Lutheran Home, Ridgeview Announce Plans for Health and Wellness Campus Plan Includes 55-Unit Housing Complex
Belle Plaine’s (from left) Tina Soller, Lisa Fahey, Chris Skluzacek and Jodi Kechely teamed up to help their longtime friend, Robin Claassen, as she mourns the tragic death of her husband, Roger. Fahey and the group wrote a letter to radio station KDWB, which selected Claassen as the first recipient of this year’s “Christmas Wish” program.
B.P. Women Turn to Airwaves to Help a Friend During Holidays KDWB Grants ‘Christmas Wish’
On the way home from a luncheon after Roger Claassen’s funeral in October, a group of Belle Plaine women talked about how they could help their friend in the coming months as she mourned the loss of her husband. Last Tuesday (Dec. 1), with the help of radio station KDWB, the group made good on an ongoing pledge to support their friend since junior high, Robin (Yahnke) Claassen. Lisa (Carlson) Fahey, Tina (Johnson) Soller, Jodi (Fahey) Kechely and Chris (Anderson) Skluzacek grew up in Belle Plaine with Yahnke. Yahnke’s parents moved Princeton, Minn. when she was in eighth grade. The approximately 80 miles between Belle Plaine and Princeton couldn’t weaken the bond between the quintet. Despite the move, the group – members of BPHS’s Class of 1990 -- reunited during long weekends, holiday breaks from school and summer vacations over the years. Claassen frequently came back to Belle Plaine, both to see her friends and visit family that still lives in the area. She married her high school sweetheart in September of
The Lutheran Home Association (TLHA) and Ridgeview Medical Center have announced they are planning a new health and wellness destination in Belle Plaine. The campus will feature a clinic connected to a senior living facility on a 12acre site near the northwest corner of Highway 169 and County Road 3. Focusing on community needs and wants, the project will promote rehabilitation and well-
ness in addition to offering specialty providers and premier senior living. “By providing a health and wellness campus for the community members, including seniors, we are investing in the long-term future of individuals,” said Michael Klatt, TLHA’s president and CEO. “It is a privilege to have the opportunity to continue to serve Belle Plaine and the surrounding areas.” Family practice and internal medicine will form the basis of care at the clinic, with ad-
ditional providers offering pediatrics, orthopedics, dermatology and obstetrics. TLHA has committed to constructing 55 units of housing encompassing a mixture of independent and assisted living. The nonprofit currently has 178 senior living units on its 22-acre Belle Plaine campus. Last month, the Belle Plaine City Council approved an amendment to the purchase agreement it made earlier this

Favorable Weather Results in Steady Progress on Bridge Embankments, Pier Belle Plaine City Engineer Joe Duncan reports this week that the general contractor (S.M. Hentges and Sons of Jordan) has taken advantage of favorable weather this fall. “Late-season rains did little to slow progress, rather they helped achieve density in the compacted granular material. Steady progress has slowly revealed the recognizable bridge embankments on either side of Highway 169.
“Other work completed to date includes city utility work on the south side of Highway 169 and partial construction of the pier located in the Highway 169 median,” Duncan continued. “The northbound Highway 169 left turn lane at County Road 3 was also modified to accommodate the median pier, yet still allow traffic to make this movement until the overpass is open to traffic.” Duncan said that the fall work
will soon “come to an abrupt halt” as the embankment is completed and the borrow site is secured for the winter. No work is scheduled for the winter months (January through March) and is expected to resume in April. Duncan added that when the bridge opens, which is expected to be next August, both median left turn lanes will be removed. The final completion date for the project is Oct. 14.

Monday evening, Oct. 19, Roger Claassen was riding his motorcycle on county road in Baldwin Township, not far from their house. Around 7:30
p.m., a deer struck him. A group of witnesses went to help him any way they could, but as the witnesses approached Claassen, the driver of an oncoming

Three Speak at Tax Hearing, Tell City Council Taxes Are Too High by Dan Ruud Only three people from the audience spoke during Monday night’s city truth in taxation public hearing at Belle Plaine City Hall but each one of them had plenty to say. Starting out was Mark Warner, who said his taxes are so high that when he spoke to an assessor about it he was told he “should talk to the city council because it’s the most taxed city in Scott County.” Paul Chard, one of just three council members present because Mayor Mike Pingalore was out of town and recently appointed council member Henry Pressley has not yet been sworn in, told Warner that the city has in recent years spent money to help bring more people and industry to Belle Plaine. One example Chard brought up was the overpass project scheduled to be completed next
year, which the council hopes will in the long term help ease the local tax burden. However, Chard did not disagree with Warner that current taxes are too high, nor did fellow Council Member Gary Trost. “There are two people on this council who voted against this (2016) budget – me and Paul (Chard),” said Trost, who along with Chard accounted for the no votes during the council’s 3-2 vote in November to approve a 3.4 percent property tax levy increase for 2016. The other two speakers from
the audience, Trace Selly and Bob Behnke, echoed much of what Warner had to say. Selly said that “common discussion in Belle Plaine is that taxes here are way too high and there are a lot of disappointed people.” He added that his family recently built a new home in Belle Plaine and they have become very concerned about the tax situation and hope that they won’t end up “having to move away” like a number of other

