B.P. School Board Preparing to Cut Rate of Spending in 2017-’18 As Contract Talks Near, District Awaits Word on State, Federal Aid
Depending on the level of state aid the Belle Plaine School District receives for the 201718 school year and the cost of contracts with staff, the school board is preparing to curb the growth of its spending. Monday (April 10) during a workshop, the Belle Plaine School Board heard a report on processes for decreasing the growth of spending in its general fund budget by at least $434,305 in 2017-18 – an amount that will return the dis-
trict to the school board’s policy of maintaining 10 percent reserves for its general fund. Making no changes would reduce that fund balance to about 5 percent, Superintendent Ryan Laager told the board. The board will formally consider the course it wants to take for the adjustment process at its April 24 meeting. The level of state aid the district receives will impact the budget adjustment. The district receives $6,067 in basic state aid per student (about $9.74 million overall) and $724 per student (about $1.16 million) in board OK’d excess levy aid. State aid is a significant part of the district’s general fund income of $14.46 million in 2016-17. But about threefourths of what the district spends is on salaries and ben-
efits for staff. Because of the escalations of experience and education of the existing staff, the cost of salaries will increase by $184,000 at the start of the 2017-18 school year. The school board has approved $152,000 in deficit spending this year, less than 1 percent of its general fund. The district is uncertain if federal Title I or Title II aid – almost $490,000 -- will be cut. Schools across Minnesota are awaiting the outcome of the legislative process and the education funding bill. Gov. Mark Dayton is proposing 2 percent increases for the next two years. B.P.’s Chabot Brings Talents to Chaska Valley Family Theater
He didn’t have a lead part and his soft-spoken approach makes him easy to miss amidst a sizable cast and crew. But Michael Chabot’s array of talents made him an important member of an area theater company’s recent production. Chabot had three parts in the Chaska Valley Family Theater’s presentation of “The Little Mermaid.” The production just finished a successful run Sunday (April 10) at Chanhassen High School. He played a
sailor, a member of the ensemble and also earned a featured dance part during the play. But his contributions to the production were not limited to the stage when the lights shined brightly. Chabot – a 2016 BPHS graduate and the son of Verzie and Barry Chabot – worked with his father to create the seashell where Ursula the Sea Witch imprisoned Aerial’s voice. Chabot used his artistic talents to design a shell that could be seen
throughout the high school’s spacious theater. The original shell the play’s directors planned to use hung on a necklace. It was too small to be easily seen by the audience. The director of the play realized the diminutive size of the

sponsor an Easter Egg Hunt Saturday at Heritage Square (Purple) Park south of Highway 169. The hunt, which begins at 10 a.m., is for kids age 10 and under. Plan to arrive at the park about 15 minutes early. Emma Krumbee’s General Store, which has sponsored an Easter Egg Hunt the past number of years, will not be doing so this year.

