Renee (Hillstrom) Ahrens Honored City Administrator to Resign as Caring Sister, Mom, Teacher and council have also been very by Dan Ruud Class of 1966’s Homecoming Queen Died in Tragedy

She is remembered as a woman who cared for everyone she knew, her family, friends and students. This weekend, family and friends of Renee (Hillstrom) Ahrens will bid her a heartfelt farewell. Ahrens was found Monday night (April 11) murdered in Shakopee at the home of her fiancée, Terry Weimer. Both Ahrens and Weimer died from blunt force trauma, according to the Hennepin County medical examiner. Police believe Weimer’s son, Adam, is responsible for the killings. Police spent 2½ hours trying to convince him to surrender Tuesday before he took his own life in Waseca. A memorial service for Ahrens will be held Saturday, April 23, 11 a.m., at St. John Lutheran Church in Belle Plaine. Rev. Mark Johnson will officiate. Visitation will be from 4-8 p.m. Friday, April 22 at the Kolden Funeral Home in Belle Plaine. Visitation will continue one hour prior to the service at church on Saturday morning. Her obituary is on Page 3 of this week’s Belle Plaine Herald. Ahrens, 67, grew up outside of Belle Plaine on the family farm along County Road 40 above Bevens Creek in East Union, San Francisco Township. She was the eldest of Vera and Roger Hillstrom’s four children, the big sister who took good care of her younger brother, Ron, and sisters Rita and Ruth Ann. She graduated from Belle Plaine High School in 1966 and was the class’s homecoming queen that year. Ahrens attended St. Cloud State University. Uncertain of her career path, she eventually studied to become a teacher. It was a choice that eventually benefitted an untold number of elementary students and teachers from Eau Claire, Wis. to Japan. Ahrens’ sisters -- Rita Redman

Renee (Hillstrom) Ahrens grew up in East Union, just outside of Belle Plaine. She and her fiancee, Terry Weimer, were murdered last week in Shakopee. She was 67. of Chaska and Ruth Ann Nytes of Henderson – describe their older sister as “gentle and loving,” and “a saint.” Renee took care of them, such as taking her younger sister Ruth Ann with her anytime she went into Belle Plaine or had errands to run. Ahrens’ daughter, Michelle Kamrowski of Menasha, Wis., described her mother as a person who sought to make the day better for anyone around her as well as herself. Kamrowski said her mother’s approach to life during difficult times was guided by the phrase, ‘if this is the worst day I’ve ever had, I’ve had a good day.’ “She was easy-going and always tried to be happy, finding humor in things all around her,” Kamrowski said. “She always wanted to make the day better.”

Non-Judgemental

Troy Ahrens described her mother as an accepting person, someone who tried not to judge people, their actions and beliefs. By example, she taught her children to accept others, regardless of whatever challenges they face. “The world would be a completely different if more people were like her,” he said. Renee wanted to study elementary education. It was one of the common career paths for young women in the late-1960s and ‘70s. Her nurturing approach to

More information will be published in the April 27 Herald.

younger children made elementary education a good fit. After graduation, she got a job teaching, and she spent most of her years as an elementary school teacher. “She was extremely good at working with children,” Nytes said. Renee married Wayne Ahrens in 1969. He was in the U.S. Air Force. The young couple lived in Washington State into the mid-1970s. They moved back to Belle Plaine with their two children, Michelle and Troy. She taught in Jordan for several years. Ahrens’ teaching career included a long-time stint teaching in Eau Claire, Wis. at Robbins Elementary School from 1986 to 2007. A constant inhabitant of Ahrens’ classroom was a tarantula. She used it for a variety of lessons, perhaps the most lasting was that something that looks scary is not necessarily dangerous, but rather interesting and worth exploring. “Although I didn’t have Ms. Ahrens for my second-grade teacher at Robbins, I remember her face and after talking with a couple other of my former classmates. I’d completely forgot she was the teacher with a pet tarantula. She will be missed but she will always be remembered,” said Kat Nequette, a former student at Robbins Elementary School.

Improving Her Teaching

During her teaching years, Renee traveled to California to study under Madeline Hunter, and in later years traveled to Japan to learn about the Japanese approach to education. Over the years, the family hosted several foreign-exchange students. Renee loved to travel. Her favorite country was Germany, where she visited friends and former foreign-exchange students. “I was fortunate enough to have the world’s greatest teacher, Renee Ahrens, for both my first- and second-grade years at Robbins Elementary School. One of my favorite memories during that time was when she and I both dressed up as Ghostbusters for Halloween during second grade. We were a team,” former student David Shimanski posted lasted week on Ahrens’ Facebook page. “Then, somehow, in an incredible stroke of luck while I was attending UWEau Claire, I found out she was hosting one of the Japanese exchange students I had become friends with, and she and I were able to reconnect. “We stayed in touch ever since, and when I became a teacher in Japan, my memories of being in her classroom set the standard that I aspired to. I’m so glad that I was able to tell her how much she meant to me, and how grateful I was for her pres-

