A residential heritage project by Tina Lindner Building Design won Residential Heritage Design plus two commendations in the 2017 BDAV Building Design Awards.

Walk through Melbourne’s seaside village of Williamstown and you’ll be struck by the beautiful tree-lined streets and original homes. Perched on a corner, half way between the bay and the esplanade, is an expansive new double fronted family home in classic Williamstown style. Designing a new build in a heritage area is no easy feat, but it’s a challenge Tina from Tina Lindner Building Design had plenty of experience with. The mix of beachy charm and heritage style were aspects that the homeowners had recognised in Tina’s other projects before they approached her. “We loved the houses Tina had designed in the area,” says owner Ben. The successful project resulted in winning the Residential Heritage Design award in the BDAV’s 2017 Building Design Awards, as well as commendations for Residential Design - New Houses $500K-$1M, and Residential Interior Design.

The exterior provides a nod to the neighbouring Victorian houses while shying away from heritage reproduction. The front of the house is dominated by two structural box windows on either side of the entrance. The stone, white and timber façade appears timeless. Upon stepping inside you are struck by a thoroughly sophisticated modern home. Tina says that the main challenge she faced when designing this project was to make a modern new build feel responsive to a street lined with heritage homes. “The focus of the design was finding ways to work with the existing houses. To create a modern

but sympathetic exterior and a single-storey façade”. With polished concrete floors throughout, the design features clean lines and highend finishes that lend elegance. to the home. The living room and kitchen form the heart of the ground floor with floor-to-ceiling battens providing a divider between the two spaces. The corner-stone of the living room is an inviting fireplace with stone hearth as well as a day bed overlooking the front landscaping. The kitchen incorporates a concealed pantry and study-nook area. The custom joinery cupboards run the full height of the room. In

the centre of the kitchen sits a communal marble island bench generously proportioned for family functions. The master bedroom on the first floor has timber molding and flows through to a generous dressing room, ensuite and private sitting room. The dark colour scheme that runs throughout the levels adds a touch of sophistication to this parents’ retreat. The dressing room features custom joinery and provides ample storage. The focal point of the ensuite is a striking mosaic floor and full-length double vanity. A key feature of the ground floor are the striking floor-to-ceiling steel windows that add a modern city feel to the beach-side home. The windows flood the floor with an abundance of natural light while providing views to the private courtyard and landscaped areas. This is the homeowners’ favourite part of the design. “It’s lovely and light and opens up the whole house,” says owner, Ben. “And the open plan creates a great space where the family can come together at the end of the day”. The Judges said this was an impressive building illustrating how a new design can be sympathetic to its heritage context, whilst displaying a well-articulated and considered form. They also agreed the interiors cleverly reference the traditional, with mouldings creating a moody, elegant bedroom. The depth of tone contrasts purposefully against the light-filled living rooms, offering a variation in atmosphere to the various spaces. Each space has been designed to ensure the level of intimacy is appropriate for its function; from the bright, open living rooms to the moody and inviting bedrooms.

PRAC TITIONERS’ USE OF COMBUSTIBLE CLADDING

VBA CEO, Sue Eddy, says “In recent times there have been issues raised regarding practitioners’ use of combustible cladding”. The CEO of the Victorian Building Authority (VBA), Sue Eddy, recently issued the following message regarding practitioners’ use of combustible cladding: “The VBA plays an important role in keeping the community safe in their built environment – these are, amongst other things, the places Victorians live, work and play.” “In a practical sense, the VBA meets this challenge by registering and licensing those that work in the building industry and providing the right information to consumers and practitioners. Importantly, another key function of the VBA involves holding practitioners to account for their work and their professional conduct.” “In recent times there have been issues raised regarding practitioners’ use of combustible cladding. In part, this involves practitioners not understanding their responsibilities when designing, approving or constructing buildings; in particular, residential apartment blocks and places where the public gather en-masse or seek significant medical treatment. As a regulator, it is the VBA’s job to provide leadership to the industry on this matter, as well as help find solutions to these issues.”

