Vandermark, School Board Agree to Disagree on Promotion GSA Meetings at BPHS Attorneys have differing opinions on whether or not the Belle Plaine School District erred when it announced the meeting of a group not officially recognized by the school district and staff participated in one of the group’s meetings. School Board Director Joe Vandermark believes the announcement and staff participation in a meeting equates to promotion of an unrecognized group. Earlier this month, Vandermark stated his belief the district violated its own policy and federal law when it announced a meeting of the Gay-Straight Alliance club meeting and school staff participated in one of the meetings. Monday evening (Oct. 13) during a school board workshop, Superintendent Kelly Smith relayed an opinion from Tim Palmatier, the district’s attorney,

on Vandermark’s claims. Palmatier, citing case law and his own interpretation of the law, believes the district did not violate its own policy or the law. Vandermark recognizes the majority of the school board believes there is no reason for concern and the issue has been put to rest. But he disagrees with the attorney’s interpretation and cited the opinions of a former Minnesota attorney general. Recognizing he was in the minority on the issue, Vandermark vowed to respect the will of the majority of the school board. “We will agree to disagree,” he said after Monday night’s workshop. “Our attorney states that equal access has been ruled to extend

Scott Joint Prosecution Service Merges With County Attorney’s Office Some 144 runners took part in Saturday’s Scenic Byway Half-Marathon, which crossed paths with the village of Blakeley.

Peter Eischens Wins Scenic Byway Half-Marathon Race by Dan Ruud Peter Eischens, a former Scott West wrestler and 2007 graduate of Belle Plaine High School, was the overall winner of Saturday’s Scenic Byway HalfMarathon race in Belle Plaine. Eischens, who currently lives in St. Cloud, covered the 13mile course in a time of 1:28:02, which was two minutes faster than Dan LaPlante of Minneapolis (1:30:00). Rounding out the top five were Michael Griesinger of Carver (1:30:28), Joe Fittante of Shakopee (1:33:08) and Matthew Klutz of Minneapolis (1:33:28). Eischens, who competed in a marathon in Fargo, N.D., earlier this year, finished seventh in last year’s Scenic Byway Half-Marathon. He said Saturday wasn’t nearly as windy as last year, which helped. When asked about the course, Eischens had two words – “very hilly.” Eischens, the son of Steve and Janel Eischens of Belle Plaine, said he’ll “probably” be back next year. The first female this year was 30-year-old Ellen Armbruster of Minneapolis. Her time of 1:36:24 was seventh overall among 126 men and women. Pam Walter of Cologne also cracked the top 10 overall with an eighth-best time of 1:38:13. A third female, Theresa Kavouras of Lakeville, made the top 10 list with a 10th-place time of 1:38:29. Armbruster, 30, said she will be back to defend her women’s title next year. “It (the course) was hilly but it was pretty with all the rolling hills,” she said. Top 25 finishers from Belle Plaine this year were Brian Jamison (12th in 1:40:42), Brad Pederson (13th in 1:43:17) and

The inaugural Scenic Byway races in 2011 attracted 468 runners (243 in the half-marathon and 225 in the 5K). In 2012, those numbers dropped to 387 racers (210 in the 5K and 177 in the half-marathon). Last year, there were 296 runners (154 in the 5K and 142 in the half-marathon). The downward trend continued this year with 252 participants (144 in the halfmarathon and 108 in the 5K).

Since 1991, attorneys for the Scott Joint Prosecution Service have taken legal action against people accused of minor crimes on behalf of the county’s cities outside the realm of the county attorney’s office handling the more serious offenses. Now, the two offices have formally merged. The county board recently approved the union. Belle Plaine was one of the original five member cities of the association. Initially, it was Pat Ciliberto that led the Scott Joint Prosecution Service. After Ciliberto was elected county attorney, Scott Joint was brought into the county attorney’s office yet remained a separate entity, a move that increase efficiency. Today, prosecution of nonfelony and felony offenses is

handled out of the Scott County Attorney’s Office. The merger agreement means cities like Belle Plaine won’t have to pay into the association for its services. But the cities will no longer receive fine money from successful prosecution of misdemeanor. In Belle Plaine’s case, the city paid $82,513.47 for the association’s prosecution services in 2012, $60,910.56 in 2013 and $38,907.92 so far this year. It received back in fines and refunds $57,338.60 in 2012, $49,446.19 in 2013 and $28,448.13 so far this year. The merger means the employees working for the association are now county staff. Ciliberto told the county board the county’s law enforcement support the merger.

5K Race

Fifty-five-year-old Robert Jacobson of St. Paul was the overall winner of the Scenic Byway 5K race, completing the course in 19:21. That was seven seconds ahead of last year’s winner, Kevin Weiser of Minneapolis, who was second. Like Jacobson, Weiser was in the 5059 age group. Jacobson ran the Twin Cities Marathon six days earlier and placed seventh in his age group (50-59). Lisa Jamison of Belle Plaine was the top female finisher, taking third overall among 108 runners with a time of 20:59. Jamison, who coaches cross country and track and field at Belle Plaine High School and was in the 30-39 age group, said she opted to run the 5K this year instead of the halfmarathon because she is sav-

ing herself for this weekend’s Mankato Marathon. Joe Murphy of Henderson was fourth overall in 21:02, followed by the second-place female, Tammy Denzer of Minneapolis (21:38). Ten-year-old Emmett Gerres of Belle Plaine, winner of the 0-19 age group, finished 10th overall in a time of 23:48. Also placing in the top 25 from Belle Plaine were Mike Schultz (sixth in 22:38), Anna Ernst-Sexton (seventh in 22:58), Colton Kerkow (13th in 24:42), Dave Johnston (15th in 25:34), Sherrie Reutzel (20th in 26:19), Jordyn Williams (21st in 26:25), Daniel Flynn (22nd in 26:27), Sarah Williams (23rd in 26:27) and Ryan Stevens (25th in 26:48). There was also a two-person half-marathon relay, for which nine teams were present. The team BP 10 (no names given) was the winner in a time of 1:43:42.

