City Council Gets Update on Proposed Overpass Project by Dan Ruud City Engineer Joe Duncan was absent from the Belle Plaine City Council meeting Monday night but included in his report was an update in which he stated that the preliminary plans for the proposed overpass near the intersection of Highway 169 and County Road 3/Meridian Street have been submitted to the Minnesota Department of Transportation (Mn/DOT). Duncan added that a meeting to discuss the layout and preliminary plans with Mn/DOT and Scott County officials is expected to take place early

The marketing gurus promoting vacation travel to Las Vegas would have you believe what happens in Las Vegas stays there. But when the trip involves an airplane pilot locked out of the cockpit during the flight, unable to get back to the controls of the airplane, word just might well get back to Belle Plaine. It did. And by the time Bonnie and Marc Vinkemeier’s flight reached the terminal at McCarran International Airport in Las Vegas, their friends and family members back here had already heard the flight didn’t exactly go off as planned. “We were getting text messages asking us if that was our flight,” Bonnie Vinkemeier said. But don’t worry. This isn’t a story about a grizzly airline crash. The Vinkemeiers are safely back in Belle Plaine after an utterly routine flight home from Las Vegas.
The Story Goes Like This
The Vinkemeiers left Minnespolis-St.Paul International Airport Thursday (Jan. 30) around 11:20 a.m. They were bound for Las Vegas to meet some friends from Minnesota and hold a surprise birthday party for Jill
Ellig, a dear friend from Howard Lake, Minn. Their friends took a different flight to Las Vegas. About 30 minutes before Delta flight 1651 was to land in Las Vegas, passengers were notified the pilot was, well, unable to get to the place where the pilot of an airplane carrying 160 passengers and crew ought to be. Apparently, after he stepped out of the cockpit and closed the door, it jammed and could not be reopened. Published reports say about 20 minutes before the plane touched down, its first officer notified McCarran International Airport of an “air emergency,” according to an airport spokesperson. With the pilot unable to re-
gain access to the cockpit, the co-pilot was going to land the aircraft. “I was asleep when the announcement was made,” Vinkemeier recalled. “Mark said, ‘you might want to wake up for this. There’s some news’.” The pilot walked down the aisle talking with passengers, reassuring them the co-pilot, an experienced pilot, was more than capable of safely landing the aircraft and that they are trained to handle situations like these. The Vinkemeiers and other passengers were informed the controls the co-pilot was stationed at unfortunately did not have the ability to maneuver the airplane from the runway to the terminal after landing so, regrettably, there was a possibility the aircraft might leave

Belle Plaine Rural Fire Protection Association Increases Tax Levy The Belle Plaine Rural Fire Protection Association (RFPA) held its 69th annual meeting Jan. 26 at the Belle Plaine Fire Hall. Board member John Murphy said among the items up for discussion was the proposed purchase (with the city of Belle Plaine) of a new $600,000 tanker fire truck, which he expects will become reality soon.
He added that the RFPA will likely have to pay at least half the cost. Murphy said the association has increased its annual tax levy by $17,500 to a total of approximately $142,500. During the election of officers, reelected were Jim Koonst, Brian Schmidt and Murphy, the latter of whom has been on the board for some 30 years .

Belle Plaine Wins Subsection One-Act Play Championship
Will Compete for Section Title Saturday by Dan Ruud The Belle Plaine High School one-act play group claimed another subsection crown with its performance of “One Flew Over the Cuckoo’s Nest” in Saturday’s competition at Le Sueur-Henderson High School. As was the case last year with Belle Plaine’s “The Drowsy Professor,” “One Flew Over the Cuckoo’s Nest” received the
first-place vote from all three judges. Tri-City United, with its performance of “Selfie,” came in second and will join Belle Plaine at this Saturday’s eightschool Section 2A One-Act Play Festival at Jordan High School. Also competing will be Annandale, Glencoe-Silver Lake, Mankato Loyola, Maple River, St. James and St. Peter. Only the top act from the section will advance to the Minnesota State High School Class 1A One-Act Play Festival at O’Shaughnessy Auditorium on the campus of St. Catherine University in St. Paul, which is scheduled for Thursday, Feb.

The fire was reported shortly before 9 a.m. Saturday and the scene was cleared by around noon. Other departments at the scene included Jordan, New Prague, Le Sueur and Henderson. The Buszmanns could not be reached for comment.

