Skelley, Kahle: School Board Newcomers Ready to Get Started They stepped forward last summer when there weren’t enough candidates for open seats on the Belle Plaine School Board. Monday (Jan. 11, 6 p.m.) in the District Center, Diane Skelley, Terry Kahle and Tracy O’Brien will take the oath of office and their seats on the board. Skelley, Kahle and O’Brien will all begin four-year terms on the school board. O’Brien served last year after being appointed to fill a vacancy on the board. She filed for election. Skelley Skelley and Kahle ran as write-in candidates after the filing period closed last summer with two candidates for three seats. Kahle, who resides in BlakeKahle ley Township,
said it was the seat that nobody seemed to want that prompted him to announce he was running as a write-in candidate. Skelley, a Faxon Township resident, planned to file for the election, but missed the filing period during a busy summer. “I’m looking forward to getting started,” Kahle said. “I’ve always been interested in the school board.” Both newcomers have spent time with Superintendent Ryan Lager and other board members to learn about the intricacies of serving on the school board. They have attended Minnesota School Board Association trainings and studied past meeting minutes regarding topics the board has addressed. Kahle has already attended board meetings. Both Kahle and Skelley are aware they face a learning curve. They look forward to gaining insight from their fellow board members. Director Joe Vandermark said there are many aspects of ser-
vice the new board members will learn quickly. “There is a large learning curve for incoming board members. The many aspects of running meetings, understanding policy and formulas, and being involved in various committees where you will likely have to do some research on your own to get enough information to ask the right questions,” Vandermark said. He said school finance is very complicated, even for some veteran board members. “There are large budget issues, curriculum and instructional programs to comprehend, complex student achievement data, The city of Belle Plaine issued 24 permits for single-family homes in 2015, the most since and other facets that make up 2007. the workings of a school district,” Vandermark said. “These things can be difficult to grasp even with our training during workshops and conferences. Posusta was thrown from the motorcycle and hit a tree, suffering fatal blunt-force injuries, according to the Hennepin County Medical Examiner’s office. *Belle Plaine’s annual German Days celebration June 19-20 experienced plenty of warmth and sunshine, as well as smiles from the new royal court. ing the district through Aug. 28. His decision to leave the public sector was made a little easier by the school board’s recent decision to push an operating levy referendum off until 2016. Had the board decided to go to voters in the coming fall for more money, Smith said he would have declined Springsted’s offer. *The weather wasn’t as hot and humid as forecasters had called for leading up to the start of Belle Plaine’s annual BarB-Q Days celebration, but the forecast alone may have scared off at least some out-of-towners, resulting in lower beef, beer and carnival ticket sales in 2015. A midnight thunderstorm, which included a tornado watch in parts of the area, brought a halt to what remained of Friday night’s festivities about an hour early. The rest of the weekend weather consisted of mostly clear skies and was rain-free, with temperatures on Saturday and Sunday in the lower- to mid-80s rather than the forecasted upper-80s to low-90s. McKenzie Koepp was crowned Miss Belle Plaine. Joining her in the new royal court were First Princess Kali Gorman, Second Princess Haley Johnson and Miss Congeniality Nicole Bauleke. Ben Lattimore of Eden Prairie was the overall winner of the 5K Bull Run. The previous year’s overall winner, Tess Misgen, a Pizza Plus employee and standout high school runner at Shakopee, was the first female. *The Belle Plaine City Council on July 20 unanimously agreed to include a price tag ($13,000) in its next quest to sell the city-owned vacant lot at the corner of Main and Meridian streets downtown. In October of 2014, the council voted 3-2 to authorize staff to purchase the lot, where an arson fire in October of 2005 destroyed the preexisting building at 100 South Meridian Street. The city purchased the lot from Waugh Properties LLC of Chanhassen for $45,000, plus commission and closing costs. A previous marketing attempt to sell the 0.18-acre parcel ended with no offers. *With all the work that went into preparing the Scott County Fairgrounds for the fair’s annual five-day run, General Manager Norm Pint knew weather was the biggest wildcard. Heat and humidity took a bite out of what was expected to be an improved attendance. “The heat and humidity were tough. Call it dew point,” Pint said. “We were a little off from last year.” Fair board members had hoped for a nice improvement in 2015. But with sultry, at times tropical weather, attendance didn’t make the goal. Saturday night’s demolition derby grandstand show drew the biggest crowd of the fair. *Belle Plaine Baseball Association President Brad Lawson was among those on hand to present Gerry Meyer with an award for his “53 years of dedicated service” to Belle Plaine baseball prior to a July 24 town baseball game between Belle Plaine and Jordan at Tiger Park. The ceremony was part of Gerry “Mize” Meyer Appreciation Night at the park. *The 2015 season came to an end for the Belle Plaine American Legion baseball team on July 25 as the Tigers, who had won all three of their games in the Third District, Division II Tournament in Montgomery the previous weekend, lost to Jordan 6-2 in a game that featured the 16-team, doubleelimination tournament’s only two remaining unbeaten teams. Later in the day, the Tigers fell to Norwood Young America 10-7, ending their season. NYA,
which needed to beat Jordan twice to earn a trip to the state tournament, only managed to get half the job done, defeating Jordan 6-3 and losing the second 11-5, advancing Jordan to the state tournament.

