City Set to Approve Final Plans for Overpass Project On the Belle Plaine City Council’s agenda next Monday night (July 6) will be a resolution to approve the final plans and specifications for the proposed Enterprise Drive extension and overpass project (near Highway 169 and County Road 3) and authorizing the advertisement of bids for the project. The council and city staff have been moving forward with plans related to the project, which “would provide connectivity between the north and south sides of the city.” On June 1, City Engineer Joe Duncan reported that the final design work was nearing completion and the layout drawing

Area Crops Topping Mid-Season Form A few soakers and plenty of brief showers have combined to keep area farm fields moist throughout this growing season as over 4 inches of rain has fallen in the Belle Plaine area in June alone. Mix in ample sunshine and warmth, and the first half of the 2015 growing season is well above average. Many cornfields in the immediate Belle Plaine area this week are at or above shoulder high, including Tony Kornder’s farm in St. Lawrence Township (see photo). Kornder said his corn is off to one of the best starts he can recall, even though he didn’t plant until April 30, weeks later than some other

farmers. “That (April 30) is way early for me . . . I can hear it grow at night,” Kornder said. In fact, most of the state is experiencing similar fortunes. According to the United States Department of Agriculture, Minnesota’s corn condition rated 81 percent good to excellent as of this past Monday. There were scattered reports of soybean’s starting to bloom, and soybean condition rated 77 percent good to excellent. Small grain development remained ahead of the five-year average with approximately 75 percent of the crops in or beyond the heading stage.

“Nowadays, if corn is kneehigh on the Fourth of July, it’s way behind,” said Joe Lauer, agronomy professor at the University of Wisconsin–Madison. The last time the old adage was a useful gauge of corn crop development was two generations of farmers ago. “The technologies we have now for growing corn – from the equipment we have to the plant hybrids we develop to the treatments we put on the seeds and in the fields – have shifted things,” Lauer said. “With all that working for us, corn should be chest- or even neck-high by the Fourth of July.” Topsoil moisture supplies in

Blakeley Road Closing Monday for Most of the Summer Segments of Scott County Road 6 will be closed for most of the summer between Belle Plaine and Blakeley village. Beginning Monday (July 6), County Road 6 – also known as Union Trail and the Blakeley road -- will be closed in segments for a month. County

maintenance staff is replacing centerline culverts from Belle Plaine to Blakely, according to Jake Balk of Scott County Public Works. In late-August, the road will be closed again for a pavement project that work will take two months.

Lutheran Home Wins Innovation Award The Minnesota Department of Human Services and the Minnesota Board on Aging recently awarded The Lutheran Home Association (TLHA) the 2015 Age and Disabilities Odyssey Innovation Award. Over the past six years, TLHA has designed service models and technology based strategies, developed new approaches for care delivery through grant programs with the state of Minnesota, federal grant programs and foundations. These innovative grant programs have been instrumental in advancing the quality of services and delivery models for older adults, families and caregivers. “TLHA is honored to receive the Innovation award and we are proud of our team members and technology partnering organizations who have embraced our grant initiatives to increase

quality and caregiver satisfaction, and positively impact the older adult lifestyle,” said Michael Klatt, president and chief executive officer, The Lutheran Home Association. “It is exciting to build creative and effective strategies, pilot new models, and observe the impact that this innovation provides for older adults and caregivers,” said Catherine Berghoff, director of Grant Resource Development and Program Administration, The Lutheran Home Association. TLHA’s state grant initiatives include several Community Service and Service Development and Home and Community Based Service and Nursing Facility grants through MNDHS. 1. Implementation of health monitoring technology across

multiple settings, including low-income housing and private homes, health monitoring education and community outreach and the development of the online MN Home Health Technology Resource Center. 2. Development of Care Well, an innovative model designed to reduce caregiver turnover and improve the quality of care for older adults and families. Care Well is an award-winning model that includes multiple technology-based strategies designed to work seamlessly together to support caregivers, increase competencies and care efficiencies, and improve service quality. An additional TLHA state Rogers Haas, a regular at the Belle Plaine Archery Range, said there have been plenty of grant initiative, Dementia Care people using the range since it opened late last summer.

Grand Marshals Named for BBQ Days Parade

Belle Plaine’s 57th annual BarB-Q Days celebration will take place July 17-19. The grand marshals of this year’s parade are Bruce and Susie Volek. Among the featured events returning this year are the Friday evening Horse Show, Saturday morning’s Bull Run followed by the parade at noon, and Sunday’s 4 p.m. Queen Coronation. The festivities will wrap up with the always popular Spectacular Fireworks Display.

Belle Plaine One of Four Cities Named Excellence Award Winner City-administered initiatives that included development of a recreational trail, redesign and reconstruction of a downtown district main street, revision of a snow and ice control program, and development of a municipal archery park were recognized last Wednesday when the League of Minnesota Cities announced City of Excellence Award winners for 2015. The awards were presented at the League’s annual conference in Duluth. Cities selected were Belle Plaine, Alexandria, Eden Prairie and Paynesville. To compete for consideration as a City of Excellence, cities self-nominated a project, program or initiative that was administered to achieve one

or more of the following: improvement of the quality of a city service; development of an effective or innovative way to solve an old or common problem; modification of a program from another community or organization to fit city needs; discovery of a way to save the city money without compromising service results; and/or creative involvement of city staff or citizens in making a decision. Winning entries were chosen in three population categories and in a special topical category, the latter of which went to Belle Plaine. The city of Belle Plaine first took a serious look at the recreational opportunities of archery when a local enthusiast approached members of the city’s park board with the idea of developing a site. As a result, over a span of about 2 1/2 years city staff went to work on efforts to locate land, establish partnerships and identify potential funding sources. The Archery Park was a true collaboration of local entities and organizations, along with a group of involved citizens appointed to a newly formed archery subcommittee. A piece of open land owned by

Mn/DOT Closing Highway 22 South of St. Peter Monday

Drivers can expect Highway 22 south of St. Peter to close on Monday (July 6) so crews can work on a flood mitigation project. Traffic will be detoured to Highway 99, and Le Sueur County Road 21 (Golf Course Road and Shanaska Creek Road) until the project is complete in October.

