Ridgeview Gets Another Extension of Closing Date for Property Purchase

by Dan Ruud For the third time in nine months, the Belle Plaine City Council Monday night unanimously granted a request by Ridgeview Medical Center for an extension of the closing date for the property purchase agreement it has with the city. Last August, the council okayed the execution of the purchase agreement, which was $1 for city-owned land at the northwest corner of Highway 169 and County Road 3/Meridian Street. The original closing date was Dec. 1, 2015.
Due to ongoing discussions with The Lutheran Home Association regarding a partnership in an expanded project (a senior housing complex added to the health clinic), the council last November agreed to extend the deadline for the closing date to May 1. In March of this year, the council, at Ridgeview’s request for the same reason, extended the closing date to Aug. 1, which as a result of this past Monday’s action now extends it to Oct. 1. “Ridgeview has requested an additional extension to the clos-
ing in order to finalize plans from The Lutheran Home Association for senior living as part of the project and to finalize documents associated with the development,” states the newest resolution. Three weeks ago (July 5), the council voted 3-2 to approve a replat and amended planned unit development for Ridgeview the Heath Campus. B.P. Couple Ready for Saturday’s Scott County Fair Demo Derby
In about a month, they’ll be standing in front of students, teaching them important lessons. The organized calm of their classrooms is a stark contrast to this weekend when Angela and Jeremy Kalal will be crashing their cars as hard and as often as they can into their fellow competitors. Angela Kalal teaches fourth grade at Oak Crest Elementary School in Belle Plaine. Her husband, Jeremy, teaches junior high science in New Prague. Saturday night (July 30, 7 p.m.) at the Scott County Fairgrounds Grandstand, the duo will be more concerned about strategies for minimizing the damage to their cars while inflicting maximum damage to others. Lesson plans can wait. “You drive as fast as you can to crash into someone,” Jeremy said. “There’s nothing like it.” The husband-wife duo enjoys good-natured competition, both against the other demolition derby drivers and each other. Angela knows she has won as many trophies as her husband if the sledgehammer for the hardest hit delivered during last year’s powder puff demo derby is counted. Jeremy knows his last trophy, which sits in their son Cooper’s bedroom,
is slightly larger than Angela’s biggest trophy. “It’s all about the trophy,” Angela said sarcastically. She admits she doesn’t like to do things she’s not good at. “I’m very competitive.” Angela has won the powder puff class twice at the Scott County Fair and twice at the Le Sueur County Fair. Jeremy will be driving a 1976 Dodge Saturday night. Angela’s entry is a ’74 Chrysler Imperial. The couple has no significant attachment to Mopar vehicles. In a sport where finding suitable vehicles to reduce to hulks of twisted steel and sheet metal is becoming increasingly difficult, they stick with vehicles where parts can be switched from one year’s car to another. Angela’s father, Randy Jabs, organized and officiated demolition derbies at the county fair for several years. He and friends build demo derby cars in the shop at their home in Jordan. Angela and Jeremy both grew up in Jordan. Angela entered her first demo derby at 15. She’s entered about a dozen demo derbies over the past 18 years. Her father and uncle, Ken, built her first car.

Chris Meyer Named President of MSU Alumni Board of Directors The Minnesota State University, Mankato Alumni Association has named Christopher Meyer of Belle Plaine president of its board of directors. Meyer, who has served on the Alumni Association’s Board of Directors since 2014, graduated from Minnesota State Mankato’s College of Business in 1990 with a degree in marketing. He has worked in the finance and banking industry and is currently the president/CEO of Capital Growth Management in Belle Plaine, where he is active in various volunteer and com-
munity service activities. The Minnesota State Mankato Alumni Association helps students transition into engaged alumni and helps alumni build deeper connections to the university, other alumni and current students. Noteables Concert Aug. 5 The Noteables will again be sharing their world of song in their upcoming concert, “It’s a Wonderful World.” The concert will be Friday, Aug. 5 at 7 p.m. in the Le Sueur/ Henderson Middle/High School Auditorium, 901 Ferry Street in Le Sueur. Admission is free but donations are appreciated. In the face of seemingly endless “bad news,” the group will sing about all the positives in the world. The Noteables are the area’s community singing group. Formed in 2006, they have grown from 15 members to over 60, and include members from Le Sueur, Henderson, Le Center, Belle Plaine, Jordan, Edina and St. Peter. “We are an area-wide community resource for both singers and audiences”, says the group’s founder, Phyllis Fleischauer. “We charge no admission but we depend on donations to be able to purchase our music. With the increase in membership comes an increase in music costs. We hope our audience will help us out with their generous donations.”

Le Sueur County Eyes Le Center Parcels for Possible Justice Center
Le Sueur County is looking at potentially acquiring two pieces of land in Le Center as a possible home for a new justice center should the county opt to build anew rather than renovate the existing county jail. The county is considering two parcels near the intersection of Highway 99 and County Road 11. The two parcels are cumulatively just over 5 acres, the Le Center Leader recently reported. They have a combined valuation of $132,500. The city has owned them for over 16 years. The county wants the city to OK a request for right of first refusal. That right would give the county 90 days to consider matching any offer the city receives on the parcels. Council members seemed to favor a short right-of-first-refusal period. The Le Center City Council directed the issue to its economic development authority for a recommendation. Councilors hope an EDA meeting can be scheduled before the city council’s next meeting Aug. 10.

