Council to Hold Public Hearing on Amendment to Ridgeview Plan July 5

One of the Belle Plaine City Council’s first orders of business coming out of the long holiday weekend next Tuesday will be to hold a public hearing on a proposed change to the planned unit development and replat for the soon-to-beconstructed Ridgeview Health Campus in Belle Plaine. Final plans, which were approved by the council on June 20, call for a mixed-use development that will include a three-story, 54-unit senior independent living center, a 12,900square-foot medical clinic with future vertical expansion, and a 10,000-square-foot health and wellness center. Construction of the complex, which will be located near the intersection of Highway 169 and County Road 3/Meridian Street, is expected to begin this summer. However, it was noted in the council’s packet on June 20

that Ridgeview Medical Center and The Lutheran Home Association will be introducing a proposed planned unit development amendment and replat of the health campus. The proposed replat includes a new lot that would create the potential to transfer fee ownership of the lot to a different property owner. Belle Plaine Community Development Director Cynthia Smith-Strack noted in the report that the new parcel would be owned by private investors and would be taxable, but it is the intent of The Lutheran Home Association to purchase the land within the next five years, at which time The Lutheran Home would propose to change the property from taxable to tax exempt. During a recent workshop, Ridgeview Vice President John Prondzinski explained that Ridgeview had been seeking the

YMCA as a partner, which did not materialize and Ridgeview pursued other options. City Council Member Cary Coop expressed concern over the fact that the city provided a business subsidy to Ridgeview with the intent of increasing the city’s tax base, and that now it appears a portion of the development could become tax exempt. Despite concerns by Coop and possibly other council members about the proposed taxexempt status of the new lot (if approved), Smith-Strack said Monday that she’s optimistic the issue will be resolved and that she “looks forward to the project breaking ground this July or August.” Mayor Mike Pingalore echoed that, saying in no way does he see the issue as a deal-breaker. Next Tuesday’s public hearing will begin shortly after 6:30 p.m.

Belle Plaine Again on Short List Scott County Board Commits of Cities to Win Excellence Award to 3-Year Pilot Drug Court Green Isle Part of Group Award

For a second year in a row, Belle Plaine has earned a City of Excellence Award from the League of Minnesota Cities. Last year, Belle Plaine was one of four cities in the state to win the award for its development of the Community Archery Park. This year, it won the award for its Tiger Watch Program. The awards were presented last week at the League of Minnesota Cities annual conference in St. Paul (see photo). To compete for consideration as a City of Excellence, cities self-nominate a project, program or initiative that was administered to achieve one or more of the following – improvement of the quality of a city service, development of an effective or innovative way to solve an old or common problem, modification of a program from another community or organization to fit city needs, discovery of a way to save the city money without compromising service results, and/or creative involvement of city staff or citizens in making a decision.

Winning entries this year were chosen in three population categories and in a special topical category. A description of each winning nomination follows: Topical category – Creative Programs in Public Safety Services City of Belle Plaine – “Tiger Watch Program” Tiger Watch is a community program designed to enhance the safety of young residents. The concept for the program was developed by Belle Plaine Police Chief Tom Stolee. It involves the identification of public facilities– city buildings, vehicles and schools – along with participating local businesses as safe havens for children who are lost or whose safety is immediately threatened. City staff and other participants at the approved facilities have gone through background checks and have been trained to be the first contact, and will stay with the child until parents or police arrive to assist. Facilities participating in the program are visually indicated with a “Tiger Watch Safe Zone” decal in the window. Children or vulnerable adults who feel

threatened are encouraged to seek facilities displaying the decal for safety. Tiger Watch is a successful public/private partnership that could easily be replicated in other communities. By engaging a network of schools, businesses and places of worship, the city helped to create a broader venue for community safety. Population Under 5,000 Oak Park Heights – “From Pit to Park Project” The city worked with volunteers, local businesses and residents to turn a vacant, closed fly ash landfill pit into a new city park. The city also formed a task force of residents to create a formal plan that included suggested amenities to be located on the site, including a new playground, parking lot, trails and a picnic pavilion. The park was funded with the help of a grant from Kaboom! Inc., and the city collaborated with the state of Minnesota, Xcel Energy and a local business to design and construct an

Up to $900K Program Will Begin This Fall

Hoping to reduce the number of potentially expensive drug cases and jail time, the Scott County Board is going to try a drug court beginning this fall. Last Tuesday (June 21), commissioners formally committed up to $900,000 over the next three years to fund a pilot program. They hope it will reduce recidivism and the number of people taking up space in county jail cells. Besides commissioners, the program has the support of district court judges Christian Wilton and Rex Stacey, police, the sheriff’s office, the Southwest Metro Drug Task Force, the county attorney’s office and public defenders. “This is a much more intensive program,” said Tim Cleveland, director of Scott County Community Corrections. Typically, a person convicted of a drug-related crime will do some jail time, 180 days on average, deal with a chemical use assessment, possibly treatment and some level of random testing as part of a sentence. Cleveland said national statistics show 77 percent of offenders who go through the

standard program are arrested again within three years. Those stats show that three-fourths of drug court grads remain arrestfree for at least two years after completing the program. In a drug court, offenders are spared jail time in exchange for more intensive supervision. They are subject to far more rigorous testing – twice a week in addition to more intensive supervision over 14 to 24 months, Cleveland said. The program will be open to men and women who have been convicted of serious drug crimes, probation violations and offenses related to a drug habit, like burglary or theft. The program is not open to violent offenders, Cleveland said. “We’re focusing on high-risk, high-need offenders. This is not for someone with a first-time fifth-degree possession.”

