Rob Selly is Firefighter of the Year by Dan Ruud Like a number of other Belle Plaine firefighters who have been with the department for over a decade, one of Rob Selly’s most memorable calls was to the arson fire that destroyed one of Belle Plaine’s most historic downtown buildings in October of 2005. No lives were lost and firefighters, up all night, kept the blaze from spreading to neighboring buildings. Selly and all the other firefighters in the department who responded to the intense blaze were recognized as Belle Plaine’s firefighters of the year for 2005. It can be said that Selly, a 1988 graduate of Belle Plaine High School and 14-year-veteran of the BPFD, is now a two-time firefighter of the year after having recently been selected the department’s 2016 firefighter of the year. Although high on his list of most memorable calls, the downtown fire was not the first to come to Selly’s mind when asked which call stands out most to him. It was just a couple of buildings down at Brad’s Barber Shop several years ago when his father-in-law, Win Vatthauer, went into cardiac arrest while getting a haircut. “I performed CPR on him and at the time didn’t know it was him,” said Selly, adding that Win’s glasses were off and he “didn’t look like himself.” It wasn’t until Win was in the ambulance that Selly noticed Win’s car parked on the street, and asked then fire chief Randy Koepp if the man whose life was still in doubt was Win. Koepp confirmed it was. After driving Win’s car home, Selly told his wife, Shelly, that her dad had went into cardiac arrest and was en route to the hospital. It turned out that Win’s life was saved that day thanks to Selly and the other emergency personnel at Brad’s Barber Shop. Win, who still lives in Belle

Belle Plaine City Hall received and approved 37 new home building permits in 2016. That’s a significant increase over the 24 received in 2015, which was an increase of the 18 issued in 2014 and 12 in 2013. In 2012, six were issued and in 2011 the total was four. The record year for Belle Plaine was 2001 when nearly 200 new home permits were issued. New home building, especially single-family, then began a long and steady fall nationwide, which was blamed on too many homes left unsold from the peak years and an unstable economy. Twin Cities Numbers Highest in a Decade

According to the Builders Association of the Twin Cities, continued growth in single-family construction in 2016 pushed the Twin Cities residential construction permit numbers to its highest level since 2006.

For the year, total permits were up 11 percent over 2015, while total units were up just 1 percent from 2015. Single-family permits ended the year with a 12 percent increase. Multifamily construction saw a boost in December, but ended the year down 9 percent compared to 2015. “Owning a home is still very much a part of the American Dream and the 2016 permit numbers show that it’s becoming a reality for more families,” said Meg Jaeger, the Builders Association of the Twin Cities

School Board, Staff Reviewing 2017-18 Calendar A school calendar free of halfdays and with classes for seventh-graders through seniors starting class Sept. 5 and students dismissed for the summer May 31, 2018 is under review by Belle Plaine Schools staff and school board. Superintendent Ryan Laager said the school district’s staff is reviewing the calendar. The school board will discuss the proposed calendar at its January business meeting. After six teacher workshop days (professional development) in August (23-25, 26-28), the 2017-18 school year is expected to open Sept. 5, 2017 for seventh- through 12th-graders. Elementary-schoolers in kindergarten through sixth grades will have two days of conferences Sept. 5-6. “Delivering professional development before the start of the school year is beneficial, and the majority of our teachers agree, as it allows for a focused allotment of time to concentrate on instructional practice enhancements and initiatives put forward by the administration,” said Director Dan Giesen. “When professional development occurs during the school year, teachers are asked to take a break from their teaching to attend workshops. After these quick breaks in their teaching workflow, they are then asked

to incorporate these enhancements or new initiatives into their teaching practice. I do not feel these short breaks allow for adequate time to adjust, or to allow teachers to adequately apply the new skills or initiatives.” Superintendent Ryan Laager said the time for professional development makes better use of time. “I think this has been more purposeful in being able to provide professional development and created fewer disruptions during the school year,” he said. Giesen would prefer the district be allowed the flexibility to start school before Labor Day. “The most important reason to start prior to Labor Day is to provide additional instructional time for teachers and students before state and standardized testing takes place,” he said. The conferences were strongly popular with parents, according to surveys. The hours will be noon to 8 p.m., Sept. 5, and 10 a.m. to 6 p.m. on Sept. 6. The conferences are designed to prepare the students for the return to school and assess their readiness after three months off. School will quickly settle into a five-day-a-week routine for the first five weeks of the 20172018 school year. The first break from the routine is the

Education Minnesota teacher’s convention Oct. 19-20 when students have two days off. Board Member Diane Skelley noted the absence of a break for students and staff. “We have to have close to the most five-day weeks of any school district in the state. I have heard no complaints from staff and it is beneficial that we will be out earlier at the end of this year with the current calendar,” Laager said. The proposed calendar calls for two days off for Thanksgiving, Nov. 22-24, and Christmas break running from Dec. 25 through Jan. 1. Days off are also slated for Jan. 22, 2018 and Feb. 19. Spring break will run the week of Easter with no school March 26, 2018 through March 30. The proposed calendar will have no scheduled days off in April and only Memorial Day (May 28). The final day of the 2017-18 school year is proposed to be Friday, June 1 with the traditional Sunday graduation ceremony June 3. The proposed calendar calls for 172 student-contact days, 184 teacher duty days.