“We realise that this work will not be easy. Fixing this will require everyone in the building industry to work together. As noted by the Victorian Cladding Taskforce, there are cultural issues and complexities within the industry and the building codes that, in addition to the audit, also need to be addressed. There will, no doubt, be moments of hardship for all parties involved in this process. We will endeavour to reduce uncertainty throughout the audit by being transparent and open to feedback, while continuing to update the community and the building industry about our progress.” “The VBA is committed to improving outcomes for all Victorians, whether that is consumers purchasing their most prized asset or practitioners contributing to the economic prosperity of the State. Let us be clear, however, in terms of this audit and other decisions undertaken by the VBA, our expectation is that the relevant laws are followed by all.” “We look forward to working with you through this critical task of auditing cladding throughout Victoria and will deliver an outcome for which all Victorians can feel confident in their building and plumbing regulator.”

“From 1 January 2018, the VBA will lead a state-wide audit of: •

apartment complexes, motels and hotels (three storeys and above);

buildings where Victorians gather as a large group, such as sporting arenas; and

schools, private hospitals or aged-care facilities (two storeys and above).

“Concurrently, the Department of Environment, Land, Water and Planning will lead an audit of government buildings in Victoria.” “The VBA is committed to undertaking this work as efficiently and effectively as possible. We want to provide Victorians with confidence that they are safe from the dangers presented by combustible cladding. Central to this is keeping residents and owners’ corporations informed and educated – while providing fire safety tips they can implement straight away. We will use the best information available to target and identify buildings that may have used cladding inappropriately.” “In a basic sense, our audit work will be approached in three stages: 1. Identify the buildings; 2. Audit and assess their safety; 3. Rectify, where required.”

E V E LY N M O R R A I T I S

Evelyn Morraitis joined the BDAV late last year in the role of Membership & Corporate Partnership Officer following a stint at the Australian Institute of Architects, Victorian Chapter, in a similar capacity. A fun-loving individual, she always arrives to work with a friendly smile and a positive outlook. Evelyn comes to us with broad sponsorship and relationship management experience, and a solid understanding of the not-forprofit sector. She holds a Bachelor of Archaeology, a Graduate Diploma of Museum Studies and a Masters of Cultural Heritage. In her spare time, Evelyn loves to read, work out, and also her three cats. She holds a Museum membership, and loves to keep up with trends. When asked about her preliminary impressions of the BDAV, Evelyn commented that “the BDAV has exceeded my expectation, particularly given the connection to my studies”, and her work areas have “harnessed a skillset I did not know I had”. We know she will be a valuable addition to our team. M O N I C A VA N D E N B E R G

Monica Vandenberg joined the BDAV in January in a newly-created part-time role of Executive Officer, Thermal Performance Assessor. She will be responsible for our entire administration and stakeholder engagement relating to the accreditation of thermal performance assessors. Monica comes to us with extensive experience as an executive of peak industry bodies, including CEO of the Environment Institute of Australia and New Zealand, and Executive Director of the Australian Sustainable Built Environment Council. She also coaches and mentors professionals to help them achieve their goals under her own consultancy. In her spare time, she is training a kelpie that she saved from an unwanted owner, focusing on the kelpie herding sheep (rather than herding other dogs at the local park!). She also enjoys bike riding, and has commenced riding to work, given her proximity 4km from our office. She also enjoys music of varying genres. When asked about her preliminary impressions of the BDAV, she observed that “it’s a friendly team that listens to members’ needs”. We look forward to Monica becoming a valuable addition to our team. As this edition was finalised, Jenny Edwards joined the BDAV as Administration & Finance Officer, replacing Maddie McCoubrey who recently left to pursue her passion in HR. Having recently relocated from South Australia due to her partner’s transfer here, Jenny comes to us with strong experience in providing professional administrative support, most recently to health professionals and the community service sector. Outside of work, Jenny is enjoying discovering Melbourne as a new resident. She also loves the arts and the sports we have. She is also a keen runner, having accomplished her first marathon last year, and is in training for her next one. She has also become somewhat side-tracked with cycling due to the fantastic cycling paths Melbourne offers. She also enjoys camping, and is looking forward to exploring the Grampians and Otway Ranges. In quieter moments, she can be found curled up in her courtyard reading a good book or playing with her new rag doll kitten. Jenny is looking forward to the new challenges in her role at the BDAV.

