Schneider to Resign from Council Applicants Sought for Replacement Belle Plaine City Council Member Scott Schneider has informed the city that he is resigning from the council, effective Nov. 20, because he is moving to Shakopee. Schneider, who was reelected to the city council last November, still has three-plus years left of his term. “Life events have generated a decision for me to move out of the city of Belle Plaine. The move will render me ineligible to continue my term on the Belle Plaine City Council,” stated Schneider in his letter of resignation. “It has been an honor serving the citizens of our fine community for the last five years as a council member. I am also very appreciative of what fine staff members I have had the tremendous fortune to

B.P. Man Faces Extradition on Indictment for Arizona Murder

A Belle Plaine man will be in Scott County District Court Friday (Nov. 4) listening to arguments that he should be extradited back to Mesa, Ariz. to face allegations he killed a man 10 years ago. Police from Mesa and Scott County sheriff’s deputies arrested Steven Scott Wightman without incident at his home in Belle Plaine Sept. 30. Police believe Wightman killed a man, 52-year-old musician David Elbert Reed, in a parking lot outside a pub on an October evening in 2005. They arrived with a warrant for Wightman’s arrest in connection with the murder investigation. Police and Scott County Sheriff’s deputies found two shotguns, five assault rifles, and four handguns in Wightman’s house after taking him into custody. They also found 90 grams of marijuana at the house. Wightman is being held in the

City Administrator Holly Kreft said one of the reasons for the increase in the 2016 levy is to generate funds to cover the shortfall of not receiving assessment payments ($180,152) for the 2010 refund bond for West Commerce Drive, an issue that is still pending in litigation. Once resolved, it’s possible that the 2016 budget could still be amended. Among the other reasons noted by Kreft for the overall levy increase were city employee cost-of-living increases of

In another issue decided by a 3-2 vote Monday night, the council denied approving a three-year contract with the International Union of Operating Engineers Local No. 49, which is for the city’s public works employees. Among the highlights of the proposed contract are cost-of-living increases of 2.5, 2.75 and 3 percent over the next three years. Again, Chard and Trost indicated that the increases are too high, while Mike Pingalore, joined them in voting against approving the contract, opting to have more time to study the numbers. The issue will be back before the council at its meeting on Nov. 16. *Unanimously awarded the bid for the Edberg ravine repair project to Schneider Excavating and Grading at the low bid of $12,575. Ninety percent of that cost will be paid for by the Scott Soil Water and Conserva-

tion District, leaving the city’s share at $1,257.50. The damage to the ravine occurred during the flooding in June of 2014. *Unanimously adopted a job description for the ice rink attendant for this winter, the minimum qualification for which is that the attendant must be at least 15 years old. The position will be overseen by the recreation and activities director and paid for by the city. The start date will be dependent on when the rink opens for the season. *Unanimously accepted a donation by the Belle Plaine Historical Society of a 14-foot Meyer’s spruce tree to be displayed at Court Square Park this holiday season. A community tree lighting will take place during the society’s annual Christmas Open House at the Hooper-Bowler-Hillstrom House. The next regular meeting of the Belle Plaine City Council is scheduled for 6:30 p.m. Nov. 16 in the City Hall building at 218 North Meridian Street downtown.

Low Interest Rate Single Family Housing Loans Available The United States Department of Agriculture’s Rural Development Agency is accepting applications for loans to lowincome families to buy, build, rehabilitate or improve houses in rural communities with populations of 20,000 or less. The low-income limit varies by county and ranges from $51,050 to $65,800 for a fourperson household in southeastern Minnesota. The maximum loan limit for the counties served throughout the southeast region ranges from $216,840 to $257,600 as of June 15. Approval for the maximum amount is based on household income and monthly debt obligations. No down payment is required and a portion of the loan closing costs may be included into the loan. The applicant must be unable to obtain the needed credit from another lending source, have an acceptable credit history, meet income guidelines, have repayment capacity to service any existing obligations and the home loan payment, and be without adequate housing. Funding is based upon an annual appropriation. Now through the end of September, 2016 a significant amount of funding is available for eligible applicants. Loans may be made for up to 100 percent of the appraised value of the house. The current interest rate for this program is 3¼ percent as of Sept. 1. The rural development loan may be subsidized to as low as a 1 percent effective interest rate, based on applicant eligibility and financial need. The repayment period of the loan is typically 33 years. SunShare is awaiting the county board vote on the amendment to the county zoning ordinance that addresses solar gardens. The Scott County Planning Advisory Commission approved the amended ordinance last month. The county board is expected to take up the issue later this month. The planning commission has solar gardens as a conditional use. They will be permitted in the townships, on agricultural land and in industrial areas, according to planning commission documents. Ground-mounted solar panels are proposed to have a maximum height of 15 feet. Screening will be required for solar gardens facing properties zoned for residential. The county is proposing solar gardens be set back 150 feet from the middle of road rights-of-way and 30 feet from the rear yard lot line. The county is considering regulations for solar gardens after seeing increasing uses of the electricity-generating projects in the region. Xcel Energy faces a mandate to provide 1½ of the electricity it sells be generated via the sun by 2020, said Scott County Planning Manager Brad Davis. Last spring, Belle Plaine considered a proposal by SolarStone of Minneapolis to build a solar garden near the city’s sanitary sewer facility along Union Trail (County Road 6). The city declined the proposal because the land is prone to flooding. But the city council is watching the project SunShare is considering in Blakeley Township, said Holly Kreft, Belle Plaine’s