by Dan Ruud After months of ups and downs and lobbying on the part of the Belle Plaine Veterans Club and other members of the community, what has become known simply as “Joe” is back in Veterans Memorial Park. Joe, a soldier with a rifle kneeling next to a cross silhouette, was removed from the park in January. The cross honoring veterans at the park was removed after members of the Freedom From Religion Foundation (FFRF), based in Wisconsin, demanded that the action be taken because the law clearly states that religious symbols are not permitted on government-owned property. Belle Plaine City Attorney Bob Vose had recommended that the cross be removed to avoid potentially costly legal action by the FFRF. Following immense outrage by the public, particularly on social media, the city council eventually reconsidered its stand to have the cross permanently removed, and voted 3-2 to establish a limited public forum area in the park where freedom of expression is more protected. “On behalf of the Belle Plaine Vets Club and the Gregory family, we want to thank you all for the outpouring of support to get what to us is simply a war memorial restored and placed back in Veterans Park where it belongs,” Tricia Burmeister, president of the Belle Plaine VFW Auxiliary, told the crowd of about 50 people in opening remarks at Saturday’s ceremony. “We are humbled by all the support we have received from within the community as well as people from as far away as Afghanistan,” Burmeister continued. “A special thank you goes out to Andy Parish (citizen supporter) and Doug Wardlow (attorney), for without you this would not be happening today.” Burmeister went on to thank a number of other people, ranging from all those who “stood vigilant” at the park this past winter after the cross was removed to William Anderson who donated the large replica of the Joe memorial that now resides atop the Veterans Club entrance downtown. Performances Next Week in the PAC
Aspiring Belle Plaine seventhand eighth-grade actors and actresses will present “Sherlock Holmes� next week in the Performing Arts Center (PAC) in the District Center building on South Willow Street. The play is a freely adapted version of the classic stage comedy by Sir Arthur Conan Doyle and William Gillette. It’s intended to be an entertaining
adaptation of the famed detective story, combining mystery, romance, action, danger and laughter. Alice Faulkner has letters written by a dead girl that will cause grave international problems. Professor Moriarty wants those letters, but so does Holmes. The game’s afoot, but not before the professor’s gang has London in its grip. Only young Holmes understands the true objective the professor has in mind (it’s too sinister to reveal here). He’s willing to put his own life on the line to stop it.
This is a sure-fire, colorful and unusual play guaranteed to have the audience cheering. “Sherlock Holmes� will be presented Friday-Saturday, April 21-22, 7:30 p.m., and Sunday, April 23, 2 p.m. Tickets are $5 each. Sibley County OKs Area Bridge Replacement, Road Maintenance Thanks to lower-than-expected bids, Sibley County commissioners were able to unanimously approve improvement projects that will replace a timber bridge with concrete box culvert and protect the county’s investment in its roads this summer. At its March 28 meeting, the county board awarded a bid to Landwehr Construction for replacing a timber structure bridge along County Road 6 (Scenic Byway Road). The bridge is about one-third of a mile north of County Road 6’s intersection
with County Road 12 north of Henderson in Jessenland Township. Landwehr Construction’s bid of $249,929.60 was the lowest of the five bids the county received for the project. It was 15 percent below the engineer’s estimate. The timber structure bridge dates back to the early-1960s, said Tim Becker, director of Sibley County Public Works. It serves about 1,000 vehicles a day. The project should begin in early-July. The bridge should be closed up to two weeks, Becker said.

The board also approved a seal coating contract with Astech Corp. of St. Cloud. The contract is for bituminous seal coating of sections of county roads to preserve their lifespan. Astech was one of five companies that bid on the project. The amount of the bids ranged from Astech Corp.’s $608,760.45 to $837,315.52. Astech’s bid was 22 percent below the engineer’s estimate. Astech Corp. has won the county contract three times in the past five to seven years, Becker told commissioners. “They do pretty good work,� he said. Commissioner Bill Pinske of Arlington questioned whether the bids are really a good deal for the county or if engineer’s estimates are set too high. Becker said he sets budgets for projects “middle of the road� rather than “bare bones� to make sure projects are not under-funded. “I guess it’s better than the other way,� Pinske said. County Administrator Roxy Traxler said contractors are bidding competitively to keep their crews busy during the coming season.
BPHS Robotics Team Join Alliance of Final Eight
Thanks to a design that emphasized speed and efficiency, the Belle Plaine Cyber Tigers were among the final 24 of 60 teams competing in the FIRST Robotics regional competition last week at the University of Minnesota’s Mariucci Arena. The Cyber Tigers were selected to join the Cobalt Catalysts of Apple Valley High School as an alliance member for the game, “Steamworks.� The Apple Valley team was one of the final eight teams in the competition. Each of the final eight selected two other teams to teams as alliance members. “They told us were very efficient on the field with our movement and climbing. We were 100 percent on our climbing,� said Jeff Heine, an advisor to the Cyber Tigers. He said the

