New City Administrator Sees Belle Plaine as ‘Opportunity You Don’t See Everyday’

Numbers Looking Good as Students Return to B.P. Schools

School District Focusing on Improvement Through Math, Literacy

A year ago, the Belle Plaine School District opened its doors to just over 1,600 students when students returned to school just after Labor Day (Sept. 5). Next week, school officials are hope-

ful that trend continues. Monday, Superintendent Ryan Laager said the district is hoping for as many as 1,620 students in its buildings when school resumes Tuesday (Sept. 6) for junior- and senior highschoolers, Thursday (Aug. 8) for elementary students. Enrollment tends to drop a bit by Oct. 1, Laager said. The Minnesota Department of Education waits until Oct. 1 to formally take a count on which to base state aid. Laager ex-

pects the formal number will be closer to 1,600. “You lose kids for a variety of reasons. Some might go to PSEO (post-secondary enrollment option), some might go somewhere else,” he said. “You can only predict enrollment so much.” Elementary students and their parents will participate in conferences with teachers Tuesday and Wednesday (Sept. 6-7). The school district began holding the conferences a few years

ago to help teachers determine where students are academically at coming off the summer break. Laager said the district will survey parents to determine if they want to maintain the before-school conferences or start school on the same schedule as the junior-senior high school. The superintendent noted a particularly healthy enrollment for the kindergarten/begindergarten class. The class, which includes begindergarten students who are academically but perhaps not socially or behav-

by Dan Ruud A former U.S. Army officer of more than a dozen years and current Tracy city administrator has been hired to be Belle Plaine’s next city administrator. Mike Votca, who has been the city administrator at Tracy since the summer of 2013, emerged from a pool of 20 candidates to become the top choice. Votca, 39, was interviewed several times by the Belle Plaine Personnel Committee during the city’s lengthy search for the right person, a process that began in the spring. The other finalist for the job was Liza Donabauer, who has been the city administrator at Arlington since 2013. “The search for a new city administrator was competitive and there were several well qualified candidates,” said Belle Plaine Mayor Mike Pingalore. “Through the process, Mike Votca was chosen based on his education and varied experience. The council is looking forward to continued progress and growth with him as the city administrator.” The reason Votca was interested in the Belle Plaine job is that it represents “an excellent pro-

Mike Votca fessional opportunity in a growing community that is close to his hometown of Mankato.” Tracy is a city in Lyon County in southwestern Minnesota. Its population was 2,152 in the 2010 census. While in Tracy, Votca was responsible for a $1.9 million general fund and $6.3 million total budget. He managed 35 full-time employees,

Mid-America Festivals Buys Land for Possible Renaissance Fest. Site

Mid-America Festival has begun purchasing land for a potential new location for the Minnesota Renaissance Festival in St. Lawrence Township northeast of Belle Plaine. Mid-America Festivals, operators of the Minnesota Renaissance Festival, has acquired approximately 150 acres along County Road 59 (Delaware Avenue) north of Highway 169 near the county fairgrounds from the John Marks family. The company still wants to purchase an additional 150 acres to accommodate a new festival site and ample parking space, said Robert “Bo” Beller, director of business and legal affairs

for Mid-America Festivals. Planning for the day when it loses the site the Minnesota Renaissance has called home for 46 seasons, Mid-America Festivals is working with other landowners who might be interested in selling land, Beller said. The land, a blend of trees and farmland, is suitable for the festival. Mid-America Festivals wants to maintain the Renaissance Festival in Scott County, he said. It also enjoys the rightoff access to County Road 59 festival-goers enjoy as they drive south on Highway 169, he said. Mid-America Festivals is currently operating the festival on

land in Louisville Township seven miles southwest of Shakopee. Malkerson Sales owns the land. The Malkersons have plans to mine the property, plans that pushed Mid-America Festivals to look for a new home. Mid-America Festivals announced earlier this summer they would be staying at the current site through the 2019 season. The company wants to open a new festival site in 2020. If Mid-America Festivals is unable to acquire enough land, Beller said it would keep the land as potential investment property.

The German family of Belle Plaine -- Keriann, Chris and their son, Brady -- are hosting a benefit walk and silent auction Saturday, Sept. 17. The family and Emma’s Hope Foundation are holding the event to raise money for the Children’s Cancer Research Fund. Keriann and Chris’s daughter, Emma, was diagnosed with stage IV neuroblastoma in August of 2010. She was 3 years old when diagnosed. Emma passed away in September of 2014.

The Emma’s Hope Foundation is hosting an inaugural benefit to raise funds for research through the Children’s Cancer

Research Fund toward a cure for various forms of cancer. It will be held Saturday, Sept. 17, beginning at 9 a.m. The event features a walk through the community and silent auction. The walk begins at 9 a.m. At 10:30 a.m., a guest speaker will present information on cancer and the importance of research. The first 200 walkers to register will receive a free T-shirt. Suggested donations are $25

Foster Pet Belle Plaine Received Over Care Needed 6 inches of Rain in August Volunteers are needed to provide temporary foster pet homes for puppies, cats, rabbits, kitten litters and dogs in Carver, Scott, Le Sueur and Hennepin counties. The Society provides medical care, food and litter. Volunteers provide a safe, loving home for an average of three to six months. Twice a month, the foster family comes with the pet to a three-hour public adoption day held in Eden Prairie and Chaska. According to the Scott County rain gauge on the Ewald and Adella Gruetzmacher farm, Belle Plaine received measurable precipitation 13 days in August. The biggest rainfalls occurred on Aug. 10 (2.23 inches) and Aug. 18 (1.10 inches). The total for the month was 6.19 inches. Ewald Gruetzmacher said what the area needs now is “sunshine” as enough rain has fallen for the time being. “We’re lucky compared to other places. People in Hutchinson, Alexandria and Sauk Centre are swimming . . . They’re just getting water on top of water,” Gruetzmacher said. Meanwhile, Gruetzmacher said corn and soybean prices have been falling, which isn’t

good news for farmers as harvest season is only about a month away. “The USDA tells us we have a bumper crop out there,” said Gruetzmacher, thus increasing the projected supply and lowering prices. According to the USDA’s Minnesota weekly crop report released this past Monday, 58 percent of the state’s corn acreage was in or beyond the dent stage, six days ahead of the five-year average. Corn condition rated 85 percent good to excellent. Twelve percent of the soybean crop was turning color, two days behind average and five days behind last year. Soybean condition rated 80 percent good to excellent.

An Irish Get-Together St. Thomas Church in Jessenland Township held its annual Irish festival Sunday (Aug. 28). Along with Mass, the festival included lunch, beverages, music, dance, games, a Zero-K run and plenty of other activities. The warm day drew a large crowd to the historic church.

