Council Okays Several Steps for Medical Center/Housing Complex Business Subsidy Also Authorized
A “Very Preliminary” Proposal In what Belle Plaine Community Development Director Cynthia Smith-Strack defined as “very preliminary,” Brian Kruschke, who is pictured in the above photo (standing), presented an idea for the city-owned vacant lot located at the intersection of Main and Meridian streets downtown. Kruschke, who has an extensive business background, is proposing to build a two-story, mixed-use building, which would include a restaurant on the first floor and up to three apartments on the second floor. by Dan Ruud The Belle Plaine City Council Monday night unanimously approved a quartet of resolutions/ordinances as well as a business subsidy agreement that will help pave the way for the upcoming construction by Ridgeview Medical Center of a medical clinic and senior housing complex near the intersection of Highway 169 and County Road 3/Meridian Street. The Lutheran Home is also involved in the project. Plans call for a 12,900-squarefoot medical clinic, a 10,000square-foot fitness/wellness center and a three-story, 54-unit senior independent living center. A second phase is also on the drawing board that would include a future vertical expansion of the clinic. Staff reported that the Belle Plaine Design Committee recommended that brick similar to that employed in the downtown area be used in the project and Ridgeview has agreed. The resolutions/ordinances approved Monday for the project include the preliminary plat, rezoning of a portion of the property to R-7 (mixeduse), development stage of the planned-unit development plan and submission of a comprehensive plan amendment to the Metropolitan Council. John Prondzinski, vice president of Ridgeview Medical Center, told the council at Monday’s hearing the planning phase of the project “is progressing nicely and hopes are to break ground in July.” As for any future vertical expansion of the clinic (up to three floors), Prondzinski said that is probably at least five years out. Also okayed Monday following a separate public hearing was the execution of a business subsidy agreement with Ridgeview, which calls for the sale of approximately seven acres of city-owned property for the complex to Ridgeview for $1. That equates to a land write-down in the amount of $265,000. “Because the subsidy exceeds $150,000, the city must hold a

Failure to meet these goals would result in a reduction of the business subsidy.” Smith-Strack added that in exchange for the land write down, Ridgeview Medical Center is to create a minimum of 20 full-time equivalent jobs with a starting wage of no less than $12.69, which is 175 percent of the federal minimum-wage law. No one spoke at the public
hearing that preceded the council’s vote on the subsidy agreement. The senior care center is proposed to be constructed over a 36-space underground parking facility (there will also be 167 surface spaces) and 21,975square-foot foundation. The site is proposed to be accessed from Commerce Drive West. In other business Monday night, the council unanimously approved the installation of a new outdoor civil defense warning siren on the water tower property off Southridge Court (south of Highway 169)

