City Council Okays Annexation of 10 Acres for Future Cricket Field Construction of Solar Garden Complex May Begin Soon

by Dan Ruud The Belle Plaine City Council Monday night unanimously approved the annexation of 10 acres from Belle Plaine Township that should help pave the way for a cricket field complex east of Oak Crest Elementary School.

Cricket is a bat and ball game played on a circular field between two teams of eleven players who score runs (points) by running between posts called wickets. Each of the wickets is at one end of a rectangle of flattened grass called the pitch.

According to Belle Plaine Community Development Director Cynthia Smith Strack, Sabyasachi Sengupta of Chas-

ka, who recently purchased the property from Ewald and Adella Gruetzmacher, plans to build two regulation-size cricket fields and one youth field, the plans for which he will be bringing forward to the planning commission and city council soon. Also included in the plans are parking and viewing areas. Future plans call for a clubhouse and a dome over the youth field.

Smith Strack said construction of the complex, which would be called Tatiana Fields, is proposed to begin this year. Sengupta plans to bring in cricket players/teams from the metro area, Canada and elsewhere to play in games and tournaments at the complex.

In other business Monday

night, the council unanimously authorized the mayor and city administrator to execute a development agreement with DG Minnesota CSG 4 LLC for the soon-to-be constructed solar energy complex in Belle Plaine.

Last October, the council approved a request for an interim use permit to establish a ground-mounted utility scale solar energy system at 1300 South Street West. Also approved was a variance to allow an above ground power line at West South Street in association with the project.

Construction of the solar garden is expected to begin late this spring or early summer and take two to four months to complete.

Scott West Finishes Familiar Third Belle Plaine’s High School Jackson Stauffacher Second Again in Individual Tourney

For a third year in a row, the Scott West wrestling team won two of its three matches in Thursday’s Minnesota State Class 2A Team Tournament at Xcel Energy Center in St. Paul.

In each case, the Panthers won in the quarterfinals, lost in the semifinals and won the match for third place.

Also this past weekend, Panther junior Jackson Stauffacher duplicated his individual runner-up finish of a year ago.

Scott West, the No. 3 seed this year, defeated unseeded TotinoGrace 50-11 in the quarterfinals before losing a couple of hours later to No. 2 seed Simley 4322. Scott West returned again a couple of hours later to defeat No. 4 seed Foley 33-24 in the match for third place (see tournament recap inside).

Kasson-Mantorville successfully defended its state Class 2A championship with a 45-18 victory over Simley.

Winning all three of their matches in the team tournament for Scott West were sophomore Justin Stauffacher, Jackson Stauffacher, senior Parker Huss and junior Tyler Buesgens, the latter of whom won each of his

matches by pin fall. Justin and Jackson Stauffacher were the Panthers’ two selections to the state Class 2A all-tournament team.

Finishing 2-1 in the team tournament for the Panthers were junior Jack Fogarty, sophomore Jon Huss and sophomore Calvin Menke.

Scott West has now placed third at the state team tournament five times. The others were in 2016, 2015, 2008 and 2004. Its highest finishes were second in 2005, 2011, 2012 and 2014. The Panthers were fourth in 2000, fifth in 1996, 2003 and 2009; and sixth in 2006 and 2010. Scott West did not place its first two years in the tournament (1994 and 1995).

Girls Graduating Graduation Rates The following table shows the 4-year graduation rates, overall at Faster Rate and by gender, of Belle Plaine and area high schools.

The list of graduates includes 96.6 percent of the class’s 56 girls and 87½ percent of its 63 boys earn a diploma at the end of four years.

Belle Plaine’s graduation rate exceeds the state average. Just over 82 percent of the state’s 54,024 fourth-year seniors graduated last year, according to the Minnesota Department of Education.

The rate of graduation for Belle Plaine’s boys is similar to their counterparts statewide.

Of the 26,589 boys in the Class of 2016 statewide, 79.4 percent graduated after four years.

The Belle Plaine School District has seen growth in the rate seniors are graduating after four years. In 2015, 89.1 percent of the Class of 2015’s 90 seniors graduated in four years. That number was down a bit from 2014, when 93.3 percent of the 111 seniors graduated.

In 2013, 86.7 percent of the class’s 91 students graduated.

The Class of 2012 had 92.9 percent of its 104 students graduate.

Compared to the public schools in the Minnesota River Conference, Belle Plaine is in the lower-third of the conference, above Le Sueur-Henderson and Sibley East but below Jordan, Central (Norwood Young America) and Tri-City United. Belle Plaine is ahead of Shakopee but below its neighbors New Prague and Chaska in four-year graduation rates.

Along with the lower percent of boys graduating in four years, the high school is also

seeing a lower number of its students on free-and-reduced meal plans graduating in four years. Last year, 75 percent of the fourth-year seniors, boys and girls alike, on free-and-reduced meal plans graduate. The previous year, 89½ percent of the fourth-year seniors on freeand-reduced meal plans graduated.

B.P. Fire Department Fish Fry Friday The Belle Plaine Fire Department will hold its annual fish fry Friday (March 10) at Chatfield Elementary School.

The fish fry runs from 4 to 7:30 p.m. The cost is $12 for

adults, $5 for children and free for children ages 5 and under.

Take-out orders are available.

Proceeds from the fish fry go to the fire department’s relief association.

The BPHS Concert Choir (pictured above) performed “Ubi Caritas” and “Ritmo.” The mixed choir performed, “I Carry Your Heart With Me” while the chamber choir performed “Sweetheart

of the Sun.” BPHS Choir Instructor Brianna Velzke selected “extremely difficult pieces for all three choirs because I wanted to challenge them and wanted them to be proud of their hard work and truly appreciate their success,” she said.

