Travis Otto Firefighter of the Year by Dan Ruud He sort of grew up with the department and now he’s a twotime Belle Plaine Firefighter of the Year. Travis Otto, who earned the award in 2006 and now again for 2014, is joined on the list of Firefighter of the Year recipients since the award was established in 1980 by brother Todd Otto and cousin Steve Otto, who won in 2000 and 2012, respectively. Dave Otto, a more distant relative, won the award in 2003. Travis’ brother Troy Otto is also a member of the department. Travis, Todd and Troy are the sons of Ken and Kris Otto of Belle Plaine. Travis said Todd was the most influential in getting him to join the department in 2003, but that he also “kind of grew up in it.” “My cousin Ivan (Otto) was in the department when we were kids and he would take us to ride in parades. Then Troy and Todd both joined,” said Travis, who graduated from Belle Plaine High School in 2000. Todd Otto, who was fire chief in 2013 and 2014, presented the 2014 Firefighter of the Year award to his brother during a recent ceremony at the fire hall. “The Firefighter of the Year award is given to a recipient who goes above and beyond the regular call of duty. This year’s Firefighter of the Year is one who achieves the most out of his job and has shown this by having over 125 training hours, as well as having the highest percentage of fire calls on the department,” Todd Otto said. “This year’s Firefighter of the Year has helped with fire prevention education each year, has a great knowledge of the fire scene and the trucks and equip-

Bieder Home From Hospital, Recovering Darrell Bieder, the man firefighters found unconscious in an upstairs hallway of his house on Union Hill Boulevard in the early hours of Jan. 8 while they fought a fire in the lower level, is at home recovering from his injuries. He also served as the department’s secretary for several years. Like a number of other Belle Plaine firefighters this past decade, Travis said his most memorable call as a firefighter was the arson blaze that destroyed the historic former Professional Building at downtown’s main intersection in October of 2005. “There’s been a lot of memorable ones but that’s the biggest I’ve been on,” Travis said. “There were about 10 different departments and 150 firefighters on the scene.” The fire started in the evening and burned throughout the night, destroying the 100-plusyear-old landmark and two smaller buildings with it. New Fire Chief Matt Stier has succeeded Todd Otto as fire chief for 2015. A short film shot largely in Belle Plaine, including Sparetime Tavern, this past weekend is destined to premier later this winter as an entrant in Z Fest in Minneapolis. According to the film’s writer, director and producer Chico Odeneal of Minneapolis, the film, called “One-Eyed Jack,” is about a man who brings his aged horse (blinded in one eye) to town one last time before having to put it down. The lead actor in the film is Steven Berg of Belle Plaine, who

plays himself (Cowboy Steve). The horse portrayed in the film is owned by Berg. There are a half-dozen other cast members and some 15 to 20 extras. The film, as of Sunday evening, is now in post-production. The production company is Ocean Deep Films. Odeneal is an actor, director and producer known for “Saving the End” (2014), “Come Carne” (2013) and “Allure” (2013). Z Fest is a film festival hosted by Z Systems and sponsored

by numerous companies and organizations in the area. The festival is held once a year in Minneapolis and is open to any group wanting to submit a film. This year, each team is producing a seven-minute film as well as a 30-second trailer to accompany it. The film “can be about anything.” On March 4-5, all qualifying films will be screened at the Riverview Theater in Min-

‘White Out for Lumpy’ Night Raises $4,000 Belle Plaine, Jordan combine to make event possible

Last Tuesday marked “White Out for Lumpy” night in Jordan, which included a ceremony for Paul “Lumpy” Lambrecht between games of a doubleheader between the girls’ and boys’ varsity basketball teams from Belle Plaine and Jordan. Several fund-raisers, including a silent auction and the wearing of previously-purchased white T-shirts by players, coaches and fans of both teams, resulted in the raising of $4,000 for Lambrecht. Lambrecht, a former coach for the Jordan girls’ varsity basketball team that made several state tournament appearances, was diagnosed with stage 3 rectal cancer last year. Among the individuals who paid tribute to Lambrecht last Tuesday (at left) was BPHS basketball player Ireland Lambrecht, Lambrecht’s niece. Lambrecht is pictured below sitting on the Jordan girls’ bench during the ceremony. Joining him for the occasion were his wife, Emily, and daughters Teagan and Evy.

Hockey Day in Minnesota Slides Into Belle Plaine Belle Plaine’s Johnny Egan, left, tried to prevent the Savages’ Zack King from guiding the puck through the goal during Saturday’s annual Belle Plaine Pond Hockey Tournament at the rinks across the street from the high school. The Savages, who were the two-time defending tournament champions, won this game but had to settle for second place in the tournament. The Lighting, made up of players mostly from Bloomington and New Prague, won the championship. The Red Rockets of Belle Plaine took third place. The weather was warm (mid-30s) and the ice was soft but Egan, a tournament organizer, said “everyone had a good time.” Ag Power in Belle Plaine donated a tractor/sweeper to help keep the ice as smooth as possible. Hockey was played and celebrated across the state Saturday for Hockey Day in Minnesota.

