Kelly Smith has always felt comfortable in Belle Plaine. It’s a smaller community and school district that suited him well, a place where he felt good work could be done. Monday (Aug. 31), Smith will leave Belle Plaine School District confident he has done most of the work he aimed to accomplish as superintendent of the Belle Plaine School District for the past 11-plus years. He’s been a school district superintendent for 24 years. Smith’s last official duty will be to participate in a contract-negotiating meeting between the union representing the district’s teachers and its school board. Smith is “retiring” from his position in public education. But he’ll still be involved, just from a different perspective. He’s accepted a position with Springsted Inc., the public sector advisor. He’ll work with school districts, most closely with districts considering asking voters to approve bond or levy referenda. Smith plans to live in Belle Plaine for the foreseeable future, commuting from Belle Plaine to St. Paul. Eventually, he and his wife may relocate.

The Belle Plaine School Board approved a contract with its new superintendent that will pay him on par with outgoing Superintendent Kelly Smith. Monday, the board approved with no public discussion a three-year contract for Ryan Laager, the district’s new superintendent as of Sept. 1. The agreement was negotiated by Director Mike Ludvik, the board’s chairman, and Ed Waltman, a consultant with the South Central Services Cooperative. The district will pay Laager a pro-rated salary of $119,583 this year. Laager will be paid $146,370 in 2016-17 school year and $149,300 for the 201718 school year. Laager is coming to Belle Plaine from the Stillwater School District where he serves as an assistant superintendent. ‘Spontaneous Combustion’ Firefighters from New Prague, Belle Plaine, Jordan and other area departments responded to a fire at the Glisczinski farm at 26525 Fabor Ave. in Belle Plaine Township last Tuesday afternoon (Aug. 18). Fire in a pole shed started shortly after noon. Along with the shed, five steer and about 200 large round bales of hay were destroyed. Jim Glisczinski said spontaneous combustion of the hay is suspected as the cause of the blaze. Belle Plaine firefighters and firefighters from other area departments trucked water to the rural site. Friends and neighbors helped Glisczinski with cleanup. Ag. Power sent a track-driven tractor to assist as well.
Firefighters had to break down the smoldering bales of hay to thoroughly drench them. Glisczinski said warm winds helped reignite fire in some of the bales later in the week.
The Belle Plaine Fire Department Relief Association held its annual Street Dance Saturday. There were a number of activities throughout the day, including a bounce house for the kids, one of the clients of which (pictured at right) was Carson Herrmann. The weather was windy but dry most of the day before a couple of showers moved in later in the day/evening. The night’s band, SO BIG, set up shop inside the fire hall. Fire Chief Matt Stier said that other than that, weather wasn’t much of a factor.
bar too low since Laager is an at-will employee who is making the move to Belle Plaine. Unlike building administrator contracts, which cover 220 days, Laager’s contract covers 12 months (260 days). Smith, a 24-year superintendent, earned $147,520 in the 2015-16 school year. The deal also includes a $3,500 moving allowance. Laager, who lives in Blaine, said he’s interested in moving toward Belle Plaine. Laager said he was excited to be Belle Plaine’s new superintendent and looked forward to beginning his new position on a full-time basis. The board extended Smith’s stay at Belle
Plaine until Aug. 31. Smith had planned to leave his position Friday (Aug. 28).
Consultant Contract
The school board also unanimously approved a contract with former Community Education Director Nelson Ladd. He retired earlier this summer. Ladd’s contract is for part-time consulting services while Chad Eischens, the new activities director/community services director, completes the requirements needed to earn his community services licensure. Le Sueur County Pioneer Power Show This Weekend From a humble beginning in a local farmer’s stubble field, to one of the largest antique agricultural exhibits in the nation, the 42nd annual Le Sueur County Pioneer Power Association Show is this Friday through Sunday. Situated on a 120-acre site 13 miles south of Belle Plaine on County Road 26, this year’s show features “John Deere: Deere Thru the Ages.” John Deere enthusiasts will enjoy the displays of vintage John Deere equipment, tractors, lawn and garden tools, and local advertising items displayed.
Gates open at 7 a.m. all three days. Visitors will enjoy all forms of exhibitions and displays demonstrating farming and rural life activities of yesteryear. Log sawing, threshing, a shingle mill, steam engines and classic tractors will be working for visitors’ pleasure. A horsepowered sweep and horse powered treadmill will be in action, along with many antique heavy construction implements. A

Tyler Koonst Gets White Coat In an emotional event marking the beginning of his medical career, Tyler Koonst of Belle Plane received his white coat as he has entered medical school. In total, 60 first-year medical students received their white coats on Saturday, Aug. 22 at the University of Minnesota Medical School-Duluth Campus. The ceremony signified the responsibilities and obligations of the physicians who wear the white coat and the importance
of embracing compassion and character along with knowledge of science and medicine. The event included speakers, a Native Drum Ceremony and was capped off with the students receiving their White Coats and stethoscopes. Students recited the Oath for Medical Students, a form of the Hippocratic Oath dedicating themselves to the practice of medicine and the humanistic care of patients. State Fair Begins Thursday events throughout the day. This year, the fifth annual Military Appreciation Day at the fair honors the nine congressionally chartered veterans service organizations of the Minnesota Commander’s Task Force: American Legion, American Ex-POWs, American Veterans, Disabled American Veterans, Jewish War Veterans, Marine Corps League, Military Order of the Purple Heart, Veterans of Foreign Wars and Vietnam Veterans of America. The day begins at 9:30 a.m. with a special ceremony honoring Minnesota’s Veterans of Military Service at the State Fair Veterans Garden on the south side of the Agriculture Horticulture Building. At 10:25 a.m., members of the military will raise the flag at the Leinie Lodge Bandshell and there will be a World War II aircraft flyover. Two Minnesota senior citizens will be recognized for exceptional community service at the Outstanding Senior Citizens Award Ceremony set for 10:30 a.m. on Seniors Day, Thursday, Sept. 3, at the Leinie Lodge Bandshell. In its 43rd year as a Minnesota State Fair tradition, the Amateur Talent Contest showcases Minnesotaʼs top talent. During the first 10 days of the fair, semifinals will be held at 6 p.m. nightly at the Leinie Lodge Bandshell. Winners from the semifinals will compete in the finals at 7:30 p.m. Sunday, Sept. 6 at the Grandstand. Open class, 4-H and FFA competition judging takes place every day of the fair. Second Harvest Heartland has a distribution location for the Nutrition Assistance Program for Seniors (NAPS) in Belle Plaine. NAPS provides a 30- to 35-pound box of wholesome food – low in salt and sugar content – that may include canned fruits and vegetables, juice, dry and shelf stable milk, American cheese, canned meat, peanut butter or dried beans, cereal and rice or pasta. This food is available to eligible seniors once a month. Eligibility is based on age 60 years and older, household size and income. NAPS is a USDA program that is funded through the Farm Bill. Even though there is plenty of food available, the NAPS program is currently underutilized in Minnesota. All seniors who are interested are encouraged to apply for NAPS. RS Fiber ‘Geek Meets’ to Explore Area Interest in Technology A series of networking events will be held in the coming weeks for anyone interested in learning more about technology. “RS Geek Meets� will be held in all 10 communities participating in the Renville-Sibley Fiber Cooperative. Events are scheduled for: Sept. 2 at the Brownton Community Center, Sept. 3 at Buffalo Lake City Hall, Sept. 9 at the RS Fiber office in Winthrop, Sept. 10 at the Lafayette Community Center, Sept. 22 at the Gibbon Community Center, Sept. 24 at the New Auburn Community Center, Sept. 29 at the Stewart Community Center, Oct. 1 at the Gaylord RS Fiber Office, Oct. 6 at Green Isle City Hall, and Oct. 8 at Fairfax City Hall. All meetings start at 7 p.m. “We have an opportunity to develop innovation centers in the RS Fiber communities and provide students, residents, and business people access to different technologies and technology related opportunities,� Winthrop EDA Director Mark Erickson said. “The RS Geek Meets will help us determine what kind of interest there is for innovation centers and what kind of technologies people might be interested in.� Everything from advanced gaming to drones can be offered at the innovation centers, Erickson said. “We’d like these centers to be places where people of all ages and backgrounds can learn more about things that interest them,� he said. Oher technologies that can be explored include robotics, code writing, 3-D printing, web development, application development, fiber optic instruction, video production, basic computer use, computer repair, high definition teleconferencing, maker spaces, hack fests, and job training opportunities.

