Belle Plaine Man, 24, Killed in Early-Morning Crash A Belle Plaine man was killed in a single-vehicle motorcycle crash just after 1 a.m. Saturday after losing control of his motorcycle and hitting a curb at the intersection of Lindsey Lane and Lacy Court. Justin Posusta, 24, was heading north on Lindsey Lane when his motorcycle struck the curb. Posusta was thrown from the motorcycle and hit a tree, suffering fatal blunt-force injuries, according to the Hennepin County Medical Examiner’s office. He was not wearing a helmet, said Belle Plaine Police Chief Tom Stolee. The crash occurred in a south-
east Belle Plaine residential neighborhood. Posusta’s motorcycle continued through a chain link fence and struck a house, causing minor damage to it, Stolee said. A gas line into the house was struck, causing a small leak. Firefighters responding to the call contained the leak. Police are investigating details related to the cause of the crash. Memorial services will be held tomorrow (Thursday, June 18, 1 p.m.), at Christ Lutheran Church in Glencoe, with interment following in the Glencoe City Cemetery.

Alger was hired by the Belle Plaine City Council on April 1, 2013. She had been the community development director for the city of Norwood Young America. Alger replaced Trisha Rosenfeld, who was Belle Plaine’s community development director since 2006, the same year Alger joined the city of Norwood Young America. Alger explained in her letter of resignation to the city of Belle Plaine that she has accepted

Man Charged With Felony-Level Assault A Belle Plaine man is in the county jail facing felony-level assault charges after he allegedly “sucker-punched” a man walking away from a downtown establishment early Saturday morning (June 13). Rustin Timothy Oxendale, 26, is charged with third-degree assault. A judge set a bail bond bond at $50,000. The victim, Daniel Meger of New Prague was listed in serious condition yesterday (Tuesday, June 16) morning at Hennepin County Medical Center. Police Chief Tom Stolee said the investigation revealed Meger and Oxendale had little or no interaction during the
evening before Oxendale allegedly punched Meger. According to the criminal complaint, Oxendale was involved in disagreements with several people earlier in the evening at a downtown Belle Plaine bar. Just after 2:15 a.m., as Meger and a group of people walked away from the bar after it closed, the charge states Oxendale ran up behind Meger and punched him in the side of the head. Witnesses told police Meger, 29, collapsed to the ground and was bleeding from his ear, the

Longtime Belle Plaine Veterans Club Head Dies Longtime Belle Plaine Veterans Club President Maynhardt Bahrke died Thursday. He was 82. Besides president of the Veterans Club, Bahrke was instrumental in the development and construction of Veterans Park in Belle Plaine and its flag dedication program, etc. He was also active with the American Legion Post 144, VFW Post 6202, the Belle Plaine Sports-
man’s Club, Turkey Federation, Pheasants Forever and other organizations. In 2008, Bahrke was named Scott County Outstanding Senior Volunteer of the Year. He was recognized for that honor at the county fair. Bahrke was buried with Military Honors involving the Belle Plaine Honor Guard at Oakwood Cemetery this past Sunday. His obituary appears on page 3.

Representatives from the city and school district interviewed eight candidates and the consensus of the group was to offer the position to Eischens, who has been the activities director for New Ulm High School the past four years. City Administrator Holly Kreft reported that Eischens has “a diverse background, including grant writing and is a former council member.” The two-year contract calls for Eischens to make $65,000 the first year and $78,950 the second year. The city’s share of paying Eischens’ salary the first year will be $20,804.50, which is less than the current contract of $23,229 based on the city’s 30 percent share of community education through the joint powers agreement with the school district. In other business Monday night, the council denied Scott Schmidt’s request to construct two mini-storage units on the vacant parcels located on the southeast corner of Court Street and North Meridian Street downtown. The council’s action came after the local planning commission recommended denial. Schmidt, who owns the vacant parcels, said he thinks the storage units would be a good fit for the location and could act as a buffer zone of sorts between downtown and the nearby residential units. He said tenants of nearby apartment complexes could potentially use the units for storage. Two other individuals spoke in favor of Schmidt’s request – Mike Gau and Mike Urista – both indicating that the storage units would be a good, lowimpact fit for the site. But Mayor Mike Pingalore read a letter from Planning Commissioner Anthony Hetzel outlining the commission’s recommendation for denial. Among the reasons were: – Mini-storage facilities are not permitted uses in either the R-7 or B-3 districts. – No other city in Scott County allows mini-storage facilities in commercial or residential districts. – In applicant Schmidt’s home

Belle Plaine’s 33rd annual German Days festivities will begin this Friday evening, kicking off on the tasty side with the Merchants Downtown Community Cookout along Main and Meridian streets. It begins at 5 p.m. and will last until 8 p.m. or until the food is gone, whichever comes first. Also Friday evening will be the Classic Car Roll-In downtown. If a you have a hunch you’ve seen this headline before, it’s right. It’s the same one that appeared in the July 14, 2010 Belle Plaine Herald just three days prior to that year’s BarB-Q Days Parade, which was grand marshaled by Jim and Kathy Lange. They’ll be back at it for this Saturday’s German Days Parade. Lange, who is vice president of the German Days Committee, was asked by the other committee members, including President John Mahoney, if he and Kathy would lead this Saturday’s German Days Parade, and he accepted. Lange said both sets of his grandparents came from Germany during the World War I era to avoid the draft. They settled in central Minnesota and

