Belle Plaine Man Killed in Hit-and-Run on Highway 169 A Belle Plaine man walking along Highway 169 was hit and killed before sunrise Sunday morning. Investigators are looking for the driver and vehicle involved in the crash. Derek J. Fath, 29, was killed near the intersection of Highway 169 and Belle Plaine Trail. The crash was reported at 5:15 a.m. The vehicle that hit Fath was in 169’s northbound lanes, according to the Minnesota State Patrol. The state patrol believes the crash occurred between 4:30 and 5 a.m. and that the highway was dry. Ashley Hiemstra, Fath’s girlfriend, said he was on his way home from a friend’s house. Hiemstra said Fath has a son who will soon celebrate his second birthday.
Friends and family took to social media to mourn Fath’s tragic death and urge whoever hit him to call police and admit they hit Fath. A friend of Fath’s, Tracy Flynn Bergland wants people to be on the lookout for a vehicle with unexplained damage. She hopes the driver will admit to the crime. “I pray you see the kind, loving person he was. I pray you see the amazing father he was to his sweet boy,” she posted on her Facebook page. “I pray you see the grief that his family and friends are now dealing with because of the choice you

Chris Meyer Top VoteGetter in Primary
Belle Plaine mayoral candidate Chris Meyer received 309 votes to 126 for incumbent Mayor Mike Pinglaore in last Tuesday’s primary election at City Hall. Mark Gerdes, who received 19 votes, was eliminated. Meyer and Pingalore will square off in the general election on Nov. 8. Twelve percent of registered voters cast ballots in Belle Plaine, which was well above the state average. Turnouts for primary elections are typically low. A total of 447 people cast ballots in Belle Plaine on primary day and there were 21 absentee ballots. At the start of the primary, there were 3,630 registered voters in Belle Plaine and 21 more registered on that day. “The primary had only 12 percent of the registered voters turnout,” Pingalore said. “I believe the majority of the
citizens in Belle Plaine see the difference I have made over the last four years as mayor and will continue to support my efforts in growing Belle Plaine for the future.” The fact Meyer received 68.06 percent of Tuesday’s vote to 27.75 percent for Pingalore does show a clear advantage for the challenger heading into the final 12 weeks of the campaign season. “I was very pleased with the primary numbers,” Meyer said. “I continue to hear that people like the idea that I will bring back ‘pro-active’ government versus the ‘re-active’ model that is currently in place. Things look good heading to the general election in November.

Ground Broke for Ridgeview/Lutheran Home Campus by Dan Ruud Fifteen days after a “ribboncutting” ceremony marking the opening of a second overpass in Belle Plaine, a “ground-breaking” ceremony was held just a little more than a football field length away to mark the start of construction of a nearly $20 million medical clinic, wellness center and senior housing campus at the northwest corner of the intersection of Highway 169 and County Road 3/Meridian Street. Officials from Ridgeview Medical Center, The Lutheran Home Association and the City of Belle Plaine, some with gold shovels in hand, and others gathered at the site Thursday morning to ceremonially flip some dirt to commemorate the start of real earth-moving this week. Excavation and tree removal for what will be one of the biggest building projects in Belle Plaine history got underway Monday. Plans call for a mixeduse development that will include a three-story, 54-unit senior independent living center, a 12,900-square-foot medical clinic with future vertical expansion, and a 10,000-squarefoot health and wellness center. Ridgeview Medical Center (medical clinic and health and wellness center) and The Lutheran Home Association (senior housing facility) are teaming on the project. The senior care center is proposed to be constructed over a 36-space underground parking facility (there will also be 167
City Council Orders Final Plans for 2017 Street Improvement Work Veterans Park Helicopter to Get a Makeover by Dan Ruud The Belle Plaine City Council Monday night unanimously directed the city engineer to prepare the final plans and specifications on the city’s proposed 2017 street and utility improvement project. The project is estimated to cost a little over $1.2 million, about 72 percent of which would be paid for by the city and 28 percent by benefitting property owners. The project area would include West Main Street be-
tween Buffalo and Crest streets, and Elk Street between West Main and State streets. Prior to the public hearing that preceded the council’s vote, City Engineer Joe Duncan gave the audience of about two dozen people from the project area an overview of the proposed improvements and why they need to be done. He presented photos of poor street conditions and structural deficiencies in the infrastructure. Although no one from the audience expressed opposition to the need for the project, a few did speak regarding their assessments and the terms, which will be further addressed at the final assessment hearing that will be held when the project
is nearing completion and final assessments are known. A woman who lives on West Main Street told the council her preliminary assessment is nearly $9,000, which is on top of some $4,000 she was assessed for an improvement project a few years ago. She said her family is considering selling the house in the near future and that the assessments will make it difficult to sell. Duncan said there is an assessment appeal

living facility is $11 million. The contractor for the project is Catalyst Construction of Milwaukee, Wis. The campus is expected to be completed by next July. The first to speak at Thursday’s ceremony was Ridgeview President and CEO Robert Stevens.
“We’re very, very pleased to be a part of Belle Plaine going forward,” said Stevens, who praised the City of Belle Plaine‘s “foresight” in initiating the project and The Lutheran

