to sell bonds for $700,000 more than it otherwise would have had the request been granted. The city has not yet determined the exact cost of the overpass project. It estimates the project will cost $5.9 million. Most the money will come from bonds issued by the city. The city’s plan to finance the overpass is primarily based on bonding. Without the advanced money from Scott County, the city will use $700,000 from its reserves. It will replace the $700,000 taken from reserves when it receives the funding from Scott County, said City Administrator Holly Kreft. The exact amount of the sale will be determined when the feasibility on the project is completed. The city is also expecting $902,000 in state funding. That amount includes $200,000 to remove the three-quarters left turn for northbound traffic turning left off Highway 169 into Belle Plaine. City staff will meet tomorrow
(Thursday, June 25) to discuss the impact of the board’s decision, said Dawn Meyer, the city’s finance director. The exact cost of the proposed overpass will be identified in the feasibility report on the project. The report will be completed later this summer.
Opposition
Commissioners Barbara Marschall of Prior Lake and Jon Ulrich of Savage led opposition to the request. Marschall based her opposition on a county practice of not delivering dedicated funding until projects are deemed completed by the county engineer. “Our process is not Mn/DOT’s process,” Marschall said. Ulrich was concerned that a city might receive advanced funding and then be caught in a pickle if bond interest rates or bids are more expensive than

The news sent Neumann scurrying to research Belle Plaine, the Twin Cities, and Minnesota. “I’ve wanted to visit the United States for a long time. I’ve only seen it in movies,� Neumann said. “I didn’t want to be just a tourist.� Among Neumann’s greater concerns were Minnesota’s winters. Winters in Idar-Oberstein are typically much milder than here, with little snow, she said. She learned of Belle Plaine’s Irish heritage but was pleasantly surprised to learn German immigrants played a role in settling the community. The school year here is differ-
ent than in Germany. Schools are off for six weeks during the summer, not nine. Students there have two weeks off for the Christmas and Easter holidays. Neumann’s English is more than adequate. Her accent is noticeable but not too thick. She’s easy to talk to and made many friends. She noted many of her classmates and other BPHS students were interested in her because she was a new and friendly face, open to meeting people.

Jordan City Council OKs Chickens in Most Every Backyard Jordan residents will soon be allowed to raise chicken in their backyards, thanks to a city council approval of in-town poultry. The city council recently voted 6-1 in favor of allowing residents in single-family or two-unit residential areas to maintain up to four hens. Roosters are prohibited. The ordinance also requires people to
keep the coop areas clean. They can’t sell chickens or eggs and may not butcher them on the premises, the Jordan Independent recently reported. The coops can be no smaller than 4 square feet per hen and can’t be any larger than 40 square feet. The coops must be at least 25 feet from the property line.

in “Beauty and the Beast,� basketball and softball. She had never played competitive basketball or softball before, but picked up the game quickly. She earned some playing time on the sophomore team toward the end of the season. She dressed for a varsity game but did not play in a game. During the softball season, she played on the sophomore team. Her greatest successes, she said, were in the field and running the bases. In Idar-Oberstein, sports are not directly connected with schools. Instead, they are played as club activities outside of the school day. “I’m not in sports. I didn’t plan to do any of it. Mrs. Jacobson asked me to try out for the play,� Neumann said. “It was a nice way to meet people, make friends. There are so many opportunities to do different things. It was fun.� She attended BPHS’s homecoming dance in the fall and prom this spring. She expected the homecoming dance to be a bit more formal. The post-prom festivities at Mall of America were a pleasant surprise, Neumann said. Her class load was similar to other BPHS students. She took a photography class at the Southwest Metro Co-op building in Chaska, advanced algebra, English, American history and women’s fitness. Neumann expected the English class to be more challenging than it turned out to be. “The first part was a lot of review,� she said. The BPHS teachers impressed Neumann. She said they take more time to get to know their students compared to her teachers back in Idar-Oberstein. “The teachers here are a lot more motivated. If the teachers are more motivated, the students are more motivated,� she said. Students in Neumann’s hometown begin learning English as a second language in fifth grade. The school she attends has about 600 students in fifth through 12th grades. She believes American students are academically equal to their German counterparts. But the academic expectations are higher in Germany. “That doesn’t mean American students can’t do it, it just means the school doesn’t push things as hard,� Neumann said. Lessons in the classroom were just a part of what Neumann learned before she had to leave Saturday before her visitor’s visa expired. She learned plenty about independence and spending money wisely. During a visit to Burnsville Center last summer, she dropped $200 on clothes. Her parents, Claudia and Steffen, gave her a credit card with preset spending limits on it. “I’ve never been to a mall,� she said. “Half of them I didn’t even need.� There were decisions Neumann faced where she longed to lean on her mother for advice. She was able to ward off bouts of homesickness via communicating with family and friends via Skype and Facebook. “I’ve become more independent. I hope to maintain that,� she said.
Future Lifeguards John Winterfeldt taught a CPR class to Belle Plaine’s junior lifeguards, who are not yet old enough to be lifeguards but are taking the necessary steps to be so in the future. Assisting Winterfeldt during Tuesday’s class was Doug Sweeney of Ridgeview Medical Center, which manages the Belle Plaine Ambulance Service. Also on hand was Belle Plaine Swimming Pool Manager Jackie Hillstrom. About a dozen junior lifeguards attended the class.