BPHS Choir Students Performing Before Holidays Choir students at Belle Plaine Junior-Senior High School will be performing holiday concerts in the next few weeks before the holiday break. Monday (Dec. 14, 7 p.m.), approximately 320 choir students in eighth- through 12th grades will be performing in BPHS’s South Gymnasium. The concert will include members of The Noteables, an area adult choir, joining the student choir in “Do You Hear What I Hear and “Silent Night with choir students.
The performance will also include a sign choir of 20 BPHS students using sign language. They will sign to “How Bethlehem Skies. Dec. 11, approximately 56 Belle Plaine eighth-graders will be part of a 2,000-plus-student choir performing in Mall of America Rotunda. The performance is a cancer fund-raiser. The late-Zach Sobiech, a Stillwater High School student, wrote and performed the song, “Clouds. It was about
his battle with cancer. The song was released in December of 2012. He passed away in May of 2013. Belle Plaine School District Superintendent Ryan Laager worked in the Stillwater School District at the time and assisted Sobiech and his family. He will speak with the eighthgrade choir students about that relationship this week. Monday, Dec. 21 (noon to 1 p.m.), BPHS choir students will again perform in the Mall of America Rotunda.
Learning About Minnesota Ron Schara -- the creator and host of “Minnesota Bound, a TV show about the state’s environment and wildlife -- visited with sixth-graders at Oak Crest Elementary School Tuesday morning (Dec. 8). He shared with the 125 students stories about his experiences afield, both in Minnesota and around the world. After visiting Wolf Ridge Environmental Learning Center earlier this fall, the students have been studying Minnesota history in their social studies classes. Schara’s visit complemented the lessons. His trusty sidekick, the black lab “Raven, was unable to make the trip to Belle Plaine.
Ugly, Uglier, Ugliest Jason Piche was the winner of the Belle Plaine Chamber’s “Ugliest Christmas Sweater contest Friday night. Contestants visited downtown establishments before the winners were announced at Neisen’s Corner Bar. Piche’s “ugliest sweater -- a gift from his girlfriend -- was deemed uglier than sweaters worn by Brenda Holtberg (left) and Lynette Koepp (right). Piche said his red pants and white loafers helped him win ugly-sweater bragging rights for the night.
Winter Concert The Belle Plaine junior and senior high bands presented their annual Winter Concert Monday night at the school’s north gym. The bands, directed by Jeanine Kruschke, included the seventh grade band (above), high school jazz ensemble, eighth grade band, high school percussion ensemble and concert band.

people have. Selly said he would have liked to see more people at the hearing but acknowledged that turnouts at such gatherings are typically low. Chard, who agreed that more people should come to taxation public hearings, said one way to lower local taxes is to reduce amenities, but asked “if you do that, which ones do you want to cut? Warner offered up trails. “Do we really need them when people are moving away? he asked. Behnke handed out a document that showed the property taxes of each city and township in Scott County based on a property value of $446,200. He noted the high property taxes of Belle Plaine, adding that Belle Plaine is a good place to live, but seeing the city’s taxes are 15 percent higher than the next highest on the list, he questioned why? City Administrator Holly Kreft explained that one of the reasons for higher property taxes is that a number of market values have gone up. She also said that after years of modest tax hikes in Prior Lake, that city is increasing its property tax levy by 10 percent next year. RuntoBPH According the Minnesota Department 12/9of Revenue, the 2016 preliminary property tax levies for all Minnesota cities will total approximately $2.142 billion compared with $2.036 billion in 2015, a 5.2 percent increase. Memorial donations can be made to The Alzheimer’s Association or charity of choice.
Lucille C. Hottinger Lucille Catherine Hottinger, 98, of Belle Plaine, passed away on Wednesday, December 2, 2015 at The Lutheran Home in Belle Plaine. Mass of Christian Burial was at 11 a.m. on Monday, December 7 at Our Lady of the Prairie Catholic Church in Belle Plaine. Fr. Brian Lynch officiated. Visitation was one hour prior to the Mass at church on Monday morning. Interment was in Sts. Peter & Paul Catholic Cemetery in Belle Plaine. Lucille was born in Belle Plaine February 13, 1917 to John and Catherine (Vos) Meyer. She graduated from Belle Plaine High School in 1934 and had fond memories of playing on the varsity girls basketball team during her high school days. On August 11, 1936 she married Dennis Hottinger at Sts. Peter and Paul Catholic Church in Belle Plaine. Den and “Luss ran the Stop Inn Cafe in town until 1959. She then worked several years at the plastics plant in town and then at Midland Glass in Shakopee for 17 years until her retirement in 1982. She was a lifelong member of her parish women’s circles and enjoyed cross-stitch needlework, all kinds of card-playing—especially her various bridge club activities. She also collected old jewelry pieces to create decorative wall hangings and especially enjoyed hunting for such treasures at garage sales. In her earlier years she loved finding furniture bargains at auctions and she and Den would rehabilitate them with sandpaper, elbow grease, persistence, love, and the perfect wood finish. Their descendants still proudly use them, and they are fitting reminders of her tenacity, patience, stubbornness, inner strength, kindness, generosity, lively spirit and enduring faith and love. By her example, Lucille taught us how to work hard, laugh heartily, and live joyously—we are blessed and grateful. For her beloved Den’s funeral she chose this quote from St. Thomas More: “Pray for me, as I will for thee, that we may merrily meet in heaven. It gives us great comfort and peace to know that now in the cool of the day, Den and Luss dance merrily together in the garden with the Lord. Forever step lightly, Sweet Lucille. She is survived by sons Doug of Belle Plaine and Dave (Edith)