Exploding Caseloads

The program comes at a time when Scott County District Court has seen an 85 percent increase in the number of felonylevel drug cases between 2011 and 2015. In actual numbers, Scott County District Court saw 216 drug cases in 2011. By 2015, that number had increased to 399 cases. Most of the growing number of drug cases involves metham-

phetamine and heroine. In a presentation to the county board last month proponents of the drug court said “what we are doing isn’t working.” The presentation cited the “revolving door” of incarceration and inconsistency between judges. Judges Stacey and Wilton are the two district court judges who will handle drug court cases. Stacey has first-hand personal experience with the impact of heroin. Grand Marshal Named for BBQ Days Parade Belle Plaine’s 58th annual BarB-Q Days celebration will take place July 15-17. The grand marshal of this year’s parade is Bill Kruschke. Among the featured events returning this year are the Friday evening Horse Show, Saturday’s morning’s Bull Run followed by the parade at noon, and Sunday’s 4 p.m. Queen Coronation. The festivities will wrap up with the always popular Spectacular Fireworks Display.

Mid-July Opening? Workers from S.M. Hentges and Sons of Jordan continue to make steady progress on the construction of the overpass near the intersection of Highway 169 and County Road 3/Meridian Street in Belle Plaine. The bridge deck and its road approaches are nearing completion and, according to Belle Plaine Mayor Mike Pingalore, the bridge could to be open to traffic by midJuly in time for Bar-B-Q Days. Last September, S.M. Hentges and Sons was awarded the project at the low bid of $3,179,966.84, which was over $1.2 million below the city engineer’s construction estimate of $4,387,703. The Belle Plaine Fire Department held a recognition event last Wednesday to recognize a number of improvements that were made recently to the interior of the fire hall. Among those improvements were new kitchen countertops donated by Cambria valued at approximately $12,000. Bikers Bring Buddy Bears to Belle Plaine Members of the Tri-County Chapter of American Bikers for Awareness, Training and Education (ABATE) recently stopped in Belle Plaine to donate 15 Buddy Bears to Southern Valley Alliance for Battered Women. The bears -- complete with Harley-Davidson vests -- are for children of domestic abuse victims. The group made a pit stop there to eat as it made its trek from the Le Sueur County Pioneer Power grounds to Henderson in conjunction with the latter city’s Sauerkraut Days taking place this past weekend. The convoy also passed through Belle Plaine.

All Cleaned Up and Ready to Go Earlier this month, a crew from Athletic Surfacing Construction of Coon Rapids completed resurfacing the courts at the athletic complex. It’s the first resurfacing work at the courts since they were built almost a decade ago. The project cost about $54,000. The district wants to resurface the adjacent track this year.

A Warm Day for a Kraut Run Nearly 150 runners and walkers took off from the starting line of Henderson’s 5K Sauerkraut Days fun run and walk Saturday morning in downtown Henderson. The run-walk was part of Sauerkraut Days, Henderson’s summer community festival (June 22-24). It included a car cruise, softball tournament, flea market, bean bag tournament, arm wrestling tournament, tractor rides, pedal pull and live music. Other Sauerkraut Days highlights include 2,500 brats sold during three days, most smothered in sauerkraut. Kyle Mullins of Mankato needed only 110 seconds to eat two pounds of Kraut. Festival attendees consumed over 1,600 pounds of free sauerkraut.

Rose I. Madlo Ingo V. Werner Ingo V. Werner, 42, of Belle Plaine, passed away June 20, 2016 after a brief illness. Funeral services will be on Wednesday, July 6 at 11 a.m. at Trinity Lutheran Church in Belle Plaine. Visitation will be at the church on Tuesday, July 5 from 4-8 p.m. and one hour prior to the service on Wednesday. Interment will be at Oakwood Cemetery in Belle Plaine. Lunch will follow at Kingsway in Belle Plaine. Because of Ingo’s reverence for the church, his family has asked that all those in attendance wear ties and dress jackets if possible. Ingo was born on July 3, 1973 to Wilhelm and Gisela (Buerke) Werner in Kreuzau, Germany. He grew up in Kreuzau, Germany and graduated from university in Germany with a degree in Economics. After university, Ingo worked for Akzo Nobel in Duren, Germany, and also served in the German army. He came to the United States in 1998 to marry Kristin Rawlings. They were married on August 22, 1998 at St. Timothy Lutheran Church in Lombard, Illinois. The couple relocated to Minnesota in 1999, and settled in Belle Plaine in May, 2004. Ingo worked for Pillsbury/ General Mills until 2002, until he became GM of Kromer Corp in Plymouth. He most recently worked for Purchasing Professionals. Ingo faithfully served and was active at Trinity Lutheran Church and School in Belle Plaine. Ingo is survived by his wife, Kristin; children, Adriana, Willy and Sophie, all of Belle Plaine; his mother, Gisela Werner of Germany; and brother, Guido (Bernadette) Werner of Kreuzau, Germany. In lieu of flowers, memorials are preferred to be made to the Ingo V. Werner Supplemental Needs Trust at the State Bank of Belle Plaine.

