Barbuda, a leader in the Caribbean for Ocean Conservation By Ayana Elizabeth Johnson Ph.D., Executive Director Waitt Institute
In August 2014, Barbuda signed into law an unprecedented, comprehensive set of new ocean management regulations. With these new policies, the small island of Barbuda has become a Caribbean ocean conservation leader and global role model. The coastal waters have been zoned, fisheries management is strengthened, and a network of marine sanctuaries has been established. This came after seventeen months of extensive community consultation and scientific research, supported by the Waitt Institute.
“This will definitely benefit the people of Barbuda, and Antigua as well, ensuring that they have a livelihood that will last in perpetuity” Hon. Arthur Nibbs, Antigua and Barbuda’s Minister of Agriculture, Lands, Fisheries and Barbuda Affairs
Beautiful Barbuda | 8th Edition 2016
15
The Waitt Institute partners with Caribbean governments and communities to envision, create, and implement sustainable ocean policy through the Blue Halo Initiative. The five new marine sanctuaries collectively protect one-third of the coastal area as a refuge for local fish populations. The rest of the waters within 3.45 miles of shore are open to fishing for most species. Other protective measures include prohibiting the catch of parrotfish and sea urchins – the first prohibition of its kind on a Caribbean island. Parrotfish and urchins eat algae, and because there aren’t enough of them, Barbuda’s reefs are overgrown with algae. In the words of Josiah Deazle, Barbuda’s oldest fisherman, “Parrotfish clean the reef. People were taking so much of them the reef is going to die.”
Across the Caribbean, communities are seeing declines in the health of coastal ecosystems and fish populations. This is hurting local economies, food security, and island cultures. By taking this step, Barbuda is establishing itself as a global leader in the defense of its essential ocean ecosystem and defining sustainable practices going forward. But the new regulations were only the first step. The Waitt Institute will continue to work closely with the government and people of Barbuda over the next two years to get implementation up and running. This will include setting up a long-term scientific monitoring program, training local staff in marine ecology and field research techniques, sponsoring enforcement training workshops, and providing muchneeded equipment. www.beautifulbarbudamagazine.com
16 Blue Halo Barbuda began in 2012 with a rigorous scientific assessment of Barbuda’s coral reefs and fish populations. Barbudan fishers and fisheries staff collaborated with visiting scientists and studied over 234 sites around the island in only 12 days. The data that was collected provided the scientific foundation for the new regulations. To build upon that first assessment, longterm scientific monitoring is beginning in Codrington lagoon and around the island to track health of ecosystems, valuable species, and water quality. Barbuda is taking care of its waters and reefs in other ways as well. Barbudan fishers have participated in two tournaments sponsored by the Waitt Institute to remove the invasive lionfish from reefs. There have also been several beach cleanups over the last few months. Kids across Barbuda are learning to love -and conserve -- their ocean heritage too, thanks to classroom programs and weeklong summer camps. Activities include boat trips to see the mangroves and the Magnificent Frigatebird Sanctuary in Codrington Lagoon, as well as the start of a Blue Halo Barbuda snorkel club.
Beautiful Barbuda | 8th Edition 2016
“The Blue Halo Initiative promises to reap great rewards not only for us now, but the future generations to come” Doug Beazer Barbuda Senior Fisheries Officer Building on the successes of Blue Halo Barbuda, new Blue Halo initiatives were launched in February 2015 on Montserrat and Curaçao. Both islands will look to Barbuda as a model for how to develop comprehensive, sustainable ocean policies on their own islands, and to ultimately find ways to use the ocean without using it up. Barbuda’s Caribana:
An enthralling and unique festival for you! by Netisha Allie Visiting Barbuda, one part of twin-isle paradise at any time of the year is sure to be an amazing experience; but even more breathtaking at the height of its blissful Caribana festival season. Its pink and white sandy beaches are just the beginning of an absolutely thrilling journey into the tantalising haven. This at first view makes Barbuda appear to be the perfect place for a quick peaceful getaway. But dig a little deeper, and discover that the island actually has a rich, dynamic culture that bursts into euphoria with its main festival ‘Caribana’.
Caribana is a magnificent spectacle that no visitor or local should dare to miss. It blossoms as the pinnacle of Barbuda’s cultural expression. It showcases a range of foods, music, pageantry, parties, and merriment. With

its pulsating music and incomparable energies, Barbuda’s Caribana is perfect for setting the frenzied; yet, ecstatic pace for the Caribbean’s most uniquely enthralling carnival celebrations. This weekend-long festivity, beginning on a Thursday is punctuated with a colourful ‘T-shirt Mas’. The ensemble includes all contestants participating in the various competitions, coalescing to highlight a kaleidoscope of colour and excitement. This appealing celebration is then quickly followed by the Mr. and Miss Teen Barbuda in the evening. There the talented teens put on splendid displays of passion, and aptitude for artistic creativity. For the Soca lovers, the Barbuda Caribana delves into the sweet soca music that deluges the Caribbean with rhythmic beats. The music, with its own unique flair embellishes the ‘Soca Monarch’ show on the events calendar. The sheer excitement and rhythms sounding from sweet musical

