Thursday morning (July 31), Sibley County commissioners accepted a bid from Chard Tiling & Excavating of Belle Plaine to temporarily repair the washout that occurred after torrential rains soaked the area June 19. Sibley County Public Works Director Tim Becker said Chard’s bid was $74,563 while the engineer’s estimate for the work was approximately $130,000. The other bid the
county received was from Rud Construction of Webster, Minn. Its bid was $194,520. Crews from Chard Tiling began work on the project Thursday afternoon. Becker previously told commissioners the washout was costing operators of companies using the two mines along County Road 6 money – about $140 per day -for the extra distance they had to haul aggregate around the
If a sleeping angler can hook a $2,000 fish, perhaps you can, too. Not only did Mike Stuewe of Belle Plaine awake to last year’s top prize on his hook, it also turned out to be a contest record-breaker – a mammoth 52-pound, 7-ounce flathead catfish that he caught about 5:40 a.m. that Saturday. Stuewe, sleeping on the floor of the boat, had to be woke up by his dad, Lee, when something was on the other end of his line. Neither could have imagined that it would be the contestrecord fish. A couple hundred anglers will be hoping for similar luck (or skill) when they head to the Minnesota River for the 39th annual Belle Plaine River
Fishin’ Contest this Friday and Saturday. As a result of a special sponsorship and contribution from Matt Saxe Chevrolet-Buick of Belle Plaine that started two years ago, the first-place prize is $2,000, compared to $1,000 prior to 2012. In all, some $4,000 will be awarded in cash and prizes at Court Square Park in Belle Plaine, which is located off Highway 25 on the north edge of town. Wayde Welter of Carver became the contest’s first $2,000 winner when he caught a 42pound, 10-ounce flathead near Henderson in 2012.
Prior to Stuewe’s recordbreaking catch last year, the last angler to catch a 50-pounder or better in the contest was Dan Rademacher of Carver. He won in both 2007 and 2008 with flatheads weighing 51 pounds, 9 ounces and 50 pounds, 2 ounces, respectively. The contest record prior to Stuewe’s brute was a 51-pound, 12-ounce flathead caught by Tony Bentz of Belle Plaine in 2003. The state record for a flathead is a 70-pounder caught in the St. Croix River (Washington County) in 1970. The world record is a 123-pounder caught in Elk City Reservoir, Kan., in 1998. The captor of the second largest flathead this weekend will receive $600, while the third and fourth largest are worth $400 and $200, respectively.

Council Authorizes Staff to Seek Proposals for Library Expansion by Dan Ruud The Belle Plaine City Council addressed a short agenda Monday night but it was one that may go a long way toward expanding the public library downtown. The council unanimously authorized staff to request proposals for architectural services for the proposed project. Community Development Director Chelsea Alger reported that Minnesota Department of Education Library Construction Grant applications for 2015 are due Oct. 2, and in order to apply for a grant to assist with the cost of the library expansion, the city needs to have an architect develop architectural drawings and a cost estimate. “A portion of this work was completed last year when the city hired an architect for the same task. However, it was not a complete set and no cost estimate was determined. Staff feels it is important to start the