The project consists of raising the road and building an additional smaller bridge north of the Minnesota River Bridge on Highway 22 to handle the back waters during flooding. This is the second of three projects the Minnesota Department of Transportation (Mn/DOT) is doing to mitigate Minnesota River flooding impacts to area

highways. Area motorists are advised that the construction of safety improvements for next year’s Highway 169 detours are expected on Highway 22 between St. Peter and Mankato, Highway 99 and Highway 169 in St. Peter in mid-July. OMG Midwest is the contractor on the $2,66 million project. The popular ice cream social drew hundreds of people to the church’s air-conditioned common space. Proceeds helped fund church programs.

Ten-Screen Theater Complex Proposed for Eastern Shakopee The Shakopee City Council has OK’d Marcus Theaters’ plans for a 10-screen theater in Shakopee’s Southbridge development. The company intends to build a 54,000-square-foot complex next to Home Depot along County Road 21 south of Highway 169. “We see this as a good business opportunity at a significant intersection,” said Mark Gramz,

executive vice president with Marcus Theaters. The complex will be about three-stories tall. It will bring about 100 jobs to the facility, the Shakopee Valley News recently reported. A McDonald’s restaurant might also be part of the proposal. Marcus Theaters is hoping to have all the needed approv-

als from the City of Shakopee in order to break ground later this summer or fall. The theater should be open in 2016, Gramz said. The 10-screen complex will be in addition to the 11-screen Marcus Theaters facility it operates on Shakopee’s west side along County Road 69 just south of Highway 169.

Appeals Court Backs Le Sueur County in Silage Storage Flap Le Sueur County commissioners acted appropriately when they permitted a silage story facility serving the Minnesota Municipal Power Authority (MMPA)’s bio-energy facility in Sharon Township. A three-judge panel recently issued an opinion that sup-

Second Harvest Heartland has a distribution location for the Nutrition Assistance Program for Seniors (NAPS) in Belle Plaine. NAPS provides a 30- to 35-pound box of wholesome food – low in salt and sugar content – that may include canned fruits and vegetables, juice, dry and shelf stable milk, American cheese, canned meat, peanut butter or dried beans, cereal and rice or pasta. This food is available to eligible seniors once a month. Eligibility is based on age 60 years and older, household size and income.

NAPS is a USDA program that is funded through the Farm Bill. Even though there is plenty of food available, the NAPS program is currently underutilized in Minnesota. All seniors who are interested are encouraged to apply for NAPS. approval, the Le Center Leader recently reported. A three-judge panel ruled the storage facility is appropriate in an agricultural zone. The court also ruled the storage facility is effectively an essential service since it serves the MMPA bio-diesel project. In 2014, Le Sueur County initially rejected the approval for the project. The denial triggered litigation from MMPA. It argued the county did not meet the statutory timeline for making a decision on the MMPA’s application for a CUP. The following spring, commissioners did an about-face, approving the application on a 3-2 vote. The Klockmanns and other opponents of the silage storage facility argued it would attract vermin, generate foul odors and increased truck traffic on local roads. They also contend the facility will attract lightning to the area. But the court ruled the concerns raised by the Klockmanns and others were not sufficient to render the decision to approve the storage facility “arbitrary or capricious and that legal evidence supports the county board’s approval of the CUP.”

Gaylord City Council Divided on Street Completion Bash There’s seemingly little argument Gaylord residents want to celebrate the completion of the long-tolerated downtown street construction work. How and when the party occurs is another matter. The Gaylord City Council recently voted 3-2 to approve a street party to celebrate the completion of the improvement project and promote a renewed downtown area. The bash is set for Sept. 18. The Gaylord Chamber of Commerce has raised nearly all of the $5,500 needed to hire the Johnny Holm Band for the celebration. Mayor Don Broeder said the cost of the celebration to the city is minimal, the Gaylord Hub recently reported. That nominal cost includes advertising ($1,375), liability coverage, porta potties, food for the band ($1,300), risers and electricity ($800), plus police coverage and cleanup. Broeder sees the celebration as a plus for the city and a chance to move ahead after months of construction that has impacted local businesses and commuters. He believes the community is excited for the event. But not everybody agrees. Councilor Chad DeVlaeminck said the event is poorly timed and won’t draw a large crowd. DeVlaeminck is concerned the event leaves a segment of the

community on the sidelines because it conflicts with a Sibley East football game. “I don’t see a lot of people going,” he said.

