Former Belle Plaine Woman, Shakopee Man Murdered

A 68-year-old man and 67year-old woman were found beaten and dead in a Shakopee home midnight Tuesday (April 12). The man was identified as Terry Weimer and the woman was Renee (Hillstrom) Ahrens, formerly of Belle Plaine. According to the Shakopee Police Department, Shakopee officers, at the request of a family member, checked their welfare at a residence in the 1100 block of Dakota Street. In the residence, officers found Weimer and Ahrens dead. They had suffered apparent blunt force trauma injuries. During the investigation, police said it was determined that a vehicle registered to Ahrens was missing. The vehicle was located later Tuesday morning unoccupied in the city of Waseca. When authorities went to the suspect’s residence, he barricaded himself into a room with a firearm. For several hours, negotiators tried to talk him into coming out of the residence and turning himself in. At approximately noon Tuesday, the suspect was found deceased at the scene by a self-inflicted gunshot wound. His name had not yet been released prior to Tuesday’s press time. At this time, authorities are not looking for anyone else associated with the murders.
Man Bids $142,200 for Former BP Gas Station Property The former BP gas station property along Highway 169 in Belle Plaine (521 East South Street) was among a list of tax-forfeited properties Scott County put on the selling block at an auction Tuesday morning (April 12) at the Scott County Government Center. According to Ellen Paulsen, Scott County taxation supervisor, the 1.7-acre site had a successful bidder – Merle Volk of Carver. His bid was for $142,200. Paulsen said the sale is pending as the necessary information/forms still have to be reviewed by the state and fees received. Volk could not be reached for comment as to what his plans
are for the property prior to Tuesday’s press time. The minimum bid for the 1.7acre site was $70,000. Belle Plaine Community Development Director Cynthia SmithStrack had said the most recent (2015) market value for the property was $350,000. The site, which for many years also operated under Skluzacek Oil Company and decades ago as Southtown Shell, went out of business in 2010 shortly after a couple of major highway crossings in Belle Plaine closed. The site was cleaned up several years ago, including the removal of the underground fuel tanks in order to make it more marketable. The building itself is still standing.

Four of Five Seats on City Council Up for Election This Year Filing Period Begins May 17
Four of the five seats on the Belle Plaine City Council, including that of Mayor Mike Pingalore, are up for election in 2016. The other three seats are those of council members Cary Coop, Gary Trost and Henry Pressley Jr. The mayoral term is for two years, while Coop’s and Trost’s terms are for four years. Pressley’s term is for two years. Pressley was appointed to the council this past December to
replace Scott Schneider, who resigned after he announced he was moving to Shakopee. Schneider had three years left on his term at the time of his resignation, and the council, as required by state statute and the city code, conducted interviews for the vacant position. Pressley, who was previously chair for the city’s planning and zoning commission, was selected from the pool of candidates to fill the vacancy until the next city election. The two-week filing period for the mayoral and three city council seats will begin at 8 a.m. Tuesday, May 17 and end
at 5 p.m., Tuesday May 31. You can file at Belle Plaine City Hall, 218 north Meridian Street downtown. Offices will be closed Monday, May 30 in observance of Memorial Day. If more than two people file for either Mayor Pingalore or Council Member Pressley’s seats, a primary will be held Aug. 9 to reduce the number of candidates to no more than two for each seat. A primary will also be held Aug. 9 for Coop’s and Trost’s seats if more than four people file for those jobs. The General Election will take place Nov. 8.

On April 2, she won the girls’ 10-year-old division at the 42nd annual Knights of Columbus State Free Throw Championships at Cathedral High School in St. Cloud. Ciara, the daughter of Jodi and Jon Fahey, earned the state championship after making 24 of 25 free throws. She was the first to shoot in her age bracket, thus setting the bar high from the outset. To qualify for state, Ciara won the local contest in Belle Plaine, the district contest in Montgomery and the regional contest in Norwood Young America, competing against other 10 year olds from the area. Each year, about 2,500 girls and boys compete in over 100 local contests. The state contestants must win local, district and regional competitions to earn their spot at the state contest. Ciara may be a basketball name in this community for quite some time. She was a member of the Belle Plaine girls’ fifth grade traveling team

MVEC Holds Annual Meeting, Elections All three incumbents will return to the Minnesota Valley Electric Cooperative’s Board of Directors after election results were announced at the co-op’s 79th annual meeting held April 5 at Tri-City United Middle School in Montgomery. Jim Connelly of St. Thomas was re-elected in District III, which covers the southern portion of MVEC’s service area, including portions of Scott, Le Sueur, Rice, Blue Earth and Waseca counties. Other candidates were David Ellis Hollenhorst of Elysian, Joey Schloesser of Le Center and Rob Yost of New Prague. Gary Haberman of Chanhassen was returned to his seat in District II, which covers portions of Carver, Hennepin, Sibley and Scott counties. Other
candidates were Mark Senn of Chanhassen and David Thompson of Prior Lake. In District I, which covers Scott County, incumbent Deb Erickson of Savage was unopposed. Nearly 12 percent of MVEC’s membership – 4,344 out of 37,014 eligible voters across all three districts – cast ballots in the election. In the business meeting chaired by Board President Brent Lawrence, members heard cooperative updates from MVEC’s new General Manager Ryan Hentges and Gerry Mareck, vice president of finance. Hentges’ presentation included a review of the strong foundation built by the cooperative’s founding farmers and the accomplishments of the present, as well as the fiscal and environmental challenges faced by the energy industry in the coming years. “Our cooperative is strong and
poised for the future. That said, our future will require a steadfast and innovative spirit to overcome the challenges before us. On behalf of our employees, I can tell you we are up to the challenge,� said Hentges. Highlights of Mareck’s financial report included: – The successful acquisition of a new service area formerly served by Alliant Energy. – The retirement of over $1 million in capital credits for a second year in a row. – Keeping local costs flat at 2.5 cents per kilo-watt hour. – Maintaining competitive electric rates and ranking 10 to 15 percent below the national average. The meeting also included presentation of certificates to 15 high school seniors, representing the co-op’s three service area districts, who received $1,000 scholarships as part of The University of St. Thomas Concert Choir visited Belle Plaine Thursday (April 7) as part of MVEC’s annual scholarship an outreach tour. Trial Delayed in Henderson Vehicular Homicide Case

