ONE HUNDRED AND THIRTY-FOURTH YEAR

BELLE PLAINE, MINNESOTA, MAY 20, 2015

Karen Anderson to Speak at Memorial Day Service Army Reserve Captain Karen Anderson of Belle Plaine, who returned home to a hero’s welcome last fall following a 10month deployment in Kuwait as a member of the 452nd Combat Support Hospital, will be the guest speaker at next Monday’s Memorial Day Program at Veterans Park in Belle Plaine. On the night of Sept. 22, shortly after returning home, a Belle Plaine fire truck stopped by Anderson’s home on Buffalo Street to give her and her husband, Ken, a ride through Belle Plaine before arriving downtown to a rousing greeting at the Vets Club on North Meridian Street. The fire truck ride and welcome home was arranged by friends. In Kuwait, Anderson, now 52, currently a nurse practitioner at managed an emergency room at Target Clinic in Burnsville and a military base hospital. She is at St. Francis Regional Medical

The possibility of a second medical clinic in Belle Plaine took a big step closer to reality when the city council and Ridgeview Medical Center in Waconia agreed to the terms of a letter of understanding for the project. The city council unanimously agreed to the content of the letter at its meeting Monday night, which includes selling the property to Ridgeview for $1 if all comes to fruition later this year. The Ridgeview Medical Center Board voted on April 27 to authorize its staff to enter into the same letter of understanding with Belle Plaine for acquisition of the property. Belle Plaine City Administrator Holly Kreft reported that city staff has been working with staff from Ridgeview regarding the construction of a clinic in

Belle Plaine, which is proposed to be located on city-owned property on the northwest corner of Highway 169 and County Road 3/Meridian Street. “The intent of the letter is to incorporate the terms of the previous letters and some final revisions agreed to by the parties into a final letter of understanding for the parties to sign,” stated Ridgeview Medical Center Vice President John Prondzinski in a letter to Kreft. “This letter supersedes the previous letters and is intended to be a final, nonbinding outline of proposed terms.” Prondzinski and two other representatives of Ridgeview – Scott Hughes (director of construction and real estate) and Steve Michals (Mount Development Company) – were in attendance Monday night, during which Prondzinski said he expects construction of the clinic to begin late this year or

Recovered U.S. Savings Bonds helped police identify the men who allegedly killed Earl Olander of rural Belle Plaine last month. Edison Celin-Dominguez Benitez and Reinol Godines Vergara are in the Carver County Jail and have both been charged for their involvement in the murder of Earl Olander of rural Belle Plaine. Bail was set at $500,000 cash or $1.5 million bond. They are due back in Carver County District Court Friday (May 22, 8:30 a.m.) for a first appearance. Vergara is charged with two counts of second-degree murder. Benitez is charged with two counts of aiding and abetting the second-degree murder. The two men are charged with entering Olander’s house on Homestead Road in San FranKaren Anderson cisco Township on April 9 or (continued on page 5) 10. They allegedly beat Olander and ransacked the house. They allegedly stole items that include $2 bills, old silver and silverware, a Bible, and two $1,000 U.S. Savings Bonds. bound his hands and feet with duct tape. His feet were freed when deputies arrived at the house and the bloodstains on the floor indicated Olander was bleeding profusely while struggling to free himself. Deputies found shoe prints belonging to a pair of Crocs and Adidas shoes in the house. Police were led to the two men by a citizen cleaning out an apartment where Benitez, 29, previously lived in St. Paul. The citizen found the two U.S. Savings bonds bearing Olander’s name tucked in a Bible written in a European language. The citizen called police after checking Olander’s name on the Internet and learning he

was the victim of a murder in Carver County, according to the charges against Benitez and Vergara, 35. Benitez was arrested at his place of employment May 9. When he was taken into custody, he was wearing a pair of Crocs shoes supposedly matching the shoe print found in Olander’s house. Vergara was wearing Adidas shoes when he was arrested the following day, according to the criminal complaint. Vergara had previously worked for Olander, painting his house and shed within the past year

City Council Okays Method to Market Vacant Downtown Lot by Dan Ruud The Belle Plaine City Council Monday night unanimously approved a request-for-proposals (RFP) approach to market the city-owned vacant lot at the intersection of Main and Meridian streets downtown. Last October, the council voted 3-2 to authorize staff to purchase the lot, where an arson fire 10 years earlier destroyed the preexisting building at 100 South Meridian Street. The city purchased the lot from Waugh Properties LLC of Chanhassen for $45,000, plus commission and closing costs. The funds for the purchase came from tax increment financing (TIF), state money that the city was in excess of, and if not spent soon, would have had to be returned to the state. During a workshop earlier this month, the marketing and status of the lot since the city purchased it about six months ago was discussed. Community Development Director Chelsea Alger reported that the marketing of the parcel had been discussed by the city’s Economic Development Authority (EDA) at its previous two meetings. “Discussion in support of offering the property at a reduced

rate in order to promote redevelopment efforts in the Central Business District and increased tax base occurred at both meetings,” Alger reported. “Discussion ranged from marketing it for $1 to up to the actual cost to the city with the expectation the property be developed within the specifications and timeline of the city.” Alger further explained that the EDA reviewed a recommendation from staff to market the property sale through a RFP process, during which each potential buyer will submit a proposal to the city pursuant to development guidelines identified in the RFP. “This alleviates the need for the city to determine up front what the building should look like and how it should be occupied; rather allowing these ideas to be developed through the entities who are presumably more well-versed in the practice,” Alger continued.