Hospital Card-O-Rama Winners Announced The 2014-15 Card-O-Rama year was a social and financial success. More than 300 individuals played in 28 different groups, vying to be named to the winners’ circle. The group presented a check for $2,000 to the Mayo Clinic Health System – New Prague Foundation. A Year of Learning
The year was also one of new experiences and expanding perspectives for the Johnson family. Becky Johnson, a 2003 BPHS graduate, wanted her family to experience life with a foreign exchange student. There were times when Johnson and Neumann had to adjust to each other. The teenager was set in her ways and had to adjust to living in someone else’s household. Johnson provides daycare service and had to adjust to an active, sometimes noisy house. “There were some challenging days and some days where she was kind of like a friend,� Johnson said. “There were times I’d see her homesick and it was really hard.� When she was a high school student, Johnson’s parents – Brenda and Mark Schultz – welcomed a Polish foreign-exchange students into the house. Back then, the Rotary Club sponsored foreign-exchange students. Johnson appreciates the lessons Neumann taught her family, sons Alex, 9; Carter, 3; and daughter Abbie, 7. “I just wanted my kids to experience the whole cultural exchange,� she said. “We enjoyed having her here. It was a nice opportunity taking care of somebody else’s child.�

Nearly 300 Cited in Scott, Carver Counties for Seatbelt Non-Use Ninety-seven motorists received citations from sheriff’s deputies and police officers in Carver County during a seatbelt enforcement sweep during May. Overall, 293 voters were cited in Carver and Scott counties last month. The 97 unbelted motorists in Carver were among 7,393 motorists cited statewide for not buckling up during the extra enforcement period May 1831. Carver County Sheriff Jim Olson encourages people to use seatbelts. “In a crash, the vehicle may stop moving but the occupants don’t unless they are buckled up,” he said. In Scott County, police and sheriff’s deputies issued 293 citations to people not wearing seatbelts during a specialized enforcement period. The enforcement sweep saw 23 officers work 286 hours focusing on unbelted drivers. There was also one DWI arrest, four arrested on outstanding arrest warrants and 17 citations issued for people driving without a license. According to preliminary figures, almost one in five of the 278 motor vehicle occupants killed in 2014 in Minnesota were ejected or partially ejected. Ninety-four percent of the people killed when ejected from vehicles were unbelted, Olson said. Airbags are not a replacement for seat belts in preventing injuries, he said. Preliminary figures show that in 2014 in Minnesota, airbags deployed a reported 16,624 times when the occupant wore a seatbelt.
Bridget Fogarty DeVolder, 51, of Bloomington, passed away suddenly of a brain aneurysm on Sunday, June 14, 2015. Services have been held. Her life’s passion was her cherished son Hoyt. Bridget was Hoyt’s biggest supporter in school and sports. She served as team manager for many of his teams and spent countless hours volunteering for booster club activities. Bridget was a 14 year employee of The Leuthold Group, before that she was employed by Morgan Stanley Smith Barney. Fifty-six percent of these cases resulted in no apparent injury. That compares to 34 percent in the 767 cases where airbags deployed and occupants were not wearing seatbelts. According to the National Highway Traffic Safety Administration, in 2013, there were 9,580 unbelted vehicle occupants killed in crashes on our nation’s roads. Locally, in Carver County, there were zero unbelted vehicle occupants who died, but two unbelted vehicle occupants were severely injured. “Wearing a seat belt is the single most effective way to avoid being killed in crash, and it just takes three seconds of your time to click it,” Olson said. “It’s ultimately up to each person to make that choice, but each one of us can speak up about buckling up to protect the important people in our lives.” Minnesota law requires all motorists to buckle up or be seated in the correct child restraint. Officers will stop and ticket unbelted drivers or passengers. Seatbelts must be worn correctly — low and snug across the hips and shoulder straps should never be tucked under an arm or behind the back. In Minnesota, children under age 8 must be in a child restraint, unless the child is 4 feet 9 inches or taller, whichever comes first. Rear-facing infant seats are recommended for newborns (at least 1 year and 20 pounds) to children up to age 2. For children age 2 years and older, Olson said, it’s preferable to keep children in a harnessed restraint as long as possible.

The company that owns and operates Mala Strana Health Care Campus is in the process of selling the operation to Mankato-based Monarch Health Care Management. The sale includes Mala Strana facilities in New Prague, Mankato and Lake Crystal. The closing is slated for July 1. The New Prague City Council recently granted Thro Company’s request to release it from a developer’s agreement, a necessary step in the sale of Mala Strana, the New Prague Times
recently reported. The city set up a tax-increment finance agreement in 2002 to assist Thro Company’s efforts to expand Mala Strana. The last TIF payment was made in 2013. Marc Halpert, chief operating officer at Monarch Health Care Management, said no changes are planned at the Mala Strana facilities because the operation is running well. He credited Chris Thro, president of Thro Companies, with helping to make the sale an easy process.