For a second year in a row, the husband-wife sleuths of Don and Pam Meger solved Belle Plaine’s annual Harvest Coin Hunt, which is held in conjunction with the annual Scenic Byway Half-Marathon and 5-K races. Last year, the Megers found the medallion underneath the sleeping child statue in front of the public library downtown. This year, they discovered it tucked away on the bottom branches of an evergreen tree in Veterans Park, which is located at the intersection of Highway 169 and Meridian Street. Not only was the medallion found underneath an evergreen, but much like a Christmas present, it came in a little wooden box, which inside was the medallion tucked neatly in a bird’s nest. The only thing missing was the wrapping paper. Don Meger, who is the cluewriter for the annual St. Patrick’s and Bar-B-Q Days medallion hunts, discovered the coin after dark (about 8:30 p.m.) last Tuesday, shortly after reading the third clue in the Herald. Safe Routes to School Grants VFW Auxiliary for infrastructure and noninfrastructure grants for 201516. This is in addition to the $250,000 allocated by the state legislature in 2013. Safe Routes to School projects also will continue to be eligible for additional federal funding through the regional Transportation Alternative Program solicitations. All non-profit organizations and government entities in Minnesota may be eligible partners, including tribal nations, schools, school districts, cities, counties and regional planning organizations. Infrastructure grants require a city or county sponsor.

Vols Invited to Attend Local Business Retention and Expansion Program Meeting The public is invited to attend a meeting on Belle Plaine’s new Business Retention and Expansion program (BR&E) next Tuesday (Oct. 21) at 5:30 p.m. at Belle Plaine City Hall (city council chambers). Michael Darger, the director of the BR&E program, will guide attendees through orientation of the program. Light refreshments will be available. For those of you who have expressed interest in conducting business visits associated with the program, you will discover on Tuesday evening which team member you have been paired with. Two volunteer training sessions have been scheduled to guide you through the process. The first is on Nov. 6 at 5:30

p.m. and the other Nov. 7 at 7 a.m. You and your partner will have an opportunity to sign up for one of the training sessions at the Tuesday orientation. The training sessions are designed to familiarize you with the survey questions you will be asking. Plans are to have all of the business visits concluded by Thanksgiving. The city of Belle Plaine recently received a grant from Scott County to complete a Business Retention and Expansion Strategy Program in the community over the next six to nine months. The regular meeting of the Belle Plaine VFW Ladies Auxiliary was held on Sept. 18 at the Vets Club. At this meeting, we were inspected by Second District President Michelle Smallidge. She congratulated us on our hard work and awards and also found our books in good order. Some of the projects we have been working on are the Voice of Democracy and Patriots Pen essays in the schools. The Americanism coloring contest and poster contest is also in the schools. Lavonne Behnke made seven activity bags filled with goodies for children visiting patients at the Minneapolis VA Hospital. A basket was made for the District’s Ways and Means and donated for their fund-raising. We were also reminded to be ever aware of Cancer symptoms by our Cancer Chairman Geri Higdon, as most everyone is touched by this disease in someway. October is Breast Cancer Awareness Month, remember men and women both can be affected by this. We will have a flag retirement and pot luck on Oct. 20 at Larry Ruehling’s at 6:30 p.m. The Vets Club will supply burgers, bring a dish to pass. Our next meeting is Oct. 16 at 7 p.m. at the Vets Club. Remember to bring $2 to buy a chance to win a Life Membership in the National Home for Children. Hope to see you all there!

Alzheimer’s Support Group Meets Oct. 21

The Lutheran Home: Belle Plaine and its Chapter of the Alzheimer’s Association provide resources and a support group for community members whose lives are touched by Alzheimer’s Disease and other memory loss disorders. The monthly support groups are free and open to the public. The next meeting will be Tuesday, Oct. 21 from 6:30-7:30 p.m. at Kingsway Retirement Center in the Ratzkeller Room. “Caring

Fatal Crash Highlights Tough Weekend Along Highway 169 Highway 169 has seen more than its share of significant crashes in the past week, with two men killed north of Jordan Saturday and a couple treated following a rollover collision Sunday near Le Sueur. Saturday afternoon (Oct. 11), two Shakopee men in a Ford Escape were killed when they were hit broadside at the intersection of Highway 169 and 173rd Street north of Jordan around 1:15 p.m. According to the Minnesota State Patrol, the Ford Escape, driven by David Sorenson, 60, was heading east, attempting a left turn onto northbound Highway 169. A semi truck heading south on Highway 169 hit the small SUV. The impact killed Sorenson and his passenger, Richard Pepinski, 76. The driver of the semi truck, Kenneth L. Wientzlaff of Arlington, 70, suffered minor injuries. He was not taken to a hospital. A three-quarters intersection prohibits left turns from 173rd Street to northbound Highway 169. At 5:05 p.m. that afternoon, just south of Highway 169’s intersection with Delaware Avenue (County Road 59), three vehicles were involved in a crash outside Jim’s Apple

Barn. The crash occurred when Erin Cook of Lonsdale, heading south on Highway 169, swerved to miss a northbound car turning into Jim’s Apple Barn. Cook’s serving vehicle hit a southbound vehicle driven by Byron McGregor of Mankato. Cook’s car rear-ended and sideswiped McGregor’s vehicle. It then swerved to the left, crossing through a grassy median where she struck a northbound vehicle driven by Larry Johnson of Plymouth. All three cars were heavily damaged and towed from the intersection. Sunday evening (Oct. 12), a couple from Milford, Iowa was hospitalized with non-lifethreatening injuries after a crash along Highway 169 south of its intersection with Sibley County Road 8 near Le Sueur. The couple, Cheryl Aumer, 67, and William Aumer, 71, were in a 2014 Chevy Captiva heading south on Highway 169. The car rolled after it hit a GMC Sierra driven by Robert Davis of St. Peter. He was turning left off the highway. The impact sent the Chevy off the highway rolling into a ditch. Both the Aumers were treated at the Le Sueur Hospital.