A Fitting Tribute Firefighters from the Jordan Fire Department and Shakopee Mdewakanton Dakota Fire Service brought ladder trucks to Belle Plaine Friday (May 15) to raise an oversized American flag over the street outside St. John Lutheran Church during Stacy Dvorak’s visitation. Dvorak, 41, of Belle Plaine, passed away Saturday, May 9. A private interment was held at Czech Cemetery in New Prague. An ardent supporter of veterans, Dvorak led efforts to provide puppies for soldiers returning

from deployment. She also helped organize pheasant hunts for veterans and was an active supporter of Scott County Pheasants Forever. After her death, friends called area fire departments asking for the use of a ladder truck to fly the flag during the visitation. Several area departments were quick to respond. “It’s an honor to be here,” said Nathan Crooks, a firefighter with the Mdewakanton Fire Service.

She added that respondents could include a proposed purchase price, which would be considered along with all other review guidelines. Council Member Gary Trost recommended that the property be given away at no charge for the appropriate development. When asked by Council Member Paul Chard if there has been any interest in the property, Alger said that one individual had done so. It was the consensus of staff to proceed with the RFP strategy with the land price being negotiable, which the council agreed to unanimously. The publicizing of the request for proposals will begin this week with a submittal deadline of June 30. Alger said the intent is to review the proposals in July and/or August with a “hopeful purchase agreement by fall. “Should the council determine that none of the proposals submitted fit the goals for site development, the city may reject all of them and reassess the marketing of the lot, Alger concluded. In other business Monday night, the council unanimously authorized Springsted, a public sector advisor, to complete a public employees compensation study. During the hiring process for a new city administrator last year, Finance Director Dawn Meyer reported that Belle Plaine’s compensation and salary step system were not up to date with the market. Holly Kreft, who was hired as the new city administrator in 2014, recently recommended that the city obtain a quote from Springsted for a compensation study relative to Belle Plaine. The quote was for $3,900 plus travel and copying expenses. Included in the study will be assigning points for each city position based on duties and responsibilities, as well as comparatives with other communities. *Tabled a request by Scott Schmidt for amendments to the city’s zoning ordinance to allow for mini-storage as a con-

Schmidt has applied for a conditional use permit and site plan to construct and operate two mini-storage facilities on the southeast corner of Court and North Meridian streets. Belle Plaine Planning and Zoning held a public hearing on the issue May 11 and tabled it in order to obtain more information, and recommended that the council do likewise. The public hearing will be continued on June 15. *Voted 4-0 (Council Member Paul Chard abstaining) to approve Chard’s request for a variance to reduce the minimum corner lot width at 425 East Forest Street from 85 to 80 feet to allow the property owners (Harold and Mary Gregory) to split the lot and sell Chard the southerly lot. No one spoke during the public hearing. Planning and zoning had unanimously recommended approval of Chard’s request following its public hearing on May 11. *Community Development Director Chelsea Alger reported that the city was awarded a State Health Improvement Plan grant for $8,300 that will be used for additional trail signs, crosswalk improvements, bike helmets and Arts in the Park supplies. *Unanimously approved the appointment of over two dozen lifeguards and water safety instructors for the 2015 Belle Plaine Swimming Pool season. This year’s pool staff is again headed by Pool Manager Jacqueline Hillstrom. *Unanimously accepted the resignation of Dave Lyter as a firefighter for the Belle Plaine Fire Department. Lyter said he is relocating to another community for employment purposes. *Called for a June 15 public hearing on proposed amendments pertaining to various zoning ordinances. Among them are front-yard fence regulations, updated fire pit regulations, certain conditional uses in the B-2 and B-3 districts, and yard-encroachment provisions. Planing and zoning will hold its public hearing on June 8. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. June 1 in the City Hall building at 218 North Meridian Street downtown.

Archery Range Wins Award

Belle Plaine City Administrator Holly Kreft reported that Belle Plaine’s submittal for the Archery Park as a City of Excellence Award was selected by the League of Minnesota Cities. As part of the award, the city will receive a plaque and $1,000 check. “A big thanks to the staff that worked on the submittal and bringing the park to fruition – Chelsea Alger, Laura Blue, Al Fahey and public works, and Scott McCarty. Farmers Market Corner Gardens are being prepped and planted, flowers are blooming, the sun is shining and the summer birds are back. The colors at the bird feeders are spectacular right now. Welcome back to the Baltimore Orioles and their orange beauty. Welcome to the rose-breasted Grosbeak with their black, red and white patterns. Welcome to the Hummingbirds that dart amongst the flowers. I haven’t seen an Indigo Bunting yet but I’m sure they’re around. Keep your birds happy with a variety of food choices and a watering place. When selecting flowers, ask which ones are Hummingbird and butterfly friendly. These will attract bees, too, which will be great for the

rest of your garden. At the Belle Plaine Farmers Market today (Wednesday), expect to find asparagus, rhubarb, fresh lettuce, eggs and many baked goods. There are also some neat crafts to check out for gift giving or just to add to your home. You never know what you’ll see, so stop down. We’re looking for vendors! If you or someone you know has something to share, come to the market. It’s a great time at the park and you meet new people. The market will run every Wednesday, May through Oct. 14 from 3:30-6:30 p.m. at Court Square Park. For more information, contact Lisa Fahey at 952-873-5665 or Diane Skelley at 952-873-2467.