Ongoing Lawsuit Against Sibley East Costing Kranz Plenty A district court judge has ordered Nathan Kranz to deposit a $295,000 surety bond with Sibley County to cover potential additional costs to the Sibley East School District resulting from his ongoing appeal of district’s bond referendum. Kranz is appealing to the Minnesota Court of Appeals District Judge Kevin Eide’s ruling that the Sibley East School District $43.05 million bond referendum voters approved Nov. 4 stands. Kranz, a resident of rural Gaylord, contends the district did not meet important deadlines for publishing required materials before the election and the results of the

referendum should be voided. The bonds are intended to pay for a new elementary school in Gaylord and renovation and expansion to the district’s secondary school in Arlington. The additional surety bond is intended to over additional costs caused by delays in selling the bonds that fund construction and other processes. The delay caused by Kranz’s appeal will likely require $250,000 in additional costs for winter construction. The school district had delayed its plans to sell bonds Jan. 14. The district expected to pay a true interest rate of 3.88 percent. That rate would result in

payment exceeding $68 million over the life of the bond, the Gaylord Hub recently reported. State law allows the order of a surety bond to protect taxpayers from the ongoing costs caused by an appeal. The school district asked the judge to order Kranz to acquire $6 million in surety coverage to cover the additional costs caused by the ongoing appeal. Kranz’s attorney Erick Kaardal argued the request for $6 million in surety coverage would place an undue hardship on Kranz. Kaardal told the court Kranz could not obtain a $6 million surety bond.

Green Isle, Other Cities Remain Committed to RS Fiber Project

Council members in Green Isle and nine other cities in Sibley and Renville counties participating in the RS Fiber Optics line remain all in as the sale of bonds to fund the project nears. Tuesday (Jan. 13), the Green Isle City Council, in it its first meeting of 2015, voted 3-1 in favor of a resolution stating continued support for the $13.5 million project intended to bring Internet, TV and telephone service via a fiber optic line to residents of participating cities and townships in Renville and Sibley counties. The cities’ share is just about $8.75 million. Councilor Shawn Harms cast the lone vote against the project. He fears the financial implication of Green Isle being on the hook for its share of the bonds of the project fails. Backers of the project are first seeking another level of commitment from each of the cities in Sibley and Renville counties participating in the project before moving ahead with the sale of bonds in March. Green Isle’s share of the 20-year bonds would be approximately $495,000. City councils in Winthrop, Gibbon, Fairfax, Lafay-

ette, Gaylord, Stewart, New Auburn and Brownton have all passed similar resolutions to the one Green Isle OK’d at its Jan. 13 meeting. Green Isle will hold a public hearing on the proposal of issuing bonds before the city council votes on committing to bonds to for its share of the proposal. Henderson and Arlington are the two Sibley County cities remaining on the sidelines. They may be allowed in should their respective city council request it at a later date, but at a higher cost than the existing cities, said Dave Trebelhorn of Winthrop, a member of the cooperative board of directors of the RS Fiber Project. Construction on the first phase of the project will begin in cities like Green Isle in 2016. The fiber optics project will be brought to the cities first to generate the cash flow the system needs to get off the ground. Once established, it will be made available to potential customers in the 17 townships, 13 in Sibley County and four in Renville County. Construction and service to township residents will begin in 2017.

The Jan. 13 meeting opened with Harms and Councilor John Schauer taking the oath of office after they were re-elected and elected Nov. 4. Schauer replaces Councilor Todd Berg. Berg opted against seeking re-election. At Harms’ request, the council approved moving the starting time for its meetings on the second and fourth Tuesdays of each month from 6:30 to 7 p.m. In other action at the Jan. 13 meeting, the Green Isle City Council: * Paid bills totaling $172,510.88. * Approved a fee schedule for city services. Other than reducing the fee for using the shelter at Lions Park from $100 to $50, the schedule is the same in 2015 as the previous year. *Approved assigning council members to various city committees for 2015. * Granted a request from the Green Isle Lions for a one-day liquor license for its annual dinner and show Feb. 7 at Green Isle Community School.

Barbara E. Quast Barbara Elizabeth Quast, 76, of Belle Plaine, passed away on January 15, 2015 at her home. Mass of Christian Burial was at 11 a.m. on Monday, January 19 at Our Lady of the Prairie Catholic Church in Belle Plaine. Fr. Thomas Joseph officiated. Visitation was one hour prior to the Mass at church on Monday morning. Interment was in the Calvary Cemetery in Jordan. Barb was born in New Prague January 12, 1939 to Tony and Catherine (Halloran) Adams. She was raised in Jordan along with her sister Peg. After graduating from Jordan High School, she attended Rasmussen Business College. She married Quentin Raddatz and they moved to Belle Plaine where they had three children. Barb worked at the Hope Residence in Belle Plaine for several years where she made many friends and memories with her co-workers. On June 17, 2000 she married Lorenz Quast in Kelso Township. She is survived by her husband, Lorenz of Belle Plaine; children, Tony (Sue) Raddatz of Belle Plaine, Ann Palacios (Bruce VanTassel) of Belle Plaine, Mike Raddatz (Leslee Miller) of Arlington; sister, Peg Adams of St. Louis Park; good friend, Helen Eisel of St. Louis Park; sister-in-law, Caroline Robillard (Roger Freedman) of Santa Barbara, CA; eight grandchildren; and two greatgrandchildren. She is preceded in death by her parents.

