From the Mayor
Welcome to our final edition of Community Connect for 2024.
As Christmas fast approaches, it’s hard to believe we’re already wrapping up 2024 and getting ready to welcome the new year. It has been a remarkable year, with several major projects completed. These include the final stage of the Lennox Village upgrade, the new Lennox Head Rural Fire Service facility, safety upgrades on Ross Lane, the Wardell Wharf repairs, Tamar Street Bus Interchange upgrade, and intersection upgrades in Alstonville.
There is plenty more to come in 2025. We look forward to progressing a Pump Track in the Kingsford Smith precinct, construction of the Byron Bay Road/Byron Street roundabout in Lennox Head, creating a Community Green Space in Wardell and upgrading the Alstonville Cultural Centre.
In a continued focus on improving flood resilience, plans to duplicate Fishery Creek Bridge and Canal Bridge are progressing, plus designs for Ross Lane flood immunity improvements.
With so much to be done, I am incredibly proud to have been entrusted with another term as Ballina Shire Council Mayor. In October, at our first meeting as a new Council, we welcomed a new Deputy Mayor, Councillor Damian Loone. I congratulate Damian on his appointment and look forward to working with a new, energised Council.
In November we were honoured to host Her Excellency the Honourable Ms Sam Mostyn AC, Governor-General of Australia. There were meaningful discussions about planning for risk and the road ahead for Ballina.
Council is currently developing a new 10-year Community Strategic Plan (CSP) to reflect the community’s aspirations and priorities. This is your chance to tell us what matters most to you, see page 15 for further information or visit YourSayBallina.com.au

Elected to Council in 2004 and first elected as Mayor in 2021, Sharon is a company director, JP, Registered Civil Celebrant, Chair of the Australian Coastal Councils Assoc and Deputy Chair of Rous County Council and Northern Rivers Joint Organisation, and on the Executive Board of the Country Mayors Association of NSW.
Damian is a retired detective sergeant of the NSW Police Force having served for 35 years and is a former police negotiator and senior investigator.
Erin spent 25 years working in corporate real estate, sustainable building design and construction with organisations such as CBRE, JLL, American Express, Goldman Sachs, Bloomberg, KPMG, Google, Intel, and GE.
Phil was first elected to Ballina Shire Council in 2016 and has had a career as a PDHPE head teacher, high school deputy principal, education consultant and Regional Equity Programs Manager with the NSW Department of Education.
Michelle has been a local business manager, sponsoring numerous events and has been involved in school/sport and charity committee and fundraising initiatives, including the Westpac Rescue Helicopter Service Support Group for Ballina Shire.
Kiri has worked in the social and community services sector in a range of roles including case management, community development, policy analysis and management consulting. Kiri is currently the Community Impact Manager for the Northern Rivers Community Foundation.
Eva is a keen sportsperson, coach, referee and mentor of young athletes, Eva was instrumental in the campaign to build the Ballina Indoor Sports Centre. She brings to the Council extensive experience in asset and project management.
Simon is a musician, choir director and music educator as a teacher at Alstonville High School. He is also a member of the Rous Mill Hall Committee and the Summerland Toastmasters Club.
Therese is a retired medical scientist and is involved with several community organisations including Alstonville Rotary Club, Ballina Surf Life Saving Club, LinC Alstonville, St Vincent de Paul and Ballina Shire Concert Band.
Dr Kinny is a retired orthopaedic surgeon who had a successful practice in Lismore for 28 years. He has also been a volunteer medical crewman serving on the Westpac Lifesaving Rescue Helicopter Service.

Ordinary Meetings are held on the fourth Thursday of each month at 9am at the Council Chambers, 40 Cherry Street, Ballina.

DEPUTATIONS TO COUNCIL
Deputations by members of the public can be made at Council meetings on matters included in the agenda. Deputations are limited to one speaker in the affirmative, and one speaker in opposition and each speaker is given five minutes to address Council. Requests to speak must be lodged in writing or by phone with the General Manager by noon on the day preceding the meeting.

