Community Thanksgiving Service Next Tuesday Night at St. John Lutheran The annual Ecumenical Community Thanksgiving Service will be held at St. John Lutheran Church in Belle Plaine 7 p.m. on Tuesday, Nov. 25. The service is sponsored by the congregations of St. John Lutheran, Our Lady of the Prairie Catholic, First Presbyterian, Redeemer Lutheran, St. John’s Assumption, River Rock Christian, Discovery and West Union
Lutheran. The community is welcome to attend. The Thanksgiving worship is also intended to remember the needs of others. A monetary offering will be accepted during the service to support the local Good Samaritan Fund, which provides help for transient people in the area. This fund
is supported by participating churches and the Thanksgiving offering is the main source of annual income for this fund. In addition, worshipers are encouraged to bring nonperishable food items to be donated to the Belle Plaine Food Shelf. Monetary donations are also welcome. by Dan Ruud The Belle Plaine City Council Monday night approved a request by local businessman Ashton Pankonin for a $40,000 loan from the city’s revolving loan fund so that he can purchase the Main Street Professional Building at 104/106 East Main Street downtown (next to the Canopy Group Building). Pankonin, who formerly headed the Edward Jones financial advisor office in Belle Plaine before joining Waddell & Reed at 215 North Meridian Street, is making the loan request on behalf of Pankonin Enterprises LLC. The purpose of the loan is to help finance the acquisition of the Main Street Professional Building, where Pankonin plans to expand his business opportunities through higher traffic volume and a more visible location. According to Community Development Director Chelsea Alger, the building has seven leasable suites. Alger added that the sale price of the building is $100,000.
Pankonin plans to obtain most of the remaining $60,000 from the State Bank of Belle Plaine. The loan with the city is for a term of 15 years at 2.5 percent interest, resulting in a total loan repayment of $48,008.82. Pankonin partnered with Waddell & Reed in 2013 and has since been subject to a noncompete agreement with Edward Jones. That agreement expires Dec. 14, which will allow Pankonin to begin reaching out to former clients. Pankonin is an active member of the Belle Plaine Chamber of Commerce and past president. The current owner of the building is Twin Cities real estate agent Terri Spruck, who
purchased it from Alan Tholkes a couple of years ago. Her most recent and largest tenant was Great River Energy, which occupied most of the units for administrative purposes during the construction of the CapX2020 power line through the Belle Plaine area. In other business Monday night, the council unanimously authorized the replacement of the alarm systems at the city’s water and wastewater treatment facilities at a cost of $39,592 plus taxes. Applicants Sought for Eight Seats on Advisory Groups The city of Belle Plaine is seeking applicants to fill a total of eight seats on city advisory groups, including the park board, planning commission, economic development authority and design committee. Following interviews, all seats will be appointed by the city council in January. On the five-member design committee, the seats of Nate Hvidsten, Laurie Behnke and Pat Krings expire Jan. 31, 2015. The positions are four-
year terms. The design committee prepares recommendations for design components and potential funding sources for community-wide improvements. It also administers the design standards for properties in all industrial and commercial zoning districts as outlined in the Belle Plaine Design Manual, adopted September of 2008. B.P. Schools Superintendent Adding Specificity to Evaluation Clubs Policy Taking Shape
In years past, the Belle Plaine School Board’s evaluation of Superintendent Kelly Smith’s performance during the previous year sometimes lacked specifics when it came to objectives he was to achieve and even consistency of when or if a review was conducted. In consultation with the school board, Smith is out to rectify that in the final two years of his existing contract. He has
written three specific goals he wants the board to judge him by during the two years. Board members by consensus offered their OK of the goals at their workshop Nov. 10. The board is expected to formally approve the goals at its meeting Monday (Nov. 24, 6 p.m.) in the Belle Plaine District Center. Smith’s contract does not include any pay incentives for meeting the goals. His existing contract calls for a salary of $143,225 by the 2014-15 school year. The goals are aimed at improv-
ing student and staff performance, areas Smith has direct influence over. He said the formal goals place more emphasis on the annual review. “It’s my job to make sure our staff has the tools they need to help our students,” he said. A Successful Benefit The Belle Plaine Area Food Shelf enjoyed a successful fund-raiser Saturday night at Valley View Golf Course. Over 90 people attended the buffet dinner with silent and live auctions. Pat Ollhoff, the food shelf’s facilities manager, said part of the success was the top three prizes -- $500 in cash, a $500 travel voucher that was auctioned off for well above its face value, and $150 in cash – were donated back to the food shelf. Since it opened in July of 2011, the Belle Plaine Area Food Shelf donated almost 303,000 pounds of food into the community, over 38,300 pounds this year alone. It has served over 650 families since 2011, including 42 families and 633 children for the first time in 2014.
She remembers the search for Michael Lyons, a third-grader kidnapped in Yuba City, Calf. He was eventually found May 17, 1996 down along the Feather River, but it was too late. “If they would have had more resources to go down there, they might have found him earlier,” she said. Today, Becky Wessels wants to be one of the people on the front lines searching for a lost person. She has spent hundreds of hours working with her dog, a rambunctious Weimaraner named Ryder, a 19-month-old male, learning to be an expert at searching for lost people.
Sunday, amidst frigid temperatures, Wessels, Ryder and a handful of members of the North Star Search & Rescue team were along the river bottoms north of the Bell Pharmaceutical plant in Belle Plaine training and searching. Young dogs like Ryder were honing their skills, working toward eventual certification by NASAR (National Association of Search and Rescue) or the North American Police Work Dogs Association (NAPWDA), two of the four certifying organizations in the United States. Older, more experienced dogs and their handlers, including one certified cadaver dog, was searching the area for any hint of Troy Anthony Hallstrom, a McLeod County man who was last seen in Belle Plaine heading north from the intersection of Walnut and East Forest streets in October.
Wessels, 33, is a rookie on the dog handlers team. Typically, they train north of the metro area. But the team agreed to come down to Belle Plaine and train along the river bottoms. It will eventually conduct a wider scale search for Hallstrom. Wessels grew up in northern California. She recalls the days when sheriff’s deputies and police searched for the kidnapped boy in 1996. Today, the Belle Plaine resident is willing to spend about $3,500 in training with Ryder. Its expensive making the trips to train. His equipment is expensive. Mother, Son Killed in Crash Saturday East of Cologne A mother and her 6-year-old son were killed Saturday just before 2 p.m. when the SUV they were riding in crashed into a pickup truck on Highway 212 east of Cologne. Angelica Salas, 29, and her son, Jorge, both of Lester Prairie, were killed in the crash. four-lane divided highway to two undivided lanes. The vehicle slid sideways on the icy highway and crashed into a westbound Ford Ranger pickup. Jorge Salas, 29, of Lester Prairie, drove the Aztek. He suffered serious injuries in the crash. His son, Omar Salas, 4, also was seriously injured in the crash that was reported at 1:51 p.m. Angelica Salas was wearing a seatbelt. The State Patrol is uncertain if the driver, her husband, and either the deceased or injured children in the crash wore seatbelts. The driver of the pickup, Matthew Radde of Excelsior, 33, suffered non-life threatening injuries. The highway was closed for a few hours as investigators worked to determine the cause of the crash and remove the damaged vehicles.