“The Geek Meets are for anyone and everyone,� Erickson added. “You don’t have to live in the RS Fiber project area to attend and you don’t have to be an RS Fiber customer to participate. All you need is an interest in learning more about technology. We’re looking for the geeks among us.� “In the next couple of years, people and businesses will have access to a world class fiber optic network not only in their homes and businesses, but at planned innovation centers,� Erickson said. “The possibilities are almost limitless.� The first innovation center will be developed at the RS Fiber building in Winthrop. At least six RS Fiber communities have expressed interest in developing innovation centers. The communities of Winthrop
and Gaylord are being built-out with gigabit enabled fiber-tothe-home (FTTH) networks this fall and winter. Similar FTTH networks in the remaining eight communities will be constructed in 2016. RS Fiber will also begin 25 mbps symmetrical wireless Internet and phone service to nearly all of Sibley County and parts of Renville, Nicollet, Le Sueur, Carver, and McLeod counties this fall and next year. In 2018, the cooperative has plans to build out a fiber network to farms in 17 townships in Sibley and Renville counties.
The Geek Meet meetings are being made possible through a broadband communities grant awarded to the City of Gaylord on behalf of RS Fiber Cooperative by the Blandin Foundation earlier this year. RS Fiber Cooperative has been awarded funding for three projects in 2015, including GPS/Wi-Fi on GFW and Sibley East School busses, mobile community applications for seven communities, and demand assessment for RS fiber cooperative project area innovation centers. RS Fiber will be eligible to apply for additional project funding for 2016.
Nicollet County Board OKs ‘Wheelage Tax’ for Road Work Facing a $220,000-plus shortfall in funding for its road maintenance needs, the Nicollet County Board recently approved a $10 per-vehicle wheelage tax. The new tax passed by a 3-2 vote, but not before commissioners took shots at the state for once again “kicking the can down the road� when it comes to long-term road and bridge funding, said Commissioner Jim Stenson of Ottawa Township. The new tax will generate about $261,000 in revenue. The county could use the money for maintenance projects or put the
funding toward bond payments for a major road project, the St. Peter Herald recently reported. Commissioner Jack Kolars of North Mankato said the state’s decision to allow counties to implement a wheelage tax is an opportunity. He said the county controls what transportation projects the county will spend the money on. Kolars suggested the board consider implementation of a local option sales tax, another legislatively-OK’d tool to generate revenue for road projects. Scott County has implemented both a wheelage tax and localoption sales tax to generate funding for road projects.

Thirty Years Ago This Week
Sylvester Mahoney, died in Minneapolis at the age of 81. Timothy T. Sullivan, a lifelong resident of the St. Thomas community, died at a hospital in St. Paul. He was 84 years old. Donna Mae Donnelly, daughter of Mr. and Mrs. Martin Donnelly of Webster, became the bride of William J. Shaughnessy, son of Mrs. Richard Shaughnessy of St. Thomas. Mrs. Amanda Swanson, native of West Union, died at Swedish Hospital at the age of 79. Gene O’Brien, former Belle Plaine baseball great, who switched his athletic talents to golf that summer, won his opening round in the State Amateur Golf Tournament at the Minnesota Valley course.

New Elementary School Faculty New to the Belle Plaine Elementary School faculty for the 1985-86 school year were, from left, Kristen Shannon (learning disabilities teacher), Janel Eischens (second grade teacher), Carol Wischnack (fifth and sixth grade teacher) and Gloria Hene (third grade teacher). Belle Plaine schools opened that Monday (Aug. 26) with two fewer students enrolled in the public and parochial schools compared to the start of classes in 1984. A total of 1,026 students were enrolled in the city’s schools for the 1985-86 school term as classes got underway. At Belle Plaine High School, 256 students were registered in grades 10-12. There were 211 at the junior high and 399 at the elementary school. Both Our Lady of the Prairie Catholic and Trinity Lutheran schools reported 80 students the first day. Belle Plaine fire officials and members of the city council were scratching their heads trying to figure out their next move after bids were opened for the new fire hall, with all nine of them well over the available construction monies. When legal, architectural and other fees were deducted from the $300,000 fire hall bond issue approved by voters, city officials figured they had around $225,000 to spend on construction of the new fire hall. Even the lowest bid received came in at $301,300. No action was taken to accept or reject any of the bids offered. ing completion just beyond the city limits northwest of Belle Plaine on the Blakeley road. The $70,000 all-steel structure was scheduled to be finished by Sept. 15. A two-car crash involving a Le Sueur police car took the life of 77-year-old John Sullivan, formerly of the St. Thomas area. He was crossing the southbound lane of Highway 169 with Highway 93 when his 1985 Ford Tempo was struck broadside by a 1984 Ford LTD squad car being operated by 27year-old officer Mike Waldoch. There was plenty of interest in the newly-created job of Carver County administrator. The top county government job had attracted 38 applications with 10 days remaining before the application deadline. Over the past 14 years, Edwin Possin of Belle Plaine, a 70-year-old retired machinist, had driven or flown to numerous foreign countries and many spots in the United States to lend a skilled hand in the construction of churches and schools. Ronald A. Bloomquist, 41, of Jordan, passed away Aug. 22 at St. Francis Regional Medical Center in Shakopee. Mr. Bloomquist was the owner of the Jordan Insurance Agency, and chairman of the Minnesota State Baseball Tournament in 1981 when Jordan and Belle Plaine co-hosted the event. The BPHS tennis team opened the 1985 season with convincing wins over Cannon Falls and Prior Lake by scores of 4-1 and 5-0, respectively. Singles winners for the Tigers were Courtney Hoelz, Sara Miller and Jill Fogarty. Also winning both their matches was the doubles team of Sally Halbmaier and Shelly Meger. Six returning letter winners from the previous season’s district championship team led a cast of 34 girls trying out for the BPHS volleyball team. Returning letter winners were seniors Tami Kankelfitz, Ann Klehr, Mitzi Westlund and All/Conference/All-State hitter Laurie
Wolpern. The other returning letter winners were junior AllConference setter and captain Julie Halquist and sophomore Deb Zabel. The BPHS football team was set to open the season that week on the road at Janesville. Neil’s Pub (men) and the Lutheran Home (women) were the playoff champions of the Belle Plaine Softball League that summer.
60 Years Ago (1955)
B.E. Rohe, vice president and general manager of Minnesota Community Telephone, announced the purchase from Harry Schultz in Belle Plaine of the north 60 feet of lot 3, block 104, on Main Street. The location was the east side of the Lux Cafe. The company planned to construct a brick and tile building to house automatic (dial) equipment. Father O’Connor, pastor of Sacred Heart parish, arrived here after spending a summer vacation in his native Ireland. Anastasia Quinn, daughter of Mr. and Mrs. John Quinn of Jessenland, graduated from St. Gabriel School of Nursing. Jean Townsend, accompanied by two teachers of the Seattle, Wash., schools, arrived at the Townsend home on their return after a summer spent touring Europe. Trinity Lutheran School opened with an expected enrollment of between 110 and 120 students. A new teacher was added, Barbara Wickus from Houston, Texas. Melville Schultz as principal and Hope Williams completed the faculty. Frank Latzke, lifelong resident of this community, died at his home in Belle Plaine. He was 88 years old. Mr. and Mrs. John J. Meyer observed their 40th wedding anniversary with an open house at their home near Green Isle. John Lenihan, father of Mrs.

