It Was Another Busy Season for Santa in Belle Plaine One of Santa’s and Mrs. Claus’ first stops this holiday season was at the Hooper-BowlerHillstrom Historical House on Dec. 4 for what was an Old-Fashioned Christmas celebration, where they got the opportunity the meet Amanda Vinkemeier and many other local children. Santa’s stops didn’t end there as he also participated in Holiday Express at the high school on Dec. 6 and later in the month took up residency several times in his Santa House downtown. He also visited with children at the Belle Plaine Public Library.

City Water, Sewer Rates to Go Up 30 Percent Again in 2015 by Dan Ruud As was the case last year and projected again for 2015, the rates you pay for water and sewer services in Belle Plaine will increase significantly starting Jan. 1. The Belle Plaine City Council last week voted 3-1 (Mayor Mike Pingalore was absent) to approve the city’s 2015 fee schedule, which includes 30 percent increases in water and sewer rates. Council Member Gary Trost, who accounted for the only no vote, said he was disappointed that discussion regarding the proposed water and sewer rate increases did not occur in more detail before last Monday’s (Dec. 15) meeting. Acting Mayor Scott Schneider and council members Cary

Coop and Paul Chard voted in favor of the revised fee schedule and rate hikes. No one from the audience spoke at the public hearing that preceded the council’s action. The water and sewer rate increases for 2015 came as no big surprise to the council. At the last council meeting of 2013, the council unanimously approved increases for those services in 2014 by 36 percent, and at the same time was informed by city staff that similar hikes may have to come in 2015 through 2018 in order to fully replenish the city’s lagging water and sewer funds. Even Trost said last December that “if we raised it (water and sewer) 100 percent, we’d still be cheaper than New Prague. We may have to raise it 36 per-

cent again next year (for 2015) if things don’t change.” Last Monday night, Trost did not say he was opposed to the increase for 2015, just that “it should have been discussed more.” Schneider said the increases for 2015 were talked about at budget workshops. The 36 percent hike authorized by the council last year resulted in an increase in the monthly utility bill for the city average of 4,000-gallon usage from approximately $43.52 in 2013 to $54.13 in 2014. This latest increase will up the same usage rate from $54.13 to about $62.93, resulting in a monthly increase of almost $20 in two

Ross Nesbit Agencies Buys Former Fahey Sales Building Ross Nesbit Agencies in Belle Plaine will relocate from 124 West Main Street downtown to 111 South Meridian Street at the start of 2015. According to Jay Nesbit of Ross Nesbit Agencies’ main office in Eden Prairie, the purchase of the building, which was owned for many years by Fahey Sales Agency, has already been finalized and Ross Nesbit Agencies will move in Jan. 1. Nesbit said Edina Realty will

continue as a tenant in the building. Fahey Sales Agency also operated an office in the building until relocating to Glencoe two years ago. Fahey Sales Agency still meets with clients in the building from time to time through its affiliation with Edina Realty. When she’s not helping people find a book, magazine, or use one of the public-access computers, Gansen has most recently been accepting congratulations from library patrons and friends who stop by the library at the corner of West Main and South Willow streets. In 20 years, Gansen has built something of a fan club. “She’s perfect for the library,” said Dick Peterson, a member of the Belle Plaine Friends of the Library. “People feel comfortable when she’s there. She’s very outgoing and helpful.” She enjoys people sitting around reading the newspaper and sharing quiet conversation. Gansen’s not the type to shush people. “Georgine runs a pretty loose ship around here,” said Jenny Dvorak, an associate librarian who splits time between Belle Plaine and other branch libraries. “Some people don’t come in for books. They come in to see Georgine.” Dvorak started working in the library as a “shelfer” back in

Selecting someone who’ll learn the particulars of the job as she goes and is willing to run for a four-year term next fall, the Belle Plaine School Board selected Tracy O’Brien to fill the last year of Matt Bigaouette’s term Wednesday night (Dec. 19). By a 3-2 vote, the board picked O’Brien over former board member Gary Steinhagen. Directors Matt Lenz, Dan Giesen and Joe Vandermark voted for O’Brien. She will be sworn-in to the school board at its organizational meeting Jan. 12. “I’m certainly honored by being chosen to serve on the board,” she said Thursday morning. Bigaouette resigned his seat on

Tracy O’Brien the board last month to dedicate more time to family and work. The board favored the appointment process rather than incur the cost of a special election to select someone to serve for a single year. “I think I can speak for the

board and say the entire board was well pleased with the qualifications of both candidates and felt either one would have been a good choice,” said Mike Ludvik, the school board’s acting chairperson. Steinhagen was elected to two year terms on the school board in the fall of 2009 and 2011. He did not seek re-election in 2013 and said if selected to fill Bigaouette’s spot on the board, he is “99 percent sure” he would not seek re-election to a fouryear term next year. O’Brien said she would consider running for a four-year term next fall. She wants to see more collaboration between the board and PTO. O’Brien has served seven years on the parent-teacher organization (PTO), six as president of the organization that

Flu Bug Hits Younger Students Especially Hard This Year

The winter break came just at the right time and hopefully, Belle Plaine elementary school students will use the time to ward off the flu bug that has students out sick around the Twin Cities in huge numbers. Last week, Chatfield averaged over 50 students a day out sick with the flu bug, a significant increase over the previous week, said Belle Plaine School District Superintendent Kelly Smith. Over six teachers a day called in sick or were home taking care of their own sick children last week. He said the levels of absenteeism at Oak Crest and the juniorsenior high schools were not nearly as severe as at Chatfield. The school houses the district’s public preschool, kindergarten, first- and second-graders. “It really did hit our younger students and their families hard,” Smith said. At Our Lady of the Prairie, a small number of students missed school because of the flu bug last week. None of theschool’s staff called in sick. Trinity Lutheran Principal Daniel Whitney reported his school only had a couple of students and a no staff out last week. “We’ve been very fortunate,” he said. Students are encouraged to take the recommended precautions against spreading the flu virus -- covering a cough, washing hands and staying home if a person is ill. Health officials continue to urge people to get flu shots, even though the vaccine is thought to be less effective than normal against the strain of influenza hitting young children and the elderly this season.

