Truth well told Despite editing and publishing this magazine, my background is actually in marketing, mainly for construction products over a fair few decades. Perhaps for this reason, I’ve been particularly interested in the development for The Code for Construction Product Information (CCPI): an initiative by the Construction Products Association to address the need for clarity and honesty in marketing claims by construction businesses, in response to the findings of the Hackitt Report. ‘Truth well told’ is the claimed mission statement of a well-known global ad agency and I’ve always admired the simplicity, clarity and intent of this statement. I’m right behind the CPPI and hope it will succeed in its ambitions. The news article on page 6 of this issue indicates that there may be some barriers to cross, but most feel it is a worthy step toward a more transparent future for construction marketing, which will in turn lead to improved
standards in product specification. This issue is largely devoted to different aspects of refurbishment, with three diverse articles covering various aspects of the topic. The refurb features start on page 16. ‘Daylight Experts’, the unique and appropriately named consulting service founded by John Mardaljevic, is profiled on page 24. Regular contributor Jane Embury of Wrightstyle looks back over the 25 years since 1911 and her safety concerns regarding costdriven under-specification of fire resistant glazing systems.

CCPI: Code for Construction Product Information published
Construction Products manufacturers are being asked to promise not to ‘lie, cheat, obfuscate or seek to confuse’ with their marketing literature in a new industry initiative. The Code for Construction Product Information (CCPI), first published in draft form in January 2021, has now been approved and is ready for companies to sign up to. It’s launch is coupled with publication of code guidance and a ‘Preparing for the Code’ information pack. The aim is to improve standards – particularly in respect of clarity and honesty – in the presentation of construction product information for the manufacturing industry. There will be ‘be fees for registering an organisation, for the verification of leadership and culture and management systems, and for the verification of product sets’. However, manufacturers still do not know what the fee structure is. That is still being worked out by a new organisation set up to run it. Fees will be based on the size of the organisation and the type and quantity of products. The code has been developed by the Construction Products

Association’s Marketing Integrity Group, set up after the Grenfell Tower fire revealed that integrity and marketing claims did not always go hand in hand in the case of construction products. Some have opined that the new code is something of a whitewash: that there are already laws to prevent misrepresentation and the code adds nothing new. Whilst it is unclear why manufacturers would be more likely to observe industry guidance than national law, most support its intent and hope that it will bring about a real change in behaviour and culture among manufacturers. The code has been developed on the principle that product information must be clear, accurate, up-to-date, accessible and unambiguous. It has 11 clauses covering aspects from responsibility for product information to transparency of information regarding performance, proof of stated claims and general information and competency. Registration for verification will open towards the end of 2021, supported by guidance. Organisations can register their interest now to receive updates ahead of the launch of verification. Management of the code has now been formally over from the Construction Products Association to Construction Product Information Ltd (CPI Ltd) –
a newly established not-for-profit organisation with independent governance and management being set-up to administer the CCPI. CPI Ltd is developing a fee model based on market intelligence of comparable schemes and benchmarking other related market costs. As well as signing the Code for Construction Product Information, construction product manufacturers are being encouraged to sign the Green Claims Code, published recently by the Competition & Markets Authority to clampdown on what has become termed ‘greenwashing’. The Green Claims Code focuses on principles based on existing consumer law. Firms making green claims ‘must not omit or hide important information’ and ‘must consider the full life cycle of the product’. Women into Trades Programme launched working with Places for People Group’s construction repairs and maintenance departments. Following a performancebased review at the end of their apprenticeship, each candidate will then be offered a permanent position with Places for People. Trainees not moving onto the apprenticeship programme will also be supported long-term by Positive Transformation Group, which will help them find alternative training programmes.
Places for People Group has today launched a new initiative which will help young women establish careers in construction. The Group is actively encouraging applications onto its Women into Trades programme – an initiative born out of a commitment to diversity and inclusion. It will offer currently unemployed women aged 18-24 in six geographical locations, career opportunities within the Group’s affordable housing businesses. The initiative is being delivered by Places for People in partnership with not-for-profit training company Ixion, the Positive Transformation Group – which connects ethical businesses together – and Women into Construction (WiC). Cohorts will undertake an initial seven-week course, during which they will join Q&A sessions with female industry leaders, secure work experience, undertake online training, and be given a free toolkit to help them in their

career pursuits. Debi Marriott-Lavery is Group Executive Director - Affordable Housing for Places for People and said: “The UK construction sector is still incredibly male-dominated, with females making up less than 16% of the workforce. I believe that through positive action we can redress the balance, giving young women the skills and training they need to start their career in construction. “This is an incredible sector to be a part of; within our Group we are creating and maintaining affordable homes in exciting new communities across the country. This is a great opportunity for young women to come and be a part of our journey, while also laying solid foundations for their future.” Upon their completion of the initial training programme, 12 graduates will be offered a twoyear Level 2 Apprenticeship,

