Class of 2016 Graduates Sunday

The “One” and the Most! Belle Plaine High School senior Abigail Meger not only sold the most tickets (84) in the 2016 Belle Plaine Dollars for Scholars Car Raffle, but she also sold the winning ticket to Tim Burns of Prior Lake, who is a friend of the family. Meger received $400 for selling the most tickets and another $400 for the winning ticket. Burns’ prize was a 2010 Imperial Blue Metallic Chevy Cobalt, which was donated by Matt Saxe Chevrolet Buick of Belle Plaine. Pictured at the right is Matt Saxe, who said it was the seventh car his dealership has donated to the Dollars for Scholars Car Raffle since opening in Belle Plaine. Some $19,000 worth of $25 tickets were sold this year, proceeds from which go to scholarships for BPHS graduating students.

Staff Brings Concerns About City Hall Security to Council by Dan Ruud The Belle Plaine City Council Monday night unanimously authorized staff to apply for an Occupational Safety and Health Administration (OSHA) grant that would be used to help cover costs for safety improvements at city hall. Staff reported that the current open floor layout does not provide for a safe work environment in that people from the public are able to walk through the lobby area to access the offices without limitations. It was also noted that some computer equipment is not secure. Interim City Administrator Dawn Meyer reported that staff

reviewed these items with Troy Walsh of the League of Minnesota Cities Insurance Trust and that he concurred that safety improvements to the front lobby area would be beneficial. The proposed improvements include reconfiguration of the front office space to provide a service window and area for pool pass sales, and adding a wall to separate the lobby from the rest of the office area. The project would also include installing a secure door to limit access to the office area. Meyer said staff received an estimate from a local contractor of approximately $15,000 for the improvements.

As it looks to bolster its business in a growing marketplace, Sponsel’s Minnesota Harvest is requesting Scott County’s permission to continue hosting weddings, events and build a bed & breakfast at the orchard. But approval will likely be contingent on operations coming into compliance with existing permits and regulations. The Scott County Planning Advisory Commission will consider the orchard’s request Monday night (June 13) in the county board chambers at the Scott County Government Center in Shakopee. A public hearing is slated for 6:40 p.m. The hearing will be to consider amending Minnesota Harvest’s 1991 conditional-use permit (CUP) to allow weddings and other events at the orchard on Old Highway 169 Boulevard northeast of Belle Plaine. The CUP covers the production and sale of agricultural products. After sheriff’s deputies re-

ceived complaints, Scott County became aware of 60 weddings held at the orchard in 2015 and “at least 20” weddings scheduled for 2016. The hosting of events at the orchard has become “a significant part of their business and is not permitted under the 1991 CUP,” according to Marty Schmitz, the county’s zoning administrator. The county is seemingly willing to allow Sponsel’s Minnesota Harvest to host weddings and other events, but only if the orchard meets certain conditions. For example, a red storage shed built in 2013 for grain and storage equipment has been used for weddings. It must be brought into compliance with building codes. While Minnesota Harvest is not proposing any traffic management improvements, Scott County is also recommending additional

I hope that it will lead to a woman running for president.” Those were the words of former first lady Hillary Rodham Clinton to ABC’s Barbara Walters shortly before the Belle Plaine High School class of 2016 began kindergarten in 2003. The top kiddy movie of 2003 was “Finding Nemo.” The sequel for the movie, “Finding Dory,” will finally be released next Friday, five days after the Belle Plaine kindergartners of 2003 secure their high school diplomas. The biggest sports story of 2003 was the Florida Marlins defeating the heavily-favored New York Yankees in the World Series. Locally, both the Scott West wrestling and girls’ basketball teams won section championships and competed in the state tournament, the latter of which lost to Rochester Lourdes in the first round in Rochester. Nearly 130 members of the

class of 2016 (about 30 more than last year) are set to receive their diplomas at Sunday’s 2 p.m. ceremony in the school’s south gymnasium. BPHS Principal Dave Kreft will welcome the class and the choir will sing “You Raise Me Up,” accompanied by Mason Ponath. McKenzie Koepp will be the student speaker. Her speech is called “Belle Plaine Tigers.” Science teacher Brad Pederson will be the staff speaker. The title of his speech is less simple than Koepp’s – “Expeiri Cognitio.” Belle Plaine Dollars for Scholars President Tricia Ruud will recognize this year’s scholarship recipients. School Superintendent Ryan Laager will present the class and School Board Chair Dan Gardner will hand out diplomas. The ceremony will close with the song “Anchors Aweigh.” The class officers for the 201516 school year are President Trinity Webb, Vice President McKenzie Koepp, Treasurer Grace Olson and Secretary Kali Gorman.