“Some of the judges comments included, ‘Gorgeous sound on a difficult piece’ and ‘Great singing with a strong vocal foundation- lovely singing.’ ”

An Early Maple Sap Collecting Season

B.P. Off-Sale Liquor Stores Uncertain About Sunday Sales Belle Plaine’s two most likely businesses to be impacted by legislation allowing Sunday off-sale liquor sales are noncommittal about whether they’ll open their doors for Sunday sales even though both houses of the Minnesota Legislature have approved versions of bills giving them the right to be open one additional day each week. “We would welcome the chance for the opportunity to occur,� said Kevin Hurd, a spokesperson for Coborn’s Superstore. The grocery store op-

erates a liquor store separated by a wall from its grocery store in Belle Plaine. He declined to identify the criteria the company would consider when deciding whether or not it would take advantage of the opportunity to sell off-sale, assuming the bills are unified and signed into law.

Lori Otto, one of the owners of Prairie Liquor, said the family has yet to discuss whether or not they will take advantage of the proposal. She expects Prairie Liquor will have to open if Coborn’s opens on Sundays.

Hurd stresses Coborn’s did not actively lobby for legislation the Minnesota House and Minnesota Senate both approved.

The two versions contain a onehour difference of when sales can commence. The GOP-controlled House and Senate still need to find a starting time they agree upon. Gov. Mark Dayton indicated he expects to sign the bill later this spring. “We’ve been watching the bills closely. We know we’re probably looking at a done deal,� Hurd said.

Members of the Belle Plaine High School YES club helped with maple tree tapping at the Ney Nature Center in Henderson last Tuesday morning (Feb. 28). They learned about the maple syrup making process and helped the staff install 25 taps and collection bags. Due to the unseasonably mild weather during the second half of February, veteran maple sap collectors say this is the earliest they can remember ever collecting maple sap in this part of the state. The season normally runs from about March 15 to April 20.

Green Isle Wants to Hear School’s, Developers’ Plans to Catch Up Green Isle City Council members recently learned the people running the community charter school and the developers who own 43 vacant lots in the city have some catching up to do on missed payments.

At its Feb. 28 meeting, the council learned Green Isle Community School missed about $6,000 in lease payments to the city last year. The school’s lease payments on the city-owned school building are approximately $115,000 annually ($9,700 per month), said Lelia Leonhardt, a representative of Abdo, Eick & Meyer, the city’s financial representative.

The school is also about $220,000 behind on bond payments. The city issued bonds in 2005 to renovate the school.

Lease aid helps repay the bond payments.

The school’s enrollment has been climbing the past few

years. Its current enrollment of 64 students is nearing the break-even point for the bond payments.

At the council’s direction, City Attorney Ross Arneson was directed to set up a meeting with council members and representatives of the community charter school. While they remain supportive of the charter school, council members want to hear Green Isle Community School leaders’ plan to make good on missed payments.

The city is also looking for information on developers Bill Feldman and Norm Beckman’s plans to catch up on late interest payments. The pair purchased 43 undeveloped lots from the city in February of 2014. The two developers are $11,781 in arrears with the city.

Arneson was dispatched to contact Beckman and Feldman to discuss plans to catch up on

the payments.

In other action at the Feb. 28 meeting, the Green Isle City Council: • Paid Bills totaling $30,412.97. • Heard a report on the city’s 2016 financial audit from Mike Burkhardt of Burkhardt & Burkhardt. • Heard a proposal for subscription to a solar garden project from Jane Qualey of Minnesota Community Solar.

She proposed a 25-year contract where the city would save money on its municipal electric bills. The council tabled a decision for more study. • Decided to offer the vacant Public Works position to Kirby Kroells. The position is for up to 39½ hours with no benefits.

He’ll be paid $12.50 per hour with a review and possible wage increase after three months.

Hemze Gets High Marks From Carver County Commissioners Carver County commissioners recently reported that County Administrator David Hemze had earned a performance rating of “outstanding� for his work during 2016.

Commissioners recently evaluated Hemze’s performance during a closed-door meeting.

He was lauded for sound judgment and hiring talented people

for a sound leadership team, according to Kerie Anderka, the county’s director of Employee Relations. He was credited for administrative successes at every level, the Norwood Young America Times recently reported.

Anderka said Hemze’s performance and contributions to county residents have been

noted by the community and appreciated by the commissioners. Commissioner Tom Workman of Chanhassen said Hemze and the county have had “a good year.�

Hemze modestly deflected praise to other staff and elected officials for the successes he shepherded during the past year.

Chaska Eyes Expensive Upgrades to Its Veterans Park Chaska wants to make sure the park honoring the service of its veterans is a special place. Its plans for upgrading the park along Creek Road, just north of County Road 61, will reflect the community appreciation.

Depending on the quality of the materials and the extent of the renovations, the proposed redesign could range in price

from $353,000 to $1.2 million, the Chaska Herald recently reported. The park is located across Creek Road from Chaska VFW Post 1791 headquarters.

Construction will be staged.

Plans for the park could potentially include a play area with an obstacle course theme.

After the 20-week ultrasound, Matt & Sarah Smith of Belle Plaine were told their baby had Dandy-Walker malformation (DW), a condition in which part of the brain is missing. They were told their baby may live a day, a week, a month or years but her quality of life wouldn’t be there. Her parents chose to love her and hold her as long as they could, and their beautiful baby girl, Payton Faith, was born at 34 weeks. At 5 weeks Payton had open heart surgery, and since then she has had two surgeries for feeding tubes and in August had brain surgery. Payton has PT & OT three times a week to help combat balance issues and low muscle tone associated with DW. She has brought many people’s faith back, made people believe in miracles and brings a smile to everyone’s face. She is the little sister to Taylor (9) and Austin (6). Le Sueur-Henderson Schools Wants to Increase Academic Rigor Hoping to put students in a better position to increase academic performance, the Le Sueur-Henderson School District is increasing the rigor of classes in the district’s middle school and high school.