Choir Concert Finale Monday at BPHS
The last big choir concert of the school year is set for Monday night (May 23, 7 p.m.) in Belle Plaine High School’s South Gymnasium. It will feature performances by fifthgraders through high school seniors. The choir is a showcase of the talents of individual school choirs and choirs performing as groups, said Cheryl Gorton, BPHS’s choir director. With a theme, “Music Brings Us Together,” the evening’s perfor-
mances will include songs from cultures all around the world, she said. The program includes individual performances by a fifthand sixth-grade choirs. The two choirs will also perform as a group. The junior and senior high school choirs will also perform. The concert’s culmination includes songs by one mass choir of the approximately 375 choir students in fifth through 12th grades.
Chris Meyer to Challenge Mike Pingalore for Mayor; 3 Candidates File for Council There was a flurry of activity when it came to filing for city offices at Belle Plaine City Hall early Tuesday morning, which was the start of the two-week filing period for this year’s elections. Chris Meyer made it known right away that he will challenge incumbent Mayor Mike Pingalore, who also filed Tuesday. Meyer is the son of former longtime Belle Plaine Mayor Gerry Meyer. As for the city council seats, three of which are up election, three candidates filed Tuesday morning. They were incumbents Cary Coop and Gary Trost and newcomer Nickole Shetka. Coop and Shetka both filed for the two four-year terms up for election, while Trost is seeking the two-year term that was vacated by Scott Schneider, who moved to Shako-
pee. Henry Pressley Jr. was appointed in December to occupy Schneider’s seat until the 2016 election. Pressley said Monday night that he has not yet decided if he will seek to extend his stay on the council. The two-week filing period for the mayoral and three city council seats will continue until 5 p.m., Tuesday, May 31. You can file at Belle Plaine City Hall, 218 north Meridian Street downtown. Offices will be closed Monday, May 30 in observance of Memorial Day. If more than two people file for either Mayor Pingalore’s or Council Member Pressley’s seats, a primary will be held Aug. 9 to reduce the number of candidates to no more than two for each seat. A primary will also be held Aug. 9 for Coop’s and Trost’s seats if more than four people file for those jobs.
Also up for election this year, the filing period for which began Tuesday and continues through May 31, is the District 1 seat held by longtime incumbent Joe Wagner. District 1 is comprised of western Scott County, which includes the cities of Belle Plaine, Jordan and a portion of New Prague. Among the many townships in the district are Belle Plaine, Blakeley and St. Lawrence. The entire Minnesota House and Senate seats are also up for election in 2016. Belle Plaine’s state legislators are Rep. Bob Vogel (R-Elko New Market) and Sen. Kevin Dahle (DFLNorthfield). Wally Huss A resident of Jordan, MN, Wally Huss, 87, passed away peacefully Monday, May 9, 2016, at Oak Terrace Senior Living in Jordan. Wally lived his entire life by the three “f’sâ€?...Family, Farming and Faith. The family greeted guests on Friday, May 13, from 4-8 p.m., at Ballard-Sunder Funeral and Cremation, Jordan and on Saturday, May 14 starting at 9:30 a.m., prior to the Mass of Christian Burial at St. John the Baptist Catholic Church, Jordan. Father Timothy Yanta presided. He was laid to rest at St. John Calvary Cemetery, with full military honors provided by the Jordan Vets Honor Guard. Family was Wally’s greatest passion and accomplishment. John and Martha (Schwingler) Huss proudly announced on October 26, 1928, the birth of Wallace Joseph Huss in New Prague. He was the second of nine children. Very proud of his German heritage, Wally crossed the line to the Irish side, when Wally married Mary Helen McDonald on June 23, 1956 at Jesseland Catholic Church. Together, they were blessed with eight children. Over time, Wally relished attending and supporting his children and grandchildren in their sporting activities and school events. As his children grew up, Sunday afternoons were spent playing ball, listening to old time music, taking car rides, visiting family and sharing in a special meal. As Wally became a grandpa, he was extremely proud to say (at one point) 1/10 of the St. John’s School students were his grandchildren. They brought Wally so much joy, with everyone being the favorite! On the farm, Wally quickly learned the true meaning of hard work, dedication and the skills of survival. These were all characteristics he carried through his life. Wally grew up on the rather large farm of 210 acres in Union Hill. Earlier days were ďŹ lled with milking cows by hand, working the ďŹ elds with horses and raising hogs, chickens and beef in order to survive
and trade for other groceries the family needed. After marrying, Wally farmed in Union Hill with his brother Linus for a short time, began a new life on a farm in Jordan. Here, he devoted his life continuing to work the land his dad nurtured, now with his wife and children at his side, until retiring in 1991. Wally was proud to be able to provide for his entire family. Wally’s life was enriched and blessed with a deep faith in God. He was taught by Catholic teachers at Union Hill Catholic School and later graduated from New Prague High School. As a young boy, Saturday morning’s he and his siblings attended religion classes. Wally served as an altar boy and was hoping to become a deacon someday. He trusted God would protect him as Wally served in the United States Army for several years, Later on in life, he proudly served on the St. John’s School Board. For about 20 years, Wally devoted his life as a custodian at St. John’s, where he loved to take care of the buildings and especially the children. After the passing of Mary on July 6, 1998, he became involved in the St. John’s choir and mission trips. Wally consistently watched the EWTN TV program. But through it all, it was his faith that molded him and how he lead by example, the reason his children and grandchildren are who they are today! Wally always smiled, was silly in nature and loved to play practical jokes. He was especially honest, kind, compassionate, humble and unselfish‌all characteristic of Jesus. A true inspiration to those he touched. Family, farming and faith were most important. Wally too enjoyed playing Sheephead, having his back scratched, his hair combed and drinking a warm Pfeiffer Beer. After retirement, Wally enjoyed ďŹ shing and gardening. Forever missed, Wally will forever remain in the hearts of his beloved children, Connie (Dan) Hennen, Marty (Lori) Huss, Jim (Patty) Huss, Peggy (Brad) Heitkamp, Elizabeth (Craig) Larson, Robert Huss, Barb (Al) Weierke, Patti (Tony) Schmidt; 31 grandchildren; nine great-grandchildren; siblings, Janice Neisen, Roger (Marlys) Huss, Ludy Giesen, Marlene (Larry) Voigt, Marvin (Ev) Huss; brother-in-law, Richard (Ann) Hartman; many relatives and friends. Wally is preceded in death by his beloved wife, Mary; daughter-in-law, Susan Huss; parents; siblings, Carol Huss, Linus (Theresa) Huss and Margie Hartman; brothers-in-law, Ted Neisen, Gerald Giesen; and special friend, MaryAnn Terwedo. Wally’s eight children were pallbearers, along with his grandchildren and two brothers as honorary bearers.
Carver County Moving Ahead With Plans for Historic Farm With the blessing of the county board, the Carver County Historical Society is moving forward with plans to restore and open the historic Andrew Peterson Farm to the public once the facility is ready. The Carver County Board recently OK’d a conditional-use permit to host tours, educational activities and events at the farm in Laketown Township east of Waconia. A dedication is planned for July 25. It will include a ceremonial tree planting and demonstration of an app depicting everyday life back when Andrew Peterson and his family inhabited the 19th Century farmstead, the Norwood Young America Times recently
reported. Thanks to grant funding, the historical society is working to improve the remaining buildings. Along with the ravages of time, they were battered by severe weather back in 2010. Peterson came to the United States in 1850 when he was 32 years old. He was better educated than most immigrants, thanks to his parents’ ďŹ nancial ties to the church. He came to Minnesota in 1855 to settle and farm land. The county historical society’s collection, along with the buildings on the farmstead, includes the daily journal Peterson kept from age 50 until just before he died.