After less than two years on the job, Belle Plaine City Administrator Holly Kreft is resigning. “I have accepted a position as executive director of Charlson Meadows, a private foundation in Victoria. “I wasn’t seeking another position, but this is my dream job,” Kreft stated. “The new position will give me a chance to continue to serve others, but with more flexibility in my schedule and new opportunities.” Mayor Mike Pingalore said Kreft will be missed. “Holly over the last couple of years has helped move this city forward. Her economic development background has allowed us to create opportunities to enhance our community. The city has many projects underway and new ones being discussed. Holly’s ability to network along with building relationships has given many of these projects a starting point. “While our city’s staff is strong, her leadership has not gone unnoticed by me and the council,” Pingalore continued. “It will be a task by the council to fill this position and to have a seamless transition. I am confident that our next administrator will step up and continue to be progressive and support the staff and the city as we continue to grow.” The city hopes that finding a replacement for Kreft won’t be as eventful and lengthy of a process as was the case a couple of years ago. After hiring a private public sector advisor, two rounds of job postings and interviews and two job rejections, the city looked to Kreft, who had been Belle Plaine’s community development director from early-2001 to mid-2006 until taking the same job in Victoria, where she had been until accepting the city administrator job for Belle Plaine. Her first day on the job in 2014 was July 31. She started at step 6 of the city’s salary schedule, which at that time was $93,423.63 per year. Kreft’s hiring came 11 months after the release of David Murphy, who held the job for nearly 10 years. Kreft said she has had no regrets about leaving her community development position in Victoria to become Belle Plaine’s city administrator. “While my time as city administrator was brief, I’m thankful to work and learn from many gifted people. Belle Plaine has a wonderful staff and they were very patient with me in this new role,” Kreft said. “The mayor

supportive in trying new and different ways to approach the wide variety of challenges that Belle Plaine faces. I know that some exciting times lie ahead. I’m sad I won’t be part of them, but I’m looking forward to watching the progress as a visitor. I’m committed to working with the council on making this as smooth of a transition as possible.” Kreft’s resignation is effective May 31, but her last day in the office will be May 16, at which Holly Kreft time she will use accumulated paid personal time. “I will be available for assis- dure for hiring a new city emtance after May 16,” Kreft re- ployee involves advertising for ported to the council Monday night. “The city has been very City Admistrator generous to me and I’m thank(continued on page 4) ful for the opportunity to serve in this capacity.” Belle Plaine’s standard proce-

Council Okays Girl’s Request to Improve City’s Dog Park Cambria Donates to Fire Hall Work by Dan Ruud For a third time this spring, the Belle Plaine City Council has okayed an offer from local Girl Scouts to add amenities to city parks. On Monday night, the council unanimously approved Girl Scout Vivian Herrmann’s request to install improvements at the city’s Dog Park located in the hockey rink across the street from Belle Plaine Junior/Senior High School. Herrmann’s request for $600 from the city to help pay for some of the material for the improvements was also approved. The funds will come from the city’s park fund. Herrmann is doing the improvement project for her Girl Scout Silver Award, the same award fellow Girl Scout Elissa Moonen is working on. The latter’s request to build and install a little lending library at Court Square Park (near the Carriage House Museum) was approved last month. Meanwhile, the council at the same time as Moonen’s request also approved a request by the community’s younger Girl Scouts to establish a little lending library at Heritage Square Park on the south side of Highway 169. As for the dog park improvements, Herrmann had previously met with the city’s park board, as well as local veterinarians to discuss amenities that could be added to the park. She also worked with city staff

to develop a community survey regarding the park, for which there were 85 responses. The majority of those stated that they had not used the dog park because they didn’t know one existed. Of those that used the park, the majority used it at least monthly. Respondents also indicated that they would like to see more amenities added to the park, among them a ramp at the entrance gate, teeter-totter, hurdles, weaving poles, large wooden spools and a bench, etc. “Ms. Herrmann will be building the majority of the fitness equipment,” reported City Administrator Holly Kreft, adding that Herrmann has received donations for some of the material, including a set of weaving poles from Minnesota Search and Rescue and wooden spools from Gregory Electric. Herrmann has requested that public works build the entrance ramp and install the bench. The installation of all the above is expected to be completed before a grand “reopening” ceremony for the park on Thursday, June 2 from 6-7 p.m. The park is currently open for the season, just as it has been since the spring of 2013. All amenities are removed each year before the start of the winter skating season. In other business Monday night, the council unanimously accepted a donation of counter-

Pioneer Power Swap Meet This Weekend “If you can’t find it at the Swap Meet, it probably doesn’t exist.” These words of a longtime Le Sueur County Pioneer Power member most accurately describe the 39th annual Le Sueur County Pioneer Power Association’s Swap Meet to be held this Friday, Saturday and Sunday. The showgrounds are located 13 miles south of Belle Plaine on County Road 26 (watch for signs starting at County Road

3/Meridian Street). Over 800 vendors from all over the United States and Canada will be selling everything from rusty tractor parts to antique furniture and everything in between. Held rain or shine, thousands of buyers are expected to search for that special treasure on Pioneer Power’s 100-acre grounds located at the junction of County roads 26 and 33. Gates open at 8 a.m. all three days and admission is free.