Rep. Glenn Gruenhagen, RGlencoe, is offering a bill seeking $28 million to complete construction of a portion of Highway 212 into a four-lane divided highway from County Road 11 to County Road 43. The bill would appropriate funding from the Trunk Highway Fund -- $20 million for right-of-way acquisition and construction for reconstruction of the highway, and $8 million for the reconstruction of the Highway 212 and County Road 41 interchange. Gruenhagen intends to introduce additional legislation to complete the entire stretch from Chaska to Cologne, which will give legislators the option to complete some or all of the expansion, depending on avail-

He asked my mother to stay to work for one month. She agreed for $5 a week, plus room and board. Well, the rest is history. She met and married my father, Fred Karnitz. My wife Wilmay also worked at the restaurant and she was the manager for 27 years. Many women who worked there came from the local area. One family name I would like to remember was the Behnke girls. They would come at a quick phone call, even at midnight.

Then the county had to issue the permits to remove the bodies, if no relative could be found, to sign a permit. So it was believed that three grave sites did remain, besides the Native Americans bones found. Many people who did believe that the small clump of trees to the northwest of the highway was the site of the cemetery. This is now owned by the Ted Kornder family. It was left to stand as a shelter belt to the Matt. J. Riley farm on the south of the road. Oh, to get back to the property that Dad purchased, the price was $400 to the Parish in 1931. Then in 1955 my mother sold that piece of land to Mr. Rothfork for an unheard of price of

To Whom It May Concern: Submitted by Eldrid Karnitz, Belle Plaine resident I remember some years ago the Herald had a column from "Old Gill Remembers". Now today I also remember the past. This is about the demise of the old Apco gas station as it was called back for many years beginning in the 50s, located northeast of Belle Plaine about 2 miles, along what was then the new 169 Highway. Well, it was a truck stop with a 24-7 restaurant open to the public. Later it was named the Hot Spot, still a truck stop. As you drive past it today, you see a pile of rubble on the south side of Highway 169. It has been closed for about 12 years as it had gone into bankruptcy. The original owner of the station was Howard J. Rothfork. He also developed three other truck stops in Minnesota. There were three other owners after that, then the closure. Now to get back to the original land itself. My parents purchased the farm land just north of the highway in 1930. They purchased it from the State of Minnesota, as it had been in foreclosure for the payment of a fine by the previous owner, who was cooking moon-shine on the property. That was a $5,000 fine. Now, as to this property itself, it had been an exception to the farm land. A parcel had been donated to the Sacred Heart Church in Belle Plaine to be used exclusively for a cemetery by the Parish. I do not have the date of the beginning of this use. Oh, to name my parents, they were Fred and Anna Karnitz. Film Shot in Belle Plaine Could Become ‘Best of Fest’ Entrant

90 Years Ago (1925)

1985 One-Act Play Cast Belle Plaine High School students would be performing “Aria Da Capo” at the one-act play competition that coming Saturday in Waterville. The cast included standing, from left, Carrie Palmer and Scott Bergs. Seated are Sara Malin, Jerrad Fenske, Sheral Kahle and Jenny Witt. Over 10,000 farmers and small town businessmen, including many from this area, presented a list of demands to Gov. Rudy Perpich and the Minnesota Legislature during a farm rally at the State Capitol that Monday, underscoring the plight of the agricultural economy. Chief among the demands was a 120day mortgage moratorium, which would automatically renew until the governor declared the farm crisis was over. The farmers were promised support by Perpich, adding that “this was the most severe farm crisis since the Great Depression.” Belle Plaine firemen were called out in dangerously subzero temperatures that Sunday to fight three different fires. About 10 a.m. Sunday, when the mercury was 22 below zero and the windchill 74 below, firemen responded to a call at the old Vick Karnitz farm five miles southwest of Belle Plaine. The two-story farm home occupied by Michael Vickerman was destroyed. At about noon, while the farm house was still smoldering, firemen were called to the Neoma Schultz trailer home on the west side of the city, where a welding torch had been used in the home and smoked up the house. A third fire that day did extensive damage to a trailer occupied by Robert Wagner in the trailer court on the northwest side of town. Pat Denzer announced a Going Out of Business Sale beginning on Jan. 23. The family had owned the Model II men’s clothing store here for about five years. It followed by a few months the closing of Marv’s Clothing, which was operated by Marv Hartman at the same location for about 10 years. The Star Cities Planning Committee held a public meeting to review the city’s strengths and weaknesses. It was determined

that the city’s three biggest weaknesses that needed work on were (1) a lack of industry and economies of employment; (2) limited local initiative in planning for future growth; and (3) a weak system of selfpromotion. The strengths were (1) suitable land for development; (2) access to the Twin Cities and Mankato; (3) excellent parks, fire, ambulance, police and streets; and (4) quality of life – Belle Plaine was a safe community. Just because she was holding down a man’s job, Patty Polingo, 25, of rural Belle Plaine, didn’t think that made her a woman’s libber. “Heck, I don’t try to prove nothing. It doesn’t bother Tom. When I work hard that just means there is less for him to do.” Patty, who was chosen as a beauty “princess” in 1983 in her hometown of Montrose, put in 13-hour days, seven days a week as a herds-person on the T.C. Fogarty farm five miles north of Belle Plaine. The Belle Plaine High School boys’ basketball team was beaten by Mankato Loyola 4536. The only Tiger to score in double figures was Bill Fogarty with 10 points. The Tigers girls’ basketball team dropped two games that week, losing to Mankato Loyola 39-37 and Montgomery 42-35. Julie Halquist had 13 points against Loyola and Laurie Wolpern netted 12 against Monty.