Study Will Look at Adding Another Lane to Hwy. 169
Shakopee, Prior Lake, Scott County, the Metropolitan Council and Minnesota Department of Transportation (Mn/ DOT) will collectively fund a $1.2 million study of a potential additional lane to Highway 169 dedicated to car pool, MnPASS and bus uses. The study is aimed at alleviating growing congestion on Highway 169 and will begin later this year. It will look at the possible addition of an extra lane from Highway 169’s intersection with Highway 41 to downtown Minneapolis via Highway 394. The initial phase of the study will also look at the
potential for long haul trucking on Highway 169 to Mankato and extending bus rapid transit to Highway 610 near Maple Grove, the Shakopee Valley News recently reported. The study will include information on housing, employment, express ridership, parkand-ride sites, regional trails and other factors adding to the congestion of Highway 169. Mn/DOT and the Met Council are each contributing $250,000 to the study. Scott County is chipping in $300,000. Shakopee and Prior Lake will contribute $200,000 each from their respective transit reserves.
Vets Club Hosting Blood Drive Feb. 11
The American Red Cross is hosting a blood drive at the Belle Plaine Vets Club (218 Meridian Street N.) Wednesday, Feb. 11. The blood drive is open from 1 p.m. to 7 p.m. Anyone who gave blood before Dec. 17, 2014 is eligible to donate. All blood types will be accepted from eligible donors. Drive Home to Jump in a Lake is Well Worth It
Kate Kasper will gladly make the drive of nearly 480 miles from Lawrence, Kan. to Belle Plaine later this week to jump in an ice-covered lake Saturday afternoon in St. Peter. She understands the anxiety of waiting in line to participate in the annual Polar Plunge and the shock bone-chilling water might not be for everyone. Kasper is the team captain of “The Wizards/Five Years Still Frozen.” The team of 40-plus
is raising pledges for Special Olympics. Several members of the team are employees at The Lutheran Home. The team will be one of many jumping in Hallet’s Pond Saturday (Feb. 7) in St. Peter as part of the Polar Plunge Minnesota Presented by Law Enforcement. Half the online donations go directly to the Wizardz, a team of Special Olympians from Belle Plaine, Jordan, Montgomery, Le Sueur and Arlignton. Kasper’s own parents won’t be among the team members taking the plunge Saturday. “Somebody’s got to take the pictures,” said Deb Kasper, Kate’s mom. And her father? “Absolutely not. He won’t do it,” Kate said. “He thinks we’re absolutely crazy.”
They’re All In
Deb and Greg Kasper may not be interested in jumping in a lake covered by ice to benefit Special Olympics and the Wizardz, but they’re all in when in comes to the team of Special Olympians. There aren’t many days or weekends in the Kasper household when a Special Olympics team practice, a competition or administrative work isn’t on the calendar. Greg coaches bocce ball and volleyball. Kate helps coach volleyball. Her older sister, Tiffany, is a Special Olympian. She competes in swimming, volleyball, bowling and bocce ball. The Kaspers helped start the Over 100 Belle Plaine Girl Scouts and their families visited Feed My Starving Children on Jan. 23. The Girl Scouts and their Wizardz in the summer of 2006 families packed 58 boxes of food that will serve 12,528 meals in other parts of the world that suffer from hunger. This is the after they moved here from Littleton, Colo. They started second year the Belle Plaine Service Unit visited Feed My Starving Children.

the Wizardz with just a few athletes. Today, the team’s membership is near 30 athletes. They helped start a team in Littleton in 2002 with a just a few athletes. Today, that team’s roster has nearly 100 Special Olympians. Today, Deb and Greg Kasper handle many of the behind-thescenes organizational tasks like registration and ordering uniforms that make the Wizardz go. “There’s a lot of things that happens nobody sees,” Deb Kasper said. They helped start the team “for the greater good” of the athletes and the community,” Greg said. They’ve seen first-hand the benefits of improved self-confidence and socialization the Special Olympians enjoy. A 2012 graduate of BPHS, Kate Kasper organized the Polar Plunge team five years ago. She’s a third-year senior at the University of Kansas and will graduate early with a degree in applied behavior sciences. When she’s not in class, Kasper makes the time to send out emails to team members, organize T-shirts for the plunging team and remind teammates of when they need to arrive at Hallet’s Pond. The Polar Plunge in St. Peter is one 21 plunges around the state between Jan. 21 and March 31. Jumping in a lake covered by several inches of ice isn’t for everyone. Her friends at KU from Kansas, California and the South have no interest in joining her, though many support the cause. Kasper chuckled at the irony of the Ice Bucket Challenge – an event to promote awareness of the disease amyotrophic lateral sclerosis (ALS) and encourage donations to research. It enjoyed a wave of popularity as people dared each other to dump a bucket of ice water over each other. “I jump in a lake covered by ice,” she said. “What’s the big deal?”

Deaths
Karen L. Shilling Karen L. Shilling, 66, of Belle Plaine, and formerly of New Ulm, passed away on Tuesday, January 27, 2015 at Mayo Health System in Mankato. The funeral service was held at Trinity Ev. Lutheran Church, Belle Plaine, on February 2 at 11 a.m. Rev. John Meyer conducted the service. The children of Trinity Lutheran School sang during the service. Visitation was held from 9-11 a.m. at the church. Interment took place on Monday afternoon at 3 p.m. at St. Paul’s Lutheran Church Cemetery in New Ulm. Memorials may be directed to Student Assistance at Martin Luther College, to Trinity Lutheran Church, Belle Plaine, or to the donor’s choice. Karen was born in Beaver Dam, WI on Dec 14, 1948 to Rev. Edwin A. Breiling and Irmgard D. Breiling (Pape). She was baptized by her father, Rev. E. A. Breiling at Frieden’s Lutheran Church in Randolph, WI. She was confirmed in the Lutheran faith by her father at Good Shepherd Lutheran Church, West Bend, WI. After graduating from West Bend Senior High School she enrolled at Dr. Martin Luther College and graduated with the class of 1971. Karen was married to Professor Ronald L. Shilling at St. John’s Lutheran Church, New Ulm on August 22, 1971. Rev. Frederic Nitz and Rev E. A. Breiling participated jointly in the wedding service. Karen taught physical education at Martin Luther Academy and Dr. Martin Luther College during the 1971-72 school year. She also coached women’s tennis at the college for several years. She became a stay-athome mother during the years before her children were ready to attend school. She began working in the Print Shop at Dr. Martin Luther College in 1980.When the amalgamation of Dr. Martin Luther College and Northwestern Lutheran College took place in 1995 she moved from the print shop to the Help Desk in the Network Services Department at the school now named Martin Luther College. She retired in 2010. She is survived by her husband of 43 years, Ronald Shilling; son, David (Laura) Shilling of Atlantic Beach, FL; and daughter, Deborah (Dan) Peterson of Racine, WI; four grandchildren, Joshua and Emma Shilling, and Ella and Jack Peterson; sisters, Naomi (John) Hardman of Ringle, WI and Janet (Joel) Fredrich of New Ulm; and sisters-in-law, Mary Colburn of Findlay, OH and Marjorie Shilling of Belle Plaine; plus six nieces and nephews. She is preceded in death by her father, Rev. E. A. Breiling; mother, Irmgard Breiling; father-in-law, Lester Shilling; mother-in-law, Grace Shilling; and sister-in-law, Annie Shilling.