If you get hungry, the popular Thresher’s Kitchen serves up home-cooked specialties, and the delicious pancake and sausage breakfast is offered Saturday and Sunday mornings in the Pancake House. In addition numerous food vendors are located around the grounds offering edible treats.

Nighttime Lane Closures Coming S.M. Hentges and Sons, contractor for the Belle Plaine overpass project, will be setting the beams for the bridge this week. They plan to work overnight on Wednesday and Thursday. Southbound Highway 169 will be closed in 15-minute intervals from 10 p.m. to 5 a.m. Thursday while they set the beams. The northbound work will be completed in the same manner on Thursday starting at 10 p.m. until 5 a.m. on Friday.

The group also passed 22 resolutions to be discussed and considered for inclusion in the party’s state platform. The resolutions address a wide variety of topics, ranging from an apology and reparations to indigenous people and slavery, dividing Scott 20 precinct caucuses into three separate locations (New Prague, Elko New Market and Belle Plaine) to give easier access, encourage participation, and setting the interest rate on public education loans at 4 percent. The party also supports amending the Minnesota Constitution to require disclosure of all political contributions, opposition to reduce or eliminate the minimum wage and prevailing wage rates. DFLers will meet again April 30, 11 a.m., at Shakopee West Junior High School to endorse Angie Craig of Eagan. She’s the Democrat running to succeed retiring 2nd District U.S. Congressional Rep. Democrats gathered in Belle Plaine’s library Saturday (April 16) to take part in the endorsing process and help shape the party’s platform. The event was intended for Belle Plaine residents and other residents from the portion of Senate District 20 in Scott County, an area that includes Belle Plaine, New Prague, Elko New Market and Scott County’s southern tier of townships. Officers for the group were elected along with delegates to the Minnesota State DFL Convention June 4 in Minneapolis. She was such a remarkable person, truly one of a kind.” Over the years, Ahrens encouraged her own children to follow their dreams. Troy started his own auto racing video and photography business. “I wouldn’t be where I am today without her,” he said. Michelle went back to school and earned a master’s degree in psychology. She is currently working on her doctorate in clinical psychology. “She was our mom, but she was our best friend,” Kamrowski said. After 41 years together, Renee and Wayne Ahrens ended their marriage. Though saddened, she viewed it as the next chapter in her life. Her family said she and Wayne parted affably and were probably better friends than husband and wife. Ahrens decided post-divorce that life is to be lived and she did not want to live it alone, “She was happy, content moving on to the next phase of life,” Kamrowski said. Ahrens met Weimer online 3½ years ago. The pair enjoyed an instant connection. “He treated her well, with respect and endless humor,” Kamrowski said. The couple enjoyed back-andfourth banter. Terry was a fan of the Vikings, Renee a diehard Packers fan. Terry was a strong Republican, Renee a Democrat. They were constantly joking with each other. Laughter between the pair was almost constant. “This world did not deserve Emma Krumbee’s is ready for

her unbreakable kind spirit,” said Wayne Robertson, a friend of the couple. “We all have a thousand memories of good times shared together with her and Terry.” They moved in together at Terry’s home on Dakota Street in Shakopee over three years ago. “Meeting Terry fulfilled her life,” Redman said. Renee knew Terry had two sons. Adam had been in trouble with police before, having been charged with assault and DWI. Ahrens family said Renee worried about Adam. She told her family if anything ever happened to her, he would likely be the person to suspect.

A Call for Help

Troy Ahrens hadn’t spoken with his mother for a few days. Worried, he asked Shakopee police Monday afternoon to perform a welfare check. After finally gaining access to the house late that evening, they found the couple’s bodies in the lower level of the house. Renee’s family is satisfied with the efforts police made to keep them informed of what happened to their sister and mother. Still, they have questions. Adam supposedly took a vehicle from the house in Shakopee back to Waseca. How did he get from Waseca to Shakopee? Did somebody give him a ride? Did that person know what he planned to do? Could that person have stopped him? What led up to the violence? “I’m sure they’re working on it,” Troy said. Having taken care of her own mother at the end of her lifefrom 2009 to 2012, Renee had planned her own final arrangements, writing down the details. “All we have to do is follow what’s in the book,” Troy said. The family is at peace knowing Renee was enjoying life. They wrote in her obituary, “Her influence will have far reaching effects for years to come. Renee’s legacy is found in the spirit of the Butterfly Effect. Even though she was but one person, her influence rippled like the water on a pond through the lives of many.”

Green Isle Eyes Bond Sale to Reduce Sewer Loan Payments Green Isle city council members are looking to take advantage of a lower interest rate and reduce the city’s annual payment for a service it almost had to have. Back in 2001, the City of Green Isle took out two loans to fund every home and business in the city hooking up to a sanitary sewer system in Arlington in lieu of individual septic systems serving city lots. The two original loans amounted to about $930,000. The 4½ percent interest rate and 45 year length of payback meant the city’s annual payments are about $51,000. Fifteen years into repaying the loan, the city still owes $756,450 on the two USDA loans. Most of the $173,000 the city has paid in since 2001 has covered interest, said George Eilertson, a senior vice president with Northland Securities. Next month, Green Isle plans to sell bonds that will repay the remaining balance of the 2001 loans. The anticipated lower interest rate – about 3.3 percent – will save the city an anticipated $4,600 annually over the same payment schedule or nearly $116,000 by 2046, Eilertson said. The Green Isle City Council gave its blessing to the bond sale at its April 12 meeting. The bond sale is set for May 24, assuming interest rates remain stable.