At a recent school board meeting, Nicole Adams, principal at the middle school and high school, presented the board with a report that included details on efforts to make classes for sixth-graders through high

school seniors more challenging. The district also wants to offer more difficult classes, the Le Sueur News-Herald recently reported.

Adams is also working to make sure the schools’ curricula is properly aligned with state standards. Making sure the classes are properly aligned with state standards should increase rigor and help Le SueurHenderson students earn better scores on state tests.

Della A. Klingberg At the age of 94, Della A. Klingberg entered the arms of her Savior, Jesus Christ on Wednesday evening March 1, 2017. Della passed peacefully with family around her Friendship Manor Nursing Home bedside.

Della’s life was honored with a visitation on Saturday, March 4 from 3-6 p.m. at BallardSunder Funeral and Cremation, Prior Lake Chapel and one hour prior to the Celebration of Life Service on Sunday, March 5, at 3 p.m., at St. Paul’s Lutheran Church, Prior Lake. Pastor Bruce Laabs presided. Della was laid to rest next to her husband Elmer at St. Paul’s Lutheran Cemetery, Prior Lake.

In Spring Lake Township, Della Agnes was born on November 18, 1922 to parents Arnhold G and Ella A. (Klingberg) Dorn. The oldest of three children, she grew up on the family farm with her siblings, LeRoy and Shirley. As a young girl, Della learned the values and morals of working hard, keeping her family close and having a strong faith in God. She attended a country school near Fish Lake through the 8th grade. During the winter months, Della and her siblings would trap muskrats on the lake before and after school.

Della’s first jobs were as a housekeeper for the Morlock’s and later for her uncle Gus Della to learn the craft of hairstyling to earn some extra money. After she married, Della worked for the local chicken hatchery and as a cook at the Town Treat.

She is best known as an icon as a school bus driver.

On Wednesday, August 26, 1942, Della married the love of her life, Elmer Johann Klingberg at Immanuel Lutheran on Fish Lake, Prior Lake. They were blessed with two children, LeArnold and Judy.

In 1946, Della and Elmer purchased their first school bus and started a long career transporting children to and from school in Shakopee, until 1955. In 1952, they expanded the busing services to include Prior Lake.

Della was the second woman in Minnesota to be licensed to drive school buses. She had a lot of trials in achieving this milestone, but Della’s determination prevailed. As the students stepped on her bus, Della greeted them with a smile and hug and on their birthday a kiss to make you sweet! Through the years, she nurtured and cared for each one like they were her owned. Bus rides were filled

with lots of singing, especially hymns, and laughter.

She was a life-long resident of Spring Lake Township and the Prior Lake community.

Della had so many wonderful qualities. Generous - her front door was always open, with coffee and treats ready to be consumed. Determined – Della knew what she wanted and this was apparent in being very instrumental in getting social events for the seniors in Prior Lake. Knowledgeable – she was always in the know of current government affairs.

Historian – Della kept track of all the deaths in the community.

Social – she enjoyed being with people and truly loved the conversation. Faithful – Della was devoted to her faith and church.

Dedicated – it was her family that was most important to Della. She loved her husband, children, but it was her grandchildren, great-grandchildren and even her great-great-grandchildren that were the light of her life. Della spoiled and loved every one of them from the first to the last.

In her spare time, Della loved cooking, sewing, quilting and working in her gardens. She enjoyed watching the birds, playing cards and her favorite past time of fishing. Della asks of her family and friends, “Keep God in your family and go to church. Teach your children and family to read the Bible.”

Left to honor Della’s life and carry on the legacy is her son, LeArnold (Judie) Klingberg; daughter, Judy Sullivan; grandchildren, Jim Klingberg, Joan (Jeff) Young, Joe (Kris) Sullivan, Julie (Mark) Westman; great-grandchildren, Jayme (TC), Joey, Ashley, Jordon, Jakob, Jace, Jessie, Joshua, Drew (Amanda), Nikki; great-greatgrandchildren, Ava, Amaraleigh, Analee, Gabriella; sister, Shirley (Loren) Stier; sister-inlaw, Martha Dorn; and many relatives and friends.

Daniel M. Marsh Daniel Michael Marsh, 33 of Belle Plaine passed away on Friday, February 17, 2017.

Visitation was Saturday, March 4 from noon-1:15 p.m. at the Parish of St. Joachim and Anne, Church of St. Mark Parish Center, 350 S. Atwood St., Shakopee, followed by Mass of Christian Burial at 1:30 p.m. in the Church. Presiding was the Reverend Erik Lundgren.

Private family interment in the spring. Arrangements with McNearney-Schmidt Funeral and Cremation.

Dan was born on September 15, 1983 in River Falls, Wisconsin, the son of Jim and Donna Marsh.

He loved to go hunting, fishing and camping and watching NASCAR, sporting events and concerts. Dan enjoyed time spent hanging out with his family and friends.

He is survived by his father, Jim Marsh (Judy Fries); siblings, Steve (Barb) Marsh, Laurie Marsh (Doyle Schultz, Sr.), Jim (Cheyenne) Marsh; nieces and nephews, Derek Marsh, Cody (Holly) Marsh, Crystal Marsh, Doyle Schultz, Jr., Austin Wendorff, Toni Wendorff; great-nephews, Izaak Marsh, Joshua and Austin, Jr. Wendorff; uncle, Barry Wood; aunts, Debbie (Dennis) Faust, Julie (Bob) Bushey nd Joan (Jon) Hoogenakker.