Lois A. Lehman Lois A. Lehman, 83, of Belle Plaine, passed away on Friday, July 22, 2016 at Methodist Hospital in Edina, MN. Memorial Mass will be on Wednesday, July 27 at 11 a.m. at Our Lady of the Prairie Catholic Church in Belle Plaine. Visitation will be at the church from 9 a.m. until Mass time on Wednesday. Interment will be in Sacred Heart Catholic Cemetery in Belle Plaine. Fr. Brian Lynch will officiate the Mass and committal services. Lunch to follow in church social hall. Lois was born on June 5, 1933 in Belle Plaine to Walter and Irene (Sieberlich) Bromaghim. She attended Catholic grade school in Belle Plaine and graduated from Belle Plaine High School. She received her nursing degree from St. Catherine’s College in St. Paul. She married William “Bill” Lehman on January 15, 1955 at Saints Peter and Paul Catholic Church in Belle Plaine. She was a clinical nurse in Belle Plaine for a short time before raising her family. She later returned to clinical nursing after her kids were older. Lois was a catechism teacher at church and a member of the C.C.W. She enjoyed reading and her time with family, kids and grandkids. She is survived by her husband Bill; children, Beth (Jerome) Flaherty of Belle Plaine, Steve (Mary) Lehman of Belle Plaine, Julie Lehman of Belle Plaine, Jacki (Keith) Siemon of Belle Plaine, Matt Lehman (friend, Laureen Wermerskirchen) of Henderson, Will Lehman of Lancaster, S.C, Dan (Connie) Lehman of Belle Plaine and Dennis (Chris) Lehman of Ramsey; 16 grandchildren; nine great-grandchildren; and many nieces, nephews and friends. She is preceded in death by her parents; brother, Roger Bromaghim; and sister, Carmen Meyer.
Filing Period Opens for Area Cities, Township Fall Elections
Residents of area townships hosting fall elections plus the cities of Cologne and Green Isle have until Aug. 16, 5 p.m., to file for the coming campaign. The filing period for election to city councils in communities without a primary election opens Tuesday, Aug. 2 and runs for two weeks. In Green Isle, the seats held by Mayor Dale ZumBerge and councilors Mark Wentzlaff and Brian Oelfke are up for election. All three seats carry fouryear terms. In Cologne, the seats held by Mayor Scott Williams and council members Don Meyer and Jeff McInnis will be on the ballot this fall. Those three seats also come with four-year terms. In both communities, the filing fee for city council seats is $2.
Chaska Celebrating River City Days This Weekend
Shirley A. (Bailey) Aretz Shirley Ann (Bailey) Aretz, 84, of Cologne, passed away Thursday, July 21, 2016 at The Lutheran Home in Belle Plaine, MN. Mass of Christian Burial was Tuesday, July 26 at 11 a.m at St. Bernard’s Catholic Church (210 Church Street East) in Cologne with Fr. Gregory Abbott officiating. The visitation was two hours before Mass at St. Bernards. Interment was in the church cemetery. Arrangements were with Johnson Funeral Home in Waconia. Casket Bearers are her grandsons, Michael Aretz, Alan Bebo, Ryan Bebo, Matthew Bebo, Mathias Weinzierl, Christopher Aretz and Dakota Aretz. Shirley was born July 27, 1931 on the family farm in Hancock Township, Carver County to James and Mary Ellen (Weldon) Bailey. Shirley was the ninth of 11 children. She was baptized and confirmed at St. John’s Catholic Church in rural Belle Plaine. Shirley attended Belle Plaine public school through the 10th grade. She worked at a sewing factory in Chaska until she married. Shirley was united in marriage to Cyril A. Aretz on June 24, 1950 at St. John’s Catholic Church in rural Belle Plaine. They were blessed with 10 children. Shirley owned and operated the Aretz’s Concrete Lawn Ornaments business and enjoyed the challenge of painting the lawn ornaments. Shirley and Cyril bought the Aretz family farm in 1962 and farmed until 2006. They sold the farm and moved into a new townhome in the Village of Cologne in April of 2006. After Cyril’s death Shirley became a snowbird for two winters in San Tan Valley, Arizona. She greatly enjoyed her time there with her two sisters and learned how to make rosaries. During her retirement she also enjoyed, Christian music, polka dancing, going to the casinos, Sudoku and crossword puzzles, reading books and spending time with family and friends. Shirley was proud of her Irish heritage and believed charity begins at home. She was a faithful member of St. Bernard’s Catholic Church and the Catholic Aid Association. Shirley is preceded in death by her husband, Cyril; daughters, Karen Aretz and Denise Bebo; parents; brother, Dennis Bailey; sisters, Isabel Farrell, Kathryn Bigaouette, Irene Madden, Rosemary Berger, Helen Meyer, Elizabeth Hammers, Teresa Fritz and Mary Fahey. She is survived by her children, Francis (Bonnie) Aretz of Oronogo, MO, Patricia Metcalf of Leesburg, FL, Colleen Schilz of Chaska, Susan (Stan) Bebo of Hutchinson, David Aretz of Waconia, Russell Aretz of Cologne, Roy (Carol) Aretz of Lakeville, Anna (Steven) Renne of Belle Plaine; 25 grandchildren; and 28 great-grandchildren; sister, Josephine (Merlin) Battcher of San Tan Valley, AZ; sisters-inlaw, Dorothy Braunworth of Norwood Young America and Leona Aretz of Chaska; and many nieces and nephews. Dean W. Sanders Dean W. Sanders, 86, of Detroit Lakes, MN passed away Monday July 18, 2016 at his residence, under the care of Hospice of the Red River Valley. Funeral Services were held on Friday, July 22 at 2 p.m. at the Shepherd of the Lakes Lutheran Church (in the Adventist Church Building, 404 Richwood Road, Detroit Lakes). Visitation was Thursday from 5–7 p.m. at the West-Kjos Funeral Home in Detroit Lakes with a prayer service at 7 p.m. Interment was in the Oak Grove Cemetery, Detroit Lakes. Dean Willis Sanders was born July 5, 1930 in St. Paul to Ray and Lillian (Solee) Sanders.As a young boy his family moved to Colfax, ND where he grew up and received his education, graduating from Colfax High School in 1948. He served in the United States Navy from 1950-1952 aboard the U.S.S. Oriskany. Following his discharge from the Navy he returned to Fargo where he worked for the Daveau Music Co. and the Burroughs Corp. On July 2, 1955 he was united in marriage to Marlene Molgard in Fargo, ND. They made their home in Detroit Lakes where they owned and operated Lakes Office Equipment for 25 years, and also Aggressive Realty, and Sanders’ Insurance Agency. Dean was actively involved in the local and regional Jaycees and the County Republican Organization. He was a loan officer for 12 years at the Northern National Bank in Pelican Rapids, and most recently a real estate broker and insurance agent. Dean was a founding member of Shepherd of the Lakes Lutheran Church LCMC, and dearly loved his new church family as well as his former church family at First Lutheran Church in Detroit Lakes. He loved woodworking and refurbishing antique farm implements. He also built many train sets over the years for his grandchildren and many other kids. He raised and showed Appalossa horses with his children. He was an avid baseball fan. He enjoyed the Twins, coached youth baseball, and as a young adult played town baseball. Ted is a 20-plus year member of the St. Lawrence Township Board of Supervisors and is currently serving chairman of the Scott County Association of Townships. Carver County
Paul, Susan, Daniel and Clare Stuewe
The Stuewe farm, located near Cologne, has been in the family for generations. Paul started farming with his father in 1981 and took over the operation in 1994. Daniel, the fourth generation of the Stuewe family, is now helping run the family’s farm. The Stuewe’s milk 90 cows in a swing eight parallel pit parlor that was built in 2002. The family raises all of their heifer calves from start to ďŹ nish and plant about 250 acres of corn and alfalfa for feed. The entire family helps out each day on the farm. Daniel graduated from Ridgewater College in Willmar with a degree in farm operation and an emphasis on dairy management. He takes care of the nutrition needs of the herd. Clare is a recent graduate of Central High School (Norwood Young America) and this fall plans to study nursing at South Dakota State University. Daniel and Clare were both active in FFA over the years as well as many other school and community activities. Paul recently completed two terms on the Midwest Dairy Association’s Board of Directors representing Carver and McLeod counties. He serves as secretary-treasurer for the MidCounty Co-op Board and for the Dairy Herd Improvement Association and is a board member of the Carver County American Dairy Association. Sue is ďŹ nishing her second term as secretary for the Carver County ADA board and has

