A One-of-a-Kind Guest

The Belle Plaine Library enjoyed special guests for story time Friday morning (July 21). Scott County Sheriff’s Mounted Patrol Reservists Mary Beth Jallen (left) with her Arabian, named Star, and Annetta Williams-Novak with her quarter horse, named Daisy, came into the library after they helped with the reading of “Princess and the Pony” by Kate Beaton. In the story, the pony becomes a warrior-hero by ending a fight. But it suffers from flatulence. During a visit inside the library, a similar condition led to Star’s and Daisy’s abrupt departure.

City Building Official Departed

He knows all about growth in the community. Scott McCarty saw plenty of it in Belle Plaine for well over a decade. In early-August, he left the city for a community growing at an even faster rate. McCarty was Belle Plaine’s building official, the city employee responsible for reviewing building plans, household and business improvement plans to make sure they meet the building code. After 11½ years working for the city, he bid the community farewell for a similar position in Victoria.

MnDOT Announced Hwy. 169 Resurfacing Plans

Hoping to be spared the quagmire of road construction that had plagued their counterparts north of the Minnesota River this year, Belle Plaine motorists will face their share of congestion and delays this summer. The Minnesota Department of Transportation (MnDOT) announced plans to begin a two-year $35 million resurfacing project on Highway 169 from Jordan south to the Scott-Le Sueur County line.

Thefts Threaten ‘Friends’ Ability to Expand Library

Thefts of money from charitable gambling benefiting the Friends of the Belle Plaine Library could hurt or delay the organization’s ability to help expand the library. Police confirmed Borough Bowl had suffered three different thefts of funds. The most recent theft of $3,800 occurred July 24. Borough Bowl owner Ron Frey said about $5,000 had been stolen overall. About half the money was for charitable gaming (pull tabs) on behalf of the Friends of the Library.

Sibley County Studied Fix for CR 5, 6 Crossing

A representative from SEH (Short Elliott Hendrickson Inc.) engineering firm presented Sibley County commissioners findings of an environmental study conducted at the intersection of Sibley County roads 5 and 6 across the river from Blakeley village. The study looked at sedimentation build-up and flooding at the intersection, as well as at a nearby bridge to the north. In the last 25 years, the intersection had been closed by flooding seven times with floods lasting up to 20 days, according to the study.

Demo Derby Returned to Sibley County

All Jayson Pauly, Ryan Schmidt and friends wanted out of life was an expendable car or truck, the time to get it ready for destruction, and plenty of dirt to play in. It’s a recipe the men could easily turn into a demolition derby. Sunday (Aug. 6,), the two drivers and friends helped return a demolition derby to the Sibley County Fair, the first demo derby the fair has seen since 2011.

School Board Veterans Announced Departures

The school board’s collective experience took a big hit last week when its most seasoned members – Dan Gardener, Dan Giesen and Joe Vandermark – all individually announced they would not be seeking re-election this fall. Their decision means Tracy O’Brien, with three years of service, could likely be the senior member of the board beginning in 2018. The remaining members of the board will be Diane Skelley and Terry Kahle, both initially elected in November of 2016.

Track Work

Resurfacing work on the track at the Belle Plaine Athletic Complex began in August. It took about a day to remove the track’s existing rubber surface. A crew from Fisher Tracks of Boone, Iowa installed the new track surface. Preventative maintenance allowed the school district to delay the resurfacing project by two years. The resurfacing project -- the first since it opened in 2007 – was expected to cost about $140,000.

A Familiar Source for Search Help

Monday (Aug. 7), the council unanimously directed Interim City Administrator Dawn Meyer to call Springsted-Waters Executive Recruitment to discuss the firm working with the City of Belle Plaine in the recruitment, interviewing and hiring of the next city administrator. But councilors made it clear Springsted-Waters’s price needed to come down. The firm proposed a fee of $22,500 for its all-inclusive services. Council members encouraged Meyer to try and negotiate a fee of $18,000 or lower. The council was to learn how well the discussion went at its next meeting, Aug. 21.

Dementia Walk

With cool temperatures and a cloud covered sky creating the perfect morning for a walk. Saturday (Aug. 5), more than 90 people attended the inaugural “Stepping Forward for Dementia” walk to raise awareness about dementia and those it impacts. The Lutheran Home, Belle Plaine sponsored the event.

National Night Out

Belle Plaine police, firefighters and other members of city staff prepared and served hot dogs for dinner and welcomed residents to Heritage Square Park during National Night Out festivities Tuesday (Aug. 1). The event was an opportunity for residents to meet and talk with police, firefighters and city staff to build a positive rapport. There were inflatable toys for children, bike helmet giveaways, face painting by Belle Plaine royalty, and a visit by an air ambulance.

