City Council, P&Z Hold Joint Meeting on Solar Gardens Solar Company Proposing to Build Facility on 40-Acre Site by Dan Ruud The Belle Plaine City Council and Planning and Zoning Commission met jointly last Monday night (Jan. 4) in an attempt to gain more understanding of the impacts of a proposed solar power energy facility in Belle Plaine. TruNorth Solar of the Twin Cities is the latest such company to inquire about Belle
Plaine’s interest in jumping on the solar bandwagon that is charging across Minnesota and elsewhere in the nation. Pat Wier and Mike Kampmeyer of TruNorth were in attendance, as was Trisha Rosenfeld, who represents Xcel Energy. TruNorth Solar is proposing to build a 40-acre solar field adjacent to the western boundary of the city limits. The property, which is located northwest of South Street, is owned by sisters Kim Devine-Johnson and Tammy Devine. Belle Plaine City Administrator Holly Kreft said there would be no cost to the city and that the endeavor would be an investment by the solar com-
pany. A solar garden is a solar electric array with multiple subscribers connected to the utility grid. The subscribers may purchase a portion of the power produced by the array and receive a credit on their electric bill. Utility customers within the solar facility’s service area, including residences, businesses, local governments, non-profits and faith-based organizations, can all subscribe. According to TruNorth, “community solar projects allow electric consumers to receive the benefits of solar energy

Ryan Dungey Standing Tall as First Motocross Racer on Wheaties Box After a phenomenal 2015 run that saw him winning titles in both Motocross and Supercross, Wheaties has announced that Ryan Dungey will be the next athlete featured on the iconic orange box. Already a highly-acclaimed rider, Dungey’s year further solidified his claim to be the first Motocross champion on the cover of the Wheaties box. Last July, Dungey became the first motocross racer ever to win an ESPN “ESPY” Award for Best Male Action Sports Athlete of the Year. “Ryan has been an extremely valued member of Team Wheaties over the past few years,” said Stephanie Moffat,
associate marketing manager for Wheaties. “We couldn’t be more proud to honor someone who’s shown time and again that he’s a champion on and off the track.” Dungey, the son of Troy and Michelle Dungey of Belle Plaine, is married to Lindsay (Siegle) Dungey, a 2009 graduate of Belle Plaine High School. Dungey is the current 450cc class Monster Energy Supercross champion and AMA 450 Motocross champion. He and Lindsay currently reside in Tallahassee, Fla., where Dungey can train year-round. After turning pro in 2006, Dungey quickly proved he was
one of the best riders in the world. By the age of 21, he secured every title his sport has to offer. And in 2015, almost a decade into his professional career, Dungey dominated the competition to take home Supercross and Motocross championships. “It’s definitely a very exciting moment, getting to be on the Wheaties box. I can’t tell you how many times my brother and I sat there joking about, you know, one day that’s going to be me on the box,” said Dungey. “To be the first Motocross racer on the box is definitely an amazing moment. I think it’s huge for all of us, so I’m very, very thankful.”
B.P. School District Talking Solar Energy For Savings, Learning Tradeoff: Solar Panels on Schools for Fixed Rate
The odds of Belle Plaine School District buildings hosting solar panels may be small, but the district is talking with an alternative energy company about a swap between sunfriendly locations and fixed rates for electricity in the years to come. At Monday’s school board workshop, Superintendent Ryan Laager informed the board of preliminary discussions with Twin Cities-based Cedar Creek Energy. The company is interested in sites for solar panels that would generate electricity. The company would guarantee the school district a fixed rate per-kilowatt hour in its facilities in the years to come in ex-
change for the locations. “Frankly, we have a lot of roof space,” Laager said. “There’s a lot of incentive for the district.” He said a windmill on the grounds at Oak Crest has even been informally mentioned as a possibility. The idea seemingly has no legs since “some see them as an eyesore,” Laager said. Cedar Creek Energy would pay for the solar panels, their installation and maintenance, Laager said. If the district had a roofing project that required the temporary removal of the panels, the superintendent told the board the company would remove the solar panels. Laager told the board he would not recommend approval of any proposal that wasn’t at least “cost-neutral” to the school district. The school district is hoping for rates of 9 cents per kilo-
watt hour or lower. It currently pays between 9 and 12 cents per hour. The school district spent $239,000 on electricity in 2015. Savings aside, Laager said he wants to incorporate the science and technology of the solar panel plan into the school district’s classrooms. He said the alternative energy field would have jobs Belle Plaine students could one day potentially fill. The company and school district will continue to discuss the proposal in additional meetings. Laager said he would notify the board if the discussions lead to a formal plan for board

Belle Plaine Area Cooks Enjoy Competition, Good Chili Locals Offer Best Recipes for Wizardz Benefit
They admittedly don’t know much about Special Olympics, only that it provides an opportunity for special athletes to compete. Tom Grengs and Tom Flowers enjoy competition. The two men, cooks at Johan’s Sports Bar in downtown Belle Plaine, will be among as many as 10 cooks offering their best chili recipes Saturday for a fund-raiser benefiting a local Special Olympics team, the Wizardz. The chili cook-off will be held Saturday (Jan. 16, 5-8 p.m.) at Oak Crest Elementary School, 1101 Commerce Drive W. in Belle Plaine. The judging will be around 5 p.m. The judges are local police officers and city officials in some of the communities where Wizardz Special Olympians live. Teams from Sparetime Tavern, Coborn’s Superstore, Jordan Supper Club, the Feed Mill in Jordan and the Roadhaus in Henderson are among the eight to 10 teams expected to compete. Desserts will also be available. Grengs and Flowers will prepare a white chicken chili. It includes green peppers, cayenne pepper and other spices. It’s similar to the chili they prepare at the sports bar. The difference, the two cooks say, is many common chili recipes include red ground beef.
There recipe, Grengs said, is unique. “We wanted to do something different. It’ll blow their socks off,” Flowers said. Besides the ingredients themselves, an important element to the good chili is time, time to let the spices permeate the other ingredients in the chili. They’ll let their chili simmer for about three hours before the tasting begins.
“You put it all together and wait,” Grengs said. Grengs has been working in kitchens for a few dozen years. He got his first job in the kitchen at an assisted living home in Hopkins when he was 14. He’s been in the kitchen manager at

Emil Ashauer Dies at Age 102 One of Belle Plaine’s most enduring residents and civic leaders died last Tuesday (Jan. 5) at the age of 102. Emil Ashauer, who was living at Kingsway Retirement Living in Belle Plaine, was grand marshal of Belle Plaine’s 1989 Bar-B-Q Days and 2014 German Days parades, the latter of which he rode with his second wife, Viola Dahlke, who was 95 years old at the time. They were easily the oldest couple to ever lead a parade in Belle Plaine. Even well into his 90s, Ashauer drove each year between Belle Plaine and his winter home in Texas. Ashauer was born June 5, 1913 on his family’s farm in Lidgerwood, N.D. His parents were Herman and Marie Ashauer, who raised six kids. Shortly after his 100th birthday in 2013, Ashauer explained that he was just a kid when his dad eventually stumbled upon Belle Plaine. “He was a tailor who learned his trade in the old country (Germany),” he said. “He had come over, got married, and
when he heard how rich the North Dakota farmers were, he went there and that’s where I was born. But then he found out the North Dakota farmers weren’t getting rich and he went back to tailoring.” Eventually, the family found their way to Belle Plaine, where Ashauer’s father bought out the local tailor. began Nov. 3. *Voters in the Belle Plaine School District selected three new people on Nov. 3 to help lead the community’s public schools over the next four years. They elected Tracy O’Brien, Diane Skelley and Terry Kahle to the board. O’Brien topped the balloting with 283 votes. Skelley finished with 263 and Kahle received 236 votes. Gary Steinhagen finished fourth in the race for three seats. He received 202 votes. O’Brien filed for the election, her first bid after being appointed to serve earlier in 2015. Skelley and Kahle, who ran as write-in candidates, replaced Matt Lenz and Mike Ludvik, who did not to seek reelection. *The BPHS volleyball team, which had not gotten past the semifinals in eight previous state tournament appearances, went the distance this time around to bring home the program’s first state championship. The Tigers, the No. 1 seed, defeated unseeded Perham 3-0 Nov. 12, defending state champion and No. 4 seed Stewartville 3-1 Nov. 13 and No. 2 seed Concordia Academy 3-0 Nov. 14, capping off a state championship season record of 32-3. Belle Plaine seniors Kaylee Hentges and Dakotah Poitra and juniors Mariena Hayden and Danielle Taylor were named to the state Class 2A all-tournament team. The above four along with teammate junior Elizabeth Johnson were also named allconference. Senior McKenzie Koepp was honorable mention.

