City Council to Hold 2016 Budget and Property Tax Hearing Dec. 7

The Belle Plaine City Council will hold its annual budget and property tax levy public hearing 6:15 p.m. on Monday, Dec. 7 at the Belle Plaine Government Center, 218 North Meridian Street downtown. The annual hearing is an opportunity for citizens to comment on the city’s planned property tax levy and budget for the coming year. On Nov. 2, the council voted 3-2 to approve a final property tax levy for 2016 that represented a 7.2 percent increase over this year’s levy. The 2016 levy was for $5,051,291 compared to $4,712,754 this year.

But two weeks later (Nov. 16), the council voted 3-2 to amend the levy and budget, a move that decreased the levy by more than one-half – from 7.2 percent to 3.4 percent. Council members Paul Chard and Gary Trost, both of whom felt the cost-of-living and other factors contributing to the levy hike were too high, accounted for the only no votes on Nov. 2 and again on Nov. 16. City Administrator Holly Kreft said that although the 2016 budget and levy has been approved by the council, it’s possible that it could be amended again next Monday if the majority of the

council sees fit. According to the Minnesota Department of Revenue, the 2016 preliminary property tax levies for all Minnesota cities will total approximately $2.142 billion compared with $2.036 billion in 2015, a 5.2 percent increase. Next Monday’s public hearing is only for people who want to comment on the city’s 2016 property tax levy and budget. Any comments or questions regarding property and home valuations will be addressed at the county/city’s annual board of equalization meeting in the spring.

Rainbow to Broaden Its Horizons Moving to Spacious Former Otto Drug Building

than next Monday, Rainbow Discovery Center will relocate from 613 East Main Street to adjoining 617 East Main Street, the latter of which formerly housed Otto Drug Store, which closed earlier this year. Renee Schultz, who owns Rainbow Discovery Center, said the move will increase her business’ space from approximately 2,800 to 6,700 square

feet. As for the existing facility, Angie Gorman plans to operate Angie’s Infant and Toddler Day Care. Rainbow Discovery Center opened in downtown Belle Plaine in 1985, and in 1989 Schultz bought out co-founder

By next spring, Valley View Golf Course just south of Belle Plaine could have a new owner. The idle golf course’s primary owner is accepting bids on the land and buildings. Sealed bids are due Jan. 12, 2016. LeRoy and Connie Chard, the majority owners of the golf course are retaining the right to reject any bid. The bids could lead to discussions that could result in a sale, said Randy Kubes, owner of Kubes Realty, the real estate company handling the sale. There is no minimum requirement for a successful offer and bidders have three options to consider, Kubes said. Someone buying a larger block of land will likely pay less than $15,000 per acre, Kubes said. Scott County valued the 149.03 acres and the 4,500-square-foot building for taxation purposes at $1.93 million. The county’s valuation of the property has not changed in three years. Chard has heard there is interest in the golf course but has not received an offer to purchase it, Kubes said. By accepting sealed bids, any potential buyer has an equal opportunity to purchase some or all of the property, he said. “He wants to hear from anyone who can come to the table with a real offer,” Kubes said.

Not Ready to Bid

Lee Sauter, a spokesperson for a group of investors interested in acquiring a golf course, said the group does not expect to submit a bid for Valley View Golf Course. The group is still developing its business plan, Sauter said. “We have more work to do before we can even think about bidding. We are still working on our concept design at the moment and until we finish that we are not looking at any golf course,” Sauter said. The offer to submit bids is not intended to spawn a new housing development and is not expected to trigger a request for

Ugly Sweater Contest Friday The Belle Plaine Chamber of Commerce is holding an Ugly Christmas Sweater contest that will start 6 p.m. this Friday at Huck’s Shipwreck Saloon in downtown Belle Plaine before moving on to other nearby establishments.

Anyone from the public is invited to take part – just wear your ugliest Christmas sweater and join in. Prizes will be given away to the (3) Ugly, (2) Uglier and (1) Ugliest sweaters.

Cologne Backs Gala Event Set for Jan. 9 The Cologne City Council gave its support to a gala event set for Jan. 9 at the community center. The event will feature authentic German cuisine, formal attire and plenty of information promoting the community. Cologne Lions Betsy Pysick and Roger Storms recently presented the plan for the gala to the city council. The council even backed the idea of valet parking. The council also voted in fa-

vor of allowing the Lions Club to use the Cologne Community Center at no cost. That saves the group about $500. Psyick said the group is trying to keep the event affordable and “a breakeven event� for the Lions. The gala will feature short videos, including a replay of the city’s 125th anniversary parade. The club is still formulating details and a date when tickets for the gala will go on sale.