Members of the local P.T.A. held a meeting in the high school for the purpose of making a study of the critical teacher shortage. Emil Ashauer was elected chairman, Mrs. Art Chard secretary and Mrs. Ince publicity chairman.

At the Egg Show held in New Prague, Albert Ruhland of Union Hill won first prize and was named the grand champion. Edwin Edward Habeck, son of Mr. and Mrs. William Habeck of Blakeley, died at the hospital in Faribault at the age of 34. The city of Shakopee, long noticed for its local controversies, had taken on a new one. A movement was started to establish a municipal liquor store as a changeover from private licenses. Mrs. William C. Holz was given a surprise birthday party at the home of Mr. and Mrs. Ray Bigaouette. An area archery club was formed comprising members from Le Sueur, New Prague, Shakopee, St. Peter, Kasota, Montgomery and Belle Plaine. Dr. L.H. Richter of New Prague was elected president. Mr. and Mrs. Herman Weckworth celebrated their golden wedding anniversary at their home in Henderson, which was attended by many relatives and friends from this community. Ann Marie Kirha, 4 1/2-yearold daughter of Mr. and Mrs. James Kirha of near Montgomery, passed away at the University hospital. The child was a victim of the dreaded disease polio. She was the granddaughter of Mr. and Mrs. Gerald Sullivan of St. Thomas. Belle Plaine firemen were called to the Walter Zellman home when excessive smoke started pouring out of the stove pipes. Damage was confined to slight smoke damage. At the meeting of the German Mutual Storm Insurance Co., Robert J. Anderson of Gotha was reelected to the board. Those reelected to the New Prague Mutual Insurance Co. Board were Peter Neisen, Joseph J. Busch, Math Giesen, E.J. Wermerskirchen and Erwin A. Grassmann. George Joseph, known to many in this locality as a plasterer, was found dead at his home in Shakopee. He was about 70 years old. The remains of Catherine C. Lynch, sister of the late Richard P. Lynch, were brought to Belle Plaine and the funeral was held at Sacred Heart Church, with interment in the parish cemetery. She was 82 years old. Gene Lucy, Belle Plaine’s only ring aspirant to enter the Golden Glove regional tournament, won his first TKO over Delroy Tadych of Excelsior. Lucy stopped the Excelsior fighter in

Otto Latzke, who was in the mercantile business at Halloway, stopped over for a visit with his Belle Plaine folks on returning from a convention in the city. Frank Blaha accompanied the Blakeley bridge crew to their new project at Joseph, Mo. After a stay here of a half year caring for her mother, Mrs. E.E. Chamberlain left for her home in Sanford, Mont. The wheat and rye markets were booming. Wheat was $1.81 and rye $1.56 in Belle Plaine. There was a large gathering at the A.D. Pearson home when Mr. and Mrs. Ed. J. Sass celebrated their 10th anniversary. Erwin Kerkow received $15 as a prize in the Capper Club contest for his ability in raising Poland China hogs and his able report on the manner in which he took care of the hogs. The local legion post elected as officers Robert Van Horik as commander, E.O. Peterson adjutant, Peter Mahoney treasurer; Edward Duffy Howard Smith, Jason Newell, executive committee. Sexton Peterson, a young man of 20, arrived direct from Sweden to join his brother who was a farmhand on the A.D. Peterson farm. The roller skating rink in Dooley Hall was a main winter attraction. Fred Keup and Ray Grosser won the wheelbarrow race. One night a stranger appeared, did some very fancy skating and then bet two dollars he could race anyone with himself skating backwards. Odeneal said he chose Belle Plaine to film “One-Eyed Jack” because it was the perfect location for it, and the fact that he wanted to keep his lead actor (Berg) and One-Eyed Jack in their elements. A portion of the film was filmed at the ranch where Berg keeps One-Eyed Jack. “I want to give a special thanks to Belle Plaine. We were given outstanding hospitality, cooperation and appreciation,”

said Odeneal, who is getting married (in real life) to one of the actresses in “One-Eye Jack” this Sunday. Berg said he bought One-Eyed Jack (the horse’s actual name) a couple of years ago for his daughter, Alexis. Like in the film, the 25-year-old horse is blind in one eye. “I figured it would be a safe horse for her to learn to ride. He’s slow and doesn’t like to run, plus he doesn’t spook,” Berg said. Unlike the movie, Berg does not have any plans to put down One-Eyed Jack, but acknowledges that given the horse’s age, that time is probably not too distant in the future. Mrs. C. Hanlong sold her farm of 100 acres in Belle Plaine Township to B. Schoenecker for $3,200. Ice being hauled for storage measured 20 inches. W.M. Martin was our largest packer,

putting up 500 tons. The firemen gave the first of their annual winter balls. Fourteen members of the Jordan department came to swell the crowd. The death of Fred Bieder occurred at his farm home east of town. He was 67 years old and had been a resident of the community since 1857. L. Streukens, whose term as auditor for Carver County expired, refused to surrender the office. He claimed that the election official was not an American citizen. The State Supreme Court appointed a referee to decide the case. It cost $13,965 to run Scott County for the year 1894, half of which was for officers salaries, only two of whom got as much as $1,000 a year. The other largest county expense was jury costs.