beats seem to lift you off your feet almost instantly. Living up the life of the party! International Night held on the Friday evening is massive! Featuring artists from across the Caribbean region, the atmosphere becomes so electrifying that it leaves revellers sapped from the extreme fun and exhilaration, but needing more. By Saturday morning, one wakes up revitalised but hungry and ready to consume the finely prepared and wide assortment of seafood delicacies! This is the ‘Seafood Fest’, which was a complete success in 2015! Even on that count, it offers prospective banqueting enhancement. Commonly held at the island’s fisheries complex, patrons are expected to live up the fun and close down the delightful festival in groovy style. They ‘take the streets’ jamming to the season’s hit songs, as revellers move from the fisheries complex straight to ‘Caribana City’. Following Seafood Fest is the Miss Harney Motors Barbuda Pageant. This is another admirable display of beauty, creativity, and spectacle for all enthusiasts. The stages of Caribana City become enchantingly graced with poise, intelligence and Barbudan beauty! Give the shorts and tees a mini break and, deck down in your classy, exquisite attire for a captivating evening.
and jovial banter spring from the multiplicity of spectators, all showing delighted content despite their varying passions. Next is the vivaciously dramatic ‘Calypso Show’. Patrons once again, converge at Caribana City for a night of expression through sweet Calypso music featuring talented artistes. Dynamic and aweinspiring! One becomes even more connected with the island-paradise; this enchantment grows deeper through the mischievous yet enlightening lyrics and most creative presentations. Entertainment personified! Curtains fall on the Monday. Almost in reluctant anticipation, the partying is driven to a higher level. Fussy play and animation along with encouraged self-expression, compliment the attire for the day. Barbuda’s Caribana on that last day is a time for release. It is an open invitation to all. Start making your plans for Barbuda Caribana 2016. It shall be another remarkable spectacle; it will be more engrossingly entertaining than the successful 2015 edition.
Caribana is punctuated with diversity and fertile imagination. Into Sunday, the keen attention runs on course to Barbuda’s most competitive and well-loved spectacle horse racing. Jockeys, both the young and the seasoned compete in exciting races while patrons bask in local cuisines. The local delights - succulent lobsters, mouthwatering chicken, fish, and ‘veggie’ dishes, - entice taste buds. Barbuda’s Caribana provides unique and full courses of entertainment and enjoyment. Smiling faces,

Safety Tips Coconut Trees Be careful when passing under a coconut tree as fully grown fruit can drop off at times.
Jelly Fish Watch out for the disc – shaped, gelatinous sea creatures, especially during the hotter summer months, when breeding is at its peak.
Mosquitoes & sand flies Though they can be bothersome, mosquitoes in Antigua and Barbuda have little chance of infecting their victims, though the rare dengue fever infection has been reported a few times in Antigua. The biggest concern may be the swelling and itching that would result from being bitten, as is the case with the sand fly, which becomes more of an irritation after a dip in the ocean. It is recommended that you bring along some sort of bug repellent, such as those containing DEET, or even citronella candles if you plan on staying overnight.

Brief History of Barbuda Barbuda, the low lying island just 30 miles north of Antigua, has a rich, storied past. Indeed, her history is closely entwined with her larger sister. Archaeological evidence suggests that the island was inhabited as early as around 3700 BC, with the Arawaks arriving around 200-300 BC. Around 12001600 AD, the Caribs, who called Barbuda “Wa’omoni”, conducted raids on the Arawaks with some regularity. After failed attempts at colonization by the British and French (the Carib presence made settlement difficult), Barbuda was permanently settled in 1666 by the British. The Codrington brothers, Christopher and John, leased the island for “one fat sheep on demand” in 1685 and founded the principal settlement in their name. It was these Codringtons who established Betty’s Hope plantation on around 850 acres in Antigua around the same time. The island gained importance for restoring slaves after the Middle Passage journey and provisioning Antigua. The family’s wealth and influence made it a powerful political force on both islands. The Codringtons’ land lease was extended a further 99 years in 1705 and 50 more in 1805. Christopher bequeathed a portion of the leased lands to the “Society for the Propagation of the Gospel” at his death in 1710. The first rebellion in Barbuda took place in 1741 due to harsh treatment of slaves by then manager, Thomas Beach. Five years hence, a second uprising claimed the life of Governor MacKnight, who was alleged to have had an affair with a mulatto