Le Sueur County Board to Meet in Middle on 2016 Levy Hike Le Sueur County commissioners recently reached a tentative agreement to increase the county’s 2016 property tax levy by 6.9 percent. The proposed accord was a matter of compromise. Commissioner Lance Wetzel favored maintaining the 7.9 percent increase set as the county’s preliminary levy. Commissioner John King of Le Sueur wanted the final levy set at 5.9 percent. Commissioners David Gliszinski of Lanesburgh Township, Joe Connolly of Sharon Township and Steven J. Rohlfing of Madison Lake

agreed to meet in the middle, settling for the 6.9 percent increase, the Le Center Leader recently reported. A 6.9 percent increase will bring in an additional $1.26 million into the county’s coffers. Le Sueur County Administrator Darrell Pettis said the increase is primarily the result of bonded debt payments. The average levy increase for Minnesota counties is 3.7 percent, he said. The compromise won’t be final until after a Dec. 15 public hearing at the courthouse in Le Center.

The facility she’s in now adjoins the former Otto Drug Store building, which was built in 1994 by Dale and Lori Otto, who operated Otto Drug Store in the existing Rainbow Discovery Center site before moving into their new and much bigger building. The Ottos retired earlier this year and are leasing the larger space to Schultz. OLP Christmas Concert Dec. 5 Our Lady of the Prairie Catholic Church will hold its annual Sing, O Heavens Christmas Concert on Friday, Dec. 11. The Youth Prelude begins at 6:30 p.m. and the Concert 7 p.m. Bring your family to start off the Christmas season by enjoying adult and youth ensembles, soloists, youth choirs, the Our Lady of the Prairie choir, as well as Christmas favorites for all to sing.

This concert is a fund-raiser, with all proceeds to benefit the Our Lady of the Prairie Parish Religious Education Program and Catholic School Program. The event is supported by Catholic United Financial and will receive a matching grant up to $1,000. Following the concert, a wine and dessert reception will be held in the parish hall. Concert and reception admission are a freewill donation.

LS-H District Audit Shows Unexpected Fund Balance Deficit by Jenn Wartman The Le Sueur-Henderson school board announced Thursday (Oct. 29) the preliminary findings of the 2014-2015 audit shows a fund balance deficit of $190,000. Previous district administration projected a fund balance of $330,735. This is a variance of about $500,000. “It’s similar to projecting heating costs for the winter. A certain amount of money is set aside for heating a home and suddenly the winter is colder than expected. Heating costs increase and the budget comes up short,” said Superintendent Brian Gersich. Public schools are required to have an audit, by an outside financial entity performed every year. This information is submitted to the Minnesota Department of Education and the Office of the State Auditor. The audit is a requirement because schools are non profits and receive government funding. “The budget we are dealing

with is the 2014-2015 budget. Our work now is reviewing that budget line by line and understanding where something went wrong,” said Gersich. An explanation as to how this happened will have to wait as the auditors and LS-H administrative team analyze the audit to find if a mistake could have possibly been entered. This may effect the current year and reductions in the school year may have to be made. In the weeks ahead the school board and administrative team will develop a plan and timeline to resolve the situation. The information will be shared with school sites. The discrepancy in funds will affect the 2016-2017 budget year, and that’s where the focus will be, explained Gersich. As the school board begins to develop the 2016-2017 budget there will be numerous opportunities for staff and community to offer feedback and ideas for how to adjust the budget.

Le Sueur County Plans to Spread the Word on AIS Le Sueur County elementary school students will help the county spread the word on the importance of preventing aquatic invasive species (AIS) in county lakes. The county board recently approved spending $2,560 for CLIMB Theater Company to present a play and exercises with a message intended at preventing the spread of AIS. The presentations will likely begin early next year, the Le Sueur News-Herald recently reported. The county received a $150,000 grant in 2015 from the Minnesota Department of Natural Resources for efforts to thwart the spread of AIS. The county’s lakes are plagued

with Eurasian water milfoil and curly-leaf pondweed, said Josh Mankowski, a county environmental services planner. The county has yet to find zebra mussels in county lakes, he said. Le Sueur County hopes educating elementary-age school children will help spread the word to their parents. County Administrator Darrell Pettis said presenting the play and exercises to elementary-schoolers will be more effective than offering it to teenagers. The contract with CLIMB includes a play for younger students and games like “barricade” where students try to block the spread of AIS.

