The second and third top stores both involved senior citizens. Included were the brutal murder of 90-year-old Earl A. Olander in his rural Belle Plaine home, and a broken water sprinkler pipe that flooded the Cardinal Ridge Apartments and forced residents from their homes for months. The next biggest stories involved youth as both the Belle Plaine High School girls’ track and field and volleyball teams won state championships, which were just the second and third “team” state titles in school history. Rounding out the top 10 stories of 2015 in Belle Plaine were the closing of Valley View Golf Course, the untimely death of public works employee Jerry Connolly while on the job, the resignation of School Superintendent Kelly Smith and the hiring of his replacement, a remarkable growing season, BarB-Q Days and business openings and closings, the latter of which included Otto Drug Store. At least three of this year’s top news stories will spill into 2016. Those will be the actual construction of the bridge, clinic and senior housing facility; the trial of the two men charged with beating and killing Olander (Edison Celin-Dominguez Benitez of Richfield and Reinol Godines Vergara of St. Paul); and the sale (or lack thereof) of Valley View Golf Course. On pages 2 and 13 is a recap of the first five months of 2015. The Year in Review will continue in next Wednesday’s Herald.
Top 10 Stories of 2015
(1) Bridge/Ridgeview – Two big projects that will bring substantial change to Belle Plaine were given a major boost on Sept. 21 when the city council awarded the bid for the construction of the overpass/Enterprise Drive extension project to S.M. Hentges and Sons of Jordan at the low bid of $3,179,966.84, which was over $1.2 million below the city engineer’s construction estimate of $4,387,703. On Oct. 19, the council and city staff were joined by dozens of other government officials and members of the community for the groundbreaking ceremony on property that once was the site of the Eric and Lisa May family home. The city had purchased the home from the Mays in order to use the property as part of the necessary right-of-way for the new bridge and extension of Enterprise Drive. The house was eventually burned to the ground by the Belle Plaine Fire Department for a training exercise. Leading the groundbreaking ceremony was Belle Plaine Mayor Mike Pingalore, who said the ceremony was the result of years of collaboration between city, county and state officials. He also acknowledged Ridgeview Medical Center, which will construct a medical clinic near the site while the overpass is being built. To top it all off in late 2015, The Lutheran Home Association (TLHA) and Ridgeview Medical Center announced they are planning a new health and wellness center in Belle Plaine, which will feature the clinic connected to a senior living facility near the northwest corner of Highway 169 and County Road 3. (2) 90-Year-Old Man Murdered – Carver County Sheriff’s deputies found Earl A. Olander dead in his home on April 11, his hands bound and his house at 16885 Homestead Road in San Francisco Township pillaged. Olander, 90, had reportedly been assaulted. He lived alone and had never married. His brother-in-law, Gordon Anderson, had called to reminisce. Unable to reach Olander, he asked one of Olander’s neighbors to check on him. The neighbor found Olander and called sheriff’s deputies. The house is located about five miles northeast of Belle Plaine. A month later, recovered U.S. Savings Bonds helped police identify and arrest two men who allegedly killed Olander – Edison Celin-Dominguez Benitez of Richfield and Reinol Godines Vergara of St. Paul. The men have since been indicted and are awaiting trial. Top 10

Chard Employees, Owners Make Big Donation to Food Shelf Employees and owners of Chard Tiling & Excavating of rural Belle Plaine and its sister companies recently delivered a big donation to the Belle Plaine Food Shelf. The company and its 150-plus employees delivered $15,105 plus 162 pounds of food to the food shelf in downtown Belle Plaine. The donation is the largest monetary donation the Belle Plaine Food Shelf received from a business this year, said Pat Ollhoff, the food shelf’s operations manager. Company owners Connie and Leroy Chard matched employee donations at a 3-to-1 ratio. The company includes Chard Tiling & Excavating, River’s Edge Concrete and Sibley Aggregates. A year ago, Chard Tiling &
Excavating and its companies donated $10,000 to the food shelf.
Growing Numbers
The donation is helpful to the food shelf that saw an increase in the number of people and families served from 2014 to 2015. The food shelf helped 4,415 children, adults and senior citizens in 2015 – 254 more (or 6.1 percent more) than in 2014, Ollhoff said. The people the food shelf assisted included 19 new families in 2015 and 126 people it helped this year that were not assisted in 2014. Overall, the Belle Plaine Food Shelf gave out about 58.934 tons of food in 2015, an increase of approximately 9.688 percent over 2014.
Smoak of Belle Plaine received on Christmas Eve. His truck is one that he can literally drive, plow and dump with. He has his mechanicallyinclined father, Mike, to thank for it. In return, Mike has had no problem having snow removed from his driveway and sidewalk, or for that matter, the entire front lawn, which has become a snow removal play zone for Austin. The snow that fell late Christmas night into Saturday morning was welcomed by Austin and his new machine. Despite