Jordan, Lawmakers, Mn/DOT Differ on Hwy. 169 Project, Plans The Minnesota Department of Transportation (Mn/DOT) has plans for safety-related improvements to Highway 169 in Jordan. But the city council is concerned the plans could delay the construction of an interchange at the intersection of 169 and Highway 282/County Road 9. In 2015, Mn/DOT is planning to repave a stretch of Highway 169 in Jordan, between Syndicate Street and Creek Lane where hydroplaning reportedly leads to several crashes each year. Plans could include a median to protect motorists from possible head-on crashes between north and southbound vehicles as well as bridge repairs. But city council members are concerned, the Jordan Independent recently reported, the $9 million proposal could delay

the construction of an interchange estimated at $29-$34 million the council wants built at the intersection of highways 169 and 282-County Road 9. Councilors are concerned the project would be a waste of money if the repaving project is torn up during the construction of an interchange. Unless state lawmakers direct otherwise, Mn/DOT’s next planned interchange along Highway 169 is 11 miles north of Jordan, at the intersection of highways 169 and 41-County Road 78. At the current rate of funding, the interchange in Jordan is still 20-plus years away, said Diane Langenbach, Mn/ DOT’s south area manager. Mn/DOT is also planning an $18 million worth of improvements to Highway 169 between Belle Plaine and Jordan in 2018.

A couple weeks ago, we talked about research and the effort that can be invested in double-checking the information and sources that you cite in your research. I happened to run across an interesting story on the internet. It is an amusing example of research gone bad. It happened at a library (no less) in Moorestown, New Jersey. After the long, involved process of building a new library building, they inscribed the Latin phrase “Nos Secundus Coniecto Omnia” on one of the decorative designs of the building. It was a bold proclamation meant to proudly exclaim, ”We confirm all things twice.” Latin is a tricky language though. A few citizens did not think it was quite right and a bit of Google searching and use of the Google translator revealed that the new library’s motto unfortunately was “We second guess all.” To top it off, they also found out that they had their Roman Numerals in the date wrong. They will be having the stone cutters busy correcting these issues. I am sure that somebody feels a bit foolish about this and the cost of stone work to correct this error cannot be cheap. Inadequate research can be expensive and embarrassing. It may not have quite the same consequences at the high school term paper level, but it is a very good time to get into the habit of doing things correctly. If you were starting a new business, this type of research error might get your business into the news. It may not be the way that you had hoped for. It pays to verify everything. When the Cologne City Council hired John Hendel as its city administrator about 18 months ago, he promised ideas that would help improve the community as both a destination for businesses and a vibrant city people want to live in. Last Monday (Oct. 6), the council considered two ideas Hendel proposed – a collection of concrete planters fashioned after the flour sacks produced at the Cologne Mill circa 1880 to 1944 and the commission of a feasibility study to attract a hotel to Cologne. The council tabled both ideas for additional discussion and consideration for inclusion in the 2015 city budget. The feasibility study would look at all the factors the owners of a potential hotel with about 40 to 50 rooms, along the lines of an AmericInn or a Super 8, would look for when deciding where to build. Proposing the fund the study as a carrot to attract a hotel chain as a small step toward diversifying the tax base, he hopes to capitalize on Highway 212 and restaurants in the area. The hotel would be especially attractive to people renting space at the Cologne Community Center for social events, family reunions or business meetings. It could also be marketed as serving the Belle Plaine, Waconia, Norwood Young America and Chaska communities. Hendel is hoping Cologne will consider the study before another hotel lands in Waconia. Estimates on the cost of the study would depend on its level of detail, ranging from just under $5,000 to about $9,400. Councilor Kyle Evenski noted that construction of a small hotel has made a positive impact in his hometown, Cokato, a small city in Wright County. A new hotel complements a motor sports track in the community, he said.

“I think it’s time to move,” said Councilor Don Meyer. “I think it’d be ideal.” But Councilor Scott Williams was hesitant. He wants the cost of the study be included in the 2015 budget. He’s concerned the city can’t afford the proposed feasibility study. But Hendel noted the city’s 2015 budget is in solid shape. Cologne has received 19 new home building permits, four more than it expected this year. It is also below budget in several other areas. Council members also asked if the Carver County Community Development Agency, an arm of the county charged with economic development, could provide the kind of data needed at a reduced cost. Hendel said staff would do some checking into any assistance the county could provide and report back to the council. The Cologne City Council will hold a budget workshop Monday, Nov. 3 following the 7 p.m. council meeting.

Silver Leaf Flour

For about 60 years, Silver Leaf Flour was produced at the Cologne Mill. Looking to recognize the mill’s place in Cologne’s history and enhance the atmosphere around the community, particularly in the downtown area, Hendel took the council’s temperature on creating a series of flower planters shaped like a Silver Leaf Flour sack. It would be approximately 2 feet across and between 3 and 4 feet tall. Aimed at making the city appear more “approachable,” Hendel told the council the planters would be placed at high visibility locations around the city. Businesses or citizens could also purchase them for in front of their shops or houses. Research showed a mold for the concrete planters would cost about $5,000. Once it owns

the mold, the city could sell the planters for approximately $275 to $300 each to help recoup the cost of the mold, Hendel told the council. He admits the upfront cost presents a bit of risk. “It’s a way to try and improve the look of our city,” he said. “I think we can sell about 10 or 15 of them.” The planter will have space for the name of the business or homeowner. Meyer suggested businesses be surveyed to see if they are interested or if the cost is prohibitive. Monday (Oct. 13), Hendel said he had positive responses from five businesses he visited. He plans to bring the issue back to the council later this fall. In other action at its Oct. 6 meeting, the Cologne City Council: • Paid bills totaling $102,340.73. • Approved an amendment to the easement agreement with Cologne Academy for the upcoming bond sale and building project. • Approved the 2015 contract for sheriff’s deputy services with the Carver County Sheriff’s Office. The contract will cost an estimated $39,953 -- a 4 percent increase in costs for similar services provided in 2014. • Approved a 2015 prosecution contract with the Carver County Attorney’s Office. • Passed a motion requesting landowners with fire hydrants on their property keep them clear of snow, ice and dirt to provide efficient access in the event of a fire. The city had considered an ordinance requiring property owners to keep hydrants clear, but instead opted for the request. • Preliminarily approved establishing a skating rink this winter on Benton Lake. The city’s plan is to light the rink for night use.