Chaska to Swear-in First Woman to City Council Since Y2K
Nobody’s saying the Chaska City Council is a boys’ club. However, in January, the council will receive its first elected woman this century. Paula Geisler, Green Isle’s former clerk-treasurer, will be sworn-in as a city councilor representing the city’s first ward. She defeated Molly Koivumaki by 83 votes – possibly the first time in Chaska’s history two women have been the lone contestants for a city council seat in Chaska. The last woman on the city council was Joyce Windschitl Hercules, the former wife of the city’s current mayor, Mark Windschitl. She served on the
council from 1993-2000 before losing a re-election bid. The number of women to serve on the city council in the past 35 years can be counted on a single hand, the Chaska Herald recently reported. Geisler wants that to change. She was concerned about the absence of women on the city council when she filed. “I think it’s important for women to have a say in their community,� Geisler said. Former Mayor Bob Roepke believes women bring a perspective and viewpoint that adds to dialogue. Windschitl Hercules believes women ap-
proach issues differently and, generally, are more intuitive, better communicators and more empathetic than men. Chaska has had other women serve on the city council. Carol Molnau, a former five-term state representative and lieutenant governor served on the city council before moving on to state government. She is one of a handful of women who served the community since Nellie Baxter was the first woman to serve on the Chaska back in 1923. In 1978, Tracy Swanson was the first and only woman elected as Chaska’s mayor.

With over 40 of the 100 units organizers of Arlington’s annual Arli-Dazzle Parade already registered, organizers are looking forward to what they call Minnesota’s largest lighted Christmas parade. Harriet E. Schultz Harriet E. Schultz, 105, of Belle Plaine passed away Saturday, November 8, 2014 at the Waconia Good Samaritan Center. Per the wishes of Harriet, a private family memorial service was held. Memorials preferred to the Ministry Care Fund at Waconia Good Samaritan Center. Arrangements were with the Johnson Funeral Home in Waconia.  Harriet E. Schultz was born March 30, 1909 in Mayer the daughter of Arthur and Lena (Fois) Hahn. She was a graduate of the Belle Plaine High School, the Swedish Hospital School of Nursing, and the Minnesota School of Business.  On June 7, 1939 Harriet was united in marriage with Erba Schultz. Harriet was an avid reader of the daily newspaper and news magazines. 60 Minutes was a favorite show of hers. She enjoyed following politics and was always ready for a debate. Harriet had a great sense of humor. She had a love for music and played both the piano and violin. Harriet enjoyed playing cards, especially Gin Rummy. Harriet is survived by her loving family, daughter, Sandra Hogan (special friend, Don Schuster) of Chaska; son, Glen Schultz (wife, Audrey) of Belle Plaine; granddaughter, Julie Wicklund (husband, David) of Minneapolis; great-grandchildren, Alex and Grace Wicklund. Harriet is preceded in death by her husband, Erba Schultz; parents, Arthur and Lena Hahn; sisters, Iona Richman and Mildred Mason; brother, Orison Hahn.

Al Fahey reported that the system currently in place is no longer supported by the manufacturer and that he has been in contact with Automatic Systems to “provide the city with the best replacement alternative.� Fahey added that Automatic Systems is the firm that writes programs and maintains the control systems that operates the city’s water and wastewater treatment facilities. “I have asked them to also include the moving of the main work station or base operation from the wastewater treatment facility to the water treatment facility. The reason for this is that in the event that we cannot get to the wastewater treatment facility due to (river) flooding, we will have an operational system to ensure that our facilities are operating the way they need to,� Fahey continued. *Unanimously authorized the extension of storm sewer services for the homes at 829 and 831 Court Street West, and authorizing the mayor and city administrator to execute an agreement for reimbursement. In October, the city authorized the city engineer to complete the design services and obtain quotes for the work. The property owners have experienced flooding from a groundwater source, and in order to minimize future flooding, the public works committee recommended that the properties be connected with the city’s stormwater system. Chard Tiling and Excavating of Belle Plaine turned in the low quote of $15,411 for the work. But before the project can begin, the city attorney will draft an agreement that will spell out the terms of the property owners’ reimbursement to the city. *Unanimously approved the final plat for Soller Acres, for which the preliminary plat was approved in September. The applicants, Cora Soller, and Kevin and Michelle Soller, are realigning property boundaries at and around 708 and 710 South Street West in order to simplify legal descriptions and combine tax parcels. Approval of the final plat does not create additional development opportunity within the plat area. *Called for a public hearing on Dec. 15 on proposed salary increases for city council members. City Administrator Holly Kreft reported that the cable vision committee met to discuss proposed changes to the franchise agreement, which was to expire Oct. 31. Those changes were presented to Mediacom on Sept. 23 and Mediacom has not yet presented an updated review for city comment. Therefore, it was proposed that the franchise agreement be extended until Dec. 31 in order to continue negotiations with Mediacom. *Unanimously approved the issuance of tax-exempt revenue obligation notes for the benefit of The Lutheran Home Association (TLHA). The Lutheran Home had requested to utilize the city’s bonding authority to refinance two bonds previously issued by the city. They include $5,720,000 in 2005 for improvements to the existing Skilled Care Facility and the Hope Residence, and in 2007 in the amount of $7,090,000 for additional improvements to the Skilled Care Facility as well as reserves and interest. Staff reported that the city has worked with The Lutheran Home numerous times in the past to provide conduit financing for improvements and expansions of the campus and other facilities such as its thrift store. Conduit bond financing does not pose any liability to the city and does not affect the city’s bond rating. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Monday, Dec. 1 in the City Hall building at 218 North Meridian Street downtown.