State Seed Money to Help TCU’s Healthy Foods Garden Grow Thanks to a state grant, the Tri-City United School District’s plans for a school garden will get off to a better start. The district received a $3,814 SHIP (statewide health improvement program) grant for a garden that will produce locally grown food for healthier school lunches. Last year, a garden at one of the district’s elementary schools produced fresh chives, rosemary, parsley, peppers, tomatoes and lettuce, the Montgomery Messenger recently reported. The SHIP Money will help fund a new garden at TCU High School. Tri-City United serves Montgomery, Lonsdale and Le Center areas. Belle Plaine is studying the potential of a garden for next year. Possible sites have been west of ChatďŹ eld Elementary School.

Cedar Lake Farms Reopening Cedar Lake Farm Regional Park in New Prague is reopening on Saturday, May 28. The park has been undergoing a major redevelopment project and has been closed since August of 2015. The redevelopment project, a joint effort between Three Rivers Park District and Scott County, was focused on making the park more accessible and increasing the opportunities for outdoor recreation and programming. The improvements include: – .6 miles of paved trail in the park’s core – Expanded beach area – Hand-carry access for canoes and kayaks – Accessible parking – Barn restoration – Maintenance building Work continues on 2.5 miles of “soft trails� (turf, dirt and wood chips) that are expected to open in spring of 2017. “The partnership between Three Rivers Park District and Scott County is what really

B.P. Woman Charged With Flooding Her Neighbor’s Apartment
A Belle Plaine woman allegedly angry with some of her neighbors at Cardinal Ridge Apartments on West State Street is charged with leaving water running in her apartment to flood the apartments a floor below hers. Alicia Natasha Dhuman is charged with felony-level criminal damage to property. Having already appeared for a bail hearing, she is due in Scott County District Court Friday for an omnibus hearing. According to the criminal complaint, Dhuman, who lives in Apt. 313, allegedly clogged the drain in the kitchen sink with food. She left the water running and exited the apartment, according to the criminal complaint. It says the damage is estimated to be well in excess of $1,000.
Police were called to Cardinal Ridge Apartments Thursday, May 12 shortly after 10 a.m. The complaint said water from Dhuman’s apartment was flooding into the apartment below. At 9:30 a.m., the tenant in Apt. 213 found water leaking through the ceiling into her apartment. She went upstairs and found the water in Dhuman’s apartment running and the sink overflowing. She shut the faucet off. Dhuman was not in Apt. 313, according to the criminal complaint. Police found her the next morning just after 6 a.m. in the apartment building’s parking lot. Dhuman was arrested. In Apt. 213, police found water running into light fixtures on the ceiling and several water stains on the ceiling. Police had been called to Cardinal Ridge earlier that morning
(May 12) because of a reported argument between Dhuman and the resident of Apt. 213. Four days earlier, Dhuman was cited for disorderly conduct when police responded to a dispute between the Dhuman and Cardinal Ridge tenants. Since April 2, Belle Plaine police have responded to 38 complaints involving threats Dhuman allegedly made to other residents, disorderly conduct, and other disturbance-related calls. She is currently being evicted, the complaint states. In the charges against her, Dhuman claimed she did not knowingly leave the water on when she left her apartment. She admitted being angry with other Cardinal Ridge residents, but claimed she did not flood the apartment below hers as an act of revenge.
‘Six-Pack’ Wager Could Save Green Isle Over $6,300
What started out as an offhanded wager between Green Isle’s city clerk-treasurer and the city’s contract water consultant could easily save the city over $6,300 on the cost of cleaning its water tower. The Green Isle City Council was considering which of the two quotes it received last month for cleaning its water tower it would accept. The quotes from Maguire Iron of Sioux Falls, S.D. range from $9,600 for a complete cleaning of the exterior to $5,700 from the middle of the bowl to the top of the column. The city wants the tower cleaned in time for Green Isle to host the state amateur baseball tournament next year. Bert Panning, the city’s clerktreasurer was recently discussing the quotes with Lee Ortloff of Peoples Service, the city’s water treatment firm. Panning told the city council Ortloff thought the quotes were quite high and he was confident he could find the city a better price. “I bet him a six pack he couldn’t do it,� Panning told the city council at its May 10 meeting. Ortloff came back with a price of $3,250 from Water Tower Clean & Coat of Lodi, Wis. for cleaning the entire water tower. The company is able to offer a low price by using a mechanical cleaner that magnetically climbs the tower rather than a manned crew performing the actual cleaning. The water pressure the machine uses can also be adjusted to avoid chipping