From Brownies, to City to Squirrels The Belle Plaine Brownies Troop recently presented the city of Belle Plaine with some squirrel dens that were constructed by troop members as part of the World of Girls Award project, the purpose of which is “to make the world a better place.” The Belle Plaine Brownies chose to do a project that focussed on animals and outdoors. About a dozen squirrel dens were constructed, some of which will be placed in a few of the city’s more passive open spaces for the enjoyment of the local squirrel population. There are some people who fondly remember the classic cars of the 1950s, ‘60s, ‘70s and ‘80s. Kevin McCormick is one of them. His restored ‘70 Plymouth ‘Cuda will be one of many on display Friday (June 19) at the German Days Car Roll-in on East Main Street. Owners who bring their cars – all makes and model are welcome – should park them along East Main near the R/T Garage or across the street in the overflow parking lot. The roll-in will take place during the German Days Downtown Cookout, from 5 to 8 p.m. or until food is gone. It’d be great to have a lot of people downtown,” he said. “We’re hopping there will be a lot of cars for people to see.” McCormick’s 1970 black Mopar muscle car will be one of the cars on display. He’s owned it for six months and has had plenty of work done on it in Belle Plaine. It’s almost done. By the time all the work is complete, McCormick, a Chaska, resident, estimates its value will be around $150,000. McCormick grew up in north
Minneapolis. Like many of his friends and family he drove General Motors vehicles. Several years ago, he acquired his first muscle car, a ‘74 Plymouth. He was having restoration done on it here in Belle Plaine when one day, a man from North Dakota called The R/T Garage inquiring about a vehicle. The man wasn’t calling about the car highlighted on the business’s Web site, but rather a Red ‘Cuda in the background of a photo on the site. McCormick owned the car.

Maynhardt G. H. Bahrke Maynhardt Gustav Herman Bahrke, 82, of Belle Plaine, passed away Thursday, June 11, 2015 at The Belle Plaine Lutheran Home. Funeral service was at 12:30 p.m. on Sunday, June 14 at Trinity Lutheran Church in Belle Plaine. Rev. Tim Redfield officiated the service. Visitation was Saturday, June 13 from 3 to 7 p.m. at the Kolden Funeral Home in Belle Plaine and continued on Sunday one hour prior to service time at church. Interment, with Military Honors by the Belle Plaine Honor Guard, was in Oakwood Cemetery, Belle Plaine. Maynhardt was born on January 5, 1933 to William and Eliza (Seefelt) Bahrke in Lester Prairie, MN. He married Betty Jane Ruth Stuber on February 18, 1955 at St. Paul’s Lutheran Church in Stewart, MN. He was a professional mason and cement finisher for local contractors and took pride in teaching the trade. He later became the manager of the Belle Plaine Vets Club and was very active in their many projects and events. Maynhardt also drove bus for Stier Bus Compnay. He belonged to the Trinity Lutheran Church, American Legion Post 144, VFW Post 6202, 40/8 Voiture, Belle Plaine Sportsman’s Club, Turkey Federation, Pheasants Forever, and current member of the Cement Finisher’s Union. He was instrumental and involved in the development and construction of Veterans Park in Belle Plaine. He enjoyed playing cards, listening to old time music, having breakfast with friends, watching and feeding the birds. The man asked several questions about features of the car. When he was growing up in North Dakota, the man owned a 1974 ‘Cuda. But his father felt it as just a vehicle for trouble and he wanted his son to be focusing on preparing for college. After one speeding ticket too many, the father made his son sell the car. After searching for 15 years, he found his car in Belle Plaine.
McCormick hadn’t planned to sell the car. But upon verifying the man’s story and realizing how important the car was to him, McCormick, a line foreman working on the CapX transmission line project, decided to sell it. “It had nothing to do with money. It was the right thing to do,” he said of his decision to sell the vehicle. McCormick believes cars are,
for some people, an extension of a person. Selling the ‘74 ‘Cuda helped him finance the purchase the 1970 ‘Cuda and have it renovated. He takes the car to shows and enjoys sharing his passion for vehicles with anyone who wants to talk cars. A day put driving on the highway is as good as it gets for McCormick. “It’s great to open it up,” he said. “It gets to the speed limit real fast.”

Cologne City Council Eyes Energy Savings From the Sun Cologne is hoping for sunny days to reduce the cost of operating the city’s infrastructure in the years to come. Last week, the city signed an agreement with SunShare Inc. that will make Cologne Minnesota’s first city to use solar energy on a large scale. The agreement will have the city using electricity generated at a solar garden SunShare Inc. is building at nearby Bongards. The city will receive credits from SunShare to use toward its Xcel Energy expenses. The excess electricity will be added to the regional power grid. The city expects to save $1,900 in the first year of the project. Over 25 years, it expects savings around $1.1 million, said City Administrator Jesse Dickson. The construction of the solar garden at Bongards is one of three SunShare is planning in the Cologne area. The other two locations have yet to be determined, Dickson said. The locked-in price of $0.1175 per kilowatt (kWh) Cologne will enjoy offsets the lack of a capital investment in the project from the city. Housing to Le Sueur Hoping to bring new low- to moderate-income housing and residential rehabilitation projects to Le Sueur, the city’s economic development authority recently OK’d the formation of a partnership with the Southwest Minnesota Housing Partnership. The Le Sueur EDA has been working on a plan to increase the housing stock in the city for months. It approved the partnership after a task force identified the need for new affordable housing in Le Sueur. Ed Tschida, the EDA’s director, said SMHP has the expertise the city needs to help meet its housing goals, the Le Sueur News-Herald recently reported. Lisa Graphenteen, the partnership’s chief operating officer, encouraged attainable goals to start. The EDA and SMHP will incorporate objectives to work toward over the first two years. Tschida suggested 10 or 12 new low- to moderate-income houses and 15 to 20 rehabilitation projects. The EDA OK’d a motion to have the partnership staff begin work on attaining state funding to assist with the housing plans.