SWCD Has Tree Packages for City and Rural Homes If you thought your yard was too small for trees and shrubs, think again. The Scott County Soil and Water Conservation District in Jordan is expanding its approach to natural plantings to all landowners in Scott County, no matter the size of your property. This year’s sale includes 33 bare-root seedlings (6” to 18” tall), along with four native seed mixes, rain barrels and tree supplies. For the first time, Scott SWCD is offering a package called the “Backyard Bundle,” a great choice for residents who live in the city or on smaller rural lots. It includes five different varieties in one bundle of 25, including Paper Birch, Black Hills Spruce, Highbush Cranberry, Serviceberry and Red Osier Dogwood. All other varieties are sold in groups of 25. This year’s sale includes smaller seedlings and lower
prices than in past years. Local forestry experts and our longtime customers have found that smaller stock grows faster, are easier to plant and have a higher survival rate. All varieties thrive in Minnesota’s different soil types and climate. The sale began in mid-October and continues through April 2015, at which time customers may pick up their pre-paid orders and buy smaller bundles of any remaining seedlings at the Scott County Fairgrounds in Jordan. Local Volunteers Sought for Homeless Shelter Program The faith communities of the Belle Plane area will be hosting homeless families from Scott and Carver County for the week beginning Dec. 7 at St. John’s Lutheran Church in Belle Plaine. According to volunteer Shannon Bergs, Families Moving Forward Southwest is a shelter program of Beacon Interfaith Collaborative who, working through local churches, provide shelter to families in crisis. During the week, the families are provided sleeping spaces on church property, evening meals and breakfast. Each day the families travel to the program center in Prior Lake, where they spend the day working with Beacon staff who help them look for housing, search
for jobs and address other issues contributing to the family being in crisis. Bergs stated that the Belle Plaine Fireman’s Relief Association and Women’s Auxiliary have agreed to play a significant role in the December effort. “It’s what they do,” said Bergs. “Every day they help people in crisis without ever asking who they are or how they got there.” Bergs added that they still need volunteers and are hopeful other local groups and organizations will join the faith communities in serving this very real need that exists in our area. Interested persons are urged to contact Bergs or any of the local churches for ways to become involved.

Gaylord Man Challenging Sibley East Bond Referendum In the past year, a lot of my columns had computer, eReader or internet references. I try to keep things balanced, but it is a fact that computers and smart devices are becoming more and more a part of our daily lives. The Scott County Library System works hard to stay up to speed on as much of it as possible. It is a lot to keep up with and the amazing part of it is that we are protected from a lot of the details. If we each had to write software, set up a network, or design a web page, I know I would have a lot of people in the same situation as I would be in. A lot of work is done for us and we have the relatively easy job of just using the equipment and software. While I was doing some reading this past week, I ran into this article. The article talks about technology based toys, likely to be popular for this Christmas, as having more computing power than the Apollo missions. If you don’t remember the Apollo missions, ask your parents or grandparents or make use of your library. I do not know your situation, but with the early cold and snow, I have spent a lot more time reading books. I get a lot of variety in my reading as I also check out books with my grandkids. Sharing books with young children is fun and very rewarding for them as well as me. If you have youngsters in your life, let them see you reading. Read with them. Nathan Kranz Takes Case to Sibley County District Court Nathan Kranz of Gaylord filed a complaint contesting the Sibley East School District’s successful passage of its ballot bond question from the Nov. 4 election. Kranz claims in the Notice of Election Contest, Sibley East missed mandatory notice deadlines. Because of that failure, he claims, it invalidates the election outcome. The notice was served on Thursday, upon government officials and filed with the Sibley County District Court.
Because the school district crosses both Sibley and Nicollet counties, the Minnesota Secretary of State is also mentioned as a party contestee. Kranz and a group of local taxpayers raised about $16,000 to mount the legal challenge. The lawsuit contends the district published legal notice of the election in local newspapers 12 days before the election, rather than at least 14 days as required by law. The lawsuit also contends that educators missed the legal deadline to publish a summary of the state election commissioner’s findings on the referendum 20 to 60 days before the election. “This is no mere ‘technicality,’” said Erick Kaardal, the attorney representing Kranz. “The state legislature, when it passed the statutes governing bond ballot elections, placed specific deadlines to give notice to the voters well before the election for a reason. It gives the voters an opportunity to question and explore
the rationale for the bonding request, especially, in instances like here, where $43 million in bonding money is sought,” Kaardal said. Kaardal said the results of the bonding bill would not be contested if the vote were not as close as it was. “We wouldn’t be having this contest, but the election was very close — 96 votes. So if it would have been 2 to 1 or 3 to 1 in favor, then we wouldn’t be talking. In a close election like this, in our view, any violation of public notice requires that the election result be overturned.” Kranz, as the contestant, is asking to have the ballot question election result be invalided and for his attorney fees. Sibley East Superintendent Jim Amsden said the school attorneys are in the process of evaluating Kranz’s complaint. “Obviously we are disappointed,” said Amsden. “We are trying to do our best to gather information and deal with the issue.” Amsden declined to comment further.
Ney Center Hosting Ojibwa Snowshoe Stringing Le Sueur County Class Ney Nature Center is hosting an Ojibwa-style snowshoe-lacing course for people who want to snowshoe using the traditional native equipment. The class will be held Monday (Nov. 24, 6:30 p.m.). It is limited to a dozen participants. Ojibwa-style snowshoes are renowned for their design and ease-of-use that allows the toes to rise up out of the snow, like a boat through a wave, allowing the user to enjoy a natural and comfortable stride. Participants will receive directions on varnishing their own set of snowshoes on their own time. The cost of the class is $150 per student, $145 for Ney Center members. Foster Pet Care Needed
Wants Input on 169CR 28 Crossing Plans After several months of drafting plans and a revision, Le Sueur County wants public input on plans for the proposed intersection of Highway 169 and County Road 28 on the north side of Le Sueur near the city’s water tower and a new wayside rest on the west side of Highway 169. The latest draft of the proposed plan calls for a three-quarters (R-CUT) intersection similar to the layout of the Highway 169-County Road 3 crossing in Belle Plaine. The proposed plan calls for the realignment of Pumpkin Hill Road and a new driveway for access to Wolf Motors. It also includes closing the median of Highway 169 across from Cambria’s fountain. The county is still working on an agreeable realignment with

The $2.7 million intersection project has received approval from the Minnesota Department of Transportation (Mn/ DOT). The project will be sent out for bids next spring with a three-month construction slated to begin in June or July. Cambria bought the old rest stop on the east side of Highway 169 to make room for future plant expansion. The new wayside rest is expected to cost about $4.3 million.

