Candidate Forum for City Offices Thursday The League of Women Voters/Minnesota will sponsor and conduct a candidate forum for Belle Plaine city offices on Thursday, Oct. 6. It will begin at 7 p.m. at Belle Plaine City Hall, 218 North Meridian Street, downtown. The public is invited to attend the forum, for which doors will open at 6:45 p.m. Written questions from the audience will be presented. 8 general election, Mayor Mike Pingalore is being challenged by Chris Meyer. There are also three seats available on the Belle Plaine City Council. Running for the two four-year terms are incumbents Cary Coop and Henry Pressley Jr., and challengers Nickole Shetka and Ben Stier. Running for a two-year term on the council (what would have been the remainder of Pressley’s term) are incumbent Gary Trost and challenger Theresa McDaniel. The seat was previously held by Scott Schneider, who moved to Shakopee. Pressley was appointed to fill the void until this year’s election and has since opted to run for a full four-year term.
City Council Okays Public Works Purchase Receives Updates on Helicopter, New City Administrator The Belle Plaine City Council had only a few action items on what was a brief agenda Monday night, and in the process, voted 4-0 (Mayor Mike Pingalore was absent) to approve the purchase of a crosswalk and street stripe painting attachment at a cost of $4,650. Public Works Superintendent Al Fahey said the purchase is necessary. “I have had many requests to paint skip striping and line striping – most notably on West Commerce Drive,” Fahey said. “In the past, we have not been able to perform this type of work because of the equipment needed.”
Fahey added that the department recently purchased a Graco Linelazer, which with an attachment (a LineDriver) can paint lines. In other business Monday night, Fahey reported that the Veterans Park Army Helicopter that was removed last month for refurbishing is still in the public works building. He said he has ordered replacement parts for some damage that was done to the helicopter over the years and has cleaned it up. “Once we have everything back to the original, we will be sending it out to be repainted. I am working with a company that has refurbished this type of helicopter and they have strong reservation about sandblasting

Public Hearings to be Held on Solar Garden Proposal The Belle Plaine Planning and Zoning Commission will hold a public hearing at 6:30 p.m. Monday, Oct. 10 to receive public feedback on a request for an interim use permit to establish a ground-mounted utility scale solar energy system at 1200 South Street West. The city council will also conduct a public hearing on the matter shortly after 6:30 p.m. on Oct. 17 to consider planning and zoning’s recommendation. The property is owned by Kim Devine-Johnson, Tammy Devine, Christopher Johnson and Michael Carlson. In July, the council unanimously approved the property owners’ request to annex 43.29 acres in Blakeley Township to the city to help pave the way for a solar energy complex. If approved, the interim use permit will allow a 5 megawatt solar garden on the approximate 40-acre site, which is located adjacent to the western boundary of the city limits. Joining the property owners as applicants is Toby Butterfield, representing DG Minnesota CSG 4 LLC, the latter of whom’s parent company is NextEra Energy. It is a Fortune 200 clean energy company with consolidated revenues of approximately $17.5 billion and some 14,300 employees in 27 states and Canada as of yearend 2015. A solar garden is a solar electric array with multiple subscribers connected to the util-
ity grid. The subscribers may purchase a portion of the power produced by the array and receive a credit on their electric bill. Utility customers within the solar facility’s service area, including residences, businesses, local governments, non-profits and faith-based organizations, can all subscribe. In 2013, the Minnesota Legislature enacted a provision requiring the state’s largest electric utility, Xcel Energy, to submit a plan to the Public Utilities Commission under which the utility would provide customers the option to purchase electricity under a community solar garden program. If a solar garden is built in Belle Plaine, any electricity consumer in Xcel Energy’s territory can participate. According to a presentation provided by Belle Plaine Community Development Director Cynthia Smith-Strack on solar fields earlier this year, a 5 megawatt solar field consists of approximately 40 acres (six to eight acres are needed per each megawatt). Smith-Strack’s presentation also included some of the potential pros and cons of solar gardens. Among them:

Brad Pederson Tops the Field in Scenic Byway Half-Marathon; Tara Henke is First Female by Dan Ruud Perfect was the word often used to describe the weather for Saturday morning’s Scenic Byway races in Belle Plaine. Sunshine and temperatures in the low 60s made for ideal conditions for some 200 runners, including the kids, half-marathon, two-person half-marathon and 5K races. Absorbing much of the morning glory was Belle Plaine High School teacher and assistant cross country coach Brad Pederson, who was the first to complete the half-marathon with a time of 1:29:41, 15 seconds
ahead of Gerald Mead of Minneapolis, who was also second overall last year. Both men were in the age 30-39 division. They were the only two to complete the race in under 90 minutes. Pederson, a chemistry and physics teacher, said he was a little surprised by his victory, adding that there’s been several times in the past he has run the race pushing his sons in a baby stroller. Pederson, who has run in all six Scenic Byways, said he normally runs about 60-70 miles per week in the summer before dropping down to an average of
50 miles or so a week the rest of the year. Tara Henke of Belle Plaine was the first female to cross the finish line, doing so in 1:43:16, which was 10th best overall among the 84 runners who completed the race. Henke, 27, who ran in the 2011 Grandma’s Marathon in Duluth, gave the Scenic Byway course a pretty good grade. “It was pretty hilly but otherwise it was nice. The weather was perfect,” she said. The overall victor of the 5K was Randy Wiinanen of Iron, which is located near Eveleth
in the Iron Range. Wiinanen said he made the long drive to Belle Plaine for the opportunity “to run on a certified course and record a fast time.” Mission accomplished. His time was 18:42. Josh Grover of Jordan was second overall with a time of 19:04. Kevin Weiser of Minneapolis, a two-time Scenic Byway 5K winner (2013 and last year), settled for third place this year but still won his 50-59 age division.