Ney Nature Bird Count Dec. 19 The Ney Nature Center in Henderson will host the annual Christmas Bird Count on Saturday, Dec. 19 for the 19th consecutive year. At the same time, thousands of volunteers throughout the Americas will take part in this adventure that has become a family tradition for generations. Families, professional birders or ‘newbies,’ binoculars, bird guides, checklists in hand, will observe their bird feeding stations or explore select areas within a 7.5 mile radius of the Ney Nature Center. Much of Le Sueur, all of Henderson and the southeast fringe of Belle Plaine are part of the Ney count. Prior to the turn of the 20th century, people engaged in a holiday tradition known as the Christmas “Side Hunt,” choos-
ing sides and going afield with guns. Whoever brought in the biggest pile of feather and furred quarry won the hunt. Frank M. Chapman, an ornithologist of the time, created the Count as an alternative to the slaughter. Last December, almost 100 youngsters through oldsters assisted in this exciting adventure in the Ney area and beyond. The data gathered becomes part of the Audubon state and national database. As disease, habitat decimation and weather changes deplete bird numbers, this information becomes increasingly valuable. Join the fun. The counting process is simple. Interested parties are invited to contact the Ney Nature Center for count forms and additional information by calling 507-248-3474.
Lutheran Home (continued from page 1) year regarding land for a clinic Ridgeview plans to construct next year near the new overpass project area. City Administrator Holly Kreft reported that the purchase agreement, including a $1 price tag for the property, would expire Dec. 1. However, Ridgeview had since entered into a formal partnership with The Lutheran Home Association that is proposed to also include a senior housing center and wellness facility near the site.
“This has necessitated an extension to the planning process,” stated Kreft. The amendment extends the closing date for the property to May 1. Kreft said a groundbreaking is still anticipated for May. “They (Ridgeview and The Lutheran Home) are in the process of finalizing an architect for the project and plan to submit applications in December or January,” Kreft reported.
Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: I cannot find it in any of the laws but I am sure it has to be there. Isn’t it required by law for a tow truck operator who is operating on public roads to wear reflective safety apparel at all times? Only asking this because I am curious because I think it’s a Federal OSHA law, yet you see so many drivers wearing nothing but a black shirt or hard to see apparel. Answer: Yes, tow truck drivers who are working and exposed to moving motor vehicle traffic are required to wear high visibility garments. The high vis. garment may be a Class 2 vest or a Class 3 jacket. More information on this law can be found under Minnesota Administrative Rule 5205.0030. This rule is enforced by Minnesota Occupational Safety and Health Administration (OSHA). There are also requirements from Federal OSHA and the Federal Highway Administration that require the use of high visibility garments when employees are working on a street, road or highway, etc., where the workers are exposed to moving motor vehicle traffic. Everyone who is working on the scene of a crash; police, fire, EMS, tow truck operators, Mn/ DOT, etc. must be wearing a high vis. garment to be in compliance. High vis. garments are also required when directing traffic. The rule also talks about the maintenance and condition of the garment. “If the high visibility personal protective equipment becomes faded, torn, dirty, worn or defaced, reducing the equipment’s
performance below manufacturer’s recommendations, the high visibility personal protective equipment shall be immediately removed from service and replaced.” Emergency responders working on the shoulder of the road have got your back. Do you have theirs? Minnesota’s Ted Foss Move Over Law was named in honor of the State Patrol Trooper who was killed while on a traffic stop on the shoulder of I-90 near the Lewiston exit in 2000. The law states: •When traveling on a road with two or more lanes, drivers must keep over one full lane away from stopped emergency vehicles with flashing lights activated — ambulance, fire, law enforcement, maintenance, construction vehicles and tow trucks. •Reduce speed if unable to safely move over a lane. •Failing to take these actions endangers personnel who provide critical and life-saving services. Fines can exceed $130. Moving over not only helps protect the lives of emergency workers, but also helps protect you. Hitting a vehicle on the side of the road can result in injury or death for you or those in your vehicle. If you have any questions concerning traffic related laws or issues in Minnesota, send your questions to Sgt. Troy Christianson – Minnesota State Patrol at 2900 48th Street NW, Rochester, MN 55901-5848. (Or reach him at, Troy.Christianson@state.mn.us) Twitter: MSPPIO_SOUTH.