Guards Bill Fogarty and Rich Halquist were the only returning lettermen on the 1984 Belle Plaine High School boys’ basketball team. The Tigers’ first game would be Nov. 27 at Henderson. The annual Community Thanksgiving Service would be held 9 a.m. Thanksgiving Day at the high school auditorium. The Thanksgiving Message would be delivered by Father Roger Lechtenberg of Our Lady of the Prairie Catholic Church. Mrs. Frances Schuman, mayor of Belle Plaine, would give the President’s Thanksgiving Proclamation, and Mrs. John (Virginia) Miller would serve as pianist and Mrs. Stanley (Eileen) Effertz as soloist. State and federal agents discontinued their investigation of child homicides in the Scott County sex case because two boys, ages 11 and 12, admitted they had made up stories. Meanwhile, six former defendants in the child sex abuse investigation were suing Scott County for a total of more than $125 million in damages and accusing some authorities for violating their civil rights, offering bribes to witnesses and destroying evidence. The Belle Plaine School Board that Monday night voted to enter into a contract with St. Francis Hospital in Shakopee to provide educational and other services to the district focusing on sexual and physical abuse and chemical dependency. The Belle Plaine Police Department would conduct a bad check and shoplifting seminar on Nov. 28 at the junior high school. The main purpose of the seminar was to explain a new bad check policy handed down by City Attorney Trevor Walsten. He said the city would no longer prosecute in criminal court checks written in an amount less than $25. Plaine man whose diabetes had nearly destroyed his kidneys, was scheduled to undergo a kidney transplant operation that coming Wednesday morning at the University of Minnesota hospital. At least 267 deer were taken during the 1984 firearms season in the Belle Plaine area. Sixtyseven deer were registered at Ed Wilson’s Standard Station in Belle Plaine, 60 at the Golden Fox Restaurant north of Belle Plaine and 140 at the Midland Station in Henderson. Belle Plaine’s Combined Charity Drive took in $9,798.30, exceeding the 1983 drive receipts by $608. Results of the charity drive were announced by Mrs. Judy O’Reilly, chairperson for the S.I.E.R.A.S. Club, which conducted the 1984 drive. Carl Sellnow, 75, of Belle Plaine, passed away at Minnesota Valley Memorial Hospital in Le Sueur. Mr. Sellnow was born on May 27, 1909 in Blakeley Township to Frank and Anna (Mueller) Sellnow. He attended Blakeley schools and farmed in rural Belle Plaine throughout his life. He married Leona Buesing on Oct. 20, 1936 at St. John’s Lutheran Church in Arlington Township. Edwin Walter Krohn, 54, of Belle Plaine, passed away at his home on Nov. 19. Mr. Krohn was born on Dec. 27, 1929 to August and Mary (Mueller) Krohn of Lanesburgh Township in Le Sueur County. He was a roofer for Nieman Roofing in New Prague. The Belle Plaine Rotary Club was looking for three families to take into their home a 16year-old foreign exchange student from New Zealand. She was Annika Kristina Bennett, the daughter of an optometrist from Napier, New Zealand. She was scheduled to arrive in Belle Plaine around Jan. 1. The Belle Plaine High School boys’ basketball team began practice with 39 prospects in grades 9-12. The only returning lettermen were guards Bill Fogarty and Rich Halquist. BPHS junior Laurie Wolpern

Fred J. Keup returned from Chicago, where he took part in a meeting of the Chevrolet Dealer Planning Committee for this region. Mr. Keup was elected to the committee by fellow dealers and was one of 86 committeemen who represented more than 7,600 Chevrolet dealers in the United States. Many relatives and friends helped Mr. and Mrs. Gerhard Kerkow celebrate their 20th wedding anniversary at their home near Jordan. The Lutheran people of Scott County helped to “Feed the Famished” overseas by sharing the rich harvest of corn fields or by cash donations to the cause of the All Lutheran Food Appeal. Mr. and Mrs. John Tesch were given a surprise party on the evening of their 30th wedding anniversary. Michael J. Riley, native of this community and long a resident here, died in North St. Paul. At St. Thomas Church, Jessenland, took place the marriage of Miss Sally Kavanaugh of Belfast, Ireland, and Charles Burke of Jessenland, son of Mr. and Mrs. Arthur Burke. Belle Plaine merchants offered exceptional values in their places of business. Businessmen teamed up for a big cooperative city-wide Creamery and Poultry Week Sale. James McCourtney was a patient at the New Prague hospital for injuries suffered in an accident while working with the state highway department at the Oldenburg ravine. He had fractured both wrists and was undergoing further x-rays for possible internal injuries. The borough council decided that the town needed a standby well. It was decided to drill another well with pumping equipment in the block where the present well was. The Zion Lutheran congregation very pleasantly surprised their pastor and wife on the occasion of Pastor and Mrs. Melchert’s 20th wedding anniversary. Adolph Kuhlmann, the Hamburg banker, was found dead in his sleep as a result of a heart attack. He was 59 years old. Evonne Stier, daughter of Mr. and Mrs. John Stier, became the bride of A/2c Wallace Otto, son of Mr. and Mrs. Herbert Otto. The alumni defeated the high school basketball team 51-37. George Herrmann was the high man for the alumni with 14 points.
90 Years Ago (1924)
The last week of November brought snappy weather – 16 degrees. William Eckert of Young America bought out a soft drink shop in Belle Plaine. Mr. Eckert was the “man behind” the numerous professional baseball teams that had played under the Young America name, and there was speculation that he may start a pro ball club here. A stranger driving a Briscoe car with a Michigan license saw his car catch fire while driving through Belle Plaine, and the damaged vehicle had to be towed to a local garage. Two men having an argument backed into and broke the large plate glass window at the Johnson Brothers store. The Johnsons carried storm insurance but had no argument insurance. Margaret McCormick, 18, died at the family home in Camden Township and the funeral was held at Norwood. She was the daughter of the John McCormicks, formerly of Assumption. The trial of Jasper G. Hinman, former Belle Plaine shoemaker, for the murder of Patrick Mooney of Savage, was underway at Hastings, and attracted a great deal of local interest. Hinman’s lawyer indicated that defense would be insanity. Norman Chard, native of Belle Plaine Township, died at age 52. The funeral was held from the Presbyterian Church. That fall witnessed a sevenroom house in town being moved out to a farm. A.C. Schmidt, whose home had burned, moved the residence of his mother-in-law from the borough out to his farm, a distance of 4 1/2 miles. James Walsh, former St. John’s man who had moved to St. Paul, died at that city and the funeral was held there. Many of his old neighbors from here attended the funeral. A check forger had a number of business cards printed with the name “J.A. Schoell,” and used that name on bank checks he passed on a number of Minneapolis stores. No questions were asked with the business cards for identification. Then he made a purchase at a St. Paul store, proffering a $20 check with Mr. Schoell’s name forged on it. The clerk at the St. Paul store happened to be Alma Weiss. The forger’s deception was discovered and he quickly faded out of the scene, and there was no further attempt at this impersonation. Mrs. John A. Lundborg, nee Schwanenberg, died unexpectedly at a Minneapolis hospital at the age of 51. Her funeral, held from West Union Church, was one of the largest witnessed in that parish. Ed. J. Leibbrand of St. Lawrence Township decided to go into the hatching business and purchased a 5,000-egg incubator. Mr. and Mrs. Gus Mager of Tyrone Township celebrated their silver wedding. Walter E. Klaustermeier, who was born on a farm in Hancock Township in 1898, died and the funeral was held from Zion Church, Benton.