Emcees and Guest Speaker Jared Miller and Mackenzie Bergland were the emcees of Monday night’s Belle Plaine High School Homecoming Coronation in the school’s north gym. They introduced the king and queen candidates and shared humorous anecdotes about each candidate. John Bergs, activities director and physical education teacher, was the guest speaker and followed suit with some short stories of his own about the candidates.
Honoring the Ryder Cup Champions With background chants of “USA, USA,� the international celebration of the 41st Ryder Cup concluded Sunday afternoon with a presentation of the Ryder Cup to the victorious American team. The U.S. team defeated the Europeans, 17-11. The celebration completed a three-day competition that drew
more than a quarter-million golf fans to Hazeltine National Golf Club in Chaska, just 20 miles from Belle Plaine. Several area residents worked at the event and watched the competition.
Just Being A Part of It All Jeanette Gloege of Belle Plaine and daughter Heidi Piche posed with some peculiarly-dressed European gents during this past week’s Ryder Cup at Hazeltine National Golf Club in Chaska. Jeanette and Heidi were among the many volunteers, including a number from Belle Plaine, who worked at the Ryder Cup for free. Jeanette said she and Heidi just wanted to be a part of the experience, and that she was “amazed� with the overall setup of things and how it all came together. “I’d do it again – over and over,� Jeanette said.

Janeth M. Madsen Janeth M. Madsen passed away on Thursday, September 29, 2016 at the Minnesota Valley Health Center in Le Sueur. Visitation will be held at the Kolden Funeral Home in Le Sueur on Wednesday, October 5 from 4 to 8 p.m. There will be a 3:45 p.m. C.C.W. Rosary followed by a short prayer service. Visitation will continue at the Kolden Funeral Home on Thursday morning from 8 a.m. until 10:45 a.m. Mass of Christian Burial will be held at St. Anne’s Catholic Church in Le Sueur on Thursday, October 6 at 11a.m. Interment will be in St. Anne’s Cemetery in Le Sueur. Fr. Andrew Stueve will officiate the services. Lunch to follow at St. Anne’s School, Le Sueur. Janeth was born on January 22, 1923, to Henry and Catherine (Becker) Bessel in Henderson Township. She attended St. Anne’s school through eighth grade then graduated from Le Sueur Public High School. She was baptized and confirmed at St. Anne’s Church and on November 28, 1945 she was united in marriage to Carl Madsen in St. Anne’s Catholic Church. Janeth and Carl made their home in Sibley County. Janeth served as Henderson Township clerk for 28 years and was employed at the Le Sueur Midland Co-op as a bookkeeper and Green Giant in the M.R.E., program. She was a member of the St. Joseph Catholic Church’s C.C.W.; served as treasurer of the cemetery association and secretary/treasurer of Christian Mothers. She also served as a Chaplain for the Henderson American Legion Auxiliary Post 74 and as secretary of the Le Sueur Valley Bird Club. Birdhouses, murals, crafting and quilting showcased her artistic and creative talents. Janeth is survived by her children, Linda (Loren) Rist of Henderson, Karen (Jim) Eshleman of Garfield AR, Robert (Tonya) Madsen of Rogers, AR, Luanne (Stuart) Schultz of Sparta, WI, and Lisa (Kern) Jones of Le Sueur; 12 grandchildren; 17 great-grandchildren; and four great-great-grandchildren. Janeth is preceded in death by her husband, Carl Madsen on 12/29/2000; her parents; and one infant son.