Mike, who co-owns and operates Midway Dock & Marine in Belle Plaine, used his mechanical craftiness to transform a riding lawn mower into what Austin says is the best Christmas present he’s ever gotten. In essence, Mike used parts of other lawn mowers, sheet metal, items from Craig’s List, hoses from John Deere, boat tilt and trim parts, a hydrostatic pump/controls, a dump box and plow to build a contraption that
Robert Malz and Dan Shepherd, the latter of whom Mike co-owns Midway Dock & Marine with. Mike said it took about three weeks to complete the project, which he did with the support of his wife, Bethany and Austin’s sister Makayla. Mike explained that they had gotten Austin a Power Wheels toy vehicle that Austin eventually outgrew. Mike said Austin’s upgraded vehicle can go about 5 miles per hour. Austin got yet a another present this past Monday and Tuesday – more snow!
Belle Plaine’s ‘Firefighter of the Year’ Grew Up at Station Herrmann Joined Fire Department to Give Back to B.P.
As a boy growing up in Belle Plaine, Ryan Herrmann spent plenty of time playing at the Belle Plaine Fire Station. The faint scar on his forehead is proof. Herrmann, 32, received the scar from stitches after he and another boy were scrambling to gain control of a basketball. The boys were playing hoops at the basket on the north wall inside the station. Herrmann crashed into a cabinet during a scuttle. Herrmann was recently named the Belle Plaine Fire Department’s Firefighter of the year for 2015. The award was presented during the department’s annual meeting earlier this month. “It was quite a surprise to me,” he said. “There’s nothing I do that, to me, stands out as a big moment.” Herrmann’s contributions to the department are subtle, yet critical, for an organization that relies on the participation of dedicated members. In addition to making a high percentage of calls for service, Herrmann has given many hours of time working on behind-the-scenes departmental committees. He’s a member of the committee working on the new pumper truck the department will receive in the spring. Committee members helped put together the specifications for the truck, worked closely with city staff during the bidding process, and will inspect the truck at the manufacturing plant to make

The group is working on ideas to maximize the use of the fire hall. Committee members inspect the facility and take care of any maintenance they can perform. The committee’s focus this year has been the fire station’s meeting room and kitchen. “They haven’t been touched in 30 years,” he said. Herrmann knows there’s still plenty to learn as a firefighter. He likes the idea about serv-
ing the community for another 15-20 years. If the opportunity were available, he is interested in one day serving as an officer. He’d like to be part of the leadership that guides firefighters at a scene. Herrmann works for J & W Asphalt. The distance between the company’s Burnsville office and Belle Plaine limits him to making early-morning, evening and overnight calls. He said the toughest calls are the ones that come in around 7 a.m., when

BELLE PLAINE HERALD, BELLE PLAINE, MINNESOTA
Thirty Years Ago This Week
90 Years Ago (1925)
Voice of Democracy Winner Belle Plaine’s VFW Post and Auxiliary Voice of Democracy (VOD) theme for 1985 was “New Horizons for America’s Youth. The first place winner was Virginia Glynn, daughter of Barb Seaver and Joe Glynn. She received $25 for her entry. Pictured with Virginia above are Post Commander Maynhardt Bahrke, VOD Chairman Dick Klehr and Auxiliary Chairman Mary Klehr. In the Herald’s Year in Review for 1985, the spinoff from the Scott County sex abuse cases continued to grab the headlines along with the farm problem and one tragic and spectacular fire, as well as the thrills of the Belle Plaine High School volleyball team placing at the state tournament. As for the sex abuse cases, Scott County Attorney Kathleen Morrison had charged 25 persons with taking sexual liberties with children but in the end almost all of the charges were dropped. Following the dismissals, Attorney General Skip Humphrey entered the case and ordered an investigation by the FBI and State Bureau of Criminal Apprehension. It was eventually determined that charges would not be filed against all of the defendants. Agriculture also made big news in 1985 as farmers became increasingly disillusioned with the cost-price squeeze In January, more than 10,000 Minnesota farmers and small town businessmen gathered on the steps of the state capitol to present a list of demands to Gov. Rudy Perpich. Perhaps the most tragic happening of 1985 in Belle Plaine occurred on Sept. 27 when a mobile home fire took the lives of two of Mrs. Schmeckepeper’s sons – James, 16, and Charles, 11. One sister, Judy, and one brother, Chris, survived. The construction of a new $300,000 fire hall and the fourth-place by the BPHS volleyball team also grabbed headlines in 1985, as did the opening of Canterbury Downs in Shakopee. A Christmas Eve car-pickup truck accident on Highway 19 took the life of 7-year-old Jennifer Rose Conroy of Farmington. The State Highway Patrol said the pickup, which was being driven by a Belle Plaine teen, went out of control and crossed the centerline and slammed into the Conroy car
driven by Jennifer’s father. The Conroy family was en route to the Everett Boelter home in Henderson for Christmas when the accident occurred. Only about 50 more names were needed on petitions seeking to bring Extended Area Service (the metro line) to Belle Plaine before the petitions could be forwarded to the Public Utilities Commission for action. Chuck Perkins, a Belle Plaine Development Corporation director, said that so far around 300 people had signed. Catherine Neisen, age 88, formerly of Belle Plaine, passed away Dec. 27. Mrs. Neisen was born Dec. 17, 1897 to Matthew and Anna (Huss) Michel. Ella Schroeder, age 79, of Belle Plaine, passed away Dec. 24. Mrs. Schroeder was born April 15, 1906 in Belle Plaine to Robert and Nora (Languth) Esboldt. Marv Hartman appeared before the city council to inform them that the baseball grandstand would have to be replaced in the next two or three years. The BPHS boys’ basketball team took third place at the Norwood holiday tournament. The Tigers lost to the Gaylord Spartans 54-39 in the first game and came back to defeat Nicollet 49-37 in the third-place game. Brad Johnson had 18 points and 18 rebounds against Nicollet. Paul Pudlitzke added 10 rebounds. The Tiger girls’ basketball routed Le Center 54-32. Laurie Wolpern led Belle Plaine with 17 points. The BPHS wrestling team was beaten by Norwood 32-25. The following day, the Tigers placed second in an eight-team invitational at Kenyon. Brian Stier was Belle Plaine’s lone champion.
60 Years Ago (1955)