The telephone rate from Belle Plaine to St. Paul was 25 cents for a two-minute conversation. The new borough hall was to be formally opened Thanksgiving eve with a dance given by the firemen. A.F.M. Born came from St. Paul and opened a photography gallery here. While John T. Sullivan was visiting in St. Paul, he saved the lives of four persons from asphyxiation. He suspected something wrong in the house next door and broke open the door. Four occupants were almost dead. Four physicians were called and revived the stricken family.

Farm Rental Workshops Dec. 3 Landlords, farmers and agribusiness professionals should make plans to attend one of the meetings being held in Scott or Carver counties. These free meetings are provided by the University of Minnesota Extension. Farm land rental rates continue to fluctuate and determining a fair farm rent agreement is a challenge in today’s economy. Significantly lower commodity prices in 2014 and 2015, compared to recent record high values, can add a degree of urgency and demand to re-negotiate 2015 rental rates. How to negotiate a fair rental agreement that satisfies the land owner and the farmer is the goal for these workshops. David Bau, extension educator in ag business management, will provide several tools, including examples, factsheets and worksheets to help determine a fair farm land rental rate for both parties. Topics covered at the meetings will include local historic and projected farmland rental rate trends, current farm land values and sales and a worksheet that will help determine a fair and profitable rental agreement. Input costs for 2015 will be presented along with current 2015 corn and soybean prices. Worksheets will examine 2015 costs and what is affordable rent that a farmer will be able to pay in 2015, the rate of return to the landlord at current mar-
ket values and examine flexible rental agreements. At 11:47 a.m., a man on the 100 block of Hillcrest Drive reported he’d received a phone call intended to defraud him of money. It was unsuccessful. A woman on the 100 block of South Cedar Street reported at 8:18 p.m. a violation of a court-issued order for protection (OFP). ing the formation of a new club at Belle Plaine Junior-Senior High School is starting to take shape now that the board has had the time to discuss possible guidelines. The proposal was discussed at the Nov. 10 workshop. Meeting the guidelines will allow a prospective club to be officially recognized and enjoy the benefits of an advisor and school support for promotion. If it can’t meet the guidelines, the club would be allowed meeting space but not an advisor or school support. Whether the group would represent, for example, the GayStraight Alliance (GSA), young Republicans or students interested in competitive soccer, the new policy would require them to have a formally stated purpose and a formal set of rules on how the club will be operated. The board will formally consider approval at a second reading at its meeting Monday (Nov. 24, 6 p.m.). During the workshop discussion, the board spent most its time on the minimum number of members a club would need. Director Joe Vandermark supported a minimum number for clubs, but recognized “there are going to be ebbs and flows.� A possibility would be for the club’s membership to be averaged out over an extended period of time to determine if it met the requirements of a potential policy. Vandermark said it would be “reasonable� to set a number and “reasonable� to allow flexibility. Board members discussed 10 as a possible minimum number for any new club to enjoy official recognition and club status. Director Dan Gardner opposed a hard-line minimum number, instead favoring a “recommended minimum.� Gardner wants the policy, once formally approved, to facilitate the formation of a club, not make it harder for students. Jordan senior Andrew Fogarty, Bob and Sarah’s lad and grandson of the late Dr. John and Kathleen Burns Fogarty, announced earlier that he would wrestle at North Dakota State University after he finishes high school. Andrew made it official and signed his national letter of intent to wrestle for the Bison in Fargo, N.D. He’s a threetime state place winner for the Scott West Panthers. Andrew won the 160-pound Class 2A state championship last season as a junior, placed third at 160 pounds as a sophomore and third at 138 pounds as a freshman. Andrew currently ranked 8th at 170 pounds nationally by Inter Mat, is a two-time Rumble on the Red Tournament champion and a two-time Minnesota Christmas Tournament runner-up. He was 48-1 in his junior year and holds a 125-19 record during
the past three seasons for Scott West and is projected to wrestle at 165 or 174 pounds in college. Andrew’s dad and uncles were star wrestlers in Belle Plaine where the wrestling skill is a family trait. Andrew has ancestral roots in St. Thomas. Dick O’Connell and Jeanette Sullivan Gloege had a grand time playing Turkey Bingo at St. Thomas Church in Jessenland on Sunday. Pat Anderly called Bingo, his wife Mary Jean Brown Anderly worked in the kitchen. The Jessenland church luncheons are known for their egg salad sandwiches, and they were wonderful. Of course, Pat peeled many of the eggs. He tells us that every year. Jodi Vlasak Baumgard, Corey Vlasak, along with their mom, Loni Graham, attended the wonderful, action-packed Garth Brooks concert Friday evening at the Target Center. Jodi, Corey and Cari attended a Garth Brooks concert in 1998, the last time Garth was here in Minnesota. “He still has it‌still can pull his audience to an emotional high.â€? At times, the crowd was a deafening roar. Fantastic entertainer! Noted many with the urge to sing along, to laugh‌ and even to cry. There are no songs like old songs to stir memories. The seven-member board develops strategies to strengthen commercial-industrial activity within the city. The EDA has been instrumental in defining tax incentive programs and reviews requests for tax increment financing, tax abatement and other financial assistance programs. The EDA meets on the second Monday of the month at 5 p.m. On the park board, the threeyear terms of Liann Hanson and Launa Olson will expire Jan. 31, 2015. The park board makes recommendations to the city council on policies, programs and development actions related to parks, trails, open spaces and recreation services. The board is comprised of five members and up to two alternates. The board meets the third Monday of each month at 5 p.m. On the planning commission, the four-year term of Nate Hvidsten expires Jan. 31, 2015. The commission, consisting of five members and one alternate, assists the city council in reviewing and analyzing development proposals and enforcing the city’s zoning and subdivision ordinances. It prepares and maintains the city’s comprehensive plan, conducts public hearings and makes recommendations to the city council on proposed changes affecting zoning and land uses within the city. The commission also considers site plan reviews and conditional use permits. School Board Member Will Attend Meetings â&#x20AC;&#x2DC;Virtuallyâ&#x20AC;&#x2122; Thanks to the wonders of the Internet, New Prague Area School Board Director Tammy Pexa will be at upcoming board meetings without really being there. Pexa, whose job requires she frequently travel outside the school district, will participate in upcoming meetings via Skype -- a telecommunications application software that specializes in providing video chat and voice calls from computers, tablets and mobile devices via the Internet to other devices or telephones/smartphones. A monitor will be placed at her desk and sheâ&#x20AC;&#x2122;ll be able to see and hear people talking and they will be able to see and hear her, providing Pexa virtual attendance. State law allows board members who do not attend meetings every 90 days to be challenged. Superintendent Tim Dittberner checked the legalities into virtual attendance at meetings, the New Prague Times recently reported. District staff performed a trial run on the use of the technology. It is expected to work OK, Dittberner said.