E.G. Meierbachtol. Too much backseat driving was the cause of an Iowa car getting wrecked on the Devine hill in a 20-foot leap off the grade. One woman shouted to the driver to turn left, the other said right, and the driver became confused. Dr. Paul F. Meyer, who had been associated here with Dr. F.J. Von Bohland for several years, moved to Faribault with his family to take over the practice of a retiring physician. The state high department let contracts in the sum of $350,000 for the paving of the 27 miles of highway from Shakopee through Jordan and Belle Plaine to the Le Sueur County line. The M.J. Nolan Co. of Minneapolis had the contract for the Belle Plaine section. Just west of Green Isle, on the road to Arlington, a Minneapolis girl was killed when her car overturned at a sharp corner. She was librarian at the University. Andrew Trimbo died at his farm home in Jessenland after an illness of several years. Ed Eckardt scheduled a Labor Day celebration in Belle Plaine. Green Isle was coming to play the Eckardt club. He engaged a band from Glencoe to play on the streets and ball park, engaged a Minneapolis group of singers, and got a New Ulm orchestra to furnish music for a dance in the evening. Peter Kleven had gone to Carver to attend a band concert. Deciding to come early, he returned to his car to find it loaded with electric drills and other materials used in blowing safes. His car had been picked to use in burglars’ travels. No claimant showed up for the “lost” articles. August Bosel, prominent Henderson pioneer, died at the age of 84. At East Union Church took place the marriage of Miss Evelyn, daughter of Mr. and Mrs. Andrew Edberg, to Bernard Olson, son of Mr. and Mrs. August Olson. Dorothy Edberg and Hildegard Olson, Emory Olson and George Edberg were the attendants.

Letters to the Editor Dear Editor, EPA plan will cost families Recently President Obama's Environmental Protection Agency (EPA) issued the final rule for what's known as the "Clean Power Plan." This plan is more than one thousand pages of rules and regulations that are supposedly aimed at reducing the UN fraud of global warming and carbon pollution. The net effect for families however will be huge spikes in their energy bills and the loss of thousands of jobs. Dozens of lawsuits by states and industries have been filed against this misguided energy plan. Even President Obama's own bureaucrats have admitted this plan, which could be one of the most expensive regulations ever put forward, could possibly prevent only one tenth of one degree change in global temperatures in the coming years. While it will fail in doing anything to meaningfully combat global warming, it will succeed in destroying coal jobs in North Dakota and in other states that rely on clean coal power to cheaply keep the lights on in people's homes. Minnesota's must reduce emissions from power plants by over 40% by 2030. North Dakota is required to reduce emissions 45%. This will require massive, expensive changes away from the power sources we rely on now to less efficient and reliable sources like solar and wind which simply can't produce the energy we need right now for 5 million+ Minnesota residents. This plan is nothing more than a major power play by President Obama's EPA and an attempt to punish and put out of business the remaining coal plants who have managed to survive the President's war on clean coal during his presidency. We know for a fact that clean coal is one of the least expensive and most reliable sources of energy, and attempts to move away from clean coal could risk the reliability of our entire energy grid. Technology and American ingenuity has always solved our pollution problems. Coal has had major pollution problems in the past however modern clean coal technology has virtually eliminated any pollution concerns. Fossil fuels with modern technology are environmentally friendly and provide reliable base load electricity very inexpensively. Low cost electricity is vital to our businesses, farms and families. Unfortunately the DFL green agenda is going to drive up electricity cost exponentially and do nothing for the environment. The House passed bipartisan legislation this past year that would have required the Public Utilities Commission (PUC) to secure legislative approval before sending their final plan for Minnesota to the EPA. Unfortunately many environmentalist Democrats and Governor Dayton opposed these efforts, blocking any chance for the legislature and their constituents to weigh in and force changes to the plan. Effectively, Governor Dayton and his PUC bureaucrats have the power to dramatically alter Minnesota's energy policy, and refused to give the people's elected representatives the opportunity to review the plan first. The legislature will hold hearings on the Clean Power Plan later this year and next year as well and ensure that the public