Pat Ollhoff and the volunteers at the Belle Plaine Area Food Shelf will use generous donations like the one from the Chard Companies and its employees to prepare and distribute 36 Christmas dinners for Belle Plaine and area families. The food shelf also distributed dozens of Thanksgiving meals for families last month.

Chard Companies, Staff Make Generous Donation to Food Shelf LeRoy and Connie Chard and the employees of Chard Tiling & Excavating, Sibley Aggregates and Rivers Edge Concrete recently made a generous monetary donation to the Belle Plaine Area Food Shelf. The donation from employees and matching money from Connie and LeRoy Chard is just over $10,000. The companies tripled their employees’ donations and rounded up the amount to $10,240. “We very much appreciate our employees for doing that,” said Connie Chard. The donation is one of the largest the Belle Plaine Area Food Shelf has ever received from a single company, said Pat Ollhoff, a member of the food shelf’s board of directors. “We have received several donations from a lot of wonder-

ful and generous people in the Belle Plaine community,” he said. The food shelf continues to give out food every week and recently averaged giving out a ton of food a week. It is open five hours a week. This week, three-dozen Belle Plaine and area families will receive food for Christmas dinner. The dinner includes an ample-sized turkey and all the trimmings. With donations to families at the Thanksgiving holiday, the food shelf donated over 70 dinners. “We receive donations from companies and people that give $50 to $100 every month or every other month,” Ollhoff said. “We appreciate everyone’s donations that we need to keep the food shelf going.”

Standing Room Only Belle Plaine High School was part of the 2014 Christmas season at Mall of America in Bloomington Friday as dozens of choir members from different grades were split into various groups to perform several holiday songs apiece. Belle Plaine’s performance took place from 10 a.m. to 11 a.m., during which each group received big ovations from the standing-room-only crowd that packed the mall’s popular Rotunda.

Our Lady of the Prairie sixth grade chairpersons in the school’s ‘Toys for Tots’ campaign, Tory Pumper and Rebecca Brueggemeier, recently presented over 50 toys to Belle Plaine Police Officer Mickey Semantel. The two students set out to do a school-wide community service project, collecting 30 toys for the local program. But over 50 toys were donated. The generosity of the school’s students and families earned the children a movie and popcorn party afternoon after Christmas break.

O’Brien is well versed in the day-to-day goings on in the schools and is considered well connected to the staff at both Chatfield and Oak Crest elementary schools. She also has children attending the two schools. She believes additional intervention for Oak Crest and Chatfield elementary school students who need academic help. Both Steinhagen and O’Brien oppose the district’s approved 1-to-1-technology plan that provides an iPod mini to every student. The board approved it for all students. Steinhagen voted against the technology initiative when it was initially presented in 2013. O’Brien said she would have only supported iPad minis for seventh- through 12th-graders. She said studies have indicated children should not be exposed to more than two hours a day of “screen time.�

Geraldine P. Schultz Geraldine Patricia Schultz, 84 of Stillwater, passed away suddenly as a result of a stroke on December 16, 2014. Mass of Christian Burial was at 11 a.m. on Friday, December 19 with visitation one hour prior to the service all at the Chapel at Boutwells Landing, 5600 Norwich Parkway, Oak Park Heights, MN 55082. Geraldine was born March 11, 1930. She was a loving wife, mom and grandmother. Gerry’s family and faith guided her throughout her life. She always welcomed you with a hug and you never left without one. She is survived by husband, Fredric W.; children, Ric (Veronica), Patricia (James) Oswald, Anne Justesen and Christopher; nine grandchildren; three great-grandchildren; siblings, William (Lois) Lehman and Judy Ash.

City Administrator Holly Kreft explained that the city commissioned a utility rate study in 2013 by the city’s financial advising firm (Abdo, Eick & Meyers) to review the city’s utility rates and projected funding levels of the sewer and water utility funds. “Based on that study, it was recommended that rates would need to be increased on a phased-in basis versus a significant increase all at once to maintain adequate fund balances,� Kreft said. “The city reviews the study on an annual basis and compares the projections to actual revenues. Per the utility rate study in 2013, utility rates will increase in 2015 at 30 percent for usage rates and no increase in the fixed-base rate. In the third quarter of 2015, we will have Abdo update the study and determine if the (projected) increase for 2016 is still needed or can be reduced. “Obviously, the city would prefer that we didn’t need to increase rates, but in order to maintain adequate reserves in our utility funds, we need to be cognizant of the negative impacts that an inadequate fund balance would have, including potential significant increases in the future and a decrease in our bond rating. Utility Bill Roundup Program to Continue Despite Discouraging Numbers