On the Job Holly Kreft attended her first city council meeting as Belle Plaine’s new city administrator Monday night. Kreft, who lives in Arlington, was Belle Plaine’s community development director from early-2001 to mid-2006 until leaving to become the city of Victoria’s community development director, a position she held until returning to Belle Plaine.
Olde World Optical Owner Dies Jeff McGuire, optometrist at Olde World Optical in Belle Plaine since 1998, died Sunday following a brief illness. He was 57. McGuire co-owned the business, located at 117 East Main Street, with optician Jeff Moxon. They also had an office in
Waseca. Before that, McGuire’s office was located in the Belle Plaine Clinic building. Future plans for Olde World Optical are uncertain at this time. For now, the office is closed. McGuire’s obituary appears on page 3.
Circus Blood Circus veteran Leo Albrecht Jr. of Belle Plaine was invited to address the crowd prior to the start of Friday night’s first of two Culpepper and Merriweather circuses in Belle Plaine. Standing next to him is his wife, Gloria, who like Leo, was a circus performer in her younger years. Leo is the son of local circus legend Leo Albrecht Sr., who traveled and performed in circuses decades ago. Pictured at the left is Miss Simone (Key), who at the age of 24 is already an eight-year veteran of the Culpepper and Merriweather Circus (born into it). Jeffrey A. McGuire Jeffrey Alan McGuire, 57, of Waseca, Optometrist at Olde World Optical in Waseca and Belle Plaine, passed away unexpectedly following a brief illness on August 3, 2014. Mr. Kenneth E. Moen, 85, “flew West” on Thursday, July 31, 2014. The cause was lung cancer. Funeral Service will be Saturday, August 9 at 11 a.m. Visitation will be from 9:30 to 11 a.m. all from the Wagner Funeral Home in Jordan. Full Military honors and burial at Ft. Snelling on Monday, August 11 at 1:30 p.m. at assembly area # 5. He was born July 16, 1929 on the family farm near Carpenter Iowa to Carl and Sylvia Moen. He was baptized and confirmed at Deer Creek Lutheran Church in rural Northwood, Iowa. He graduated from St. Ansgar High School at 16 years old. After graduation, he enlisted into the Army Air Corps. He served as a training instructor on the Mobile Training Unit which flew to many bases to train Army mechanics and pilots on the various aircraft systems. His specialty was the engine systems. During his commission, he was awarded the WW II Victory metal. After three years he was honorably discharged at the Staff Sargent rank. In 1951, he married Genevieve Bakken from Hanlontown, Iowa and moved to Greeley, Co. He co-owned a truck repair gas station. After moving back to Minnesota, he worked three jobs to finance and complete his private pilot’s license. Flying was his first passion. He purchased a farm near Belle Plaine and achieved his second passion – farming. He started for Northwest Airlines as a mechanic and progressed to flight engineer then pilot. Many years as First Officer until retiring in 1998 having 30 years of service to NWA. He flew the Douglas DC-3,-4,-6, -7, -10, the Lockheed Electra, the Boeing 720/320 and the 747. His pilot’s nickname was “greaser” since his landings were consistently smooth. The little boy from a small Iowa farm dreamed of flying planes….. he did and loved it! Survivors include his wife, Genevieve; son, David Moen; daughter, Sherry Pekarna (Ken); grandchildren, Tiffany McKay (Justin), Tyler Pekarna, Justin Moen (Angela) and Dustin Moen; great-grandson, Andrew; brother, Richard; step-brother, Orlan Brunsvold, Ruvella Barndt; brother-in-law, Duane Bakken; sister-in-laws, Karen Predovich, Sylvia Toney; and many nephews and nieces.

People interested in staffing the crisis line can attend training set to begin next month. This service is a real lifeline for victims and concerned individuals. Kyle Koch Kyle Koch, 33, of Austin, formerly of Prior Lake, passed away from natural causes on July 28, 2014 at his home in Austin, MN. There will be a celebration of life on Sunday, August 10 from 2-4 p.m. at Wagner Funeral Home of Jordan, with refreshments served at the funeral home. Kyle greatly enjoyed fishing, hunting and spending time with his family and friends. Sibley County OKs Temporary Fix for County Road 6 (continued from page 1) washout. Sibley County is paying for the temporary repairs with the expectation federal funding will reimburse it. If it waited for federal funding to enact permanent repairs, Sibley County wouldn’t repair the road until next year, Becker said. The federal funding is not expected until next spring, meaning companies using the detour on Scenic Byway, Becker estimated, would face growing costs that could possibly reach $129,400. The temporary fix work will include clearing out the silt and mud-plugged six-foot culvert. Plans also call for a 24-inch overflow pipe, Becker said. The washed out gap will be refilled and packed and covered with a four-inch layer of blacktop. Meanwhile, engineers will conduct a hydrology study and design work for about $70,000. That study should be completed later this fall. Based on the hydrology study, Becker expects the permanent fix might include a culvert up to 10 feet wide to handle water flowing down the hill and a thicker layer of blacktop. The permanent fix of the washout area will cost around $1.2 million, Becker said. He said the federal government has approved the funding for the permanent repairs but not the design. Once that approval is granted, Becker expects the permanent repairs to the washout of County Road 6 can begin next summer.

Colleen E. Kelso Carol Colleen Elaine Kelso, 83, (Erickson) passed away July 22, 2014. The memorial service is pend- Muller ing in Sun City West, Arizona. Colleen was born February 16, 1931 in Boone County, Iowa to Elmer and Ruth (Hughes) Ahrens. She graduated high school in 1949 and married Frank Kelso in November 1950. They were married 61 years, and lived in Iowa, Illinois, New York, Wisconsin, Pennsylvania, California, Oregon and Arizona. She is preceded in death by her father; mother; brother, Dean; sister, Jeanine; and husband. She is survived by brothers, Jerry (Anne) and Doug; children, Linda, Frank (Ricarda), Casey (Juliane); and grandchildren, Erin, Muriel (goddaughter), Claire, Jannes and Linus. Colleen lived a life of love and grace, freely shared with all who knew her.