Ballina Shire Council acknowledges that we are here on the land of the Bundjalung people.
The Bundjalung are the traditional owners of this land and are part of the oldest surviving continuous culture in the world.
Duplication of Ballina Bridges
Ballina Shire Council is continuing planning and design works to duplicate Fishery Creek Bridge on River Street, West Ballina and Canal Bridge on Tamarind Drive, North Ballina.
Pre-construction work has started and will continue during early 2025. This will include relocating underground services and placing earthworks to allow settlement of the embankments prior to commencing bridgeworks. Council will then move into the design and approval phase, with bridge construction anticipated to start in late 2025.
The project also involves investigating raising portions of the roadway on sections of River Street, between Teven Interchange and Ballina Island, and Tamarind Drive, between Ballina Island and Cumbalum Interchange.
Duplicating the existing bridges and raising some sections of road will improve evacuation options during flooding events and build a more resilient road network. Once constructed, the duplicated bridges will provide dual lanes in and out
of Ballina Island, improve traffic flow and increase the roads’ capacity to comfortably cater for future traffic demands.
The Evacuation Route Raising (including bridge duplications) project will be completed across three years and has been funded with $40 million from the Australian Government through the Emergency Response Fund administered by NSW Reconstruction Authority’s Northern Rivers Recovery and Resilience Program.

Vibrant new public art installed in Wardell
The Wardell Bridge underpass has been brought to life with the installation of a striking new public artwork.
Local artist Kate Stroud created the large-scale mural, which draws inspiration from the town’s rich cultural and natural heritage. It all started at the Wonderful Wardell event in June 2024, where residents shared what this much-loved river town means to them. Drawing on these contributions, Kate developed a playful and vibrant mural that celebrates the town’s identity and captures its essence through bold colours and joyful imagery.
The artwork incorporates symbolic imagery of fishing, bird life, water ripples, wildlife, rainbows, and even the beloved Wardell pies. It also weaves in Indigenous iconography, paying homage to the deep connection between the town, the river, and its people.
The Wardell mural project was delivered by Ballina Shire Council and funded by the NSW Government.
Wardell Village green space
Stage one of the Wardell Village Centre Revitalisation Master Plan kicked off in September to develop a Community Green Space in Wardell.
The project will see the western end of Richmond Street transformed into a multipurpose, car-free space in the village.
Council’s technical officers have assessed the stormwater drainage infrastructure exposed by the construction and determined that it needs to be upgraded within the Green Space and along Sinclair Street as part of this project. Given these additional works, the Wardell Community Green Space is now expected to open by the end of March 2025.

PACIFIC HIGHWAY BALLINA INTERCHANGE TRAFFIC CHANGES
Transport for NSW recently completed safety improvements at the Pacific Highway Ballina Interchange.
These upgrades address congestion issues on the northbound off-ramp roundabout, a key junction for travellers to and from Lismore, Ballina, and the Ballina Service Centre.
Changes include a revised lane configuration on the off-ramp. The left lane now allows vehicles to turn left onto the Bruxner Highway towards Lismore or proceed straight onto the Pacific Highway towards Tweed Heads. The right lane is designated for turning right towards Ballina or performing a u-turn to head south towards Coffs Harbour.
These adjustments are expected to improve traffic flow and reduce queuing during peak travel times.

LENNOX HEAD
LENNOX VILLAGE VISION REALISED
In October Ballina Shire Council and the Lennox Head community celebrated a massive milestone – the completion of the $11.5m Lennox Village Vision project.
This landmark project, which began in late 2021, focused on upgrading Ballina Street from Byron Street to Park Lane and rejuvenating both Ross Park and Lennox Park, improving infrastructure and accessibility for both locals and visitors.
Key features included:
Major upgrades to Ballina Street incorporating Byron Street and Park Lane intersections, including a full road reconstruction, stormwater upgrades, watermain replacement, new pedestrian crossings, widened paved footpaths and a shared zone in the central hub.
New playground at Ross Park including wheelchair-accessible carousel (fundraising led by Tracey Everingham-Armstrong) and interactive artwork.
Restoration of the beloved shelter shed in Lennox Park, new bus stop, toilet amenities, seating areas, and landscaping.
Indigenous language elements from the Nyangbal community integrated into Lennox Park and streetscape.
New public car park on the corner of Park Lane and Mackney Lane.
The Lennox Village Vision project was funded by Ballina Shire Council, along with contributions from Australian and State Government programs, including $1.5 million from the Australian Government’s Investing in our Communities program, $1.05 million from the NSW Government’s Regional Activation Program, $995,000 from the NSW Government’s Your High Street Program and $480,000 from the Australian Government’s Local Roads and Community Infrastructure Program.