Dahle Comments on Special Session Results by Sen. Kevin Dahle With some dramatic late-night action, the special session of the Minnesota legislature concluded Friday with the passage of all previously-vetoed legislation. With the Senate chamber under reconstruction, senators met in a conference room in a nearby building; it was the first time since 1881 that the Senate has not held session in the State’s Capitol building. The special session was triggered by the veto of three budgetary bills by Gov. Dayton, under the rationale that the bills either were not satisfactory or actually moved Minnesota backwards. After rigorous negotiations, Democrats were successful in acquiring additional money for education, which will help decrease the achievement gap and give a 2 percent increase to school districts for each of the next two years. I am thrilled that we were able to increase our state’s support for education. Along with my initiative to fix aging school buildings and make them safer for students, the funding attached to this legislation will keep valued programs running and vital staff in the classroom. The legislature also passed significant reform to the teacher licensure process this year, keeping standards high while working to acquire and keep the best teachers for Minnesota and surrounding states. Not all bills in the special session were as well-received, however. The Agriculture and Environment bill contained multiple provisions that were controversial among senators
who have worked for years to protect the environment, and the ensuing debate kept legislators working until well past midnight before coming to a conclusion. The bill did pass in the early hours of the morning. Unfortunately, divided government means that you can’t win every battle. I voted against this bill, and I believe Minnesota will regret the decisions that were made here. The legislation now being written into law renders the “pollinator-friendly� label virtually meaningless, eliminates the Pollution Control Agency Citizens’ Board and walks back decades of protections for fragile ecosystems in this state. I will be working hard with my colleagues in the coming years to fix the mistakes we made here. Minnesota deserves better. Gov. Dayton has said that he will sign all of the budget bills, as well as a small bonding bill that includes a Dahle-sponsored flood relief provision. All told, over $25 million will be allocated to help communities around the state that continue to struggle with the historic flooding of the past several years. In addition, my provision to allocate additional funding to Ignite Afterschool also made it into the final education bill. After-school programming shows great results for at-risk youth in improving grades and overall graduation rates. Thirty Years Ago This Week
Getting a Boost The Belle Plaine Booster Club got an unexpected boost in 1985 when BPHS Principal Richard Clymer presented the club with a check for $342.57. The money represented the proceeds from the High School Athletic Banquet. Accepting the check was Booster Club Secretary Stan Walton as Cathy Westland, vice president of the Booster Club, looked on. The money would be used to promote athletics and other local extracurricular activities. Belle Plaine’s 15th annual Sidewalk Cookout was set for the evening of Friday, June 21. About a dozen grills would be set up in the downtown area and free meat samples from grills would be served starting at about 8 p.m. until the meat supply was exhausted. Among the specialties would be leg of lamb, a whole hog and a number of varieties of poultry. Voters of the Belle Plaine School District would go to the pulls that coming Thursday to decide whether the district will levy an additional 4 mills, which school officials said were needed to operate school programs at the current level. The levy, if approved, would raise $124,440. The Camp Courage Wagon Train was scheduled to stop over in Belle Plaine around noon that coming Thursday (June 20). Mayor Fran Schuman and representatives from the Rotary and Chamber of Commerce planned to meet the train outside of town and ride in on a wagon or horse. Members of the two local organizations would be serving chili and biscuits to Wagon Train members when they rolled into South Park. The local fire department would provide a tanker truck for watering horses and a group of FFA members would help with the cleanup. Don and Dennis Neisen, owners of the Red Door Bar in Belle Plaine, were negotiating with the city council at Henderson for the purchase of the Henderson Municipal Liquor Store. The Neisens were offering $65,010, which did not include the store’s existing inventory. Negotiations were expected to continue. Local citizens interested in getting Extended Area Service (the metro telephone line) for Belle Plaine were told they need 304 signatures of telephone users on petitions requesting the service. Hubert G. Strait, 81, of Jordan, passed away June 14 at St. Francis Hospital in Shakopee.
He was the former owner of the Blume and Strait Funeral Home in Belle Plaine until retirement in 1970. Seniors Paul Jeffrey and Phil Hennen were Belle Plaine representatives on the 1985 AllMinnesota River Conference baseball team. Jeffrey, a center fielder, had a batting average of .375 and 20 RBI. Hennen, a pitcher and first baseman, had a 5-2 record on the mound and drove in 12 runs. Fellow Tiger Troy Martin received honorable mention.

The East Union choir was represented in the ordination chorus and the former Pastor at East Union, Carl C. Linder, was his pastor sponsor. Jean Townsend, accompanied by two other teachers of the Seattle, Wash., schools arrived in Belle Plaine on the first lap of a trip to Europe. Once arriving in New York City, they would take a freighter to London and planned to do a freelance tour of France, Germany, Austria, Switzerland and Italy. Hundreds of people came to Belle Plaine to attend the big Dairy Industry Night program held at the ball park. There was a program by the high school band and a ball game between Belle Plaine and Chaska, which was won by the latter. Free offerings of ice cream and chocolate milk were enjoyed as over 5,000 cones were given away. Plans were being made for the Centennial Year for St. Thomas Church in Jessenland. Mr. and Mrs. Adolph Schultz were honored at the St. John’s Lutheran Church parlors for their golden anniversary. Funeral services were held for James Graham in Melrose. The census was being taken by the state. W.H. Carlin was the local enumerator. A ditching company doing work for farmers near town was using 24 bulls to pull the ditching machine. The band boys held their picnic at Waconia and were joined by a large number from here. Two fine steamboats were on the lake that season. J.V. O’Connor, son of Michael O’Connor of Belle Plaine, received his degree to practice medicine and was looking about for a location. It was claimed that Belle Plaine had the finest race track in the valley.