city administrator. The Cologne City Council approved a contract with SunShare for participation with a solar garden to be built in Bongards, just west of the city. The project will eventually provide most of the electricity the city uses in its municipal facilities.

Shakopee Mulls Plan for More Residential, Commercial Growth

Scott County’s largest city is eyeing more growth -- commercially and residentially. Shakopee is considering a proposal for an 850-acre expansion into Jackson Township, a development that would bring single- and multi-family residential housing, office and retail commercial growth to an orderly annexation area west of County Road 69 on the city’s west side. The proposal was recently discussed in a rare joint meeting between the Shakopee City Council, its economic development authority (EDA) and planning commission. The proposal, if approved as presented, would bring about 1,400 new houses of escalating values and 3,000 new jobs to the area, the Shakopee Valley News recently reported. Hoisington Koegler Group Inc. and the city’s planning department staff created the plan. The city council looked at a proposed zoning map of the

area earlier this fall. They have already met with landowners in the area. The area will be developed over time. The people who will live in the proposed development are still in high school and college, said Michael Morris, a member of the Shakopee Planning Commission. The area would be developed close to the interchange at Highway 169 and County Road 69 and expand westward. The design includes a hillside offering residents scenic vistas of the river valley. Brad Scheib, vice president of Hoisington Koegler Group Inc., said the proposal should be ready for formal consideration later this fall. The annexation, should it occur, will involve about 21 percent of the township’s remaining 4,071 acres.

Food Shelf Seeking Donations for Annual Benefit The Belle Plaine Food Shelf and its many volunteers will be hosting the fifth annual fundraising event to help support the organization that has assisted many families in the area. It will be held on Saturday, Nov. 14 at Borough Bowl in the party room, 235 Ash Street S. in Belle Plaine. The evening will feature a buffet dinner, silent and live auctions and raffle. The food shelf is seeking items to be donated for the live and silent auctions, as well as raffle prizes to be given out at the fund-raising event. Items and financial contributions will be accepted. Donors should call (952) 873-6142. The Belle Plaine Food Shelf has been open since July of 2011. Because of the donations of many people, the food shelf has assisted 614 new families, donating 395,613 pounds of food (or 316,490 meals for those in need). The food shelf has donated tens of thousands of pounds of food, given out hats and mittens, backpacks, calculators, and notebooks due to the generosity of the Belle Plaine community and other supporters of the Belle Plaine Food Shelf program. The food shelf is currently giving out a ton of food every week in the five hours per week it is open.

Fair Farmland Rental Deals Addressed in Extension Workshops Average corn and soybean budgets for cash-rented farmland will be unprofitable, according to projections based on currently available input costs and market prices for 2016. To assist agricultural landowners, renters, agri-business professionals and others, University of Minnesota Extension educators will present 44 workshops throughout the state during November and December. Rents are the major input cost for soybeans and corn, accounting for 44½ percent and 28½ percent, respectively. Landlords with increasing property taxes increased rental rates during record prices. Now, they are trying to play catch up when budgets do not support current rental rates and other input costs, according to U of M Extension educators. Lower rental rates in 2016 would help struggling farmer tenants, but lowering those rates may require some tough negotiations. A flexible rental agreement may be the best option for 2016.

In this kind of agreement, both the landlord and farmer share the price risks, according to U of M Extension educators. If prices improve, so does the rental payment. A flexible agreement also can factor in higher-than-average yields. During the workshops, Extension agriculture business management professionals will lead discussions about current farmland rental rates, land values, leasing agreements and related financial issues for landowners, farmers, landlords, tenants and agri-business professionals. Presenters will provide examples and worksheets for both tenants and landlords covering the FairRent program, flexible leases, and fair rental agreements. The “Cropland Rental Rates for Minnesota Counties” publication, which uses the FINBIN database, is a helpful resource. SWCD Tree Sale Underway The 2016 Scott Soil and Water Conservation District’s (SWCD) annual tree sale has begun. This is always a great opportunity for residents to add high-quality, low-cost natural plantings to their yards or acreage. In addition to 32 varieties of young coniferous and deciduous seedlings, this year’s sale will feature native plant plug kits for sunny, shady and wet areas. The plug kits (36 plants, 6 of 8 varieties per kit) will allow for quicker plant establishment and enjoyment. Rain barrels, native seed mixes and tree supplies (mats, spades and marking flags) will also be sold. And for the second year, back by popular demand, Scott SWCD is offering the “Backyard Bundle,” a great choice for residents who live in the city or on smaller rural lots. It includes five different varieties in one bundle of 25, including Paper Birch, Black Hills Spruce, Highbush Cranberry, Serviceberry and Red Osier Dogwood. All other varieties are sold in bundles of 25.