BYRON BAY ROAD LENNOX HEAD ROUNDABOUT
Council is preparing to construct a new permanent roundabout at the intersection of Byron Bay Road and Byron Street at Lennox Head.
The roundabout will improve traffic flows and safety for all road users. This project has been delayed while we wait for further approvals from utility service providers, but works are expected to commence early 2025.
The new concrete roundabout will replace the existing T-intersection and temporary arrangement. The project includes concrete kerb and medians, asphalt road surface, a shared path for pedestrians and cyclists, linemarking and signage
These repairs are funded by Ballina Shire Council and the NSW Government’s Natural Disaster Relief Assistance Program.
ROSS LANE FLOOD IMMUNITY IMPROVEMENTS
This project will raise portions of Ross Lane and includes improved flow for Deadmans Creek. This is the final stage of the Ross Lane/Byron Bay Road upgrades.
Council has completed a concept design for various levels of flood immunity. Designers are exploring two different levels of flood immunity, and each may have the creek crossing as either a bridge or culvert. Once designs are further progressed, consultation with neighbouring properties and key stakeholders will commence. Council hopes to commence works in late 2025.
This project is funded through the Regional Roads and Transport Recovery Program (RRTRP), which aims to strengthen the regional transport network’s capacity to withstand natural disasters.

TAMAR STREET BUS INTERCHANGE NOW OPEN
Council is pleased to announce completion of the upgraded Tamar Street Bus Interchange, located in the heart of Ballina’s CBD.
This $1.7 million project represents a significant enhancement to local transport infrastructure, delivering improved traffic flow, enhanced accessibility, and increased passenger comfort.
Key features of the upgraded interchange include a modern bus shelter with a covered walkway, a dedicated two-bay bus zone for efficient pick-up and drop-off, a separate taxi zone for improved traffic management, upgraded stormwater drainage to mitigate minor flooding, and widened walkways to ensure safer and more accessible pedestrian travel.
Funded through Ballina Shire Council’s Community Infrastructure Reserve, the Australian Government’s Local Roads and Community Infrastructure Program, and the Transport for NSW Country Passenger Transport Infrastructure Grant Scheme.

ALSTONVILLE INTERSECTION UPGRADE
Alstonville’s Main Street intersection upgrades are looking fantastic.
The final stage of work, the shared path upgrade between Main Street and Cawley Close is now complete. Key features of this project have included a new pedestrian crossing, raised road surface, upgraded kerb and gutter, better drainage, an extended median strip for safer turns, landscaping, seating and new bicycle hoop. The project has enhanced safety for pedestrians and cyclists while improving access to the Alstonville CBD.
Funded by the NSW Government’s Get NSW Active program.
The perfect path to celebrate summer!
During the 2022 flood event several sections of the rock revetment wall at Regatta Park and Commemoration Park were damaged. Multiple sinkholes formed behind the rock revetment walls adjacent to these parklands.
A new shared path has been constructed along the foreshore within Commemoration Park, from Owen Street to Missingham Bridge. This new pathway is sure to be popular during the summer months and will improve safety and amenity in the area. Finishing touches include landscaping and improved turf areas surrounding the new shared path.
The project also included the rectification of a small section of rock revetment adjacent to Ballina Pool along the Richmond River. This work has also been completed and looks fantastic!

FERRY MAINTENANCE SCHEDULE
The Burns Point Ferry closes for scheduled maintenance each month.

Customers are requested to travel via the M1 Pacific Motorway and River Drive, Wardell, when the ferry is closed.