The school had not yet publicly announced who this year’s high honor and honor students are when this edition of the Herald went to press on Tuesday. They will be published next Wednesday. The class song is “September” by Earth, Wind & Fire. The motto for the class of 2016 is from Nathan Scott (One Tree Hill): It’s the oldest story in the world. One day you’re 17 and you’re planning for someday. And then quietly, without you ever really noticing, someday is today. And then someday is yesterday. And this is your life.

Belle Plaine Schools Unveils Minn. Harvest Seeking County’s New Tiger Logos, Weight Room OK on Events, B & B at Orchard Laager: ‘Successful turn lanes and a bypass lane at the entrance/exit to the orchard for traffic management. The staff report also indicates Minnesota Harvest will have to bring its existing septic system into compliance to receive the updated CUP it is requesting. Commissioner Joe Wagner of Sand Creek Township expects the county will use the issuing of a certificate of occupancy as leverage to bring Minnesota Harvest into compliance. “There will be tighter inspections and follow-up once everything is in place, ” said Wagner, the county board’s liaison to the planning advisory commission. Schmitz said county staff is supportive of the structures on the property being used to host events as long as they meet existing building codes and requirements for septic systems serving the buildings and commercial kitchen space. Other county requirements include a midnight time limits for amplified music. The 300-acre orchard is surrounded by largelot residential property and agricultural land. Swimming Pool Kickoff Party This Thursday The Belle Plaine Community Swimming Pool will hold a kickoff party on Thursday, June 9 from 5-7 p.m. The pool will open for the season June 10.

People Are Much Greater Than a Test Score’

After months of behind-thescenes work on a new primary and secondary logos for its sports teams, student activities and other uses, the Belle Plaine School District unveiled its tiger Wednesday night. The new logo is a profile of right-facing tiger head. The district also OK’d secondary logos, an updated interlocking BP and Tiger paws. The approved logo is the result of months of work by a committee and artists working with Varsity Brands, the parent company of Herff Jones, Varsity Spirit and BSN Sports, the companies through which the district bought new weight room equipment. The approved new logo for Belle Plaine School and complementing font for B.P. apparel and equipment came at no cost to the school district since the school purchased the weight room equipment through the firms, said Dave Kreft, the junior-senior high school’s principal. Charlie Kern, a 2010 BPHS graduate, is a representative of BSN Sports and assistant BPHS football coach. He worked with the school and company artists to generate the new logos. The presentation of the new

logo last Wednesday (June 1) was timed with recognition of the completed upgraded weight room. School District Ryan Laager said the upgrades are meant to complement the efforts of Belle Plaine’s students and athletes. Hundreds of physical education students and studentathletes will use the upgraded weight room each week. The improved equipment -- worth about $60,000 – was funded by donations from a variety of community athletic, civic and other organizations. Using donated money, the school still

Cologne Opens Splash Pad Dozens of children from Cologne were among the first to use the city’s new splash pad Saturday morning (June 4) in City Square Park. The splash pad includes several features that spray, squirt and dump water. A button controls the flow of water on a four-minute cycle. Water is recycled via an underground tank below the pad. The splash pad is encircled by an aluminum fence, keeping bikes out and youngsters from wandering off. City Administrator Jesse Dickson said the splash pad was completed within the city’s $180,000 budget.

She played the role of matchmaker, but not in the old-fashioned sense. Jane Wiley’s role was to link the talents and interests of people willing to give with people in need. Wiley, a former Belle Plaine resident, recently retired from her job as Scott County’s volunteer and community coordinator. She worked for the county for 23 years, the last 13 as its volunteer and community coordinator. Working with volunteers happened by accident. Literally. Wiley was initially hired as a social worker. She was on her way from Belle Plaine to work at the Scott County Government Center one fall morning. It was Sept. 16, 2002. Wiley was driving on Highway 169, just north of its intersection with Highway 282 in Jordan, a northbound semi truck crashed into her. Unaware of her vehicle’s presence, the truck moved over into Wiley’s lane, pinning her car beneath the trailer and dragging Wiley’s vehicle several hundred feet. Wiley was injured in the crash. She was out of work for six months. Her caseload as a social worker was too important to go un-served, so the county hired a replacement. The crash cemented her decision to move out of Belle Plaine. She and her husband, Bob, the former BPHS band director, moved to Savage. “I never liked BPHdriving 6/8/16on 169,� she said.3x5.75 Wiley went back to work in the spring of 2003. With her position in human services filled, Wiley replaced Tom Hennen. He was retiring after many years working for the county as its elected auditor and then volunteer coordinator after Scott County moved to an appointed auditor.