by Reps. Paul Torkelson and Bob Vogel First the Governor and now the DFL-controlled Minnesota Senate are advocating for a borrowing bill of at least $1.4 billion this year. Those large proposals garner most of the attention in discussing bonding, but increased emphasis should be placed on another set of numbers: The state’s payments on debt, which have increased by nearly double over the last several years. People should know that bonding isn’t free. Nonpartisan reports show our state’s debt service payments soared from $409 million in 2008 to $752 million in 2015, a trend that started around the time the state’s limit on debt payments was removed. That is astronomical growth. And now, after Minnesota’s Management and Budget Office (MMB) announced lawmakers could borrow more than $3 billion, Democrats propose the largest capital investment bill ever. It’s important to remember that we have bonding guidelines in place, but when they do not take into account the amount of payments, as well as how much outstanding debt the state owes, they are measuring only part of what is financially necessary. This makes them ineffective and outdated when it comes to prudent debt management. A House bill offered this year would reinstitute a debt-service cap at 3.5 percent of projected General Fund revenue in order to contain that growth and protect taxpayers. The state included debt-service management in its borrowing guidelines for 30 years until the practice ended
in 2009. The threshold for payments on debt during most of that span was 3 percent or less of state revenue. It is crucial to remember that borrowing simply is spending tomorrow’s money today. With that in mind, we should be taking a closer look at the amount we can reasonably dedicate to debt payments without handcuffing ourselves in the future, especially with the impacts of an aging society yet to be realized. Just because we can borrow more doesn’t mean we should. The bill we in the House propose would help us be more prudent with taxpayer dollars by using a more accurate framework to capture our fiscal picture. To more carefully manage state debt, the House’s proposal clearly states that “debt payable to from non-dedicated state General Fund revenues� is not to exceed 3.5 percent. It will give the legislature the information it needs to look out into the future, and the taxpayers the assurance they need that the debt will not become too burdensome for them to sustain. This 3.5-percent cap on debt service still allows for a reasonable bonding bill to be crafted this year, which is something we both support after we approve our transportation and tax relief proposals. It is not intended to be a statement on state bonding as a practice in general, rather a way for the state to better manage its debt payments so future obligations do not overburden taxpayers today and in the future. In that light, fiscal responsibility never shall become outdated.