BICENTENNIAL PARK MASTER PLAN
Council discussed a draft master plan for Bicentennial Park located off Tamarind Drive in Ballina. The draft plan proposes significant weed management, removal of the existing toilet block, reconfiguration of the carpark, installation of new disc golf tees, and an observation platform at the pond for environmental education.
BALLINA SHIRE PUBLIC ART TRAIL
Council discussed the possibility of establishing a public art trail. There are already more than 40 public art works throughout the shire that represent the beginnings of an art trail that could be formalised and promoted, including murals, sculptural, mosaic and carved artworks.
HAMPTON PARK MASTER PLAN
Design options for the Draft Hampton Park Reserve Master Plan were discussed. The design to be publicly exhibited includes the addition of two tennis courts, retention of existing significant fig trees, formalising car parking to the perimeter streets, and a new vehicle access point off Moon Street.
ANNUAL REPORT, STATE OF THE BALLINA SHIRE REPORT AND COMMUNITY ENGAGEMENT STRATEGY
Council endorsed the 2023/24 Annual Report, noted the contents of the State of the Ballina Shire Report 2022-2024 and resolved to place on exhibition the draft review of the Community Engagement Strategy.

Alstonville Cultural Centre upgrades
The Alstonville Cultural Centre redevelopment is moving forward, with Council to make a decision in December to proceed to construction tender.
The $16 million redevelopment will transform the Centre, which has served the community since the 1980s, into a modern, accessible facility meeting the needs of the growing Alstonville and Wollongbar communities.
Key upgrades include a two-storey library annex, expanded sports hall, new amenities, air-conditioned multipurpose hall and reception are, plus enhanced energy efficiency features, including solar panels.

Have
your say on overland flooding and stormwater impacts
Overland flooding, a significant challenge in Ballina Shire, occurs when heavy rain overwhelms drainage systems, causing water to flow over streets, yards, and low-lying areas.
To strengthen community resilience against such events, Ballina Shire Council is actively working to better understand and manage the impacts of overland flooding, and incorporate effective mitigation strategies into the region’s future plans.
To enhance the accuracy of flood modelling across Ballina Shire, you are invited to share descriptions and photos of observed overland flooding. This includes detailed accounts from the March 2022 flood event to help refine and calibrate the models. Information from other significant rainfall events is also valuable and welcomed.
The Ballina Island and West Ballina Stormwater Masterplan, along with overland flood studies for Alstonville, Wardell, and Lennox Head will provide critical insights to support urban planning, guide development, and improve emergency responses to future storms.
An online survey, open to 20 December 2024, invites community input on these studies. Findings from the studies will be exhibited in 2025.
This important work, funded in partnership with the NSW Department of Climate Change, Energy, the Environment and Water, underscores the Council’s commitment to creating a safer, more resilient future for Ballina Shire.

New chlorination system at Lennox Head
A new chlorination system has been constructed at the Lennox Head Wastewater Treatment Plant, which will improve the reliability and delivery of recycled water to our shire.
The project included design and construction of:
a relocated and upgraded bulk sodium hypochlorite chemical storage tank, using a cost effective double-skin polymer tank solution
construction of a new dedicated self-contained unloading facility
upgrade of hypochlorite dosing pumps and analyser equipment
decommission and removal of the existing and deteriorated fibreglass bulk storage tank.
As well as improved reliability of the network, this project will ensure better, safer operations and maintenance for Council staff who work with the system, including our treatment plant operators, electricians and fitters.

MAROM CREEK
PFAS testing at Marom Creek Water Treatment Plant
Recent samples at the Marom Creek water treatment plant have been tested for PFAS.
While there are no known sources of PFAS in the Marom Creek catchment, NSW Health has been assisting councils across the state to increase understanding of the prevalence of these ‘forever chemicals’ in water supplies.
Sydney Water Laboratory Services, who analysed the samples, reported the PFAS testing results as all below the limit of detection.
PFAS chemicals (per-and polyfluoroalkyl substances) are man-made chemicals found in many everyday products. There are many types of PFAS and they have been widely used in many industrial and consumer applications as they are effective at resisting heat, stains, grease and water.
The Marom Creek water treatment plant supplies drinking water to the areas of Wardell and Meerschaum Vale. Drinking water for other areas of the Ballina Shire is supplied by Rous County Council (Rous). Rous have also undertaken PFAS testing in their supplies and have not detected PFAS in any of their raw or treated water samples.