Letter to the Editor Dear Editor, The signs placed at the nativity scene is a wake-up call. Sign #1: Anti-Christian poster: keep that opinion to yourself. You don’t have to make trouble. Sign #2: This sign is harder to see, but it is there. It is the sign we should all be looking for in schools, malls, workplaces, etc. This sign says - I am very sick - I need help. May I suggest seeing Donald Trump. He says he has a cure for this sickness. Dave Fabel Belle Plaine

Le Sueur County Park Can Now Get ‘Legacy’ Money Having received an upgrade in its status to a regional park, Le Sueur County’s Lake Washington Regional Park in Kasota Township can now receive state money from the constitutional amendment funding protection and improvement of Minnesota’s parks and trails. Lake Washington is now one of 19 parks around state outside the metro area that can receive funding from the Legacy Act, a tax hike voters approved in 2008. It is now a member of Greater Minnesota Parks and Trails Association. The association helps represent applications for Legacy Act grants submitted on behalf of parks and trails outside the metro area. Currently, about $8
million is in use for regional parks outside the metro area, the St. Peter Herald recently reported. Previously, grants for regional parks outside the Twin Cities have ranged from $5,000 to $1.4 million. Don Reak, Le Sueur County Parks director, would like to expand the camping facilities at the regional park between St. Peter and Mankato. He also wants to expand the playground and facilities that could include a boardwalk through a marsh area. Reak would rather use grant money to improve the park then money levied from taxpayers. His first application for Legacy Act money will be submitted this winter.
Shakopee’s Mobile Meals Program Ending After 40 Years Four decades after volunteers began delivering meals to Shakopee residents who needed the service, Mobile Meals is coming to an end because of federal regulations that led to a loss of county clients and new dietary regulations. The new dietary regulations call for low-salt diets. Ruth Lipker, Mobile Meals president, said the organization wasn’t really helping people because it couldn’t meet the low-salt requirement. The new federal requirements calls for training of volunteers, classes that are too time consuming, Lipker said. Mobile Meals began back in 1975 at St. Francis Hospital, now St. Francis Regional Medical Center, in Shakopee, the Shakopee Valley News re-
cently reported. The program was volunteer-run and at times even served clients in Belle Plaine, with clients paying for their own meals. The program provided noon meals for people who could not prepare their own. Donations help fund the program. At its peak, the program served about 35 people a day. Today, that number ranges from six to 10, Lipker said. In 2010, St. Francis Regional Medical center dropped the program. A local restaurateur, Gus Khwice of Dangerfield’s, took over the food preparation. A thank-you coffee for anyone who has volunteered for the program will be held Jan. 13, 2 p.m., at Dangerfield’s in Shakopee.

Man Sentenced for Stalking, Threatening Belle Plaine Woman A man was sentenced to two years probation for stalking and threatening a Belle Plaine woman after his release from the St. Peter Regional Treatment Center. Matthew Wayne Dunn pleaded guilty Dec. 16 to stalking. The charge was initially deemed a felony because it was his second conviction of the offense in the past 10 years. Scott County District Court Judge Rex Stacey accepted Dunn’s guilty plea and reduced the penalty to that of a gross-misdemeanor and sentenced him to probation a sentence that deemed the conviction a gross-misdemeanor. The felony-level charge of terroristic threats was dismissed. In exchange to the time in custody, Dunn must serve two years of supervised probation. He can’t have any contact with the victim or her family. Dunn must cooperate with his social
worker and therapist. Dunn can’t enter her residence and can’t display any threatening behavior. According to the criminal complaint against Dunn, an employee of the regional treatment facility in St. Peter had a no-harassment order against him that ran from 2013 to Nov. 10, 2015. On Nov. 10, a Scott County Sheriff’s deputy contacted Belle Plaine police to report that Dunn allegedly left a voicemail with the sheriff’s office stating, he planned to kill the employee’s child. Police said the woman’s work with Dunn was clinical for a week while he was at the regional treatment facility. The woman told police she had two to three interactions with Dunn. The charge states he obtained her personal information while in the regional treatment facility. While in the facility, Dunn
Carver City Council OKs Hike in 2016 Municipal Tax Levy Facing increasing debt service commitments, Carver city councilors approved the largest increase in property taxes since 2010 earlier this month. The city council recently set its 2016 levy at approximately $2.09 million – a 4.8 percent increase from 2015’s levy. The increase is triggered, the Chaska Herald recently reported, by debt service on Carver street projects and increasing costs of operations. The city will make in 2016 the
first of its bond payments on last summer’s street improvements. Bonds also paid for two new snowplows and a utility vehicle. Increases in daily operations costs – primarily pay hikes and increases in employee and property liability insurance coverage – are also included in the new property tax levy. The city is also beginning to set money aside for mill-andoverlay projects on city streets and for Web streaming of city council meetings.