City Working on Reducing 2016 Levy
After funding and performing several improvements to their ballpark, the Cologne Hollanders are hoping the Minnesota Twins will help them improve their home field advantage. The Hollanders are seeking financial assistance from the Twins Community Fund to help improve the two dugouts and areas around them at Fritz Field. Monday night, the Cologne City Council approved the team’s request to apply for a Twins Field for Kids program grant. The team is hoping for up to $10,000. At its Dec. 7 meeting, the Cologne City Council approved seeking quotes on work to improve the dugouts and the steps from Playhouse Street West down to the first base dugout. The quotes will be part of the application, said Jason Kuerschner, a member of the Hollanders’ board of directors. While the grant requires a match, the team is not seeking any money from the city – a point Councilor Jeff McInnis stressed. Any match would be in-kind work performed by team members, Kuerschner said. The team has already performed plenty of improvements to Fritz Field. It has improved a bull pen area down the left field line, added synthetic turf to the walking paths between the dugout and home plate, fixed panels of fence in the outfield and reinforced a section of outfield wall in the right field corner, Kuerschner said. The Hollanders sought the city council’s blessing on the grant application and assistance with quotes since the City of Cologne owns Fritz Field. The
Twins Field for Kids program works with non-profits and cities. Because the Hollanders are not a formal non-profit organization, they sought city assistance. Kuerschner is hoping the grant can improve the aesthetics and safety of the dugouts and the area around them. The grant application period opens in January and runs into mid-March. The first round of awards will be made in April. The program has previously had three different grant award periods, but might only award two rounds of awards if funds are exhausted, Kuerschner said. The Twins Field for Kids program has awarded more than $3.2 million in grants since its inception in 1999. The Hollanders want to continue improving Fritz Field to make it a more attractive venue. Cologne hosted state Over-35 baseball games last year and will co-host an American Legion district tournament this summer with Norwood Young America. The addition of lights two years ago has allowed Fritz Field to see far more usage and draw more baseball fans to the area.
Levy Reduction
The City Council briefly discussed a proposal to help reduce the city’s proposed 2016 property tax levy. A levy and budget workshop are set for Monday (Dec. 14), 6 p.m. Earlier this fall, the city council preliminarily increased its 2016 tax levy by 11.9 percent, a number the council planned to reduce once it addressed its budget for the year. The council has already cut about $65,000 in general fund spending during a previous budget workshop last Monday (Nov. 30) and are looking to reduce spending and improve efficiency, said City Administrator Jesse Dickson.
Council members are aiming to set the final levy increase around 5 percent. They also want to begin building up a fund balance to support future street infrastructure improvements. The fund would eliminate or minimize any needed bonding for infrastructure, Dickson said. He suggested to the council 3 percent increases to the city’s sanitary sewer, water, and storm water rates as a potential way to reduce the levy increase for 2016. The council will discuss the idea and other budget issues at its workshop Monday. The city plans to hold a truthin-taxation hearing Dec. 21, 7 p.m. and set its property tax levy and budget by Dec. 28. In other action at its meeting Dec. 7, the Cologne City Council: • Paid bills totaling $113,379.73. • Granted the Cologne Lions Club’s request for a temporary liquor license for Jan. 9, 2016 and a temporary liquor license and gambling permit for Jan. 22, 2016. • Approved a $3,497.60 payment to Minger Construction as the final payment on the County Road 36 water main looping project. • Discussed switching the starting time for council meetings from 7 p.m. to 6 p.m. No decision was made. • Accepted a quote of $3,979.20 from Hach Inc. for refrigeration equipment samples at one of the city’s two wastewater treatment huts. • Accepted Bolton & Menk’s recommendation to have Sewer Services Inc. re-televise a section of sewer line that was previously cleaned. The televising is part of the inflow and infiltration program. Because the city has a $22,902 credit on its account, the re-televising will be done at no cost.
Scott County, Area District Courts Begin Using eFiling Starting today (Dec. 9), court users in Scott, Carver, Le Sueur, Sibley and McLeod counties can electronically file and serve court documents through an online portal. The move to electronic filing and service of case documents – known as eFiling and eService – is part of the Minnesota judicial branch’s eCourtMN initiative. The program is transforming the state’s court system by replacing paper-based court files with an electronic information environment. The goal of the eCourtMN initiative is to make the state’s court system more accessible, more efficient, and more convenient for court customers. One of the key elements of the eCourtMN initiative is the establishment of eFiling and eService. It gives case participants the ability to submit documents to the court and serve documents on opposing parties electronically, through an online portal. This allows court customers to file documents without traveling to the courthouse or paying for postage or courier costs, allows filers to submit documents immediately and outside of courthouse business hours, and allows court documents to be sent to filers electronically. District court eFiling and eService has operated on a pilot basis in 11 district courts across the state for several years. Based on the success of that pilot, the Minnesota judicial branch began expanding eFiling and eService to the rest of
the state earlier this year. As of Dec. 2, eFiling and eService is available in 62 district courts across the state. The Minnesota judicial branch aims to make eFiling and eService available in all 87 district courts statewide by mid-December. “Electronic filing is a valuable service that the people we serve are anxious to take advantage of,” said First Judicial District Chief Judge Terrence E. Conkel. “Our customers have had an extremely positive experience using eFiling in Dakota County, and have been asking when it will be available in other counties in the region.” Initially, eFiling and eService will be voluntary for filers in McLeod, Scott and Sibley counties, meaning filers will still be able to file documents using the traditional, paper-based method. Electronic filing and service in these counties will continue to be voluntary until July 1. Under recent amendments to Minnesota’s court rules, use of the eFiling and eService system to file court documents will become mandatory for attorneys, government agencies, guardians ad litem, and sheriffs in all district courts statewide on July 1. Use of the eFiling and eService system will remain voluntary for other filers, such as self-represented litigants. In addition to electronic filing and service of court documents, the eCourtMN initiative includes a wide array of various projects that are utilizing new technologies to increase
efficiency and expand access to information throughout Minnesota’s justice system. This includes: • Providing judges and court staff with new electronic tools to more efficiently review and process court documents within the courthouse. • Creating an electronic portal for government partners – such as law enforcement, prosecutors, and public defenders – to more efficiently access court documents and records. • Making it easier and more convenient for the public to view electronic court records from across the state at their local courthouses. • Partnering with the state Bureau of Criminal Apprehension to expand use of electronic citations (eCitations) and other charging documents (eCharging). These tools allow law enforcement and prosecutors to file citations and complaints electronically, from their office or squad car, with the data automatically transferred to court and law enforcement databases. The use of eCharging and eCitations will become mandatory for adult complaints and adult citations statewide on July 1. • The Minnesota judicial branch has posted informational resources, training materials, and a three-step guide to starting eFiling and eService at www.mncourts.gov/eFile. The Minnesota judicial branch also operates an eFile Support Center for filers with questions about the eFile and eServe system.