The Le Sueur County Sheriff’s Office agreed to take overt supervision of the city’s police department. The termination was effective March 30. The city is awaiting a potential appeal from Schmidt. He has until Friday (April 14) to appeal the city council’s decision, the Montgomery Messenger said. Cyber Tigers enjoyed their best showing in the five years they have been participating in the robotics regional competitions. Teams in a “Steamworks� competition attempted to earn points during matches by launching balls into targets (fuel cells into a boiler), collecting gears and delivering them to an airship lift. They could also earn points by climbing aboard the airship manned by a member of each team. The Cyber Tigers arrived at the regional competition aiming to earn points by efficiently delivering gears to the airship and climbing aboard the airship rather than trying to shoot fuel pellets (plastic balls) into a target. Their approach relied on a lightweight robot, one that emphasized speed and mobility rather than bulk, Heine said. But in the final round of competition Saturday afternoon (April 8), the competing teams used larger, heavier and slower robots to block Belle Plaine and its alliance-mates from reaching their targets to deliver gears and

contract. To eschew a void in leadership of the department, the city approved turning control of administrative duties of its police department over to the Le Sueur County Sheriff’s Office. The city will pay the county up to $24,000 for 480 hours of supervisory work. The police department’s ranks include three full-time officers and seven part-timers. As for the reason the city council fired Schmidt, the department’s chief since 2000 and a 25-plus-year member of the Montgomery Police Department, the city provided no specifics on the chief’s termination. The city cited the Minnesota Data Practices Act for its silence. City Administrator Brian Heck indicated there had been an investigation into Schmidt from outside the city. If Schmidt does not appeal the council’s decision, the rationale for his termination should become public, according to Minnesota Newspaper Association Attorney Mark Anfinson.

The Errors of Eastridge High School and their alliance members, Ravonics Revolution of Olathe High School in Kansas and ProDigi of Lincoln High School in Thief River Falls, Minn. won the competition. All three teams had won previous competitions to earn berths in national-caliber competitions. With their season complete, the Cyber Tigers will work on refining their design, increasing their ranks and fund-raising in the months to come. The team, in cooperation with the other Scott County high schools participating in robotics will be displaying their work at the Scott County Fair this summer to increase awareness and interest in robotics.

Donald Brandt Donald Brandt, 88 of Henderson passed away on April 5, 2017 at the Benedictine Living Center in St. Peter. Funeral services were held on April 11 at 10 a.m. at Zion United Church Christ in LeSueur. The visitation was from 4-8 p.m. on Monday at Zion Church and continued one hour prior to the services at the church on Tuesday. Interment was in the Brown Cemetery in Henderson. Donald was born on October 23, 1928 in Blakeley Township, Scott County to Paul and Adina (Malz) Brandt. He graduated from Henderson High School where he played baseball and basketball. Before purchasing his farm he worked for the Farmers Store in Henderson then farmed in Henderson Township for 66 years. He married Doris Rohloff on June 17, 1954 and they worked together on their farm all their married lives. Don loved listening to old-time music, telling stories, dancing, playing cards, watching, and attending local sporting events, especially granddaughter, Carlie. He is survived by his children, Carol (Bill) Maczkowicz of LeSueur, Kenny (Cindy) Brandt of Joice, Iowa and Kevin (Kim) Brandt of Le Sueur; 14 grandchildren; and 19 greatgrandchildren; siblings, Doris Wigand of Henderson and Adella (Ewald) Gruetzmacher of Belle Plaine; and sister-inlaw, Beverly Brandt. He is preceded in death by his parents; wife, Doris in 2010; daughter, Corrine Connelly; and brother, Norris Brandt.