You may notice that this year’s sale once again includes smaller seedlings and lower prices. Local forestry experts and our longtime customers have found that smaller stock grows faster, is easier to plant and has a higher survival rate. All varieties thrive in Minnesota’s various soil types and climate. The sale began this month and continues through April of 2016, at which time customers may pick up their pre-paid orders and buy smaller bundles of any remaining seedlings at the Scott County Fairgrounds in Jordan. Shakopee Finalizes Plans for Expanded Community Center In yet another split vote on the proposed Shakopee Community Center expansion plan, the city council sent the project out for final design work. By a 3-2 vote, the city will continue to refine the design and cost of the project. The current price tag sits at $30.5 million. The design plans are about 90 percent complete. The finishing touches on the plan will be completed after bids come in. The project will be out for bids through Nov. 23. The city will sell a tax-abatement bond in December to fund the project, the Shakopee Valley News recently reported. The project will include an expanded fitness area, a senior

center and teen room, indoor playground, childcare center, classrooms and meeting space. It will also include an event room with seating for 140 people and a catering kitchen. The existing ice arena will be converted into an aquatic center with a giant tub slide and a rock climbing wall, an aquatic playground, lap swimming pool and whirlpool tub. The new ice hockey facility will have two sheets of, locker rooms, dry land training areas and a concession stand. Councilors Mike Luce and Matt Lehman voted against the approval. They insist the plan to expand the facility be put before voters via a referendum.

Cologne City Council-Firefighter Pension Saga Continues Three months after the Cologne Fire Relief Association asked the city council and townships in its service area for an increase in the contribution to firefighters pension fund, the two sides may soon be sitting down to discuss the request. Monday night (Nov. 2), Cologne council members agreed the time for discussion had finally arrived. But, they are far from agreeing with the request the fire relief association requested earlier this summer. The association is asking for $1,500 per firefighter for each year of service in 2015 as part of a switch to a defined benefit plan. The current system provides firefighters with varying amounts annually toward their pension. The current system provides the department’s 30 firefighters between $870 and $920 per year of service, said John Hendel, member of the relief association’s board of trustees. Council members indicated an interest to schedule a sit-down meeting with the fire relief association in the near future. They also appointed Councilor Carol Szaroletta and City Administrator Jesse Dickson to serve on the relief association board as non-voting representatives of the city. The Cologne Fire Relief Association has long utilized a complicated formula for determining a firefighter’s pension eligibility. Firefighters are not fully vested for pension until they complete 20 years of service. Under the current system, the annual contribution is based on years-of-service, interest drawn on investments and a variety of other factors. The association wants to switch to a defined benefit plan, one where every firefighter receives the same amount annually.

The association asked for the $1,500 contribution in 2015 with an increase each year of $100 to get to a level of $2,000 per year of service to the full membership. That money would come from the city, townships the city serves (Benton, Dahlgren and Hancock) plus state aid. The amount each entity contributes to the overall fund is not yet determined. Firefighters contend the shortfall in the pension fund was recognized back in 2003. But the city council and its administrator were in no hurry to address the problem. Now, the association is requesting to phase-in increased contributions over the next decade. Mayor Scott Williams indicated support for increasing the pension fund of each firefighter by between $1,150 and $1,200 annually. But, he said, making up for years without the increase is a financially daunting task that may not be doable. “We can’t fix a 10-year problem in one year,” he said. “We can’t do a 10-year fix, especially like that.” The council also supported interest in increasing the pay firefighters receive per call. Councilor Don Meyer said the amount Cologne pays its firefighters is sub-minimum wage. The city plans to look at the pay rates other cities pay their firefighters. The council moved forward with a decision to sit down with relief association members after reviewing a request from

the Minnesota State Auditor. The city wanted to know if Fire Chief Chuck Joos could waive the participation standards for firefighters in the pension fund. The auditor’s office told the city Joos could waive the requirements with council approval, Dickson said. Firefighters participating the pension fund are required to make 25 percent of a year’s emergency calls, 50 percent of the training sessions and 75 percent of the business meetings, Dickson said. The council also wants to update the department’s policies and procedures manual. Dickson said the manual was last reviewed and updated in 2003. In other action at the Nov. 2 meeting, the Cologne City Council: • Paid bills totaling $51,433.37. • Granted the Cologne Lions Club’s request for a temporary liquor license for Dec. 12. • Granted the Lions Club’s request for no-cost use of the Cologne Community Center for the Cologne Gala Jan. 9. The approval saves the Lions the $500 rental charge plus any additional fees. • Tabled a request to purchase snow removal equipment. • Tabled a proposal to have Sewer Services Inc. televise and clean a section of city sewer line. The council directed staff to seek additional quotes from other firms. The work will help the city determine the extent of needed future replacement work.