*Two weeks after the first of two men pleaded guilty to murdering Earl Olander in his San Francisco Township home in April of 2015, the second man accepted blame for killing the 90-year-old retired farmer. On May 6, Edson Benitez accepted a plea agreement. It’s the same plea deal his accomplice, Reinol Vergara, accepted on April 28. The two men pleaded guilty in Carver County District court to second-degree murder, aiding and abetting. In exchange for the guilty pleas, the prosecution dropped three of four murder charges, including indictments on first-degree murder charges. Benitez and Vergara were sentenced to 37 1/2 years imprisonment for killing the rural Belle Plaine man. *The Belle Plaine City Council unanimously approved a quartet of resolutions/ordinances as well as a business subsidy agreement that would help pave the way for the construction by Ridgeview Medical Center of a medical clinic and senior housing complex near the intersection of Highway 169 and County Road 3/ Meridian Street. The Lutheran Home was also involved in the project. Plans call for a 12,900square-foot medical clinic, a 10,000-square-foot fitness/ wellness center and a three-story, 55-unit senior independent living center. Joining Dikmen in receiving all-MRC honors for Belle Plaine were Bridget Egan, Anna Donkhong, Ally Fink, Taylor Kruger, Allisa Schultz, Liz Schimidt, Jaylen Struck-Schmitz, Jenna Gatz, Emily Krautkremer, Haley Leger and Emily Berger. Belle Plaine finished the season with a record of 4-8 in the Minnesota River Conference, 9-11 overall. Gaining all-conference status for the Tigers were seniors Kaylee Hentges and Maddi Lark. Junior Elizabeth Johnson was honorable mention. *Gerry Meyer of Belle Plaine was the 2016 recipient of the Belle Plaine School District’s Friend of Education Award for his longtime commitment to the district.

Plaine High School senior Abigail Meger not only sold the most tickets (84) in the 2016 Belle Plaine Dollars for Scholars Car Raffle, but she also sold the winning ticket to Tim Burns of Prior Lake, who is a friend of the family. Meger received $400 for selling the most tickets and another $400 for the winning ticket. Burns’ prize was a 2010 Imperial Blue Metallic Chevy Cobalt, which was donated by Matt Saxe Chevrolet Buick of Belle Plaine. Some $19,000 worth of $25 tickets were sold in 2016, proceeds from which go to scholarships for BPHS graduating students.

Minnetonka Police Chief Scott Boerboom said there was no sign of foul play at the house and investigators were not looking for any suspect. Pudlitzke, 48, a Belle Plaine High School graduate, ran Prince’s Glam Slam night clubs in downtown Minneapolis, Los Angeles and Miami in the early-1990s. More recently, he worked in real estate. Prince was found dead in his home in Chanhassen two months earlier. He was 57. *Belle Plaine held its annual German Days celebration June 17-18. The usual assortment of tractor pulling events, sauerkraut eating contests and professional wrestling were held on the streets of downtown. Darlene Hogeboom was the grand marshal of the parade, after which Caitlyn Schoon was crowned Miss German Days. Also receiving crowns were Hannah Burmeister (first princess), Teresa Wentworth (princess) and Allison Hennes (princess). *The longest season and postseason run in Belle Plaine High School baseball history came to an end on the longest day of the year (summer solstice on June 20) when the Tigers lost to Minnehaha Academy 5-1 in the state Class 2A championship game at a warm and sunsplashed Target Field. The Tigers, who were playing in their first state baseball tournament in program history, won their first two games in St. Cloud to earn their date at Target Field, defeating Fairmont 1-0 in the quarterfinals and Maple Lake 6-4 in the semifinals. Besides a section tile, the Tigers also won the Minnesota River Conference title for a third year in a row with a record of 13-1 and finished the season with an overall record of 25-2. Receiving all-conference honors were seniors Aiden Ladd, Luke Narveson, Jon Vinkemeier, Mitchel Stier, and junior Brody Curtiss. Senior Wes Sarsland was honorable mention. *Following a public hearing June 20, the Belle Plaine City Council unanimously approved an ordinance that will provide for solar energy systems as accessory and principal uses in certain zoning classifications within the city. The new ordinance assigns specific performance standards to potential solar energy providers. Previous city land-use controls did not address solar (or wind) energy systems.