Upgrading our pump station switchboards
Several wastewater pumping station switchboards are being upgraded across Ballina Shire.
A pumping station electrical switchboard is an integral part of a sewerage pumping station’s electrical infrastructure. It serves as a control centre for managing the electricals within the plant, distributing power to pumps, motors, lighting, control systems, ventilation systems, and other electrical devices.
Currently, there are almost 120 sewerage pumping stations (SPSs) across our shire. These pump stations help to move raw sewage, also known as wastewater, to sewage treatment plants via a network of underground pipes.
To improve the operational efficiency of our sewerage pumping stations, Council plans to upgrade 10 pump station switchboards per year over the next 6-7 years.
The new switchboards will be a larger and more modern design, with raised switchboard plinths for flood resilience.
Two new switchboards were constructed in Fawcett Street and Regatta Avenue in Ballina earlier this year as part of this ongoing renewal project, and have a design life of 20 years. Both of these switchboards have been built above the required flood planning level. This will reduce the risk of damage during a flood event and minimise safety, operational and environmental risks.
A further five sites are due to be upgraded in the first half of 2025 including Owen Street, Tamar Street, Cherry Street, Boat Harbour Road and Burnet Street in Ballina. Consultation with neighbouring property owners at some of these sites will be undertaken prior to works commencing.

Waste generation increases by up to 50% during the Silly Season - largely from food, packaging and wrapping paper. It doesn’t have to be this way!
We can enjoy our festive season just as much without increasing our burden on our environment and going overboard on spending. To avoid unnecessary waste and spending, check out these handy tips.
Aussies receive 20 million unwanted gifts on Christmas Day, so consider quality and intention over quantity:
Gift something homemade like recipe cards of family favourite dishes or DIY skincare.
Gift experiences over stuff like concert or movie tickets, a massage, an offer for free babysitting.
Set rules for gifts – no plastic toys or battery-operated items, second hand items only.
Just to wrap gifts, Aussies use enough wrapping paper to wrap around the Earth’s equator 4 times!
Consider if your gift really needs wrapping. If so, try wrapping it in a gift like tea towels or scarves, or with newspaper or magazine pages.
Reuse gift bags, paper and ribbons from past holidays and make sure to save them this year for reusing next year.
Use second-hand decorations check out op shops or the Salvage Shed for decorations. You might find great gift options too, or extra crockery or glasses to top up your supply.

A major fire recently broke out in the Resource Recovery Centre’s recycling dome, likely due to a battery or gas bottle.
We’re asking all Ballina residents to help protect each other, our environment, our waste facilities and staff by keeping ALL hazardous household out of your kerbside bins. This includes:
Batteries can be hiding inside children’s toys, electronics etc.
Appliances and electrical items like toys, fairy lights etc.
Gas bottles
Store these items safely and bring batteries to any supermarket or Bunnings to be disposed of properly.
Appliances, electrical items and gas bottles can all be brought into the Ballina Resource Recovery Centre for free.

Fire Ant interception
Fire ants have been detected in a turf delivery at Clunes.
The NSW Department of Primary Industries and Regional Development (DPIRD) has taken immediate action by placing a temporary suspension on turf imports from Queensland fire ant infested areas into NSW.
A Biosecurity Emergency Order is in place. Anyone moving fire ant carriers from the QLD (or NSW) fire ant infested area or NSW fire ant movement control areas must read the current Order and understand their obligations. View the Order at dpi.nsw.gov. au/fire-ants
The NSW Fire Ant Program has also ramped up surveillance across Northern NSW, deploying trained detection dogs and human teams to monitor high-risk sites.

Forget food waste this festive season
We all love to share delicious food with family and friends over the holiday period so let’s make memories not waste this holiday season!
Aussies already waste the equivalent of one in every five shopping bags of food, and food waste increases 30% over the silly season, wasting our money and the land, water and energy used to produce that food.
Follow our plan to get the most out of your food, and ensure none of it goes to waste:
Plan dishes in advance consider how many people you’re cooking for and portion sizes.
Make a shopping list and stick to it check the fridge and pantry first to avoid buying what you already have.
Avoid doubling up by finding out exactly what guests are bringing.
Keep the kitchen caddy handy for food scraps as you’re preparing food (veggie peels, prawn shells, etc).
Keep food covered outside and have a plan for when to pop platters back in the fridge to avoid spoilage.
Love leftovers! Encourage guests to bring containers so they can take leftovers home - who doesn’t want leftover ham or cake on Boxing Day? The freezer is your friend - use it to freeze items that won’t be eaten quickly (you can freeze leftovers, and even bread and cheese.