NCC 2016 VOLUME ONE AMENDMENT 1

The NCC will be amended out-of-cycle prior to NCC 2019.

In preparation for the adoption of NCC 2016 Volume One Amendment 1 by all States and Territories from 12 March 2018, the Australian Building Codes Board (ABCB) has released a preview of the Amendment, which is available for download from the ABCB’s website, at www.abcb.gov.au. Accompanying the preview is a summary of changes, a new Evidence of Suitability Handbook and the Consolidated Performance Requirements preview. The ABCB is also progressively updating and releasing other materials affected by the Amendment, which include the: •

Fire Performance of External Walls and Cladding Advisory Note (2016-3);

Guide to NCC Volume One;

Other ABCB resources.

The Amendment is a result of a Building Ministers’ directive to expedite completing and adopting actions from a comprehensive package of measures for fire safety in highrise buildings, developed by the ABCB following the Lacrosse Apartments fire. Feedback on a draft of the proposed Amendment was sought in August/September 2017.

4. Increased stringency for the sprinkler protection of balconies of residential high rise buildings through referencing an updated sprinkler standard, AS 2118.1-2017 ‘Automatic fire sprinkler systems - General systems’. The Evidence of Suitability Handbook 2018 accompanies the amendment, and provides guidance for applying A2.2 of Volume One Amendment 1 for the provision of documentary evidence used to support a claim that a material, product, form of construction or design meets a Performance Requirement or Deemed-to-Satisfy Provision. Advisory Note 2016-3 ‘Fire Performance of External Walls and Cladding’ has been revised on account of the amendment. NCC users are advised that editions of this advisory note dated to prior 2018 are not applicable to NCC 2016 Volume One Amendment 1. The document is the preview of NCC 2016, Volume One Amendment 1. It contains changes relating to fire safety in high rise buildings and evidence of suitability. Please note: the Guide to NCC Volume One is currently under review, and will be updated and released as part of the package of Amendment 1 support material.

NCC 2016 Volume One Amendment 1 includes the following: 1. The introduction of a new Verification Method (CV3) for testing of external wall assemblies for fire propagation. CV3 references a new testing standard, AS 5113-2016 ‘Fire propagation testing and classification of external walls of buildings’, and in most circumstances requires additional measures (e.g. enhanced sprinkler protection) to mitigate the hazard presented by a combustible façade. 2. Revision of the NCC’s evidence of suitability provisions, including clarifying the application and language of A2.2, strengthened wording of the current options, and a new requirement to consider the ‘appropriateness’ of the evidence being presented to support the use of the material, product, design or form of construction. 3. Clarification of provisions, including provisions relating to external wall claddings and attachments, provisions that provide exemption to the non-combustibility requirements, and provisions that control the fire hazard properties of building elements.

TIMBER GUIDE FOR AGED CARE BUILDINGS

New Technical Guide Provides Timber Design and Construction Solutions for Aged Care Accommodation

Australia’s ageing population is increasing the demand for aged care facilities, and timber building systems have the potential to deliver significant construction cost savings. However, many people involved in design and construction lack the experience and knowledge required to gain the benefits that timber can deliver. This new WoodSolutions Design Guide provides timber-based design and construction solutions that meet the requirements of the Building Code of Australia (BCA). Owing to increased life expectancy, Australia’s ageing population is growing and driving demand for new aged care accommodation. The Aged Care Financing Authority reported that “an additional 74,000 new beds will be required over the coming decade to meet the needs of an ageing Australia”. Aged care (Class 9c) buildings are generally low to mid-rise in height, making them ideally suited to timber construction. The regulatory requirements for this building classification differs from apartments (Class 2) and hotels (Class 3) which are covered in other WoodSolutions guides. The new Guide 42 – Building Code of Australia Deemed to Satisfy Solutions for Timber Aged Care Buildings (Class 9c) – provides information and options to comply with the BCA, using timber structural systems for Class 9c buildings. It covers fire and acoustic requirements and provides timber-based design and construction solutions. “Guides 42 and 28 Rethinking Aged Care Construction – Consider Timber with an essential toolbox that will support developers, designers and builders understand how building in timber translates into time, cost and sustainability efficiencies. Not to mention the health benefits,” said Eileen