*In what was an emotional 30 minutes for members of the Belle Plaine City Council and a couple of dozen people in attendance in support of renaming the city’s softball field from Prairie Park to Jerry Connolly Memorial Field, the council on Oct. 5 opted to uphold the city’s policy that states a person must be deceased for a minimum of 10 years before such a change can occur. The park board had also recommended keeping the name Prairie Park, but like the council, discussed ways to memorialize the late Jerry Connolly by adding amenities in his honor at the park such as park benches, etc. The two dozen people in attendance at the workshop was just a small sampling of individuals who want the park renamed Jerry Connolly Memorial Field as the group had obtained over 600 signatures on a petition asking for just that. Connolly was found dead Aug. 5 at the city’s wastewater treatment plant, where he was the longtime plant manager.
*Unlike the previous two Belle Plaine Scenic Byway Half-Marathon races, there was no marriage proposal at the finish line of the fifth annual event on Oct. 10, which was run in splendid fall colors and mild temperatures and sunshine. For a second year in a row, Belle Plaine native Peter Eischens won the race with a time of 1:29:11, which was a little over a minute behind his time in 2014. Gerald Mead of Minneapolis was second overall, almost six minutes behind Eischens. The first female to complete the half-marathon was Alyssa Gammelgaard of Chaska. Her time of 1:35:57 was third best overall, just one minute behind Mead. Kevin Weiser of Minneapolis and Katie Thompson of Eden Prairie were the 5K winners. *The team portion of the postseason came to a close for the Belle Plaine High School tennis team on Oct. 12 in a loss to Holy Family Catholic, but not until it gained a very gratifying win at rival Jordan in the first round of the Section 2A Team Tournament at Jordan. The Tigers upset the Jaguars 4-3. Jordan had won both regular season meetings between the two teams. The Tigers finished the season 4-4 in the Minnesota River Conference, 8-11 overall. In the individual tournament, Belle Plaine junior Ireland Lambrecht won three of four matches to place third individually, losing only to eventual section champion Carlie Brandt of Le Sueur-Henderson. Earning all-conference honors for Belle Plaine in 2015 were Lambrecht and Rachel Schroers. Teammate Bailey Gavin received honorable mention. *Members of the Belle Plaine City Council and staff got to play in the dirt and eat some cake before heading to city hall for their regular meeting on Oct. 19. The council and staff were joined by dozens of other government officials and members of the community for the County Road 3 bridge groundbreaking ceremony. Presiding at the groundbreaking was Belle Plaine Mayor Mike Pingalore,
who thanked many of those in attendance for helping make the groundbreaking possible. He also acknowledged Ridgeview Medical Center, which plans to build a medical clinic near the site while the overpass is being constructed. *The Belle Plaine High School boys’ and girls’ cross country teams had their sights set high at Montgomery’s National Golf Club on Oct. 29, and although they finished high in their respective Section 2A team standings, neither reached their desired plateau, which was a top-two finish and state tournament berth. The Belle Plaine girls placed third in their 20-team field, while the boys were fourth among 22 teams. The Tigers’ Emily Berger, an eighth-grader, qualified for the state Class 1A individual meet at St. Olaf College in Northfield, where she finished in the top third. Earlier in the month, both the Belle Plaine boys’ and girls’ teams captured the Minnesota River Conference team championship. Gaining allconference for the boys were Kellen Bergs, Kyle Siemon, Dylan Bigaouette and Sam Gregory. Elliot Rudd was honorable mention. Achieving allconference for the girls were Berger, McKenna Herrmann, Alissa Schultz and Cassie Stolt. Danika Schroeder was honorable mention. *It was a delightful start to a Halloween afternoon for the Belle Plaine High School football team before things took a haunting turn in the state Class 3A quarterfinals against TriCity United at Lakeville North High school. Not only did the Tigers blow a 14-0 lead, but they had to play the second half without their big-play senior quarterback Luke Narveson. The Titans, who rallied to take a 28-21 lead at halftime, went on to eliminate Belle Plaine 4124. Still, it was a grand season for the Tigers, who won their first section championship in 22 years after defeating Glencoe-Silver Lake (at Glencoe) the previous week. The Tigers finished the season 9-3 overall, two of those losses coming against TCU. The highlight of the regular season came the final week when the Tigers upset previously unbeaten Marshall 39-35 in Belle Plaine. Marshall had outscored its opponents by a combined 350-7 entering the game. Earning all-district honors for Belle Plaine were senior Luke Narveson, sophomore Marcus Walsh, junior Alec Ruud and senior Josh Juaire. Seniors Tyler Grieves and Jonny Vinkemeier were honorable mention.

*Nov. 1 is normally the time Belle Plaine residents have to start adhering to the local snow ordinance when it comes to parking on city streets. With temperatures reaching the 70s on both Nov. 1 and Nov. 2, winter was far from everyone’s mind. *Belle Plaine City Council Member Scott Schneider informed the city that he was resigning from the council, effective Nov. 20, because he was moving to Shakopee. *A Belle Plaine woman quickly grabbed whatever possessions she could before escaping a fire that destroyed her house on West Forest Street on Nov. 22. Sandra Hessing called for help just before 7 p.m. She escaped after reporting flames and smoke filling the house. Firefighters could not save the manufactured home. The cause of the fire had not been officially determined. *During a special session Nov. 24, the Belle Plaine City Council voted to appoint Henry Pressley Jr as its replacement for Scott Schneider, who resigned because he his moving to Shakopee. Schneider still had over three years remaining on his current term. Pressley was a 12-year member of the city’s planning and zoning commission and was chair at the time of his appointment to the council. He officially took his seat on the council Dec. 9. Eight people had originally applied for the position. *Rainbow Discovery Center relocated from 613 East Main Street to adjoining 617 East Main Street, the latter of which formerly housed Otto Drug Store, which closed earlier in the year. Renee Schultz, who owns Rainbow Discovery Center, said the move would increase her business’ space from approximately 2,800 to 6,700 square feet. Schultz is leasing the facility from building owners Dale and Lori Otto. As for the previous Rainbow site, Angie Gorman is operating Angie’s Infant and Toddler Day Care.

Focusing on community needs and wants, the project will promote rehabilitation and wellness in addition to offering specialty providers and premier senior living. *The Scott County Library System announced the appointment of Melissa Smith as branch manager of the Prior Lake Library, effective Jan. 5. Smith, who lives in Prior Lake and was looking forward to a much shorter commute, had been the branch manager for Belle Plaine only since February, at which time she took over for longtime Belle Plaine Librarian Georgine Gansen, who retired. *The Belle Plaine School Board on Dec. 14 approved a reduced property tax levy for 2016. The district will collect $4,741,411.42 in 2016. That’s $62,045.09 less in property taxes – a 1.29 percent decrease from 2015. The Belle Plaine City Council on Dec. 21 voted 4-1 to approve the city’s fee schedule for 2016, which included sewer and water increases. For an average residential user, the increase from 2015 to 2016 equates to about $3.87 per month for sewer and $2.35 per month for water, resulting in a total increase of $6.22 per month on a usage of $4,000 gallons. *Belle Plaine’s Firefighter of the Year for 2015 was Ryan Herrmann. *Perhaps the best news of all in 2015 was the plummeting gas prices that occurred in the latter part of the year, often falling below $1.90 per gallon, which continued into the start of 2016.