Would it be required to seek ambulance service elsewhere? “That’s a good question,” she said. Donabauer conceded that communications between the association and the cities and townships it serves could improve. But that doesn’t help the matter at hand. Councilor Shawn Harms noted the city didn’t have an extra $15,000 in extra money in its 2016 budget. The city can’t go back and increase its 2016 levy. “There’s no way I’m going to vote for that,” Harms said. “Why should we have to pay when we weren’t involved in the decision.” Councilor Mark Wentzlaff also objected to the idea of “the (new) ambulance being shoved down our throat.”

Thirty Years Ago This Week

Fuming over the reported theft of laboratory scales in break-ins at his pharmaceutical manufacturing business in Belle Plaine, William E. Wendt had gone before the city council to launch a one-man crusade against alleged illegal drug trafficking in Belle Plaine. “The problem is that there are drug sales in this town and drug pushers in this town,” insisted Wendt, owner of Wendt Laboratories. “There is not a single family with junior high- and senior high-age children that is immune to this terrible plague descending on us and this community.” Wendt went on to criticise the local clergy. “I’m amazed out theological leadership has not been more outspoken. Our older adult population is uninformed of this terrible problem we have in the community.” Belle Plaine Police Chief Joe Lenz was not surprised by pharmaceutical manufacturer William Wendt’s charges that illicit drugs were in Belle Plaine. “We do have local people selling drugs. It can be assumed that we do have some chemicallydependent kids. If you want some of these drugs, they can be gotten in Belle Plaine.” Police Sergeant Steve Rost, 29, a six-year veteran of the Belle Plaine Police Department, was named police chief here, succeeding Joe Lenz. Lenz was resigning, effective that coming Friday, to operate Jerry’s Bar, which he had recently purchased. Two performances of Belle Plaine High School’s musical “Bye Bye Birdie” would take place that coming weekend. Jenny Witt and Jerrad Fenske had lead parts in the play, portraying Rosie Grant and Albert Peterson (see photo). The play was being directed by Carol Hannon Orr. With family around him, Leo Albrecht Sr. of Belle Plaine celebrated his is 95th birthday on Nov. 3. For 35 years, Albrecht and his wife, Angela, performed with the circus, as well as other members of the family at points in time, including son Leo Jr. The Tiger volleyball team defended its District 13 championship, defeating Le Sueur in the finals, the same team the Tigers shared the Minnesota River Conference title with. En route to the finals, Belle Plaine defeated Morristown and Jordan. Up next for the Tigers was the regional tournament, opening up against District 15 champion Concordia Academy. Courtney Hoelz and Sara Miller were named to the 1985 all-conference tennis team for Belle Plaine. Jill Fogarty received honorable mention.

Mrs. Allen Gothmann, 22, a bride of less than two months, died at General Hospital in Minneapolis. She was the former Mary Sharkey of Derrynane Township. Death was by inflammatory reticulitis, a rare disease similar to polio. Miss Iris Sindelar, daughter of Mr. and Mrs. Stanley Sindelar of New Prague, became the bride of Robert Sullivan, son of Mr. and Mrs. Gerald Sullivan of St. Thomas. Frank Dietz was seriously injured when the tractor he was operating slipped into the ditch. He suffered a fractured hip and right leg. Ben Teschendorf, whose home was two miles south of Henderson, was killed in an auto accident on Highway 169. His car collided with another auto, with a third car involved. He was 66 years old. Norbert O. Kruschke, son of Mr. and Mrs. Orlando Kruschke, was married to Patricia Williams, daughter of Mr. and Mrs. J.C. Williams of Kennewick, Wash. Mr. and Mrs. Tony Gansen were given a surprise dinner party on their 37th wedding anniversary.

Mrs. Marie Dulitz (Glock), native of near Belle Plaine, died at her home in Owatonna at the age of 79. Word was received here of the death of Mrs. Sadie Lawrence of El Monte, Calif. Mrs Lawrence was born here and spent her younger years in Belle Plaine. At the regular meeting of the V.F.W. Auxiliary, Elizabeth Rucks was appointed 2nd District chairman of Civil Defense, and Lillian Fairweather one of the 2nd District chairmen of Ways and Means. Miss Mary Alice Skluzacek, daughter of Mr. and Mrs. Edward E. Skluzacek of New Prague, became the bride of Harold Gregory, son of Mr. and Mrs. Henry Gregory of Belle Plaine. Mrs. Nels (Emilie) Johnson, native of Tyrone Township, died at her home in Carver at the age of 83. Ralph Zellman, Belle Plaine tackle, was named to the District 13 all-conference grid team. Zellman, a junior, was one of two district players selected for both defensive and offensive honors.