*Peter Schoeppner and Curtis
Koepp announced the merger of Koepp Accounting and Tax (Curtis G. Koepp Ltd.) of Belle Plaine with Schoeppner & Associates of Le Sueur. As of Aug. 1, Koepp Accounting and Tax began operating under the name Schoeppner & Associates. Office locations are at 100 East Main Street in Belle Plaine and 228 South Main Street in Le Sueur. *The Belle Plaine City Council on Aug. 3 saw to it that land obtained by the city previously with the intent of building a full-scale bridge and interchange on it will instead become a medical clinic. After learning a couple of years ago that the Minnesota Department of Transportation (Mn/DOT) would “not” allow the construction of the bridge and interchange where Highway 169 and County Road 3/Meridian Street intersect straight on, staff and members of the council, including Mayor Mike Pingalore, began to pursue the possibility of locating an overpass a little further down the southbound lane of Highway 169, with accesses from both sides of the highway, including an extended Enterprise Drive. That became the plan and the two parcels the city had set aside to make room for the original overpass/interchange would be purchased for $1 by Ridgeview Medical Center. One of the main reasons Mn/DOT would not allow an overpass/interchange where Highway 169 directly connects with County Road 3 was that it’s not spaced far enough from the existing overpass/interchange in Belle Plaine. *Belle Plaine Public Works employee Jerry Connolly was found dead the afternoon of Aug. 5 at the city’s wastewater treatment plant. Investigators believed he drowned in an oxidation ditch within the plant facility, according to Belle Plaine Police Chief Tom Stolee. Police and staff from the Occupational Safety and Health Administration (OSHA) were at the plant on County Road 6 the following day conducting a preliminary investigation, trying to determine how Connolly entered the ditch in the center of the facility grounds. The preliminary OSHA report indicated no problem with the facility’s safety systems. “We are all very saddened with this unfortunate accident and the loss of a longtime city employee and friend to all,” Stolee said. *After nearly two hours of discussion that moved the Belle Plaine School Board members from a 3-3 split to a unanimous decision, the board elected Stillwater School District Assistant Superintendent Ryan Laager as their next superintendent, replacing retired Superintendent Kelly Smith. Laager and Bloomington School District Assistant Superintendent Tim Anderson were the two finalists for the position. The district would agree to pay Laager a pro-rated salary of $119,583 for the 2015-16 school year, $146,370 in 2016-17 and $149,300 in 2017-18. *There had only been four 90degree days in the Twin Cities region so far in the summer of 2015 and two of them occurred during Belle Plaine annual River Fishin’ Contest Aug. 14, 15.