Former Belle Plaine resident Jane Wiley recently retired from her job with Scott County. She worked for the county for 23 years, the last 13 as its volunteer and community coordinator. Wiley expected the position would be a temporary one. She figured she’d be back to work in human services in short order. Thirteen years later, she’s pleased the way things worked out. “They needed somebody who could step into the job shortterm,� Wiley said. “I really enjoyed it.�

Making Connections

As the county began to build and manage its database of

people willing to volunteer for tasks, it became apparent someone who could make the best possible use of a growing number of volunteers and their varied array of talents was needed. The jobs included tasks like driving veterans and elderly residents to doctor appointments, mentoring, helping clean up a house so the county’s community development

Helen M. Meyer Helen M. Meyer, 91, of Modesto, CA, passed away Saturday, May 7, 2016 at her home in Modesto, CA. Mass of Christian Burial was held Thursday, May 19 at 9:30 a.m. at St. Joseph’s Catholic Church, Modesto, CA, with Father Francis Joseph offi ciating. The visitation was held Wednesday, May 18 at Salas Brother Funeral Chapel, Modesto, CA. Prayer Service with Rosary was held at 6:30 p.m. on Wednesday at the funeral home. Burial was at St. Stanislaus Catholic Cemetery, Modesto, CA. Helen was born July 5, 1924 in Belle Plaine, MN, to James and Mary (Weldon) Bailey, one of 11 children. She was also baptized, confi rmed and attended school in Belle Plaine. On October 28, 1944 she married Earl J. (Pat) Meyer. They had five children. Helen worked at Fingerhut, Gedney’s Pickles and co-owned with her husband Earl (Pat) Meyer, Pat’s Place in Bongards and the Blue Diamond in Plato for over 10 years. She moved to Modesto with her husband in 1978 were she lived for 38 years. She was a member of St. Joseph’s Catholic Church, and was a resident of Marble Manor, Modesto, CA. Wiley (continued from page 2) authority can rent it. She recalls the story of a boy who, upon his 18th birthday, was told by his mother it was time for him to be on his own. The young man needed the county’s help with education and mentoring for job skills. She was able to help the young man meet people willing to tutor him and provide job skills training. The connection with volunteers helped keep the young man off formal public assistance. “I always loved the interaction with people, helping solve problems. That was the most satisfying part of my job. The worst is when you can’t make that connection,” she said. In 2015, Wiley helped match up people who gave over 23,550 volunteer hours to needy people and projects. Based on national statistics from the U.S. Bureau of Labor & Statistics, those volunteer hours were worth over $543,000 in 2015 alone. She’s confident estimating the value of hours people have donated to the county and helping residents is worth $300,000 to $500,000 annually. “That’s a lot of money, money we don’t have to levy,” said Commissioner Joe Wagner of Sand Creek Township. “It’s great that we have an opportunity to help people in our own communities. This is one of those government programs that really make a lot of sense.” The critical part of Wiley’s job is promptly linking volunteers with a person or organization in need. Once people make the decision to help, Wiley knows she has to put them to work quickly. “They won’t wait around for us to call. They’ll find someplace else to give their time,” she said. The other part of Wiley’s job was to help foster connections between citizens and the county. She helped run the county’s Future Leaders program, where junior high students learn about county government and providing services each spring. She also works on the county’s senior expo each fall and helps organize the county’s booth during the Scott County Fair each summer. She also helps organize the county’s annual volunteer recognition breakfast, the adopt-a-family program for the holiday season, the Project Community Connect program that helps the county’s homeless population, and FISH (Families and Individuals Sharing Hope) initiatives. Wiley plans to commit her retirement to volunteering her own time. She’s on FISH’s board of directors. Wiley also plans to work on a facet of Scott County’s updated comprehensive plan. One of its goals is to keep half the adults who live in the county working in Scott County. Wiley, 68, also plans to spend more time with her family, especially her nine grandchildren. One of her adult children lives in San Diego, Calf., and the other two in Colorado. “I’m ready for something different,” she said. “I’m looking forward to retirement.”