Dear Editor, County Benefits from University Partnership The Resilient Communities Project (RCP) is an awardwinning program at the University of Minnesota that matches community-identified projects with faculty and students to research, analyze, and develop options to address local issues. In March, the University selected Carver County through a competitive process, thereby designating Carver County as RCP’s partner community for the 2015-2016 school year. Carver County’s partnership with the University will put students to work on about 25 to 30 different projects for the County, several Cities, School District 112, the Historical Society, and SouthWest Transit. The projects will tackle such challenges as housing opportunity, transportation, human services, community development, environmental management, community relations and engagement, and effective administration. The County benefits from this partnership in many ways, including efficient access to a full range of U of MN departments and resources, increased local capacity through access to students and faculty, an infusion of energy and creativity to move projects forward, opportunities to test new ideas and make data driven decisions, and opportunities to network with young professionals entering the workforce. The University and students benefit too with opportunities to network by working handin-hand with staff, access to high-quality and well organized projects, experience applying knowledge and skills to realworld projects, ability to make a difference in a community, and visibility and recognition for their work. At a recent County work session, we had a few members of the public express concern regarding this partnership. We appreciate their concern and listen to their objections. However, the County can assure you that there is no evidence that RCP or the University of Minnesota is part of any alleged worldwide conspiracy theory related to the United Nations Agenda 21 or ICLEI – Local Governments for Sustainability. These are community selected projects and the communities are able to decide what to do with the information that students provide. Carver County is excited to partner with the University and its talented faculty and students to bring energy, fresh ideas, and resources to these community-identified priorities. In researching their success in other communities, including the Cities of Rosemount, North St. Paul, and Minnetonka, I am sure that Carver County and our partners will receive a great value. With Lots to Sell, Le Center Enters Real Estate Business The City of Le Center will soon have residential property for sale. Interested? Call Le Center City Hall. The city council recently moved toward purchasing four lots in the Horizon Addition on Commerce Drive. The lots come with $60,000 in special assessments against them, assessments the city will likely forgive if the buyer(s) agrees to develop the lots within a year. The city council still needs to finalize a purchase agree-
ment with Le Sueur County, the Le Center Leader recently reported. The county tried to sell the lots via auction earlier this year, but received no bids, the Le Center Leader recently reported. Le Center already owns two blighted properties, one on Cordova and the other on South Maple avenues. The city is considering allowing its fire department to use those houses for training purposes.

Belle Plaine Girls Will Need New Propeller to Defend MRC Crown by Dan Ruud The Belle Plaine High School girls’ cross country team will have to make do without the most decorated runner in program history for the first time in six years this season. Sixtime state qualifier and AllMinnesota River Conference selection Janessa Meuleners has taken her running shoes to the University of North Dakota. Meuleners led the Tigers to their third straight MRC team championship last October, the school’s fourth such title since 2006. Meuleners also raced to her third individual conference title last season and eventually placed fourth at state. Who will replace Meuleners as the program’s premier female runner may be answered in the next couple of weeks. Tigers Hurry Past Raiders by Dan Ruud Norwood Young America, coming off a state tournament appearance in 2014, was driving for the go-ahead touchdown early in the third quarter during what was a 7-6 Belle Plaine lead. But Kellen Erpenbach’s pass in the end zone was intercepted by defensive back Matt Nelson, who returned the ball to the Tiger 18 yard line. Nothing went right for the Raiders after that as the Tigers scored the game’s final 26 points on their way to a 33-6 season-opening victory at Norwood Young America Monday night. The game was originally scheduled to be played Saturday night but was rescheduled due to Saturday evening’s severe weather threat. Belle Plaine’s victory avenged a 21-0 loss at
NYA last season. The Tigers, who played a hurry-up, no-huddle offense all night, never trailed in the game. They scored first after they recovered a Raiders fumble at the NYA 20 yard line. That led to a 17-yard scoring play by sophomore running back Marcus Walsh, who caught a short pass from quarterback Luke Narveson and outraced the coverage to the end zone. Ruben Baltierrez’s extra-point kick was good, making it 7-0 with 8:29 left in the first quarter. The Raiders responded with an 11-play, 70-yard touchdown march culminating on an 8-yard scoring toss from Erpenbach to Brice Panning. second quarter, which was punctuated by a huge goal-line stand by Belle Plaine in the closing seconds of the half. NYA had driven all the way from its own 2-yard line to inside the Belle Plaine 10 yard line. On fourth and goal from the 2 yard line, with only a few seconds left, the Raiders were stopped well short of the goal line, keeping the count at 7-6 heading into halftime. After returning the secondhalf kickoff to its own 28, the Raiders commenced another long drive that ended in disappointment – that being Nelson’s interception in the end zone. That’s where the game turned as the Tigers promptly marched 82 yards, the final 18 coming on an 18-yard scoring toss from Narveson to wide receiver Johnny Vinkemeier, who made

Belle Plaine’s defense forced a three-and-out and the Tigers received the punt at their own 37 yard line. On the next play, Walsh took the handoff and scampered 63 yards down the right sideline for his second TD of the game. Baltierrez’s kick gave the Tigers a 15-point cushion and the rout was on with 3:18 left in the third quarter. NYA was forced to punt again on its next possession, bringing back out Belle Plaine’s no-huddle offense. A sevenplay, 50-yard scoring drive was capped by a 4-yard keeper by Narveson, making it 27-6 with 10:42 left in the game. After forcing another NYA punt, the Tigers stayed in giddy-up mode and running back Carter Brink took off on a 67yard run to the NYA 7 yard line. A couple of plays later, Brink plunged into the end zone from a yard out to make it 33-6 with 5:40 left in the game, which would be the final. No individual or team statistics totals were available prior to Tuesday’s press time. Routs Galore In other opening-week games involving teams on the Tigers’ schedule this season, Albert Lea, which will visit Belle Plaine 7 p.m. this Friday, was blanked by Waseca 34-0. Belle Plaine will be at Waseca on

Jordan (1-7) finished last.
The Tigers, who lost numerous close matches last season and could very well of taken second place in the conference standings, were the only MRC team to beat LS-H. That victory occurred in late September and was followed up by a tough 4-3 loss to No. 2 seed St. Peter in the first round of the Section 2A Team Tournament. Belle Plaine finished the sea-

by straight sets before falling to top seed Karleigh Wolff of Blue Earth Area in two sets. Olson was knocked out of the tournament in the first round. Annette Moylan, who is in her 12th season as head coach for Belle Plaine, said Lambrecht and Olson will be in the No. 1 and No. 2 singles slots this season. Senior Rachel Schroers, who was all-conference honorable mention as a junior, is expected to start the season at No. 1 doubles. She will co-captain the team along with Olson. Among the others expected to crack the starting lineup (several spots are still up in the air) are 2014 letter winners Katlin Sannan (No. 3 singles), Bailey Gavin (No. 4 singles), Sarah Luskey (doubles), Lauren Murphy (doubles) and Caitlin Preusser (doubles). 2014-10-27-04.eps Kate Schmit, who was 8-0 in doubles play in the MRC last season, graduated, as did fellow all-MRC honoree Jane Schneider. Also gone is honorable mention recipient Leah Schaefer. Shannon Egan and Emilyn Siemon also graduated. Carlie Brandt of LS-H, who was the 2014 section individual champion and was 8-0 in the MRC en route to being named the conference’s most valuable player, will be seeking her fifth all-conference selection as she

Topping the Giants for a conference championship is a tall order this season but that is one of the goals Moylan has for her team in 2015. “I have a coachable group of hard-working young ladies who are determined to give their best effort,” said Moylan, adding that the goal this season is to “win the MRC and see my players improve individually and collectively as a team . . . I have a nice combination of experienced and younger players. Concerns? “There is always a degree of uncertainty going into any sea-