He was hired by the city council to succeed Curt Brekke at the May 8 council meeting. The council agreed to pay Hallman $23,500 plus a $50-a-month mileage allowance. Brekke would remain on the job through May 30. The Belle Plaine Chamber of Commerce elected officers and allocated Bar-B-Q Days monies. Wally Witt, manager of the Westerman Lumber Company, was elected president to succeed Simon Haefner. Joe Lenz was elected first vice president, Jim Lange second vice president and Paul Gatz secretary. John Ploetz was reelected treasurer. Allocations for Bar-B-Q Days funds included $4,000 for grandstand replacement, bringing that total fund to $10,000. The next biggest allocation was $2,500 for a new diving board at the swimming pool. A small turnout of voters, only 233, cast ballots in the Belle Plaine School Board election that Tuesday. Warren Wolf and Joanne Johnson were declared the winners. Wolf, a newcomer to the board, received 203 votes, while Johnson, who won a fourth term, got 176. The third candidate, Nicki Nagel, had 44 votes. It was a good year for Morel mushroom hunting, according to veteran hunter Jerry Bigaouette of Belle Plaine. “People who can’t find them this year don’t know what their looking for,� Bigaouette said. Bigaouette, Bud Castor and Wally Krant Jr. gathered about 15 gallons of the luscious edible fungi on an excursion on May 13. They gathered about 10 gallons on a trip the previous Monday. The Belle Plaine High School baseball team lost to Montgomery 4-2. Jeff Bruder had two hits for the Tigers, including a home run. The Tiger softball team lost both games of a doubleheader to Mankato Loyola by scores of 8-4 and 10-5. Belle Plaine, which ended the regular season with a record of 3-11, lost in the first round of the district playoffs to Jordan 6-5. The BPHS girls’ track and field team placed third at the conference meet in Jordan, which was won again by Norwood. Brenda Bessel placed second in the 100-meter dash and third in the 200. Volunteers for the Carver-Scott Humane Society will hold a pet adoption on Saturday, May 21 from noon to 3 p.m. It will be hosted at PETCO in Eden Prairie, which is located off Highway 212 and Single Tree Lane. at a cost of $21,815. The new siren will not be attached to the water tower but rather placed adjacent to it on a 55-foot pole. It’s expected that the elevated topography at this site will assist in providing better sound distance. Staff reported that the purchase of the new siren is within the existing budget due to the fact that city emergency management officials have been planning for the expenditure for some time. It’s expected to be installed within the next seven weeks. The city currently has five outdoor warning sirens that can be activated by Scott County Dispatch, or remotely by local firefighters or police officers in case of an emergency. *Unanimously appointed Finance Director Dawn Meyer as interim city administrator until a replacement for Holly Kreft is hired. Kreft’s last day in the office was this past Monday. Kreft resigned to accept a job elsewhere and the city is presently advertising for her replacement. Meyer has served as the interim city administrator on previous occasions through the years in the absence of a city administrator. She will receive a city administrator’s salary until a new hire occurs, which could take much of the summer. *Unanimously authorized staff to submit a pre-application to the Minnesota Historical Society for a potential state historical grant that could be used toward the city’s ongoing restoration of the city-owned and historic Episcopal Church of the Transfiguration. There would be no matching costs associated with the grant, which could provide up to $172,000. The funds would be used for window, plaster and flooring repairs, etc. *Unanimously approved four facade improvement loan requests from local businesses for $1,500 apiece. Those receiving loans from the city’s facade improvement fund are Annie’s Cafe and Catering at 201 East Main Street, Sparetime Tavern at 117 West Main Street, and building owners Jeff and Michelle Carlson for 104 West Main Street (Deb’s Embroidery) and 118 North Meridian Street (It’s Just Me Salon). The loans will be forgiven by the city if the borrower remains in business on the property for at least one year after disbursement of the loans or transfers ownership to another entity that maintains the business in the improved building for at least one year. *Unanimously approved the appointment of more than two dozen lifeguards and water safety instructors for the upcoming pool season, which at the Belle Plaine pool is scheduled to begin Friday, June 10. “We are fortunate to have a number of returning lifeguards and certified instructors,” reported Public Works Superintendent Al Fahey, adding that Pool Manager Jackie Hillstrom interviewed candidates and made the hiring recommendations. New hires will receive $9 per hour, while reappointed hires will start at last year’s ending base rate. *Unanimously approved a resolution calling for the sale of $1,560,000 general obligation bonds to finance the construction of this year’s street and utility improvement project. The Belle Plaine VFW Auxiliary meets the third Thursday of every month at 7 p.m. at the Vets Club. At our last meeting, Brianna Kruschke and Hannah Burmeister were present to show us their Patriotic Art entries. Brianna won our local level and went on to district. Congratulations Brianna. Jackson Schroeder took first place in our Americanism coloring contest. He is a secondgrader at Chatfield Elementary. Congratulations Jackson. Our president Tricia Burmeister won an award from National for recruiting five new members! Congratulations Tricia. Our Auxiliary gave a monetary donation to the “Let’s Go Fishing” program. Hopefully many of our local Veterans can partake in this program. Also, a monetary donation was made to The National Home for Children for a special food program. Poppy Days is this Friday and Saturday. Look for our Auxiliaries to be distributing Poppies at Coborn’s on Friday and Saturday. Our next meeting has been changed to Thursday, May 26 at 7 p.m. so we can attend a program at the library this Thursday. A golf tournament fund-raiser to help researchers and families fighting Huntington ’s disease is Saturday, July 30 at New Prague Golf Club. The men’s club at NPGC is hosting the event. SouthWest Metro Co-op Revised 2015-16 Budget Still Has Offering GED Test Prep Classes B.P. School District in the Red
SouthWest Metro Educational Cooperative in Chaska is offering preparation classes for students interested in taking their GED exam. Traditional high school diplomas don’t always fit into student’s lives. Unexpected events and circumstances can come out of nowhere, making the traditional path impossible. The General Education Development Test (GED) or GED is
equivalent to a high school diploma and passing it is very important to help expand employment opportunities and increase wages. It also opens the door to attending college. Now through June 30, Minnesota GED test-takers are able to take their first GED test in each subject for free. The State of Minnesota is subsidizing the cost while funds last. SouthWest Metro Educa-
Cold Weather Slows Crop Growth Below normal temperatures throughout Minnesota slowed crop development and raised concerns about freeze damage in the northern and central parts of the state during the week ending May 15, according to USDA’s National Agricultural Statistics Service. Some Belle Plaine area farmers whose corn had emerged reported signs of frost damage, but most expect it to recover as warmer temperatures return this week. Corn was 93 percent planted, 16 days ahead of the five-year average but 6 days behind last year. Fifty-three percent of the corn crop had emerged, nine
days ahead of average. Soybean planting was 63 percent complete, 11 days ahead of average but a week behind last year. Nine percent of the soybean crop had emerged. Planting for small grains is nearing completion. Spring wheat was 78 percent emerged, 17 days ahead of average but six days behind last year. The first spring wheat condition rating of the year was estimated at 1 percent very poor, 2 percent poor, 27 percent fair, 58 percent good and 12 percent excellent. Eighty-four percent of the oat crop had emerged, with 18 percent of the oat acreage at or beyond the jointing stage.

Students do not have to attend classes in their resident city. They are encouraged to attend classes at any location that suits their needs. Classroom sites include Belle Plaine, Shakopee, Chanhassen, Chaska and Prior Lake. New Prague, Norwood Young America, Jordan and Waconia sites may be available by appointment. SWMetro also offers an online option for GED preparation.