Newbury, WoodSolutions National Program Manager and National Marketing and Communications Manager for Forest and Wood Products Australia. From a design approach, Guide 42 presents three distinct timber buildings solutions: lightweight timber frames, post and beam and solid timber panels (such as Cross Laminated Timber or Laminated Veneer Lumber). “We are in a period of constant rediscovery, where theoretic and empirical evidence support the benefits of building with timber. With an engineered timber retirement village close to completion, I am hoping Australia will lead the way into building timber solutions for aged care accommodation”, Ms Newbury continued. Victoria’s recently appointed Shadow Minister for the Building Industry looks forward to engaging with the industry

Victoria’s Member for Gembrook, Brad Battin, MP, was recently appointed Shadow Minister for the Building Industry. He is also Shadow Minister for Emergency Services. In a media statement following this appointment, he said: I’m looking forward to the opportunity to engage with the building industry, after my recent appointment as Victoria’s first Shadow Minister for the Building Industry. This appointment by The Hon Matthew Guy, Leader of Victoria’s Opposition, highlights the Coalition’s commitment to supporting your industry as Victoria grows. The building industry is essential to our economy, accounting for 8 per cent of Australia’s GDP and employing over one million people. It is Victoria’s largest full-time employer. This is the first time in Australian history there’s been a designated portfolio for the building industry. The Victorian Coalition is committed to seeing construction prosper. Victoria is strongest when the building industry is strongest. I’ve personally confronted the struggles of the building industry before entering politics. I worked at Hotondo Homes, and built my own house. I know it can be tough in this sector, but it can also be incredibly rewarding! Without good builders and tradespeople, Victorians would struggle to find desirable, affordable houses they can turn into family homes. We would all suffer. When your industry flourishes it also helps businesses expand and grow. The Coalition is formulating a comprehensive policy suite, targeted at ensuring the building industry remains the best it can be. We will cut red tape, streamline planning approvals at all levels of government and ensure building is about getting things done, not navigating bureaucracy. We will invest in training and education programmes to ensure high-quality apprentices are available to deliver the construction jobs of the future. We will also give opportunities to experienced tradespeople to continuously improve.

We have clear strategies, developed by our Coalition Population Policy Taskforce, to manage rapid population growth sustainably. Melbourne has grown by over a million people in the last decade, and 140,000 people in the last year alone. 77 per cent of Victorians live in Melbourne, and 90 per cent of new migrants move to Melbourne. Given this astronomical growth, governments must work with the building industry to invest in new infrastructure and encourage decentralisation. Victoria must become a state of cities, not a city state. Recently, I had the privilege of speaking to industry groups, stakeholders and consumers. I want to talk to and hear from anyone with an interest in the building industry. The Coalition will develop policies that are highly attuned to industry needs, harnessing the understanding of those at the coalface. The 2017 Belle Luxury Home Building Award in the Best New Build category was Horizon for Bay House, a luminous and light-filled family home designed by Bruce Stafford Architects and interiors firm Hare + Klein. Refined materials, high-quality finishes, and exceptional craftsmanship characterised the outstanding projects recognised at the inaugural Belle Luxury Home Building Awards, announced late last year. The cubbies will be auctioned as part of the annual Cubby House Challenge® at the Melbourne International Flower & Garden Show in March 2018.

Any conditions on a planning permit to remove, destroy or lop native vegetation under this clause must specify the offset requirement and timing to secure the offset, to provide clarity and certainty to all parties. The exemptions provided under Clause 52.16 are similar in nature to the changes to the Overlays