threatened he “was going to kill” the woman when he got out. The charge also states he said he planned to “kidnap her and hurt her.” The threats were reported and investigated. Dunn later obtained the woman’s parents’ phone number. In October of 2013, Dunn contacted the woman’s father, according to the charge. He left a voicemail with his name and he asked for her telephone phone number. The woman’s father reported the incident to the police. He pleaded guilty to assaulting a police officer in November of 2012. He was found incompetent Jan. 18, 2013. Dunn was released from St. Peter in April 2013. Jan. 30, 2015, Dunn is charged with attempting to add the woman as a ‘friend’ on Facebook. At the same time, he copied a photograph from the woman’s Facebook page and added it to the wall on his Facebook page. The woman told police she has undergone psychological counseling since the initial complaint and threats from Dunn. She stated she was fighting bouts of anxiety and feared that would find where she lived and would harm her family.
A rural Rice County resident has thrown his hat in the Republican Party race to try and unseat Sen. Kevin Dahle, DFLNorthfield, next November. Bruce Morlan recently announced he’ll seek the GOP endorsement for the District 20 Senate seat. He joins former New Prague City Council member Mark Bartusek in those taking aim at the DFL incumbent representing District 20. District GOP leaders are expected to select a nominee during their endorsing convention sometime in mid- to lateMarch. Morlan, 64, feels there are too many mandates, rules and regulations, the Le Sueur NewsHerald recently reported. He says there is not enough room for local governments and individuals to solve their problems, and too much focus on the state’s population centers, leaving outstate Minnesota to fall further and further behind.

St. Thomas by: Loni Graham Masses at St Anne’s are Saturdays at 5:15 p.m., Sundays at 8 and 10:30 a.m. with Father Andrew Stueve. Many came home for Christmas, the Church was packed for Mass on Christmas Day. Marvin and Will Halloran assisted Father James Burns at the altar. Maeva Holden and Maudie Heideman carried baby Jesus to the altar and laid him in the manger. Todd Sullivan read the readings. Full choir directed by Marie Retka and, accompanied by Jessie Retka. Gifts were presented by Bob and Becky Block and Beth and Kevin Halloran. Jim Oak and Debbie O’Connell assisted Father as Eucharistic Ministers. The grand white and pale blue vestments Father wore at Christmas mass were made by the Richard G. Burns family and gifted to Father James along with the matching chalice veil. The Richard Burns (1926-2013) family consists of Maureen, Maggie, Mary Kay, Denise, Patricia, Theresa and Thomas. Richard is the brother of John Burns, Father’s dad, making him Father James’s uncle. Father looks good in whatever color he wears, but these colors were heavenly. Bill, Lisa, Ashlind and Kylie hosted the Meger family Christmas at their home. About 60 folks were gathered including newcomers Kristi Rowland with Pete Busse, and Shelby Dugas with Andrew Maruska and sweet new babies, Harrison Meger, Raymond Simon and Emma Weiben. It was a wonderful day
The biggest news since the house-fire on the northeast side of St. Thomas’s main street last year is the truck rollover on the northwest side on Christmas Eve. No one hurt, loaded with Cambria countertops. Marked up the road and scarred the ditch a bit. Having spent Thanksgiving together, the Sullivan family all traveled in different directions for Christmas - Kansas City, Duluth and Grantsburg, Wisconsin. Max and Milt spent Christmas Day with Milt’s family at the home of Milt’s oldest grandson’s family in St Paul. Shared some holiday cheer with Tony and Linda Birdsell of Montgomery, and Tony and Stephanie Thornton Stage of Houston, Texas, who were home to celebrate the holidays with their folks, Tom and Rita Kaderlik Thornton. After he jumped from his tractor, Saturday morning, Chuck and Marie spent 2 1/2 hours in the Emergency Room. Chuck jumped off the tractor after plowing snow from folks’s yards, his ankle twisted and gave out. He heard a big “crack” and thought it was broke. After having it checked out. “Thank goodness it was ‘ just’ a bad sprain, but it hurt plenty. He now rests with his foot elevated, has to wear an ankle brace, an ace bandage and is using crutches for a few days. Thank God it wasn’t worse!” Thank God it didn’t happen before Christmas, so he could help with all the holiday preparations! Have a Happy New Year, folks.

Older Minnesotans Working Longer and Staying Put in Winter Compared to years past, older Minnesotans are working longer, delaying retirement and escaping in fewer numbers to warmer climates during the winter. Those are among ďŹ ndings of the 2015 Survey of Older Minnesotans done by the Minnesota Board on Aging in partnership with the Minnesota Department of Human Services (DHS). The full report is posted on the Minnesota Board on Aging website. The telephone survey was taken of 4,000 Minnesotans age 50 and older between February and April this year. The Board on Aging and DHS conduct the survey approximately every ďŹ ve to 10 years to monitor the changing needs, assets and expectations of older people in the state. Information is used to improve the design and targeting of programs for older people and to help researchers and policy makers better understand
Minnesota’s older population. “This is a unique, accurate proďŹ le of Minnesota’s older population with information not available through the U.S. Census,â€? said Jean Wood, executive director of the Minnesota Board on Aging and director of the DHS Aging and Adult Services Division. “Because this survey includes a random sample of adults age 50 and older, the data provides insights into how older people are faring today and how middle-aged adults are likely to fare in the future – 2020 and beyond.â€? The survey includes questions in the following general areas: – Economic status, including work status, income sources, assets, attitudes about work/retirement. – Health status, including general health and need for help with activities of daily living and transportation.