Marty and Kimberly Shambour
Marty’s great grandparents, Frank and Stella Shambour, founded the Shambour farm in 1892. Marty’s grandparents, William and Rose, continued the operation until Marty’s parents, Len and Elly began farming in 1956 and they continued to farm until 1997. That’s when Marty and Kim, as the fourth generation of the family, began running the farm. The Shambours raise corn and soybeans utilizing conservation tillage and some no-till. Marty and Kim formed Tri-County Seeds and Services and Marty is a sales rep for Pioneer. Marty’s father continues to operate equipment and runs for parts. Kim takes care of all the bookwork on the farm. Marty and Kim’s sons, Mitchell and Brandon, help out with daily chores and their daughter, Kelli, helps as well. The Shambour’s nephew, Aaron, recently joined TriCounty Seeds. Kim and Marty are supporters of their local FFA, Le Sueur, Scott and Rice County Dairy Associations and Marty is a member of the Scott-Le Sueur County Corn and Soybean Growers Association. Kim is president of Raven Stream Elementary PAC Board and teaches at St. Wenceslaus Church in New Prague.
Sibley County Petzel Farms
Curtis Petzel’s grandfather, Otto, established the Petzel farm, located near Arlington in Sibley County. The farm has been in the family for more than 100 years. Otto Petzel passed the farm to his son, Edmund and brothers Marvin and Curtis Petzel operate the farm. The Petzel farm is home to 75 milk cows and the families raise crops on 750 acres. They grow corn, soybeans and alfalfa. All bull calves are raised as steers. The Petzel’s have a lot of family members involved in the operation: Marvin and his special friend Kathy Helgason. Children include, Lynnsay and husband Rocky, Bryan, Greg and his wife, Brianna, and Kathy. Marvin’s grandchildren are Eva and Adelie. Bryan and Greg both help on the cropping side of the farm. Judy and Curtis Petzel have three children: Cheryl, Emily and Doug. Doug and Cheryl work full time with the dairy cows. Marvin Petzel is Henderson Township Board chairman and Curtis is involved with the Sibley County Holstein Association. Both devote time to DHIA, St. Paul’s United Church of Christ, Bongaards Creamery, United Farmers Co-op and Heartland Corn Products.

The Farm Family Recognition program has existed for over two decades and honors farm families from throughout Minnesota for their contributions to the agriculture industry and their local communities. All of the honored farm families have made signiďŹ cant contributions to Minnesota agriculture and their communities. The 2016 Farm Family Recognition program will take place Thursday, Aug. 4, at Farmfest in Redwood Falls, Minn.

Thirty Years Ago This Week
New Crow’s Nest Scott County Fair Secretary Maynard Harms, President Roman Wermerskirchen, and board members Jim Legg and Lawrence Jabs checked out the progress on the construction of a new crow’s nest for the horse ring at the fairgrounds that Monday. The fair would open on Thursday. “Our parking lot looks like a golf courseâ€? boasted Scott County Fair President Roman Wermerskirchen, “and we have ower gardens in 25 different locations around the fairgrounds. I’m anxious to let the public know that we are not a ‘dust bowl’ as had been the case years ago.â€? Wermerskirchen added that almost all of the 80 acres of the fairgrounds was now covered with grass thanks to a big improvement project across the grounds, as well as improvements to some structures. Herb Schmitt of Belle Plaine and Elizabeth Schultz of Shakopee would be named the Outstanding Senior Citizens of Scott County at the 1986 Scott County Fair. Schmitt was a long-time resident of Belle Plaine, having moved here in 1947 and opening a dry cleaning business here. Since his retirement, Schmitt served as a volunteer driver for the county, taking fellow seniors to medical appointments, congregate dining and hospitals, etc. He and his wife, Evelyn, drove 400 to 800 miles per month for seniors. One of the big attractions at the 1986 Scott County Fair would be the Grand National Truck Pull on Friday and Saturday evenings. Among the professional drivers would be Wes Koepp of Belle Plaine. A 19-yard-old Maple Lake woman was killed when a stolen motorcycle she was riding on ran off Carver County Road 33 near Norwood during a police chase early that Monday morning. Vickie Lynn Otten was a passenger on the motorcycle driven by a 17-year-old Wright County boy. The driver of the cycle managed to escape and a warrant was issued for his arrest. Two independent investigations were initiated at the county level in connection with the chase fatality. J.P. “Jackâ€? Wermerskirchen, 93, former Scott County Sheriff and municipal judge, died July 19 at the Minnesota Veterans
Home. A longtime Shakopee resident, he was the father of Mrs. Jerry (Rose) Hennen of Belle Plaine. Wermerskirchen was named Scott County’s acting sheriff in 1941 after Gov. Harold Stassen removed Arthur Mesenbrink from that ofďŹ ce. Mesenbrink had allegedly failed to crack down on businesses with slot machines and 3.2 bars selling hard liquor in the county. Kathryn R. Kochevar, age 86, of St. Paul, passed away July 19. She was born in rural Belle Plaine to James and Rita (McDevitt) Corcoran. Anna M. Stratton, of Austin, formerly of Belle Plaine, passed away July 21 at St. Marks Lutheran Home in Austin. She was born April 29, 1896 to Joseph and Anna (Stresnak) Kullisheck in Belle Plaine. The Belle Plaine Historical Society would hold its 10th annual Two-Story Outhouse Flea Market and Craft Sale on Aug. 3. Le Sueur Municipal Airport Wins Grant for Safety Improvements The U.S. Department of Transportation recently awarded the City of Le Sueur a $107,963 grant for safety improvements at the municipal airport. The grant money will be used to remove tree obstructions in the runway approach and improve transitional surfaces at the facility, the Le Sueur NewsHerald recently reported. The airport hosts about 2,500 landings and take-offs annually. It is also home to a helicopter service. The airport had previously received a $550,000 grant for land acquisition in 2015. That money was aimed at meeting new guidelines for aircraft safety. Noting the economic impact a regional airport can have, U.S. Sen. Amy Klobuchar, U.S. Sen. Al Franken and U.S. Rep. Tim Walz all helped secure the grant funding.