Henderson Man Will Stand Trial for Vehicular Homicide A Sibley County District Court judge has ruled investigators didn’t go too far in their initial investigation of a fatal crash in which a Henderson man will have to stand trial for vehicular homicide. Judge Timothy Looby recently ruled investigators did not violate Joshua Krueger’s rights when they interviewed him twice Sept. 29, 2014 without Miranda warnings and took blood samples after a fatal crash Sept. 27 on a stretch of Highway 19, known as the “Henderson Hill.” Krueger’s next court appearance is a settlement conference Feb. 18. A jury trial is scheduled for March 29 at the Sibley County Courthouse in Gaylord. The crash occurred when Krueger allegedly accelerated to 75 mph to pass a vehicle on the hill. He reportedly lost control of the vehicle and it rolled into a ditch. Krueger was injured in the crash. His passenger, 20-yearold Brendan Kroehler, of Henderson died from injuries sus-
tained in the crash. Krueger allegedly told investigators he consumed 16 beers before the crash. His attorney, Peter Timmons, asked the court to throw out the admission, citing the lack of Miranda warnings. Timmons also asked the court to reject the results of a blood test, citing the lack of a search warrant. Timmons also contended in court documents there was no proof that Krueger was driving the car. But Looby rejected that argument, citing the results of a Minnesota State Patrol crash reconstruction. The judge ruled the two conversations held without a Miranda warning would remain in the court record because Krueger was not in custody at the time of the discussions. He also ruled the blood and DNA samples would remain in the record because investigators had probable cause to believe Krueger was the driver of the vehicle, a position supported by the reconstruction report.

Cologne Considers Filling Open Public Works Position by April 1 Council Weighs Licensure for New Hire
There seemed little doubt among Cologne City Council members Monday the vacant public works position should be filled. The question is the qualifications of the new staff member. Cologne currently employs two full-time public works staff. Its operating budget calls for three full-timers. The vacancy occurred this fall when Jeff Wildung passed away from injuries suffered in an automobile incident Nov. 16. City Administrator Jesse Dickson and Damon Klein, the more experienced of the city’s two public works staffers, asked the council to begin consideration of hiring a third full-time staffer now so the new person could be hired and ready to work by April 1, in time to be ready for the additional spring workload. “Last summer went phenomenal,” Klein told the council. He said public works “would be behind the eight ball” without a third full-timer. Wildung had just earned a Class C operator’s license for the city’s wastewater treatment plant. Council members discussed whether or not they should hire a person with a Class C license or perhaps a Class B license, a higher level of certification that would allow the city to end its contract with Doug Kammerer, a consult from Watertown. Kammerer has a Class B license. The city pays him between $1,700 and $1,800 per month to oversee Cologne’s wastewater treatment plant. That’s far less than the estimated $80,000 salary (plus benefits) a full-time public works staff person would potentially earn annually. Mayor Scott Williams favored hiring a third full-time public
works employee. He asked if the added cost of overtime pay or comp. time for public works staff justified the additional pay for a third-staff person with a Class C or B licensure. The city’s wastewater treatment plant needs to be monitored daily, including on weekends. He wants to make sure the city has the appropriate level of staff to care for the city’s streets, trails and parks without over-burdening staff. “But you have to look at expenses,” McInnis said. Councilor Kyle Evenski agreed with hiring a third public works staff person, even if the person doesn’t have a Class C or B license for the city’s wastewater plant or future water treatment plant. A person with a Class C license needs three years of experience to fulfill the requirements for a Class B license, Klein told the council. Cologne is considering a new water treatment plant that could be online by 2018. Councilor Jeff McInnis raised concerns about the cost of hiring someone with a Class C or B license, especially if that person commanded a salary higher than the city administrator. He also asked if it was fair to bring in a new person with a Class C or B licensure, potentially usurping the professional growth of existing public staff workers. The council will continue discussion on the filling of the third position and at what level at its next meeting, on (Jan. 18). Dickson was directed to research comparative costs other cities pay for similar public works staffing and plant supervision. “This is something we need to put the microscope over to make sure we make the right decision,” McInnis said.

ness sector, and the community as a whole, prosper, Dickson recommended the city council approve the creation of an economic development committee, a proposal the Cologne City Council supported at the Jan. 4 meeting. The committee would include members of the city council, the planning commission, the business community and residents. They would meet periodically and their meetings would be informal, conducted in a manner meant to inspire creative conversation and brainstorming on ways to promote economic development in Cologne. He stressed it would be a think-tank and not an organization with any power to spend money or mandate businesses do certain things. Topics could be as simple as a revolving loan program to help businesses improve the look of downtown tone day making a significant investment in land for future business park to enhance Cologne’s overall tax base, Dickson said. The city could also use its Web site and billing system to notify residents of the committee and meetings where noteworthy topics might be discussed. “Word-of-mouth goes a long way, too,” he said. In other action at the Jan. 4 meeting, the Cologne City Council: • Paid bills totaling $82,388.54. • Heard a report from City Engineer Jake Saulsbury of Bolton & Menk on stormwater issues in the Benton Creek Estates neighborhood. • Heard a report on the proposed water treatment facility, funding options and timing of applications for funding. • Received a resolution passed at the Minnesota Legislature honoring the Cologne Fire Department for 125 years of service to the community.