– Housing status, including housing conditions and whether respondents own or rent, need accommodations, live with others and/or plan to move. – Family/social status, including whether respondents have children, friends or other sources of support and any personal concerns. Regarding work and retirement, nearly 27 percent of respondents age 60 and older said they work at a paying job compared to 23 percent in the 2005 survey. A smaller percentage, 77 percent, reported being retired compared to 82 percent in 2005. “These ďŹ ndings mirror national trends, which show that labor force participation for Americans 65 and older has been increasing since 2002,â€? Wood said. “Baby boomers tend to work longer than previous generations and may need to in order to supplement their income in retirement.â€? Survey results also show a marked decline in the number of older Minnesotans living in another state for part of the year. This number rose to a high of 10 percent in 2001 and declined to 8 percent in 2005 and 3 percent in 2015. Other survey results showed: – Fewer older Minnesotans are volunteering. Fewer survey respondents reported volunteering by helping individuals (46 percent) or at an organization (55 percent) as compared to the 1995 survey, in which 53 percent reported helping individuals and 64 percent reported helping organizations. – Older Minnesotans expect savings or private insurance to pay for long-term services and supports. More than half of survey respondents age 50 and older indicated that savings or private insurance would pay for their long-term services and supports, while 13 percent did not know how these services would get paid for. In 2005, about 22 percent of respondents thought a government program would pay for their long-term care, compared to about 12 percent in 2015.

It is up to the individual to decide when to begin receiving Social Security beneďŹ ts. A person can take a reduced beneďŹ t as early as age 62. Or, a former employee can claim a full beneďŹ t at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger beneďŹ t. Bear in mind that, once you elect to receive a reduced beneďŹ t, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you beneďŹ t from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years ďŹ lled with a mix of travel, sports, and education. How will you spend your retirement years, and how can you fund those years? Social Security may ďŹ ll only a limited amount of your ďŹ nancial demands. Cambria Helps Families in Need Cambria employees at the company’s plant in Le Sueur recently hosted a box mealpacking event with 150 employees volunteering their time to assemble and pack meals for nearly 1,000 Minnesota Families. Working with a Minnesota non-profit – “Matter” – the employees packed meals for 989 Minnesota families. Their efforts set a record for the most boxes packed at one Matter event. The employees formed eight teams of seven or eight employees each. They worked against the clock to assemble and pack
the contents for meals in two 15-minute heats. The healthy meals assembled and packed at eight tables were distributed to Matter’s partners who serve at-risk populations, such as schools with students who would otherwise experience “food insecurity” during the holiday break, according to a Cambria spokesperson. Based in St. Louis Park, Matter purchases the food to be packed from SuperValu at reduced prices, the Le Sueur News-Herald reported. Matter has only 13 employees. They move items around to compa-
nies like Cambria, which supplies the labor for assembling and packing.
No. 1943
Cambria also recently donated a used fire truck to David, a small town in Columbia. The company bought the fire truck, cleaned it up and painted it with a fresh coat of black paint and the Cambria logo. The paint job included the number 1943 on the truck – the year Stan Davis founded the St. Peter Creamery, said Marty Davis, Cambria’s president and chief executive officer.
Memorial Run Makes its Annual Trek Through B.P. A pair of runners followed by a procession of a few dozen vehicles made their way through Belle Plaine early Saturday morning (Dec. 26). The procession was part of the annual Remembrance Run, a memorial of Indians marched from Fort Snelling to the gallows in Mankato Dec. 26, 1862. Thirty-eight Dakota warriors were hanged in what is the largest mass execution in United States history. The hanging followed the six week Dakota uprising earlier that year. The annual procession leaves Fort Snelling at midnight Dec. 26 and travels down Highway 169 through Scott County, eventually ending at Land of Memories Park in Mankato. Again this year, members of tribal nations made a 10-day, 330-mile horseback ride from Crow Creek, S.D. to Mankato for the memorial observation.

the plight of homeless people, nearly three-dozen seventh- and eighth-graders from St. Wenceslaus Catholic School in New Prague spent the night sleeping outside earlier this month. They created a cardboard box city on the front lawn of the school where vehicles on Main Street in New Prague could see the students. Some students painted messages like, “Pray for the Homeless,” on their boxes. The children also raised money for homeless advocacy. A St.
they raised over $1,000. The students used creativity to manage the 10-degree overnight low temperature Dec. 17. They were dressed in winter clothing covered by heavy jackets. Some students lined their boxes with plastic while others, the New Prague Times recently reported, used foam to hold in body heat. They shared a large box while others spent the night alone. formation on homeless people and programs to help them was available. Ann Christy, an eighth-grade teacher, said the project had a lasting impact on the children. She reported two alumni came back to help the overnight program. The pair, now students at New Prague High School are aware of a fellow student whose family was living in their car. Their experience helped them treat their classmate with understanding and dignity. “We may not see the product of the seed we’ve planted,” Christy said, “but I know it’s there.”
As expected, the Green Isle City Council wrapped up its business for 2015 by approving the coming year’s budget and property tax levy. In its final meeting of the year last Tuesday (Dec. 22), the city council unanimously approved a 3.02 percent increase in the city’s overall levy for 2016 -from $524,020 to $539,847, according to its contract financial firm, Abdo, Eick & Meyers. The approved increase will bump the city’s portion of property taxes on a house valued for taxation at $100,000 from $1,436 to $1,484. A house