A Turbulent River Fishin’ Contest by Dan Ruud The river was on the rise from start to finish at this past Friday’s and Saturday’s 41st annual Belle Plaine River Fishin’ Contest, and with it came a potent current carrying uprooted threes, branches and other debris downstream. To top it off, it rained the first several hours of the contest, quit for a while and resumed raining in the late-night hours. The rise in the river was due to soaking rains in much of the Minnesota River Valley earlier in the week. One fisherman said he was tracking the rise of the river with a stick, and that it was coming up about 1 1/2 inches an hour late Friday and early Saturday. But all the above, which was the talk of the day at Court Square Park (contest headquarters) on sunny Saturday, did not prevent the capture of three flathead catfish in excess of 41 pounds, five in excess of 31 pounds and eight in excess of 22 pounds. All three 41-pluspounders were weighed only minutes into Saturday’s 8 a.m. weigh-in start, which continued until 4 p.m. There were 207 registered participants in the contest. The $2,000 grand prize went to Joe Krueger of Pipestone, who hooked and reeled in a 42.45-pound flathead sometime between 2-3 a.m. Saturday from a boat “not far” from the Belle Plaine river bridge. That was as specific as Kruger would get when asked about his fishing location. He said he used a chub for bait. Less than a pound behind Krueger’s fish was a flathead caught by last year’s winner, Chris Baynes, of Mankato. His fish tipped the scale at 41.55 pounds. His winning flathead last year was 41.50 pounds, good for $2,000. This year’s catch netted Baynes $800. The third-place flathead, good for $400, was caught by
Steve Martin of Farmington. It weighed in at 41.20 pounds. What was advertised as an Alumacraft canoe for the captor of the 10th largest catfish was changed to an Alumacraft Jon boat. Winning it was Linus Anderson of North Mankato with a 27.35-pound flathead. Receiving a D&H custom river rod for reeling in the fourth largest catfish was Ethan Passon of Mankato with a 39.40pound flathead. Catching the largest catfish that is not a flathead was Alex
Schlueter of Montrose with a 15.25-pound channel cat. It was the 21st largest fish caught in the contest. Catching the fifth through ninth largest catfish, all good for $60, were Jake Robinson of Shakopee (37.35 pounds), Brian Streit of Mankato (36.80 pounds), Kyle Baynes of Elko New Market (35.00 pounds), Bill Swalve of North Mankato (31.65 pounds) and Terry

‘Journey for Jugs’ in Susan G. Komen 3-Day Walk
There will be times when the women are tired. They will be weary, sore in all the wrong places and uncertain if they wish to take another step in their 60-mile walk raising money for the Susan G. Komen’s efforts to find a cure for the disease and help those who face it daily. But they will take another step. And another and another. And when they complete the 60-mile walk, they will celebrate. They will reflect on the effort Sunday night at Sparetime Tavern, their unofficial headquarters. A team of seven women from Belle Plaine – six who will walk -- will collectively raise about $14,500 participating in the annual Susan G. Komen 3-Day Walk® Friday through Sunday (Aug. 19-21). The team
includes Danielle Renne, Ann Renne, Mary Otto, Katie Otto, Claire Otto and Jill Wenninger. Jodi Schauer had a baby in June. She was unable to prepare her body for the physical demands of walking 60 miles over three days. Danielle, Ann, Jodi and Jill are veterans of past 3-Day walks. Danielle has walked the 3-Day a half-dozen times. She’s had the dates noted on her calendar for several months. “I did it the first time in 2009. To not do it wouldn’t seem right,” she said. This is Jill and Ann’s second 3-Day walk. Danielle has completed the walk a half-dozen times. The Ottos are making their first go at the Susan G. Komen 3-Day. Mary Otto prays her daughters will never face the diagnosis she and her mother received. The veterans in the group talk fondly of previous walks where groups of area residents – people they don’t know and may never see again – will be
cheering them on as the walkers make their way through suburban neighborhoods. They spoke of a suburban neighborhood where a group of residents prepared and served the walkers Jello shots. There’s also a neighborhood where a resident dons a pig’s nose, a cape and pink Zubas to entertain the passing walkers. “It’s challenging, but I’m always overwhelmed by how many people show up,” Danielle Renne said. They are bolstered by the emotional opening ceremony and the feeling of accomplishment in reaching the closing ceremony at Harriet Island where the anticipated field of nearly 1,000 walkers are honored for their efforts. “Walking into the closing ceremony is just unbelievable,” Ann Renne said. They are all walking for some-

Road Work A crew from Dvorak Excavating of Henderson installed riprap to protect the ditches along Steppelmann Boulevard. The rock will help hold the sandy soil in place during periods of heavy rainfall. The ditches along the road and elsewhere in Blakeley Township were severely compromised during a storm in June of 2014. Not far from where Dvorak Excavating was working, a Scott County project to stabilize soils along County Road 6, also in Blakeley Township, is underway.
A 50th Bash The Belle Plaine Community Swimming Pool held its 50th anniversary party Friday afternoon, during which admission to the pool and an inflatable obstacle course was 50 cents for the entire afternoon. Light rain showers during much of the afternoon kept attendance down but did not keep some diehards like Aryanna Bachand and Josh Hennes of Belle Plaine from racing through the obstacle course and partaking in other activities – rain or shine.