Carver County Fair Opens Today
If the Scott and Sibley county fairs haven’t filled your appetite for grandstand entertainment, carnival rides, 4-H shows, people watching, blue ribbons and fair food, you’ll have another opportunity this week with the Carver County Fair in Waconia. The fair runs today (Aug. 6 through Sunday, Aug. 10). It features an array of grandstand shows, midway rides, pig races and 4-H competition judging and special days during the fair’s five-day run. In the grandstand, Wednesday’s schedule includes a mega jump BMX show at 4 p.m. Tomorrow (Thursday, Aug. 7, 7 p.m.), motocross racers take over. Friday (Aug. 8, 6:30
p.m.), is a tractor pullers competition. Saturday at 5:30 p.m., local out-of-the-field tractors will compete. Sunday at 4 p.m., demolition derby drivers take over the grandstand. Hummingbird Hurrah Aug. 16 Birders, gardeners, photographers and nature enthusiasts are invited to go beyond their backyard and come to Bender Park (200 North Third Street) in Henderson on Saturday, Aug. 16 from 9 a.m. to 5 p.m. for the 6th annual Henderson Hummingbird Hurrah. This free birding festival offers people of all ages a relaxing time in or near the garden enjoying the antics of the rubythroated hummingbird. These tiny flying jewels can be seen in large numbers in August as they stop in Henderson at feeders and nectar producing plants on their southward journey to Mexico and Central America, where they spend the winter. The Hummingbird Hurrah is produced by Henderson Feathers and sponsored by the Minnesota River Valley Audubon Chapter. The festival promotes understanding, appreciation and enjoyment of these amazing little birds. Donald Mitchell, federally permitted hummingbird bander, will spend the morning banding birds and sharing information and fascinating details on the lives of hummingbirds. In the afternoon, he will give a presentation on what specific plants you may use to attract hummers to your garden. Author and radio personalities Laura Erickson and Jim Gilbert will be speaking, as well as, Dane Elmquist, Alex Stork and Sally Reinitz. It is hard to believe but another Bookawocky Summer Reading Program is coming to an end. We have some last minute events scheduled and there are prizes to be picked up. Be sure to take in these last events and pick up your reading rewards. Also, now that your young reader “graduated” from the summer reading program, they should be encouraged to keep their reading habit going. We will help them do that and your encouragement is a big help. A lot of people are talking about last minute summer vacations or trips to the Minnesota State Fair in the weeks before school. You might wish to select some library materials to enjoy while you and your young readers are traveling or have something to help out if the weather is not vacation perfect. One customer’s idea that I liked is to have a bag to hold all of your library materials in one place. The Davis family of St. Peter, owners of Cambria countertop manufacturing plants in Belle Plaine and Le Sueur, recently announced it has sold Davisco Foods to Agropur. The sale includes Davisco’s three food plants to a Canadian firm, including the one in Le Sueur, and cheese shop in Le Sueur Nicollet Food Ingredient Co. in Nicollet plus sales offices in Eden Prairie, Shanghai, Singapore and Geneva, Switzerland. The sale, which was slated to close Aug. 1, included
distribution centers in the Netherlands and China. Jon Davis, Davisco’s chief executive officer, said the decision to sell the company was based on its need to grow and the inability for it to grow in this area. The family began the business six decades ago as St. Peter Creamery. The sale will allow Agropur to produce over 12 billion pounds of cheese annual with sales exceeding $5.4 billion annually. The sale and anticipated growth means the jobs in Le
Sueur and Nicollet are anticipated to remain in place and Davis expects additional jobs will likely be created. Davisco has about 900 employees, 300 in Le Sueur and Nicollet. “As I said to the employees, you’re more important tomorrow than you are today,” Davis said. “We’re going to grow this business.” The Davis family, according to Forbes magazine, is one of the wealthiest families in the United States.
Existing Sand, Gravel Mines Want Scott County’s OK to Expand Two mine operators are seeking Scott County’s permission to expand their existing operations in Scott County, yet another sign the mining business in Scott County is alive and well. Monday (Aug. 11, 6:30 p.m.) at the Scott County Government Center in Shakopee, the Planning and Advisory Commission will hear two requests to expand existing mines. In the first request, Shakopee Sand is seeking approval of a plan to relocate the office building, increase the size of stockpiles in the mining facility and expand the size of the operation by 50 acres to approximately 205 acres on the border of Sand Creek and Louisville townships to allow for the construction of a rail yard on the northern section of the property. The land is west of Highway 169 near the highway’s intersection with Bluff Drive. Shakopee Sand and Q-Prime owns the facility, according to the application the commis-
sion will consider. Shakopee Sand took over operations of a facility Great Plains Sand was granted in 2012. Q Prime owns approximately 112 of the 205 acres, land it once sought for an amphitheater holding nearly 20,000 seats. The proposed expansion would create 100 acres to be mined and 43 acres for processing of the mined material. The additional land for rail cars would make it easier and more efficient to get the product to market. The company is seeking permission to increase stockpiles from 200,000 cubic yards to approximately 280,000 cubic yards. County staff is recommending the commission conditionally approve the request and send it on to the county board.
Construction. The company wants to expand its borrow pit mining facility for the Highway 169/County Road 69 interchange project the company is building. Ames wants to expand an existing mine on a 40-acre parcel mine by three acres. The mine is just south of County Road 78, about 1½ miles south of the interchange on County Road 69 in Jackson Township. The section identified for expansion contains additional gravel needed for the construction project. It is located adjacent to a 19-acre section of the mine where the gravel was previously identified and mined. Between 200 and 360 trucks make the trek from the mine to the interchange site and back each day. Sibley East Asking its Voters to OK $43 Million Building Plan
The Sibley East School District is hoping voters will agree the district needs to improve its facilities in Arlington and Gaylord and that the $43 million price tag is justifiable. The school board recently approved the facility plan that will, with voter approval on Nov. 4, add new gymnasium space to the existing school building in Arlington. Holding the election this fall could save, with voter approval, over $1.2 million in capitalized interest costs compared to successful referendum in the spring of 2015. While renovating the existing gym into an auditorium. The 1936 portion of the building would be renovated and replaced with common space, classrooms and a kitchen, the Arlington Enterprise recently reported. In Gaylord, voter approval will create a new elementary school building (K-5 or K-6) near the existing baseball field. A school district task force has
been meeting regularly since Feb. 12 to address building needs with several goals that include keep a building in each community, utilize existing community assets, determine the future of existing buildings if vacated, maintain class sizes and create something functional and practical with anything built be created from easily maintained materials. Other goals include creating
a safe environment, curb appeal, improved flow of traffic and people, use funding wisely, consider the needs of the entire Sibley East School District while staying open-minded. If voters reject the proposal, the district can’t ask again for six months. In the spring of 2011, Sibley East voters rejected a $40.47 million referendum for a single K-12 facility nearly Arlington.
Jordan to Dedicate Veterans Park Proud of their work creating a park honoring those who served their country, Jordan veterans are hosting a dedication ceremony Sunday, Aug. 10. The ceremony will be held at 2 p.m. Nearly 300 of Jordan’s men and women who served in the five branches of the United
States’ armed forces are recognized with granite pavers, a bench, three flagpoles and a cannon in the park. The park is located along the shore of the Mill Pond. The city contributed to the cost of the park with veterans raising the rest of the money needed for the project.