Francis “Red” Weldon, 95, of Belle Plaine passed away on August 26, 2016 at Kingsway Retirement Living in Belle Plaine. Mass of Christian Burial was at 11 a.m. on Tuesday, August 30 at Our Lady of the Prairie Catholic Church in Belle Plaine. Fr. Brian Lynch officiated. Visitation was from 4-8 p.m. on Monday at the Kolden Funeral Home in Belle Plaine and continued one hour prior to the Mass at church on Tuesday morning. Interment with Military Honors was in Sacred Heart Catholic Cemetery in Belle Plaine. Francis Christopher Weldon was born in Blakeley Township, Scott County on March 7, 1921 to Christopher Thomas and Catherine Helen (Hessian) Weldon. He grew up on the family farm and graduated from Belle Plaine High School. He served his country during WWII in the U.S. Army Air Force. On August 31, 1948 he married Cornelia Guth at Sts. Peter & Paul Catholic Church in Belle Plaine. He farmed the family farm in Blakeley Township for many years. He later worked for MnDOT Highway Department. He was an active member of the Belle Plaine Vet’s Club and was 3rd Degree Knights of Columbus. Red enjoyed playing cards, fishing and baseball. He is survived by his children, Doug (Mary Beth) Weldon of Golden Valley, Colleen (Thomas) Morrison of Belle Plaine, Chris (Betty) Weldon of Belle Plaine, Kathy (Terry) Logelin of Prior Lake; seven grandchildren, Brian (Julie) Morrison, Tony (Jessica) Weldon, Katie (Peter) Houghtaling, Chris (Jennifer) Weldon Jr., Andy (Sheila) Weldon, Ryan Logelin and Grace Logelin; eight greatgrandchildren; many nieces and nephews. He is preceded in death by his parents; wife, Cornelia in 1997; one brother; four sisters; and special friend, Norma Stuewe.

Frances Schmitt, of Belle Plaine Minnesota, passed away August 26, 2016 while living at Kingsway Retirement Living in Belle Plaine, MN after suffering many years with Alzheimer’s disease. Funeral service will be at 11a.m. on Thursday, September 1, 2016 at the Kolden Funeral Home Chapel in Belle Plaine. Deacon Bob Raleigh will officiate. Visitation will be one hour prior to the service at the funeral home. Reception and lunch will immediately follow at Kingsway Retirement Living in Belle Plaine. Frances was born to Frank and Rose Blohowiak on December 18, 1921 in DePere, Wisconsin. She attended High School (Go Redbirds) in DePere and after graduation moved to Milwaukee, Wisconsin to attend Mrs. Brown’s Secretarial School. Frances was a lifelong member of the Beta Sigma Phi Sorority where she met many of her friends. While working at the Better Business Bureau and living in Milwaukee she met the Love of Her Life, Robert F. Schmitt. They married July 5, 1951. Frances and Robert lived in Milwaukee for a number of years before settling in Edina Minnesota where Frances enjoyed being a stay at home mom raising her three boys. After the boys were grown, she spent many years working for General Communications in St. Louis Park, Minnesota. Frances enjoyed traveling, tennis, golf, gardening and boating on Lake Minnetonka. Frances is preceded in death by her adoring husband Robert; son, Robert J. Schmitt, her parents, Frank and Rose Blohowiak; her sisters, Dorothy Wise, Rosemary Laes; and her brothers, Robert Blohowiak and infant Charles Blohowiak. She is survived by sons, Thomas (Julie) Schmitt, Green Bay, James (Pamela) Schmitt, Belle Plaine, grandsons, Brian Schmitt, Robert Schmitt & Steven Schmitt, granddaughters, Samantha & Elizabeth Schmitt, daughter-in-law, Pa-

Ann B. Clark Ann B. Clark, age 49 of Belle Plaine, MN, passed away on Friday, August 26, at Mayo Health Systems in Mankato, MN, after a long, courageous struggle with cancer. Celebration of Life Services will be at a later time. Ann was born on November 5, 1966 to Allen and Pamela (Britton) Clark in Chula Vista, CA. She moved at a young age to Indianapolis, Indiana and later Brownsburg, Indiana from 1969 -1984. She moved to Belle Plaine in 1984 and graduated from Belle Plaine High School in 1985. Following High School she entered and served in the United States Air Force where she served for four years. She attended Gustavas Adolphus College in St. Peter, MN and took training in Veterinary Technical Services in Eden Prairie, MN. She worked as a Vet Technician in Chaska, MN for a couple of years and worked in Wausau, WI for about 10 years before returning to Belle Plaine about 3 years ago after falling ill. She was a member of American Quarter Horse Assoc. and enjoyed her time in the garden, outdoors, skiing and her time with her family and grandkids. She is survived by her parents; Allen & Pamela Clark of Belle Plaine, MN; Children, Allyson Manning of Las Vegas, NV and Michael Stier of Milwaukee, WI. Grandchildren; Amear & Aniyah Manning. Sister, Katie (Rick) Otto and niece, Alexandra Otto of Henderson, MN. Also survived by many aunts, uncles, cousins and friends.

Farmers Market Corner The Belle Plaine Farmers Market 2016 season is in full swing. The market runs Wednesdays, from 3:30 to 6:30 p.m. (rain or shine) through Oct. 12 at Court Square Park, 410 North Cedar Street. Several new vendors were at the market again last week. Local honey was available, so come on down today (Wednesday) to see if it “stuck� around for another week. Sweet corn, tomatoes, cukes, zucchini, cabbage, green beans, beets, herbs and peppers will be available. Lots of canned goods, farm fresh eggs, jewelry and crafts are also there.

Off to the Market: 5 Reasons Farmers Markets are Awesome

1. Your fruits and vegetables will be fresh and tasty. Farmers often pick their produce the day before the farmers market, when it is ripe and ready to eat. Produce in the grocery store often ripens on the shelves and don’t get as much of the flavor or nutrients that comes with ripening in soil. You are also buying things that are in season. 2. You are supporting local farmers (and Mother Earth!). Most farmers come from within a 50-mile radius, meaning you are helping your regional economy. And yet another added bonus is that you’re doing something cool for the planet! Buying locally helps reduce your carbon footprint, and if you have children, will be a great way to model this lesson for them. 3. It’s a social event. It’s a great place to catch up while getting some shopping done. You can help each other find the best prices