(3) Cardinal Ridge Apartments Evacuated – A
portion of a 2-inch water sprinkler pipe above the third-floor ceiling at Cardinal Ridge Apartments in Belle Plaine failed on Feb. 6, sending thousands of gallons of water cascading down walls, filling light fixtures, saturating carpets and forcing the evacuation of 36 residents into a cold February day. The water reportedly damaged “about half” of the building’s 35 units, said Paul Gregor, one of the owners of Bessler Management, the firm that owns and operates Cardinal Ridge. All tenants had to be relocated and it would be months before they could return to their home. (4) State Championships – Two BPHS sports teams won state team championships in 2015. In June, the girls’ track and field team won the Class 1A title at Hamline University in St. Paul. The state championship was fueled by a pair of firstplace finishes for the Tigers. The 4x800-meter relay team of Emily Berger, Alissa Schultz, Haley Leger and Janessa Meuleners outraced the rest of the 16-team field. A couple of hours later, Belle Plaine’s Jenna Gatz successfully defended her state Class 1A championship in the 400-meter dash. The Tigers had two state individual titles in two hours, and with second-place finishes by Gatz in the 200 dash and Bridget Egan in the pole vault, learned they had amassed enough points through the two-day meet to claim the state team title. In November, the BPHS volleyball team brought home the program’s first state championship. The Tigers, the No. 1 seed, defeated unseeded Perham 3-0 Nov. 12, defending state champion and No. 4 seed Stewartville 3-1 Nov. 13 and No. 2 seed Concordia Academy 3-0 Nov. 14. Belle Plaine’s Kaylee Hentges, Dakotah Poitra, Mariena Hayden and Danielle Taylor were named to the state Class 2A all-tournament team. The track and field and volleyball state team championships in 2015 were the second and third in school history. In 1997, the girls’ golf team won the state Class 1A title. (5) Valley View Closes – After more than two decades of operation in Belle Plaine, it became obvious that Valley View Golf Course in Belle Plaine would not be opening for the 2015 season. Owners LeRoy and Connie Chard declined comment but Valley View’s website stated: Closed for Business Thanks for Playing With Us. In the meantime, Belle Plaine High School had to scurry to find another home course, which eventually became CreeksBend Golf Course in rural New Prague. Valley View Golf Course, which remains for sale entering 2016, was built in 1991. It is a par 71, 18-hole championship course. The clubhouse and pro shop building was built in 2001. The restaurant/lounge is also closed. The property is on the market and bids are due Jan. 12, 2016. (6) Public Works Employee Dies on Job – Belle Plaine Public Works employee Jerry Connolly was found dead the afternoon of Aug. 5 at the city’s wastewater treatment plant. Investigators concluded he drowned in an oxidation ditch within the plant facility, according to Belle Plaine Police Chief Tom Stolee. Police and staff from the Occupational Safety and Health Administration (OSHA) were at the plant on Union Trail (County Road 6) the following day conducting a preliminary investigation, trying to determine how Connolly entered the ditch in the center of the facility grounds, just northeast of the building. The OSHA report indicated no problem with the facility’s safety systems. “We are all very saddened with this unfortunate accident and the loss of a longtime city employee and friend to all,” Stolee said. (7) School Superintendent Change – Belle Plaine School Board members unanimously accepted Superintendent Kelly Smith’s resignation during an “emergency session” Friday morning, July 17. After 30-plus years in education, 11 leading Belle Plaine’s public schools, Smith accepted a job as a client representative with Springsted Inc. Smith would continue serving the district through Aug. 28. His decision to leave the public sector was made a little easier by the school board’s decision to push an operating levy referendum off until 2016. Had the board decided to go to voters in the coming fall for more money, Smith said he would have declined Springsted’s offer. On Aug. 13, after nearly two hours of discussion that moved the Belle Plaine School Board members from a 3-3 split to a unanimous decision, the board elected Stillwater School District Assistant Superintendent Ryan Laager as Smith’s replacement. Laager and Bloomington School District Assistant Superintendent Tim Anderson were the two finalists for the position. The district would agree to pay Laager a pro-rated salary of $119,583 for the 2015-16 school year, $146,370 in 2016-17 and $149,300 in 2017-18. (8) Outstanding Growing Season – The yields some area farmers were expecting on their corn and soybean crops validated what even non-farmers seemingly know. It was a good summer for growing crops. “We’ve had timely rains and it hasn’t been too hot,” said farmer Ted Kornder. “We only had about four days over 90 degrees.” By mid-September area farmers began harvesting their crops. Farmer Tim Stier said farmers were anticipating corn harvests of 230 bushels per acre, a yield well above previous years. Soybean yields were reportedly in the 50-65 bushels per acre range. (9) Bar-B-Q Days – The weather wasn’t as hot and humid as forecasters had called for leading up to the start of Belle Plaine’s annual Bar-B-Q Days celebration, but the forecast alone may have scared off at least some out-of-towners, resulting in lower beef, beer and carnival ticket sales this year. A midnight thunderstorm, which included a tornado watch in parts of the area, brought a halt to Friday night’s festivities about an hour early. The rest of the weekend weather consisted of mostly clear skies and was rain-free, with temperatures on Saturday and Sunday in the lower- to mid-80s rather than the forecasted upper-80s to low-90s. McKenzie Koepp was crowned Miss Belle Plaine. Joining her in the new royal court were First Princess Kali Gorman, Second Princess Haley Johnson and Miss Congeniality Nicole Bauleke. Bruce and Susie Volek were grand marshals of the parade. Ben Lattimore of Eden Prairie was the overall winner of the 5K Bull Run. The previous year’s overall winner, Tess Misgen, a Pizza Plus employee and standout high school runner at Shakopee, was the first female. (10) Business Closures/Additions – After many years of business in Belle Plaine, Dale and Lori Otto closed the pharmacy at their Otto Drug Store at 617 East Main Street and announced they would be closing the store as well when the remaining inventory was sold. In November, Rainbow Child Care Discovery Center relocated from adjacent 613 East Main to the vacant building. Rainbow Discovery owner Renee Schultz is leasing the space from the Ottos. Schultz said the move increased her business’ space from approximately 2,800 to 6,700 square feet. Angie Gorman is operating Angie’s Infant and Toddler Day Care at the former Rainbow Discovery location. Southwest Eye Care, a full-service optometry practice, opened in the BP Commons complex just south of Highway 169. Just weeks later on the other side of Highway 169, Belle Plaine Eyecare Center opened at 168 Commerce Drive, just across the street from Veterans Park. Later in the year, Jon Schuette announced he was selling off the remaining stock of previously-owned cars displayed on his Belle Plaine Auto lot at the intersection of West Raven and South Meridian streets and close up shop. He had recently completed the sale of the lot to Stier Transportation.

