Schools Will Be Enlightened When New Year Begins When students return to school next fall, one of the improvement they may notice right away are new lights in all of Belle Plaine’s school facilities. The school district is planning a major lighting retrofit of all its classrooms, offices, hallways, and common spaces in all four buildings – most everywhere except closets and storage spaces. The district is planning to replace the florescent lighting tubes with light-emitting diodes (LEDs), high-efficiency lights intended to save just over $59,350 per year on the district’s $275,000 electric bill for all its buildings. That amount is for all the equipment that draws electricity, not just the lighting, said Jeff Heine, the district’s director of facilities and maintenance. At a recent board workshop, directors indicated their favor with the proposal. They are expected to formally approve it at Monday’s (June 26) regular board meeting. APEX won the job with a low bid of $867,000. The school district will receive a rebate of approximately $94,719 when the job is completed. True North was the other company to submit a completed bid for the job. Its bid was just over $905,000 – about 4.3 percent higher than APEX’s bid. A crew from Cedar Creek will install the lighting APEX is providing. The district will fund the lighting project with a 10-year bond. The bond won’t add any increase to property taxes. The

district will use long-term facilities maintenance money included in the existing levy to fund bond payments, said Chuck Keller, the district’s business manager. The new lights are needed because the old lights are wearing out. Most of the florescent lights in the junior-senior high, Chatfield and Oak Crest elementary schools have reached the end of their functional life, Heine said. Florescent lights and their ballasts typically last about 10 years, said Heine. The lighting in the junior-senior high was new when it was renovated in 2006. Oak Crest opened in 2007. The new lights will also have more efficient controls, allowing for dimming of the lights when a video is playing and reducing glare off the screen of iPads, Heine said. Teachers report softer lights can be helpful with modifying some students’ behavior, said Heine. Florescent lights have been failing at an increasing rate around the district. Custodians have been holding off on widespread change-outs of lights in anticipation of the upgrade, Heine said. The new lighting system also comes with more sensitive monitors to automatically shut off lights when rooms are not in use. The proposal includes new emergency lighting and wall packs. They will replace the existing emergency lights and batteries which are also outdated, Heine said.

A former U.S. Army officer of more than a dozen years, Votca came to Belle Plaine from the City of Tracy, Minn. where he served as city administrator since the summer of 2013. He was hired from a pool of 20 candidates to become the top choice. The City of Tracy was Votca’s first municipal administrator job. He had previously done a city government internship in Mankato and served in the U.S. Army for 13 years (1999-2012). Belle Plaine will once again look to a member of its staff to serve as an acting city administrator until Votca’s replacement is hired. Dawn Meyer, the city’s finance director, will again serve as acting city administrator. Meyer served as acting city administrator from September of 2013 to August of 2014, and from May of 2016 to October of 2016.

When she turns the calendar from July to August, Kristen LaJeunesse will no doubt think about preparing her classroom for the coming school year. She’ll think about the schedule of meetings with fellow teachers and the preparation that goes into the first day of a new school year. And then LaJeunesse will gently smile and remember she no longer has to worry about any of it. After three-dozen years teaching -- 32 in Belle Plaine – LaJeunesse retired at the end of the 2016-17 school year. She was the among the longest tenured teachers on the district’s seniority list. “Every summer goes by and the to-do list has got to be done,” she said. The list always includes a visit to her sister, Janice, in Kansas City. Next winter, a trip to see her twin sister, Karen, in Phoenix is planned. “This summer will feel more relaxed.” A different teacher will prepare LaJeunesse’s classroom at Oak Crest the first week of August. “That’s when it will hit me. I’m retired,” she said. “I don’t have to think about it anymore.” But she will. She’ll miss the fun activities early in the school year as teachers get to know their students. LaJeunesse plans to travel more and substitute teach when she feels like it. She looks forward to volunteering to make the trek to Wolf Ridge Environmental Learning Center next fall. Though the time was right for her to retire, LaJeunesse holds no illusions there won’t be a day when she misses being a teacher. “I’ve been doing it forever,” she said. Le Sueur County Relay for Life Moving Back to Le Center After a year away from the county fairgrounds, Le Sueur County’s American Cancer Society Relay for Life will be back in Le Center Friday, July 7. The relay starts at 7 p.m. A full schedule of activities will keep participants busy until clean-up Saturday morning (July 8) at 7 a.m. Organizers are aiming to make the annual relay a celebration of life. A cancer survivor will represent each town in the county. Along with new events, like