that will create the potential to transfer fee ownership of the lot to a different property owner. Belle Plaine Community Development Director Cynthia Smith-Strack had noted that the new parcel would be owned by private investors and would be taxable, but it is the intent of The Lutheran Home Association to purchase the land within the next five years, at which time The Lutheran Home could propose to change the property (lot 2) from taxable to tax exempt. Final plans for the complex, which were approved by the council on June 20, call for a mixed-use development that will include a three-story, 54unit senior independent living center, a 12,900-square-foot medical clinic with future vertical expansion, and a 10,000square-foot health and wellness center. Construction of the complex was scheduled to begin this summer, but those plans may have to be pushed back until the senior living portion of the project is finalized. In other business Monday night, the council unanimously voted to have the city “opt out” of a new Minnesota statute relating to temporary family health care dwellings. A bill creating a new process for local governments to permit certain types of recreational vehicles as temporary family dwellings was signed into law by Gov. Dayton on May 12. The main purpose of the new law is to provide transitional housing for seniors. For example, “if a family wanted to keep a close eye on grandma while she recuperates from surgery, they could have her stay in a temporary family health care dwelling in the yard or drive-

way.” Local governments may opt out of this program if they determine that this type of expedited land use permitting for temporary dwellings is not well-suited to their community. Many communities have communicated that property owners in their jurisdiction have adequate access to a permit for this type of use through existing local land use controls and permitting authority. Unless a city chooses “not” to participate in this program by passing an ordinance specifically opting out, the law will require the city to issue permits to qualified applicants starting on Sept. 1, 2016. A permit can be denied for appropriate cause. The law lists the information required and the requirements that may be considered in that decision. The council and planning and zoning commission recently met to discuss its options pertaining to the new statute, and the consensus was to opt out, thus the city can enact local standards relating to accessory dwellings. No one spoke at the public hearing that preceded the council’s vote. *Unanimously authorized the mayor and city administrator to execute an agreement with Energy Surety Partners (ESP) for lighting services, including the replacement of current lights with light-emitting diode (LED) lights and fixtures for city buildings, as well as the storing and disposing of the existing lights. ESP will also provide ongoing maintenance, repair, replacement and warranty management of the installed lights. In the agreement, it states that the projected energy savings to the city will amount to $8,738 per year.
*Unanimously renewed the city’s contract with Critter Getters to provide animal control services. The city’s current contract with Critter Getters expires Dec. 31, and Critter Getters has agreed not to raise it compensation costs, which is $1,200 per month. The new contract will expire Dec. 31, 2019. *Unanimously accepted a donation of $26,000 from the Belle Plaine Chamber of Commerce from lawful charitable gambling funds that will go toward downtown improvements ($13,000) and Community Swimming Pool improvements ($13,000). Staff reported that it is the intent of the chamber to continue donations of this type on an annual basis. *Voted 3-2 to approve a request by Nathan and Elizabeth Hanson for a nonconforming expansion permit to allow the construction of a 1,040-squarefoot detached garage at 140 South Walnut Street. Council members Henry Pressley Jr. and Paul Chard accounted for the two no votes. Both cited that the planning and zoning commission had recommended denial. The vote for the conditional use permit was approved 4-1, with Chard voting no. *Unanimously accepted the resignation of Kyle Strobel from the Belle Plaine Fire Department. Strobel, who was appointed to the department last month, stated that he is resigning “due to personal issues.” In turn, the council appointed Aaron Provancha as a member of the department in order to keep the roster of firefighters at the desired number of 30. *Unanimously approved a cable programming policy agreement with Mediacom, the city’s cable program provider. The agreement helps ensure that “programming shall con-
stitute a public, educational or government benefit to the residents of Belle Plaine.” The city also has a partnership with the Belle Plaine School District to provide school-related services such as school board meetings, live and recorded sporting and fine arts events, and service announcements. A copy of the agreement is available at Belle Plaine City Hall. *Unanimously approved a large assembly permit and on-sale 3.2 percent intoxicating liquor license for the annual Belle Plaine River Fishin’ Contest on Saturday, Aug. 13, which is headquartered at Court Square Park. *Unanimously approved a 3.2 percent intoxicating liquor license for the Jerry Connolly Memorial Softball Tournament at Prairie Park on Saturday, Sept. 10. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Aug. 1 in the City Hall building at 218 North Meridian Street downtown.

Following a review of the project by City Engineer Joe Duncan, the council set Aug. 15 as the date for the assessment public hearing on the city’s 2017 street and utility improvement project. The project will include West Main Street between Buffalo and Crest streets, and Elk Street between West Main and State streets. The alley in block 104 will not be improved as previously proposed. The total estimated cost of next year’s work is $1,220,000.