James A. Straining James A. Straining, 80, of Belle Plaine, passed away at the Belle Plaine Lutheran Home on Monday morning, January 2, 2017, due to complications of Parkinson’s disease. A memorial service will be held on Friday, January 6 at 11 a.m. at the Kolden Funeral Home in Belle Plaine. Visitation will be at the funeral home 1 hour prior to the service. Jim was born June 5, 1936 to Albert and Jane (DeWalt) Straining in Harrisburg, PA. He attended and graduated from William Penn High School in Harrisburg in 1954 where he was very active in athletics. He married Karen Shadel on October 22, 1955 in Harrisburg, PA. Jim was a 30 year employee of 3M and the family lived in New Jersey, Georgia and Wisconsin before settling in Minnesota. He was a devoted husband, father and grandfather. Jim was an avid ﬁsherman and had a lifelong passion for Drum & Bugle Corps. He loved music of all kinds, playing board games, puzzles and spending time with his family. He is survived by his wife of 63 years, Karen; daughters, Kristen Straining and husband Ron Hamrick of Baldwin, WI, Lisa (Bob) Tesch of Richﬁeld, MN and Andrea (Darren) DeJoy of Montgomery, MN; grandchildren, Zachary, Jeremy, Hannah and Sarah DeJoy; and seven great-grandchildren; brother, Jerry Straining of Dillsburg, PA; brother-in-law and niece of Harrisburg, PA, Donald and Terri Straw; sister-in-law of Wilmington, DE, Kathie Kolb and family, niece and nephew Sheryl and Alan DeWalt. Robert “Orangy” Lawrence, 59, of Henderson, passed away suddenly on Monday, December 26, 2016 at his home of natural causes. Funeral services were Saturday, December 31 at 10:30 a.m. at St. Joseph’s Catholic Church in Henderson. Visitation was at the church on Friday, December 30 from 4-8 p.m. Visitation continued at St. Joseph’s Church on Saturday morning one hour prior to the 10:30 a.m. service. Following the service, a reception/luncheon followed at the Henderson Road Haus & Event Center in Henderson. Burial will be at a later time. Orangy was born on July 10, 1957 to Harris and Mary Elizabeth (Tousignant) Lawrence in Shakopee. The family lived in the Jessenland area of Sibley County. Orangy was baptized and conﬁrmed at St. Thomas Catholic Church in Jessenland. He attended and graduated from Henderson High School in 1975. Orangy was a lifetime resident of Henderson and was selfemployed as an excavator and operator of heavy equipment. He was also a member of the Henderson Fire Department for nearly 40 years. It would be an understatement to say that he will be missed tremendously by his family, friends, and community. Born May 20, 1940 in Belle Plaine, Minnesota, she was the daughter of the late Erwin and Eleanor Westphal (Peltz) of Belle Plaine. She attended grade school and graduated from Belle Plaine High School. Jan went on to nursing school but changed career paths and went on to work in manufacturing and retired from Rosemount Inc. Jeanette married William H. Noll on September 6, 1959 in Belle Plaine, MN. Jan and Bill went on to have three sons, Mark, Scott and William. Early in their married life they lived in Vallejo California, however, Chaska, Minnesota became their home until 1995. After retiring at the age of 55 in 1995, Jan enjoyed traveling the United States, splitting the year between Minnesota and Surprise, Arizona with family and friends. Lillian R. Tiegs Lillian Rose Tiegs, 95, formerly of rural Henderson, Minnesota passed away on January 1, 2017 at the Belle Plaine Lutheran Home. Funeral services will be held on Friday, January 6 at 11 a.m. at Zion United Church of Christ in Le Sueur. Visitation will be one hour prior to the services at the church. Interment will be in the Mound Cemetery in Le Sueur. Kolden Funeral Home is handling the arrangements. She was born May 9, 1921 at Madison Lake, Minnesota to Thomas and Elizabeth (Boldt) Chambers.

Monday, December 26, 2016. Memorial services were on Monday, January 2, 2017 at 11 a.m. at St. John Lutheran Church in Belle Plaine. Visitation was at the church from 9-11 a.m. Following the service, a reception and lunch were held in the church social hall. Tory was born on December 5, 1968 in Hampton, Iowa to Stanley and Shirley (Bonner) Walton. The family moved to Belle Plaine in 1973 were he attended and graduated from Belle Plaine High School. Tory attended Minnesota State University before entering his long Automotive Sales career. He married Camille Raiche on July 21, 2000. His sales management positions took the family to Arizona and California for several years before returning to Minnesota. Tory dearly loved his children, wife, family and friends. He was dearly loved for his infectious smile, laugh and larger than life personality. He is survived by his wife, Cami; loving children, Mallory, Paige and Benjamin; mother, Shirley Walton of Belle Plaine; siblings, Valerie (Joe) Thies of Orono, MN and Cynthia (Steve) Volek of Belle Plaine; many nieces, nephews, greatnieces and nephews, relatives and friends. He is preceded in death by his father, Stanley in 2003; and very close friend, Paul Pudlitzke in 2016.

She married Milton H. Tiegs on February 12, 1943 in St. Paul. They lived on a farm in Tyrone Township, Le Sueur County near Henderson. She helped on the farm and with the operation of their saw mill. She later worked for Midland Glass in Shakopee, retiring at age 62. She purchased a loom and made Rag Rugs and was known as “The Rag Rug Weaver”. For many years she was the correspondent for the “Settlement News” for the Belle Plaine, Henderson and Le Sueur newspapers. She loved traveling with Milton to threshing and steam engine shows, selling her rugs and dish towels, visiting with anyone, baking and games of chance. She is survived by her daughters, Marlene (Andresen) Miller of Faribault and Marcia Tiegs of Shakopee; and sister, Ruby (Cecil) Ernsting of Le Sueur; seven grandchildren; and many great-grandchildren.

Looking to take some of the tax burden off its residential property owners, Green Isle is extending the welcome mat to any new or existing businesses interested in relocation or expansion. City council members hope Sibley County has some expertise to offer. Later this month, Green Isle is hosting two meetings that could be a sign of what the community can expect as it tries to help businesses. Monday (Jan. 16, 7 p.m.), the Green Isle Economic Development Authority will host Sibley County Administrator and the countyâ&#x20AC;&#x2122;s economic development coordinator at city hall. The cityâ&#x20AC;&#x2122;s hope is that Sibley County can offer experience and advice on how to serve businesses interested in relocation or existing businesses in Green Isle that want to expand. Two weeks later (Jan. 30), the city will host an open house at the Green Isle Community Room. Citizens and members of the cityâ&#x20AC;&#x2122;s commercial community are welcome to discuss ways to expand the small cityâ&#x20AC;&#x2122;s commercial sector. Traxler said the county could potentially help the city seek a state grant that could help create a revolving loan fund. That fund would help businesses expand. A business taking advantage of the revolving loan fund would repay the loan with interest helping to expand the fund. The city could also take advantage of county expertise to create materials marketing Green Isle as a city willing to welcome expanding or relocating businesses. The city doesnâ&#x20AC;&#x2122;t

Belle Plaine Township had a mill rate ranging from 38.2 to 48.6. Blakeley ranged from 39.4 to 59.4.