The Scott County Sheriff’s Office is again participating Minnesota Sheriffs’ Association (MSA) Law Enforcement Scholarship Program for 2016. Sheriff Luke Hennen said that the MSA Board of Directors have established a scholarship fund for the awarding of 15 $600 scholarships for this year. These scholarships are due to the coordinated efforts of the 87 sheriffs of in Minnesota. The members of the Minnesota Sheriffs’ Association give special recognition to the financial needs of students attending the peace officers skills course or one of the two- or four-year law enforcement degree colleges. “The board of directors feel peace officers in our democratic society have complex duties to perform,� said Hennen said. “The MSA recognizes the importance of pre-entry training for people considering law enforcement as their career choice. It also recognizes that some students need outside help in meeting the costs of such training, even though they excel academically.
The scholarship committee, in making its selection of awards, intends on achieving representation from all geographical areas of the state. Applications will be received until Oct. 15 of each year, with scholarship awards being announced by Dec. 30 of the same year. Application forms and a statement of procedures are available at the Scott County Sheriff’s Office. Scholarships are only available to students currently enrolled in one of the following three categories: – Mandated POST Skills Program. – In their second year of a twoyear law enforcement program. – In their third or fourth year of a four-year college criminal justice program. In order to qualify, students must have completed at least one year of the two-year program or two years of a fouryear program. Students meeting these criteria are invited to obtain a scholarship application form from their local Sheriff’s Office or online at www.mnsheriffs.org.

Add all ingredients to list.
1. In a microwave-safe casserole dish, pour enough water to reach 1 1/2 inches in depth. Place the squash halves cut side down in the water, and pierce the skin with a fork a few times. Microwave on high for 15 to 20 minutes. Drain. 2. Sprinkle each half with salt and pepper to taste. Place 2 tablespoons butter and 2 tablespoons brown sugar in each half. 3. Broil 5 minutes, or until butter is melted. Mix the melted butter and sugar into the flesh, and serve. New vendors are always welcomed. Green Isle OKs 2017 Preliminary Levy Hike Green Isle councilors plan a slight increase in the city’s property tax levy, but not the hike that was initially discussed. Last week, the city council gave its OK to a 3.1 percent increase in its preliminary levy for 2017. The preliminary levy of $556,681 was unanimously passed at the council’s Oct. 27 meeting. The council had discussed a 5 percent increase in the preliminary levy, but backed off it. “That’s all I hear, the taxes are too high,� said Mayor Dale ZumBerge. “We’ve got to cut as much as we can.� The city plans on minimal increases for street improvements the next few years. Most of the city streets in town are in good shape, ZumBerge said. The city council plans to approve its 2017 budget and the final property tax levy approved later this year. The finalk levy can not increase from the preliminary levy. It, along with state aid, fuel much of the city’s spending for services, sheriff’s coverage, fire services, street maintenance, debt service and the community school building.
Links Salaries to Inflation?
The Green Isle City Council recently discussed a proposal that council members who did not attend city council meetings would no longer be paid for them. Now, City Attorney Ross Arneson has an additional idea. Since the council hasn’t seen a pay raise in nearly two decades
other than incorporating the existing pension payment into the wage, Arneson proposed linking increases in pay to the rate of inflation. Currently, council members are $1,460 and the mayor $1,700. Arneson said he proposed the idea because he believes it’s a topic the council won’t broach. Council members are making less now than they did in 2010 because of inflation. Any change in compensation would not be available until after Jan. 1, 2017, eliminating the notion of the city council voting itself a raise. “You’ll take the one-time hit, but future councils will bless your name,â€? Arneson said. He said council salaries are “a pittance for what you contribute to the city and put up with.â€? The city is going to check how Green Isle council compensation compares to other communities of similar size. Arneson said he would report back to the council when that information is available. In other action at the Sept. 27 meeting, the Green Isle City Council: • Paid bills totaling $15,882.39. • Discussed establishing the weight limits on most city streets as seven ton per axle. • Heard a report on enrollment at Green Isle Community School. The school’s enrollment is at 65 kindergartners through sixth-graders plus 14 preschoolers.

Lakeville native Alex Grundstron contemplated a career in an elementary school classroom. She decided helping victims of domestic abuse is more fulfilling. She’s the new victim’s services coordinator for Belle Plaine-based Southern Valley Alliance for Battered Women.