for produce, and share recipes and ideas for how to prepare different fruits and vegetables. Today’s farmers markets often feature crafts and all sorts of vendors and have truly become weekly attractions in towns, neighborhoods and cities across the country. 4. You can inspire your whole family to be healthy. Just looking at all the fresh items available at a farmers market can make fruits and veggies more appealing. You can try new things and teach the kids about farming and produce. Let the kids pick out new things to try, replacing a prepackaged snack item at home. Getting the family involved in the selection process can make them more invested in meals and inspire healthy habits to Bag the Junk! 5. It’s not just about fruit and vegetables. You can find local meat, eggs, honey, dairy and more. The ability to buy these items from the farmers who raise the animals and can talk to you about their diet, etc. is an amazing opportunity for any consumer. Shopping this way is also a great way to focus on whole or “real� food and start removing processed foods from your diet. If you have children, there is no better place to help them learn where food comes from than a farmers market. An added bonus is that you might be able to check off most of your grocery shopping list right at the farmers market, while gaining all of the benefits listed above. Deadline for Farmers to Apply for Easement Funding is Oct. 1 Cathee Pullman, USDA-Natural Resources Conservation Service (NRCS) state conservationist in Minnesota, announces that farmers interested in Easement Funding need to apply for the Agricultural Conservation Easement Program (ACEP) by Oct. 1. ACEP provides financial and technical assistance to help conserve agricultural lands and wetlands. “Under the Agricultural Land Easements (ALE) component, NRCS helps protect working agricultural lands and limit non-agricultural uses of the land,� Pullman said. Minnesota NRCS offices are accepting applications for the ALE program from eligible partners. The program helps farmers and ranchers keep their land in agriculture. Eligible partners include Indian tribes, state and local governments, and nongovernmental organizations that have farmland or grassland protection programs. Land eligible for agricultural easements includes cropland, rangeland, grassland, pastureland and nonindustrial private forest land. NRCS will prioritize applications that protect agricultural uses, related conservation values of the land, and those that

maximize the protection of contiguous acres devoted to agricultural use. According to Pullman, under the ALE component, NRCS may contribute up to 50 percent of the fair market value of the agricultural land easement, and up to 75 percent for grasslands of special environmental significance. The Minnesota NRCS offices are also accepting applications for the Wetland Reserve Easement (WRE). The WRE component provides technical and financial assistance directly to private landowners and Indian tribes to restore, protect and enhance wetlands. For acreage owned by an Indian tribe, there is an additional enrollment option of a 30-year contract. Land eligible for wetland reserve easements includes farmed or converted wetland that can be successfully and cost-effectively restored. NRCS will prioritize applications based on the easement’s potential for protecting and enhancing habitat for migratory birds and other wildlife. To enroll land in Agricultural Land Easements or Wetland Reserve Easements, entities and/or landowners may apply at any time at their local USDA Service Center.

Minnesota Department of Transportation Project Manager Forrest Hasty and Lisa Bigham, district planning director, met with Green Isle City Council members at the council’s Aug. 23 meeting. The two Mn/DOT staffers sought the council’s input on potential additions to a Highway 5 improvement project north of Green Isle. The project is scheduled for 2022.

Mn/DOT Wants Green Isle’s Input for Highway Improvement Project In five or six years, the Minnesota Department of Transportation is planning an improvement project on Highway 5 from Green Isle north to Highway 212. As planning for the project unfolds, Mn/DOT wants Green Isle’s wish list related to the project. Two representatives from Mn/DOT’s District 7 office in Mankato – District Planning Director Lisa Bigham and Forrest Hasty, project manager – presented the agency’s general plans for the seven-mile improvement project at Tuesday’s (Aug. 23) council meeting. While offering no promises of what the final plans would include, they wanted to know what Green Isle would like to see included in the project. “This is really important,� Hasty told the council of its input. “You guys use the road. You guys drive the road.� Hasty believes the project will likely be a mill-and-overlay of the road. Plans for it will evolve over the next few years. Mn/ DOT will likely hold an open house to present the project once a draft plan is formally set, Bigham said. “Now’s the time to get it (ideas) out there,� said Mayor Dale ZumBerge. Councilor Shawn Harms proposed dedicated bypass and turn lanes to accommodate trucks using 180th Street to access Locher Bros. distribution center. He said there have been crashes at the intersection involving drivers using turn lanes as a bypass lane. Council member Mark Wentzlaff said turn and bypass lanes along the highway would provide easier access to the city’s fledgling industrial park. A seven mile mill-and-overlay project would cost about $2.7

million, not including drainage work or the addition of road features like turn lanes. “I’m shooting it out there. Maybe the idea is far-fetched,� Wentzlaff said. Hasty said adding turn and bypass lanes are reasonable if there is enough right-of-way and funding for expansion of the road. “If doable, it’s definitely something we should consider,� he said.

Councilor Compensation

The council also unanimously approved a plan regarding city council member pay ZumBerge proposed. He proposed council members must be in attendance of meetings to be paid for them. Currently, council members are paid whether they attend regularly scheduled council meetings or not. Belle Plaine pays its mayor and councilors in the same manner. In 2016, Green Isle city council members are paid $1,460 for 24 meetings. The city’s mayor is paid $1,700 for 24 meetings. Council members are paid $30 (plus mileage) for attending special meetings. Wentzlaff said the policy provides councilors an incentive

to attend meetings. Council members won’t be able to arrange an excused absence, “like when we were back in school,â€? Harms said. ZumBerge brought up the proposal at the Aug. 23 meeting after discussing it with several constituents, he said. He believes the period before the election is a good time to approve the new policy. It is effective Jan. 1, 2017. “I didn’t get on the city council to get rich,â€? Harms said. “When I got on, I didn’t even know we got paid,â€? ZumBerge said. In other action at the Aug. 23 meeting, the Green Isle City Council: • Paid bills totaling $31,319.54. • Heard a report from Brandy Barrett, director of Green Isle Community School, on the school’s plans to acquire a bus. Pending a successful inspection, the charter school plans to buy a previously owned school bus. • Heard a report from Councilor Brian Oelfke on cleaning graffiti from the ceiling of the park shelter at Lions Park. • Tabled discussion of removing concrete barriers left in the city’s industrial park from a tractor pull.

Klobuchar, Franken Announce Plan to Support Dairy Farmers

The marriage of Paul Casey, son of Mr. and Mrs. Patrick Casey of Belle Plaine, and Miss Laura Swanson of Le Sueur took place. The groom was employed at the Groth hardware store. All three days of the fair at Shakopee were either rainy, damp or cold. The management took its loss in stride. Mrs. Margaret Sharkey left for Los Angeles to make her home with her daughter, Mrs. D.H. Flynn. At Sacred Heart Church took place the marriage of Miss Winifred Murphy and Edward Duffy. Lightning caused a car to upset on the river road in Jessenland. The flash blinded the driver’s vision at a road turn and the car went down a 7-foot embankment.

120 Years Ago (1896)

New Teachers Belle Plaine public schools had six new teachers to begin the 1986-87 school year. The BPHS football team won its season opener by an 18-0 count over Janesville. One of the Tigers’ touchdowns came on a 35-yard pass play from Jim Buesgens to Jay Denny. Jordan edged Sleepy Eye 4-3 to win the state Class C amateur baseball championship at Cold Spring.