At 30th of 60 Teams, Cyber Tigers Pleased With Section Results Competing against larger, more established teams with significantly larger budgets and sponsorships, the Belle Plaine High School robotics team brought back what it considers a respectable finish from the North Star Regional Robotics competition last week. The Cyber Tigers finished 30th of 60 teams at the sectional competition at Mariucci Arena Friday-Saturday (April 7-9). The team won four of the eight matches they competed in. The team entered Saturday’s (April 9) final day of competition at 4-3. The Cyber Tigers were paired with tams from Apple Valley and Monticello high schools. They fell, 75-72, to the three-team alliance of Oshkosh, Wis., Houston, Minn.
and DeLaSalle in Minneapolis. Working in a three-team alliance, the Cyber Tigers won three of their first four matches Friday (April 8). They lost their second match Friday afternoon and rebounded with a win. The Cyber Tigers lost their final match Friday by 10 points, 7666. Only one team of the 60 teams – East Ridge in Woodbury – won all eight of its matches. The Cyber Tigers were one of 14 teams that finished 4-4. The challenge BPHS and other teams faced in the sectional is to breach their opponent’s defenses and, with the help of an allied team, throw boulders (over-sized dodge balls) at their castle and potentially scale the
castle and capture it to score points. During the final 20 seconds of the competition, robots had the chance to surround and scale the opposing tower to capture it. The Cyber Tigers’ robot had some limitations in its ability to throw boulders at the castle and scale the opponent’s castle walls, Heine said. With those limitations in mind, the BPHS team focused their robot on defense and maneuverability to earn points by navigating its way over and around obstacles to earn points. “We performed very well. Our robot did exactly what we wanted it to do,� said Jeff Heine, the Cyber Tigers’ advisor.
Due to the court granting additional time to for the prosecution to prepare for an expert witness for testimony, the vehicular homicide case against a Henderson man has been delayed until May 24. Joshua Krueger is accused of driving a vehicle that resulted in the death of Brendan Kroehler, also of Henderson, during a fatal crash Sept. 27, 2015, on a stretch of Highway 19 known as “Henderson Hill.� A jury trial was initially scheduled to begin March 29 at the Sibley County Courthouse in Gaylord, the Le Sueur NewsHerald recently reported. The crash occurred when Krueger allegedly accelerated to 75 mph to pass a vehicle on the hill. He reportedly lost control of the vehicle and it rolled into a ditch. Krueger was injured in the crash. Krueger allegedly told investigators he drank 16 beers before the crash. His attorney, Peter Timmons, had asked the court to throw out the admission, citing the lack of Miranda warnings. Timmons also asked the court to reject the results of a blood test, citing the lack of a search warrant. But a Sibley County District Court judge earlier this year
ruled that investigators didn’t go too far in their initial investigation. Timmons contended in court documents there was no proof that Krueger was driving the car. Judge Timothy Looby rejected that argument, citing the results of a Minnesota State Patrol crash reconstruction. The judge ruled the two conversations held without a
Miranda warning would remain in the court record because Krueger was not in custody at the time. He also ruled the blood and DNA samples would remain in the record because investigators had probable cause to believe Krueger was the driver, a position supported by the crashreconstruction report.
St. Peter to Mankato Highway 169 Detour Set for April 18 Drivers heading from Belle Plaine to Mankato and back will face a detour of Highway 169 taking them through rural Nicollet County while construction on the highway is ongoing. Intermittent overnight closures were slated to begin this week, according to the Minnesota Department of Transportation (Mn/DOT). The detour is scheduled to begin April 18. It will take motorists heading south off Highway 169 at Highway 99. They will
head south at County Road 13 to Highway 14 where they can turn east back to Highway 169. The detour will allow the Minnesota Department of Transportation to raise the level of Highway 169 above the 100-year flood plain at four locations prone to flooding. The project is expected to cost up to $37.1 million. The detour is expected to add about 15 minutes to the trip, said Peter Harff, Mn/DOT’s project manager.