In 800 words or less, please explain why you’re running for mayor, what would make you a good mayor, top priorities if elected and anything else you would like to add. I ran my own home-based business for 35-plus years. I have been widowed for seven years now and my wife, Julie, and I raised five children that are all adults now and I have 10 grandchildren ranging from age 1 ½ to 19 years old. I have lived in Belle Plaine for 59 years and have not held a public office. I would like to bring a little extra commonsense to the office of the Mayor when making decisions. I have a sizeable amount of experience problem solving and working with Engineers, Contractors and Technicians etc, which I do believe will help me in accomplishing my goals if I were to be elected. I chose to run for Mayor because I have been waiting for this town to grow a larger industrial tax base for the last 40 years, and it would seem that the best way to get Belle Plaine to that point is to see what I could accomplish as the Mayor along with the other elected officials. If elected, I will try my best to bring companies into this community to expand the local industrial base this city so desperately needs to lessen the tax burden on our residents, as well as encouraging our local businesses to flourish as they are truly an essential part of Belle Plaine’s economy as well as its charm. Another goal I have is to do what I can to bring our Water/ Sewer rates and late fees down to more affordable rates as well as looking into improving the water quality as I know the hard water level is rather high and I have heard concern being raised over it. I will not discourage our youth from learning what it’s like to raise a couple of chickens (no roosters) within the city limits, though I do understand that restrictions would need to be in place and enforced to ensure the comfort of all citizens, nor would I tell people to move to Jordan if we didn’t agree on a topic. If a disagreement were to happen, I would do my best to accommodate all parties involved in the hopes that a compromise could be made. With very limited commercial development these past years it is obvious that the city is still in the “waiting for the phone to ring” management style. This is something that I will change immediately. I am involved in commercial finance and development all over the State and there is no reason why Belle Plaine is not in a position to be experiencing some of this action. Communication is also a huge issue. If we as taxpayers do not know or understand what is happening on the city level, it is hard to get people involved and excited to pitch in and help. I would go back to the Belle Plaine Online Meetings with frequent contact made with our school district, service clubs, churches and other civic groups. There are many people that are willing to step up and help but there has to be a plan and information available for this to happen. Currently it is my opinion that the staff is in control of the city. You can see this in the way the council handles the meetings

and basically takes direction from the staff. In my experience in the business world, the Board of Directors dictates the direction and plan of operation and then has the staff carry out the mission. This is something that also needs to change. We need the Mayor and council to manage the operation and advise the staff on what needs to happen. Again this is a huge part of keeping the operation running in a positive fashion. As the current Mayor and council have taken a wait and see approach, many of the neighboring towns have been busy with all types of development (senior housing, retail, updated school and community facilities, housing and commercial). This not only takes away from the potential jobs and property tax income that these projects create but also shows people looking at relocating that these are pro-active communities with action! Belle Plaine is in a position with great land to develop, great infrastructure in place and the need for commercial growth. In the past few weeks, I have heard from several people how hard it has been to deal with our local government. This should not be the case. Our city government should be a place that our residents can come to for assistance and feel that they are the number one customer and get treated accordingly. Some of the issues have dealt with planning and zoning and non-profit groups not getting the help needed when trying to plan an annual event and finally a licensing issue for a vendor at the local farmers market. These people involved in these interactions all have a very bad taste for our city government. Of course, like anything else, word of mouth on a bad experience travels much further and quicker than that of a good experience. We have to do better for our citizens. I would pledge that we would have a much more opendoor policy to get these issues discussed on the front end and a solution determined that is fair to all involved. Of course, not every request can happen, that is not realistic, but the majority can be if commonsense and team work is in place. I made the decision early on in my adult life to stay in Belle Plaine and raise my family. The town has been great to my family and provided many opportunities that could not have happened in a bigger city. I was fortunate enough to join the Belle Plaine Fire Department and served for 20 years, including six years as your Fire Chief. This not only gave me the government experience in budgeting and management but really allowed me the opportunity to come into the lives of many of our citizens at their time of need. This is truly what helping thy neighbor is all about. I now am wanting to take my 25 years of banking and financial experience along with my past civic involvement and move Belle Plaine forward. I have the experience, commitment and qualification to be your next Mayor!!
Belle Plaine Verizon Store Part of National Kids Backpack Giveaway Students in Belle Plaine are about to benefit from a national backpack giveaway. On July 30, TCC, the largest Verizon Authorized Retailer in the U.S., and A Wireless are teaming up to donate 235,000 backpacks full of school supplies to children through TCC’s annual School Rocks Backpack Giveaway. Since 2013, TCC has donated more than 360,000 backpacks filled with supplies to ensure children are well prepared for the start of the school year. As a former member of the Belle Plaine City Council for two years and a current liaison to the many committees within the City and Township Boards, I am also humbled to be the current Mayor of the great City of Belle Plaine. The City of Belle Plaine is presently in a great place and our future looks even better. Our financial status is very strong, our community is growing and I am working diligently to align additional opportunities for the City. My goals will allow us to continue to prosper together. My leadership has brought the start to these opportunities. The bridge is the first building block to this reduction by adding opportunities for commercial growth. Today, we have movement on possibilities for development that have the potential to transform our community. These possibilities will create jobs and amenities for the city. I believe we have momentum right now to build on what we have started and a change in leadership puts this at risk. Together we have many desires and ideas for our City; for instance, a splash pad or a community center. With my leadership, we will one day have these. We need additional residents and growth in our commercial/industrial areas on the 169 corridor to sustain the financial needs for amenities like these. I believe in three top priorities; 1) Reduction in taxes, 2) Economic Development, and 3) Public Safety for the City to strengthen growth and relevancy. One of those is getting our taxes in line so we can put more money back in our households. In 2003, the Council moved forward with a water treatment facility that had a price tag of over $10 million dollars. The City issued a bond at the time and every year we pay that bond with funds set up from Water/Sewer hook-ups related to homes being built or Commercial/Industrial buildings. When the economy turned upside down in 2008 and it sustained a decline in production, the payments of those bonds still were due. The fund balance from the hook-ups in previous years was getting to a critical low and to be sure we kept up with paying our bills and maintaining an outstanding Financial Rating, we had to look at the existing homes for support. over the near future to protect the city from a financial standpoint. The great news is that we are seeing growth in housing and we are creating opportunities for commercial/industrial and jobs to support this growth. The building of the bridge has brought Ridgeview Medical Center to Belle Plaine and more great opportunities behind it to support my efforts. All of these combined will help to refresh the funds to help pay for the bond and lower your monthly water/sewer bills. Economic Development and the desire to bring amenities to Belle Plaine is a strong passion of mine. For many reasons, Economic Development is a leading cause for job creation, tax reductions, restaurants, and upgrades to our parks and recreation areas to have more accommodations and to be a viable place to live. Development in Belle Plaine is a necessity. The Safety and Security of our citizens in Belle Plaine is my third priority. Safety related to knowing that we have superior Police, Fire and Medical services available. Chief Tom Stolee has done an exceptional job with his staff with internal policy and community safety. He continues to initiate and roll out programs for public safety like the Tiger Watch Program and the D.A.R.E program to educate and inform our youth. Chief Matt Stier continues a job well done at the BPFD and improving his staff with training and adequate equipment to provide the means to keep up with our needs. Holy Family Academy Dedicates Volleyball Tourney to Paul Mackedanz Twenty-two teams converged once again on Holy Family Academy and Chapel in rural Belle Plaine for its 12th annual volleyball tournament this past July 9. The sky was clear and beautiful, the sun warm and bright, and the general consensus was that it was the best year to date. The tournament was a particularly special one this year as it was dedicated to the memory of Paul Joseph Mackedanz, a 2011 graduate of Holy Family Academy who was struck by a car and killed while working in Texas this past April. Mackedanz was an enthusiastic volleyball player and the tournament coordinators decided to institute a new award in his honor, the Paul Joseph Mackedanz Most Valuable Player (PJMVP) award. Many players and spectators alike attributed the unusually good weather this year to Mackedanz as well as he was known to have always disliked playing
in the rain and mud. The Mix & Match team from St. Mary’s, Kan., took home the men’s first place trophy this year, having fought its way up through 12 competing men’s teams. The women’s trophy was claimed for the second consecutive year by the Mighty Maders from central Minnesota as they rose to the top of 10 women’s teams. Joe Archer of St. Mary’s, Kan., and Megan Mackedanz of Holy Family Chapel were awarded the men’s and women’s PJMVP awards, respectively. Even those who did not place in the tournament managed to have a good time. The spirit of the day was perhaps best summarized by Justine Dalhoff of St. Robert Bellarmine’s Church in St. Cloud. “I’ve never won or even been close to winning the tournament itself,” she said, “but I come for the fun and for the people, and if you have that kind of an attitude, everyone wins.”