Rep. Bob Vogel, R-Elko/New Market, issued the following statement regarding the release of the state’s new economic forecast on Thursday, which calls for a $1.87 billion surplus through July of 2017. “I am pleased to see this positive projection, yet it remains important to be prudent in our actions, Vogel said. “First of all, this is a projection and external forces such as increased federal interest rates, or other changes in the economy, could affect what really becomes our bottom line balance on July 1 of 2017. “Also, state law requires onethird of the excess revenue to be placed into reserve accounts so the entire projected surplus is not available to supplement general fund expenditures, Vogel continued. “So with that caveat my top priorities with the remaining surplus available in the general fund are providing relief to families and businesses that have been overtaxed, and increasing funding for our roads and bridges without raising the gas tax.

pushed for and passed a law requiring that 33 percent of the November forecast be deposited into the state’s rainy day fund until it reaches $2.2 billion. Minnesota’s rainy day fund currently stands at nearly $1 billion. This ďŹ scally responsible decision to keep our budget reserves at healthy levels means $594 million will be deposited, bringing the state’s reserve to $1.597 billion. Strengthening the rainy day fund is economically prudent, and other states are following suite. A strong budget reserve will help ensure our state will be better positioned in the event of future economic downturns. In addition to shoring up our rainy day fund, Minnesota has repaid schools after borrowing from K-12 education to balance the state budget during ďŹ scally challenging years. Standard & Poor’s also recently upgraded Minnesota’s bond rating outlook, in part because of the state’s strong ďŹ scal position and strong economic performance overall. Minnesota’s economy continues to do well. The state’s 3.7 percent unemployment rate in October remains the eighth lowest in the nation. Wage growth is projected to be slightly lower than projected in the February forecast of 5.4 percent. However, wages are still expected to grow by 4.9 percent in 2016.

by Sen. Kevin Dahle Today’s budget forecast of $1.871 billion demonstrates Minnesota is ďŹ nally on sound footing and has eliminated the budget deďŹ cits our state has faced for more than a decade. Sen. Kevin Dahle (DFLNorthďŹ eld) made the following statement about last week’s announcement. Today, Minnesota received great news with a strong budget forecast. We are a national leader in economic recovery – and a model for business creation and policies that support economic growth. Our state has ďŹ nally eliminated the budget deďŹ cits we’ve experienced for more than a decade. The strong budget surplus will allow the legislature to pass a balanced and responsible budget to maintain and improve our growing economy. The budget should include smart investments in transportation, education and continue our commitment to strengthen our rainy day fund. Tax relief will also be on the table – but it must focus on middle-class families and continued economic growth, Dahle continued. While it is good news that Minnesota has turned the corner after a decade of deďŹ cits, many Minnesotans are still struggling to make ends meet. As we work to put together a fair and balanced supplemental budget, it’s essential we also ďŹ nd solutions to expand economic opportunity to all Minnesotans.â€? This is National Inuenza Vaccination Week, which serves as a reminder for all Carver County residents to get their u shot if they haven’t already. Inuenza is a contagious respiratory infection that can lead to serious complications for some people. Flu complications can lead to hospitalization and sometimes death. Even healthy children and adults can get very sick from the u. Flu vaccination can reduce u illnesses, doctors’ visits, missed work and school, as well as prevent u-related hospitalizations and deaths. He was pronounced dead shortly thereafter. “A husband, a father, a son, a brother, a friend, gone from us all, Fahey said. Word of the tragic death reached Belle Plaine early the next morning. With the encouragement of friends, Fahey wrote a letter seeking KDWB’s help for Claassen through its “Christmas Wish program. This had been on Katelyn’s bucket list since Mr. Hennen’s 8th grade English class reading the bookNight. Katelyn said it was not the most uplifting part of her travel but an opportunity to witness History. This past Saturday in Rome, Katelyn and a few friends went on a Church Marathon The group went to 26 different churches for prayers and song. They were with a group of Legionnaires of Christ Seminarians that are studying in Rome for the priesthood. It took 12 hours to visit all 26 churches and ended up in St. Peters Square in front of the Nativity singing Christmas Hymns. Tuesday marks the launch of the Catholic Church’s jubilee year of Mercy. It is expected to bring a million people to Rome. The SJU/CSB students have tickets to the event. Pope Francis will open the event with the opening of the Holy Door, an entrance to St. Peters square which is usually sealed. With the recent terrorists events, the school is keeping close contact with the Rome Embassy to make sure the students are safe. The end of the semester for the students is Dec 18, with most of the students heading back to Minnesota. Humor Corner: Lena: Ole you remind me of da ocean Ole: You mean vild, restless and romantic? This is Flu Vaccination Week Inuenza activity in Minnesota has been low so far, but there is a lot of u season left. Health ofďŹ cials want Minnesotans to get their u vaccine now so they are protected when u activity increases. National Inuenza Vaccination Week (NIVW) is Dec. 6-12. The week-long emphasis on u vaccination highlights the importance of continuing u vaccination throughout the u season, which can go through April or May. NIVW is an opportunity for public health professionals, health care professionals, health advocates, communities, and families from across the country to work together to promote u vaccination before the traditional winter peak in u activity. “The only thing predictable about u is that it’s unpredictable,â€? said Kris Ehresmann, director of infectious disease at the Minnesota Department of Health (MDH). “We don’t know ahead of time whether a season will be mild or severe, but getting vaccinated now will give you protection no matter what comes.â€? Everyone 6 months of age and older should get u vaccine every year unless they cannot for medical reasons. It is especially important for those at high risk for serious complications from u to get vaccinated. These include pregnant women, seniors, young children and people with long-term health conditions such as asthma, diabetes, heart disease and more. Vaccination of household contacts and anyone else who has contact with these high risk groups is also important for limiting the spread of u in a community. In past u seasons, up to 80 percent of adults hospitalized from u complications had a long-term health condition, as did about 50 percent of hospitalized children. The u can make these health conditions worse, even if they are under control. Ehresmann noted that u vaccination rates among people with long-term health conditions are not as high as they should be. In the 2014-15 u season in Minnesota, about 51 percent of adults age 18-64 who are at high risk for serious complications from u got their u vaccine. Higher vaccination rates are key to protecting these individuals.
Flu can be a serious, even life-threatening illness. “Don’t wait until u comes. Get your u vaccine now so you and the people around you are protected,â€? said Ehresmann. Fight the u this season with these tips: – Get your u vaccine. – Stay home from school or work if you are sick. – Cover your cough or sneeze with a tissue, then throw the tissue away. If you don’t have a tissue, cough or sneeze into your sleeve. – Clean surfaces you touch frequently, such as doorknobs, water faucets, refrigerator handles and telephones. – Wash your hands often with soap and water or with an alcohol-based hand sanitizer when soap and water are not available. – Get plenty of rest, physical activity and eat healthy to help stay healthy. You can ďŹ nd a u vaccine clinic near you at mdhu.com and select Vaccine Clinic Look-Up. Flu vaccine also may be given at other locations and times not listed. Check with your physician’s ofďŹ ce, regular walk-in clinic, or pharmacy about getting vaccinated against the u. The symptoms of u, which tend to come on suddenly, can include a sore throat, coughing, fever, headache, muscle aches and fatigue. People who become severely ill with u-like symptoms should seek medical care. To learn more about u and u activity, join MDH, the Mayo Clinic and the Star Tribune for a Twitter chat on inuenza from noon-1 p.m. Tuesday, Dec. 8. Use the hashtag #uchat to participate. More information is also on the MDH website at mdhu.com.