Senate Dist. 20 GOP Backs Draheim to Face Kevin Dahle in November After six ballots Monday night (April 11), Republicans from Scott, Le Sueur and Rice counties backed Rich Draheim to challenge Sen. Kevin Dahle, D F L- N o r th ďŹ eld, in the race for Senate District 20 this fall. GOP delegates gathered at Tri-City United Mid- Rich Draheim dle School in Montgomery for the endorsing convention. Draheim, a Madison Lake resident who works in real estate in Mankato, outlasted former New Prague City Council member Mark Bartusek. With Draheim leading, 48-42 after ďŹ ve ballots, the two men re-presented their case for endorsement after the neither man gained the needed number of votes for endorsement. Delegates decided Draheim was best suited to face the incumbent, Dahle. Delegates pushed Draheim over the top with a 61-28 majority. The other Republicans who sought the endorsement included Bruce Morlan of Bridgewater Township in Rice County and Dan Petrieka of Erin Township in Le Sueur County. Mor-
lan was out of the running after the third ballot. Petrieka was out after one round of voting. Draheim’s business experience helped him win the endorsement, said Al DeKruif, chairman of the Le Sueur County Republican Party. Draheim’s resume includes several years at John Deere implement dealerships followed by ownership of Westwood Marina on Lake Washington. He currently owns and operates Weichert Realtors, Community Group of Mankato, and the New Ulm Event Center. “I think people like he’s a business guy. He likes building businesses,â€? DeKruif said. “He understands business and knows how to work with people.â€? GOP delegates also endorsed Rep. Bob Vogel, R-Elko New Market, for his ďŹ rst re-election bid to the Minnesota House of Representatives. His district 20A, includes Belle Plaine, southern Scott County and western Le Sueur County. They also endorsed Aramis Wells of the NorthďŹ eld area to run against Rep. David Bly, DFL-NorthďŹ eld, for the seat representing House District 20B, which includes portions of Le Sueur and Rice counties.
Gov. Dayton Discourages State Employees to Travel to Mississippi The governor of Mississippi and its State Legislature have enacted legislation that allows businesses, individual government employees and other organizations to decline to provide services to people based on their sexual orientation. Minnesota Gov. Mark Dayton has instructed all state employees to refrain from any nonessential travel to Mississippi until the law is repealed. The action from Dayton follows a similar order issued previously, instructing state employees to refrain from nonessential travel to North Carolina, following the enactment of discriminatory laws in that state. Dear Editor, “Bathroom Billâ€? Objectively Protects Privacy Since introducing HF3396, the Individual’s Right to Privacy and Safety in Public Accommodations Act, I have received a lot of feedback and I would like to articulate my reasoning behind this bill. The overwhelming majority of Minnesotan’s agree that adults and children have a right to privacy from members of the opposite sex when using a public restroom, shower or locker room. This is a well-established tenet of our society. What we are seeing in the discourse around this bill is that some feel that the rights of the majority should give way to the vocal minority, who wish to claim a special privilege based on their feelings of gender identity, as opposed to an objective standard of their biological sex identiďŹ ed at birth. Biological sex, based on one’s anatomy and DNA, is the only objective way to insure this right of privacy to everyone, regardless of sexual preference or identity. The supporters of the transgender movement claim that not allowing transgenders to use public facilities of the opposite sex is “discriminationâ€?, however, the Minnesota Supreme Court ruled in Goins v. West Group, 635 N.W.2d 717 (Minn) that designating bathrooms based on the objective standard of biological sex is not discrimination based on sexual orientation, and is therefore not in violation of the Minnesota Human Rights Act. This bill, HF3396, is a necessary clariďŹ cation of the Goins decision, making it clear that it is not discrimination to require individuals and children in our schools, businesses and society to use restroom and locker room facilities based on biological sex. The majority of people agree with this standard and the legal right of privacy when using public accommodations. My bill also provides many exceptions and accommodations for single stall use, emergencies, etc. It is not surprising to me that this legislation has caused such a heightened reaction from both sides on this issue. I am very willing to have a reasonable debate with anyone who welcomes civil discourse around this bill. I understand the animosity that rears its head in this discussion, and while I hold no malice towards people from the LGBT community who have contacted me regarding this bill, I am saddened by the number of vile and threatening emails and phone calls that I and my family have received. A Transportation Plan that Works for Rural Minnesota by Senators Kevin Dahl and Vicki Jensen (Joint Column) As rural legislators, we recognize the great need for a robust transportation funding package for our communities. Roads and bridges are critical to the success of our economy, and the increasing demand is putting pressure on our aging network. We also know that projects like completing Highway 14 and expansion of Highway 19 will take years to ďŹ nish – and shouldn’t be done a mile at a time. It is well reported that Minnesota’s transportation needs have reached a critical point. Paying for the needed investment our transportation network needs will require signiďŹ cant resources. According to the Minnesota Department of Transportation, our shortfall over the next 20 years will reach nearly $16.3 billion. To succeed as a state, we must ďŹ nd a way to ďŹ ll this gap in a sustainable and reliable way. Thankfully, our colleagues in the Senate and House recognize the great need for this investment. We have all heard from our constituents just how important a transportation bill is to the success of our townships, our towns and cities, our counties, and in every corner of Minnesota. Unfortunately, that’s where our similarities seem to end. We are willing to look at all options on the table. However, we are unwilling to compromise on a plan for our transportation network that is worse for rural communities. By relying on local tax increases, one-time spending, and borrowing, the Republican plan does not provide the same level of support for those communities – our communities – that need it most. Because our rural communities don’t have the same tax base as the suburbs and rest of metro, rural Minnesota would get less with local tax increases that the House GOP relies upon. They do not provide any new funding for larger city local roads, and they do not provide enough investment for smaller cities. Without this new funding, our areas will have to rely on local sources of revenue like a wheelage or county sales tax, which would fall far short of what’s needed.
For example, the Republican plan gives minimal funding to small cities, enough to ďŹ ll a few potholes at best. To raise more revenue, Rice or Waseca counties could adopt a sales tax. However, the new revenue raised by the tax base in these counties cannot support the demands of their aging systems. Local sources of revenue are simply not enough to replace a stable statewide funding source. Instead of providing consistent and dedicated funding for all parts of our state, the House would also rely on a signiďŹ cant amount of bonding. Transportation projects are often 5, 10 and 15-year projects that require long-term, dedicated funding. Planning projects cannot rely on the action of future legislatures. At best, we set a risky precedent of a bonding bill picking winners and losers for speciďŹ c road projects; at worst, funding dries up for critical work. In the DFL-led Senate, we have put forth a comprehensive plan that provides stable and dedicated funding for the entire state’s transportation network. This signiďŹ cant new inux of revenue will be spread across all 87 counties and hundreds of our towns and cities, ensuring our communities can get more funding to support local projects on Main Street. A modest increase in the state’s gas tax can provide stable and signiďŹ cant new revenue for all of Minnesota’s counties, and for those towns and cities that need it most. The gas tax is constitutionally dedicated to paying for roads and bridges, and is the guarantee we need for long-term priorities. The Senate transportation bill delivers a promise for our state’s transportation network – stable and consistent funding, spread to every community that needs it, with increased investments for rural communities that cannot support new road projects on their own. Almost two dozen states, many with Republican governors and legislatures, have passed transportation bills through a combination of increasing their gas tax, general fund money and other means. Let’s pass a responsible transportation bill that provides the stable and consistent funding our communities need.