Water Tower Cleaning

Green Isle will host the 2017 state amateur baseball tournament. But the city wants to put its best foot forward. In addition to the baseball team making sure Irish Yard is looking its best, the city council plans to spruce up the city. Among the larger tasks to be completed is cleaning the city’s

water tower. The base of the tower’s bowl is discolored from dirt and moisture. How much it will cost to clean depends on how much the city is willing to spend with Maguire Iron. The options range from $9,600 for a complete cleaning of the exterior to $5,700 from the middle of the bowl to the top of the column. Council members said they’d take a look at the city’s budget during an upcoming workshop. Mcguire Iron, based in Sioux Falls, S.D., encouraged the city not to wait too long to make a decision, said Chad Edwards a ďŹ eld service representative. Its crews will be in the area working on other water tower projects and scheduling could become tight the next two summers.

In other action at the April 12 meeting, the Green Isle City Council: • Paid bills totaling $17,263.16. • Passed a resolution allowing members of Green Isle-based businesses, organizations and the ďŹ re service serve on the city’s economic development authority. • Approved an agreement with Sibley County to have the county perform appraising services as part of the taxation process at a cost not to exceed $4,400. • Renewed its agreement for water services with PeopleService. Terms of the two-year contract include payments of $2,310 per month in 2016, $2,400 in 2017, $2,590 in 2018 and $2,695 in 2019. • Discussed minor street repairs at two locations in the city. •Approved a liquor license for the Green Isle Irish baseball team during this summer.

‘1,000 Books by Kindergarten’ Kickoff is Saturday at B.P. Library

Recognizing the importance of literacy for academic success and a rich quality of life, Belle Plaine School District’s Early Childhood Family Education and the library system are promoting a reading program to encourage literacy at an early age for children. It aims to have youngsters read 1,000 books by the time they reach kindergarten. The program rewards young readers with stickers, pencil bags, folders and other incentives to keep reading age-appropriate books. Young readers will receive a T-shirt when they reach the 1,000-book milestone. Families and young readers in-

terested in the program can register for the program Saturday (April 23, 10:30 a.m. to 12:30 p.m.) at the Belle Plaine Public Library. The special event will include guest book readers, a scavenger hunt, yoga, face painting, other activities and a snack. The goal of the 1,000 Books by Kindergarten program is to encourage children and families to read together. Belle Plaine ECFE Coordinator Sheri Prokosch said reading age-appropriate books is a good habit for children to start. The district estimates there are as many as 160 4-year-olds living in the Belle Plaine area. “If parents model reading, their

She said children should know 10,000 to 20,000 words by third grade. Better readers enjoy more academic success. Inspecting the New Fire Hall From left, Belle Plaine City Administrator Curt Brekke, Swede Sundstrom of the general contracting firm of Rocon, Fire Chief Marv Hartman and John Roll, representing Boarman Architect, inspected the new Belle Plaine Fire Hall in the spring of 1986. The building was expected to be ready for operation later that spring or summer. Local school officials that Tuesday attributed Belle Plaine’s poor showing in the Minneapolis Star and Tribune ranking on one of the most important college entrance tests to the fact that many local students never signed up for a mathematics course that would have better prepared them for the test. Despite the fact that Belle Plaine schools offered a fullrange of math courses taught by teachers with degrees in mathematics, local students were rated only in the 16th percentile out of 451 Minnesota schools. Edina ranked first in the 100th percentile. Local school officials denied that the poor showing of Belle Plaine students was because the district had a weak program or weak teachers. Belle Plaine teachers and the school board completed their salary negotiations with a new contract that provided for a 5 percent increase that school year and a 6 1/2 percent increase for the 1986-87 school term. Incumbent Joanne Johnson and two new candidates had filed for election to the Belle Plaine School Board. She would be joined by newcomers Warren Wolf and Noreen (Nickie) Nagel in the May 20 election for two open seats on the board. Melville Schultz, 68, principal of Trinity Lutheran School in Belle Plaine for the past 35 years, would retire after the current school year. New Prague attorney James Terwedo announced that he would seek the office of Scott County Attorney, which at that time was held by Kathleen Morris, in that fall’s elections. The Belle Plaine Fire Department would be sponsoring a benefit fund-raiser auction on Sunday, April 27 at the new fire hall on the corner of East Main and North Ash streets. The auction would be conducted by Ediger Auction Services and Fahey Sales Agency. Proceeds would be used to finish the interior of the new fire hall.