90 Years Ago (1924)

Penny Visits Hennen’s Cafe First District Congressman Tim Penny, right, made a campaign visit to Belle Plaine in October of 1984. Among his stops was Hennen’s Cafe, where Penny chatted with Hennen’s Cafe owner Don Hennen. The most bizarre criminal case in Scott County history had unfolded day-by-day the past year with new revelations and accusations jolting and twisting the emotions of county residents. The hand of justice had tapped 25 county residents, charging them with various acts of sexual abuse to children. But the sordid case took a new and even more bizarre and stunning development on Oct. 15, 1984 when County Attorney Kathleen Morris dismissed all criminal charges against 23 of the defendants. She said she did so partly to avoid compromising a separate criminal investigation of “great magnitude,” and to save children the “great emotional stress and trauma” of testifying. Just one day after the charges were dropped, a Jordan police officer, who had been charged in the ring, filed a $34 million lawsuit against Scott County on grounds his civil rights were violated. Gov. Rudy Perpich would spend about 90 minutes in Belle Plaine on Oct. 23. He planned to make brief stops at Norwesco and Prairie Plastics before stopping at Jerry’s Lounge for a noon luncheon open to the public. Jim Edblom of Belle Plaine, who was facing a risky kidney transplant operation that coming November, said he was not discouraged by the serious health problems he had to face during his life. “I’m not discouraged. I figure it’s all part of life,” said the 26-year-old Belle Plaine bartender. Edblom’s brother, Stan, would be the donor for the operation. The Belle Plaine Ambulance Association would be offering more complete emergency medical services beginning sometime that coming November. Five members of the association were taking an intermediate EMT program at Queen of Peace Hospital in New Prague, which would increase their qualifications to treat more serious conditions en route to the hospital. Gregory Westlund was president of the Belle Plaine Ambulance Association and Tim O’Laughlin was the training officer. Bob Jensen and Tom Rees, candidates for state representative in District 36B, were inviting area residents to an open forum scheduled for Oct. 23 at Belle Plaine Junior High School. Quentin and Barb Raddatz were selected as the 1984 Conservation Farmers of the Year by the Scott Soil and Water Conservation District. Their farm was located two miles south of Belle Plaine on County Road 3. Pfc. Patrick J. Schuneman, son of William T. and Rosalee Schuneman of Belle Plaine; and Pvt. Chris D. Albrecht, son of Dave B. and Arlene J. Albrecht of Blakeley, received the parachutist badge upon completion of the three-week airborne course at the U.S. Army Infantry School, Fort Benning, GA. Agnes Sullivan, 90, passed away at Valley View Nursing Home in Jordan. Mrs. Sullivan was born Jan. 13, 1894 in Derrynane Township, Le Sueur County, to Valentine and Mary Katherine (Meger) Retka. Annette Schmit, daughter of Dick and Joanne of Belle Plaine, was crowned homecoming queen at the University of Minnesota, Duluth. The Montgomery Redbirds showed why they were at the top of the conference football standings in 1984 as they defeated Belle Plaine 37-21. Paul Jeffrey had a 70-yard punt return for a touchdown for the Tigers. The BPHS volleyball team suffered its first conference loss of the season against Arlington, which moved into a first-place tie with Belle Plaine at 10-1. The Tigers defeated Norwood in their other match that week. Laurie Wolpern had 28 kills against Norwood and Julie Halquist had 17 assists. The Tiger tennis team ended its season after losing to defending state champion St. Paul Academy 5-0 in the semifinals of the Region IV Tournament. The Tigers had advanced to the semifinals by beating Brooklyn Center 3-2. Belle Plaine finished the season with a record of 7-7. The team was led by junior Courtney Hoelz with 11 wins, followed by junior Molly Daly and sophomore Sara Miller with nine wins apiece.

60 Years Ago (1954)

Hahn’s Department Store was celebrating its 68th anniversary. Roy F. Almich returned home from the hospital where he had been treated for injuries suffered in a fall. August Kipp, well-known former resident of Jordan, died at the home of his daughter, Mrs. Mike Vacladek, in Hopkins. He was an uncle of Mrs. John Burmeister of Belle Plaine. The Silver Creek 4-H Club received a most pleasant surprise when County Agent Dale Smith announced that the club was awarded the honor of being “Club of the Year” of Carver County. James Keating sold his 180acre farm in Faxon Township to Larry Bigaouette. Mr. Keating had been town clerk of Faxon for about 40 years and retired from that office when he moved from the township. Dr. D.W. Wilson of Belle Plaine was an alternate delegate at the 95th annual conference of the American Dental Association in Miami.

The first killing frost was the morning of Oct. 18. Farmers welcomed the frost for its drying effect on corn and soybeans. Mrs. Rosa Schommer was given a surprise dinner and supper party on her 80th birthday at the Nick Schommer home. Yvonne Karnitz, 19-year-old daughter of Mr. and Mrs. Erwin Karnitz, Blakeley Township, suffered a heart attack and died at her home. The junior class presented the play “Orchids to Lori.” The cast consisted of Phyllis Chard, Kenneth Mueller, Dick Taylor, Ruth Laabs, Karen Purinton, Mary Lou Wilson, Elizabeth Schmid, Roger Martin, Marlene Mahoney, Rene Melchior, Stanley Effertz, Arlene Glynn, Kathleen Flaherty, Jo Ann Hoelz, Henry Koepp, Edith Rebers, Marilyn Orr, Bob Gregory, Irene Stier, Jim Bailey, Carol Miller and Wilmer Schmidt. Mrs. Anna Donovan, widow of the late Richard Donovan, formerly of Belle Plaine and later of Le Sueur, died at Santa Cruz, Calif. She was 72 years old. Mr. Randell, manager of the Belle Plaine theater, announced the installation of a new wide screen, 15’ by 20’, that would be able to handle wide screen and CinemaScope movies. The first CinemaScope pictured to be shown in Belle Plaine was the famous movie “The Robe.” Rev. and Mrs. William F. Tinge and Mr. and Mrs. Roy Woestehoff of St. Paul left on a trip to Grand Rapids, Mich. The ladies attended the Women’s Missionary Federation, of which Mrs. Tinge was president of the Minneapolis group and Mrs. Woestehoff president of the St. Paul group. Walter McQuaid, husband of the former Ann Sisterman of Belle Plaine, died at the hospital in St. Paul. Janet Wolfram, daughter of Mr. and Mrs. Fred Wolfram, was united in the Sacrament of Holy Matrimony with Mr. Austin Smith, son of Mr. and Mrs. Harold Smith and the late Arnold Smith, Le Sueur. Stu Mann again lost his annual bet with Omy Hahn by putting his faith in the Millers’ righthanded hitters. Under terms of the bet, Mann was to get his hair cut by Hahn on Frank Buetel’s new sports program. Mr. and Mrs. Dan Murphy, son James and daughter Mary were dinner guests at the home of their son and daughter-in-law, Mr. and Mrs. John P. Murphy, in Minneapolis. The occasion was the 43rd wedding anniversary of the Dan Murphys. Dick Schense and Shirley Smith were elected king and queen for the Belle Plaine High School homecoming. Kathy Minton and Therese Fahey were the two runners-up candidates, and little Linda Leonard and Donald Berg were the crown bearers. At St. Nicholas Church, New Market, took place the marriage of Miss Lorraine Roehl, daughter of Mr. and Mrs. Nicholas Roehl, to Bernard Zweber, son of Mr. and Mrs. Alex Zweber. The attendants were Mary Sullivan and John Barry. Leo and Walter Albrecht left for Petoskey, Mich., where they had a big painting contract. At Union Hill Church took place the marriage of Miss Margaret Michel to Simon Siegle of Carver. The attendants were Josephine Huss and Victoria Siegle, John Michel and Andrew Siegle. Controversy over the Mueller hill leading to Henderson from the Le Sueur county side finally brought a warning from the state that Le Sueur County would be cutoff aid unless it reduced the grade on the hill to something less than 7 percent. Kari Timm, 88-year-old Sibley County farmer, was killed by a cow on the farm of his son, Charles. A dog enraged the cow, which started for the dog. The dog sought refuge behind the old man, who was knocked down and killed by the cow. Rev. and Mrs. Holmberg of West Union were called to Moline, Ill., on account of the death of a relative of Mrs. Holmberg. There was a three-day open season on ringneck pheasants in two counties – Carver and Hennepin.