Carol A. Bigaouette Emil Ashauer Emil Ashauer, 102, a resident of Kingsway Retirement Living in Belle Plaine, passed away on January 5, 2016. Funeral service was held at 11 a.m. on Saturday, January 9 at Trinity Lutheran Church in Belle Plaine. Rev. John Meyer officiated. Visitation was one hour prior to the service at church on Saturday morning. Interment was in Oakwood Cemetery in Belle Plaine. Emil was born June 5, 1913 in Lidgerwood, North Dakota to Herman and Marie (Krieger) Ashauer. They moved to Minnesota when Emil was young. Emil had three brothers and two sisters. He graduated from Belle Plaine High School in 1931 as class salutatorian and learned the plumbing trade during and after his high school years. After a tour of duty with the U.S. Army Corp of Engineers in the South Pacific and New Guinea during WWII, he returned to Belle Plaine where he started Emil’s Plumbery. He retired in 1975 and enjoyed traveling, socializing, golfing, gardening and many other activities. After retirement he wintered in McAllen, Texas, driving back and forth from Belle Plaine until well into his 90’s. Emil was an active participant in the life of the community. He was an associate member of the Commercial Club, a charter member of the development corporation, the historical society and the Rotary Club. In his early years he achieved the rank of Eagle Scout in Belle Plaine’s first Boy Scout troop. He is survived by his second wife, Viola Dahlke of Belle Plaine; sister, Elsie Stueber of Albuquerque, New Mexico; step-children, Robert Dahlke of Belle Plaine, Janice (Dick) Schense of Belle Plaine, Fern Dahlke (Joe Tessmer) of Atlanta, Georgia; as well as nieces and nephews; step-grandchildren; great-grandchildren; and great-great-grandchildren. Emil is preceded in death by his first wife, Faith Simon, who passed away in 1988.

We will celebrate her life at a Mass of Christian Burial at 11 a.m., Thursday, January 14 at St. John’s Catholic Church, 26523 200th St. in Belle Plaine. Visitation will be one hour prior to service at church. Please join us after Mass for a luncheon. Interment will be in Assumption Catholic Cemetery at a later date. Carol was born June 14, 1932, to Carl and Marie (Kaiser) Lambrecht of Jordan, MN. where she grew up and graduated from Jordan High School in 1950. On September 15, 1951, she married the love of her life, Larry Bigaouette, at St. John the Baptist Catholic Church in Jordan. She was the perfect farm wife. When she wasn’t in the garden or out in the fields, she could be found in the kitchen cooking or canning. Carol was a devoted mother to Rick, David, and Debra. She was an amazing seamstress, and some of her best creations were the dance outfits she made for their dance competitions. Years later, they gave up their dancing shoes for Button Boxes. They formed a band called the Button Box 3 and entertained around the area and in Mesa, AZ, where they wintered for over 20 years. Carol is now reunited with her husband Larry; her son, David, parents; and brothers. She will be missed by her son, Rick (Julie) Bigaouette of Prior Lake; her daughter, Debra (Tom Smiley) Murphy of Red Wing; grandchildren; great-grandchildren; sister, Doris Peterson of White Bear Lake; and brother, Chuck (Mary Ann) Lambrecht of El Cajon, CA; and the many nieces, nephews, cousins and friends. koldenfuneralhome.com

Leonard J. Fogarty Leonard Jerome Fogarty, 87, passed away peacefully at home surrounded by family on January 12, 2016. Visitation will be from 5-7 p.m. on Thursday, January 14 and also from 12-1 p.m. on Friday, January 15 at Our Lady of the Prairie Catholic Church in Belle Plaine. Celebration of his life Mass will follow at 1 p.m. Father Roger Hessian and Father Brian Lynch will concelebrate. There will be a private interment at Sacred Heart Cemetery. He was born to Michael J and Elizabeth Fogarty. He was the youngest of 12 children. Len attended District 53 Country School and graduated from Belle Plaine High School in 1946. He served in the Army for 21 months, at which time he returned home to farm. On June 22, 1957 he married Pat Gaffney at Sacred Heart Church. They were blessed with five daughters, Kim (Neal) Newman of Red Wing, Sheila (Dave) Herrmann of Belle Plaine, Maureen (Bill) Daehn of Brooklyn Park, JoAnn (Bob) Malz of Jordan and Jill (Jeff) Cavanaugh of Manitowoc, WI. He was the very proud grandfather of 12 grandchildren. In 1964 he became an employee at the Belle Plaine Post Office as a letter carrier. After 27 years he retired on January 31, 1992. Len was an active Knights of Columbus member. He served as Grand Knight for two years and treasurer for 18 years. He was an active volunteer at Our Lady of the Prairie Catholic Church as a Minister of Eucharist. He also volunteered for Meals on Wheels for many years. Len was a cherished husband, father, grandfather and loved by many. Len is preceded in death by his parents; sisters, Beth, Mary, Brigid, Sarah; and brothers, Michael, Thomas, Joseph, John, Patrick, Leo and David. Gary L. Bandel Gary Lee Bandel, 68, of Belle Plaine, passed away peacefully on January 11, 2016 surrounded by his family. Mass of Christian Burial will be at 11 a.m. on Saturday, May 14, 2016 at Our Lady of the Prairie Catholic Church in Belle Plaine. Fr. Brian Lynch will officiate. Gary was kind and gentle, and enjoyed people, both old friends and new. He was proud to have served his country in Vietnam. He was honorably discharged with a Purple Heart, among other medals. Gary worked for many years in the auto-body industry. He enjoyed classic car shows and rebuilding his own cars. He also enjoyed hunting and fishing. Gary and Carolyn loved to travel. Eagles Soar During Ney Nature Center’s Christmas Bird Count The Ney Nature Center Christmas Bird Count turned out to be an Eagle Day! House sparrow numbers topped the list, but American bald eagles proved to be the exciting item for the day. Twenty-seven of the regal birds were discovered wafting upward in a ‘kettle’ immediately west of Le Sueur, and volunteers encountered numerous single and double eagles within the magic 7.5-mile circle throughout the day. This was exciting for birders in that just a few years ago the eagle, being at the top of the food chain, was close to extinction. A snowy owl was observed four times prior to the count, and a couple of times post-count. However, the official count date chosen by Ney personnel was Dec. 19. Approximately 90 children and adults took part in the 2015 Christmas Bird Count, putting in 87 hours counting birds at feeders and in forests and fields. One must remember that the number of birds observed “at one time” becomes part of the observer’s tally. At this time, 40 species were identified. In descending order, the top number of birds counted included 519 house sparrows, 339 Canada/other geese, 280 black-capped chickadees, 256 turkeys, 235 pigeons and 222 American goldfinches. The four varieties of area woodpeckers remained about the same, but cardinals of both sexes showed a considerable loss, which was noticed from
all sections of the count. In spite of ‘stocking attempts,’ the number of ring-necked pheasants continued to decline. Twenty-three over-wintering robins were seen, and a number of snow buntings busied themselves along roadways to the west of Henderson. Due to lack of snow on corn stubble, Trumpeter Swans could be found feeding, while both purple and house finches remained about the same. Many dark-eyed juncos were observed but some of these may have been Oregon juncos, with 180 the total count. This is a huge drop in junco numbers from previous years. Again, this may be accounted for by a snowless winter with plenty of opportunities to find food. Surprises during the count included six northern flickers. Most of this species formed flocks and retreated south in October, however, with frozen wild grapes and flowering crab fruits available, a number stayed around a bit longer. The expanding range of Eurasiancollared doves yielded just two at Sand Prairie, while their cousins, the mourning doves, found seventy-one attempting to survive the Minnesota winter. In summary, the Ney count was a huge success in terms of species sighted by a large number of volunteers contributing to citizen science. Study for Reductions
The school board also directed administration to look at all programs and operations for possible spending reductions for the 2016-17 school year. Laager said the possible cuts would be based on anticipated enrollment, per-student state aid that accompanies each student, and impact on district fund balances. The findings and potential recommendations for cuts will come after review of finances. The results of the study will likely be available by March, Laager said.
Any recommendations for reduction or placing a teacher on unrequested leave of absence could likely impact staff since the district’s operating budget primarily funds licensed and non-licensed staff.