Scott County 4-H Event Dec. 12 Join the University of Minnesota/Scott County Extension 4-H program Explore the Clothing project on Saturday, Dec. 12, from 9 a.m. to noon at the Scott County Extension Office in Jordan. We will be exploring the clothing and textile project area by looking at sewing projects and purchased garment projects exhibited by 4-H members. We will also be sewing a pair of cotton/fleece PJ pants that can be exhibited at the 2016 Scott County Fair. Please register early so we can send you further information. Fabric will be provided but other supplies may need to be purchased. We will also play

games, sing songs and enjoy a healthy snack. This is open to boys and girls and you do not need to be in 4-H to participate. This workshop is open to all beginner sewers K-8th grade but students K-3rd grade must have an adult helper. All parents/grandparents are encouraged to stay and help their participant. Le Sueur County Planning Commission Tables SunShare Project The company eyeing a solar garden project in Blakeley Township has some questions to answer if it wants an OK for a similar project in Le Sueur County. Colorado-based SunShare had its proposal for a 5-megawatt project on Waterville’s southeast corner tabled by the Le Sueur County Planning Commission. Commission members cited too many unanswered questions associated with the project as justification for the tabling. The questions ranging from answers to a “fill-in-the-blank� application to concerns about talking productive farmland out of use, the Le Sueur News-Herald recently reported. The project is proposed for 50 acres of farmland south of Minnesota Highway 60 and east of Sakatah Cemetery Lane. Will Cooksey, director of SunShare’s land and legal department in Minneapolis, said the land was selected because its owner was interested in the project and willing to host the equipment. The land’s proximity to exist-

ing Xcel Energy’s distribution system is also a key factor in the site selection. The legislature has passed a law calling for more energy to be produced from so-called green sources. The solar garden comes with the enticement of between 5 and 10 percent savings. Kathy Brockway, director of Le Sueur County Environmental Services, said the commission needs to make a decision on the application within 60 days. “We just can’t table it,� she said. Cooksey said all the questions and concerns commission members raised at the meeting can be addressed. The commission will meet again Dec. 14. SunShare is interested in developing a solar garden in Blakeley. It has an 25-year agreement for a similar facility in Bongards, west of Cologne in Carver County. Garbage Truck Driver Injured in Crash A driver for Elite Waste was injured in a crash of his garbage truck last Tuesday afternoon (Nov. 24) in Blakely Township. John Charles Tapp was injured after crashing his truck on County Road 53 (German Road) near 260th Street. Sheriff’s deputies investigating the

crash were considering the possibility excessive speed might have contributed to the crash. Tapp was airlifted to Hennepin County Medical Center Wednesday (Nov. 25). He was listed in serious but stable condition, said Sheriff Kevin Studnicka.

Empty Milk Truck Damaged in Crash A Le Sueur man’s milk truck was severely damaged after it crashed into ditch Thursday (Nov. 23) south of Henderson. Travis Shannon was driving westbound on County Road 8 near its intersection with 363rd Avenue in Henderson Township when he went to pass a slower vehicle.

Sibley County Sheriff Bruce Ponath said Shannon lost control of the truck. He over-corrected and the truck entered a ditch. Because the truck was empty, there was no spilled milk to fret over. The truck was towed from the ditch. Shannon, 44, was not injured in the crash.

Digging Out Paul Miller brushed the snow off a friend’s car after the vehicle was practically buried by a snowplow. The first big snowfall of the season dropped over 20 inches in Belle Plaine in early December of 1985. The Belle Plaine High School girls’ basketball team opened the 1985-86 season with a 45-23 victory over the Arlington-Green Isle Indians. Julie Halquist led the Tigers in scoring with 15 points. Laurie Wolpern was tops in rebounds with 14.