George J. Milton came from the Pacific Coast to take charge of the local station of the Milton Dairy Co. Two 19-year-old boys, Otto Wonnigheit and Charles Ermisch, were hanged by the sheriff in St. Paul. They were charged with killing a bartender who resisted robbery. Capital punishment prevailed in Minnesota.

Dear Editor, War on Women There may be no war on women, but women are seeing our rights being attacked and if we're smart we'd better do something about it. Employers can now decide what birth control we use and don't use. Lawmakers voted to redefine rape thinking it is sometimes"forcible" (and apparently sometimes not). Clearly, whoever wrote that bill has not been raped. And some lawmakers were clearly out of touch when they voted against equal pay for women. It's outdated to think a woman's salary isn't really needed, or secondary. Working families need two salaries to make ends meet and know it's better to share chores. Women, this next election is our election, and we must take a stand. Everyone should value the work women do and vote for candidates that value the work women do. Remember to vote on November 4! Dear Editor, One year ago, the food shelf, along with the schools, started the backpack program. It began with Oakcrest in the fall and Chatfield in the spring. Recently we added the Junior High. Currently we are serving 106 students on a weekly basis, with bags of food. As you might guess, this is a very expensive project. The next time that you are grocery shopping, if you are able to do so, please grab an extra item that can be used in our bags. Granola bars, individual bowls of Mac and Cheese or fruit cups, pudding and applesauce are all great examples of what our kids would like. Of course financial donations are always acceptable. Statistics have shown that a child who goes to school hungry will struggle with his/her school work and have greater absenteeism. Dear Editor, For-profit schools can hurt In student loan debt $70,000 and have no job and no transferable credits? You aren't alone. The Minnesota Attorney general's office gets thousands of calls from people hurt by for-profit school scams. Daytime television for-profit school advertisements used to promise good jobs and good training, and school used to deliver. But because of a lack of regulation - and because some politicians take tons of money from for-profit schools and block attempts to create accountability - many of these schools are destroying students’ financial futures. These predatory schools say they are "nationally accredited" and set up their own accreditation firms, unencumbered by oversight. If you want your hard studying to result in better times instead of overwhelming debt and no job, check out a community college or locally accredited

A Record Drive for Education Matt Saxe Chevrolet Buick in Belle Plaine held a its annual Drive for Education on Saturday, during which for everyone who test drove a new Chevrolet, Saxe donated $20 to Belle Plaine High School. The dealership broke the event record on Saturday with over 350 test drives. Everyone taking a test drive also received a free T-shirt and entry into a drawing for a new laptop.

Dick and Carol O’Connell toured Ireland with her sister Kathleen Schoenbauer and Chuck and her brother Gerald Sullivan and Betty. Visited Our Lady of Knock, New Titanic museum, and not that they needed it, but visited the Blarney Castle, also. Chuck and Dick got a round of golf in at the Castlerosse Golf Club in Killarney. Anna Sullivan, Jim and Marcia’s, celebrated her 9th birthday, a day early, on October 11 with 4 friends from school. The party started by swimming at the Le Sueur Community Center, followed by pizza, playing outside, movies and eventually a sleep over. Highlights included a new tire swing, running around outside in the dark with flashlights and a remote control helicopter that flew away, never to be found. Caleb also swapped residences for the night with Caroline, Eric and Brigid Doherty Tuck’s, to add to the girl fun factor. A memorable and fun time was had by all. Jim and Mary Jean Halloran’s clan had beautiful weather on Sunday, October 12, for their annual gathering to harvest apples, pumpkins, squash, and anything else that was left in the garden. Everyone helps including the kids.Jim estimates approximately 15 to 20 bushels of apples were picked. Family members take what they want home; the rest is kept for what Jim and Mary Jean need for the winter, and offered as treats for the horses as long as they last. Family

members present were Tom and Kathleen Halloran, Nolan, Tori, and Cam; Heather Halloran, Logan and Luke; Maureen Halloran, Alyson and Zander; Michelle Bisek; Margaret and Al Stolz, and Ryan Halloran. A good time was had by all, even Jim; it involved getting the work done. Bragging rights: Eden Prairie football player, Cole Vlasak, our grandson, Corey’s lad, had the time of his life as he helped prepare for the fundraiser and was one of a number of football players who coached Powder Puff Football at the “Flags for Daggs” Fundraiser recently. In August, Eden Prairie sophomore Adam Daggs was hit by a car. Injuries were devastating including broken neck and brain injuries. Almost immediately, the high school rallied, bonded, organized and with many other activities brought in $17,000. “Games were all in fun” if you can call ultracompetitive, intense, exciting and extremely close fun. All our grandchildren are growing up in cities. It’s amazing how much we’ve learned and took for granted growing up and living on a farm. Fouryear-old Madelyn asked yesterday as she watched two kittens follow their mother into the long grasses, “Grandma, where’s she taking the kittens?” “Probably to feed them, they look hungry.” “What’s she going to feed them out there?” “Milk from her tummy.” A slow puzzled expression appeared on her face. “But Grandma… how?” Flashback for this grandma… We took Camrie and Cole, now 19 and 17, to Emma Krumbee’s Apple Orchard, in the fall of 1997, and when Camrie saw all the apples on the trees, she gasped, “Who put all the apples on the trees?” Camrie hasn’t lived that one down and when Maddie’s old enough to take teasing, neither will she. Love the scent of fall… Have a good one.

