School Board OKs Contract for New Community Services Director Chevalier Will Spend 40 Percent of Her Time As Assistant Principal

After weeks of behind-thescenes discussions, the Belle Plaine School Board finally approved a contract with Mindy Chevalier, the school district’s director of Belle Plaine Schools Community Services and high school assistant principal. Monday evening (Aug. 22), the board unanimously ap-

proved a two-year contract with Chevalier. The contract is for 260 days in each year. Chevalier will earn $117,959 in salary and benefits in 2016-17 and $119,561 in salary and benefits in 2017-18. She will spend 60 percent of her time working on community services and 40 percent of her time as an assistant principal. She is continuing her education to complete the necessary licensure as a community education director. That work should be completed in next year, Superintendent Ryan Laager told the board Monday night. The district has retained

the former director of Community Services, Nelson Ladd, on a part-time basis to keep a licensed director on staff. The city is funding a portion of Chevalier’s position. It will pay $21,233 in 2016-17 and $21,521 the following year. The city council agreed to its share of the contract last week. In other action at Monday’s meeting, the Belle Plaine School Board: • Paid bills totaling $784,113.60.

Frys Purchase Borough Bowl from Ottos Ron and Heather Fry, owners of the Belle Plaine Dairy Queen for the past 3 1/2 years, have purchased the Borough Bowl from Judy Otto and her son, Tom Otto. The purchase was finalized Thursday. The eight-lane bowling alley with bar and restaurant was built by the late Ivan Otto and opened in 1976 at 235 South Ash Street. Prior to that the business was located downtown. Ron Fry, who purchased the bowling, restaurant and bar business and is leasing the

building from the Ottos, said a number of big changes are on the way. Included will be a fully-remodelled restaurant and bar, as well as a new menu. The restaurant/bar is currently closed for remodelling but could reopen early next week. The Frys plan to continue with the current bowling leagues and may be adding at least one more. The Frys also plan to continue operating their Dairy Queen, which is located just a few blocks away from the Borough Bowl. Ron Fry said it will be

interesting owning two businesses with contrasting busy seasons – Dairy Queen in the summer and Borough Bowl in the winter. Ron Fry said that he does not plan to continue operation of the party/banquet room but rather convert a portion of it into a game room. Tom Otto, who grew up in the family business, said Judy is retiring and he is not yet sure about his future plans, only that he will remain at the Borough Bowl through the transition period.

In Wake of Fatal Crash, Family Left Searching for Answers In the days after the fatal hitand run crash and funeral services, members of Derek Fath’s family have more questions than answers. Why would a person driving a vehicle hit him on Highway 169 and not stop, leaving him to die? What was he doing on the highway? Where was he walking from? And most importantly, will investigators ever find the person responsible for Derek’s tragic death? “We don’t know what happened. All we know was that he was on his way home,” said Sarah Graham, Fath’s older sis-

ter and the family’s spokesperson. According to the Minnesota State Patrol, Fath was found dead in the northbound Lane of Highway 169 at the intersection of Belle Plaine Trail last Sunday morning (Aug. 14) around 5:15 a.m. A spokesperson for the state patrol said investigators believe be was hit crossing the highway sometime between 4:30 and 5 a.m. Investigators are looking for a 2010 to 2012 Ford Fusion or Mercury Milan that was traveling on Highway 169 around the time of the crash. Investigators would also like to speak to the driver and any oc-

cupants. Anyone who may have been involved or witnessed the crash is asked to call the State Patrol at 651-582-1503. Investigators from the Minnesota State Patrol have shared little information with the family, Graham said. The unanswered questions only add to the family’s anguish. “It’s so frustrating because we just don’t know what happened,” she said. “We’re hoping someone has a conscience so my family can have some answers.” The family is “devastated” by the tragic nature of the crash, she said. Fath had many friends. Over 400 people attended his wake last Thursday (Aug. 18). by Dan Ruud Dave (Greek) Wagner of Belle Plaine said he may be in the twilight of his baseball career that has spanned six decades, ranging from Pee Wees to Babe Ruth to high school to college to town team to senior league, the latter of which he still competes in with men up to 30 years younger than him. Wagner, 65, commonly known as Greek, is a longtime member of the Belle Plaine Gray Tigers age 35 and over team that is currently playing in the state senior baseball tournament that began this past weekend at Carlos (near Alexandria) and will resume this weekend in Belle Plaine and other nearby communities (see separate article and brackets). Getting the nickname Greek had nothing to do with Wagner’s heritage, which is German. Instead, it began in his youth following a brief exchange he had with a school teacher. “The teacher asked me a question and I said ‘that’s Greek to me.’ That’s where it got started and it stuck,” Wagner said. Wagner, a 1969 graduate of Belle Plaine High School, was a standout for the high school Tigers for several years. He was on the freshman team at the University of Minnesota before becoming hospitalized with an illness, and before he could get his Gophers career back on track, he was drafted into the Army, serving in Vietnam in 1971-72. After the Army, Wagner returned to college, this time at St. Cloud State University, where he resumed his studies and baseball career for a couple of years before returning to Belle Plaine and becoming a Scott County Sheriff’s deputy, from which he is now retired. Wagner played for the Belle Plaine town team regularly for more than 20 years and has since spent most of his time on the diamond as a member of the Gray Tigers, as well as playing some age 50 and over ball with Hanska and Union Hill (Belle Plaine does not have a 50 over team). Wagner’s son, Ben, is a current member of the Belle Plaine town team, and for one game last year in Arlington, Greek suited up and batted once so that he and Ben can say they both played in the same game, which is one of Greek’s many baseball memories. “It’s the one and only we’ll play in together – I’m sure,” Greek said. Another best memory occurred