Dan is preceded in death by his mother, Donna Marsh.

Le Sueur County Sheriff Announces his Retirement

Le Sueur County Sheriff Dave Tietz recently announced his plans to retire after 31 years in law enforcement. He informed commissioners of his decision at a recent county board meeting.

To ensure a smooth transition, Tietz asked the county board to appoint Chief Deputy Brett

Mason as his replacement, the Montgomery Messenger recently reported. Commissioners formally considered the proposal yesterday (March 7), after the Herald went to press.

Tietz is the son of a retired Scott County sheriff’s deputy.

His career has been spent entirely in Le Sueur County. Sher-

iff Pat Smith hired him in 1986.

His work has included investigations, road deputy and chief deputy. He was appointed to the sheriff’s position in 2013 when Tom Doherty retired. Tietz won election in 2014.

He decided to retire because his health is good and the time to move on has arrived.

Man Charged With Two Counts of Felony Domestic Assault A man is charged with attacking a woman with whom he shared a house after the two spent the evening at an establishment.

Avery Leon Franklin is charged with two counts of felony domestic assault, one alleging he choked the woman.

He is also charged with possession of drug paraphernalia.

Franklin had a bail hearing in Scott County District Court last Tuesday (Feb. 28). Bail was conditionally set at $5,000 cash/$25,000 bond. The court issued a no-contact order and Franklin was ordered to surrender his ďŹ rearms. He’s due back in court March 24.

Police were called to the house on the 200 block of South Walnut Street at 12:35 a.m. Feb. 26.

According to the criminal complaint, Franklin, 30, and the woman had been out at a bar that night. They had become separated from each other at the bar. The complaint says Franklin called her cell phone yelling at her and then walked home.

The woman also walked home from the bar with a neighbor.

When the woman arrived home, she awoke Franklin. The criminal Belle complaint says he atPlaine tacked her. It says he pushed Heralda bedroom wall her up against and grabbed her hair. When she went downstairs, Franklin followed her. He pushed her up against a wall and again grabbed her hair, the complaint says.

The charges state Franklin pushed her to the kitchen oor and slapped her face. The woman claims he choked her for two seconds. During the struggle, a ďŹ ngernail was ripped from the ring ďŹ nger on the woman’s

right hand.

When talking with police at a neighbor’s house, the woman complained of pain in her shoulder, left leg and right hand.

Police saw Franklin in the basement of the house. He ďŹ nally responded to their com-

mands to leave the house. The criminal complaint says police found a pipe containing marijuana residue on his person.

Thirty Years Ago This Week

For the second time within a month, ownership of Belle Plaine’s telephone exchange was transferred. The new owner was Southeastern Telephone Co. of Lincoln, Neb., with state ofďŹ ces in Fairmont.

Many relatives and friends surprised Mr. and Mrs. Howard Meierbachtol on their 20th wedding anniversary at their home in Blakeley.

Glad to Meet Ya Abe A lot of fourth-graders don’t get a chance to shake the hand of a president, certainly not Abraham Lincoln’s. But Belle Plaine fourth-grader Jeff Witt got the chance via Bruce Hanks, a distantly-related descendent of the 16th president. Hanks came to talk at Belle Plaine Elementary School in March of 1987.

For Jeff, it was an extra special occasion since he had been working on a school project about Hank’s famous relative. elry Store announced completion of the remodelling of the store. Many new ďŹ xtures, new tile oor and a complete paint job were part of the new look at Hennen’s.

Fred Haas, native of the Belle Plaine community, died at the age of 77.

Miss Ann Schoenbauer, daughter of Mr. and Mrs. Frank J. Schoenbauer of Jordan, became the bride of Lawrence Koenig, son of Mr. and Mrs. John Koenig of Belle Plaine Township. The groom was serving in the U.S. Army and was stationed in Europe.

Mrs. Olson, nee Meyer, former teacher in the Belle Plaine school system, took her dog to New York to appear on a morning TV show whose sponsor offered $500 for each two syllable word said by the dog. The dog earned $1,500 for distinctly pronouncing “ma ma,� “hello� and “hamburger.�

It was not every day that Belle Plaine added a new building to its business district but such an occasion took place with the addition of the new Hayes Furniture Store. Store owner Gene Hayes celebrated the event with a big grand opening.

Ninety-one votes were cast in Belle Plaine Township, which was one of the largest responses. Walter Stier was elected supervisor, Tony Schultz treasurer, Herbert Reinke assessor and Harry Roach constable. A

John Truax of Langdon, N.D., was back for a visit with his boyhood friends. A member of a pioneer family of the area, he had left this locality in 1882.

Fred Harms of near Bongards bought the George Bongards farm of 80 acres for $120 an acre.

Spring came in with a rush.

Temperatures hit 70, a thunderstorm brought much lightning, a ood of rain and mid-afternoon darkness.

Dennis Regan and daughter Elizabeth arrived at their St. Thomas home after spending the winter in Ireland. Although many years had lapsed since Mr. Regan had seen his native land, he saw many familiar faces there and recalled boyhood scenes.

Belle Plaine was the end of the bus line for a week. Very bad roads in Le Sueur County made travel beyond here impossible.

Many old friends and neighbors from Jessenland met the train here bringing the remains of Mrs. Louis Buschman, nee Emma Madden, aged 60. The funeral was held from the Jessenland church, The borough council let contracts in the sum of $11,643 for concrete paving of the business section downtown.

Death took Mrs. Henry Weyl, nee Mary Alvina Tiegs, at age 53. The funeral was held from Zion Church, Le Sueur.

D.A. Kelly, Blakeley merchant, was given renewal of his license to operate a ferry at Blakeley for another period of ďŹ ve years.