Jaxson was born Monday, June 6, 2016 at 8:16 a.m. He was 7 pounds, 13 ounces and 20 inches long. His proud parents are Ashley (Blaschko) and Ridge Erhart. Rose I. Madlo, 90, of Belle Plaine passed away peacefully on Wednesday, June 22 at Central Health Care nursing home in Le Center, Minnesota. Funeral service was at 11 a.m. on Monday, June 27 at St. John Lutheran Church in Belle Plaine. Rev. Mark Johnson officiated. Visitation was one hour prior to the service at church on Monday morning. Interment was in Oakwood Cemetery in Belle Plaine. Rose was born on September 14, 1925 in Faxon Township, Sibley County to Paul and Ida (Schultz} Bessel. She attended country school and helped take care of the family farm. On November 18, 1944 she married Joe Madlo at St. John Lutheran Church in Belle Plaine. They lived on the family farm in Belle Plaine for 62 years. Rose enjoyed going on rides in the country side, stopping somewhere for lunch and spending time with family. Rose is survived by daughters, Carol (Dave) Preuhs of Le Center, Gloria (Leon) Volek of Belle Plaine; son, Ron (Sharon) Madlo of Cabool, MO; sister-in-law, Virginia (Otto) Bessel of Belle Plaine; brotherin-law, Ortwin Hafemann of New Germany; grandchildren; great-grandchildren; nieces and nephews. She is preceded in death by her parents; husband, Joe; son Dale; brothers, Warren, Sonny (William) and Roy; sisters, Florence Otto, Violet Stier and Babe (Delores) Hafemann; sister-in-law, Mabel (Laabs) Bessel; brother-in-law; Harold Otto; and granddaughter, Clara Madlo.

HD is known as the quintessential family disease because every child of a parent with HD has a 50/50 chance of carrying the faulty gene. Edward John Schaaf, 90, of Pequot Lakes, MN, passed away Thursday, June 23, 2016, at his home. Services will be 10 a.m. on Wednesday, June 29 at Our Savior’s Lutheran Church, Pequot Lakes. Visitation was Tuesday from 5-7 p.m. at Kline Funeral Home, Pequot Lakes and one hour prior to the service at the church. He was born to Charles and Sofia Schaaf on September 20, 1925, in Markville, MN. He served in the U.S. Navy during World War II. Edward was united in marriage to Marjorie Wilson on March 26, 1949, at the Sacred Heart Catholic Church in Markville, MN. Over the years, they made their home in Underwood, ND, Virginia, Hoyt Lakes, Minneapolis, Cass Lake, Belle Plaine for 30 years, Pequot Lakes and Dassel; and wintered in Harlingen, Texas from 1993 to 2007. Edward was a life member of the American Legion and an active member of IUOE Local 49, Pelican Lake Conservation Club and Our Savior’s Lutheran Church. He enjoyed traveling, wild ricing, cooking, animals and spending time outdoors. Farmers Market Corner The Belle Plaine Farmers Market 2016 season is in full swing. The market runs Wednesdays, from 3:30 to 6:30 p.m. (rain or shine) through Oct. 12 at Court Square Park, 410 North Cedar Street. There are so many reasons to celebrate the 176 farmers markets present in the state of Minnesota! Due to the fertile soil, many types of agriculture and huge diversity in products grown and raised by Minnesota farmers and producers, farmers markets have become prominent in both small towns and urban centers. Farmer to Farmer Tour July 7 This year’s annual Carver County Farmer to Farmer Dairy Tour will showcase ways to improve dairy management practices utilizing cow and heifer activity monitors, demonstrations of tail switch trimming and natural ventilation system calf facility. The Farmer to Farmer Dairy Tour will begin with registration at 10:30 a.m., Thursday, July 7 at the Mayer Community Center, 413 Bluejay Avenue, Mayer. The program will begin at 11 a.m. with a video presentation and discussion of Tail Switch Trimming Options by Dr. Gerard Cramer and Dr. Marcia Endres, PhD, Professor Department of Animal Science, University of Minnesota, followed by a free lunch. At 12:45 p.m. the tour will convene at the Tom and Jody Luebke farm, 5385 County Road 123, Mayer, to view their 80-cow dairy farm.

Tour breakouts will include: Cow and Heifer activity monitors and how they impact herd health and cow comfort, Building a Natural Ventilation Calf Facility by Tom Luebke and Maynard Moen, along with a demonstration of Cow and Heifer Tail Switch Trimming. The program will wrap up at 2 p.m. The Luebke farm features a new automatic calf feeding system installed in May 2015, with cow and heifer monitors installed in Oct. 2015. The cows are milked in a step-up parlor and are housed in a compost barn. The Farmer to Farmer Dairy Tour will be held rain or shine and is a cooperative endeavor of the University of Minnesota Extension, Carver County Dairy Core Team and Minnesota Dairy Initiative-SouthCentral Region. This is a free event with lunch provided by the Carver County Dairy Core Team.

Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: My husband and I are arguing about the proper way to stop at a stop sign. He insists if you are 20 feet away from the sign and stop, because a car in front of you may have stopped and then pulled half way out into the intersection and stopped again, your stop 20 feet back constitutes a legal stop and you do not need to stop again before proceeding into the intersection. Can you put it in writing for me? Or better yet, cite the statute? I’ve bounced around the statute site all evening and not found anything that specifically addresses this. Thanks. Answer: Minnesota State Statute 169.30 states: “Every driver of a vehicle shall stop at a stop sign or at a clearly marked stop line before entering the intersection, except when directed to proceed by a police officer or traffic-control signal.� At a stop sign with a marked stop line, you must stop before the line. If there is a pedestrian crosswalk, you must stop before entering the crosswalk. If the vehicle in front of you comes to a stop in the improper place, you are still required to come to a stop in the proper position and proceed only when it is safe, and when you have the right of way. All stop signs require that you come to a complete stop; you must also come to a complete stop in the following situations: – Before entering a road from an alley, a private driveway, a parking lot or a parking ramp. – Before crossing an adjoining sidewalk or crosswalk. – At an intersection or crosswalk with a traffic signal displaying a red light you must