the Mr. Relay Contest (women dressing in mens’ clothing) and dance-off competitions, popular favorites like the silent auction, decorated luminaria and dunk tank will be part of the event. Farmers’ Market Corner The Belle Plaine Farmers’ Market 2017 runs Wednesdays, 3:30 to 6:30 p.m. (rain or shine), through Oct. 11 at Court Square Park, 410 Cedar Street N. A U of M Extension Master Gardener will be on-site at this week’s market to answer all of your gardening, lawn care, and horticultural questions. Back by popular demand, locally produced pure maple syrup is now available. It’s rumored that locally produced honey will be at the market this week as well. Food trucks will be on-site. Bring the family down for a little shopping and a bite to eat. What a great time to socialize with growers and vendors, as

A rural Belle Plaine woman faces an allegation she stole over $5,600 in cash, alcohol and cigarettes from a Belle Plaine liquor store. Keley Ann Kruse is charged with one count of felony theft. FISH Hosting Speaker on Suicide

Belle Plaine Public Works staff removed the bituminous pavement of the old tennis courts and some of the fencing around the courts across the street from Belle Plaine Junior-Senior High School Friday afternoon (June 16). The city and school

district swapped land earlier this spring, an exchange that gives ownership of the old courts to the city. The city’s longterm plan potentially includes using the courts for a pool expansion or splash pad.

Families and Individuals Sharing Hope is hosting a speaker on suicide and how to recognize signs of a possible suicide, as well as help families who have been impacted by it. Dr. Terry Raddatz, the clinical director of Mental Health Services, will present information Thursday, July 13, 9:30 to 11 a.m., at Spring Lake Township Hall, 20381 Fairlawn Hall, just outside of Prior Lake. His presentation includes an introduction to suicide awareness, common myths and facts about suicide, comments on the Netflix series “13 Reasons Why,” and the increasing rate of suicide among the middle-aged population. “In light of the recent popu-

larity of the Netflix series, ‘13 Reasons Why’, there has been a great deal of national attention given to teen suicide,” said Bethany Tjornhom, executive director of FISH. FISH representatives approached staff from Scott County Mental Health Services, an organization supporting families and those afflicted by suicide. FISH wants to use the meeting to educate the public about the seriousness of the issue, and provide resources for those individuals who have been affected by suicide. State’s Largest Invasive Carp Caught Near Redwood Falls Bighead carp Captured by Bow Angler and Reported to DNR

A bow angler fishing in a private gravel pit near Redwood Falls Sunday caught the largest invasive carp recorded in Minnesota. The bighead carp measured 47½ inches in length and weighed 61.7 pounds. Invasive fish coordinator Nick Frohnauer said the angler immediately reported the capture to the Minnesota Department of Natural Resources and was helpful getting the specimen delivered to the area fisheries office. “The news of this capture is somewhat alarming, given the size and location,” Frohnauer said. “This bighead carp was captured about 80 miles upstream from the only other bighead carp captured in the Minnesota River.” The fish likely entered the gravel pit during a period of high water. The pit is within the Minnesota River floodplain and periodically becomes connected during flood flows. When floodplain lakes become connected to the river, fish move into these areas to escape the high water velocities in the main river and exploit new food sources. “The gravel pit where the carp was captured provides a unique opportunity to determine if the fish was an isolated capture or part of a group,” Frohnauer said. “The pit is off the main channel, so fish are confined to a smaller area rather than having many miles of river.” The DNR invasive carp field crew is working with the local fisheries office and the landowner to conduct follow-up sampling. The crew will also look at sampling areas near the location, including floodplain lakes and the main river. The DNR is concerned about the potential impacts of invasive carp in the Minnesota River and other waters. The agency is working with other state and federal agencies, conservation groups, university researchers, and commercial businesses to prevent the spread of invasive carp. The DNR has contracted with the Water Resources Center at Minnesota State University,

