For B.P. Natives, Views on Being A Mom Have Come Full Circle
Their views on being mothers came from different experiences. But today, Ashley Adamek and Gabby Stidger can’t imagine themselves as being anything else but moms. They will never take motherhood for granted. The two Belle Plaine natives have both been through immeasurable heartache as mothers. Both will spend part of Sunday (May 8), Mother’s Day, visiting the gravesites of their children. Adamek’s daughter is buried at St. John’s Catholic Church Cemetery in Jordan, not far from the couple’s house atop the hill overlooking the city. Her remains are at the feet of her grandmother, Marlene Adamek. Placing the remains of an infant adjacent to the grave of a family member is an old tradition, Ashley Adamek said. “We didn’t want her to be
alone out there,” she said. Stidger’s son Jameson is buried in the family plot at the cemetery not far from Gabby and Rick’s house in Elko New Market. There’s open space and a bench near the gravesite, plenty of space for children to play and parents to remember and reflect. Adamek delivered Abby in Feb. 13, 2014. She knew what to expect. The previous September, at 20 weeks of pregnancy, Adamek and her husband, Cory, went to the doctor’s office for an ultrasound to determine the gender of their baby. They would have a daughter. But the test showed the fetus’s kidneys were filled with cysts, a condition known as multicystic bilateral kidney dysplasia. “It’s a 100 percent fatal diagnosis,” Adamek said. “Abby was stillborn at 27 weeks. She
was perfect in every way, except her kidneys didn’t work. I knew I was giving birth and wasn’t going to be able to bring a baby home.” Stidger did not have the chance to prepare for losing her child as Adamek did. Her son, Jameson, died from sudden infant death syndrome (SIDS) July 3, 2013. Stidger and Adamek are close friends. They have leaned on each other to survive the heartache of the death of their children. Ashley (McWilliams) Adamek graduated from BPHS in 2004, three years ahead of Gabby (Persson) Stidger. They were in each other’s weddings. Ryan Dungey, pictured in the center of the photo (with ball cap on) next to his wife, Lindsay They speak on the phone daily. B.P. Area Man Enjoys the Science of Taking Out Mosquitoes When he was a student in a science class at Jordan High School, Adam Frey never really thought much about how he’d apply those lessons to his everyday life. Today, he knows more about the life cycle of mosquitoes than most people can imagine. Frey is a field operations supervisor for the Metropolitan Mosquito Control District. He works from the district’s office on Valley View Road in St. Lawrence Township, not far from his home in Sand Creek Township near the hamlet of St. Benedict east of Belle Plaine. He leads of a team of field inspectors whose job is to check wetlands, ponds, parks – anyplace standing water creates a breeding ground for any of the 15 of 52 known varieties of mosquitoes in Minnesota. The district is charged with treating those areas in effort to kill off mosquitoes that could carry West Nile disease, La Crosse Encephalitis and now potentially the zika virus. The majority of the MMCD’s efforts target immature mosquitoes that develop in over 79,000 unique wetland settings and over 70,000 catch basins and 26,000 other man-made habitats within Scott County and throughout the seven-county service area. The district treats areas with
Ryan Dungey clinched another Supercross season championship Saturday by finishing fourth in the 450SX main event at MetLife Stadium in East Rutherford, N.J. Dungey, who races for Red Bull KTM, took no risks in Saturday’s race as all he needed was to finish 14th or better to clinch the 2016 title, his second in a row (third overall). Dungey, 26, is the son of Troy and Michelle Dungey of Belle Plaine. He is married to Lind-
say (Siegle), a 2009 graduate of Belle Plaine High School. “Such an amazing weekend with the crew celebrating the championship!” stated Dungey on his Facebook page following the race. “Very fortunate and blessed to work with such driven, passionate, and hardworking team! Thanks to everyone who helped make this dream come true for all of us! Team work!!” Not only was it an amazing weekend for Dungey, but
it’s been an amazing past nine months. He was selected for the cover of the Wheaties box earlier this year and last July became the first motocross racer ever to win an ESPN “ESPY” Award for Best Male Action Sports Athlete of the Year. Last Fall, a Fox Sports 1 crew came to Belle Plaine for a feature it was doing on Dungey. Among the stops was Annie’s Cafe on East Main Street, which is one of Ryan’s and Lindsay’s favorite places to visit when in Belle Plaine.