Family History
There is cancer on both sides of the Renne family. Their aunt, Karla (Renne) Krohn and great aunt Ruth Effertz are cancer survivors. Mary Otto is a cancer survivor. So is her mom, Mary Jo Morris. They all know people in Belle Plaine, friends and family alike, touched by cancer. “We’re doing this for the people we know, our relatives and for the future,â€? Mary Otto said. “We walk for the future.â€? Otto was diagnosed with breast cancer in January of 2014. Her philosophy since then has been to deal with the disease and its impact on her life one day at a time. Her mother was diagnosed with the disease 30 years ago. Each walker is expected to raise $2,300 in pledges to participate in the three-day fundraiser. The members of Journey for Jugs have held events to raise money. In November, with the help of Coborn’s and Borough Bowl, they hosted a beer and wine tasting event. In February, they hosted a kettle bells event. In April, the group hosted a volleyball tournament. Garage sales were held in April and May. Schwan’s is making a donation based on sales. The walk begins Friday morning (Aug. 19) at Southdale shopping center in Edina. The walkers will make their way on a pre-planned route toward the University of Minnesota campus. They’ll be bused to spend the night camping at a secured site in Maplewood. The second day will take Journey for Jugs through the northeast metro area, through Roseville, Shoreview and other suburbs before they are returned to their campsite in Maplewood. They have all been preparing for several weeks, logging miles walking around the community. They are hoping for mild weather. Danielle Renne knows what a 60-mile walk spread over three days does to the body. She’s counting on tired feet, sore shins and stiff muscles from head to toe. Ann Renne joked about the walk’s physical challenge being B.P. Fire Department akin to childbirth. Relief Association Otto, a self-proclaimed virgin (3-Day walker, expects she’ll 52 CLUB RAFFLE be able to handle the rigors of Winner - $100 the fund-raiser. Earlier this year, Jason Voigt, a Green Isle resident who drives a truck for a living, asked the city council what the weight limits were on various city streets. The council had no answer. Last Tuesday (Aug. 9), the city council directed Green Isle City Attorney Ross Arneson to draft an ordinance setting weight limits on city streets at seven tons per axle, unless speciďŹ cally noted otherwise. The council will revisit the proposal for additional discussion and possible approval at an upcoming meeting. The city was at a loss when the request came from Voigt, who lives on Western Avenue. The street is one of the most degraded in Green Isle. It needs signiďŹ cant and expensive repair. Voigt told the council earlier this year he avoids driving his truck on Fourth Street and Western Avenue when it is loaded. He was unaware of any weight restrictions on city streets. Voigt wants the city to produce a map of its streets that include weight limits on each street. “There has to be a map. There has to be a record of it somewhere. Somebody has to know,â€? he said. The city learned weight restrictions on highways 5 and 25 through Green Isle are 10 tons per axle, said Bert Panning, the city’s clerk-treasurer. County Road 11 was designed and built as a nine-ton per axle road, he said. Panning’s research did not uncover any speciďŹ c weight limits for city streets, some of which, like Western Avenue and Cleveland Avenue, have compromised bituminous surfaces and questionable sub-surfaces. Panning noted Voigt asked a good
USDA Rural Development is gearing up to help local homeowners ďŹ nance home improvements through low-interest loans and grants. Grants are limited to elderly homeowners over the age of 62, and can only be used to remove health or safety hazards or remodel dwellings to make them accessible to household members with disabilities. The maximum grant is $7,500. “Now is a good time for homeowners to evaluate the need for necessary repairs or replacement of items such as a roof, electrical, plumbing and siding,â€? said Chuck Phillips, Area Director for Rural Development’s Southeast Area. “Energy efďŹ ciency improvements through replacing windows and insulation also qualify. Funds can also be used to replace a furnace, sanitary disposal system and to make homes handicap accessible.â€? Phillips added that applicants

question, one the city should be ready to answer should it receive the query again. “Now would be the time to list the streets and set the limits, he said. Councilor Mark Wentzlaff supported setting a limit, but asked who and how the city would enforce the limit. The council said enforcement would include signage and a sheriff’s deputy assigned to Green Isle. Voigt said he could accept the seven-ton limit. “To me, that’s about right for a town like Green Isle, he said. The council decided setting general per-axle weight restrictions would be easier than establishing truck routes, a move Arlington previously used. The council decided the seven-ton per axle limit provided the city a better option than a truck route, especially for truck drivers that live in Green Isle.
Got a Good School Bus to Sell?
Hoping to assist Green Isle Community School, the city council is supporting the school’s efforts to acquire a sound, previously-owned bus to transport students from the area to the school. As a cost saving measure, the tuition-free public charter school wants to acquire one bus, either via purchase or lease, rather than rent two buses. It is ďŹ nancially unable to afford the purchase of a new bus. City Attorney Arneson’s research indicates the city is not restricted from helping the school acquire a bus. His re-
search was supported by counsel from the League of Minnesota Cities. The city can buy a bus outright or lease the use of a school bus. “It’s a gray area,â€? he said. Green Isle’s interest in the school is grounded on student aid that helps fund bonds the city issued over a decade ago to renovate and reopen the closed school building. The availability of busing brings more students to the school, said Mayor Dale ZumBerge. The school is expecting over 60 kindergarten through sixthgraders this coming fall. Councilor Mark Wentzlaff supports the acquisition of a school bus for the charter school, “for the right price.â€? Council members will revisit the issue at an upcoming meeting. The council meets again Aug. 23. In other action at the Aug. 9 meeting, the Green Isle City Council: • Paid bills totaling $30,937.13. • Approved an increase in ďŹ reďŹ ghter pension. The increase moves the pension of vested (20 years of service) retired ďŹ reďŹ ghters from $1,050 to $1,100 effective Jan. 1, 2017. The pension is paid in a lump sum. • Heard a report on ongoing nuisance ordinance cases. • Heard a report on the city’s new speed sign. • Received a report on building permits issued this year. The city has issued 29 building permits this year, most for home improvements. One of the permits was for a new house.