The first big snowstorm of the winter blew into the Belle Plaine area that weekend, snarling traffic, cancelling church services and contributing to at least five reported accidents in the city. The storm was touted for a time as the biggest storm in Twin Cities history after the National Weather Service reported that 21.1 inches of snow had fallen from Friday morning through midnight Sunday. But the Weather Service later said the snow accumulation came from two separate storms. Belle Plaine schools cancelled classes that Monday, giving school children an extra day of Thanksgiving vacation. A wet fall and the early significant snowfall caught some farmers in Scott and surrounding counties having some unharvested corn still in their fields. Duplication of jobs resulted in at least nine indefinite layoffs and five short-term layoffs as the management of Plastech Corporation moved ahead with the consolidation of it operation with the former Norwesco plant in Belle Plaine. Plastech had recently announced the purchase of Norwesco’s Belle Plaine plant for $3 million. Maynard Haas, 27, of Belle Plaine, was reported in good condition at North Memorial Hospital in Robbinsdale after being seriously injured in a deer hunting accident about 4 1/2 miles south of Belle Plaine. According to Scott County Sheriff Doug Tietz, Haas was hunting with a party of six hunters when he was struck by a solitary slug, which entered through his lower chest. Tietz said that preliminary reports indicated that the incident was accidental. About 20 area farmers turned out at the Civic Center in Belle Plaine to discuss the new farm bill with U.S. Sen. Paul was high district sales winner, going over his quota of 408 percent, and was crowned king of the Minnesota district. The following boys were placed on the committee to select the gilt and supervise the project: Bob Dahlke, Dick O’Brien, Bob Murphy, Jerry Morrison and Kenneth Farrell. Melchert and Lois of Benton Township won many premiums on their Rhode Island Reds and Red Bantams. They had 19 firsts and 13 seconds. William Dunn, one of the grand old native sons of this area, died at Bethesda Hospital in St. Paul at the age of 93. Bart Savage, lifelong resident of this community, died at the New Prague hospital. He was in his late 70s. There were more than 900 youngsters to greet Santa Claus at the Belle Plaine grade school. The Commercial Club, which sponsored the affair, had packed a thousand bags, and with leftovers, made a trip to the Home for the Aged. A large number from here were at Winona to attend the wake of Daniel Sullivan, who was a native of St. Thomas.

Winter weather is knocking on Minnesota’s door and the Minnesota Department of Transportation is ready to make highways safe for the traveling public. “Winter weather will affect every part in the state at some time, and our 1,800 full-time and backup drivers are trained and have effective technology to do their jobs,� said Commissioner Charlie Zelle. “Our goal is to return roads to normal driving conditions as quickly as possible after a winter event.� Across the state, Mn/DOT maintenance crews are ensuring plows and other equipment are in good working order. Mn/DOT works year-round on training staff, making sure sand and supplies are adequate and improving its technology, but the agency is also asking that the traveling public be prepared for winter driving. “Minnesotans know that weather conditions can change quickly, so knowing what the driving conditions are before heading out will help them make smart decisions about whether or not they want to travel,� Zelle said.

