COUNCIL WORKING WITH EATERIES DURING COVID Cafes, restaurants and food retail businesses have certainly been through a lot of change throughout COVID-19. It is vital that these businesses stay up to date with changing Public Health Orders to keep their customers and staff safe.
Council’s Environmental Health Team has maintained contact with local food outlets throughout the pandemic to ensure that appropriate procedures are in place. Ongoing assistance is also being provided to ensure that all food outlets are implementing a COVID-19 Business Safety Plan, a requirement under Public Health Orders. Any food related concerns can be reported to Council’s Environmental Health Officer at pehd@ ballina.nsw.gov.au or call 1300 864 444.

Council felt that in these uncertain times it is important to keep Ballina Shire residents and visitors up to date with measures including ‘Extras’ and eNews updates which can be subscribed to on Council’s website ballina.nsw.gov.au/enews If you are keen to know even more – Council’s Delivery Program and Operational Plan for 2020/21 – 2023/24 are also available on the website at ballina.nsw.gov.au/planning-and-delivery August 6 and 9 mark the 75th anniversaries of the atomic bombings of Hiroshima and Nagasaki. Ballina Shire Council has joined a growing number of councils across Australia and the world to endorse the International Campaign to Abolish Nuclear Weapons Cities Appeal. The Treaty on the Prohibition of Nuclear Weapons was adopted at the UN in 2017 with the support of 122 countries with Australia still to join. Ballina Shire Council ratepayers were recently reissued their 2020/21 rates and charges notice as their first notice was sent in the incorrect envelope. The printer responsible for the error has covered these additional costs. We are fortunate to live in paradise with our beautiful beaches, the river, natural beauty and the productive hinterland. Council is continuing to work on providing extra facilities to ensure that everyone can experience our special place. Please continue to follow advice given by State and Federal Authorities regarding social distancing and proper hand washing and sanitising.

Ballina Shire Council has prepared the draft 2021-2030 Ballina Coast and Hinterland Destination Management Plan (DMP) and placed it on exhibition for public comment.

Destination Management Plans assist tourism stakeholders to strategically align with regional objectives. This strategic alignment not only assists with their own operations and marketing but also when they apply for grant funding. The primary aim of the 2021 - 2030 DMP is to increase overnight visitor expenditure within the destination to $450 million by 2030 (tripling the 2009 value).
THE THREE KEY OBJECTIVES IDENTIFIED IN THE DRAFT DMP ARE: 1. Strengthen coordination of destination management 2. Raise the profile of the destination and its experiences 3. Encourage investment into recreational assets, product development and access improvements. The draft Destination Management Plan is on public exhibition from 27 July to 31 August 2020. Council develops policies when there is a legal obligation to fulfil an issue that requires consistent guidelines, or where there is a requirement to set a standard to carry out a function. We review each policy on a regular basis and any changes are reported to Council. Community consultation is a key element when reviewing and developing policies, and we make these available on our website for community feedback. The following policies were endorsed for public exhibition at the 23 July Council Meeting. VOLUNTARY PLANNING AGREEMENTS VPA (REVIEW) – this policy provides a framework for agreements between Council and developers. Under a VPA a developer agrees to provide or fund public amenities or infrastructure. This policy supports Council’s strategic approach to funding key projects and achieve specific land use planning outcomes. Enquiries: Simon Scott, Strategic Planner LIQUID TRADE WASTE (REVIEW) – this policy sets out how Council regulates discharges to the sewerage system from commercial and industrial premises such as mechanical workshops, supermarkets, manufacturing processes, health practitioners, educational facilities, restaurants and cafes. SOLAR PANEL INSTALLATION Council is increasing its commitment to renewable energy by installing more solar panels across its centres. A new 70kW solar power system was recently installed at the Council Chambers in Cherry Street. This will significantly lower Council’s energy costs and reduce carbon emissions. When not in use, the system can provide 25kW back to the grid.
Lennox Head Cultural Centre sets the stage The Lennox Head Cultural Centre is set to reopen in September with its new name, new look and upgraded facilities. The first thing you will notice are the striking new look turrets that are now covered with zinc. The zinc will be ideal for keeping away corrosion and will last over 100 years. Their appearance will also change over time, as it ages, the zinc will develop a patina finish and throw blue and green colour tones. The centre also has a brand new roof with an 80 kilowatt solar system that will help to run the new airconditioning system throughout the venue. “We’ve also installed a new black ceiling to add to the atmosphere for live events and improved the insulation and wall linings to enhance the quality of the acoustics,” said Craig Brown, Manager Community Facilities. “We are excited to be unveiling the centre next month. It is now a facility that will cater for the diverse needs of our community, well into the future.”
An additional 10kW has been added to the existing 10kW system at Kentwell Community Centre. A new 80kW solar system has been installed at Lennox Head Cultural Centre, increasing its capacity by 40kW. The Council Depot is scheduled to have a 70kW system installed. Alstonville Cultural Centre will receive an additional 60kW, increasing total capacity to 70kW. Council is exploring opportunities to install solar panels on its other facilities.