In September of 2013, the city council authorized the establishment of a financial roundup program for utility bills and authorized staff to proceed with software updates for the program. The purpose of the program is to allocate funds from the public safety budget (supported by pull-tab proceeds) to go towards grants for various youth activities for income-eligible families. The round-up program originally gave utility billing customers the option of rounding up their utility bill to the nearest $5 increment. The program was eventually changed to allow customers the option of rounding up their contribution to the nearest $1. For example, if the payment due is $61.10, and you choose to participate in the program, you will be contributing 90 cents toward the youth activity grant program, making your total payment due $62.00. So far “bust� is perhaps the best word to describe the success of the program. Community Development Director Chelsea Alger reported last week that participation in the program in 2014 has been “minimal,� with only a total of 11 utility accounts opting to participate. “In order to make the program work with Banyon (the city’s utility billing software producer) an update to the software was necessary,� Alger reported. “The cost of this upgrade was approximately $300. Because of this, along with staff time necessary to set up accounts and continually track the funding required, policy requires a minimum annual contribution of $250 in order to maintain the program.� Alger added that through November, the program has accumulated only $69.86 for the year. She said staff provided this update to the park board in November, indicating the intent to discontinue the program at the end of the year and redistribute the money to the general fund. However, Alger said the park board determined it would like to see the round-up program extended for one more year, while at the same time engaging in more promotion of it. Council Member Cary Coop, a supporter of the program, agreed with the park board and said he wants to give it another year with additional promotion on an individual basis. The council voted 3-1 (Mayor Mike Pingalore absent) to give the program another year. Gary Trost accounted for the only no vote, especially “after the council just raised everyone’s water and sewer rates by 30 percent.�

Knauers Selected Carver County’s Top Conservationists Elroy and Kandy Knauer of Cologne were recently honored as Carver County’s Outstanding Conservationists at the annual meeting of the Minnesota Association of Soil and Water Conservation Districts on Dec. 9 in Bloomington. They were selected by the Carver Soil and Water Conservation District (SWCD) for the award. Each year, the state’s SWCDs recognize individuals and organizations for outstanding accomplishments in implementing conservation practices and improving Minnesota’s natural resources. The award program is conducted with support from The Farmermagazine. According to Harlan Dobratz, chair of the Carver SWCD Board, the Knauers were recognized for a variety of reasons. Elroy has been partnering with the SWCD since the 1960s when he purchased his grandfather’s farm. The Knauers own sensitive land around Winkler Lake, and participated in the very first Carver County Reinvest in Minnesota (RIM) program sign up in 1986. They have installed grassland habitat and tree plantings under the

RIM program, and have also installed filter strips through the federal Conservation Reserve Program. The Knauers have also practiced reduced tillage, and have most recently established a pollinator habitat through the Conservation Security Program. Elroy also has a passion for wildlife and conservation, which is apparent by the numerous wood duck houses he has installed and maintained on their property, along with several food plots, and most recently, a pollinator habitat for the declining honey bee population. “We’re really proud of the Knauers and what they have done for conservation in Carver County,” said Dobratz. “The Knauers have been very passionate about wildlife and conservation on their land. Elroy has gone to great lengths over many years to promote various conservation programs and to implement a variety of sound conservation practices on his land. His stewardship and conservation ethic has assured that many of these practices will be in place in the future.”

Thirty Years Ago This Week

marked its 50th anniversary. It started in 1904 with an original capital of $10,000. The big bond issue for a new school building in the consolidated Arlington-Green Isle District carried 733-361. Kenneth Burau, Norwood, died following injuries received in a collision about two miles east of Norwood on Highway 212 near the John Feltmann farm. He was 27 years old.

90 Years Ago (1924)

OOPS Extensive damage was done to this garage at the Belle Plaine Apartments the afternoon of Dec. 21, 1984 after a semi truck collided with a car on Highway 169 and left the road. There were no serious injuries in the crash (see 30 Years Ago below for more details). A semi-truck, southbound on ice-slicked Highway 169, collided with a foreign compact car that Friday afternoon in Belle Plaine and ended up slamming into the garage of the Belle Plaine Apartments. The state patrol said the truck struck the car, ran through a ditch, across a field and over Cedar Street before slamming into the garage. Both drivers suffered minor injuries. Investigators for the Scott County Sheriff’s Office were still looking for a hit-and-run driver of a car that struck and killed 9-year-old Chad Walther of rural Prior Lake in September. “This case is not cleared or inactive by any means,� said Scott County Sheriff Doug Tietz. “To date we have about 600 investigative hours into the case. Not a day goes by that our department does not put time into the case.� The 1984 Christmas shopping season got mixed reviews from Belle Plaine merchants that week. “Very favorable,� said Beth Novak of the Novak Drug Store, although the Sunday before Christmas people did not seem to be aware the store was open. “Not good, I’ll be honest with you,� said Jim Lange, owner of the Coast to Coast Store. “Because of the nice weather, we didn’t sell coldweather items like snowblowers, shovels and automobile items like batteries and jumper cables. Pat Denzer of Model II men’s store said the season was “good, about the same as last year.� It was almost a certainty that a community task force studying the financial status of the Belle Plaine School District would

recommend a referendum for increased taxes sometime the following year. Superintendent John Bartholow said the district was experiencing a shortfall of $239,757. Mrs. Richard (Viola) Rajendren of Belle Plaine, who was Peace Corps volunteer in India during the 1960s, had recently returned to India with her children to find the country’s war on poverty going painfully slow. “I expected to see a great deal of change in 15 years, but what I saw was exactly the same as when I was there,� she said. Robert Kulisheck, a native of Belle Plaine, was elected mayor of Marquette, Mich., by the city’s commission. He is the son of Mr. and Mrs. Adolph Kulisheck of Belle Plaine. Kulisheck was residing in Marquette since 1969 and was chairman of the Department of Political Science at the University of Northern Michigan. Kevin Possin, a 1970 graduate of Belle Plaine High School, was awarded a doctor of philosophy degree from the University of Wisconsin in Madison. He was an assistant professor at the University of Illinois in Normal, Ill. Alfred J. Muehlenhardt, 76, of Belle Plaine, passed away at the Lutheran Home in Belle Plaine. Mr. Muehlenhardt was born March 8, 1908 in Blakeley Township to Conrad and Anna (Grellong) Muehlenhardt. He attended rural schools in Blakeley and was engaged in farming all his life. John F. Stier, 83, of Belle Plaine, passed away Dec. 24 at Queen of Peace Hospital in New Prague. Mr. Stier was born Oct. 14, 1901 in Blakeley Township to Ernst and Emma (Fehlandt) Stier. He attended rural school in Blakeley Township and farmed in that area most of his life. The Belle Plaine High School boys’ basketball team notched its first conference win of the season with a 60-49 triumph over Norwood. Bill Fogarty had 13 points and 14 rebounds for the Tigers. Teammate Paul Pudlitzke also had a doubledouble with 10 points and 12 rebounds.