Old Dutch Foods was donating 173.7 acres to Scott County that was valued at $235,000. The land was within a mile of the Dakota County line in Credit River Township. “I don’t know what we’re going to do with it but there are no strings attached. We could sell it and use the money to offset other county expenses,â€? said Scott County Commissioner William Koniarski. Ten-year-old Troy A. Scott County HHW is Growing to serve you better! (Thank you for your patience) The Scott County Household Hazardous Waste (HHW) Program has been serving local residents and businesses since 1992. For the ďŹ rst few years, HHW collections were held two-times-per-year, in the parking lot of the County Highway Department. However crowds soon outgrew that temporary location. Our permanent HHW Facility was constructed and opened in 2001, operating 2x per week. After a few years that schedule was expanded to 3x per week. Now, after 15 years of serving Scott County residents, and almost 10 Million pounds of hazardous waste collected, we have simply outgrown our originally facility. Scott County will be expanding our HHW Facility this fall, so that we can serve you better in the future! This project will offer three areas of improvements; a larger area for participant drop-off, a turn-around loop for better trafďŹ c ow, and an expansion of our building to provide additional storage space.
Because of the construction work associated with this expansion project, the HHW Facility will be closed from September 1, 2016, through January of 2017. In the meantime, please visit our HHW web site at www.scottcountymn.gov/HHW for the latest construction schedules, information, and updates. We look forward to seeing you in 2017! Orchard Takes Scott County to Court Over Wedding Permits Owners Claim Scott County Wrongly Denied Permits, Defamed Minnesota Harvest Orchard
The future of Minnesota Harvest’s ability to host weddings and receptions at the apple orchard in St. Lawrence Township just northeast of Belle Plaine will likely be decided in a courtroom. Last Monday (Aug. 8), the orchard’s owners – representing the trust that controls the orchard – filed suit against Scott County in U.S. Federal Court. The orchard’s owners, Susan (Sponsel) Kelly and her family, claim Scott County is improperly denying them the permits needed to host weddings and receptions at the orchard even though the county knows the orchard has been hosting weddings for several years. They also claim County Auditor Cynthia Geis defamed the orchard by informing Jordan Mayor Tonya Velishek the county would not allow Minnesota Harvest to hold her wedding at the orchard, a statement Minnesota Harvest contends was false. The lawsuit comes as the county contemplated seeking a court injunction ordering Minnesota Harvest to stop hosting weddings, said Commissioner Joe Wagner of Sand Creek Township. The orchard is seeking the court to allow it to host weddings, payment of damages in excess of $75,000 and reasonable legal fees. In 1991, Minnesota Harvest was granted a conditional-use permit that allowed for the purchase and consumption of food products and various forms of “entertainment” associated with the operation of the orchard.
Minnesota Harvest contends the state recognizes weddings as a form of entertainment. In the lawsuit, the orchard claims the county wants to reopen the conditional-use permit that allows Minnesota Harvest to host events and entertain people visiting the orchard. The orchard expects to host about 80 weddings this year, each drawing audiences ranging from 50 to 350 people, the lawsuit states.
No Fire Suppression
The orchard is hosting weddings in a barn built in 2013 for equipment storage. The building is without fire suppression. Besides the need for fire protection – both in the new barn and The Lodge building -- Scott County is also concerned about the state of the orchard’s septic system because of the increased use from weddings attendees compared to orchard guests. The county also has concerns about traffic management and suggested the eventual need for turn lanes to and from Old Highway 169 Boulevard to the orchard. Minnesota Harvest has hosted events in the Lodge, a large concrete building. Orchard owners claim The Lodge is grand-fathered in and does not need fire suppression or an updated septic system. The septic system failed a test in 2011. The orchard contends the issues associated with the failure have been addressed. Minnesota Harvest also disagrees with the county’s assertion that the use of The Lodge has changed and new requirements are now invalid. It also says county requirements that adjustments in the plumbing from the cider press house to the septic system are not necessary. Minnesota Harvest was in the
process of seeking an amendment to its existing CUP earlier this year. But the orchard abruptly withdrew its application rather than reopen it, a process orchard’s owners fear would allow the county to consider and OK conditions that orchard claims are too onerous and will cost in excess of $750,000 to complete. The orchard purchased a retired fire truck to address the county’s concern over fire suppression. Minnesota Harvest claims the county’s unwillingness to issue the needed permits is arbitrary and capricious and violates its rights under the 14th Amendment to the U.S. Constitution. The orchard claims the county has rejected any efforts to reach an agreeable settlement unless it open its 1991 CUP, a step Kelly previously said the orchard will not take. Marty Schmitz, Scott County’s zoning administrator, previously said the county was working with Minnesota Harvest to find an agreeable settlement to the permitting issues. That effort ended when the orchard withdrew without warning its application to amend the 1991 CUP. Minnesota Harvest is also contending Geis improperly told Velishek the orchard would not be allowed to host her wedding. The statement was made, the suit contends, while the orchard was negotiating with the county in an effort to address Scott County’s concerns regarding permitting issues at the orchard. The orchard claims Geis’s “intentional misrepresentation” caused Velishek to cancel her wedding at Minnesota Harvest. Scott County Attorney Ron Hocevar declined comment on the Minnesota Harvest’s lawsuit. Kelly did not return a request for comment on the litigation.