It is hard to believe that nearly one third of the school year has been completed already and we are heading into our winter sports season. Our winter sports teams have begun practice and will begin their seasons next week and the following week. In addition to our sports teams, we have robotics, speech, visual arts and one act play programs that will be competing during this winter season. Good luck to all winter activities! The last fall activity to be completing their â&#x20AC;&#x153;seasonâ&#x20AC;? this Thursday through Sunday is our drama department as it presents â&#x20AC;&#x153;Beauty and the Beastâ&#x20AC;? during five performances. Performances are Thursday, Friday and Saturday night at 7 p.m., Saturday at 1 p.m. and Sunday at 2 p.m. This cast and crew have been practicing for several months and it promises to be a great show with many talented students performing. Cologne Will Appoint to Fill City Council Vacancy It’s a process the Cologne City Council has used before and apparently works well for filling vacancies. Applications for an open seat on the council are due Dec. 15. Councilor Scott Williams defeated Mayor Matt Lein by 26 votes. Williams has two years remaining on the four-term he won in 2012. Williams’ win leaves a two-year opening. The council decided Monday evening (Nov. 17) it would fill the opening by appointment. Citizens interested in being considered for the two-year hold fill out an application available at Cologne City Hall. Councilor Don Meyer, who lost a re-election bid, finishing third behind Councilor-elect Carol Szaroletta and Council member Kyle Evenski, indicated he’s interested in being appointed to the opening. Lein is also considering an application for the opening. The council will take the applications it receives, meet with the applicants and make a decision in time for the new council member to be sworn-in in January.
Pond Fix
At its Nov. 3 meeting, the city council began moving forward on its plans to remove excess sediment from one of two drainage ponds in Pond View Court on the north side of the city. Residents raised concerns about the state of the pond earlier this year when excess sediment led to the pond overflowing and draining into residential
property. Jake Saulsbury, the city’s contract engineer from Bolton & Menk, indicated the excess water and sediment could be coming from adjacent agricultural land. The ponds were originally built in the mid-1990s and are filling faster than expected. The overall project should cost about $50,000 – money not currently included in the city’s 2015 budget. In other action at its Nov. 17 meeting, the Cologne City Council: • Paid bills totaling $339,212.12. • Approved spending $7,381 on new tires for the city’s pay loader. The cost includes trading in the old tires for retreading. • Scheduled a budget workshop for Monday, Dec. 1, 6 p.m. • Approves costs to be submitted to Cologne Academy for hauling snow the school has plowed from its parking lot. The school will decide if it wants to accept the costs for another vendor to relocate the snow. • Approved a special assessment list of unpaid sewer and water utility bills for inclusion on city 2015 property taxes. The $1,918.90 in special assessments can still be reduced as the eight account-holders make payments before the end of December when the city must submit the list to Carver County.

session via an online garage sale. The proceeds of the online sale funds the Barretts’ donation of 329 items to academy food drive. Overall, Cologne Academy donated 1,972 items to an area food shelf.

For the families Southern Valley Alliance for Battered Women serves, the holiday season can be a difficult time. The Belle Plaine-based organization is seeking donations to its Gifts of Hope program to make the season brighter for people in need. For example, gift cards to like Wal-Mart, Target and other retailers can help moms and families with the essentials needed for everyday life and gifts, too. SVABW is also suggesting
people consider donating everyday essentials for children ages infant to 3 years, 4-7 and 8-12 because women may leave their house without the time to pack all the items needed, like toys, games and movies. Donations for the alliance’s Gifts of Hope program will be accepted through Dec. 8. Scott County Snowmobile Safety Training The Scott County Sheriff’s Office will again be sponsoring DNR-based CD Youth Snowmobile Training Dec. 13-14. First Deer Ashley Albrecht never hunted a deer in her life but began tagging along in the woods with her husband Kyle and father-inlaw Mike Albrecht (right) in 2009. She saw a number of antlered deer each season and missed a nice buck last year. Her luck changed on opening morning of the 2014 firearms season as she shot this buck in Sibley County about 20 minutes into the hunt. Husband Kyle got his buck exactly one week later with a handgun from the same stand.