Iâ&#x20AC;&#x2122;m looking optimistically for a good year.â&#x20AC;? New Scott County Attorney James Terwedo was congratulated by his mother, Mrs. Terwedo, after taking the oath of ofďŹ ce. Mrs. Terwedo was the former Mary Ann Meger of Belle Plaine. â&#x20AC;&#x153;I plan to run the ofďŹ ce more like a private law ďŹ rm,â&#x20AC;? said Terwedo, who defeated incumbent Kathleen Morris in the general election. It started as a direct-to-thefarmer poultry medication supplier in Luverne, a town in the very southwestern corner of Minnesota, in 1927. Sixty years later, the company was still going strong in Belle Plaine and Blakeley as Wendt Laboratories, which was marking its 17th year in Belle Plaine. The Belle Plaine plant, led by Bill Wendt, manufactured tablets and soluble powders, both for human and veterinary purposes. Two men in the area were actually waiting for snow to come so they could have something to plow and groom. Park Manager Bruce Eliason and Assistant Manager Dave Berg of the Lawrence Wayside section of the Minnesota Valley Trail State Park were ready to groom the trails for snowmobiling and cross country skiing. But so far there hadnâ&#x20AC;&#x2122;t been any snow in the Belle Plaine area, or at least not much.

No amount of health care can replace a Biblically correct diet (Leviticus 11 and Deuteronomy 14) with lots of fresh fruits and veggies, grown in mineral rich soil. I am encouraged by the increased demand for Non-GMO foods. It's not the GMO DNA itself, but rather the residue of glyphosate and other pesticides that come with it. You are what you eat. The monopoly of the AMA and Allopathic M.D.s must be broken. Already, 15 states recognize N. D.s (Naturopathic Doctors); that's a good start. The hospital industry makes billions off diseases such as cancer with their 'cut, poison, and burn' approach of surgery, chemotherapy and radiation. In the 1980's, President Reagan had to go to Germany for Carnivora treatment (Carnivora.com) to cure his cancer. Now alternative treatments are becoming available here. But they are less proďŹ table for the hospitals, the AMA and Big Pharma. On Christmas Eve, Jim and Mary Walker attended the Mass at St. Thomas with Jim’s children, grandchildren and greatgrandchildren. After Mass they went to lay a wreath on Dorothy’s grave (Jim’s 1st wife and the mother of his children). Then enjoyed dinner at Jim’s and Mary’s home. On Christmas Day, they enjoyed a wild game dinner with Mary’s son. Berkley, his family and Mary’s daughter, Heidi in Elk River. On New Years Eve, they had dinner at Lakeside and New Years day they celebrated at Jim’s daughter LuAnn’s home. It was a wonderful holiday season. Chuck and Marie Retka dined at the Henderson Roadhaus on New Years Eve. Daughter Jessica was sighted in Henderson later in the evening. Jim and Marcia Sullivan and kids rang in the New Year at Eric and Brigid Tuck’s home in St. Thomas. Have a wonderful 2017.

Katelyn Zurn, a senior at St. Bens, and Nick Zurn, a volunteer Psychology teacher at the St. Benedict Prep School in Newark, NJ, spent their Christmas vacation back home in Belle Plaine for the past 2 weeks. Nick left for New Jersey in July and has not been home since then. Nick left on Monday to resume his teaching career back at school on Tuesday. Katelyn Zurn left Monday by bus for San Antonio, TX for a Catholic FOCUS conference with 60 students from St. Johns University/ College of St. Benedict and Minneapolis/ St. Paul area for a week long session of conferences and seminars. A few friends of Katelyn’s that were on her study abroad trip to Rome and Greece are also on this trip. Andrew Zurn and Shannon Lane from Portland, OR came by plane to Minnesota on New Years Day. They were able to visit Sunday night with siblings Nick and Katelyn before they left on Monday. Nick and Andrew live close to 3000 miles apart, were happy to visit, along with Katelyn and the rest of the family. They all enjoyed visiting at Grandma and Grandpa Weiers Sunday night for supper.

Henderson Loses A Friend, Man Police Killed in Mankato Robert â&#x20AC;&#x2DC;Orangyâ&#x20AC;&#x2122; Lawrence was Teacher in Shakopee

Last week, Henderson suffered a tragic and unexpected loss when Robert â&#x20AC;&#x153;Orangyâ&#x20AC;? Lawrence passed away at his home. Shock and sadness reverberated throughout the community after Orangyâ&#x20AC;&#x2122;s death on Dec. 26. He was 59 years old. Word spread quickly and it seemed to be all that most people could think or talk about. However, along with the terrible and untimely news, people also began to share tributes to Orangy; stories, fond memories and even smiles and laughter. There is no doubt that Orangy was many things to many people. He was a loving father, a hardworking business owner, a compassionate firefighter with almost 40 years on the department, a mentor and so much more. But two things were consistently mentioned about Orangy throughout the communityâ&#x20AC;&#x201D; he was a friend to everyone and he was always there to help. Doug Thomas spoke of Orangyâ&#x20AC;&#x2122;s warmth and the way he viewed all those around him as friends, â&#x20AC;&#x153;Orangy is one of those rare people who when they pass away, everyone in attendance will feel like they are next of kin. He was everyoneâ&#x20AC;&#x2122;s right hand man. Him being gone will definitely leave a gap.â&#x20AC;? Many people have stories of how Orangy helped them in a time of needâ&#x20AC;&#x201D;whether it was towing a broken down car, pulling out a stump, digging up rock, Orangy always seemed to appear with the equipment needed and offered a solution. â&#x20AC;&#x153;Orangy was always the guy that would do absolutely anything for anybody, and I canâ&#x20AC;&#x2122;t imagine that he didnâ&#x20AC;&#x2122;t help everyone in town with something at some point. I know he helped me on more than one occasion,â&#x20AC;? said Troy Koester, staff writer at the Independent. Former Henderson Mayor Keith Swenson took to Facebook to share his favorite tale of Orangy coming to the rescue. He wrote, â&#x20AC;&#x153;Orangy was generous and kind. He was also the guy you wanted around when things got tough. Back in the