Rep. Vogel Comments on State’s New Two-Year Plan The Legislature re-passed three budget-related bills during a special session Friday and early Saturday morning that Gov. Mark Dayton vetoed after the regular session adjourned in May. The House and Senate both once again provided final approval on finance bills pertaining to K-12 education, jobs/ energy and agriculture/environment. This time, the governor enacted those revamped portions of the budget, putting the final pieces in place on the state’s new two-year plan. Dayton also enacted a bill appropriating $540 million in Legacy Amendment revenue and a $180 million capital investment bill. One notable provision in the latter provides $23 million for flood prevention and disaster relief. “It is good to see a finished product in place,” said Rep. Bob Vogel, R-Elko-New Market. “This is the definition of compromise with split powers at the Capitol. I think we all walked away pleased with some things we passed and disappointed in some others that stalled along the way. The overall result is a good one. “After running a small business for 40 years, I know how dysfunctional this process can appear, but knowing there will be more than $75 billion changing hands through the state’s treasury in the next two years, it gives me sufficient reason to be methodical in the legislation that defines how it is spent.” Although there were changes from the bills the governor vetoed, in the end they were not
that much different overall. Vo g e l said that helped things m o v e a l o n g fairly well in the oneday special session. One key revision is in the K-12 package, which increases funding by $125 million over what the Legislature passed the first time. That provides schools with funding increases of 2 percent in each 2016 and 2017. Education provisions that specifically benefit the people of the District 20 area include additional funding to help school districts maintain their facilities, and reform to address teacher shortages in Greater Minnesota. The jobs/economic development bill includes unemployment assistance to workers impacted by layoffs on the Iron Range and also to farmers damaged by the statewide avian influenza outbreak. Funding also is provided to address a shortage of workforce housing in Greater Minnesota and to conduct internships and job training programs. A $10.6 million appropriation to improve broadband access in Greater Minnesota also is included in the bill. A top provision in the agriculture/environment package is $23 million to combat the avian influenza outbreak that as ravaged Minnesota’s turkey industry.

Katelyn Zurn a student at the College of St. Benedict was one of 9 students from CSB to be awarded a $5000 dollar Benjamin Gilman International Scholarship for the Fall semester to help cover the costs of studying abroad. The program is named after New York State Benjamin Gilman who served on the House of Representatives for 30 years and chaired the House Foreign Relations Committee. There were over 2900 applicants nationwide with 992 Scholarships awarded. Katelyn is a junior who is double majoring in Computer Science and Math and will be studying in Greece and Italy this fall. Humor Corner: Ole showed up at work with two black eyes. After being asked, Ole told his coworkers he had gone to a ballgame the night before. During an exciting play in the game a rather obese lady in front of him stood up to cheer and Ole noticed her dress stayed tucked in her “cheeks.” So Ole said, “I decided to be a yentleman and pull it out and den she slugged me in the eye.” “So how did you get the other black eye?” asked his friend. “Vell,” said Ole, “ven I saw how mad she vas, I tucked it back in.”

It was their 30th wedding anniversary and also they were celebrating their grandson, Cole Vlasak’s graduation. It was a wonderful party with great food and great music. “May they have many more.” Tom and Loni hosted a 30th Anniversary celebration Sunday on the Pioneer Power Showgrounds including a graduation reception for their grandson, Cole Vlasak. Planned it like their wedding. No invites sent, put it in a few local papers. Closed their eyes, crossed their fingers, and hoped somebody showed up. The weather was grand and the grounds looked great. The Bar in Le Sueur took care of beverages, the Novotny Trio entertained...and The Road Haus catered and served 467 meals... Would we do it again given that chance? You bet! We are appreciative of each and every guest who was able to join us and made it memorable.

Laura Schaefer Gets Lead Roll With SDSU Theatre Group Belle Plaine native Laura Schaefer is making her Prairie Repertory Theatre (PRT) debut this summer. She will be taking the stage in the murder mystery thriller “Dial ‘M’ for Murder” as the leading lady, Margot, who’s jealous husband is plotting to get rid of her to take her fortune. Not only does Schaefer lead in a play this summer, but she is also props designer for “The Sound of Music,” giving her the unique opportunity to learn a craft behind the scenes. Schaefer has many theatre credits, including this past year at Minnesota State University Mankato, where she appeared in “To Kill a Mockingbird” as Mayella Ewell and Boom as Jo. In high school, she got to enjoy being involved in the following shows: “Fiddler on the Roof,” “The Lion, the Witch, and the Wardrobe,” “Anne of Green Gables” and “Willy Wonka and the Chocolate Factory.” Schaefer said she is excited to be working for PRT this summer. She states, “In theatre, the options are unlimited as to who you might be – and that’s exactly how I like it to be.”

Sibley East School District Drops Appeal for Court Costs
After its attorney indicated its chances of winning didn’t justify the cost of moving forward, the Sibley East School District dropped its appeal of a court decision awarding it just over $400 in court costs from Nathan Kranz. The school district spent $33,245 defending the validity of its successful Nov. 4 bond referendum in district court. Kranz, a chicken farmer from rural Gaylord who also farms land in Jessenland Township, sought to have the results of Sibley East’s $43.05 million bond referendum nullified for tardiness publishing referendum related documents. Passing the Torch Private First Class Rebecca Spalding (BPHS Class of 2012) graduated from Army Intelligence Analyst training at Fort Huachuca, Ariz., in May. With her is her father, First Sergeant Dave Spalding, who is a former Belle Plaine City Council member (2000-2004). Rebecca enlisted in the Minnesota National Guard last Summer and is the latest in a series of many generations (since the Revolutionary War) of Spaldings in uniform. Dave is being medically retired later this year due to a combat-related injury he received in Afghanistan. “She has the torch now,” he said.