Incumbent Sibley County Commissioner Jim Nytes, of District 1, now has opposition as he seeks a second term in Gaylord, as Matthew McConnell, 33, of Faxon Township has filed for his seat in November’s election. McConnell, who sits on his township board, said he hasn’t liked the message, or lack thereof, coming from Gaylord. “As a resident and Board member of Faxon Township, I really don’t feel informed on what is going on at the county,” he said. “We don’t get the response that’s needed on our end of the county from the one that’s elected to represent this end. He seemed like he was going to come around at first, but I don’t think he has done a feasible job.” McConnell said his platform consists of improving communication between Gaylord and the surrounding townships. He plans on immersing himself in county business in the coming months and weeks. “I’m going to attend more commissioner meetings from this point on so I can see
more, hear more and know more of exactly what’s going on over there,” McConnell said. “I’ve been to a few [meetings] already and I didn’t think they were conducting a fair meeting. And the commissioner I’m running against seemed to be the stop to the things that seemed like a good idea to me.” McConnell said Nytes “… didn’t want to see the expansion on our end of the town-
ship, as far as businesses and different things for the community.” McConnell has sat on the Faxon Board since 2008. He is married with two children, and works as a maintenance man at Rahr Malting in Shakopee. He added that his employer already said it would work around his schedule if elected. The wedding of Mikki Hoehn and Ryan Bohling happened August 2 at Prince of Peace Catholic Church in Kearney, NE. Mikki is daughter of Pat and Cris Hoehn of Kearney and the granddaughter of the late Alice Burns Hoehn. All 12 members of the Cletus and Alice Hoehn family were present at the ceremony to celebrate. Total in attendance for the family was 63. From New Jersey, Nebraska, Colorado, Minnesota, Wisconsin, the Bahamas, and Iowa, fun was had by all. There wasn’t a more proud papa than Pat that all his brothers and sisters made the trip. Mikki was truly a radiant bride and Ryan is pretty special, too. Richard and Gert Meger moved to New Prague, off the Meger family farm on Friday, August 1, into Phillips Square in New Prague. Whoever said “You can’t go home again” didn’t know the Megers. Richard will be back helping with the work on the farm and Gert, a social butterfly, will be helping and visiting with family and friends and fluttering back and forth. Justin will be making his home on the Meger farm. Bob “Barney” and Jean Burns, with his sister and brother-inlaw, Mary Jo and Tim Boelter had an “awesome” vacation in Ireland. Flight problems caused a two day delay, next flight took them from Newark, to London, then to Dublin. Tim was an awesome driver in Ireland, driving on the left of the narrow roads, edged with vine covered rock walls. Enjoyed food “didn’t have a bad meal while there.” All had a fabulous time, enjoyed The Famine Museum, Dirty Nellies, “the Guiness”, Bunratty, the Bed and Breakfasts and “the Guiness”. Enjoyed each others company and the wit and humor of the friendly Irish folks. They are already talking about and looking forward to the next time. In 2013, the Belle Plaine Friends of the Library Board informed the council that they would like to construct an addition to the library that would increase the size of the facility by one-third to one-half. The expansion would occur on the former Front Porch Photography property at 123 West Main Street, which is located next door to the library. The city purchased that property a number of years ago. Toni Fogarty recently relocated Front Porch Photography to Kingsway Retirement Living on the campus of The Lutheran Home in Belle Plaine. The city is responsible for the public library building and its maintenance, while Scott County pays for all staffing and material costs, the latter of which includes books, computers and furniture, etc. Alger said the Friends of the Library so far has donated about $77,000 through charitable gambling proceeds toward the project, which could cost over $300,000. In other business Monday night, the council unanimously approved a resolution appointing Holly Kreft as signatory for financial transactions for the city of Belle Plaine with State Bank of Belle Plaine. Kreft officially began her duties as Belle Plaine’s city administrator on July 31. Monday marked her first city council meeting as the head of Belle Plaine’s city staff. *Unanimously accepted a donation of $2,000 from the chamber of commerce for the Belle Plaine Economic Development Authority’s Business Retention and Expansion Program. The city recently received a matching grant award of $6,000 from the Scott County Community Development Agency for the local program. The $2,000 donation from the chamber will be used to help offset the city’s required match of the grant. *Unanimously accepted a do-