National American Legion Commander in St. Peter Feb. 5 Michael Helm, National commander of the 2.4 million member American Legion, will speak at a luncheon at the St. Peter Legion Post on Thursday, Feb. 5. Sen. Dahle Plans Annual Town Meeting Visits to B.P., Area Sen. Kevin Dahle, DFLNorthfield, is planning another sweep of town hall meetings across District 20, visiting constituents in eight cities over two days. Scheduled for the middle of the legislative session, Dahle wants to hear from constituents regarding the issues important to them as they are discussed in the Senate, and to share progress on some of the initiatives he has been working on over the past months. “I always look forward to these meetings because they give me a better picture of what’s most important to my constituents,” Dahle said. “Residents normally don’t have a lobbyist to represent them at the capitol, so I think it’s very important that I hear directly from people about their hopes for the legislature this year.” As in previous years, Rep. David Bly, DFL-Northfield, will join Sen. Dahle in the communities they represent together. This year, he will also welcome newly-elected Rep. Bob Vogel, R-Elko New Market, to the five meetings held in his half of the senator’s district. “(Former) Assistant Minority Leader Kelby Woodard, RBelle Plaine, and I had a positive working relationship while

Sibley East School Referendum Appeal Case Moving Forward Kranz Misses Surety Bond Deadline; Sibley East its Legal Costs Covered
Lawyers for Sibley East School District and Nathan Kranz, the farmer appealing the district’s successful $43.05 million bond referendum will offer oral arguments before the Minnesota Court of Appeals today (Wednesday, Feb. 4). The arguments will support the written briefs attorneys for both sides previously submitted to the appeals court. Kranz, of rural Gaylord, contends District Court Judge Kevin Eide erred when he ruled the school district met the requirements of state law in the publishing of documents before the Nov. 4 school bond referendum. Meanwhile, Sibley East continues to press its case that Kranz be held responsible for possible increased costs results from delays caused by his appeal. The district is concerned the legal proceedings result in it having to pay higher interest
rates on the bond it sells as well as higher design and winter construction costs. A $295,000 surety bond was due Monday (Feb. 2) at 4:30 p.m., the Gaylord Hub recently reported. Kranz did not meet the court-ordered deadline. The district is also aiming to hold Kranz responsible for its legal fees. So far, the district’s legal fees exceed $40,000. The referendum passed 1,634 to 1,538. The money will fund the construction of a new elementary school in Gaylord and renovations and expansion of Sibley East’s existing school for sixth- through 12th-graders in Arlington. Kranz’s attorney, Erick Kaardal, filed a motion with the court Jan. 22 seeking a stay of the district court order for the $295,000 surety bond. Kaardal claims Kranz is likely to win his appeal and that, without the stay, he will suffer irreparable financial harm. He is asking the appeals court not to enforce the $295,000 surety bond order and instead permit Kranz to provide a $2,000 bond or cash as additional security.

Impact of Computers on Education Growing in 1985
Belle Plaine first grade teacher Diane Hoffman supervised computer use by her students in the school’s computer laboratory in the winter of 1985. The school was hosting a parochial school administrator from St. Petersburg, Fla., who braved Belle Plaine’s sub-zero weather that week to observe the computer laboratory and other learning centers at the school. The computers were being worked in with such subjects as mathematics, spelling, science, social studies and language arts. The 39th annual meeting of the Belle Plaine Farm Fire Association would be held Feb. 11 and one of the main items to be considered was the group’s participation in the building of a new fire station in Belle Plaine. Dr. John Fogarty had lowered the price of some of his property at the corner of East Main and Ash streets. In 1984, Belle Plaine voters passed a $300,000 bond issue for a new fire hall. Simon Haefner was elected the new president of the Belle Plaine Chamber of Commerce. Haefner said he believed the city stood the best chance of prospering in the years to come if the quality of life of the entire community is promoted and not just the business community. The price of regular gasoline dropped below $1 in Belle Plaine, including at the local Texaco station that was selling it for 99.9 cents. The city of Belle Plaine unanimously passed a resolution opposing President Ronald Reagan’s plan to eliminate revenue sharing from the federal budget. The program had provided Belle Plaine with about $30,000 each year to fund programs within the police department. The Scott County Historical Society rejected the county’s representative to the board of directors because members feared he was biased over the operation of Murphy’s Landing. In a letter to the county board, Jacqueline Joslyn, president of the society, declined to accept Ed Sharkey, Jordan, as a nonvoting member of the society’s board. Sharkey and other county commissioners had recently been critical of the way the historical landmark was run. Raymond A. Panning, 64, of rural Belle Plaine, passed away Feb. 1 at St. Francis Regional Medical Center. Mr. Panning was born Aug. 23, 1920 in Washington Lake Township,

Sibley County. He married Myra Miller April 16, 1944 at St. John’s Lutheran Church in Plato. The couple farmed near Belle Plaine, remaining on the farm after their retirement in 1983. He was the Blakeley Township supervisor and former council member at Trinity Evangelical Church. Kathleen Walsh, 79, of Belle Plaine, passed away Feb. 5 at the Apple Valley Health Center. Mrs. Walsh was born Aug. 7, 1905 in Alma City to Richard and Nora (Ryan) Lynch. She grew up in Belle Plaine and graduated from Belle Plaine High School. She married Maurice Walsh June 22, 1925 at Sacred Heart Catholic Church in Belle Plaine. She was a homemaker and an active community worker. Seven Belle Plaine High School students were chosen to perform in the Bethel College Honors Band Festival. Included were Sherry Bartholomew, Corrine Gransee, Karin Tillquist, Sara Malin, Kim Karnitz, Paul Boschee and Jerrad Fenske. The BPHS one-act play “Aria Da Capo” finished in a threeway tie for first place with Le Sueur and Shattuck-St. Mary’s in the district one-act play competition in Waterville. Belle Plaine advanced to the regional competition and did not place. Cast members included Jerrad Fenske, Carrie Palmer, Jenny Witt, Scott Bergs and Sheral Kahle. The BPHS boys’ basketball team defeated Arlington-Green Isle 52-39. Bill Fogarty and Brad Johnson had 15 and 14 points, respectively, for the Tigers, who improved to 4-6 in the conference. The Tiger girls’ basketball team dropped two of three games, losing to Le Sueur 4727 and Arlington-Green Isle 57-48, and beating Le Center 45-33 to bring their season record to 10-6. Laurie Wolpern led Belle Plaine against Le Center with 22 points. The Tiger wrestlers defeated Arlington-Green Isle 34-15 to finish the conference season with a record of 6-1, good for second place behind unbeaten Norwood-Young America. Greg Schmitt and Brian Stier