When is it safe to swim in Lake Ainsworth?
Between October and April each year, Council’s Environmental Health Officers test Lake Ainsworth every week for blue green algae.
This public health program detects potential algal outbreaks so we can advise the public of potential health risks.
The sampling is conducted in accordance with the National Health and Medical Research Council guidelines and the results and alert level are published each week on Council’s website.

Although the Lake is tested regularly its condition can sometimes change rapidly. Blue green algae slicks and scums can form and disappear quickly, depending on weather conditions and especially wind. Lake users are encouraged to always avoid slicks and scums no matter the lake’s current alert level.

Tackling Water
Hyacinth on Lake Ainsworth
While it may look pretty with its soft blue flowers, the Water Hyacinth on Lake Ainsworth is far from welcome.
The floating water weed spreads rapidly and forms dense mats that reduce water quality and affect native aquatic life.
Until recently Lennox Landcare group has removed the weed by hand to keep it under control, but now the unmanageable floating mass at the northern end of the lake requires bigger intervention.
Rous County Council, Ballina Shire Council, and Lennox Landcare are working together to tackle the problem.
Rous contributed $11,500 to purchase a containment boom, which has now been installed.
Ballina Shire Council has engaged a contractor to remove the bulk of the salvinia and water hyacinth from the northern part of the Lake. This work commenced in midNovember.
Other treatment options will be considered to address the hyacinth that can’t be accessed by the harvester.
The goal is to contain and manage the infestation within the next 6 to 12 months.
Water quality at our pools
This summer many residents will be taking a dip in the public pools across our shire – and they can do so knowing that Council is monitoring the water quality and safety of these sites.
During the warmer months of November through to April Council undertakes inspections of public swimming and spa pools. This includes pools located at motels, gyms, caravan parks, and learnto-swim pools, whether a fee is paid or otherwise.
All public swimming and spa pools must comply with the operating requirements outlined in the Public Health Regulation 2012. This means they must be fitted with an automated or continuous disinfectant dosing system and be disinfected with chlorine or bromine.
Council’s Environmental Health Officers conduct onsite water quality testing and send samples to a laboratory for further analysis. The aim is to ensure that these pools are being managed to keep the water and surrounds clean and safe for our community.

Kerbside EV Charging comes to Ballina
A new kerbside charging station has been installed at 44 Cherry Street Ballina in the heart of the CBD, close to Northern Rivers Community Gallery, shops, cafes, and other tourist destinations.
The kerbside chargers are delivered as part of an alliance with councils, Electric Vehicle (EV) infrastructure company, EVX, and electricity network providers which see chargers installed on utility pole infrastructure across Australia.
The new charger in Ballina Shire is in addition to the growing number of EVX chargers across the NSW mid-north and north coast regions, including Byron Bay, Hawks Nest and Port Macquarie, as well as in Newcastle and across Sydney.
As an alternative to waiting for highway-adjacent ‘rapid charging’, kerbside EV charging allows users to benefit from charging while stopping incidentally at their destination. This type of charging infrastructure is quick to install and is proving critical to tackling bottlenecks at other charging facilities, particularly during holiday periods.

Help stop the spread of tropical soda apple
Keep an eye out for tropical soda apple (Solanum viarum).
New infestations of Tropical Soda Apple (TSA) have been detected in Tintenbar, Kinvara, Meerschaum Vale, Rous Mill, Pimlico, and Wollongbar, with high-density outbreaks in Tintenbar/Kinvara. TSA is a highly invasive weed that spreads easily through seeds in cow manure, reducing grazing capacity.
To prevent TSA spread, all livestock entering new properties must be quarantined for six days. Most new infestations this year resulted from livestock movements. Landholders should designate holding paddocks for incoming livestock to allow weed seeds to pass through their system and monitor these areas for new growth.
Under a NSW government ‘Control Order’, all TSA infestations must be reported to the Rous Weed Biosecurity team for assistance with eradication. With ideal conditions for TSA growth, Ballina Shire residents are urged to report suspected sightings, supporting the fight against this invasive weed. Together, we can protect our farmlands.