A total of 1,017 students reported for classes on the opening day of the 1986-87 school year at Belle Plaine schools. That was nine students fewer than the previous year. There were seven candidates for Scott County sheriff heading into the coming Tuesday’s primary election, which would narrow the swollen field to two. The candidates were Alvin Erickson, Doug Hafermann, Don Hamilton, William Nevin, Thomas R. (Skinner) Pauly, Stephen L. Strehlow and Richard (Dick) Welch. Tim Moriarty and his wife, Marilyn, were easing their way into the jewelry business after having recently purchased Hennen Jewelry Store from Ronald Hennen. Hennen, who had owned the store for 30 years, would assists the Moriartys with the business for a few months. Another downtown business was in the process of changing hands. Urban Eischens, who had operated Eischens Bar in Belle Plaine for 30 years, was selling the business to Wally Fahey. Eischens had purchased the business from Joe Hahn in July of 1956. The Scott County Fair 4-H delegation returned home that week from an intense 2 1/2 daylearning experience. The Scott County 4-H dairy cattle judging team gained recognition by winning second place in the annual dairy judging contest at the Minnesota State Fair. Team members included Chuck Will of Jordan, and David Minar and Dick Svobodny of New Prague. Joe Fogarty’s herd took top place in the July testing with his registered Holsteins, averaging 40.5 pounds butterfat. Others in the top five in this order were F.E. E. O’Brien, son of Mr. and Mrs. Richard O’Brien of Belle Plaine. Miss Roselyn Michel, daughter of Mr. and Mrs. Norbert J. Michel, became the bride of Francis Weiers, son of Mrs. Celia Weiers of Union Hill. A collision near St. Thomas between a gravel truck driven by Harry Otto and a car driven by Bernard Cemensky resulted in the wreck of the Cemensky vehicle and some injury to both occupants. Two young Chaves boys, Tommy, 2 1/2, and Michael, 1 1/2, sons of Mr. and Mrs. Amador Chaves, Blakeley Township, were missing for the better part of a day. Belle Plaine Police Chief Luther Lageson was notified and sent out carloads of searchers. The boys were found that evening unhurt. They had wandered part way down a large ravine that started near the rear of the Chaves home. The school enrollment for opening day reached a total of 828, highest in the town’s history and an increase of 44 over the previous year. Of the total, 110 registered at Trinity Lutheran School. John Fust, brother of Mrs. Peter Ince, died at his home in Shakopee at the age of 67. Edna Busch, Irene Stier and Ruth Laabs were new students at Wartburg College, Waverly, Iowa, and Dollis Woestehoff began her second year there. Mrs. Catherine Johnson, mother of Bob Johnson of Belle Plaine, died at her home in Mankato at the age of 77. The children of Mr. and Mrs. Emmett Minton held an open house in honor of their parents’ silver wedding anniversary. After a long illness, death came to Mrs. Wilhelmina Tesch, wife of August J. Tesch. She was 68 years old.

There were 263 railroad tickets sold at the Belle Plaine depot during fair week. After employment of 17 years at W.H. Weibeler’s store, P.J. Passmann resigned to become associated with Mrs. W. Sielaff in the mercantile business. A.D. Woodruff was back from Tomah, Wis., for a visit in the neighborhood. He was one of the first settlers here, coming in June of 1854, when he later preempted a part of what later became the Henry Bauer farm. Patrick Prendergast, 65, one of the first settlers in the “big woods,� died. The state was stirred over a lynching at Glencoe. A mob broke into the county jail, took out two men and hanged them from a bridge over the creek. The men had been charged with killing Sheriff Rogers of Glencoe. The Minneapolis ball team topped the list in the Western League. The other towns in the league were Indianapolis, Detroit, St. Paul, Kansas City, Milwaukee, Columbus and Grand Rapids.

Following efforts from U.S. senators Amy Klobuchar and Al Franken, along with representatives Tim Walz and Rick Nolan, the U.S. Department of Agriculture (USDA) announced plans to help dairy producers and families in need. They say low milk prices have resulted in sharply reduced incomes for U.S. dairy farmers, which is placing our nation’s dairy industry in a vulnerable position. Last month, Klobuchar, Franken, Walz, and Nolan urged the department to use its authority to take action to protect the nation’s dairy farmers from further crisis and aid the expansion and maintenance of domestic farmers. This week, the USDA announced plans to purchase approximately 11 million pounds of cheese, valued at $20 million, for food banks and pantries across the nation to assist families in need through USDA nutrition assistance programs. USDA will also extend the deadline for dairy producers to enroll in the Margin Protection Program for Dairy, which provides a financial safety net to participating dairy producers

when the margin falls below the coverage level selected by the producer. “Our prosperity depends on supporting and strengthening farms and rural communities throughout Minnesota and across the country,� Klobuchar said. “After our efforts, Minnesota dairy farmers and families will receive the help they need during this time of low prices. I will continue to work hard to ensure that our family farmers have the support to continue feeding and fueling our country.� “One in five Minnesota jobs is tied to agriculture, which means that families and rural communities all over our state rely on strong ag markets,� Franken said. “So with milk prices in a deep slump, I’ve been fighting hard to support our farmers as they weather this storm. We called on USDA to take action to help dairy farmers in Minnesota and across the country, and I’m glad to see them take this important first step. Rural Development Grants, Loans USDA Rural Development is gearing up to help local homeowners finance home improvements through low-interest loans and grants. Grants are limited to elderly homeowners over the age of 62, and can only be used to remove health or safety hazards or remodel dwellings to make them accessible to household members with disabilities. The maximum grant is $7,500. “Now is a good time for homeowners to evaluate the need for necessary repairs or replacement of items such as a roof, electrical, plumbing and siding,� said Chuck Phillips, Area Director for Rural Development’s Southeast Area. “Energy efficiency improvements through replacing windows and insulation also qualify. Funds can also be used to replace a furnace, sanitary disposal system and to make homes handi-

cap accessible.� Phillips added that applicants must own and occupy the home, and their income may not exceed guidelines established by county and household size. Income limits vary by county and average $25,000 for a oneperson household and $28,500 for two-person household in southeastern Minnesota. Income limits increase for larger sized households. Phillips recommends checking with the local USDA Rural Development office for income limits in your county. Applicants must also have an acceptable credit history, show repayment ability, be unable to afford a conventional loan and live in a community with a population of 20,000 or fewer. The maximum loan is $20,000, repayable over 20 years with a 1 percent interest rate.