Area Woman Finding Her Niche Helping Others at Southern Valley
She tried her hand at teaching. She enjoyed working with children, but Alex Grundstron was looking to accomplish something more. She was looking for a greater purpose. That search for fulfillment has brought the 23-year-old Lakeville native to Belle Plaine as the new victim’s services coordinator for Southern Valley Alliance for Battered Women. Her job is to act as a central information clearinghouse for domestic abuse victims, a one-stop shop to put people in touch with Southern Valley Alliance staff who can help them quickly and easily. Grundstron’s job will spare domestic abuse victims from having to retell the stories of their abuse repeatedly for each staff person who tries to help. Her job is a new position, the result of reorganization within Southern Valley as it works to expand its reach and array of services to victims of domestic abuse. “Alex will help build relationships,� said MaryAnn Bigaouette, Southern Valley Alliance’s executive director. Grundstron will handle all the data from victims and their families, efficiently directing them toward the program and services that will help them best. Previously, multiple people might have been working to serve the same person. Now, one person will staff the centralized office from which victims can be efficiently served. “It’s nice for victims to have one person to go to,� Bigaouette said. “It makes it a lot easier to have a confidant, someone who can help point her in the right direction.� Grundstron comes to Southern Valley from Sojourner, a Minnetonka-based emergency shelter for women and children offering legal advocacy and support program for victims of domestic violence. She served as an intern there. The position at Southern Valley Alliance for Battered Women provided her a more fulfilling opportunity to help victims of domestic abuse. She had studied elementary education in college. But along the way she realized that teaching was not her calling. Grundstron wanted to do more. “I just felt I was needed elsewhere, someplace where I could do more,� she said. Monotony is not a term Grundstron has
used regarding her work. She works with SVABW’s 24-hour crisis line and its team of approximately 60 volunteers who run support groups, the i’M o.K. (spelled in honor of SVABW’s founder, Maxine Kruschke) supervised visitation center and other initiatives. Grundstron has no regrets on her career path. She cares about children, but feels she can help them in a different and equally important and more immediate way. She enjoys coming to work each day knowing the next telephone call she takes might be from someone whose life she can help improve dramatically. “Ninety-nine percent of the time, they never call back after leaving the relationship. But it’s the one conversation where they tell you (that) you helped save my life or you help get me back on my feet that you know you did something right,� she said. “It sounds cheesy, but its real in that you know you’re doing good things.�
Increased Awareness
tims of domestic abuse in Belle Plaine, Scott and Carver counties Southern Valley Alliance for Battered Women is working to increase awareness of domestic violence during October, which is domestic violence awareness month. SVABW will be hosting an open house at its offices at 551 Park Street E. in Belle Plaine Friday, Oct. 21, 2 to 4 p.m. It is also hosting selfie booths and educational displays at the Scott County Government Center in Shakopee and the Carver County Courthouse in Chaska. SVABW has seen its requests for help grow dramatically over the years. In 1982, Southern Valley Alliance for Battered Women served five victims. In 2014, SVABW received 755 requests for help from victims of domestic abuse, 46 from Belle Plaine. Last year, it served 728 people, 55 from Belle Plaine. So far in 2016, Southern Valley has taken 508 calls for help, serving 44 people from Belle Plaine.

Thirty Years Ago This Week The Mayo Clinic in Rochester announced the names of six new consultants to their staff. Among the six was a native of Belle Plaine, Dr. J.L. Juergens, son of Dr. and Mrs. H.M. Juergens. A treat for music lovers of this community in the presence here of the Zuhrah Shrine Chanters of Minneapolis took place at the Belle Plaine High School auditorium. Among the organization of 80 voices was Fred M. Tillquist. Stanley Effertz, Dave Hottinger and Tom Melchior were attending St. John’s University. Patricia Lehnert, daughter of Mr. and Mrs. Milton F. Lehnert, and Phyllis Woestehoff, daughter of Mr. and Mrs. Wilmer Woestehoff, both of Blakeley, were enrolled as freshmen at Hamline University in St. Paul. Donald Laabs, Kenneth Krant, Gorman Schultz, Harold Wagner, Charles Pfarr, Wayne Mediger, William Brown and James Buden left for six months of Army training at Fort Leonard Wood, Mo.
90 Years Ago (1926)
New Owner Wally Fahey officially took over Eischens Bar from Urban Eischens. Fahey had been managing the bar under Eischens’ license for the past month. Eischens operated the bar here for 30 years, purchasing it from Joe Hahn in July of 1956. Fahey formerly owned Wally’s Tavern, a 3.2 bar that he sold in December of 1983. The Belle Plaine City Council set its 1987 tax levy at $432,815, which was up about $7,000 from the 1986 levy. After weeks of cold, rainy weather, area farmers were busying themselves with harvest. A frost that Sunday night helped initiate the field drying process that was vital to the combining of fall crops. Although television reports talked about the “late� harvest and its uncertainty, Scott County Extension Agent David Hart felt things were pretty close to normal in this area. The city council that Monday night decided to again have a tree planting program. The city would provide 3-inch diameter trees of linden or summit ash to residents for $90, which included planting. Rev. Robert Schlicht would be honored that coming Sunday on his 25th anniversary as administrator of the Lutheran Home in Belle Plaine. The community was invited to attend a 2 p.m. worship service at Trinity Lutheran Church, which would be followed by an open house at the Lutheran Home. Le Center scored a touchdown on its opening drive and it held up as the Wildcats defeated the Belle Plaine High School football team 6-0 that Friday night. The loss dropped Belle Plaine to 1-4 in the conference, 2-4 overall. Scott Hennen led the Tigers in tackles with 17. The BPHS volleyball team remained unbeaten in the conference with a record of 9-0 after defeating Arlington/Green Isle and Norwood both in three straight sets. During the weekend, the Tigers won their first four matches in a tournament in Gaylord before losing to Hutchinson in the championship. Belle Plaine’s overall record was 17-2. The Tiger tennis team finished the regular season with a record of 4-2 in the conference, 9-6 overall. The latest wins came against Mankato Loyola, Le Center and Chaska. In the latter match, Sara Miller, Shannon Morrison and Dawn Gerdes all
won their singles matches. The districts would be up next.