The board held its annual organizational meeting after directors Terry Kahle, Tracy O’Brien and Diane Skelley took the oath of office. Dan Gardner was voted the board’s chairman and Dan Giesen the board’s vice chair. O’Brien will be the school board’s clerk and Vandermark its treasurer.

Scott County Changes Grading Permit Requirements For Farm, Development Land Scott County has changed the rules for how the way farmers and developers manage their land. The county’s rules for storm water management, erosion control, and wetlands, have been changed. The changes are intended to protect and preserve the county’s water resources and protection of both upstream and downstream property owners from the impacts of development and grading activities. The new rules are required to keep the county consistent with state and federal storm water management requirements. Scott County now requires a grading permit for specific agricultural activities associated with the importation of fill material. The new rules must also be consistent with state and federal storm water management requirements in the County’s National Pollutant Discharge Elimination System (NPDES)
permit. Landowners within city limits must follow city ordinances governing storm water management.

Changes regarding the state and federal requirements generally consist of defining requirements for redevelopment, and for managing one inch of runoff from impervious surfaces like pavement and rooftops created by new development. Other minor changes include adding expiration dates for grading permits and the sources of data to be used for calculations. With respect to agriculture, Scott County is becoming aware of more and more drainage issues occurring between farming plots and adjacent residential properties in areas of the county guided and zoned for a mix of rural-residential and agricultural uses. Cologne Cautiously Weighing New Water Treatment Plant Some residents in Cologne have long complained about the smell and taste of city water. Hoping to address those concerns, the city council is cautiously considering investing $5.9 million in a new well and water treatment plant. Last week, the Cologne City Council heard a report from Jake Saulsbury, its contract city engineer from Bolton & Menk. The council has been studying the results of a feasibility study on a proposed new water treatment plant. It is expected to revisit the issue and possibly render a decision on moving forward next week when the council meets Tuesday (Jan. 19, 7 p.m.) rather than Monday because of the Martin Luther King Day holiday. The possible $5.9 million investment, if approved, will be built south of Highway 212 and just east of the newer of Cologne’s two water towers. The

The Green Isle Fire Department’s firefighters spent 343½ hours in training last year.

The change does not prohibit filling, it just requires a grading permit when more than 500 cubic yards of material are imported into a site. Normal agricultural activities – like tilling, plowing, disking, and planting, along with internal erosion repairs -- continue to be exempt from any county grading permit. Thirty Years Ago This Week
The H.E. Westerman Lumberyard would continue operation in Belle Plaine. “We decided not to close as has been rumored,� stated Don Westerman. Westerman Lumber Company, which was founded in Montgomery in 1889, had been operating seven lumberyards in area towns until the surprise announcement that it was closing the Le Center yard. Petitioners seeking to bring Extended Area Service (the metro telephone line) to Belle Plaine collected well over double the number of needed signatures. “The response was overwhelming,� said Chuck Perkins, who announced that 810 signatures had been obtained. He said earlier that 350 would be required to initiate action by the Public Utilities Commission leading to the provision of the metro line here. The Belle Plaine School Board voted that Monday night to hire an instructional aide to take some of the pressure off of sixth grade teacher, Mrs. Joan Hafslund. The sixth grade enrollment had increased from 30 pupils at the end of the 1984-85 school year to 35 at the present time. Scott County commissioners elected Mark Stromwell of Prior Lake to be its chair for 1986, succeeding Richard E. (Dick) Mertz. Cathy and Bruce Halloran of rural Belle Plaine were the new parents of the first baby of 1986 born at Queen of Peace Hospital in New Prague. Ellen Catherine was born Jan. 2 at 9:10 a.m. Twenty-nine families comprised of 99 individuals in the Belle Plaine area received Christmas dinners provided by the Scott-Carver Economic Council-sponsored Holiday Project. According to community organizer Jackie Kes, some 62 children and eight senior homebound individuals in the Belle Plaine area received brand new gifts and toys. Harvey A. Ruehling, age 81, of Belle Plaine, passed away on Jan. 6. He farmed in the Belle Plaine area until taking a position at the State Capitol working for the vehicle registration division. He was employed there for 27 years. Belle Plaine High School junior Mike Gaffney, 16, son of Kevin and Mary Gaffney, was selected a semifinalist in the National Merit Scholarship competition. High school counselor Mark Moselle said Gaffney was the first student from here in several years to achieve semifinalist status in the nationwide competition. The BPHS boys’ basketball team resumed its schedule after a two-week Christmas vacation with a 65-39 trouncing of the visiting Le Center Wildcats. Brad Johnson, playing one of his better games, had 29 points and 20 rebounds for the Tigers. Kevin Jeurissen and Jeff Johnson added 12 and 10 points, respectively. The win improved the Tigers to 3-2 in conference play. The Tiger girls’ hoops team split two games, losing to St. Peter 50-49 and beating Jordan 47-34. Ann Klehr had 15 points and 13 rebounds in the win against Jordan. Belle Plaine improved to 4-1 in conference play. The BPHS wrestling team fell to Le Center 28-24. Also
Recalling History Ninety-five-year-old Leo Albrecht Sr. of Belle Plaine saw Halley’s Comet when the spectacular object flew past Earth back in 1910. He said a prize fight between a black heavyweight champion (Jack Johnson) and a white challenger (Jim Jeffries) created more excitement than the comet. Albrecht, who for many years operated a circus, still painted with oils. In early 1986, he completed this representation of the famous Mona Lisa portrait. that week in a tournament in Norwood, in which the Tigers placed fourth, Jim Buesgens and Tim Siegle won championships for Belle Plaine. It was announced that football players at Henderson High School and Arlington-Green Isle High School would play under the name of “Sibley East� when the two schools consolidated their football programs in the fall of 1986. A nickname for the team would be selected by members of both student councils.

According to the Census of Business, the four counties of Scott, Carver, Le Sueur and Sibley did a retail business in 1954 of $69,819,000, a large increase over the previous business census taken in 1848. Le Sueur County, with the most retail establishments at 311, topped the group with $21,165,000. Scott County, with 248 retail establishments, came in second with a business of $17,838,000. Mrs. Margaret Schweitzer, 83, died at her home in Ellsworth. She was a daughter of the late Mr. and Mrs. Peter Klinkhammer, pioneer settlers of Union Hill, and a sister of Mrs. Math Giesen. M.J. Daly was one of the committee to meet Adlai Stevenson on his arrival at the Twin City airport, and was also a guest at the dinner that night at which Stevenson spoke over the radio and television. Mr. Daly’s name was filed as a Stevenson delegate to the Democratic National Convention. Frank Rodeen died at a Minneapolis hospital. He was the husband of the former Alice Moran, a native of St. Thomas. Mr. and Mrs. Richard Ruehling, who resided on the Rue-

After five weeks at Veterans Hospital, David Fogarty came home. He had suffered a compound fracture of the left leg when his unoccupied car rolled forward, pinning his leg between the car bumper and a cement foundation. Eugene F. O’Brien won an allexpense-paid week’s vacation to St. Louis, Mo. The trip was a result of his agency producing over a million dollars in life insurance for the Knights of Columbus. Mr. and Mrs. Maurice Brown, lifetime residents of the St. Thomas community, observed their golden wedding anniversary. William Tiegs died at the Shakopee hospital after a long illness. He was born on the old Tiegs homestead in Tyrone Township 75 years previous, Judge F.J. Connolly of Shakopee was appointed to the Supreme Board of Directors of the Knights of Columbus. Edward Dennis Bray, descendent of a pioneer Jessenland family, died at his home in St. Paul. The 2 1/2-year-old daughter of Mr. and Mrs. Jerry Hix of Jordan was rescued by firemen from an upstairs bedroom where she was sleeping just before the house was completely gutted by fire. About 14 pheasant feeders were erected in the Belle Plaine area under the sponsorship of the local Rod and Gun Club. It was announced by Lee Mueller, chairman of the pheasant feeding program. At the same meeting, Harry Otto was reelected president. Fred Hart was named the new vice president and Orlin Smith was elected secretarytreasurer. Miss Helen Patricia Quinn, daughter of Mr. and Mrs. Patrick Quinn, became the bride of William Joseph Schrank, son of Mr. and Mrs. Henry Schrank of Le Sueur. Fred Keup Sr., “Mr. Baseball� of Belle Plaine, was unanimously elected president of the Minnesota River League. Max Casey of Jordan was named secretary-treasurer.