stop until the signal changes to green and your path is clear before proceeding. – Treat a flashing red traffic light as you would a stop sign. – At a freeway ramp meter, you must stop when the light is red. – At a railroad crossing with a stop sign you must come to a complete stop. At railroad crossings without a stop sign, proceed with caution before crossing, making sure there is not a train approaching. – When a flag person or traffic device directs you to stop. – At a bridge that has been raised to open a path for boats to pass beneath it. After you have come to a complete stop, you must yield to the right-of-way to pedestrians, bicyclists and traffic before proceeding. If your view of the intersection is obstructed, be alert and prepare to stop again for traffic or pedestrians that may be in your path. Pedestrians and motorists are equally responsible for pedestrian safety. We all must follow the law, pay attention and share the road. Together we can drive Minnesota Toward Zero Deaths. Cologne Water Treatment Plant, Well Bids Ready for Council OK Mineral Services Plus, Dickson said. Cologne plans to fund the construction with a loan from the Minnesota Public Facilities Authority. Saulsbury believes the bids came in at an acceptable level for PFA. The loan will be repaid over a period of up to 30 years. The city council is looking at the potential for a slight rate hike and a possible plant surcharge to generate revenue toward repaying the PFA loan, Dickson said. Construction of the plant and well could begin this fall. The plant will be ready to serve Cologne household and businesses by the fall of 2017, Dickson said.

Olness Hits 50 Years in Banking St. Francis Regional Medical Center The Minnesota Bankers Association (MBA) recently inducted Bruce Olness, chair of CornerStone State Bank in Le Sueur, into its Pioneer Club during its Annual Conference and 127th annual meeting at the Kahler Grand Hotel in Rochester. The Pioneer Club honors bankers who have been in the banking industry for 50 or more years. Bruce Olness’ banking career started upon advice from Pern Canton, the president of the American State Bank of Moorhead. He grew up on a sugar beet farm north of Moorhead.

Upon attending the University of Minnesota and later graduating from Moorhead State University with an administration/ finance degree, he joined the office of the Comptroller of the Currency as an OCC examiner on March 10, 1966. Following eight years with the OCC, Olness joined the First National Bank of St. James as vice president. After spending 18 months in St. James, he joined the Le Sueur State Bank as president. In 1997, the bank name was changed to CornerStone State Bank, which currently has seven locations, including Belle Plaine.

A Speedy Air Ambulance Sam Zurn and Ann Buesgens checked out the compact patient area on the North Memorial Hospital helicopter ambulance. Both girls were members of the Belle Plaine Volunteer Ambulance Association. Zurn was one of the 12 lucky ambulance personnel drawn to have a free ride in the helicopter following the presentation. The $1.5 million ambulance demonstrated its practical use for Belle Plaine ambulance members on June 30, 1986 at the Civic Center. The Agusta was the fastest commercial helicopter made and ew 180 miles per hour. With North Memorial Hospital 35 air miles away from Belle Plaine, it took just 12 minutes to y here. Saying he would like to make a transition to the world of business, Scott County Sheriff Doug Tietz surprised many by announcing that he would not seek a third term as sheriff. That announcement came as Scott County Attorney Kathleen Morris surprised many by ofďŹ cially ďŹ ling for reelection to the chief prosecutor’s job. She would be opposed by New Prague attorney James Terwedo, who also made his candidacy ofďŹ cial on the ďŹ rst day of the ďŹ ling period. Balloting was reported as quite heavy in the Public Utilities Commission-sponsored election to decide whether or not Belle Plaine was to get Metro Phone Service. Ballots had to be mailed by July 8. Major Gen. Patrick Hessian, son of Mr. and Mrs. Emmett Hessian of Belle Plaine, retired from the Army. In his 23 years of military service, Hessian rose to the highest rank possible for chaplains and held the title of Chief of Chaplains with his ofďŹ ce on the ďŹ rst oor of the Pentagon. He planned to return to Belle Plaine for the summer before heading back to Washington D.C. in the fall to attend Georgetown University. Crops looked excellent in the Belle Plaine area with corn 3 feet taller than the old adage “knee high by the Fourth of July.â€? Most early-planted corn in this area was between 5 and 6 feet tall with later plantings 3 to 4 feet. Soybeans were also looking good. A week after announcing that curfew hours for minors would be strictly enforced in Belle Plaine, police were keeping that promise by apprehending three minors the past week and escorting them home. The minors and their parents were reminded that curfew hours will be respected. A sizeable crowd of citizens and those involved in the criminal justice system turned out that Friday for an informational planning meeting pertaining to the proposed construction of new jail facilities in Scott County. A new state law requiring drivers to produce proof of insurance began that week. The law stated that every driver shall have in his immediate posses-

sion proof of insurance at all times when operating a motor vehicle. The town Tigers baseball team had to forfeit to Shakopee because not enough players showed up for the game, and Sunday’s game in Carver couldn’t be played because their diamond was soaked from the rising Minnesota River.