60 Years Ago (1956)
William Devine, 38, was in very critical condition at the New Prague hospital suffering from a crushed chest, two compound fractures on the forearm and internal injuries. He was attacked in his barn by an enraged bull. A $146,000 bond issue was submitted to Scott County voters for construction of a new jail and sheriff’s residence at Shakopee. The county at that time was lodging its prisoners in the Carver County Jail, the old Scott County Jail having been condemned, and the old sheriff’s residence used for other purposes. The new blacktop road south from Belle Plaine to the Le Sueur County line was finished and opened for traffic. To old timers, the road was known as the judicial or meridian road. Pastor M.C. Linnerson of East Union indulged in a hobby that paid off surprisingly well. He sent to Abeline, Kan., for 200 yam plants. At the current market price for yams, he estimated that an acre would realize $500. At St. John’s Lutheran Church took place the marriage of Marcella Mae Olfert, daughter of Mr. and Mrs. H.D. Olfert, to Gerald V. Schultz, son of Mr. and Mrs. Victor Schultz. Paul W. Schuneman, who had made his home in Belle Plaine since his son and daughter located here, died at St. Joseph’s Hospital in Mankato. He was 64 years old. Francis A. Tellers, son of Hubert Tellers of north of Belle Plaine, and Miss LuAnn Schmitz, daughter of Mr. and Mrs. Carl M. Schmitz of Credit River, were married at St. Peter’s Catholic Church, Credit River. Mr. and Mrs. Anton Laabs celebrated their 36th wedding anniversary with all their children and 24 grandchildren.
A killing frost came on Oct. 8. Most of the damage was to the cane crop awaiting processing at the Bieder sorghum mill. Trying out the new pavement was the favorite occupation of Sunday motorists. Between here and Minneapolis, there remained nine miles of graveled road, five of blacktop and the rest concrete. The Walter Lundberg family took occupancy of their new home at the south side of town, built that summer by Mr. Lundberg. The Edward Duffys moved into their new farm home, built on the former Riley place. The Fred Blume family and others were at Jordan to attend the funeral of Rev. Charles F. Blume, who died in St. Paul. Nearly 100 persons from here and Blakeley went to Lester Prairie for the golden wedding of Mr. and Mrs. William Ernst, former residents of Blakeley Township. Richard Riley died unexpectedly at his home following a stroke at the age of 52. All his years were spent in this community. Gov. Christenson issued an executive order in which hunting of male ringneck pheasants was limited to two days except in Hennepin, Carver and Scott counties, which had a 15-day season. At the Hamburg church took place the marriage of Miss Myrtle Perbix of that parish
to Edward Freter of Blakeley Township. Mrs. Andrew Lindenfelser, 24, daughter of Mr. and Mrs. Steve Huss of Union Hill, died at her home in St. Michaels. The funeral was attended by many people from Union Hill and Belle Plaine. Ed Eckhardt had scheduled another ball game between his team and the St. Paul league team, staging the game on the Arlington diamond. St. Paul won 2-0. The marriage of Miss Agnes Merry, daughter of Mr. and Mrs. Thomas Merry of St. Thomas, to M.P. Overn of St. Peter took place. On the Belle Plaine High School Tiger football team were Ted Mahler, E. Schultz, R. Effertz, R. Anderson, J. O’Day, G. Effertz, J.Hahn and D. Sullivan.
120 Years Ago (1896)
John P. Sisterman was made night operator at the Belle Plaine depot. Scott County Republicans met in convention and decided to place no county ticket in the field. Instead, they endorsed the ticket previously nominated at the Anti-Ring convention. William Jennings Bryan paid his first visit to Minneapolis and his meetings in St. Paul and Minneapolis were the greatest political rallies ever witnessed in those cities. Mike McCann, who had operated a tailoring business here, closed his shop and moved with his family to Chicago. The local bank had total deposits of $53,000. The political event of the year was the Democratic county convention. Always hotly contested, nomination at the this convention always meant election.
Green Isle F.D. Hosting Luncheon Sunday The Green Isle Fire Department is hosting its 17th annual fall community luncheon Sunday (Oct. 9, 10 a.m. to 1 p.m.) at the fire hall. The menu includes Windsor pork chops, baked potatoes, corn, roll, dessert, coffee and milk. Tickets are $10 for adults (in advance from any firefighter), $11 at the door. Tickets for children ages 5-10 are $6.