Canterbury Downs Opening Day

After a gruelling and complex public hearing that lasted more than an hour, the Belle Plaine City Council that Monday night voted to accept the final plat of the Edberg Subdivision and in doing so decided that Crest Street would continue to be used as a street. A regional office of Minnegasco at Mankato confirmed that the gas company’s Belle Plaine office and those in 12 other Minnesota communities would be closed sometime between Sept. 1 and Dec. 1 of 1985. It was expected that the Belle Plaine office would be closing Dec. 1. Officials said the reason for the office closings was that the gas company had established a Customer Information and Response System through the service area “that allows for faster and more efficient service for customers.� Many cornfields in the area were more than waist high and a few in the 5- to 6-foot range. The early spring got the corn off to a good start but cool June weather kept it from surging way past normal. Unlike a number of small town volunteer fire departments, Belle Plaine managed to replace helmets and coats for its firemen well within a July 1 deadline set by the Minnesota Occupational Safety and Health Administration. Jerrad Fenske, a senior, was selected for membership to the 1985-86 Minnesota Music Educators Association All-State choir. Lorraine M. Murphy, 72, of Belle Plaine, passed away July 1 at Queen of Peace Hospital in New Prague. Mrs. Murphy was born on April 25, 1913 to John and Sarah (Trimbo) Berger. She graduated from Henderson High School in 1930, attended Teachers College and taught in Sibley County for five years. She married Emmett Murphy and was a homemaker and mother to nine children. It was announced that Scott County would pay attorney’s fees for county employees named in lawsuits stemming from the Jordan child sex abuse cases. Without discussion, the Scott County Board adopted the policy that Tuesday after a lengthy review by County Attorney Kathleen Morris and Commissioner Mark Stormwall, who was a trained lawyer. Carver County agent Vern Oraskovich reported that moisture conditions in the Belle Plaine area were quite favorable and expected the corn crop to be waist to shoulder high by July 4. The bean fields were looking good, too. A ban on burying scrap tires at landfills would go into effect July 1. Businesses and state residents would have to dispose of their tires through the system of tire shredding and recycling operations, waste tire haulers and tire collection sites, according to the MPCA. Both the large and baby swimming pools in Belle Plaine had developed leaks. Community Services Director Nelson Ladd said between 2 and 4 inches (3,000 to 6,000 gallons) of water were being lost each day. He added that pool personnel had been hand-mixing chlorination chemicals in the baby pool. After considerable discussion, the city council authorized Ladd to hire Atlantis Pool and Spa of Minneapolis to look into the leaks and determined a fix. The council set a limit of $2,500 for inspection and repairs. The Belle Plaine town baseball team played three league games and one exhibition that week and came away with a 2-2

Leaden skies and a misty day did not deter Belle Plaine’s observance on Independence Day. The featured event was the fireworks in the evening. The new highway from the Oldenburg farm to the connection with old 169 at the south side of Belle Plaine opened for public use. Miss Nellie Doheny passed away at her home in Henderson at the age of 57. Alice Ann Moriarty, daughter of Mr. and Mrs. Maurice E. Moriarty, became the bride of Rudolph Kne, son of Mr. and Mrs. Frank Kne of Chisholm. Jerome Moriarty, son of Mr. and Mrs. Maurice E. Moriarty, was transferred to the Belle Plaine Telephone Exchange and assumed the duties of installer and troubleman. His signal corps experience in the Air Force enabled him to assume that position at the age of 23. Mrs. Mary Scully, native of Jessenland, died at the age of 78. Her remains were taken to Green Isle for burial. Ardella Mae Kruschke, daughter of Mr. and Mrs. Orlando Kruschke, became the bride of Earl Tiegs, son of Mr. and Mrs. Lorenze Tiegs. Daniel Higgins, well-known pioneer of Jessenland, died in St. Paul at the age of 84. The wedding of Richard Pint, son of Mr. and Mrs. Math Pint of Union Hill, and Cyrella Hartman, daughter of Mrs. Loren Hartman of St. Benedict, took place at St. Benedict Catholic Church. Stan Orcutt of Orcutt’s To You Tavern gave a party in appreciation of his five years in business in Belle Plaine. Mrs. Anna Neumann, wife of August Neumann, died at the home of her daughter, Mrs. Harvey Schultz. She was 78. At St. Mark’s Church in Shakopee took place the marriage of Miss Lois Mary Fideldy, daughter of Arthur S. Fideldy, to John V. Theis, son of Mrs. Catherine Theis. Frank Wampach, well-known former Shakopee cafe operator, died at the age of 57. He operated the St. Paul House for 20 years. Mrs. John Boyington passed away in Arlington at the age of 66. She was a daughter of the late Patrick and Mary Egan McCormick of Faxon and Green Isle. Charles Comnick, 70, of Green Isle, was the victim of a mysterious shooting. He was working in the yard at his home when he suddenly felt a pain in his left leg. He found a bleeding wound about halfway between the knee and ankle. Sheriff Herb Buerie was investigating the case in an effort to find out who did the shooting. Miss Winifred D. Mulligan, daughter of Mr. and Mrs. Edward Mulligan of Green Isle, became the bride of Michael W. Martin, son of Mr. and Mrs. Elmer Martin of Green Isle.

Le Sueur Aims to Reduce Past-Due City Utility Bills Residential property owners in Le Sueur will notice a get-tough approach on unpaid utility bills if the Le Sueur City Council enacts a proposed ordinance. The days of hoping past-due bills are paid after property owners receive bills may soon come to an end. The city council is considering an ordinance that will shift the unpaid debt from a residential account to a property tax statement a month after the monthly bill is sent out. Commercial and industrial accounts are not included in the proposed ordinance. Le Sueur currently averages about 200 past-due notices per month from the city’s approximately 2,000 residential customers. About half of those 200 pasty-due bills are paid. Unpaid bills results in city staff leaving disconnection notices at properties. The city typically shuts off utilities at about 15 properties

a month, the Le Sueur NewsHerald recently reported. In August, the city will notify residential property owners of its plans to certify inclusion of the unpaid bills on to a residential property owner’s tax bill. Residential property owners will have one last chance to bring their accounts to current before the debt is formally certified with the county taxation staff. The proposed ordinance also includes a shift in billing for rental properties. If approved, utility bills will be assigned to the rental property owner, not the renter. Councilors were concerned rental property owners might resist taking on the role of collectors. But City Administrator Jenelle Teppen said the city is carrying about $55,000 in unpaid utility bills from rental properties.