change in its board of directors. On the new board were Dr. G.R. Moloney, Dr. F.J. von Bohland, Emil Bieder, Theo. Albrecht and E.O. Peterson. C.L. Schmitt and son, Alfred, and the latter’s wife were visiting their kinfolks here, the Jacob Schmitt family and Mrs. Nichols and daughter. C.L. Schmitt had discontinued the lumber business at Moose Jaw, Canada, and moved to St. Paul. His son, Alfred, was continuing in the business in Canada. Leo Busch sold his farm in the Benedict community and planned to retire to Belle Plaine. Edward Sweeney, a native of the St. Thomas community and who later made his home at Wadena, died. J.T. Bieder of Belle Plaine was elected president of the New Prague Farmers Mutual Insurance Co. at its annual meeting. Johannes C. Johnson, a resident of the West Union community for nearly 70 years, died at the age of 76. The funeral was held from the West Union church. One of the largest and merriest social functions of the winter was the 20th anniversary celebration of Mr. and Mrs. Edward Moriarty. It was held at Columbus Hall. Joachim Wolf, 85, died at his home in Belle Plaine after a long lifetime spent in farming in Blakeley and Belle Plaine townships. The funeral was held from St. John’s Lutheran Church. A rum-runner of Russian extraction, who had been making Le Sueur County towns, complained bitterly when someone stole gallons of moonshine from his car in Le Center while he was out making a deal for its sale.
120 Years Ago (1896)
Unmarried ladies of the town sent out invitations for a leap year dance. Petitions were being circulated for complete separation of borough and township in Belle Plaine. E.E. Chamberlain discontinued business here to move to Park Rapids to open a cigar factory there and take leadership of the band that had been offered him. Miss Augusta (Backlund) Johnson was about to become a bride and was busy with wedding preparations when taken ill with typhoid fever and died. The funeral was held at the West Union Church. Mr. and Mrs. Benjamin St. Peter celebrated their golden wedding with a big gathering at their farm home in Blakeley.

(continued from page 1) Plaine High School and class salutatorian, worked for Totushek Hardware until he joined the U.S. Army Corps of Engineers in 1943, where he ended up in New Guinea, the Philippines and occupied Japan. When Ashauer returned from the service in 1946, he became a plumber and eventually started his own business (Emil’s Plumbery) in Belle Plaine. He retired in 1975. Ashauer was very active in the community before and after retirement. While working for Totushek Hardware in the 1930s, he became an associate member of the commercial club. In 1953, he drew up the plans for a permanent community bandshell in the city park. Ashauer was a charter member of Belle Plaine’s development corporation in 1959, planning committee in 1968 and the historical society in 1975. He also served on the borough council (now called city council), the swimming pool building committee, the Bar-B-Q Days committee and the Trinity Lutheran Church Council. In 2012, Ashauer was honored by the Belle Plaine Rotary Club for his service of 40 years. Before any of the above occurred, Ashauer was a member of Belle Plaine’s first Boy Scouts troop, in which he ascended to Eagle Scout. Funeral services for Ashauer were held Saturday at Trinity Lutheran Church. His obituary appear on page 3.

Dear Editor, I must commend writer Chris Moore for his insightful letter last week. He is spot on when he says (I paraphrase) we need to look for ways as a community to work together and provide solutions to the problems/ issues that confront us. In this day and age where many politicians – local, state, national, international – are more interested in serving their egos and self-righteousness, it is time for all of us to step back and work together for a life that is better for all in this freedom loving country of ours. In that same vein, I would like to say that everyone I have worked alongside as a member of the Belle Plaine Park Board for the past 14 years should be commended for their work on behalf of the city. As I was not reappointed by the city council, my tenure ends. The Park Board – over the years – always has had the number one goal of making our city better. We have a lot to be proud of with our parks/trails system in this city, based on the many positive comments I have received over the years from local citizens and “out-of-towners.� People like Pat Krings from the city office staff who have diligently worked with the Park Board for my entire term need to be praised. Her professionalism has always shined through. Holly Kreft – also from city staff - who I had the pleasure to work with in her first stop here, and now her second. And finally Park Board Chair Chris Kehr. We have worked together a long time in the venture to make our city a better place to bike, walk, run, play. He is an example of a leader with no agenda other than to make our city better. Let’s continue to look for ways to make our city and nation better. Dan Gardner

A good crowd was at the Le Sueur County Trails Steak Fry at the Le Center Legion Saturday evening. Steaks were juicy and tender and the company was great. Among the many were Andy, Barb and James Oak, Brett and Tammy Simon, Mike and Paula O’Connell, Chuck and Marie Retka, Doc and Mark O’Connell and Mickey Smith. Doc claims to have been the first in line. Jenna Retka, Chuck and Marie’s daughter of the LSH Class of 2010, hosted the annual girls overnighter at their home this weekend. Her friends who gathered for and enjoyed the event were Emily O’Connell Grote, Emily Braun Jacobson, Chelsea Simek Petzel, Kallie Boehne, Kendra Wolf, Carissa Pfarr, Kim Kuechle and Nancy Silva. They must have fun. They keep coming back. Liam O’Connell, David and Tina’s lad placed second in the 57-pound, 1st grade weight class at the Becker wrestling tournament. The law firm of Kundson and Casey sponsor a deserving veteran at each home game and life long friend of Tim’s, Richie Carlson, nominated Tim for the honor and he was chosen. Tim enlisted in the Minnesota National Guard when he was 17 years old. In 2003, he was deployed to Aviono Italy for a security mission. In 2006, he was deployed for a second time to Iraq which turned into a 16-month tour, one of the longest tours of the war. Tim spent 9-years in the guard and reached the rank of Staff Sargeant E-6. Kenny, Tim’s dad, found “It was very emotional to see 3,566 hockey fans come to their feet for a standing ovation for Tim.� Folks in St. Thomas and for miles around know how we are proud to know Tim O’Connell. Area Woman Gets Jail Time, Probation for Meth Possession
A Le Center woman police found in possession of methamphetamine while driving in Belle Plaine will spend four months in the county jail and ďŹ ve years on probation. Patricia Ann Cooley pleaded guilty to ďŹ fth-degree possession of a controlled substance, a felony, and fourth-degree DWI. A charge of driving without insurance was dismissed. Jan. 5, Scott County District Court Judge Caroline Lennon sentenced her to time in the county jail and ďŹ ve years probation. After serving time in the county jail, Cooley must complete a chemical dependency
evaluation within 60 days and follow the recommendations from the evaluation. The terms of her probation also state she can’t be in possession of a controlled substance and is subject to random testing. Cooley must supply the state with a DNA sample. Cooley, 51, must notify her probation ofďŹ cer within 72 hours if she changes her address, workplace or phone number. She must also notify her probation ofďŹ cer if she has contact with police or is charged with an additional crime. Cooley was arrested Dec. 3 after police stopped her near

Based on training and experience the ofďŹ cer believed Cooley to be impaired by a controlled substance. She failed ďŹ eld sobriety tests and was arrested. A search warrant was obtained and blood drawn that was sent to the BCA for analysis at 1:47 p.m. In a search of Cooley and the motor vehicle, police found 3.7 grams of crystallized rock substance ďŹ eld tests indicated was methamphetamine.