It is up to the individual to decide when to begin receiving Social Security beneďŹ ts. A person can take a reduced beneďŹ t as early as age 62. Or, a former employee can claim a full beneďŹ t at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger beneďŹ t. Bear in mind that, once you elect to receive a reduced beneďŹ t, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you beneďŹ t from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years ďŹ lled with a mix of travel, sports, and education. How will you spend your retirement years, and how can you fund those years? Social Security may ďŹ ll only a limited amount of your ďŹ nancial demands. Belle Plaine Police, B.P. Girl Scouts Sponsoring Toy Drive The Belle Plaine Police Department and Girl Scouts are sponsoring the Second Annual Toy drive that brings new toys to children in need. Through Dec. 19, the Belle Plaine Police Department is accepting donations for the toy drive. All donated toys will be distributed to local children who are far less fortunate. Last year, the Belle Plaine community generously donated 200 toys. The officers and Girl Scouts had a wonderful time giving back to the community last year. They hope this year will be just as successful. Some families are unable to purchase gifts for their children.

The American Public Works Association selected Jordan’s downtown street and utility improvement project as the winner of the Minnesota Project of the Year Award. The engineering firm of Bolton & Menk was the project manager during the project. Chard Tiling & Excavating of Belle Plaine was the contractor that completed the work under some challenging conditions and timelines. The Jordan City Council feels the project was chosen due to the amount of public input, vast changes in the “streetscaping” and some of railroad underground boring difficulties it overcame during the project. Jordan hosted 26 public meetings prior to deciding on the final designs. The project includes numerous bump-outs with raised planter areas, decorative paver sidewalk sections, community branding street light
banners, planting numerous trees, historic style way-fairing signage, decorative benches and trash receptacles. The project’s goals included improvement to the look, feel, and making the area more walkable for residents while replacing older utilities and streets in historic downtown. At the beginning stages, the city formed a Downtown Advisory Committee to help work through the design elements and follow the city’s downtown visioning plan approved in 2013. Recent past winners of the APWA award include the City of Eagan’s Cedar Grove Redevelopment (outlet mall) and Hennepin County’s Lowry Avenue Bridge. Other projects considered for this year’s award include projects in Bloomington, Carver County, St. Louis Park, Shoreview, Rogers, Camp Ripley, Luverne, Crystal and St. Louis County.