American Legion Auxiliary News We are starting the American Legion Auxiliary year off with lots of activities going on. Our next meeting is Thursday, Oct. 13 at 7 p.m. We will be planning our budget and our events for the 2016-2017 year. Lunch hostesses are Deb Schroeder, Marilee Schwichtenberg, Jen Winter, Dawn Winter and Jessica Nagel. The Vets Club Steak/Shrimp fry will be Friday, Oct. 14 with serving from 5:30-8 p.m. The Vets Club will be hosting a Flag Retirement event on Oct. 15. If you have any flags that need to be disposed of, please drop them off at the Vets Club prior to the 15th. There is a box located outside of the building to place your flags in. On Sunday, Oct. 16, the Sons of American Legion will be hosting their omelet breakfast. Come and enjoy a delicious breakfast. The first annual Vets Club fund-raiser event will be held on Saturday, Oct. 22 at the Vets Club. Funds raised will be used for club improvements and to help support our veterans and their programs. The event starts at 3 p.m. and will feature live and silent auction items. Food will be available and the bar will be open. I am writing to encourage you to vote for the best candidate for Scott County Commissioner, my granddaughter Barb Weckman Brekke. Belle Plaine has been a great place to live, and I hope that it stays that way for many more generations. Foster Pet Care Needed Volunteers are needed to provide temporary foster pet homes for puppies, cats, rabbits, kitten litters and dogs in Carver, Scott, Le Sueur and Hennepin counties. The Society provides medical care, food and litter. Volunteers provide a safe, loving home for an average of three to six months. Police Arrest Minneapolis Man on Drug Charges in B.P. A Minneapolis man staying with his sister in Belle Plaine faces felony drug possession charges after his arrest here. Elijah Rashad Jackson is charged with fifth-degree drug possession. He is due in Scott County District Court for a first appearance Oct. 31. Jackson was the subject of an arrest warrant out of Hennepin County. Belle Plaine police, assisting Minneapolis police, executed that warrant Sept. 12. They found him in an apartment on the 300 block of South Elm Street. The criminal complaint says Jackson was staying there with his sister and her fiancÊ. Before taking Jackson, 24, into custody, Belle Plaine police were overwhelmed by the smell of marijuana as they climbed the stairs to the apartment, according to the criminal complaint. Police noted a large amount of currency on the kitchen table. While waiting for a warrant to search the entire apartment, police contacted Jackson’s sister. The criminal complaint says she told them, the complaint states, the money on the kitchen
table belonged to Jackson. Police found several marijuana pipes with residue of burnt marijuana on them. They also found in the living room, the complaint states, 57 grams of “leafy green substance� in a black plastic bag that tested positive for marijuana. In the kitchen, they found an additional 17 grams of a “green leafy substance�, the charge states, in a separate plastic bag. The criminal complaint says Jackson admitted to ownership of marijuana in the black bag. He disputed there were 57 grams in the black plastic bag, the complaint states.

Man Charged for Failing to Register, Assaulting Police Officer A man Belle Plaine police say lived here for just over three weeks is facing two felony counts for failing to register as a predatory offender and assaulting a police officer. Derek Marlan Bahmer was scheduled to be in Scott County District Court yesterday (Oct. 3) for an omnibus hearing on charges he knowingly did not update police of his new address as required. indecent exposure and lewd behavior, Bahmer, 25, was required to notify police of his address and other information in a timely manner. Court records show he was also convicted of failing to update the offender registry in June of 2013. The criminal complaint said police became aware Sept. 1 Bahmer moved from Prior Lake to the 200 block of South Ash Street in Belle Plaine. The Bureau of Criminal Apprehension predatory offender listing still lists him as a Prior Lake resident. Bahmer had been involved in several police calls to his resi-
dence. The criminal complaint says Bahmer admitted he was not in compliance with the requirements of the predatory offender registration. He became “agitated� with a police officer when questioned about it and started to flee the police interview room. Bahmer allegedly assaulted an officer who tried to stop him from leaving the room. Three officers were required to subdue Bahmer, according to the criminal complaint. There are currently 20 sex offenders living in the city and outskirts of Belle Plaine.