The quarterly bank statement showed a total of $44,000 on deposit in the local bank.

Arrangements were made to celebrate St. Patrick’s Day in the customary manner with a parade by the Hibernians and the band.

With three tickets in the ďŹ eld for ofďŹ ce in Belle Plaine Township, the winners were Joe Barten, John O’Connor and John Drager for supervisors; Wm. Fitzgerald clerk, Chris Albrecht treasurer and Phil Wagener assessor.

Letters to the Editor Dear Editor, Like many (the many being evidenced by the public outcry that led to its return) I was disappointed to see the cross removed from the Belle Plaine Veterans Memorial. I wanted to express just how happy I was to see how quickly the city responded to the Defend Veterans Park proposal as well as to explain exactly why this means so much to me as the mother of two veteran sailors, niece of a fallen WWII soldier and a friend to many other veterans.

One such friend is Hubert Cripe, a WWII pilot who now resides in Astoria, Ill. The symbol of the cross is of particular signiďŹ cance to him. When he was shot down in WWII, he spent 13 months as a prisoner of war. One of the most memorable stories he shares from this time took place at camp just outside Bath Germany.

While at this camp he was accused of some infraction he had no involvement in. Despite many protests on his part, the Germans responded by telling him someone would have to pay, and that someone would be him. He was sentenced to one week in “The Box,â€? which amounted to a form of torturous solitary conďŹ nement. On his way to The Box, a fellow POW handed him a copy of the Bible.

This book would be his only comfort during his time in solitary conďŹ nement. Over the next several days, he made his way through the text several times.

He has said it gave him so much hope in a space where there was very little hope to be had.

As I reected on this story in light of the removal of the cross at the Belle Plaine Veterans Memorial, I thought of how this cross was more than a symbol of Christianity. It is a symbol of hope for so many of these soldiers. It seemed like a mistake and a disservice to remove a symbol that has given service men and women like Hubert the strength to make it through to return home when their duty is done.

I’m pleased it has been returned to a position where it can continue to honor those it has brought solace to in the direst of circumstances.

Dear Editor, Concerning Veteran’s VFW Monument: My wife Lori and I were residents of the City of Belle Plaine for 17 years and we had the good fortune of making friends with many ďŹ ne people in the community. The friendships are still in place; we are pleased to say.

One of our younger friends is Joanne Gill, who has been caught up, in a church-state issue that the entire City has been buzzing about. We have been friends with Ms. Gill for about 16 years and know to her to be married to a catholic man, has a teenage son, many Roman Catholic are part of her family, and has many friends who are Protestant and Catholic. Joanne Gill has never demonstrated hostility towards any religion in the long time we have known her. We were members of the

San Francisco Township found Gerald O’Connell supervisor, Richard Bohnsack treasurer, Ted Belter assessor, Ed Corcoran constable and Lester Mellgren justice.

Faxon Township levied $6,500 for road and bridge, and $300 for general projects. Jacob Schmidt was reelected supervisor, Kenneth Smith treasurer and Henry B. Trimbo assessor.

The fund drive for the Red Cross was underway in Scott County. Mrs. Emil Rusch was appointed chairman of the drive in Blakeley Township, while Charles Reak, Mrs. Herbert Ruehling and Mrs. Urban Hessian were named to head the Belle Plaine Township drive.

Anita Mae Franke, daughter of Mr. and Mrs. Arnold Franke of Gaylord, became the bride of Pvt. Edwin E. Telthorster, son of Mrs. Lorena Telthorster of Green Isle.

Miss Sonja Rannow, daughter of Mr. and Mrs. Heinrich Rannow of Pemberton, formerly of Jessenland, became the bride of Benjamin Schneider, son of Mr. and Mrs. John Schneider of Henderson.

Funeral services for Terry John, infant son of Mr. and Mrs. John Cullen of Carver, were held at East Union Church. Interment was in East Union Cemetery.

Dick O’Brien, Belle Plaine Tiger forward, was named to the All-District 13 basketball team.

He was the only member of the Belle Plaine team named to the 10-member all-district squad.

Four other players – Roger Hoelz, Larry Hartman, Ralph Zellman and Andy Johnson – received honorable mention.

For many years, Ms. Gill contributed to that group who had positive concerns about the City of Belle Plaine. We found Ms. Gill to very intelligent, rational, calm and positive. Because she’s a working mother she cut back on her activities on behalf of the DFL and community.

I read in the Minneapolis Star Tribune newspaper several articles about the VFW church and state conict, so I called Ms. Gill requesting information about this matter. I also contacted a number of good friends in Belle Plaine who are knowledgeable about the events that take place in the City. I did not request permission from my friends to use their names in this letter, so I remain mute concerning their identity. I can assure the reader these friends all have high credibility in the community.

After speaking with many people along with Ms. Gill, how this conict developed in Belle Plaine is as follows.

Ms. Gill called the Belle Plaine Police Department after biking past the Veteran’s Park and observing a monument with a cross present on the grounds.

She phoned assistant chief Stier and asked if it was legal for a cross to be on public property.

OfďŹ cer Stier did not have an answer for Ms. Gill and referred her to City Hall. Ms. Gill next spoke with Dawn Meyer who could not provide an ofďŹ cial answer and Meyer then contacted the Minnesota League City. The League wrongfully advised Ms. Meyer it was okay to leave the cross standing. This was very unfortunate because everyone seemed to forget the removal of the Christmas Nativity Scene in front of the Belle Plaine Police Department that was moved elsewhere because of the church-state issue. It was deemed a violation to have a religious symbol on public property.