Mankato to provide information to guide DNR management decisions for the Minnesota River. The Minnesota Aquatic Invasive Species Research Center at the University of Minnesota has funding through the DNR to evaluate potential deterrents for Mississippi River Locks and Dams. Through the Environment and Natural Resources Trust Fund (ENTRF), they have installed acoustic speakers at Lock 8 in southeastern Minnesota and modeled flows through the gates at dams 2 and 8, near Hastings, and 8. The DNR is in the process of awarding a contract to explore the feasibility of installing an acoustic deterrent system at Lock and Dam 5 in southeastern Minnesota. A deterrent system at this location would help prevent fish from moving into both the Minnesota and St. Croix rivers.

Invasive carp have been progressing upstream since escaping into the Mississippi River in the 1970s. These large fish compete with native species and pose a threat to rivers and lakes. While no breeding populations have been detected in Minnesota waters, individual fish have been caught in the Mississippi near the Twin Cities, the St. Croix River and the Minnesota River. College students interested in serving as spokespersons for animal agriculture are urged to apply as peer mentors for the Minnesota State Fair 4-H Animal Science Speaking Up for Animal Agriculture program. Selected students will serve as mentors to Minnesota State Fair 4-H livestock exhibitors in all species (beef, dairy, sheep, swine, goats, poultry, and rabbits) to encourage, model and role-play positive interactions with Minnesota State Fair visitors to livestock displays. Positions are open to college students, ages 18 or older, with an interest and/or experience in 4-H and livestock exhibits. Other qualifications include good oral and written communication abilities, teaching and coaching skills, ability to work with a variety of adults and youth, expertise in production, processing and promotion of one or more animal species, plus experience as a livestock exhibitor and industry spokesperson. The Belle Plaine Rotary Club recently honored six students who eloquently described what makes their families special to them. Prizes were awarded to writers in two age groups – 9 years and younger and 10 years and older. First-place winners won a $25 prize. The second-place winner won a $15 prize and the thirdplace winner received a $10 prize. In the 9 and under category, Addi Kahle, daughter of Angie and Terry Kahle, won first place. Only an extrainnings loss at Henderson Sunday sapped the Tigers’ steam. At the midway point of the regular season, Belle Plaine is 4-8 overall with a 2-4 mark in the River Valley League. The Tigers are on the road again this weekend, heading to an eight-team invitational tournament in Farming, Minn. – up in Stearns County – known as the FBI Tourney (Farming Baseball Invitational). ‘Andyman’ Tourney This Weekend in Cologne, NYA The annual “Andyman Baseball Tournament” featuring several area youth baseball teams will be played this weekend in Cologne and Norwood Young America. The tournament raises awareness of suicide and mental health in honor of Andy Hendel, a former Cologne youth ballplayer who took his life in 2012. After opening ceremonies at Cologne’s Fritz Field Friday (June 23), Eden Prairie’s American Legion team will face Spring Lake Park at Fritz Field at 5:30 p.m. There will also be games in Norwood Young America at 5:30 p.m. and throughout the weekend. Farm Bureau Honors Area Sesquicentennial, Century Farms Longtime family-owned farms in Carver, Sibley and Le Sueur counties are among the 33 recipients of the Minnesota Farm Bureau’s Sesquicentennial Farm Award for 2017. The honorees (and the year the farms began) include Carver County family farmers Karen and Brad Bentz, Hamburg, 1864; Orland and Shirley Feltmann, Norwood Young America, 1866; Dean R. Loehrs, Norwood Young America, 1866; and Carl and Lillie Tesch, Mayer, 1867.