Doris (nee Hillstrom) Oaks Taylor, 96, passed away on April 8, 2017 in Wayzata. Funeral service 10:30 a.m. Wednesday, April 12 at Roseville Memorial Chapel (2245 N. Hamline Ave, Roseville 651-631-2727) with visitation preceding from 9-10:30 a.m. Interment at Resurrection Cemetery. In lieu of flowers (she was highly allergic to plant pollens) donations requested for Sharing and Caring Hands. Doris Elizabeth Hillstrom was born on June 21, 1920 in Belle Plaine to parents Clara (Townsend) and Harry A Hillstrom. During her early years we know of nine towns the family lived in before settling in St. Paul at age 16. Doris is a graduate of Central High School class of 1939. In 1945 Doris married Edwin H. Oaks Jr. in New Orleans. Together they raised four children moving from Chicago, Vancouver, Minot, Duluth before eventually settling in St. Paul. Doris created a career with the State of MN and later became the first woman tax assessor for Ramsey County. She married Harold Taylor in 1971. Doris’ life is an example of independence, courage, kindness, grace and love. She enjoyed bowling and square dancing...but most of all a good game of bridge. She was known to be an excellent bridge partner. For several years she volunteered with Meals on Wheels in Roseville. She will be greatly missed by her surviving four children, Bud Oaks, Elizabeth Kassekert, Jinna (Ken) Cox and Barbara (Roger) Swenson; 11 grandchildren, Heather (Damon) Graham, Megan Oaks, Danielle (Charlie) Fehring, Kristine Kassekert, Theresa (Stan) Walker, Tony Kassekert, Tom Kassekert, Karen Kassekert, John Kassekert, Roger (Kelly) Swenson and Clair (Joel) Joyes; and last but truly not least her beloved six great-grandchildren, Caitlin Oaks and Jordin Graham, Grizzly and Rocco Steuck, Maxwell and Winston Fehring, Michael and Isabelle Walker, Hadley and Cameron Swenson. Her family is very grateful and wants to acknowledge their thanks to the caring staff of Meridian Manor in Wayzata.

Erma J. Sierk Erma Jane Sierk, 94, of Belle Plaine, formerly of Lake Wilson, passed away peacefully surrounded by her family on Friday, April 7, 2017 at The Lutheran Home in Belle Plaine. A service will be held at The Lutheran Home Chapel in Belle Plaine on Saturday, April 15 at 10 a.m with visitation one hour prior to the service. Pastor Eric Burgdorf will officiate. A light luncheon will follow the service. Burial will follow at Lake Wilson Hillside Cemetery in Lake Wilson at 4:30 p.m. with Pastor Chad Setter officiating. Arrangements are with the Wagner Funeral Home of Jordan. Erma was the daughter of Irvin and Myrtle (Jones) Eichhorn, and was born in Cameron Township in Murray County, Minnesota on November 19, 1922. She grew up on a farm and was active in 4-H. She was especially proud of showing lambs at the South St. Paul Livestock Show. She won many running contests at school and in 4-H. Erma was also a spelling champion. After graduating from Lake Wilson High School at age 16, she attended business college in Minneapolis, acquiring typing and shorthand skills. She worked as a stenographer for the IRS in St. Paul and subsequently in Marshall, Minnesota. On July 20, 1946, Erma married Leon W. Sierk in Pipestone, Minnesota and moved to the Sierk family farm in Murray County. Erma was a stay-at-home mom who cared for whoever came through her door. She was busy, but always found time to attend her daughters’ activities. She and Leon retired from the family farm in 1980, moving to Lake Wilson. She relocated to Jordan in 2010 and most recently resided in The Lutheran Home in Belle Plaine. Always interested and inquisitive, she avidly read newspapers, listened to WCCO radio, and followed the Minnesota Twins baseball team. She was a regular attendant at the Murray County Fair and frequently won prizes for her bouquets of wildflowers and bread. After Leon passed in 2000, she enjoyed caring for and the company of her two Siamese cats and feeding the birds. She was a loving, supportive mother, grandmother and greatgrandmother. She always gave practical advice often with humor and quips. Erma will be forever loved, deeply missed, and never forgotten. Erma is survived by her two daughters, Jane (James) Donna from Jordan and Joyce (Barry) Bergen from Surprise, AZ; grandchildren, Joel (Rachel)