Investor Withdrawal Delays Clancy’s, Hotel Project in Jordan The loss of investors in the construction of a new hotel and Clancy’s Restaurant in Jordan has the project on the shelf. But once new investors are on board, the city says the project can easily move forward. Terry Eid, owner of Terrance Eid Construction, the company that will build the new hotel and larger restaurant, said the investors in Jordan Hotel Partners LLC withdrew from the project May 1. Eid is working with “a couple of banks� to put a new project together. He said it might take 30 to 60 days to put all the details in place. The Jordan Independent recently reported the hotel proj-
ect and expanded restaurant proposed for near the intersection of highways 169 and 282, adjacent to the existing Clancy’s Restaurant, won’t need a new set of approvals once a new investment team is assembled. City Administrator Tim Nikunen said the approved permits and $1.1 million tax abatement can be transferred with an approved city council resolution. Randy Kaiser, owner of Clancy’s, is awaiting the beginning of the construction project. He is confident the deal will be accomplished, “somehow, someway,� Kaiser said.

Goals will be to gain and foster an interest in the activity of running and provide individual instruction on various track & field events. As we hit the summer season, it is easy for children to push their academic learning into the background for the next several months creating the “summer slideâ€?. Here is some information that I recently read on a scholastic.com site. Many children, especially struggling readers, forget some of what they've learned or slip out of practice during the summer months. Try these strategies to help your reader improve his/her reading during the summer and beyond: ¡Six books to summer success: Research shows that reading just six books during the summer may keep a struggling reader from regressing. When choosing the six, be sure that they are just right — not too hard and not too easy. Take advantage of our local Scott County Library. The Scott County Library has a summer reading program for kids and teens ages 0 to 18 called BookaWocky. Check out their website at www.scottlib.org for more information about signing up. Ask for help selecting books that match your child's age, interests, and abilities. Also check out book lists for recommendations. •Read something every day: Encourage your child to take advantage of every opportunity to read. Find them throughout the day: •Morning: The newspaper — even if it is just the comics or today's weather. •Daytime: Schedules, TV guides, magazines, online resources, etc. For example, if your daughter likes the food channel, help her look for a recipe on the network's Web site — then cook it together for more reading practice. •Evening: End the day by having your child read to you from the book he is currently reading (one of the six books, above). Have him rehearse a paragraph, page, or chapter before reading to you. Rereading will help him be more fluent — able to read at an appropriate speed, correctly, and with nice expression. •Keep reading aloud: Reading aloud benefits all children and teens, especially those who struggle. One benefit is that you can read books your child can't, so she will build listening comprehension skills with grade-level and above books. This will increase her knowledge and expand her experience with text, so that she will do better when she reads on her own. It's hard to keep up a reading routine in a season packed with distractions and diversions. These suggestions will fit into a busy schedule and make reading fun! The Tigers placed within the top 32 teams in the state at qualifying rounds this past weekend and now advance to the championship rounds to be held at the Minneapolis Gun Club in Prior Lake. Scott County OKs Cell Tower, Belle Plaine Food Shelf FEMA Funding for House on Bluff Lauded as ‘Friend’ of Education
Scott County commissioners unanimously approved a conditional-use permit that will allow construction of a cellular communications tower on property along Highway 169 in St. Lawrence Township. They also approved the county’s participation for the funding and acquisition of a Blakeley Township house threatened by last year’s torrential late-spring rains and flooding. The conditional-use permit commissioners approved yesterday (June 16) will allow the construction of a 134-foot tall monopole cell phone tower on leased property at 21385 Highway 169, land owned by Sue and Brad Schultz. Verizon Wireless is looking to build a 125-foot monopole tower (plus a 9-foot tall lightning rod) along Highway 169 just outside of Belle Plaine. It says the tower will improve cell phone service in the area. Plans call for the base of the tower to be gray, made of noncorrosive steel. A fence will surround the base of the tower. The transmitting equipment will be housed in a cabinet or structure. County zoning ordinance caps a cell tower at 150 feet. Beyond 150 feet, a conditional-use permit is required for the tower to be built. The proposal arrived at the board meeting with the blessing of the town board and the county planning commission. Neighbors of the Schultz have raised concerns about the impact the tower might have on their grass airstrip to the northeast of their land. One of the conditions for building the tower is a positive review of the cell tower plans from the Federal Aviation Administration (FAA).

The landslide led to plans to close and eventually reconstruct the roadway. An engineer completed an assessment predicting a minimum 20-percent likelihood of slope failure that would destroy the couple’s house within five years. Scott County staff helped them seek and acquire funding from the Federal Emergency Management Agency’s (FEMA) hazard mitigation program. Tuesday (June 16), commissioners approved county participation in funding from FEMA to acquire the LuddenSchendlinger house. The FEMA grant is for $530,703. FEMA will pay 75 percent of it -- $398.027.25. Scott County will cover the balance and will be repaid by LuddenSchendlinger. “We didn’t notice the damage to the ravine on which our house sits until about three weeks after the (storm on June 19). Evidently, about 15 feet of

the ground simply sheared off the side of the hill, dropping some 15 feet straight down from where it had been,” Ludden said via e-mail. The land collapsed in an arc shape with the closest part just beyond the deck overlooking the whole ravine. What was the side of the ravine was about 20 feet from a bird feeder just below a deck. “That area is now no more than five feet wide, including a sinkhole nearer,” she said. “The house was deemed unsafe, and plans to engineer a build-up of the ravine was not a guarantee at all.” The couple plans to move back to Bloomington. “We’ve lived here almost 19 years, and have loved the solitude, serenity, and scenery of our house and 29 acres. We will miss many people we’ve come to know, from friends and neighbors to many local people who did jobs for us to keep our house and property beautiful,” Ludden said. The funding is for the house alone. When funding is secured, the 29 acres the couple owns could be incorporated into the regional park reserve the county is creating along the Blakeley bluffs.