Critical Response Kits and Rescue Tubes are now installed at numerous locations from Patchs Beach to Lennox Head.
This is in addition to the emergency markers, angel rings and an emergency response beacon already installed along Ballina Shire’s coastline.

Beach Rescue Tubes include a foam surf rescue device, rope, and lanyard inside a rescue box.
This initiative has been a joint effort and made possible with the donation of defibrillators from the Matthew Hardy Memorial Project with the assistance of NSW Department of Primary Industries and Surf Live Saving NSW.
The Critical Response Kits and Rescue Tube boxes feature QR codes, enabling the community to easily report incidents, damage or missing items to Council.

Monitoring Ballina’s beaches
Each summer Council participates in the Department of Climate Change, Energy, the Environment and Water’s Beachwatch Program from November to February.
Having been involved since the program’s pilot in 2002, Council conducts weekly sampling of local beaches and waterbodies to monitor water quality with respect to safety for swimmers.
The beaches and waterbodies included in the program are:

The water samples are tested for indicators including enterococci bacteria, conductivity, dissolved oxygen and water temperature. Environmental observations such as stormwater runoff, water clarity and rubbish or leaf litter are also recorded.
Swimming is not recommended for up to 72 hours after heavy rainfall, depending on the site and catchment area.
Council’s Healthy Waterways Program and Coastal Management Programs focus on maintaining and improving the health of our waterways and ecological habitats.
STATE OF THE BEACHES REPORT
The annual State of the Beaches report was released in October 2024. The report findings indicate seven of the 14 swimming sites in Ballina Shire were graded as Very Good or Good between November 2023 and February 2024.

Volunteer lifesavers + professional lifeguards
Surf lifesavers are trained volunteers who patrol our beaches on weekends and public holidays during the warmer months.
In Ballina Shire, volunteer lifesavers are members of the Ballina Lighthouse and Lismore Surf Lifesaving Club or the Lennox Head Alstonville Surf Lifesaving Club.
In comparison, professional lifeguards are employed by the NSW Australia Lifeguard Service and provide safety services to Ballina Shire Council during the week.

Road safety for Christmas
Santa Claus might get away with driving all night without rest, using reindeer instead of safety gear, and ignoring load limits, but the rest of us need to prioritise road safety during the holiday season.
These essential tips will ensure everyone gets home safely this Christmas:
1. Don’t Drink or Drug-Drive - plan ahead by organising accommodation, sharing a taxi, or getting a lift.
2. Stick to Speed Limits - adjust your speed to the conditions, especially on country roads.
3. Avoid Driving Tired - fatigue can be fatal. Take breaks every two hours or share the driving. Look out for Driver Reviver stations.
4. Eliminate Distractions - turn off your mobile phone and stay alert. Distracted driving can cause crashes.
5. Buckle Up - ensure everyone, including kids, wears a correctly fitted seatbelt. Don’t lay sleeping children down unbelted.
6. Don’t Overload - stay within your vehicle’s weight limits and ensure clear rear visibility. Check your towing capacity if pulling a caravan.
7. Secure Pets - properly restrain pets to avoid distractions and keep them safe.
8. Check Vehicle Roadworthiness - inspect tyres, brakes, lights, steering, and seatbelts. Ensure your vehicle is in good condition.
9. Ride Safely - motorcyclists should wear safety-rated gear and maintain safe distances.
10. Be Pedestrian-Aware - watch out for children and pedestrians, especially near Christmas light displays.
Remember, double demerit points apply from 24 December to 3 January. Stay safe and enjoy the festive season!

Here are key tips to consider:
E-scooters are illegal on public roads and footpaths—use is only permitted on private property.
E-bikes: Two types are permitted: Electrically Power-Assisted Cycles (EPACs) and Power-Assisted Pedal Cycles. Learn more at transport. nsw.gov.au/roadsafety
E-bikes must be primarily pedal-powered, with motors assisting up to 25km/h and limited to 500 watts. The motor is to help riders when going uphill or facing strong winds. E-bikes propelled solely by electric motor are illegal, as are conversion kits that override speed limits. Riders may only carry the number of passengers the bike is designed for.