Sentencing Delayed Until May 8
Closure of the legal portion of the prosecution of a Belle Plaine man for the death of his infant son has again been delayed. Joshua Sundblad’s sentencing has been delayed from tomorrow (April 13) until May 8. Scott County Attorney Ron Hocevar said the delay is to allow Michael McDonald, Sundblad’s defense counsel, more time to review Judge Christian Wilton’s ďŹ ndings of fact on guilty verdicts he issued last November. McDonald and prosecutors only recently received the documents March 16. The ďŹ ndings of fact present the rationale for Wilton ďŹ nding Sundblad guilty of two counts of ďŹ rst-degree assault, one count of second-degree manslaughter and one count of third-degree assault. Wilton found Sundblad, who waived his rights to a trial by jury and to a speedy trial, not guilty of ďŹ rst-degree murder and thirddegree assault in the May 2014 death of Carson Scott Bosquez Sundblad. Hocevar said the presumptive
sentence for each count of ďŹ rstdegree assault is 86 months. The presumptive sentence in state sentencing guidelines on the manslaughter conviction is 48 months, Hocevar said. The recommendation on the third-degree assault charge is 366 days. Prosecutors will argue for both an upward departure from state sentencing guidelines and also consecutive sentences. McDonald previously said he plans to argue for a downward departure from the state sentencing guidelines and a non-consecutive sentence. The child was pronounced dead that night at Minneapolis Children’s Hospital at 10:52 p.m. An autopsy by the Hennepin County Medical Examiner’s ofďŹ ce revealed the baby had several injuries in its head and body. Examiners found a fractured skull as well as evidence of bleeding on the brain. They also found fractures to the front and rear of four ribs. The baby’s left wrist was also fractured. The medical examiner ruled the infant’s death a homicide caused by a brain injury and compromised sleeping position. Sundblad has been in the Scott County Jail since the fall of 2014, unable to pay the bail set just after he was charged with the crimes.

The butter cookies contest was given good response in this community. There were a total of 114 participants here, and that number of boxes were taken by Mrs. F.J. Heiland to the crippled children at Gillette State Hospital in St. Paul. George Hermann, a resident of Belle Plaine for 20 years, died at his home at the age of 56. He was survived by his wife and four sons – Harold, Louis, George and Ervin. Miss Colleen Keller, member of the Belle Plaine school faculty, and Ronald Bressler of Henderson, were married at St. John’s Church, Sibley County. There was a very large turnout from Belle Plaine and vicinity at the 40th wedding anniversary celebration of Mr. and Mrs. Ben Boelter of Henderson. School board members whose terms were expiring were Urban Hessian and Arthur Laabs. Also, the unexpired term of Eugene F. O’Brien needed to be ďŹ lled. Mr. O’Brien was moving out of town. The election was scheduled for May 12. Edwin Sharkey was unanimously elected president of the New Prague P.T.A. for the 1957-58 school year. Raymond George Buetow, prominent Carver County farmer, died unexpectedly at the age of 56. Emma Stier, who was employed at Novak Drug Store, received a $25 savings bond, citation of merit and a pin awarded her by Rexall Drug Company in recognition of exceptional ability in the ďŹ eld of drug merchandising and unusual initiative in displaying and selling Rexall products. She was one of ďŹ ve in the state to receive the awards. At the meeting of the Scott County District Board of Supervisors, the board elected Marvin Oldenburg secretary, Ray Juergens president, Joe
Pexa vice president, Art Leibbrand treasurer and George Williamson reporter. Fred Hebeisen, long a partner in the Hebeisen Implement ďŹ rm at Carver, died at the age of 78. At the Scott County 4-H Amateur Talent Contest, Christie Campbell of Savage took ďŹ rst place with an original dance number. In second place was Elizabeth Novak of Belle Plaine with her cornet solo. Cologne’s pitching ace, Don Jorrissen, returned to his third year of professional baseball. He had been working out with the Brooklyn Dodger farm club at Vero Beach, Fla. Another speaker was added to the list of exceptional guest speakers for Belle Plaine’s big Lettermen’s banquet. Tom Flynn, coach at Belle Plaine High School for almost 17 years, agreed to attend the dinner and offer a few remarks. Other speakers included Johnny Kundla, coach of the Minneapolis Lakers, and Omy Hahn, one of the state’s foremost athletic ofďŹ cials.