Belle Plaine area residents donated the equivalent of 2,433 pounds of food during the Minnesota FoodShare 1986 drive held in March. Jackie Kes was the community organizer. Canterbury Downs would open for its second season that coming Friday. An additional 1,800 grandstand reserved seats were ready for racing fans. The race track ranked 10th nationally in its first year (1985) with an average daily attendance of 13,163. A bus from Belle Plaine would bring local fans to the track that coming Saturday for the Scott County stakes race sponsored by the Belle Plaine, Jordan, New Prague and Prior Lake chamber of commerces. Reverend Roger J. Hessian, son of Mr. and Mrs. Urban Hessian of Belle Plaine and pastor of St. Joseph’s Church in Red Wing, celebrated the 25th anniversary of his Ordination to the priesthood on April 20 in Red Wing. He offered a Mass and greeted guests at a reception at the Red Wing National Guard Armory. His cousin, Major General Monsignor P.J. Hessian of Washington, D.C., gave the homily at the Mass. BPHS senior Todd Hardwick was named first alternate to the state speech contest after placing third in a field of 12 participants in the Region IV competition. The BPHS baseball team won two games that week, edging Norwood 5-4 and Jordan 6-4. Jeff Bruder and Joe Edberg were the winning pitchers for the Tigers. The Tiger softball team lost three in a row to begin the conference campaign, falling to Le Sueur 12-1, Norwood 11-10 and Jordan 21-11.

The first concrete highway pavement was being laid that week, the job starting in the Merriam area. Carol Brahs of the local produce concern made shipment of a carload of eggs that week. Elizabeth Blaha was a member of that year’s graduating class from the Rochester School of Nursing. Chas. Frank gave up his garage service here to engage in similar work at Excelsior, where his brother John was located. Belle Plaine automobile dealers were reporting a big season in new car sales. Chevrolet, Ford, Buick, Dodge, Packard, Nash and Rickenbacker all had agencies here. At Sacred Heart Church took place the marriage of Miss Margaret Connolly and William Devine. Catherine Connolly and Emmett Devine were the attendants. For the first time in the history of the local Presbyterian Church, one of its members, Joseph Frankland, was elected one of Minnesota’s delegates to the General Assembly of the church to be held in Philadelphia. Frank Schmidt, who had bought the old Cole farm atop the hill north of town, had engaged carpenters for a complete set of new farm buildings. Gertrude Neubeiser won a scholarship offered by the University of Minnesota for an allexpense-paid course in grand opera in Italy, which she accepted. Pat Murphy, 51, died at the home of his aunt, Mrs. D.D. Lucy, with whom he was staying during his long illness. Burial was at his old parish home of St. Thomas. The marriage of Miss Marion Fitzgerald, daughter of Barthley Fitzgerald of Jessenland, to James Savage took place at the Jessenland church. Many from the Belle Plaine community were at Jordan to attend the funeral of Mrs. Wm. H. Varner, nee Anna Heitland, age 50. The senior class play was staged in Dooley Hall and the audience taxed the capacity of that large building. The record attendance made admission receipts greater than any previous class play.

Letter to the Editor Dear Editor, Three years ago, in an effort to feed the kids in Belle Plaine who are food insecure, we began the backpack program with our schools. Currently we are feeding around 85 children, on a weekly basis, with bags of food to help sustain them at home. This project keeps going throughout the summer as bags of food are prepared at the food shelf for the kids. This Saturday, as part of the City Wide Garage Sale, the food shelf will be selling shoes,

on our front sidewalk, from 9-12. All the shoes will be sold for $5 per pair and all the proceeds will go to the backpack program. We think this is a pretty special project, as unfortunately a lot of our students are going hungry, due to no fault of their own. I hope that you can take some time to stop by, pick up some shoes for a great price, and help us continue the backpack program for another year! Sincerely, Betsy Ollhoff, President Belle Plaine Food Shelf

The countertops are part of a series of improvements taking place inside the 30-year-old Belle Plaine Fire Hall building. *City Administrator Holly Kreft reported that she received notification from the DNR that the city’s grant application to make improvements to the community Archery Park has been approved. She said the city will receive $5,600 to purchase block targets, additional signage and make handicap accessible upgrades. *Unanimously approved an amendment of the city’s and school district’s joint facilities agreement benefiting the local soccer program. The Belle Plaine Soccer Association had requested to use Heritage Square Park south of Highway 169 for youth soccer. Soccer was already included in the joint facilities agreement but an amendment was needed to specify Heritage Square Park and to address a storage shed the school district plans to place at the park. The community education program and city public works department will work together on the placement of the goals and shed. The soccer will be played in the northwest corner of the park. *Following a public hearing at which no one from the public spoke, the council unanimously approved an amendment to the ordinance pertaining to fences in the B-3 (Central Business) District. The design committee had recently recommended that it become “required that the design committee review plans for all future fences proposed to face public streets, alleys and sidewalks within the downtown area, and that the fences shall respect design standards contained in the latest Belle Plaine Design Manual. *After a second public hearing at which no one from the public spoke, the council unanimously approved resolutions and ordinance changes that address the duplication of authoritative and administrative processes between the city’s economic development authority (EDA) and housing and redevelopment

authority (HRA), the former of which meets monthly and the latter annually. “The HRA and EDA have discussed and approved the concept of the EDA exercising housing and redevelopment powers and HRA retirement. This creates more efficiency in local government and keeps HRA agenda items at the forefront on a monthly versus annual basis, reported Community Development Director Cynthia Smith-Strack. *Unanimously approved a resolution designating 0.27 miles of Laredo Street (from South Street to Enterprise Drive) as a Municipal State Aid (MSA) street in the city. Each year, the city engineer reviews MSA street designations and in 2016 the city had a balance of .36 miles available, based on the city’s street classification and usage. It was requested by the city (and approved by Mn/ DOT) that the above stretch of Laredo Street be added to the city’s MSA system, making it eligible for MSA allotments. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. May 2 in the City Hall building at 218 North Meridian Street downtown.