Maurice “Buzz” Brown, of Northfield, formerly of New Prague, died Monday, August 22, 2016, at his home. Buzz was born February 2, 1945, in St. Peter the son of William and Frances Sullivan Brown. He grew up on the Le Center side of St. Thomas, and graduated from Le Center high school, married to Kathleen Selly in Le Center, the couple made their home in New Prague. Buzz worked for National Foods and later for Fairway Foods in Northfield. For the past 15 years, Buzz has been working at St. Olaf College. Boys, Girls Out to Defend MRC Titles by Dan Ruud Both the Belle Plaine High School boys’ and girls’ cross country teams will be out to defend their Minnesota River Conference championships they won last October in Norwood Young America. They would also like to inch closer to a state team berth, both just missing out last year. The girls were third in their section meet (the top two qualify for state) and the boys were fourth. It was the fourth year in a row that the Belle Plaine girls won the MRC crown and the first time since 1974 that the boys did so. Neither team had an individual medalist in last year’s conference meet, instead relying on depth of roster to win their titles. The Tigers will be out to do the same this year. On Aug. 22, the Belle Plaine boys’ and girls’ teams partici-

pated in a conference scrimmage at Norwood Young America and ran well in both meets, for which no scores were kept. “We saw incredible improvement from our young kids and even the older, faster kids had improved times. The team is working incredibly hard and they are having fun together,” said Belle Plaine coach Steve Schroeder, who is in his 17th season at the helm of the school’s cross country program.

The top five finishers for the Belle Plaine boys’ team placed in the top 12 at last year’s MRC meet. Leading that charge to the conference championship was Kellen Bergs, who finished fourth among 48 runners and is back for his senior year. Also back for his senior year is Kyle

Siemon, who was sixth last year just four seconds behind Bergs. Elliott Rudd, who gained allconference honorable mention status after placing 12th, returns for his sophomore year. Ben Hunsader, who finished 16th in the conference meet last year, returns for his freshman year. Senior Nate Loegering is also back. The other two top finishers from last year’s MRC meet have graduated. They are Dylan Bigaouette, who placed seventh, and Sam Gregory, who placed 10th. Both of those two runners joined Bergs and Siemon on the all-conference team last season. Others competing for varsity spots this year are senior Hayden Cody, juniors Luke Hallgren and Noah Hastings, sophomore Tristan Cruz and freshman Drew Hastings.

Coach Schroeder said Jordan will be the team to beat if the boys hope to defend their MRC title, while Tri-City United, Norwood Young America and Le Sueur-Henderson will also be competitive.

Girls’ Cross Country

All four members of the Belle Plaine girls’ team placed in the top 10 en route to their fourth conference championship in a row in 2015, and three of those four are back this season. Included is Emily Berger, who was the lone Belle Plaine runner to qualify for last year’s state meet in Northfield, where as an eighth-grader she finished 54th among 175 racers in a time of 20:24. Belle Plaine Coming Off Historic Season But Has Many Holes to Fill by Dan Ruud The Belle Plaine High School football team made some local history last autumn when it smashed through the Section 2AAA Tournament for its first state tournament berth in 22 years. The Tigers ran into TriCity United in the first round of the state Class 3A tournament, losing 41-24 on Halloween afternoon in Lakeville. TCU was responsible for two of the Tigers’ three losses last season. The only other loss was at Waseca as Belle Plaine finished the season 9-3. One of those wins (39-35) was at home in the regular-season finale against Class 4A powerhouse Marshall, which had outscored its first seven opponents by a combined 350-7. Belle Plaine graduated 22 seniors from the 2015 squad, including quarterback Luke Narveson, who was one of four Tigers named to the inaugural South Central All-District football team (Minnesota high school football changed from conference to district alignments in 2015). Narveson, one of Belle Plaine’s leading passers and rushers in school history, is now a member of the Southwest Minnesota State University football team. Belle Plaine coach Justin Johnston said that due to his team getting a lot of big leads last season, a number of the younger payers benefited.

“Many of our younger kids last year played a lot of varsity football in the second half of games. We have an athletic, talented group of guys that have to fill a lot of roles . . . We have a lack of depth at a lot of positions but we are very comfortable with our players.” Replacing Narveson at quarterback this year will be junior Carsen Ladd, last year’s backup QB. “Carsen has come in and really worked hard to learn all the reads that go with our offense,”

said Tigers coach Johnston. “He has been doing really well in practice – and with all the experience he gained last year – we are expecting him to be a great leader for our offense. He is a competitive kid and is really showing the willingness to use his feet and arm to make plays in practice.” Among the other letter winners and or regulars coming back (all seniors) are Brody Curtiss (wide receiver and defensive back), Nathan Herman (wide receiver and defensive

Johnston said that defensively a lot of the same players as above are battling for positions, including Stauffacher (outside linebacker), as well as Jack Fogarty (outside linebacker) and Noah Ellingsworth (middle linebacker). “On the defensive line will be the same guys fighting for the offensive positions, which gives us good depth on our lines,” Johnston said. “The secondary will be led by Brody Curtiss and Matt Nelson as returning starters, and Jon Schmidt and Tyler O’Brien competing for the other cornerback job.” The Tigers started practice with a roster of 68 players in

grades 9-12, only nine of whom are seniors compared to over 20 last year. “We have a small class of seniors and we may need younger kids to step up and contribute this year,” Johnston said. The Tigers will play the same district teams as last season with the locations being switched this year. Belle Plaine will rack up more bus miles than it’s accustomed to as two of its road games are at Albert Lea and Marshall. The other two are at New Ulm and St. Peter. Belle Plaine will open the 2016 season when it hosts Norwood Young America 7 p.m. this Thursday at the Belle Plaine Athletic Complex. The Tigers defeated the Raiders 33-6 in last year’s season opener at NYA. Belle Plaine Looks to Finish Near Top of Minnesota River Conference by Dan Ruud The Belle Plaine High School tennis team will be guided by a new head coach for the first time in a dozen years as longtime assistant coach Melissa Hanson assumed the position following the resignation of Annette Moylan. Hanson will be assisted by her husband, Michael Hanson, who was also an assistant under Moylan in the program. The other assistant coach is Kevin Robinson. The Tigers return one of their two all-conference players from 2015. That is senior Ireland Lambrecht, a staple in recent years at No. 1 singles. Her biggest nemesis during those years, Le Sueur-Henderson’s Carlie Brandt, has graduated. Lambrecht played in the section individual tournament last season and lost to Brandt en route to finishing third. Rachel Schroers, who played No. 1 doubles, was the Tigers’ other all-conference selection. Her doubles partner, Bailey Gavin, who got honorable mention, also graduated, as did two other regulars – Grace Olson and Sarah Luskey. Lambrecht and Lauren Murphy, the latter of whom is a returning doubles player, are the Tigers’ captains this season. Other returning letter winners are senior Katlin Sannan, junior Caitlin Preusser, and sophomores Kiersten Skelley and Siri Kuhn. The rest of the varsity roster includes juniors Jessica Prader, Emma Luskey and Morgan Prokosch; sophomores Lilly Olson, Jocelyn DeFauw, Olivia Schatz and Tatum Ackerman; freshman Katie Piampiano; and eighth-grader Kadence Bran de Leon. “We have a mixture of experience and youth. The girls have a strong bond and work together well as a team,” Hanson said. “They’re a great group who are hard working and competitive. They are very coachable and the younger girls are not intimidated at all by moving up to a higher level of competition.”