Industrial construction projects in the pipeline rise The value of detailed planning approvals for industrial projects in the three months leading up to September more than doubled on the same period two years ago, according to Glenigan research. The value reached £2,768m which was 119 per cent higher than the same period in 2019 and 27 per cent up on 2020’s figures. The research company’s economic analyst Rhys Gadsby said: “Project-starts remained very low compared with previous years. However, the development pipeline is very strong with increases in both main contract awards and
detailed planning approvals.”

Eurolux appoints new Director General In 2020 the European Trade Association Eurolux, set a new ambition to deliver sustainable, safe and healthy built environments for people through daylighting, ventilation, and heat and smoke control solutions. In order to achieve this new ambition Eurolux decided to undertake a major reorganisation, introducing a new leadership team and establishing a new operational structure. During the summer, Eurolux appointed a new Director General, Elisa Setién. Elisa Setién, Director General, Eurolux
An Industrial Engineer by profession, Elisa brings broad experience of EU politics and
public affairs and will lead the strategy of the association in the fields of sustainable construction and energy efficiency. She will be meeting with NARM, the UK’s National Association of Rooflight Manufacturers this Autumn to discuss the key aspects of the draft Building Safety Bill for the sector, and establish the new Eurolux Strategy. Eurolux represents the interests of European manufacturers of individual roofights, continuous rooflights and natural ventilation and smoke/heat exhaust systems, and is based in Brussels. www.eurolux-eu.com
Two thirds of construction businesses believe construction is not ready for net zero Construction Manager has reported that nearly two thirds of construction businesses do not believe the sector is ready to meet its net zero targets. That’s the warning from a survey conducted by Balfour Beatty and the Supply Chain Sustainability School of nearly 40,000 of the construction and infrastructure industry’s supply chain partners. The survey, the results of which are set out in a report called Greening the Chain, published ahead of COP26 to be held next month in Glasgow, was undertaken with the aim of understanding the barriers, issues and opportunities faced by the sector in achieving net zero. Among the barriers to achieving net zero targets cited by

respondents were a lack of skilled workers to bring about change; cost still being the deciding factor in many schemes; the lack of availability of low- or net-zerocarbon materials; and the need for earlier interaction leading to collaboration and design change before a bid is submitted. Nonetheless, 74% of businesses said they believed the government’s push to net zero by 2050 is a positive opportunity for their business (13% view it as a risk), while 87% are already implementing or developing a carbon reduction strategy. Nearly three quarters (72%) have set a commitment to be net zero carbon, or set a science-based target, or are in the process of doing so. Another issue
that emerged in the survey as something which customers need to address is how they are asking for their data. Customers have started to target their suppliers’ decarbonisation plans as the need to decarbonise moves up the agenda, but this could potentially add a burden to smaller companies, the survey found. Meanwhile, half of respondents said it was hard to get new, lowercarbon products, materials and processes adopted by customers because of conservatism when it comes to trying something new, as well as concerns about price. Construction Early Careers Initiative Construction Manager has reported that a new early careers initiative supported by government and funded by the CITB levy, has been launched in a bid to make it easier for young people searching for a construction career to join the sector. The launch of Talentview Construction (TVC) comes in response to forecasts that more than 217,000 new workers will be needed between now and 2025 to support the industry’s current level of activity. Demand is expected to accelerate as an estimated 500,000 UK-born workers leave the sector in the next 10 years as they come to retirement age. Despite that, a new survey of
young adults looking for work in the UK reveals that just 14% are very confident of finding suitable career opportunities this year and 46% believe it is harder now to find such opportunities compared with before the pandemic. Just 16% of respondents to the survey said they had received any information about the variety of careers in construction and the built environment when they were at school or college. Talentview Construction aims to help candidates to browse opportunities by signing up to alerts for job and training opportunities and building their own online profile so employers can find them more easily. Employers can use it to showcase
their business to talented new recruits on the TVC site, and upload all their early career vacancies, including traineeships, apprenticeships and graduate jobs. They can also search for suitable candidates and directly contact students and apprentices, as well as connecting more closely with schools, universities and construction colleges. Talentview Construction is the latest offering from the Construction Talent Retention Scheme (CTRS) which was established by the Department for Business, Energy and Industrial Strategy (BEIS) and the Construction Leadership Council last summer. www.talentview.org
WINFRAMER system specified for modular house builder ISO Chemie’s thermal insulating and load bearing bracket support system has been specified for a ground breaking modular house design that could impact on the new homes market and environment. The development sees WINFRAMER units along with WIN2WALL multi-level sealing tape, being supplied to North Eastbased CoreHaus for installation in its modular properties. The company has a five-year plan to produce around 1,000 precision engineered units a year built using modern methods of construction (MMC) to deliver long term energy cost savings.