Father Burns will be back to say Mass in St.Thomas on February 22 at 9 a.m. The masses scheduled at St. Anne’s in Le Sueur are Saturdays at 5:15 p.m., Sunday at 8 and 10:30 a.m. The Gill families of St. Thomas, Union Hill and Belle Plaine communities have received a double blow, losing two recently. Mass of Christian Burial  for Patricia Gill of West St. Paul, formerly of Bloomington and Annandale, was Wednesday, January 21 at the Church of St. Peter in Mendota with Visitation on Tuesday. Interment was at Fort Snelling National. Our sympathies to Joe, Patricia’s loving husband of 58 years, and their five children and eight grandchildren. Patricia is a sister-inlaw to Aggie Gill. Mass of Christian Burial also for Cecilia Kane of New Prague was held January 17 at St. Wenceslaus with Father Dave officiating. Cecilia is the daughter of Joe and Eva Dorzinski Gill and sister of Alois and Alphonse, and sisterin-law of Aggie’s. Our sympathies to her family. Tim and Cassie Simon Olson are the proud parents of a new baby girl, Paige Judith on January 15 in New Prague. She weighed 7 pounds, 11 ounces. Emily Sullivan won the 5th grade Spelling Bee Friday at Hilltop Elementary in Le Sueur, and advances to District Competition at LeSueur Henderson Middle School High School on February 2. When asked, “Did you guess at any?â€? She confidently replied, “No, I knew ‘em all.â€? Not only beautiful, but smart, too. Joannie Hartman, Jeneatte Gloege, Tillie, Beth, Kelly, Kim, and K-K-Katie were among the Leo and Meg Sullivan family members  who gathered to celebrate the lives of Mary Kay and Donnie Halloran, Monday evening. Only the Irish celebrate with mass and a party. Many attended the Pancake Breakfast at St. Mary’s hosted by the Derrynane Juniors 4-H Club. Jenny Rutt was involved with organizing, set up, and serving  the meal along with Andy and Catherine Goettl. Hunter Rutt was serving, Emily Sullivan resetting place settings, Caroline Tuck, Austin and Dylan Rutt helped with

Belle Plaine Trio Injured in Crash With Truck A Belle Plaine woman and two children were injured when their car crashed into a flatbed truck Monday afternoon (Jan. 19) in Green Isle Township. According to the Sibley County Sheriff’s Office, the crash occurred at the junction of 190th Street and 391st Avenue. The car contained Jada Teta, 15, Xavier Teta, 10 and a woman, Jena Cuchna, 38. A flatbed truck driven by Paul Teubert, 43, of Glencoe hit the car. The trio was transported to Ridgeview Medical Center in Waconia where they were treated and released.

Mayer Luth. 68, Tigers 62 A solid second-half performance for Belle Plaine could not offset a poor first half as the Crusaders picked up their first MRC victory of the season Friday night at the BPHS gym. Mayer Lutheran utilized the strong play of Sam Schlueter and Taylor Otterstatter to build a 35-26 halftime cushion, and more importantly, confidence for the second half after having started MRC play 0-5. Schlueter and Otterstatter finished with 23 and 18 points, respectively. For Belle Plaine, another big scoring night by Narveson (25 points) was wasted as only six other Tigers scored points. They were Stier (14), Lenz (8), Schulz (7), Herman (4), Hankins (2) and Retzer (2). Narveson also had six steals, while the top rebounders were Lenz with eight and Stier six. Belle Plaine made just two of 17 three-point attempts. “We struggled to solve their zone in the first half and that made a big difference,” Wellner said. “We worked hard to get ahead and did really well with our press in the second half. Unfortunately, we didn’t make a few key plays and that made the difference for us. We are playing better, now it is just a matter of finishing these games off when we have the lead.”

Normandale Community College announced its Fall 2014 Semester Dean’s list. The following students from Belle Plaine enrolled in at least nine credits and have achieved a grade-point-average of at least 3.5 for courses completed in the fall semester ending this past December. Included are Paul Dvorak, Emily Gatz, Jenna Gatz, Jayde Karston, Shabanna Mahadeo and Emily Tucker. Casey Schneider of Belle Plaine was named to the Dean’s List at the University of Wisconsin-La Crosse. To be eligible, students must have earned not less than a 3.5 semester gradepoint-average and have carried a minimum of 12 credits. Rebecca Koepp of Belle Plaine is on the High Honors List at Southwest Minnesota State University. Students with a grade-point-average of 4.0 make the list.