With Firepower Back from Last Year, Belle Plaine Has High Goals by Dan Ruud The Belle Plaine High School volleyball team was a tri-champion of the Minnesota River Conference last season, having shared it with Jordan and Sibley East all with 6-1 records. The Tigers managed feat despite having their primary hitter and all-state player Mariena Hayden out with an injury much of the regular season. The Tigers went on to win the Section 2AA championship and place third at the state Class 2A tournament in St. Paul, winning two of three matches there. All but one player, starting right-side hitter Amelia Kahle, who graduated, are back this season and starved for a return trip to the state tournament, where at the least they want to make it to the state championship match for the first time in program history. “They look great,” said Tigers coach Cassie Koch, who is in her sixth season as head coach. “So much talent in one gym is truly remarkable for one high school program. This is a group of great kids who are without a doubt hungry for a higher finish at the state tournament.” Hayden, who is back for her junior year, was recently named to the Soph 79 team, meaning she is one of the top 79 volleyball players in the nation for her class. She was also put on the watch list for pre-season AllAmerican status this season by the www.prepvolleyball.com. Hayden, a 6-0 outside hitter, missed the first two-thirds of the 2014 season with a back injury, but returned to make a big impact on the Tigers over the last third. In 49 sets played, Hayden recorded 314 kills, 145 digs and 36 aces. Over three state tournament matches comprising 14 sets, she amassed 93 kills and 50 digs. Because she missed so much of the MRC season, Hayden was not selected for the all-conference team but three of her teammates were, all of whom are back on the court this year. Included is senior outside hitter Dakotah Poitra, who was named the MRC’s most valuable player in 2014. She posted 20 ace serves, 26 total blocks, 305 kills, 218 digs and 286 perfect service receptions during the regular season. Poitra was named to the State Coaches As-

She and Hayden were also named to the State Class 2A All-Tournament team. The other two all-conference recipients last season and back this year are junior Elizabeth Johnson and senior Kaylee Hentges. Johnson, a libero, had 30 ace serves, 295 digs and 425 perfect service receptions in 2014. Hentges, a middle blocker, had 18 ace serves on a teambest 97 percent efficiency last regular season. She also had 247 kills, 39 total blocks and 111 digs. Setter Danielle Taylor, who was named all-conference honorable mention last year, is back for her junior season. The other returning starter is senior middle blocker McKenzie Koepp. Letter winners rejoining the squad are senior Ally Anderson, junior Taylor Kruger, sophomore Abbie Siegle and freshman Paige Narveson. “We are only carrying 10
players and playing 8-9 in the starting rotation,” said Koch, adding that one of the keys to achieving the team’s high expectations this season will be “staying injury free.” Team captains this year are Hentges, Poitra and Johnson. Koch expects her team’s strengths to be its “experience, powerful attack and well-positioned players, all of whom are very comfortable with where they’re playing and have proven to be successful at that position.” The other two MRC tri-champions in 2014 (Jordan and Sibley East) hope to be back in the mix this year. Jordan, like Belle Plaine, returns all three of its 2014 all-MRC honorees as well as its honorable mention recipient. Sibley East graduated three of its top four players. Koch expects Jordan and perennial power Mayer Lutheran to present the Tigers with their biggest challenges in the conference.

The goal is $10,000 with a new and improved test drive program this October 3rd at Matt Saxe Chevrolet Buick in Belle Plaine. As in past years the oneday, 8 hour long test-drive event will to help raise thousands of dollars for the Belle Plaine Jr/Sr High but this year the new Buick Drive For Your Students event won’t have the usual $6,000 cap according to Matt Saxe. “We are excited to be able to give Mrs. Gorton and the choir students an opportunity to earn $10,000 if they can do 500 test drives in one day” said Saxe. Each participant who takes a test drive will earn $20 which will be donated by Matt Saxe and Buick regardless of whether or not the 500 test drive mark is reached. “Given the past success of test drive events at the dealership with 327 test drives being the current record we
really want to see the school hit the 500 mark and get the full $10,000 and I know that if anybody can pull it off, it will be Mrs. Gorton and the choir students” says Saxe. “Her organization and understanding of the process along with the excitement the kids generate around town during the event really makes this a fun day” To help the school reach the 500 test drive mark the dealership is expanding the entire program with several changes from past years events. Saxe explains that there will be a new larger test track area to drive on and there will be over 12 vehicles available to drive this year. There will also be additional vehicles available for longer test drives for those that are interested. “The challenge this year will be to complete at least 1 test drive during every minute
of the event” says Mrs. Gorton “We have 480 minutes to do the event and we plan to get all 500 available test drives done” Plus there will be plenty of entertainment with a bounce house for the kids and a live radio broadcast from KCHK radio. There will also be the famous Knights of Columbus hamburger stand and refreshments by the Belle Plaine Concert Choir Club . After writing over 550 columns for the Belle Plaine Herald over the past 11 plus years, it is a little strange trying to put into words what is going through my mind as I write this last column as the superintendent of the Belle Plaine Schools. Ultimately, I have gone back to a column that I wrote for Thanksgiving week in 2009 to help me complete this final column. I have replaced Thanksgiving in the article with “retirement” and the word “thankful” with “grateful”. As retirement approaches, there are many things to be grateful for as I have served as the superintendent of the Belle Plaine Public Schools. I am grateful for a supportive community that has stood by our schools financially as we have worked hard to improve our facilities and the technology available within them. We have also been supported through the passage of our operating levy several years ago and that has been a critical piece to the financial stability that we have seen over the past several years. That financial support will be needed into the future as we seek to maintain a quality school district. I am grateful for the wonderful students who enter our buildings every day to improve themselves academically and personally. We have great students here in Belle Plaine doing great things for themselves and for others. I am grateful for a great team of employees who are dedicated to increasing the academic capabilities of all of our students. Whether it is the building administrator, the classroom paraprofessional, or the classroom teacher, all have a common goal of academic excellence for our students. I am grateful for community members who are willing to run in an election to serve the community as a member of the Belle Plaine School Board. Being a board member can be a difficult duty at times and I am fortunate to have worked with outstanding board members who have been committed to academic performance throughout my years here in Belle Plaine. The Belle Plaine Schools were a wonderful place for our children to go to school and to graduate. They were well prepared for the rigors of their next step in life and I am grateful for that. Finally, thanks to everyone who have supported the office of superintendent here in Belle Plaine. I encourage you to continue your support of the district as Dr. Ryan Laager begins his tenure as superintendent of schools on September 1. New Prague Schools Enjoying Surprise Enrollment Growth New Prague public schools will have more students than even district officials expected when the 2015-16 school year begins next month. The district initially planned for 256 kindergartners. Now, it expects more than 300 arrive Sept. 8. Elementary enrollment across the district has been rising, as more families move into the New Prague Area School District. The district has taken in 20 new elementary school students in the past month, the New
Prague Times recently reported. Raven Stream Elementary, on the west side of the district, will have 638 students in 2015-16. Its capacity is 700. Falcon Ridge Elementary in Elko New Market is at capacity with 650 students. The district is looking at how to best handle the growing enrollment. A committee will study the possibility of changing enrollment boundaries for the New Prague public elementary schools. Its report is due before the school board this winter.
Carver Eyes City Land for Possible Elementary School If the Eastern Carver County School District’s bond referendum passes Nov. 3, land in the City of Carver will be home to a new elementary school. The city council recently did its part to preserve a site for the new school. The city council recently approved a $20,000 purchase option on approximately 30 acres west of Jonathan Carver Parkway (County Road 11), north of the bus transit station and Highway 212. The land is one of two sites the Chaska-based school district eyed. The City of Chaska also had a site proposed for a new elementary school. A school
district facilities committee recommended the Carver site earlier this summer. The land is selling for $65,000 per net acre (about $2 million), the Chaska Herald recently reported. If the referendum is approved, the land sale will be completed and construction begins. The school would be scheduled to open in the all of 2017. The referendum includes two questions – the first for authority to sell $66.7 million in bonds to build and improve facilities and the second to increase the per-student excess levy from $379.19 to $829.19.