Thirty Years Ago This Week 60 Years Ago (1955)
Chef at Work Jim Daly donned his chef’s hat and cooked a generous supply of his specially-flavored sausages at Belle Plaine’s 1985 sidewalk cookout. Albeit a light turnout, Belle Plaine schools got a vote of confidence as voters approved a 4 mill increase in the school district mill levy. The vote was 286 in favor of the levy and 121 against. The 4 mill increase was expected to raise $124,440 annually. The Belle Plaine City Council at its upcoming meeting would have to settle a dispute among property owners over the proposed construction of a playground adjacent to the new Edberg Subdivision. The controversy arose because if the playground was to be built, what was known as Crest Street would have to be closed and dedicated as park land. Some property owners at the end of West Main Street and Sunset Drive favored keeping Crest Street as a road, while others wanted to see it closed and become a playground. The 25-unit, 125-rider Camp Courage Wagon Train stopped over in Belle Plaine that Thursday to water their horses and dine on chili and buns provided by the Belle Plaine Chamber of Commerce and Rotary Club. The wagon train was met outside of town by Mayor Fran Schuman and Chamber of Commerce President Simon Haefner, both of whom rode into town in a covered wagon. Haefner presented Wagonmaster Scott Gottschalk with a check for $150 on behalf of the chamber. The Red Door Bar attracted the most attention at that Friday’s annual sidewalk cookout. The Red Door served a whole hog with all the trimmings. There were about a dozen businesses taking part in the cookout. in San Francisco Township the son of Mr. and Mrs. Lars J. Anderson (Anna Wallund). Gary L. Bohlman, 24, of rural Jordan, passed away June 20 at St. Francis Regional Medical Center in Shakopee. He graduated from Belle Plaine High School in 1979 and had been employed in road construction for various firms until he became ill in the summer of 1983. He was a former member of the Belle Plaine Saddle Club and was an avid hunter, trapper and angler. Milford L. Madden, 89, of Green Isle, passed away June 22. He was born Oct. 29, 1985 in Jessenland Township to Lawrence W. and Mary (Young) Madden. He married Geneva Joyce on Oct. 14, 1925. Richard Charles Allen, 18year-old son of an English general practitioner, would soon become Belle Plaine’s next Rotary International foreign exchange student. Canterbury Downs opened June 25 but its impact on Belle Plaine’s economy was yet to be seen. The $70 million thoroughbred racetrack was just 20 miles from Belle Plaine and would hold about 25,000 but attendance was limited to the 15,000 range during opening week to avoid overwhelming inexperienced personnel. It was expected that many of the thousands of daily customers would be coming from southwestern Minnesota and pass through Belle Plaine. Local businessmen, especially those along Highway 169, hoped to scrape off a few dollars as racing fans traveled to and from the track. The Belle Plaine town baseball team improved its record to 8-4 by winning three of four games, defeating Green Isle 5-2, New Germany 10-6 and Plato 6-1. The lone loss of the week was against Chaska 9-4. Jim Groth was strong all week for the Tigers, both on the mound and at the plate.
Rev. J.A. Burman, pastor of West Union Lutheran Church, celebrated his 40th anniversary in the ministry. The congregation gave a surprise party in his honor. Mr. and Mrs. M.C. McCormick, Mr. and Mrs. Cyril McCormick and Mike McCormick Jr. were at Cedar Rapids, Iowa, to see their son and brother, James McCormick, who was hospitalized after a motor vehicle collision. John Rolf, son of Mr. and Mrs. Victor Rolf of Hancock Township, and Miss Helen Schultz, daughter of Mr. and Mrs. Henry Schultz of Bottineau, N.D., were married at the Lutheran Church in Bottineau. The groom, who was to be ordained on July 26, served as vicar at Bismarck in 1954. Mr. and Mrs. Eugene O’Brien and Lloyd O’Brien entertained the O’Brien clan in honor of Private Mike O’Brien. Lee’s remodelled bar and lounge held its grand opening. The building had been completely done over with a front of Kasota stone and central door entrances. The interior of both the bar and lounge were completely new. Death took the mother of Mrs. Peter (Dorothy) Hamper of Route 1, Belle Plaine. Mrs. Frances D. Sinn died at the age of 58. The annual Sunday School picnic of St. John’s Lutheran Church, held at the park, was participated in by the entire congregation. Henry A. Leibhard, former Jordan farmer and father of Harlan Leibhard of Faxon Township, died at a Crookston hospital at the age of 73. Miss Marcella Tellers, daughter of Mr. and Mrs. Hubert Tellers of Belle Plaine, and Stanley Zlotkowski, son of Mr. and Mrs. Louis Zlotkowski of Cologne, were united in marriage at St. John’s Catholic Church, Sibley County. Bernice Gertrude Odenthal, daughter of Mr. and Mrs. Ted Odenthal, became the bride of Francis Thomas Michel, son of Mr. and Mrs. Norbert Michel of New Prague, at St. Scholastica Church, Heidelberg. Matt Schommer and Clara Hartman were married in the Jordan church. Their attendants were Mr. and Mrs. Phil Hartman. Sergeant T.J. Ince, who had been with the American Embassy in Madrid, Spain, was chosen as a member of the Marine Security Guard to go to Geneva, Switzerland, for the Four Power Conference. Rice and Carr lakes, south of Belle Plaine, were in the process of acquisition by the state and 15 other lakes in the county were being considered for possible acquisition.