Deaths Emil Jabs Emil Jabs, 90, of Jordan passed away peacefully on Tuesday, April 26, 2016 at his home in Jordan surrounded by his family. Funeral service was Monday, May 2 at 11 a.m. from St Paul’s Lutheran Church in Jordan with Reverend Jeremy Glowicki. Burial followed the funeral service at Concord Hill Cemetery in Prior Lake with a luncheon back at the church. Arrangements were with the Wagner Funeral Home of Jordan. He was born April 15, 1926, to Rudolph and Martha (Luedloff) Jabs in a 2-room log house in Young America, and was baptized and confirmed at Trinity Lutheran Church in Carver. During his younger years, Emil went to school in Cologne District 56 and stayed with his aunt Caroline Luedloff and Uncle Oscar. Having been raised in a German speaking home, one entire year of his primary schooling was focused solely on learning how to speak English. He was raised on a farm in the Minnesota River bottoms while helping his dad milk cows and farm. Whenever time allowed Emil could be found helping other area farmers with their fieldwork/livestock chores. He was most proud to be called a “dead eye” with his .22 rifle that he used to shoot muskrats. He also liked coon hunting with his dog Tanner. At 22 years old he met the love of his life, Elinor, on a blind date in a 1937 Ford. In 1950 after dating for 2 years they married and began farming. Elinor joined him in the farming operation where together they milked 46 cows until they sold the farm in 1964, which then he continued to help his boys with farming until 2 years ago. Emil then began working for Marv Anderson where he was a heavy equipment operator for 23 years and then later worked for Fritz Widmer. In the years leading up to his retirement in 1991, they raised seven children. Emil finally retired in 1991, so that he could spend more time tinkering with small engines, perfecting his wood working skills, and going fishing, but most of all looked forward to retirement so that he could ‘argue with Elinor’! Emil is survived by his loving wife, Elinor; sons, Butch (Rosie) Jabs, Wayne Jabs, LeRoy (Kathy) Jabs, Myron (Laurie) Jabs and Gilbert (Dianne) Jabs; daughters, Linda (Robert) Nesbitt, Lois (Kurt) Riesgraf; 17 grandchildren; 12 greatgrandchildren with another on the way; brother, Elmer (Grace) Jabs; sister, Adeline Hein; brother-in-law and sister-in-law, Rudolph and Betty Fahrenkamp; and many nieces and nephews. He is preceded in death by his parents, Rudolph and Martha Jabs; brothers, Arnold Jabs and infant brother; brother and sister-in-law, Julius and MaryLou Jabs; father-in-law and motherin-law, Lloyd (Elsie) Dubbe; and brother-in-law, William Hein. Pallbearers included his granddaughters, Sarah Vycital, Molly Crosby, Jodi Jabs, Jenna Jabs, Melanie Jabs, Amy Nesbitt, Jill Nesbitt, Ashley Schultz and Emily Riesgraf. Honorary Pallbearers were grandsons, Andy Jabs, Scott Jabs, Michael Jabs, Dan Jabs, David Jabs, Tyler Nesbitt, Adam Nesbitt and Joe Riesgraf.
Paul J. Mackedanz Paul Joseph Mackedanz, 23, of Conroe, TX formerly of Cologne passed away on Tuesday April 26, 2016 in Houston, TX. Mass of Christian Burial will be at 10 a.m. Wednesday, May 4 at Immaculate Heart Of Mary Catholic Church (875 Manomin Avenue South) in St. Paul. Visitation was from 4-8 p.m. Tuesday at St. Bernard’s Catholic Church (300 Church Street East) in Cologne and Wednesday one hour prior to the Mass at Immaculate Heart Of Mary. Interment in the St. Bernard’s Catholic Cemetery. Paul was born May 19, 1992 in Shakopee, Minnesota and baptized into the Catholic faith on May 28. He has been a strong soldier for Christ and Our Lady by practicing and witnessing his faith all his short life. Paul loved his family and friends and charmed everyone with his infectious and constant smile. He was always willing to help anyone in need. He never missed a chance to play with his nieces and nephews when they would see him. Paul had many talents, including a good singing voice……he loved to sing everything. Most noted by many, was his tenor voice in the Holy Family Chapel church choir. He enjoyed all sports, but his favorites were volleyball and softball. Fishing, hunting and boating were also among his favorite pastimes. When winter came, he couldn’t wait to hit the slopes with his snow board, and in spring, “throw down laps on his dirt bike”. His career path in life was not fully formed at this time. He graduated high school in 2011 from Holy Family Academy in Belle Plaine, Minnesota. He attended Normandale Community College for the next two years. Following these two years, Paul worked at IdentiSys until joining his brother Benjamin at their current place of employment, Sewer Systems Services of Belle Plaine. Paul was assigned to the company venture in Houston, Texas as supervisor. Paul became a resident of Texas about 1 ½ years ago where he was starting to make a new life and form new friendships. Paul will be missed by all. Please include Paul in your prayers and pray for the repose of his soul. Paul’s family thanks you for your kind expressions of sympathy. Paul is preceded in death by his grandparents, Vincent Mackedanz and Mary Ellen Vearrier; cousin, Jacob Vearrier; and aunt, Kimberly Vearrier. Paul is survived by his loving family: parents, Bruce and Patricia Mackedanz of Cologne; sisters and brothers, Kristin (Dr. Dominic) Gagnon of Browerville, Theresa (Jacob) Dvorak of Plato, Benjamin (Megan) Mackedanz of Carver, Kathleen Mackedanz of Eden Prairie, Corine Mackedanz of Eden Prairie, Marissa Mackedanz of Cologne, Brendan Mackedanz