woman. From 1750, there was a period of construction that included buildings at the Highlands, Cordington Castle, what is now Martello Tower, defensive installations along the coast, and the plantations in Meadow and Guava and the Highlands. Further uprisings took place in Barbuda up until emancipation, when planters left their holdings under the care of cruel overseers. The 1834-5 revolted stemmed from Barbuda’s omission from the Emancipation Act and required troops from Antigua. A chapel was used as a school providing elementary education to children when abolition was granted after the uprising. The last of the Codrington clan on island bequeathed possession of the lands in Barbuda to its inhabitants, with the stipulation that it be retained as communal property. This wish is enshrined in the Barbuda Land Act of 2007, which in Section 3(1) outlined that the land “shall be owned in common by the people”. Sale of land is thus prohibited. Barbuda, because of its close linkage with Antigua, was incorporated into the Crown Colony, which later became a state by association in 1967. The Barbuda Local Government Act established the Barbuda Council as the island’s governing body in 1976. After independence in 1981, the sister islands frequently had strained relations, owing to island’s independent spirit. Due to disproportionately small infrastructural development, the island remains one of the best kept vacation secrets in the Caribbean, being a favourite of Princess Diana before she died in 1997.

Our People Barbudans, Guardians and caretakers of 62 square miles of nature’s playground, have made an unwavering effort to conserve their inheritance. A community of expert fishermen and divers have fashioned a delectable sea food cuisine culture fit for royals. The seasonal catch of deer, wild boar, land-turtle and crab makes the traditional Barbudan dishes a pleasurable delicacy. Our big-hearted island people are thrilled to share the experiences of the world’s best known deserted, pink, sandy beaches and the Bird Sanctuary -the Caribbean’s largest frigate bird nesting colony- with the world.
The close knit family atmosphere is evident in the intimate village life. This relaxed disposition and friendliness of the islanders made it a favourite of the world’s most famous princess, Princess Diana Not to be missed is the prevailing warm hospitality that is extended to visitors who are left to explore the imitable island in the solitude they so desire. Explore BARBUDA A visit to Barbuda would not be complete without discovering these natural treasures, hiring a vehicle or hopping on a water taxi if you have to, but make sure you explore Barbuda...
Two Foot Bay National Park This National Park was used for shelter by the Amerindians who used the caves. The presence of the old stone ruins and the well indicates that it was used in the colonial period. It was also used during the Codrington tenure for the mining of phosphate as evidenced by the phosphate caves. Today, most Barbudans use this national park as a camp site. It is also where you can find Gun Shop Cliff and Barbuda’s remarkable caves.
The Frigate Bird Sanctuary Experience one of the greatest natural wonders of the world – the frigate bird sanctuary which is home to approximately 5000 spectacular seabirds. Frigate Birds are an endangered species. These

Birds are located in the Codrington Lagoon on the northwest coast of Barbuda which is only accessible by water taxi. Since the lagoon is a fantastic place to observe and photograph the frigate birds, be respectful – don’t pressure your guide to go closer than the boundary marker. If you go too close to a nest and an adult leaves, its nest could be destroyed. Enjoy your visit to the sanctuary and help us keep it a safe place for frigate birds to breed.
Martello Tower Martello Tower (also referred to as River Fort) is 32 feet above sea level. It’s the most impressive and complete historical site on Barbuda, constructed around 1745. Martello Tower was used as part of a protective security system to prevent invasion by aggressive foreign powers which includes the Spanish and French naval vessels. Martello tower was also used as a signal station to the village of Codrington.
Highland House Situated in the northeastern area of Barbuda is Highland House Ruin. Now in ruins, the house was built around 1720 and was used as a retreat for the Codrington family whenever they were on island. It was a large complex of buildings, including slave quarters, stables, offices and cisterns offering a beautiful view.
Spanish Point Situated on a hilltop in the south-eastern area of Barbuda is Spanish Point. This limestone outcrop provides a clear view in all directions and is an ideal observation point. The area was used as a defence point during the colonial period whereby a structure was in place to store all weapons to fight its enemies.
Palaster Reef Palaster reef is a marine reserve in pristine waters with old shipwrecks as well as reefs. Palaster reef is a well known tourist attraction on Barbuda, which is located near to Spanish Point; it is illegal to shoot fish there but snorkelling, scuba and deep sea diving is allowed.
45 Coconut Plantation Take a trip to Barbuda’s Coconut Plantation. The 250 acres of endless coconut trees can be seen on your way out of Codrington to River Wharf, but the best way to appreciate the naturalness of it, is by a helicopter tour of Barbuda.
Holy Trinity Anglican Church It is the oldest church to be established in Barbuda and was built in 1844 during the days of slavery. The Anglican Church is open daily for sightseeing and you are invited to the Sunday Holy Eucharist at 9:30am with Sunday school at 3pm.
The Ginnery This is where salt and cotton was stored from the days of slavery into the 1900’s. The salt was coated on the walls 10 years ago and one could see dates and quantities stencilled on the beams. Today, the ginnery is used as the local government’s council hall. The Ginnery is located on Ginnery Street in the Capital, Codrington.
The Caves Indian cave
Dark Cave
Situated in the Two Foot Bay National Park is the one of the most interesting prehistoric sites in Barbuda. Indian Cave is where the two small Amerindian rock carvings (pertroglyphs) can be seen. Indian cave is small and compact, giving a mysterious feeling; it is not difficult to imagine the Amerindians who lived there long ago. The cave overlooks the north-eastern windward coast which was a lookout site for the Amerindians.
Dark Cave is two miles to the south of Darby Cave. The cave has a narrow entrance leading to a vast cavern containing pools of water, which were probably a water source for Amerindian inhabitants as a variety of artefacts have been found nearby. Dark Cave is the habitat for several rare species of crustaceans, including the blind shrimp.
Darby Cave
Take a stroll in the exhibit and learn about Barbuda’s past; amazing artefacts and skeletal material representing Barbuda’s legacy over the last 3000 years. A photo exhibit with work from the local high school students features modern concerns about climate change. In the children’s space young visitors can have a great time with lots of hands on activities that help them explore the environment, ethnography and archaeology of Barbuda. The space features an observation beehive, a solar system, an archaeology exploration corner, travel and fishing in a mangrove and “living from the land” where youngsters can pretend cook and play in a cave site.
A 45 minutes hike from the Highlands ruin also known as “Willy Bob” will take you to one of the most exciting and adventurous caves in Barbuda. On your way you might just happen to run into land turtles, deer, guinea hens and other birds. Darby Cave, better known as “The Sink Hole” is a great wonder of the Caribbean, located on the northern side of the island. Some 400ft long and 85ft deep, it is known for its lush vegetation and self contained eco-system. As you climb down, you will discover the water falling from above called “The Silaga” and a variety of birds and fauna, enjoying this undisturbed paradise.