Ernst George Kassen, a lifelong resident of Hancock Township, died at the Shakopee hospital at the age of 75. A surprise party was given Mr. and Mrs. Clifford Halquist on the occasion of their 20th wedding anniversary, of which was also a housewarming at their new farm location. Mrs. Joseph Goulet, nee Lefto, native of Jessenland Township, died at the age of 80. Emma Buetow, pioneer resident of Dahlgren Township, died at the age of 84. Bob “Minnowâ€? Meyer was named to pilot the Belle Plaine Tigers ball club that summer. He replaced Jerry Miller, who requested relief from managerial duties. Jerry Miller’s high school Tigers opened the baseball season in Belle Plaine with a smashing 20-0, no-hit victory over Henderson. Bob Dahlke and John Keating shared the no-hitter. Fireworks Get A Lift in House Minnesotans who want to shoot off a bottle rocket, ďŹ recracker and other aerial ďŹ reworks around Independence Day received some good news on April 11, as the Minnesota House has approved the Fireworks Freedom Act by a vote of 73-56, which would make it legal to use these ďŹ reworks in the state. State Representative Jason Rarick (R-Pine City) chief-authored the legislation, and was pleased with the bipartisan support. “Responsible adults who want to celebrate the 4th of July by lighting a ďŹ recracker should have the freedom to make that choice,â€? Rarick said. The Fireworks Freedom Act would allow aerial and audible devices to be sold and used from June 1 to July 10 each year. Only people above the age of 18 could make ďŹ reworks purchases. Local governments
could charge an annual license fee to stores that want to sell ďŹ reworks and are able to prohibit them from being sold. According to some studies, Minnesota loses roughly $5 million in sales tax revenue every year when people drive across the border to purchase ďŹ reworks. Rarick said he’s heard from a number of business owners located near the Wisconsin border that would like to sell legalized ďŹ reworks and keep Minnesota customers from crossing state lines. “Minnesota’s ďŹ reworks ban hasn’t stopped one strongwilled person from shooting off a bottle rocket on Independence Day,â€? Rarick said. “It’s time to let people exercise their freedoms and allow the state to beneďŹ t from ďŹ reworks sales.â€? Rarick’s Fireworks Freedom Act will now be sent to the Minnesota Senate for further debate.

A thirdparty investor owns the equipment and makes their return from selling us the energy. Prepayment would yield the school district the greatest savings. The size of the bond issue would depend on whether the district favored all new LED lighting, the solar panels or both. Apex’s Seth DeGeest said the company would guarantee in writing the total cost of the project and that the savings would more than cover the cost of the bond payments. The electricity generated by the panels would feed school use, delaying electricity purchased from Xcel Energy. If the district went with just the solar panels, Apex estimates the district would be $30,000 ahead annually. The estimate is $50,000 in savings with both solar panels and LED lighting. The district estimates it would save over $800,000 over 25 years with solar panels just on the junior-senior high school building.

After the prom Audrey went over to the campus of St. Benedict and spent the night with her daughter Katelyn who is a junior at St. Ben’s. Sunday morning was spent at the beautiful St. John’s Abbey for mass. Nick also had a home track meet Sunday. Nick is a short distance runner for St. John’s with his events being the 400 meter dash and the 4x400 meter dash. Nick being the anchor runner in the event. Katelyn Zurn was also busy at St. Ben’s. Katelyn is the Student Director of Activities on campus and was active in planning the Mother Daughter brunch for all the St. Benedict Bennie seniors on Sunday morning. Over 600 mom’s and daughters were in attendance at the brunch. Katelyn was the Master of Ceremonies at the brunch. Saturday evening the dad’s were also included at St. Ben’s with a dad-daughter dance. Dan, Bridget, Sydney and Leah Smith of Shakopee spent last week on vacation in Phoenix, AZ. They spent a few days at the Grand Canyon and reported amazing views and spectacular scenery at the South Rim, about 2.5 hours north of Phoenix. In and around Phoenix they also did a few hikes at Superstition Mountain and Camelback Mountain, and enjoyed temps in the high 90s. Bridget is the daughter of Flavian and Edna Weiers of Union Hill. Arlington Accepts $30,000 DNR Grant Arlington has accepted a grant from the Minnesota Department of Natural Resources to help the city deal with the growing infestation of emerald ash borer, build and maintain a community gravel bed for trees and develop a digital database for trees in the community. The city council recently OKâ&#x20AC;&#x2122;d accepting the $30,000 grant. SpeciďŹ cally, the Arlington Enterprise recently reported, the
grant will be used to fund preparation of an EAB preparedness plan, building and maintain a 10-foot-by-foot-50 community gravel bed. The trees in it will be planted and pruned by volunteers. The city will provide $3,750 in matching money for the grant. The matching money will pay for staff time supporting EAB, community gravel bed and database projects.