The Tiger girls’ basketball team won a holiday tournament with victories over Le Center 40-25 and host Cleveland 39-34. Laurie Wolpern had 18 points against Le Center and Ann Klehr had 11 against Cleveland, followed by Monica Hartman with nine.

60 Years Ago (1954)

In review of 1954, it was another good year for Belle Plaine. It was a prosperous year, a year of growth, even though the town acquired no single new industry. It was Belle Plaine’s Centennial Year, and the town celebrated in outstanding manner. What particularly made 1954 a good year were the fine crops – hay, grain, corn, soybeans – upon which local business chiefly rested. Mrs. Marvin Smith, formerly of Belle Plaine, passed away. The Smiths operated the Phillips 66 station while in Belle Plaine. Mrs. Edward O. Peterson, sister of Mrs. D.C. Townsend and Mrs. C.J. Olson, was critically ill in a hospital in Fargo. Mrs. William A. Koepp died of a heart attack while a patient at the rest home in Lester Prairie, where she had been a resident. She was 73 years old. Dr. D.W. Wilson was improving at Veterans Hospital after suffering a blood clot near the brain. An operation was performed to relieve the pressure and he was making steady improvement. Very mild weather was the pleasant feature of that year’s Christmas season. Christmas Day, and most of the days previous, saw the mercury in the low 30s. Mrs. Henry Kloempken Jr. returned to her home in Washington Lake Township after a stay of over two months at the hospital for injuries suffered in an auto accident. She was alone in the house in her wheel chair when a passing motorist saw that the roof was on fire. The blaze was put out before the fire truck arrived. Two well-known Jordan residents died that week. They were Anna Morlock, a sister of William Morlock, and Frank Kulisheck, aged 66. The State Bank of Hamburg

It was a frigid Christmas Day. It was 17 below zero. After an absence of nine years, Will McCarthy was back from North Dakota, staying at the home of his sister, Mrs. John Mangan, in Sibley County. Joe E. Schmitt was given the appointment to take the farm census for Belle Plaine and Blakeley townships. Al Streitz, Jordan police officer, made a Christmas time arrest when two strangers driving a car with a Wisconsin license endeavored to make sale of 10 gallons of red liquor. Dr. D.W. Wilson arranged with Dr. H.F. Cole of Shakopee to take over his dental practice while he took his place in the Minnesota Legislature for the three-month session. There were no new cases of smallpox in the Jessenland area but the mayor of Henderson prohibited public dances while the epidemic prevailed. Mrs. John Michal died at the home of her son, Matthew, near Union Hill at the age of 84. Her descendents numbered 120 – six children, 54 grandchildren and 60 great-grandchildren. Dr. Ben Neubeiser was home over Christmas. He planned to go to Duluth for a year’s work at a hospital in that city. Martin Wherley was back from Berthold, N.D., for a month’s stay, reporting wonderful crops in his section that season. A wedding of interest to many in Belle Plaine and Blakeley took place in Oakland, Calif., on Christmas Day when Miss Martha Marian Diers, daughter of William Diers, became the bride of Clarence Gibson Warren. The bride, a graduate nurse, was employed at the University of California Students’ Infirmary. Mrs. Sarah Callendar, nee Taylor, died at the home of her son in Foreston and her remains were brought to Jordan for burial. She was 85 years old, a sister of Lester Taylor, and Belle Plaine Township was her home until her marriage to Mr. Callendar of Jordan.

120 Years Ago (1894)

As December ended there was still no snow in the area. Joseph Montage died at age 60. He was engaged in the wagon-making business and erected a large two-story brick building on South Meridian Street. No one regretted the passing of the old year. It had been a year of agricultural depression and hard times. Wheat had to be of high quality to bring 50 cents a bushel, and hogs brought $3.75. One of our stores was advertising men’s suits for $5, $6 and $7.50. Chaska was making a strong endeavor to have the proposed new insane asylum located there. The state had decided that a fourth hospital be established.

Letter to the Editor Dear Editor, Congressman Grinch The StarTribune last week ran a story about our congressman, John Kline, who authored an earmarked bill unto the national budget legislation that could short-change hundreds of thousands of pensioners in the next few years by allowing their pension plans to default on their obligation to pay retired workers the pensions they worked and saved for. Instead of bailing out the pension plans like they did the banks that caused the pension funds to lose their investments, Grinch Kline and his Republican comrades chose to hurt the victims just before Christmas. Kline who pledged to oppose pork barrel legislation that is tacked unto unrelated legislation without an opportunity for open debate seems to have no problem tacking legislation onto an unrelated bill to take money away from people who earned it. This is a blackmail approach with the budget bill that is required to prevent our government from shutting down (again) or defaulting on our obligations. “After a lifetime of hard work

to earn their pensions, retirees don’t deserve to receive a bad deal, in which they have had no say, cut behind closed doors and excluding the very people who would be impacted the most,� said Joyce Rogers, a senior vice president for AARP, (as quoted in an article by Michael A. Fletcher in the Washington Post on December 9.) As a Vietnam Veteran, I was appalled at the poor voter turnout last month. It is a slap in the face to every veteran when people fail to responsibly exercise their hard fought right to vote to preserve our democracy. Those who continuously vote for a candidate without following and understanding how they are representing us aren't much better. Our nation is being handed over to corporate interests by our pandering politicians and American voters seem to be asleep. I pray that my fellow Americans will soon realize that to maintain our democratic republic they must be responsible informed voters. Order Your Tree Seedlings Now for Spring Planting The Carver Soil and Water Conservation District (SWCD) has tree seedlings available for sale to landowners interested in planting trees this spring. The tree seedlings that the SWCD sells are bare root, with an average size of 12-18� tall. The seedlings are sold in bundles of 25 of the same variety, and cost $35-$40 per bundle. The SWCD is also offering special mixed packets of trees this year, with a cost of $50 per mixed bundle of 25 seedlings. All trees must be pre-ordered by Feb. 15 and must be paid in full at the time of the order. The