Ney Nature Center Remains Open During Highway 19 Work The Ney Nature Center in Henderson will remain open throughout the Highway 19 bridge project construction, which has closed part of Highway 19 from May 2 through November. According to the Minnesota Department of Transportation, the current bridge over the railroad is nearing the end of its service life and is more cost effective to replace than continue to maintain it. “We want to get the word out that park visitors can still access the Nature Center for the summer. It is an inconvenience, but we hope it doesn’t deter people from enjoying all our summer programming and trails, said Executive Director Becky Pollack. To get to the Ney Nature Center from Henderson, visitors need to take Highway 93 to Highway 169. Highway 19 will be open to the Ney Nature Center from Highway 169. Visitors coming from the north, south or
east will not be impacted during this construction project. The Ney Nature Center has a number of programs occurring throughout the construction project and encourages attendance: – Spring Ephemeral Wildflower Walk on May 7 from 10 a.m. to noon. – Lichens of Minnesota workshop on June 1 from 1-3 p.m. – Summer Day Camps for kindergartners through fifth-graders in June, July and August. – Summer Solstice Hike on June 19 from 7-8:30 p.m. – Book Club for TwentySomethings beginning Aug. 3 at 6 p.m. – Monarch Kickoff on Aug. 6 from 10 a.m. to 12:30 p.m. – Fall Festival and Trail Run on Oct. 1 from 10:30 a.m. to 5 p.m. For more information about these programs, visit the Ney Nature Center’s Facebook page and look for the events tab.

A former Cologne man and graduate of Holy Family Academy in rural Belle Plaine, Paul Mackedanz, was killed last Tuesday (April 26) while working on a sewer project along U.S. Highway 59 in Porter, Texas. The crash occurred at approximately 3:05 p.m. on the highway’s service road south of FM1314 in Montgomery County. A vehicle driven by Stanley Vandenberg, 52, hit the 23year-old Mackedanz, accord-
ing to the Texas Department of Public Safety. Mackedanz was standing behind a pump truck cleaning sewer lines. Police were told the Chevy Cobalt driven by Vandenberg drove went through a line of traffic cones and crashed into the rear end of the pump truck. Vandenberg was also killed in the crash. He was 52. Mackedanz graduated from Holy Family Academy in 2011. He went to college for two
years before going to work with his brother at Sewer Systems of Belle Plaine. He was assigned to the company office in Houston, Texas as a supervisor. Mackedanz is remembered for a love of family, always taking the time to play with nieces and nephews. He also loved to sing, play sports, fish, hunt and snowboard. Mackedanz’s obituary appears on page 3 of this week’s Herald.

Carver Faces Apparent Apathy Dealing With Village Hall
There is apparently no overwhelming sentiment among Carver residents on how the city council should determine the future of Village Hall. Community members are seemingly solely concerned that the Lions Club has a place to hold its meetings and events. Mayor Mike Webb summarized his conversations with residents on what to do with the 59-year-old building at a recent council meeting. He surmised
residents either don’t care what happens to Village Hall or the city should raze the building, the Chaska Herald recently reported. “We have one organization that wants to save this building and that’s all I know of, he said. Upgrading Village Hall to a useable condition would cost an estimated $635,240. Replacing it completely would cost about $1.25 million.
Village Hall was declared structurally unsafe because of a weakened roof back in February. Since then, the city has been finding meeting space for the groups that routinely use Village Hall. The city has permitted locally based non-profit groups to use space at the fire hall. The council is also considering buying the historic old school house owned by Jeanette and Diedrich Lenzen.
Cologne Sends Water Treatment Plant Plans Out for Public Bids Bids Will Change Estimates to Real Costs
Having approved plans and specifications and applied for the funding, the Cologne City Council took the next step toward transforming the proposed water treatment plant to reality. Monday evening (May 2), the city council voted 3-0 in favor of sending the plans out for bids. The bids will be opened June 9 and presented to the city council for possible awarding at its June 20 meeting. Awarding of bids on the proposed water treatment plant will solidify the costs the city and its water customers will face. The bids will formalize the amount of loan the city is seeking from the Minnesota Public Facilities Authority (PFA) and the costs
of taking out the loan. Mayor Scott Williams directed city staff to send the bids to council members after the opening for review before the June 20 meeting. The proposal includes the plant, which is capable of processing 500 gallons per minute, a 100,000 gallon underground storage tank and a new well. The plant is designed for expansion. Additions to the original plan have increased the original estimated cost from $5.9 million toward $7 million, said Jake Saulsbury, the city’s contract engineer from Bolton & Menk Inc.