As an outside hitter, Hayden is back as a fifth-year starter after recovering from a knee injury she suffered on the final point of last year’s state championship match against Concordia Academy. Others on the varsity roster are juniors Brittany Teal (middle hitter), Lauren Kerkow (defensive specialist) and Aryanna Mulroy (right side blocker). “The meshing of the four seniors (this year’s captains) and the newcomers has been good,” Foust said. “The seniors have welcomed the new faces and are taking them under their wings while demonstrating the work ethic, desire and determination needed every day at practice and competitions to be highly competitive.” Any concerns? “We are shorter than last year as the four players who graduated last season were all 5’10” or taller. We will be replacing them with girls who are 2-4” shorter at each position,” Foust said. “The heart of the defense (middle blocker) will have two new faces with no varsity playing time experience until this season.” Foust expects the same teams as in recent years to be the ones to beat in the drive to a conference championship. “The teams providing the

toughest competition based on last season would be Jordan and Mayer Lutheran, with possibly Le Sueur-Henderson returning to the top half of the conference.” As for the section tournament, Foust expects another strong push from Kenyon-Wanamingo, which took Belle Plaine to four sets in last year’s tournament and returns most of its players. “They are the coaches preseason No. 1-ranked team in the state,” said Foust, adding that the top four MRC teams along with Southwest Christian are also top contenders in the section. “We play a very competitive schedule and the girls are up for the challenge,” Foust said. “As long as we stay healthy, continue to develop and lean on the leadership of our four seniors, we should be an entertaining team to watch.” Assisting Foust and Geller in the program this year are Chelsea (Earney) Young and Carly

(Rothstein) Werner. The Tigers were scheduled to travel to Jordan Tuesday night after this edition of the Herald went to press. Message from the School Superintendent’s Office Belle Plaine school staff returned back to school early this year, for good reason! This year’s administration team put on a “Summer Institute” for the school teaching staff, where they had three days of professional development the week before the workshop. Being this is the first time the staff has done something like this, Superintendent Ryan Laager states “The purpose of this Summer Institute was to develop a high quality learning experience that will provide time for learning, reflection, development, planning and implementation in our efforts to provide leadership to improve practice.” The teaching staff have done an incredible job engaging in learning experiences over these three days that will help them in their practice this year. Administration worked hard this summer to build a high quality learning experience for their staff during these innovative professional learning experience trainings. Staff is excited to be back and enjoying the different training and seminars that are being presented to them to help them prepare for the upcoming school year. Brad Pederson, high school science teacher, went to his twitter account to show his excitement about this week. “Topics being discussed this week in Professional Development days are better to be talked about now instead of a random day during the school year.” Elementary (K-6) started their Summer Institute off with a new data collection and measurement tool-FAST (Families and Schools Together). This will be the first year that everyone in grades K-6 will be on the same page with FAST, and the first year in many that the two schools will be using the same assessment tool, which is a great thing for both staff and the students. Staff also had all day PRESS training. PRESS is a way for staff to prepare strategies/inter-

ventions that are directly tied to the benchmarking and progress monitoring data that the staff will gain from FAST. They discussed how to use these interventions within the classroom upon the data collected. FAST will provide staff with data that they will use to determine which interventions are directly matched to specific students’ needs. These strategies will be used for individual students, small groups and class-wide interventions, which will create consistency across the board for K-6. They ended the week receiving in depth training on tools that will be used to differentiate instruction and individual instruction for students based on strengths and areas of growth. Most of these trainings did not involve new items but rather ensuring that staff will have what they need to be successful throughout the school year and learn new ways of how to provide interventions with their students, which results in giving them more tools to use that are strategic, research-based and consistent. Senior/Junior High was busy starting off with a powerful presentation about “Belle Plaine Grading for Learning,” and how teachers can put theory into practice. A main target from this training was to get staff to understand how to connect high quality curriculum, instruction, assessment and reporting to provide the greatest level of clarity for students in the classroom. Teachers were exposed to ways to help improve planning, instruction and reporting that accurately reports the student’s academic achievement of standards. taking, provides wonderful feedback and promotes opportunities to re-demonstrate learning based on feedback. The entire staff is striving to facilitate and foster communication between home and school in order to help all students reach their full academic potential. Following the “Grading for Learning” presentation, staff had the opportunity to break down into smaller groups to look at “15 fixes” that can be made instantly to improve grading and communication practices. Staff looked at what they currently practice and then discussed why these can be detrimental to the learning process and worked together in small groups to discover a new approach that they will focus on while improving feedback, communication and learning. That led them to working on developing assessments that will provide the backbone to accurately measure students learning and then provide vital learning information to both teachers and individual students the following day. To wrap up the first ever “Summer Institute” of professional development on the final day, the teachers were able to sit down with practitioners who have been through this process and how it looked at a classroom level. This allowed the staff to work directly with these practitioners who engage in this work and use it to guide their practice. It gave the staff a great opportunity to learn from some expert teachers in the area of building an instructional design that looks at providing authentic feedback so students know exactly what they know and are able to do. The administration team thanked their staff for giving back three days of their summer to become better educators for their students and the energy in the rooms over the course of these trainings was phenomenal. Scott County Board to Decide Proposed Gravel Mine’s Fate Nearly two years after S.M. Hentges & Sons of Jordan applied for a permit to mine gravel from land it owns along Valley View Drive in Sand Creek Township, the Scott County Board will address the issue. Tuesday (Sept. 6, 9 a.m.), commissioners will decide whether the company will be granted an interim-use permit on 85 of the 100 acres the company owns. The company plans to mine well below the water table. The company plans to use the gravel for road and other projects. The proposed mine’s life expectancy is 20 to 25 years, according to the interim use permit application. Opponents of the proposed mine fear it could lead to tainted groundwater should the mine area flood. The land is in an area that has previously experienced floodwaters from the

Minnesota River. Opponents also contend the mine will present a public safety hazard. They argue gravel trucks from the mine using public streets through residential areas. A potential solution to the traffic issue is directing trucks from the mine out to Highway 169.