No Bird Exhibits to be Allowed in State Rest of 2015 The Minnesota Board of Animal Health announced its directive to cancel all bird exhibitions at county fairs, the state fair and other gatherings of birds. The Board’s directive is effective through the end of 2015 and also prohibits birds from being included in swap meets, exotic sales and petting zoos. Since March 5, nearly 90 Minnesota farms have been impacted by H5N2 highly-pathogenic avian influenza (HPAI). The purpose of the board’s directive is to minimize the risk of potential further spread of the virus. The risk to the public related to H5N2 HPAI is very low and there is no food safety concern. “Taking this step makes sense,” said Dr. Beth Thompson, assistant director of the Minnesota Board of Animal Health. “We need to do everything possible to get rid of this virus and preventing the commingling of birds from different farms is one way to do that.” Animal health officials met with leadership of the Minne-

sota State Fair and University of Minnesota Extension earlier this week to discuss the situation. “This is a critical time for Minnesota’s poultry industry, and we’ll do whatever it takes to help,” said State Fair General Manager Jerry Hammer. “The Board of Animal Health has absolutely made the right decision. We’ll use this as an opportunity to further educate people about the challenges of food production.” “University of Minnesota Extension 4-H’s priority is youth and their learning experiences,” said Brad Rugg, Extension 4-H and State Fair and Animal Science program director. “Some 4-H’ers will be disappointed that they won’t be able to show their poultry projects at fairs this summer, but we’re exploring alternate learning opportunities to offer them at fairs and will share more details as plans develop. Part of our job developing the next generation of agriculture leaders includes teaching youth best practices to ensure the health and safety of the animals they raise, and this is that learning being put into action in the real world.” Minnesota’s poultry industry has experienced the largest impact as a result of HPAI. Steve Olson, executive director of the Minnesota Turkey Growers Association and Chicken and Egg Association of Minnesota said, “We know the decision to halt poultry exhibitions at our county fairs and the Minnesota State Fair was not an easy one to make. This certainly affects the 4-H kids who plan for their projects all year long, and also means fewer opportunities for fairgoers across the state to learn about raising poultry. However, this is the right decision because what’s most important at this point is protecting the health and well-being of the birds that are being raised by 4-H’ers, FFA members and Minnesota’s poultry farmers.”

Supporters Cite Tax Hit if School Closes; 46 Students Expected Next Fall, More Needed

Armed with an additional financial contribution from the City of Green Isle and a realization closing the school would create a significant property tax hit to all the property owners in Green Isle, the city council and Green Isle Community School board are working to keep the charter school’s doors open next year. Last Tuesday (May 12), the city council voted to dedicate $50,000 from the 2015 budget toward the school’s operational expenses during the 2015-16 school year. Thursday (May 14), the school’s board of directors voted 5-1 to open the school next year. “It’s the least the city can do to give it another year,” said Councilor Mark Wentzlaff. Since the contribution was not part of the meeting’s agenda, the city council did not formally decide what services would be cut back this year. Crack/ chip sealing of city streets and sheriff’s coverage were suggested as possibilities. The school board is expecting 46 students next year on opening day. Historically, the school has lost about four students between commitments to attend in the spring and the opening day of school the following September. The Green Isle Community School Board previously set 60 students as a target enrollment for reopening. Before the community school opened 10 years ago, the city issued a general obligation bond to renovate the building. It was closed in the summer of 1994 and sat idle until Arlington-Green Isle School District, which later became Sibley East, sold the building to the city for $1. The school covers a portion of the bond payments using leaseaid revenue from the state. Each student generates lease-aid revenue toward paying the bonds. But in recent years, the enrollment has not been great enough to cover the bond payments, requiring the city to make up the difference through property taxes.