School District Begins Plans for Next Phase of 1-to-1 Technology
Two years before the lease on the iPad minis every Belle Plaine Public School student and teacher uses expires, the school board is beginning the planning for the next generation of technology. The district invested just over $1.04 million to prepare for the implementation of a 1-to-1 learning initiative beginning with the 2014-15 school year. The money covered a four-year lease on the iPad minis and hardware for the wireless Internet system. The district chose Apple products, a decision board members and some staff may wish to revisit. At Monday’s all-day school board retreat in Victoria, board members and Superintendent Ryan Laager discussed spending the coming school year studying the district’s options for what to do with its investment in technology for the 2018-19 school year. The options include allowing the lease to expire and continue use of the iPad minis, replace them with new iPad minis or full-sized iPads, replace all or some of them with Chromebooks, or replace all or some of the iPad minis with laptop computers. The options include allowing some grade levels to stick with iPads while others may use a different product. The superintendent is supportive of keeping all the technology the same
in each building. The potential use of Chromebooks would take the district away from its investment in Apple products and the apps it has purchased for the iPads. The district spent over $30,000 on apps for iPads this year. “We are an Apple district. That’s part of the reason we went with the iPads (minis),â€? Laager said. The district will form a technology leadership committee to research the successes and shortcomings of the iPads and look at options for replacing them when the lease expires. The committee will make a recommendation to the school board in early-2017, which will then consider options in time to lease or purchase new equipment. Margot Hansen, the district’s director of curriculum and assessment, and Laager encouraged the board to include the teaching staff in all study and discussions of options on the technology initiative. Hansen said the staff has made a commitment to incorporate the technology into lessons plans. Board member Dan Giesen said any study on the use of technology should be based on how technology supports the district’s curriculum and not the curriculum being adjusted to ďŹ t the limitations of the technology. He also noted the board
will need to make sure staff has the time needed for training to make the best possible use of any change in technology. Director Dan Gardner, the school board’s chairman, encouraged the technology leadership team to visit with staff in other school district’s using iPads, Chromebooks or laptop computers to learn the advantages and shortcomings of each system. Laager said the district is committed to providing students and staff with a robust wireless Internet system and equipment to enhance learning. But he encouraged staff to be cautious in its planning. “You might think you want something until you get it, he said. The district also plans to focus its spending on technology. Currently, the district takes all the money it spends on technology from its general fund. Chuck Keller, the district’s business manager, wants to create a fund dedicated for technology spending. That way, he said, it can closely track spending on technology. The district spends over $550,000 annually on technology – an amount that includes software licenses, equipment, leases and more, Keller said. “You’d be amazed on what you can call technology, Keller said.

BELLE PLAINE HERALD, BELLE PLAINE, MINNESOTA
Scott County HHW Closing in September for Rest of 2016 Expansion of Popular Facility Will Require More Time Than Initially Expected The planned expansion of the Scott County Household Hazardous Waste Facility east of Jordan will take longer than expected. The county is closing the facility from Sept. 2 through January of 2017, said Greg Boe, manager in the county’s Household Hazardous Waste Program. The 5,800-square-foot building is about five miles east of Jordan on Highway 282 in Spring Lake Township, adjacent to Scott County’s public works facility. It has housed the county’s household waste, electronics and paint recycling programs since it opened in 2001. The building cost about $1 million back then. A state grant paid for about one-fourth the construction cost, Boe said. Plans call for expansion of the building to the north. The increased space will allow for safer movement of equipment in an area where chemicals and
hazardous materials are stored while awaiting proper disposal. A turn-around lane will be created on the west side of the building, allowing people with trailers greater ease of movement. Plans also call for expansion of the covered drop-off area on the south side of the HHW building. A second lane will allow staff to serve more vehicles. It will be covered, protecting electronics and other moisture-sensitive items. Scott County expects to spend about $1 million on the expansion and turn lane. Construction will begin in September and should be completed before the end of the year. The county began its household hazardous waste program in 1992. “For the first few years, HHW collections were held twotimes-per-year, in the parking lot of the county highway department,” Boe said. When the county opened the building 15 years ago, about 2,000 residents used it. Last year, nearly 12,000 residents took advantage of the household hazardous waste facility and the services the county offers. About 10,000 people used the

Gunman Robs Casey’s General Store in Carver A man dressed in a black hooded sweatshirt wearing sunglasses reportedly robbed a downtown Carver convenience store at gunpoint Sunday evening. A suspect has since been taken into custody. At about 8:16 p.m., sheriff’s deputies were dispatched to Casey’s General Store in Carver to investigate a report that a man to be about 25 years old
robbed the store of an undisclosed amount of cash. The man entered the convenience store and eventually approached the counter to purchase cigarettes. The man pointed a gun at the employee and demanded money. The employee opened the register and gave him cash from the drawer. He left the store on foot with the cash and cigarettes. No one was injured in the robbery.