As part of Council’s commitment to increasing its use of renewable energy, the following facilities are going solar:

Lennox Head has been a low-key and social, coastal village for some time. The community told us that these are essential characteristics to hold onto when making any improvements to the village. The Draft Concept Design for Lennox Head Village Centre looks at ways that we can improve public amenity and make better streets and places for people within the village centre whilst at the same time celebrating what makes it special. To create the plan we used community ideas from years of engagement. The Draft Concept Plans were on public exhibition from 12 June – 10 July 2020, and 112 submissions were received via the online feedback and email. Council staff have collated and analysed this feedback and made some minor alterations to the plans to best accommodate the key messages. The revised draft concept plans are scheduled for presentation to Council at its ordinary meeting on 27 August 2020.

FUTURE ROAD NETWORK Council provides and maintains an extensive road network. We are committed to planning ahead to complete road and traffic upgrades to create an integrated traffic network to support a growing a community.
River Street duplication update Council is continuing to develop its plans to duplicate River Street from West Ballina into Ballina Island to address traffic congestion. The detailed design for the first section at West Ballina, Burns Point Ferry Road to Barlows Road is under development, with initial stormwater investigations and soil testing now complete. Council plans to complete this significant road infrastructure project in four sections, with the first section expected to start early 2021. The project plans were on public exhibition in November/December 2019 and endorsed by Council in January 2020. Keep an eye out in Council’s Enews for further details.

Airport Boulevard update The next stage of the Airport Boulevard project is about to commence with council to call tenders for the construction of the road and associated infrastructure. Stage 2 of the project will see the construction of the roadway, roundabouts, landscaping and underground utility services. Once complete, the arterial road will provide a gateway entrance to the airport and provide connectively for the future expansion of the Southern Cross Industrial Estate. Commemoration Park fitness equipment NEW WATERFRONT FITNESS PARK IN BALLINA
Commemoration Park on beautiful North Creek in Bentinck Street has been transformed into an exciting new outdoor fitness park. The park provides over 134 different exercises and includes instructional boards and app integration plus a shade structure still to come. Commemoration Park was chosen as a suitable location after a community consultation process. It was also chosen as there are two children’s playgrounds (Meldrum Park and Missingham Park) nearby. The $1.8 million investment has been funded by the State Government’s Restart NSW program through the Regional Growth Environment and Tourism Fund to the value of $750,000, with Ballina Shire Council providing the additional $1.05 million. Once complete, the new path will allow walkers to safely access this very special and unique section of the coastline while enjoying the natural environment. The walkway will be integrated with the natural landscape, retaining sections of existing grass, include new sections of gravel footpath and boardwalk. Council wishes to thank the community for their understanding during these works. The path is expected to be complete by the end of the year (weather permitting).

Coastal Shared Path The final section of the shared path along The Coast Road from Skennars Head to Pat Morton Lookout is nearing completion. Council is looking forward to unveiling the path that will allow pedestrians and cyclists to commute safely between Lennox Head and Ballina with an alternative route along The Coast Road.

The Northern Rivers Community Gallery (NRCG) has recommenced the Bright Sparks Creative Kids Art programs at Ignite Studios. The Bright Sparks After-School Art program will run every Wednesday until 23 September. Classes will focus on the ‘Art of Nature’ with facilitator Cara MacLeod. Students will be introduced to making art with nature and learn how to use botanical inks, explore clay impressions, create public art and individual artworks from plant rubbings and printing with plants. Payment is essential to guarantee a place and once full, bookings will be closed. All materials
are included in each program. Please note – due to limited places and to ensure social distancing, bookings can only be taken for children over the age of eight. BRISBANE BULLETS BOUNCE INTO BALLINA The Brisbane Bullets are coming to Ballina to teach some of their star quality tricks and skills at a coaching clinic in August. The Bullets will shoot some hoops and share their skills with local basketballers at the Ballina Indoor Sports Centre.
Alstonville Aquatic Centre Amenities upgrade The upgrades to the Alstonville Aquatic Centre are expected to be complete by the end of August. The $400,000 project to upgrade the male and female amenities and change rooms, accessible change room and kiosk will provide welcome improvements to this important facility.