Change in Law Has BPHS Juniors Taking ACT This Spring Test Should Help Students Chart School, Career Paths

The state grad tests students at Belle Plaine Junior-Senior High students have taken the past three years are being replaced this spring by a test most students choose to take as a means to further their educations. Thanks to legislative action two years ago, all juniors will take the American College Testing exam – better known as the ACT – beginning this spring. It replaces as a requirement for graduation the MCA III grad math test that math, science, reading juniors needed to pass or take three times before graduation. Students will still take the test as part of the No Child Left Behind law. The legislation enacting the ACT will not require a specific score for a student to earn graduation. Students must still meet the state standards in their respective classes and tests. Instead, the ACT will help a student decide if they wish to attend a post-secondary school. “The ACT is a college pre-

paredness test,� said Belle Plaine School District Superintendent Kelly Smith. “It’s a totally different type of test (than the MCA III).� The test will be administered to Belle Plaine juniors April 28. May 12 is the makeup date for BPHS juniors. The state, which is paying for the exam, will keep the student’s score from that test on record. Students can retake the exam at their own expense and send the best score to the post-secondary institution of their choice. The ACT is the preferred test for placement of most colleges or universities in the Midwest, said Margot Hansen, the district’s curriculum director. “Their best score wins,� she said. The ACT, a nationally recognized test, will help students determine their options post high school graduation. By taking it as a junior, it also gives them some time to hone skills during their senior year. The decision to use the ACT was included in the recommendations of the Minnesota Legislature’s bipartisan 2012 Assessment and Accountability Working Group. Students will take a new series of assessments to provide ac-

Kevin Dahle, DFL-Northfield, Belle Plaine’s representative in the Minnesota Senate and the chief author of legislation allowing the ACT to replace the GRAD tests. The new system will help students “excel where they falter, instead of merely stamping a label of failure on them,� Dahle said. With this new approach, schools can achieve postsecondary success for its students to ensure Minnesota continues to have a quality workforce, Dahle said. “Those tests (MCAs) gave no feedback to students, and did nothing to prepare them for their path after high school,� he said. “It was simply a rubber stamp on the way out the door.� The ACT has been widely taken by college-bound Belle Plaine students over the years. They also took the Explore assessment as eighth-graders and Plan test as sophomores. Explore and Plan are members of the ACT suite of assessments given to help students chart out

their future interests and study areas. Eighty-four of the seniors in the Class of 2014 took the ACT. Sixty-six members of the Class of 2013 took the ACT and 78 members of the Class of 2012 took the ACT at least once. Smith said the district hasn’t given the test to its juniors until this school year because it wasn’t mandatory. He believes all juniors should take it to help them weigh options after high school. A student who isn’t planning on attending college who earns a high score on the ACT might realize there are other options after high school. “It’s a very good test,� Smith said. Hansen said the curriculum at BPHS is not specifically geared toward students earning high scores on the ACT. Instead, the district has used its professional learning communities (PLCs) to bolster performance on the MCAs. “There is some cross-over,� she said. “If a student exceeds proficiency on the MCAs, they’ll do well on the ACTs,� Smith said.

Highway 169 and enters Veterans Park, the trail becomes known as POW trail. Naturally, the focus of the hunt became Veterans Park, where at first Don and Pam still could not find the coin. Before giving up the search Tuesday, Pam and Don decided to look at what was written on the sign in front of the helicopter in the park. Sure enough, there were the numbers 6815369 that were contained in the third clue. That’s the tail (registration) number of the helicopter. After that, Pam and Don knew it was in the park somewhere, and with just a little more deciphering and some luck, there it was underneath the evergreen. The prize for finding it was $100 in Belle Plaine Bucks, which, of course, will be spent. But the little wooden box with the medallion and bird’s nest tucked inside will become a family keepsake, which Pam said will probably end up in Don’s “man cave� at home.