Weather Data for Daylight Modelling CIBSE seminar available on-line This #GrowYourKnowledge seminar is presented Dr Eleonora Brembilla, an Assistant Professor in the Faculty of Architecture at TU Delft, The Netherlands. It covers CIBSE’s forthcoming Research Insight document focused on the quality of solar data within weather files for building simulation. The related project looked at how the choice of solar radiation models can deeply impact the quality of irradiance and illuminance
data, with consequences for both weather file creation and simulation results. The seminar gives an overview of the instruments used to measure solar-related quantities, the availability of such data within established national and international networks, the procedure to create weather files, and how they influence daylight and overheating simulations.

Rooflight replacement delivers huge daylight gains Hambleside Danelaw recently undertook replacement of profiled rooflights at a large warehouse, with prior access to the site to undertake ‘before & after’ light surveys... The warehouse located in Wigan was being refurbished; the existing external rooflights were replaced using Zenon Evolution LC1 external rooflights. Thanks to refurbishment contractor NSS and their client TMT Group, Zenon manager Paul Hanratty and regional manager Dave Frankland were given access to the site to complete light surveys prior to the project commencement as well as after the installation had taken place. The warehouse is in two parts. Building 1 is a metal clad warehouse, the existing rooflights were double skin GRP, this was the original building, dating to pre-1996. The total coverage of rooflights amounted to 10.71% of the roof area. Building 2, also a metal clad warehouse, the existing rooflights were double skin GRP, acting as an adjoined extension to building 1 this dated to post-1996. The total coverage of rooflights amounted to 8.22% of the roof area. Before Zenon Evolution rooflights were installed and the existing inner rooflights were cleaned, initial readings were conducted on both buildings’ daylight factors. To best test the daylight factor, all internal artificial lights (with exception to emergency lighting due to health and safety) were switched off. Building 1 had a daylight

factor of 1.32% and Building 2’s was 1.37%. After the work was completed, further readings were taken. As with the prior visit all artificial lights were switched off, but this time, the emergency lighting was switched off too, as it was not deemed hazardous due to the improvement in the level of natural light being filtered through the rooflights. A member of the site management team commented that he didn’t understand why the lights had been on as turning them off had made no difference; the natural daylight coming from the rooflights was such that the artificial lights were not needed.

Conservation rooflights for historic barn conversion Poldhurst Manor is a stunning country residence in Harbledown and Rough Common, Kent. Part of the main residence dates back to the early 16th Century. The estate includes a number of grade 2 listed barns, which have all been converted for office and leisure space. A new upstairs areas has been recently introduced into one of the barns, creating a useful space which the owner intends to use a gymnasium.

The glazing consisted a 4mm toughened Bio-Clean Natural self-clean and solar control outer pane with a 16mm black warm edge spacer filled with Argon gas and a 4mm toughened Planitherm Low E inner pane. The 4 opening rooflights are manually operated using high quality solid brass winders. Stella designed and manufactured the opening rooflights to fit an internal rafter size 550mmx850mm, each with a single glazing bar. Internally the rooflights were finished with a stylish American Ash liner to achieve a high quality finish and excellent thermal performance.

Shared goals for Europe & the UK Elisa Setién, Director General of Eurolux, the European trade association for roofights, natural ventilation and smoke/heat exhaust systems, was a guest presenter at the recent NARM (National Association of Rooflight Manufacturers) General Meeting. Eurolux and NARM are working together to minimise trade barriers between the EU and devolved nations of the UK in the postBrexit era and into the future. Topics covered included harmonising the relative EU and UK standards applied to light transmission, safety and other aspects of rooflighting; CE and CA Marking of products; product testing; regulation and best practice among specifiers and installers. The meeting was chaired by NARM Director Tom Ogilvie, who said: “We are delighted that Elisa was able to join us for what was a very informative and productive meeting. DAYLIGHT EXPERTS This October will mark the first anniversary of ‘Daylight Experts’ — a unique consulting service founded by John Mardaljevic.