Mn/DOT urges motorists to use the 511 traveler information system website and phone app to plan their travel. The system provides road and winter driving conditions for the entire state and links to National Weather Service information. The system is available at www.511mn.org or by dialing 511. Motorists can also download the free 511 app on their smartphones and other mobile devices. For safe winter driving, Mn/ DOT asks motorists to take responsibility to: – Avoid distractions; stay off cell phones and mobile devices. – Don’t crowd the plow. Deb complemented the New York Police Department, they could see snipers on nearby rooftop buildings. Haus in Henderson. The event to benefit the Smiles Network, an organization to help children with cleft palates in underdeveloped countries, have surgery to fix their palates. Each surgery costing $400. While the Silent Auction continued, after a moving presentation by chair-women Judy Sunderman and Kim Hammes, Pat and Deb Ediger of Ediger Auction Service, with auctioneer daughters and son-in-law, Sam, Erika and Jim quickly got the live auction rolling. One by one, 12 sweaters models made their way to the front stage. Lowtoned Tony Hartman, who’s on our St. Thomas Sullivan tree, along with his companion Jen sang one of the models to the stage area. One of the 12 models dashing and suave a model in his own rite, our own Luke Retka, wore a v-neck cardigan with black dickey, tan slacks, white soft leather loafers and a huge smile. A St. Thomas coalition gathered their funds for a whopping $2,600 for Luke’s sweater. The total for the live auction brought in $16,100 Among the many St. Thomas folks enjoying the event were Davie, Doc and Mickey, Smiling Dave and Theresa, Renee Retka, Alice, Lucy and Dan, Jason, Fran Tiegs, Kyle Lueders, Andy, Barb, Holly and James, Todd, and Peggy. The atmosphere was charged with anticipation, everyone talking and laughing. Picture this: Caught up in the moment, Jerry waving his cane trying to get a bid in and Catherine trying to hold his arm down. A fantastic time was had by all for a great cause. A Belle Plaine man’s driving error drew the attention of a police ofďŹ cer and landed him in the county jail for alleged drug possession last Thursday. Lawrance Theophilus Thomason is charged with felony possession of methamphetamine. He is also charged with driving without insurance, a misdemeanor and a petty misdemeanor trafďŹ c violation. According to the criminal charge against him, Thomason was stopped at about 11:30 a.m. after a police ofďŹ cer on Court Street near Willow Street watched him drive down the center portion of the street for about 200 yards. The Shakopee City Council recently rejected a proposal to build workforce housing on the city’s east side. BPHS’s Cyber Tigers Open Robotics Season at Prior Lake With several participants new to robotics, the Belle Plaine High School Cyber Tigers team got their season started with a competition at Prior Lake. Using the same event and robot they competed with last spring at a regional event at Mariucci Arena on the University of Minnesota campus, the BPHS team climbed to 15th place in a field of 34 teams before finishing 25th overall at Prior Lake High School Nov. 21. learned something. Everybody learned something,� said Jeff Heine, the Cyber Tigers advisor. The Belle Plaine team went to the event at Prior Lake and competed against small schools and big suburban schools – teams from as far away as Duluth and North Dakota – to give the younger members of the Cyber Tigers experience and a look at how other teams operate. “Last spring at the regional, we finished in the mid-50s among over 60 teams. Our robot did everything it was supposed to do. We just ran into more experienced teams that were better funded than we were,� Heine said.

Shakopee Hospital Preparing for Facelift, Expansion The appearance of St. Francis Regional Medical Center in Shakopee will be changing this winter, thanks to a $7 million expansion. The 15,500-square-foot expansion will bring additional entrances to the Park Nicollet Clinic and medical office building along St. Francis Avenue, just south of Highway 169 and east of Marschall Road. The expansion will include a coffee shop, a pharmacy and other retail outlets on the south side of the hospital toward St. Francis Avenue, the Shakopee Valley News recently reported. The improvement will bring a more clearly defined entrance to the hospital. It will feature a heated turnaround driveway beneath a canopy. Additional separate entrances for Park Nicollet Clinic and the medical office building will also be

constructed. The hospital’s three owners – Allina Health, Essentia Health and Park Nicollet – said the addition of a retail pharmacy will help patients by providing them with their needed medications upon discharge rather than filling them after they go home. The new additions will also avoid confusion for hospital and clinic visitors and provide needed space. The work will begin this month and should be completed next autumn, in time to coincide with the 20-year anniversary of St. Francis Regional Medical Center moving to the new campus. The hospital was previously located for decades on Fourth Avenue West in downtown Shakopee, on land that currently serves as a parking lot for the county government center.

Minnesota Hunters Register Over 128,000 Deer Through Third Weekend Minnesota firearms hunters registered 128,174 deer through the third weekend of firearms deer season, up from 112,715 from the same period in 2014, according to the Minnesota Department of Natural Resources. So far this year during special hunts and the archery, early antlerless and firearms seasons, hunters have harvested 145,383 deer, up from the 2014 to-date harvest total of 128,134. Preliminary numbers show that the number of deer registered rose 13.5 percent from 2014. Buck harvest during the firearms season was up 18.4 percent from last year, indicating that the population has in fact grown from its low point two springs ago. Zone 1 total fire-

arms harvest was up 11 percent, Zone 2 was up 15.5 percent and Zone 3 was up 7.7 percent. Buck harvest was up significantly in all zones. The DNR has projected the 2015 total deer harvest to be between 140,000 to 155,000. The 2014 total harvest after last year’s conservative season was just over 139,000. In much of Minnesota, the last day of the firearms deer season was Nov. 15. The northern rifle zone season continued through Nov. 22. Additional deer will be harvested during the late southeastern season, which ran Saturday, Nov. 21 through Sunday, Nov. 29; the muzzleloader season, which began Satur-