tree handout is typically the last week in April at Baylor Park in Norwood Young America. Mailings and e-mail notifications will be sent out to those customers who have already ordered. Do not delay in ordering, the SWCD will only accept orders that are pre-ordered prior to the Feb. 15 deadline. There will not be any additional trees available for purchase at the tree handout. As B.P. Librarian, Gansen’s Career Nearing End of the Story

Our cheerful greeter was Jim Oak, server Will Halloran, and reader Jim Walker. The Gifts were taken up by Andy and James Oak, and Gary and Shirley Rutt. Mary Jean Halloran assisted Father as Eucharistic minister. The Nativity, lights and poinsettias looked lovely on the altar in St. Thomas and again this season were set up by Marie Retka, Barb Oak, Tammy, Carlie, Mason, Lindsey and Addy Simon. Following mass, many St. Thomas folks filled the Roadhaus in Henderson for brunch. Carlie Simon, Brett and Tammy’s, was among the many students from St. Wenceslaus, who spent the night in “Cardboard City” as a way of raising awareness to the homeless people. Luke and Alice Retka attended a dinner at Vincent A. restaurant in Minneapolis on Wednesday evening. The dinner featured rare white truffles and benefited Second Harvest Heartland. Their sister-in-law Kelly Retka works for the nonprofit organization. Second Harvest is a hunger relief organization whose goal is not only to help our hungry neighbors today, but to provide means for

Andrew is the son of Bob and Sarah Fogarty, and grandson of the late John and Kathleen Burns Fogarty. Jenna Retka graduated from St. Catherine’s with a Master’s Degree in Occupational Therapy Thursday evening. Chuck and Marie are proud of her. “It’s hard to believe that she is all done with college already…seems like just yesterday she graduated from high school,” says Marie. The Connellys, Warren, Joan, and T.C. gathered and shared holiday cheer at a luncheon with sister, Gwen, on Saturday near Owatonna. Bruce Halloran celebrated his 74th birthday with family on December 18 at the Fishtale in New Prague. Like his first cousin Madelyne, has finetuned his wit, wisdom and power in prayer. Madelyne Wolff turned 97 years young on December 19. She’s known in the family to be witty, wise, and have powerful prayers. This week Madelyne’s daughter, Bernetta Wolff, is spending a couple days in a Rochester hospital for tests and procedures, her mother is, as usual, busy working the beads. Tom and I treasure all the Christmas cards we’ve received over the years, especially those with personal comments, pictures of family, friends and children. We cherish them all. After the season, we retire them behind plastic, in binders, with perspective labels, family names, friends and “St. Thomas folks”. Joy, warmest wishes, folks, for this holiday season.

for her years of service. Commissioner Barbara Marschall, a member of the library board, lauded her service. Marschall credited Gansen for a welcoming environment and a knowledge of the community and the library. “You’ve done a fabulous job for the library and the community,” Marschall said. She’s also somewhat of a delivery person, too. Gansen is one of the librarians willing to deliver books to shut-ins. On her way home from work, she’ll stop by someone’s house with a selection of books for them to read. She also stops by Kingsway as well as houses. Gansen knows a couple that occasionally asks her to stay for a beer when she drops off books. Politely, and professionally, she passes. On her last day (Jan.2), Gansen expects to take them up on the offer. Gansen’s retirement would be a big loss to the Friends of the Belle Plaine Library if it weren’t for a promise to come back and help with special events the organization hosts. Gansen schedules entertainment and helps with decorations for events run by the friends, said Laurie Behnke, treasurer for the Friends of the Belle Plaine Library. She also schedules and organizes the annual book sale. “It’ll be a big help knowing she’ll comeback to help with that. She’s so knowledgeable,” Behnke said. Gansen wants everyone to feel welcome and comfortable in the library, especially children. She’s especially proud of the summer reading program that draws large groups of schoolagers to the library. She enjoys the innocence and spontaneity of children. She recalls a time reading to a group of children. After repeatedly stumbling with the name of the main character in the children’s book, “Miss Rumphius,” a child blurted out, “Just call her Miss R.” That Gansen enjoys working with children is a bit of a contradiction. As a child growing up in Bird Island, Minn., she was among the last in a line of students at St. Mary’s Catholic

School when they went to the library. “I’d have rather been outside playing,” Gansen said.

Her first visit to the Belle Plaine Library was in the summer of 1986. She and her husband, Carl, had just moved to Belle Plaine from Apple Valley. The couple had four children between 3 and 8 years old. The old library on Cedar Street was a great place for a mom with young children. She remembers thinking, “Some day, I’m going to have that lady’s job,” Gansen recalled. That opportunity came in 1992. The librarian at the time, Denise Gredes, offered her a chance to work part-time shelving books and performing minor tasks. Gansen worked at the libraries in Jordan and New Prague when she wasn’t in Belle Plaine. Mother Nature helped Gansen get the full-time job here. After earning a promotion to a fulltime position, Gansen won the lead position in Belle Plaine in 1994 when the head librarian, a Minneapolis resident, opted not to make the drive to Belle Plaine on a snowy November day. Gansen told Janet Williams, the former county library director, she wanted the job and believed she could do it well. Williams gave her the job on a one-year trial basis, Gansen said. “Twenty years later, I’m still here,” she said. “It’s the people I’ll miss the most.” When the city built the new library, Gansen and Kathy Koepp boxed up the books, equipment and other materials and made the trek to Willow Street in the spring of 1995. She considered sticking around when the city planned to expand the library into the space Front Porch Photography occupied. But when the city delayed the expansion until 2016 or 2017, Gansen decided to retire. She looks forward to taking her grandchildren to the library. Gansen also plans to spend time working at church and also with the VFW and American Legion auxiliaries.