In Sibley County, the honoree is Merry Kay Bandelin, Arlington, 1866. The Le Sueur County honoree is Sullivan Farms, Le Center, 1857.

Earlier this spring, families owning century farms were also honored. They include the Schultz farm in Belle Plaine, 1914; the Hartman farm in Jordan, 1916; the Stemig farm in Jordan, 1874; the Tupy Farm in New Prague, 1917; the Fahrenkamp farm in Prior Lake, 1861.

Carver County’s century farm is Lisa and Mark Laumann’s farm in Waconia, 1917. In Sibley County, century farms include the Orlin Pieschke farm in Arlington, 1909; the O.O. Whim/Johnson farm in Gibbon, 1911; and the Frederic and Marlyes Latzke farm in Le Sueur, 1917. She works in disability services in an effort to connect people to the support they need to live their best life. She has used writing and speaking to others as part of her healing process. LaCroix and her family have lost more than one loved one to suicide. She will share her story of loss including what it means for her personally to be a survivor and the hope she has found through a willingness to have difficult conversations with her children, friends, family, and her community. The council also OK’d the final plat for the complex. • Approved the new downtown tree uplighting policy. The new policy governs the uplighting of trees or special events and every day. • Approved submitting a pregrant application to the Minnesota Historical Society for $171,989 for rehabilitation of the Episcopalian Church. The funding, if approved, will help with plaster and window repair, HVAC improvements, and flooring repair and replacement in the church. • Approved removing former City Administrator Mike Votca’s name from the list of approved signers on city accounts at State Bank of Belle Plaine. • Following a public hearing, repealed and replaced a section of city code governing signage. • Approved a developer’s agreement for Buesgens Commercial Center, an undeveloped commercial development across from Coborn’s Superstore along Hickory Boulevard. • Authorized a preliminary report for the 2018 street improvement project. The project will address the reconstruction of Oakwood Circle, Robert Circle, and Oakwood Drive north of South Street. • Cancelled the July 3 city council meeting. The council’s next meeting will be July 17. • Met in a workshop to discuss life-cycle housing with representatives of Scott County CDA & First Stop Shop.

There was no July 4th celebration in Belle Plaine that year. A softball league was formed with four teams representing Triangle Motor Company, Lynch Brothers, Hahn’s Store, and Art Haas. The Martin Hagens were touring as far west as Montana. Edw. C. Johnson was in charge of the elevator during Mr. Hagen’s absence. A raiding party brought into town two stills of 300 gallons each, which they said were found on a farm south of Norwood. The St. Paul man who operated the plant was taken into custody. The marriage of Miss Alice Bartel and William A. Whitlock took place. The couple took a wedding trip to the Black Hills. The Minnesota Skat league held its summer tournament in Belle Plaine. There were 160 players registered. Belle Plaine celebrated the completion of its street paving with an immense crowd in town. Congressman Andersen was chief speaker. Featured was a street pavement dance. Remains of James Sughrue, 58, former resident of this community were brought here from St. Paul for funeral services at Sacred Heart Church. The Lutheran congregation of the German Settlement held its annual picnic in the grove on

Zion Lutheran Church in Benton Township observed its centennial June 23 – 30. The church was founded by Rev. Friedrich Kahmeyer in 1857 and the following year the ďŹ rst log building housing the church and parsonage was erected. The frame church built in 1880 was destroyed by ďŹ re in 1954, and the church-school-auditorium was dedicated the same year. Flooding of the Minnesota River brought heavy loss to hundreds of farmers in the Minnesota Valley from Redwood Falls to Mendota. All crops in the Belle Plaine, Blakeley, Carver, and Henderson sections of the valley and in more distant portons of the river valley were a total loss. Kiernan Graham, Irie Bergs, Thiel Brothers, and Robert Graham organized a relief meeting for farmers and others who suffered crop loss or property damage by ooding from the Minnesota River. Rev. Christian W. Heuer, beloved former pastor of Redeemer Lutheran Church, died at the age of 84. Dennis George Connelly died at his home in Belle Plaine following a long illness. Belle Plaine Elementary School Principal Earl Gransee encouraged parents to pick up their children’s report cards by Friday, June 26, or to wait until the ďŹ rst day of school next fall. A report card included a child’s fourth quarter grade, next year’s room assignment, a “Fitnessgramâ€? from the President’s Council on Physical Fitness, and a list of supplies needed for next year. Numerous report cards were also left for parents to pick up at the junior and senior high schools.