day, Nov. 28, and continues through Sunday, Dec. 13; and the archery season, which runs through Thursday, Dec. 31. Final numbers from all deer seasons will be available in January. New this year, hunters can preview an interactive deer information tool being developed by the DNR at www.mndnr.gov/ deermap. This map is the first step toward launching an online application that delivers useful information hunters need and want. Hunters are encouraged to take a look at the application, discuss it and provide the DNR with feedback. Scott County Offers Free Youth Snowmobile Safety Training The Scott County Sheriff’s Office is hosting free CD Course Youth Snowmobile Training on Dec. 12-13. The training is for Youth ages 11-15. The classes will be offered from 8 a.m. to noon and noon to 4 p.m. on both days. Students only have to attend one of the four-hour classes. The snowmobiles will be provided and we ask that attendees do not bring their own snowmobiles. Children will be responsible for bringing the appropriate clothing depending on weather as well as a snowmobile helmet. Prior to attending this training, children are responsible for contacting the Minnesota DNR and obtaining an interactive CD. Prior to attending the class, children must preregister by

Interested in Curling? New Chaska Center Opens Today If curling is a sport you want to know more about, the area’s newest, if not only, curling center opens today in downtown Chaska. The new $26 million Chaska Curling Center is at the northwest corner of the intersection of Highway 41 and County Road 61. Last Monday (Nov. 30), city officials conducted the ceremonial throwing of the first stone. The city has winter curling leagues and over 600 members. Chaska hadn’t planned to reach 500 members until 2021, the Chaska Herald recently reported. The city used eminent domain to acquire the property for the curling center. Chaska

paid over $2 million for property that served Chaska Farm and Garden, Randy’s Auto, and Ohnsorg Truck Body Manufacturing. Ohnsorg ultimately relocated to Belle Plaine. After the corner of the hightraffic intersection sat vacant for several years, Chaska used the plan for a curling center as a catalyst for future development downtown. Mayor Mark Windschitl said the park will jumpstart downtown projects. The city council was criticized for using the land to encroaching into Firemen’s Park. The city still has plenty of work planned for the winter and spring complete in Firemen’s and adjacent Veterans Park.

Scott West Captures Osseo Invite The Scott West wrestling team opened the season by winning the Osseo Invitational for the sixth time in as many tries dating back to 2005. The Panthers put up 228 team points behind seven individual finalists that included four champions in Tyler Shackle at 113, Jackson Stauffacher at 126, Ben Kelvington at 152 and Tyler Buesgens at 195. The Panthers’ team point total easily outdistance Mound View’s runner-up total of 164. “It is always a good feeling to win a tournament, especially to start the season,” states Scott West co-head coach Darren Ripley. “However, our team right now is a long way from being a team that is considered to have the potential to be in the top three in the state.” The section and state tournaments are a long ways away but Scott West might want to find its team identity sooner rather than later as it will be on the road over the next two weeks to wrestle Section 2AA rivals, including at Hutchinson this Thursday and at New Prague on Friday, Dec. 11. “We most certainly have some big dual meets coming up over the next couple of weeks,” in-

sists Ripley. “It is a must that we come together and wrestle as a team if we are going to be successful.” The Panthers’ success at Osseo was headlined by the four individual champions, with #7-rated Tyler Shackle leading the way as the freshman lightweight recorded three pins to pin his way to the 113-pound championship. In his championship match against Minnetonka’s Jake Finken, Shackle went right to work after scoring a first-period take down by using a bar arm to power Finken to his back and the pin call. After recording a couple of pins to advance to the championship round at 126 pounds, sophomore Jackson Stauffacher won one of the premier matches of the tournament as the #3-rated Panther bettered Osseo’s #6-rated Nicholas Carline for the gold medal. It was an exciting match as Stauffacher took an 8-6 lead into the third period, and after a Carline escape made it 8-7, the Panther lightweight would seal the win with his fourth take down of the match as he got to Carline’s legs on the edge of the mat. Scott West 152-pound senior Ben Kelvington followed the