Spring Burning Restrictions In Effect Effective March 21, the Minnesota Department of Natural Resources has imposed burning restrictions in the central part of the state, including Scott County. In the past few weeks, ďŹ reďŹ ghters have already responded to wildďŹ res in central Minnesota as conditions for ďŹ re have increased. Open burning restrictions are in effect in the following counties: Aitkin, Anoka, Benton, Carlton, Cass (that portion south of the Chippewa National Forest boundary), Chisago, Crow Wing, Dakota, Douglas, Hennepin, Isanti, Kanabec, Mille Lacs, Morrison, Otter Tail, Pine, Pope, Ramsey, Scott, Sherburne, Stearns, Todd, Wadena, Washington and Wright. The mild temperatures and sparse snow cover this winter have resulted in an early snow melt. The warmer weather and spring winds dry the dead standing grass and brush, allowing them to ignite and spread ďŹ re quickly. Spring open burning restrictions mean residents will not be allowed to burn brush or yard waste. Restrictions typically begin about two weeks after the snow leaves and remain in place until summer green-up occurs. This usually lasts four to six weeks. In Minnesota, most wildďŹ res occur during April and May and over 95 percent are caused by people. The DNR places restrictions on open burning during this time to reduce the number of wildďŹ res during the spring ďŹ re season. These spring restrictions have resulted in a dramatic decrease in the number and size of ďŹ res the DNR responds to each year. Change to Districtâ&#x20AC;&#x2122;s Weapons Policy Nixes â&#x20AC;&#x2DC;Zero Toleranceâ&#x20AC;&#x2122; Provision
In previous years, a Belle Plaine public school student who knowingly brought a potentially dangerous weapon to school and tried to hide it from school staff could face penalties set by a policy guided by the assumption of zero tolerance. But now, the discipline that child will face rests upon the considered opinion of school administrators. Last month, the Belle Plaine School Board revised the old policy and implemented what Director Joe Vandermark described as â&#x20AC;&#x153;common senseâ&#x20AC;?based policy. Revisions to the districtâ&#x20AC;&#x2122;s weapons policy were one of three policies -- public and private personnel data, family and medical leave, and tobacco-free environment -- the board passed without discussion at its March 28 meeting. The changes were recommended, but not required, by the Minnesota School Board Association (MSBA). Superintendent Ryan Laager plans to bring as many as possible of the Belle Plaine School Districtâ&#x20AC;&#x2122;s policies needing revisions back to the board this year. MSBA recommended removing the phrase, â&#x20AC;&#x153;zero tolerance,â&#x20AC;? because its members interpreted
the phrase to be applied toward the nature of the discipline. Kathy Miller, MSBAâ&#x20AC;&#x2122;s director of legal and policy services, said â&#x20AC;&#x153;zero toleranceâ&#x20AC;? was intended toward the notion a student would be disciplined for bringing a weapon to school. The consequences for bringing a weapon on to school property was up to school administrators, Miller said.

The new policy allows administrators to implement the policy on a case-by-case basis. The 60-year-old coach has been at Central for 32 seasons. His record is 552-271 (.670), good for eighth best in Minnesota, the Norwood Young America Times recently reported. The Raiders made their ďŹ rst state tournament trip in 2007 before returning to state last year and again this season. They ďŹ nished atop the Minnesota River Conference with Mayer Lutheran.

Extend the Garden Season With Spring-Planted Bulbs by Melinda Myers Keeping your garden looking its best throughout the growing season and into fall is possible with the help of low-maintenance spring planted bulbs. Plant them in spring among other annuals or perennials and watch as these bulbs brighten the garden, adding new life to your late-season gardens. Whether your gardens and containers are in full sun or shade, you’ll enjoy the attractive foliage and pop of color that dahlias, cannas, calla lilies, caladiums and elephant ears will add to the landscape. These easy-care plants reward you with loads of beauty. Just plant, water and enjoy. Grow dahlias in sunny areas with at least six hours of sunlight for the best floral display. Simply plant the tuberous roots 4 to 6 inches deep with the stem facing up after the danger of frost has passed. Use dahlias in a cutting garden or as an attractive screen along fences and property lines. Use the shorter, more compact border dahlias, like ‘Gallery Pablo’ in containers on your patio, balcony or deck where you and the hummingbirds will enjoy their blooms. Wait until the danger of frost has passed to plant cannas in a full sun to partially shaded locations. Plant the canna rhizomes horizontally 2 to 3 inches deep with the growing point facing up. Take advantage of their bold foliage and use cannas as a backdrop in the flower border or screen in the landscape. Use as a vertical accent in a large container or select dwarf varieties for smaller pots. Calla lilies are another springplanted bulb that thrives in full sun or part shade. The speckled foliage adds color to the garden all season long. Include these 1to 2-feet-tall plants in the front or middle of the flower garden or as a vertical accent or filler
in a pot. And don’t forget to cut a few flowers to enjoy indoors. The black flowers of ‘Night Cap’ teamed with the white blooms of ‘Crystal Clear’ create an elegant display. Like the other bulbs, wait for the danger of frost to pass before planting them outdoors. Plant the knobby rhizomes 2 to 4 inches deep with the growing point facing up. Add some color and plenty of wow factor to shaded areas with the foliage of caladiums and elephant ears. These tropical beauties thrive when soil and air temperatures are warm. Wait for the danger of frost to pass and the soil to warm, 65 to 70 degrees, before planting them in the garden. Use caladiums to brighten containers, dress up window boxes or edge a shady pathway. The colorful leaves stand out amongst the greens of shade gardens. Team variegated varieties with complimentary colored begonias, coleus or impatiens. Include elephant ears in the garden or containers. Their large heart-shaped leaves give a tropical feel to the patio, deck or pool area. Consider planting one, two or more to create an impressive welcome for guests or a bold statement in the landscape. They pair nicely with caladiums, coleus and other shade-loving plants. Make this the best season yet with the help of spring flowering bulbs. You’ll enjoy the variety and late-season color these easy care plants provide. The Minnesota Corn Growers Association (MCGA) is expanding its cover crop research through the University of Minnesota with two new projects focusing on the potential for cover crop mixes throughout the state to reduce nitrogen fertilizer in waterways and in tile drainage systems. “Minnesota’s cool climate and short growing season makes using cover crops challenging in many parts of the state,” said Dr. Paul Meints, MCGA’s research director. “Our research focuses on making cover crops a more viable option for farmers, and works to quantify the conservation benefits of cover crops when it comes to keeping nitrogen out of our waterways.” A project being led by Jeff Vetsch, soil science research manager at the U of M’s Southern Research and Outreach Center in Waseca, will examine how cover crops can help reduce the amount of nitrogen entering waterways through tile drainage systems. “We’re going to interseed cover crops late in the growing season while corn and soybeans are still in the field,” Vetsch said. “We want to see how much nitrogen can be intercepted by cover crops and thereby minimize nitrogen loss through tile drainage. We believe the potential is there for real benefits.” If cover crops can prevent a significant amount of nitrogen fertilizer from leaving fields through tile drainage, it will help protect area water quality. It’ll also improve a farmer’s bottom line by keeping the nitrogen on the field where it can support crop growth.