October is Bullying Prevention Awareness Month and I happened to run across the following article that addresses some common myths about bullying. If we are to be successful in our effort to prevent bullying, it is going to take all of us – parents, students, community members and school district staff working together. The topic of the article was timely to say the least. Concern about youth bullying continues to grow. Although definitions of bullying vary, bullying commonly means aggressive behavior in the context of a power imbalance that is repeated, or has the potential to be repeated, over time. Approximately 28 percent of youth ages 12 to 18 report having been bullied in the past year. Unfortunately, many common assumptions about bullying are not supported by research. Below we debunk some common misassumptions about bullying, and present what we actually know. Bullying is not an epidemic. Many recent news reports about bullying have labeled the issue a "growing epidemic." In reality, rates of bullying have been relatively stable on both of the nationally-representative surveys collected by the federal government. According to the School Crime Supplement, rates of bullying for 12- to 18-year-old students have remained between 28 to 30 percent of youth from 2005 through 2011 (the most recently-reported data). While bullying is not going up, it is also not going down. A significant percentage of students are being bullied, suggesting that ongoing prevention efforts are not lowering the overall rate of youth reporting being bullied. Traditional forms of bullying remain more prevalent than cyberbullying. Cyberbullying, or bullying through electronic communications, often dominates the current discourse on bullying, making it seem like it is the most common form of bullying. In reality, rates of cyberbullying are consistently lower than traditional forms of bullying, as reported in the School Crime Supplement (9 percent) and the Youth Risk Behavior Surveillance Survey (16 percent). Emerging research also suggests that cyberbullying is not a separate form of bullying, but rather a separate context in which the same behaviors occur. All youth involved in bullying are affected. Our concern about bullying typically focuses on youth who have been bullied. There is substantial research that shows that, indeed, these youth are more likely to become depressed or anxious, have decreased academic achievement, and use alcohol or drugs. However, emerging research suggests that those who bully others, as well as those who witness bullying, are also at increased risk. It is therefore important to ensure that all youth involved in bullying are supported. Criminalization will not solve bullying. Several state and local legislatures have begun considering laws to make bullying and/or cyberbullying a crime. Such laws are problematic in several ways, and will likely do little to actually help youth who have been bullied or help correct the behavior of those who bully others. Instead, we must focus on prevention and intervention strategies that have been shown to be effective, such as improving school climate, social and emotional learning, and restorative practice. Cologne Community Fund Will Raise Money for Projects The Community Foundation for Carver County announced the formation of the Cologne Community Fund to advance the quality of life in the Cologne area. The fund will also encourage charitable giving in the Cologne area, building permanent funds that will provide resources for the needs of today and tomorrow. It will help connect people and programs by bringing together people’s charitable interests and the funding needs of programs and organizations, said Roger Storm, a member of the fund’s board of directors. The fund will also facilitate progressive approaches by forming partnerships and providing servant leadership through programs that enhance the quality of life in our Cologne community. Placing the fund in The Community Foundation for Carver County enables donors to the Cologne Community Fund to receive a 501 C (3) income tax deduction receipt. This fund is a donor advised fund, an advisory group of Cologne area residents has been formed to administrate grants. The donation, which started the fund, is intended to provide funds for the care of Benton Lake Garden in the future as funds become available this effort could be expanded to im-

Transgender Policy

Board members also discussed the Minnesota State High School League’s upcoming vote on participation of transgender students under a new policy the league is slated to formally consider Dec. 4. The board tabled the issue until the December meeting to gather a broader cross-section of opinions. Board members were overwhelmingly supportive of a policy but were uncertain of what is the best way to proceed. Currently, the district has no policy for how it would handle a request for a team assignment from a transgender student. There will be a comment period after the policy is approved. Vandermark said the district should make sure the privacy and facilities concerns are addressed and then be prepared to comment on the policy as it is approved. “We do need to have a policy. Boys MRC Results

The Belle Plaine boys, improved on their third-place finish from a year ago by claiming second at Thursday’s MRC Championships in Watertown. The 2014 team champion is Jordan with a team score of 30, followed by Belle Plaine (47), Norwood Young America (70), Tri-City United (98), Sibley East (122), Watertown-Mayer (195), Le Sueur-Henderson

(207) and Mayer Lutheran (214). Three Tigers gained all-conference honors by finishing in the top 10. Included were senior Carter Olson (sixth in 17:33), freshman Kyle Siemon (seventh in 17:38) and senior Max Hughes (10th in 17:46). Also racing for the Tigers in a field of 56 were sophomore Kellen Bergs (11th in 17:47), junior Dylan Bigaouette (13th in 17:57), senior Tyler Schumacher (14th in 17:58) and junior Brendan Mackedanz (24th in 18:44). Four Jordan runners earned all-conference, including individual medalist and freshman Owen Keiser with a time of 16:54. Senior teammate Jason Hartwig was second in 17:13. Fellow Hubmen, senior Tim Huss (fourth in 17:20) and sophomore Parker Huss (eighth in 17:41), also made all-conference. Belle Plaine Girls Retain MRC Title; Boys Take Second Janessa Meuleners is MRC Champion

by Dan Ruud The Belle Plaine High School girls’ cross country team captured the Minnesota River Conference team championship for a third year in a row and the fourth time since 2006 at Thursday’s MRC Championships at Watertown-Mayer High School. Janessa Meuleners won her third MRC individual championship in the last four years. She was fourth last year. It will be her last conference title as she will be graduating next spring. Meuleners is also a fivetime state qualifier and could make it six this season. Meuleners’ time of 15:06 was well ahead of defending MRC individual champion Judy Larson of Norwood Young America, who was second in 15:48. Larson, then an eighth-grader, beat Meuleners by over 30 sec-

Titans Conquer Belle Plaine by Dan Ruud The Belle Plaine High School football team punted five times in the first quarter, while TriCity United had two touchdown passes totalling 124 yards in the opening six minutes and a Titan blowout was in the making Friday night in Belle Plaine. The final score would read 55-20, making it the second time this season the Tigers have allowed 55 or more points. The loss dropped Belle Plaine to 3-3 in the Minnesota River Conference, 3-4 overall heading into tonight’s game at MRC-leading Watertown-Mayer, which will obtain a perfect 7-0 record in the conference and sole possession of the championship with a win over the Tigers, who have been outscored 76-20 in their last two games. As for Friday’s loss, Belle Plaine coach Justin Johnston credited the opponent. “Have to give all the credit to TCU. They came out and hit a trick play on us the second play of the game and really took the wind out of our sails,” Johnston said. “The best thing for us to do is learn from our mistakes but put the game behind us as fast as possible.” The trick play Johnston was referring to was a Titan double pass that involved quarterback Trevor Smisek throwing back-

wards to teammate Keegan Oak, who in turn hit wide receiver Jamison Beulke for a 70-yard touchdown. The extrapoint kick was good and the Titans led 7-0 with 9:26 left in the first quarter. A three-and-out by the Tigers gave the visitors the ball back and it soon became 14-0 just five minutes into the game after Smisek hooked up with Charley Simonette on a 54-yard scoring play. A few exchanges of possession dragged into the second quarter, when TCU’s Aaron Chimal scored on an 11-yard run that, following another successful PAT, made it 21-0 with 9:06 left in the first half. The Tigers finally got on the board on a 3-yard run by Kincade Retzer. The extra-point kick was blocked and it was 21-6 with almost eight minutes still remaining in the first half. Less than a minute later, what momentum Belle Plaine had gained from the previous drive was taken away when the Titans answered with their fourth TD of the game, a 5-yard run by Gabino Rodriguez. The PAT was no good and it was 27-6 with 6:58 to play in the half. The scoring spree continued when Belle Plaine quarterback Luke Narveson capped a quick 83-yard drive with a 21-yard