Thomas Joseph Burns, lifelong resident of the St. Thomas community, met death suddenly when he was jolted from his tractor, his head striking the disc. He was 65 years old. The Blau relationship had a family reunion of 78 people at the park. Many came from a great distance. Howard Wolter, son of Mr. and Mrs. Otto Wolter of Waconia, died at the University heart clinic. He was 22 years old. Miss Donna Frank, daughter of Mr. and Mrs. J. Wm. Frank of Belle Plaine, was invited to visit and entertain American troops in the European Command as trombonist with the renowned “Kids from Homeâ€? show. Earl Ruehling entered his name as a candidate for the ofďŹ ce of county commissioner, ďŹ rst district. He was at that time a member of the St. Lawrence Township Board. There was a gathering of about 75 at the annual reunion of the Blume relationship. It was held at the home of Mrs. Heidingsfelder, nee Alma Oldenburg. The marriage of Miss Marjorie Savage, daughter of Mr. and Mrs. Maurice R. Savage, to Martin Malinski, son of Mr. and Mrs. Martin Malinski Sr. of Le Center, took place at Sacred Heart Church, Belle Plaine. The Edberg clan from Belle Plaine, East Union, Carver and Minneapolis held a family reunion at the Belle Plaine park. Donna Mae Modriefsky, of New Prague, died Saturday, June 25, 2016, surrounded by her family at Mala Strana Rehabilitation Center. Donna was born September 29, 1951 in New Prague to George and Sylvia Soukup Hughes. She attended Trebon Country School and Montgomery High School. On November 8, 1975, Donna married Michael Jr. at Holy Redeemer Catholic Church in Montgomery. The Modriefsky family lived on the northwest side of the St. Thomas Lake. This writer grew up on the southwest side and rode the Le Sueur School bus with Mike, and his sisters Diane, Janet, and Gladys during the 50’s and 60’s. Even though it isn’t easy to get to Henderson from St. Thomas, many attended the Sauerkraut Days events over the weekend. The tractor ride passed through St. Thomas Saturday morning, and the Owl Parade in Henderson, Saturday night and Grand Parade on Sunday were enjoyed by many. Cleveland knows “we have many more that could be considered.” Proponents say Scott County’s drug court will save about $1,400 per participant, savings that include jail time. Cleveland believes keeping people out of jail, employed and contributing to society makes the investment worthwhile. If drug court works, the county board will consider making the court permanent in 2019. That would mean the $300,000 to $350,000 annual cost would be incorporated into the county’s annual budget beginning in 2020.

“It’s a mountain of money, but if it works it will be money well spent,” said Commissioner Joe Wagner of Sand Creek Township. “I hope it works. We can’t do nothing and expect any change for the better.” The initiative is a matter of timing. Several years ago, county commissioners passed on a proposed DWI court. With the growing number of serious drug cases, proponents said doing nothing isn’t much of an option. “As Judge Wilton said, ‘the timing is right’. We feel this will be beneficial to Scott County,” Cleveland said. Scott County is not wading into untested waters. The first drug courts date back to 1989 in Miami, Fla. Now, about 2,900 drug courts – 13 in Minnesota -- are in operation around the country. Hennepin County started the state’s first drug court in 1996.

Jackson Feddema, a senior, played shortstop and hit .282 with 12 stolen bases. He had a fielding percentage of .897 on the season at a very important position. Le Sueur-Henderson Cole Pengilly, a junior shortstop, hit .294 with a .429 onbase percentage. He had 11 RBI in conference play, as well as three doubles and two triples. He fielded at a .915 clip, making only four errors on 47 chances. Phillip Champagne, a sophomore catcher, hit .321 with a .441 on-base percentage and seven RBI. He threw out six runners trying to steal in conference play and had a .980 fielding percentage. He performed beyond expectations when put into a position with very little experience. Mayer Lutheran Sam Schlueter, a senior first baseman and designated hitter, led the Crusaders with a .385 batting average and a .464 onbase percentage. He had 25 hits, three home runs and 20 RBI. She had the highest on-base percentage and scored the most runs for the team. She was the lead-off hitter most of the season and played second and third base. Alyssa Louwagie, a junior outfielder, is an extremely hard worker on and off the field. She was a leader at the plate this season, recording 20 hits and scoring 10 runs. She really improved over the course of the season in the outfield and made some great catches. Mayer Lutheran Martina Saulsbury, a sophomore pitcher, was the Crusaders’ top pitcher this season. Her ability to throw strikes, hit spots and change speeds kept her team in games all season. She also had a good year at the plate, leading the team in runs scored while finishing second in hits, batting average and on-base percentage. She was also a top run producer. B.P. School Board OKs 2016-’17 Facilities Maintenance Plan Track, Health & Safety Projects Lead List of Capital Projects

A resurfaced track and health & safety improvements across the Belle Plaine School amount to over half the Belle Plaine School District plans to spend on capital projects during the 2016-17 school year. Monday (June 27), without discussion, the board unanimously approved a list of projects topping $649,100 in the 2016-17 school year. The district is planning on capital income of $625,382 in lease levy and aid plus using $23,807 in reserves. The spending would potentially reduce the capital reserves to $282,822.97, said Chuck Keller, the district’s business manager. The list includes $111,650 on health and safety work. The projects include playground resurfacing, electrical hazard violations, personal protective equipment, and fire alarm testing. Other spending on health and safety projects include new lighting near access entry points, testing and mitigation for lead in water, disposal of hazardous materials, plus repair and maintenance of equipment. Another $221,500 will be spent on projects generalized as site and grounds projects. Topping the list of site and grounds projects is $131,000 on resurfacing the track at the Belle Plaine Athletic Complex on West Commerce Drive across from Oak Crest Elementary School. Superintendent Ryan Laager told the board at a recent workshop he’s hoping to see the resurfacing cost come in below $100,000. The district also budgeted $54,000 for resurfacing the tennis courts at the Belle Plaine Athletic Complex. The work at the track and tennis court are first-time resurfacing projects since the facilities were opened almost a decade ago. Other significant capital site work includes $18,000 in classroom and hallway carpeting at the Belle Plaine District Center,

Oak Crest, Chatfield elementary schools and the junior-senior high schools. The district is planning $5,000 in HVAC repairs/replacements at the junior-senior high school and $4,000 in security upgrades at district facilities. Other potential capital improvements in 2016-17 include $75,000 for textbooks and software, $85,000 for technology equipment, and a $99,081 payment on a lease agreements for energy enhancements implemented at Chatfield Elementary School several years ago.