Wrestling (continued from page 13) one point and a fifth win coming in overtime. “It was kind of a frustrating night of wrestling as we just seemed to end up a little short in a lot of matches,� suggests Ripley. “I guess you have to give the Watertown wrestlers credit for finding a way to win the close matches.� The meet between the Section 2AA rivals started with three straight one-point decision matches as the Royals won two of them and the Panthers one. After Royal Carter Entinger opened things with a 6-5 win over Jacob Hill at 106 pounds, Justin Stauffacher evened the score with a big come-frombehind 3-2 win over Kendall Nowlan at 113 pounds. Following W-M’s Adam Sweeney’s 2-1 win over Brendan Mackedanz at 120 pounds, Scott West strung three wins together as Jackson Stauffacher scored a quick first period pin over Lukas Gilbert at 126 pounds. Stauffacher’s senior teammates Carter Piche (132) and Ryan Siegle (138) followed with wins as Piche bettered Kevin Burns 9-4 and Siegle downed Jordan Peterson 9-3. Trailing Scott West 15-6, the Royals got bonus points in the next match at 145 pounds as Zach Lokken cradeled up Jack Piche for the first period pin. That match was followed by the feature match of the night as a pair of highly-rated 145pounders came to the mat at 152 pounds. It was #2-rated and returning state runner-up Jackson Sweeney for W-M against #4-rated Ben Kelvington for Scott West. The last time that Sweeney had wrestled a Scott West wrestler it was for the 132-pound state championship last season when Sweeney lost 6-0 to David Flynn. Sweeney and Kelvington are not strangers to the Minnesota wrestling mats as the two had locked up earlier in their younger years as promising lightweights with Sweeney winning the decisions. However, that would not be the case this time as Kelvington turned the table on Sweeney with an impressive 5-1 win behind a pair of solid leg attack take downs in the first period and some superior riding throughout. “That was a really good win by Ben,� insists Ripley. “It is further validation that his hard work is paying off.� While Kelvington and Scott West won the feature match of the night, W-M went on to win the meet as it captured the final six matches for a 36-18 win. It was a one night turnaround as Scott West was back in action Friday night when it faced the Shakopee Sabers in what would turn into an exciting night of wrestling as the AAA #5-rated Sabers outlasted the home team Panthers 35-31. Jackson Stauffacher made it three Panther wins in a row as the #2-rated sophomore won a 9-1 major decision over #7-rated Sam Webster. “These three wrestlers – Justin, Parker and Jackson – are all wrestling at a pretty high level right now with all three placing at the Rumble on the Red and picking up bonus points tonight,� states Ripley. “It is bonus points like these that kept us in the meet and gave us a chance to win it.� Shakopee won the next three weight classes as it sent its middle of the lineup firepower to the mat, including two-time state champion and #1-rated Brent Jones, who scored a 15-0 technical fall over Carter Piche at 132. That match was followed by what would arguably become the best match of the night as Ryan Siegle gave #2-rated Alex Crowe all he wanted at 138. Trailing 3-2, Siegle hit Crowe with the move of the night with a Russian spin double leg take down that at the moment gave Siegle a 4-3 first period lead before Crowe escaped to make it 4-4. The Shakopee wrestler gained the advantage in the match when he was able to ride out Siegle for the entire two minutes of the second period and went on to win the match 7-4 with an escape and a take down in the third period. Scott West forfeited to another of Shakopee’s highly-regarded wrestlers as the Panthers gave six team points to #2-rated Alex Lloyd and the Sabers. This gave Shakopee an 18-16 team lead before Ben Kelvington put the Panthers back on top as he built a 7-0 first period lead before nailing Shakopee’s Jalen Boudreaux with a second period match-ending fireman’s carry. After Kelvington’s pin at 152, Shakopee responded by taking a 29-22 team lead behind an 18-2 technical fall by Emmett Wagner over Dylan Johnson at 160, and a Zach Chytka acceptance of a second Scott West forfeit at 170. “We really don’t like to forfeit,� suggests Ripley. “However, we do also have to try to do what is in our best interest of attempting to win the meet and that is what we were doing.� Scott West would continue to attempt to win the meet as Deshawn Carter head-locked Saber Carson Poshusta to his back and that helped Carter take a 7-1 first period lead in a match that he went on to win 11-5 at 182. The Carter win pulled the Panthers to within four points at 29-25 before Shakopee’s Eric Sedlacek made it a seven-point team margin again at 32-25 as he overcame a game effort by Dylan Aslakson in a 4-0 win at 195. Scott West’s Tyler Buesgens made things interesting as the sophomore used a reverse headlock to take Tyler Kropwika to his back for a second period pin at 220 and now just a razor thin 32-31 Shakopee team lead with one match to go. With the meet on the line, the heavyweight’s came to the mat, and after a scoreless first two periods, it was Shakopee’s Nick Kropwika that won the third period and the match 4-0 over Ben Alexander. “It was an exciting meet and finish,� states Ripley. “We got a couple of good wins late by Deshawn and Tyler to give us the opportunity to win at the end.� Scott West will look to get back in the win column as it has a busy week ahead that will include a triangular meet at Wayzata with Chaska-Chanhassen there on Thursday night. Community solar subscribers are playing a leading role in a statewide effort to integrate meaningful amounts of solar capacity into our state’s energy mix while lowering their carbon intensity and electrical costs.” Community Solar Garden legislation was passed into law and signed by Gov. Mark Dayton as part of the Solar Energy Jobs Act in 2013. This past fall, the Jordan City Council approved a motion to work with SunShare to provide solar energy in Jordan. SunShare is expected to build a 5 megawatt community solar garden in the Blakeley area this year, and Jordan will be able to purchase its energy from that site. During last Monday’s joint meeting between the Belle Plaine City Council and Planning and Zoning Commission, Community Development Director Cynthia Smith-Strack explained the need to have a discussion regarding solar energy systems for Belle Plaine as principal uses in the A-2 Rural Residential District. In early 2015, the council and planning commission discussed solar energy systems and whether or not they could potentially benefit Belle Plaine. Companies that had contacted Belle Plaine included SolarStone, a Minnesota-based company, and Ecoplexus, a Colorado-based company. Both expressed interest in property of five to 50 acres with a lease term of up to 30 years. They were interested in public property and possibly private land as well. One site that had been singled out was the decommissioned ponds adjacent to the city’s wastewater treatment facility. Both companies asked if the city would be interested in becoming a subscriber. The council’s and planning commission’s consensus following the solar companies’ inquiries in early 2015 was
to continue researching solar zoning regulations in other communities, and that’s pretty much where the solar question in Belle Plaine remained for most of 2015. This past November, the Scott County Board updated its zoning ordinance to allow solar energy systems as a principal use in certain zoning classes. “At the request of a local property owner (the Devine family) and a solar contractor (TruNorth Solar), the Belle Plaine Planning Commission has had a conceptual discussion regarding solar gardens as principal uses within the A-2 Rural Residential District and is interested in the concept,” stated staff’s report. According to a presentation provided by Smith-Strack on solar fields last Monday, a 5 megawatt solar field consists of approximately 40 acres – six to eight acres are needed per each megawatt. Smith-Strack’s presentation also included some of the potential pros and cons of solar gardens. Among them: Pros – Promote use of and investment in a clean, renewable energy resource. – Increase access to renewable energy and potential utility cost savings. – Potential to add jobs during construction and increase value of subject land over ag land. – Create an avenue for community access to solar energy. Cons – Use provides little or no onsite or local employment longterm, nor does it provide for development of new dwellings at urban densities. – Question of whether or not solar fields are the long-term best use property within an A-2 District and what they may look like aesthetically as time passes. – Could lead to utility scale solar fields covering scores of acres for decades. Following Smith-Strack’s presentation, Council Member Henry Pressley Jr. commented that the issue needs further research regarding the impact of such a project. He added that a solar field serves as an obstacle for futures development. Council Member Paul Chard said that he was opposed to the previous proposal of a solar garden at the decommissioned wastewater ponds because the property is prone to flooding. Chard also noted that during a recent trip from Nevada to California, he observed huge displays of wind turbines and reflective solar panels and questioned whether there is an appropriate place for such displays in Belle Plaine. The TruNorth Solar representatives encouraged the council and planning commission to consider allowing solar fields. They said there would be the creation of new jobs initially and potential energy cost savings to subscribers. Rosenfeld, who was community development director for the city of Belle Plaine from 2006-13 before taking a community relations job with Xcel Energy, recommended that city officials meet with Scott County officials to learn more about solar garden regulations, etc. It was the consensus of the council and planning commission to do just that and continue communication between all involved.