process through the courts if that is the direction she wants to take. When asked what the life expectancy of the improvements is, Duncan said the new streets could last 40 years and the infrastructure possibly 70 years. If the final plans are approved later this year, Duncan said the next step will be to put the project to bid, which would be awarded in February, with work commencing in the spring. In other business Monday night, the council authorized the painting and reconditioning of the retired U.S. Army helicopter at Veterans Park. Luthy Sandblasting & Painting of Cologne submitted a quote of $7,000 to do the work. Belle Plaine veterans groups have stated they will donate $2,000 to the project, while the rest will come from the city’s park maintenance fund. Public Works Superintendent Al Fahey reported that the contractor will lift the helicopter off its concrete base and onto a trailer at $145 per hour. Some broken glass will also need to be replaced. “It is important to know that the city is responsible for keeping the helicopter up to military standards and in display condition,” Fahey said. *Unanimously authorized staff to seek candidates for a full-time (35 hours per week) public works employee. Last December, the council authorized staff to hire one full-time public works employee and the council would consider hiring a second full-time employee later in the year. Superintendent Al Fahey told the council that time should be now. “With the summer half over and looking where we are at with the workload, I propose to have the council consider not hiring a 40-hour position, instead advertise for 35 hours with the option to increase the employee to 40 hours if need be,” Fahey told the council. Fahey added that the department will go down to two seasonal employees (rather then four) at 20 hours per week, which he said “will be an overall reduction in expenses.” It will also reduce the amount of time training newly-hired seasonal workers. *Unanimously approved a new employment contract as presented by the Belle Plaine School District for Community Services Director Mindy Chevalier, who is also the high school’s assistant principal. The community services position, which was held by Nelson Ladd for some 30 years and last year by Chad Eischens, is paid for by both the city and school district. The city’s share of the costs for the position, under the new contract, will be $21,233 in 2016-17 and $21,521 in 2017-18. *Unanimously authorized the city engineering firm of Bolton and Menk to prepare plans for a design committee proposal to “uplight” eight (possibly up to 14) trees in downtown Belle Plaine. Public Works Superintendent Al Fahey reported that rather than “hanging” lights on the trees for decorative purposes,
a viable alternative is to “uplight” the trees from the ground up with LED lights. The lights would be installed in-ground with the availability of colored light streams. “The design committee requested Bolton and Menk to provide a ‘streetscape concept’ on how these lights would be placed along with an estimated cost,” Fahey reported. The chamber of commerce has already dedicated some of the funding for the project and more could be on the way if the project moves forward. The council will not make any further decisions until cost estimates for installation and light replacement expenses are known. *Unanimously approved a revision to the advertising on the scoreboard at Tiger Park baseball field. Interim City Administrator Dawn Meyer reported that Cambria has requested to place an ad on the scoreboard, which currently has the city’s logo on two panels. One of those panels will be replaced with Cambria’s logo along with acknowledgement of its recent donation of countertops for the refurbished rest rooms at Union Square Park. Dan Townsend of Townsend Printing submitted the low quote of $450 for making the new ad. *Unanimously approved placing into effect the city’s revised Design Manual, which describe’s the city’s vision for commercial development. The manual, which was placed into effect in 2008 and is 130 pages in length, is available for review upon request. *Unanimously approved the hiring of Clair Brazil, Nikolaus Friedges and Patrick Stoterau as part-time officers for the Belle Plaine Police Department. They will received $12 per hour for field training and then $19.29 per hour upon successful completion of the training. *Unanimously approved a resolution adopting the Scott County Hazard Mitigation Plan. The multi-jurisdictional plan includes a mitigation strategy, goals and objectives, as well as an action plan identifying specific mitigation projects and costs, etc. All participating jurisdictions are eligible to receive FEMA hazard mitigation assistance grants. *Unanimously appointed Izak Jirik as a lifeguard for the city’s swimming pool. “Due to the majority of lifeguards participating in falls sports, we are in need of additional lifeguards,” reported Public Works Director Al Fahey, adding that the intent is to keep the pool open until Sept. 2. *Unanimously approved a large assembly permit for Belle Plaine Festivals and Events for this year’s annual Harvest Festival Half-Marathon and 5K races on Saturday, Oct. 1, which will be headquartered at Court Square Park. Also approved was a temporary on-sale intoxicating (strong beer) liquor license for the event. Due to the Labor Day holiday, the next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Tuesday, Sept. 6 in the City Hall building at 218 North Meridian Street downtown.