Vetsch plans to compare different types of cover crops. Cereal rye remains in the field during winter and is terminated before planting in the spring vs. annual cover crop blends that die in the winter. Cereal rye has been a successful scavenger of nitrogen in other states, and Vetsch would like to measure its effectiveness in Minnesota. Three different nitrogen rates will be used: no nitrogen fertilizer or the soil’s natural nitrogen level, the U of M’s recommended nitrogen fertilizer rate and 15-20 percent above the U of M’s recommendations. “Multiple rates of nitrogen are needed to completely understand how cover crops impact nitrogen availability for corn,” Vetsch said. When it comes to cover crops, what works in a dryer region like southwest Minnesota might not work in a cooler region like northern Minnesota. U of M assistant professor/cropping specialist Dr. Axel Garcia y Garcia is set to begin work on a project that hopefully can help farmers better understand what types of cover crops might work best on their own farms. “I’m personally excited that the Corn Growers funded this project,” Garcia said. “How you incorporate cover crops might change based on where you’re farming. We’re going to be looking at cover crop mixes from Grand Rapids all the way
down to Lamberton and Waseca.” When it comes to better managing nitrogen fertilizer, Garcia’s project looks at two key things: 1) Effectively managing cover crops to improve nitrogen use efficiency to keep it out of nearby waterways and 2) determine the effect of cover crops on water and nitrogen use in corn. Garcia will also try to quantify the amount of nitrogen that leaves fields through leaching with different cover crop mixes. Another goal of the project is to examine how various cover crop mixes can enhance diversity in our ecosystem. “It’s important to try and get as much quantifiable data as possible,” Garcia said. “That information is good for both farmers and the general public to know.” Cover crops on cornfields may be seeded at either the beginning or end of the growing season. On soybean fields, cover crops may be seeded near maturity or post-harvest due to the overhanging canopy of the soybean plant. Plant disease and weed population will be monitored throughout the project’s duration. Many farmers already use annual rye as a cover crop, which is currently not researched at the U of M. Garcia plans to use annual rye and compare its results to winter rye.

Bear Hunting Licenses Still Available Applications for Minnesota bear hunting licenses are being accepted now through Friday, May 6, wherever Minnesota hunting and fishing license are sold, on the DNR website and by telephone at 888-665-4236. A total of 3,850 licenses are available in 13 permit areas. Bear licenses cost $44 for residents and $230 for nonresidents, and there is a $5 application fee. The season is open from Thursday, Sept. 1, through Sunday, Oct. 16. Notification to lottery winners
will be made by June 16. The deadline to purchase licenses awarded by lottery will be Monday, Aug. 1. Any remaining unpurchased licenses will be available over-the-counter starting at noon on Friday, Aug. 5. An unlimited number of bear licenses will be sold over-thecounter for no-quota areas in east-central and far northwestern Minnesota. No-quota licenses are valid only in a no-quota area. Hunters with a no-quota license can harvest
one bear. Bear license numbers in the quota area have increased from 3,700 last year to 3,850 this year. The increase is the result of increasing permits in areas 45 and 51, where managers have been having increasing bear conflicts. Increasing permits may help address some of those bear conflict issues. In all other areas, bear permit numbers have remained about the same for the last three years in an effort to allow bear population numbers to gradually increase.

With the benefit of expanded spring turkey hunting opportunities in their favor, an estimated 42,000 hunters will take to Minnesotaâ&#x20AC;&#x2122;s fields and forests between Wednesday, April 13, and the end of May, aiming to bag a wild turkey. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re looking forward to this season when hunters will try out regulations that give them more time and options to hunt turkeys, get outside and enjoy springtime,â&#x20AC;? said Steve Merchant, DNR wildlife populations program manager with the Minnesota Department of Natural Resources. Under the new regulations, turkey hunting time periods will be longer, all will include weekends, and more time periods will be available to each hunter. The season includes five oneweek time periods followed by one longer time period ending on Tuesday, May 31. Previously, there were eight time periods, and not all included weekends. The bag limit remains one bearded turkey. Hunters who donâ&#x20AC;&#x2122;t bag a turkey during their first time period will be able to hunt the last time period using their original license. Hunters who hunt a second time during the last time period will need to hunt in the same zone that they hunted in during their first hunt period. In another change, archers will be able to hunt the entire season and in any zone from when the first time period begins on April
13, through the end of the last one on May 31. Hunters must choose between a firearms or archery turkey hunting license. Firearms hunters who wanted to hunt either of the first two time periods applied for licenses through a lottery system; surplus licenses became available in early March for remaining spots in the first two seasons. Hunters are reminded that turkeys may not be taken with the aid of an electronic device, including the use of any remotecontrolled decoy. However, an electronic hearing aid or other device designed to enhance hearing, electronic sights that self-illuminate but that do not cast rays of light, and rangefinders may be used. Public Process The changes in the spring turkey season came about following a public process, informed by data from a 2014 statewide survey of adult turkey hunters and four â&#x20AC;&#x153;Talking Turkeyâ&#x20AC;? dialogue sessions that took place across the state. â&#x20AC;&#x153;We heard that while many hunters wanted these changes, there were some concerns about crowding, so weâ&#x20AC;&#x2122;ll be listening to feedback after this season to see if any adjustments need to be made to the season structure,â&#x20AC;? Minnesotaâ&#x20AC;&#x2122;s state-record fish program will now include catchand-release length records for lake sturgeon, flathead catfish and muskellunge. â&#x20AC;&#x153;State records for sturgeon, flathead catfish or muskies can now be set without harvesting the fish,â&#x20AC;? said Mike Kurre, mentoring program coordinator with the Minnesota Department of Natural Resources. â&#x20AC;&#x153;However, the traditional catch-andkeep records for all species will remain an option.â&#x20AC;? The traditional records are based on certified weight. The new catch-and-release length records for muskellunge, lake sturgeon or flathead catfish require anglers to measure and take a photograph of the fish before releasing it. Several factors led to the adoption of catch-and-release records. Primarily, the popularity of catch-and-release fishing is growing, and many anglers are reluctant to harvest muskies, flathead catfish and sturgeon to qualify for a state record. Additionally, in 2015 a higher minimum length for muskellunge and a statewide catch-and-release season for lake sturgeon were adopted, meaning fewer