Easter Sunday that year was all that anyone could wish. It was a beautiful spring day. At the meeting of the school board, G.L. Laumann of Bingham Lake was chosen as school superintendent for the ensuing year at a salary of $2,000. He succeeded F.B. Czia, who had been superintendent two terms.

Dennis GrifďŹ n, 66, former resident of St. Thomas, died at his home in Miles City, Mont., and his remains were brought back to St. Thomas for burial. J.J. Rendle and O.F. Haering accepted the task of seeing how much could be collected to put a baseball team on the ďŹ eld that season, and got contributions of about $500. At the Nativity Church, St. Paul, took place the marriage of Edith Fabian of that city and Thomas E. Walsh, son of the late Mr. and Mrs. James Walsh, formerly of St. John’s. With the completion that week of a 75-foot warehouse to the rear of the Totushek Hardware Store, the store now covered the entire lot. The former Susan Kartes, who was born and reared in Belle Plaine, died in a convent in Colorado Springs, Colo., having joined the Franciscan sisterhood. Anthony Cauley sold his house on South Meridian Street to William Kessler for $2,300. William Diers, Blakeley, found a one-cent coin bearing a date of 1843. The copper piece was as large as a silver half-dollar. Work horses had a value in those days. P.J. O’Tool of Green Isle sold a team in the Belle Plaine market for $500. Mrs. Joseph Koran, who was born at Assumption in 1874, daughter of Mr. and Mrs. John Miles, died at the her home in St. Paul. Herman Yahnke and George Buesgens wound up a season’s work as woodsmen. On a timber tract in Henderson Township, they cut 44 cords of cordwood , 25 cords of polewood and 300 saw logs. John Nord, an aged resident of East Union, died at age 83. The funeral was held from the East Union church.

Some at your city government have recognized the Limited Public Forum is Constitutional on shaky grounds if challenged by a legally recognized religion or public beneďŹ t organization who gets deigned access. The Belle Plaine Veteranâ&#x20AC;&#x2122;s park is not yet â&#x20AC;&#x153;world famousâ&#x20AC;? as stated in Mr. Lynchâ&#x20AC;&#x2122;s letter but it perhaps will be soon and it will not be for the correct reasons, but for the wrong reasons. It will be because a narrow group of citizens hijacked the park by placing a religious based sculpture of a deceased loved one in the park rather than on the private property of a surviving loved one. Now in order to justify that action they have lead the city of Belle Plaine into the abyss of unpopular religions and groups demanding legal access to display their views. Perhaps Mr. Lynch and I can ďŹ nd some common ground in that veterans who have served and done their jobs honorably deserve our thanks. Whether they were Christian, Jewish, Muslim, atheists seems ill relevant. Beginning April 16, the Chicago and Northwestern railroad tracks bridge on Highway 25 in Belle Plaine would be reduced to one-lane trafďŹ c for the entire summer. TrafďŹ c signal lights would be in place to regulate the one-lane trafďŹ c. Arcon Construction of Mora was the low bidder at $608,883.71 to remove the old bridge and build a new one at the existing site. There was great concern among Scott County Board commissioners on how the county would handle its solid waste problem. The countyâ&#x20AC;&#x2122;s only landďŹ ll, the Louisville LandďŹ ll, had been taking in almost more garbage than it could handle since the closing of the Flying Cloud LandďŹ ll in Eden Prairie. A combination of a large volume of garbage and a dry, windy spring was causing litter problems. Most Belle Plaine stores would be closed from noon to 3 p.m. on Friday, April 17 in observance of Good Friday. They would reopen at 3 p.m. and stay open until 8 p.m. It was announced that there were over 200 prizes donated for the Belle Plaine High School prom that spring, among them a 1974 two-door Buick Apollo with just 30,000 miles on it. Belle Plaine High School speech team member Sheral Kahle placed second in Poetry at the regional speech contest and would advance to the state meet April 24 at Frank B. Kellogg High School in Roseville on April 24. The BPHS baseball team split two games that week, losing to Mankato Loyola 15-2 and beating Norwood 4-2. Jeff Bruder pitched the entire game against Norwood. He also had a RBI double. The Tiger softball team blitzed Mankato Loyola 9-1. Jean Schultz pitched a strong game and Lori Johnson had a two-run triple. Schultz also pitched the Tigers to a 6-3 win over Norwood. Johnson had three singles and Barb Weirke tripled and singled to bring in two runs.