Farmers were saying that if rain didn’t come soon, crops would be in a bad way. The bond issue for a new school building, approved by the majority of voters, ran into difficulties. Expectation was the money could be borrowed from the state but the state said it hadn’t the money to loan. Michael F. Daly, one of the first Assumption settlers, died at age 66. The town had big expectations for the Fourth. It looked as though everyone was coming to Belle Plaine to celebrate.
New Prague City Council Studying Future of Pool Now that New Prague Are School District voters have OK’d a bond that will fund the construction of a new indoor pool and other school improvements, city council members are wondering what to do with the New Prague’s existing outdoor pool. The city plans to operate the aging pool on South Lexington Avenue for at least two more summer. But the 30-year-old pool and its bathhouse need significant, and costly, renovations. The city says the pool, wading pool and bathhouse all need repairs. Repairing the pool itself could cost up to $516,471. Renovating and expanding the pool could cost between $1.4 million and $1.6 million, the New Prague Times recently reported. The city says concerting it to a spray pad, without a pool, could cost up to $558,600. The city estimates closing the pool could cost between $47,400 and $55,200. The annual operational cost approaches $105,000. The city council will continue discussions at future meetings.

Letters to the Editor Dear Editor, Illegal chicks present their sad goodbye. My name is Lulu. I am a beautiful Golden Star hen. I live with three lovely ladies I call my sisters. We were hesitant about writing this letter but decided not to chicken out. We have a luxurious coop, with a fence, tucked nicely underneath the deck of our owner’s home. We provide our owners with delicious eggs and much entertainment. They say we are “illegalâ€? (whatever that means). We may get a little loud when we get in a chatty conversation and start clucking, but not as loud as some dogs we hear or the constant cackling when my owner has her lady friends over! My owners have recently received the dreaded letter‌.we have been busted!! O’Cluck!!! Our time here is up! Our owners are sad but understand. We never meant to ruffle any feathers. We never meant any disrespect to anyone including the City of Belle Plaine. We have been living here peacefully for four years with no worries. We understand the “heightened sensitivityâ€? lately with the chicken controversy. Really, what’s the controversy? We are just four happy chickens living in peace, harmony and enjoying life. My owners say we have to be relocated to a more chicken friendly “ruralâ€? area, so we are choosing between Burnsville, Carver, Glencoe, Jordan, Le Sueur, Minneapolis, Norwood Young America, Savage, Shakopee or St. Paul (just to name a few). Dear Editor, SPECIAL SESSION: EXECUTIVE OVERREACH OR EXTRAORDINARY OCCASION? In recent days, the news media has characterized the special session called by the governor as somewhat ordinary. It’s a fair claim and noteworthy that we have had 29 special sessions during the past 40 years, 14 special sessions for the 40 year period prior to 1975 and only seven special sessions in more than 75 years since statehood in 1858. Article IV, Sec. 12 of our state constitution states that “A special session of the legislature may be called by the governor on extraordinary occasions.� Merriam-Webster defines extraordinary as 1a: going beyond
what is usual, regular, or customary b: exceptional to a very marked extent c: of a financial transaction: nonrecurring. It would appear that extraordinary is the operative word in this circumstance and by definition our special sessions are no longer extraordinary. Past custom and usage demonstrates that special sessions were called primarily to deal with emergencies or situations beyond the control of the legislature. The year 1862 is cited for dealing with war, the 1930s with relief caused by the great depression, 1944 with suffrage for our military during World War II. Notable during the last 40 years and 29 special sessions we have dealt with; floods six times, budget and finance issues 18 times notably including education issues, twice about iron range unemployment benefits, once to finance a baseball stadium, and once at the request of Dayton-Hudson Corporation in an apparent move to have government protect it from private hostile shareholder action. Whether Democrat or Republican, it is clear that the executive branch of state government is increasingly more willing to abuse its executive power in a manner which should be suspect. The governor’s office has often been called the “bully pulpit.� Threatening government shutdowns, by making demands from the executive, is acting in a manner which appears increasingly to be a strategy to legislate from the executive branch which is a separation of power reserved to the Legislature. The governor has failed to deliver his State of the State addresses during the past two years until well into the legislative session (April 9 and April 30), after committee deadlines for bill introductions and only weeks before the end of the regular session. Building consensus and laying out his visions, goals or priorities early are essential to the legislative process. Casting a veto to bipartisan legislation because the executive wants did not survive the legislative process or legislators sent by the people to represent them is being abusive to the process. Try again next session, like every other failed initiative. It is wrong for the executive to threaten shutdown of government for personal initiatives. Special sessions should be reserved for circumstances of dire emergency, presumably by situations that become “extraordinary� and not because a legislative priority did not survive a bipartisan legislative process. Chaska May Limit Number of Off-Sale Liquor Retailers How many off-sale liquor stores does Chaska need? The city council in Carver County’s largest city isn’t complete certain it needs another one. The Chaska City Council recently tabled a request from Target Corp. for an off-sale intoxicating liquor license at its store on Pioneer Trail. Council members raised concern about Target’s application and the potential impact it could have on other established intoxicating beverage retailers in the Chaska. Councilor Jay Rohe said Chaska already has “plenty� of liquor retailers. Rohe wants to encourage business growth in Chaska, but not at the expense of existing businesses, the Chaska Herald recently reported.
City Administrator Matt Podhradsky warned the council about the lingering impact of not approving Target’s application. He noted an anticipated application for a grocery operation expected near the intersection of Highway 212 and Engler Boulevard. The development is expected to include off-sale liquor sales. “If we put a limit here, that would be a limit we carry into the future,� Podhradsky said. Target’s proposal is for a selfcontained liquor store within the existing store. It will have a separate entrance. City staff will check city ordinance on liquor licensing and bring the issue back for additional discussion at a future council meeting.