Duncan also reported that a “comment letter” from Mn/ DOT is expected shortly that will likely request additional information or clarification on the municipal agreement application submitted for the proposed Highway 169 overpass near County Road 3/Meridian Street. “Any responses submitted will then be considered along with the application by the selection committee. Project awards are anticipated in September of this year and will be for Mn/ DOT’s fiscal year 2016, which begins July 1, 2015,” Duncan reported. *Unanimously approved pay request No. 3 by Wm. Mueller & Sons for $317,160 for work on the 2014 street and utility improvement project. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Monday, Aug. 18 in the City Hall building at 218 North Meridian Street downtown.

Kaity Kuske of Belle Plaine has been selected a member of the South Dakota State University Hobo Day Committee. This year’s Hobo Day parade and football game will be held Oct. 25. The parade begins at 9:30 a.m., and kickoff against Youngstown State is at 2 p.m. in Coughlin-Alumni Stadium. Kuske, the daughter of Mark and Michelle Kuske, is a junior majoring in pharmacy and minoring in music. In addition to her Hobo Day duties, she is a peer mentor, admissions ambassador and member of the concert choir. As one of the committee’s events coordinators, Kuske will assist in the planning and facilitation of Hobo Week events and activities on campus. “I applied for the Hobo Day Committee because Hobo Day events in past years are some of my favorite memories at SDSU. I wanted to be a part of history in the making and provide opportunities for other students to share the same memories,” Kuske said. SDSU’s Hobo Day began in 1912, modeled after a similar event at the University of Missouri. Jackrabbit men grew beards for one month prior to the homecoming football game, and students dressed as hobos met the opposing team at the train station. While other universities have had their own versions of Hobo Day, SDSU’s event is the only one remaining.