Belle Plaine Farmer Places High in Corn Yield Contest As the American farmer strives to meet the growing demand for corn required to satisfy increasing world demand, Jesse Buesgens of Belle Plaine has been honored for his efforts through the 2016 National Corn Yield Contest. The national contest, sponsored annually by the National Corn Growers Association, recognizes farmers from across the country for their exceptional efforts. Buesgens placed third in the state in the B: AA Non-Irrigated Class with a yield of 288.1698 bushels per acre. The hybrid used in the winning field was
Pioneer P1151AM. Buesgens was one of 400 state winners nationwide. The 2016 contest participation included 7,979 entries from 46 states. Of the state winners, 18 growers â&#x20AC;&#x201C; three from each of six classes â&#x20AC;&#x201C; were named national winners, representing nine states. The average yield among national winners was 374.7 bushels per acre â&#x20AC;&#x201C; greater than the projected 2016 U.S. average of 175.3 bushels per acre. Five of the national winners recorded yields of 400 bushels or more per acre. â&#x20AC;&#x153;This harvest, the world witnessed the incredible bounty

Belle Plaine Boys Open Season The Belle Plaine High School boysâ&#x20AC;&#x2122; golf team opened the 2017 season by leaping into a pool of 18 teams at the 18-team Hayfield Invitational Saturday. The Tigers finished in 11th place. Northfield took first with a team score of 328, one stroke ahead of Stewartville. Belle Plaine Girls Win Two More Meets; Boys Win One by Dan Ruud After claiming first place in the Minnesota River Conference Indoor Meet on March 31 in Mankato, the Belle Plaine High School girls’ track and field team has followed up with victories in its first two outdoor meets of the 2017 campaign, winning the Belle Plaine Invite on Thursday and the Tri-City United Titan Invitational on Saturday. The Belle Plaine boys squeezed past Jordan for first place in the Belle Plaine invite and was third at the TCU Titan Invitational. Both teams were scheduled to compete in a meet in Belle Plaine Tuesday after this edition of the Herald went to press. Next up is the St. Peter Invitational next Monday.