St. Thomas by: Loni Graham Masses at St. Anne’s in Le Sueur are Saturdays at 5:15 p.m., Sundays at 8 and 10:30 a.m. with Father Andrew Stueve. Mary Ann Nasinec has been laid to rest at the Calvary Catholic Cemetery in Montgomery on Monday, April 18. Mary Ann was hardworking, and the friendliest, kindest, most patient and tolerant waitress we’ll ever know. This writer first met Mary Ann when she’d help us find good comic books at Ruuhela’s dime store in Montgomery in the 50’s, we called it “Ruuhela’s big step store. Later waitressing at Town’s Edge and The Dinner Bell, much later she’d come with Alvin to Pioneer Power meetings. She lived her whole life in the Montgomery community. Our sincere sympathies to Alvin, her life’s partner and husband, and to their family. Bob Leary has been laid to rest at Calvary Cemetery in Le Center after a Mass of Christian Burial Tuesday, April 19. Highly respected for his integrity. Folks enjoyed his quiet humor, his well known 100 percent Irishness and the high level of respect he’s earned for his opinion and knowledge. Bob Leary’s

name was a household name in homes across Le Sueur Country when he served as the County Extension Agent. Davie Connelly bought a nice home in Henderson on 7th Street and has moved from the Clayton Denzer farm to Henderson this last weekend. The house has a huge front porch, when time allows, Davie plans on keeping it full of friends and beer. Welcome back to Henderson again, Davie. Kevin, Cari, Katelyn and Madelyn Landwer of Mankato and Tom and Loni Graham attended the 13th annual High Island Arena Rodeo west of Henderson on Friday evening. Patrick, Jodi, Andy and Anna Baumgard of Buffalo joined them and we all enjoyed the play “Mary Poppins at MSU in Mankato on Saturday. Our gratitude to Tammy Simon and crew, who were spotted cleaning road ditches near St. Thomas Wednesday afternoon. More traffic has been passing through St. Thomas recently, folks on the way to the Swap Meet at Le Sueur County Pioneer Power Showgrounds, this coming Friday through Sunday. If you can’t find it at the showgrounds, it probably doesn’t exist. See you there.

Union Hill by: Edna Weiers St. John’s Catholic Church St. Scholastica Church Father Dave and Deacon Bob Saturday Mass, 8:15 p.m. at St. John’s Servers: Brad and Samantha Kubes Sunday Mass, 8 a.m. at St. Scholastica Servers: Billy and Steven Odenthal Sunday Mass, 10 a.m. at St. John’s Servers: Abby Knutson, Jeff and Timothy Cram and Will Fahey Wednesday Eve Mass at St. John’s 5 p.m. and confessions after. We extend our condolences to Norm and Deanie (Weiers) Sticha at the death of their grandson Braden Flicek and to Braden’s parents Craig and Kristine Flicek. A First Holy Communion celebration for Jeremiah Stuber, son of Ben and Tanya Stuber, and cousin Claire Motz, daughter of Rick and Amanda Motz was Saturday at the Stuber home on Cedar Lake. Parents, grandparents and great-grandparents, aunts, uncles and cousins enjoyed the afternoon. Our 10 a.m. Mass Sunday here at St. John’s was beautiful with the St. Wenceslaus choir and several of the St. John choir members, Steve Skluzacek on the trumpet with Dave Bard on the organ and Debbie Gregor directing the choir. Sydney Smith, daughter of

Dan and Bridget Smith of Shakopee and granddaughter of Flavian and Edna Weiers of Union Hill, received the sacrament of Confirmation at a beautiful Mass at the Cathedral of St. Paul on Sunday, April 17. Archbishop Bernard Hebda and Bishop Andrew Cozzens administered the sacrament to 205 young men and women from five different Minnesota parishes. Sydney received her Confirmation preparation through the Faith Formation program administered by the Parish of Saints Joachim and Anne in Shakopee. In attendance at the Mass were Dan, Bridget and Leah Smith, Sydney’s aunt and sponsor Audrey Zurn of Belle Plaine, Edna Weiers from Union Hill, and Ken and Sandy Smith from New Brighton. Humor Corner: Ole was gaining a lot of weight so his doctor put him on a diet. The doc told him “I vant you to eat regularly for two days, then skip a day and repeat this procedure for two veeks. This should help you lose at least five pounds. When Ole returned in two weeks the doctor was shocked when Ole had lost 40 pounds. “Vhy that’s amazing, the doc said. “Did you follow my instructions? Ole nodded. “I’ll tell you doc, I thought I vuz gonna drop dead the third day tho. “From hunger? the doctor asked. “Heck no, it vuz from all dat dang skipping.