was a member of the singing group. The children and families of the late Albert and Mary Weiers held their annual reunion Sunday in West Park. Tyler and Katie (Barten) Yearby recently moved back to Minnesota after spending seven months in San Juan, Puerto Rico, where they worked and travelled throughout the Caribbean. Tyler and Katie Yearby travelled to Michigan the previous weekend to attend a friend’s wedding. They also visited Katie’s aunt and uncle, Harriet and Frank Giesen, and their families in Marshall, MI. The New Prague Area Community Band concert at the Mini Vintage Days festival Saturday was well received. Our band was one of 12 bands that played on the hour until evening. Nick Zurn spent the weekend at St Mary’s in Winona for a MIAC (Minnesota Intercollegiate Athletic Conference) seminar for Team Leadership. Athletes from MIAC colleges all over the state attended the event with many speakers, meetings, and team building events. Eight students attended from St. John’s University where Nick will be a Junior this fall. Nick is a member of the Track and Field team at St. John’s. Six camping families from the former Kmart group spent the weekend camping in Peterson, MN, over the weekend. Peterson is located near Lanesboro in the bluffs of southern Minnesota. The group enjoyed tubing down the Root River, visiting Amish shops in nearby Harmony, and also biking the Root River State Trail. Former Shakopee Police Officer’s Funeral Today in West St. Paul Local Officers Will Attend Service
The slain Mendota Heights police officer gunned down during what was supposed to be a routine traffic stop will be laid to rest today (Aug. 6) in West St. Paul today. Officer Scott Patrick was murdered near the intersection of Dodd Road and Smith Avenue in West St. Paul last Wednesday (July 30). He spent three years working in Scott County as a Shakopee police officer from 1992 through 1995. Three officers from the Belle Plaine Police Department plus deputies and staff from the Scott County Sheriff’s Office will attend the service today. His former colleagues in Shakopee remember Patrick as a caring and loving family man remember, the department said via Twitter. ”He will be deeply missed.” Patrick was with the Mendota
Heights police since 1995 and is the father of two children. His funeral begins at 11 a.m. in a small church that can’t hold the thousands of friends, family, police officers from around the state and supporters. Officials with the Law Enforcement Memorial Association (LEMA) and the state Department of Public Safety will of people who are not in the church for the funeral police and sheriff’s departments by putting up tents and large television screens outside the church. Chaska-based Eastern Carver County School District is expecting 400 to 700 new students by the start of the 201819 school year. That’s enough students to more than fill Belle Plaine’s Oak Crest Elementary School. Where should they go to school is a burning question. The district’s school board and a building facilities subcommittee are weighing many options and facing a firm deadline for making decisions. Some of the district’s elementary schools are already facing space crunches, the Chaska Herald recently reported.
ECC School District Superintendent Jim Bauck said the district should know where students in new housing developments should go to school. By November, the board should make firm decision for shortterm housing students in its overcrowded facilities housing the family center, the La Academia, Kindergarten Academy and Clove Ridge kindergarten. By the end of 2014, the board should be ready to make a longterm facilities decision. Many of the decision will impact the district’s short- and long-term levy plans, Bauck said.