The team went 2-2 in the tournament and had a winning season overall. The Thunder is a club team comprised of all ages of players from different schools throughout the Twin Cities, helping players enhance their skills and leadership, and getting them ready for their school basketball seasons. Sydney will be a sophomore at Shakopee High School in the fall. Humor Corner: The doctor told Lena to give Ole one pill a day and one shot of whiskey a day to improve his strength after his surgery. Belle Plaine Dentists to Take Part in Mercy Mission Doctors Tasha Strait and Monique Baune and staff members of Strait Smiles Family Dentistry in Belle Plaine will volunteer at the annual Mission of Mercy event being held on July 16-17 in Duluth. The Minnesota Dental Association and the Minnesota Dental Foundation are bringing the fourth annual Minnesota Mission of Mercy to northern Minnesota to provide free dental care to children and adults who face barriers to accessing dental care. The Duluth Entertainment Convention Center was chosen as the site to accommodate the massive dental clinic, which will treat as many as 2,000 patients from a wide geographic area. The signature sponsor of the event is Delta Dental of Minnesota Foundation. Adults and children of all ages who are in reasonably good health qualify and will be welcome until treatment capacity is reached each day. There will be no photo identification, social security number or any other personal documentation required. Children under 18 must be accompanied by a parent or

guardian. “I am pleased Strait Smiles will be part of this extraordinary effort by so many generous volunteers to help provide dental treatment to vulnerable members of our community who are not able to obtain care,� stated Dr. Strait. “The event not only provides free dental care to this under-served population, but it also helps raise awareness of the barriers to dental care faced by so many.� Free care being provided includes cleanings, fillings, extractions, limited treatment for partial dental appliances and some root canals in front teeth. However, there is an open forum near the beginning of each council meeting during which anyone from the public is invited to speak and/or express opinions on any community-related matter of their choosing. In last week’s column, I indicated there were some changes to statewide assessments included in the recently passed E-12 education bill. We are still learning more about the impact of a $21 million cut to the Department of Education’s budget that has resulted in significant changes to assessments in the next several years. Following is a recap of a communication regarding statewide assessments from the MN Department of Education. “The Omnibus K-12 Education Finance Bill was finalized and signed during the special session of the 2015 Minnesota Legislature. The final bill has significant impacts on our statewide assessment program, cutting in half the funding to the department to support testing. Many of these impacts will be felt in districts. The consequences of the reduction of $21 million in funding are still being determined. However, we have started to identify some reductions in service that will impact district planning, so we want to share them with you as soon as possible. More detailed information about these and other impacts will also be shared at the time of the Assessment Conference. At this time, we have identified the following reductions: • The department is required to administer a new high school writing exam that is aligned to Minnesota Academic Standards. Work to implement this new mandatory assessment begins this summer. • The Career and College Assessments for grades 8 and 10 (ACT Explore and Plan) and the college placement diagnostic exam (ACT Compass) were eliminated. The department will no longer administer these assessments. • The department will not contract with ACT to administer the ACT statewide. Students in 11th or 12th grade who wish to participate in a nationally recognized college entrance exam must be able to take the exam at the school during the school day. Districts must contract directly with a test vendor to offer the college entrance exam of the student’s choice. The department will reimburse districts for the price per test only for the ACT on a first-come, first serve basis until all available funds are dispersed. MDE will continue to evaluate the implications of this legislative change and provide further guidance. • The department will not administer Written Composition, Reading, and Mathematics GRAD retests as planned in the 2015–2016 school year, including the August 2015 Reading and Mathematics GRAD retest. • The department will no longer provide a statewide solution for a legislatively-required Career Interest Inventory. Districts must contract with vendors individually to administer a Career Interest Inventory to students. The results from the inventory will be used in the state-required Annual Career Plan. • MDE will not be able to provide Write to Learn beginning in the 2015–2016 school year. There will be additional impacts and reductions that will be communicated as soon as they are finalized. To date, the department plans to offer Optional Local Purpose Assessments (OLPA – was utilized by Belle Plaine) for 2015–2016, because work had begun in the current fiscal year, which makes it a possibility to offer for one more year. However, due to the budget reductions, the department will not be able to offer OLPA for 2016–2017.” Have a great 4th of July weekend everyone! Chaska School District Will Hold Bond, Levy Referendum Voters in the Chaska-based Eastern Carver County School District will head to the polls in November not just to vote for elected officials, but for or against a $66.7 million school district referendum and an excess operating levy. The Eastern Carver County School District is proposing a bond referendum that includes, if approved, a new elementary

school in Carver near the intersection of Jonathan Carver Parkway and Ironwood Drive south of Highway 212. With voter approval, the school district plans its next elementary after opening one in Carver will be built in southwest Chaska. The exact locations of the proposed new schools are dependent on the two cities’ abilities to acquire property.