Belle Plaine School Board OKs Study Moving Forward on County Two-Year Deal With Principals Road 60 Fix in Blakeley Twp. Two-Year Pact Includes 7.29% Increase in Salaries, Benefits
for long-term facilities maintenance Monday (July 25). Changes in state law allow the district to levy from its property taxpayers up to $193 per student in 2016-17 for long-term facilities maintenance. That potential maximum levy increased to $292 per student in 2017-18 and up to $380 per student in 2018-19 and beyond, Chuck Keller, the district’s business manager told the board Monday evening. The formula generates more money for junior and senior high-schoolers than kindergarten and elementary school students. The potential maximum levy means the district could levy and spend up to $643,000 on approved deferred maintenance projects next year and potentially $980,000 the following year. The amount could be reduced, depending on the impact of the district’s levy, Keller told the board. “It’s really a formality at this point,â€? Keller said. The district has an array of potential projects it could fund over the next decade. The list includes $649,000 in 2017 and $829,000 in 2018 to $980,000 in 2019 and $938,000 in 2020. The list of potential projects from 2020 through 2026 all top $900,000 annually. One of the high-proďŹ le projects is resurfacing the district’s track at the Belle Plaine Athletic Complex. The district previously planned to resurface the track in 2016. But with a price tag expected between $140,000 and $150,000, the project is being delayed until 2017. The board OK’d using some of the money for the track to repave the drop-off area at ChatďŹ eld Elementary School. The overall 10-year maintenance plan, which was approved without discussion, is being reviewed annually. When it was ďŹ rst enacted, the state initially required a review and approval every other year.
It didn’t take negotiators for the Belle Plaine School Board long to bargain a contract with the four members of the district’s smallest union, its building principals. Monday (July 25), without public discussion, the school board unanimously approved the two-year contract for the four principals -- Dave Kreft, Belle Plaine Junior-Senior High School; Mindy Chevalier, Belle Plaine Junior High School; Liann Hanson, Oak Crest Elementary School, and Kim DeWitte, ChatďŹ eld Elementary School. The contract runs from July 1, 2016 through June 30, 2018. It is based on 228 workdays over 12 months. The wage increases in the contract includes a 2Âź percent increase in the ďŹ rst year of the contract and 3½ percent hike in the second year of the pact. The principals also receive longevity pay increases based on the number of years they are members of the union representing the school district’s principals as well as level of education. The contract provides individual health insurance at district cost for each principals. Additional coverage for family members is borne partially the individual principals, with a district contribution. The school district shall contribute $17,877 toward family insurance coverage during the 2016-2017 school year. In 2017-2018, the district contribution shall be as stated in the district’s master agreement with the Belle Plaine Education Association (BPEA), for that year plus $4,000. The school district shall pay the premium for a life insurance policy valued at $150,000 for individual coverage for each full time principal. Additional life insurance coverage may be purchased from the district by the principal. With an environmental review of the proposed realignment for reopening County Road 60 in Blakeley Township is nearly completed, the county is awaiting a determination on whether additional study is needed. The Federal Emergency Management Agency (FEMA) is expected to help fund repairs to County Road 60, which links Highway 169 to Blakeley village and a river crossing to Sibley County Road 6. A realignment will allow trucks, farm equipment and passenger vehicles to access the river crossing to Sibley County or Highway 169. Heavy rains, mudslides and high winds in the summer of 2014 damaged the road. Walls of the ravines on which the road sat washed away. County Road 60 has been closed since. It is currently in the form of a cul-
de-sac at the top of the bluff line over the village. An environmental review is under consideration. It considers all potential impacts of the potential realignment, from air quality to historical landmarks. If the county and FEMA decide to move forward with the proposed alignment, the a declaration of no additional environmental review will be needed. FEMA is publishing a legal in this week’s Herald on page 10. A draft of the study is available for review between July 27 and Aug. 26 at the Belle Plaine Library or at the Scott County Public Works Building on Highway 282 east of Jordan. A copy of the review is available on Scott County’s Web site -- http://www.scottcountymn.gov/DocumentCenter/ View/5580 FEMA and the county are con-
sidering two options – leave the road as is or reopen it on a new alignment. The new alignment is just east of County Road 60’s original alignment. The county previously said the old alignment serves about 350 to 400 vehicles a day. County highway staff previously recommended a realignment moving the new section of County Road 60 – potentially up to a half-mile -- slightly to the north and well below the existing roadbed. Last year, the county estimated the new alignment at approximately $2.5 million. The county previously said it expects approximately $1.7 million will come from the federal government with the county adding $852,000. The project is still going through federal clearance. It will likely not be ready for bids until early-September.
Huntington’s Disease Golf Benefit Set for July 30 in New Prague
A golf tournament beneďŹ tting the local Huntington’s Disease Society chapter, Shaun Karlberg and other residents ďŹ ghting the disease will be held July 30 at New Prague Golf Club. The tournament will begin with a shotgun start at 1 p.m. Silent and live auctions will also be held. Non-golfers are invited to the dinner after the golf tournament. There will also be a rafe held. Cologne Hosting Glad Days Cologne’s annual summer festival, Glad Days, will feature a tractor cruise and BBQ festival this year as part of the event’s “farm country” theme. The 15th edition of Glad Days runs Thursday July 28 through Saturday, July 30. Most events are at City Square Park in downtown Cologne. Glad Days begins with citywide garage sales Thursday and a garden party that evening (7-9 p.m.). The event features craft beer and wine tasting from local breweries and vineyards, food with music by Becky Rae Dalton. There will also be judging in the “Glad You’re My Neighbor” contest and judging in the gladiolas/flower contest. Entries are judged and awarded
St. Peter Joins List of Cities Discussing In-Town Chickens Add St. Peter to the list of communities that have discussed creating ordinances allowing chicken coops in town. The city council recently tabled a proposal when several proposed changes were added to the draft ordinance. The city council was slated to discuss the proposed changes during a work session and then bring back an updated version of the proposed ordinance for consideration. The proposed ordinance, the St. Peter Herald recently reported, includes information on setbacks from property lines, the number of chickens allowed, the size of coops and screening from neighboring properties. Councilor Roger Parras said he expects the final ordinance
to allow 15 to 20 chickens per household. Councilor Jerry Pfeifer again vigorously opposed the proposal, claiming chicken coops would draw predators – raccoons, skunks, coyotes and other rabies-laden vermin -- into the city. He suggested that if the city council wants to turn the clock back 60 years, it should also allow people to maintain a junked vehicle and old refrigerator in their yards. Belle Plaine, Jordan, Shakopee, Chaska, Green Isle, Arlington, New Prague, Prior Lake, Savage, Bloomington, Edina and Minneapolis are among the many cities that have hosted discussions on allowing backyard fowl.