Milred Boyle, a resident of the Belle Plaine Lutheran Home, turned 101 years old on June 11 and fondly remembered the many changes that occurred during her century of life as a city girl, having never lived on a farm. Saturday Alive, an afternoon of Christian music featuring former Minnesota Vikings Joe Jackson and Jay Carroll and singers Steve Gamble and Leesa Cherry, was scheduled for Saturday, June 27, at Belle Plaine’s South Park. The concert was free and sponsored by the Shakopee Full Gospel Businessman’s Association, Skyward Communication, and local businesses. Over twenty people showed up Saturday, June 20, to lend a hand in giving the old Episcopal Church on the corner of Church Street and Highway 25 a fresh coat of white paint and red trim. OfďŹ cers of the Scott County Historical Society estimated it had been at least ďŹ fteen years since the church was last painted and that it would take another two Saturdays to ďŹ nish the work and add a second coat. The Society purchased about 100 gallons of paint to do the job. The 17th Annual Sidewalk Cookout was planned for Friday evening, June 26. About a dozen grills were expected to be set up in the downtown area, with free meat samples served starting about 7:30 p.m. Two groups of businesses were planning hog roasts, with Harold Krueger of Winsted providing musical entertainment on Meridian Street from 6 to 9 p.m. Construction continued on the Highway 25 Bridge. Having begun in late April, a seven-member crew from Arcon Construction of Mora, MN was working on the $608, 883 project, which included removing the old bridge, originally built in 1935, and building a completely new one at the existing site. The bridge was expected to be 11 feet wider than the old one, increasing from 26 to 37 feet wide, and include a six-foot wide sidewalk on the east side. State Senator Earl Renneke from Le Sueur expressed his displeasure to Governor Rudy Perpich at the progress Minnesota is making to reduce stockpiles of used tires and to move ahead with reclamation efforts of the existing ow of discarded tires. Renneke pointed out that the Tirecycle Plant in Babbitt and the tire “chipperâ€? facility in Andover, even if operating at peak capacity, would take years to get rid of the stockpiles. The Pollution Control Agency estimated there were 4 to 5 million waste tires in dumps at that time, and 3 million more could be added each year. The U.S. Fish and Wildlife Service reminded waterfowl hunters and other conservationists that the price of Federal Migratory Bird Hunting and Conservation Stamp, better known as the “Duck Stampâ€?, would increase from $7.50 to $10.00 on July 1, 1987. Navy is at the end of his enlistment. His future plans include attending the University of Minnesota this fall. Joe, Libby and Murphy are moving back from the Navel Base in Bremerton, Washington, where Joe worked as a hospital corpman and temporarily making their home with Libby’s folks, Jerry and Judy Johnson in Le Sueur. Scott County Mulls Potential Transfer of CR 1 to Blakeley Twp. With two county roads linking Highway 169 and Blakeley village so close together, Scott County is considering a proposal to transfer responsibility for County Road 1 to Blakeley Township. Thursday (June 15), Scott County highway staff heard loud and clear from township residents that the rural community doesn’t want and can’t afford to accept the road. About 40 Blakeley Township residents gathered at the township hall and expressed their disagreement with the county’s proposal. The county’s proposal is to turn County Road 1 back to Blakeley Township and maintain the newly-improved County Road 60 as a link between Highway 169, Blakeley village, Scott County Road 6, a bridge over the Minnesota River, and Sibley County Road 6. County highway staff and Commissioner Barbara Weckman Brekke of Jackson Township represented Scott County. Township Supervisor Rob-