The proposed bond also includes an eight-lane pool, a domed activities center, additional classrooms at the elementary school in Victoria, land and moving expenses. School Board, BPEA Talk Money Scott County Facing Tough During Contract Negotiations Choices on New Options The Belle Plaine School Board’s negotiating team and representatives of the Belle Plaine Education Association, the union for the school district’s 118 teachers, got an early look at each other’s starting point for potential salary and benefit increases Monday night (June 29). In their first full bargaining session, the two sides exchanged the first of what will likely be multiple proposals covering salary and benefits. Negotiators for the BPEA proposed a 6.57 percent annual increase in salary and benefits worth and additional $533,466 in the first year and an additional 6.37 percent hike for 201617 worth an extra $551,036. The proposed increases would push the salaries and benefits the district pays teachers to $8.65 million in 2015-16 and $9.2 million in 2016-17. The union also proposed a 4.25 percent increase in the amount paid to coaches and directors leading co-curricular programs

in 2015-16 and an additional 4.08 percent in 2016-17. The overall proposal would cost the district an additional $533,466 in the first year and an additional $551,036 in the second year of the contract. After the two sides broke to caucus individually, the school district’s negotiators proposed adding $500 to each cell of the steps (experience) and lanes (additional education) salary schedule. The move is intended to provide a greater percentage of an increase to the district’s younger teachers who earn less than their veteran counterparts, said Director Matt Lenz, the school board’s lead negotiator. The proposed salary and benefits increase amounts to a 3.61 percent hike for 2015-16 and 3.40 percent for 2016-17. The district also proposed a 1.3 percent bump in benefits for each of the two contract years. The district also proposed a 1 percent increase in co-curricular salaries in 2015-16 and 201617.

Overall, the offer would cost the district an additional $264,998 in the first year of the contract and $259,246 in the agreement’s second year. The total proposed package the district offered for teachers’ salaries and benefits is worth $8.38 million in 2015-16 and $8.64 million in 2016-17. The two sides discussed more than salary during the nearly two hour negotiating session. Discussion ranged from benefits available to retired teachers rehired by the district, the assignment of a sixth-hour class and prep hour, and the schedule of teachers impacted in the event of unrequested leave of absence (layoffs). Lenz, and directors Mike Ludvik and Dan Giesen are representing the school board. Teachers Luke Audette, Mary Rauh and Rose Simones are representing the BPEA. The two sides will be back to the bargaining table July 13 and July 29. Both sessions are slated to begin at 6 p.m.

Population under 5,000/ Paynesville Following the launching of a unique collaboration and many years of planning, a ribbon-cutting ceremony will take place this year to officially open a

trail connecting the city of Paynesville around the entire 18 miles of Lake Koronis. The goal of constructing the Lake Koronis Recreational Trail was to provide a safe, non-motorized option for pedestrians and bikers. The city partnered with nearby Paynesville Township to assume responsibility for planning and maintenance. The city and township contributed approximately one-quarter of the cost, and were able to leverage local contributions, as well as monies from Stearns and Meeker counties, the state Department of Natural Resources, state bonding, and federal government transportation grants for the remainder. The project also benefitted from in-kind contributions from residents, and the fact that all easements needed for construction and use were provided by landowners at no cost. Population 5,000 to 19,999/ Alexandria In the summer of 2014, the city of Alexandria completely reconstructed and redesigned Broadway Street through the city’s downtown district. With the construction scheduled during the prime tourist season for downtown shops, high levels of public engagement and involvement were critical to the success of the project. During the planning process, numerous public information sessions were held, and a committee comprised of city staff, business groups, the local media and tourism professionals, among others, was formed with the charge of communicating progress through use of social

media, a dedicated website, advertising and other tools. The public involvement portion of the project began in 2010, with the formation of three public visioning sessions. Each of the sessions were attended by more than 60 people representing all aspects of the community. The sessions were structured to allow public input in all aspects of preliminary design, and resulted in the identification and establishment of the project’s critical success factors. Population Over 20,000/ Eden Prairie During the 2011-2012 winter snow season, the city decided to re-examine how snow and ice control operations were performed. Based on comments received from the public, as well as employees involved in snow removal operations, it became apparent that delivery of this critical service needed to be revisited with a goal of clearing all roadways within nine hours of the end of a snow event. An internal task force was appointed consisting of employees from the city’s utilities, streets, fleet services, parks and public works division. The work of the task force resulted in a rewritten snow and ice removal policy, the installation of two non-intrusive road and weather stations, deployment of automatic vehicle location systems and material tracking systems, and the creation of an incident command room. By the end of the 2014 snow season, city employee morale was at an all-time high and satisfaction among Eden Prairie residents had greatly improved.

the race. Race start time is approximately 9 a.m. The route will travel along shaded city streets. It is a two-lap course starting and ending in front of the Belle Plaine District Center. Awards will be given to the top three finishers (male and female) in the following age groups: 14 and under, 15-19, 20-29, 30-39, 40-49, 50-59 and 60 and over. The start time for the Kids Run is approximately 8:45 a.m. Ages 12 and under may participate. The race is run around the Belle Plaine District Center block before the start of the 5K.

All participants will receive an award. This year’s family competition will work the way it has the past few years. Competitors must declare their family affiliation at the time of registering. The top five finishers from each family will count toward the family’s score and the family with the lowest score will win. In order to qualify as a family member you must have the same grandparents. A brief awards ceremony will follow the 5K. Overall and age group award winners will be recognized as well as the Family awards.

Carver Returns Steamboat Days Opener Back Downtown After a year in the Community Park, Carver is bringing the opening night of its community festival, Steamboat Days (Sept. 11-13), back downtown. Last year, organizers held the opening evening’s festivities in the city park. To draw people downtown, the three establishments all hired bands to provide live music. Dave Reimer, manager of Dog House bar, said disconnecting downtown Carver

from Steamboat Days by holding events in the park was not in the community’s best interest. Others agreed, the Chaska Herald recently reported. Monica Hron said competing sites, both with live music, was confusing to residents. This year, two bands are planned for downtown during the opening night of Steamboat Days. Fire department water fights

are also tentatively scheduled for downtown Friday night. A movie will also be shown on a big screen downtown after sunset. A variety of other events and attractions are also planned for downtown Carver, Community Park and Riverside Park during the three-day festival. The events include a tug-of-war, live music and fireworks Saturday night