Expanded Clancy’s, New Hotel B.P. Food Shelf, Other Groups Plans Back on Track in Jordan Could Benefit from SHIP Grant After the initial investment firm withdrew from the proposed project to bring a hotel and expanded Clancy’s restaurant to Jordan, a new partner has the project back on its feet. The Jordan City Council recently transferred all approvals already granted from the initial applicant to the new firm, KD Management, LLC. At the request of Terry Eid of Terrance Eid Construction, KD Management, LLC has joined the project. Shorewood-based
KD Management replaces Jordan Hotel Partners, LLC. It withdrew from the project May 1, the Jordan Independent recently reported. “I am a fan of Jordan for many, many reasons and it made sense for our company to be involved,” said Ken Dowell, principal with KD Management, LLC Dowell’s company has made some minor changes to the hotel plan. Three of the rooms will be converted to suites and the
hotel’s pool will be larger. The city likes the changes, believing they will make the product better, said City Administrator Tom Nikkunen. The project will be just east of Highway 169 and the existing restaurant and north of Highway 282. Groundbreaking for the new Clancy’s Restaurant will be later this year. Once it is completed, the hotel will be built on the site of the existing Clancy’s.

On a trio of 3-2 votes, the Shakopee City Council recently approved significant changes to the city’s governance. The council approved changing the mayor’s term from two years to four. It approved changing the city’s elections from odd years to even years, and it approved paying coun-
cil members $50 for attending meetings outside of formal council meetings. Mayor Brad Tabke and councilors Kathi Mocol and Jay Whiting voted in favor of changes the three ordinances. All three were approved without public comment since they were initially discussed at a

workshop. Tabke did not solicit public comment on the proposals at either the Aug. 5 or 18 meetings, the Shakopee Valley News recently reported. The city is planning one-time five-year terms for seats up for election this fall (2016-2020) to accommodate the transition to even-year elections. All five council members will be up for re-election in 2018 and 2020. Whiting supported the move to even-year elections with the hope of bringing more attention and participation to city elections. Councilor Mike Luce opposed the switch, fearing candidates for state and federal offices will overshadow the city candidates. Councilor Matt Lehman said the city should have worked in concert with the Shakopee School District in the move. The district will now bear the entire $15,000 cost of running an odd-year election rather than share it with the city. Organizations like the Belle Plaine Food Shelf, local schools and other groups around Scott County could benefit from state money designed to help people eat healthier foods and enjoy a more beneficial lifestyle. Last Tuesday (Aug. 18), the Scott County Board unanimously approved an application to the Minnesota Department of Health for a non-competitive SHIP (Statewide Health Improvement Program) grant. The grant will bring $326,362 to Scott County from November of this year through Oct. 31, 2016 plus $335,759 between Nov.1, 2016 and Oct. 31, 2017. About two-thirds of the annual grant will fund salaries for one full-time SHIP coordinator and the addition of 1½ full-time staff. The SHIP model uses research-based strategies to support community-led improvements in healthy eating and physical activity, helping to improve health by increasing opportunities for healthy choices. The priority target populations for this program include low income and diverse populations
promote water consumption at school. The grants will continue to implement increased physical activity opportunities which include active classrooms, active recess, increase students walking and biking to school with safe routes to school activities, and before and after school physical activity, Brodsky wrote in the request for board approval. Along with community gardens, SHIP grants will help with parks and planning staff in Scott County to identify and explore gaps in order to make parks and trails accessible to people of all abilities. It will also support comprehensive planning for safe, healthy and livable communities. Commissioner Tom Wolf of Credit River Township raised concern over the percentage of the grant dedicated to staff. Commissioner Joe Wagner said the grant is state money that the county should accept. Wagner backed the application noting county staff will track how the money is spent and the effectiveness of the program.

in Scott County to enhance participation in healthy eating and active living, said Lisa Brodsky, Scott County’s public health director. Working with emergency food programs like the Belle Plaine Food Shelf to increase access to healthier food options for low-income residents, the SHIP grants helps improve the quality of food available at the food shelf. Last year’s SHIP grant brought $7,000 to the food shelf, money used to help educate and inform clients. Residents learned about gardening and better nutrition using locally grown foods. “The end caps we had that had Snickers bars on it now have vegetables,” said Betsy Ollhoff, one of the directors of the food shelf. In local schools, SHIP grants will help promote farm-toschool connecting farmers with schools to provide fresh, local foods, expand breakfast programs to additional schools and increase students’ access to a healthy breakfasts. liquor retailers. The council admitted it had exhausted all its legal options for blocking Target’s application to sell liquor from within its existing store. “We are in a tough spot. We are torn,” Councilor Paula Geisler said at the Aug. 17 meeting where Target’s request was OK’d by a 4-1 vote. A wall and separate entrance will divide the 2,000-squarefoot off-sale liquor portion of the Target store from the rest of the store, the Chaska Herald recently reported. Target’s application initially came to the city council June 1. Recognizing the predicament it faced, the council tabled it until June 29 for additional study and discussion. The city looked at a variety of options to adjust its ordinances governing liquor stores, but all of them would
have impacted existing off-sale liquor operations. The council reviewed its legal options one final time in a workshop before the regular council meeting. Assistant City Administrator Jeffrey Dahl reportedly told the council the city had no good legal standing to deny the application. Councilor Jay Rohe said rejecting the application could open the city to potential litigation. Mayor Mark Windschitl said during the workshop the city can’t deny Target’s application simply because it doesn’t want to approve it. But the mayor later cast the only vote against the application. Owners of a pair of locally based off-sale businesses thanked council members for the time and consideration they and city staff put into the issue.