Splash Pad Update
The council approved a change order for additional plumbing for the splash pad being built in City Square Park. The council awarded the additional plumbing work worth $2,243.87 to Greg’s Hardware of Cologne. Reliable Plumbing
of Belle Plaine was the other bidder for the work. Its bid was $3,950. Williams said the splash pad will need additional electrical work. The scope of that work will be determined in the next few weeks. It will not threaten the city’s strict $180,000 budget for the splash pad, Williams said. The city expects to open the new facility June 4. In other action at Monday’s (May 2) meeting, the Cologne City Council: • Paid bills totaling $107,898.90. • Granted the Cologne Lions request for temporary liquor licenses for Lions Park and City Square Park, July 28-31. • Accepted Pete Mitchell’s resignation from the Cologne Planning Commission and authorized advertising for a potential replacement.

St. Thomas by: Loni Graham Fr. Hessian will celebrate mass at St. Thomas on Memorial Day at 9 a.m. Fr. Burns will have Mass at St. Thomas Sunday, May 15 at 9 a.m. Father Andrew Stueve celebrates masses at St. Anne’s in Le Sueur on Saturdays at 5:15 p.m., Sundays at 8 and 10:30 a.m. Mass of Christian Burial for Adeline Wieland was Friday, April 3 at St. Scholastica with Father Dave Barrett officiating as Grandma Wieland was gently laid to a well earned rest, in the parish cemetery. This wonderful woman lived a simple life, kept busy working hard, cooking, quilting, baking, serving others and caring for her family, her first priority. Her manner and hospitality were genuine, friendly and fair. Our sympathy to all her family, especially Tom and Sandy Vlasak, Judeen Brown and their families, who are part of our inner circle, and to Jim Walker of St. Thomas, Adeline’s first cousin. TCU FFA Chapter sent a large delegation to the State Convention. The Dairy Foods Team: Greg Johnson, Max Kalina, Megan Rutt and Adrianna Tiede earned 5th place in the State Contest.
Adjutant General Richard Nash and General manager of KCHK Radio Thomas Goetzinger flew up, up and away from Holman field by helicopter to a media banquet at Camp Ripley on Tuesday. Would like to have been a mouse in that helicopter, both men are married to wonderful ladies from St. Thomas, Jeanette Halloran Nash and Kim Holden Goetzinger. Dick O’Connell attended the Hibernians Founders Day Mass at St. Thomas in Jessenland near Henderson, on Saturday, April 3 followed by a reception south of the church at the Edgewood Farm. Many had a great time at the Park Ballroom Sunday as the Charlie Sticha Band entertained. Charlie’s band included Charlie, Mary Schwartz, Matt Reak, George Palma, Walleye Lenny, and they sure made great music together. Proceeds from the dance went to the 4th of July Fireworks. Camrie Vlasak, our granddaughter, who is studying abroad in Galway Ireland, is in Morocco this week. We hardly knew her all dressed like a camel jockey, turban and all and riding on a camel! She’s traveled quite a bit and will be home May 19.
City Council (continued from page 1) Mid-August – New hire start time (depending on notice requirements). The salary range the job is $79,294 to $105,025, depending on experience and qualifications. During a special work session last week, City Administrator Holly Kreft, who is resigning effective May 31 (her last day in the office will be May 16), offered to reach out to peers regarding the position, and the council concurred it will utilize an in-house approach, unlike the last city administrator search two years ago during which the city hired an outside service (Springsted Inc.) to assist in the search, which included two job offers and two subsequent offer rejections before the city eventually came upon Kreft on its own. The person hired will provide overall city-wide leadership and managerial work as the top administrative officer for the city. More information about the job can be found at www. belleplainemn.com. In other city council news Monday night, City Engineer Joe Duncan reported that contractor S.M. Hentges and Sons of Jordan has made “substantial progress and the visual is undeniable” on the overpass project near the intersection of Highway 169 and County Road 3/ Meridian Street. “Completing the abutments and slope paving allowed for the beams to be installed overnight on the evenings of April 20 and

April 21. Work this month will continue on the bridge deck and approach panels. Utility construction at West Commerce Drive has been completed and roadway work is scheduled to begin with a marked improvement in the weather pattern. Detours and work zones will again appear while work resumes on West Commerce Drive and Meridian Street. The completion date for this project is Oct. 14, 2016,” Duncan reported. *Unanimously approved an ordinance pertaining to utility task vehicles, more commonly known as Gators. No one from the public spoke at the public hearing that preceded the council’s action. Police Chief Tom Stolee explained that the new ordinance states that operating Gators within the city limits will require a permit from the police department. The operation of ATVs (all-terrain vehicles) is not allowed within the city limits. *Unanimously reappointed Sean Moriarty and Robert Stier as season public works employees for the summer months. Moriarty will work 40 hours per week at $14.50 per hour and Stier 20 hours a week at $16 per hour. *Unanimously awarded the bid for the city’s 2016 seal coat project to Allied Blacktop Company at the low bid of $79,860. The other three bids received were from Pearson Brothers ($83,500), Asphalt Surface Tech Corp. ($89,100) and Fahrner Asphalt Sealer ($92,850). The city engineer’s estimate for the work was $90,500. The city budgeted $90 for the project. *Unanimously approved pay request No. 2 by Chard Tiling and Excavating for $497,288 for work on the 2016 street Belleproject, Plaineand pay improvement request No. 4 by S.M. Hentges Herald and Sons for $679,876 for work on Enterprise Drive overpass project. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. May 16 in the City Hall building at 218 North Meridian Street downtown.