The transitional provisions also apply to a planning permit lodged 12 months after 12 December 2017 where DELWP has stated in writing that a report about the proposed removal, destruction or lopping of native vegetation has been generated by the DELWP’s native vegetation information systems within 12 months before that date. Clause 52.17 Native Vegetation has similar changes to Clause 52.16 as noted above. The exemptions providing for the clearance of vegetation for existing buildings now clarify that the 10 metre clearance distance from existing buildings or works is measured from the outermost point of the building, and in relation to the 4 metre clearance exemption around fences clarifies the previous provisions to: The clearing along both sides of the fence when combined must not exceed 4 metres in width, except where land has already been cleared 4 metres or more along one side of the fence, then up to 1 metre can be cleared along the other side of the fence. The amendment also exempts permits for native vegetation removal/destruction/lopping by domestic stock on freehold land. The amendment does not remove or modify provisions relating to vegetation management and bushfire risk in Clauses 44.06 (Bushfire Management Overlay) or 52.47 (Planning for bushfire) as the amendment has sought to prioritise the protection of human life.

Referred to as the “fresh start effect”, the New Year represents a natural transition point (as can a birthday, change of season or even the first of the month) where it’s easier to adopt new habits and make changes. This “fresh slate” gives us space to reflect on the past year and to set a course for the coming months. If you haven’t already done your business or marketing planning for the year ahead, use the start of the year to refocus, and set your goals from February forward. STEP BACK AND REVIEW

Before you get busy strategising, it’s important to take a look at your progress from the last plan, focussing on what worked and what didn’t work over the past 12 months. This isn’t a pass/fail test, but a constructive review with fresh eyes noting any roadblocks, recurring issues or lessons learnt from where something didn’t pan out. Likewise, take note of any particular highlights, milestones and achievements. N A R R O W YO U R E F F O R TS

The purpose of this is twofold – to make sure all your assets are up-to-date and to also review them for their effectiveness and benefit to your business. Conduct an inventory of your marketing toolkit, which may include your website, Facebook page, Twitter presence, LinkedIn profile, Instagram, email newsletter or blog. And don’t forget about your fee proposal template, CV, project profiles and photography – are these all up-to-date? It’s also worthwhile to review your toolkit to consider whether you need to maintain all these efforts or if you can streamline your efforts to focus on what gives you most bang for buck.

Avoid the temptation to do everything at once. You’re planning a new website, a move to a new office, five new staff, and to complete two major projects by June? Narrow it down to one to three of the most critical goals for your business, and then start a plan of how best to achieve them. Keeping narrow has a number of upsides: from helping you maintain focus, facilitate effective time management, and to help you avoid being spread too thin (and stressed!).

To maintain focus, it always helps to keep your unique selling proposition (USP) front of mind. Similar to our last article on Four “About” pages worth seeing, clients have dozens of other designers to scan through. So, why should they choose you? That’s the question you need to answer with your USP.

BE SPECIFIC

Make the most of the “fresh start effect” and momentum that the new year brings to focus on habits that will help you stay focussed this year.

Once you’ve narrowed in on your target goals or activities, get specific about how you will achieve them. “I would like to convert one new lead a month” won’t cut it. What steps do you need to take in order to achieve this goal? Do you need to arrange a coffee catch-up, schedule a phone call or send a company profile? Break down larger goals into more manageable steps where needed or create a ‘hit list’ of key target clients to keep you on track when you start to deviate. The more specific you are, the better chance you will succeed. Describe your goals or activities in ways that allow you to track your progress and measure your success.

Unibox is an email organiser for mac users which should assist trolling through the countless emails, respondents, threads and the like. Unibox allows you to group by sender, thread. You can easily explore the entire email history with a person in a single list, drill down into threads including multiple contacts etc. Sorting through the most recent email contacts and even being able to list all attachments from a contact. You can even visually browse through attachments - so if you know what you’re looking for, you can find it easier than searching through emails and opening separately. Email becoming a grind? Check it out and see if this is right for you.

HazeOver is a GUI app that allows you to focus more clearly on the window you have open at the time; or maybe more to the point - background dim the ones you’re not working on to keep distractions away from the task at hand. Its operation is simple - the window you are using is bright; the rest are dimmed. Works across multiple monitors too. Great for focusing on a single task, working at night or low light situations. Not sure if it makes a difference to power consumption; but I suspect if much of your screen is not being powered up to full brightness, there may even be some power savings when working on battery to be had also?