Finally Cold Enough to Skate A Belle Plaine Public Works crew dumped 3,000 gallons of water on the ice hockey rink across from Belle Plaine Junior-Senior High School Friday morning. The crew worked to make the city’s ice hockey and pleasure skating rinks ready for use in time for last weekend only to have frigid temperatures and windchill keep skaters at home. This weekend’s forecast looks a little better for skating.

He only considered applying to other agencies if he didn’t get a job with the Scott County Sheriff’s Office. Now, Hennen’s back at MSU, Mankato working on his master’s degree in public administration. He expects to complete the work in about a year. When Hennen began working as a patrol deputy, he enjoyed working on the west side of Scott County. He knew the area well, having grown up in Scott County. He knew many of the police officers working in Jordan, Belle Plaine, New Prague and Shakopee. “The beauty of law enforcement is the community interaction,” he said. “I really lucked out being able to work for the sheriff’s office.” Hennen spent 1999 and 2000 working as a road deputy. From 2001 through 2010, he worked as an investigator. His job was putting together the pieces of a crime to hold people responsible. He also served as a member of the tactical team during 2002-2003. In 2010, Hennen earned a promotion to sergeant where he supervised the work of deputies on the road. He used his experiences, he said, to help deputies

American Legion Auxiliary News by Diane Otto, Unit #144 Secretary It was an honor at our November meeting to present certificates and monetary awards to three local students – Ellie Fritze, Claire Miner and Kara Weiers – who placed at the state level for their essays they submitted on Americanism. Congratulations to these students and thank you to the schools and students that participated. Our budget for the 2015-16 year was approved, including veterans programs that we will be supporting. We also approved a donation to the “Stacy and Charlie’s Hero Hunt” and also to purchase a holiday gift for a local deployed veteran’s family. In December, our unit sponsored a bingo party at The Lutheran Home for “Make a Difference Day.” Christmas cards with a monetary gift were also presented to the veterans at the home. The next meeting of the American Legion Auxiliary Unit #144 will be Thursday, Jan. 14 at 7 p.m. at the Belle Plaine Vets Club. New members are welcome. Belle Plaine Loses Three More Games by Dan Ruud A losing streak that started in 2015 spilled into 2016 as the Belle Plaine High School girls’ basketball team dropped three road games last week to fall to 0-11 on the season. The Tigers lost to Glencoe-Silver 71-25 last Tuesday, to Tri-City United 60-31 on Friday and to St. Peter 69-34 on Saturday. The Tigers were scheduled to host Jordan in a Minnesota River Conference game Tuesday night after this edition of the Herald went to press. Mayer Lutheran will visit Belle Plaine 7:30 p.m. this Thursday before the Tigers hit the road again for another MRC contest at Norwood Young America 7:30 p.m. next Tuesday. Glencoe-SL 71, Tigers 25 The Tigers surrendered 47 points in the first half as the Panthers rolled over their guests by 46 points last Tuesday night in Glencoe. Belle Plaine, which trailed 4715 at halftime, managed just 10 points in the second half. Elizabeth Johnson had 10 points in the game, followed by Ireland Lambrecht (7), Alissa Schultz (4), Emily Vinkemeier (2), Anna Donkhong (1) and Taylor Mullen (1). “Glencoe hit us with full-court pressure right away and by the time we adjusted, we were out of the game,” said Tigers coach Randy Carlson. Schultz led the Tigers in rebounds with eight. Johnson had two steals. TCU 60, Tigers 31 The Titans, leading 42-11 at the half, played many reserves in the second half of what was Belle Plaine’s 10th loss of the season Friday night in Montgomery. Johnson scored 10 points for the Tigers, while Alexa Lenz, Vinkemeier, Lambrecht and Maria Larson all had four. Mullen and Schultz had three and two points, respectively. Schultz had 10 rebounds and two steals, both team highs. “We did a much better job of
handling their pressure defense. TCU is a lot taller than us and they really hurt us on the offensive boards. We need to get stronger and not lose so many loose balls,” Carlson said. St. Peter 69, Tigers 34 Again, the Tigers allowed more that 40 points the first 18 minutes of the game as the Saints raced to a 45-17 halftime lead before easing up on the accelerator in the second half of a 69-34 win Saturday afternoon in St. Peter. “St. Peter is one of the better teams we have played. They’re very well coached with great ball skills,” Carlson said. Johnson tossed in 10 points for Belle Plaine, followed by Lambrecht and Vinkemeier with seven apiece. The only other scores for the Tigers were Schultz (5), Larson (3) and Lenz (2). Schultz again led the team in rebounds with seven. Scott West Drops Two Duals After taking out 2015 in style by winning the Rumble on the Red team championship in Fargo, N.D., the Scott West wrestling team failed to ring in the New Year of 2016 in winning fashion as it lost on the road 36-18 to Watertown-Mayer Lutheran Thursday night before falling 35-31 to AAA’s #5-rated Shakopee at home in Jordan on Friday night. “It’s not a really good start to the New Year for Scott West wrestling,” states Scott West co-head coach Darren Ripley. “As of right now, it just points to the fact that we are not a very good dual meet team at this moment. But the good news is that we still have about a month to put it all together and that is what we will continue to work at trying do.” Scott West tried to get it done with a makeshift lineup at Watertown Thursday night but the Royals were not about to let that happen as the home team

But the Tigers had less than two days to enjoy their overall winning record before losing a close one at St. Peter Saturday afternoon. Hennen Taking on Challenge as Sheriffâ&#x20AC;&#x2122;s New Chief Deputy Jordan Native Picked His Career Path in Junior High
Luke Hennen hasnâ&#x20AC;&#x2122;t left his hometown. He doesnâ&#x20AC;&#x2122;t plan to anytime soon. Despite a job with no restrictions on what community Hennen lives in, he likes being close to home. Hennen is the new chief deputy in the Scott County Sheriffâ&#x20AC;&#x2122;s Office. He has steadily earned advancement through the ranks. From the time he was a part-time corrections officer
to earning a promotion to sergeant, serving the community has been the fuel that drives him. Hennen, 39, grew up in Jordan. He knew in seventh grade he wanted a career in law enforcement. Sheriff Kevin Studnicka promoted him to chief deputy beginning Dec. 31. Hennen still lives in the first house he bought in 1999, a year after he was hired as a deputy. He started as a part-time corrections officer in 1997. Hennen earned full-time status a year later. Hennen joined the Jordan Lions. He and his wife, Deborah
are raising their family in Jordan. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;ve got somebody born and raised in Scott County. Thatâ&#x20AC;&#x2122;s definitely a plus,â&#x20AC;? Studnicka said. His job as chief deputy is to oversee the operations of the sheriffâ&#x20AC;&#x2122;s office. He works with the officeâ&#x20AC;&#x2122;s captains in charge of patrol, corrections, dispatch and emergency management and saving the political facets of the job for Studnicka. With Dean Opatz retiring from the Scott County Sheriffâ&#x20AC;&#x2122;s Office at the end of 2015, Studnicka took his time deciding who his next chief deputy would be. The sheriff said he had plenty of qualified candidates in the office. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;s got great experience with the jail, patrol investigations and supervising,â&#x20AC;? Studnicka said. â&#x20AC;&#x153;Quite honestly, when you look at it, I donâ&#x20AC;&#x2122;t have anybody else with all that.â&#x20AC;? Hennen was honored to be among the candidates, he said. â&#x20AC;&#x153;As a supervisor, I enjoyed looking at the bigger picture,â&#x20AC;? he said. â&#x20AC;&#x153;As a chief deputy, this gives me an even broader view to impact the operations of the sheriffâ&#x20AC;&#x2122;s office.â&#x20AC;? Studnicka said Hennen brings a new energy to the post. He likes his new chief deputyâ&#x20AC;&#x2122;s â&#x20AC;&#x153;even-keeled approach.â&#x20AC;? Hennen is interested in one day being the county sheriff. But he wonâ&#x20AC;&#x2122;t seriously consider the notion until his boss steps down.