Members of the Stier and Schultz families were at Fish Lake to attend the funeral of their relative, Mrs. C.R. Beuch, 44. The marriage of Miss Katherine Sisterman, daughter of Mr. and Mrs. H.H. Sisterman, to Leonard Elisson of Detroit Lakes, took place. The couple established their home in Minneapolis. Following the death of Dan Casey, 81, and reading of his will, which left sums to charities and cousins, administrators and the attorney explored the rooms he occupied for many years and found a total of $2,065 hidden in the woodbox. The total estate amounted to about $8,000. The high school football team defeated the alumni 27 to 0. On the squad were C. Trimbo, T. Hert, L. Blume, R. Anderson, G. Effertz, T. Mahler, J. Sullivan, E. Blume, D. Sullivan, A. Kulisheck, F. Wolpern. The remains of Mrs. John Coleman Sr. of Le Sueur were brought for burial at St. Thomas, her former home. Dahle: Price of Government Continues to Fall by Sen. Kevin Dahle For all the talk of high taxes during every election season, Minnesotans are actually paying less of their income to state taxes than last year, continuing a 20-year decline in the average price of government. A recent report from Minnesota Management and Budget (MMB) has revealed that the price of government has continued to decline this past year, to 15.2 cents of each dollar earned by Minnesotans. The price of government is an official measurement calculated every year by MMB. Over the past 20 years, the price of government has fallen by 11.7 percent. Projections estimate that this trend will continue over the next five years, reaching a record low rate of 14.6 cents on the dollar in 2019. This contrasts sharply with the 17.9 percent of income paid in 1994, when the measure was put in place. Since that time, the average price of government has been 16.1 percent of personal income. The price of government reflects the cost of all general government services provided by both state and local governments. The measure is incred-

ibly comprehensive in tracking all revenues collected by Minnesotan government units, including income, property, and sales taxes, as well as state fees, motor vehicle taxes, and taxes on gambling, tobacco, health care, and other fees and charges. Minnesota’s price of government doesn’t include federal taxes or spending. A declining price of government means than the state has been very careful to help family budgets by offering more and more efficient government services and investing carefully in our long-term economic growth. Careful stewardship of taxpayer resources is a role all elected officials are tasked with, and it is one I take very seriously in the Minnesota Senate. Continuing to decrease the price of government shows that taxpayers are paying less of their income for public services, have more money left in their pockets, and makes it clear that Minnesota is on the right track.

Mass of Christian Burial for Mary C. “Marie� Connolly Woessner, a daughter of the Thomas P. and Catherine Kilduff Connolly, was Saturday, October 31 in St. Paul. “Born and raised on a farm northeast of St. Thomas� with her siblings, Jean, Connie and John A. She graduated from New Prague high school and Minneapolis Business College. Marie Connolly and Leonard Woessner were married in a double-ring ceremony during a pretty autumn wedding, here at St. Thomas Church in 1945. Leonard precedes Marie in death. John has passed away October of 1953, and Jean in August of 2007. Our sympathies to Marie’s family and to her sister, Connie Selly. Joe Tikalsky’s passing left a void and revived memories. From the perspective of little girls watching as our grandma Pexa, a cousin of the Tikalskys, shop and visit in Czech at the store and our Irish grandma, Alice Burns, who also enjoyed shopping at Tikalskys, she spoke only English at Tikalskys Store, family oper-