County Weighs Gravel Mine Permit for Mn/DOT Work in Henderson A little bit of Blakeley Township will go toward the Highway 19 bridge construction project in Henderson if Scott County OKs an interim use permit for a mine off Chatfield Drive. The Scott County Planning Advisory Commission will hold a public hearing on Landwehr Construction’s request for a permit to mine up to 60,000 cubic yards of sand and gravel from Darlene Boehne’s property at 27385 Chatfield Drive. The hearing will be held Monday (May 9, 6:30 p.m.) at the Scott County Government Center in Shakopee. The company’s plan is to strip, mine and screen 60,000 yards of
sand and gravel and bring back clean fill. If the county approves the IUP, mining activity will commence as soon as possible and run through the end of September, Monday through Saturday, 6:30 a.m. to 7 p.m., with trucks running along County Road 51. The application says the mine will cover about 2½ acres and will be restored and reclaimed upon completion. It arrives at the planning advisory commission with 16 conditions, including Landwehr Construction being responsible for the condition of County Road 51 upon completion of the mining operation.

YOU MOST? Field. Proudest Accomplishment: Beating Alec Otto in an eating contest, &RIDAY $ECEMBER ST It is up to the individual to decide when to begin receiving Social Security beneďŹ ts. A person can take a reduced beneďŹ t as early as age 62. Or, a former employee can claim a full beneďŹ t at what the Social Security Administration considers to be full retirement age, which, for example, is 66 for anyone born between 1943 and 1954. Otherwise, a person can wait until age 70 for yet a larger beneďŹ t. Bear in mind that, once you elect to receive a reduced beneďŹ t, you remain at that level for the rest of your life (with normal cost-of-living increases). The longer you are apt to live, the more you beneďŹ t from waiting for the larger check. The current generation of retirees is more likely than the last generation to have active retirement years ďŹ lled with a mix of travel, sports, and education. Scott County Changes Grading Permit Requirements With respect to agriculture, the county is becoming aware of more and more drainage issues occurring between farming plots and adjacent residential properties in areas of the county guided and zoned for a mix of rural-residential and agricultural uses. These issues can be particularly significant when large amounts of material (i.e., fill) are brought into a property for agricultural activities that can change or disrupt drainage patterns, impacting neighboring properties. The county will now require a grading permit to review these potential conflicts and address them prior to the work occurring. The thought is that drainage issues can be identified and addressed ahead of time through proper review of a grading permit. The change does not prohibit filling, it just requires a grading permit when greater than 500 cubic yards of material are imported into a site. Normal agricultural activities such as tilling, plowing, disking and planting, along with internal erosion repairs continue to be exempt from any county grading permit. If you have a grading activity planned and wonder whether you need a permit, call us at 952-496-8375. For most small projects, the review process is not overly burdensome and is less time-consuming than dealing with ordinance violations or drainage problems after the fact.
ground for mosquitoes. The MMCD accepts at no cost old tires for proper disposal at its facility on Valley View Drive. “It’s amazing. People don’t realize how many places they have that could be a breeding ground for mosquitoes,” Frey said. The district treats publicly and, with permission, privately owned land. Owners of private property have the right to inform MMCD they do not want the district to apply chemicals on their land. The district is also prohibited from treating wetlands and other lands controlled by the Minnesota Department of Natural Resources and the U.S. Fish &Wildlife Service. Overall, MMCD treats about half the land in Scott County, Frey said.
One, Two Punch
MMCD primarily uses two forms of chemicals to control mosquitoes. BTI – bacillus thuringiensis israelensis – is a fast-acting soil bacteria mixed with ground up corncobs. It attacks existing mosquito larva. It’s a granular mix applied by inspectors in wetlands and other breeding areas. The bacteria prevents existing larva from maturing and kills them quickly. The district also uses methoprene pellets, a longer lasting growth inhibitor, applied three times a year to known mosquito-breeding areas. Methoprene prevents eggs from hatching. “It saves us a ton of time and money by not having to go back and check,” Frey said. Time and money are important to MMCD, Frey said. In 2016, MMCD levied $16.9 million to treat the seven county metro area. Its total budget in 2016
is $18.78 million, the same amount as in 2015. That levy is a 1 percent increase over the MMCD’s 2015 levy. The district did not increase its levy between 2010-2015. The district plans to spend $794,634 in Scott County this year. It will spend $617,275 controlling mosquitoes in Carver County in 2016. The inspectors divide the county into priority zones. Zone 1 areas are in and around Scott County’s cities. He said a zone includes about eight square miles. Priority 2 zones are areas that are far less populated. “There are some restrictions, areas we don’t treat. We don’t treat organic farms or private property where the landowner has said they don’t want us,” he said. “We divide the county into priority zones to get the most bang for our buck.” The inspectors include community events in their treatment schedules. “We’ll spend time in and around Belle Plaine before Bar-B-Q Days,” Frey said.