CITY OF BELLE PLAINE ORDINANCE 15-06 AMENDING THE CITY CODE BY AMENDING SECTIONS 403.05 USE OF BOW AND ARROW THE CITY COUNCIL OF THE CITY OF BELLE PLAINE DOES ORDAIN: Section 1. Section 403.05, USE OF BOW AND ARROW, is hereby amended as follows: It shall be unlawful for any person to shoot a bow and arrow except for the following: A. In the physical education program in a school supervised by a member of its faculty, a communitywide supervised class. B. An event specifically authorized by the Council. C. At a bow and arrow range authorized by the Council. D. On private property located north of the Union Pacific Railroad property subject to the following conditions: a. Allowed only during the hunting season for bow and arrow, as authorized by State of Minnesota. b. All other regulations established by the Minnesota Department of Natural Resources regarding hours, limits, zones, and so forth, shall be adhered to except that no shooting or discharge of any bow or arrow shall be within five hundred (500) feet of any residential or commercial structure, public street, roadways, sidewalk, or trail. c. Written permission shall be granted by the property owner. d. Obtain a permit on application forms made available from the Belle Plaine Police Department. e. Establish signage stating “No Trespassing – Private Property” at reasonable intervals and all points of entry and exit. f. Hunters attempting to recover wounded game must inform the landowner prior to entering land. g. Any constructed tree stand shall be at least five (5) above ground level. Section 2. Chapter 1, Section 108, Fees, Subd. 1, Fee Schedule, is amended as follows: Bow and Arrow Hunting Permit – Annual Fee - $25.00 Section 3. Apply for Antlerless Deer Permit by Sept. 10 Firearms and muzzleloader hunters who want to harvest antlerless deer throughout much of Minnesota this hunting season are reminded they must purchase their license and apply for an antlerless permit by Thursday, Sept. 10, the Minnesota Department of Natural Resources said. Antlerless deer permits are issued by lottery in designated permit areas. Some areas that have not been in the lottery classification in recent years are in that classification this year, primarily as a result of new deer population goals. “Hunters should review the hunting and trapping regulation book now,” said Leslie McInenly, big game program leader with the DNR. “The lottery applies to over half of the state permit areas this year, and it’s important to start planning for the season.” Hunters who want to participate in special firearm deer hunts also need to apply for permits that are issued by lottery, and the application deadline is Sept. 10. Third Annual Bull Riding Event Sept. 11 & 12 The Sibley County Fair Board has announced that it will hold the third annual ProAuto NYA Bull Riding Event at the Sibley County Fairgrounds in Arlington on Friday and Saturday, Sept. 11 and 12. Proceeds will benefit Jared Allen’s Homes for Wounded Warriors. Friday’s bull riding will kick off at 7 p.m. Mutton Bustin’ for the kids will take place during intermission, along with the raffle drawing and live auction Friday and Saturday nights. Saturday’s festivities will feature a tailgate party from 3-6 p.m., which will include a me-
chanical bull, dunk tank, live radio broadcast, vendors and more. Saturday’s bull riding will begin at 6 p.m. After the competition concludes, the band Rusted Revolver will play. Some of the best cowboys and bucking bulls in the United States will be competing, including some Professional Bull Riding (PBR) bulls. Adult tickets are $15, with $2 from every ticket going to Jared Allen’s Homes for Wounded Warriors. Kids age 4-12 are $5 and under 3 are free. In 2014, over $18,000 was raised and donated to this charity.

Tribe Appoints Conservation Officers to Enforce Game Laws The Shakopee Mdewakanton Sioux Community (SMSC) has signed a joint powers agreement with Scott County, Shakopee and Prior Lake relating to the Mdewakanton Conservation and Enforcement Agency, which will enforce conservation laws on SMSC lands. The agreement follows a joint powers agreement signed in July with the Minnesota Department of Natural Resources. The SMSC’s three conservation officers are licensed by the Minnesota Board of Peace Officers Standards and Training. “The joint powers agreements with the State of Minnesota and our neighboring governments advance the SMSC’s mission to protect our natural resources and enable us to support local law enforcement agencies when they need assistance,” said SMSC Chairman Charlie Vig. “Our conservation officers represent a mutually beneficial addition to law enforcement on tribal lands.” Through the joint powers
agreements, the SMSC’s conservation officers are licensed and recognized by the State of Minnesota. Similar to state conservation officers, their main role is to educate people about conservation laws and cite violators. They are authorized to cite SMSC members and members of the general public for hunting and fishing violations on SMSC fee and trust land, such as trespassing on nonhunting lands, baiting deer and violating possession limits. To hunt on SMSC lands, a person must hold a license issued by the Mdewakanton Conservation and Enforcement Agency. The conservation officers’ work is independent from criminal law enforcement, which will continue to be performed by the Scott County Sheriff’s Department and the Prior Lake and Shakopee police departments. The agreement signed authorizes the SMSC’s conservation officers to respond in a support role when local law enforcement agencies need assistance
with emergency situations such as domestic complaints or vehicle accidents. The conservation officers will generally not perform typical law enforcement duties such as making arrests or issuing speeding tickets. Each year, the tribe voluntarily contributes a total of $770,000 to the Shakopee Police Department, Prior Lake Police Department and Scott County Sheriff’s Department for law enforcement and other services on the reservation, and these contributions will continue. The SMSC has more than 60 agreements with local governments related to shared priorities, including law enforcement and public safety. “The Mdewakanton Conservation and Enforcement Agency is a welcome partner in our community. Conservation law enforcement is important, and these officers will also be called upon when we need extra or more urgent response in our service area,” said Shakopee Police Chief Jeff Tate.

Le Sueur OKs City Bow-and-Arrow Hunting Ordinance After making sure the city council, and not the police chief, will decide where people can hunt within Le Sueur’s city limits using a bow-and-arrow, the city council recently approved an ordinance governing the hunting. The new ordinance governs, among other things, sections of the city – generally the north side of Le Sueur along the Minnesota River – where people can hunt with a bow and arrow. It applies to landowners and people with landowner permission. They may not hunt within 500 feet of a structure or 200 feet of a driveway, the Le Sueur News-
Herald recently reported. Police Chief Bruce Kelly recognizes there are likely parts of the city that are likely overpopulated with wild animals. The original draft indicated the police chief would be allowed to designate the areas where bow-and-arrow hunting could occur. But designation of the areas was changed to a council decision at the suggestion of Mayor Bob Broeder during its first reading before the city council. The ordinance also regulates the legal carrying and shooting of rifles, air rifles and air pistols. at