ated and family friendly, we shopped mostly for groceries, fabric and thread. This is where we first saw Joe, a teenager then. Often we observed him as he was given instructions from his mother or his softer-spoken, lower-toned dad on what and how to display produce and stock shelves. Energetic, strong, hard-working, eager to please... and courteous. Joe brought boxes in on a twowheeled dolly ... complimented and praised when the job was well done, not only by his folks, but by customers as well. Fastforward to August 2014, during the Le Sueur County Pioneer Power Show, this writer found herself watching Joe Tikalsky again as he and his wife loaded grandchildren onto the shuttle wagon and waited‌ and as they waited, Joe pointed and explained, sharing with them what he was observing‌ an extremely positive role model. Our sincere sympathies to his wife and their family and for his siblings, brother Mike, sister, my friend Mary Dwyer who, the last two times I saw her, at a Le Center Legion Steak Fry in March, and this year’s Dozinky parade, she was looking for and saving room for her brothers. David, Tina and Liam O’Connell are proud to announce “Kathryn Rose O’Connell has graced them with her presence on Thursday, October 29 at 4:34 a.m.â€? in Monticello. Union Hill and Cathy Halloran hosted a birthday party for Bruce’s sisters, Roseanne Halloran and Sheila Soukup, at the Halloran farm. Sheila’s husband Jerry made a salmon chowder and brought some other Alaskan goodies to eat along with all of the other wonderful dishes brought by many of the other guests. Sister Margie and her husband Gordy, Father Roger Hessian were also among the party guests, along with a majority of the next two generations of the clan. One was heard saying as they left the party we should do that again next month, it was a good time. Davie Connelly, and the Guertins, Bryan, Luanne and Randy, had a good time at the 30th birthday party for Kyle Lieske at his home west of Henderson, Saturday evening. A Janesville native, Daniel Wolff, three generations from St. Thomas on the Burns branch of our St. Thomas tree, played an important role in the United States Army’s 2011 “Spirit of America� tour, a liveaction show, based on historical accounts taken from soldiers’ letters and diaries, and presented by the U.S. Army Military District of Columbia. Dan, the son of Gerry and Mary Wolff, earned the role as a member of the 3rd U.S. Infantry Regiment, which is often called the Old Guard. More specifically, Dan is part of the Caisson Platoon, a highly trained unit that provides the horses and riders to pull the caskets. Way ta go, Dan! Til next week folks, have a good one.

Ney Center Hosting Guest Photographer for Annual Meeting Ney Nature Center is hosting photographer Doug Ohman at its annual meeting Thursday, Nov. 5, 7 p.m. Ohman’s presentation, “Heart of the Farm,â€? is a pictorial look at Minnesota’s barns. His photos are a journey around rural Minnesota exploring the signiďŹ cance of the greatest of all rural icons, the barn. From the early days of statehood through the era of agribusiness our barns tell a story. This story is told through photographs and histories that bring the audience back to the farm and explain the importance of society’s rural roots. Ney Center’s annual meeting’s theme is “Raise The Barn!â€? The 2015 meeting is a celebration of the year and review of plans for the year ahead. “Raise the Barn!â€? is a building and land preservation Initiative. As the Ney Nature Center grows, its funding needs have expanded as well. With the recently identiďŹ ed strategic

initiatives for Ney Center, the center’s board and volunteers move forward creating a dedicated 10-year plan of building and land preservation as well as building ďŹ nancial sustainability through diverse funding sources. With this planning and prioritization, a few immediate needs have risen to the top. One major concern is a new roof and some structural stabilization for the Ney dairy barn built in 1901. To preserve the barn for the winter and save it from further deterioration, Ney Nature Center needs to raise $10,000 by the end of 2015. Tax-deductable donations will be accepted during the annual meeting. Contributions can also be mailed to the Ney Nature Center, P.O. Box 93, Henderson, MN 56044. During this Harvest Appreciation Weekend St. John’s is excited to celebrate with the community for all the blessings we have received in this bountiful season. Please join us to celebrate in thankfulness. Bridget and Leah Smith and Audrey Zurn went to St Paul on Saturday to run in the Monster Dash 5K run. There were approximately 18,000 runners signed up for the race. Most of the runners dressed up in Halloween costumes. It was a rainy damp morning but it didn’t dampen the spirits of the runners. Katelyn Zurn has been on a 12-day traveling break from her studies in Europe. Katelyn and a friend traveled by bus to Istanbul, Turkey where they saw the Blue Mosque and the Hagias Sofia, which are some of the most beautiful architecture in Turkey. They then traveled by plane to Budapest, Hungary. While in Budapest they visited the Heroes Square and the Parliament Building. Heroes Square was built in 1896 to mark the 1000th anniversary of Hungary. They also saw some of the castles nestled in the city. From there the two traveled by plane to London for three days. They visited Buckingham Palace, Westminster Abbey, the Sherlock Holmes Museum, Big Ben and went to Abbey Road. Abbey Road is known for where the Beatles recorded many of their songs. In London they also met up with Thomas Widmer, son of Joe and Mary Widmer of New Prague. The three spent three days in London. From London they flew to Berlin, Germany. The attractions there included the Reichstag building which houses the Parliament of Germany. They also visited the Berlin Wall and other WWII memorials. Katelyn has joined the rest of her group in Rome where they will spend the next six weeks studying, sightseeing, and finishing out the semester. The group of SJU/ CSB students will be coming home right before Christmas. Foster Pet Care Needed Volunteers are needed to provide temporary foster pet homes for puppies, cats, rabbits, kitten litters and dogs in Carver, Scott, Le Sueur and Hennepin counties. The Society provides medical care, food and litter. Volunteers provide a safe, loving home for an average of three to six months. Twice a month, the foster family comes with the pet to a three-hour public adoption day held in Eden Prairie and Chaska. Fire Calls