Another splendid reason to visit Barbuda is to see the birds. Taking a stroll around Codrington Village, look for the Zenaida Dove, American Kestrel, Grey Kingbird, and the yellow-bellied and squeakyvoiced Bananaquit. Just outside of the village, you can easily spot the silky black Carib Grackle, White-crowned Pigeon, and two hummingbird species; the smaller Antillen Crested Hummingbird, and the Green-throated Carib with a down-curved bill. In the summer, black-headed Laughing Gulls are common. Wandering the many paths through the vegetation on Barbuda with binoculars, it is also possible to see Yellow Warblers and the famous Barbuda Warbler, with a grey back and yellow belly, found nowhere else in the world.
Beautiful Barbuda | 8th Edition 2016
Any visitor to Barbuda would be remiss in not taking a short boat trip with a tour guide to Codrington Lagoon National Park, which harbours’ the largest Caribbean colony of Magnificent Frigate birds. Here, in the fall and winter, hundreds of frigate birds (also known as Man-O-War) can be viewed going about their breeding cycle: the glossy black males with inflated red throat pouches perch on a mangrove and clack their bills, which resonates through the inflated balloon and makes a drum-like sound, in an attempt to attract a choosy female to be his mate for the season. The females, larger than the males and dark brown with white bellies, fly overhead to assess potential mates. Once paired, males will collect sticks, which females use to carefully fashion into nests. Sticks are highly contested, and many aerial chases involving multiple males take place between September and December. Because breeding in the colony is very asynchronous, throughout the year
47 nests in all stages can be seen – from nest construction to downy chicks. Alongside the frigate birds, one can also see another seabird, the Brown Booby, perched on dead snags amongst the mangroves. Also keep an eye out for bright Yellow Warblers darting between the mangroves, Common Moorhen, and Black-necked Stilts – elegant black and white birds with long red legs. Codrington Lagoon has been declared a Ramsar site and an important bird area. Therefore, it is important to maintain a respectful distance from frigate birds and other species you observe in the lagoon. Another National Park that is home to many bird species is Two-Foot Bay. Here, limestone cliffs perched between the Atlantic and the Caribbean provide nesting sites for the stunning Red-billed
Tropicbirds, which stream from the cliffs to take courtship flights over the sea. From Darby’s Cave, one may also catch a glimpse of a Scaly-breasted Thrasher. The ponds here and elsewhere on the island are home to Blue-winged Teal and White-cheeked Pintail. Many birders hope to catch a glimpse in the evenings of the Vulnerable West Indian Whistling duck, either on one of Barbuda’s ponds or in Codrington Lagoon. One of the splendors of Barbuda is the beautiful beaches, running the length of the island. These are wonderful swimming spots, but also are a great location to take in the bird life: Brown Pelicans and Caspian Terns plunge into the sea for fish, which may attract Magnificent Frigate birds to investigate and possibly try to steal a meal. Barbuda is a wonderful location to bring your camera and binoculars, and with the island’s rich bird life you are sure to see something new!