by Eric Huenefeld After surprising many observers with his win during the Great Northern Sportsman Series (GNSS) finale at Oktoberfest Racing Weekend in 2013, young Devin Schmidt of Belle Plaine went from upstart to contender in a matter of months. Schmidt was the most consistent driver of them all during the 2014 GNSS season and was rewarded with the second ever Great Northern Sportsman Series championship. Schmidt had to hold off Farmington’s Dusty
Mann for the title, which was his first in full-bodied stock cars. Schmidt began the 2014 season much like he ended 2013, with a win at the tight quarter mile Columbus 151 Speedway in south central Wisconsin. Schmidt was one of the few racers to stay out of trouble on opening day, keeping Sparta, Wisconsin’s Chris Weber at bay in the final laps of the 40-lap event. Mann opened the eyes of many at Columbus with a hard-charging effort and third place finish. When the GNSS next took the

Norwood Young America Kaylie Brazil, a senior libero, played in every game and every point the past two seasons. She was the foundation of NYA’s defense as the libero and was a true competitor. She was second on the team with a 94.7 percent serving percentage. She led the team in digs with 165 in MRC play and 465 overall, averaging six digs per game. She was the primary passer in serve receive, passing .498 with an average of 2.58 on a 3.0 scale. Watertown-Mayer Ashley Vealetzek, a senior middle hitter, started for the Royals the last three years. In MRC action this year, she had 120 kills with a hitting percentage of .327. She had 54 digs, 15.5 blocks and jump served at 87.6 percent with 11 aces. She was a six-rotation player who also passed an average of 2.3 in serve receive. She led the team in kills, aces, blocks and serve-receive passing. She dedicated her time to volleyball year-round and has been MVP for Watertown-Mayer the past two years. Honorable Mention So. The race featured a multitude of yellow flags and a first-time GNSS winner as Taylor, Wisconsin’s Jake Arneson outlasted the field to collect the win, while Schmidt and Mann, both racing for the first time on the high-banked track, finished second and third, respectively. For the second consecutive year, the GNSS was featured as part of a midweek, mid-summer shootout at Rockford Speedway.

Three Tigers Selected to AllConference Volleyball Team Dakotah Poitra Named MVP
The Belle Plaine High School volleyball team had three players selected to the 2014 AllMinnesota River Conference volleyball team, including Dakotah Poitra, who was also named the conference’s Most Valuable Player. Also chosen from Belle Plaine were Elizabeth Johnson and Kaylee Hentges. Setter Danielle Taylor was honorable mention. MRC coaches selected Chip Wolverton of Sibley East as the Coach of the Year after leading the Wolverines to a share of the conference crown with Belle Plaine and Jordan. Belle Plaine, Jordan and Sibley East each had three players named to the team, followed by Mayer Lutheran and Le SueurHenderson with two apiece. TriCity United, Norwood Young America and Watertown-Mayer each had one. Poitra, a junior outside hitter, was a second-year varsity player and first-year starter and captain this season. She posted 20 ace serves, 26 total blocks, 305 kills, 218 digs and 286 perfect service receptions during the regular season. A wellrounded athlete playing all six rotations and never missing a set, her leadership significantly increased from last season. Her composure and consistency provided an anchor for the injury-prone Tigers this season as she was named MRC MVP by the conference coaches. She is the daughter of John and Renee Poitra. Johnson, a sophomore libero, was a third-year varsity player and second-year starter and captain this season. She posted 30 ace serves, 295 digs and 425 perfect service receptions during the regular season. Her experience from last year allowed her to pick up where she left off, continuing her excellent serve reception and improving her reading while defending.
Her determination and positivity on the court was contagious, becoming a well-respected athlete in the program. She is the daughter of Eric and Jean Johnson. Hentges, a junior middle blocker, was a second-year starter and captain this season. She posted 18 ace serves on a team-best 97 percent efficiency, 39 total blocks, 247 kills on a .245 efficiency, 111 digs and 57 perfect service receptions during the regular season. A versatile athlete, she attacked from several positions this season, as well as contributing defensively in many matches. Her consistency as an attacker and blocker provided the Tigers with a great leader at the center of the net. She is the daughter of Pat and Bonnie Hentges. Jordan Kenzie Hennen, a junior outside hitter, stepped up this season to be one of the leaders in the Jaguars’ offensive attack. Her conference stats included 90 kills, 12 ace serves and a serve percentage of 89. She is a great team player who leads by example. She has a strong work ethic and pushes herself every day to become a better player. Lexie Chambers, a sophomore setter, came back this year after missing last season due to an ACL injury, and experienced her first year as a varsity setter. As the season progressed, she showed significant improvement in her leadership as the team’s setter and her ability to run the Jaguar offense. Her conference play stats included 259 set assists, eight ace serves, 89 percent serve and 32 digs. Karli Nielsen, a junior middle hitter, really stepped up her game this season to bring a faster-paced offense and big-block capability to Jordan’s front row. During conference play, she had 81 attack kills and 21 stuff blocks. She is a very coachable player that works hard to become one of the top middle hitters in the MRC. Sibley East
Autumn Dose, a senior outside hitter, became a very solid all-around player. She made the most of her senior season – third as a starter – by improving in nearly every aspect of the game. She was the Wolverines’ most accurate passer in serve receive and a primary passer in all six rotations. She was second on the team with 43 ace serves. She had 215 kills in the regular season and showed the ability to both overpower and finesse the ball for points. Defensively, she had 199 digs and 20 total blocks. Megan Krentz, a junior middle hitter, continued to show improvement in her third year on the varsity squad. Her great leaping ability allowed her to lead the team in kills with 278 and total blocks with 82. As a primary server for the first time, she charted 26 aces while serving 93.3 percent for the season. A quiet leader by example, she got her team and the gym extremely fired up with some of her overpowering kills, yet took as much pride in her ability to play defense in the back row, picking up 39 digs while in the back row as a server. Shelby Voight, a senior libero, has been the leader in Sibley East’s back row as a starter for three years. Despite missing some games with an injury, she still led the team in digs with 272 for the regular season, and will graduate second on the all-time school list. She has an ability to read opposing hitters and make adjustments with her quickness and athleticism. She led the team in serves received with 429 and was only aced 23 times. Mayer Lutheran Maria Kuntz, a senior middle hitter, was a varsity player for three years. She had 69 kills in conference play, averaging 9.9 a match. She also recorded 24 blocks, 3.4/match and served 94 percent for the season. Maddy Hucky, a freshman setter and outside hitter, stepped into the role of leading the team as a freshman very well. She had 58 kills – 8.2/match, 106 set assists – 15/match and served 90 percent for the season with 14 aces. Le Sueur-Henderson Maddie Kleschult, a junior outside hitter, was a three-year starter and two-time MRC AllConference selection for the Giants. Her athletic ability, court instincts and versatility allowed her to be a top playmaker both offensively and defensively. She worked extremely hard and was a fierce competitor. In conference play, despite missing two matches because of an injury, she contributed 55 kills, 3.1 kills per set, 109 digs, 6.1 digs per set, five ace serves, served 93.8 percent and was one of the top passers in serve receive. Jane Fraser, a senior setter, was a three-year starter and first-time MRC All-Conference selection for the Giants. She had a high volleyball IQ along with great hands that allowed her to put the ball in a position where her hitters could succeed. She simply made her hitters better with her understanding of how to create mismatches and one on one opportunities. In conference play, she recorded 234 set assists, 9.0 set assists per set, 85 digs, 3.27 digs per set, 15 kills, six aces, served 92.9 percent