Le Sueur County Board Eyes Upgrades for Ney Nature Center New mountain biking trails and a solar panel for the Ney Nature Center just east of Henderson are under consideration by the Le Sueur County Board. The Ney Center Board has not yet heard details of the proposal and there is no timeline for its construction should the county board approve it. The proposal calls for hand-tool construction of the trails in the area known as the bird sanctuary (along Highway 19). The proposal calls for a beginner loop and branches to intermediate-level loops, the Le Sueur News-Herald recently reported. Tim Kroehler, a student at Minnesota New Country School in Henderson, pitched the idea. He said volunteers would build the trail. Becky Pollack, the center’s executive director, said the center is open to any project that brings a diverse population to Ney Center. But the trails would have to ďŹ t into the cen-

ter’s mission and strategic plan. Previously, county ofďŹ cials unofďŹ cially supported the proposal. Now, the mountain bike trail proposals will be more thoroughly vetted. Kroehler said he’d consider other sites for a mountain biking trail if Ney Center and county ofďŹ cials decline his request.

The Sun

The county plans to install solar panels to conserve energy at Ney Center and teach people about solar energy and the power of the sun. A single panel would provide about 28 percent of Ney Center’s need for electricity, meaning four panels would be needed to make the center’s operations potentially self-sustainable. A single panel is expected to cost about $25,700. The county plans to fund one panel with revenue from its gravel tax. Staff will study funding of a second panel.

Chaska Schools OKs Historical Society, Library Presents Moving Coop to Programs on Vietnam Intermediate District Just in time for Veterans Day next Wednesday (Nov. 11), the Scott County Historical Society will present an exhibit opening reception and photographer interview Sunday (Nov. 8, 2-4 p.m.) at the Shakopee Public Library. New Prague Hospital Hosting Seminar on Diabetes Prevention The Centers for Disease Control (CDC) says thousands of people die each year from diabetes. Two Mayo Clinic Health System experts — Kathy Reimer, registered dietitian nutritionist and certified diabetes educator, and Allie Wergin, registered dietitian nutritionist — will offer a free presentation on diabetes prevention Tuesday, Nov. 10 at 7 p.m. in the Jameen Mape Conference Center in the New Prague hospital. Reimer and Wergin will cover many elements of diabetes and answer questions like what is

pre-diabetes, risks associated with diabetes, complications of diabetes and how to remain healthy. The CDC says approximately 29 million people in the United States have been diagnosed with diabetes and more than 8 million remain undiagnosed. Jordan Celebrating Successful First Soccer Season Although the Jordan High School soccer teams didn’t win as many games as the players and coaches likely wanted, the program considers its first official season as a complete success. Coach Jesus Camacho Ruiz said the team’s goal was to improve over the course of the season. With that accomplished, he praised the players’

work ethic. He said the JHS seniors established a legacy of hard work, the Jordan Independent recently reported. The boys’ team finished with a 1-13 record. Its victory came against Fairmont. Alex Hanson scored the team’s first goal and Jacob Mahto was selected to represent Jordan in the 2015 All-Star Classic Soccer Games Nov. 9.

Just as the Belle Plaine School Board did earlier this fall, the Chaska-based Eastern Carver County School Board is supporting the Carver-Scott Educational Coop’s plans to switch to an intermediate school district. All 10 members of the coop’s board of directors – school boards from Belle Plaine and the other nine member districts in Scott and Carver counties – have to support the move for it to be approved. The change would occur July 1, 2016. The district would be known as the SouthWest Metro Intermediate

District. An intermediate school district can have programs for children and adults alike, the Chaska Herald recently reported. It also has taxing authority the current cooperative district does not enjoy. Supporters of the proposal say an intermediate district has access to state dollars for safe schools/health and safety programs cooperative districts can’t access. There are currently three intermediate districts in the state, all in the metro area.

Jordan Schools Eligible for Native American Curriculum Funding The Jordan School District is eligible to receive funding for curriculum to enhance Native American studies. The district learned last fall it qualifies for $22,000 in Native American curriculum funding from the state. The money can be used for Native American materials or special programming for Native American students. It could also be used, the Jordan Independent recently reported, to purchase educational materials, materials, books or guest speakers for the benefit of all Jordan students.