Turquoise beaches Barbuda, caressed by sparkling turquoise waters and magnificent stretches of gorgeous creamy-pink and white sand beaches, are known to be amongst the best in the world. The stunning pink sand beach, recognised internationally, has been featured by Conde’ Nast Traveller’s as the world’s best beach and has been singled out as one of the best remote beaches around the world by Travel AOL. The beaches in Barbuda are usually unpopulated making it a romantic or a family getaway setting. All the beaches are simply breathtaking but the best ones to visit are the ones listed for you as they are also great for diving, snorkelling, fishing, bird watching, beach cricket, picnics, and of course, an escape from the everyday life. Most of the beaches have no facilities so it is important to remember to take water and shade or find a place to keep out of the sun for some of the time. In some places when you have seen one beach you have seen them all, but in Barbuda each one is different, better than the last and interesting enough to keep even the most cynical holidaymaker happy for hours. The beaches can have dangerous currents at certain times of the year but there are also areas which are perfect for children or non-swimmers, with shallow water and rock pools filled with tiny fish and crabs. There are aerial displays provided by pelicans diving close to the beach and everywhere you swim you will see fish darting about in the water. On holiday weekends the beaches are crowded by the locals who take picnics very seriously and bring loud music, food and truck loads of people to spend the day.

COCO POINT
CORAL GROP
This speculator beach is located on Barbuda’s south coast peninsular overlooking the Caribbean Sea. Coco Point is famous for the rich and wealthy visitors who vacation at the nearby hotel. The beach is one of the best in the Caribbean with its smooth, soft sand and turquoise water.
Located in the south adjacent to the popular Uncle Roddy’s Beach Bar & Grill is Coral Group. You can stop for refreshing drinks and delicious seafood here. Coral Group is a favourite with camping families, so come pitch your tent and enjoy the curiosity of a favourite Barbudan pastime.
DIANA, PRINCESS OF WALES, BEACH
RIVER BEACH
Formally known as Access beach and was renamed on July 1st, 2011 in recognition of the late Princess Diana, Princess of Wales, who vacationed on the island’s famous K-Club Resort. This south coast beach, often deserted, is still a picnicker’s top choice. It is arguably one of the Caribbean’s most stunning beaches. The soft, powdery white sands await your footprints!
This mile-and-a-half long pristine beach freckled with pink coral is a favourite with the yachting community. An eastern extension of Palmetto Point, River Beach is perfect for romantic walks. Pleasant fringing coastal forests accentuate the idyllic amorous setting.
PALMETTO POINT Home to one of the famous and beautiful pink sand beaches is Palmetto Point. The silky sand of deserted oceanfront is a gift created by nature. This beach is an amazing snorkelling spot. The champagne colour of the sand glows rose, thanks to the crushed coral in the mix. And it’s possible to walk the beach for miles without seeing another soul.
Beautiful Barbuda | 8th Edition 2016
51 TWO FOOT BAY This picturesque hideaway beach is the most popular one on the island. Located on the eastern coast of Barbuda, in the same vicinity as Darby and Gun Shop Cliff, is a beautiful 17 minutes drive from the Capital. Visitors usually make this beach a first choice for excursions because of its historical appeal and the naturalness that surrounds the beach.
PALM BEACH
NORTH BEACH
Palm Beach stretches from Cedar Tree Point in the North to Palmetto Point in the South. The 14 miles of stunning pink and white sand beach is one of the top beaches in the World.
Just fifteen minutes by water taxi away from the Codrington Wharf via the picturesque lagoon, tucked snugly between the northern entrance to the lagoon and Goat Island, North beach is a favourite with fishing families. Here, the shallow glassy waters are enclosed by a valiant band of reefs that subdue the stealthy Atlantic rollers. The miles long white sandy beach is ideal for a honeymoon retreat.
CEDAR TREE BEACH No Doubt it is one of the most idyllic points on Barbuda. Cedar Tree Beach approximately a 15 minutes boat ride north of the lagoon, and is the only way to get there. The beach is famous for family picnics, camping, fishing, snorkelling and a getaway from it all. Additionally, the beach is home to the newly opened luxury resort – Barbuda Belle.
WHITE BAY White Bay is located on the southern coastline of Barbuda between two prominent points; Coco Point and Spanish Point. This quiet white sandy beach is a visitors’ paradise and is ideal for swimming, bird watching and snorkelling. The shallow reef protected waters provides oceans of fun for the intrepid and novice snorkelers.

