City Council Awards Bid for Ambulance Garage Door Repair Low Bid Was Less Than Half of Next Lowest

Belle Plaine Mayor Mike Pingalore encouraged the Scott County Board to support his city’s plan for an interchange at the intersection of Highway 169 and County Road 3 (Meridian Street) at the commissioners’ Oct. 15 meeting. He told the board the design was already approved by the Minnesota Department of Transportation (Mn/DOT). Turns out, that wasn’t com-
pletely accurate. After a subsequent meeting at the county highway facility with county highway staff and Commissioner Joe Wagner of Sand Creek Township, Belle Plaine’s representative on the county board, the county informed Pingalore and city staff the Minnesota Department of Transportation (Mn/DOT) had not yet signed the plans indicating approval of plans for a second interchange – an overpass at County Road 3 with access south of County Road 3 to the highway’s north and southbound lanes. Furthermore, Pingalore said, the state’s position is Mn/DOT won’t sign on until all of the estimated $10-$12 million to build the interchange is formally identified and dedicated committed to the proposed
plan. Once that funding is formally approved for the project here, Pingalore and Sheila Kauppi, Mn/DOT’s south area manager, said the state and city could begin work on finalizing the details of the plan. “We want the funding in place. Things change,” Kauppi said. “It makes less risky for everybody.” Pingalore will be promoting Belle Plaine’s need for a second interchange and funding options in meetings he has scheduled today (Dec. 4) with county officials and Dec. 18 with Mn/ DOT staff. He’s concerned the county’s economic development interests are focused upon Shakopee. The mayor is hoping the county and Mn/DOT will support an interchange he says is important to Belle Plaine’s economic
development. “Scott County is rapidly growing. (Highway) 169 is one of the fastest growing corridors in the state. We’re ready to develop. We want to be a part of it,” he said. Pingalore’s counting on a healthy chunk of funding from Mn/DOT’s corridor investment management strategy grant (CIMS). The grant is intended to fund trunk highway projects that improve quality of life, environmental health or economic competitiveness. The state has yet to allocate CIMS grant funds for 2014-2023. Last spring, Belle Plaine was

by Dan Ruud The Belle Plaine City Council Monday night unanimously awarded the contract for the repair of the garage doors at the ambulance facility to Crosby Construction of Belle Plaine at the “very” low bid of $35,585. That bid was less than half the amount of the other two received from Del’s Construction Company ($79,500) and Greystone Construction ($85,211). “After receiving the quotes, I contacted Crosby Construction to make sure he was aware of the scope of the project and the bid procedure,” reported Public Works Superintendent Al Fahey. “He was with the exception of adding the $3,000 construction contingency and the performance bonds.” Fahey added that Gary Crosby told him the reason the other bids were so much higher is probably because many contractors have heavy workloads this fall, thus submitted higher bids. The council, including Mayor
Mike Pingalore, expressed relief that Crosby Construction submitted a low but responsible bid that will save the city some $40,000. In September, the council authorized the city engineering firm of Bolton and Menk to perform engineering services for structural repairs to the city ambulance garage doors and authorized staff to proceed with bids for the work. It had been determined that the aging doors are succumbing to structural deterioration around them. In other business Monday night, the council unanimously authorized the renewal of the contract with Minnesota Critter Getters for animal control services from Jan. 1, 2014 through Dec. 31, 2016. In the contract, the city agrees to pay Critter Getters a monthly retainer fee of $1,200, which includes 24-hour coverage and reasonable response times, compassion and quality care for all animals, impound facility, nuisance animal control and other services. The city receives 40 percent of the impound fee for each

Holiday Express This Saturday Will Take Place at High School
Belle Plaine’s popular Holiday Express will take place at the high School this Saturday from 9 a.m. to noon. This is a change from past years when it was held at Chatfield Elementary School. The reason for the change is that the event has grown so much in recent years that more space is needed, which the high school’s spa-
cious south gym and commons area can provide. Holiday Express is sponsored by Belle Plaine Events and Festivals and the school district’s Early Childhood Family Education and PTO. Santa and Mrs. Claus will be there to visit with kids, so bring your camera. There will also be crafts and more. At Santa’s Store, children can holiday shop for their family and friends. Gifts will be available for purchase (up to $5).
Featured will be merchandise from local businesses. Santa’s helpers will assist younger shoppers while parents wait in the hallway. Holiday Express attendees can donate an unwrapped gift or cash donation to Southern Valley Alliance for a child or mother. Volunteers are being sought to help set up, clean up or assist

As they did annually in Belle Plaine for many years, Santa and Mrs. Claus set up shop downtown in 1983. They were available for visits that year 5-8 p.m. weekdays and Saturday from noon to 4 p.m. Plans are for that tradition to resume this year. The days and hours have not yet been announced.
City Planning to Bring Back Santa House
Supporting Small Businesses “Floorence the Horse,” the mascot of Berger Interiors in downtown Belle Plaine and one of Cindy and Kevin Berger’s five daughters, drew the attention of passing motorists on South Meridian Street Saturday during Small Businesses Saturday. The day was set aside after Black Friday to encourage shoppers to support small, local retailers rather than solely doing businesses with corporate giants.
A decades-long tradition in Belle Plaine that ended many years ago is being restored. That would be the return of the Santa House downtown, which is still in the memories of many of Belle Plaine’s adult residents but was discontinued long before any of today’s teenagers or college-age students could experience it. In the day, Santa, often accompanied by Mrs. Claus, would visit with children almost daily in his house downtown during the holiday season (see photo). Free photographs with Santa, coloring books and treat bags were the norm for some visits. Belle Plaine Mayor Mike Pingalore said he recently received a request via Facebook to perhaps bring back the Santa House tradition. He looked into
it some and each step along the way the prospect of a Santa House revival became increasingly feasible. “I spoke with Dave Siwek of Siwek Lumber in Jordan last week and told him what we wanted to do, and he is going to donate all the materials to build it,” said Pingalore, adding that the plan is to construct the house in the public works garage during evening hours this week. The all-volunteer staff will include Public Works Superintendent Al Fahey and employee Mike Herrmann. “We’re going to make it (Santa House) look as much like the old one as possible,” Pingalore said. When finished, the new Santa House will be placed on the vacant lot at the intersection
of Main and Meridian streets downtown. Pingalore said he received permission from property owner Bob Behnke to do so. Also, The Lutheran Home is donating candy canes to be given away to children at the house. Parents are encouraged to bring a camera for photos. If all goes well, Pingalore expects the Santa House will be ready to open this weekend or the following weekend. The hours have not yet been determined. Henderson Man Killed Friday in Logging Accident

David Bach, 53, a life-long Henderson resident, was struck by a tree branch and killed shortly after noon Friday, Nov. 29. Bach and his son Christopher were clearing trees from a pasture on the family farm just west of Henderson when a tree slipped from the grips of a grappler, which was attached to a Bobcat, and swung around hitting Bach in the head. Henderson Fire and Rescue, the Sibley County Sheriff’s Office and the Arlington Ambulance responded to a 911 call at 12:29 p.m. Rescuer’s attempts to revive Bach were unsuccessful, and he was pronounced dead at the scene. The Anoka County Medical Examiner’s Office was also called to the scene. According to Bach’s wife Kristine, her
husband was an organ donor and usable organs and tissues were removed before the autopsy. Bach is a 1979 graduate of Henderson High School.

USDA Rural Development has funds available to help local homeowners finance home improvements through lowinterest loans and grants. As winter weather is fast approaching, now is a good time for homeowners to evaluate the need for necessary repairs or replacement of items such as a roof, electrical, plumbing and siding. Energy efficiency improvements through replacing windows and insulation also qualify. Funds can also be used to replace a furnace, sanitary disposal system and to make homes handicap accessible. Applicants must own and occupy the home, and their income may not exceed guidelines established by county and household size. Income limits vary by county and average $24,700 for a one-person household and $28,250 for two-person households. Income limits increase for larger sized households. Applicants should check with the local USDA Rural Development Office for income limits in a particular county. For loan eligibility, applicants must also have an acceptable credit history, show repayment ability, be unable to afford a conventional loan and live in a community with a population of 20,000 or fewer. The maximum loan is $20,000, repayable over 20 years with a one percent interest rate. Grants are limited to elderly homeowners over the age of 62, and can only be used to remove health or safety hazards or remodel dwellings to make them accessible to household members with disabilities. The maximum grant is $7,500. Arthur C. Huber Arthur C. Huber, 91, of Belle Plaine, passed away December 1, 2013 at Mayo Clinic Health System in New Prague. Mass of Christian Burial will be at 11 a.m. on Wednesday, December 4, at Our Lady of the Prairie Catholic Church in Belle Plaine. Fr. Michael Kaluza will officiate. Visitation will be one hour prior to Mass at church. Interment will be in Saints Peter & Paul Catholic Cemetery in Belle Plaine. Art was born in Le Sueur on August 14, 1922 to Frank and Margaret (Luskey) Huber. They moved to Belle Plaine when Art was 4. He grew up in Belle Plaine, attending Saints Peter & Paul Catholic School and graduating from Belle Plaine High School. After graduation, he enlisted in the Navy and went to Great Lakes Boot Camp. He was then moved to Annapolis, MD where he was transferred into the Marine Corps. He was then sent to Camp LaJune and Camp Pendleton before shipping out to Japan. Art served during WWII in Okinawa from 1943-1945. On December 27, 1945 he married Eunice “Pat� Paulson at St. Stephen’s Catholic Church in Minneapolis. They lived in Courtland for a year before moving to Belle Plaine. He worked for his family Red Owl grocery store for several years and also at Minnesota Valley for 11 years. The majority of his working carreer was spent running the boiler at Green Giant in Le Sueur until his retirement at age 62. Art loved raising canaries, bowling, playing cards and gardening. Five years after the area housing market hit rock bottom, the pictures seems to be improving based on numbers of housing starts, sale prices and days on the market in Belle Plaine and area communities. In Belle Plaine, the city has issued 12 building permits for new houses – twice as many as in 2012. Builders of six of those 12 houses have been granted certificates of occupancy, said Chelsea Alger, Belle Plaine’s community development director. The remaining six houses are all in various stages of construction. The 12 houses average almost $204,000 in value.
Across the area, the sales of houses are on an upward swing. The average sale price has been climbing, as has the percentage of the original asking price sellers are receiving. Generally, houses are spending less time on the market, too. In Belle Plaine, the average house on the market has sold for $144,000 in 2012 and ’13 – almost $20,000 more than it did in the fall of 2011. The sale generated about $24,000 more for the seller in 2013 than in 2011 while spending about the same amount of time on the market.

The 28-week program focuses on personal and social readiness at the junior high level, which are skills necessary to have success within school. Ramp Up to Readiness progresses to lessons on understanding themselves as individuals and selecting classes that meet their skills and future plans. At the upper level, students become more focused on where they will be going and how they will get there, he said. “Each student will have a plan, but will also possess the skills to make adjustments to that plan as their skills and interests change,” Kreft said. Belle Plaine School Board directors are confident the district’s students are well prepared for life after they leave BPHS. But good, they figure, isn’t good enough. Last week, the board unanimously OK’d a plan to apply to the University of Minnesota’s Ramp Up to Readiness program. The program is designed to better prepare students for life after high school, whether they head right into the workforce, enter the military or enroll in a technical school, two- or fouryear college or university. The district will learn next month whether its application will be accepted for the 201415 school year or the 2015-16 school year. The curriculum is available at no cost for the first two years thanks to a federal grant to the U of M. After that, it can be reproduced and continuously used until the school feels it needs to be updated. Dave Kreft, principal Belle Plaine Junior-Senior High School, said the Ramp Up to Readiness curriculum is currently worth between $1,500 and $2,000. “It’s a pretty cheap curriculum for 700 students,” he said. Because the junior-senior high does not have a systematic approach to career readiness, the intent is to have students better
prepared for college or careers when they leave. “We are always looking to improve,” Kreft said. “We have had experiences where seniors are not clear on their post-secondary plans and parents are not able to provide the type of career and college counseling that is necessary. This program guarantees that all students will possess the skills to make post secondary decisions.” Kreft is hoping Belle Plaine will be selected for the 2014-15 school year to avoid “another year where students don’t have the benefits of the program.” It will be available to seventhgraders through seniors. Ramp Up to Readiness will help students select the appropriate classes that will complement their post-graduation plans, whether they are interested in college preparatory or technical classes. Kreft told the board of the 14 seniors he’s had discussions with regarding their plans for next year, “over half are not sure” what they’ll be doing or where they plan to be. He said the school has plenty of information for seniors on schools, but wants to bolster what it can do for students looking to enter the workforce after graduation. It can also help upperclassman gain a better understand-

FFA Members Attend National Convention Six Belle Plaine FFA members and their advisor attended the 1983 National FFA Convention in Kansas City that November. Pull-tabs, the little pasteboard cards with five sets of slot machine-type symbols hidden under the tabs, were removed from Belle Plaine bars. The cards sold for 50 cents each and were big business in four local bars before the “heat was put on.� According to David Valentini of the state attorney general’s office, pull-tabs were only legal for non-profit organizations. Many of the bars argued they used the profits from pull-tabs for sponsoring softball or other non-profit sporting games. But Valentini stated it was illegal to sell them inside a profit business establishment because they were used as an incentive to enter the private business. Boeckman Body Shop, The Belle Plaine Motel and Wally’s Tavern each had new owners that week. Jon Schuette became owner of Boeckman Body Shop; the Belle Plaine Motel was purchased by Earl and Evie Drentlaw; and Wally Fahey turned over Wally’s Tavern to buyers Kevin Nyblom and Jim Stradcutter. It appeared the city of Belle Plaine may soon have a town logo, or symbol, to identify the community. The city council, at the urging of the city clerk and community services director, agreed to conduct a contest to design an official city logo. The winning logo would appear on city stationary, city equipment and other city properties. The winners of the first Belle Plaine Christmas Drawing for that season were announced. They were Emil Freter, Lynn Piche and Sandy Hiles of Belle Plaine, Joyce Olson of East Union and Steve Muehlenhardt of Henderson. Each winner received $25 in certificates to be spent in participating Belle
Plaine stores. Forty-nine merchants were taking part in the program. The Belle Plaine High School boys’ basketball team opened the season with two road trips, losing at Mankato Loyola 5542 and defeating Faribault Shattuck 58-50. Kevin Wolpern combined for a team-high 36 points in the games. The Tiger girls’ basketball team upped its record to 3-0 with victories over Mankato Loyola (47-44) and Montgomery (39-35). Sandi Schmidt led Belle Plaine in scoring both games with 13 and 19 points, respectively. The Tiger wrestling team had to settle for third place at the Belle Plaine Tournament that Saturday. Morgan finished first, followed by Watertown, Belle Plaine and Waconia. Winning individual titles for Belle Plaine were Pat O’Brien (98), Tim Siegle (119) and Ed Fogarty (138). The 1983-84 Tigers were coached by Dick Fox.

It was a better than average residential building year in Belle Plaine with 14 new homes finished, occupied or ready for occupancy. In addition, there were nine other houses started and in various stages of completion. Besides those, there were three moved-in houses, all remodelled and occupied. Gottfried Eggers, well-known resident of the Gotha community, died and his funeral was held at Zion Lutheran Church. There were 22 auxiliaries answering roll call and local president, Virginia Fogarty, welcomed the group and presented Christmas corsages to the department and district presidents. Joseph Coyle, native of the Belle Plaine community, died of a heart attack at his winter home in San Diego, Calif. He was 72 years old. Over 450 creamery patrons and wives turned out for the annual meeting of the Belle Plaine creamery. The most popular event was the handing out of bonus or dividend checks. This distribution was the patrons’ equity reserve of 1948, amounting to $54,433.06, of which $31,098.56 came as earnings received from Minn. Valley Milk. Some members’ share of this unusually big melon came close to $600. The annual event of Santa’s appearance at Matt’s Variety Store reported a total of 850 bags of goodies handed out to youngsters in a three-hour period. Many relatives and friends helped Mr. and Mrs. Anthony Dressen celebrate their 40th wedding anniversary on Thanksgiving Day. A fire completely destroyed the 38-foot trailer house of Mr. and Mrs. Geo. Taubman. The Taubmans had been away for several weeks and their trailer house was parked in the rear of Vernon Tiegs’ home. The cause of the fire was unknown. The fall general term of district court for Scott County opened at Shakopee with another heavy calender of civil actions. In all, there were three criminal cases and 84 civil actions. The Belle Plaine Tigers defeated Waterville with a score of 43-40, but fell to New Prague by 14 points. Melchior took scoring honors in both games.

Some farmers hereabouts were plowing during the first week of December. That fall was the longest on record for fair, warm days. Mr. and Mrs. Harry Marks were away on a trip to Virginia to visit his folks. J.H. Fideldy was elected chief of the Belle Plaine Fire Department at the annual meeting. John B. Guenther, a native of Belle Plaine, died at his home in St. Paul. He was a son of John B. Guenther, pioneer resident, but left Belle Plaine when a young man 40 years previous to his death. Mr. and Mrs. John Sharkey closed their home here for the winter and went to California. They were accompanied by their daughter, Margaret, and son, John. Mrs. Stemple, a former resident of the German Settlement, died at her home near Le Center. Rev. and Mrs. Holmberg, new occupants of the West Union parsonage, were tendered a surprise party by the congregation. A nice gift was presented them. Rev. Idstrom of East Union made the presentation speech. John Holste, who had lived all his 67 years on a Blakeley Township farm, died. The funeral was held from the Le Sueur Methodist Church. Robert Van Horik, commander of the local Legion post, called a meeting to decide whether the post should continue. John Flaherty of Assumption suffered a split-kneecap in a fall down the hay chute of his farm. He had to be taken to a St. Paul hospital. St. Lawrence relatives of Arthur Dubbe, Jordan boy, were greatly concerned about a cavein that befell him in Montana, where Arthur and his brother, Ben, were homesteading. Two dairy herds on Washington Lake farms were hit hard by the T.B. test. On the Andrew Franck farm, 24 cows were condemned, 19 on Peter Heckman’s farm. Henry Beckers, who was engaged in the furniture and undertaking business in Belle Plaine for 20 years, died in Alberta, Canada. Some years after the turn of the century, he went to Canada to engage in farming. Charles Reddemann, wellknown Tyrone Township farmer for 50 years, died at the age of 92. Dr. von Bohland of Belle Plaine was elected president of the county medical association. The only evidence of the winter season were banks of Christmas trees along the walls of dealers.

He will replace Jim Lange, who recently resigned after serving 14 years on the EDA, The other candidates for Lange’s replacement were Jeff Jansen, Chris Meyer and Ed Townsend. *Unanimously approved 2 percent cost-of-living wage/ salary increases for both union and non-union city employees. The salary increases were discussed and set during the city’s budgeting process that began in July. Step increases were also awarded to those who qualified. *Unanimously accepted a donation of a work-fit office station from Ergotron, Inc. valued at $479. The equipment will be installed at the administrative assistant’s desk. The donation is part of Ergotron’s mission to “help make lives healthier and more productive for computer users everywhere.� *During a special session last week, the council affirmed a penalty of $300 and a sevenday suspension (per city code) of tobacco sales at Coborn’s in Belle Plaine. The suspension includes Coborn’s grocery, convenience and liquor stores. On Oct. 30, Corborn’s failed a tobacco compliance check performed by the Belle Plaine Police Department. It was Coborn’s second violation within a 36-month period. The next regular meeting of the Belle Plaine City Council is scheduled for 6 p.m. Dec. 16 in the City Hall building at 218 North Meridian Street downtown.

The city of Belle Plaine, along with Jordan, Elko New Market, New Prague and Le Sueur, have been under contract with Minnesota Critter Getters for animal control services since 2007. The current contract expires Dec. 31. *Unanimously okayed a recommendation from the city’s park board to modify the policy for the city’s financial round-up program. In September, the council authorized the establishment of the program, proceeds for which are targeted for a city youth activity grant program, which was requested by Council Member Cary Coop. The round-up program voluntarily gives utility billing customers the option of rounding up their bill to the nearest $5 increment. However, after the first couple months of the program, staff reported that public feedback has indicated there would be more willingness to participate if the round-up option was $1 instead of $5. The park board reviewed the numbers at its Nov. 25 meeting and determined a modification to the program was necessary in order to solicit more interest. The board recommended the policy be changed to allow citizens the option to round-up their utility bill to the nearest dollar rather than $5. *Unanimously authorized staff to apply for an Election Assistance for Individuals with Disabilities (EAID) grant to make the city’s polling location at City Hall more accessible for people with disabilities. Overheard a serious Jason Retka say “Finnegan’s Irish Amber - one hundred percent of the profits go to feeding the hungry.” Many St. Thomas families gathered for the Thanksgiving holiday. To name a couple: Mary Grace O’Brien celebrated Thanksgiving in Jordan at
her grandson, Josh and Heather Kinkeade’s, home where many of her family gathered, except Ed and Annette Rasmussen who enjoyed the holiday in Wisconsin. Maxine Sullivan’s family gathered at the home of Jim and Marsha, Emily, Anna and Caleb Sullivan’s in Le Sueur on Thanksgiving Day. Included were the Sullivan-Eischens family from Kansas City, and Laurie Sullivan-Clasen’s family, Mickey’s friend Becca McLaughlin from Duluth and Milt Lowe. On November 20, these same folks gathered at the AmericInn in Belle Plaine for a baby shower for Michael and Tricia (Ely) Baldwin from Hawley, MN. Then on the 30th, all traveled to Cokato to celebrate the first birthday of Alex Ely, son of Dale and Alisha Ely. The benefit for SMILES, “Henderson’s Ugly Sweater Contest”, was a great success! “Way over what anybody could have imagined” stated Kim Hammes, who co- chaired with Judy Sunderman. The fundraising event included raffle ticket drawings and a silent auction. Folks got caught up in the excitement, the dancing, the acting up, and the showing off. Among the 10 ugly sweater contestants, Kara Felmlee did a lively whoopin’-it-up, rootin’ tootin’ cowgirl dance,

Dick and Darlene O’Brien from Greer, SC, visited family here and Minneapolis last week. They joined the O’Brien families for Thanksgiving at the home of Helen (O’Brien) Connelly in Minneapolis. Darlene O’Brien, Genevieve Metzdorff, Noreen Seurer, Edna Weiers and our cousin Bob Barten enjoyed lunch and Gemutlichkeit at Dangerfield’s in Shakopee Tuesday noon. The Giesen deer hunting troop did very well hunting on their property near Blakely, bagging 10 deer with Don Giesen shooting a big buck. Mark and Lindsey Barten from Connecticut have been visiting with his mom, Fran and Lindsey’s parents for 10 days along with Barten siblings and Rybak families. Humor Corner: Ole and Lena were on a trip and had a little quarrel along the way. As they passed a farm in the Ozarks Lena spotted a mule grazing along the fence. Calling Ole’s attention to it, she asked, “Relative of yours???” “Ya sure”, said Ole. “By mar riage.”

Santa did a (partial) strip-tease, and tied for winners were Tom Graham who got a bid of $500 to NOT take his sweater off. future design services for the church. SMSQ’s work this winter will be used to provide the Minnesota Historical Society with the building design expertise and documents needed for more state funding. The Episcopal Church of the Transfiguration, sometimes referred to as a “prairie Gothic” church, was built in 1868 for English-speaking parishioners, but most of the rural residents at the time were German and Irish immigrants who brought their own languages and religious practices with them. The result was a church building that struggled to attract worshipers for 80 years before it was abandoned. It is listed on the National Register of Historic Places.
In Le Sueur, BioEnergy Plant Expects to Open By Year’s End
Hometown Bio Energy, the energy producer that uses local agricultural products and food waste to generate energy, should be operational by the end of 2013 if the prognostications of its owners are accurate. The plant on the south side of Le Sueur is in the final stages of construction, with only a few punch list items yet to be completed. The company is commissioning its electrical generators on the biogas, said Kelsey Dillon, a vice president with Avant BioPower. The Le Sueur News-Herald recently reported the plant is a key part in the Minnesota Municipal Power Agency (MMPA) plan to meet the state’s goals for renewable energy, – 12 percent from renewable energy since 2012. She said requirements climb dramatically in the next 12 years – to 17 percent by 2016 and 25 percent by 2025. Power produced at the controversial plant will be used by Le Sueur customers rather than placed on the regional grid. Dillon said construction of the plant has gone smoothly. But not everybody is thrilled with the plant and its anticipated operations. A group of citizens took the City of Le Sueur to court after it issued a conditional-use permit for the plant and annexed the property on which it sits into the city. The court ruled in the city’s favor. Residents are concerned about the smell and claim it will reduce their property values, the newspaper reported. Le Sueur County commissioners recently rejected the agency’s request for approval of a facility where the silage can be stored. That rejection triggered a lawsuit by MMPA. It claims the county did not react to its application.

Alger, who oversaw the grant application process, said the $10,000 will be used to pay SMSQ Architects of Northfield to complete design work that is necessary to apply for a larger grant this spring. The larger grant, if approved, will be used to pay for interior improvements to the church, including climate control mechanisms, plaster repair and painting, etc. Much of the exterior improvements have already been completed in recent years using funds from other state historical society grants. SMSQ, which specializes in historic architecture, has done much of the design work for the previous improvements and, therefore, is the most upto-speed firm when it comes to

Many people from the community work behind the scenes to set up each scene of the Nativity and to prepare the actors for their scenes. This station is dedicated to music specific to the Living Nativity and will be heard only in the fairgrounds. The city of Belle Plaine has received notification from the Minnesota Historical Society that it will be the recipient of a $10,000 Minnesota Historical and Cultural Heritage grant. It will be used to fund design work for the continued restoration of Belle Plaine’s historic Episcopal Church of the Transfiguration. “Congratulations on receiving a Minnesota Historical and Cultural Heritage grant through the Minnesota Historical Society. Your project has enduring value and is of interest to your community, elected leaders and members of the media,” wrote Melinda Hutchinson of the Minnesota Historical Society in a letter to Belle Plaine Community Development Director Chelsea Alger.

B.P. School District Will Host Annual Tax Hearing Monday The Belle Plaine School Board will host its annual truth-in-taxation hearing Monday (Dec. 9, 6 p.m.) in the District Center. Since September, when the board set its maximum preliminary property tax levy, refinements from the state have the district’s levy at $4,641,256.50 – a proposed increase of $192,136.36 or 4.32 percent. Superintendent Kelly Smith said the district isn’t yet certain of the possible impact on the typical household within the school district, an area that includes land in Scott, Carver, Sibley and Le Sueur counties. The amount the district will
levy is a blend of numbers based on state formulas and local decisions. But approximately 74 percent of the district’s overall $18 million comes from the state in the form of per-student aid. The district’s general fund levy is currently proposed for a levy of $1,294815.31 -- an increase of $108,211.67 (or 9.12 percent). The biggest single line increase is $518,295.75 in location equity funding the legislature OK’d earlier this year. Location equity funding is additional money to cover higher costs associated with being in the metro area.

This week is elementary school conference week with conferences on Tuesday and Thursday evening at both Chatfield and Oak Crest Elementary. Conferences are such an important part of a successful school year for our students and our teachers. I encourage all parents to make every effort to attend conferences to discuss the progress that your child is making this year. Our winter sports and activities seasons are officially underway as our boy’s basketball team and wrestling team had their first contests of the year this past week. The boy’s basketball team started their season on a winning note with a home win against Lake Crystal Wellcome Memorial Memorial and our Scott West wrestling team had an outstanding day at the Hastings Invitational winning two out of three in a tough tournament. Their lone loss was by one point to a highly ranked Prior Lake squad. This week our girl’s basketball team begins their season with two home contests on Tuesday and Thursday. Our Dance team begins their season as well by competing at the Apple Valley Invitational this Saturday. One Act Play has started their season by holding tryouts for this year’s production. Only a limited number of students are allowed in the cast & crew by MSHSL rules and tryouts can be very competitive for this very successful program. Finally, our Robotics team will begin practice soon as they begin their second season of competition after a very successful inaugural season. Good luck to all of our teams during their winter seasons. I attended an informational meeting on some of the new requirements of the World’s Best Work Force (WBWF) legislation that all Minnesota schools will be required to comply with this year. While I believe that our district’s development of some very specific goals during our strategic planning process several years ago puts in a great position to deal with the new requirements of WBWF, we still have some work to do. The WBWF legislations asks all schools to put programs/ efforts in place to strive toward: 1 – Having all students meet school readiness goals. 2 – Having all third grade students achieve grade level literacy. 3 – Closing the academic achievement gap among all racial and ethnic groups of students and between students living in poverty and their more privileged peers as well as students receiving special education services and those that are not. 4 – Have all students graduate from high school. 5 – Have all students attain college and career preparedness. Our district will be spending the next several months preparing our WBWF plan and if you are interested in participating in the process, I encourage you to join us for our Curriculum Advisory Comittee meetings. We will be using this advisory group to receive input and direction from our parents Legal Noticesand community on this process. Our Lady of the Prairie Catholic Church in Belle Plaine will hold its annual Sing, O Heavens Christmas Concert on Friday, Dec. 6. The Youth Prelude begins at 6:30 p.m. and the concert at 7:00 p.m. Come and bring your families to start off the Christmas season by enjoying adult and youth ensembles, soloists, youth choirs, the Our Lady of the Prairie choir, as well as Christmas favorites for all to sing. This concert is a fund-raiser,
with all proceeds to benefit the Our Lady of the Prairie Parish Religious Education Program and Catholic School Program. Minnesota Landscape Arboretum is 78 Acres Bigger Just like flowers, plants and trees that call the Minnesota Landscape Arboretum home, the facility itself is growing. The University of Minnesota, owners of the arboretum just west of the intersection of highways 5 and 41 in Carver County, recently completed the purchase of 78 acres that include much of Tamarack Lake and adjoining property, the Chaska Herald recently reported. The $4.3 million land buy will
allows the arboretum to present programs on horticulture science and environmental research, natural resource protection and public recreation, said Peter Moe, the arboretum’s director of operations and research. The native forests include big woods, oak savanna and upland meadow. Ten acres are to be dedicated to horticulture and environmental research.

City Council Holds Tax Hearing, Sets Levy by Dan Ruud City Council Member Paul Chard said he wished there would have been more people addressing the council because he himself is not pleased with the amount of taxes he’s paying in Belle Plaine. Chard was referring to the fact that Shawn Larson was the only one to approach the council during Monday night’s annual truth-in-taxation public hearing at City Hall, which lasted about 15 minutes. Larson used the word “awful� to describe the city’s current tax scene, adding that his taxes have gone up 40 percent in eight years. However, no one else from the city’s populace of some 6,000 or the half-dozen people in the audience approached the council about their taxes. Chard acknowledged that something has to be done to lower the tax burden in Belle Plaine, which is easier said than done. He said he’s “in the same boat as many people, but

Even with a slight decrease in the levy, Belle Plaine Finance Director and Interim City Administrator Dawn Meyer said that the city’s budget will increase from $4,228,045 in 2013 to $4,415,246 in 2014. That’s an increase of $187,201, which is being made possible by an increase in state local government aid (LGA) – from $54,473 this year to $279,862 next year. Belle Plaine is among a number of communities that is benefiting from sizeable increases in LGA that was authorized by the Minnesota Legislature earlier this year. LGA is a general purpose aid that can be used for any lawful expenditure. Meyer said much of the $187,201 increase in the city’s budget in 2014 will be used for preparation for new federal health care laws and for an additional police officer.

(hereinafter “MERS”), Scott County Document Number 722952, on December 7, 2005 (hereinafter “First Mortgage”). 7. That Hjelle-Ranta defaulted per the terms of the First Mortgage, and a Foreclosure by Advertisement was commenced on Lot 8 by the Mortgage Assignee Nationstar Mortgage, LLC (hereinafter “Nationstar”), and completed by Sheriff’s Sale on September 27, 2011. The Sheriff’s Certificate of Sale is recorded as Document No. 888344. 8. That Hjelle-Ranta did not redeem Lot 8 within the statutory redemption period, effectively extinguishing all of her rights in Lot 8. 9. That Nationstar conveyed Lot 8 to Federal National Mortgage Association (hereinafter “Fannie Mae”) by way of quit-claim deed on July 6, 2012. The deed is recorded as Document No. 909714. 10. That Plaintiffs Kristiana Haferman and Lawrence Haferman acquired fee title to the property from Fannie Mae by way of limited warranty deed on July 17, 2012. The deed was recorded on August 7, 2012; Document No. 912225. 11. That Plaintiffs intend to file an Amended Application to Register Title to include Lot 8. 12. That Hjelle-Ranta is no longer a proper party to the title registration proceeding due to the completed foreclosure proceeding. 13. That Hjelle-Ranta’s answer and counterclaim should be withdrawn 14. That Plaintiffs’ counsel offered Hjelle-Ranta a dismissal without costs from the proceeding. 15. That Hjelle-Ranta instructed her previous attorney to not grant Plaintiffs a dismissal, to not accept service on her behalf, and to not represent her in this matter. WEDNESDAY, december 4, 2013 The Panthers needed to start making Albert Lea look up at the lights if there was going to be any hope of a Panther victory. They responded to the challenge as David Flynn and Zach Siegle recorded back-toback pins at 138 and 145, respectively, and in the process cut the Albert Lea lead to 1812. “We needed to win and win big,” states coach Ripley. “David and Zach put us back into the meet in a hurry.” However, Devin Nelson put Albert Lea back in the win column with a 6-2 decision over Shane Abraham at 152. Scott West would then receive another six team points when the Albert Lea coaching staff decided to forfeit to Andrew Fogarty at 160, which pulled the Panthers to within three points at 21-18. Albert Lea added four team points to take a 25-18 team lead as Derek Samudio scored a 12-4 major decision over Jack Storlie. Derek Dahlke got the Panthers back on track as the senior 182-pounder kept after Albert Lea’s Tanner Palmer for a 9-2 lead late in the third period. As the final seconds ticked away, Dahlke nailed Palmer with a tight headlock and a pin fall call at 5:59. “Derek did a good job of keeping the pressure on him throughout the match,” states Ripley. “You might say that he caught up with him just in the nick of time with a beauty of a move.” It wasn’t a thing of beauty but Ray Carter ground out a 5-4 win over Tim Christianson at 195 to give Scott West its first lead of the meet at 27-25. However, the lead was short-lived as Albert Lea sent out AAA #2-rated Triston Westerlund, who scored a fall over Jake Schultz with a second-period headlock beauty of his own to put Albert Lea back on top 31-27. The meet then came down to the heavyweights and that is where Daniel Kochlin would throw Albert Lea’s William Mendez to his back for a second-period pin fall and a 33-31 win for Scott West. “We feel really good for Dan-
iel,” exclaims Ripley. “That’s the great thing about high school wrestling. The next opportunity is so often just right around the corner and Daniel made good on this one. He has continued to improve as a heavyweight wrestler.” Scott West will look to improve this week as it travels to Mankato East on Thursday night for what was originally scheduled to be a 5 p.m. quad with Mankato East, New Ulm and Hutchinson. However, with Hutchinson winning the Class 4A state football championship this past Friday night, it made the decision not to attend this event and a future date may be worked out between the two teams that both figure to be prominent in the Section 2AA team championship race. Hutchinson is currently rated #6 in AA, followed by New Prague at #7 and Scott West #9. Siegle controlled the tempo of the match as he used some hard riding after scoring an opening take down in the first period and a nifty switch reversal early in the second period to score a decisive 4-0 decision. “Zach is a very good and a very smart wrestler,” cites Ripley. “He knows what he is doing out there and it showed in the way that he controlled both the pace of the match and his opponent.” The match moved to 152 and Scott West got a solid 3-1 win from senior Shane Abraham as he bettered Prior Lake’s Michael Schwartz by making a second-period escape and take down stand up for the hard fought win. “Nothing fancy,” states coach Ripley. “That’s just classic Shane and the type of wrestling that he is going to deliver.” Senior Jack Storlie also delivered in his match at 160 as he earned a pin that electrified the Scott West bench and gave the Panthers a 23-9 lead. Scott West needed another win in the second featured match of the meet as AA #1-rated Andrew Fogarty went to the mat at 170 to do battle with AAA #7-rated Sean O’Neil. It was Fogarty who emerged with a 3-1 win. The Panther junior got off to a good start with an early low level take down that gave him a 2-1 first-period advantage. The Fogarty win gave Scott West a 26-9 team lead as the Panthers had now reeled off four match wins in a row as the meet moved to 182 and

With the score tied at 2-2 going into the third period, Schultz scored an escape and a take down to win the match 5-3. “Derek wrestled a good, hard match and kept the pressure on him,” insists Ripley. “However, Schultz stayed in good position and made it hard for Derek to score and that’s what good wrestlers do.” Prior Lake’s Rylee Streifel would do what good wrestlers do and that is win the third period and he did it in a big way as he broke open a scoreless match with eight points on a reversal and two turns to beat Ray Carter 8-0 at 195. “Ray did a good job of fighting off his back and not getting pinned,” states Ripley. “However, I think that he knows that he let this match get away from him a little bit in the third period.” Scott West got three hard periods of wrestling from Jake Schultz at 220 as the junior battled it out with AAA #2-rated Alex Hart. Schultz scored six take downs to take a 16-7 lead going into the third period and an eventual 18-8 major decision. Trailing 26-20, Prior Lake needed a pin to at heavyweight to even the score. The Lakers got just that as AAA #2-rated Luis Pinto locked up a secondperiod front cradle that drove Panther Daniel Kochlin to his back for the ensuing pin fall call at 3:34. Pinto’s pin at heavyweight tied the score at 26-26 and Prior Lake would win on the criteria tiebreaker and advance to the championship round, where it defeated host Hastings in a 3029 thriller. Pingalore believes the 2014 application has a better chance of approval because the city is ready to go and forward thinking. “It’s all about timing,” he said. The city, he said, will contribute about $7 million through its own funding, grants and bonding. “I think they know we’re ready,” he said. “We’ll come to the table with funding.” Without a significant city contribution, Mn/DOT has no interchange work planned in Belle Plaine until 2018, maybe later. If the CIMS grant doesn’t come through, the mayor is looking at “Plan B” option. But Pingalore is mum on what his alternative plan entails for the city. The city has not enjoyed great success securing funding for an interchange at the intersection of Highway 169 and County Road 3. Last week, Pingalore also acknowledged Mn/DOT’s recent decision to up the speed limit on Highway 169 from 55 mph to 65 has created “safety concerns” that could thwart plans for the interchange because the ramps onto and off of the highway are too close to each other. The city wants to spend 2014 and 2015 actively marketing itself as a welcoming community hungry for commercial and industrial development. Construction could come with the

county funding in 2016. Pingalore said the city wants a commitment to the project so it can begin marketing Belle Plaine as a welcoming landing spot for commercial and industrial businesses. He believes the commercial development on the east side of the Highway 169/ County Road 64 interchange has given people a taste of the kinds of services from businesses, like clothing and discount stores they still have to drive 15 to 20 miles to Chaska or Shakopee to enjoy. He said Belle Plaine’s active approach is a contrast to previous passive economic development efforts where the city “waited for the phone to ring.”
An Overpass for Now
With the uncertainty of funding and recent increase in the speed limit on Highway 169 through Belle Plaine, Wagner is again suggesting an overpass plan with future access he initially pitched to the mayor earlier this year. He’s proposing an overpass over Highway 169 with access built in the years to come when funding is available. Funding for an overpass, which Wagner estimated would cost upwards of $6 million, would come from the county, state and money the city would have invested in annual Belle Plaine street improvement projects. “That would improve the connectivity and eliminate the wall (Highway 169) that divides

Belle Plaine,” Wagner said. “We could get that done a lot sooner than waiting for funding through the state and the access would be designed into the project.” Pingalore respectfully declined Wagner’s proposal, calling it “a step backward from where we are now.” He said the city has access to Highway 169 at County Road 3 (Meridian Street) now and an overpass alone would likely take those away. He said the city needs the access to Highway 169 at the intersection for development. “We have land on the south side of the intersection that is shovel-ready for development,” he said.