Weather Matters
The cool spring following a winter with minimal snowfall has helped delay the onset of mosquito larva. But recent rains and coming warm weather will trigger a round of insect hatching. “One inch of rain can start a wetland,” he said. Frey and his counterparts overseeing fieldwork in Scott and Carver counties are looking forward to the arrival of seasonal field staff, typically college students and retirees. He has seven inspectors. They’ll be in the field-testing and treating larva. The inspectors’ workday runs from 6:30 a.m. to 3 p.m. After a fall and winter com-

Ask A Trooper by Sgt. Troy Christianson of the Minnesota State Patrol Question: With all the attention to distracted driving recently, I know that a person can “talk” on a cell phone while driving if they are 18 years old or older. I understand that it is illegal for anyone under that age to be “on a cell phone.” Does that apply to a “hands-free” device such as a “blue tooth?” Answer: Anyone under 18 years of age may NOT operate a vehicle while using a cell phone, whether handheld or hands-free, when the vehicle is in motion – this includes while stopped at a stop sign, stop light or anytime the vehicle is in traffic. A driver with a provisional license may use a cell phone to call 911 in case of an emergency. The exception of “obtaining emergency assistance” is quite limited in my professional opinion. Calling “911” would be a good example. Calling Mom and Dad to let them know that you are running late should be done before you put the vehicle in motion. I believe distracted driving is a dangerous epidemic plaguing our roadways and our statis-
tics are reflecting it. Distracted driving contributes to one in four crashes in Minnesota. Ask yourself what the most important text message you ever sent or received. Now ask yourself, is that text worth your life or another life on the road? Distracted driving education is a component of Minnesota’s core traffic safety program, Toward Zero Deaths (TZD). A primary vision of the TZD program is to create a safe driving culture in Minnesota, in which motorists support a goal of zero road fatalities by practicing and promoting safe and smart driving behavior. Help us put an end to distracted driving. Before you get in the car, put away the phone, adjust your radio and enter your location into your GPS. If you’re a passenger, speak up if someone drives distracted. The life you save may be your own. If you have any questions concerning traffic-related laws or issues in Minnesota, send your questions to Sgt. Troy Christianson – Minnesota State Patrol at 2900 48th Street NW, Rochester MN 55901-5848. You can also reach him at, Troy. Christianson@state.mn.us.

steps. He worked for MMCD for 40 years before retiring. Though he never cared that much for science classes as a student, Adam Frey was fascinated spending time in the field inspecting areas and treating them. Frey learned more about the biology of mosquitoes than he ever imagined. “I don’t like sitting in a classroom,” he said. “I’d much rather be outside. I really enjoy hunting and fishing.”
mitted to desk work, Frey is no office jockey this time of year. He’ll be in the field with the inspectors, training and helping them identify potential breeding grounds and treating larva sites. Entering his 19th season with MMCD – his eighth as a fulltime, year-round staff -- Frey oversees people doing the same job he once did as a high school and college student. Scott County Ordinance Chapter 6, covering storm water management, erosion control and wetlands, has been changed. Chapter 6 provides for protection and preservation of the county’s water resources and protection of both upstream and downstream property owners from the impacts caused by development and grading activities. Chapter 6 applies only to landuse activities in the townships of Scott County. If you are located within city limits, city ordinances control storm water management. The changes to Chapter 6 address two items: – Updating the ordinance to be consistent with state and federal storm-water management requirements in the county’s National Pollutant Discharge Elimination System permit. – Requiring a grading permit for specific agricultural activities associated with the importation of fill material. Changes regarding the state and federal requirements generally consist of defining requirements for redevelopment, and for managing 1 inch of runoff from impervious surfaces (i.e. pavement and rooftops) created by new development. Other minor changes include adding expiration dates for grading permits and the sources of data to be used for calculations.