The store would utilize over 2,000 square feet of space in the former Waldheim building at 617 East Main Street. After trimming the budget six times, the Belle Plaine City Council approved the ďŹ nal 1986 budget totaling $589,865. This was an increase of $66,073 over the 1985 budget. The Scott County Commission approved a 1986 budget of $23,824,960, which was $2,731,668 more than 1985. Members of the Scott County Commission set the annual salaries for themselves and elected ofďŹ cials. The salary they set for themselves for 1986 was $19,285, an increase from $18,815 in 1985. Elected county ofďŹ cial salaries were set as follows: auditor ($33,878), recorder ($36,564), sheriff ($41,644), county attorney ($48,655), surveyor ($37,948) and treasurer ($33,878). The grant was from Mr. Stiles’ former employer, the McKesson Company. Richard A. Byrne, age 94, of St. Thomas, passed away on Dec. 22. He was born on Oct. 11, 1891 in Derrynane Township to Richard and Mary Elizabeth (Connelly) Byrne. He had farmed in Derrynane Township all his life. Tory Walton was the only Belle Plaine High School student taking advantage of Gov. Rudy Perpich’s Post Secondary Options Program, and he said he was loving it. Tory, son of Stan and Shirley Walton, was taking a drafting course at Hennepin Vocational-Technical School, a course not offered by BPHS. The BPHS girls’ basketball team won a holiday tournament hosted by Belle Plaine. The Tigers slipped by Waterville-Elysian 67-66 and then defeated Le Center 53-24. Laurie Wolpern erupted for 34 points in the victory over Waterville-Elysian, which was a new school record. She also had 21 rebounds.

Letters to the Editor Dear Editor, O Little Town of Belle Plaine, Minn. Can we perhaps take a step back and think rationally about our most recent hostilities in the recently reported War on Christmas/atheism/freedom of speech? Those of us who have lived in this town for more than a few years know that the carefullycrafted and painstakinglypainted nativity scene sitting on the police station lawn is a BP tradition. It was there long before the building became the police station, back when it was City Hall. We also know that conservative Christians think their religious beliefs trump anyone’s intrusion on their rights to freely exercise their religion. Whether they have the right to display religious symbols on public property, is another matter, however. So, too, is whether our local government has the right to allow it. This is all very easy for some, especially for the letter writers published recently in the Herald. But it’s not as simple as one letter writer implied two weeks ago, that “our Constitution . . . clearly spelled out ‘created under God’. Factually, the word God does not appear in the U.S. Constitution, its Preamble, or any of its Amendments. Of course, in these days when presidential candidates make up facts every day and vast numbers of citizens believe them (the facts and the candidates), who cares? As Groucho Marx said, “Who you gonna believe, me or your own eyes? What does appear in the Constitution is the Establishment Clause of the First Amendment: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech . . .. As with much of the Constitution, the Establishment Clause is open to interpretation. Is it any wonder then, that some citizens object to setting up a nativity scene on government property because it implies the “establishment of a religion? Or that other citizens believe they should be allowed their free exercise of religion, even on government property? But what about “the freedom of speech to place a sign expressing contrary beliefs on the same property? Complicated! That’s why we have the Judicial Branch. In the Herald’s report on the issue, our mayor spoke of investigating “state statutes and codes, etc., pertaining to the right or lack thereof of religious-related displays on city property. It shouldn’t take
long for the city attorney to ďŹ nd case law on this one because there’s lots of it out there. Here’s one recent ruling to consider: In 2013, three judges on the Sixth Circuit Court of Appeals – all of whom were appointed by Presidents named Bush – issued a unanimous ruling saying that a “nativity scene, when accompanied by a collection of secular and seasonal symbols, does not amount to an establishment of religion, or even an impermissible endorsement of it.