Tigers to the mat!!! Belle Plaine Kid Wrestling is getting ready to begin. This program is open to all children grades K – 6th. After Sibley East’s Austin Brockhoff picked up a hardfought 4-3 win over Ryan Siegle at 145, Scott West 152pound freshman Tyler Buesgens earned the Panthers’ fourth pin of the night as he took Quin Riffenberg to his back for the second-period pin fall call. After Panther 160-pounder Dylan Johnson gave up three take downs in a 6-1 loss to Hunter Voight, it only took one take down for Scott West’s Andrew Fogarty to win the next match as the 170-pounder got a body lock on Austin Kube and slammed him to the mat, where his shoulders stuck for the pin fall at 1:02 of the first period. Following Sibley East Hunter Wentzlaff’s pin of Deshawn Carter at 182, Scott West closed out the meet in force by winning the final three weight classes. The first win came at 195 with a Sibley East forfeit to Calvin Menke, which was followed up by an exciting comeback win by Tyler Grieves at 220. After fighting off his back and trailing 5-0, Grieves would rally to take a 9-6 lead in the third period as he threw Wolverine Cody Voight to his back for a five-point move before holding on for a 10-8 win. Josiah Schatz anchored the Scott West win by closing out the meet with a hard-fought 3-1 win over Sibley East heavyweight Jaden Prodatz. Schatz would have to rally in the third period to win the match by scoring an escape to tie the score and then sliding behind Prodatz for the match-winning take down late in the third period. At the All Force Minnesota Christmas Tournament, match wins are hard to come by but five Panthers made their way to the final placing round to help the Panthers to eighth place with 111 team points in the tournament, which was won by Apple Valley with 188. Leading the way for Scott West was returning state champion Andrew Fogarty, and for him the third time to the Minnesota Christmas Tournament final was a charm. In what was one Bellematch Plaineups of the of the marquee tournament that would feature Herald a pair of #1 Minnesota-rated wrestlers in Jackson County

Central’s Paden Moore in Class A and Fogarty, six minutes of wrestling was not be enough to determine the winner. Fogarty, who had lost in two previous Minnesota Christmas Tournament finals to the high end talent of Apple Valley’s Mark Hall and Bismarck’s Ryan Blees, was not to be out done in this one. After the two wrestlers had traded escapes in periods two and three, Moore used an aggressive inside trip to a leg attack that sent Fogarty to the mat for a 3-1 lead. However, Fogarty scored a quick standing reversal to tie the score 3-3 and would force the overtime as he road his Husky opponent out. In the overtime period, Fogarty won out as he stopped a Moore leg attack with a whizzer and then quickly snapped his opponent’s head down and went for a go-behind, but when Moore squared up with him, Fogarty went right into a leg attack and powered through to a 5-3 winning take down. “It was good to see Andrew stay focused and come right back after Moore took the lead with that third-period take down,� comments Ripley. “Andrew certainly showed his physical and mental toughness in this one.� The same might be said about Scott West 132-pounder David Flynn as he had a remarkable comeback in his match for third place against Mound Westonka’s AAA #3-rated Sam Bennyhoff. Bennyhoff used a quick high-crotch lift and an aggressive mat return that took Flynn to his back and helped the Mound Westonka wrestler to a 9-2 lead through the second period. However, Flynn would mount a comeback behind a flurry of third-period action that began with a single-leg take down that made the score 9-4. The always tough on top Flynn used his roll though half to take Bennyhoff to his back for a two-point near fall and now trailed just 9-6. Late in the third period, Bennyhoff made the mistake of turning into a Flynn leg ride and the Panther wrestler cross-faced him to his back, where he held him for a Legal Notices 9-9 match-tying three-point near fall. Dance Prospects for a White Plaine Christmas Up in the Air Belle Off to Good Weather experts still weren’t certain through Tuesday afternoon whether Belle Plaine and the rest of the Twin Cities region would have a white Christmas this week. A white Christmas seemed like a certainty in late November and early December before unseasonably mild weather, including some record-breaking warmth (some readings around

50 degrees) in mid-December melted a snowpack of several inches. A rain/wet snow system moved through the Twin Cities area Tuesday but it was not certain if enough snow would stick to the ground long enough to qualify for a white Christmas this Thursday. High temps today (Wednesday) and Thursday were forecast to reach the lowto mid-30s.

‘Remembrance Run’ to Make its Way Through B.P., Area

The annual “Remembrance Run” will make its way through Belle Plaine and area communities Friday (Dec. 26) morning. The run memorializes the fate of 38 Dakota warriors following military tribunal trials after the Dakota uprising of 1862. They left Fort Snelling just after midnight Dec. 26, 1982. Several hours later, 38 Dakota men on their way to the gallows in Mankato made their way through Belle Plaine and the area. Following a similar path their ancestors took, the runners will make their way through Burnsville, Savage, Shakopee on Highway13 and County Rod 101 before turning south on Highway 169 through Jordan and Belle Plaine. They head south on 169 through Le Sueur

and St. Peter before reaching Mankato and Land of Memories Park. The lead runner carries a feathered staff. The weather and number of runners impact the pace of the run. The runners typically make their way through Belle Plaine just before dawn or around sunrise Dec. 26. The 38 men were hanged later that day in the largest mass execution in United States history. In Jordan, Bob Schmitz opens the Hub of Jordan from 3-6 a.m. for the runners to take a break and for anyone interested to learn about the Remembrance Run. He also plays the DVD, “The Dakota 38” to encourage understanding of the Dakota Uprising of 1862 and the conflict between American Indians and families of white settlers.