90s the creek that went under the Coast to Coast was raging and flipped a bridge with a car on it that plugged the end of the tunnel and diverted the water down Main Street. Lucky for us, Orangy was close by with the backhoe and drove that thing almost into the creek and unplugged it. He literally saved Main Street that day. Godspeed Orangy.â&#x20AC;? Swenson added, â&#x20AC;&#x153;It was a real Orangy kind of thing, He literally saved the town.â&#x20AC;? Many at the Henderson Fire Department felt the loss of their assistant chief deeply, but most members were quick to point out that Orangyâ&#x20AC;&#x2122;s absence will reach well beyond the department. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve known him my whole life. I served on the Fire Dept. with him for 10 years. He was always willing to help anyone out, and he had a very big heart. On the fire department, I knew I could always count on Orangy. There is certainly a big whole in our community, not just the fire department,â&#x20AC;? said Greg Graham. Bryan Petzel shared about his time with Orangy on the department, â&#x20AC;&#x153;I remember, on lots of rescue calls we would go to, the patient would ask if Orangy was there specifically. They seemed to get some comfort just from him being there.â&#x20AC;? Orangy was a unifying figure for Henderson. Nearly everyone in the community could recognize Orangy, whether it be by name or by sight. He provided countless services without being asked or ever receiving a thank you or a reward. He was simply there to help. Graham said, â&#x20AC;&#x153;Whether Orangy was taking a blood pressure, splinting a broken arm, or just comforting a relative of a patient, he was a professional.â&#x20AC;? There will be no forgetting Orangy, for block by block and street by street in this little town he left his mark, his pleasant greeting or the help of his working hand will long serve as a model of how to be a neighbor. Orangy leaves far too early, with much to do, but as a community grieves it also knows that it moves on as a place made better by Orangy, always a friend, always willing to help. Met Council Flips Switch on Shakopee Solar Garden The Metropolitan Council, together with an array of partners, is providing a boost to Minnesotaâ&#x20AC;&#x2122;s Community Solar Garden (CSG) capacity. CSGs began commercial operations at two of the Met Councilâ&#x20AC;&#x2122;s wastewater treatment plants in northeastern Shakopee and Dakota County. A 3-megawatt (MW) solar garden recently went online at the Blue Lake Wastewater Treatment Plant in Shakopee. Dec. 14, a 5-MW solar garden powered up at the Empire Wastewater Treatment Plant in Empire Township. In total, these projects represent nearly 20 percent of CSGs expected in 2016 through Xcel Energyâ&#x20AC;&#x2122;s Solar Rewards Community program. â&#x20AC;&#x153;These projects will significantly increase Minnesotaâ&#x20AC;&#x2122;s solar garden capacity, while providing reliable, affordable, clean energy for local customers,â&#x20AC;? said Lt. The CSG subscriber receives a credit on its electric bill from the utility based on the energy generated and the size of its subscription. Metro Transit and the Met Councilâ&#x20AC;&#x2122;s Environmental Services â&#x20AC;&#x201C; both large retail customers of Xcel Energy â&#x20AC;&#x201C; are subscribing to the largest portion of the solar gardens. The remaining subscribers are made up of local governments near the wastewater treatment plants. â&#x20AC;&#x153;The financial value the council realizes over the life of these subscriptions will be passed along as savings to our customers, whether they use Metro Transit services or are residents