In 2015, the school paid $6,132 monthly and the city $3,511 toward the bond payments, said Bert Panning, Green Isle’s clerk-treasurer. The school pays for utilities. ZumBerge said Tuesday the city should do everything in its power to help the school remain open. Council members agreed. “We’re paying for it one way or the other,” said City Councilmember John Schauer. If Green Isle Community School did not reopen next year, the city would pay the entire bond payment -- $9,643 per month – plus other buildingrelated expenses like insurance, heat and maintenance costs, Panning said. The impact on taxpayers would be dramatic for a closed building. A house with an assessed valuation for taxation of $88,000 would see a $440 annual increase to cover the bond payment, Panning said. City councilors are frustrated that Green Isle has more children living in the city and attending school elsewhere than attend the charter school. Thirty-eight elementary-age children from Green Isle attend Central Elementary School in Norwood Young America and 50 attend Sibley East elementary schools. School officials say many of the parents of elementary school-age children in Green Isle grew up in the area. They send their children to school in Norwood Young America, Arlington or Gaylord because those are the schools they are familiar with. Residents who attended Thursday’s board meeting called for the city and school board to make sure residents know the tax impact of the school not opening. They also called upon the council and school board to

work together on a marketing plan to attract more students. The school board’s finance committee has informally discussed a “worst-case-scenario” $696,086 budget that includes $4,000 for materials to market the school but no staff time for marketing GICS, said Keven Kroehler, the school board’s business manager. It did include money for busing area students to Green Isle. “I would suspect a proposed budget will be based on 43 to 46 students which is currently our projected enrollment, and will not look as dire as the one at the board meeting,” Kroehler said. The school’s original 2014-15 budget of $766,521 was based on an enrollment of 68 students. It called for revenue to exceed spending by almost $4,000. The revised budget is based on 56 students. It has $673,219 in revenue and $722,400 in expenses. The revised budget will spend the school’s fund balance down to about $48,000. Marketing efforts in previous years have included school staff visiting households in the community and distributing other printed material promoting the school. Teachers also participated in area community festival parades. Stephanie Olsen, a senior manager with Volunteers of America, the charter school’s, said help from the community promoting the school is important. She said it’s not fair to the staff to expect teachers to do all the marketing work themselves. She raised concerns about teacher burnout. The school board asked the city to request the Minnesota Department of Transportation to install a directional sign to the school on Highway 5.

The city issued a $1.77 million lease bond to renovate the school in 20005. It refunded the bond for $1.7 million in 2010. Bond payments run through 2035. If the school closed, the entire bond payment would fall on city property taxpayers, said Mayor Dale ZumBerge. “We’ve got to do something to help the school,” he said.

Connor Matthew Flynn arrived at 2:32 a.m. on May 14 to Adam and Janel Halloran Flynn and big brother Cullen, at Fairview Ridges in Burnsville. “Not named after anyone, just a good solid Irish name. Big brother Cullen loves to hold him and show him off. He’s so proud and was excited to have his little brother at his preschool graduation from Anna’s Bananas preschool in Northfield last Thursday. Everyone’s doing good, and Connor loves to sleep. Congrats to Grandpa Bruce and Grandma Cathleen Halloran.  Max Sullivan attended Scheitel’s Music Spring Recital at Messiah Lutheran Church in North Mankato on Sunday, May 17. Not only were there many pianists performing, but there were vocalists, guitar players, a banjo player and a ukulele player that performed. Max’s granddaughter Siri, daughter of Brent and Molly (Sullivan) Olson, played the piano. Brigid Doherty Tuck, of St. Thomas, an Extension

Economic Impact Analyst of the University of Minnesota, was seen earlier this week on Kare11 News, and among other TV stations, and KCHK, discussing a study on the impact the Avian Bird Flu has on Minnesota. Dick and Carol O’Connell attended confirmation of their grandson, Justin Reineke, at Divine Mercy in Faribault Saturday. Had a nice visit with McKensie O’Connell, Jim’s daughter, another grandchild of Dick and Carol’s, in New Prague this week. She’s growing into a fine, friendly and confident young lady.  Final tributes to Dale Pexa: The band leader’s wake was massive with the line over 2 hours out at Bruzek’s Funeral Home. The huge St. Wenceslaus Church was packed at his funeral as members of Dale’s musical family, friends and fans gathered. Dale’s old-time music raised the rafters at the Church as the band played from the choir loft. A nice crowd attended Sunday’s party at the Park Ballroom, filled with Dale’s music, stories, jokes, and Dale imitations, capped by loud laughter. Enjoyed visiting with Edward and Mary Ann Gaugh of Sheildsville at the Park Ballroom on Sunday. Edward and Mary are St. Thomas descendents of the Hodnett and Heatherstone branches. Ed’s grandfather is from County Cork. Ed’s mother is Mayme Hodnett. Ed and Mary Ann will be married 56 years this June 20. Mary Ann is Anna Jilek Kaderlik’s great niece, “Anna’s sister is Laraine O’Connell’s motherâ€?. Richard Hodnutt (1871-1960) married Mary Heatherstone (1874-1952). What a puzzle! Ed also knew in detail what the house in the woods just north of Dad’s farm, east of the St. Thomas Lake, looked like. “Big white house, shutters, the porches.â€? That house was gray, no paint and shutters were gone as this writer remembers it. There was mention of a Great Aunt Reagan that lived in that house. Edward is 81. Would love to hear the rest of that story.