decades ago when Wagner was young, spry and fleet-footed. It was his first Belle Plaine town team game. “I was 15 years old and I think I was 4-for-5 with three doubles, all down the left-field line in the opposite direction. I could run pretty well then,” said the lefthanded hitting Wagner, who went on to play town ball until 1992, after which he focused on the senior circuit. Through the years, which also included a stint with the Green Isle town team, Greek

Blue Mass to be Held at OLP Church Sept. 10 Many local area police officers, firefighters and emergency services personnel and their families are expected to attend the first Blue Mass – hosted by the Knights of Columbus – on Saturday, Sept. 10, at 4:15 p.m. at Our Lady of the Prairie Catholic Church in Belle Plaine.

The Mass honors police, firefighters and other emergency and law enforcement personnel and their families. All emergency and law enforcement personnel in the greater Belle Plaine area, and their families, are invited to attend. The Knights of Columbus has

a long history of supporting the brave men and women of the emergency services community. Within a few days of the attacks of Sept. 11, 2001, the Knights began distributing nearly $1.5 million in direct aid to the families of slain police and rescue workers.

Le Center Man Charged With Forgery, Theft by Phony Check

A Le Center Man is due in Scott County District Court to answer criminal charges he forged a check and stole property using the allegedly forged check at businesses in Belle Plaine and New Prague. Cesar Ludgardo Proano is charged with felony check forgery and misdemeanor theft. He is due for a ďŹ rst appearance in Scott County District Court Sept. 16.

According to the criminal complaint, Proano, 29, and possibly two women used checks from a closed account April 18 to purchase $91.38 from Trends and Treasurers in New Prague. Police learned the account had been closed for two years and the checks were stolen from the original account-holder. Proano was listed as a suspect in the theft, the criminal charge states.

Ten days later, Proano used a check from an open account to try and purchase $405.88 worth of merchandise from Coborn’s grocery store in Belle Plaine. Two rain gauges were taken out of the store before the check was declined. Police learned the check’s account numbers had been modiďŹ ed to make the check appear valid, according to the criminal complaint.

BELLE PLAINE HERALD, BELLE PLAINE, MINNESOTA

Thirty Years Ago This Week

From the West Indies Curtis Mantey was the new principal at Trinity at Trinity Lutheran School in Belle Plaine for the 1986-87 school year. He and his wife and ďŹ ve daughters moved to Belle Plaine from the West Indies island of Antigua, where they had lived for the past seven years while Mantey was a teacher there. Pictured with Mantey, from left, are daughters Stacey, Jessica, Melissa, Kari, Kristin and wife Barb. Mantey was replacing Melville Schultz, who retired after 35 years as principal at Trinity. Belle Plaine public schools were set to open on Sept. 2 with an enrollment of approximately 853 students in grades K-12. Three new faculty members were hired to teach in the high school. They were Randy Carlson (mathematics), Ann Nelson (English and high school library) and Paula Zabel (junior and senior high vocal music). Linda Madsen, Karen Scott and Leslie Boyer were new teachers at the elementary school. Belle Plaine’s private schools, Our Lady of the Prairie Catholic and Trinity Lutheran, were expecting 85 and 84 students, respectively. The Belle Plaine FFA Chapter was working with the state of Minnesota and several other organizations in the state to send hay to drought-stricken areas in North Carolina. Anyone wishing to donate hay was asked to contact FFA teacher Joel Larsen. A 19-year-old Mankato man was killed early that Sunday morning in a two-vehicle accident at the edge of Belle Plaine. Jeffrey L. Roberts was thrown from the passenger seat and was rolled over by the vehicle after a collision with the back of a trailer being pulled by a pickup truck. The driver of the car was traveling northbound on Highway 169 just north of the Belleview restaurant when he apparently fell asleep. The man who robbed the Henderson bank, was chased by Henderson residents and eventually captured by Belle Plaine police, was sentenced to 20 years in prison. Larry Carlson would be demonstrating the ďŹ ner points of driving six Belgian horses at the state fair that coming weekend. This marked the second time the Carlsons were invited