Breeding Mallard Numbers Down, Other Species Up From Last Year Minnesota’s breeding mallard population counts are down from last year while other species saw increases, according to the results of the annual Minnesota Department of Natural Resources spring waterfowl surveys. This year’s mallard breeding population was estimated at 206,000, which is 20 percent below last year’s estimate of 257,000 breeding mallards, 17 percent below the recent 10year average and 10 percent above the long-term average measured since 1968. The blue-winged teal population is 169,000 this year, 66 percent above the 2014 estimate of 102,000, but the population remains 21 percent below the long-term average of 212,000 blue-winged teal. The combined populations of other ducks, such as ringnecked ducks, wood ducks, gadwalls, northern shovelers, canvasbacks and redheads was 149,000, which is 29 percent higher than last year and 16 percent below the long-term average. The estimate of total duck abundance (excluding scaup) was 524,000, similar to last year’s estimate of 474,000 ducks. The estimated number of wet-

lands was 220,000, down 36 percent from last year, and 13 percent below the long-term average. Wetland numbers can vary greatly based on annual precipitation. “We generally expect to see lower duck numbers during dry years. We did see lower mallard numbers this year, but bluewinged teal and other duck numbers were improved from last year,” said Steve Cordts, DNR waterfowl specialist. “In addition to our counts, the continental waterfowl population estimates will be released by the U.S. Fish and Wildlife Service later this summer and they provide an indicator of what hunters can expect this fall.” The same waterfowl survey has been conducted each year since 1968 to provide an annual index of breeding duck abundance. The survey covers 40 percent of the state that includes much of the best remaining duck breeding habitat in Minnesota. A DNR waterfowl biologist and pilot count all waterfowl and wetlands along established survey routes by flying lowlevel aerial surveys from a fixed-wing plane. The survey is timed to begin in early May to coincide with peak nesting activity of mallards. The U.S.

Fish and Wildlife Service provides ground crews who also count waterfowl along some of the same survey routes. These data are then used to correct for birds not seen by the aerial crew. Canada Geese This year’s Canada goose population was estimated at 250,000 geese, which was similar to last year’s estimate of 244,000 geese. This doesn’t include an additional estimated 17,500 breeding Canada geese in the Twin Cities metropolitan area. “The number of Canada geese in Minnesota remains high but the population has been very stable for many years. With the early spring this year, we should see a good hatch of goslings as well,” Cordts said. The number of breeding Canada geese in the state is estimated via a helicopter survey of nesting Canada geese in April. The survey, which includes most of the state except for the Twin Cities metropolitan area, counts Canada geese on randomly selected plots located in prairie, transition and forested areas. The DNR will announce this fall’s waterfowl hunting regulations later this summer. Read the Minnesota waterfowl report online.

County Board Says Sibley Estates Apartments Going Smoke-Free Sibley Estates apartment residents will have to go on a short walk from the building if they want to light up their favorite cigarette, cigar or pipe beginning Jan. 1, 2016. The Sibley County Board unanimously decided the two buildings – Sibley Estates East (Henderson) and Sibley Estates West (Winthrop) are going smoke-free. People will be allowed to light up 25 feet from the nearest window. The request came from the two buildings’ property manager after a survey of residents came back, the Gaylord Hub recently reported. Of the 52 tenants in the two buildings 32 responded. Almost three-fourths of the respondents (72 percent) wanted the buildings to be smoke-free while 16 percent want to be able to smoke in the apartment buildings. Thirteen percent of the respondents had no preference on the issue. Kelly Pierson, Sibley Estates community manager, said there

Gray Tigers Drop Two More by Mike Zellmann The Belle Plaine Gray Tigers (over 35) baseball team lost two highly-contested games last week to Le Sueur and Shakopee by scores of 3-1 and 5-3, respectively. The Gray Tigers will take a week off but you might see a few playing on town team if needed. The next game will be July 10 at home against Jordan, unless Belle Plaine makes up a game against Edina in between. Le Sueur 3, Gray Tigers 1 The Le Sueur game started with two former ArlingtonGreen Isle pitchers battling each other on the mound. Dave Kreft started for the Tigers and Scott Zeiher for the Legends. Kreft was not the benefit of luck as in the first inning Le Sueur would bloop and bleed a couple of hits to find its way to a 2-0 lead. After the first inning, Kreft settled in and baffled the Legends throughout the rest of the

game. Zeiher continued to hold the Grays at bay until the seventh inning when Belle Plaine tried to make a comeback with singles by Zellmann, Knop, Fahey and Vinkemeier to get the tying run on base but could not come through with the clutch hit. The Tigers’ bats have started to come around in recent games and pitching has been their strong suit, so look for them to make a late-season run. Shakopee 5, Tigers 3 The Grays hosted Shakopee on Sunday night after the thunderstorms passed and they battled a lineup consisting of old Chaska Cubs. Shane Hofmann took the hill against this quality team and deserved a better decision, giving up four runs through five innings while striking out four. Mike Tracy relieved Hofmann after a well-pitched game. Shakopee found a way to bloop a few hits and get another run to make it 5-0.