developmental disorder that affects a childâ&#x20AC;&#x2122;s ability to communicate. Rettâ&#x20AC;&#x2122;s Syndrome is on the autism spectrum. It primarily affects girls. Belling is unable to walk and use her hands. Rettâ&#x20AC;&#x2122;s Syndrome prevents her from forming words to tell her mother, grandmother or teachers what she wants or needs. The condition has left Maddie as a prisoner in

her own body. â&#x20AC;&#x153;We can tell when she screams what she wants,â&#x20AC;? said Maddieâ&#x20AC;&#x2122;s mom, Angie Traxler. But a device known as the Tobii Dynavox â&#x20AC;&#x201C; or My Tobii â&#x20AC;&#x201C; uses eye-tracking technology to allow the user to select phrases programmed into the computer. Traxler has already programmed a phrase where her daughter tells someone her name. Initially, Traxler and Maddieâ&#x20AC;&#x2122;s speech therapist at school are using the My Tobii to teach the 11-year old to let them know when she is hungry or thirsty and what she wants to eat or drink. â&#x20AC;&#x153;Basically, she can do anything with it,â&#x20AC;? Traxler said. Belling began using the device last week. If she can use the My Tobii to document increases in her ability to learn and communicate Traxlerâ&#x20AC;&#x2122;s insurance will cover the cost of the $20,000 device. Traxler learned about My Tobii about three years ago. Two years ago, she learned My Tobii could help Maddie communicate. With the help of speech therapists at Oak Crest, Traxler contacted Tobii Dynavox â&#x20AC;&#x153;I know it was going to be lifechanging,â&#x20AC;? Traxler said. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve seen other Rett girls using it.â&#x20AC;? The My Tobii mounts to Maddieâ&#x20AC;&#x2122;s wheelchair. So far, Belling has picked up use of the device fairly quickly, Traxler said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s just amazing,â&#x20AC;? Traxler said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s going to give my daughter a voice.â&#x20AC;?

Oak Crest Fifth-Grader Found All She Had to Do Was Ask and Have a Plan
Averie Schafer wasnâ&#x20AC;&#x2122;t completely certain her schoolâ&#x20AC;&#x2122;s principal would grant her request, but she was confident Liann Hanson would at least consider it. Tomorrow (Jan. 14), with the OK from Schaferâ&#x20AC;&#x2122;s parents, the principal and student will go shopping for new microwave ovens Schafer asked the school to install for use by children who bring a cold lunch to school each day. All she needed was a plan. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m really excited about it,â&#x20AC;? Schafer said. After the Thanksgiving holiday, Schafer â&#x20AC;&#x201C; the daughter of Meggan and Adam Schafer â&#x20AC;&#x201C; asked Hanson if the school could install microwaves so students who bring cold lunches could heat up their meals. Hanson estimated about one-third of Oak Crestâ&#x20AC;&#x2122;s approximately 500 second- through sixthgraders bring their own lunches to school each day. â&#x20AC;&#x153;I really donâ&#x20AC;&#x2122;t know why we donâ&#x20AC;&#x2122;t have microwaves. Thatâ&#x20AC;&#x2122;s a good question,â&#x20AC;? Hanson said. Schafer followed up with Hanson on her request between the weeks between Thanksgiving and the looming winter break. If the answer was no, the student respectfully wanted to know why. â&#x20AC;&#x153;She was very persistent. That meant a lot to me,â&#x20AC;? Hanson said. â&#x20AC;&#x153;That told me she really wanted to work on it.â&#x20AC;? Schaferâ&#x20AC;&#x2122;s family moved to Belle Plaine from Springfield, Minn. after her second grade year. Her previous school had microwaves for student use. Schafer likes bringing lunch from home. She figured her request was a no-lose proposition. â&#x20AC;&#x153;I wasnâ&#x20AC;&#x2122;t really worried about asking. I thought I might as well try,â&#x20AC;? she said. To buy herself time to consider the request, Hanson told Schafer to develop a plan on how the school would go about acquiring microwave ovens. The plan was to include how she would communicate her plan to students and how the microwaves would be used and maintained once they were acquired. Since money for the microwaves is not in the schoolâ&#x20AC;&#x2122;s budget, Hanson also asked Schafer for suggestions on how to raise funds to pay for microwave ovens. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really a good idea. We have them in the staff lounge,â&#x20AC;? Hanson said.
Get the Word Out
Before winter break, Hanson sent out a mass e-mail to staff and school parents with the usual information about events and school news. She included details of Schaferâ&#x20AC;&#x2122;s proposal. Almost immediately, parents responded favorably toward the proposal. One parent arranged a $500 donation from his employer. â&#x20AC;&#x153;I got five or six responses from parents. They were very excited about it,â&#x20AC;? Hanson said. As a fund-raiser, Hanson suggested a special hat day. Since Oak Crest students arenâ&#x20AC;&#x2122;t allowed to wear hats inside school during the day, permission would be granted to wear a hat if they contributed $1 toward the fund-raiser for micro-
waves. â&#x20AC;&#x153;If we didnâ&#x20AC;&#x2122;t raise enough, we could always try something else,â&#x20AC;? Schafer said. Friday (Jan. 8), Oak Crest students were allowed to wear hats. The fund-raiser generated $228.70. â&#x20AC;&#x153;I have no idea where the 70 cents came from,â&#x20AC;? Hanson said. Hanson didnâ&#x20AC;&#x2122;t immediately tell Schafer about the $500 donation. When the fifth-grader heard how much had been raised, Schafer said, â&#x20AC;&#x153;It was like my heart stopped. I was so excited.â&#x20AC;? Schafer is pleased the $728plus will allow the school to buy higher-quality microwaves that will serve students for years to come. Schafer will also help write rules for student-use of the microwaves, rules that include cleaning the interior
of the ovens in case of a messy mishap. â&#x20AC;&#x153;That tells me sheâ&#x20AC;&#x2122;s not just thinking about herself,â&#x20AC;? Hanson said. But Schafer wasnâ&#x20AC;&#x2122;t quite done. Friday, she stopped by each classroom to thank students who contributed to the fundraiser. Schafer also was permitted to inform her schoolmates of the success of the fund-raiser at Oak Crestâ&#x20AC;&#x2122;s all-school meeting Friday afternoon. After the shopping trip tomorrow, Schafer and Hanson will also sit down and write personalized thank-you notes to the parent whose company donated the $500 for the microwaves as well as other contributors. â&#x20AC;&#x153;We wanted to go full-circle with this, for the followthrough,â&#x20AC;? Hanson said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not just about the adults going out and purchasing a microwave.â&#x20AC;?
Kline to Honor B.P.â&#x20AC;&#x2122;s Presley Volek for Backpack Program U.S. Rep. John Kline will honor Belle Plaineâ&#x20AC;&#x2122;s Presley Volek for the backpack program she and her mother, Caycie, created last summer. Volek, 5, will be one of several people the congressman will honor as recognition for her act of kindness and service to her community. The ceremony will be held Feb. 16 in Lakeville. Through donations, Presleyâ&#x20AC;&#x2122;s backpack program helped provided a few hundred school-age children in need with new backpacks and school supplies just before the start of the school year. Presley Volek is the daughter of Caycie and Nick Volek of Belle Plaine. Along with the backpacks, Caycie Volek said donors gave 300 boxes of Crayons, â&#x20AC;&#x153;a zillion pencils, boxes and boxes and boxes of notebooks and folders,â&#x20AC;? more bottles of glue
than she can count, markers, 25 headphones and about $330 in cash. The money, Caycie Volek said, will be used to buy hats, gloves, coats and boots for children who need them this winter. â&#x20AC;&#x153;She has no idea of what her idea has created or how many kids in different communities she has helped,â&#x20AC;? her mother said last fall. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s overwhelming.â&#x20AC;?