Town Tigers (continued from page 12) first this year to count toward the RVL Central standings. The Tigers’ two primary fundraisers are both coming up within the next month. Up first, the 17th rendition of the eight-team Tigertown Classic tournament will be held the weekend of June 12-14. And because the ol’ red owl is just so dang lovable, Belle Plaine will be opening up once again against Tim Huber and South Dakota’s Class A defending state champion Renner Monarchs. Find the rest of the tourney bracket at bptigertown. com. While your support at the Tigertown Classic is important, it’s even more so at the Tiger Open golf tournament fund-raiser, which will be held for the first time this year at CreeksBend Golf Course in New Prague. The cost has been slashed to $60 per player, and your donation for a fun afternoon of golf also includes your golf cart, prizes and a terrific meal to finish off the day. In a recently released survey conducted through the National Crime Victimization Survey, positive trends were reported in the effort to decrease and eliminate bullying. Nearly 1 in 4 surveyed U.S. students say they have been bullied in school. That's an improvement, but the prevalence reinforces just how difficult the problem is to solve. The survey from 2013 found that 22 percent of students age 12 to 18 said they were bullied. That's a 6 percentage point decline from two years earlier when 28 percent of students said they'd been bullied. It's the lowest level since the National Center for Education Statistics began surveying students on bullying in 2005, the Education Department said Friday when announcing the results. Educators and researchers praised the decline, but said the large numbers of students still reporting that they are victims reflects that the issue is difficult to understand and address, particuCollege News larly in a world of rampant online social media where malicious Ashley Koenig of Belle Plaine statements can be made anonymously and shared quickly and has been awarded scholarships broadly. to The College of St. Scholas- Among respondents, 9 percent of girls and 5 percent of boys tica in Duluth. It is up to the individual to decide when to begin receiving Social Security benefits. A person can take a reduced benefit as early as age 62. Or, a former employee can claim a full benefit at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger benefit. Bear in mind that, once you elect to receive a reduced benefit, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you benefit from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years filled with a mix of travel, sports, and education. How will you spend your retirement years, and how can you fund those years? Social Security may fill only a limited amount of your financial demands. said Commander Paul Tschida of the Carver County Sheriff’s Office. Vergara had been in the house to use the bathroom. Olander provided Vergara water during breaks from his work. They believed, the charge states, Olander would be an easy target because he was old, lived alone and had money. The charge states they arrived at the house and parked behind it the evening of April 9 or the early-morning hours of April 10. The two men allegedly arrived at his house wearing hooded sweatshirts to hide their identities and carried a black bag containing a shotgun, duct tape and rope. The criminal complaints say they entered through an unlocked rear door. Olander was sleeping on his couch when he was attacked, according to the criminal complaints. They covered him with a blanket and tightly bound his hands with duct tape. They hit his head and body with the shotgun, according to the criminal charges. The two men fled the house, the criminal charges state, leaving Olander bound and bleeding while they fled back to the Twin Cities. Investigators are not certain if Olander had passed away by the time the men left the house, Tschida said.

Proposed Cologne Firefighters Ask City to Clinic Open Talks on Enlarging Pensions Firefighters in Cologne are asking the city to begin discussions with area townships on a plan that would ultimately add about $374,000 into the Cologne Fire relief Association pension fund. Monday (May 18), Cologne Fire Chief Chuck Joos and a group of firefighters representing the fire relief association asked the city council to schedule meetings between the city and the three townships the Cologne Fire Department serves – Benton, Dahlgren and Hancock – to discuss the increased contributions to the fund. Council members said they would consider the proposal and make contact with township representatives. Joos and the relief association hope the pension fund can be increased toward approximately $860,000 over the next 10 years. Currently, the Cologne Fire Relief’s pension fund has about $480,000 in it for payouts to eligible retiring firefighters. Pension payouts are available to firefighters with more than 10 years of service. The Cologne Fire Department has about 30 firefighters with just over 20 having served 10 years or more, said John Hendel, a member of the relief association board. Most cities and townships contribute to the fire department relief associations on a per firefighter/per years of service basis. Some, like Cologne, also use state aid, to fund their

pension funds. Compared to area cities, Joos told the council, Cologne is on the low end of annual municipal contributions. Its pension fund receives about $890 per firefighter/per year of service. The association wants to increase that amount to $1,500. To achieve that, the fund needs to be at $860,000. Belle Plaine contributes $2,200 while Waconia contributes $2,500.Victoria is at $2,000 per firefighter/per year of service. Mayer is at $2,500 per firefighter/per year of service and Norwood Young America $2,000. New Germany is at $1,450 per firefighter/per year of service and Carver $1,957. Joos said the increased pension is tool to recruit new firefighters and retain those with years of experience. Firefighters who accrue money toward a pension but leave before 10 years forfeit the money back into the fund. This is not the first time the relief association has approached the city. Joos said former City Administrator John Douville suggested the association look elsewhere. The association did not ask for an increase while Hendel served as city administrator, fearing the appearance of a conflict of interest. In other action at the May 18 meeting, the Cologne City Council: • Paid bills totaling $51,926.91. • Passed a resolution formally