Are you often cutting and pasting the same thing? Or wish you could have quick access to something you cut and paste in another file or program a week ago? Well, Paste could be your saviour. Once loaded, Paste can remember as many previous pastes as you wish, up to and including unlimited settings! So if you’re often working with the same images, sections of text or links etc. Paste might well save you heaps of time and frustration going back and trying to find the thing you frequently cut and paste. I M P O R TA N T W I N B Y S U R V E Y O R S F O R T R A D E M A R K C H A L L E N G E Licensed and registered surveyors have scored an important win that will help protect the integrity and reputation of the profession in this country. IP Australia has rejected an application from the Royal Institution of Chartered Surveyors (RICS) to register the term “chartered surveyor” as a trademark, thus removing the risk of introducing a new and confusing term into the industry. The Council of Reciprocating Surveyors Boards of Australia and New Zealand (CRSBANZ) argued strongly and passionately that to introduce such a trademark may be in conflict with Australian surveying legislation – and the hearing officer agreed. In his finding, he noted that the term Chartered Surveyor “contains little or no inherent adaptation to distinguish the designated services”. That is exactly the point. The term has no relevance in the Australian system, would offer nothing new to the system, and could confuse the public.

As with all such legal matters, this was quite a long battle, but it was well worth the effort, as it saw an important principle upheld. As most readers of this newsletter would know, “chartered surveyor” is a RICS membership category. However, meeting the RICS criteria for this category – and thus having the right, under RICS rules, to use the title – does not infer or represent meeting the standards for registration in Australia as a cadastral surveyor. It was the strong argument of CRSBANZ that registering what in this country is only a membership category for one organisation would be in conflict with the existing, clearly defined and well recognised titles of licensed or registered surveyor. A surveyor must be registered with a state board as a registered or licensed cadastral surveyor to perform boundary surveys and to retain that registration must maintain a competency and knowledge of cadastral law and its application.

“I am delighted to say that we were strongly supported in this case by the Surveyors’ Board of Australia and New Zealand, as well as the Spatial Industry Business Association (SIBA), the Surveying and Spatial Sciences Institute (SSSI) and the Australian Institute of Mining Surveyors (AIMS),” said CRSBANZ Secretary, Murray Fox “Our strong rejection of the trademark application was not an attack on RICS or the role it plays in Australia. Local surveyors may choose to join the organisation and to seek to acquire the title of chartered surveyor to use in jurisdictions overseas where it is relevant.” “We are interested only in maintaining the integrity of the system in Australia and thought it important to take the action that we did.” “The resulting decision should give Australians a sense of certainty when engaging licensed or registered surveyors, because they will know that registration ensures a professional surveyor who has suitable demonstrated his or her competency.”

And with a little TLC, they can last a very long time! Here’s how to keep them looking great for many years to come.

C L E A N I N G YO U R F R A M E S. If you have aluminium frames, wash them with warm water and soap or detergent. For anodised material, try solvent cleaners, e.g. kerosene, turpentine, white spirit, non-etching chemical cleaners or a wax-based polish cleaner. Please note that solventbased cleaners should never be used on powder-coated surfaces or hardware.

Wipe down exposed surfaces with warm, soapy water and a soft rag then rinse clean with fresh water. After you’ve rinsed, give your hangers, hinges, pivots and brackets a light spray of a corrosion preventative, such as lanolin or dry silicone, followed by a light wipe with a dry cloth.

How often should you maintain your windows and doors? At AWS, we recommend you maintain your windows and doors: •

Every three months if they’re exposed to salt air or industrial pollutants.

Every six months in rural areas.

REMOVING RUST SPOTS.

Monthly if you’re on the beachfront, in a severe marine environment or surrounded by very high industrial pollution.

Use a soft brush and mild detergent, followed by a water rinse. Avoid strong solvents or abrasive cleaning products. If you need to remove splashed paint, sealants or mastics, use white spirits. Wipe gently with a soft cloth.

If rust spots appear on stainless steel, they can be removed with a mildly abrasive cleaner and rinsed with fresh water. If there’s a lot of rust, use a Scotch-Brite™ hand pad. Whatever you do, don’t use bleach, hydrochloric acid, soap concentrates or water with high iron content, such as bore water!