Moving Right Along
Workers from Deming Construction of Fairfax were nearly finished with the exterior brick work on Cologne Academy’s 33,000-squarefoot expansion last Friday (June 19) afternoon. Work on the expansion is running on schedule and should be ready for the charter school’s teaching staff to occupy late this summer. The $14 million expansion, which includes a gymnasium, will serve middle school students as the school’s enrollment grows to about 575 for the 2015-16 school year and near 700 students for the following year.

Lutheran Home, U of M to Partner on Federal Grant The University of Minnesota School of Nursing has been awarded a $1.2 million dollar grant in partnership with The Lutheran Home Association of Belle Plaine through the Federal Department of Health and Human Services Agency for Healthcare Research and Quality to study the potential impact that health monitoring technology has on persons with Alzheimer’s/dementia and their family caregivers. The goal of this five-year research demonstration project is to measure the effectiveness of advanced technology that utilizes monitors and sensors to provide remote health monitoring around the clock to help persons with Alzheimer’s disease and other dementia-related conditions maintain independence and optimum health. The remote monitoring system uses monitors and sensors to track daily activity and alert caregivers if an incident has potentially occurred, such as a fall, wandering or missed medication. According to the Alzheimer’s Association Facts and Figures 2014, Alzheimer’s disease is the sixth-leading cause of death in the United States. More than five million Americans are living with Alzheimer’s or other dementia conditions. In 2012, 15.4 million caregivers provided more than 17.5 billion hours of unpaid care to people suffering from Alzheimer’s disease

The Lutheran Home Association has been implementing health monitoring technology across multiple settings, including private homes, for the past six years and has launched technology-enabled care models that assist older adults to live independently in their homes. The assumption among some was that a local person would stay on the job longer. After Tilleson’s departure 30 years ago, the council received 41 applications for her replacement. Eight were interviewed, including Nelson Ladd, a 1981 graduate of Mankato State College and assistant student activities director at Gustavus Adolphus College in St. Peter. The interviewing committee eventually offered Ladd the job, and not only did he accept, but he remained here in excess of 30 years. Ladd announced earlier this year that he will be retiring on June 30. City and the school’s district staff members had a going away gathering for him Monday at the high school. Ladd said he plans to continue to make his home in Belle Plaine after retirement, adding that it is “Belle Plaine” that made him stay on the job here for so long. “I think this is a great com-

munity and we’ve always had good support here for our programs,” Ladd said. Ladd’s wife of 40 years, Cindy, commutes to Bloomington daily and works in the Finance Department at Normandale Community College. Nelson and Cindy met when they were students at St. Mary’s High School in Sleepy Eye. Their three children graduated from BPHS – Jason, Michele and Ryan, all of whom still live in Belle Plaine. They have 10 grandchildren, including Aiden, who will be a senior at BPHS and is an all-conference player for the baseball team. When asked what some of the biggest changes to his job have been since 1985, Ladd said it’s been the addition and evolution of the various activities and programs the department oversees. “We only had four Little League teams when I started. There were no girls’ teams and none of the current 10 fields that have since been developed,” said Ladd, adding that there are now about seven baseball and five girls’ (softball) teams. started include tennis, soccer, basketball, volleyball and football, the latter including flag and tackle and the inclusion of numerous younger age groups. Ladd said another big change has been the rise of local sports associations and the need for further coordination and assistance. “The programs start with older groups and then progress to younger age groups and they just keep evolving,” Ladd said. Not only is the department responsible for all recreation programs, but it includes community education enrichment programs such as School-Aged Care, Preschool, Early Childhood and other youth programs such as youth theatre and summer camps. To help offset all the additions to local community services programs through the years, the city of Belle Plaine assumed the operation of the Belle Plaine Community Swimming Pool several years ago, which helped Community Education and the Recreation Department focus on other responsibilities. Ladd said there have been many community members who have volunteered and assisted his department to make Belle Plaine a better community for its youth and students over the past 30 years. “The support and contributions from the volunteers has been tremendous and the Community Education and Recreation programs would like to recognize and thank all of them for their devotion and dedication to the community.” Taking over Ladd’s job in July will be Chad Eischens, who has been activities director at New Ulm High School the past four years. Eischens will also assume the duties of Belle Plaine Activities Director Mindy (Sparby) Chevalier, who will become assistant principal at the high school. Current community services secretary Pandy Anderson will be making the move with Eischens from the Belle Plaine District Center to the high school next month. The current community services office will become occupied by the special education department, which is headed by Chad Williams.
Nicholas Paul Brandt of Belle Plaine made the Spring Dean’s List at North Dakota State University. He majors in Architecture. Casey Liebhard of Belle Plaine is a recipient of the Mimi Frenier Award in Gender, Women and Sexuality Studies from the University of Minnesota, Morris. The award is granted annually to a junior or senior gender, women and sexuality studies major in recognition of high academic achievement, and social, political and civic activism. Lisle Garcia of Belle Plaine graduated from St. Cloud State University with a Bachelor of Science Degree in Community Psychology. Jennifer Bauer, Andrew LaJeunesse and Jacob Raddatz of Belle Plaine were named to the Spring Dean’s List at the University of Minnesota Duluth.