Refuge Taking Public Comment on Expanded Hunting Plan

Hunters and area residents have the opportunity to comment on the Minnesota Valley National Wildlife Refuge’s plan to open additional land in the area to hunting. The comment period runs through Tuesday (Sept. 6). The refuge is planning to expand beginning next year public hunting on over recently acquired 300 acres in three different refuge units. The expansion areas include 154 ad-

ditional acres in St. Lawrence, 143 more acres in the Louisville Swamp area and 22 additional acres in the Bloomington Ferry. The hunting regulations on the newly-acquired land will be consistent with rules governing hunting elsewhere in the refuge units. Generally, hunting is permitted in the refuge units during the state’s permitted hunting seasons. State hunting rules typically apply. However, hunt-

ers need to be aware of rules specific to the refuge and the individual units within the Minnesota Valley Refuge. Not all units permit hunting. Apply Now for Mentored Bird Hunts Families and youth can apply now for an opportunity to hunt with experienced pheasant hunters on select days in October. The mentored hunts are being offered through the Minnesota Department of Natural Resources and Pheasants Forever. The application deadline is Monday, Sept. 19. “This mentored hunt sends rookie bird hunters down the right path on understanding habitat, skills and safety so they can appreciate and participate in this lifelong outdoor sport,�

said Mike Kurre, DNR mentoring program coordinator. In the youth hunt, participants must be 12 to 17 years old as of the date of the hunt, have earned a firearms safety certificate and possess a small game license if required. Youth must have a parent, guardian or adult authorized by a parent or guardian accompany them as a mentor, without a firearm. The adult also must go with the youth during the pre-hunt orientation. In the family hunt, all participants can hunt, but they need to be 12 and older, have little to no

Land Sale Allows DNR To Expand Shea’s Lake WMA

A land sale from a private landowner to the Minnesota Department of Natural Resources (DNR) will expand Shea’s Lake Wildlife Management Area by 29 acres. Floyd Erkel is selling the land to the DNR. The Le Sueur County Board recently gave its blessing of the sale. The sale, once completed, will expand the WMA to over 325 acres. Shea’s Lake WMA is located in the southern portion of Derrynane Township, northwest of the village of St. Joseph. The land is grazed pasture with

three restorable wetland basins, the New Prague Times recently reported. It is accessible by a cartway. The DNR plans to allow grazing to continue on the land while developing it as oak savannah. The area will be burned and hardwood trees will be planted. The area is considered good habitat for wild turkey, pheasants, whitetail deer and other forms of non-game wildlife. Hunting will potentially be allowed in the area, said Joe Stangel, a DNR area wildlife supervisor.

Carver County Beaches Reopen The Carver County Parks Department reopened the beaches at Lake Minnewashta and Lake Waconia on Monday, Aug. 29 after tests showed the E.coli levels had dropped dramatically and are well below the threshold deemed safe for water recreation. The county had closed the beach at Lake Waconia Regional Park last week and the Lake Minnewashta Regional Park in Chanhassen earlier in the month. Both closings were precautionary measures due to elevated levels of E.coli. “We have seen a consistent decrease in the levels of E.coli over the last week to 10-days. The water quality has been

improving,� Parks and Trails Supervisor Sam Pertz said Monday morning. “The test results from last Friday (Aug. 26) shows it is suitable to reopen the beaches based on our water monitoring protocol.� The beach at Baylor Regional Park in Norwood Young America was also closed earlier this month due to significant algae bloom. Over recent days the algae has subsided and water conditions are more appealing, allowing the Baylor Park facility to reopen as well. Pertz said water quality testing will continue this week with hope that the beaches will remain open over Labor Day weekend.

A Sibley County Sheriff’s Office deputy clocked a vehicle speeding at 125 miles per hour Monday evening on Highway 22 two miles north of Gaylord. The deputy attempted to stop the vehicle but it fled northbound. After a three-mile pursuit, the driver of the vehicle,

Matthew Stanley Fillbrandt, 22, of Glencoe, lost control and went into a ditch, rolling the vehicle. Fillbrandt, who was treated and released at Glencoe Regional Health Center, was later brought to the Sibley County Jail pending charges of fleeing police in a motor vehicle.

We’ve got a really good group of people here,� Votca said. “But when I saw they had an opening in Belle Plaine, I thought, ‘wow, that’s the kind of opportunity that you don’t see everyday.’� The opportunity presented itself after former Belle Plaine City Administrator Holly Kreft announced her resignation, effective May 31. Her last day in the office was May 16. Dawn Meyer, the city’s longtime finance director, has since served as interim city administrator, a title she is no stranger to. She served in that capacity for nearly a year before the hiring of Kreft in 2014. Kreft replaced longtime City Administrator David Murphy, who held the job for about a decade. He is now the city administrator for East Grand Forks. The city of Tracy was Votca’s first municipal administrator job. He had previously done a city government internship in Mankato and served in the U.S. Army for 13 years (19992012). Votca earned a bachelor of arts degree in economics from St. John’s University in 1999, where he also completed the ROTC program. While an officer in the Army, Votca served a number commands in various administrative leadership roles, including operations manager, brigade engineer, regimental engineer, company commander, plans officer, battalion personnel officer and executive officer. Following the Army, Votca attended the University of Missouri, St. Louis, earning a master’s degree in public policy administration. The same year, he completed his internship with the city of Mankato and began his three-plus-years as city administrator for Tracy. Votca’s volunteer experiences include the American Legion and VFW. The posted salary range for the new Belle Plaine city administrator job was $79,294 to $105,025, depending on experience and qualifications. Votca, whose tentative start date is Oct. 13, will begin at step 2 of the city’s salary scale, which is $82,973 a year plus benefits. When Kreft was hired at step 6 of the city salary schedule in July of 2014, her salary was $93,423.63 per year.

B.P Schools iorally ready for kindergarten, is at 148. He expects about 130 of the students will advance to first grade next year. The district is expecting 136 first-graders and 113 secondgraders. That means nearly 400 kindergartners through secondgraders will walk the hallways at Chatfield Elementary School. At Oak Crest, the district expects nearly 500 third- through sixth-graders. The third-grade class is expected to have 118 students with the fourth-graders at 128. The fifth-grade class will have 127 students and the sixth-graders at 118. The district expects about 720 students in the junior-senior high school. The senior class is expected to be around 120 students. Academically, the district is continuing efforts to improve its programs. Specific areas of emphasis will be on literacy in the elementary levels, blended learning and math in the secondary classes. Balanced literacy is an approach elementary-schoolers will experience this year. It includes special emphasis on spelling/vocabulary, oral fluency, comprehension, phonemic awareness and phonics to help them improve their reading and comprehension skills, Laager said. Students will work on projects in smaller groups, divided into their skill levels to help them enjoy more success, Laager said. The blended learning initiative will continue again this year. Students will use their iPad minis and work directly with teachers on lessons. Using that delivery method, they can work on lessons and receive more immediate feedback on what they grasp and what they need to continue addressing. Laager said blended learning provides a more equitable learning experience. It also makes sure students who are challenged to comprehend the lessons show a high level of understanding before moving on to the next level. Those who grasp material earlier can move on faster. “None of this is possible without the devices (iPad minis),� he said. The emphasis on secondary math is new manners of assessment. In secondary math, students will need to earn 80percent on daily checks of their work before moving forward. The daily checks are part of the overall assessments, Laager said. “We’re using formative assessments. Kids come in with different life experiences, so we use formative assessments to see where they are at,� Laager said. The district has also added quadratics to its math curriculum. The classes replace Alge-