Cologne OKs Rate Hikes to Help Repay Loan on New Water Plant Council Accepts Bids on New Plant; Work Could Begin This Year
The days of untreated, tainted city water are apparently numbered in Cologne now that the city council has unanimously accepted a bid to build a water treatment plant. Council members also OK’d rate and fee increases that will help repay the loan on the new facility. To repay a loan on a new water treatment plant, the city council approved at its Monday (Aug. 15) meeting fee and per-gallon increases on municipal water. The increases will bump the per-gallon charge on city water by $2 per 1,000 for the user of 5,000 gallons by 2019. The city passed along the same percent rate increase to all users, preferring not to overburden the larger-volume users. The fee hikes are a bit softer than the series of increases as high as 24 percent a city rate study recommended. The blend of fee hikes and rate increases were fashioned to minimize the rate hikes. “Most our large-volume users are businesses and we don’t want to do that to them,” City Administrator Jesse Dickson said after the meeting. The council also increased the per-month base rate from $11 to $14 beginning next year. It created a new plant fee of $7 per month in 2017, a fee that will increase to $14 in 2018 and beyond. The city is taking advantage of a 1 percent 30-year $7.4 million loan from the Minnesota Public Facilities Administration (PFA) to build the new plant. While the fee and rate hikes will help repay the loan and operational costs at the new plant, the city is also taking advantage of paying off of a PFA loan on the city’s wastewater treatment plant in the next few years. The new loan will also pay for a new groundwater well. PFA required the rate increases as a means of assurance the city could affords to repay the loan. Mayor Scott Williams said most Cologne residents want the plant built, though they are unhappy with the rate and fee hikes. “This is a good time to do it,” Williams said. The council unanimously voted to accept the $5.93 million bid for the treatment plant
from Di-Mar Construction of Hopkins. The company granted the city’s request to extend the 60-day window on holding its bid on the plant. The city plans to rebid the well. Mineral Services Plus of Green Isle had the low bid ($262,710) by $8,510. The bid is being contested so Cologne opted to rebid the project Aug. 30 to spare itself a potential legal kerfuffle. Work on the water treatment plant could begin later this year, Dickson said. The city is rebidding the well project later this month. The city is also banking on continued growth. The city council OK’d Hans Hagen Homes’ request for preliminary plat approval on Village at Cologne North, a housing plan that includes 47 single-family houses and 25 villa-style houses just southwest of the intersection of County Road 53 and Highway 212. Work on the project will likely begin this year. The city says it is conservatively estimating it will welcome 40 new houses by the end of 2019. In other action at Monday’s meeting, the Cologne City Council: • Paid bills totaling $46,664.92. • Heard a presentation from Cologne firefighters on proposed changes to the fire relief association’s bylaws and proposed increases to the association’s pension for firefighters. • Heard a presentation on city job classification and compensation from Ann Antonsen of Springsted, the city’s financial consultant. The study compared city jobs to the marketplace. Most city jobs, she said, pay below entry level, midpoint and upper levels of similar classified positions in the open marketplace. Results of the study were referred to the city’s personnel committee. • Approved an agreement with Hans Hagen Homes to fund infrastructure improvements associated with development of Village at Cologne North. • Approved the purchase of a water sampler for water testing at the wastewater treatment plant. The cost is $4,318.68. • Approved the sale of land behind Modern Design on Highway 284 in downtown Colgone. The city is selling the business two small parcels for approximately $1 per square foot. The sale is to accommodate business expansion.
Jordan Schools Buys Land for Potential Someday School The Jordan School District recently agreed to move forward with the purchase 40 acres for a possible school site in the next 10 years. The school board recently approved the purchase of the land east of a housing development along Hope Avenue to serve as a possible school site for $1.025 million. The land was initially listed for $1.1 million, the Jordan Independent recently reported. The district plans to move for-
ward with a closing effective Jan. 31, 2017. The district expects to fund the purchase with a loan and use state capital money to repay the loan, said Superintendent Matt Helgerson. The acquisition of land for a future school site is part of the district’s strategic plan. The district believes the time is right to invest in land because of low interest rates. But if growth doesn’t occur as planned, the district could swap the land or sell it.