I received my copy of “The Ney News”, a newsletter about activities at the Ney Nature Center, in the mail this week and was once again reminded of the great asset that we have located just minutes from Belle Plaine. From the front page article on Amazing Monarchs to the updated information on the trails and the programming that occurs at the Center, the newsletter was a great read. As a LeSueur County Park, the Ney Center is open from sun up to sun down and the Education building is open from 9 a.m. to 4 p.m. on Tuesdays and Thursdays. The Ney Center is a great place to explore nature and expand your science knowledge by walking the trails, viewing the various plant life including everything from towering oaks to prairie grasses and exploring the pond on site. There are summer camps available for elementary age students on several dates this summer. If interested, please visit the Ney Center website at www.neycenter.org and look for the “Summer Day Camp” page for more details. I would like to remind everyone that our Community Education & Recreation personnel are now located in the high school located at 220 S Market Street. Pandy Anderson, Dorothy Saulsbury and Nelson Ladd are present to answer any questions that you may have about Community Education programs. The phone number for Community Education will remain the same at 873-2411. Office hours in the summer are 7:00 a.m. to 4:30 p.m. on Monday through Thursday and 7 a.m. through 11:00 on Fridays. Although the 2015 legislative session ended with some positive financial news for Minnesota school districts, other details of the education bill are now emerging and I am not very excited about what I see at first glance. It appears that significant changes are coming in the area of student assessment including eliminating the ACT as a required test for all juniors beginning in the 2016-17 school year after it was just implemented for the first time this past year. Additional assessment changes have been outlined and I will provide more information on these changes in a future column. With additional aid on its way from the state, the Belle Plaine School District’s budget for the coming school year shows slight growth. Monday (June 22), the school board formally approved an overall 2015-16 budget that calls for $20.39 million in spending and $20.166 in revenue. It reflects a slight drop in overall enrollment and reduced spending a year after the district invested heavily in technology infrastructure and iPads for students and staff. The school district’s general fund will again dip into fund balance. The approved budget calls for $15.9 million in spending with income $15.67 million. Over 70 percent of the general fund covers salaries and benefits for the school district’s staff. The school district will enjoy the benefit of additional basic state aid – about $117 per student (2 percent) in 2015-16 and another two percent in 201617. That aid amounts to about $206,000 district wide. But enrollment is expected to drop slightly. The school district is expecting a K-12 enrollment of 1,600. It is also expecting about $1.1 million less in local revenue through fees and interest earnings. The imbalance of revenue and expenses will have the district taking a slight dip into its reserves. The district expects it will reduce its undesignated fund balance by $48,948 -from about $1.48 million (as of June 30) to approximately $1.43 million by this time next year.

Eischens is replacing Nelson Ladd, the district and city’s longtime director of community education. The school district covers about 70 percent of Eischens’ salary. Eischens comes to Belle Plaine from New Ulm. He was one of about 20 candidates for the job. None of them had the credentials to run the school community education and activities departments, said Superintendent Kelly Smith. In other action at Monday’s (June 22) meeting, the Belle Plaine School Board: • Paid bills totaling $921,481.08. • Recognized the achievements of BPHS’s state participants on the track-and-field and trapshooting teams. • Accepted the resignations of Jen Grabow, early childhood special education teacher, and

No girls are currently participating in this program. If interest in participation in the program is indicated at a later time, the district can apply for a renewed partnership agreement. • Approved using aid-certification certificates of up to $1.3 million in aid. The certificates will cover cash flow needs between state aid payments. Chuck Keller, the district’s business manager, said the actual amount the district will use will likely be closer to $500,000.