60 Years Ago (1955)
Four Belle Plaine men were hospitalized as the result of a two-car collision. A car driven by Tom Newell collided with a machine driven by Bob Johnson. Vic Haas and Bill Schuneman were passengers in the Johnson auto. Johnson, the most seriously injured of the quartet, suffered a double fracture of the arm and deep lacerations. Fred Kuhlmann, well-known and related to many families in this locality, died at his home in Lester Prairie at the age of 74. Our borough council was well satisfied with the standby well drilled that winter. The new well produced 400 gallons of water per minute. Norbert E. Schmitt of Belle Plaine was appointed a deputy sheriff of Scott County by Sheriff W.B. Schroeder. Mr. and Mrs. Herman Yahnke celebrated their golden wedding at their home in Belle Plaine. The Green Isle bank made a start towards construction of a new bank building in purchasing as the site for the structure the lot occupied by the Green Isle Post Office.
90 Years Ago (1925)
They called it a spring thaw and its effect was to make travel on many roads impossible. Mr. and Mrs. Reuben Frank, who had been on the Esther Bliss farm, took occupancy of the Cragun farm in St. Lawrence. With the Carter Hat Shop closed with the removal of the Gustafsons to Heron Lake, Mrs. R.R. Mahler arranged to embark in the millinery business. C.A. Neil from Goodhue located here, becoming owner of the photo studio. Mrs. M.C. Shaughnessy and baby came from Watertown, S.D., for a stay with her mother, Mrs. John Bailey. Patrick Sheehan, a resident of Belle Plaine in former years, died at his home in Le Sueur at the age of 80. He was an early settler in St. Thomas. The community was aroused over the activity of a person who scattered poisoned meat about. Three dogs died and others had close calls. Miss Selma Evelyn Johnson,
daughter of Mr. and Mrs. Minnie Johnson, and Edward Maus, son of Mr. and Mrs. Joseph Maus, were married. Henry F. Bauer died while at the home of his daughter, Mrs. John Lueck, in Duluth. He was one of our early settlers, coming here with his parents in 1855. He made his home on the farm in St. Lawrence Township until 1911, when he moved into Belle Plaine. P.A. Gaffney, who had been a traveling representative for several South St. Paul livestock firms, purchased controlling interest in the Barrows-King Co., one of the old commission firms of South St. Paul, and became president of the firm. The Blakeley Cooperative Creamery Association held its annual meeting and reported continued progress under the management of Ernest Nelson. There was a large gathering at the home of Mr. and Mrs. Aaron Johnson to help Grandma Scott celebrate her 84th birthday. Herman Ashauer established himself in the tailoring business here, associated with Frank Dominski.

A gold watch was the top prize offered for best costume at the firemen’s first masquerade ball. The Post Office Department issued a notice that Belle Plaine should be spelled in one word, thusly “Belleplaine,” a change that was never accepted by the town, and years later cancelled. Ed and Dennis Cavanaugh embarked in the general mercantile business, taking over the stock of the J.F. Kilduff and Co. store. A woman in the adjacent county claimed her baby had been given the wrong name in baptism, and brooded over it so much that she had to be committed to an institution. Keystone M.E. Church realized $60 on their social supper held at the home of P. Bills.
Montgomery to Celebrate Mardi Gras Czech Style Yes, the name may sound crazy – mus-O-pust – but its tradition is rich. “Carnival” or “Mardi Gras” is celebrated in many parts of the world. I have an alarming concern that I believe should be brought to the attention of the entire Sibley East community as well as the Editor and Sibley East officials. It's in regards to the Sibley East School bond issue. An article was published in the Arlington Enterprise on January 22, 2015 which stated that Sibley East is going to seek reimbursement of legal fees from Mr. Nathan Kranz. The concern I have with this is that the School Board vote was published but not in legal timing. It was supposed to have been done 20-60 days prior to voting. What this means is that it was never published in time for the vote to actually be legal. When the court hearing was held in Gaylord regarding this illegal timing for the vote to the school Superintendent Jim Amsden the question was asked if he knew that it was NOT published within the required days. He admitted, "Yes, I did." This means it was an illegal statue. The next question should have been, "Why didn't you postpone the vote on the school bond issue?" Sibley East would not have incurred any court cost if everything would have been published regarding the school vote in the legal time limit. What is sad is how all of this could have been avoided if the court system would have followed the laws that are put in place to protect voters and the community. Now, Judge Eidie did rule that the school did not publish the notice in the paper in a timely manner. However, what I find alarming about this is that the Judge said that this would not affect the outcome. How could anyone be certain of this? How is anyone supposed to know how the outcome really would have been? If people would have known the true cost of the bond issue, the question remains if they would have voted the way they did. The concern I have with Sibley East seeking reimbursement from Nathan Kranz, is that none of these fees would have been incurred if Sibley East would have followed the legal timing of publishing the date required for voting on the school bond issue. A question I would like the entire community to address is, why is the majority of the cost of this school bond issue falling on the farmers? The truth of the matter is that it is shameful to see that blame and legal fees are being blamed on Nathan Kranz when in fact, this was all handled illegal from the beginning from Sibley East. By suing Mr. Kranz, they are violating his freedom of speech and freedom of press that is clearly stated in the Bill of Rights. He should be able to state and publish his opposition about what is happening. If anything, they should be sued for trying to abolish his rights. Hilary Sauter, Green Isle, MN