This past Saturday the Belle Plaine Explosion Dance Team hosted their annual Dance Invitational in the South Gym with 10 teams participating. At the end of the day the Explosion Dance Team earned 2nd place in the Jazz competition and 1st place in the High Kick competition. Congratulations girls on a great weekend! The Explosion will host a regular season conference meet this Friday in the South Gym against Jordan, Mayer Lutheran, and Norwood – Young America. One of the priorities that I have written about previously for this legislative session is to change the alternative facilities funding rules for school districts in Minnesota. Alternative facilities revenue is used by school districts to maintain their school facilities including parking lots, roofs, tuck-pointing on building exteriors, athletic facilities such as tennis courts and tracks, and other maintenance items. This issue was brought forward as a recommendation of the School Facilities Financing Working Group that studied school district facility maintenance and finances two years ago. Currently, the largest 25 school districts in Minnesota have authority to generate the revenue they need for facility maintenance issues through a locally approved levy process while all remaining districts must utilize the small revenue stream available for facility maintenance or they must sell bonds after MRC Standings receiving approval from their local public through a ballot question. When Minnesota Republicans prepared last month to take charge in the House of Representatives, some of their members publicly took aim at the state’s so-called “Blue Laws” and said the time to permit offsale liquor stores to be open Sundays has come. In Belle Plaine, that bold proclamation has been met with indifference. Last week, Rep. Jenifer Loon, R-Eden Prairie, said she plans to author a bill aimed at repealing the prohibition on Sunday liquor sales. Her bill should be ready for formal filing this week, she said. Owners of two of the three off-sale liquor stores in Belle Plaine are unimpressed. They have little or no interest in being open Sundays. Lori Otto, owner of Prairie Liquor on East Main Street, and Little Brown Jug owner Otto Pries do not expect the additional revenue generated by their liquor stores being open Sundays would be significant and may not cover the additional cost of being open a seventh day. “You’ll just be taking the revenue from six days, maybe a little more, and spreading it over seven,” Otto said. Pries says there’s a limited amount of money in the Belle Plaine market for off-sale liquor. He believes the additional costs don’t justify being open on Sundays. They both agreed with the notion that repealing the prohibition is likely more of a benefit to businesses in cities close to Minnesota’s borders with states that permit Sunday off-sale. “They go across the border to buy beer we can’t get in Minnesota. Coborn’s, Belle Plaine’s newest off-sale retailer, said it will study its options, but not until the proposal becomes law. “This question comes up every few years. We’re not going to put a ton of time into it until we need to,” said Rebecca Kurowski, the company’s communications manager. Coborn’s will study available staffing, its potential profit margins and what the competition in the area does. “It’s one of those things I’m not 100 percent certain we’d keep our stores open,” she said. “I think we’d look at it community by community.” A prohibition on certain business activities is well established in Minnesota culture, Otto said. Car and truck dealerships can’t sell vehicles on Sunday. Belle Plaine Motor Sports, which the Otto family owns, is prohibited from selling motorcycles or snowmobiles on Sundays. The business could open Sundays to sell parts, accessories and clothing.

Dan Neisen, whose family owns Red Door, Neisen’s Corner Bar and several other bars around the area, would welcome the repeal. “We’re already here,” Neisen said. Don Savage, owner of Sparetime Tavern, wants to see the ban repealed. A repeal would allow Sparetime to sell strong beer on Sundays. Savage said the off-sale portion of his business amounts to about 10 percent of the revenue. Savage expects the summer months would see plenty of Sunday off-sale receipts. Customers might be heading over to friends’ houses or to the lake. Savage tries to keep his prices close to what the liquor stores charge. “It’s not going to be a big money maker, but it’s more of a convenience,” he said. Christine Panning, owner of Andy’s Bar & Grill and Charlie Hartman, owner of Huck’s Shipwreck Saloon, are concerned the elimination of the ban on off-sale strong beer and liquor sales could hurt their respective businesses. Both Panning and Hartman say they sell very little 3.2 percent beer on Sundays. “If they lift the ban, more people will be able to buy it and take it home instead of staying in the bar,” Hartman said. Tom Otto, owner of Borough Bowl, said the bar at the bowling alley doesn’t sell enough beer off-sale for the proposal to have much impact. He believes the large, corporate liquor stores will benefit the most from the end of the ban.

repealing the prohibition, believes there are two approaches to removing the blue law from the books – either a statewide appeal or allowing municipalities (cities and counties) to decide whether off-sale liquor sales will be permitted on Sundays. Sen. Kevin Dahle, a DFLer from Northfield whose district includes Belle Plaine, said he’d support the retraction if it were up to cities and counties to decide if they wanted to OK Sunday off-sale liquor store sales rather than a statewide repeal. Belle Plaine’s representative in the House, Rep. Bob Vogel, R-Elko New Market, wants to see the finished product before he takes a position. “I really struggle with this because I’ve seen the devastating effects of alcohol abuse, as well as concerns of what it would mean for the small store owners,” he said. Rep. Glenn Gruenhagen, RGlencoe, is concerned about repealing the prohibition. He said it could hurt smaller operations. But Gruenhagen said he’d wait for the final version of the proposal once it comes out of the committee hearing process before passing judgment on it. Loon sees the blue law as being an outdated holdover from the days of prohibition, which ended in 1933. She believes people have busy lives and should have the right to make whatever purchases they wish, regardless of the day of the week. “I definitely think it’s a when (the prohibition is repealed), not an if,” Loon said. “Maybe it won’t happen this year, but I definitely think it’s going to happen.” She understands and respects business owners opting not to open their off-sale liquor stores if the prohibition is repealed. Her intent is not to require a business to open. “This is giving retailers the option to be open. It gives them flexibility,” she said.

County Board OKs Application for House, Land Acquisition (continued from page 1) Associates Inc. to complete an engineering assessment on the likelihood of the structure falling into the ravine in the near future. The study concluded that, “…there is a minimum 20 percent per year likelihood of a structural collapse or significant structural damage due to a slope failure event that can reasonably be expected to occur within five years…” Yesterday (Jan. 20), the Scott County Board approved two resolutions benefitting Ludden, Schendlinger and the regional park. The county board OK’d including the house on Blakeley Trail and 29 acres into its regional park system. The house is across the road from the section that washed away after the rainfall. Commissioners also agreed to submit an application to U.S. Homeland Security and the Federal Emergency Management Agency (FEMA) for federal funding to purchase the property. The federal money would cover $398,330.63 of the $531,107.50 purchase price, leaving Ludden and Schendlinger to cover a required 25 percent match of $128,861.88. The program will help FEMA and Homeland Security and Emergency Management (HSEM) fund acquisition of a property because of a landslide presenting an imminent threat to the integrity of a structure. Scott County is also seeking $99,582.66 in state opportunity acquisition money for the park. That would reduce the couple’s share to $29,279.22. Additional Land for the Park