Revised Budget

After trimming over $400,000 from the growth of its 2016-17 budget, the school board unanimously approved a nearlybreak-even budgeted for next year. The budget is expected to use only $6,192 of reserves. Overall, the Belle Plaine School District will take in about $20,500,676 in 2016-17. It expects to spend $20,506,868. The general fund – the fund the school district uses to pay most of its day-to-day expenses – will finished in the black. The district expects to take in about $15.98 million while spending about $15.96 million. Most of the spending is on staff salaries and benefits. The 2016-17 food service budget predicts revenue of $660,000 – the same amount the school district expects to spend. The community services fund will take in $669,837 while spending $686,535 in 2016-17. The board expects the debt redemption fund to see revenue of $3,193,509. Its expenses should amount to $3,199,809.

CITY OF BELLE PLAINE ORDINANCE 16-07 AN ORDINANCE REPEALING AND REPLACING SECTION 1107.18 OF THE CITY CODE RELATING TO ENERGY SYSTEMS INCLUDING SOLAR ENERGY SYSTEMS On Monday, June 20, 2016, the City Council of the City of Belle Plaine approved Ordinance

16-07, An Ordinance Repealing and Replacing Section 1107.18 of the City Code Relating to Energy Systems Including Solar Energy Systems. Ordinance 16-07 is available for review and/or photocopying during regular office hours at the City of Belle Plaine, 218 North Meridian Street, Belle Plaine, MN 56011; phone 952-873-5553. The Ordinance provides for the establishment of solar energy systems in the City of Belle Plaine. Solar energy systems are classified as either accessory or principal uses of property. Solar energy systems as accessory uses are allowed in all zoning classes providing performance standards are met. The Grays’ offense started in the first inning with singles by Burgemeister, Knop, Vinkemeier and Kreft, along with a walk to Zellmann and sacrifice fly by Fogarty to plate four. Belle Plaine struck again in the third on singles by Huber, Vinkemeier and Zellmann to score two more. They would plate one in the sixth on Vinkemeier’s third hit of the game and a double by Kreft. The Grays closed the game out in the sixth with singles by Fogarty and walks to Hofmann and Fahey. Then a single by Morrison scored two, followed by another single by Burgemeister to bring in another. Vinkemeier tallied his fourth hit to bring in the fifth run of the inning to bring the score to 12-1. On Friday night, the Tigers faced a 5-3 Apple Valley squad. They put Dave Kreft on the hill and he only allowed one run in six innings. The Gary Tigers’ offense did not get started until the third inning with a single by Tracy, a sacrifice bunt by “Greek” Wagner (his first bunt in 30 years) followed by singles by Kruschke, Huber and Zellmann to drive in three in the inning. It was a carbon copy in the fifth with Tracy striking out but reaching base on an error, followed by a hit by rookie Chad Hoffman and singles by Huber and Zellmann and a sacrifice fly by Knop to plate another three, making the score 6-1. Five Tigers Named to AllConference Baseball Team Over half of the Belle Plaine High School baseball team’s starting lineup was named to the 2016 All-Minnesota River Conference baseball team. Included in that group were Aiden Ladd and Brody Curtiss, who were named MRC Player of the Year and Pitcher of the Year, respectively. The other three Tigers named to the team were Luke Narveson, Jon Vinkemeier and Mitchel Stier. Teammate Wes Sarsland was honorable mention. Pat Schultz, who guided Belle Plaine to its third MRC championship in a row, was selected by his peers as Coach of the Year. Jordan had four players named to the team, followed by TriCity United with three. Norwood Young America, Sibley East and Le Sueur-Henderson had two apiece and Mayer Lutheran one. Ladd, a senior catcher, was a three-year starter for Belle Plaine. He was among the offensive leaders for the Tigers for each of his three seasons, including leading the team this year with 26 RBI. He is also one of the main leaders on the team and is like having a coach on the field. He was selected to play on the Metro South team in the annual All-Star Series and will attend Augustana College to play baseball next year. He is a three-time All-MRC selection and the son of Jason and Amy Ladd. MRC Coaches named Ladd the 2016 MRC Most Valuable Player. Curtiss, a junior pitcher and infielder, had a great overall season in his first year on varsity. He led the Tigers on the mound with a 6-0 record, a 0.56 earned-run-average and 46 strikeouts in 37.2 innings. He was also one of the top hitters for the Tigers as he hit .373 with a .593 slugging percentage and 17 RBI. He also really showed his team attitude and flexibility as he was willing to play at many different positions throughout the year depending on what the team needed each day. He is the son of Marcy and Kevin Boblitt. MRC Coaches voted Curtiss the 2016 MRC Most Valuable Pitcher. Narveson, a senior center fielder, had a very solid year at the plate with a .441 batting average and .529 on-base percentage. His speed and base running helped him lead the Tigers with 14 stolen bases and 27 runs in the regular season. He played a very solid first base when he wasn’t pitching and was a very smart player on the field. He always knew where everyone should be and what they should be doing. He was a player who always made the correct play at the correct time. He is the son of Timothy and Mary Stier. Jordan Chad Vohnoutka, a senior pitcher, had 22.67 innings pitched, a 3-2 W-L record, 2.78 earned-run-average, one shutout and 28 strikeouts. Jace Westman, a junior infielder and outfielder, hit .382 with a .488 on-base percentage, including 13 hits in 34 at-bats. Marshall Mazanec, a senior pitcher and second baseman, had a 1.000 fielding percentage, a team-high 21 assists, and 22 innings pitched with a 3.82 earned-run-average, 2-1 W-L record and 14 strikeouts. He hit .412 this year and was the team’s top hitter as he led the team in on-base percentage at .556. He was also 1-2 on the mound and pitched very well. Carter Clemensen, a junior shortstop and pitcher, was a leader both on and off the field. He was “Mr. Consistent and Mr. Hustle” all the time. He hit .357 batting in the leadoff position. He led the team in runs scored and most hits. He also led the team with 14 stolen bases. Zack Stockmann, a junior pitcher and infielder, had a very solid year for NYA on the mound and ended the season with a 3-1 record and an earnedrun-average of 1.45. He led the team with 32 strikeouts in 29 innings pitched. He gave up 25 hits and only walked eight batters. He also hit .326, leading the team with eight doubles and 13 RBI. Kaylee Hentges and Maddi Lark are Belle Plaine’s representatives on the 2016 All-Minnesota River Conference softball team. Teammate Elizabeth Johnson is honorable mention. Conference champion Le Sueur-Henderson, led by MRC Most Valuable Pitcher Carlie Brandt and Coach of the Year Eric Lewis, had five players named to the team, followed by Jordan and Norwood Young America with four apiece. Belle Plaine, Tri-City United and Sibley East had three apiece and Mayer Lutheran one. Paige Pitlick of Jordan was named the conference’s Most Valuable Player. Hentges, a senior pitcher and shortstop, had another great year for the Tigers. She was extremely consistent at the plate, batting .415 and having the highest on-base percentage on the team. She also had a very successful year as pitcher. She followed up the consistent batting with power, hitting four home runs. Lark, a senior catcher, led the team all year behind the plate.