Activities and Adventures
Beautiful Barbuda | 8th Edition 2016
53 If you are a discerning traveller, interested in nature based activities, and for whom the total experience of a destination is top priority, then Barbuda is a must for your next trip. It is the ideal place if you want to sample something new and out of the ordinary. Barbuda does not offer the ‘big city’, type of activities characteristic of the typical destination. Instead, everything canters around the natural world and there are quite a number of activities and adventures to choose from.
SNORKEL Spanish Point is an excellent location for snorkelling because of its proximity to a spectacular reef. The Codrington Lagoon is also a great venue for this adventure. You can find numerous marine species including the famous Caribbean spiny lobster; Barbuda’s signature export. Other great spots can be used for snorkelling but advice should be taken before you explore.
NATURE TOURS & HIKING Barbuda’s landscape offers good terrain for the novice or more experienced hiker. A hike to Darby Cave from the highland House Ruin will take 45 minutes. Trails usually have canopy cover and are quite pleasant to walk. It is not uncommon to see tracks from wild boar, deer and donkeys, but sighting of animals are rare. Ask the locals for trail direction or a guide, they are always too willing to help.
WINDSURF Windsurfing is a blast in the warm tropical sun while catching a wave on either coast of Barbuda. The island is almost completely surrounded by shoals and reefs, so the waves are entirely manageable for those who are sufficiently experienced with the activity. The first rule of safety in all cases is, of course, to inform the relevant persons of the place of the activities you will be engaging in.

DIVING Diving in Barbuda’s water is an experience not to be missed, with colourful fish, spectacular reefs, abundance in sea turtles and, of course, over 200 shipwrecks from different periods in the island’s history, all waiting to be discovered. There are experienced divers who can guide you and it is possible to rent scuba diving equipment.
Fishing and diving in Barbuda waters can be hazardous as the sea can be rough with strong currents. Please ensure that you have the relevant experience and properly maintained equipment before you go. No licence is required when fishing for pleasure; however, it can only be done from a Barbudaowned boat. For diving and fishing trip calls: Dive Barbuda 268.783.7243 George Burton Scuba 268.788.8387 or 460.0103 McArthur Nedd 268.460.0059 or 724.7490
KITE SURF
FISHING Fishing is a popular pleasure activity on Barbuda. If not all, most of the island fisherman and woman go fishing at sea or in the lagoon. Traditionally, fishing is done using fish pots which are made from locally gathered wattle sticks and wire. Visitors can do fishing trips in Barbuda since many of the locals have boats and would gladly bring you along. Barracuda, shark, tuna and other types of fish such as Grunt, Old Wife, and Snapper are easy to catch. Lobster is also relatively easy as they are a specialty of the island and can be caught by hand or in uniquely crafted fish pots.
Beautiful Barbuda | 8th Edition 2016
It is highly unlikely that you can have a day at the beach without the steady trade winds blowing across the island. An activity akin to windsurfing, kite surfing involves the use of a kite steered by two tethers while attempting to surf the waves – almost a marriage between surfing and parasailing. Barbuda is an ideal location to engage in this activity, with surf that is neither too powerful nor too calm. PARA-SAILING With the aid of a powerboat, you can have the opportunity to see the island from a perspective that relatively few ever see it – high above the waves being propelled through the air, looking above the coconut palms and seeing for miles across the island that is nearly completely flat.
55
KAYAKING
HORSE RACING
Kayaking is best done within the confines of the Codrington Lagoon or on the sheltered western side of the island, though those more adept and experienced in the activity may be better able to manage the surf within landward side of the eastern reefs. Imagine a breathtaking Caribbean sunset while paddling along the deserted coastline.
Horse racing is a bi-monthly sporting event where you will find some of the best and fastest horses on track at Connation Park in Codringtion. The islanders go out to support their favourite horse and place bets. So come and join the action. Admission is only EC$5 or US$2.
BEACH PICNIC Take a trip to one of Barbuda’s secluded beaches and enjoy a day picnic (see beaches on page 42). If you’re looking for the best secluded beach, Billy Point and Palmetto Point are perfect for you or if you’re looking for one with a bar close by then take the trip over to either Low Bay, Coral Group or River Beach.
CAMPING Barbuda is populated by only about fifteen hundred persons, living almost exclusively in Codrington village, so it is rather easy to find a quiet, private location to camp out with friends and family. We suggest camping near to one of our lovely beaches.
HORSE BACK RIDING
To arrange activities and adventures, visit the local tourist office on Ginnery Street in Codringtion or call 268.562.7065
With most of the island being virtually deserted, a horseback ride along the stunning coast might just be the perfect ending to a day in Barbuda. Imagine you riding along a grassy clearing and seeing a deer stag emerging from the thick bush...the only place in the Caribbean where this is possible. www.beautifulbarbudamagazine.com