Scott West Splits at Hutch Quad; Wins Lakeville North Invitational After beating Mankato East 63-6 Thursday night in Hutchinson, the Scott West wrestling team was given a wake up call when the home team Hutchinson Tigers stunned the Panthers with a 34-26 victory in front of their raucously approving crowd. It was the first dual meet win for the Hutchinson program over its long-standing Section 2AA rival Scott West. “We didn’t wrestle particularly well, states Scott West co-head coach Darren Ripley. “You have to give Hutchinson some credit for that as they out wrestled us and proved to be the better team on this night. The night of wrestling against Hutchinson began innocently enough as Scott West won the first three matches of the meet behind lightweights Jacob Hill (106), Tyler Shackle (113) and Justin Stauffacher (120). Hill scored an opening-period take down and then rode out Tucker Gifferson for the entire third period, and despite a stall call point against him, was a 2-1 winner. Tyler Shackle rolled to an 11-0 win over Tate Card at 113 as the Panther freshman used a pair of take downs with back points in periods one and three to accumulate the major decision. Shackle’s freshman teammate Justin Stauffacher made it three straight wins for the Panthers as he scored a pair of take downs to secure a 4-1 win over Dasin Mateski. However, the early 10-point lead would evaporate over the next three weight classes as Hutchinson put up 12 points with the first of those coming from their 126-pounder Brock Luthens. In what was a rematch of last season’s Section 2AA 106-pound championship finals between Luthens and Parker Huss that was won by Huss, Luthens controlled the action for a 6-0 win. In the following match at 132, it was a rematch of a Section 2AA semifinal match between Dylan Pundsack and Carter Piche that was won by Piche. However, Pundsack would follow the Luthens lead as the Hutch Tiger dropped Piche in a first-period headlock and the ensuing pin fall call. After the two big Hutchinson wins, Panther Jack Fogarty dropped a 5-2 match to Cody Anderson, and just like that Hutchinson, had taken a 12-10 lead. Scott West regained a 20-12 advantage behind Ryan Siegle’s 10-1 major decision over Jayden Mackedenz at 145 and Ben Kelvington’s first-period pin of Jordan Stenzel at 152. “Ryan and Ben both went out and did what we needed them to do by getting wins with bonus points, insists Ripley. “We need to see more of that up and down the lineup. But the top part of the Hutchinson lineup would get it done on this night as Logan Wadsworth rallied from a 6-0 deficit to beat Dylan Johnson 13-11 in overtime, and Josh Filk scored a 9-0 major decision over Deshawn Carter at 170. Christian Kurth gave Hutch back the lead at 2520 with a first-period pin over Noah Ellingsworth at 182. Scott West would take back a one-point team lead at 26-25 when Hutchinson forfeited at 195. However, that Panthers’ lead was short-lived as they forfeited right back, setting up a final showdown at heavyweight where Calvin Menke needed a pin for Scott West to win but the freshman would drop the final bout of the night 6-0 to Tyler Stenzel, giving Hutchinson their first ever win over Scott West with a final team score of 34-26. Lakeville North Invite Scott West traveled to Lakeville North High School on Saturday and won the 13-team Paul Wolf Panther Invitational by scoring 197 team points, which was more than enough to better team runner-up Hudson, Wisconsin’s 177.5.
“We wrestled a little better than we did Thursday night in Hutchinson, states Ripley. “It was a good first step but we still have many more good steps to take if we are going to be a team that competes with the best in our section and state. Scott West’s win on Saturday was led by the lightweights as the Panthers claimed individual championships at three of the first four weight classes – Jacob Hill (106), Tyler Shackle (113) and Parker Huss (126). It was a big championship moment for Hill as the eighth-grader won his first individual championship after placing second at Osseo the week before. The Panther lightweight used four take downs to better Woodbury’s Cole West 9-2. Shackle followed Hill’s championship win with one of his own at 113. It was Shackle’s second Lakeville North championship in as many years as the freshman had won the 106pound title the previous year. In Saturday’s championship match up, he beat Northfield’s Drew Wooley 8-2. Parker Huss beat a good wrestler from Eagan in the championship bout at 126 pounds as he downed #9-rated Kade Gage. At 145 pounds, Ben Kelvington turned in the Panthers’ best-wrestled match of the early season as the senior captain bettered the local favorite, No. 2-rated Wade Sullivan, 7-2 in a rematch from their Lakeville North 126-pound final from a year ago that was also won by Kelvington. The Panthers had seven other wrestlers place in the top six of their respective weight classes – Carter Piche (2nd at 132), Justin Stauffacher (3rd at 120), Dylan Johnson (4th at 152), Deshawn Carter (5th at 170), Tyler Buesgens (5th at 195), Calvin Menke (5th at 220) and Ben Alexander (6th at HWT). “It was a fairly good overall team performance, especially when you consider that last year we only had seven wrestlers that placed in the top six of their respective weight classes (at Lakeville), states Ripley. The Panthers are looking for another good team performance this week as they will be traveling consecutive nights to take on key wrestling rivals each night. The first will come on Thursday at Minnesota River Conference rival Sibley East and then also St. Peter. The Panthers are scheduled to wrestle the Wolverines first at 5 p.m. before taking on the Saints at 6:30 p.m. On Friday night, Scott West will be at Section 2AA rival New Prague. The two teams split a pair of matches last year, with the Trojans winning the regular season meet in Belle Plaine but the Panthers earning the trip to state with the Section 2AA championship win at Mankato East. 2015-16 Scott West Dual Results and Remaining Schedule Dec. 3 at Hutchinson Quad vs. Mkato E. Tigers Blow Big Lead Against WEM at Home; Get Blown Out at Wascea