Two Belle Plaine Men to Provide Henderson Hosting Annual ‘Sauerkraut Days’ This Weekend ‘Horseplay’ at CD Release Party Belle Plaine Included in Classic Car, Tractor Parades
Arm wrestling, classic car and tractor cruises, a cabbage toss, live music and all the sauerkraut you can stomach – it’s all part of Henderson’s annual summer festival, Sauerkraut Days, this weekend (June 26-28). The festival begins Friday night (June 26) with the ‘Kraut Cruise at 7 p.m. in downtown Henderson. Over 100 cars are expected to participate in the classic car cruise. Registration begins at 5 p.m. at Henderson’s Bender Park, with a $5 per-ve-
hicle fee. Free goodie bags will go to the first 100 entrants. The cruise will arrive in Belle Plaine crossing the river on the Highway 25 bridge and leaving on Scott County Road 6 through Blakeley village and back to Henderson. The Sauerkraut Days Royalty will be honored at 8 p.m. under the big top at Bender Park and the Rum Runners will perform at 9 p.m. Saturday’s (June 27) sauerkraut festivities begin with a grad-and-go breakfast starting at 7 a.m. followed by a 5k run/ walk and 1 mile kids run at 8 a.m. both at Minnesota New Country School. Two Belle Plaine musicians have announced they plan to hold a coming out party for their debut CD of “Horseplay,” which is also the title of their band, on Saturday, July 11 at the Winders family barn. Jack Winders and Jayden Howie, both of whom graduated from Belle Plaine High School in 2013, wrote or co-wrote the album’s 10 original songs. Area Residents Enjoy A Run Along the Lake at Grandma’s Marathon Belle Plaine and area runners enjoyed a run along scenic Lake Superior last Saturday during the annual Grandma’s Marathon and Garry Bjorklund Half-Marathon between Two Harbors and Duluth, Minn. Just over 6,000 runners ran the marathon. Jim Yule of Belle Plaine posted the fastest time among local runners. The 42year-old marathoner finished in 4 hours, 42 minutes and 9 seconds. Belle Plaine Trapshooters Tournament 8th at Team State Competition This Weekend Heitz Finishes in Tie for Fifth, is Among 30 Top Individuals
With four of its five shooters hitting over 90 percent of the clay targets, the Belle Plaine High School Trapshooting team shined at the Minnesota State High School League state championships Saturday morning at the Minneapolis Gun Club in Credit River Township. Belle Plaine finished eighth in a 30-team competition where each team took aim at a perfect team score of 500. The Tigers finished with a team score of 457. Lakeville South and Fairmont topped the team standings with team scores of 464. Monticello (461), Buffalo (460), Hopkins (459), St. Michael-Albertville (459) and New Prague (458)
finished ahead of Belle Plaine. “I’m so proud of these kids. They did a great job,” said Jack Schuneman, BPHS’s head coach. Belle Plaine’s shooters were lead by Josiah Barringer and Jacob Maresch. They both finished the team competition hitting 94 of 100 targets. Brandon Heitz, who also competed as an individual, finished the team event with a score of 93. Joey Buck finished the day with an 83. Belle Plaine finished the team competition ahead of two neighbors and rivals, Jordan and Le Sueur-Henderson. Jordan finished 17th with a team score of 445. Le Sueur-Henderson finished 27th with a team score of 429. Schuneman said his shooters were pleased to finish ahead of Jordan, the team that won the conference. “Jordan is a good team and we wanted to get them,” he said.
This is the first year Belle Plaine has earned a berth in the state meet. The Tigers earned the chance to compete as a team last Saturday at the qualifying competition in Alexandria.
Individual’s Competition
In the individual’s competition Saturday afternoon, Heitz finished in a tie for fifth place, hitting 96 of 100 targets. He was one of 12 shooters who posted a 96. Six shooters finished with 97 and eight shooters hit 98 of 100 targets. Three shooters finished with 99s. “There are some really good shooters out there,” Schuneman said. Bryan Grotte of Fairmont won the individual’s competition with a perfect score of 100. Grotte hit 95 of 100 targets during the team competition earlier in the day.

Gray Tigers Open Season 1-3 by Mike Zellmann Tigers 2, Burnsville 2 The season opener for the Belle Plaine Gray Tigers looked like it would get off to a great start when they traveled to Northfield on May 9 to battle with the Millers in an exhibition game. The Tigers opened the scoring with a double by Dave Kreft and a singles by Mike Zellmann and Paul Fogarty to plate two runs in the first inning. But that would be all they could muster as they were baffled by Northfield pitchers the rest of the game. Belle Plaine’s pitching duties were shared by veteran Terry Knop, rookie Dave Kreft and Mike Tracy. They would only give up two runs in eight innings, but after eight innings, both teams decided to call it a tie. Burnsville 11, Tigers 0 The Tigers traveled to Burnsville on May 15. Burnsville joined the league this year and proved it will be a team to be reckoned with in the River Valley League. Terry Knop took the mound and battled, only giving up two runs in five innings, but the Tigers could only get two hits off the Burnsville battery. Burnsville broke it open in the sixth and won the game 11-0. Rosemount 10, Tigers 0 The Gray’s traveled to another new league foe in Rosemount on June 7. They found a team that was ready to swing the bat. Meanwhile, the Tigers could
only find one hit. This made it three hits in two games and this will not win many games. Rosemount hitters took it to Terry Knop and rookie pitcher Shane Hofmann, with the game finishing early by the 10-run rule 10-0. Tigers 5, Gaylord 2 The Gray Tigers headed to Gaylord for another new foe. They had rookie pitcher Dave Kreft pitching against his old teammates. Kreft pitched a great game, going 10 inning in his first outing since town team. Yes, the game is only supposed to go seven innings but Kreft stuck in the game for 10 innings. Belle Plaine opened the scoring in the first inning with a single by Eric Burgemeister and two stolen bases and a fielder’s choice by Brett Kruschke (yes this might be his first Gray Tiger RBI). The Tigers scored their second run in the second inning on a single by Zellmann and an RBI single by Jeff Fahey. But this is all the Tigers could get until the 11th with the game tied. Phil Wulf, Zellmann and Fogarty led off with base hits, plating two and rookie Justin Johnston getting the final single to seal the deal for the first win of year. Mike Tracy closed the door for the save in the final inning to get Kreft his first over-35 win 5-2. Loretto 11, Tigers 8 The Gray Tigers took on Loretto last Thursday and had to
go with the Iron 9 with no subs due to many previous commitments. The Tigers gave Loretto five runs in the first inning on numerous errors and miscues. Belle Plaine’s Eric Burgemeister did step to the plate in the second inning and hit his first career grand slam home run to get the Tigers back in the game. But Loretto scored a run or two each inning, while the Tigers could only put up a few other runs and ended up losing 11-8. The Tigers’ hitting attack was led by Burgemeister and Zellmann with two hits apiece. The Tigers were hitting the ball around the yard with many loud outs. The Gray Tigers will play the Le Sueur Legends with a few ex-Tigers on the team 7:30 p.m. tonight (Wednesday) at Tiger Park. The annual Andyman Classic Baseball Tournament – a fund-raiser for the Andy Hendel Foundation – will be held Friday through Sunday (June 26-28) at the baseball fields in Cologne and Norwood Young America. This is 16-18U tournament that will consist of a maximum of 16 teams. Teams from Belle Plaine, Buffalo, Lake Elmo, Lakeville Junior Legion, Lakeville South Legion II, Plato Legion, Minneapolis Post Office Legion No. 540, Rockford, Shakopee, Spring Lake Park, Watertown and host Team Andy (Cologne/ NYA) will compete in the baseball tournament. Belle Plaine opens tournament play Friday, 8:30 p.m., vs. Plato at Wilkommen Park in NYA. The Tigers play Saturday at 8:30 a.m. and again at 5 p.m. The tournament is designed to raise money for scholarships to schools and other organizations promoting teen suicide prevention and mental health. Andy Hendel, a Cologne resident known as “Andyman,” died unexpectedly on Jan. 22, 2012 in Cologne. He was 16.