to the fair to show fair spectators how the teamsters of yesteryear used the big horses for moving freight. A new chapter of Ducks Unlimited was being organized. A charter membership dinner would be held at the Vets Club on Sept. 10. Among the local committee members were Bill Chard, Sky Nyblom, Joe Lenz, Roger Mueller, Jack Schuneman and Jim Legg. The Belle Plaine High School tennis team opened the 1986 season by dropping a 4-3 decision to Cannon Falls. Sara Miller and Shannon Morrison both won their singles matches for the Tigers. The doubles team of Sally Halbmaier and Shelly Meger were also victorious. The BPHS football team, under new head coach Jeff Hiltz, would open the season Aug. 29 at home against the Janesville Golden Bears. The Tiger volleyball team, which was coming off a fourthplace ďŹ nish at the state tournament in 1985, was set to open the season at Arlington/Green Isle on Sept. 4. Returning seniors for Belle Plaine were Julie Halquist, Ann Siegle, Tammy Fahey, Joann Mabee and Shari Mueller.

A Year Later, Cologne Firefighters Jordan Will Help Finance Still Seeking Pension Increase Historic Brewery, Slope Repairs Relief Association Concerned City Council Has Taken No Action On Issue in Past Year

It’s been a year since the Cologne Fire Relief Association proposed an increase in the contribution to firefighters’ pension fund. Twelve months later, the issue remains unsettled. Last Monday (Aug. 15), a few dozen of the association’s 31 firefighters filled the back of the council chambers as Chief Chuck Joos and John Hendel, a member of the association’s board of directors, presented a slightly revised request. The association wants to raise its per-firefighter pension from approximately $940 per firefighter/per year of service to $1,500. Currently, the association’s 31 members represent about 590 years of cumulative service, said Cologne City Administrator Jesse Dickson. Increasing the pension fund to a funding level of $1,500 per firefighter/ per year of service would ultimately push the fund to about $835,000. The existing pension fund is approximately $257,000 underfunded, a deficit Joos said can be made up over the next decade.

Drive-Thru Service to be Added to Chaska License Center In October, drivers will be able to purchase license plate tabs for their vehicles from the comfort of the front seat. The Carver County Board recently approved its share of a drive-thru lane at the Chaska license center at 418 Pine Street. The addition of the drivethru service is the result of a partnership between the City

of Chaska and Carver County, the Waconia Patriot recently reported. They purchased a property adjacent to the license center and converted it into additional parking and space for the drive-thru. The county estimates the addition of the drive-thru lane and other changes will cost around $90,000.

Carver County Closes Lake Waconia Regional Park Beach The Carver County Parks Department announced on Monday it has closed the beach at Lake Waconia Regional Park due to elevated levels of E.coli. The closing was done as a precautionary measure, according to Parks and Trails Supervisor Sam Pertz. There have been no reports of illness or health impacts to users who have been at the beach. The elevated level of E.coli could be due to of factors such as water temperature, storm water run-off, animals or other environmental conditions. The beach at Lake Minnewashta Park in Chanhassen was closed earlier this month due to E.coli contamination,

and the beach at Baylor Regional Park in Norwood Young America was closed due to signiďŹ cant algae bloom. Those beaches remain closed. Pertz said he appreciates the public’s cooperation in closing the beaches and apologizes for any inconvenience the closures have caused. He reminded residents that each of the regional parks in Carver County continue to remain open for many other outdoor recreation activities such as camping, hiking, picnicking, off-leash dog park and other activities. Park hours are 6 a.m. to 10 p.m. daily. For more information on Carver County Parks, visit the County website at www. co.carver.mn.us.

Hwy. 169 Between St. Peter and Mankato to Partially Reopen Soon Weather permitting, the detour for Highway 169 between Mankato and St. Peter could be removed by Aug. 27. When re-opened, Highway 169 will carry one lane of trafďŹ c each way with a 55-mph speed limit and further reduced speeds where work is taking place. Motorists are advised to use caution as the inside lanes will

be closed for construction of the concrete intersection crossings, concrete median, left-turn lanes, high-tension guardrail and raised concrete barrier. Workers will be present and construction vehicles will be entering and exiting the open lanes. Mn/DOT has retained extra law enforcement and advises motorists to refrain from gawking to keep trafďŹ c moving safely.