She batted .439 and led the team with 18 RBI. Le Sueur-Henderson Brandt, a senior pitcher, was a six-year starter for the Giants and was All-Conference five times. She finished her senior season with her best regular season. She led the team with a .500 batting average, .604 onbase percentage and .789 slugging percentage in MRC play. She also had a 12-0 pitching record, with nine shutouts and four no-hitters, giving up just four runs (three earned) during MRC play. Conference coaches named Brandt the MRC’s Most Valuable Pitcher. Alicia Boettcher, a sophomore shortstop, is a three-year starter. She moved from third base over to shortstop this season and did a very good job in the field while making that transition. She improved her offensive statistics in each of her three years, this year hitting for a .471 average and .514 on-base percentage, scoring 13 runs and stealing 12 bases. Sam Winter, a senior catcher, had the best year of her four-

year varsity career. She continued to improve her game both offensively and defensively. She hit .375 with 12 RBI and struck out just one time. She also did a fantastic job defensively as a catcher, with a total of 152 putouts and no errors. She passed the milestone this year of catching her 1,000 strikeout, which is a rarity for a catcher. Katherine Cronk, a senior right fielder, was a four-year varsity starter. She had a .433 batting average and .469 onbase percentage. She also had an excellent year in the field with a fielding percentage of 1.000. Mikayla Reinhardt, a junior first baseman, continued to improve during her four-year varsity career and this year was no different. She led the team in RBI with 20 and had a .378 batting average. Jordan Pitlick, a senior pitcher, hit .300 for the Jaguars and had a

routine plays to get him out because of his speed and hustle. He was a natural center fielder and was a tremendous asset to the Tiger’s pitching staff with the reads and jumps he would get off the bat and the ability to run down balls in the gap and over his head. He is the son of Robyn Narveson and Brad and Patty Narveson. Vinkemeier, a senior pitcher and second baseman, was the leadoff hitter for the Tigers and did a great job of setting the tone for the game. He hit .351 with a .464 on-base percentage and scored 19 runs during the regular season. He was also one of the top pitchers for the Tigers with a 3-0 record and a 0.82 earned-run-average in 17 innings. He really showed his team-first attitude with volunteering to pitch out of relief instead of starting and be a true close out pitcher as he was able to throw in 10 of the 20 games. He was one of the most vocal players and really showed the rest of the team the hustle and effort it takes to be a successful varsity player. He is the son of Marc and Bonnie Vinkemeier. Belle Plaine’s June Swoon Continues Tigers fall to 1-8 this Month

by Brett Kruschke, Matt Schultz and Mike Schultz The Tigers’ losing skid reached five over the past week and save for “The Marshall Miracle” on June 11, our young Tiger Cubs have lost eight of their last nine contests. Belle Plaine is 4-13 on the season, with a 1-6 record in River Valley League play. The Kaiserhoff celebrated the recent announcement that New Ulm will host the state tournament in 2020 with a 13-5 drubbing of our lads at Tiger Park last Tuesday. A 10-3 loss to Hutchinson on Thursday in the Miller Lite Invite in Green Isle, however, set up a nostalgic match up in Hamburg on Saturday. The Tigers won their only state championship in 1994 against the Milroy Yankees, and this tourney duel was the first since at least 1999 (as far back as our modern records go) and very likely since that fabled night in Arlington. So as the boys battle through this tough season, remember that flags fly forever – even if we were outlasted this time around, 6-4, in 10 innings. Last night (Tuesday) Belle Plaine trekked to New Ulm to seek revenge for last Tuesday’s loss and exclusive rights to play Ernie Stumpf polka music. The Tigers will play at Le Sueur on Thursday night, 7:30 p.m., before taking the rest of the holiday weekend off. Action will resume at Gaylord on Tuesday,