State’s Snowmobile Trails Open Dec. 1 Despite the recent snowfall throughout much of Minnesota, snowmobile trails are not yet ready for riding, according to the Minnesota Department of Natural Resources. Minnesota’s snowmobile trails officially open Dec. 1 but several conditions must be met before trails open and are ready for travel: – Ground must be frozen allowing for crossings in wet areas. – Trails must have adequate snow cover – about 12 inches – on the ground to allow for trail packing and grooming.
– Landowner permits that allow trails on private land must be in place. – Trails must be cleared of dead fall, signs need to be in place and gates need to be opened. The vast majority of the state’s 22,000 miles of groomed snowmobile trail system exists on private property with written permission from the landowner. The permission allows snowmobile use only from Dec. 1 through March 31. When the trails open, the DNR urges early season riders to use
caution. Early season trails may have fallen trees or other debris across the trails, unfrozen areas, rocks or ruts, or standing crops and closed gates. In preparation for Dec. 1, the DNR reminds riders to verify that their snowmobile registration is current. North Dakota Bound Belle Plaine High School senior Janessa Meuleners signed a letter of intent Tuesday to run cross country and track and field at the University of North Dakota in Grand Forks starting next fall. Meuleners, pictured with her parents, Rob and Renee, qualified for the state cross country meet all of her six years (dating back to the seventh grade) as a varsity runner for BPHS. She placed fourth among 171 runners at this year’s state Class 1A meet at St. Olaf College in Northfield. Meuleners is also a multiple-time state-qualifier in long-distance running for BPHS’s track and field program, for which she has one season left next spring.

Wessels and Ryder will work together about 16 hours each week. Sunday, the young dog â&#x20AC;&#x201C; his nose penetrating the snow â&#x20AC;&#x201C; needed about 20 minutes to cover almost a half-mile trail along the river bottom and through wooded areas to find a Ross Butterfield, North Star Search & Rescueâ&#x20AC;&#x2122;s chief deputy. He was hiding behind a heating unit alongside the pharmaceutical plant. His strong drive took Wessels and a teammate through wooded areas, down a ravine and across a frozen creek. Mann followed up his Summer runner-up with a fourth place in the Fall, while Schmidt settled
Sibley County Administrator Offered Top Job in Hutchinson He is Countyâ&#x20AC;&#x2122;s First-Ever Administrator
by Wess McConville The Hutchinson City Council offered Matt Jaunich, Sibley County administrator, the city administrator position at its Nov. 4 meeting. Jaunich, who was chosen out of four finalists, is still negotiating with the city but said he hopes to have that completed before Thanksgiving, at which time he will submit a letter of resignation to the county. Jaunich said he expects to remain with Sibley County through December. The first administrator for Sibley County, Jaunich was hired in February of 2013 after spending over five years as the Arlington city administrator. He is not unfamiliar with Hutchinson, as he maintains a residence in the city and completed an internship with the cityâ&#x20AC;&#x2122;s Economic Development Authority. The Hutchinson City Council will have to approve any contract extended to Jaunich. Its next meeting is scheduled for Nov. 25, the earliest date Jaunich said this would happen. Sibley County District 5 Commissioner Harold Pettis credits
Jaunich for keeping the county business in order for the commissioners. â&#x20AC;&#x153;I think heâ&#x20AC;&#x2122;s really done good with our county. Iâ&#x20AC;&#x2122;m just wishing we could keep him, but people move on. He keeps things in order, not that it wasnâ&#x20AC;&#x2122;t in order before, but heâ&#x20AC;&#x2122;s there all the time so people are more accountable. When the commissioners took care all of that, we were there part-time and we didnâ&#x20AC;&#x2122;t even know all of the people who worked for us. Matt has his finger on everything and I think he has done a terrific job for us,â&#x20AC;? Pettis said. The city council, according to the Hutchinson Leader, desired a candidate who could make a minimum of a five-year commitment to the city administrator position. It also preferred a candidate with experience in both city administration and economic development and, although it cannot require it, a candidate with a willingness to relocate to the city. At Wednesdayâ&#x20AC;&#x2122;s Sibley County Board meeting, the need to hire an administrator on an interim basis and the need to fill the position permanently were discussed. At the next Board meeting a representative from Springsted Inc., the same firm used in the initial county administrator search, has been invited to discuss candidate search options.

Schmidt turned in another solid effort on the sweeping five-eighths-mile with a fast dash heat win and fourth place effort in the feature event. Mann fought to a 12thplace finish, while Thoma was involved in a multi-car wreck early in the race. Maustonâ&#x20AC;&#x2122;s Dave Trute picked up his first ever GNSS feature on this night and also set fast time among the field of 48 Sportsman, the largest gathering of cars in the brief two-year history of the GNSS. By the numbers, Schmidt and Mann mirrored each other in 2014. Schmidtâ&#x20AC;&#x2122;s average finish was fourth place while Mannâ&#x20AC;&#x2122;s average finish was 4.8. Thoma was the only driver to win multiple features (2) and set multiple fast times (2) during the 2014 season, but bad luck at Columbus and La Crosse ruined any chance for the Jefferson, Wisconsin resident to repeat as GNSS champion.