SHARED PATH ETIQUETTE
Shared paths are open for the enjoyment of people walking and riding bikes.
They provide fantastic scenery, leisure, and exercise. Lots of locals and visitors love using these paths and experiencing the coastline. To keep our paths safe and enjoyable for all, we need to share the path and be considerate of others.
Please note e-scooters and powered skateboards can only legally be used on private property and e-bike riders must follow the same road rules and etiquette as standard bike riders.
Following these etiquette rules keeps everyone safer:
PEOPLE WALKING SHOULD:
Keep to the left
Travel in a predictable manner
Listen for the sound of a bell and avoid moving into the path of people riding
Supervise young children at all times
Keep dogs on short leashes
Move off the path if stopped.
PEOPLE RIDING BIKES SHOULD:
Give way to people walking. This means slowing down and even coming to a stop if necessary
Keep left unless overtaking
Become a GoodSAM volunteer
If you are 18 years or older and willing and able to perform CPR, you can help save lives by signing up to GoodSAM and downloading the GoodSAM app.
The GoodSAM app will send you an alert when someone nearby needs you to perform CPR while paramedics are on their way.
You can choose to accept or decline an alert. If you accept, the app will tell you where to find the patient and the location of nearby Automated External Defibrillators (AEDs).

Wollongbar Hall brought back to life
For over 40 years, the Wollongbar Community Action Network (WCAN), formerly the Wollongbar Progress Association (WPA), has been a cornerstone of community connection and advocacy in Wollongbar.
The WCAN manage the Wollongbar Community Hall. Six months ago a group of new volunteers joined forces with the dedicated longstanding members who have been the backbone of the committee for decades.
This collaboration has breathed new life into the Wollongbar Community Hall, transforming it into a vibrant hub for locals to gather, celebrate, and connect. Together, the volunteers are keen to revitalise the space and deliver exciting opportunities for the community.
In just a few short months, they have hosted successful events including the Spring Swap and Sell, Halloween Night, and Local Music Night.

Summer Reading Challenge
The library’s Summer Reading Challenge is a fun way of encouraging children to read more books over summer. This year’s challenge runs throughout December and January with the theme Reading is Magic.
Participants register for the program online or in the branch and then keep a log of every book they read. When they have read five books, they submit their reading log online or to library staff, which then goes into the draw for the chance to win a Samsung tablet computer. The more books the child reads, the more entries they will have in the draw and the greater will be their chance of winning. There are also book prizes drawn every week.
The main draw for the Samsung tablet is made at the Summer Reading Challenge Finale where participants also enjoy free cake, drinks and entertainment. For Alstonville, Ballina and Lennox Head libraries, the finale will be held at the end of January (date and time yet to be announced).

Remember the golden days of summer in Ballina? For locals and visitors, few things are more exciting than spending the day enjoying classic summer activities that still evoke a sense of carefree fun and nostalgia.
Mornings at the Ballina Waterslides
Back in the day, the Ballina waterslides were the ultimate destination for kids and teens looking to cool off and burn some energy. As soon as the gates opened, you’d rush up the stairs to choose between the two iconic slides: the slower green or faster orange.
Things haven’t changed. The Ballina Pool & Waterslides are still as much about the social scene as the splash. Everyday throughout summer the place is a hive of activity with families arriving to find their shady spot, meeting up with friends and enjoying soundtrack of laughter and shrieks of excitement.

Afternoons Fishing on the River
With the sun still shining and the day stretching out ahead, afternoons are perfectly spent by the river with a fishing rod in hand. The Ballina Tourism Team caught up with the owners to chat about what they love about the Ballina Coast & Hinterland.
When you are not busy running the restaurant, where are your favourite local places to go?
A walk over Boulder’s headland, a yummy lunch and band at Eltham, a cruisy bike ride from Skennars Head into Ballina along the riverside pathways and straight into Isola Wineshop for a delicious and well-earned paired tasting.
Where are you taking your visiting friends to dine?
Well of course we do a special long lunch at Quattro, then my sneaky secret place is Richmond River Oyster’s back deck, with freshly shucked oysters and a bottle of something nice. But if we are heading out for dinner, it’s a hard pick to decide between all the awesome restaurants in Lennox!