Tigers Open Season Friday by Brett Kruschke Another season of Belle Plaine Tigers town team baseball is about to descend upon Tigertown. The first of 14 regularseason home games (31 overall) will take place this Friday when the St. Benedict Saints visit Tiger Park at 7:30 p.m. To celebrate, it’s Dollar (Hot) Dog Night. On Sunday, the boys will tread into Class B waters with a 2 p.m. visit to River Valley League compadre Shakopee. Buy Mom another hot dog! Not that anyone would confuse us with the St. Paul Saints but except for the Tigertown Classic tournament in June, all but one home game this season will feature a promotion. See the full list at www. bptigertown.com, and allow us to highlight one promotion in particular. Tom Melchior is a former Tiger who has written books titled “Scott County Baseball” and “Belle Plaine Baseball 1884 to 1960,” among others. We will observe Tom Melchior Night on May 17 to thank Tom for his tireless work in chronicling the history of Tiger baseball. That night’s opponent is the Minneapolis Mudcats, who will be playing the inaugural game in franchise history. Managing the Mudcats will be Tom’s son, Paul, and playing will be Tom’s eldest grandson, Sam. Season tickets are a great way to support the Tigers, and the price will once again remain unchanged. Just $25 will get you a season pass while a $50 Dugout Club membership also gets you a free food and beverage item at each game. Pick up your tickets at Brad’s Barber Shop or at the gate on game days. play, like Uncle Sam we want you for this year’s Tiger Open Golf Tournament fund-raiser. This year’s Tiger Open – for the second year in a row – will be held at CreeksBend Golf Course in New Prague on Saturday, June 18. The price is just $60 per golfer and includes a meal at day’s end with numerous prize giveaways. You may also register by Shane Hofmann at bphof21@yahoo.com. As for the ballclub: the remade Tigers climbed out of a 2-11 hole to start the season last year, playing .500 ball (9-9) the rest of the way. The Tigers upset the RVL West’s No. 1-seeded St. Peter Saints to clinch a state tournament berth, then surprised even the Tiger mothers by winning a game at state, against Hadley. Manager Mike Schultz and his brothers, elder statesmen Pat and Matt, will look to help the Tigers cash in on the promise shown late last year. Amazingly, all Tigers will return from last year, although one of the team’s top players, Derek Dahlke, will only play sparingly. He has signed on with the Carroll Merchants of the Corn Belt Collegiate Summer Baseball League in (where else?) Iowa. Look for brother Zac to step up with a double dose of leadership. Other Tigers back in the red, white and navy include: Travis Latzke, Zach Juaire, Johnny Egan, Dylan Nyberg, Joe Hankins, Josh Terrio, Ben Wagner, Tyler Hartman, Cameron Lark, Wes Sarsland, Jonny Vinkemeier, Clayton Meyer, Aiden Ladd, Jesse Oelfke, Chase Emmers and Matt Ruehling. New to the fold are Joe Pomije and Cameron Klehr. You can follow the Tigers
on Twitter @bptigertown for around-the-clock coverage and like us on Facebook as well – just search bptigertown. Sometimes there may be confusion that the Tigers play 162 games with 81 home dates like Minnesota’s other amateur baseball team, the Twins. But our Plainesmen have just 14 home dates on the calendar, so don’t let ‘em slip by. Girls Take 2nd in First MRC Meet by Dan Ruud The Belle Plaine High School girls’ golf team opened the Minnesota River Conference portion of its 2016 slate this past Monday by finishing second among five full teams at Ridges at Sand Creek in Jordan. Last Thursday’s original MRC opener at rainy Montgomery was postponed due to rain. It will be made up May 19. MRC at Jordan Jordan, led by individual medalist Nicole Schrader, who tallied a 42, had a team score of 186. The rest of the field consisted of Belle Plaine (217), Le Sueur-Henderson (223), Mayer Lutheran (258) and Tri-City United (295). With just two golfers, the cooperative of Sibley East and Norwood Young America did not qualify for a team score. Belle Plaine’s Ireland Lambrecht tied Jordan’s Molly Kelvington for the second best score of the day with a 45. Fellow Tiger Maddie Hartmann was fourth overall with a score of 46. by Dan Ruud The Belle Plaine High School baseball team welcomed back a former Minnesota River Conference foe (Watertown-Mayer) to Tiger Park Friday evening and sent the Royals home with a 9-2 loss. It was the Tigers’ ninth win in 10 outings this season. Due to rain, Thursday’s game at home against Jordan was postponed to next Tuesday. Belle Plaine, 3-1 in the MRC, 9-1 overall, will travel to Norwood Young America for a doubleheader starting at 4 p.m. Thursday. Hibbing, from the Iron Range Conference, will pay a rare visit to Belle Plaine for a nonconference game beginning at 4:30 p.m. this Friday. It will be back to MRC play next Monday when Mayer Lutheran comes to town for a 7 p.m. start, followed by the makeup game against Jordan 5 p.m. Tuesday. Friday’s Hibbing game at Tiger Park will be followed by the Belle Plaine town team’s season opener against St. Benedict. Tigers 9, W-M 2 Pitchers Brody Curtiss, Mitchel Stier, Jon Vinkemeier and Wes Sarsland combined on a three-hitter as the Tigers walloped Watertown-Mayer 9-2 Friday in Belle Plaine. The Tigers got things going in their first at-bat as singles by Luke Narveson and Aiden Ladd were followed by a run-scoring double by Nathan Herman and a RBI ground out by Curtiss to put the Tigers ahead 2-0. In a three-run second inning, seven straight Tigers reached base, including RBI doubles by Vinkemeier and Narveson. Jon Schmidt added a two RBI triple in the fifth inning and the rout was on. It was 9-0 before the Royals scored their only two runs in the top of the seventh inning. Herman, Narveson and Schmidt had two hits apiece, while seven other Tigers all had one hit. Among them were RBI singles