Cologne Starts Long Process for New Wastewater Facility There is still a long road to travel before the Cologne City Council addresses the final OK for the wastewater treatment plant it will no doubt one day build. Monday evening (April 18), the council took an early step aimed at minimizing the financial impact to the city and keeping its financing options open. The council approved a facility plan for the future plant and directed its contract engineers from Bolten & Menk to notify the Minnesota Public Facilities Authority (PFA) of Cologne’s plans to eventually build a new wastewater treatment plant. Notifying the PFA keeps Cologne in the mix for possible funding through future grants, low-interest loans or bonds, said Jake Saulsbury of Bolton & Menk. Without the approved facilities plan, PFA won’t hold a place for Cologne’s anticipated facility. While the move may be considered a formality, it shows both the PFA and citizens the city is serious about addressing its needs for a new wastewater treatment facility. Cologne’s existing waste water treatment plant adjacent to Meuwissen Lake just north of Highway 212 on the city’s west side. As the city grows, the 20year-old plant is challenged to meet state standards for discharge of phosphorus. Saulsbury said the concrete portions of the facility are fine, but the equipment in the existing plant is nearing the end of its functional lifespan. Estimates show the city won’t need the new plant until Cologne adds another 200 houses or the city’s population doubles to about 3,000 people. “It could be a couple years. It could be more. Who knows, Saulsbury said after the meeting. The council unanimously approved Bolton & Menk’s Option A, a $9.89 million facility. Option A is expected to cost $442,000 to operate annually. It is similar to the plant the city has now, but will be able to handle a greater capacity. Option B was proposed to cost $8.56 million to build but is expected to cost $610,000 in annual operational costs, thanks to an additional membrane filtration system. Another option would be to hook up with the Metropolitan Council’s wastewater treatment facility. But that would require

piping wastewater to the Met Council’s nearest facility, in Carver. Saulsbury estimated the construction of a forced main system with lift stations to move wastewater to Carver would cost in excess of $10 million plus the Met Council’s fees for treating the wastewater. In other action at the April 18 meeting, the Cologne City Council: • Paid bills totaling $41,936.86. • Granted a request from The Harmsen family to place memorial benches in city parks or along trails. The family will work with resident Bernie Shambour, the city’s former mayor, on a design similar to

benches he placed near Benton Lake. • Tabled a decision on accepting a quote from Vos Construction of Green Isle for new doors in Lewis Hall, the home of the city’s fire department. • Discussed front office staffing. • Discussed the lease payment and use of the Lamar Outdoor Advertising billboard on city property on the north side of Highway 212. • Granted requests from the Cologne Lions Club for charitable gambling permits for July 30 and Oct. 22. • Renewed liquor licenses for several businesses in the city and the Cologne Hollanders baseball club.

It is up to the individual to decide when to begin receiving Social Security beneďŹ ts. A person can take a reduced beneďŹ t as early as age 62. Or, a former employee can claim a full beneďŹ t at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger beneďŹ t. Bear in mind that, once you elect to receive a reduced beneďŹ t, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you beneďŹ t from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years ďŹ lled with a mix of travel, sports, and education. How will you spend your retirement years, and how can you fund those years? Social Security may ďŹ ll only a limited amount of your ďŹ nancial demands. Belle Plaine Improves to 6-0 by Dan Ruud The Belle Plaine High School baseball team has gotten off to one of its best starts in program history as it posted four more victories this past week to improve to 6-0 on the season, 2-0 in the Minnesota River Conference. The Tigers were scheduled to travel to New Ulm for a nonconference game Tuesday after this edition of the Herald went to press. Next up for Belle Plaine are three straight MRC games at home against Tri-City United this Thursday, Sibley East next Monday and Jordan April 28. All three games are scheduled to start at 5 p.m. Tigers 7, St. Peter 2 A single by Jon Vinkemeier and a run-scoring double by Aiden Ladd in the top of the first inning put the Tigers ahead to stay during a 7-2 rout of the Saints in St. Peter last Tuesday.

Both teams scored a pair of runs in the fourth inning before Belle Plaine sealed things with three in the fifth and one in the seventh. Mitchel Stier had three hits, including a double, and four RBI to lead the Tigers. Luke Narveson, Wes Sarsland and Jon Schmidt each had two hits. Nathan Herman, Brody Curtiss and Josh Juaire also contributed to the Tigers’ 14-hit barrage. Stier also got things done on the mound as he pitched the first four innings to earn the win. He allowed two unearned runs, four hits and one walk. He struck out six. Vinkemeier and Herman combined for three scoreless innings of relief. “We put a lot of good swings on the ball and overall had a very good game defensively,” said Tigers coach Pat Schultz. “The only lapse defensively came in the fourth inning and

directly led to their two runs, but the boys did a great job overcoming it and extending the lead with the big fifth inning.” Tigers 5, Fairmont 1 Curtiss started on the hill and did not give up a run until the top of the sixth inning, by which time Belle Plaine already led 5-0 Friday night at Tiger Park. Curtiss picked up the win after allowing one run on four hits and two walks in 5 1/3 innings. Vinkemeier pitched the final 1 2/3 innings, allowing three hits and no runs. Both teams had seven hits. Curtiss, Ladd and Herman each had run-scoring doubles, while Narveson added one hit, was hit by a pitch, stole two bases and scored twice. Vinkemeier,

