest of the community.

Another innovation in the campaign itself was introduced to broaden up the campaign to reach out and encourage every people around the world in different ways to be part of this campaign to save our Mother Earth. Utilizing the social media and the mainstream mass media outfits, the SIES Eco Patrol Quest braces the challenge of being at the forefront of the campaign for the environment.

Inspired with the renewed dedication of the Eco Patrolers, also dubbed as green ambassadors, the SIES Eco Patrol Quest is actively campaigning under the theme: Learn to Offer your time Voluntarily to the Environment (LOVE).

Occupy COMELEC! as before—thwarting rather than reflecting the will of the electorate and setting the stage for another de facto administration to take over.

The advocacy group make three claims in the name of the Filipino people: First, the rescission of any and all concession and agreements between the COMELEC and the Smartmatic and the perpetual disqualification of the latter from doing business with the Philippine government; second, the investigation and prosecution, if warranted by evidence, of responsible officials and employees of the COMELEC and Smartmatic for complicity in the widespread election fraud during the last elections; and last, the adoption of an open election system to ensure both transparency and efficiency in the electoral process.

The Adbokasiya calls upon the citizenry to make informed choices in the face

of these anomalies and claim their right to direct the course of future. Its recognition of the capacity of the people to make informed choices and claim their future, reflects the commitment to advance the welfare of the people.

The community vigil of the NTC deserved the support of the citizenry. More groups should come in the open to support it. More people are needed to make waves that can bring down the structures that keep the COMELEC hidden from the lights of accountability and transparency.

Occupy COMELEC until it gives in to the cries for credible, open, transparent and efficient electoral system.

People need to occupy the center of the discourse so that their voices will be heard.

The situation has gone from bad to worse. Only a radical solution can stop it from getting irreversible. Act now!