Rural Development Grants, Loans USDA Rural Development is gearing up to help local homeowners ďŹ nance home improvements through low-interest loans and grants. Grants are limited to elderly homeowners over the age of 62, and can only be used to remove health or safety hazards or remodel dwellings to make them accessible to household members with disabilities. The maximum grant is $7,500. “Now is a good time for homeowners to evaluate the need for necessary repairs or replacement of items such as a roof, electrical, plumbing and siding,â€? said Chuck Phillips, Area Director for Rural Development’s Southeast Area. “Energy efďŹ ciency improvements through replacing windows and insulation also qualify. Funds can also be used to replace a furnace, sanitary disposal system and to make homes handi-

cap accessible.â€? Phillips added that applicants must own and occupy the home, and their income may not exceed guidelines established by county and household size. Income limits vary by county and average $25,000 for a oneperson household and $28,500 for two-person household in southeastern Minnesota. Income limits increase for larger sized households. Phillips recommends checking with the local USDA Rural Development ofďŹ ce for income limits in your county. Applicants must also have an acceptable credit history, show repayment ability, be unable to afford a conventional loan and live in a community with a population of 20,000 or fewer. The maximum loan is $20,000, repayable over 20 years with a 1 percent interest rate.

The Minnesota Department of Natural Resources has begun work on a new statewide deer management plan – a multiphase project that will emphasize opportunities for citizen input and involvement. “The DNR values the statewide signiďŹ cance and cultural traditions surrounding deer, and recognizes the importance of hearing from all citizens who have a stake in how deer are managed,â€? said Adam Murkowski, DNR big game program leader. Overall goals of the deer plan include setting a statewide harvest objective, describing the DNR’s responsibilities and activities related to deer management, addressing regional

variations in deer habitat and populations, and guiding the agency’s management of deer into the future. The DNR has already had early conversations about the plan with interested groups. A statewide deer plan advisory committee will be formed this fall, and opportunities for citizen input will be announced. The DNR aims to complete the plan by the spring of 2018. “To ensure the deer plan best reects statewide interests, we’ll be actively soliciting input from the general population in addition to our invested stakeholder groups,â€? Murkowski said. “The ultimate success of the plan will depend largely on citizen participation in this

Gaylord, which upset Jordan in the Region 6C championship game, received a first-round bye and will play Winsted in

the second round this Saturday. St. Peter, the third qualifier from Region 6C, was blanked by Maple Lake 6-0 Saturday. Area teams besides Gaylord still alive in the 32-team singleelimination tournament are Plato, Prior Lake and Waconia. This year’s tournament was scheduled to be played in Das-

sel, Litchfield and Hutchinson, but due to a saturated field from heavy rains, all of last weekend’s games slated for Hutchinson were moved to Brownton. Updated brackets and a complete tournament schedule can be found on the Minnesota Amateur Baseball Association’s website.

The Belle Plaine Gray Tigers Minnesota Senior League (age 35 and over) baseball team recently wrapped up the regular season with a record of 7-8 after dropping its final five games. But that five-game losing streak ended in a big way this past weekend as the Gray Tigers, with most of their roster now on hand, won their first two games in the Minnesota State Class B Senior League Baseball Tournament in Carlos (near Alexandria) this past weekend, routing Verndale 10-3 and Minneapolis 9-1. Belle Plaine will play Menahga/Sebeka in the semifinals at noon this Saturday at Tiger Park. The winner will advance to the state title game against the winner between Apple Valley and Carlos, who will play in Saturday’s second semifinal at 2:30 p.m. at Tiger Park. The Verndale Geezers added one in the third but the Grays continued to counter punch with two in the bottom of the third. An error put Burgemeister on base, which was followed by a walk to Huber and two stolen bases and a RBI ground out by Mike Zellmann tied the score at 3-3. Kreft settled into a groove as he set Verndale down in order in the final four innings, striking out five after scattering five hits early in the game. Belle Plaine broke the game open in the fourth inning with six runs, including a two-run double by Burgemeister, a RBI