Smalltown Eclectic Hosting Open Mic Night, Art Exhibit Smalltown Eclectic is hosting its second open mic night Saturday (June 11, 6-8 p.m.) at the Belle Plaine Library. Along with a no-cost display of the artistic and musical talents of community members, the event is also a benefit for the Belle Plaine Food Shelf. People attending the event are encouraged to bring toilet paper, facial tissue, paper towels

or other non-perishable items for donation to the food shelf. The open mic night is a familyfriendly, all-ages show for musicians and singers. Two- and three-dimensional artists are also welcome to display their work. Session on Transportation Issues Impacting Residents Set for June 9 Families and Individuals Sharing Hope (FISH) will host an information session about transportation “Getting There – Opportunities and Barriers,” on Thursday, June 9 at Hope Church in Jordon. During this session, you will learn about what a group of mechanics in Jordan is doing to help those in need to repair their vehicles. There will also be opportunities for partnership and discussion about the recent meeting of area mechanics in Scott County. “There are many challenges that come along with transportation barriers, those barriers can turn into major setbacks like job loss and homelessness if people can’t get back on the road again,” according to Bethany Tjornhom, executive director of FISH. “We hope that participants gain a better understanding of the issue so

that they can positively and effectively work together to help create new opportunities for transportation.” People who have been helped by local mechanics will also be sharing their own stories regarding the struggle of having to choose between paying their rent or paying for a car repair. SmartLink, which offers multiple types of rides, including transportation specifically for people with disabilities — funded under the ADA — and Dial-a-Ride, which serves all residents in Carver and Scott counties will also be giving an update on services. Hans Hagen Homes Has Plans for New Housing in Cologne

Hans Hagen Homes and its parent company believe there is room for growth in Cologne. The developer and its parent company are planning a new phase of development for empty-nesters and families alike. Monday (June 6), the Cologne City Council OK’d a request for an amendment to the city’s comprehensive plan. The developer wants 37.8 acres north of Village Parkway, south of Highway 212 and west of County Road 53 within Village at Cologne rezoned. The rezoning, if approved, would change the zoning from medium density (more than six units per acre) to low density (three to six units per acre). Hans Hagen Homes, a division of M/I Homes, is proposing 51 single-family houses on a foundation and 23 townhouse-style (single-level) houses built on a concrete slab. The single-family houses will be primarily marketed toward families. They’ll have 2,200to 3,200-square feet on lots 65 to 75 feet wide and 125 feet or more front to back. The lot and house are expected to cost $300,000 and up, said John Rask, a vice president of land for the company. The townhouses will be marketed toward empty-nesters or people without children. The units will be 1,700- to 2,400square feet on lots 50 to 60 feet wide and 125 feet or more feet front to back. Rask said the townhouses and lots will be priced from $275,000 to

Thirty Years Ago This Week

Belle Plaine’s new city administrator, Tony F. Hallman, reported for his first day of work that Monday from Three Lakes, Wis. The 43-year-old Hallman succeeded Curt Brekke, who resigned while undergoing probationary interviews. The Belle Plaine School Board that Monday night hired Randy Carlson, who had been teaching at Arlington as a full-time math teacher and head basketball coach in Belle Plaine. Excellent participation was reported as Belle Plaine summer school classes began. One senior high and eight junior students were enrolled when classes got underway that Monday at Belle Plaine Junior High School. This marked the first time the district held summer school for some years. Patty Germeschied, a junior high English teacher, was directing the program. After almost 20 years in the shoe business, Earl and Harriet Gerdes announced they would be selling their shoe store (Gerdes Shoe Store) to Ralph and Sally French, who would take over July 1. The Gerdes had purchased the business on Oct. 1, 1965 from John Fischer. Belle Plaine’s 16th annual Downtown Cookout would take place Friday evening, June 20. Bar-B-Q Days picture buttons went on sale that Tuesday. It marked the second year that a picture of the Bar-B-Q Days royalty appeared on the buttons. Emma L. Krumrey, age 88, of Belle Plaine, passed away June 7 at the Belle Plaine Lutheran Home. Mrs. Krumrey was born in Tyrone Township to Wilhelm and Johanna (Schultz) Laabs. She married Henry Krumrey at Redeemer Lutheran Church on Oct. 30, 1917. They moved to Belle Plaine in 1932. Belle Plaine Public Works Director Pat Fogarty checked out the city swimming pool after city crews had worked over 240 man hours making repairs and he declared the pool adequately repaired. The Belle Plaine town baseball team split two games that week, defeating St. Boni 4-2 and losing to Jordan 12-8. Dave Harms hit a home run against St. Boni and Jeff Fogarty pitched the distance, striking out eight.