Minnehaha Academy defeated the Tigers 5-1 in last June’s state Class 2A championship game at Target Field. Belle Plaine was scheduled to open Minnesota River Conference play at home against Jordan this past Monday but the game was postponed due to poor weather. The make-up date has not been determined. Tigers 16, Fairmont 13 The Tigers broke open a scoreless game with eight runs in the top of the third inning and led by as much as 16-6 before holding on for a 16-13 triumph last Tuesday in Fairmont. Carsen Ladd was three for five with a double and four RBI, while Alec Ruud, Tyler O’Brien, Jared Miller and Andrew Hunsader each had two hits. Rounding out the Tigers’ 17-hit parade were John Glynn, Brody Curtiss, Nick Wiley, Nathan Herman, Jon Schmidt and Jake Mercado. Belle Plaine Drops Season Opener by Dan Ruud The Belle Plaine High School softball team surrendered one shy of a dozen runs in an 11-2 season-opening loss to St. Peter Friday at the Belle Plaine Athletic Complex. The Tigers were scheduled to host Jackson County Central in a doubleheader Monday but a return of early March-like weather forced the event’s postponement until May 1. The Tigers were scheduled to begin Minnesota River Conference action at home against Jordan Tuesday after this edition of the Herald went to press. The rest of the field consisted of Sauk Rapids-Rice (71), Le Sueur-Henderson (67), TCU (67), Trinity School River Ridge (57), St. Clair (35) and Mankato Loyola/Cleveland (9). Dikmen won the 200 dash in 27.66 and the 100 hurdles in 16.10. Struck-Schmitz and Dikmen were one-two in the 300 hurdles with the former taking first place in 48.82 and the latter second in 49.41. According to Belle Plaine coach Josh Otto, the original results had Jordan winning the meet by seven points but Jordanâ&#x20AC;&#x2122;s 4x200 relay was disqualified for running out of the exchange, which was brought to Ottoâ&#x20AC;&#x2122;s attention by Jordanâ&#x20AC;&#x2122;s head coach Friday morning. After rescoring the meet, which is allowed up to 48 hours after the meet for clerical errors, the loss of points to Jordan and adding of points to Belle Plaine resulted in the new score. School Board and an additional 1Âź percent in 2018-19. The Senate is proposing an additional 1½ percent in both of the next two years. But those increases, whichever amount is finally approved, will be minimized by the cost of pensions for retirees. The district is also anticipating a 12 percent hike in its self-funded insurance plan. How that cost is shared, along with salaries and benefits, will be determined during school board contract talks with the two unions that represent the districtâ&#x20AC;&#x2122;s licensed teachers and para-professionals/ support staff scheduled to begin this spring. At a time when costs are rising greater than 2 percent, Laager noted the issue is framed against the backdrop of the state sitting on a $1.6 billion budget surplus. â&#x20AC;&#x153;If weâ&#x20AC;&#x2122;re not going to get funded now, when will we?â&#x20AC;? Laager asked. But as Belle Plaineâ&#x20AC;&#x2122;s state lawmakers noted during their town hall meeting March 17, the stateâ&#x20AC;&#x2122;s surplus has plenty of potential suitors making the argument they should receive increases in funding. Arguments for tax relief, and additional funding for the Minnesota Department of Health & Human Services and Minnesota Department of Transportation claim a need for additional state funding. Laager told the board Monday the Title I program funding has been cut by 10 percent. The Title II program has been eliminated. The district uses Title II funding in 2016-17 to help pay the cost of a kindergarten teacher.
Two Options
The board is considering two options for adjusting its 201718 budget. The Step 1 option includes $331,000 in reductions and enhancements of revenue. Everyone who has a job will still have a job,â&#x20AC;? Laager said, â&#x20AC;&#x153;it just might be somewhere else.â&#x20AC;? It calls for reassigning staff positions, not replacing a retiring teacher, a $70,000 grant from the state, reduced funding for PLC leaders, not filling an open para-professional position, and reassignment of Response to Intervention (RTI) staff. â&#x20AC;&#x153;You wonâ&#x20AC;&#x2122;t find that many schools with that level of support,â&#x20AC;? the superintendent said of the RTI positions. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s been
(continued from page 1) great to have, but itâ&#x20AC;&#x2122;s not sustainable.â&#x20AC;? The Step 2 option calls for $434,735 in cuts and additional revenue. It would eliminate two probationary teaching positions, would reassign two RTI positions, would reduce funding for general-education para-professionals by $27,500 and cut supplies by $20,000. It would also eliminate the after school building supervisor position, the mentor and reduce funding for the FFA advisor position. It includes the $70,000 grant from the state. With 1½ percent increases in 2018 and 2019, both proposals are based on the district taking in $146,000 in new money. But they both have the district $64,000 short of covering employee payroll.
Enrollment Ups & Downs
Slight drops in enrollments and small class sizes also plague the school district. Next yearâ&#x20AC;&#x2122;s kindergarten class is projected at 144 students. The first grade class is expected to have 138 students. Third, fourth and fifth, seventh and eighth grades all have robust projected enrollments of 120 students or more. But the second, sixth, ninth, 10th, 11th and 12th grades are all below 120, with junior and senior classes next year projected at 106 and 103 students, respectively. The district wants to see class enrollments in â&#x20AC;&#x153;in the 130s,â&#x20AC;? Laager said. â&#x20AC;&#x153;106 could become the 90s because you lose kids.â&#x20AC;?