Previously, John held the position of Professor of Building Daylight Modelling (2012 to 2021) in the School of Architecture, Building & Civil Engineering, Loughborough University (UK). John has been at the forefront of applied daylighting research for over 25 years. After carrying out the definitive daylight validation study on the Radiance lighting simulation system (mid-1990s), he pioneered what became known as ClimateBased Daylight Modelling (CBDM) — a simulation technique now firmly established as the basis for research and industry practice worldwide. John’s practice-based research and consultancy includes major projects such as: Daylighting the New York Times Building; Central Park Tower daylight injury evaluation (also New

He served as the ‘UK Principal Expert on Daylight’ for the European Committee for Standardisation (20112019), and devised the formulation of the daylight performance basis of EN 17037: 2018 – Daylight in buildings. In addition to state-of-the-art simulation of daylight, John has devised novel camera-based measurement techniques to quantify daylight illumination fields for conservation purposes in heritage settings. And so the name of the company is well chosen: John’s expertise covers a very wide range of daylighting research and application.
John’s practice-based research and consultancy includes major projects such as a daylight injury evaluation of New York’s Central Park Tower.
Recent projects have included: daylight simulation benchmarks and recommendations to support the development of a brand new CBDM tool; urban irradiation modelling for thermal comfort evaluation; advising on novel methods to predict glare in challenging scenarios (helicopter landing); and, assessment of the potential for daylight injury to a unique heritage building in London. Over the years John has developed close working relationships with a number of colleagues, and when suitable for the job in hand, John may work in partnership with one or more of those, e.g. Dr. Eleonora Brembilla (TU Delft), Dr Stephen Cannon-Brookes (CBL), etc.

The logo for the company contains a little bit of daylighting history — the circular graphic is probably the first ever daylight coefficient predicted using lighting simulation. It shows the inter-reflected daylight coefficients for the 145 patches of the Tregenza sky calculated at one of the sensor points in the BRE room. Those daylight coefficients were simulated in 1995, and the BRE data (measured internal illuminance and

sky luminance patterns) were used to first validate the standard Radiance prediction method, and then the CBDM implementation which became known as the 4 Component Method. Constantly enhanced/refined over the years, the 4 Component Method is unique amongst the various Radiance multi-phase CBDM approaches, and has been used as a CBDM benchmark. It is still the ‘workhorse’ for the majority of John’s lighting simulation projects.

Remembering 9/11 and the time to evacuate Jane Embury, director of advanced glazing systems specialist Wrightstyle, looks back twenty years...
The 20th anniversary of 9/11 takes place in a few weeks, and that grim milestone should also still cast an uncomfortable spotlight on the safe evacuation of buildings. Because it’s an issue that should be of concern now. Some contractors are reducing specifications for 60 minutes of integrity and insulation down to 30 minutes. Some are going further, reducing down to 30 minutes of integrity only. This will contain the fire for a limited period, but not the radiant heat. That radiant heat could set off secondary fires, nullifying the whole purpose of containment. The justification is that the building could easily be evacuated within 30 minutes. On that assumption, why pay extra for more protective glazing systems? The answer is 9/11. Fewer than 9% of the occupants of the World Trade Center immediately evacuated after the alarms sounded. The average start-up time before people began to move to the exits was between five and eight minutes. More than 90% of survivors delayed evacuating the buildings in order to save their work, shut down computers, change their shoes or visit the bathroom.

Interviews with 271 survivors who worked in the twin towers found that only 8.6% evacuated as soon as the alarm was raised. The vast majority (91.4%) stayed behind waiting for information or carrying out at least one additional task, including phoning their family and collecting belongings.

It’s all down to psychology because, when a fire alarm sounds, our first instinct is to look for evidence of a fire. Without evidence, we assume it’s a fire test or a false alarm. Until we know for certain, we do nothing. That period of inactivity is called “premovement time.” There is no obvious threat, so why pay attention to a false alarm? In any case, a fire alarm can simply be confusing. If we accept that the alarm might be real, we still don’t know where the threat is coming from. Nobody wants to evacuate until we know that our escape route is safe. In other words: more delay. It’s estimated that as much as twothirds of the time it takes people to exit a building after an alarm is start-up time. Nor do some people evacuate if their managers aren’t evacuating. People don’t want to seem foolish.

Then there’s exit choice behaviour because people don’t always exit a building by designated routes. They’ll often choose to leave using a familiar route. Maybe, the route they take to arrive at their desks in the morning. But behaviour isn’t only about individuals. Groups of people can influence one another. People might want to evacuate with colleagues, slowing the entire process down. In a shopping centre, evacuations might involve families with elderly relatives or small children. All of those factors, and many others, influence the level of protection that should be applied within a particular building.