Kid Fest runs from 6-8 p.m. The Splatter Sisters will perform from 6-7 p.m. Face painting, fire truck rides, bounce houses and movies will also be available. The band “Up South”

Saturday’s (July 30) events include a 5K-color run at 8 a.m., and children’s half-mile fun run at 9 a.m. There will be a softball tournament, pedal-pull, polka music, petting zoo, magic show and tractor cruise lineup at 1 p.m. Other events include a karate demonstration, sheriff’s canine demonstration, BBQ judging, and other activities. Music by “In The Fields” will run from 8 a.m. to midnight.
Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: I own a 1994 BMW. The last time registration was due, I purchased a collector plate and joined the BMW club. I know you’re not supposed to drive the car for everyday use, such as driving to the grocery store or running errands. I have a friend who told me, I can only drive the car to club meetings or auto shows. True or not true? If not true, what are the restrictions to driving the car? If I’m going to sell the car, can I drive it to mutual meeting point? Can I take it out every once in a while for a “spin”? Answer: There are several requirements for “collector” license plates. – The vehicle must be a minimum of 20-years-old. – The owner must prove that they have one or more vehicles with regular license plates. – The vehicle is owned and operated solely as a collector’s item, and not for general transportation purposes. What are general transportation purposes? To law enforcement, this means that you can drive it to fairs, shows, etc.,
but it is not to be utilized for work, school, shopping and other everyday activities. It is a judgment call on the part of the officer, but the intent of the law is that the vehicle is not to be used as an additional vehicle for your family. If you are in violation of one of the requirements listed above, you could be charged with: – “Improper use of registration” – a misdemeanor (90 days and/or $1,000 fine). – “Intent to escape tax” – a gross misdemeanor (up to one year and/or $3,000 fine) depending on the situation. These license plates are also subject to impoundment. As the owner, you are responsible for maintaining the proper registration on your vehicle. New Prague Offering Downtown Commercial Rehab Program New Prague is offering assistance to owners of downtown commercial and mixed-use rental properties needing rehabilitation. The city is proposing loans ranging from no-interest to 2 percent. The loans can be forgiven overt time if the tenant stays in the building and follows rules of the rehabilitation program, the New Prague Times recently reported. The 2-percent loans would be repaid monthly over 10 years. The loans are for businesses along Main Street, from Lincoln Avenue west to Fourth Avenue (Highway 21). Legion A young Belle Plaine American Legion baseball team was among the ďŹ nal four teams standing in the district tournament, but its nine-day, six-game run in the double-elimination tournament at Norwood Young America and Cologne came to an end with a loss to Holy Family Sunday evening. The Tigers, who defeated Zumbrota 4-0, lost to Pine Island 2-1 and beat Le SueurHenderson 9-1 the ďŹ rst weekend of the tournament, rallied to edge Cannon Falls 7-6 this past Friday night before beating Plato 4-1 in 10 innings on Sunday to reach the ďŹ nal four. A three-run home run by Jared Miller in the top of the 10th inning was difference in the game. Nathan Herman picked up the win on the mound after relieving starter Wes Sarsland late in the game with the score tied 1-1. Belle Plaineâ&#x20AC;&#x2122;s celebration of beating Plato and reaching the ďŹ nal four was short-lived, however, as the Tigers were beaten by Holy Family 8-6 later on Sunday, ending their tournament run with a 4-2 record. Belle Plaine was 10-1 during the regular season. Those accomplishments came despite the fact that several seniors from the state Class 2A runnerup high school team have been playing with the Belle Plaine town team this summer, allowing the younger players a chance for more playing time