Phyllis Woestehoff, daughter of Mr. and Mrs. Wilmer Woestehoff of Blakeley, was reelected president of the Minnesota 4-H Club during the state 4-H Club Week at University Farm. Mr. and Mrs. Matt Pint Sr. observed their golden wedding anniversary with an open house at the Union Hill school dining hall. Gwen Laabs, 20, of Lydia, was crowned Scott County Princess

A surprise party celebrating the 30th wedding anniversary of Mr. and Mrs. Al Streitz was given at their home by their daughter, Mrs. Edward Effertz. Mr. and Mrs. Maurice Walsh attended the graduation exercises at the University of Minnesota. Their son, Richard, was a member of the class of morticians. Work was progressing on the vacating of Grove Street between the high school and the baseball park so the football field could be extended. About 65 relatives and friends helped Mr. and Mrs. Alvin Stier celebrate their 25th wedding anniversary at the Stier home. At the University of Minnesota, special awards were presented to students, among them whom was Lee T. Lynch, son of Mr. and Mrs. Thomas H. Lynch of Belle Plaine. Lee’s award was the Order of Ski-U-Mah. A new addition to Belle Plaine’s skyline appeared with the erection of bulk cement equipment at the Belle Plaine Block and Tile factory. A 60-foot elevator lifted the cement into the huge 600-barrell hopper. Julius Stier, factory owner, stated that he had been preparing for the changeover from sack cement to bulk for many months. Rev. and Mrs. John Melchert and Luke drove to Valparaiso, Ind., to attend their son Paul’s graduation from Valparaiso University. Paul received his B.A. degree. Helen Otto, daughter of Mr. and Mrs. Vernon Otto, and Louis Heitkamp, son of Mr. and Mrs. Frank Heitkamp, were married at Trinity Lutheran Church. Barbara Smith, daughter of Mr. and Mrs. Kenneth Smith, and Jerome Moriarty, son of Mr. and Mrs. Maurice Moriarty, were married at Sts. Peter and Paul’s Church. The marriage of Theresa Ann Shaughnessy, daughter of Mrs. Nora Shaughnessy and the late Richard Shaughnessy, to Linus Huss, son of Mr. and Mrs. John Huss of Union Hill, took place at St. Thomas Catholic Church. Belle Plaine’s baseball fortunes continued to ride high as the Tigers won their second and third straight games to capture undisputed second place – only one game behind front-running St. Peter. As a team, the Tigers were hitting at the rate of .333, led by Pete Johnson with a sensational average of .545. Joe Fogarty, Belle Plaine, led Scott County Dairy Herd Improvement Association testers for May with his herd of registered and grade Holsteins producing an average of 1,328 pounds of milk and 47.4 pounds of butterfat. Mrs. Marie Junn, widow of Joseph Junn, died at the family home in St. Lawrence at age 83. The long spring drought was broken by a soaking rain. It was called a million dollar rain. Ollie Dougal opened his enlarged quarters with an open house, handing out 600 ice cream cones, 300 small boxes of chocolate and 200 cigars. His marriage to Miss Zvanovec took place at Lonsdale. The old grandstand at the ball park was torn down because it was considered no longer safe, and a new grandstand was under construction. The marriage of Miss Nora Kelley and Patrick F. Haugh took place at Sacred Heart Church. The couple established their home in St. Paul. The marriage of Miss Mary Reak and Rudy Klinkhammer took place at Sacred Heart Church. The couple started housekeeping on the groom’s farm in Belle Plaine Township. Rev. K.M. Holberg, who had been pastor of the West Union Lutheran Church for several years, tendered his resignation. He planned to take the pastorate of the First Lutheran Church in Iron Mountain, Mich. The Belle Plaine creamery held its annual picnic on the Art Gruetzmacher farm with big attendance. Chris Kahle won the old fiddlers’ contest, John Jackson the horseshoe pitching match, and the town team beat the farmers 5 to 4. Louis Thelling, 86, a resident at the Home for the Aged, slipped away for a long walk, and the next heard of him was his death on the railroad track near Merriam. His remains were brought back to Belle Plaine with burial in the cemetery of the Home.