During awards, we were delighted to hear our team called for fifth place but were anxious to see our score sheets after it was announced we had lost the tie-breaker for fourth. After looking through the scores, it’s clear there was no clear favorite routine with the judges as a tie-breaker was not only used to determine fourth and fifth places, but first and second places as well.” The Belle Plaine JV kick team, however, did not experience a similar problem as they swept the AAA JV teams, taking home another first place trophy. SAN FRANCISCO TOWNSHIP Ordinance No. 12 ORDINANCE AMENDING THE MINERAL EXTRACTION ORDINANCE The town board adopted Ordinance No. 12 to amend its Mineral Extraction Ordinance to make the following changes: expand the potential hours of operation to 6:00 a.m. to 6:00 p.m. Monday through Friday and to clarify opportunities to request additional hours; expand the potential number of haul trucks to 24 trucks per hour one way; to allow concrete and/or asphalt to be brought in for recycling; and to clarify that the town may impose conditions on the mineral extraction permits it issues that are stricter than the standards contained within the ordinance. Belle Plaine Notches First Win Just Before the Break

by Dan Ruud The Belle Plaine High School boys’ basketball team earned its first victory of 2014 Friday night at Sibley East, just in time for what will be a lengthy holiday break as the Tigers won’t play again until January. Last week started at Blue Earth Area on Tuesday, where Belle Plaine was handed its seventh loss in as many outings to begin the 2014-15 season. The Tigers will next play Jan. 5 at home against Faribault Bethlehem Academy. The girls hit every new move and walked away with first place with a total rank point of three. Mayer Lutheran and NYA followed behind, both with 7.5 rank points (NYA losing the tie-breaker for second) and Jordan taking fourth with 12 rank points.” During the jazz portion of the invite, Dikmen said her team “really had fun with the routine and it showed in the scores” as Belle Plaine finished second. “Finishing second to Mayer Lutheran with a total rank point of five we knew even before looking at the score sheets that the call between first and second was a tough one for the judges,” Dikmen said. “Knowing how close we were to taking first will be the motivation we need during our two weeks off for winter break, when we will take time to change and polish the routine.” NYA was third in jazz and Jordan fourth. The Scott West wrestling team began a busy three days of wrestling with a convincing 51-18 win over Minnesota River Conference rival Sibley East in front of a Scott West home crowd in Jordan Thursday night. Following the big Thursday night win, Scott West went to Rochester for the 28th annual All Force Minnesota Christmas Tournament, where the Panthers placed eighth as a team behind the strength of five place-winning performances in Andrew Fogarty, the champion at 160, David Flynn, third at 132, Ben Kelvington, fourth at 126, Jackson Stauffacher, eighth at 113, and Carter Piche, eighth at 120. “It was a good win for us over Sibley East on Thursday night,” states Scott West coach Darren Ripley. “And we made one of our goals by making it into the top 10 at the Christmas Tournament.” Scott West took Sibley East by storm as the Panthers jumped out to a 24-0 team lead by three first-period pins by Parker Huss at 106, Jackson Stauffacher at 113 and Carter Piche at 120. The next six Panther team points came when Sibley East forfeited to Ben Kelvington at 126. Mason Voight would answer with a pin of his own as the Wolverine wrestler got a second-period pin of Tony Dvorak at 132. With Scott West ahead 24-6, the meet had quickly came to the feature match of the night at 138 as the Panthers’ AA #1-rated David Flynn took to the mat against the Wolverines’ A #2-rated Jason Meyer. The two top-rated wrestlers had battled in last year’s dual meet between the two teams with Flynn winning a 1-0 decision. In this one Flynn, opened the scoring in

Belle Plaine Earns Second Win by Dan Ruud The Belle Plaine High School girls’ basketball team absorbed two defeats last week to Fairmont and Sibley East before picking up its second victory of the season by 32 points at Lake Crystal-Wellcome Memorial Friday night. The Tigers, 0-1 in the Minnesota River Conference, 2-4 overall, will compete in a holiday tournament at Norwood Young America next Monday and Tuesday before opening the 2015 portion of their schedule Jan. 9 at home against Tri-City United. Fairmont 58, Tigers 42 Belle Plaine, which was without leading scorer and rebounder Mariena Hayden and fellow starter Paige Narveson, managed just 11 points in the first half, falling at Fairmont 58-42 last Tuesday night. “Fairmont is a very good team and we did a good job of competing against them,” said Belle Plaine coach Randy Carlson. “Elizabeth Johnson did a great job of attacking their presses and was a one-person pressbreaker for us.” Johnson and Torie Kellogg both had eight points for the Tigers, followed by Megan Schmitz (7), Ireland Lambrecht (6), Alissa Schultz (5), Amelia Kahle (4), Haleigh Weiers (3) and Alexa Lenz (1). Kellogg had a team-high nine rebounds, while Johnson had four assists and three steals. Sibley East 61, Tigers 50 The Tigers stormed back from a large deficit in the second half but still could not overcome the Wolverines in Thursday night’s MRC opener at the BPHS gym. Hayden returned to the lineup and responded with 21 points and 11 rebounds. Kellogg added 13 points and 13 rebounds. Johnson contributed six points, five rebounds and four assists. The other scorers were Lambrecht (5), Weiers (2), Schmitz (2) and Schultz (1). “We played really well offensively early and attacked. But they (Sibley East) switched to a trap and we did not attack it

well and adjusted to it way too late,” Carlson said. “You have to attack pressure defenses and we did not do that until later and we got down by 12-plus in the second half.” The Tigers managed to get to within a basket but couldn’t get over the hump before the Wolverines pulled away again. “I really like the fact that we kept competing but we have some things to work on. We are still a very young team and need to be patient. We will get better,” Carlson said. Tigers 60, LCWM 28 The Tigers definitely got better Friday night as they posted their most lopsided win in years with a 60-28 thrashing of the Knights in Lake Crystal.