Tigers’ Opener Postponed The Belle Plaine High School boys’ and girls’ golf teams scheduled season opener at Shoreland Country Club in St. Peter was postponed due to cold weather on Friday. The next scheduled meet is next Monday (April 18) when both the boys’ and girls’ teams will play in an invitational at their 2016 home course – Ridges at Sand Creek in Jordan. Weather Freezes Action in Its Tracks
Mother Nature was the medalist in the first two scheduled outdoor meets of the season for the Belle Plaine High School boys’ and girls’ track and field teams last week. Not only was Thursday’s season opener in Belle Plaine postponed until this Thursday, but Saturday’s Tri-City United Invitational was cancelled – cold being the culprit both times. The Belle Plaine boys’ and girls’ teams were scheduled to try again to open the outdoor season in a meet at Le SueurHenderson Tuesday after this edition of the Herald went to press. by Dan Ruud The Belle Plaine High School baseball team was the only one of the school’s spring sports teams to get its season opener played last week, and the Tigers and three other teams endured some chills to do so at Saturday’s tournament at Tiger and Heritage Square parks. The tournament was won by Belle Plaine following victories over Minnehaha Academy (9-7) and East Grand Forks (5-2). Minnehaha Academy routed Hinckley 10-1 in the third-place game. The temperature at first pitch for both first-round games, accompanied by brisk winds, was at or just a smidgen above freezing. The mercury struggled to reach 40 degrees before all four games were played at day’s end. The tournament was originally scheduled to begin at 9 a.m. before being pushed back to noon to allow temperatures to at least climb out of the 20s. It was another brisk day for Belle Plaine’s Minnesota River Conference opener at Jordan Monday, and fortunately for the Tigers, the result on the field was the same as they shut down the Hubmen 7-0 for their third win in as many games. The Tigers were scheduled to travel to St. Peter for a nonconference game Tuesday after this edition of the Herald went to press. Belle Plaine’s upcoming slate promises to be played in a lot warmer conditions as temperatures are forecast to rise into the 60s and 70s for the next week or so. The Tigers will host Fairmont 5 p.m. this Friday before playing a couple of road games at Mayor Lutheran next Monday and New Ulm on Tuesday. Tigers 9, Minnehaha Acad 7 Belle Plaine, assuming the road team role despite playing at home, grabbed a 4-0 lead with a run in the first inning and three more in the third before the highly-ranked Redhawks tied the score with four runs in the bottom of the third. The Tigers jumped back in front with two runs in the top of the sixth only to have Minnehaha Academy score three in the bottom of the sixth for a 7-6 lead. The Redhawks’ lone lead of the game was short-lived as the Tigers took advantage of some control problems with Minnehaha’s relief pitchers to plate three runs in the top of the seventh and an eventual 9-7 triumph. “This was a pretty fun first game for us,” said Belle Plaine coach Pat Schultz. “We did a lot of good things and battled back from being down to earn a big win against a very talented team (Minnehaha is ranked #2 in the state in Class 2A). “Brody Curtiss did a nice job battling on the mound in the cold weather, including getting out of a bases-loaded, noout jam in the first inning. Jon Vinkemeier came in and did a nice job with three solid innings of relief. Nathan Herman had a huge game in his first varsity start,” Schultz continued. Herman had three hits, including a triple and three RBI in five trips to the plate. Vinkemeier and Wes Sarsland both added two hits and scored twice. Luke Narveson had one hit and two RBI, while Aiden Ladd drew a pair of walks and drove home

Gogebic Community College (Ironwood, Mich.) sophomore Darian Vinkemeier recently signed a national letter of intent to play basketball for NCAA Division III University of WisconsinStout. B.P.’s Chard Tiling Gets County Road 16 Reconstruction Job
Chard Tiling & Excavating of Belle Plaine will handle the reconstruction and expansion of a 1.7-mile stretch of County Road 16 this summer. The Scott County Board unanimously accepted the company’s bid last Tuesday (April 5). The $8.3 million project includes expansion of a two-
lane rural county road between county roads 21 and 83 to a four-lane divided roadway with turn lanes and paved shoulders and multi-purpose trails. A frontage road on the south side of County Road 16 will eliminate individual driveway access to the roadway, a move the county considers a safety
improvement. Chard Tiling & Excavating was one of nine companies that bid on the project. The county has long been planning the improvement project. The project is funded through Scott County Transportation Improvement Program (TIP).
Vacant Lot Downtown Still Just That It’s been approximately 18 months since the city of Belle Plaine purchased the vacant lot at the intersection of Main and Meridian streets downtown – and it’s still just that – vacant and city-owned. The 0.18-acre corner lot, which became empty after the fire that destroyed the historic business and apartment building there in October of 2005, was purchased by the city in October of 2014 from Waugh Properties LLC of Chanhassen for $45,000, plus commission and closing costs. The city had hoped that with added incentives and a more aggressive marketing approach, a developer would be found for what is Belle Plaine’s main downtown intersection.
Thirty days after the city initially advertised the property for sale at a reduced cost, there were no takers when the June of 2015 deadline came. Another effort ensued to market the property through a RFP (request for proposals) process, during which each potential buyer would again submit a proposal to the city pursuant to development guidelines identified in the RFP. “Re-solicitation of proposals for development of the lot was not productive,” reported Belle Plaine Community Development Director Cynthia SmithStrack last fall, adding that the city’s economic development authority (EDA) “concedes redevelopment of the lot will take