This Saturday evening the Belle Plaine High School commons and gym will be the location for the benefit dinner for Randy and Terry Carlson. In addition to a fabulous pulled pork sandwich, baked beans and chips meal, there will be plenty of alumni basketball action for your entertainment. All funds raised through this effort will go to the Carlson’s as they move forward following the significant damage done to their home earlier this summer by a mudslide. Please join the Belle Plaine community this Saturday evening in showing your support for the Carlson family! Monday night was the fall activities registration night for students in grades 7-12 and opening days of practice are just a week away for many of our activities. Much of the registration information is now available on the school district website through the Activities Central link on the home page. All students must have a current physical on file with the district (a new physical is required every 3 years), all necessary MN State High School League forms completed (now done online) and your respective activity fee paid in full prior to the first day of practice. This past spring, the Minnesota legislature passed the new Minnesota Safe & Supportive Schools Act (sometimes referred to as the anti-bullying bill) and Governor Dayton signed the bill into law. As a result of this new legislation, the Belle Plaine Schools has revised our Bullying Prohibition Policy to reflect the changes that were enacted in the new bill. While the contents of this bill will be discussed with students during the first week of school, I encourage all parents to take a look at our new policy 514 that was adopted by the school board in June. You may find the policy on our school district website, select the tab district information and then select Policies. With regard to bullying, our goal is simple for the coming year. We want to eliminate any bullying from our schools and will work diligently to provide students resources to report any suspected bullying and to deal appropriately with those who are bullying. We will need the support of all students, parents and staff members to eliminate bullying from the Belle Plaine Schools. Jordan Asking City Residents’ Interest in Pooch Playground Do Jordan residents want an off-leash dog park? The city is asking them to weigh-in via a survey in the city newsletter or online. Jordan city planners are curious if residents would approve and use one if it were available. Having assumed responsibilities for park and recreation facilities planning, the planning commission is looking into how many dog owners live in Jordan, how many dogs they
own, how large their dogs are and where they exercise. The commission also wants to know if they’ve ever used an off-leash dog park, the Jordan Independent recently reported. The commission is not only asking if the city created an off-leash dog park, would dog owners use it, and, would they consider funding its upkeep through a $15 to $25 annual permit.

Primary Election Tuesday Scott County May Close Filing Period for Some Offices Without Runoff Still Open Although the November general election is still three months away, the field of candidates is ready for the primary runoff next Tuesday (Aug. 12). Locally, the filing period for Belle Plaine City Council candidates is long over. The city holds an early filing period in case of a primary. Other candidates face primary runoffs. In Minnesota House District 47, which includes the cities of Cologne, Carver and the townships of Benton, Dahlgren and San Francisco, Republicans Bob Frey and Jim Nash are squaring off with the victor to face DFLer Matt Gieske later this fall. On this side of the river, two Republicans, Bruce Mackenthun and Bob Loonan, both of Shakopee, are running for the Minnesota House District 55A
seat. DFLers Jay Whiting and Ronald Gray are also in a primary runoff for House District 55A. At the county level, former State Rep. Michael Beard, Deb Barber and Shakopee City Councilor Matt Lehman are in a runoff for the Scott County Board District 3 seat Commissioner David Menden of Shakopee is vacating. The commissioner district represents nearly all of Shakopee. A sample ballot that includes primary races for federal and state offices is on page 12.

County Road 1 Will be Fixed This Year

The ravines along county roads 60 and 1 gave way right up to the pavement, creating steep drop into the ravine just a few feet off both roadways. Wagner noted the county is required to provide residents one access to their property. “They don’t have to provide two,” he said. Rasmussen said the county’s highly preliminary estimates indicate fixing County Road 1 (250th Street/Union Trail) might cost $3 million and repairing the whole of County Road 60 (Blakeley Trail) could cost $4 million. “It’s a very expensive fix for a road that serves about 350 vehicles a day,” Rasmussen said of County Road 60. Repairs to County Road 1 will take place this year with the expectation, but not guarantee, Scott County will receive state or federal funding for the repairs. Rasmussen said he’s “very confident” the county will receive the funding. The county also plans to repair County Road 6 (Union Trail/the Blakeley road). As for County Road 51 (250th
Street West), which runs west off County Road 1 where CR 1 turns to the north, Scott County has eyed County Road 51 for possible closure for several years. But the county hasn’t discussed it publicly in quite a few years, Rasmussen said. The road serves few residents and primarily park facilities. Fewer than 60 vehicles a day use County Road 51, Rasmussen said. In heavy storms, it frequently requires cleanup to be passable. Repairing it to county standards, Rasmussen said, might cost about $500,000. Scott County’s plans for County Road 1 include keeping the road on its current alignment after stabilizing the bluff on which it rests. The roadway would provide additional truck access to and from Highway 169. Without it, truck traffic would likely access Highway 169 via Belle Plaine. Wagner doesn’t believe the town board is interested in taking ownership of County Road 51. When he learned of the county’s proposal Friday, Supervisor Brian Schmitz, chairman of the Blakeley Township Board of Supervisors, said the town board is willing discuss proposals that make financial sense for the township and county.