will work with the city to meet any business or subsidy requirements. – The city and Ridgeview will work together to prepare a full purchase agreement acceptable to both parties. The goal will be to have the purchase agreement approved and executed in the next 60 to 90 days. – The city will work with Ridgeview to rezone the property as a planned unit development to fit Ridgeview’s needs. – Ridgeview will agree to start construction of the medical clinic building within a reasonable period of time following the start of bridge construction. – Full access from West Commerce Drive will be allowed without a median. Any road and sign improvements required to facilitate such access shall be constructed as part of Ridgeview’s project. – The city, at its expense, will stub sewer and water service to the property at the intersection of West Commerce Drive and Enterprise Drive sufficient to serve all anticipated uses of the property, including any future uses and expansions. All the above is contingent on Belle Plaine’s successful pursuit of the construction of a bridge over Highway 169 and road extensions to where the clinic would be built. The program could save the city on its energy use. The resolution is good for 30 days and does not commit the city to approving the plan or paying any money toward it. The council requested a presentation on the proposal at an upcoming meeting from a SunShare representative. • Passed a resolution approving the hiring of three seasonal part-time staff, two in public works for $10 per hour and one as a administrative assistant for $9 per hour. Supervisors will determine the number of hours the part-time seasonal employees will work each week. • Approved the purchase of four planters $1,516 from Holasek & Sons. • Received thanks from Tom Burkhart, owner of Burky’s Bar & Grill for the improved water service after completion of the water main looping project.

H.S. Baseball (continued from page 12) (14-4) hosting No. 8 Le SueurHenderson (6-12) and No. 4 seed Watertown-Mayer (11-6) at home against No. 5 Norwood Young America (11-6). The top seed in the South Subsection is Albert Lea (9-10) and it will take on No. 8 Maple River (5-13) in Friday’s first round. Other first-round pairings in the South Subsection are No. 4 seed Tri-City United (9-9) hosting No. 5 St. Peter (6-12), No. 3 Waseca (9-8) at home against Faribault Academies (8-10) and No. 2 Waterville-ElysianMorristown (11-5) hosting No. 7 New Richland-HartlandEllendale-Geneva (6-11). All second-round games will be played next Tuesday, with third-round action slated for May 28 at the home of the higher seed. From the fourth round on, all games will be played in St. Peter, with the championship set for June 4. Sibley East 2, Tigers 1 The Wolverines scored both their runs in the fourth inning and the Tigers countered with their lone run in the fifth in a 2-1 loss in the first game of Friday’s twin bill in Arlington. Belle Plaine put together a threat in the seventh inning but left the potential tying and winning runs on base to end the game. Ben Wagner pitched the distance for Belle Plaine, allowing two unearned runs on six hits and one walk. He struck out three. “Ben Wagner threw a very solid game for us but it is tough to win many games when you only have five hits and commit two errors,” said Tigers coach Pat Schultz. Joe Hankins had two hits and drove in Belle Plaine’s only run. Wagner added a double, while Dylan O’Brien and Jon Vinkemeier both had one hit. Sibley East 5, Tigers 3 Things started off well for the Tigers in Friday’s nightcap as they doubled their run output of the first game with two runs in the first inning. Sibley East cut the lead in half with a run in

the second inning before catching up and then some with four runs in the fourth. Belle Plaine scored once in the seventh to make the final 5-3. Hankins started on the hill and lasted 3 1/3 innings, giving up five runs (one earned) on six hits and two walks. Two hits by the Wolverines combined with three Belle Plaine errors accounted for the four-run fourth. Vinkemeier came in to relive Hankins during the inning but the damage was already done. Vinkemeier finished the game, allowing just one hit and recording three strikeouts. Offensively, Hankins and Aaron Mancini both collected three hits, the latter doubling and driving home a run. The rest of the team combined for just two hits – one apiece from Aiden Ladd and Wes Sarsland. “This was a tough night. We never seemed to be able to get anything going at the plate and struggled defensively,” Schultz said. “We are still giving away too many at-bats and need to make sure we work on that in practice and in our final regular season game (next Tuesday). With the playoffs starting next Friday, we need to have a good week of preparation to make sure we are ready.” 2015 BPHS Baseball Results and Schedule Apr. 10 at M. Luth. W 8-1 Apr. 11 B.P. Katelyn Schmit and Kenzie Koepp (one RBI) also had two hits, while Hailey Witt and Kaylee Shields both had one hit

and one RBI. Maddi Lark had Belle Plaine’s other hit. Tigers 27, Sibley East 8 Freshman Taylor Mullen had a career game with five hits in five trips to the plate, four runs scored and seven RBI as the Tigers crushed the Wolverines in the second game, which ended early by way of the 10-run rule after Belle Plaine scored 16 times in the fifth inning. Haller pitched the first three innings for Belle Plaine and was not at her best, nor did she need to be as the Tigers scored early and often. Haller allowed nine hits, four walks and eight runs. Hentges came on to pitch two scoreless innings. The Tigers had 24 hits. Joining Mullen in the onslaught were Johnson (four hits, five runs and three RBI); Koepp (four hits, four runs and three RBI); Hentges (two hits, three runs and five RBI); Witt (two hits, three runs and one RBI); Kaitlyn Paul (two hits, two runs and two RBI); Maddie Haller (two hits, two runs and one RBI); Lark (two hits and two runs); and Mia Pribyl (one hit, two runs and one RBI). Joining Gatz as a double winner individually for Belle Plaine was senior Janessa Meuleners, who claimed the 1,600 run by almost six seconds with a time of 5:30.72; and the 800 run in 2:21.79. As they have been all season, relays were another strong suit for the Tigers as they won three and placed second in the other. Winning were the 4x800 team of Emily Berger, Danika Schroeder, Haley Leger and Alissa Schultz (10:24.43); the 4x100 group of Shannon Egan, Anna Donkhong, Selin Dikmen and Ally Fink (51.64); and the 4x400 squad of Schultz, Meuleners, Leger and Emily Krautkremer (4:14.12). Belle Plaine’s second-place relay was the 4x200 team of Taylor Kruger, Donkhong, Katlyn Jeurissen and Rylee Pumper (1:51.89). LS-H took first in 150.43. Belle Plaine placed one-two in the pole vault with sisters Bridget and Shannon Egan both clearing the bar at least 1 foot higher than their nearest competitor. Bridget won with a height of 10-3 and Shannon finished at 9-6.