â€? In this case, the collection of secular and seasonal symbols included ribbons, ornaments, reindeer, a lighted tree, wreaths, snowmen, a mailbox for Santa, elves, wrapped gift boxes, nutcrackers, poinsettias, candy canes, and a “Winter Welcomeâ€? sign. So, what can those of us who are Christian do to legalize the display? Maybe gather some garlands and other seasonal/ secular symbols and decorate the police department lawn. Toss some tinsel, string up some lights and enter the BP Lighting Contest. If we can convince ourselves to be truly open-minded, we might even let folks of other faiths set up their seasonal religious displays: a Menorah (Judaism), a Kwanzaa kinara (African-American), a sign in Arabic script praising Jesus as Messiah (Islam), a Yule Log (Paganism), an inated Santa Claus (Commercialism), etc. Seems like that would legalize the nativity scene. Two problems, though: 1) the PD lawn is small; 2) some local heads would explode. Whatever we do, must we display such self-righteous outrage and anger in this time of joy and loving-kindness? The craziness expressed – especially in the on-line comments to the original Herald article – is proof of at least one statement on the sign stolen from police property: fervently held faith “hardens hearts.â€? Why not just follow the lead of Wadena, another little Minnesota town? This year when faced with a similar controversy, Wadena moved their nativity display from public to private property. When many townspeople felt something was missing, they expressed their freedom of speech by setting up Nativities in their homes and businesses. According to Wadena’s mayor, now there are “well over a thousandâ€? Nativities displayed across the city. And there is peace and good will in one little town. Even the doubters and non-believers approve. Christopher Moore Belle Plaine

Jonny Connelly’s 4th grade traveling New Prague basketball team placed 2nd in the Saturday tournament on Saturday in Hastings. He is Bob and Kelly’s lad. Keep it up. Way to go, Jonny! A successful holiday season for the Tri-City United boys basketball team! The Titans went 2-0 at the Lewiston Auto Holiday Tournament at Winona State University. As impressive as the team was on the court, one player stood out. Annually at the tournament, organizers recognize a guy and a girl with the Bob Welch Memorial Award. Established in 1997 in honor of Bob, who was actively involved with WSU Athletics, the WSU Warrior Club and was a member of the committee before his death in 1996. Each coach was asked to nominate a player for the award before the tournament. For TCU coach Ben Haugen, the choice was easy: senior Keegan Oak, Tom and Sheila’s son, and grandson of Jim and Joan Oak of St. Thomas. After supper with Sam at the Fishtale Saturday evening, Tom and Kim Goetzinger and yours truly, Tom and Loni Graham enjoyed the play “Another Main Street

Audrey and Katelyn Zurn returned last Wednesday from Europe. Audrey went to spend the last two weeks of Katelyn’s study abroad program with her. While there they spent seven days exploring Rome. They were able to see Pope Francis twice and got as close as three feet away from him on his Wednesday Papal audience. They were in line at 5 a.m. at St Peters Square, and waited almost five hours to see him. Among the other highlights were the Coliseum, Trevi Fountain, Castle of the Angels, and the many beautiful buildings in Rome. The two then traveled by train to Milan, Italy for two days. The Milan Cathedral, a beautiful church and other beautiful architecture were the highlights of Milan. Everything was beautifully decorated for Christmas. From Milan, they took the train to Interlaken, Switzerland, a town nestled in the Swiss Alps. The girls spent three days there with the highlight of the trip was skiing at Grindelwald. The elevation
in the mountains was around 8000 feet. To get to the top of the mountain, they took a bus, two separate trains, a gondola which carried about 60 people up at a time. The scenery at the top was unbelievably beautiful with the clouds so close you could touch them. From Interlaken, they took trains back to Rome and departed by plane for home. Katelyn had been in Europe since August, and was able to travel to nine different countries while she was there. The group of St John’s University and College of St. Benedict students are all back and ready to start their next semester back in St Cloud on Jan. 11. Nick and Katelyn Zurn are home on Christmas vacation, spending the holidays with family and friends. Humor Corner: In a small Texas town, their four churches were overrun with pesky squirrels. One day the Presbyterian Church called a meeting to decide what to do about the squirrels. After much prayer and thought, they decided it was God’s will and decided to leave them be. In the Baptist Church the squirrels had taken up habitation in the baptism font. The deacons met and decided to put the cover on the font and drown them. Somehow they escaped and the next week there were twice as many. The Methodist Church met and decided they would not harm God’s creation, so they trapped them and freed them out of town. Three days later they were all back. But - the Catholic Church came up with the best solution. They baptized the squirrels and registered them as members of the church. Now they only see them on Christmas, Ash Wednesday, Palm Sunday and Easter.

Wrestling (continued from page 10) While a tournament full of Panthers bonus points had helped give them a 2.5 point lead, they now had to watch as Waconia sent Owen Hemze and Jed Waligoski to the mat in their matches for seventh place at 160 and 182, respectively. Hemze was the first up at 160 and won seventh place and one more Wildcat team point that brought Waconia to within 1.5 team points of Scott West. Waligoski had to settle for eighth place as he lost his match, which left Scott West with a narrow 1.5 lead as the Panthers were preparing to send their sophomore 195-pounder Tyler Buesgens to the mat for a third place match. Buesgens had narrowly missed the championship round himself as he dropped a 4-2 overtime decision to Moorhead’s Samuel Grove. However, Buesgens bounced back with an 11-6 win over Faribault’s Felipe Ramirez in the consolation semifinal round. He then recorded an overtime victory over Minot Bishop’s Jordan Will to earn third place and secure the Rumble on the Red team championship for Scott West. The Panthers will be back in action at Watertown-Mayer
Lutheran this Thursday before returning home to host Minnesota’s AAA #5-rated Shakopee Friday night in Jordan. Rumble on the Red Team Standings

Belle Plaine Still Winless After 8 Games by Dan Ruud The Belle Plaine High School girls’ basketball team had two chances at picking up their first win of the season before the start of 2016 last week but came up empty at the holiday tournament in Norwood Young America, falling to New Ulm 76-34 and Mound-Westonka 62-50. The Tigers, 0-1 in the Minnesota River Conference, 0-8 overall, were scheduled to travel to Glencoe-Silver Lake for a nonconference game Tuesday night after this edition of the Herald went to press. They will be at Tri-City United for a MRC game 7:30 p.m. this Friday before heading to St. Peter Saturday as part of a boys’/girls’ doubleheader between the Tigers and Saints. The girls’ game will start at 2 p.m., followed by the boys’ at 4 p.m. There will be another boys’/girls’ doubleheader at Belle Plaine next Tuesday night when Jordan visits. This game is about making shots and we didn’t make many. Elizabeth Johnson led Belle Plaine in scoring with 18 points. Combining for the other 16 points were Maria Larson (4), Lily Vinkemeier (4), Alissa
Schultz (4), Alexa Lenz (2), Ireland Lambrecht (1) and Kaitlyn Paul (1). Schultz and Schuyler Sterk both had five rebounds, while Lenz, Vinkemeier and Lambrecht each had four. Johnson had three assists and two steals. “It was really good to see Elizabeth Johnson step up and be aggressive looking to score and having some success with it, Carlson said. M-Westonka 62, Tigers 50 The Tigers looked to be well on their way to their first win of the season, taking a 33-26 lead into intermission only to be outscored 36-17 in the second half. “We played very well in the first half against a bigger, more athletic team, Carlson said. “But we missed too many easy shots, lay ups and free throws. We should have been up 15 to 20 points but were only up by seven at the half. “The second half, MoundWestonka went to a 1-2-2 zone and their size really changed the game, Carlson continued. “We needed to hit some perimeter shots to open up the inside and never really got it going. We did a lot of good things but it still comes down to making shots.

It is up to the individual to decide when to begin receiving Social Security beneďŹ ts. A person can take a reduced beneďŹ t as early as age 62. Or, a former employee can claim a full beneďŹ t at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger beneďŹ t. Bear in mind that, once you elect to receive a reduced beneďŹ t, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you beneďŹ t from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years ďŹ lled with a mix of travel, sports, and education. How will you spend your retirement years, and how can you fund those years? Social Security may ďŹ ll only a limited amount of your ďŹ nancial demands. The corn on the Tony Kornder farm on the south side of Highway 169 near the former Hot Spot gas station got off to an excellent start as the 2015 growing season reached the midway point the Fourth of July week. Pictured with Tony are his son Ruben, twin daughters Megan and DeDe, wife Wendy and father Ted. The 1940s McCormick Farmall Cub tractor in the photo is still used on the farm, mostly for cultivating the family’s pumpkin fields.
Jon and Peg Schuette, who operated Belle Plaine Auto at the corner of South Meridian and West Raven streets since 1983, closed the business in 2015. But that did not keep a contestrecord 271 from turning out for the 40th annual event, two of whom were paid handsomely for their efforts. Included were Chris Baynes of Mankato and Greg O’Brien of Belle Plaine. Baynes caught 41.50-pound flathead catfish that topped one caught by O’Brien by less than half a pound (41.15). Baynes’ win by a whisker netted him the $2,000 grand prize, while O’Brien won the second-place prize – a 17-foot Alumacraft canoe.
it lost 11-1 to Hampton in the second round of the state Class C tournament in Watkins. The Tigers had edged Hadley 3-2 in the first round the previous Sunday. Belle Plaine, which finished the season with a record of 11-20, made a surprising run in the region playoffs with victories over Arlington and St. Peter to reach the state tournament.

*It may not have seemed like summer lasted an additional week, thanks to the latest possible date on which Labor Day could fall, but the additional time gave Belle Plaine schools staffs extra time to be ready for opening day. In the public schools, just over 1,600 students were expected to arrive for class on Tuesday, Sept. 8. Trinity Lutheran School was anticipating 54 students and Our Lady of the Prairie Catholic School 41.
*Jon Schuette announced he planned to sell off the remaining stock of previously-owned cars he displayed on his Belle Plaine Auto lot at the intersection of West Raven and South Meridian streets and close up shop. He had recently completed the sale of the corner lot to Stier Transportation. Schuette would have access to the property until the end of the year but expected to be out of the shop and office by October. Belle Plaine farmer Tim Stier said farmers were anticipating corn harvests of 230 bushels per acre, a yield well above previous years. Soybean yields were reportedly in the 50-65 bushels per acre range. *Residents of a quiet Belle Plaine neighborhood were surprised when news broke of an alleged fugitive living in their midst. Steven Scott Wightman, 46, was arrested without resistance at his house on Sept. 30 in connection with a murder in Mesa, Ariz., a decade ago. During the search of Wightman’s residence, police and Scott County sheriff’s deputies located 90 grams of marijuana. They also seized two shotguns, five assault rifles and four handguns. Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: I encountered a funeral procession along a twolane highway (no roads entering this section of highway) and the lead funeral home vehicle had a light bar on the dash flashing an alternating red and blue light. Everyone on the highway going opposite the procession pulled over to the shoulder, thinking it was a police officer. Is this legal for the funeral home to do and what is the protocol for vehicles encountering this? Answer: Funeral home vehicles may utilize flashing red lights for the purpose of escorting funeral processions. Blue flashing lights are not permitted in this instance. According to Minnesota State Statute (M.S.S.) 169.64: “Flashing lights are prohibited, except on an authorized emergency vehicle, school bus, bicycle as provided in section 169.222, subdivision 6, road maintenance equipment, tow truck or towing vehicle, service vehicle, farm tractor, self-propelled farm equipment, rural mail carrier vehicle, funeral home vehicle or on any vehicle as a means of indicating a right or left turn, or the presence of a vehicular traffic hazard requiring unusual care in approaching, overtaking or passing. All flashing warning lights shall be of the type authorized by section 169.59, subdivision 4, unless otherwise permitted or required in this chapter.” M.S.S. 169.04 allows red lights stating, “specifically the use of motorcycles or vehicles that are owned by the funeral home and that utilize flashing red lights for the purpose of escorting funeral processions.” M.S.S. 169.20 covers funeral processions - “When any funeral procession identifies itself by using regular lights on all cars and by keeping all cars in close formation, the driver of every other vehicle, except an emergency vehicle, shall yield the right-of-way.”