Two parcels to the south of Ludden and Schendlinger’s land, both owned by the Catherine Schmidt family, would also be added to the planned park reserve boundary to provide contiguity to the remainder of the park. This would add approximately 104 acres of mostly ravines, woodlands, and steep slopes to the planned park reserve boundary. The proposed additions increase the size of the regional park to approximately 2,550 acres. By incorporating these parcels into the planned park boundary, Scott County would meet the requirement of having the hazard mitigation parcel in public ownership. Getting the Panthers off to a good start was Parker Huss as the 106pounder put together a solid 4-0 win over Lucas Gilbert. In the next match Scott West 113-pounder Jackson Stauffacher went right to work and put up 12 points on the board before gaining the pin fall over Watertown’s Adam Sweeney at 3:27 of the second period. It looked as if Panther 120pounder Carter Piche would follow suit as he also went right to work with a nice leg-attack take down of W-M’s Brady Kohls. After the take down, Piche dominated from the top position as he took Kohls to his back not once but twice for three-point near falls and an 8-0 lead. However, that is where the scoring ended for Piche, and when Kohls scored a late third-period take down at the buzzer, he had rallied to negate the potential major decision for the Panther wrestler. Piche’s teammate Ben Kelvington (126) opened up a big lead over Royal Bryce Duske before taking him to his back for a second-period pin fall at 2:51. Scott West’s four-match winning streak came to an end at 132 pounds when the Royals sent #6-rated Jackson Sweeney to the mat, where he scored a first-period pin of Ben Dvorak. However, Ryan Siegle righted the Panther direction as he scored a solid 5-0 win over Brian McDonald at 138 pounds.

David Flynn scored a late firstperiod take down against Corey Jobe to ride a 2-0 lead into the second period. However, Tyler Grieves would come right back with a Panther win as he scored a hard-fought 5-2 victory over Troy Scheuble at 220 pounds. Scott West had qualified on Monday in New Prague by winning the 9th Grade League Region 3 team championship with a 4230 win over Litchfield. Scott West advanced to the Minnesota 9th Grade League State Team Championship finals for the first time ever and it did so by getting three dual meet wins all over traditionally strong Minnesota wrestling programs. The young Panthers opened the day of wrestling in Hastings by beating perennial powerhouse St. Michael-Alberville in the first round and then followed with wins over Frazee and Minneota before falling to Foley 39-24 in the championship final. the 9th Grade League State Team Championships, a partial Panther varsity squad was competing at the nine-team Lightning Invitational at Eastview High School in Apple Valley on Saturday. The tournament was won by Shakopee as the Sabers scored 218 team points to edge out the home team Lightning, who took second with 201.5 team points. Scott West was third at 158, followed by Wayzata (130), Amery, Wis. (101.5), Winona (90.5), Rosemount (84.5), Faribault (93) and Minneapolis South (28). Panther heavyweight Josiah Schatz won his first Scott West individual championship as he powered over Eastview’s Tom Delich for a second-period pin fall at 3:25 of the title match. Parker Huss continued his streak of good wrestling as the sophomore 106-pounder scored an 8-0 major decision over Wayzata’s Mark Wallerius in his championship final. Andrew Fogarty pinned his way through the tournament with his final victim being Wayzata’s Evan Kluck. Scott West had a fourth finalist in the tournament in David Flynn, who moved up to 138 pounds for this tournament and found himself in a rematch against Shakopee’s Tyson Leon, who had defeated him earlier in the year in Shakopee. Leon, however, would be up to the challenge as he broke open a 2-2 tie with a third-period escape and take down to win the 138-pound title of 5-2. Flynn’s teammate Ryan Siegle put together a good day of wrestling as he went 3-1 and dominated Faribault’s Austin Rendler for an 8-0 major decision in their match for third place. Also placing for the Panthers were Joshua Backlund, who was fourth at 113 pounds in his first varsity tournament. Carter Piche was fourth in a very tough bracket at 120 pounds, while Brendan Mackedanz placed sixth in the same bracket. Tony Dvorak also placed sixth in the 132-pound bracket. Dylan Johnson put a couple of nice wins together to place fifth at 152 pounds. Imbalanced scoring was again a contributor to Belle Plaine’s downfall as Hayden scored 32 of her team’s 53 points. The other point-getters were Kellogg (8), Johnson (4), Amelia Kahle (4), Paige Narveson (3) and Schmitz 2. Hayden and Kellogg were the team leaders in rebounds. Mya Chmielewski had 14 points and Maria Kuntz added 13 for the Crusaders, who led by just two points at intermission and by three points in the closing minutes.