Tastes Great to Young Tigers by Brett Kruschke and Matt Schultz The town Tigers showed well at the Miller Lite Invitational Tournament last weekend in Hamburg and Green Isle. In the biggest win of the season so far, Belle Plaine knocked off the Faribault Lakers, who made it all the way to the semifinals of the Class C State Tournament last year (including two wins at Tiger Park). The Tigers also held their own against a local stalwart, the Waconia Lakers, and had them down to their final out before coughing up the lead and one inning later, the game. On the season, Belle Plaine is 4-12 with a 3-2 mark in the River Valley League. The month of July will feature mostly league games, starting Sunday night in Arlington at 6 p.m. when the Tigers return to action after a holiday break. Due to being short-staffed, a few recent signings might make it appear like Old-Timer’s Day, but don’t rub your eyes – it really is the town team you’ll be watching. Next Tuesday, Belle Plaine will host Class C power Green Isle, which is ranked No. 3 in the latest state rankings. The first pitch is scheduled for 7:30 p.m. Tuesdays at Tiger Park also mean caramel corn, so come out and go catnippy for it as did Prior Lake’s “Tex” Chapman. Tigers 5, Faribault 3 Belle Plaine battled not only a good Faribault team in the first round of the Miller Lite Invitational, but also two rain delays en route to its second straight victory. Josh Terrio finished with three shutout innings and three strikeouts, picking up the save. Derek Dahlke started on the mound and worked two scoreless stanzas before giving way to brother Zac, who threw the next four. The Tigers trailed 2-1 heading into the top of the seventh – and final – inning, per tournament format. A leadoff walk and two bunt singles later, Belle Plaine had the bases loaded and nobody out. Consecutive RBI fielder’s choices gave Belle Plaine the lead with three outs to go. Tiger rookie Jon Vinkemeier came on to close it out and had the Lakers down to their final out, when a wild pitch allowed a run to score and tie the game. Much to the delight of the fans on hand, Vink got out of the inning, sending the game to extras and some free baseball. The Ti-

Ryder Cup Ticket Lottery Underway If you want to attend the Ryder Cup golf competition next year between the best golfers from Europe and the United States at Hazeltine National Golf Cub in Chaska, you’ll need good fortune and a healthy bankroll. The Ryder Cup will be held Sept. 30 through Oct. 2, 2016. It is considered one of the world’s most popular sporting events. Tickets for the event cost $130 each per tournament day ($560 for the week), $30 each for practice rounds and $100 each for the practice round/ opening ceremony. But for the opportunity to buy the tickets,

you’ll have to be selected via a lottery. To be considered, entrants must complete a registration. Completing the registration does not guarantee the chance to buy tickets. Due to the extreme demand for tickets, a random selection process will take place to determine which registrants will have the opportunity to purchase 2016 Ryder Cup tickets. Application Period for Deer Archery Let’s Go Fishing Hunts at Camp Ripley Begins Today Openings Hunters can apply starting Wednesday, July 1 for the 2015 regular archery deer hunts at Camp Ripley near Little Falls. The application deadline is Friday, Aug. 14. Hunters may pick from only one of two hunting seasons: Oct. 15-16 (Thursday and Friday, code 668) or Oct. 31 to Nov. 1 (Saturday and Sunday, code 669). A total of 4,000 permits, with 2,000 per two-day hunt, will be made available. Successful applicants must buy a valid archery license before the beginning of shooting hours

Sign Up Now for DNR Hunter Safety Course The Minnesota Department of Natural Resources reminds hunters that it is never too early to sign up for a hunter safety course. In general, anyone born after Dec. 31, 1979 needs a firearms certificate to hunt game with a firearm in Minnesota. “Many people fail to consider enrolling in a course until the weather turns cool in lateSeptember,” said Acting Capt. Jon Paurus, DNR education program coordinator. “Unfortunately, most courses have either begun or are full by then, and the opportunity to hunt during the fall may be diminished.” Classes are offered in a traditional classroom setting or online. The firearms safety classroom course includes at least 12 hours of classroom instruction and a field day, which teaches the safe handling of firearms and hunter responsibility. The field day allows students to learn and demonstrate commonly accepted principles of safety in hunting and handling of firearms. It includes live fire

on a rifle range. The online course is not intended to replace traditional classroom instruction, but does give another option for students. It provides the same information as the classroom course for youth and adults interested in learning more about hunting. “Today’s students are computer savvy, so online training is just part of the DNR’s evolving firearms safety education program,” Paurus said. Once the online examination is passed, students attend a field day where they apply what they have learned in a series of hunting scenarios testing firearms safety, safe hunting skills and tree stand safety. “It’s online training, but the course still heavily depends on the human interaction and guidance provided by dedicated, experienced volunteer instructors during the field day,” Paurus said. Junior Lifeguards The Belle Plaine Junior Lifeguards completed their two-week American Red Cross course on June 26. Students learned rescue skills, first aid and were certified in CPR/AED use to prepare them to take lifeguard training when they are 15 years old. They will also complete a shadowing experience as part of the course. Where to See Fireworks This Weekend Taste of Minnesota Back at Waconia

The Sibley County Highway Department is proposing to regrade a 1.8-mile stretch of County Road 160 -- also known as 291st Avenue -- in Faxon Township. The county has received $500,000 from the state to regrade the gravel road, work that will include taking out four of the seven curves in the roadway between Highway 25 north to the border between Sibley and Carver counties. With the road realigned on a straighter path, the county highway department and some residents propose paving County Road 160. Paving it would escalate the cost of the project to more than $2 million. Others oppose the project, claiming the realignment would bring the road too close to existing houses and use up too much cropland. Sibley County commissioners will decide how to proceed later this summer.

Sibley County Eyes Regrading, Paving CR 160 North of Hwy. 25 Project Would Force Sibley County to Delay Other Road Work

Depending on what Sibley County commissioners decide to do with County Road 160 north of Highway 25 northwest of Belle Plaine in Faxon Township, the price of improving it could range from $500,000 to $2.3 million. The county wants to regrade the gravel roadway and take some of the bend out of sets of curves between Highway 25 and the border separating Sibley and Carver counties. The roadway is rated at 35 mph through the curves, said Tim Becker, Sibley County’s highway engineer. The project, if approved, will reduce seven sets of curves down to three, he said. If the county board approved

a project that includes taking some of the bend out of County Road 160, speeds can be increased to 50 and 55 mph if the county paves the 1.8 miles between Highway 25 and the county border. But doing so would likely prompt the county to pave the roadway.