September has come and gone and the 2016-2017 school year is well underway! Every year is filled with challenges, opportunities, growth and new ways of doing things. Preparing students in 21st Century schools is both exciting and daunting all at the same time. When one pauses to look at the world we live in today, it is very clear that what we must do to prepare learners for the world of tomorrow is far different than what we have done in the past. For years, public education has struggled to meet and support all learners at the level they are at in the learning process. Schools have had to teach to the middle because they did not have the ability to monitor student learning in real time. We refer to this as meeting students in their “zone of proximal development�. There have been many trends that have attempted to do this from whole language to outcome based education. In theory, many of these ideas addressed the issue of meeting the needs of students at their learning level. However, the ability to manage this work through paper and pencil was virtually impossible. In the Belle Plaine Public Schools we are not just talking about individualizing and personalizing the learning experience, we are making it happen. After making site visits to other schools who are engaging in this work and doing research, we had a group of teachers decide to begin and implement a blended learning environment. This environment offers a combination of face-to-face and online learning for students with personalization at the center. Through assessment, teachers are able to monitor daily what students know and are able to do. In a traditional setting we often had to wait until a chapter or unit assessment to understand what a student had and had not comprehended. This approach caused students to continue to fall further and further behind over the course of the year, often landing them in an intervention program the next year. Blended learning environments allows our district to offer content in an anytime, anywhere manner, but still utilize the expertise of teachers so that students have resources and support as they learn at their own pace. Our vision as a school district, through blended learning is to ensure rigorous and relevant learning opportunities that prepare students for lifelong learning in a global society. Last year two of our fifth grade teachers lead the way with piloting the blended learning approach in their math classrooms. Their goal was to individualize and personalize the learning experience. Amy Stolee, shared the real strength of this approach was their ability to monitor and work with students immediately when they began to struggle. On her computer, as students are working on their assessments, flags will pop-up on her screen to show what kids are getting what questions wrong, the second it is happening. This allows her to work with individual students in different areas they are struggling with, at that exact moment. In the past, she went on to explain, you never truly understood which kids were getting the information and which kids were still struggling until the end of the unit and had failed the test. Jill Provoncha, highlighted that students who already knew the material could continue to progress and learn at their own pace. With a blended learning approach we are able to personalize education for each student in a way that a more traditional classroom cannot. Blended learning allows students to work at their own pace, making sure they fully understand new concepts before moving on. This allows students of varying academic skill levels to take extra time or work ahead as they may need. The new approach did not go unnoticed. In 2015, the average level of proficiency in fifth grade at Oak Crest was 49.2%. Last year that average increased by 18.4% to 67.6. Staff acknowledge that it is always a different cohort of kids, but also it was the first time they had been able to get through all of standards with a real sense for each individual student's level of proficiency. Provancha, loved that they were not just following a book but really teaching the standards students need to know at the end of fifth grade. Along with our fifth grade staff members, we have many other teachers in the district who have embraced the Blended Learning Model as well. Adam Smith and Melissa Hanson, both 7-12 math teachers, and Steve Schroeder, a High School Science teacher have implemented a Blended Learning model. All three of them have acknowledged the benefits of the model: allowing students to move at their own pace and being able to offer consistent and timely support for specific skills and students based on daily check-in and formative assessments. The number of teachers implementing pieces of this model continues to grow thanks to the leadership of those teachers that have witnessed the student success and continued their work and research in this area. With this new approach, our staff are striving to create an environment where all learners will have engaging and empowering learning experiences both in and outside of school that prepare them to be active, creative, knowledgeable participants in our globally networked society.

Schultz Family Solves Harvest Hunt Mystery The 2016 Harvest Medallion Hunt was solved Thursday evening shortly after a fourth clue, which was released at the Belle Plaine Chamber of Commerce building. No one had been able to find the coin after the first three clues that were published in the Herald. Finally locating it was a Schultz family search party, who is giving credit to the actual find to young Luke Schultz, who had long teamed up with his dad, Pat, in trying to locate the $200 prize. But Luke was with his grandma, Sue Schultz, when they discovered it buried underneath a straw pile lining a construction silt fence near the sidewalk

not far from the intersection of West Commerce and Enterprise drives on the north side of the new bridge (see photo). “Pat and Luke were the real searchers – I was kind of new to the party,” said Sue Schultz, adding that Pat had to leave the last-minute search early to take Luke’s younger sister, CeCe, to dance class. Wanting to go to the volleyball match at BPHS that was going to start soon, Sue said she and Luke decided to make one more pass of the search area, and that’s when they noticed the straw lining the silt fence. “We had to dig through quite a bit of straw but we found it,” said Sue, adding that when
Luke found a peanut butter jar full of sand, they knew the medallion had to be inside it. And it was! The Schultz family weren’t the only searchers lured to the new bridge area following the release of the fourth clue. Sue said several other search parties were nearby. “There were a lot of clues (in the fourth clue) that led everyone to the bridge area,” Sue said. Among those clues were references to farms (there is a nearby farm), and a major reference to bridges – “Stone Arch, Brooklyn and Tower.” There were also references to straw and sand.

‘Cupcakes With Cops’ First-graders from Brandon Gaikowski’s class at Chatfield Elementary School visited with Belle Plaine Police officers Brian Vycital and Mickey Semantel Thursday (Sept. 29) afternoon. The students enjoyed a tour through the station, sat in a police car and visited the police garage. They enjoyed treats from Lady A’s Cupcakes with the two officers as a way to thank them for their service to the community. Police officers have been under the public and media microscope a great deal recently, which makes a difficult job that much harder
and more demanding. “As an educator, I feel for those in law enforcement; our roles are similar in many ways,” Gaikowski said. “Police officers and teachers are in charge of ensuring the safety of the individuals they serve. I wanted my students to know that police officers are very hard-working people, many with families and children of their own. I also wanted them to know that police are kind people that care about them just as much as their mom and dad, friends and teachers do.”

The Belle Plaine High School tennis team wrapped up the regular season with a trio of Minnesota River Conference wins (all by scores of 4-3) last week, which gave the Tigers a final record of 4-2 in the MRC, good for a three-way tie for secondplace with Sibley East and TriCity United. Jordan wrapped up the championship with a record of 5-1, itâ&#x20AC;&#x2122;s only loss coming against Belle Plaine. Still, the Tigers will not be hosting a Section 2A Team Tournament match as they received the No. 6 and will travel to St. Peter to take on the No. 3 seed Saints 4 p.m. this Thursday. Football night gave us great field position and made it tough on New Ulm,â&#x20AC;? said Tigers coach Justin Johnston. â&#x20AC;&#x153;Jack Larson was a force on the defensive line all night. He made it really hard for them to find their rhythm. Brody Curtiss, Jon Schmidt and Alec Ruud all had big interceptions that stopped drives. â&#x20AC;&#x153;Carsen Ladd did a great job leading the offense, making a lot of great reads and pulls. Brody (Curtiss) and Marcus Walsh played good games, putting up some impressive numbers. The offensive line did a great job making holes and giving Carsen (Ladd) time to throw.â&#x20AC;? Ladd completed 14 of 26 passes 171 yards, a touchdown and two interceptions. He kept 11 times 124 yards and three TDs. Curtiss had seven catches for 107 yards and one TD. Belle Plaine Sweeps Glencoe, NYA by Dan Ruud The Belle Plaine High School volleyball team posted two more victories by sweep last week, defeating a pumped up Glencoe-Silver Lake squad 27-25, 25-19, 25-22 in a nonconference contest at Glencoe on Tuesday, and upending Norwood Young America 25-21, 25-17, 25-20 in a Minnesota River Conference match Thursday night in Belle Plaine. The Tigers, 4-0 in the MRC, 12-2 overall, were scheduled to host Waconia Tuesday night after this edition of the Herald went to press. They will resume competition at Class 3A Chaska 7 p.m. next Tuesday. Tigers 3, Glencoe-SL 0 The Tigers had to scrape out a very competitive first set 27-25 before making things a bit easier for themselves in the next two sets last Tuesday night at Glencoe-Silver Lake. “I felt that the girls faced a lot of adversity right away with the size of the Glencoe crowd and the fact it was their homecoming,” said Belle Plaine co-head coach Sara Geller. “The atmosphere of the gym was definite-
ly favoring Glencoe, so it was great to get out of there in three. Glencoe had some big middle hitters that we were able to get a block up on more as the game went on. This wasn’t our best match of the season, but like I said earlier, the girls were able to work through some adversity and come out with the win.” Mariena Hayden and Taylor Kruger had 21 and 15 kills, respectively, for the Tigers, followed by Danielle Taylor with four and Mikayla Coops two. Paige Narveson and Brittany Teal both had two. The dig leaders were Elizabeth Johnson (26) and Narveson (14), while Taylor had 40 set assists. Hayden had five ace serves and Johnson one. Belle Plaine Sinks New Ulm by Dan Ruud The Belle Plaine High School football team spoiled New Ulm’s debut of its brand new artificially-turfed football stadium and its homecoming by blitzing the Eagles 39-7 Friday night. The Tigers, who improved to 4-1, led 12-0 at halftime and 26-0 before New Ulm scored on a 75-yard pass play for its only score of the night. That one play accounted for more than half of the Eagles’ total yards of 142. Belle Plaine had 460. In a first half that was characterized by turnovers (Belle
Plaine was intercepted two times and New Ulm three times), the Tigers managed the only two touchdowns of the half. A 2-yard TD run by quarterback Carsen Ladd midway through the first quarter was followed by a 39-yard scoring toss from Ladd to wide receiver Brody Curtiss early in the second quarter. Ladd scored his second and third touchdowns of the game in the third quarter on runs of 30 and 2 yards to make it 26-0. The Eagles finally countered when quarterback Alex Portner connected with Cooper Yackley
on a 75-yard catch and run to trim the lead to 19 points on the final play of the third quarter. What hope the home team had of catching up was quickly extinguished when Belle Plaine running back Marcus Walsh darted into the end zone on an 8-yard run with 9:48 left in the game.