Should the Tigers, who lost all three games they played this past week, defeat New Ulm Kaiserhoff at 6 p.m. Sunday night at Tiger Park, the reward is a visit to Jordan to face the repeat RVL champion and No. 1-ranked Brewers next Friday at 7:30 p.m. But letâ&#x20AC;&#x2122;s not get ahead of ourselves just yet. Last night (Tuesday), the Tigers hosted Gaylord in their ďŹ nal regular-season RVL game. On Friday, the Tigers will receive a most stealthy playoff tune-up when they visit the consensus best ballpark in the state, Miesville, taking on the storied Mudhens at 7:30 p.m. What Carl Spackler once said in Caddyshack applies to the playoffs: â&#x20AC;&#x153;I guess the kidding around is pretty much over!â&#x20AC;? Matt Schultz led the way at the plate with three hits. Jordan 9, Tigers 2 The Tigers hosted the Brewers on Pulled Pork Sandwich and Matt Saxe Night, both of which happened to be the only good things about the game as Jordan scored three in the ďŹ rst and led throughout. BP did whittle the lead to 5-2 in the seventh, but that was just the Brewers playing cat and mouse. Josh Terrio started and worked four innings, yielding four runs, two of which were earned. Jonny Vinkemeier, Joe Pomije and Mitch Stier also saw time on the hill. Stier threw the sixth, eighth and ninth innings, with Pomije throwing the seventh due to some new-age managing techniques. Pat Schultz and Dylan Nyberg led the way at the plate with two hits apiece, with both lining doubles. Henderson 6, Tigers 3 The Tigers of Henderson made the journey to Belle Plaine in a battle to avoid the dreaded playin game in the Region 6C tournament. It was difďŹ cult to tell that this was an important game from the player attendance, but your hometown team was able to scrape together 11 semihealthy guys for the vital lateseason match up. Chase Emmers got the start on the mound and was solid through two innings before the
wheels fell off in the third when Henderson plated ďŹ ve and took a lead it would never relinquish. Zac Dahlke threw the next four frames and only gave up one run, while longtime catcher Pat Schultz ďŹ nally found another position he is almost serviceable at by tossing two scoreless innings. A trio of Tigers had multihit games: Pat Schultz, Matt Schultz and rookie shortstop Ryan Bremseth-Vining. Lions Hosting â&#x20AC;&#x2DC;Beep Ballâ&#x20AC;&#x2122; Games, Rib & Craft Beer Fest The Belle Plaine Lions Club is hosting an inaugural â&#x20AC;&#x153;beep ballâ&#x20AC;? event and rib & craft beer fest Sunday, Aug. 7, at Tiger Park. The event runs from 10 a.m. to 3 p.m. It features â&#x20AC;&#x153;beep ballâ&#x20AC;? games plus the talent of the areaâ&#x20AC;&#x2122;s top craft brewers and rib cookers. â&#x20AC;&#x153;Beep ballâ&#x20AC;? is a form of baseball for visually impaired or blindfolded players. They focus on sound, hitting a beeping ball and running toward bases that give off sound. According to the National Beep Ball Association, a contest lasts for six innings unless more are needed to break a tie. A team has three outs per in-
ning. However, there are some differences from regular baseball. There is no second base. First and third bases, four foot padded cylinders with speakers, are placed 100 feet down their respective lines and 10 feet off the foul line. This is to prevent a runner from colliding with a defensive ďŹ elder. The bases contain sounding units that give off a buzzing sound when activated. The batter does not know which one will be turned on. When the ball is hit, the base operator activates one of the bases. The runner must identify the correct buzzing base and run to it
before a defensive player ďŹ elds the ball. If the runner is safe, a run is scored. Teams can sign up for the competition for $75. The Minnesota Millers Beep Ball team will be participating in the event. Between 11 a.m. and 2 p.m., local cookers and brewers will compete in the rib and craft beer festival. Youth Deer Hunt Applications Available Youth can apply to hunt deer in select Minnesota state parks and other refuge areas during 17 special deer hunts in October and November. â&#x20AC;&#x153;Parents or other adult mentors go with youth to the ďŹ elds and forests during these annual hunting opportunities,â&#x20AC;? said Mike Kurre, Department of
Natural Resources mentoring coordinator. Youth have until Friday, Aug. 19 to apply for the hunts. Of the 17 special hunts, 15 are ďŹ rearms hunts for youth ages 12 to 15, and two are archery hunts for youth ages 12 to 17. Youth must apply for the hunt of his or her choice, which can

Le Sueur Voters Will Decide if City Nixes Ward System
Voters in Le Sueur will decide this fall if city residents will be represented by a council elected at large or by individual councilors representing a ward. The Le Sueur City Council recently voted 6-0 to place the issue on the ballot in November. If voters approve the elimination of wards, the change would be effective in 2018, the Le Sueur News-Herald recently reported. The city has two wards. Proponents of the change say it would encourage more residents to seek elected ofďŹ ce representing the city. Iconic WWII Aircraft on Exhibit One of the most iconic bombers of WWII, the B-17 Flying Fortress, is on public exhibition at the Premier Jet Center ramp located at Flying Cloud Airport. The exhibit began Tuesday and will continue through Sunday from 9 a.m. to 5 p.m. each day. The visiting B-17 Flying Fortress â&#x20AC;&#x2DC;Sentimental Journeyâ&#x20AC;&#x2122; is one of only 10 airworthy in the world. The classic warbird was restored to authentic condition