BELLE PLAINE HERALD, BELLE PLAINE, MINNESOTA score. Individually, the Tigers were again led by seniors Ryan Wolke and Brady Johnson. Wolke won three events and Johnson two. Wolke won the 100-meter dash in a time of 11.09, almost half a second ahead of secondplace Rhett Streeter of LS-H. Wolke also won the 400 dash in 49.79, almost two seconds in front of second-place Mike Burns of Watertown-Mayer. Wolke capped his day with a victory in the 200 dash with a clocking of 22.27, more than a second ahead of Jamison Beulke of Tri-City United. While Wolke excelled in the sprints, Johnson continued his dominance in the jumps. He won the long with a distance of 21-09, which was 9 inches better than Tri-City United’s Michael McCrady, who was second. Johnson was also tops in the triple jump with a distance of 44-02, 11 inches ahead of second-place Kelly Nordling of Tri-City United. Johnson was sixth in the high jump with a height of 5-10. Belle Plaine’s highest-placing relays were the 4x800 and 4x100 teams, both of which placed second to Jordan. The Tigers’ 4x800 group of Dylan Bigaouette, Tony Dvorak, Derek May and Tyler Schumacher posted a time of 8:39.81, which was just over 1 second behind the Hubmen (8:38.73). In the 4x100 relay, Belle Plaine’s quartet of Jack Larson, Ben Dvorak, Max Ponath and Marcus Walsh finished in 45.92, just behind Jordan (45.53). The Tigers finished third in both the 4x200 and 4x400 relays. Belle Plaine Sophomore Nate Loegering captured the 800 run in a time of 2:01.32, which was more than two seconds ahead of second-place Cole Bruhn of Sibley East. Senior Robert Nowak was second in the 110 hurdles (15.89) and third in the 300 hurdles (43.09). Other top finishers for the Tigers were Drew Spellman in the shot put (third with 39-07.50), Ruben Baltierrez in the 300 hurdles (fourth in 43.35), Elliot Rudd in the 3,200 run (fourth in 10:48.03), Marcus Walsh in the

Dikmen was third in the 100 hurdles (16.28) and fifth in the 300 hurdles (50.00). Leger placed third in the 800 run (2:26.18) and fourth in the high jump (4-8). Other top finishers for the Tigers included Skylee Schwingler in the 3,200 run (fourth in 12:58.95), Fink in the triple jump (fourth at 32-05), McKenna Herrmann in the 1,600 run (fifth in 5:49.85) and 3,200 run (fifth in 13:02,72), Berger in the 800 run (fifth in 2:31.70), Pumper in the 200 dash (fifth in 28.07), Schroeder in the 3,200 run (sixth in 13:14.72) and Donkhong in the long jump (sixth at 15-11). “I was very proud of how our girls responded during the meet, said Belle Plaine coach Rich Foust. “A pesky TCU team performed really well early on their home track and by the midway point it was a one-point track meet. However, in the last four running events (800, 200, 3,200 and 4x400), we were able to put together some great performances and put distance between us and TCU to ensure the victory. “This team has had tremendous leadership from the older athletes, including our six seniors and the younger athletes have been following that lead with great effort during practice and meets, Foust continued.

Boys’ MRC Results

The Belle Plaine and Jordan boys’ rivalry was neck and neck all regular season and Friday’s MRC Championships was no exception as the two conference powers finished first and second, the Hubmen coming out the victor this time with 175.5 team points to 161.5 for the Tigers, snapping the latter’s three-year reign as MRC champion. Rounding out the field were Tri-City United (119), Le SueurHenderson (79), Mayer Lutheran (49.5), Norwood Young America (45), Sibley East (39) and Watertown-Mayer (31.5). Jordan won two relays and finished ahead of Belle Plaine in one other, which combined was a major factor in the team