“Right-of-way” is the privilege to proceed with precedence over others in a particular situation or place. To yield to the right-of-way, you must safely move to the right and stop. If you are in an intersection, proceed through before stopping. Remain stopped until all those with the right-of-way have passed. You are not required to stop if the approaching procession or emergency vehicle(s) are separated from your lane of traffic by a physical barrier such as a fence, wall or median strip. If you have any questions concerning traffic-related laws or issues in Minnesota, send your questions to Sgt. Troy Christianson – Minnesota State Patrol at 2900 48th Street NW, Rochester MN 55901-5848. You can also reach him at, Troy. Christianson@state.mn.us.
board members and district leaders aboard to help makes a great impact.” Director Dan Gardner said the time spent with administrators can be very helpful for an incoming director. Those meetings, he said, can help Kahle and Skelley develop a big-picture point of view when considering issues. “Although keeping contact with teaching staff and listening and caring about their concerns, the most important aspect is to keep abreast of issues as the administrators see them. Whereas an individual teacher has a bias, administrators have a big-picture view,” Gardner said. Like Kahle, Skelley is interested in promoting retention of good teachers, academic improvement and spending taxpayer dollars wisely. Skelley is also interested in promoting the use of locally grown foods in the district’s food service. Gardner looks forward to serving with the incoming directors. He was impressed by the understanding of public education they displayed. “They were both very knowledgeable in the election campaign regarding the costs it takes to educate our children in 2016 and beyond,” Gardner said. “They appeared to show a great understanding of the importance of public education and their care to provide the best education we can for our district families.”

Bid Deadline Nears for Valley View Golf Course Land, Buildings
Buyer Has Received Some Scott County Bids, None Child Support for Entire Extends Hours Golf Course The Scott County Child Support Office is now offering extended hours. It will be open from 4:30 p.m. to 6:30 p.m. on Thursday, Jan. 7 and Thursday, Feb. 4.
Ice hockey and skating enthusiasts will have three rinks on which to skate if temperatures stay cold through the coming weekend and beyond. Belle Plaine Public Works staff has been flooding the three rinks in the city – the ice hockey and pleasure skating rinks across from the junior-senior high school and the rink in Hickory Park on Orchard Street. The
Realtor Randy Kubes says there is apparently some interest in Valley View Golf Course. But just how that interest converts to actual bids could be determined Tuesday (Jan. 12) when bids on the course, the land and its buildings are opened. Sunday (Jan. 3), Kubes held a rescheduled open house on behalf of the course’s majority owner, LeRoy Chard. Bidders have three options to consider and there is no minimum amount of land to bid on, Kubes said. Bidders can consider: * The clubhouse/restaurant and three or four acres for
$899,000; * The shop and pole shed, a dozen acres and one building eligibility for $299,900; * The golf course in its entirety -- 149.03 acres, the clubhouse/ restaurant, shop and pole shed for $2.5 million. Chard is selling land alone for $15,000 per acre, depending on the amount of acres purchased. Someone buying a larger block of land will likely pay less than $15,000 per acre, Kubes said. Scott County valued the 149.03 acres and the 4,500-square-foot building for taxation purposes at $1.93 million. The county’s valuation of the property has not changed in three years. Kubes said about a dozen people attended the open house Sunday (Jan. 3). He also took “several” calls from people asking about the course, buildings and potential bids during the open house. Bids have been submitted on portions of the land, Kubes said. He has also accepted four
bids on the buildings and four acres for various uses, one of which was as a restaurant. There has yet to be a bid submitted for the golf course and buildings, he said Sunday after the open house. Kubes said Chard would welcome bids on the golf course operation as a whole. But Kubes said Chard believes the time has come “to move forward and look at what’s available.” By accepting sealed bids, any potential buyer has an equal opportunity to purchase some or all of the property, he said. “He wants to hear from anyone who can come to the table with a real offer,” Kubes said. Valley View Golf Course, built in 1991, spanned 6,300 yards from the furthest tees. It is a par 71, 18-hole course. The clubhouse and pro shop building was built in 2001. The restaurant/lounge is also closed. The golf course was closed at the end of the 2014 season and did not reopen in.
A Foggy Start to the Work Week A layer of fog blanketed the Minnesota River Valley Monday morning (Jan. 4). With mild weather and plenty of available moisture on the ground and in the air, fog limited visibility slightly along Highway 169 northeast of Belle Plaine. Headlights pierced the morning fog before it lifted by midday.