Minnesota Sports Federation 15AA Champs The Belle Plaine 15AA Tigers won the Minnesota Sports Federation Baseball Tournament July 25-27 in Farmington with a 4-1 record. The Tigers fell to Minnetonka Blue 7-6 before roaring back to defeat Marshall 7-5, Glencoe 12-6, St Louis Park 4-2 and finally Minnetonka Black in the championship game 6-1. The Tigers finished the season with an overall record of 32-6. Canada Geese Opener Saturday Hunters can harvest Canada geese in west-central Minnesota from Saturday, Aug. 9, through Sunday, Aug. 24, the Department of Natural Resources said. Individual hunters are allowed to shoot up to 10 Canada geese per day, but there is no limit to the number of Canada geese a hunter can possess. â&#x20AC;&#x153;The stateâ&#x20AC;&#x2122;s Canada goose population remains high, and more goslings hatched this year than last,â&#x20AC;? said Steve Cordts, waterfowl specialist for the DNR. â&#x20AC;&#x153;In the western portion of the state, large numbers of Canada geese continue to damage crops. The August management action is one way to control goose numbers.â&#x20AC;? The August goose harvest will open only in the intensive harvest zone in west-central Minnesota, with shooting hours from a half-hour before sun-
rise to a half-hour after sunset. A small game hunting license, special goose permit and state waterfowl stamp are required. A federal waterfowl stamp is not needed; however, it is needed to hunt geese and other waterfowl beginning in September. â&#x20AC;&#x153;This is the second year we have held an August goose management action,â&#x20AC;? Cordts said. â&#x20AC;&#x153;Last August, hunters harvested about 25,000 Canada geese. Hunter success is dependent on weather, progress of small grain harvest and other factors.â&#x20AC;? The DNR in this month will announce details of fall waterfowl seasons, including the September Canada goose season that runs from Saturday, Sept. 6, through Monday, Sept. 22, and the regular Canada goose seasons that tentatively begin Saturday, Sept. 27. Details on the August goose management action can be found online.

A Circus Town for a Day

Sheriff’s Youth Catfish Derby The 14th annual Scott County Sheriff’s Office Youth Catfish Derby took place Monday on the Minnesota River. Some 50 youth, accompanied by about 20 boat captains, caught over 200 fish. Numerous prizes were awarded during a participant raffle. Also, each kid received a life jacket and fishing pole. Among this year’s participants, below, were Tyler O’Brien (with fish) and his brother Jamie O’Brien. The purpose of the Scott County Sheriff’s Office Youth Catfish Derby, headquartered at the Scott County Fairgrounds in St. Lawrence Township, is to give kids a chance to get to know public safety personnel as people. In addition, the derby gives young people the occasion to experience a hobby they can continue for a lifetime. Statistics show that youth turn to alcohol, tobacco and other drugs partially because of boredom. Hopefully, for some, fishing will provide another option.
For the first time in three years, Belle Plaine was a circus town as Culpepper and Merriweather set up its Big Top tent on the prairie behind the Cambria building Friday. In the morning, a few groups took advantage of the opportunity to tour the circus grounds, including seeing some of the animals. Pictured above is one of the two Tigers in the show pacing in its cage. The tour guide assured the audience that all the animals are exercised out of their cages on a regular basis. Pictured at right is Miss Simone (Key), who entertained the crowd on the trapeze. When on the ground, she did unicycle tricks and served as a ringmaster. Key is a thirdgeneration circus performer who was born into a circus family and has traveled from city to city her entire life. Pictured below is Miss Simone’s aunt, Natalie, performing her American Eskimos Escapades act. Sony Mesenbring of the Belle Plaine Festivals and Events office reported that a total of 562 tickets were sold for the two performances.
Learning About the Fur Trade Business Arn Kind of the Minnesota Historical Society put on a fur trade reenactment program at the Belle Plaine Public Library recently. Kind assumed the role of a French voyageur and shared tales and facts about the early fur trade in northern Minnesota. His lively program featured period costumes and props to better relate the life of a fur trader. Kind has been an educator for over 35 years, both in the classroom teaching grades 4-12 and through his presentations to students and adults of all ages. Among the audience members Kind recruited to assist him in presenting his lessons last Tuesday were Zachary Teal (far left), Kimberly Teal and Helen Fischer.

Foster Pet Care Needed Volunteers are needed to provide temporary foster pet homes for puppies, cats, rabbits, kitten litters and dogs in Carver, Scott and Hennepin counties. The Carver-Scott Humane Society is without a permanent shelter, so all abandoned pets are housed in foster care until permanent adoption occurs. Once or twice a month the foster family comes with the pet to a public adoption day for three hours, held in Eden Prairie and Chaska. The Society provides medical care, food and litter. Volunteers provide a safe, loving home for an average of three to six months.