TransCanada, a foreign oil pipeline company would be able to use the power of eminent domain to acquire easements from American's land for their crude oil pipeline carrying tar sands crude from Alberta, Canada to refineries on the Texas coast. The first action by the new Republican controlled congress was a bill to allow a foreign corporation to bypass the process established by prior congresses to protect U. S. citizens from foreign corporations. One key decision by the State Department that would be bypassed by this Republican effort is to determine if the pipeline serves the national interest. Why would Republicans who profess to support freedom and liberty think that a foreign corporation should be given power over private property rights of U.S. Citizens? Even George Bush opposed that when he issued Executive Order 13406 restricting the use of eminent domain for private corporations. The new Republican congress is more interested in pleasing the oil industry that contributes billions to their re-elections than defending the rights of U.S. Citizens. I volunteered for military service during the Vietnam war and served four years as a medic. I believed I had an obligation to serve my country. Had I been asleep for 45 years and just woke up I would think we had lost that war as the Republicans who were so committed to preventing the spread of communism have turned control of our nation over to corporations. We once had a “democratic republic”. We now have a “plutocracy” - look up these terms if you don't know what they mean, you should. The Keystone XL pipeline will not reduce gas prices and will not create many jobs. The U.S. State Department report stated: “operation of the proposed Project would generate [only] 35 permanent and 15 temporary jobs, primarily for routine inspections, maintenance, and repairs”. Temporary pipeline construction workers may not even be citizens. This is not about jobs. The State Department reports suggest that the Keystone XL Pipeline is not in the nation's interest. Who do the Republicans represent? Not U.S. citizens whose land will be confiscated by the power of eminent domain. Not future generations who will be faced with devastation caused by worsening climate change. Not the environment that will be threatened by oil spills and underground leaks. Not the affected property owners. According to an article in the Pipeline & Gas Journal, pipeline company owners of abandoned pipelines “simply sweep the issue aside and do not address it” leaving landowners with no viable options. That same article noted that there are no regulations or even guidelines for abandoned crude oil pipelines that fall under the jurisdiction of the Interstate Commerce Commission. This new Republican controlled congress has sold out our country. Our own Congressman John Kline supported this legislation. He received thousands of dollars of campaign donations from the oil industry. Now that he is out of uniform, seems like he is serving himself instead of his country. Allen Frechette Shakopee, MN

They lived in Washington state for many years and later years moved to a warmer climate in Arizona. Our sympathies to his wife, Emma, their son, James III, brother Robert “Budâ€? and Marge Cemenski of St. Thomas,  sister Pat and Wally Krant of Belle Plaine, and Harriet Rode of Bloomington. Jim is preceded in death by siblings, Bernard and Gordon, Richard and Mary died in infancy. Jim and his wife reside in Coolidge, Arizona where his memorial services are pending.  Max Sullivan and Milt Lowe attended the Driver of the Year Award Banquet of the Minnesota Trucking Association at the Ramada Plaza on Thursday, January 29. As the past winner of the award, Milt had to speak during the program. Telling them he was a much better truck driver than he was a speaker, he kept his part of the program “short and sweet.â€? Stories and memories of Greg O’Connell surface in minds and hearts of many around St. Thomas and Le Center this time of year. Greg was a key figure among a fun-bunch of devoted family and friends who arranged the Le Center St. Patrick’s Day celebration. John Gregory, born February 7, 1945 to John and Elizabeth Brown O’Connell, was all about faith, family, friends, and fun with high energy, loved to dance, and see folks happy. His words came fast, humor was contagious, and wit quick. He was bigger than life. Still vision Greg ringing the church bells, hanging on, letting the rope pull him high. Greg has rested between the St. Thomas church and the lake since May 16, 1995. It will  be 20 years. His headstone shines green, like Connemara marble. Â

Also starting fast was Parker’s teammate Jackson Stauffacher as the Panther 113-pounder put up four first period take downs to take an 8-3 lead over Brennan Rutt. Stauffacher would get four more take downs in a 17-9 win. New Prague got a big win at 120 pounds as Sam Reyant was the recipient of a big first period as he outscored Panther Carter Piche 6-3. The match opened with Piche falling off balance and Reyant moved in and took Piche to his back for a fourpoint headlock. However, Piche came right back with an escape and take down to make it a 4-3 match, but then gave up a Reyant reversal before the end of the period. With Reyant ahead 6-4 going into the third period, he went on toe score an escape and a late take down to win 9-4. In the 126-pound match, Ben Kelvington found an unusual route to a successful win over New Prague’s Chase Logelin. After a scoreless first period, Kelvington scored from the down position twice when the Trojan wrestler was called for two illegal holds. However, Logelin would immediately tie the match at 2-2 in the third period as he hit a switch reversal right off the whistle. Soon thereafter, Logelin released Kelvington and the Panther wrestler would win the match 3-2 as neither wrestler was able to score a take down throughout the match. The first of four #1-rated wrestlers in this meet came to the mat at 132 pounds as the Panthers’ David Flynn put up points in a hurry against New Prague’s Brady O’Neill before finishing the match off early in the third period with a 16-0 technical fall. New Prague would send out the second straight #1 wrestler in the meet as James Berg came to the mat to square off against Ryan Siegle at 138 pounds. It was Berg that had finished as a state runner-up last year at 138 pounds when he lost in the state championship finals to Ryan’s cousin Zach 6-2. Ryan would get off to a good start in this one as he and Berg battled to a 0-0 first period. During the second period, Berg caught the Scott West wrestler with a three-point trapped arm tilt before Siegle scored an escape. With Berg ahead 10-3 late in the third period and the two wrestlers having gone off the mat with just seven seconds left in the match, Berg charged forward, pushing Siegle backwards and with no time left on the clock, referee Greg Martin felt compelled to make a stall call against Siegle and thus award a match point to Berg to give the Trojan wrestler an 11-3 major decision and one extra team point. The sequence of #1-rated wrestlers continued as New Prague sent Griffin Parriott to the mat, where he used a whip over to secure a first period pin of Dylan Johnson at 145 pounds. Nick Knutson would make it three Trojan wins in a row as he scored a 15-6 major decision over Tyler Buesgens at 152 pounds. With Scott West now clinging to an 18-17 team lead, the meet came to an important swing point as Scott West 160-pounder Deshawn Carter took to the mat against Nick Arguedas. After losing the opening take down, Carter came back to take a 4-3 second period lead with two take downs of his own. With the score tied 4-4 in the third period, Carter appeared to be on the verge of scoring a go-ahead take down as he drove Arguedas to the mat with a double leg, but the New Prague wrestler somehow dug an under hook and from the mat threw Carter to his back for an ensuing pin fall call at 5:26 of the third period. After New Prague’s Cameron Schmitz scored a 7-3 win over Calvin Menke at 182 pounds, Tyler Grieves would keep the Panthers in the fight as the junior scored an exciting 2-1 win over Tony Woolhouse in their match at 195 pounds. Trailing 1-0 in the third period, Grieves scored a take down and a ride out to get the big win. However, with New Prague still ahead 26-25, the Trojans would be able to put the meet away when Mitch Gullickson scored a second period pin of Jacob Allen at 220 pounds. With a seven-point lead at 3225, New Prague would elect to defer from wrestling against big Josiah Schatz at heavyweight, so the meet ended with the Trojans winning 32-31, and for the second time in three years, celebrated a one-point victory in Belle Plaine and just their third win in the 27 meetings between the two teams. “New Prague won the meet tonight because they out wrestled us at critical points,� states Ripley. “We will have to make sure that it doesn’t happen again if there is another meeting during the section team championships in a couple of weeks.� Scott West was scheduled to travel to Dassel-Cokato for a dual Tuesday night after this edition of the Herald went to press. The Section 2AA Team Tournament is scheduled to begin next week. Scott West, which is expected to receive one of the top two seeds, will host a quarterfinal match 6 p.m. next Thursday (Feb. 12) in Belle Plaine. Taste of Minnesota Returning to Carver County Fairgrounds Organizers of the annual music, food and pyrotechnics festival, Taste of Minnesota, say their stay last year at the Carver County Fairgrounds in Waconia was so well received that they’ll be back in 2015. The festival used the county
fairgrounds because Mississippi River flooding swamped Harriet Island in St. Paul. After evaluating options for other sites, including a return to Harriet Island, they decided to return to Waconia July 2-5.