by Sarsland and Marcus Giesen. Curtiss pitched the first four innings, allowing only one hit and striking out six. Stier and Vinkemeier both pitched one scoreless inning before Sarsland came on in the seventh, allowing a pair of unearned runs. Both teams had one error. “We did a nice job of coming ready to play and jumping on them early,” said Belle Plaine coach Pat Schultz. “It was good to see the boys work hard in practice and bounce back after a tough loss to Sibley East on Monday. Twins Grant a Hit for Cologne SouthWest Metro Co-op Baseball Assoc.’s Dugout Project Offering GED Test Prep Classes $10,000 Grant The existing dugouts were used by more teams, attracting built in 1998, Kuerschner said. They have a concrete slab, plywood walls and ceilings with shingles atop them. High winds blew over the third-base dugout several times, prompting the city to replace it with a concrete dugout on a floating slab. Frost has pushed it out of the ground, creating a gap between the base of the dugout and the ground. “You can put your fist in there,â€? said Craig Pexa, a Cologne baseball board member. The $10,000 Twins Community Fund grant allows the association to begin the dugout project this summer, he said. Members of the Cologne Hollanders and other volunteers will contribute in-kind labor worth about $5,500, Pexa said. Thanks to the grant and some additional money the association raised on its own, the team will start the dugout project one or two years ahead of schedule. “It’s unbelievably huge,â€? Pexa said. The money from the Twins is especially important since the association will make its final payment -- $22,000 in January -- to the city for its share of the lights at Fritz Field the city installed in 2014. The city funded the lights at Fritz Field with the expectation the field would be
more people to Cologne. Stephanie Johnson, a community relations manager with the Twins Community Fund said the key to Cologne’s successful application was a well-documented need, a plan how the funding would be utilized, inkind funding, and community support for the field. “They definitely showed a need. The dugouts are in pretty poor shape, she said. “The need is definitely there and they have all their ducks in a row. In addition to hosting Hollanders games this summer, Central High School (NYA) is also using Fritz Field for some varsity and B-squad games. Southwest Christian High School in Chaska is also using the field for its varsity and JV home games, too. Overall, 38 games will be played on the field during June. The $10,000 grant is the maximum amount the Twins Community Fund awards, Johnson said. In the set of awards issued in April, 25 awards worth about $197,000 were deemed worthy of funding, she said. The team received 36 applications for the April awards. The Twins Community Fund granted 657 grant applications since it was founded in 1999.

Makes Project Doable in 2016
The Cologne Baseball Association recently got the news it hoped for from the Minnesota Twins. A $10,000 grant award from the Twins Community Fund is providing the association the funding boost it needs to make a dugout replacement project doable this summer at Fritz Field. With the field heavily scheduled for much of the spring and summer, construction will begin in August, said Jason Kuerschner, a member of the Cologne Association’s board of directors. The $24,000 dugout project will replace the dugouts on both the first and third base sides of the infield. They will be replaced with 44-foot-long dugouts. A 10-foot-long storage shed will be attached to the third base dugout, Kuerschner said. The dugouts will have a concrete base, a row of cinder block at the base of the walls and wooden walls. Shingles will cover the roofs. Unlike the existing dugouts, fencing to protect players will cover the front of the dugouts.
Although Shakopee Police Chief Jeff Tate believes in the inevitability of his officers wearing body cameras, he recognizes it could still be a long time before he cameras are in place. The Shakopee City Council recently approved submitting an application for $120,000 in funding for police body cameras to the U.S. Department of Justice. If the application is successful, the Shakopee Valley News recently reported, the city must provide $60,000 in matching funds. The city will find out if its application is approved later this fall. The application will fund 40
body cameras and materials to store equipment and data. The cameras are worth $1,500 apiece. Like the Minnesota Legislature, the city has yet to formally approve a policy on when and how the video images will be available to the public. The limited nature of funding, costs and yet-to-be determined rules on public access lead Tate to believe the Shakopee Police Department’s use of the cameras are well into the future. Belle Plaine police officers have worn body cameras since the summer of 2014.

SouthWest Metro Educational Cooperative in Chaska is offering preparation classes for students interested in taking their GED exam. Traditional high school diplomas don’t always fit into student’s lives. Unexpected events and circumstances can come out of nowhere, making the traditional path impossible. The General Education Development Test (GED) or GED is equivalent to a high school diploma and passing it is very important to help expand employment opportunities and increase wages. It also opens the door to attending college. Now through June 30, Minnesota GED test-takers are able to take their first GED test in each subject for free. The State of Minnesota is subsidizing the cost while funds last. SouthWest Metro Educational Cooperative offers free local GED preparation classes through the Adult Basic Education (ABE) program. Students age 17 years old or older who are not enrolled in high school can attend GED preparation classes. Licensed teachers work with students to create a unique