scoring run. Narveson then passed to Ben Wagner for the two-point conversion to make it 27-14 with 4:35 left in the half. Again, the Tigers’ momentum was cut short as TCU drove 73 yards, ending with a 7-yard run by Chimal. A successful twopoint conversion made it 35-14 with 1:27 left before intermission. The Titans made it 42-14 midway through the third quarter on a 3-yard TD run by Rodriguez. Belle Plaine countered with a 68-yard drive capped by a 1-yard TD run by Narveson. The PAT kick was blocked for a second time in the game and it was 42-20 with 1:18 left in the third quarter. The Titans added a couple more doses of salt to the Tigers’ wounds (and homecoming) with a pair of fourth-quarter TDs, including a 56-yard run by Max Arroyo with just over a minute to play in the game. TCU had over 530 yards of total offense, compared to 296 for the Tigers. Narveson, who had some passes dropped, completed 12 of 27 attempts for 127 yards. He was intercepted once. by Dan Ruud The Belle Plaine High School volleyball team had a bit of an unusual few days last week. On Sunday (Oct. 5), head coach Cassie Koch gave birth to a daughter and commenced a maternity break. On Tuesday, reigning Minnesota River Conference Player of the Year Mariena Hayden was back playing for the first time this season after recovering from a back injury, and with assistant coach Chelsea Buesgens in the head coach’s chair, the Tigers crushed an outmanned New Prague squad in New Prague. Two nights later (Thursday), the Tigers swept visiting Norwood Young America. This past Monday, Belle Plaine traveled to challenge Class 3A power Chaska in a nonconference match and gave the state’s No. 3-ranked big-school team some trouble before succumbing in three sets, the final two of which required extra time. Koch said she plans to be back coaching again soon, at least in time for what Belle Plaine hopes will be a lengthy playoff run starting next week. The Tigers were scheduled to travel to winless WatertownMayer for the conference finale Tuesday night after this edition of the Herald went to press. A win by Belle Plaine would have guaranteed it at least a share of the MRC championship. The Tigers will be back in Chaska this weekend for a tournament in what will be the final tune up for the postseason. Brackets for the Section 2AA Tournament will be released this week. Belle Plaine is expected to host a first-round match next Thursday night. Tigers 3, New Prague 0 The Tigers’ only challenge came in the first set, which it won 25-20 before pouring it on the Trojans in the final two sets (25-11, 25-8) last Tuesday night in New Prague. In her first match back, Hayden had 14 kills and 10 ace serves. Dakotah Poitra chipped in eight kills and Kaylee Hentges six. Amelia Kahle, McKenzie Koepp and Ally Anderson each had one. Danielle Taylor had 26 set assists and four ace serves. Elizabeth Johnson led the team in digs with seven. Tigers 3, NYA 0 The Tigers fell behind 13-6 in the first set before gradually eating away at the Raiders’ cushion and rallying for a 2826 win. Belle Plaine won the next two sets by counts of 2519, 25-11. Hayden had 20 kills, followed by Hentges with nine and Poitra eight. Kahle and Koepp and two and three, respectively. The latter two also combined for 14 digs. Taylor had 40 set assists and eight digs, while Johnson had 10 digs and four ace serves. Chaska 3, Tigers 0 The Tigers went rather quietly in the first set but played the host Hawks nearly even in the next two sets in Monday night’s match, which ended in favor of Chaska by counts of 25-11, 2826, 26-24. BPHS Tennis Season Ends Belle Plaine High School sophomore Ireland Lambrecht made it to the semifinals of the Section 2A Individual Tournament before losing this past Monday to the tournament’s No. 1 seed, Karleigh Wolff, of Blue Earth Area 2-6, 0-6. Lambrecht had defeated St. Peter’s Jo Dietrich and Sibley East’s Breann Walsh in Thursday’s first two rounds, both in straight sets. Charlile Stitzinger of rural Jordan is one of the vendors who’ll likely be at the Belle Plaine Farmers Market for its last session of the season. Stitzinger is one of the two remaining original vendors from the market’s first season in 2010.

One of Two ‘Originals’ Still Enjoys B.P.’s Farmers Market willing to give it a try. In addition to growing fruits and vegetables, he also enjoys canning what he grows. He’s never shy about sharing what he knows. “I share a lot of canning advice,� he said. “I just like talking with the people.� This wasn’t the best of years for growing much of anything, he said. The spring was too cold, too wet. Then summer arrived and temperatures soared and the weather dried up. “It was a shock either way,� he said. “Plants don’t like that.� Stitzinger times his visits to Belle Plaine with stops at Prairie Farm Supply. Each week, he picks up several bags of feed for 200 white rock chickens. They produce eggs and all the fertilizer Stitzinger needs for his gardens. “It’s very high in nitrogen,� he said. He plans to be back next year and appreciates the organizers’ cutting the price of a table from $100 to $50 for the season. “You have to sell a lot to make up that $100,� he said. Stitzinger used to bring his

Stitzinger is one of the last two original vendors at the Belle Plaine Farmers Market since it started in 2010. He and Terry Wyman generally occupy the fist two tables on the east side of the parking lot at Court Square Park. This afternoon (Oct. 15), the 2014 Belle Plaine Farmers Market will wrap up for the year. Stitzinger, 56, grows all his own fruits and veggies on his 20-acre farm in Sand Creek Township. Garlic, peppers, squash, tomatoes, carrots, turnips, fruits, hot pickled beets, sweet & sour cabbage, jalapeùos and more. If it can be grown organically, Stitzinger is

mom to the farmers market each week. But at 80, Mary Ann Stitzinger has a little trouble negotiating her way around the park. She helps Charlie with the canning work and was always willing to join in the conversation. It was also a chance for her to visit with longtime friends from Belle Plaine. The farmers market here in Belle Plaine is one of two he attends regularly. He’s also a regular at the twice-a-week gettogether in Lydia. And when he’s not working in the gardens or with the chickens, Stitzinger is frequently cutting grass. He has dozens of clients, from Jordan to the west side of Lake Minnetonka down to Le Sueur. Stitzinger has a long history in lawn and garden work. He worked for 17 years tending to the building and grounds needs at Valley View Assisted Living in Jordan. His lawn and garden expertise complemented an easy-going demeanor and the gift and conversation. It was a good fit with residents. “Like I said, I just enjoy the people.�
