Kelly Smith to ‘Retire’ as B.P. School District Superintendent His Career Includes 30-Plus Years in Education
Belle Plaine School Board members unanimously accepted Superintendent Kelly Smith’s resignation during an “emergency session” Friday morning. After 30-plus years in education, 11 leading Belle Plaine’s public schools, Smith accepted a job as a client representative with Springsted Inc. Smith will serve the district through Friday, Aug. 28. His decision to leave the public sector was made a little easier by the school board’s decision to push an operating levy referendum off until 2016. Had the board decided to go to voters this fall for more money, Smith said he would have declined Springsted’s offer. The Minnesota Legislature increasing per-student funding by 2 percent over the next two years facilitated delaying an operating referendum. Smith said the time to switch to a less public line of work has arrived. His contract runs through next year. “I have always been proud to say that I was the superintendent of Belle Plaine Schools and will continue to be proud of
the work we have accomplished here,” S m i t h wrote in his letter of resignation. Smith arrived in Belle Plaine from the Red Wing School District. He and has wife, Chris, have had three children attend and graduate from Belle Plaine Junior-Senior High School. They plan to continue living in the community for the foreseeable future.
How to Proceed
Friday morning (July 17), the Belle Plaine School Board met to accept Smith’s letter of resignation and set the course for finding his successor. The board unanimously decided to post the position for internal and external candidates. The posting runs through Monday, July 27, at noon. That evening, directors will meet for their regular July meeting. After that meeting, they’ll review the submitted applications and resumes in closed session and decide which candidates to offer an interview. The interviews are scheduled

2016 Street Improvement Project Cost Estimate is Over $1.4 Million The Belle Plaine City Council has scheduled Monday, Aug. 17 as the date for the public hearing on the city’s 2016 street and utility improvement project. It will begin shortly after 6:30 p.m. Proposed for next year are the reconstruction of Forest Street from its easterly terminus to Walnut Street; Oak Street from Court Street to Forest Street; and Court Street from its easterly terminus to Ash Street. City Engineer Joe Duncan told the council Monday night that the estimated cost of the project is $1,450,000. The city would pick up 75 percent of
the tab and the rest would come from assessments to benefitting property owners. Duncan told the council that portions of the project area are among the roughest in the city in terms of street condition, some of which were last paved in the late-1970s. Some of the infrastructure dates back to the 1950s and 60s. The public hearing is for residents to voice their opinion on the need for the project (or lack thereof). A “reasonable” estimate of the impact of the assessment to benefitting property owners will be available at the hearing.

Bar-B-Q Days Sales Down Slightly The weather wasn’t as hot and humid as forecasters had called for leading up to the start of this past weekend’s Bar-B-Q Days celebration, but the forecast alone may have scared off at least some out-of-towners, resulting in lower beef, beer and carnival ticket sales this year. A midnight thunderstorm, which included a tornado watch in parts of the area, brought a halt to what remained of Friday night’s festivities about an hour early. The rest of the weekend weather consisted of mostly clear skies and was rain-free, with temperatures on Saturday and Sunday in the lower- to mid-80s rather than the forecasted upper-80s to low-90s. The Beef Stand had total sales of $36,413.95 compared to $38,798.49 last year. Sandwiches cost $3.50 apiece, the same as in recent years. The Beer Garden, where all beverages cost the same as last year, had sales totalling $56,757.65, which was also slightly down from the 2014 total of 57,411.05. Carnival ride sales this year
City Council Agrees to Revise Market Efforts for Vacant Lot

by Dan Ruud The Belle Plaine City Council Monday night unanimously agreed to include a price tag of sorts in its next quest to sell the city-owned vacant lot at the corner of Main and Meridian streets downtown. Mayor Mike Pingalore was absent and Council Member Scott Schneider was acting mayor for the meeting. Last October, the council voted 3-2 to authorize staff to purchase the lot, where an arson fire in October of 2005 destroyed the preexisting building at 100 South Meridian Street. The city purchased the lot from Waugh Properties LLC of Chanhassen for $45,000, plus commission and closing costs. Most of the funds for the pur-
chase came from tax increment financing (TIF), state money that the city was in excess of, and if not spent soon, would have had to be returned to the state. The marketing of the 0.18-acre parcel had been discussed by the city’s Economic Development Authority (EDA) on two occasions, during which discussions ranged from marketing it for $1 up to the actual cost to the city with the expectation the property be developed within the specifications and timeline of the city. It was agreed to market the property sale through a Request for Proposals (RFP) process, during which each potential buyer would submit a proposal to the city pursuant to development guidelines identified in the RFP. When the June 30 deadline to submit a RFP arrived, there were no offers. The EDA has since conducted a reassessment of the market-
ing of the lot, and came to the conclusion that the city should include an actual “asking price” in the next round of RFPs rather than potential buyers writing down an offer without knowing the amount others are offering. The EDA believes this will make the RFP clearer to potential buyers. “The EDA recommends the city offer the site with an asking price of $13,000 to be structured as a deferred loan against the property,” reported Joanne Foust of Municipal Development Group of New Prague, who the city hired to take on some of the responsibilities of the community development director until a replacement can

2015 Scott County Fair Begins Its Five-Day Run Today
New Carousel, Carnival Among Top Additions
The Scott County Fair begins what it markets as the “Best Five Days of Summer” today (July 22) with a new attraction and a slant toward a younger, family-friendly approach. The county fair at the fairgrounds in St. Lawrence Township (7151 190th Street W.) and runs through Sunday (July 26). Crews have been working throughout the past few weeks transforming the fairgrounds into a welcoming collection of displays, vendor booths, a carnival and more. Norm Pint, the Scott County fair’s general manager is hoping for good weather. Last year, “between 28,000 and 30,000” people came to the county fair. “We’re hoping for a lot more,” he said. The fair’s marketing efforts include new, bright-colored signage and small signs placed along roadways throughout the area reminding people the fair is the last week of July. The star attraction to this year’s county fair is a new building housing a refurbished carousel. The 50-by-80 foot building is located just east of the Ferris wheel, known as “Big Eli.” Dick Ames, owner of Ames Construction, and a director on the Scott County Agricultural Society and fair board purchased the carousel earlier this year. “A few years ago, Dick told me to start looking for a carousel,” Pint said. “It’s a really good addition.” Mike Featherstone of Gold Star Manufacturing worked

Annie M. (Santovi) Edwins Annie M. (Santovi) Edwins, 80, former resident of Kingsway Retirement Living in Belle Plaine, passed away on July 14, 2015 at the Golden Living Nursing Home in Excelsior. Memorial Service will be at 11 a.m. on Saturday, August 1 at the Valley Evangelical Free Church in Chaska. Visitation will be one hour prior to the service at the church. Interment will be at a later date in the Riverside Cemetery in Ladysmith, WI. Annie was born in Ladysmith, WI, Rusk County on November 15, 1934 to Frank and Marie (Blata) Santovi. She grew up in Ladysmith and graduated from Ladysmith High School. She moved to St. Paul where she began work for Western Electric. She later worked for Northern Pacific Railroad as an Executive Assistant. Throughout her career there, the company name changed several times eventually becoming Burlington Northern Santa Fe. She was transferred to many of their offices and lived in St. Paul, Texas and Kansas. She is survived by her brother, Frank (Lorraine) Santovi of St. Paul; sister, Bessie Rzepecki of Chicago, IL; sister-in-law, Margie Santovi of Downers Grove, IL; many nieces, nephews, great-nieces and greatnephews. She is preceded in death by her parents; brother-in-law, Norbert Rzepecki; and brother, George Santovi. Big Weekend for Area Community Celebrations There are plenty of activities and events and community celebrations taking place in the area this weekend. Area resients will be enjoying the Scott County Fair, Cologne’s “Glad Days,” Chaska’s “River City Days,” Montgomery’s “Kolacky Days” and Henderson’s “Mother Courage Caravan. It’s also the weekend for the Minneapolis Aquatennial.
Glad Days
Cologne July 23-25, City Square Park With a “Wild West” theme, Cologne’s 14th annual summer festival -- “Glad Days” -- kicks off tomorrow and runs through the weekend. The nearby Carver County city is one of several area communities hosting festivities this week and in the weeks to come. Glad Days is designed to appeal to children and adults alike. It begins tomorrow (Thursday, July 23) with citywide garage sales. Thursday activities also include judging on the gladiolas and the “Glad You’re My Neighbor (landscaping)” contests. The community celebration takes over 50 volunteers to run. It costs about $7,500 to present, money that includes $1,500 from the city, said Charlotte Sandeen, a member of the organizing committee. Tomorrow evening, from 7-9 p.m., a beer and garden party will be held at City Square Park in downtown Cologne. There will be musical accompaniment by Carver Creek Bluegrass. Friday’s (July 24) activities include a softball tournament beginning at 5 p.m. and a Kiddie Parade on Market Street at 6 p.m. A chuck wagon dinner will be served from 6-7 p.m.
KidFest runs starts at 6 p.m. The no-cost event includes games for children, bounce houses, a band and movies (“Home on the Range” at 6 p.m. and “Wild Wild West” at 8 p.m. There will also be face painting, crazy hair dos and a photo booth. The band, “Up South” will perform after the movie. Admission is $7 (12 and under, free). Saturday, citywide garage sales continue. A 5K color run starts at 8 a.m. a men’s softball tournament starts at 8 a.m. at Lons Park followed by a women’s tournament beginning at 9 a.m. at Fritz Field. The day’s activities include a kickball tournament (9 a.m., VFW Park), a sheephead tournament in the old fire barn in City Square Park), a kids pedal pull in the park at 10 a.m. and a petting zoo from 10 a.m. to 2 p.m. in City Square Park. Bounces houses will be available during the day. The Old West Society will present a Wild West show at noon. The show will be repeated at 3 and 5:30 p.m. The Splatter Sisters will perform at 1 p.m. At 8 p.m., the band, “In the Fields” will take the stage in City Square Park.

Mother Courage Caravan
Henderson July 25-26 The inaugural caravan features artisans of all sorts making, displaying and selling their work at the Events Center on Main Street Saturday (July 25, 7 p.m. to midnight) and Sunday (July 26, 11 a.m. to 5 p.m.) along Sixth Street. Items for sale include vintage items, ceramics, art, jewelry and other mediums. Plans include a variety of varying types of entertainers.
Kolacky Days
Montgomery July 23-26 Kolacky Days kicks off tomorrow with an outdoor movie (“The Shaggy Dog”) at Tri-City United High School just after dusk. Friday’s events include a threshing demonstration between 2 and 5 p.m. at Hilltop Hall. A Legion baseball tournament begins at 4:30 p.m. at Memorial Park Field. An authentic Czech dinner will be served at 5 p.m. at American Legion Post No. 79 hall. Saturday’s events include a bike ride beginning at 8 a.m., softball, co-ed volleyball, bean bag and horseshoe tournaments, a kiddie parade and homemade kolacky baking contest. The festival also includes a classic car show in historic downtown Montgomery. Sunday’s events include a 5K run at 8:30 a.m. starting at the high school. There is a fitness walk, a kid’s race and the Kolacky Days Parade starting at noon along First Street.

The sun shined bright for all three days of Belle Plaine’s 27th annual Bar-B-Q Days festival. Kari Lockrem was crowned Miss Belle Plaine by retiring Queen Heidi Harsh. The new princesses were Kim Karnitz and Amy Townsend, and Miss Congeniality was Becky Gregory. There were 124 entrants in the parade, which was led by grand marshals Leo and Margaret Sullivan. About 5,800 pounds of beef for the sandwiches was sold, with the price per sandwich being 75 cents. Eleven citations for minors in possession and consumption of alcohol were issued during the three-day Bar-B-Q Days celebration in Belle Plaine. Chief Joe Lenz was encouraged by this as it represented half of the citations issued during the 1984 Bar-B-Q Days. The Belle Plaine City Council voted 3-2 to decline entering into an engineering contract that would have ordered the community’s rural airport site selection feasibility study. There had been considerable discussion in recent months on the preservation of the existing airport in Belle Plaine, which had been in danger of being plowed under but that threat had passed for the time being when plane owners agreed to rent farm land from Mike Newell for another year. The city council presented City Administrator David Unmacht with a counter offer to that of the city of Prior Lake in efforts to persuade him to stay in Belle Plaine. Unmacht had until July 29 to decide to accept the offer. He was scheduled to report to work at Prior Lake on Aug. 19. Construction was expected to begin that summer on a new $70,000 Scott County highway maintenance garage to serve the Belle Plaine area. The 42- by 104-foot steel building would be built in Blakeley Township just beyond the Belle Plaine city limits off the Blakeley road. Greg Schmit, a 1985 graduate of Belle Plaine High School, had recently made his debut in a television commercial that was being shown widely in Minnesota, the Dakotas and Montana. He was pictured running along a dirt road in Nike running
shoes. The commercial was a promotion for GTA Feeds of Sioux Falls, S.D. It was a project of Theresa Albrecht Diers, a native of Belle Plaine. John (Jack) McRaith, 63, formerly of Belle Plaine, passed away July 19. Mr. McRaith was born in Belle Plaine to Joseph and Mary (Newell) McRaith. He served in the U.S. Navy during World War II as a Medical Corpsman, First Class. George Wherley, 84, of Belle Plaine, passed away July 23 at the Friendship Manor Nursing Home in Shakopee.
60 Years Ago (1955)
The Belle Plaine bypass on 169 highway was in effect. The state highway department opened the north lane from south of Belle Plaine to the Anderly corner, two miles east of town, and motor traffic now skirted the town. Attorney M.J. Daly of Belle Plaine was named to serve on Minnesota’s first statewide fair employment practice commission and on the board of review panel. Rev. John Rolf, native of Hancock Township, was ordained and installed as pastor of the Lutheran churches at Hinckley and Sandstone. Mrs. Tiegs, widow of the late Robert Tiegs, died at her home in Tyrone Township at the age of 84. A reunion of the Tritz family was held at the William Tritz Sr. home. The occasion was largely to honor Father Alfred Tritz, who had come from Indianapolis, Ind. Lydia Scott, native of East Union, passed away at the Shakopee hospital at the age of 87. She was organist at East Union for many years. Local heat records were broken with a high of 100 degrees, the hottest day in seven years. The month of July established a record in number of days with temperatures in the 90s. Frederick William Tesch, lifelong resident of this community, died at the New Prague hospital at the age of 73. Povolny, St. Paul, became the bride of Kevin G. Gaffney, son of Mr. and Mrs. Maurice M. Gaffney of Belle Plaine. Louis J. Karels, 18-year-old Hamburg youth, was killed when his car collided with another auto on Highway 212, three miles east of Glencoe. A reunion of the Daly family was held at the Belle Plaine park. Ninety-eight members came from near and far. Mrs. Margaret Theis, a resident of Belle Plaine, died at the New Prague hospital at the age of 55. A new high school building was progressing towards completion and a good start was made on landscaping the grounds. Andrew A. Dahl, well-known Carver County man, died unexpectedly at his home in Braham at the age of 85. Mrs. Mathilda Erickson, East Union, died at the Waconia hospital at the age of 97. Prior Lake and the northeast section of Scott County and the eastern side of Carver County were severely hit by hail. The loss to corn growers was heavy. Dr. R.J. Phelan, who was a practicing physician in Belle Plaine for two years (1904-05), later moving to Minneapolis, took his own life in a sensational manner in leaping from the fifth floor of the Leamington Hotel. Walter Beliveau died at the home of his daughter in St. Paul. His remains were brought to his old home in Jessenland for burial. The son and daughter of Mrs. James Sheehan were married the same week. Elizabeth Brady became the wife of Harry H. Henderson in Los Angeles, and Thomas Sheehan was married at Green Isle to Mary Ellen Davitt. The death at Dayton, Tenn., of William Jenning Bryan, recalled to many the time he spoke in Belle Plaine when he was running for president in 1900. The Catholic parish at Le Sueur was about to let bids for construction of an $80,000 church. The new site selected was a commanding one, well up on the hillside above the town. Rev. K.M. Holmberg and family were back at West Union after a motoring trip to Valley City, N.D. Mr. Matters, assistant to State Highway Commissioner Babcock, was quoted as saying the cost to the state department for putting the highway through Jordan was a staggering onequarter of a million dollars, and if property owners wanted more financing, they would have to look elsewhere for the money.

Dear Editor, Minnesotans deserve better from MNsure Last week we learned that MNsure now has a 180,000 case backlog of public-program enrollees who are unable to renew their health coverage. These glitches have left MNsure unable to send bills to thousands of people in order to pay their 2015 premiums, and MNsure is unable to check eligibility information for thousands more, some of whom may be receiving benefits improperly. This is the latest in a long line of technical failures that have plagued MNsure since the beginning. That's why I was glad to see HHS Chair Matt Dean and Rep. Greg Davids call for a MNsure Legislative Oversight Committee meeting so we can begin to discuss a path forward and a transition away from the MNsure exchange. Due to the Supreme Court's recent Obamacare ruling, Minnesotans who are eligible for premium subsidies under the law are not in danger of losing support if we revert to the federal exchange. With upwards of $300 million already spent on MNsure why would we continue throwing good money after bad and not just switch over to the federal hub? Minnesotans deserve better. We can save the state money, and give citizens a better userexperience that MNsure has failed to deliver. It's time for the Governor and DFLers to join with us in these efforts and to be honest that the failed MNsure experiment that they brought to Minnesota needs to come to an end. Rep. MVEC says the proposed substation will be a backup to the existing substation in the village of St. Thomas in Derrynane Township. Area residents also argued that Cambria will benefit more from the project than they will. The family of Viola Michel had one of the biggest turnouts for the 5K BBQ Days race that was held last Saturday. Nineteen people that comprised three generations raced while Viola and other family members cheered them on. Zwart and her friend both fell asleep at their campsite, but when Zwart’s friend woke up, Zwart was missing. Zwart’s friend walked back to Zwart’s parents house, where police were called. Zwart’s phone and other personal belongings were still at the campsite when investigators arrived. In addition to the bottle of whiskey, of which only half remained when investigators arrived at the campsite, the complaint says a metal Coke can that contained vodka was found, along with a metal container containing whiskey and water. Zwart’s friend said, according to the charge, she and Zwart were not regular drinkers and rarely drank. Zwart’s disappearance kicked off a five-day search, which culminated with her body being recovered by searchers 2.5 miles north of the sandbar.

Dorothy grew up just  east of St. Thomas, one of 12 in the Henry and Mary Pianko family. That was all in the obituary. Father Roger Hessian, long time friend, talked of Dorothy’s great kindness, her great love. She was a faithful friend and priceless treasure. Jim Melchior also said it best in his moving Eulogy he read for his mother-in-law...“The title of Mother was a clear one for her four children, and later, for their growing group of offspring, there was no problem identifying her as ‘Grandma’. But along came the first great-grandchild. As we soon learned, there was an identification issue. It was easy to see the confusion in her eyes when she was faced understanding that ‘Grandma’ was two different people. As most children do, she worked it out on her own and ‘Brownie’ became Dorothy’s new title. Over the ensuing years, Dorothy was Mom to four, Grandma to 10 and ‘Brownie’ to 18...we all knew we were truly loved by her, it was those that called her ‘Brownie’ that were the favored ones.� All 18 greatgrandchildren presented the gifts of bread and wine, the older carried the younger ones. The music was beautiful. They sang all the old St. Thomas Choir songs, “Amazing Grace,� “Here I am, Lord,� “Precious Lord,� “On Eagles Wings,� “Be not Afraid,� and “How Great Thou Art� and I know I heard Teresa. Dorothy
A Le Sueur man is charged with providing alcohol in the case of the drowning death of Le Sueur resident Moriah Zwart May 1. She was 20 years old. Joshua Randolph, 27, is charged in Le Sueur County District Court with a gross misdemeanor and is scheduled to appear in court for his initial hearing at 8:30 a.m. Aug. 18. According to the criminal complaint, several text messages on Zwart’s cell phone, recovered along with other personal items at her campsite, allegedly documented that Randolph purchased the alcohol for Zwart and her friend, who accompanied her camping along the Minnesota River that night. Zwart’s friend indicated Randolph, the brother of Zwart’s boyfriend, purchased the alcohol, according to the charges. In interviews with investigators, Randolph acknowledged he purchased the alcohol and that he was the source of the text messages found on Zwart’s phone, the complaint states. Foust explained that the $13,000 asking price (or forgivable loan) was “the actual cost to the city outside the use of TIF funds to purchase the property. “Upon meeting the criteria for development, the loan will be terminated with no further obligations. This includes the designated developer conforming to the requirements of the RFP,” Foust reported. Among the requirements the buyer/developer will be held to are that building permits be secured within six months and certificate of occupancies be secured within 18 months of the approved development agreement. Development goals for the property outlined in the RFP include: – Maximize economic impact through job creation. – Be consistent with the B-3 (Business) Zoning District standards. – Create a vibrant, mixeduse project consistent with the downtown design standards. – Ensure development that is inviting to the public; creating a greater sense of place. – The extent to which local contractors, suppliers, vendors, professionals and/or financial institutions are utilized. The RFP release date is today (Wednesday) and proposals are due Oct. 22. In other business Monday night, the council unanimously approved the purchase and installation of an entrance monument sign from CD Products of Waconia that will be placed near the city limits on Highway 25. The existing sign will be removed by public works personnel. CD Products submitted a quote of $9,970. The Belle Plaine Economic Development Authority (EDA) had recommended using $10,082 from the recent closing of the Twin Cities Community Capital Fund, which was deposited into the EDA fund account. *Unanimously authorized the purchase from Dominion Voting Systems for the replacement of the city’s current voting system at a cost of $8,475, plus $200 for a carrying case. The purchase comes after Scott County entered into an agree-
ment of its own with Dominion Voting Systems for replacement of its election equipment. Belle Plaine Finance Director Dawn Meyer reported that the purchase will expend the budgeted amount of $6,000 for election equipment, resulting in a $2,675 spend down of the general fund. *Unanimously authorized the hiring of a part-time, temporary secretary for the Belle Plaine Police Department. Police Chief Tom Stolee reported that one of the current administrative assistants will be on medical leave for about six weeks and requested that someone be hired to fill in during that time. Stolee added that the position will be considered a police secretary, who will assist with basic duties such as answering the phone, assisting customers at the front desk, filing and other duties to assist the administrative assistant. *Accepted the resignation of seasonal public works employee Dustin Hemauer. In the process, the council authorized the advertising for a replacement for the full-time position for the rest of this summer. *Unanimously denied Ryan Herrmann’s request for a variance to allow a 192-square-foot storage shed he had already placed on his property at 719 East Beaver Street. Herrmann was seeking a reduction in the minimum side street yard setback from 20 feet to 8 feet. A couple of nearby property owners had contacted the city recommending denial of the variance. The planning and zoning commission and staff also recommended denial, the latter stating that Herrmann’s request “did not meet the review criteria required for granting a variance.” Planning commissioners had noted that the applicant should have discussed the location of the shed with city staff before placing it in the current location. Eagle Lake Man Killed in One of Two Crashes on Hwy. 19 An Eagle Lake man was killed Saturday night (July 18) when he crashed into an oncoming vehicle driven by a Minneapolis man in Arlington Township. The fatal crash occurred at 10:41 p.m. at the intersection of County Road 9 and Highway 19 south of Arlington. Shawn Lang, 37, of Eagle Lake, was traveling southbound and failed to stop his 1996 Oldsmobile Ciera at a stop sign and hit an Infinity G35 driven by 44-yearold Tadd Kelly of Minneapolis. He was traveling east. Both vehicles came to rest in the southeast ditch, according to the Minnesota Highway Patrol. Lang, who was not wearing a seatbelt, was ejected from his vehicle. He was transported to hospital in Arlington and then flown to Hennepin County Medical Center with life-threatening injuries. He died later, according to the state patrol. Tadd suffered no injuries in
the crash. His passenger, however, Amanda Meyer, 51, of New Prague was transported to the Arlington hospital with non-life threatening injuries, according to the state patrol. Motorcycle Crash The second Highway 19 crash occurred earlier on Saturday, just before 3:30 p.m.. Two motorcycles crashed into one another, one rear-ending the other. The two motorcyclists were traveling in a group of four when their bikes collided, at the intersection of County Road 17 and Highway 19 south of Arlington. Joseph Schmidt, 58, of North Mankato received non-life threatening injuries and Danny Hopp of Nicollet received no apparent injuries. Both of the drivers were on Harley Davidsons, with Schmidt on a 2001, and Hopp on a 2007.

After serving the Belle Plaine School District for the past eleven years, I have accepted a position as Client Representative with Springsted, Inc. and will be retiring from the district effective on August 28. The school board accepted my resignation at a special meeting on Friday, July 17. It has been a great experience to serve as superintendent of schools for the Belle Plaine District and I am proud of all that we have accomplished over the past decade. I want to thank everyone who has been so supportive of the Belle Plaine Schools during my tenure here. At the board meeting on Friday, the school board took action to post the opening for superintendent through Monday, July 27. The plan is to announce the finalists at the regularly scheduled board meeting on Monday, July 27th or shortly thereafter. Interview dates for the finalists have been set for Monday, August 3rd and Tuesday, August 4th. Tentative plans are for the interviews to be conducted with three interview teams – the school board, school district staff, and community members, in the late afternoon to early evening on the days previously mentioned. If community members are interested in participating in this interview process, please contact school board chair Mike Ludvik or me at the phone number or email address listed below. Interview team members should plan on committing to at least 4 hours each day of the interviews. There may not be enough room on the interview team for everyone who has requested to participate so the list may need to be pared down, but all who wish to participate are encouraged to indicate their interest. As I mentioned in my column last week, the filing period for school board members begins on Tuesday, July 28 and continues through Tuesday, August 11. Three seats on the school board are up for election this fall – those currently held by Matt Lenz, Mike Ludvik and Tracy O’Brien. School board terms are four years with the term beginning on the first Monday in January, 2016. Those interested in serving as school board members, should file in the District Office during the filing period in order to be placed on the election ballot. Board members agreed to call candidates in for a second and possibly third interview before deciding whom to hire. “You wouldn’t hire the CEO of a $14 million corporation on just one interview,” said Director Matt Lenz. Smith conceded the district may be limited to applications and resumes from candidates who want to become superintendents or retired superintendents willing to work for a few years. Board member Dan Geisen expects the district might also receive an applicant from an assistant superintendent or a superintendent in a smaller school district. “I realize it’s not a good time for finding a replacement superintendent,” Smith told the
board. Director Mike Ludvik, the board’s chairman, said the board could re-post the position if directors are not satisfied with the quality of the candidates. Board members plan to offer the position as a permanent one. They want to avoid using the “interim” tag fearing it might limit quality candidates from applying. An interim superintendent will be challenged to be able to build the kind of relationships needed to help an operating levy succeed, Smith said. Ideally, the board would like to offer the successful candidate a two-year contract. Board members concurred they’ll look for a candidate who can help improve the quality of instruction and academic performance as well as run a successful referendum in 2016.

Belle Plaine One of Safest Places in State Belle Plaine ranks among the 10 safest small cities in Minnesota, according to information compiled by the national consumer research organization ValuePenguin, which analyzed a variety of crime metrics sourced from the FBI across 129 cities and towns in Minnesota. Overall in the state, Belle Plaine came in at No. 14 safest. The 129 cities ranged in a crime score from 0 to almost 4,000, with an average of 864. Minneapolis, the state’s commercial center, fell to the bottom of the rankings with a crime score of 3,935. This was true despite the fact that the study adjusted its crime score metric for population size. The score also took into account both the amount
The two men charged in the murder of Earl Olander of East Union in San Francisco Township will be back in court Tuesday (July 28) for an omnibus hearing. Edison Celin-Dominguez Benitez and Reinol Godines Vergara will be in Carver County District Court in Chaska for an omnibus hearing. Vergara’s hearing is at 8:30 a.m. and Benitez’s is at 1:30 p.m. Vergara is charged with two counts of second-degree murder. Benitez is charged with two counts of aiding and abetting the second-degree murder. Vergara’s attorney, Ingnatius Udeani, said the omnibus hearing for his client will include a determination of probable cause for the arrest and charging of his client. It will also address issues with evidence. Udeani said his client would enter a plea of not guilty to the charges at the hearing. The attorney for Benitez did not return a telephone call requesting information on his hearing and a possible plea to the charges.

Deputies found shoe prints belonging to a pair of Crocs and Adidas shoes in the house. A citizen cleaning out an apartment where Benitez, 29, previously lived in St. Paul led police to the two men. The citizen found the two U.S. Savings bonds bearing Olander’s name tucked in a Bible written in a European language. The citizen called police after checking Olander’s name on the Internet and learning he was the victim of a murder in Carver County, according to the charges against Benitez and Vergara, 35. Benitez was arrested at his
workplace in May. When he was taken into custody, he was wearing a pair of Crocs shoes supposedly matching the shoe print found in Olander’s house. Vergara was wearing Adidas shoes when he was arrested the following day, according to the criminal complaint. Vergara had previously worked for Olander, painting his house and shed within the past year, said Commander Paul Tschida of the Carver County Sheriff’s Office. Vergara had been in the house to use the bathroom. Olander provided Vergara water during breaks from his work. They believed, the charge states, Olander would be an easy target because he was old, lived alone and had money. Olander was sleeping on his couch when he was attacked, according to the criminal complaints. The two men fled the house, the criminal charges state, leaving Olander bound and bleeding while they fled back to the Twin Cities. Investigators are not certain if Olander had passed away by the time the men left the house, Tschida said.

20 Teams Compete in Holy Family Volleyball Tourney Despite forecasted thunderstorms, good weather prevailed for the 20 teams competing in this year’s volleyball tournament at Holy Family Academy and Chapel in rural Belle Plaine. This no doubt came as a great relief for the many players, who travelled from as far away as Kansas and Missouri to participate in the 11th annual event, which took place on Saturday, July 11. The tournament, which was double-elimination preceded by two rounds of pool play, lasted nearly 12 hours and included many very close games. In the end, K.C. Masterpiece, a team from Kansas City, took home the men’s trophy. They received their hard-won award just in time to leave by 9 p.m. for the long drive back home.
The women’s trophy was claimed by the Mighty Maders, a team made up of family members from central Minnesota. The Maders worked extraordinarily hard for their victory this year, overcoming many obstacles along the way. One of them lost her family’s home in a fire earlier this year. Another broke her foot a few months back, and one more played while expecting a child due in November. As Rose Mader, the team’s captain, explained, “Out of all the years we have been coming to this tournament we never thought this would be the year we would win. Some of my girls have had a rough year so far, and we were all hoping to just play well enough to have a fun day.” While the Maders came to enjoy the day and ended up leav-
ing with a trophy, other players arrived with apparently greater ambitions. “We heard there was a tournament, so we decided we’d come win it,” explained Lance Riccomini from St. Mary’s, Kansas. He then added that the real reason his team had come was to visit friends they’d made over previous years and to have fun. It was a sentiment expressed by many others as well. “It’s always a good time,” said Nick Dvorak of Belle Plaine. Bernedette Ruegemer of the Cereal Killers emphasized how much her team looks forward to enjoying the event every year. “It’s like a Catholic family reunion.” Anyone interested in participating in next year’s tournament can contact Holy Family at 952-873-2582.

Ryan Dungey Sweeps in Home State The second half of the Lucas Oil Motocross season kicked off Saturday in Millville with the Spring Creek National. Ryan Dungey, already the man to beat in the 450 class, turned in another dominant performance, this time at his homestate track. In Moto 1, Dungey had to work his way up to the front from fifth place, while Mike Alessi led the race’s first five laps. Eventually, Dungey reeled in the #800, and once he made the pass for the lead, he pulled away and cruised to the victory. Moto 2 was easier for Dungey as he got a good start and took over the lead quickly. The Red Bull KTM rider would wind up finishing about 49 seconds ahead of the next rider, Alessi, by the end of the race. The sweep puts Dungey’s streaks at 10 straight moto wins and five straight overall wins. He now holds an 80-point lead over Alessi in the 450 points standings. Misgen’s father, Jeff, owns Pizza Plus in Belle Plaine, where Tess also works. Tigers Win First 3 in Tourney The Belle Plaine American Legion baseball team won its first three games in the Third District, Division II American Legion Baseball Tournament that began last weekend and concludes this weekend. All games are being played at Memorial Park in Montgomery and Trenda Field in Lonsdale. The Tigers opened the tournament last Friday with a 2-1 victory over Randolph before outlasting Woodbury 10-8 later in the day. Belle Plaine coach Jason Ladd said it was Woodbury’s first lost of the season. On Sunday, Belle Plaine defeated Cannon Falls 7-3 in another winner’s bracket game. The Tigers will face Jordan, which is the only other unbeaten team in the 16-team, double-elimination tournament in a fourth-round game 11 a.m. this Saturday at Montgomery. The winner will advance to a 6:30 p.m. championship-round game, while the loser must play an elimination game at 4 p.m., possibly against Woodbury,
which is still alive in the loser’s bracket. The finals are scheduled for Sunday at 5 p.m. and 7 p.m., the latter game if necessary. To reach Saturday’s winner’s bracket game against Belle Plaine, Jordan defeated Holy Family 4-3, Kenyon 7-5 and Sibley East 12-2. Tigers 2, Randolph 1 Ben Wagner, the most valuable pitcher for the Tigers during the high school season, pitched the distance for Belle Plaine in picking up the win. The Tigers scored their first run in the first inning on a hit by Luke Narveson, followed by a RBI double by Aiden Ladd. Randolph eventually tied the score but Belle Plaine, which only had four hits, scored the game-winner in the seventh inning via Marcus Giesen getting hit by a pitch, a sacrifice by Ryan Bremseth-Vining and a base hit by Narveson. Tigers 10, Woodbury 8 Ladd had three hits and five