This is what they do everyday,” Bonnie Vinkemeier said. “Still, it makes you very nervous.” A small army of emergency responders were ready just off the runway, firefighters, ambulances and police. “The good news was we didn’t go off the runway,” Bonnie said. This story has a happy ending. The co-pilot landed the aircraft without any serious problems. Minnesota River Conference champion Belle Plaine had four performers named to the 2014-15 All-MRC team. All four received the honor in both high kick and jazz. Junior Ally Fink was honorable mention in both. Belle Plaine first-year head coach Sibel Dikmen was named MRC Coach of the Year in both high kick and jazz. Mayer Lutheran had three dancers named to the team, followed by Norwood Young America and Jordan with two apiece. Jane Schneider, a senior, was a varsity dancer for five years and served as a choreographer for the 2014-15 season. She brought a fire to the team and will certainly be missed next season. She was a motivator at meets and practice. Her numerous years of experience proved to be an excellent resource for the team. Krista Peltonen, a senior, was a varsity dancer for three years and served as a captain and choreographer for the 2014-15 season. She was a great asset to the team as she reminded fellow teammates what it took to accomplish goals. She drove the team toward continued improvement and kept the team away from complacency. Alesia Hastings, a senior, was a four-year varsity dancer and captain/choreographer for 2014-15. She led by example and recognized that in order to ask from her teammates, she had to first demonstrate those things. She consistently worked hard, demonstrated focus and dedicated her time and talent to the team. Kala Schmidt, a senior, was a three-year varsity dancer and captain/choreographer for the 2014-15 season. She displayed leadership by her friendship and camaraderie with teammates. She was always willing to help someone in need in and out of practice. She kindly assisted teammates to motivate them and was a great asset and example for her teammates. This fall, the Scott County Meth Task Force challenged each of the Scott County high schools to develop a video with an antiheroin message. The task force has seen the use of heroin pick up considerably in our county and was looking for ways to get the message out to youth concerning the negative impacts heroin use may have. A team of students from Belle Plaine undertook this challenge and were recently notified that their video and had earned second place in the County competition and that Belle Plaine High School would receive a $2,000 prize for their efforts. The participants in this project were Marcus Giesen, Director; Stephen LaJeunesse, Asst. Director; and Actors Alec Lorenz, Brandon Heronimus, Danny McCann, Nathan Herman, Alec Ruud, Paul Nasby, Jack Larson and Ben Stier. Congratulations to all of you for your outstanding work on this project. Once the necessary permissions are received, it is our hope to have a link to the video on our district website. Governor Dayton recently released his priorities for this session in his proposed budget. While additional funding for education was a major part of the budget proposal, there have been concerns raised regarding the allocation of the dollars and some of the items not addressed in the budget. I believe that Schools for Equity in Education (SEE) organization accurately expressed some of these concerns in the following information they shared with members last week: • The Governor's proposal provides 1.8% annual inflationary increases for the MN Dept. of Education (MDE) for "continuation of services". SEE strongly urges the Governor to have this same consideration for the 825,000 children sitting in kindergarten through 12th grade classrooms. With 1% increases proposed to the general education formula, most schools will be forced back into the cycle of making painful cuts year after year. • High quality 4-year old preschool is the best way to put our most vulnerable learners on a trajectory for success in school and life. However, a voluntary, full-day, 4-year old preschool program for ALL children is very expensive. Thus, the Governor's proposal is a HUGE unfunded mandate. Kindergarten through grade 6 learners generate the entire basic formula of $5,948 per pupil for the September through June school year. The Governor would require full-day preschool for the entire year, including summer. Yet, he proposes to pay only half of the basic formula and expects the local school districts to make up the rest. • Disappointingly, the School Facilities Task Force recommendations were not included. • This is just the first step in a long process. Obviously, much work needs to be done to convince state leaders that adequate, equitable, and sustainable education funding, without any unfunded mandates, is critical not only for the success of all Minnesota students, but also for the success of Minnesota's future economy. I will be visiting the Capitol this week with several Belle Plaine residents. Our message to legislators will be to provide adequate funding for our existing programs and provide options for maintaining quality facilities for all schools throughout Minnesota. County Planning Commission Considers Hentges’ Mine Proposal