whose homes and businesses are connected to the regional wastewater treatment system,â&#x20AC;? said Sara Smith, manager of Sustainable Operations at the Met Council. The Metropolitan Council can contribute to the expansion of solar. It is a natural host site for these large solar arrays, because it owns large parcels of available land at and around its wastewater treatment plants. Wastewater treatment operations typically are surrounded by large swaths of property as a buffer between treatment operations and residential or business areas. In addition to the new CSG, the Met Council has an additional array of solar panels at the Blue Lake Plant in Shakopee, which generates power directly to help power plant operations. â&#x20AC;&#x153;The Council is a significant energy consumer,â&#x20AC;? Scott West Takes 7th at Rumble on the Red The Scott West Wrestling team made its 10th trip to Fargo, N.D., for the 11th annual Rumble on the Red Wrestling Championships held at the Fargo Dome Thursday and Friday. Over the course of the past decade, no team has enjoyed more success in the Rumble than the Panthers as they have returned with the team championship belt four times with no other team winning it more than once. Scott West entered this yearâ&#x20AC;&#x2122;s Rumble having won the last two team championships and never finishing lower than eighth place in the always big tournament field of teams. â&#x20AC;&#x153;We have had a lot of success at the Rumble and on the mats inside the Fargo Dome,â&#x20AC;? comments Scott West co-head coach Darren Ripley. â&#x20AC;&#x153;Our program takes a lot of pride in that and being consistently successful is very important to us.â&#x20AC;? Although they did not retain the Rumble on the Red team championship belt for a third year straight, the Panthers did keep their consistent successful run of 10 straight top eight finishes alive as they placed seventh with 112 points behind five individual place-winners that were in the top eight of their weight class brackets. This yearâ&#x20AC;&#x2122;s team championship belt was won by Shakopee as Minnesota AAA #1-rated Sabers overpowered the tournament field with 248 team points. Willmar finished second with 153.5 points and Waconia was third with 152. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s nice that we were able to stay in the top eight,â&#x20AC;? suggests Ripley. â&#x20AC;&#x153;However, if you look up at the board, hopefully there might be a little bit of a wake up call to some people when you see that a section rival (Waconia) is 40 points up on you at the end of the tournament.â&#x20AC;? Overall, the tournament was well wrestled by Scott West 138-pounder Parker Huss as he entered the tournament seeded No. 4 and that is where the senior finished as he became a three-time Rumble on the Red place-winner, adding to his previous seventh and fifth place finishes from the previous two tournaments. Huss advanced to the semifinals with a rematch win over Chaska-Chanhassenâ&#x20AC;&#x2122;s Collin Olevson as he threw the Stormhawk wrestler to his back for the second time this year, and while both throws proved to be match winners, this one went for the pin fall call at 3:41. After losing a 14-6 semifinal match to Centennialâ&#x20AC;&#x2122;s Jakob Bergeland, Huss came back with a strong performance in an 8-6 win over Grand Island, Nebraskaâ&#x20AC;&#x2122;s Zack Cuta in the consolation semifinals before dropping a 5-2 third place Christmas Tournament rematch to Shakopeeâ&#x20AC;&#x2122;s Sam Webster. Scott West 126-pounder Jackson Stauffacher had plenty of fight in him on the first day of the tournament as he rumbled his way to four wins without too much trouble. The Panther #4 seed recorded a couple of pins, a technical fall and a 9-1 major decision to advance to the day two semifinal round, where he faced Sartellâ&#x20AC;&#x2122;s Rylee Molitor. Molitor the Scott West standout 11-2. It appeared

that Stauffacher was ready to bounce back from the semifinal loss as he opened up and took a 3-0 lead into the third period over Willmarâ&#x20AC;&#x2122;s Cael Carlson. However, after a Carlson escape, Stauffacher failed to finish on a promising take down attack and Carlson rallied to a 5-3 overtime win. Stauffacher then had to settle for sixth place as he was pinned in the match for fifth by Cleveland, New Mexicoâ&#x20AC;&#x2122;s Noah Mirabal. At 132 pounds, Scott West sophomore Tyler Shackle put a good performance together as the tournamentâ&#x20AC;&#x2122;s No. 7 seed, which is where he finished as he put some solid wrestling matches together. Shackle used a couple of nice leg attack take downs to advance to the quarterfinals with a 7-0 win over Eaganâ&#x20AC;&#x2122;s Michael Murphy. After being pinned by Shakopeeâ&#x20AC;&#x2122;s three-time state champion Brent Jones in the quarterfinals, Shackle bounced back with a hard-fought 1-0 place match win over Josh Block of Mankato West. Shackle went on to claim seventh place with another hard-fought 3-2 win over Trinityâ&#x20AC;&#x2122;s Jack Ridgway. Justin Stauffacher showed off his wrestling ability with a couple of big match wins on his way to an eighth place finish at 120 pounds. His first big win came in the match to reach the quarterfinals as the sophomore derailed Minneotaâ&#x20AC;&#x2122;s Class A #3-rated Brant Buysse 2-0 with a second period reversal proving to be the difference in the match. After a quarterfinal loss, Stauffacher dominated Thief River Falls Class AAâ&#x20AC;&#x2122;s #5-rated Cade Lundeen 9-0. Panther sophomore Jon Huss secured a couple of one-point wins to help him along his way to also placing eighth in his bracket at 160 pounds. That was a major factor to lower than usual sales in the Beer Garden for a Saturday night. The Beef Stand had total sales of $38,226.17 compared to $36,413.95 in 2015. Sandwiches cost $3.50 apiece, the same as in recent years. The Beer Garden, where the cost of most beverages was similar to 2015, had sales totalling $48,180.50, which was down from $56,757.65 in 2015. Carnival ride sales totalled $61,936.00, up from $59,034.50 in 2015. Rachael Eliason was crowned Miss Belle Plaine, succeeding McKenzie Koepp. Also receiving crowns were Makayla Anderson (first princess), Alyssa Neisen (second princess) and Hailey Witt (miss congeniality). Bill Kruschke was the grand marshal of the parade. Kellen Bergs of Belle Plaine was the overall winner of the Bull Run, while Victoria Flores of Le Sueur was the first female finisher. *A young Belle Plaine American Legion baseball team was among the final four teams standing in the district tournament, but its nine-day, sixgame run in the double-elimination tournament at Norwood Young America and Cologne came to an end with a loss to Holy Family Catholic. Belle Plaine was 10-1 during the regular season. The site abuts the city limits of Belle Plaine at its western boundary. The property owners are Kimberly Devine-Johnson, Christopher Johnson, Tammy Devine and Michael Carlson. The annexation is proposed to accommodate a 5 megawatt utility scale solar energy system proposed to be built by NextEra Energy. *It was hello bridge, goodbye left-turn lanes. Following a ribbon-cutting ceremony on July 27, the Enterprise Drive overpass opened. Afterwards, it took the Minnesota Department of Transportation (Mn/ DOT) just six days to close the left-turn lanes from Highway 169 to County Road 3/Meridian Street. Mn/DOT made removing the left-turn lanes a requirement from the beginning of the bridge planning phase. S.M. Hentges and Sons of Jordan was awarded the overpass project at the low bid of $3,179,966.84, which was over $1.2 million below the city engineerâ&#x20AC;&#x2122;s construction estimate of $4,387,703.