Former BPHS Teacher Accepted Plea Deal

Former Belle Plaine Public School teacher Michael Vernon Reynolds pleaded guilty to charges he provided foreign-exchange students living with him and his family access to drugs and alcohol in exchange for dismissal of a felony criminal sexual conduct charge. Reynolds accepted the plea deal Aug. 1 in Scott County District Court, where Judge Caroline Lennon sentenced Reynolds to five days in the county jail and 60 days of electronic home monitoring. He will serve two years on probation and must undergo a chemical assessment, be subject to random testing, and follow the recommendations from the assessment. He may not use social media sites and may only use the Internet for job searches. Also, he may not have contact with juvenile girls, excluding his own children.

Exceeding State Average

While there are areas that still need attention and improvement, Belle Plaine School District officials were generally pleased with the results from last spring’s Minnesota Comprehensive Assessments. The results indicated Belle Plaine public school students were generally ahead of their counterparts statewide in achieving proficiency on comprehensive assessments for math, reading and science. The results also showed Belle Plaine students were generally performing on-par or better than most of their counterparts in the Minnesota River Conference.

Biggest Catfish of River Fishin’ Tournament

Shakopee’s Brad Lieser knew whatever was swimming away from his broken fishing line was big enough to put him in the money at the annual Minnesota River Fishin’ Contest. About an hour later, Lieser and his fishin’ buddies, Mike Deutsch of Shakopee and Tom Elliott of Bloomington, found out just how big the fish they lost actually was when Lieser’s line hooked it a second time. It was a 40-pound 4-ounce flathead catfish, big enough to be the winner of the 2017 tournament.

Noelle Czarnecki couldn’t wait for her junior year to begin, but unlike many of her classmates in Belle Plaine, the school year wouldn’t include the senior high hallway, open lunch hours, pep fests, and homecoming week. She planned on spending her junior year thousands of miles from home learning about a different culture and meeting people she hopes are as interested in her as she is in them. Czarnecki, the daughter of Ann Bensland and Peter Czarnecki, is spending the school year in South Korea participating in the Rotary’s North Star Youth Exchange. She left for South Korea Aug. 26.

Late Filings Created a Race for School Board

The school board positions that seemingly drew little interest during the two-week filing period (Aug. 1-15) turned into an actual race when late filings turned the election from an exercise in procedure to an actual contest. The board seats, each carrying four-year terms, were up for election Nov. 7. Amanda Gregory filed for election Friday (Aug. 11). Michael Walker and former director Matthew Lenz filed Nov. 14. Steven Kelm and Karl Keup filed Aug. 15, creating a race of five for three seats. Three seats were open since incumbents Dan Gardner, Dan Giesen and Joe Vandermark did not file for re-election.

City Pondered Redesign of City Hall

Belle Plaine City Hall had served as a lumberyard and later a dance hall before the city acquired the building at 218 Meridian Street N. As

a municipal building, the facility served the city well, but it needs some work. Monday (Aug. 21), the council directed city staff to continue exploring options for plans to make the building’s layout safer for staff and more functional and efficient. An architect estimated the cost of redesigning the building to enhance efficiency, make better use of space for additional staff and improve functionality at $300,000. Public Works Superintendent Al Fahey asked local builders for “guestimates” on similar work. The one he received came in around $85,000 – but that’s an estimate not including countertops, flooring, cabinets, and wiring, Fahey told the city council Aug. 21.

Moving Day

About 113 years after Margaret and John Murphy built their home near the modern-day intersection of Highway 19 and Le Sueur County Road 11 in Tyrone Township, movers relocated it 12.8 miles to the southeast on a foggy Saturday morning (Aug. 19). Jean and Joe Murphy’s 38-foot by 32-foot farmhouse was to become the new home of Ashley Tousley and Andy Fahey. Besides its original owners, Lorraine and Emmett Murphy (1935 to 1966), Marilyn and Patrick Murphy (1966 to 2014), and Jean and Joe Murphy (2017) had all owned the house.

2018 Street Project Planning Advanced

The city council voted unanimously Aug. 21 to have the city engineer prepare final plans and specifications for the 2018 street improvement project – reconstruction of utility improvements beneath Oakwood Circle, Robert Circle and Oakwood Drive north of West South Street. The project called for replacing clay and cast-iron pipes installed in the early-1970s with modern piping. The deteriorating bituminous roadway was new in the late-1970s. Aging hydrants, grates and valves would also be replaced. The project would also upgrade the streets from a five-ton rating to seven tons at an expected cost of about $945,720.

Welcome to B.P. Schools

Belle Plaine Public School welcomed 14 new teachers and staff this year. The new staff spent the week before school in a variety of professional development activities and meetings while also making time to prepare their classrooms and offices. The new employees included Victoria Monnens, Anna Wiechmann, Cindy Hoffmann, Kristy Konopacki, Carly Gernbacher, Jamie Olson, Phil McNamara, Joe Joyce, Kaitlyn Senn, Bao Dang, Haley Scheldorf, Courtney Gray, Victoria Valencour, and Erin Salaba. Belle Plaine Junior-Senior High students began the 2017-18 school year Tuesday (Sept. 5). Chatfield and Oak Crest elementary school students were back in class Thursday (Sept. 7). Students at Our Lady of the Prairie Catholic and Trinity Lutheran schools also started Tuesday (Sept. 5).