Belle Plaine Drops First Two by Dan Ruud The Belle Plaine High School girls’ basketball team almost came away with a victory Thursday night at Faribault Bethlehem Academy but came up short in the closing seconds of a 66-61 loss. Still, the Tigers had to feel much better about themselves following a 64-29 loss to Waterville-Elysian-Morristown in the season opener two nights earlier in Belle Plaine. The Tigers were scheduled to host Watertown-Mayer in a nonconference game Tuesday night after this edition of the Herald went to press. They will also be at home for another nonconference game against Fairmont this Thursday. Tip time is 7:30 p.m. Belle Plaine will open Minnesota River Conference play 7:30 p.m. Dec. 17 at Sibley East. WEM 64, Tigers 29 The Buccaneers scored in the opening seconds and never trailed as they blasted the Tigers by 35 points in a nonconference game last Tuesday night at the BPHS gym. The Tigers, who trailed 34-13 at halftime and 61-19 at one point in the second half, could not find much rhythm. “For the first game of the year and having to make some major adjustments, we learned a lot about ourselves and what we need to do to be successful,” said Tigers coach Randy Carlson. “We made way too many turnovers that led to easy baskets for WEM. Also, we did not shoot well at all. As the year goes on, we will make those shots. It’s a matter of feeling comfortable and being confident.” Elizabeth Johnson (13) and Alissa Schultz (10) combined for all but six of Belle Plaine’s points. Paige Narveson had three points, followed by Lily Vinkemeier and Taylor Mullen with two and one, respectively. Thirteen players scored for the Bucs. Schultz led the Tigers in rebounds with seven and Ireland Lambrecht had five steals. “Alissa Schultz played very well and played hard. Elizabeth Johnson had a great second half. It was great to see her being so confident and aggressive,” Carlson said. Faribault BA 66, Tigers 61 Belle Plaine trailed by 16 points early in the second half before rallying to pull ahead by one point with a few minutes
to play. Faribault BA regained the lead at 64-61 before Vinkemeier’s three-pointer tied the score with 45 seconds to play. But the Cardinals answered that with a three of their own, which the Tigers could not answer. “This was a lot better game for us and should give us some confidence heading forward,” Carlson said. “The effort in the second half was great. Seeing Ireland Lambrecht step up with some big plays and Paige Narveson hit some big shots was huge. Bethlehem Academy made some really big plays down the stretch to win it. We still did a great job getting shots late but they just didn’t fall.” Lambrecht had 20 points and
Narveson 14. Rounding out the scoring for the Tigers were Johnson (11), Vinkemeier (5), Anna Donkhong (4), Schuyler Sterk (4), Kaitlyn Paul (2) and Schultz (1). Vinkemeier and Lambrecht both had seven rebounds, followed by Johnson and Schultz with five apiece.

by Dan Ruud The Belle Plaine High School boys’ basketball team got the season off to a rocky start last week, losing its first two games, one by blown lead and one by blowout – falling at home to Waterville-Elysian-Morristown 58-52 last Tuesday night and at Waseca 75-37 Saturday afternoon. Belle Plaine was scheduled to travel to Le Sueur-Henderson for the Minnesota River Conference opener Tuesday after this edition of the Herald went to press. It’s back to nonconference play against Lake CrystalWellcome Memorial 7:30 p.m. this Friday and Blue Earth Area 7 p.m. next Tuesday. Both games will be at the BPHS gym. BPHS gym. Belle Plaine, which held Waterville-Elysian-Morristown to just 17 points in the first half, came unglued in the shootingwise in the second half and the Bucs took advantage, turning a 41-27 deficit into a 52-44 lead and then holding on down the stretch for the victory. Luke Narveson, who led the Tigers in scoring with 17 points, fouled out with 3:08 left in the game. Teammate Mitchel Stier added 13 points, while Brody Curtiss and Nathan Herman chipped in nine and eight, respectively. Noah Hastings (4) and Derek Guscette (3) had Belle Plaine’s only other points. The Tigers shot just 3 of 16 from three-point range. Stier led the team in rebounds with 10.

Belle Plaine Competes at Hutch Belle Plaine High School Explosion dance team faced its first competition of the season, finishing fourth among seven teams in kick and fifth among five teams at Saturday’s Hutchinson Invitational. Marshall topped the field in kick with 3.5 points, followed by Delano (6.5), Hutchinson (10), Belle Plaine (12), Waconia (12), Litchfield (19) and The Tigers’ Ireland Lambrecht tried to maneuver around a Glencoe-Silver Lake (20). screen against WEM last Tuesday night at the BPHS gym. The “The kick portion of the comfollowing game at Faribault BA she scored 20 points. petition was up first and with the new choreography rules and routine length changes made for this season, routines looked somewhat different than last year,” said Belle Plaine coach Sibel Dikmen. “We brought a strong routine, utilizing three different costumes that each
emulate one of the Madonna songs featured in our mix. This use of multiple uniforms and intricate formations brought up our visual effectiveness scores. “The point difference between each of the top four teams in this area was one point. Routine effectiveness, as well as the execution categories of the score sheet made the difference between Belle Plaine placing fourth instead of third this weekend,” Dikmen continued. “In the coming week of practice, we plan to continue training hard with the hope that kick height and overall stamina improve. We’re just on the tails of Hutchinson and Delano and I know this team has the determination and skill to beat them.” Marshall was also tops among
five teams in jazz with 4.5 Points. Also competing were Delano (7), Waconia (7.5), Hutchinson (10) and Belle Plaine (15). “Our varsity team performed their routine for the first time,” Dikmen said. “Typically, we like to perform at a basketball game (halftime) once before competing in a routine. It allows us to work out any minor issues and gain some confidence with the routine. Prior to competing at Hutchinson, we just did not have that opportunity, but the girls did amazing and hit all of their formations. Despite executing those well, the team struggled with the execution of the choreography as well as turn technique. Those areas will be our focus in the coming weeks of practice.”
Belle Plaine’s Anna Donkhong looked for a teammate to pass to against WEM last Tuesday night at the BPHS gym. The BPHS Explosion dance team performed during halftime of last Tuesday night’s boys’ basketball game.