Brrrrrr Ball Despite brisk winds and a temperature hovering around the freezing mark at the noon start time for Belle Plaine High School’s baseball season opener at Tiger Park Saturday, a couple of dozen hardy fans braved the conditions, as did the players and coaches. In fact, the Tigers played two games Saturday, knocking off state Class 2A No. 2-ranked Minnehaha Academy 9-7 in the first game before beating East Grand Fork 5-2 in the championship game (see game photos and details inside).
Their work gives a group of eight, sometimes nine, women time together to catch up on each other’s lives and families and share their talents quilting. Later this month, the work of the Scott County Crazy Quilters over the past 15 years will be on display for people to enjoy. Thursday, April 28 (6-8 p.m.), the Crazy Quilters are celebrating their anniversary as a group. They’ll host an open house featuring the art of crazy quilting at the Scott County Historical Society’s Stans Museum (235 Fuller Street S.) in Shakopee. The event includes samples of the group’s handiwork. The open house is free and open to the public. Refreshments will be served. Crazy quilting is a Victorian art form that uses velvets, silks and other forms of fabrics in the creation of a handmade quilt. It includes most any form of embellishments, from buttons to ribbon and detailing. It can be as traditional or contemporary as the quilter chooses. “It’s completely randon,” said Henderson’s Sandi Andersen, one of the group’s founders. Andersen will be among the women displaying her talents at the open house. She has been working on quilts for many years and has stuck with the group after moving from Prior Lake to the bluffs overlooking Henderson and the scenic river valley in 2006. Andersen enjoys the history of quilting. One of her prized possessions of a piece of a quilt her aunt, Belle Blair, made after moving from Missouri to Lehigh, Iowa circa 1920. “I love the history and continuing to keep alive the traditional artwork,” she said. The anniversary display will include a pillow made by the late Lois Wichman. She and her husband moved to Belle Plaine in the 1980s from Balaton, Minn. He was a resident at The Lutheran Home and Lois lived nearby, visiting him each day until his passing. Lois joined The Knotters, a Belle Plaine-based quilting group in the early-2000s. She primarily quilted with the group

“She was such a delight. You couldn’t keep up with her,” Andersen said. “Lois was really something special.” Locally, Andersen started quilting as a promotional effort in 1998 while working at Murphy’s Landing (known Today as The Landing). She had donated material for quilting. Quilters working at Murphy’s Landing made 20 12-by-12 inch quilted squares as a fund-raiser for Murphy’s Landing. Barb Kiewel of Belle Plaine made three of the squares, Andersen said. “We raised over $2,500,” Andersen said. “It was one of the best fund-raisers we ever did.” The Scott County Crazy Quilters got its start at the Stans Museum. In 2000, the group held its first informational meeting. Twenty-five quilters attended. But regular attendance when the Crazy Quilters officially formed has never grown beyond eight or nine women, she said. The members range from their mid-40s to early-80s. Andersen, 66, also works on quilting projects with Henderson residents. Quilting groups meet at the Henderson Library. The Scott County Crazy Quilters meet at the museum the fourth Thursday of each month from 6 to 8 p.m. Along with

Judith Hentges of Shakopee founded the Crazy Quilters along with Andersen. She was the Scott County Historical Society’s director of education. Hentges still regularly attends even though her career has taken her to a job with the Minnesota Historical Society. Sue Harris, a former New Prague resident, occasionally joins the group even though she has moved to Iowa in 2005. “It’s a very tight-knit group,” Andersen said. The group celebrates the good times in its members’ lives and mourns the losses. Several members over the years have passed away, Andersen said. The women enjoy the peace and tranquility of working on a quilt while sharing the company of friends. “In some ways, it’s an excuse to get out and meet with friends,” she said. “We plan to continue meeting for as long as there are stitches to be stitched and friendships to share.” Additional information on the Scott County Crazy Quilters and the open house April 28 is available at 952-445-0378.
Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: If a person has a medical exception to a specified window tint level (per medical prescription by medial provider), do you have to register that exception/prescription with the state? Or register the car that has the applied tint? Answer: It is not necessary to notify the Department of Public Safety Driver Vehicle Services (DPS-DVS) in Minnesota. DVS doesn’t place window tint/medical restriction on the driver’s license or on the vehicle’s registration. Drivers will need to have a prescription or proof from their doctor regarding the medical need to have tinted windows below the 50 percent light transmittance plus or minus 3 percent. The proper document will need to be in the vehicle to show law enforcement upon request. The document will need to specifically state the minimum percentage that light transmittance may be reduced to satisfy the prescription or medical needs of the patient; and the prescription or statement contains an expiration date, which must be no more than two years after the date the prescription or statement was issued. If the window tint is below the state minimum of 50 percent light transmittance, that vehicle may be stopped by law enforcement, as the officer will not be aware of the medical exemption. In Minnesota, you can have your windows tinted to a light transmittance of 50 percent, but not less. Light transmittance
is the amount of light that is required to pass through both the window and the tint film. Before any tint material is applied to your windows, a vehicle comes from the factory with tint already inside the glass material. No window comes from the factory at 100 percent light transmittance. My experience has been that most vehicles are already at 75 percent before any modifications. – No vehicle can have ANY tint to the front windshield. – Passenger cars are limited to 50 percent on all side and rear windows. – Pickups, vans and SUVs are limited to 50 percent on the front side windows. – Pickups, vans and SUVs are not limited on the rear side and rear windows. (Can be less than 50 percent behind the front seat). – Squad cars, limousines and vehicles used to transport human remains by a funeral establishment are not limited on the side and rear windows. Troopers have window tint meters in their patrol cars and will test the windows for the legal percent of light transmittance if they look to be below the statutory limit.