Tigers Drop Pair to S.E. Still Win MRC Title; Host Playoff Opener Friday

by Dan Ruud The Belle Plaine High School baseball team lost its final two Minnesota River Conference games in a doubleheader at Sibley East on Friday, but thankfully for the Tigers, they had already clinched the championship, their second in a row. Belle Plaine was scheduled to travel to Faribault Bethlehem Academy for a nonconference game Tuesday after this edition of the Herald went to press. It marked the final regular season game of the year. Friday’s nonconference game at Holy Family Catholic was cancelled in order to play the Sibley East

doubleheader, which was postponed from Thursday to Friday due to rain. The Tigers, 11-3 in the MRC, 12-6 overall, received the No. 3 seed for the Section 2AA, North Subsection Tournament and will face No. 6 seed Jordan (8-6) in a first-round game 5 p.m. this Friday at Tiger Park. The winner will advance to the double-elimination phase of the tournament 5 p.m. next Tuesday against the winner between No. 2 seed Holy Family Catholic (11-7) and No. 7 Sibley East (10-9) at the home of the higher seed. The upper bracket of the North Subsection Friday has No. 1 seed Glencoe-Silver Lake

by Brett Kruschke With a weekend off to celebrate manager Mike Schultz’s wedding, the town Tigers hope to have renewed their vows to the great game of baseball. The loss of the majority of last year’s starting lineup has contributed to a 0-3 record and a combined negative run differential of 30 to 6. The Class B Shakopee Indians and manager Gary Schleper will be in town Friday night

for a 7:30 p.m. game. It will be Matt Saxe Chevrolet-Buick Night. Be sure to come out for prize giveaways and what is expected to be a beautiful evening for baseball. Before taking off the rest of Memorial Day Weekend, the locals will hitch a ride to Henderson for a 2 p.m. affair on Saturday. That game against our Tiger namesake will be the

Belle Plaine Boys Take Over 3rd The Belle Plaine High School boys’ golf team bumped itself up one notch (from fourth to third) in the overall Minnesota River Conference standings by placing third at last Tuesday’s nine-hole conference gathering at Le Sueur Country Club. Both the Belle Plaine girls’ team, which had a conference meet washed out by rain last week, and the boys were scheduled to compete in the MRC’s season-ending meet Tuesday after this edition of the Herald went to press. Next up for the Belle Plaine boys and girls is next Tuesday’s subsection meet at Ridges at Sand Creek in Jordan. As it had done in every previous MRC meet this season, Jordan won last Tuesday’s outing in Le Sueur with a team score of 163, followed by Sibley East/Norwood Young America (SENYA) at 176. Belle Plaine’s third-place score of 180 was good enough to overtake Watertown-Mayer for third place in the overall standings heading into yesterday’s MRC finale (see MRC standings on this page). Finishing fourth last Tuesday was Watertown-Mayer at 188, followed by Tri-City United and Mayer Lutheran both with 192 and Le Sueur-Henderson/ Cleveland with 195. Carson Stepka of Le SueurHenderson took advantage of being on his home course to win individual medalist honors with a score of 37. Jake Piper of Jordan was second at 38 and Kellen Erpenbach of SENYA was third at 39. Carter Piche and Justin Stauffacher both shot 43 for Belle

The Belle Plaine boys’ team had their three-year reign as MRC champion snapped as Jordan edged the Tigers for first place. Heather Sawyer of Belle Plaine (right) was the big winner of a 2012 Chevy Cruz LT donated by Matt Saxe (far left) of Matt Saxe Chevrolet-Buick in the annual Belle Plaine Dollars for Scholars raffle fund-raiser. Sawyer bought the winning ticket from BPHS senior Patrick Schaefer (behind Sawyer). Adam Glisczinski (third from right) was the top seller of the raffle tickets. He sold 96 tickets. The fund-raiser generated $18,200 for scholarships for BPHS graduating seniors.

The Big Pinch Drivers heading to work through Jordan Tuesday morning (May 19) and home again yesterday afternoon found the two lanes on Highway 169 pinched down to a single lane in each direction from just south of the 169’s intersection with Highway 282 to just north of the highway’s junction with Minnesota Highway 21 in Jordan. The Minnesota Department of Transportation (Mn/DOT) is beginning a summer-long project that includes constructing a concrete center median barrier, reconstructing pavement, replacing bridge joints and cleaning bridge segments. Mn/DOT built a temporary access point for drivers using County Road 9 and crossover lanes to allow crews to work on segments of the road. The $9 million project is scheduled to run through the summer into fall.

Celebrating B.P.’s Generosity, No More Chemo Belle Plaine’s Austin Overline (front), his family and friends welcomed hundreds of family and friends to his parents’ Belle Plaine home Saturday afternoon for a special party that celebrated the end of his chemotherapy and the generosity of the Belle Plaine community. Belle Plaine’s James Henderickson of Pop Up Party Rental (back row, left), along with Johnny Stier (back row, center) and Brian Stier of Johnny Rocket BBQ donated inflatable bounce houses, slides and plenty of food. Schwan’s also donated ice cream cups. Austin asked guests to bring a toy for children still battling cancer. About 200 were donated. Twenty-three people donated a pint of blood via Memorial blood center in the name of children needing transfusions. The son of Andrea Gerres and Justin Overline, Austin endured 1,160 days of chemotherapy medication for acute lymphoblastic leukemia. His last treatment was April 10.