School opens for Belle Plaine’s two parochial schools Tuesday. Our Lady of the Prairie will welcome 51 students in kindergarten through sixth grade. OLP will also have 15 pre-schoolers, about the same number as a year ago. The Catholic school’s largest class is its fifth- and sixth-graders with 14. The school has realigned its grades. A year ago, kindergar-

ten and first- grade was in one classroom. This year, first- and second-graders are together, said Wendi Alessio, OLP’s principal. The new alignment will have third and fourth grade students in a class together and fifth and sixth grade students together. “We would’ve had 18 students (kindergarten and first-graders) in a classroom. This way, we’ll have 15 and that’s where we wanted it,� she said. OLP has adopted a new reading curriculum known as “Super Kids.� Alessio said it uses characters in story form throughout the curriculum. The new math curriculum – “Simple Solutions� – uses frequent review of daily work. OLP is welcoming three new teachers this fall. They are Katie Cates for third- and fourthgraders; Cayla Manke, fifth and sixth grade instructor and technology/art specialist. Ashley Olson is the school’s new preschool teacher. At Trinity Lutheran, 51 kindergarten through eighth-graders (one fewer than last year) are expected for the opening day. The school also has 14 pre-schoolers, four more than last year. The school’s third- through eighth-graders will use Chromebooks this year under the school’s new 1-to-1 technology initiative. The new technology will augment their daily lessons, said Dan Whitney, Trinity Lutheran School’s principal. The school selected the Chromebook for its cost-effectiveness and user-friendly operation. Trinity Lutheran’s seventhand eighth-graders will use a new online science curriculum that uses an e-book rather than a traditional textbook. The new curriculum can be customized with video and lessons.

Belle Plaine Edges Blue Earth The Belle Plaine High School tennis team made the long bus ride to Blue Earth Area for its first dual match of the season and returned home with a 4-3 victory. Ireland Lambrecht, who was playing for the first time since rehabilitating a shoulder injury in early August, won her No. 1 singles match 6-3, 6-0. At No. 3 singles, Kiersten Skelley also won 6-3, 6-0, while Siri Kuhn was victorious at No. 4 singles 6-3, 6-3. Belle Plaine’s lone doubles victory was turned in by the No. 3 duo of Emma Luskey and Jessica Prader in three sets (4-6, 6-4, 6-3), which was the difference in the team score. “It was a great match,� said Ti-

gers first-year head coach Melissa Hanson. “The team score was 3-3 and our third doubles team (Luskey and Prader) was down a set. They came back and won a close second set 6-4. They got out to a 3-0 lead in the third set, which ultimately helped them close out the final set 6-3. Grays Come Up Just Short of State Title The Belle Plaine Gray Tigers Minnesota Senior League (age 35 and over) baseball team finished the state Class B tournament in a familiar spot, falling in Sunday night’s championship game to Carlos 3-2 at Tiger Park. The Gray Tigers had beaten Menahga/Sebeka 3-2 in Saturday’s semifinals, which were also played at Tiger Park. Since winning the state Class AA championship in 1997, the Gray Tigers have now been a state runner-up team seven times. They were the Class AA runner-up team in 2000, 2002, 2003 and 2004. In 2008 they were runner-up in Class B and did the same in Class C in 2010. Belle Plaine appeared to be on its way to winning its second state title in 19 years when a home run by Tim Huber gave the Gray Tigers a 2-0 lead after three innings. The Grays also had a runner thrown out at home during the inning. Carlos tied the game with a pair of runs in the fourth inning and took a 3-2 lead in the sixth with another tally. Belle Plaine

KNOW & OBEY SCHOOL BUS LAWS School has started in the state of Minnesota. Motorists in the area need to be watchful for our small passengers. When you see a school bus, be alert that children are present, so use extra caution and be aware of the consequences of distracted driving around vehicles. Here is a break down of simple rules you need to know to keep children safe this school year: • Flashing yellow lights mean a bus is going to stop. A driver behind the bus must slow down, prepare to stop, and not attempt to pass the bus. In Minnesota, it is illegal to pass on the right hand (door) side of a bus with either flashing yellow or red lights. • When a stop arm is out, every driver, behind the bus or oncoming, must come to a complete stop 20 feet away from the bus. The driver cannot move the vehicle until the stop arm is retracted and the red lights are no longer flashing. BELLE PLAINE TWO-TIER BUSING SCHEDULE

The Belle Plaine School District has a two-tier bus system in effort to achieve more cost efficiency while still providing transportation to all students who were previously eligible to ride the bus. The two tier system will work as follows: All busses will do two complete routes prior to the beginning of the school day and two routes at the conclusion of the day. The White Run will begin picking students up at approximately 7:05 a.m. and will drop students off at their respective schools. Oak Crest students will be dropped off at Chatfield Elementary, then load a transfer bus to Oak Crest Elementary. During that time students will be on campus before school, they will be able to have activity time, study, eat breakfast, etc. At the conclusion of the day, the White Run will depart immediately to return students home and then return to take Red Run students home. The Red Run will pick up primarily rural students along with some neighborhood areas in town. The Red Run will begin picking students up @ 7:30 a.m. and will drop students off at their respective schools in time for school to begin. In the afternoon, the Red Run will begin at approximately 3:35 p.m. and will take students back to their homes. During the time that students will be on campus, they will be able to have activity time, study, etc. If your child is assigned to the White Run and is attending Chatfield Elementary School (Gr. K-2): Your child will ride on the 1st tier to school arriving at Chatfield Elementary @ 7:20 – 7:40 a.m. Students will have an opportunity to eat a supervised breakfast or have some supervised activity time until approximately 8:20 a.m. at which time they will be able to go their classroom for the start of the school day. After school is dismissed at 3:10 your child will load onto their home bus in front of the Jr-Sr High School for the ride home. If your child is assigned to the Red Run and is attending Chatfield Elementary School (Gr. Stay away from the curb or road until the bus driver stops and signals it's safe to get on. 4. Stay out of the School Bus Danger Zone - that's the area 10 feet around the bus on all sides. 5. Use the handrails to get on and off the bus. 6. Obey the bus driver, and stay quietly in your seat; no fighting or shouting. 7. Keep the aisle clear.