Paisley Park Crowd Control Keeping Sheriff’s Office Busy Prince’s untimely passing and the ensuing memorial that has drawn thousands of fans to Paisley Park in Chanhassen has increased the amount of hours Carver County Sheriff’s Office staff is spending there. The sheriff’s office’s deputies, reserves and mounted posse have logged 695 hours handling crowd control at Prince’s studio and home. Just over half of those hours came in the first five days after Prince’s death April 21, the Chaska Herald recently reported. Just over 467 of the hours were logged by deputies and a Chanhassen community service officer. The other hours were
logged by volunteer reserve officers from the CCSO mounted posse, Eden Prairie and South Lake Minnetonka police, said CCSO Chief Deputy Jason Kamerud. The 695 hours do not include the ongoing investigation into Prince’s death. The CCSO expects much of the cost for the around-theclock crowd control will be reimbursed by Paisley Park. The sheriff’s office was assisted by area law enforcement agencies. “I expect Paisley will reimburse for whatever they’re billed,” Kamerud said. “The most recent invoice was about $23,500.”

Despite efforts to spend cautiously, the Belle Plaine School District will finish the year in a financial deficit. The board unanimously OK’d Monday night (May 16) a revised budget for the school year that shows spending outpaced revenue by nearly $400,000. The district’s total budget shows $20,699,148 in expenditures against $ 20,305,790 in revenue. Fund balance will make up for deficit spending. Two of most noted reasons for the overspending is a $100,000 severance payment for former Superintendent Kelly Smith. The severance was part of the contract the school board negotiated with Smith. The other main cause of the deficit was contracts the board negotiated with its two unions that are higher than initially expected. Between 75 and 80 percent of the district’s spending is for employee salaries and benefits. The district’s general fund, the budget from which most daily operations are funded, is the primary source of the overspending. The revised 2015-16 budget shows it with a deficit of $393,815. The district’s food service fund is the other where a deficit is found. The district spent about $20,000 more than the $640,000 it took in. The shortfall is the result of equipment purchases, said Chuck Keller, the Belle Plaine School District’s business manager.

Eischens’ position was eliminated during the $434,860 budget cut the school board approved in March. The reorganization will add community education responsibilities to Mindy Chevalier’s job duties as assistant juniorsenior high school principal. Like Eischens did when he was first hired at the beginning of the 2015-16 school year, Chevalier will need to complete the license work to take over the community education lead spot. That work should be completed by the end of the year, said Superintendent Ryan Laager. That activities director side of the reorganization calls for a phy-ed. teacher with a full-time teaching load to become a parttime teacher/part-time activities director, Laager told the board. The position was recently posted internally. The board also OK’d reorganizing a community education staff position currently held by Pandy Anderson. She plans to retire at the end of the year. The new set of responsibilities will include more of a communications focus. The new staff member will have less clerical work to perform and more work using electronic social media and other communications touting the district’s academic pluses, work that will attract more students to Belle Plaine schools. The plan also includes eliminates the technology director’s job. The plan calls for shifting the focus to helping teachers integrating the district’s investment in technology into their daily classroom work. In other action at Monday night’s meeting, the Belle Plaine School Board: • Paid bills totaling $990,549.41. • Heard presentations from members of the BPHS visual

They were the 4x200 group of Taylor Kruger, Donkhong, Alissa Schultz and Jenna Gatz (1:49.96); and the 4x800 team of Emily Berger, Lizzy Schmidt, Haley Leger and Schultz (9:47.97). The Tigers’ 4x400 squad of Schmidt, Jaylen Struck-Schmitz, Haley Leger and Emily Krautkremer finished second in 4:14.80. Turning in Belle Plaine’s only other first-place finish was Bridget Egan in the pole vault (10-0). Taylor Kruger was second in the 400 dash (61.76). “We really had some great moments in this meet with 10 new ‘Raceberry’ standard qualifications and 16 new personal bests,” said Tigers coach Rich Foust. “Our 4x800 started the running events off with an impressive time to win the event and gave us a lead at the beginning of the meet. We kept building the lead to at one point we were up by almost 40 points after nine running events. Unfortunately, Mankato East scored really well in the last nine events and we had a few that we struggled in, and by the end of the 16th event, they had caught us in the team point total. In the last event, our 4x400 relay made a tremendous charge to score some points back against Mankato East, but it wasn’t enough for the win. Overall, our girls performed very well competing against large schools, including Mankato East and Mankato West.
“The girls’ practice effort has been tremendous this season and their performances in several ‘large school’ meets has been fun to watch. We look forward to next week’s MRC championship meet at Jordan,” Foust continued.