The bad news for the Tigers is that Ladd suffered a dislocated elbow diving for a ball in the seventh inning and is out for the remainder of the season, according to his father and coach, Jason Ladd. But the local lads will offer bountiful opportunities over the next two weeks, with five straight home games on the native turf of Tiger Park to wrap up the regular-season schedule. The Tigers will host RVLCentral foe Jordan at 7:30 p.m. Friday and board member Ken Tritz will be making his famous pulled-pork sandwiches. It will also be Gerry “Mize” Meyer Appreciation Night as we thank and honor “Papa Tiger” for his decades of service in becoming known as Belle Plaine’s “Mr. Baseball.” Mize has done it all for the Town Tigers over the years, from playing and managing to field maintenance, fund-raising and public address announcing, from overseeing the grandstand project and writing many newspaper articles while long-serving as president of the Belle Plaine Baseball Association – and a thousand things more. We’ll “see you at the ballpark” Friday for this special evening. Festivities begin at 7 p.m. On Sunday at 6 p.m., Ernie Stumpf will dust off the concertina for our annual “Senior Citizens Night,” with all seniors receiving free admission. The opponent will be the RVL Central’s Le Sueur Braves, and it will fittingly be “Cambria Night” (with both towns having a Cambria location). And on Tuesday the promotions department will take a break when the Gaylord Islanders visit at 7:30 p.m., a makeup game from an early-season rainout. Last week, the Tigers got flattened by the Jordan Brewers on Tuesday by a 10-1 count before

Chase Emmers relieved Big Dahlk and threw the next 3.2 frames before giving way to Ben Wagner, who recorded four outs. Dylan Nyberg threw the final frame, with a one-two-three inning. Hitting was scarce for the Tigers as Jordan’s Scott Hollingsworth set down the first 15 batters in order. BP had just four hits, with Jonny Vinkemeier accounting for half of them. Josh Terrio and Aidan Ladd had the other two. by Dan Ruud McKenzie Koepp was an outfielder for the Belle Plaine High School softball team this past spring, leading the Tigers with 15 runs batted in and a .531 batting average, including 10 extra-base hits en route to being named to the all-conference team. This past Sunday, Koepp, who will be a senior this fall and has a 4.0 grade-point-average, was crowned Miss Belle Plaine, making her the second member of her softball team to become royalty in a month’s time. On June 20, fellow outfielder Katelyn Schmit was crowned Miss Belle Plaine German Days. She too is an all-conference player. Two of Koepp’s cousins were also Miss Belle Plaine – Sarah (Koepp) Leonard in 2006 and Kayla Koepp in 2009. Koepp, the daughter of Brent and Wendy Koepp and sponsored by State Bank of Belle Plaine, was crowned by 2014 Miss Belle Plaine Hannah Preusser, who gave a brief speech just before crowning her replacement. “Today is not about me, nor is today about my royal court. Princess Rylee Pumper and Miss Congeniality Kylee Pass. Joining Koepp on the 2015 royal court, all of whom will be seniors at BPHS this fall, are First Princess Kali Gorman, daughter of Ryan and Angie Gorman; Second Princess Haley Johnson, daughter of Heather Johnson and Jasen Johnson; and Miss Congeniality Nicole Bauleke, daughter of Ann Rybus and Kevin Bauleke. The foursome’s first parade as Belle Plaine’s royal court will come this Sunday at Montgomery’s Kolacky Days. Besides softball, Koepp is also a member of the BPHS volleyball team and will be the school’s 2015-16 president of the National Honor Society. She is also a member of the Pep Club and Tiger Target Team. With still a year of high school ahead of her, Koepp has no definite college plans yet, but is considering a business major. Koepp, who works as a nanny for a cousin in Victoria, will be back on the volleyball court soon preparing for the upcoming season. The Tigers, the defending conference and section champions, are expected to field one of the program’s best teams ever this season as almost the entire squad is back from last year’s state tournament team. After receiving their crowns, the new royal court walked around the park taking in the festivities. Koepp said they were approached and congratulated by a number of people, especially aspiring young girls. “I’m super excited for the year and I think it’s going to be great for me and the girls,” Koepp said.