July 5 (once again, 7:30 p.m.). The River Valley League – Dakota-Rice-Scott All-Star Game will take place on Thursday, July 7 in Prior Lake. Rosters can and the Tigers’ selections can be viewed on the RVL website at rivervalleyleague.com. Announcements were expected yesterday (June 28). New Ulm 13, Tigers 5 Belle Plaine welcomed back their high schoolers from a great state tournament run and hoped it would propel them to a few victories. With New Ulm in town, the Tigers hoped they could get things started right. That thought quickly went away as the Kaiserhoff scored three in the top half of the first, never looking back. A five-run fourth and a fourrun eighth didn’t help matters, either. The Kaiserhoff earned their first win of the season by riding big drink of water Nick Dewanz, a young right-hander whom the Tigers drafted last season. Obviously, he got hold of the Tigers’ hitting secrets. Pitching for the Tigers wasn’t as sharp as it had been in recent contests. Matt Schultz led the way at the plate with three hits, reaching base in all five plate appearances. It was a timely performance considering RVL All-Star nominations are almost due. Former Belle Plaine Man Takes Command of 1st Space Brigade PETERSON AIR FORCE BASE, Colo. -- Col. Richard L. Zellmann, formerly of Belle Plaine, assumed command of the 1st Space Brigade from outgoing commander, Col. Thomas L. James, during a Change of Command conducted June 21. Lt. Gen. David L. Mann, commanding general, U.S. Army Space and Missile Defense Command/Army Forces Strategic Command, hosted the ceremony for the 1st Space Brigade, which provides critical space capabilities and products to war fighters and combatant commanders. “The Army requires a tough selection process to ensure that the right officers and the right noncommissioned officers are selected to lead our soldiers,” Mann said. “Col. James has taken this command to the next level. He has led with distinction and class at a time when the mission continues to grow while resources are a challenge.” Mann then turned his attention to the incoming commander. “We continue to select commanders based upon a record of excellence, and Rick Zellmann is just the man for the job. In fact, it’s no surprise that Rick was selected for this position. He’s been instrumental in space operations, working at many levels and throughout the space community. He is no stranger to SMDC, spending time as an executive officer and as commander with the 1st Space Battalion, and he was a superb leader in our G-31 shop. He is the perfect fit for this brigade.” James, the outgoing commander, told attendees how fortunate the brigade was to have

You are the right leader at the right time. I am excited for the future of the brigade under your tenure. You have a bright path ahead of you.” Upon taking command, Zellmann addressed the importance of the brigade. “The team you see out on the field today is building readiness … getting ready for their turn to deploy and continue the legacy of successful operational deployments of the 1st Space Brigade,” said Zellmann. “Today, most of the Army is reducing in size. The 1st Space Brigade is growing. We are growing because the Army and our adversaries recognize the importance of the space domain in modern combat operations. Because the space domain is so important and the Army still has only one ‘space brigade,’ every Soldier in the formation has to be ready for the away game, and that’s to support the (Forces Command) commander.

Junior Lifeguards The Belle Plaine Community Pool Junior Lifeguard program wrapped its third year last week. Participants were certified in American Heart Association CPR/AED use; worked with the Belle Plaine ambulance members to learn first aid skills; and attended the June all-staff in-service among other Red Cross course work. Fireworks to Light Up Area Skies This Holiday Weekend Belle Plaine will again save its July fireworks show for the wrap up to Bar-B-Q Days on July 17, but for those of you who need a fireworks fix closer to or on July 4 have several nearby big displays to have a blast at. Sunday at New Prague New Prague will hold its annual fireworks show on Sunday (July 3). The location is the same as past years, directly behind the school bus garage on County Road 37. The show will begin at 10:10 p.m., with RES Specialty Pyrotechnics (the same as for Bar-B-Q Days) providing the fireworks once again. Beginning at 7 p.m., there will be food vendors and entertainment set up near the New Prague Middle School property. Sunday at Canterbury Park There will be live racing at a special 4 p.m. post time this Sunday. There will also be family day activities that include face painting, pony rides and a petting zoo. Following racing, dance to live music by Tim Mahoney. Once it gets dark, watch one of the best fireworks displays around choreographed to music.

Monday at St. Peter Every July 4, the St. Peter Area Chamber of Commerce is host to more than 10,000 revelers for the Old-Fashioned Fourth of July Celebration. The Old-Fashioned Parade and Picnic in the Park features live music, food vendors, children’s activities, a hot dog eating contest and spectacular fireworks display, the latter of which begins at 10 p.m. at the Nicollet County Fairgrounds. Monday at Prior Lake The celebration of Independence Day in Prior Lake this year will be a little louder. The Prior Lake Association has committed to fund a bigger and better fireworks show for the holiday. It will commence a little after 10 p.m. on July 4, and will be setup and launched from Watzl’s Beach at Lakefront Park. Monday at Waconia Waconia’s annual fireworks show over Lake Waconia will start at about 10 p.m. Some of the best viewing locations are from a boat on the lake, Lake Waconia Regional Park, Laketown Parkway or Lola’s Lakehouse.

Scott County Relay for Life Set for July 8 at Shakopee Park Scott County’s 19th Annual American Cancer Society Relay for Life is set for July 8 at Lions Park in Shakopee. The fund-raiser begins at 3 p.m. with a pool party and continues with entertainment and activities until midnight. The opening ceremony starts at 6:30 p.m. The luminary lighting ceremony is set for 9:45 p.m. The annual Relay for Life is a family-friendly event open to anyone who wants to celebrate survivorship and remember lost loved ones. A special invitation is being made to all cancer survivors and their caregivers to be honored guests of the relay’s planning committee. A survivor’s

reception will be held at 5:30 p.m. All survivors and their caregivers are invited to open the relay with the first victory lap. The relay is planned as a community celebration to make a difference in the fight against cancer.