True Team Meet at Mankato West The Mankato East boys will join their female counterparts in Stillwater Saturday as they topped last Tuesday’s field with 494 points. Rival Mankato West was second with 467, followed by Fairmont (446.50), Belle Plaine (393), Jordan (389), Waseca (383), New Ulm (346), Tri-City United (333.50), Worthington (205.50) and St. Peter (132.50). Belle Plaine Volleyball Camp Registration Deadline May 28 The 2016 Belle Plaine Volleyball Camp will take place June 13-15 in the Belle Plaine High School south gym. The camp will be instructed by former BPHS volleyball and Minnesota State University Mankato standout Chelsea Fogarty. There will be two age divisions. Apparently, the Tiger bats weren’t prepared for a Saturday game as they were shutout by A’s ace, Matt Pichelmann. Ben Wagner started on the mound for Belle Plaine, working 7 1/3 innings with no earned runs. A costly throwing error in the second led to two of the tallies, which proved to be plenty as the Tigers couldn’t muster any timely hits. Another run in the eighth chased Wagner and brought in Pat Schultz, who recorded the final two outs.

Tigers Close in on MRC Title by Dan Ruud The Belle Plaine High School baseball team took three more big strides toward a third consecutive Minnesota River Conference championship with a trio of MRC victories this past week, starting with a 12-6 victory against Jordan last Tuesday, followed by a 9-0 blanking of Tri-City United on Thursday and a 3-2 win over Sibley East this past Monday. Belle Plaine, 8-1 in the MRC, 15-1 overall, holds a 2 1/2-game cushion over Jordan (5-3) in the conference standings. The Tigers have three games left to play and the Hubmen four. Last Wednesday’s scheduled game at home against Mayer Lutheran was postponed due to rain and will be made up next Monday starting at 5 p.m. Before then, the Tigers will take on Le Sueur-Henderson in a doubleheader starting at 4 p.m. this Thursday. The regularseason finale will be a nonconference game at home against Bethlehem Academy 5 p.m. next Tuesday. Tigers 12, Jordan 6 A seven-run third inning enabled the Tigers to overcome a 4-1 deficit and eventually double up the Hubmen last Tuesday at Tiger Park. Offensive leaders for Belle Plaine were Mitchel Stier (3 for 4, including two doubles and two RBI); Luke Narveson (3 for 4, two runs scored and a RBI); Aiden Ladd (two doubles, two walks and two RBI); Nathan Herman (2 for 3, including two RBI and two runs scored); Wes Sarsland (a double, triple and two RBI); and Jon Schmidt (triple, walk, run scored and RBI). Jared Miller added one hit to the Tigers’ 14-hit attack. Sarsland started on the mound and gave up four runs (three earned) on two hits and three walks. Clayton Meyer pitched the last four innings, allowing two runs (one earned) on three hits and two hit-batters. Meyer (6) and Sarsland (4) combined for 10 strikeouts. “This was a good game for us as we got behind early and had to battle to get back into the game,” said Tigers coach Pat Schultz. “It was great to see the guys step up and battle back after a tough start. Meyer did a
great job coming into the game and holding Jordan in check during four solid innings of relief. Our bats really stepped up with five guys having multi-hit games. Mitchel Stier continued his amazing stretch at the plate with three more hits, including two doubles to the fence.” Tigers 9 Tri-City United 0 The Tigers posted their second shutout in as many games this season against the Titans, winning 9-0 Thursday at TCU. Belle Plaine won at Tiger Park 1-0 on April 21. Neither team scored a run through the first two innings before the Tigers notched at least one run per inning the rest of the way, including two in the third and four in the sixth. It was the Brody Curtiss show of sorts for Belle Plaine as he picked up the win on the mound and got it done at the plate. He pitched the first five innings, yielding just one hit and two walks while striking out nine. He was 3 for 4 at the plate, including a triple and three RBI. Herman and Stier both added two hits, the former getting a two RBI triple. Jon Vinkemeier, Narveson, Noah Ellingsworth, Sarsland and Schmidt all had one hit.
Vinkemeier pitched two shutout innings in relief as Belle Plaine outhit TCU 12-2. The Titans had four errors and the Tigers one. “This was a nice win against a talented team,” Schultz said. “The boys seemed excited and ready for the challenge to face off against a good team and a good pitcher. Curtiss had a big game for us on the mound and at the plate, while Stier continued his hot hitting streak. This was another strong team win as we had eight different guys get hits and 17 players participate on the field in some way to the victory.” Tigers 3, Sibley East 2 It took one extra inning but the Tigers got revenge for their only loss so far this season with a 3-2 triumph at Sibley East Tuesday night. The Tigers led 2-0 heading into the Wolverines’ last at-bat, which ended with two runs to send the game into extra innings. Tigers Win Two of Three MRC Games by Dan Ruud The Belle Plaine High School softball team won two of three Minnesota River Conference games this past week, defeating Mayer Lutheran 10-3 last Tuesday, losing at Tri-City United 6-4 Thursday and winning at Sibley East 11-2 this past Monday night. The Tigers, 4-6 in the MRC, 7-7 overall, were scheduled to wrap up the regular season with a doubleheader against MRC unbeaten Le Sueur-Henderson in Belle Plaine Tuesday after
this edition of the Herald went to press. The section tourney is scheduled to begin next Tuesday, brackets for which will be released this week. Area Couple Bringing New Life, Business to Old Green Isle Bank Renovation Could Cost $40 to $50k
Their business will open Aug. 11 in the former bank building that served Green Isle and area residents for decades. Itâ&#x20AC;&#x2122;s the same day the bank opened 114 years ago. Sondra and Jason Foster just arenâ&#x20AC;&#x2122;t quite certain what year the opening of their business will take place. They have plenty of work to do. Time, however, is on their side. The couple is renovating the former Citizen State Bank building at the southeast corner of McGrann and Grove streets in Green Isle. Their aim is to one day open Country Style Accents, a shop that rents and sells country-style furniture and furnishings for everyday use and special occasions. Researching the deed to the property and information from the Sibley County Historical Society, the couple learned construction on the building began in the mid-1890s. It opened as Citizens State Bank of Green Isle Aug. 11, 1902. The bank served the community out of the building until the mid1950s when it moved across Grove Street into the building currently housing Green Isle