Minnesota Valley Wildlife May Expand Hunting Opportunities Minnesota Valley National Wildlife Refuge is seeking public comment Aug. 23 through Sept. 6 on revisions to the Hunt Plan of the Visitor Service Plan. The refuge is interested in expanding public hunting opportunities on recently acquired refuge lands starting in 2017. The refuge proposes to open recently acquired lands to hunting on several specific refuge management units. A total of 319 acres is proposed to be opened on the following three refuge units: Bloomington Ferry (22 acres), Louisville Swamp (143 acres) and St. Lawrence (154 acres). Refuge specific hunting regulations on these recently acquired lands will be consistent with hunting regulations currently in place for the

named units. Hunting is allowed on designated portions of the refuge during Minnesota hunting seasons. Generally, state hunting regulations apply. Hunters need to be aware that refuge specific and unit specific regulations apply, including methods of take and species allowed to be taken. Not all refuge units are open to hunting. For more information on hunting at Minnesota Valley National Wildlife Refuge and for copies of the Refuge Hunt Plan, visit http://www.fws.gov/refuge/minnesota_valley/ or call 952-854-5900. Send any comments or concerns to minnesotavalley@fws. gov or contact Kyle Daly, 952858-0705 by Sept. 6.

‘Dirtballs’ for MS

wednesday, AUGUST 24, 2016

Dave (Greek) Wagner, at age 65, still puts the bat to the ball against pitchers, many of whom are between 20 and 30 years younger than him.

A team of Belle Plaine and area “muckers known as The Dirtballs was among the 2,100 participants in the 5K Twin Cities “Muck Fest Saturday at the Scott County Fairgrounds in St. Lawrence Township. The event raised an estimated $150,000 for research on a cure and treatment for multiple sclerosis. The Dirtballs includes (from back row) Kiffin Deihl, Jeremy Beirmaier, Brian Kulyas, Dustan Drummer, Amy Kilian, Tracey Skaja, Dani Breeggemann, has played catcher, pitcher, first Jeremy Kalal, Matt Hennen, Angie Hennen, Pete Frei, (front row, from left) Jake Frey, Lori base and outfield. Deihl, Jen Berglund, Angela Kalal, Nicole Johnston, Kristine Frei and Jackie Kulyas. He was a member of the Belle Plaine Gray Tigers when they won the Class AA state championship in 1997. He was also on the Grays’ Class AA state runner-up teams in 2000, 2002, 2003 and 2004. In 2008 they were runner-up in Class B and did the same in Class C in 2010. Mike Zellmann, manager of the Gray Tigers, said Wagner is a good guy to have on the team, and that he does indeed put the ball in play each at-bat. “He’s a diehard and likes to come to the park. He knows the game. Unlike some baseball players, Wagner isn’t superstitious. He has worn number 13 on his jersey for most of his career, from high school to present. Wagner’s love for baseball was spawned on the small

(continued from page 1) fields of Belle Plaine, where he and other kids would play the summer away, a youthful endeavor that is nearly extinct. Most kids nowadays who play baseball do it on an organized, adult-supervised level. Wagner said youth pick-up games are a thing of the past. “Growing up, that’s all we did in the summer. It was a lot of fun. Kids don’t do that anymore. These days, Wagner plays only sparingly with the Gray Tigers, and often bats just once a game as a designated hitter. He’s been to the plate about 15 times this season and still regularly makes contact. “I haven’t struck out. I hate to strike out. I like putting the bat on the ball, said Wagner, who batted in a run in the first game of the state tournament this past Saturday against Verndale in Carlos. Although his hitting is unusu-

ally good for someone his age, Greek’s mobility is catching up with him. With each passing year, the treks from base to base become increasingly difficult. “I think it’s coming to an end, said Wagner, referring to his Gray Tigers days. “Usually, I wait until spring and decide then. What Wagner decides to do next spring may depend on the number of players the Gray Tigers have available. There are years when the team has difficulty fielding a complete roster, and if that’s the case, Wagner would likely make himself available. There is also the area’s age 50 and over teams, including Union Hill, which Wagner said provides a more laid-back style of play, allowing elders such as himself the opportunity to spend time on the diamond (summer and fall), and most of all, put the bat on the ball.

New Prague’s Hannah Ponson (center) was among a team of women who took on the 5k Muck Fest and its 20 muddy obstacles as a day with her friends.

Ground Work Excavation work continues to progress at the future medical clinic, wellness center and senior living facility campus being built by Ridgeview Medical Center and The Lutheran Home Association near the new overpass in Belle Plaine. The nearly $20 million campus is scheduled to be completed by next July.

Arlington City Council members recently voted 3-2 to maintain a policy prohibiting alcohol in city parks without formal council approval. This group jumped, splashed and crawled their way through this obstacle at Saturday’s 5K The council will allow alcohol in the parks on a case-by-case MUCK Fest at the Scott County Fairgrounds.