The $14.2 million project includes additional middle beginning 2/1/2015 school classroom space as well as a new gymnasium for physical education classes and school theater and performances. Le Sueur City Council OKs Assisted Living, Memory Care Facility
Le Sueur city councilors recently approved a tax-increment financing (TIF) district for a 60-bed assisted living and memory care facility. Oak Terrace is planning to build the facility on three acres on Fourth Street, just south of Turril Street. The project is designed to include 40 beds for assisted living and 20 beds for memory care residents. The $6.1 million project will generate up to 70 full- and part-time jobs with an annual payroll of about $1.2 million, according to Nick Montag, the project’s developer. The TIF
district provides financial incentives to the developer, who can use tax payments estimated at $1.6 million annually to fund initial project costs. As a condition of approving a TIF district, Oak Terrace will set aside at least 20 percent of the units for low- and moderate-income residents, the Le Sueur NewsHerald recently reported. The 17-year TIF district will generate about $100,000 annually in local property taxes. The developer will pay all development costs and be reimbursed twice yearly for a portion of those costs using the tax revenue. Montag represents Oak Terrace, which built similar facilities in Jordan, Gaylord and North Mankato.
A controversial gravel mine proposal that pits concerns over the environment against the need for aggregate to support roadwork is on the Scott County Planning Commission’s agenda Monday (Feb. 9, 6:30 p.m.) at the county Government Center in Shakopee. The commission will consider S.M. Hentges & Sons proposal for a mine on 87 acres in Sand Creek Township at 17825 Valley View Drive between Valley View Road and Highway 169 north of Jordan and just south of the Scott County Joint Training Facility. The county board is tentatively scheduled to take up the commission’s recommendation later this month. Commissioner Joe Wagner of Sand Creek Township, said staff is recommending conditional approval. Wagner, who grows produce on the land Hentges wants to mine, has “concerns” about the proposal. The proposed mine is the subject of an environmental impact statement (EIS). The City of Jordan has strong trepidation over the mine relating to its proposed depth and the potential use of a berm to protect the mine from flooding should the Minnesota River flood and back up Sand Creek near the mine. The city is concerned the berm could exacerbate flooding in lower Jordan. There is also concern that if the mine is flooded by the river water, it could contaminate groundwater serving Jordan, Wagner said. Aggregate resources on the site consist of unconsolidated sand and gravel, meaning blasting and dewatering will not be required for its extraction. The of aggregate below the water table will require heavy equipment.

The other great concern the city raised was over truck traffic. The original plan had thousands of truck trips running along County Road Val-
ley View Drive, through a residential area, to County Road 9 where trucks could then access Highway 169. Hentges’ changes the haul route to use 173rd Street where trucks can access southbound Highway 169. Trucks heading north on Highway 169 will have to do a U-turn south of 173rd Street.

The Minnesota State Fire Marshal is investigating the cause of the fire.

Good Showing at ‘The Brawl’ With more than 40 teams, “The Brawl” is becoming one of Minnesota’s premiere youth wrestling tournaments. Held at St. Michael-Albertville High School, the dual meet format draws the up and comers and seasoned youth teams from around the state held on 20 mats with more than 600 wrestlers in grades K-6. Scott West had a good showing, finishing with a 3-2 record and an 18th place finish out of the 40 teams. The young Panthers started the day losing a tough battle with Big Lake. The Swarm defeated Scott West 54-12. The Panther Cubs would rebound with three straight dual wins over Rocori (49-21), Wayzata (41-36) and Prior Lake (44-31). In the final match of the day, Farmington would stop the winning train with a 52-22 victory and the 17th place trophy. Firearms Safety Classes for Youth Available Now is the time for youth to sign up for a hunter education firearms safety class offered by the Minnesota Department of Natural Resources. “Volunteer instructors from throughout the state are calling in right now to set up spring classes, so this is the time to get your son or daughter registered before the fall hunting seasons begin,” said Acting Capt. Narveson, an eighth-grader, scored nine points, followed by Weiers and Schmitz with eight and seven, respectively. Lambrecht had four points, while Kellogg and Elizabeth Johnson both had two. Carlson said he was also impressed with the efforts turned in by other members of the team. “Paige Narveson had one of her better games. Alissa Schultz gave us a huge spark in the second half with nine points and great defense. We hit some big free throws down the stretch to pull out the win.”

Season Comes to Close for Belle Plaine The Belle Plaine High School Explosion dance team had its season come to an end at Saturday’s Section 3AA Meet at Mound Westonka High School. Tigers Lose Two MRC Games by Dan Ruud The Belle Plaine High School boys’ basketball team dropped a pair of Minnesota River Conference road games against MRC title contenders last week, losing to Le Sueur-Henderson 78-71 Tuesday night and Watertown-Mayer 78-54 Friday night. The Tigers, 2-6 in the MRC, 3-15 overall, looked to get on the winning track at home against last-place Sibley East (1-7) Tuesday night after this edition of the Herald went to press. They will host Tri-City United this Thursday and Jordan next Tuesday. Jordan Kahlow tossed in a game-high 25 points for LS-H. “This was another good game,” said Belle Plaine coach John Wellner. “We competed the whole night and just couldn’t answer LS-H’s run at the end to put them up by eight points. We did struggle a little defensively, but that is due more to LS-H shooting well than to us playing bad defense. Taylor Lenz and Nathan Herman really helped give us a lift in the scoring department and keep it close. If you look at where we were in December when we played LS-H the first time and now, it is clear we are a much improved team. The question is how much more can we improve before the playoffs in order to turn small defeats like this into victories?”