The piece of property where the cross stood is City property. The VFW erected the cross with no permission from the City of Belle Plaine. The matter then escalated beyond the City to an outside group who injected themselves into this senseless donnybrook. Joanne Gill had simply made a phone call asking in a polite and reasonable manner; if it was legal to have a cross on publicly owned property. As a result of the civil inquiry, Ms. Gill was viscously attacked on Facebook.

Some individuals were seeking her phone number and her property tax information was obtained by these people. For what purpose did these people want information about Joanne Gill? Joanne received messages stating “Why don’t you move?� and “Shame on you�.

I suggest, one and all, who became involved in this churchstate issue, it is very Non-Christian behavior to attack Joanne Gill. We have a constitution and it may behoove everyone to familiarize themselves with this long-standing document. My observations reveal Joanne Gill has been intimidated, bullied, to the point where she became frightened. Shame on Ms. Gill’s un-Christianlike accusers. Ms. Gill is a civilized, gentle citizen now deserving of any apology from various directions.

Spring wasn’t supposed to arrive until the vernal equinox on March 21, but a mild winter nearly turned into an early, balmy spring the ďŹ rst week of March and temperatures climbed well into the 70s on Saturday (March 7). Record highs were recorded around the state, including Belle Plaine where the mercury hit 74. Mankato recorded 80. Many farmers were getting ready for early seeding of small grains.

The Belle Plaine School Board announced members of the new superintendent search committee. Serving on the committee were Joanne Johnson, Pat Schwartz and Roger Delgehausen representing the school board; Earl Gransee representing school administration; Gerry Schmidt representing nonlicensed school employees; and Jeff Hiltz and Mary Moriarty representing high school and elementary school faculty, respectively. Also selected to serve were Mayor John Ploetz, Annalee Balk and Jenny Russell. Current School Superintendent Dr. John Bartholow would be retiring at the end of the 1986-87 school year.

Incumbents Pat Murphy and John Nagel were reelected to three-year terms and newcomer Einard Karnitz was elected to a two-year term on the board of directors of the Belle Plaine Cooperative. Close to 500 people attended the 69th annual meeting of the cooperative at the elementary school cafeteria.

Gross sales for 1986 totalled $5.5 million, down from $6.4 million in 1985.

The Blakeley Cooperative held its annual meeting and reported sales of $1.5 million in 1986. Ewald Gruetzmacher, Pat Anderly and Matt Mellgren were elected to the board of directors. The other directors were Manly Vinkemeier, Ralph Malz, Harlan Vinkemeier and Lyle Muehlenhardt. Retiring that year were Robert Kahle and Lee Muehlenhardt.

Belle Plaine High School’s Jim Buesgens capped his high school wrestling career with a second place showing at the state high school tournament.

Jim dropped a close 6-5 decision to Pat Lorenson of Greenbush in the ďŹ nals, the latter of whom overcame a 4-1 deďŹ cit after two periods.

The BPHS boys’ basketball team was upset by Faribault Bethlehem Academy 49-47 in the ďŹ rst round of the District 13 Tournament in Montgomery.

The loss gave the Tigers a ďŹ nal overall record of 13-7.

Marty Weiers has taken retirement from his job as Air Traffic Controller at the Olatha, Kansas air tower. A position he held for 24 years and 8 months.

Mass at 11 a.m., Mulligan Stew at noon, parade at 2 p.m. (St. Thomas Sportsmans float can always use more riders), steak fry at 5 p.m. and dance in the evening. Great weekend for the Le Center area Irish.

Carver SWCD to Hold Public Meeting

Cologne City Council Backs County’s Taxes-for-Roads Plan

The Carver County SWCD will host a public meeting to provide information on the new Buffer Law. It will take place March 16 from 6-7:30 p.m. at the Cologne Community Center.

Topics to be covered include: What is the buffer law? What waters apply? Compliance, agency roles etc. There will be time at the end to answer questions, and staff will provide information about a new soil health/cover crops program and cost-share programs.

Southern Valley Support Groups Southern Valley Alliance for Battered Women offers ongoing support groups for victims of domestic abuse living in Scott and Carver counties.

Soldier Scholarship The Department of Minnesota VFW Auxiliary is offering a one-time scholarship to eligible veterans or active military members to provide incentive and aid to Minnesota soldiers wanting to further their education and in need of assistance.

Members of the Cologne City Council backed Carver County’s proposal for additional taxes to help pay for road improvements. But nobody on the city council was in as hurry to formalize that support Monday night (March 6).

Finally, Councilor Carol Szaroletta took the bull by the horns and formally stated her support for the county’s request the city council endorse the proposed package of a ½-percent local option sales tax, increasing the wheelage tax to $20, and a $20 excise tax on motor vehicle sales. The council, by consensus, unanimously agreed to endorse the county’s request.

Mayor Matt Lein will draft a letter indicating the city’s endorsement for the proposal. It will be delivered to the county board before its March 28 workshop. The council also indicated it would consider a formal resolution written by the city rather than the county’s version of a resolution endorsing the tax plan.

The tax increases the county is proposing will account for about $102 million of the additional $128 million revenue on currently unfunded road projects over 24 years. The proposed wheelage and vehicle excise sales tax increases will generate about $5 million annually for local use.

Szaroletta supported the proposal because without it, the unfunded plan to expand Highway 212 gets pushed back even further. “There seems to be a tax question,” Szaroletta said.

“Nobody wants more taxes.”

The expansion of Highway 212 is critical for Cologne’s future growth, said Councilor Kyle Evanski. “The only way to get people here is to give them the means to get here.

You’ve got to spend money to many money.”

Carver County’s plan is based on what it says is a $128 million funding shortfall in needed road projects over the next 24 years. The road projects are primarily in the eastern and southern half of Carver County and include expansion of Highway 212 from Carver to Cologne and from Cologne to Norwood Young America.