Message Board Unplugged

Determining it was an outdated source of information costing more than it’s worth to maintain, the Belle Plaine School District pulled the plug on the message board just outside the junior-senior high school before the start of the 2017-18 school year. Building & Grounds Director Jeff Heine said parts for repairing the electronic message board were not always readily available. It originally cost about $5,000. Replacing the sign with a basic model would cost an estimated $12,000 with a fancier model costing over $16,000. The wall on which it is mounted was also showing signs of decay.

Water and Sewer Rate Hikes Reviewed

The Belle Plaine City Council expected to consider a proposal at their Sept. 5 meeting to increase municipal water rates from 15 cents to 40 cents per gallon each month and sewer usage rates from 29 cents to 69 cents per gallon each month, depending on how much a customer chooses to use under the city’s tiered system.

Foreign Exchange Student Arrived in B.P.

Her English-speaking friends and family know Yu Ling Hsu as “Angel.” As a Rotary International foreign exchange student, Angel is about 7,295 miles from her home in Tainan on Taiwan’s western cost. Angel stayed with Sheri and Dave Prokosch, the first of three Belle Plaine families she was scheduled to stay with during her visit for the length of the school year. She was to join the Olivia and Ben Aronson family later this past fall and finish up her visit living with Cindy and Scott LaPointe in the spring.

Trinity Lutheran Welcomed New Teachers

Ruth Lee and Ryan Henning were looking forward to the start of the school year. Like their colleagues, they truly are where they want to be. Lee and Henning were additions to the teaching staff at Trinity Lutheran School. Lee teaches Trinity’s first- and second-graders; Henning teaches fifth- and sixth-graders and directs the music program.

School Board Gave Tentative OK to Union Deals

After weeks of negotiations, the Belle Plaine School Board had reached tentative two-year contract agreements with its two largest unions and awaited ratification from rank-and-file union members. The board OK’d the agreements Aug. 28 contingent on union approval. The proposed agreement with the district’s 117 teachers called for a 3.47 percent increase in wages for the 2017-18 school year and a 3.73 percent pay hike in 2018-19. The cost of the negotiated benefit packages for teachers reflected a 5.47 percent increase in 2017-18 and a 4.78 percent hike in 2018-19. The two-year agreement with the district’s support staff union called for a 3.33 percent increase in wages for 2017-18 and 3.70 percent hike in 2018-19. The school district’s share of benefits for union members increased by 5.47 percent in 2017-18 and 3.66 percent in 2018-19.

Gray Tigers Won Consolation Title

The Belle Plaine Gray Tigers entered the state tournament hoping to take a run at a state title. Sunday (Aug. 27), the local baseball season concluded with a dramatic, come-from-behind victory over Clarissa in the state tournament’s consolation title tilt at Tiger Park.

New Contract for Superintendent

After a successful performance review and successful completion of contract negotiations with union employees, the Belle Plaine School Board rewarded Superintendent Ryan Laager with a new three-year contract. Laager declined a pay raise during the three-year contract. He will be paid a salary of $149,300 for each of the three years. During the term of this agreement, the contract stated Laager’s “annual salary may be modified but shall not be reduced.”

Work-Study Partnership

Cambria began a partnership with Belle Plaine High School for a work-study program to create real world employment opportunities for high school students. BPHS junior Jeffery Kasper was the first candidate of the program. He started as a CAD/CAM High School Work Study Partnership candidate at Cambria’s Minnesota FabShop located in Belle Plaine.

Learning About Business World

Belle Plaine High School’s Caitlin Preusser was one of 300 other high school students selected to spend a week in August learning about the business world at BestPrep’s Minnesota Business Venture (MBV) seminar, a learning opportunity where students gained insight into developing a product or service and bringing it to the marketplace. Preusser was one of 324 students representing 100 schools, who spent a week of their summer preparing for life after high school, developing workplace skills and improving their financial literacy skills. Students made a presentation to a panel of investors, asking for a loan for an innovative new business idea they came up with in four days with a team of people they had never met before. She learned from a variety of Minnesota business professionals and entrepreneurs.

City Approved Plaza Plan

After years on the open market, the Belle Plaine City Council decided the vacant lot at the southwest corner of West Main and South Meridian streets would better serve the community and the festivals hosting events downtown as a plaza rather than remain an unused corner lot. Tuesday (Sept. 5), the city council voted 3-1 to spend $19,150 from its capital improvement budget developing the parcel. The city had bought the property in 2014 for $45,000 plus the real estate agent’s commission and closing costs. The city was willing to sell the land at a discounted price determined through negotiations with a would-be developer, said Cynthia Smith Strack, the city’s director of Community Development.