Sail Away to Barbuda
...A Sailors’ Paradise by John F. Duffy
All too often the word ‘paradise’ is used in connection with holiday destinations, not just in the Caribbean but the world over. It has become one of the most abused words when used to describe palm fringed sandy beaches. If only there were so many paradises worldwide. In reality, they are few and far between and ‘paradise’ often comprises what you make of your holiday destination but, just sometimes, the destination itself has a head start. If your idea of ‘paradise’ is an isolated tropical island where civilization is just close enough to supply all your needs but not close enough to be intrusive, together with peaceful, lazy days only interrupted by the soft rustle of the gentle surf on a pink sand beach, a cocktail in hand, then Barbuda is your destination.
Beautiful Barbuda | 8th Edition 2016
Only really discovered by yachtsmen and a few more knowledgeable travellers, Barbuda is the ultimate ‘get away from it all’ holiday destination. When arriving by yacht, the best place to anchor is outside the lagoon off Codrington, on Barbuda’s west side. There are other places where anchoring is possible but the dozens of wrecks around this island bears testimony to the number of reefs on the south and east sides. With care and when the sun is high in the sky to avoid reflections off the water, it is possible to navigate through the reefs to find both sound

anchoring and exciting snorkelling. A good chart and a member of crew on the bow is essential if you are going to venture inside the reefs but the effort could be worth it. You will probably find you are the only ones there. Ashore there is limited provisioning but quite a large range of restaurants for those not wishing to cater on board. Menus vary from haute cuisine to local fare and, for the more adventurous; the fishermen will sell you part of their daily catch, including lobster, which can be barbecued on the beach.
cannot avoid being fascinated by these magnificent birds and, for those familiar with the south east of England, Barbuda has its own Martello Tower. Barbuda is one of those sailing destinations which need to be visited before everyone finds out that it is there.
There are a few sights on the island for those who wish to intersperse relaxing on the beach with a little activity. On the north of the island are a number of limestone caves some of which house a unique blind shrimp. Nearby is a large frigate bird sanctuary which, ornithologist or not, you

Shopping There are several small, cosy shops in and around Codrington where you can hop in and pick up the essential things that you may need to make your vacation a worthwhile one. From sunscreen lotion to locally made hand craft products, you are sure to find in Barbuda. Variety stores selling all kinds of essential household items and clothes, many of them have gifts and t-shirts are available on sale. Most supplies come by boat or by plane from various places via Antigua. The best time to look for fruit and vegetables is when the boat comes in on Friday or Saturday. Many people sell their own produce at different times throughout the year and this is when the best organically grown produce is available. Fish can be purchased at the Codrington Fisheries daily and locally produced meat is often for sale around the village. Some shops in Codrington do not accept credit cards; however, money can be obtained from the Antigua Commercial Bank ATM, located on Mission and Airport Road. Duty-free shopping is not available. If you have intentions of shopping duty free, you can do so on your way to and from the Antigua’s V. C. Bird International Airport or just enjoy a day of shopping at historic Redcliffe Quay and Heritage Quay in downtown St. John’s in our nearby sister island, Antigua.