There’s an old adage that says children won’t learn well in school if they are hungry. The volunteers with the Belle Plaine Food Shelf are doing all they can to make sure hunger doesn’t get in the way of a good education. The Belle Plaine Food Shelf, led by a board of directors and 75 volunteers with the support of the community, was presented the 2015 Belle Plaine School District’s Friends of Education Award at a recent awards ceremony. “This year’s recipient of the Friend of Education Award has made a significant impact upon our schools and community in just four years as an active organization in Belle Plaine,” said Belle Plaine School District Superintendent Kelly Smith. The honor is based on the food shelf’s Backpack Program. Each week, about 95 students in Belle Plaine’s public elementary and junior-senior high schools quietly receive donated food to help keep them nutritionally in good condition to learn in school. Credit for the success of the Backpack Program and the impact it has on Belle Plaine public school students goes to everyone, said Betsy Ollhoff, one of the founders of the food shelf. “The community has been unbelievable,” said Pat Ollhoff, the food shelf’s operations manager. The couple led the initiative to start the food shelf in 2011. “This is a group effort.” The Backpack Program started two years ago. During one of the many trips to Second Harvest Food Network’s warehouses, Pat Ollhoff learned of other community food shelves helping school children. In Belle Plaine, the initiative started serving elementary about 70 students at Chatfield and Oak Crest elementary schools. The district’s secondary school was added this year. The Belle Plaine Food Shelf provides the food to the schools and school district staff handles distribution of the food to the students who need it most. During the 2014-15 school year, about 70 elementary school students and 25 secondary students received food through the Backpack Program.
Pat and Betsy Ollhoff, representing the Belle Plaine Food Shelf, accepted a plaque honoring the food shelf as the belle Plaine School District’s 2015 Friend of Education honoree. “We aim to send home food that is easy for students of all ages to prepare and eat. The Belle Plaine Food Shelf has been a tremendous support and connection for our Backpack Program,” said Liann Hanson, Oak Crest Elementary School’s principal. “They have provided food, fund-raising, and resources to help make the program sustainable. The partnership of the Backpack Program and the Belle Plaine Food Shelf has been a fantastic school-community connection that provides an example of what we can do when we work together.” The program will continue through the summer. Last week, 26 school-age children were provided food, Pat Ollhoff said. The Food Shelf is a non-profit organization that is managed by a board of directors. Its officers include the Ollhoffs, Tom Bartholomew, Linda Fahey, Tim Lies and Connie Bergs. Directors are Helen Lehtinen, Connie Zurn, Mary Krant, Rose Kolden, Josh Selbrade, Tyler Stolee and Jim Lange. “Thank you for the tremendous impact you have had on the Belle Plaine community and the students of the Belle Plaine Schools,” Smith said. With the exception of 1993 and 1996-98, the Friend of Education award is presented annually to a person or community group that has positively impacted the state of education in Belle Plaine Public Schools.

2014 Drinking Water Report - Consumer Confidence Report The Consumer Confidence Report is not being directly mailed to all customers but that a copy is available upon request by calling City Hall at 952-873-5553. The City of Belle Plaine is issuing the results of monitoring done on its drinking water for the period from January 1 to December 31, 2014. The purpose of this report is to advance consumers’ understanding of drinking water and heighten awareness of the need to protect precious water resources. Source of Water The City of Belle Plaine provides drinking water to its residents from a groundwater source: two wells ranging from 330 to 331 feet deep, that draw water from the Quaternary Buried Unconfined aquifer. The Minnesota Department of Health has made a determination as to how vulnerable our systems’ source(s) of water may be to future contamination incidents. Results of Monitoring No contaminants were detected at levels that violated federal drinking water standards. However, some contaminants were detected in trace amounts that were below legal limits. The table that follows shows the contaminants that were detected in trace amounts last year. (Some contaminants are sampled less frequently than once a year; as a result, not all contaminants were sampled for in 2014. If any of these contaminants were detected the last time they were sampled for, they are included in the table along with the date that the detection occurred.) Key to abbreviations: MCLG-Maximum Contaminant Level Goal: The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. MCL-Maximum Contaminant Level: The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MRDL-Maximum Residual Disinfectant Level. MRDLG-Maximum Residual Disinfectant Level Goal. AL-Action Level: The concentration of a contaminant which, if exceeded, triggers treatment or other requirement which a water system must follow. 90th Percentile Level-This is the value obtained after disregarding 10 percent of the samples taken that had the highest levels. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. City of Belle Plaine is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Monitoring may have been done for additional contaminants that do not have MCLs established for them and are not required to be monitored under the Safe Drinking Water Act. Compliance with National Primary Drinking Water Regulations The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, the U. S. Environmental Protection Agency (EPA) prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1 800 426 4791. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. The votes to “deny” rezoning the property and the site plan were both 4-0. *Unanimously authorized the replacement of siding on the Red Barn Museum adjacent to the Hooper-Bowler-Hillstrom Historical House. Public Works Superintendent Al Fahey reported that the museum is in need of new siding and recommended that it be replaced with steel siding. Crosby Construction of Belle Plaine submitted the low quote for the work ($7,490). Fahey reported that the project is a budgeted item. *Unanimously approved a conditional use permit for Genesis Cooperative for the addition of two 30,000-gallon propane storage tanks at 820 East Main Street. Staff reported that the police and fire departments have no issues with the project, and that notices were sent to all property owners within 350 feet of the area and no comments
were received. *Unanimously approved a resolution to restrict parking on the proposed future Enterprise Drive extension and overpass area. Staff reported that the extension, overpass and County Road 3/Meridian Street south of Commerce Drive will be designated no parking. Because Municipal State Aid and Municipal Agreement funds will be used for a portion of the project, the city is required to beforehand designate the above area as no parking. *Unanimously approved amendments to the city ordinance pertaining to yard space encroachments, front-yard fence regulations, fire pit regulations, and conditional uses in the highway commercial and central business districts, etc. Copies of the amended ordinances are available for review at Belle Plaine City Hall. *Called for a public hearing to be held Aug. 17 regarding the city’s wellhead protection plan. In January, the council authorized the city engineering firm of Bolton and Menk to complete phase two of the city’s wellhead protection plan at a cost not to exceed $28,700. Last August, the council authorized completion of phase one of the plan, the purpose of which is to provide the statemandated processes and procedures to help protect the city’s drinking water. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. July 6 in the City Hall building at 218 North Meridian Street downtown. Belle Plaine City Hall will be closed Friday, July 3 in observance of Independence Day.
Benefit to Help Kaden Neisen-Eccles’ Family Set for June 27 A fund-raiser is planned to assist the family of Kaden James Neisen-Eccles deal with medical and living expenses in the wake of multiple heart surgeries with more to come. Kaden is the son of Cjay Neis-
en and Travis Eccles. He was born Sept. 25 with hypoplastic left heart syndrome, a condition that prevents development of the left side of the heart. Doctors performed reconstructive open-heart surgery on Kaden when he was five-days old. His heart stopped shortly after the operation and doctors placed Kaden on an ECMO to reduce the strain on his heart. BPHS Claims MRC’s 2014-15 All-Sports Award Belle Plaine High School has added another Minnesota River Conference All-Sports Award to its growing inventory in recent years as it edged Jordan for the 2014-15 bragging rights. Belle Plaine accumulated 82 points based on its finishes in the conference standings for fall, winter and spring sports. Jordan had 80.5 points, followed by Norwood Young America (58.5), WatertownMayer (58.5), Tri-City United (53), Le Sueur-Henderson (51), Mayer Lutheran (42.5) and Sibley East (41). Conference championships were earned by Belle Plaine in girls’ cross country, volleyball (tie with Jordan and Sibley East), kick dance, wrestling (cooperative Jordan), baseball and girls’ track and field. Taking second for Belle Plaine were boys’ cross country, girls’ jazz dance, girls’ softball and boys’ track and field. Other MRC schools not already mentioned above in ties