ert Wagner said County Road 1 should remain a county road because it primarily serves regional traffic traveling between Highway 169 and Sibley County, not Blakeley Township residents. “It’s been a county road for as long as anyone can remember, from the beginning of time,” Wagner said. “The county thinks it (turning back County Road 1) is a great idea. Every single resident there thinks it’s a horrible idea.” The county will address the idea of turning back roads at a workshop. The date of that workshop has not yet been set. Weckman Brekke said she heard the objections of township residents but is waiting for input from county staff before making up her mind on the proposal. She is also interested in learning how County Road 60 is used once it has been open for a several months. “They made some very good comments and points,” she said. “If the data supports that it is not local, we’ll see.”

Tri-City United Adds Clubs to List of Official School Activities Robotics, cheerleading and weightlifting are no longer club sports in Tri-City United schools. The school board recently voted to elevate the club activities to official school-approved activities. The approval begins with the coming school year (2017-18), the

Montgomery Messenger recently reported. The activities can now receive varying levels of school district funding. The new activities will cumulatively cost about $4,000. TCU serves Montgomery, Lonsdale, Le Center, and area townships.

Tigers Drop Two at State Tourney By the time the Belle Plaine High School baseball team wrapped up the Class AA state tournament, the Tigers were out of pitching and struggling to keep pace with two good teams, Marshall of Duluth and New London-Spicer. In the end, they came home proud of their success this season. Belle Plaine dropped two games in St. Cloud, both by 8-4 scores. The Tigers finished the season at 20-4. They reached the state tournament for the second year in a row, the first time BPHS had accomplished the feat. “Our top pitcher, Brody Curtiss, had an arm injury that only allowed him to throw three innings over the last six weeks of the season, so that did hurt our depth,” said Pat Schultz, the team’s head coach. “We felt confident in the guys that pitched for us, but just a combination of not making the plays, not making the pitches and facing some good hitting teams hurt us.” The coach thanked his seniors for their efforts. They were part of solid success the last two years including two MRC titles, two section titles, two Belle Plaine tourney titles, and a combined 45-6 record. Jared Miller, Nathan Herman, Brody Curtiss, Jon Schmidt, John Glynn, Alec Ruud, and Noah Ellingsworth will be missed greatly, the coach said. “They leave the program much stronger than when they started,” he said. BPHS seniors Brody Curtiss was named to the Minnesota State High School Baseball Coaches’ Association All-Star Team. He’ll play for the South Metro team in the all-star series at Chaska Athletic Park this weekend. Curtiss will play for the Metro South team. The team will play Friday (June 23) at 12:30 p.m. and Saturday at 9 a.m. The association named Belle Plaine’s Nathan Herrman allstate. He will not play in the tournament.

But the Hilltopppers came back, taking advantage of timely hitting and untimely Belle Plaine errors. The Tigers finished the game with four errors. Marshall narrowed Belle Plaine’s lead to 4-3 after six innings and wrapped up the win with five runs in the seventh. Offensively, the Tigers managed seven hits. Carsen Ladd and Schmidt each had two hits. Alec Ruud, Miller and Curtiss also had hits. Ladd scored twice for the Tigers. Tyler O’Brien also scored for BPHS. He did not have his best stuff but really worked hard to give us four good innings of 1run ball. We really hit the ball well this game but again left too many guys on base early in the game,” Schultz said. Belle Plaine took a 3-0 lead in the fourth inning. Curtiss and Nathan Herman opened the inning with back-to-back doubles; Miller and Andrew Hunsader had RBI singles. Curtiss hit a solo home run in the fifth, his fourth home run of the season. New London-Spicer scored five times in the fifth inning to take a 6-4 advantage. The Wildcats added two more runs in the sixth. “This was a tough game and tough way to end a great season. I was very proud of the way the boys came to play

today after such a tough loss against Duluth Marshall. They were excited and ready to play a couple games and finish strong, but it just was not in the cards,” Schultz said. “Our pitchers really battled both games and only allowed four walks over the two games. Our defense unfortunately struggled and we made our pitchers work more than they needed with all of our errors.