Tigers Strand Hadley; Will Face Hampton in Second Round by Brett Kruschke In a season in which making the state tournament already seemed a hearty accomplishment, Belle Plaine is moving on to the second round after a nail-biting 3-2 victory over the Hadley Buttermakers on Sunday in Watkins. The Tigers led 3-0 after five frames, with Hadley scoring runs in the seventh and eighth innings before stranding their 16th base runner of the day when it ended in the ninth. Up next are the Hampton Cardinals of the Classic Cannon Valley League, owners of a 26-11 record and recipients of a first-round bye as the No. 1 seed from Region 4C. The Tigers will once again be playing at Clipper Field in Watkins, with Sunday’s first pitch at 1:30 p.m. Belle Plaine’s record is 11-19. It would be terrific if all of Tigertown made the trek to Watkins, and those that do will find the field and amenities well worth their while. Grays Split Two Games at State by Mike Zellmann The Belle Plaine Gray Tigers (over age 35) baseball team split a pair of state tournament games over the weekend with a 10-0 loss to perennial power Cold Spring on Saturday before beating Le Sueur 9-2 on Sunday. The Gray Tigers will make a run at the Class A trophy this weekend starting against Menahga-Sebeka 7:30 p.m. Saturday in Jordan. There will be games at Tiger Park all weekend starting at noon on Saturday and 11 a.m. on Sunday. Visit the Minnesota Senior Men’s Baseball website for times and locations of the games. Cold Spring 10, Grays 0 The Cold Spring game had Belle Plaine ace Shane Hofmann toeing the rubber against a solid lineup from the Silver Springers. Hofmann would find the veteran players from the Springers blooping and dumping hits into right field repeatedly as they took advantage of a strong wind coming in from left. Add to that a couple Gray Tiger miscues and the rout was on. The Grays could only muster a bunt single by Eric Burge-
meister and a solid base hit by Jeff Fahey, the latter of whom was thrown out trying to stretch it into a double. The crafty lefty from Cold Spring would keep Belle Plaine off-balance all game. Grays 9, Le Sueur 2 With a new day the Gray Tigers would look to their second ace, Dave Kreft, to try and save the weekend. Le Sueur looked a little tired from spending the previous day at Waconia, playing until midnight and it showed as the Legends looked a little off their game. Kreft baffled many Legends with breaking balls and fastballs on the corners, only giving up two runs in the bottom of the sixth while striking out seven. The Grays started their scoring on singles by Knop, Mike Zellmann, a Le Sueur error and RBI single by Fahey to plate two. Belle Plaine scored one more in the fourth on a walk to Fahey, hit batsmen to Burgemeister and RBI single by Wulf. The Grays’ defense was dazzling with Hofmann, after a day of pitching, making two great diving catches in right field. With Kreft in cruise control,
the Grays would put a final nail in the coffin in the sixth as Le Sueur pitching issued some walks followed by a RBI single by Knop. Zellmann hit a RBI double off the right-field fence to clear the bases to bring the score to 9-0. Saturdayâ&#x20AC;&#x2122;s Antique Tractor Pull is one of the best in southern Minnesota and takes place right after the daily parade, which starts at 12:30 p.m. New this year is a local one-
hour tractor ride leaving the showgrounds at 6:30 p.m. and taking a nine-mile route back to the showgrounds. Live entertainment is featured on the main stage in Pioneer Hall all weekend. On Friday morning, itâ&#x20AC;&#x2122;s The Prairie Rose Band. On Friday afternoon, local favorite Charlie Sticha Band will entertain. The Trail Blazers are on stage Saturday morning, and Dale Dahmen is on stage Saturday afternoon. Closing out the weekend is The Purdy River Bluegrass Band on Sunday morning, with local favorite the Czech Lites on Sunday afternoon. Check out the Pioneer Power Fire Departments display of vintage fire fighting equipment,
including the ladder truck recently donated by the city of New Prague. The ever popular air ambulance is scheduled to make a visit on Saturday morning. The firemen put on several safety demonstrations. If you get hungry, the Threshers Kitchen serves a variety of home-cooked food. A pancake breakfast will be available Saturday and Sunday mornings. Over a dozen food vendors will also be serving various food items. A Catholic Church service will be held at 6 p.m. Saturday, with an ecumenical service on Sunday at 7:30 a.m. Admission to the Pioneer Power show is $10 for the purchase of a collector button, which is good for admission all three days.
The 45th Minnesota Renaissance Festival opened the gates at its longtime home south of Shakopee last weekend. But the festivalâ&#x20AC;&#x2122;s future address remains in doubt as interests between the landowner and MidAmerica festivals continue to be weighed. Access to the festival is no longer available as the land between the highway and gates is now being mined. Visitors to the festival can access the grounds off Highway 41 west of 41â&#x20AC;&#x2122;s intersection with Highway 169. A clause in Mid-America Festivalâ&#x20AC;&#x2122;s lease with the Malkerson family allows the family to terminate the lease after the 2016 festival to mine the land upon which the festival operates for silica sand deposits. Without the termination clause, the lease runs through 2023. Mid-America Festivals is looking at two sites in Scott County and two sites in Carver County as possible homes for the festival in 2017. Thoughtful Process
But the cutting process was typical of the manner in which Smith made decisions. â&#x20AC;&#x153;His concern was always about students. He always wanted to make sure that whatever we did, it was best for the students,â&#x20AC;? said Betsy Ollhoff, one of the school board members who helped hire Smith. She served on the board until 2009. In 2007, the district passed a $300 per-student operating
levy. Ollhoff credits Smith with maintaining a solid bridge between the school district and community. She said his patience and ability to explain a complex subject has helped the community better understand issues the district faces. â&#x20AC;&#x153;His concern has always been to do whatâ&#x20AC;&#x2122;s best for the schools, the community,â&#x20AC;? Ollhoff said. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;s always done a very good job.â&#x20AC;? If the passing of a referendum is a high point in his career, Smith is perhaps most disappointed that scores on state mandated tests. He believes the scores have not climbed at a rate Smith believes is commensurate with the districtâ&#x20AC;&#x2122;s efforts to improve them. The district has invested in professional learning communities (groups of teachers working together), staff time and iPads all in the name of enhancing academic performance. The most recent set of scores on math and science tests were around the state average in math, science and reading exams. â&#x20AC;&#x153;I think we have a very good team in place. I think weâ&#x20AC;&#x2122;ve made some significant improvements in the way we talk about and prepare for the tests with students and teachers,â&#x20AC;? he said.

He feels matters of finance are one of his strengths. His resume includes a stint as a business manager for the Gibbon-Winthrop-Fairfax School District from 1987-1992. He served as superintendent in Stewartville School District in 1992-â&#x20AC;&#x2122;93, West Central Area Schools (Kensington, Hoffman, Barrett, Elbow Lake, and Wendell) from 1993 to 2001, and Red Wing from 2001-â&#x20AC;&#x2122;04 before coming to Belle Plaine. Smith has also served as a math teacher and coached basketball, football and track before entering administration. One of the benefits of smaller school districts is the opportunity to wear many hats. Smith has also served as an athletic director while at Winthrop. It was his first experience with administration. â&#x20AC;&#x153;I liked the organizational aspect of that job, making sure everything goes off without a hitch,â&#x20AC;? he said. As he prepares for his final few days as Belle Plaineâ&#x20AC;&#x2122;s superintendent, Smith is reflective on a quarter-century and over 30 years in education.