The saloon conducted by M.S. Wherley was discovered ablaze in the early morning and was practically destroyed. The upper floor of the Weibeler warehouse collapsed under its load of binding twine and farm machinery. Three occupants barely escaped injury. William McKinley of Ohio was nominated in St. Louis as the Republican candidate for president. The party platform hedged on the hotly-debated silver issue. After being without a photographer for a year, the town suddenly acquired two – C.E. Pelton and J.J. Foster.

Belle Plaine to Opt-Out of New State Temporary Housing Law Belle Plaine will not participate in a new state law that allows a city to approve the use of recreational vehicles as temporary housing for relatives with health issues or who need short-term housing. Gov. Mark Dayton signed the proposal into law May 16. Monday night (June 6), during a joint meeting of the Belle Plaine City Council and the Belle Plaine Planning & Zoning Commission, the two agreed the city will

take advantage of a provision in the new law allowing cities to opt-out of accepting the law, said Cynthia Smith-Strack, the city’s director of Community Development. Smith-Strack said “the unknowns� of the state law -- terms like chronic illness, temporary, and family member -- prompted the council and commission to pass on accepting the law. Councilors and commissioners were also concerned about the new

law’s short 15-day timeframe for approval and the lack of a public hearing where neighbors could comment on an application for short-term, temporary housing. The 15-day clock on an application starts anew if the application is deemed incomplete. There was also concern about the amount of administrative time needed for tracking people living in short-term temporary housing had the city participated in the new law.

Jordan Gives Limited OK to Weekend Food Trucks The Jordan City Council recently approved the ďŹ rst reading of an ordinance allowing a limited number of food trucks operating in Jordan Fridays through Sunday. The proposal arrived at the council after being vetted by the city’s planning commission. Commission members and

city councilors alike discussed concerns about the impact food trucks could have on brick-andmortar restaurants, the Jordan Independent recently reported. But at the May 10 commission meeting and May 16 city council meeting, Jordan restaurateurs let the council do all the talking. City staff reported hearing few

or no concerns from owners of permanent restaurants in town. Councilor Mike Franklin said a food truck and a brick-and-mortar restaurant are fundamentally different businesses. He said the lack of uproar led him to believe the city should not be terribly restrictive on an ordinance permitting food trucks.

New Prague Revisits Modified Multi-Family Housing Proposal of Witt Properties’ proposal to rezone 3.61 acres south of the Coborn’s grocery store in New Prague from commercial to multi-family residential to allow a twin homes development. The proposal, which the council snubbed in April after owners of nearby single-family homes and Mayor Chuck Nickolay raised concerns, is different this time, the New Prague Times recently

reported. A tri-plex house has been replaced with a berm that will have trees atop it to serve as a buffer between the multi-family housing project and existing single-family houses. Nickolay’s objection was based on the loss of proposed commercial tax base. But the city already has over 100 acres of undeveloped land guided for commercial use.

Tigertown Classic This Weekend by Brett Kruschke The Belle Plaine town baseball team took a 2-0 lead to the seventh inning Sunday against Le Sueur, only to watch the wheels fall off in a 10-4 setback. The River Valley League loss bumps the Tigers to 1-3 in league play and 3-6 overall. Rain claimed Friday’s muchanticipated clash with the Milroy Irish, and the clubs have agreed to try again next year. The Tigers tussled Tuesday night at Jordan, the newlycrowned Stearns County Classic champions over the weekend. This Friday, the 18th annual Tigertown Classic fund-raiser tournament will begin with Belle Plaine and the Wells Wildcats at 6:30 p.m. Game two will feature the tourney’s defending champs, Tim Huber and the Renner Monarchs, against the collegiately-covered Marshall A’s at approximately 8:30 p.m. Action starts early on Saturday with Dodge County and Luverne at 10:30 a.m., followed by Blue Earth and Pipestone at approximately 12:45 p.m. If the Tigers win Friday, they’ll play Saturday at 7:30 p.m; if they lose, it will be at 5:15 p.m. See the related story on page 17, but author Todd Mueller of the new book “Town Ball Parks of Minnesota” will be signing the book at Tiger Park from 6:30-8:30 p.m. On Sunday, play begins at 11 a.m. as the first of three games on the day; please see the bracket for full details. Answer: A written warning does not go on your driving record, but it is recorded in our computer system. Citations for speed, according to the Driver and Vehicle Services; speeding tickets generally stay on record for five years and serious speeds are 10 years. Each year, illegal or unsafe speed is one of the leading contributing factors in Minnesota’s fatal crashes. Costs of speeding violations vary by county, but typically are at least $120 for traveling 10 mph over the limit. Motorists stopped at 20 mph over the speed limit face double the fine, and those

The long-delayed project, the St. Peter Herald recently reported, would expand both restrooms and also bring them into

compliance with the Americans with Disabilities Act (ADA). The St. Peter Economic Development Authority (EDA) recommended approval of municipal participation in the potty project to the city council. The no-interest loan would be amortized over 10 years. The city is also considering changes to the loan program. One of the proposed changes is forgiving the final $5,000.