Town Tigers Baseball
Belle Plaine’s Rally Falls Short, Season Ends at St. Peter by Brett Kruschke One year after beating Arlington 4-0 and St. Peter 3-2 to clinch a state tournament berth, the Belle Plaine town baseball team beat Arlington 4-2 but lost to St. Peter 4-3 to fall a game short of playing for the chance to go to state this year. In the concurrent game, St. Peter held off Henderson – who in the ninth, was an out away from the first state tourney berth in team history – 3-2 in 11 innings, to claim the RVL’s third state ticket. Gaylord took the top spot by surprising Jordan 3-2 in the Region 6C championship game. They also selected the top player in our hearts, Josh Terrio, in the Region 6C draft. The Islanders have a first-round bye and will play the winner of Roseau and Winsted on August 27, 1:30 p.m. at Dassel. Visit mnbaseball.org for Class B and C state tournament brackets and continuing coverage over the next three weekends. This year was just the second season in the past decade that the Tigers didn’t qualify for the state tournament – the other season being 2009, which ended with a 6-4 loss to Maple Plain. That said, Belle Plaine is now 21-42 (.333) over the past two seasons – a winning percentage even worse than the 2016 Twins! What gives? In case you missed the past two summers’ worth of Heralds, the Tigers are really young. Of the 23 players that made the official playoff roster, more than half (12) are first- and secondyear players. In a competitive league, success usually doesn’t come overnight. But based on the strength of the Belle Plaine High School program, we ex-
pect this same group of guys to lead the Tigers to a land once again flowing with milk and honey – eventually. Two years ago, the Tigers lost their best hitter and pitcher when Ryan Diers defected to Chanhassen. This year, the Tigers played without their newest best hitter and pitcher, Derek Dahlke, who remains in the program but spent the summer with the Carroll Merchants in Iowa before finishing the year injured. For most Class C teams – and the Tigers proving no exception here – missing such a pair of impact players is a crushing blow. With Diers and Dahlke fronting the rotation, Belle Plaine would be a team to reckon with at the state tournament. Without them, the pitching staff lacks the true ‘ace’ it has so long enjoyed. Certainly there are a handful of guys that showed promise this summer, and without a doubt they will improve as time goes on and even become those aces. But for the moment, the cupboard is pretty bare in the pitching department. The season ended with a 5-11 record during the River Valley League regular season and a 10-22 mark overall. In a game of peaks and valleys, the Tigers are in the latter, but few involved wouldn’t agree that the Plainesmen will soon be a team on the rise. St. Peter 4, Tigers 3 It’s uncommon to walk away from a season-ending loss by concluding that baseball is the greatest game, but baseball is the greatest game and this contest was further proof. The Tigers sent Mitchel Stier to the mound for his third play-
Members of this year’s Belle Plaine town baseball team included back row, from left, Zac Dahlke, Wes Sarsland, Tyler Hartman, Mgr. Mike Schultz, Matt Schultz, Mitchel Stier, Luke Narveson and Pat Schultz. In the front row are Joe Pomije, Travis Latzke, Chase Emmers, Ryan Bremseth-Vining, Johnny Egan, Josh Terrio, Joe Hankins, Jonny Vinkemeier and Aiden Ladd. Missing from the photo are Derek Dahlke, Dylan Nyberg, Ben Wagner, Jared Miller, Carsen Ladd and Matt Ruehling. off (including one play-in) start in four games, but the tall rookie righty didn’t have it. Stier was relieved by Ben Wagner with one out in the second inning, and after a run was forced in on as bases-loaded walk, the Tigers quickly found themselves trailing, 4-0. Belle Plaine left six men onbase through the first five innings – including four in scoring position – but had nothing to show in the runs column against Jeff Wenner. St. Peter then called on Cullen Bruce, who mowed through the Tiger lineup over the next three innings while facing just one batter over the minimum. Second-year lefty Wes Sarsland became the Tigers’ third pitcher in as many innings when he started the third and having no conflictions, he was simply lights out. Sarsland faced just three men over the minimum during his six scoreless frames, keeping the Tigers in the game. So here’s where two hours of agony turned into 10 minutes
of ecstasy before the final gutpunch was delivered. Sarsland started the ninth by drawing a walk and was followed by a Mitch Stier single. Joe Hankins was hit by a pitch – but called back to the batter’s box for leaning into it, before flying out to left field. A pivotal moment, for sure. Jonny Vinkemeier kept the train going with a single to load the bases, and that’s when Josh Terrio delivered the highlight of the night: a two-run double to make it 4-2 and put runners at second and third base with just one out. Just like that, the go-ahead run was at the plate. Matt Schultz decided to save his first career homer for a more dramatic time, but he drove in a run on a groundout to shortstop to make it 4-3. After Pat Schultz walked, the spotlight fell on cleanup hitter Aiden Ladd. After fouling off several pitches, veteran righty Jesse Anderson got him, recording a strikeout and putting the wraps on the Tigers’ 2016 campaign. Leading the way offensively
for Belle Plaine were Matt Schultz and Vinkemeier, each with a pair of singles. Pat Schultz had a hit and a pair of walks. Defensively, the Tigers played error-free. 2016 Town Tigers Results May 6 vs. St. Benedict W 9-6 May 8 at Shakopee L 10-0 May 13 at Arlington L 3-0 May 15 at Henderson L 10-6 May 17 vs. Mudcats L 11-1 May 20 vs. St. Peter W 8-2 May 22 at Chanhassen L 13-6 May 25 vs. Mn. High School Fall Sports Practices Underway
Volleyball Sara Geller and Rich Foust must have liked what they saw as the two new co-head coaches have inherited last year’s state Class 2A champion Belle Plaine High School volleyball team, which has much of its firepower back this season. Geller and Foust, who are no strangers to the program having coached it from 2004 to 2009, with Foust being the head coach during that period. They replace Cassie Koch, who resigned after last year’s state championship run. The Tigers are scheduled to open the regular season at home against Class 3A Chanhassen on The Belle Plaine High School football team held its first official practice of the 2016 season Monday, Aug. 29. Monday morning. The Tigers, who have a lot of holes to fill from the graduation of a long list of starters from last year’s section champion team, will open the season Thursday, Sept. 1 at home against Norwood Young America. Justin Johnston returns as head coach after leading Belle Plaine to its first state tournament berth in over two decades last year. Other games on the Tigers’ schedule this year (in order) are at Albert Lea, vs. Jordan, vs. Waseca, at New Ulm, vs. Tri-City United, at St. Peter and at Marshall.

Tennis New Belle Plaine High School tennis coach and long-time assistant with the program, Melissa Hanson, addressed her two senior captains, Ireland Lambrecht and Lauren Murphy, at the start of Monday’s first official practice of the 2016 season. Pictured in the background is Hanson’s husband, Michael, who remains an assistant coach for the program.
Cross Country The Belle Plaine High School girls’ and boys’ cross country teams held their first official practice for the upcoming season Monday morning, and leading the girls out of the school for a quick run was alumni Janessa Meuleners (with bandana and sun glasses), who is the school’s most decorated distance runner of all time. Meuleners is assisting coach Steve Schroeder for a brief time before she returns to the University of North Dakota for her sophomore year.

The process of removing trees at the future medical clinic and senior living complex began Monday. This was one of the many trees that lined the property along Highway 169.
Home for its partnership during the planning process. Lutheran Home President and CEO Michael Klatt echoed Stevens’ praises for the partnerships that developed along the way between the city, The Lutheran Home and Ridgeview. He added that the project will benefit people “for decades to come.” Pingalore, the third and final speaker, recalled the time he approached Belle Plaine/Ridgeview Ambulance Director Doug Sweeney to begin gauging interest in the possibility of Ridgeview, with roots in Waconia, building a medical facility in Belle Plaine, seeing how
Ridgeview had been overseeing Belle Plaine’s ambulance operation for a number of years. The ball started rolling at that time and continued all the way to this week’s ground-breaking. The construction of the nearby overpass, which opened July 27, played a major part in Ridgeview’s decision to build a health campus in Belle Plaine in that the overpass makes the campus more accessible, especially from the south side of Highway 169. “Some people have called it the bridge to nowhere but this (medical clinic and senior living campus) is somewhere,” Pingalore told the ground-breaking
audience. The fact that the city is selling the seven-acre site to Ridgeview for $1 also helped reel in the project. A business subsidy agreement approved earlier this year with Ridgeview states that wage and job goals resulting from the project must be met and retained. Ridgeview is to create a minimum of 20 full-time equivalent jobs with a starting wage of no less than $12.69 per hour, which is 175 percent of the federal minimumwage law. Failure to meet these goals would result in a reduction of the business subsidy.