The state highway investment plan does not include any money to expand state roads in the county, Carver County Administrator David Hemze told the council last month. The Metropolitan Council, through its regional solicitation process, has chosen to distribute federal funds by focusing on transit, non-motorized vehicles, and preservation of roads and bridges, as opposed to expanding and building new roads, he said.

Other high-priority unfunded projects include expansion of segments of Highway 41 in Chaska and Highway 5 from Chanhassen into Victoria.

Council members Monday (March 6) indicated part of their support is linked to a desire to see the Highway 212 expansion project accelerated on the county’s list of 24 projects.

The city council also wants to

see improvements to Highway 284 added to the list.

“We all drive on 80 percent of those roads, but the one that affects us the most is 212,” said Mayor Matt Lein.

The mayor said the addition of Highway 284 to the list is iffy because of the long-term plans for an interchange at the intersection of Highway 212 and Market Avenue, just east of Highway 284. City officials expect Highway 284 will be the subject of turn-back talks from the state to the county in the years to come.

Carver County commissioners are planning a 9 am work session Tuesday, March 28. Depending on board direction, the county could then hold a public hearing on Tuesday, April 18, 4 p.m. The earliest potential adoption of the proposed taxes is Tuesday, May 2.

In other action at the March 6 meeting, the Cologne City Council: • Paid bills totaling $72,913.35.

• Granted the Cologne Fire Relief Association’s request for a temporary liquor license for April 29.

• Approved the purchase of Chromebook lap tops costing $399 each for council member use. City staff is continuing to research software to improve the efficiency of a movement to cost-saving paperless agenda system.

• Heard a report from Dean Johnson, the city’s contract planner, and Haila Maze of Bolton & Menk to work on the city’s 2040 comprehensive plan.

• Approved filling two vacant seasonal public works staff positions.

Community Services Director Tim Walsh updated the Commissioners on the County Board goal to implement the Community Corrections delivery system, Public Services Manager Jennifer Deschaine reviewed the goal to monitor the Community Health statistics and trends, Deputy County Administrator Gary Shelton provided information on the shared information systems, training facilities and 800 MHz strategy, County Administrator Dave Unmacht highlighted the status of County Highway projects, and Chief Information Officer Marilyn McCarter reviewed the goal to complete phase one of the CountyĘźs Business Continuity Plan.

(6) County Administrator Update: Mr. Unmacht reviewed upcoming schedule items.

Buesgens met Oronoâ&#x20AC;&#x2122;s Bobby Striggow in the semiďŹ nals and both of the wrestlers had placed in last yearâ&#x20AC;&#x2122;s state bracket at 182, with Buesgens placing fourth and Striggow ďŹ fth. The match got off to a good start as Buesgens scored the opening take down with a quick lowlevel leg attack that gave him a 2-0 lead. However, there would be a blow to the head that forced Buesgens to call for an injury time out, and from that point forward, Buesgens did not appear to be the same wrestler. Although Buesgens scored a second period escape to take a 3-1 lead, Striggow was able to score an under hook singleleg attack to tie the match at 3-3 going into the third period. The Orono wrestler was able to win the match in the third period when he scored an escape, take down and quick near fall. â&#x20AC;&#x153;It appeared that Tyler was in good position and ready to go as he scored that opening take down,â&#x20AC;? states Ripley. â&#x20AC;&#x153;However, after that knock to the head, Tyler did not seem the same and you have to give Striggow some credit for wrestling a good match, particularly in the third period.â&#x20AC;?

Buesgens bounced back with a pair of hard-fought wins in the consolation bracket to place third.

Scott West 132-pounder Tyler Shackle opened the state individual tournament in convincing fashion as he defeated the 34-2 and #4-seeded Kellen Schauer of Grand Rapids 6-1.

Shackle continued to be at the top of his game as he used a well-executed single to take the 33-5 and #5-seeded Jordan Winter to his back for a ďŹ vepoint move and a dominating 8-1 win that advanced him to the semiďŹ nals against Nebraska recruit Tucker Sjomeling of Delano.

Although Sjomeling scored the opening take down, a pair of Shackle escapes tied the match 2-2 going into the third period.

Throughout the match, Sjomeling had fought off some really solid leg attacks by Shackle, and after scoring a third period escape to take a 3-2 lead, Sjomeling scored his second take down of the match and later scored a set of back points as he took Shackle to his back with a leg turk and a 7-2 win. â&#x20AC;&#x153;Tyler really put three nice matches together here, which included some really solid leg attacks and good, hard riding,â&#x20AC;? explains Ripley. â&#x20AC;&#x153;It was really positive to see him go toe to toe with Sjomeling for the better part of their match.â&#x20AC;?

While Sjomeling would later go on to win his third state championship, Shackle dropped a hard-fought 6-4 consolation semiďŹ nal match to LitchďŹ eldâ&#x20AC;&#x2122;s Sam Tibbits. After that loss, Shackle went to the ďŹ fth place

Parker Huss (138) would wrestle his way to his second state tournament placing as he followed a similar wrestle back path as he had at the section championships the week before. After dropping a 5-4 opening-round match to New Ulmâ&#x20AC;&#x2122;s 38-1 and #3-seeded Hunter Ranweiler, Huss got the opportunity to wrestle back and he defeated Perhamâ&#x20AC;&#x2122;s Dylan Fudge 13-6.