The initiative is part of the World’s Best Workforce plan and would require the formation of a 10-member advisory council. The Jordan School District’s Native American enrollment is just over 1 percent of its 1,803 students in kindergarten through 12th grades. “It is a nice thing and we know we have some gaps in some of our Native American literature, especially at the elementary,� said Superintendent Matt Helgerson. “This will help us fill our void without spending any (school district) money.�

St. Peter Man, Woman Charged in County Road 101 Bridge Drive-By Shooting in Le Center Ribbon-Cutting Set for Nov. 24 A man and woman from St. Peter face multiple felony charges in connection with a drive-by shooting in Le Center Oct. 24. Senif Joel Garza and Jacqueling Rodriguez remained in the Le Sueur County Jail Tuesday. They were scheduled for their first court appearance in the charges. Garza, 19, is charged with second-degree attempted murder and drive-by shooting. He is also charged with first-degree criminal damage to property. Rodriguez is charged with drive-by shooting and first-degree criminal damage to property.

According to the Le Sueur County Sheriff’s investigators, Garza allegedly tried to shoot a Le Center man from the alley behind his house on South Montgomery Avenue between 10 and 10:30 p.m. Saturday, Oct. 24. The intended victim did not realize he had been shot at. The criminal complaint says he mistook the gunshots for fireworks and thoughts they were set off by his “friends.” The next morning, the victim found bullet holes in his house and his car parked behind the house. Police and deputies also found spent and unused shell casings

Minnesota Gov. Mark Dayton, state, county and city officials will hold a ribbon-cutting ceremony to open the County Road 101 river bridge over the Minnesota River connecting Scott and Carver counties at a ceremony Tuesday, Nov. 24. The $54 million Southwest Reconnection Project began in 2012 when two separate projects – the construction of a new four-lane County Road 101 Bridge and the County Road 101/61 intersection reconstruction – were combined into one project. The goal of the project is to minimize transportation disruptions caused by seasonal flooding of the Minnesota River. The scope of the project included construction of a 4,200foot long, four-lane bridge over the floodplain of the Minnesota River, a bike trail, a roundabout at the ‘Y’ intersection of the two highways, and additional improvements along County Highway 61. Construction began in July 2014 and took approximately 16 months to complete. Following the program, of-

ficials and the public will take a ceremonial walk across the bridge and cut the official ribbon at 11 a.m. The new bridge will open in the early afternoon after crews change traffic controls to allow public use of the bridge. A luncheon, provided by Ames Construction, will follow at 11:30 a.m. at Turtle’s Social Centre. Tigers Can’t Hold Off Titans QB Luke Narveson Injured in Second Quarter, Can’t Return

by Dan Ruud It was a delightful start to a Halloween afternoon for the Belle Plaine High School football team before things took a haunting turn in the state Class 3A quarterfinals against TriCity United at Lakeville North High school. Not only did the Tigers blow a 14-0 lead, but they had to play the second half without their big-play senior quarterback Luke Narveson. It was Narveson who got things rolling for Belle Plaine with an 87-yard touchdown run to make it 7-0 early in the game. He then intercepted and returned a pass that set up a 1-yard touchdown run by sophomore Marcus Walsh, making it 14-0 still in the first quarter. It then became TCU senior running back Aaron Chimal’s show for much of the second quarter as he scored three unanswered touchdowns on runs of 1, 18 and 8 yards, respectively, to put the Titans on top 21-14. Narveson scored his second TD of the day on a 3-yard run to tie the score but Chimal returned the ensuing kickoff 94 yards to put TCU back on top 28-21 heading into halftime. Ruben Baltierrez, who made good on all three of his extrapoint kicks in what was a stellar season for the senior kicker, accounted for the only score of the third quarter with a 29yard field goal, making it 28-24 with a lot of football still to be played. Unfortunately for Belle Plaine, Narveson was not a part of that remaining football. In fact, he had to sit out the entire second half due to a shoulder injury sustained late in the second quarter. Backup quarterback Carsen Ladd, a sophomore, took over and the Titans’ defense limited the Tigers to just Baltierrez’s field goal. TCU put the game out of reach with a pair of touchdowns in the fourth quarter – a 3-yard TD toss from senior quarterback Trevor Smisek to senior tight end Trey Krautkremer and a 13-yard run by junior running back Jordan Simonette. “I am so proud of this group of young men and getting Belle

by Dan Ruud The Belle Plaine High School boys’ and girls’ cross country teams had their sights set high at Montgomery’s National Golf Club Thursday, and although they finished high in their respective Section 2A team standings, neither reached their desired plateau, which was a top-two finish and state tournament berth. The Belle Plaine girls placed third in their 20-team field, while the boys were fourth among 22 teams. The Tigers’ Emily Berger, an eighth-grader, qualified for the state Class 1A individual meet set for this Saturday at St. Olaf College in Northfield. She did so by placing sixth in a section field of 137 runners. The Class

The annual Halloween trick-or-treating in downtown Belle Plaine drew several hundred children to the area Friday afternoon (Oct. 30) after school. Businesses greeted children and adults with plenty of treats as a prelude to Saturday evening.

Friday’s festivities began with a parade of Chatfield Elementary School first- and secondgraders around the Belle Plaine Senior High School’s South Gym.