Despite a 3-11 overall record, the Tigers are 3-2 in River Valley League action. Saturday was the Tiger Open Golf Tournament fund-raiser at CreeksBend Golf Course in New Prague – it was a truly splendid day and the proverbial good time was had by all. Coming away with the victory was once again “Team Gloege” – captained by Kirk, co-piloted by Casey, and joined also by Brian “Beaver” Chilman and Jonny “BBQ” Beberg. Congrats gentlemen, and thanks to all the golfers and hole sponsors for your support! The Tigers are in the Hamburg/Green Isle Tournament this upcoming weekend and open with a 6:30 p.m. Friday game against the Faribault Lakers at Hamburg. Faribault had a magical state tournament run at Belle Plaine and Jordan last year, reaching the quarterfinals before losing 2-1 to eventual champion Sobieski. The Tigers’ next game will be Saturday in Green Isle against Waconia or St. Patrick – 8 p.m. with a Friday win, or 5:45 p.m. with a Friday loss. Prior Lake 7, Tigers 0 The only River Valley League Class B team of five not to receive votes in the latest Class B state rankings cast a few votes to play against Belle Plaine again next year, leaving with a complete-game no-hitter from pitcher Tyler Edwards. The game was still technically within reach until the ninth, when with two outs four runs poured in to make it 7-0. The Tigers’ only base runner Edwards allowed all night was a beanball of Chase Emmers with two outs in the sixth inning. With one out in the ninth, the Tigers certainly raised some eyebrows by attempting to bunt for a hit, but that ground out was sandwiched by strikeouts Nos. 10 and 11 to cap Edwards’ sterling evening. Veteran catcher Pat Schultz pinch-hit and was the first victim of the ninth, while brother Mike did likewise and was the game’s last out after extending the dramatics with a few foul balls. As you might have put together, there weren’t a lot of offensive highlights for the Tigers. They did start five rookies and lacked usual starters Travis
Latzke and Pat Schultz – not to take anything away from Edwards, who had that no-hitter look from early on. Derek Dahlke started on the mound and went one inning, allowing one run. Wes Sarsland chucked five quality frames, scattering as many hits while yielding two runs. Joe Hankins cruised along for 2 2/3 innings before the Jays’ deluge with two outs in the ninth. Tigers 10, Kaiserhoff 4 The Tigers made the journey down to New Ulm looking to improve on a pretty ugly 2-11 record. A last-second flurry of no-shows also made the lineup a little unsightly, as manager Mike Schultz found himself in the DH slot and Matt Schultz donned the catcher’s gear for the first time in a year. Looking on the bright side though, Matt got a chance to make a new friend for life after nine innings of great conversation with the umpire. Derek Dahlke continued his rehab from arm troubles and threw a strong first inning, giving up no runs. Ben Wagner took over from there with six strong frames, giving up four runs (none earned). The rookie right-hander struck out three and allowed two walks, while pitching to the worst amateur baseball strike zone seen in years. Josh Terrio tossed the last two innings, giving up no runs while striking out four. Congrats to Wagner on his first town-team ‘W’. Belle Plaine was hot offensively, plating 10 runs on 10 hits. It probably should have been more than 10, but the Tigers’ youth showed a little bit with numerous poor base-running decisions throughout the game. Tyler Hartman and Aiden Ladd both had three hits on the day. Manager Mike filled up the stat sheet as usual, going 2-for-3 with two hit-by-pitches and two runs. Belle Plaine ATA Family Martial Arts and Karate for Kids of Belle Plaine not only participated in Saturday’s parade, but put on demonstrations in the wrestling ring later in the day.
John and Mary Stier brought their 1928 Model A Ford to Friday’s Classic Car Roll-In on East Main Street. John said he recently purchased the vehicle from his father, Loren, who owned it Amy and Jenna Westin served up some barbecue spare ribs for Andy’s Bar and Grill during for a number of years.