“We played well this game and had a lead for much of the first half,” Carlson said. “With 1 1/2 minutes to play, we were down by three and had the ball but did not score the rest of the way . . . Offensively, we are still looking for someone on the perimeter to step up and be a consistent scorer for us . . . Mariena Hayden had an outstanding and dominant game. Michael Kroells Looks to Continue His Ascent to the Top

A Visitor From the Tundra A female snowy owl made a rare visit to Belle Plaine last week. Mike Albrecht of Belle Plaine spotted it in a corn stubble field along West Commerce Drive near Oak Crest Elementary School and called photographer Bill Diers to bring his camera and capture the image. With a wingspan of four to five feet, snowy owls nest in the Arctic tundra of Alaska, Canada, and Eurasia. They winter south through Canada and northern Eurasia, with irruptions occurring further south in years where food is scarce or a large population expands their range. Most of the owls’ hunting is done in the sit-and-wait style. Its prey may be captured on the ground or in the air, or fish may be snatched off the surface of bodies of water using their sharp talons. Each bird must capture roughly seven to 12 mice per day to meet its food requirement and can eat more than 1,600 lemmings per year. The owl spent much of Thursday (Jan. 15) on the ground, tolerating the harassment of crows. Albrecht reported other snowy owls have been spotted in Jordan, Carver, Victoria and other areas across southern Minnesota.

Dollars for Scholars Phone-A-Thon This Weekend Belle Plaine Dollars for Scholars will conduct its 24th annual Phone-A-Thon this weekend. Dozens of students will take turns manning the phones asking District 716 residents to make pledges. This year’s donations will generate immediate funds for 2015 scholarships. Annual fund-raisers such as the Phone-A-Thon, Car Raffle and Wine Tasting/Silent Auction generate funds for scholarships to be awarded each year to the graduating students. Onehundred percent of the donation goes toward the scholarships. More students are choosing to continue their education at a post-secondary level. As community and schools grow the continuing challenge and goal for Dollars for Scholars is to present scholarships to all stu-

dents who apply. Students will be calling potential donators this Saturday, Sunday and Monday evening. Donations of any and all sizes are greatly appreciated. If every donation is increased by $5, Dollars for Scholars would earn an additional $5,000 for this year’s graduating class. through compassion.”

Small Efforts, Big impact

Since its inception, FISH has assisted nearly 1,000 needs of families using a networking system as a strategy. For example, if a partner encounters a need that it cannot meet on its own, the leadership may post the need to the FISH network, at which point the registered partners have the opportunity to respond as they are able or inclined. Connecting needs through FISH yields a benefit not only to the recipient, but also to the congregations, service organizations and businesses that enjoy the gratification that comes with generosity. “This level of collaboration requires people to think creatively and act collectively, which can be a challenge for some partners who may be more accustomed to working in silos,” Loechler said. “Partner training, website development, and outreach meetings are required costs to strategically building the robust network that has helped so many neighbors in and around Scott County.”

by Lexi Diederich, U of M Athletics Communications Midway through its 2014-15 season, the University of Minnesota wrestling team is 8-0 (4-0 in the Big Ten), appearing to be as strong as many of the great teams the Gophers have put on the mat in recent seasons. Perhaps the biggest change for the Gophers from recent seasons, quite literally, is redshirt sophomore and Belle Plaine native Michael Kroells. Known among his teammates for routinely drinking five gallons (or more) of milk per week and his Academic All-Big Ten prowess in the classroom, Kroells makes an impression as large as his imposing frame. While Kroells has a chance to help his team achieve its goals of bringing home the program’s fourth national title this season, doing so demands filling a role vacated by one of the most decorated wrestlers in program history. Kroells took over as the Gophers’ starting heavyweight for Tony Nelson, who is one of only four Gophers to ever win multiple individual national championships. Nelson finished his career with four AllAmerica honors, three Big Ten championships and two NCAA championships. Kroells sees himself continuing the lineage of heavyweight dominance for the Gophers that Nelson helped build. Of the 22 individual national champions in Gopher history, seven have competed at heavyweight, more than any other weight class. Since he fully embraced wrestling in fifth grade, Kroells has watched his hometown college team with passionate eyes. College wrestling didn’t seem like a reality for him until he started improving practice by practice, season by season, a pattern that has come to embody Kroells and his vision of success. Before long, a high school state championship was within reach, as was a college wrestling career. “To me, a state championship equaled wrestling in college,” Kroells said. “I figured if I got a state title, I would be alright.” For the former Scott West wrestler, the challenging road to a state championship really began in 10th grade. While prominent Gopher alumnus Dan Zilverberg helped expose him to high-level wrestling at a young age, Scott West coach Al Flynn helped him overcome a key mental barrier. One of Kroells’ weaknesses was getting pinned. Flynn was able to teach Kroells the art of keeping his shoulders off the mat by pinning him to the mat and forcing him to free himself of the coach’s hold. After about a month of practices spent struggling to get loose, Kroells finally fought off Flynn, a turning

Minnesota Traffic Deaths in 2014 Reach Near Record Low Last year marked continued progress in improving traffic safety on Minnesota roads as preliminary data reveal traffic deaths falling to a near record low. According to the latest preliminary numbers from the Minnesota Department of Public Safety (DPS) Office of Traffic Safety, 356 people lost their lives in 2014 crashes. DPS projects a final number of 370 road fatalities after final statistics are evaluated. This would be the second lowest number since 1944 when 356 people lost their lives. There was a significant decline in pedestrian deaths in 2014. After peaking at 71 deaths in 1986, pedestrian fatalities dropped to 17, according to preliminary numbers — the lowest number from 1984 to 2014. While the declining numbers are encouraging, the end of 2014 was a difficult time for a number of Minnesota families as losses included: 2014 Preliminary Results (as of January 13, 2015) show 17 pedestrian deaths, down from 35 in 2013; five bicyclists – down from six in 2013; and 45 motorcyclists, down from 60 in 2013.