Tigers Drop Two of First Three by Dan Ruud The Belle Plaine High School softball team did not get the 2016 season started the way it envisioned as it lost to rival Jordan 2-0 and New Prague 6-3 last Tuesday and Thursday, respectively. Things changed drastically Friday as the Tigers pulverized Waterville-ElysianMorristown 15-2. The Tigers, 0-1 in the Minnesota River Conference, 1-2 overall, were scheduled to

travel to Mayer Lutheran for a MRC game Tuesday after this edition of the Herald went to press. The Tigers will have their long-awaited home opener when Tri-City United comes to town for another MRC game this Thursday. Belle Plaine will be at Watertown-Mayer next Monday and at home against Sibley East next Tuesday. All the above games are set to begin at 5 p.m.

Jordan 2, Tigers 0 Belle Plaine had runners in scoring position multiple times but could not come up with the clutch hit as Jordan, with a pair of runs in the bottom of the sixth inning, defeated the Tigers 2-0 last Tuesday in Jordan. Belle Plaine left seven runners on base. The scoring threats for the Tigers lasted to the very end, when in the top of the seventh inning they stranded runners on second and third to end the game. The frame before that Jordan’s Mollie Huss came to the plate in the same situation and drove in the game’s only two runs with a hard-hit single. Belle Plaine had five hits to three for Jordan. Accounting for the Tigers’ hits were Elizabeth Johnson, Kaylee Hentges, Maddi Lark, McKenzie Koepp and Maddie Haller, the latter of whom was the losing pitcher despite allowing only three hits and two walks while striking out seven. Senior captain Paige Pitlick pitched the shutout for Jordan. New Prague 6, Tigers 3 The Tigers’ scoreless stretch to start the season lasted 13 innings before they finally tallied three runs in the top of the seventh at New Prague Thursday, but the damage had already been done as the Trojans were already leading 6-0.

Belle Plaine third baseman Elizabeth Johnson threw to first base for an out last Tuesday at Jordan.

A Ropin’ & A Ridin’

Laurie Devine is beginning what she expects will be a two year garden restoration project at the Hooper-Bowler-Hillstrom House in Belle Plaine’s Court Square Park.

Devine Beginning Two-Year Project at Historical House B.P. Woman Bringing Garden Back to Life

It’s the kind of garden Frances Brandl had in mind when Belle Plaine residents organized in the mid-1970s to preserve pieces of their community’s history. Brandl, an early member of the Belle Plaine Historical Society, started and took care of the garden for many years. She was honored with a cement plaque in the garden. It states, “Frances Brandl’s Old-Fashioned Garden.” Today, 40 years later, Laurie Devine is bringing that vision back to life at the historic Hooper-Bowler-Hillstrom House in Court Square Park. She’s beginning a garden restoration project that will likely take two years. Just below the sidewalk on the north side of West Court Street, a garden contains the types of annual and perennial plants commonly found in gardens when the historic house was built in the late-19th Century. The garden itself was originally established a year after the Belle Plaine Historical Society was formed in 1975. The only original garden on the property is the vegetable garden on the north side of the house. It dates

back to the late-1800s. With no specific person caring for the flower garden over the past few years, the 20-by-40 foot garden has become overgrown with weeds and other vegetation that likely got its start thanks to wind-blown seeds. “It needs some help,” Devine said. “It’s sad to see this be unkempt.” The garden is home to “oldfashioned flowers” like fern peonies, lilies, daisies, tulips, and iris, Devine said. She plans to add long-established plants like hollyhocks, four-o’clocks, zinnias and maybe sunflowers. A small, brilliant blue plant has already bloomed in the garden. Devine’s not sure what its name is. But she knows how to find out.

Complementing Interests

Devine is a member of the Belle Plaine Historical Society. More pertinent to the project is her status as a master gardener. She earned that distinction thanks to training through the University of Minnesota Extension Service. Both interests will come in handy in her garden project. “I have great respect of history and a great love of land. I want to try and make the land beautiful again,” she said.

The garden has one important benefit on its side – water. Years ago, Harold Kruschke and the society convinced the city, which owns the historic house and the land around it, to extend a water line from the house southwest to the garden. The line seems to need reestablishing, Devine said. The first part of the project is identifying what is currently growing in the garden. She plans to cut back and remove many of the plants not intended for the garden. They’ll be displayed and available for a donation at the farmers market the Belle Plaine Historical Society will be running Wednesday afternoons in the parking lot outside the historic house. “The day lilies have gone everywhere,” she said. The second phase of the project includes planting. Devine expects that portion of the project will begin next spring. She’ll work on it some weeknights and, weather permitting, weekends. It’s an ongoing project,” she said. Devine is gladly willing to accept assistance with the garden project. The society is also accepting donations for plants that will be planted next spring and the existing plants that will be removed and potted. “When it’s done,” she said, “this will be really nice.”