Work in ‘16, ‘17

Becker said the county could regrade the roadway in 2016 and pave it the following year. Regrading the roadway with softer curves will improve site lines and safety to drivers using the roadway. Becker estimates about 200 vehicles a day use Sibley County Road 160. He expects 280 vehicles a day will use it by 2030. Becker believes drivers may be going too fast on gravel roads, using speeds that bring them across the centerline through the curves. “That (excessive speed) is definitely part of the issue,� he said. But realigning the roadway and paving it would expand the cost

to $2.3 million. Sibley County has received a $500,000 grant from state to cover the cost of regarding and realigning the gravel roadway. Committing the funding to repaving it will require the county to pull projects from the 2016 and 2017 plans, Becker said. But not everybody thinks the proposal is such a good idea. At a public meeting in May, residents along the roadway expressed concern that straightening out the curves will move the roadway too close to their house or take valuable farmland for the realignment. Realignment would require about nine acres of new rightof-way, Becker said. The county is trying to minimize the impacts on houses and cropland, Becker said. The Sibley County Board will discuss priorities for its road projects at a special meeting July 9 at the courthouse. The county board could make a final decision on the proposal later this summer.

Belle Plaine will again be saving its fireworks display for the final evening of Bar-B-Q Days on July 19, but if you’re one of the many that want to make them a part of your Fourth of July activities, you don’t have to go far this Friday and/or Saturday nights. Lake Waconia Regional Park will be the site of a big display starting at approximately 10 p.m. Saturday. Also in Waconia this week will be A Taste of Minnesota’s Fourth of July festival, which is returning to the Carver County Fairgrounds. The festival will be held Thursday through Sunday and feature big-name concerts and Minnesota foods, and a fireworks display, the latter of which will occur at 10:20 p.m., just after the fireworks display on the lake. “We received a very warm welcome in Waconia last year when we were in urgent need of a new home,� stated Linda Maddox, general manager of A Taste of Minnesota. “After carefully evaluating St. Paul and other venue options for 2015, we decided to return to Waconia.� The festival had to find a new home after flood waters overran Harriet Island last June, just a week before Taste was set to open in its long-time St. Paul home. The Carver County Fairgrounds was selected as the new location for several reasons, including its proximity to the Twin Cities and the layout of the grounds. July 4 activities will also be returning to Mystic Lake Casino. The Rock and Rockets celebration is a free all-ages event featuring live music, food trucks and a spectacular musically-choreographed fireworks show. On the same night, The Beach Boys will perform their surf-rock classics on the Mystic Lake lawn, with general admission tickets starting at $32. Friday Fireworks will light up the sky

a day early at another popular Minnesota destination just a 20-minute drive from Belle Plaine this Friday night. That is Canterbury Park in Shakopee, where racing on Friday starts at 4 p.m. and live music will go until the fireworks show. The New Prague fireworks

show is also Friday at the school bus garage on County Road 37. Attendees can watch from the New Prague Middle School grounds. The show begins at 10:10 p.m. Starting at 8 p.m., food vendors and activities will set up near New Prague Middle School.

Carver County Fourth in Happiest Places in America If you’re happy and you know it, you could very well be living in Carver County. The county ranks fourth nationwide in the “Happiest Places in America� category, according to a new study. The data firm Smart Asset analyzed metrics related to family stability, physical health, personal financial health and economic security for the 978 counties in the country that have a population greater than 50,000. Carver County’s combined score ranked it after Loudon County, Virginia; Delaware County, Ohio; and Fairfax County, Virginia. The study considered each county’s marriage and divorce rates to gauge family stability and found that Carver County’s marriage rate of 63.7 percent ranked seventh nationwide. Ranked first in Minnesota for health outcomes in the last two County Health Rankings reports, Carver County fared well in measures on average life expectancy and physical activity. The study even referred to the county’s 52 lakes as providing “plenty of opportunities for ice fishing in the winter.� On the money side, the county did well in terms of personal bankruptcy and the ratio between median income, which was $82,333 in 2013, and the minimum needed to afford basic necessities. Its unemployment rate of 5.7 percent was well below the national rate of 9.7 percent for that period. “When you look at these quality of life factors, it’s clear that Carver County is a great place

to live, work and raise a family,� said Carver County Board Chair Randy Maluchnik. “This is a really beautiful place to live. We have tremendous communities, both suburbs and rural areas, all within easy access to the Twin Cities.� The Smart Asset study was a spin-off from the “Better Life Index� ranking of nations by the Organization for Economic Cooperation and Development (OECD). It ranks the U.S. sixth in that comparison, just behind Canada. The Smart Asset study shows the diversity of counties within the U.S. in terms of quality of life issues. While Virginia had three of the five happiest counties in the nation, the Midwest fared well overall with nine counties ranked among the top 25 happiest places in the nation. Scott County made the list at No. 13, as did Olmstead County at No. 24. Eighteen of the 25 lowest ranking counties in the analysis were located in one of five southern states: Georgia, Tennessee, Alabama, Arkansas and Mississippi. Those counties had poverty rates above 20 percent and unemployment in the teens. The life expectancy in those counties hovered around 75 years compared to the life expectancy of 82.6 years in the No. 1 ranked county. Life expectancy in Carver County is 84.4 years for women and 80.5 years for men, according to 2013 rates reported by the Institute for Health Metrics and Evaluation at the University of Washington.