lead of Shackle as he recorded three pins on his way to the championship of his weight bracket. After a scoreless first period in his championship match against Mounds View’s Jack Graham, Kelvington scored a second-period reversal before powering the Mound View wrestler to his back with a tight arm bar and the ensuing third-period pin. Tyler Buesgens found himself in a unique position in the tournament as he was awarded a bye into the championship semifinals, and from there was really untested as the Panther sophomore recorded two pins in winning the championship at 195. The championship pin came late in the first period over Wayzata’s Jamami Buckner as Buesgens secured a leg ride with a guillotine to take the Trojan wrestler for the ensuing pin. It was his first time in the Scott West lineup but eighth-grader Jacob Hill advanced to the championship round with three wins, including a big semifinal win where he scored a thirdperiod reversal to tie Wayzata’s Cole Swenson at 5-5, and then sealed the win with a couple of cradles that put his Trojan op-

ponent to his back for a 10-5 win. Hill was pinned in his 106pound championship match in the third period by #8-rated Nick Dunagan of Mounds View, but not before the Panther wrestler nearly pinned Dunagan in the first period with a sharp leg attack and then lifted him high into the air where he put Dunagan to his back for a five-point move. Parker Huss is trying to build on a stellar 2014-15 season that saw the now Panther junior wrestler finish fourth in the state at 106. However, on this day, the #3-rated Huss would be stopped by Minnetonka’s Boyd Mumbuwa in their championship match at 120. With Huss trailing 3-2 in the third period, he attempted a high-risk throw that left him on his back, where Mumbuwa was able to hold him for the pin fall call and the championship at 120 pounds. Boys’ Basketball Season Opener One Day Late The Belle Plaine High School boys’ basketball team’s season opener Monday night at home against Waterville-ElysianMorristown was postponed due to inclement weather and was rescheduled for Tuesday night after this edition of the Herald went to press (see the Herald’s Facebook page for result). The Tigers will be at Waseca for a 3 p.m. game this Saturday before opening Minnesota River Conference play at Le Sueur-Henderson 7:30 p.m. next Tuesday.

Belle Plaine Police, B.P. Girl Scouts Sponsoring Toy Drive The Belle Plaine Police Department and Girl Scouts are sponsoring the Second Annual Toy drive that brings new toys to children in need. Through Dec. 19, the Belle Plaine Police Department is accepting donations for the toy drive. All donated toys will be distributed to local children who are far less fortunate. Last year, the Belle Plaine community generously donated 200 toys. The officers and Girl

Scouts had a wonderful time giving back to the community last year. They hope this year will be just as successful. Some families are unable to purchase gifts for their children. Collection runs through Dec. 19, 5 p.m. All toys should be new and unwrapped. Gifts are accepted for children up 16 years of age. Donations of realistic looking toy weapons and food will not be distributed.

Suggested gifts for pre-teens include sporting equipment, board games, books, hand-held electronics and similar items. The drop off locations will be at the Belle Plain City Government Center, Coborn’s Superstore (during business hours) and the Belle Plaine Police Department (24 hours). Chuck Joos has been a Cologne firefighter for 40 years. He has served as the fire department’s chief for nearly three decades.

Cologne’s Chuck Joos Celebrates 40 Years as Firefighter

If you look through Chuck Joos’s closet, the signs of his vocation are everywhere. Most the shirts and jackets have a logo indicating he’s a firefighter. The Cologne Fire Chief has been accumulating them for four decades. “Being a firefighter becomes who you are,” he said. “It becomes you and you become it.” This fall, Joos recently celebrated his 40th anniversary as a member of the Cologne Fire Department. He’s been the department’s chief for the past 27 years. Joos has been to more calls than he remembers. The really bad ones, the house fires and crashes are indelibly etched into his memory. Fortunately, he said, the most serious calls are few and far between. “When you think about it, a lot of things have happened. You don’t forget the bad fires or the accidents,” Joos said. “You never remember the easy calls.” Joos joined the fire department in October of 1975. Gerald Ford was the president of the United States. When he joined the department, Joos used his experience driving cement mixer trucks to handle the department’s engine. He had “the loneliest job” on the fire department, making sure water and equipment was flowing to the firefighters fighting the flames. Much has changed over 40 years. The department is more professional today. The technology incorporated into its communications, techniques

and equipment have improved dramatically. Within the past decade, the department worked to secure a grant that linked communications with fire departments throughout Carver County. “We’ve won over $1 million in grants in the last 12 or 13 years,” Joos said.