Hayden finished with 17 points and 12 rebounds, both team highs. Lambrecht tallied nine points, while Narveson, Weiers and Kellogg had seven apiece. Also logging into the scoring column were Schmitz (6), Katelyn Jeurissen (3), Kahle (2), Johnson (1) and Schultz (1). Kellogg and Weiers had eight and six rebounds, respectively. “This was a good game for us before the Christmas break,” Carlson said. “We came out and switched it up a little with more pressing and ball pressure . . . Overall, it was a good effort and progress was made. Belle Plaine High School graduate and Gophers redshirt sophomore Michael Kroells had the tall task of taking on the NCAA’s No. 1-ranked heavyweight in senior Mike McMullan of Northwestern Thursday night at the University of Minnesota Sports Pavilion. The top-ranked Gophers defeated the Wildcats 21-19. Some of that credits goes to Kroells, who lost his match to McMullan but by just a 4-1 decision, resulting in just three team points for Northwestern. McMullan grabbed a 2-0 lead in the first period with a take down but Kroells pulled to within 2-1 after the second. Kroells earned a strong ovation from the home crowd as he fought for points near the buzzer but fell 4-1. In recognition of Kroells, who is in his first season as a fulltime starter for Minnesota, it was Belle Plaine night Thursday, during which all Belle Plaine residents were admitted to the arena for $5. Even though Kroells isn’t in the top-eight right now, he recently told the Minnesota Daily

Gerry “Mize” Meyer is stepping down as president of the Belle Plaine Baseball Association following over two decades at the helm, effective Jan. 1. He has been a member of the association for 28 years. Meyer, 75, has been involved in amateur baseball for over half a century as a player, manager, administrator and supporter. He played for and managed the Belle Plaine Tigers from the late-1950s until 1970. He served many years as the president of both the River Valley and Carver Central leagues. Meyer was involved in five Minnesota State Amateur Baseball tournaments hosted by Belle Plaine – serving as cochair of the tournament in 1992 and 2004. The most current state tournament hosting took place this year. “I told the board after we received the 2014 bid (with Jordan) that I would step down after completion of the tournament. It’s time for a younger person to take the reigns . . . We currently have a very capable board and this is a good time for a change. We have a great program in Belle Plaine and we now have one of the top amateur parks in Minnesota, thanks to the work and pride of many people,” Meyer said. Other current Belle Plaine Baseball Association Board members are Brad Schultz (vice president), Meyer’s son Brent (treasurer), Brett Kruschke, Ken Tritz, Dennis Lawson, Nathan Muehlenhardt, Shane Hofmann, Jeff O’Brien and Dave Wagner. Meyer has presided over some 250 meetings during his reign has president. Meyer has received numerous awards throughout his baseballrelated career, most notably his induction into the Minnesota Amateur Baseball Hall of Fame in 1997. He also received the 2012 Mike Downes Award.

Bartolomeis Win Home Decorating Contest Belle Plaine’s 2014 Home Holiday Decorating contest winner was recognized days before the local judging took place this past weekend. That’s because The Catholic Spirit publication asked its readers “to let us know about amazing Christmas light displays around the Archdiocese of St. Paul and Minneapolis.” Readers responded and among those on the list of “must sees” is the Al and Dorothy Bartolomei home at 92 Oakwood Drive in Belle Plaine. “Belle Plaine is a one-hour drive from downtown St. Paul but the Bartolomeis make it worth the drive with their delightful display,” states The Catholic Spirit. “They have been decking the outdoors since 2007, their first Christmas in Belle Plaine after moving from Michigan.” The “crown jewel” of this year’s display is a lighted 10-foot sign stating “Happy Birthday Jesus. You Light Up My Life.” The Bartolomeis, who are members of Our Lady of the Prairie Catholic Church, had help with the sign from fellow parishioner Christine Shudy, who designed it. Fabrication and installation were difficult, but it was all part of the fun, with many hours being invested in the overall display. “I love Christmas,” Dorothy said . . . I know I make a mess. I make a mess in the garage and dig out everything. But it’s just so fun. My daughter came down one day and she and I spent three hours on one tree, decorating every branch. Al didn’t think it was wise to spend that much time on one tree, but it was fun. Many times when I’m out there, I’m praying as I decorate. I’m praying, ‘Oh please, God, help me. Help us get this done.’ Actually, it’s my therapy. It’s really my therapy, and I’m trying to get Al to be in therapy with me.” Al said Dorothy is responsible for about 80 percent of the display and he 20 percent. “This is our third time entering the contest,” Al said. “Our neighbors said if we don’t enter, we’ll enter for you.” Al is a retired pharmaceutical representative for Bristol-Myers Squibb, while Dorothy is a retired teacher from Detroit (Mich.) Public Schools.

“Unfortunately, the rain last night (Sunday into Monday) blew out all the lights,” explained Al, adding that he has been trying to get the lights back on but as of Monday night no luck. “As soon as it gets cold again and they (the lights and wiring) dry out, I should be able to get them on again,” Al said. The other top five entries this year are (in order of placement) Mitch Kuhnke (705 Butler Drive), David and Rachel Wolf and Kyle Compton in memory of Jenny (Wolf) Compton (12876 West 280th Street/Highway 19 Henderson), Pat Skelly and Lynn Jaworski (821 Prairie Oaks Drive) and the Bergs family (1025 Provence Lane.