City Hall. Thanks to records from the Sibley County Historical Society, the Fosters learned the brick building was enlarged in the 1930s or â&#x20AC;&#x2DC;40s. It was expanded using a split level design. A dentistâ&#x20AC;&#x2122;s ofďŹ ce was on the upper level of the backside of the building. It was later converted to housing. An apartment was on the buildingâ&#x20AC;&#x2122;s lower level. The building was last used in 2008. It has sat empty since then. Anyone living there since then clearly did so off the books. The Fosters know there is plenty of work to do. They will do that work on their schedule, as time and ďŹ nances permit. They also purchased a vacant building on Fourth Avenue in downtown Arlington. It will serve as Country Style Accentsâ&#x20AC;&#x2122; sole home until they are ready to open the building in Green Isle. The purchase price allows the Fosters time to proceed patiently on the building in Green Isle. James Mullen, one of the bankâ&#x20AC;&#x2122;s ďŹ rst tellers, later bought the bank and operated it for years. Jason saw the available building while on his way to the convenience store in Green Isle one day during the fall of 2014. After a few rounds of offers and counter-offers, the couple purchased the building for $12,000. They expect preparing the building for Aug. 11 â&#x20AC;&#x201C; year TBD â&#x20AC;&#x201C; will require an investment between $40,000 and $50,000. Fixing just the roof will cost about $26,000. â&#x20AC;&#x153;That was our shocker,â&#x20AC;? Sondra said. â&#x20AC;&#x153;Every time we tore into something, the cost went up and up and up.â&#x20AC;? They originally hoped to open the building in Green Isle for business in the summer of 2017. The couple is realistic enough to realize that goal may not be attainable.

The brick foundation of the 2,200-square-foot building is in solid shape. The vault has a foundation of its own to support the metal structure. They plan to use the vault for storage, though Sondra has not yet found a key for it. â&#x20AC;&#x153;I hope nobody locks it,â&#x20AC;? she said. They aim to restore the tin ceiling high above the former bankâ&#x20AC;&#x2122;s lobby. They plan to maintain the textured glass and will eventually reopen the archway on the west side of the front entrance. They have found hardwood ďŹ&#x201A;ooring beneath layers of linoleum and carpeting. The Fosters want the building to be as historically accurate as possible, though Jason admits he will use sheetrock to replace deteriorating plaster-and-lathe walls. â&#x20AC;&#x153;It looks a lot more intimidating,â&#x20AC;? Jason said. â&#x20AC;&#x153;But itâ&#x20AC;&#x2122;s easier to handle when you take it one piece at a time.â&#x20AC;? The rear portion of the building will eventually serve as a community room, a place people can work on crafts and other projects. Sondra has been working on restoring old furniture for the past six years. The work will provide the shop in Arlington the inventory needed to get off to a good start. â&#x20AC;&#x153;We update things. We make them functional for today,â&#x20AC;? she said. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t just paint them.â&#x20AC;? Ultimately, they hope to maintain both locations as long as itâ&#x20AC;&#x2122;s practical. The building will be â&#x20AC;&#x153;a labor of love,â&#x20AC;? Jason said. He is stressing the local nature of the business. Jason is trying to purchase as much of the building materials locally as he can. The couple is committed to the area. They purchased a hobby farm in eastern Jessenland Township three years ago. Sondra grew up in Maple Grove. Jasonâ&#x20AC;&#x2122;s rural roots trace back to Armstrong, Iowa. The couple was married in Joyce and Curly Thomasâ&#x20AC;&#x2122; barn along County Road 6 in Jessenland Township. They were looking for a small-town setting to raise their children in a simpler lifestyle. â&#x20AC;&#x153;We want this to be a place where people come in and say, wow,â&#x20AC;? Sondra Foster said.

The ďŹ rst hour (6-7 p.m.) focussed on the art show while the rest of the evening was centered on the concert that featured performances by various student bands, choirs, groups and individuals well into the night. Jeanine Kruschke is the director of bands and Cheryl Gordon is the director of choirs. Upcoming events at the school include a choirs concert (grades 5-12) on May 23 and a grades 7-12 bands concert on June 1. The public is invited to attend both concerts.