Known more for his hitting than his pitching, Huber yielded five runs in four-plus frames. Belle Plaine had a 6-4 advantage heading into the sixth inning but gave up a four-spot in the top of the frame. The Tigers scored one in the sixth, sent the minimum to the dish in the seventh, with the game ending on a double play. Renner’s Cole Jenkins didn’t allow a hit in three innings of relief and picked up the win. Rookie Ben Wagner made his Tigertown debut and surrendered four runs over five innings, none of which were earned. Zac Dahlke threw the sixth and has seen better days, getting tagged for four runs and the loss. Johnny “B-Dubs� Vinkemeier threw a scoreless seventh. The Tigers had six hits in the

Belle Plaine Trapshooters Headed to State Team Event
The Belle Plaine High School Trapshooting team made the most of one last opportunity to qualify for the state meet last Saturday in Alexandria. The team finished third in a 29-team statewide Class 3A competition at Alexandria, a performance good enough to earn a berth in the state competition Saturday (June 20) at the Minneapolis Gun Club in Credit River Township, just outside Prior Lake. The performance Saturday was an improvement over the regular season where Belle Plaine finished fourth in their conference. The top five shooters and two alternates will compete as a team Saturday. “I’m real proud of the kids. They did a great job,� said Jack
Schuneman, the BPHS team’s head coach. In the state-qualifying competition Saturday (June 13), Belle Plaine finished with a score of 471. They edged out Coon Rapids for the final state berth by one point in a tiebreaker. The time Belle Plaine’s shooters compete Saturday will be announced today (June 17), Schuneman said. Jordan topped the Class 3A team competition with 475 and East Grand Forks was second with 474. Individually, Josiah Barrringer, who went to state as an individual last year, finished third overall hitting 97 of 100 targets. He edged teammate Brandon Heitz, who also finished with a 97, by one target in

For non-baseball reasons, however, the Bulldogs withdrew from the tournament. After a few text messages, the Hayfield Heat – already set for a winner’s bracket game against Renner – agreed to play the Tigers in a non-tournament game. Zac Dahlke started on the mound for the young Tigers and has thrown well all season, but he has seen better weekends and recorded just one out while yielding five runs. Johnny (BDubs lovin’) Vinkemeier relieved Dahlke for the second day in a row and threw a solid 3.1 innings of relief, giving up two runs. Things got exciting again in the top of the fourth inning when the Tigers scored a run and put men on second and third. Hayfield countered the Tigers sudden offensive surge with a reliever whose fastball topped out at a blistering 54 mph, which was enough heat to overpower the Tigers for the rest of the game. Logan Lunow finished with a 90 and Wyatt Herrmann an 89 to earn spots as alternates on BPHS’s state team. Jordan topped the team competition with superior depth. Its top five shooters finished in the top 41 places.

