WELCOME With the second term of the BID now underway, it is clear there is much to contribute to the city as it successfully moves forward and develops as part of the wider West of England Region. During the year we have, in partnership with B&NES Council examined the areas for improvement of the streetscape and plans continue apace to transform areas, including wayfinding and street trading in the months ahead. An approach to A board use has been reinforced to prevent unsightly clutter and we have reduced the time that trade waste is on the street, on the city central route, to support the early evening economy.

The BID initiated a campaign around Independent Retailer Month in July and in partnership with the Bath Chronicle and VisitBath promoted dining out during the Great Bath Feast and British Food Fortnight. Four new partnerships enabled the BID to support citywide engagement during the festive season. These included the Christmas Lights switch-on with B&NES Council & SouthGate, support to the Walcot Street Winterfest and the trial of solar trees in Quiet Street. A Hidden Gems interactive map created with Total Guide to Bath provided an interactive platform to encourage businesses to promote their premises on line. My thanks go to all city businesses and to the Board for their contributions this year. It is a great honour to work with such committed and creative people, helping to shape our fine city for the future. Please can I urge all businesses to make use of their BID, as we are here to enable businesses in Bath to succeed.

2016/17 has been spent updating our plans for the 5 year BID term, reviewing services and researching new projects after the appointment of our new Chief Executive. The ÂŁ162k surplus for the year has arisen from negotiated savings on the Suez contract, the collection of arrears of Levy and the deferment of project expenditure while the plans were being updated. The surplus will be used during the remaining BID term.

BASIS OF LEVY At their January 2017 Board Meeting, Directors agreed that the levy would assume a growth rate for inflation of 2% and the rate of 1.02% will be applied on the 1st April 2017. For the purposes of calculating the BID levy, the rateable value will be that shown in the 2010 Valuation List as at 1st April 2016. All new hereditaments

entering the list after 1st April 2016 will be charged at the prevailing list at that time (ie from 1st April 2016 to 31st March 2017 these will be charged on prevailing values from the 2010 rating list; from 1st April 2017 these will be charged on prevailing values from the 2017 rating list).

It has been quite a first year for me and at the end of the financial year, I am able to reflect on some key developments for the BID from 2017. We remain committed to retaining the core elements of managing, promoting and saving for businesses. We have been successful in negotiating a new agreement with SUEZ and coupled with other cost savings, this has enabled us to plan the funding of additional projects, whilst retaining the award winning trade waste & recycling service. New footfall and sales measurement will help your business and inform investment decisions for the future. We will be piloting a new approach to the management of the city’s streetscape in the Union Street area with the council, landlords and tenants as well as supporting the new Bath Festival. Additionally, I am delighted to have been invited to join the Bath Transport Commission and the West of England LEP Retail Group. These are areas where the BID can be a strong voice for business as we continue to deliver for your business during 2017-2021.

About the Bath BID The Bath Business Improvement District (Bath BID) is an independent, not for profit business led initiative, funded by all business rate payers in the centre of Bath, with a rateable value over ÂŁ25,000. From 2017 they each contribute 1.02% of their rateable value to fund the Bath BID which has a Board of 18 business leaders representing the city. They oversee the running and governance of the BID on a voluntary basis and are voted in at the Annual General Meeting.