Tigers Fall to Royals by One The Belle Plaine High School boys’ basketball team had its three-game winning streak snapped in a 63-62 nonconference loss last Tuesday night at Watertown-Mayer. The Tigers, 1-1 in the Minnesota River Conference, 3-4 overall, were scheduled to compete in a holiday tournament at St. James Tuesday after this edition of the Herald went to press. The Tigers, depending on last night’s result, will play this evening (Wednesday) in either the third place or championship game (see the Herald’s Facebook page for game time). Belle Plaine will be at GlencoeSilver Lake for another nonconference game 6 p.m. next Tuesday. Watertown-M 63, Tigers 62 Luke Narveson poured in 32 points but it wasn’t quite enough as the Royals held off the Tigers by one point last Tuesday night in Watertown. “We played a very good game against a talented Watertown team,” said Tigers coach Paul Fogarty. “The defense of Brandon Schulz and Brody Curtiss was outstanding. We were one break away from winning this game.” Following Narveson in scoring for Belle Plaine were Branden Schulz (9), Curtiss (9), Nathan Herman (6) and Mitchel Stier (6). Narveson also led the team in rebounds (8) and steals (5). Shakopee OKs Bond Sale for Community Center Plan
Thanks to an upgrade in the city’s bond rating, Shakopee will save about $2 million in the amount of bonded debt the city will take on to pay for improvements to its community center. The Shakopee City Council recently approved the sale of $29.5 million in general obligation tax abatement bonds to fund the improvement project. Like the bids approved two nights earlier, the bond sale was OK’d by a 3-2 vote. The city had planned to sell $31.8
million until the bond rating improvement came through. Morgan Stanley was the approved buyer of the bonds. The company’s bid of 2.68 percent interest on the bonds means Shakopee will pay $12.12 million in interest on the bonds over their lifespan, the Shakopee Valley News recently reported. The Shakopee Community Center improvement project will cost $30.4 million, $25.8 million of which will go to construction.

*Shawn Reynolds, who owned
Reynolds Custom Hearing offices in Belle Plaine and Mankato, died at his home March 22. He was 50 years old. *BPHS graduate and University of Minnesota sophomore Michael Kroells received AllAmerican honors after placing eighth in the heavyweight class at the NCAA Wrestling Championships in St. Louis. *Much of the Twin Cities area received only a little over 3 inches of snow from a Sunday (March 22) spring storm but Belle Plaine was among the communities in a swath that received close to 10 inches, give or take an inch or two in some spots. The storm came on the heels of an unseasonably mild stretch of weather, during which temperatures sometimes approached 70 degrees. *During a joint meeting between the Belle Plaine City Council, Fire Department and Rural Fire Protection Association (RFPA), it was agreed to purchase a new Rosenbauer fire engine truck at a prepay cost of $590,035. It was also agreed that the city would pay approximately 49 percent of the cost ($289,118) and the RFPA about 51 percent ($300,917). According to Belle Plaine Fire Chief Matt Stier, the cost share was based on the tax base of the entities involved.
*After
April
many years of business in Belle Plaine, Dale and Lori Otto closed the pharmacy at their Otto Drug Store on East Main Street and announced they would be closing the store as well when the remaining inventory was sold. The Ottos, who planned to lease or sell the building, planned to retire. *Carver County Sheriff’s deputies found Earl A. Olander dead in his home on April 11, his hands bound and his house at 16885 Homestead Road in
San Francisco Township pillaged. The Carver County Sheriff’s Office announced Crime Stoppers of Minnesota was offering a $1,000 reward for information leading to an arrest and charging in the case. *The Belle Plaine City Council awarded the bid for the 2015 street reconstruction and utility improvement project to Chard Tiling and Excavating of Belle Plaine. City Administrator Holly Kreft reported that only two bids were received – the lowest being from Chard Tiling and Excavating for $954,749.60. The other was from BCM Construction of Faribault for $1,133,800.95. The engineer’s estimate was $1,049,540.75. The project would include street reconstruction and utility improvements on Forest Street West between Grove Street and the railroad right-of-way, and Elk Street between Court and Forest streets (one block). *With a stagnant enrollment that wasn’t generating enough state aid to keep up with current and anticipated spending, the Belle Plaine School Board approved a list of budget reductions and fee increases for the 2015-16 school year. The board spending down surplus funds in its general fund the past three years triggered the reductions. The policy called for the fund balance to be at 10 percent of the district’s budget. Board members debated reducing that policy to 6 percent, a move that would allow them about $600,000 in spending. The existing policy gave the district two years to return to

Superintendent Kelly Smith said not adjusting the policy could create an unmanageable financial challenge. “Rather than waiting to fully crash and burn, I’d rather make some adjustments, albeit it painful,” Smith said.