The improved weight room is part of overall improvements targeted at academics, fine arts and the facilities. The district is implementing updated academic initiatives and is also planning new seating in the performing arts center next year. Laager’s presentation highlighted the successes the school’s students have enjoyed this year – from standing-roomonly presentations of the school play, a star rated one-act play, superior ratings in the fine arts, a variety of conference titles, a berth in the state football tournament, and a state championship in volleyball. “Successful people are much greater than a test score,” Laager told the audience of about 30 school staff and parents. “They are people who become well rounded through the development provided by athletics, the arts, activities and academics.” A committee that included Director Dan Giesen from the Belle Plaine School Board, Brett Kruschke, a community member and BPHS graduate, BPHS art teacher Carol Hannon-Orr, Pat Schultz, a BPHS teacher, coach and graduate, Kern and Kreft worked collectively with artists from BSN. Kreft said the group would share ideas with the artists via e-mail. The artists

would make adjustments, some large and some minute, until they reached consensus. “ The new tiger is strong, focused and ready for battle. It’s at attention and prepared to defend its turf,” Kruschke said. “It won’t back down from anyone or anything. Overall I think it gives our tiger a modern and identifiable look that should age well.” The new logos include the new profile of a tiger, the cuddly tiger paws primarily geared toward elementary-schoolers, and the interlocking B.P. It is an updated version of the interlocking B.P. Paul Dressen, a 2001 Belle Plaine High School alum, created. “I couldn’t be a bigger fan of the interlocking BP. To me, it’s our signature and an absolute home run. It takes a homegrown BP logo that is already highly popular with Belle Plaine residents and updates it without losing any of its original charm,” Kruschke said. “It’s bigger and bolder, classic yet timeless, and it’s distinctly Belle Plaine more than anything else I could imagine.” Kreft said the committee never considered changing the school’s mascot to something better aligned with its colors. It also did not consider changing the colors to match its mascot. The new logo is also meant to be uniform and unifying, Kreft said. He noted the school has had three or four tiger logos since the late-1980s or 1990s that are still seen on occasion. The new logos and lettering are intended for consistent use on apparel when the district orders new uniforms.

Half of the cost of the new system is being paid for by Scott County with the rest being paid for by city and other participants based on the percentage of the population of each city. Belle Plaine’s share for 2016 is $2,642. *Unanimously approved the purchase of Dragon Professional software equipment for the police department at a cost of $11,180, which will improve efficiency in transcribing interviews and report writing in association with Scott County Emergency Services’ new software that will be implemented this summer. Also approved was staff’s request to purchase a license and necessary equipment for transcribing and minute taking at public meetings at a cost of $825. *Interim City Administrator Dawn Meyer reported that a bond rating call with Standard & Poor’s was held May 19 and the city received a confirmed rating of AA. Meyer said bond ratings are similar to credit ratings and can have an impact on interest rates, and that “the city’s AA rating affords it a good standing and lower interest rates.” While providing his report to the council on the bond sale for this year’s street and utility improvement project, Todd Hagen of the city’s financial advisor Ehlers and Associates reiterated what was in Meyer’s report in that city received a favorable bid on Monday morning for the sale. The low bidder for the $1,505,000 general obligation improvement bonds was United Bankers’ Bank in Bloomington with an interest rate of 1.5188 percent. The council unanimously accepted the sale, for which there were five bidders. *Unanimously accepted a cash donation of $4,700 from the Belle Plaine Chamber of Commerce to be used to pay half the cost for electrical up-