Renner Shaves Tigers, Goes on to Win Classic
by Brett Kruschke, Mike and Matt Schultz, Travis Latzke In 17 years the Tigers have never won the Tigertown Classic, but at least now, a former Tiger has. Belle Plaine native Tim Huber, who played 16 years for the local townballers, helped the Renner Monarchs hoist the hardware late Sunday afternoon. In the Wild West of amateur baseball, the Monarchs have done a lot of trophy hoisting, with 17 South Dakota state titles to their credit – including nine since 2001. Renner beat the Blue Earth Pirates 5-2 for the championship. It wasn’t such a hot weekend
for the Tigers. Despite holding their own against worthy opponents in a pair of games, Belle Plaine went 0-3 to drop to 2-10 on the season. As the saying goes, the struggle is real. Last night, the Tigers hosted the Prior Lake Jays. The Tiger Open golf tournament fund-raiser is this Saturday at CreeksBend Golf Course in New Prague, and we would still love for you to join us! Schultz, who is Belle Plaine High School’s head baseball coach, coached Dahlke during his high school years. Huber and Schultz played together at BPHS long before Dahlke came around. They also played together on the Belle Plaine town team before Huber joined Renner, which is near Augustana College.
Striking Out ‘The Large Human’ Belle Plaine’s Ben Wagner, who was the Minnesota River Conference’s co-most valuable pitcher this past high school season and graduated on June 7, started on the mound for the Tigers town baseball team Friday night against powerful Renner, S.D., and in the first inning struck out minor league legend Juan “The Large Human” Thomas. Thomas was drafted as a designated hitter/first baseman by the Chicago White Sox in the 10th round of the 1991 amateur draft. In 1,495 games in 14 minor league seasons, “The Large Human” swatted 291 homers, drove in 1,019 runs, collected 1,509 hits and recorded a .272 batting average. His drawback? He struck out 1,646 times. He is currently an assistant coach for head coach Tim Huber at Augustana College in Sioux Falls, S.D. Huber is a native of Belle Plaine and has in recent years brought his Renner, S.D., town team to Belle Plaine for the annual Tigertown Classic.
A dozen members of the Minnesota River Conference championship Belle Plaine High School girls’ track and field team earned spots on the 2015 All-MRC team. Three Belle Plaine boys also earned AllConference status. Belle Plaine’s Jenna Gatz and Tri-City United’s Megan Rutt were named this year’s girls’ co-Most Valuable Athletes, while the boys’ MVP was Kelly Nordling of Tri-City United. The girls’ Coach of the Year is Brian Fogal of Tri-City United and the boys’ recipient of the award is Ben Nylander of MRC champion Jordan.

Belle Plaine Bridget Egan, a junior polevault champion, is a three-year letter winner and two-year AllConference selection. She is a top pole vaulter in the state as she placed second in the event the past two seasons, earning All-State honors. This season, she set a new MRC record in the event at 10’3”. She also sprints, hurdles and triple jumps for the team. She is the daughter of Pam and Bill Egan. Jenna Gatz, a junior, is a four-time varsity letter winner and All-Conference selection. She has a strong practice work ethic while training for the sprint events 100, 200 and 400 meters. Jenna has earned All-State honors in the 400meter event the previous three seasons and is the now the twotime defending state 400-meter champion. This year, she won the MRC 200-meter race in record-setting time. Named coMRC Most Valuable Athlete. She is the daughter of Paul Gatz and Kayla Gatz. Anna Donkhong, a junior, is a three-year letter winner and All-Conference selection. She runs the sprint events and is known for her quick acceleration and great handoffs. In addition to the sprint events, she also competed in the long jump. She is the daughter of Addy Donkhong and David Phalaket. Selin Dikmen, a sophomore, is a two-year letter winner. She competes in the hurdle races and sprints. She ran the third leg of the 4x100 relay and runs the curve extremely well. She works hard at her hurdle skills
and became one of the best in the conference. She is the daughter of Ali and Cindy Dikmen. Ally Fink, a junior, is a fouryear letter winner. She competes in the sprints, triple jump and high jump, and runs the final leg of the 4x100 relay. She has also dabbled with the discus. She is the daughter of Matt and Robin Fink. Alissa Schultz, a junior, is a five-year letter winner and twoyear All-Conference selection. She competes in races ranging from 400 to 1,600 meters. She continues to improve her speed and has become a great 800-meter runner. She’s known for her finishing kick in longer races. She earned All-State last year and this year as a member of the state-placing 4x400 relay. She is the daughter Tom and Tammy Schultz. Janessa Meuleners, a senior, is a captain and six-year varsity letter winner and six-year AllConference selection. Although primarily a distance runner, she has added the 400 to her list of events and even completed the 1,600, 3,200, 4x400 trifecta this season. She has earned AllState honors in five seasons. She is the daughter of Renee and Ron Meuleners. Haley Leger, a sophomore, is a four-year letter winner and three-year All-Conference selection. She competes in races ranging from 200 to 800 meters with the 400 and 800 being her best events. She earned AllState last year as a member of the state-placing 4x400 relay and this year with the 4x800. She also competes well in the high jump. She is the daughter of Brad Leger and Amy Reiss. Emily Krautkremer, a sophomore, is a two-year letter winner. She trains and competes in the 200 and 400 races and also pole vaults. This season, she ran the lead leg of the 4x400 relay and did a great job putting her relay team in great position after the first handoff. She is the daughter of Chad and Charlotte Krautkremer. Emily Berger, a seventh-grader, completed her first season of track and field. She trains and runs with the distance crew with the 800 run being her best event. She runs a great lead leg and can handle the speed that is
needed at the beginning of the race and always finishes with a kick. She earned All-State honors as a member of this year’s state-champion 4x800 relay. She is the daughter of Kevin and Cindy Berger. Danika Schroeder, a junior, is a four-year letter winner and two-year All-Conference selection. She competes in the 800 to 3,200 runs with the 3,200 being her best event. She works hard in practice and is a great teammate. She is the daughter of Steve and Marcie Schroeder. Shannon Egan, a senior, was a captain, five-year letter winner and four-time All-Conference selection. She specialized in the 100 and 200 sprints as well as pole vault.