Training Matters

Along with communications equipment, the grants have helped fund new trucks, a grass rig and scholarships, he said. Assistant Chief Dan Worm credits Joos for pushing the department’s 30 men and women to better serve the community through improved training and equipment funded through grants. Joos stresses the importance of training, of making sure Cologne’s firefighters are ready for the next call, be it a structure fire, a crash on Highway 212, a person breaking through the ice on Benton Lake or a call for medical help. The department is planning training with Twin Cities & Western Railroad, Joos said. That training and good fortune has prevented his worst fear from ever being realized. The department has never lost a firefighter in the line of duty. “When those trucks roll out of the station, everyone has been trained,” he said. “Everyone knows what they are doing.” Joos, 64, joined the Cologne Fire Department when his neighbor, Don Smith, asked him if he’d be willing to serve. Smith was a 22-year member of the department.

Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: How many of your patrol cars have been struck while at a crash scene? Answer: Winter driving can be and is dangerous for all of us when the weather and road conditions deteriorate. I have only been involved in one crash while working the road. A motorist made an illegal U-turn in front of me during a snow storm. I was unable to avoid the crash and struck the vehicle. Fortunately for me and the motorists involved there were no injuries, but that is not always the case for Troopers and motorists. Here is the crash data from the past seven plus years that involved Minnesota State Patrol squad cars that were struck. Notice that a majority of the crashes occur during the winter season. The 2015 statistics are through July. MSP Cars Struck 2008 – 22 squads struck while parked; 10 Troopers injured. 2009 – 28 squads struck while parked; 10 Troopers injured. 2010 – 27 squads struck while parked; 5 Troopers injured. 2011 – 26 squads struck while parked; 9 Troopers injured. 2012 – 17 squads struck while parked; 4 Troopers injured. 2013 – 19 squads struck while parked; 3 Troopers injured. 2014 – 25 squads struck while parked; 4 Troopers injured. 2015 YTD – 6 squads struck while parked; 2 Troopers injured.

Most of these incidents could have been avoided by using safe winter driving techniques, moving over to the other vacant lane when you are on a twolane same direction roadway or by slowing down and providing room when you see any type of flashing lights. The law requires motorists to move over for emergency vehicles and tow trucks. Law enforcement is looking for motorists that fail to move over and will enforce the “Move Over Law or Ted Foss Law”. Moving Over Citations and Warnings 2009 – 622 citations, 2342 warnings. 2010 – 618 citations, 2466 warnings. 2011 – 975 citations, 2898 warnings. 2012 – 703 citations, 2667 warnings. 2013 – 713 citations, 2209 warnings. 2014 – 816 citations, 2476 warnings. 2015 YTD – 350 citations, 1070 warnings Please slow down, pay attention, drive sober and move over when you see flashing lights and use good safe judgement when traveling. Joos has some history with the department. His grandfather, William, was one of the five other members of the department that served 40 years or more. Over 360 men and woman have served on the Cologne Fire Department since it was founded in 1890. Joos became chief in June of 1988. He had worked on a committee that promoted the development of Louis Hall while serving on the city council. The building has primarily served as the department’s headquarters since the early-1990s, though it has never been formally known as a fire station. Joos has worked to make sure the department has the best equipment and training available. Joos still enjoys being a member of the fire department. He doesn’t make as many calls as he once did, though he surpasses the minimum standard firefighters need to surpass to remain in good standing. Today, Joos spends much of his time working on administrative issues. He tries to keep an open-door policy and is willing to discuss issues that arise when 30 different personalities come together. Joos is grateful to his wife, Linda, and his children. One son is a firefighter and another works on the department’s trucks. They have seen their husband and father abruptly leave family events many times to answer a fire call. “It’s part of service to the community,” he said. “That’s why you join the fire service, to help people and your community.”

The Season’s First . . . Theresa McDaniel needed a few extra minutes to clear the snow from her vehicle before beginning her commute Monday evening. While the area received about 2½ inches of snow, mild temperatures made relocating the heavy, wet snow a bit more tolerable. Daytime high temperatures later this week are expected to be in the mid- to upper-30s and maybe 40.

One Down With More to Go Laura Lee was out moving snow off her driveway on the 100 block of South Cedar Street Tuesday morning (Dec. 1). Her daughter, Etta, 3, assisted. The Belle Plaine area received about 2½ inches of heavy, wet snow Monday night -- far less than what was initially forecast. Lee joked the snowfall is the first of several she and her young helper will likely face this winter.