*It was a mega night for some
230 Belle Plaine High School prom-goers on May 2. For the third time in five years, prom took place at Mall of America in Bloomington. Unlike 2011 and 2013, the prom was not held in the Great Room within the confines of Nickelodeon Universe on the main level. Instead, prom-goers ventured to the fourth floor to Suite 402, which is a large private events space. From approximately 11 p.m. to 2 a.m., Nickelodeon Universe was open exclusively for Belle Plaine’s post-prom participants.
*BPHS junior Megan Littlepage was named all-state in choir. *Deputies searching for Moriah Zwart of Le Sueur found her body floating in the Minnesota River on May 6, ending days of searching for her after an outing along a sandbar near Le Sueur. The 20-year-old’s body was found in the river’s main channel, about 2½ miles downstream from the sandbar southwest of Le Sueur, where she was last seen on May 1. She and a friend had been drinking and the two became separated, according to Le Sueur County Sheriff Dave Tietz.
*Scott County commissioners on May 12 approved a ½ percent sales tax increase that will fund road projects and transit capital and operational expenses. The tax kicked in July 1 and will run through Dec. 31, 2022. It is applied to all taxable purchases in the county. The tax also includes $20 excise tax on retail motor vehicle sales. The tax is expected to generate $6 million annually. The county will use the money on projects that are nearly ready to begin or need local funding to complement state or federal money to begin. The list of projects includes the overpass of Highway 169 in Belle Plaine near County Road 3. The county estimates between 20 and 30 percent of the revenue will come from people outside of Scott County making taxable purchases here. *Recovered U.S. Savings Bonds helped police identify two men who allegedly killed Earl Olander of rural Belle Plaine in April. degree murder. The two men are charged with entering Olander’s house on Homestead Road in San Francisco Township on April 9 or 10. They allegedly beat Olander and ransacked the house. *One of the longest championship streaks in Minnesota River Conference history for all sports continued when the Belle Plaine High School girls’ track and field team captured its 11th team title in a row at the Minnesota River Conference Outdoor Championships at Tri-City United High School in Montgomery on May 15. The Belle Plaine boys’ team had its three-year reign as MRC champion snapped as Jordan edged the Tigers for first place. *The possibility of a second medical clinic in Belle Plaine took a big step closer to reality when the city council and Ridgeview Medical Center in Waconia agreed to the terms of a letter of understanding for the project. The city council unanimously agreed to the content of the letter at its meeting on May 18, which included selling the property to Ridgeview for $1 if all comes to fruition. The Ridgeview Medical Center Board had voted on April 27 to authorize its staff to enter into the same letter of understanding with Belle Plaine for acquisition of the property. Belle Plaine City Administrator Holly Kreft reported that city staff had been working with staff from Ridgeview regarding the construction of a clinic in Belle Plaine, which is proposed to be located on city-owned property on the northwest corner of Highway 169 and County Road 3/Meridian Street. *Overcast skies, a breeze and a temperature of 60 degrees did not keep close to 200 people from attending Belle Plaine’s annual Memorial Day Service at Veterans Park. Army Reserve Captain Karen Anderson of Belle Plaine, who returned home to a hero’s welcome the previous fall following a 10month deployment in Kuwait as a member of the 452nd Combat
Support Hospital, was the guest speaker. *The BPHS softball team came up with one of the most timely rallies in program history in the section playoffs at North Mankato but the Tigers had little time to savor the moment as right up next was a second elimination game. The Tigers scored three runs in their final at-bat to rally from a 4-2 deficit and beat Norwood Young America 5-4 in the first game. Then came along St. Peter, which overcame an early 1-0 deficit by scoring the game’s final nine runs for a 9-1 victory, sending the Tigers home for the season. The next day, St. Peter lost to Le Sueur-Henderson 3-0, a team the Saints would have needed to beat twice in one night to make it to state. It was LS-H’s second section championship in a row. Belle Plaine finished the season 12-2 in the Minnesota River Conference, 18-5 overall. Receiving all-conference honors for the Tigers were senior Katelyn Schmit, juniors McKenzie Koepp and Kaylee Hentges, and sophomore Elizabeth Johnson. Junior Maddie Haller was honorable mention.

Scott County OKs Land Buy for CR 60 Project in Blakeley The realignment and reconstruction of Scott County Road 60 through Blakeley took a step toward reality recently when county commissioners approved a purchase agreement with a landowner. The county and Arlene Albrecht have agreed on a $100,000 purchase price, plus
reasonable relocation costs, to acquire a residential property at the southwest corner of County Road 60, also known as Blakeley Trail, and Elm Way in the village of Blakeley. The county’s appraisal of the value of the property came in at $100,000. The property owner also provided the county an ap-

praisal also indicating the property is worth $100,000. The purchase will allow for the realignment of the portion of County Road 60 damaged by flooding in 2014. The overall project involves reconstructing a 3,100 feet section of the road damaged by storms and flooding. Scott County is planning the project, previously estimated to cost about $2.2 million, for the spring of 2016. But the project could be delayed, said Commissioner Joe Wagner of Sand Creek Township, by the discovery of an Indian burial mound along the proposed path of the realigned roadway.