Huss made it back to the state placings in the Saturday morning consolation round as he used a pair of second period take downs to secure a solid 5-2 win over Wabasso-Red Rock Centralâ&#x20AC;&#x2122;s Tyson Doubler. Following the win over Doubler, Huss was moved to the match for ďŹ fth place, where he was pinned in a third period cradle

At 145 pounds, Scott West junior Jack Fogarty nearly made a successful entrance to the mats of the state individual tournament as he wrestled a hard-fought opening round match against Kasson-Mantorvilleâ&#x20AC;&#x2122;s 34-8 and #3-seeded Isaac Haman. After a scoreless ďŹ rst two periods, Fogarty scored an escape to take a 1-0 lead. But Haman scored a take down with about 40 seconds left in the match to take a 2-1 lead and an eventual 4-2 matchwinning take down.

Following the loss to Haman, Fogarty got an opportunity to wrestle back but dropped a 5-2 decision to Hibbingâ&#x20AC;&#x2122;s AJ Bethea. â&#x20AC;&#x153;Jack had a really good year of improvement and wrestled pretty well in the sections and state tournament,â&#x20AC;? states Ripley. â&#x20AC;&#x153;Hopefully, we will see that improvement continue and he will be back with another opportunity at the state tournament next year.â&#x20AC;?

The North and South subsection champions will play for the section championship 8 p.m.

But Belle Plaine quickly rallied and took a 63-62 lead with just a few ticks left on the clock.

That was just enough time for NYA senior and captain Kellen Erpenbach to draw a foul and step to the free throw line with less than a third of a second left. He missed the first shot but made the second to send the game into overtime.

There was enough time left on the clock for the Tigers to bring the ball up court and make a few passes, the last of which was caught by junior guard Hunsader, who launched a three-point shot that dropped through the webbing with just 1.4 seconds left. A desperation attempt by the Raiders failed and the Tigers survived to play another day.

“This was a hard-fought game,” Fogarty said. “I am so proud of how our team stuck together to get this win.”

Seniors Herman and Curtiss helped see to it that this wouldn’t be their final high school basketball game as they tossed in 25 and 19 points, respectively. Hastings also had 19 points and Hunsader had seven, including the game-winning three. Curtiss (6) and Herman (5) led the team in rebounds.

Carter Clemensen led NYA with 17 points, while Erpenbach and Logan Corlett both added 14.

Belle Plaine firefighters made quick work of a fire call last Wednesday (March 1) on the 1100 block of Schoolhouse Drive. A faulty electrical fan is blamed for the fire. Fire Chief Matt Stier said damage to the structure was minimal and nobody was injured.

An electrical fire that started in a construction fan damaged half of an under-construction twin house on the 1100 block of Schoolhouse Drive late Wednesday morning (March 1).

Police and Fire Chief Matt Stier got the call at 11:38 a.m.

He found black smoke billowing out of the house’s soffits.

Firefighters ventilated the house and were packing up to leave by about 12:35 p.m.

Wayne Schmidt, the developer of the residential property at 1149 Schoolhouse Drive said smoke damage was primarily limited to sheetrock and insulation. The house was scheduled to be ready for sale by May 1.

“It’s going to set us back 10 days,” he said.

A Required Count

Starting in 2012, Minnesota began using the federally-required adjusted cohort graduation rate model, according to the Minnesota Department of Education (MDE). This model follows students – a class -throughout high school from ninth through 12th grades and determines if students graduate within four, five or six years.

The four-year graduation rate shows the number of students graduating from high school within four years after entering ninth grade. To determine this rate, MDE identifies all students who entered ninth grade four years ago, including those who moved into and out of the school district.

The five- and six-year graduation rates show the number of students who took additional time to earn sufficient credits or meet other graduation requirements and to receive a high school diploma from their district. The twin house -- known as a “mother-in-law apartment” -was filled with smoke. Stier and firefighters had been informed en route the men working in the house had escaped.

The fire started in the rear of the house. Sheetrock workers were using a construction fan to circulate air in the house. The fire started in the fan, Stier said.

Last July, the council approved the property owners’ request to annex 43.29 acres in Blakeley Township to the city to help pave the way for the solar energy complex.

The interim use permit will allow a 5 megawatt solar garden on the site, which is located adjacent to the western boundary of the city limits. Joining the property owners as applicants is Toby Butterfield, representing DG Minnesota CSG 4 LLC. Butterfield said the solar panels will be mounted to steel racks at a height of approximately 8 feet. The complex will be buffered through a mix of fencing and vegetation, and “will only be visible to people on airplanes.” Native grasses and other vegetation will be allowed to grow within the complex.

Butterfield added that there could be some 150 employees working at the site at the peak of construction, but once completed, the secured site will be basically unmanned.

Over 300 feet of West South Street will be upgraded to accommodate the complex, access to which will be the same as the current access to Prairie Oaks Institute, which is also owned by the Devine-Johnson family.

struction period, Butterfield said they expect some 300 trucks to pass up and down South Street. Smith Strack said affected residential property owners would be notified beforehand about the construction schedule and the anticipated number of trucks per day, and who to contact for more information or complaints.

Butterfield said the generation tie lines (power lines) associated with the project “will be designed, built and owned by Xcel Energy.” *Unanimously approved the fire department’s request to purchase a grass rig slide-in unit from Heiman Fire Equipment Company at a cost of $16,352. It will replace the existing aged unit. Fire Chief Matt Stier reported that public works personnel will perform the removal and installation of the unit, which means no additional fees will be incurred. *Unanimously appointed Catherine Tarbell as a member of the Belle Plaine Planning and Zoning Commission and Brittney Cotner as an alternate.

Cotner had held the position before recently resigning due to schedule conflicts. *Public Works Superintendent Al Fahey reported that the retired U.S. Army helicopter that was removed from Veterans Memorial Park several months ago for refurbishing is “ready to be painted and we will be moving it out to the paint shop next week.”

The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Monday, March 20 in the City Hall building at 218 North Meridian Street downtown.