Belle Plaine Drops Two, Wins One by Dan Ruud The Belle Plaine High School girls’ basketball team snapped an 11-game losing streak that dated back to a week before Christmas with a 58-52 nonconference victory over Nicollet Monday night at the BPHS gym. The long-awaited win came after the Tigers had lost to New Ulm by 20 points last Tuesday night and by eight points to Watertown-Mayer Friday night. Both games, like the Nicollet game, were at home. The Tigers, 0-6 in the Minnesota River Conference, 3-16 overall, were at Sibley East in search of their first MRC victory of the season Tuesday night after this edition of the Herald went to press. They will be back on the road to face TriCity United this Friday before hosting Jordan next Tuesday.

Trojans Overtake Scott West The Scott West Panthers and New Prague Trojans met Thursday night in Belle Plaine’s smaller north gym. With the big Scott West mat almost rolling into the front rows of both sets of bleachers, the stage was set for what would become a super intense night of wrestling in a dual meet that featured four #1-rated wrestlers. The Trojans won the meet 32-31. “I think that the old north gym in Belle Plaine makes for a great atmosphere for a wrestling meet,” states Scott West coach Darren Ripley. “I heard some positive and negative comments from different people but as a fan you cannot argue that you were as up close and on top of the action as possible.” The action started with Parker Huss getting the Panthers off to a quick start as he went right to work against New Prague’s Taylor Woodyard at 106 pounds. Huss built a big 10-4 first period lead by scoring five take downs before working toward a second period pin of his Trojan opponent.

As told through the eyes of the presumed deaf mute, Chief Bromden, “One Flew Over the Cuckoo’s Nest” depicts the fierce struggle for change and control in a state psychiatric hospital between its patients and the unbendable Head Nurse Ratchet. Co-directors Tony Hartmann and Peter Jacobson said they saw large school Eagan perform “One Flew Over the Cuckoo’s Nest” at the state festival several years ago and ever since wanted to take on the challenging drama in Belle Plaine someday. They both agreed that this year was the right time in that this is one of the most experienced groups of actors and actresses they have ever had, with 17 of the 20-member cast and crew being returning letter winners, including 11 seniors. There’s also more males than in past years, which “One Flew Over the Cuckoo’s Nest” requires. “We’ve had this play on the back burner for a few years now and it requires a number of talented actors and actresses,” Hartmann said. “We wanted to give this group the challenge of performing a serious dramatic piece and Peter and I both agreed this was the year to do it.” This year’s cast and crew are: Matthew Ludvik (Chief Bromden), Anthony Lovejoy (Dale Harding), Alec Lorenz (Billy Bibbit), Stephen LaJeunesse (Scanlon), Dylan O’Brien (Cheswick),

Hartmann and Jacobson are in their ninth year as Belle Plaine’s co-directors. Hartmann said defending the section crown on Saturday won’t be easy as “there are a lot of good plays” competing. Last year marked the seventh time in the last eight years that Belle Plaine won the section championship and starred at state (the highest honor achievable). The other six most recent were in 2007, 2008, 2009, 2011, 2012 and 2013. Belle Plaine also won section championships and received starred performance ratings at state in 1993, 1997, 1999 and 2000. Judges’ Remarks Below are some of the judges’ comments after viewing Belle Plaine’s performance on Saturday: – This is a challenging story to condense into a one-act play, but this cast has done a fine job of keeping the essence of both the characters and plot. – It can be challenging to show patients’ mental illnesses through physical symptoms
without turning them into onedimensional characters or stereotypes. The cast works well to make these patients threedimensional individuals worthy of our understanding. – Nurse Ratched is a steady force on stage. Very powerfully played ending. Excellent job!! – I must point out that each character, main and supporting, was very strong. The amount of care you each put into exploring your individual roles was noticeable. – Vocal and physical characterizations delineate and also show inner thoughts and feelings. – Good use of stage space, including various levels. – Technical aspects and set design add a lot to establishing setting and tone. Judges rate the plays according to specific criteria, including physical characterizations, vocal characterizations, technical elements, educational value and overall effectiveness of ensemble. Each production is limited to 10 minutes of stage preparation and 35 minutes of actual performance.

For the second week in a row, “One Flew Over the Cuckoo’s Nest” will be performed for the general public 7 p.m. this Thursday at the Belle Plaine Performing Arts Center. Admission is free.
New Business Does Cupcakes and More Whether you’re craving just one cupcake or need a few hundred for a special event, Lady A’s Cupcakes in downtown Belle Plaine has you covered. Owner Angie Lederle recently opened the business at 106 North Meridian Street. Besides cupcakes, she also offers a daily sandwich, soup and salad lunch option. Everything she bakes and cooks “is made from scratch.” Among the various types of cupcakes she had available Friday were Fresh Lemon, Red Velvet, Vanilla with Butter Cream, Chocolate with Butter Cream, Snickers and Chocolate Peanut Butter to name a few. Much of Lederle’s business involves large takeout orders for special events, ranging from weddings to anniversaries to birthday parties. On most holidays, she also has for adults “Champagne cupcakes.” Lederle expects one of her busiest days of the year to be coming up soon – Feb. 14. “New Year’s Eve was really busy, so I expect Valentine’s will be, too,” said Lederle, who does most of the baking herself, except on occasion when she “ropes her husband (Jeremy)” into helping. For some of the bigger orders, she bakes out of the SCALE Regional Public Safety Training Facility in Jordan.
BPHS student Hannah Burmeister readied herself for her role as the oppressive Nurse Ratched prior to Thursday’s public performance of “One Flew Over the Cuckoo’s Nest.” Angie Lederle opened Lady A’s Cupcakes in Belle Plaine in late December. Lady A’s Cupcakes also does pies, both 5 inch and 9 inch. When it comes to orders, Lederle said she can handle just about any amount. “I’ve sold 500 before, so my range is open,” she said. Lederle also sells her baked goods at farmers markets and craft shows. She’s a regular at the Eagan, Farmington and Prior Lake farmers markets. Lady A’s Cupcakes hours