grades at Union Square Park by Gregory Electric. The quote for the work is $9,400. *Unanimously accepted a $549 donation from Belle Plaine Festival and Events to be used toward future expenses at the Belle Plaine Swimming Pool. *Unanimously approved a request by the Belle Plaine Lions Club for a large assembly permit for a Beep Ball Tournament to be held Aug. 7 at Tiger Park. The tournament will be a fundraiser for the blind. Beep Ball is played similar to baseball, but participants are blindfolded and the ball beeps to indicate its location. The Lions Club is working with the Minneapolis Millers to provide the material and organize teams for the event. *Unanimously approved a large assembly and road closure permit by Belle Plaine Festival and Events for this year’s annual Bar-B-Q Days celebration July 15-17. Also approved for the festival was the intoxicating liquor (strong beer) license for the beer garden. As for the large assembly permit for Bar-B-Q Days, Council Member Gary Trost inquired about the possibility of providing portable rest rooms along the parade route. The proposal will be forwarded to public works and the public safety committee for further consideration. *Unanimously approved pay request No. 3 by Chard Tiling for $470,295 for work on the 2016 street improvement project, pay request No. 5 by Hentges and Sons for $345,376 for work on the Enterprise Drive overpass project and pay request 5 by Chard Tiling for $16,845 for work on the 2015 street improvement project. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. June 20 in the City Hall building at 218 North Meridian Street downtown.

Bridge Work Progressing

City Engineer Joe Duncan reported Monday night that considerable progress has been made on the bridge project near the intersection of Highway 169 and County Road 3/Meridian Street. He said the cement for the deck was poured May 26 and that crews continue with steel reinforcement bar placement. “Road work will start up again in the next week or so, first with additional aggregate base, then concrete curb, gutter and walk, and finally bituminous paving and striping,” Duncan reported. “Detours and work zones will again appear as work resumes on West Commerce Drive and Meridian Street.” Duncan added that the contractor, Hentges and Sons, is on schedule for a late July or early August opening of the bridge to traffic. “Once open, crews will begin removing the turn lanes in the Highway 169 median,” Duncan continued. “The completion date for this project is Oct. 14.”

competition. “Another reason is the leadership, work ethic and desire of the girls to constantly improve this season,� Foust continued. “They performed extremely well and everyone whom we expected to move on to state qualified. We even had some close third and fourth place finishers. We went to the section meet with 16 athletes and 15 are moving on to state in seven different events (includes alternates for relays). Those alternates have a tough role. They have about a 2 percent chance of competing but need to train and be ready just in case. That happened at the section meet as Jaylen Struck-Schmitz was called into action in the 4x200 to help a teammate (Schultz) who was still recovering from a previous race. Just missing out of qualifying for state for the Tigers by placing third were the 4x200 squad of Dvorak, Roell, Mason Ponath and Taylor Witt; and the 4x800 group of Brendan Mackedanz, Kellen Bergs, Dylan Bigaouette and Nate Loegering. Placing fifth was the 4x400 team of Witt, Mason Ponath, Max Ponath and Loegering. Other top 10 finishers for Belle Plaine Saturday were Loegering (fourth in the 400 dash), Roell (fifth in the 200 dash), Bergs (sixth in the 800 run), Ruben Baltierrez (sixth in the 300 hurdles), Dvorak (eighth in the pole vault), Kyle Siemon (ninth in the 3,200 run) and Elliot Rudd (10th in the 1,600 run). “Having four relays with a shot to make it to state was really a tribute to our senior leadership,� said Tigers boys’ coach Josh Otto. “Although everything didn’t go the way we wanted, our boys enjoyed their section experience and should be proud of everything they put into this team. These young men have definitely left the program better than it was when they got here. RETIREMENT SALE New Book Spotlights Tiger Park Belle Plaine’s Tiger Park is one of a select group of baseball fields featured in “Town Ball Parks of Minnesota,” a new coffee-table book that explores the heritage of the state’s unique, historic and most beloved ballparks. To celebrate, the Belle Plaine town Tigers have invited author Todd Mueller to a book signing at Tiger Park during this Saturday’s game. The event will take place from 6:30-8:30 p.m. “Town Ball Parks of Minnesota” features 27 ballparks, ranging from a multi-million dollar sports complex to a rural field miles from any city and at the end of a dirt road — arguably

the state’s most remote ballpark. Border to border, Minnesota has over 300 town ball (amateur) teams. Over the course of several years and 2,500 miles, Mueller visited over 130 ballparks, from Detroit Lakes in the north to Winona in the south. The 230-page book features 500 photos, selected from over 20,000 images. It is the first book for Mueller, who lives in St. Paul. “Minnesota baseball officials claim there are more amateur