The county fair wrapped up with the expectation that attendance was better than in 2015. Mother Nature did her part to keep fair guests happy during the fiveday run (July 27-31). The fair was spared the blazing heat and high humidity it has endured in previous years. County Fair General Manager Norm Pint was confident the vehicle counts from the week would exceed the 25,500 vehicles that parked in the fairâ&#x20AC;&#x2122;s lot in 2015.

*A 29-year-old Oakdale man

riding a motorcycle at a high speed was killed atop the Belle Plaine interchange on Aug. 5 when he hit a car turning across his path. Just before 9 p.m., William Aegerterâ&#x20AC;&#x2122;s motorcycle was heading east on East Main Street (Highway 25). He hit a car driven by Clifford Boateng, according to the Minnesota State Patrol. Aegerter was transported to Fairview Ridges Hospital, where died from injuries sustained in the crash. Boateng, 55, was transported to St. Francis Regional Medical Center with non-lifethreatening injuries. *Belle Plaine mayoral candidate Chris Meyer received 309 votes to 126 for incumbent Mayor Mike Pinglaore in the primary election at City Hall on Aug. 9. Mark Gerdes, who received 19 votes, was eliminated. Meyer and Pingalore would square off in the general election on Nov. 8. Twelve percent of registered voters cast ballots in Belle Plaine, which was well above the state average. Turnouts for primary elections are typically low. A total of 447 people cast ballots in Belle Plaine and there were 21 absentee ballots. *One year after beating Arlington 4-0 and St. Peter 3-2 to clinch a state tournament berth, the Belle Plaine town baseball team beat Arlington 4-2 but lost to St. Peter 4-3 late in the regional tournament to fall a game short of playing for the chance to go to the state tournament in 2016. The Tigers ended the season with a 5-11 record in the River Valley League, 10-22 overall. *Fifteen days after a â&#x20AC;&#x153;ribboncuttingâ&#x20AC;? ceremony marking the opening of a second overpass in Belle Plaine, a â&#x20AC;&#x153;ground-breakingâ&#x20AC;? ceremony was held just a little more than a football field length away to mark the start of construction of a nearly $20 million medical clinic, wellness center and senior housing

campus at the northwest corner of the intersection of Highway 169 and County Road 3/Meridian Street. Officials from Ridgeview Medical Center, The Lutheran Home Association and the City of Belle Plaine, some with gold shovels in hand, and others gathered at the site Aug. 11 to ceremonially flip some dirt to commemorate the start of real earth-moving. Excavation and tree removal for what will be one of the biggest building projects in Belle Plaine history got underway Aug. 15. Plans call for a mixed-use development that will include a three-story, 55-unit senior independent living center, a 12,900square-foot medical clinic with future vertical expansion, and a 10,000-square-foot health and wellness center. Ridgeview Medical Center (medical clinic and health and wellness center) and The Lutheran Home Association (senior housing facility) are teaming on the project. *Recent heavy rains had the river on the rise from start to finish at the 41st annual Belle Plaine River Fishinâ&#x20AC;&#x2122; Contest Aug. 12-13, and with it came a potent current carrying uprooted threes, branches and other debris downstream. To top it off, it rained the first several hours of the contest, quit for a while and resumed raining in the late-night hours. One fisherman said he was tracking the rise of the river with a stick, and that it was coming up about 1 1/2 inches an hour late Friday and early Saturday. But all the above, which was the talk of the day at Court Square Park (contest headquarters) on sunny Saturday, did not prevent the capture of three flathead catfish in excess of 41 pounds, five in excess of 31 pounds and eight in excess of 22 pounds. The $2,000 grand prize went to Joe Krueger of Pipestone, who reeled in a 42.45-pound flathead sometime between 2-3 a.m. Saturday from a boat â&#x20AC;&#x153;not farâ&#x20AC;? from the Belle Plaine river bridge. *A Belle Plaine man walking along Highway 169 was hit and killed before sunrise on Sunday morning, Aug. 14. Investigators were looking for the driver and vehicle involved in the crash. Derek J. Fath, 29, was killed near the intersection of Highway 169 and Belle Plaine Trail. The crash was reported at 5:15 a.m. The vehicle that hit Fath was in 169â&#x20AC;&#x2122;s northbound lanes, according to the Minnesota State Patrol. Ashley Hiemstra, Fathâ&#x20AC;&#x2122;s girlfriend, said he was on his way home from a friendâ&#x20AC;&#x2122;s house. Fath and Hiemstra had a 1-year-old son, Tucker. Friends and family took to social media to mourn Fathâ&#x20AC;&#x2122;s tragic death and urge whoever hit him to call po-

lice and admit they hit Fath. *The Belle Plaine City Council unanimously directed the city engineer to prepare the final plans and specifications for the cityâ&#x20AC;&#x2122;s 2017 street and utility improvement project. The project is estimated to cost a little over $1.2 million. The project area is proposed to include West Main Street between Buffalo and Crest streets, and Elk Street between West Main and State streets. *Ron and Heather Fry, owners of the Belle Plaine Dairy Queen for the past 3 1/2 years, purchased the Borough Bowl from Judy Otto and her son, Tom Otto. The eight-lane bowling alley with bar and restaurant was built by the late Ivan Otto and opened in 1976 at 235 South Ash Street. Prior to that the business was located downtown. The Frys also plan to continue operating their Dairy Queen, which is located just a few blocks away from the Borough Bowl. *A former U.S. Army officer of more than a dozen years and current Tracy city administrator was hired to be Belle Plaineâ&#x20AC;&#x2122;s next city administrator. Mike Votca, who had been the city administrator at Tracy since the summer of 2013, emerged from a pool of 20 candidates to become the top choice. Votca, 39, was interviewed several times by the Belle Plaine Personnel Committee during the cityâ&#x20AC;&#x2122;s lengthy search for the right person, a process that began in the spring. Votca, whose tentative start date was Oct. 13, would begin at step 2 of the cityâ&#x20AC;&#x2122;s salary scale, which is $82,973 a year plus benefits. *The Belle Plaine Gray Tigers Minnesota Senior League (age 35 and over) baseball team lost the state championship game to Carlos 3-2 at Tiger Park. The Gray Tigers had beaten Menahga/Sebeka 3-2 in the semifinals, which were also played at Tiger Park. Belle Plaine appeared to be on its way to winning its second state title in 19 years when a home run by Tim Huber gave the Gray Tigers a 2-0 lead after three innings. The Grays also had a runner thrown out at home during the inning. Carlos tied the game with a pair of runs in the fourth inning and took a 3-2 lead in the sixth with another tally. Belle Plaine had a runner in scoring position in the bottom of the seventh but failed to bring him home, sending Carlos home with the state title.

Tigers Run Into Tough Holiday Competition by Dan Ruud The Belle Plaine High School girls’ basketball team was no match for a strong field at Thursday’s and Friday’s fourteam holiday tournament at Central High School in Norwood Young America, losing to Minneapolis South 78-34 and New Ulm 86-44. The losses were the Tigers’ seventh and eighth in a row following a 2-1 start to the season. Norwood Young America went on to win the tournament, edging New Ulm 68-66 Thursday night and Minneapolis South by double-digits Friday night. The Tigers, 0-4 in the Minnesota River Conference, 2-9 overall, were scheduled to host Faribault Bethlehem Academy in a nonconference game Tuesday night after this edition of the Herald went to press. Scott County Administrator Earns High Marks From Board Results from Scott County Administrator Gary Shelton’s performance review shows he has earned high praise from commissioners during the past year. Yesterday (Jan. 3), the board approved the findings of Shelton’s annual performance review. It included a 2.3 percent increase in compensation, raising his salary to $163,778. He also receives a $4,200 annual car allowance. Shelton’s performance was reviewed during a closed-door meeting Dec. 20. He was evaluated for his work involving fiscal sustainability, economic development, intergovernmental relations, and maintaining a productive work culture. The generalized findings stated, “that Mr. Shelton is doing a good job as county administrator in a complex public-sector organization.” The board wants Shelton to “continue in his chief executive officer role in the direction we have been headed,” according to the board’s findings. The results of Shelton’s annual performance review were included in the meeting’s consent agenda and approved without public discussion or comment. Shelton was credited for his leadership and helping the county earn an AAA bond rating. “The county’s fiscal condition is very sound and both the board and the administrator recognize and are pleased with this condition. Under Mr. Shelton’s leadership Scott County has emerged as a leader in practices for budget forecasting and modeling and other organizations watch what we are doing and seek to adopt our practices,” the board determined. Commissioners determined that under Shelton’s leadership, and through the county’s work with SCALE, economic development efforts are paying off. They were pleased with the First Stop Shop, Economic Gardening, and initiatives with Greater MSP and also include policy enhancements to enable proper development of these areas. “Under Mr. Shelton, Scott County has developed a fiber asset, programs to encourage and support business growth, and taken steps to continue mobility and access improvement through innovative use of transportation dollars,” according to the board.

Positive Relationships

Shelton was also lauded for his work representing the county in its relationships with other counties, cities, townships, the Shakopee Mdewakanton Dakota Community and townships. The county strives to maintain positive, respectful, and productive working relationships with all organizations, people, and board members noted entities with which it conducts business. Commissioners said Shelton recognizes the value of partnerships and the need to work together toward shared outcomes.

“We continue to have success in unique collaborations like equipment sharing, joint prosecution, a shared law enforcement information system, fiber networking, and absentee voting. Over time and with the increasing turnover due to retirements, the makeup of many collaborative committees and groups is changing,” commissioners said in their findings. The board pointed to a need in 2017 to focus on developing relationships among and between staff and elected officials, merging existing and new perspectives on matters important to us all. The board directed Shelton to make this a priority among his 2017 efforts. Shelton was also lauded for fostering a positive work environment to serve citizens. “In the 2016 Citizen Survey, Scott County ranked among the very best for ratings on staff knowledge, courtesy, and professionalism,” the board reported. As for goals in 2017, the board encouraged Shelton to work with two incoming commissioners – Barbara Brekke of Jackson Township and Dave Beer of Prior Lake – to gain a solid understanding of “their perspectives and priorities.” His goals for 2017 also include highlighting and summarizing information about the multi-faceted economic development efforts that have occurred and are being worked on developing relationships and strengthening partnerships with new staff in area agencies and organizations. Commissioners also asked Shelton to engage board members priority-based budgeting philosophy and practices, maintaining organizational efficiency efforts with the goal of keeping taxes low, and support an employer of choice workplace environment for the delivery of exceptional public services.