Cruise Tourism
Cruise Tourism in Antigua & Barbuda continues to be a major economic factor due to the efforts of the Antigua & Barbuda Cruise Tourism Association in partnership with the Ministry of Tourism, and the Antigua & Barbuda Tourism Authority. Antigua as the larger of the twin island state is the major beneficiary of the cruise tourism product with over three hundred cruise ship calls on an annually bias while; Barbuda on the other hand is viewed as one of the untouched, unspoilt jewels of the Caribbean.
There has been a special effort to encourage cruise vessels to call in Barbuda by the cruise tourism officials under the leadership of Mr. Nathan Dundas; President of the ABCTA. According to the ABCTA President, “Barbuda is a very special place and we have to preserve its beauty and its blessed environment, so we do not market or encourage any large cruise vessels to call to Barbuda.” The smaller cruise lines have started to make calls to Barbuda since the early 90’s with the most prominent being the Club Med Cruise. Since then, there has been a steady interest in Barbuda by most of the smaller cruise lines due to the prompting of the cruise officials. At cruise trade shows, cruise officials have been pushing Barbuda as a stopover call for the smaller cruise vessels. Mr. Dundas stated “It is important we keep the numbers of passengers visiting within the 100 – 150
Beautiful Barbuda | 8th Edition 2016
63 capacity vessels with a maximum of a 200 passenger’s vessel as the most we can allow to call to Barbuda.” The Cruise Association boss has been able to arrange a number of Cruise Lines executives to visit and meet with the tourism interests and council members in Barbuda to visit the various sites. Among the smaller Cruise Lines that have made visits are: Vice President of Windstar Cruises; Mr. Sander Groothuis, former Vice President of Fred Olsen Cruises; Mr. Matt Grimes, and Vice President of Club Med; Miss Anne Surat. Mr. Dundas has just returned from the cruise official’s annual visit to Europe and came back with excited news about new and increase calls to Barbuda. He explained that due to the combined efforts with the ABTA and their relationships with the cruise lines, Barbuda is now set to get additional calls to the destination. He indicates that Barbuda will be getting approximately fifteen calls from five cruise lines for this season. Europa, the German Cruise Line will make three calls, La Ponant & Club Med, the two French Lines will be making a combined total of five calls between them, Sea Dream, a British Line will be making approximately one call and Windstar Cruises, an American based Cruise Line will make approximately six calls. Mr. Nathan Dundas has indicated that he is very happy that the Government of Antigua & Barbuda has also seen the need to ensure that Barbuda benefits from the cruise tourism product and has thanked the Government for including Barbuda in the Cruise Tourism Incentive Package as part of the benefit for the cruise lines, if they make Barbuda the next second port of call on the following day after calling Antigua first. According to Mr. Dundas, this inactive has already started reaping dividends with even
some of the larger cruise lines enquiring about Barbuda based on the promotion and publicity being given to Barbuda by the local cruise officials. Mr. Dundas believes that Barbuda potential is great and is set to take off with even more cruise ships calling to enjoy arguably the best beaches in the Caribbean, he however is of the view that there are some necessary things that need to be done urgently in Barbuda foremost among these is, the building of a ferry or small cruise landing dock. “There are some ships that can land their beach tenders directly on the beach and that is fine, but there are also some ships that would prefer to land their passengers on a dock or a pier and this cannot be done at present due to a lack of facility.”
“I believe there should be a strong will by the Government of Antigua & Barbuda to ensure that Barbuda gets such a dock and there will be even more economic activity for the Island” Mr. Dundas. The Cruise Association president also believes that Barbuda should have a focus group working on strategizing specifically with the Cruise product in mind and creating brochures highlighting the uniqueness of Barbuda with a cruise tourism theme which would include anchorage position for vessels and other relevant information for the crew and passengers of the cruise ships. According to President of the ABCTA; Nathan Dundas, “It is important that we continue to position ourselves to capitalize and benefit from this dynamic Industry.

Investing in
Barbuda by Damian De Silva
Barbuda is among the most exclusive Caribbean getaways - it is barely developed and is generally only visited by Antiguans and high end tourists. A favourite of Diana, Princess of Wales, Barbuda has miles of pink and white sand beaches where you would only rarely encounter another human being. It averages over 300 sunny days per year and is surrounded by turquoise blue waters which are home to stunning coral reefs, making for world class snorkeling and scuba diving. The benefit to the island of being relatively untouched is its immense potential. Barbuda thus presents a compelling investment case for itself. With plans for infrastructural upgrades such as the creation of a port of entry, as well as a modernizing the small airport, Barbuda is on an upward development trajectory.
Beautiful Barbuda | 8th Edition 2016
Being within 100 miles of Guadeloupe and St. Martin, and Antigua being approximately 30 miles away, accessing international flights is not much of a concern. While being able to own a vacation home seemingly worlds away from the frenetic pace of metro hubs such as London, Hong Kong and Los Angeles is already a tempting proposition for most. The local government has also made the process of owning and investing in property there more hassle free and rewarding. The Citizenship by Investment Program (CIP), introduced in 2014 makes the process more rewarding, and extends to non-residential investments as well. CIP offers the following benefits where US$400,000 (or US$200,000 for the Development Fund) is invested: An Antigua and Barbuda Passport and dual citizenship, allowing for visa-free access to more than 130 countries A minimum stay on island of five-days yearly
65
No tax on worldwide income, with relatively low local income tax No restriction on repatriation of funds Citizenship in an economically and politically stable country No Estate, Death, Inheritance or Capital Gains Tax Barring any irregularities in after due diligence checks, the program is available to all. Other fees, including government (US$50,000), due diligence and passport fees, are detailed at http://cip.gov.ag/ schedule-of-fees/. The program has already attracted a major tourist development, spearheaded by famed actor Robert De Niro and Australian billionaire James Packer. In addition to CIP, the Tourism and Business Special Incentives Act (2013) provides the following inducements for investments exceeding EC$1 million (approx. US$370,000).
All major developments are first approved by Cabinet and then forwarded to the Barbuda Council for approval. Bear in mind that all Barbuda lands are leasehold only, owing to the provisions of the Barbuda Land Act of 2007. Assistance in obtaining relevant licenses and permits for purchase and construction Providing technical assistance with the setting up of local business infrastructure Income and withholding tax exemptions for investments over EC$1 million Waivers of stamp duties and property tax beginning at 25% Reduced import duties based on investment scale For detail on the Act, go to: http:// investantiguabarbuda.org
