Legal Notice Scott County has released a Scoping Environmental Assessment Worksheet (EAW) and Draft Scoping Decision Document (SDD) for public comment on a proposed silica sand mining operation called Merriam Junction Sands Mining and Processing Facility. The project site is located in Section 16, 20, 21, 28, and 29 of Louisville Township, Scott County. Copies of the scoping EAW and Draft SDD are available at the Shakopee Library. Copies are also available for review during County Courthouse office hours in the Environmental Health and Inspections Department. This EAW is also presented on the Scott County Web site (www.co.scott. mn.us). Area Man Charged With Theft, Fraud, Forgery and Assault

several items from the man’s house. The items included a debit card, checkbook, cell phones, computers, a surveillance system, digital recording device, camcorder, and DVD player. The charges also allege Valinski criminally used the debit card several times and checkbook to make out a check for $1,000 from the victim to himself. The total loss was just over $1,900. Valinski, 29, was arrested March 22 at a motel in Chanhassen. In his possession was, the charges state, 3½ grams of methamphetamine and the victim’s debit card, checkbook, cell phones. Police located other items Valinski allegedly stole from the house in Belle Plaine at an acquaintance’s house in Montevideo, Minn. Other items were recovered from a house Valinski has stayed at in Chaska. Valinski’s girlfriend claims he gave her one of the phones. She said Valinski “loaded a lot of stuff” into a vehicle and told police she took nothing from the house. Police also recovered surveillance recordings from businesses in Montevideo, Shakopee and Chaska where Valinski al-

A man Jordan police arrested for allegedly assaulting a young girl is also charged with theft, forgery and fraud in Belle Plaine. Jared Richard Valinski is charged with three felonies – financial transaction card fraud, theft and forgery in Belle Plaine. He is also facing assault charges from an incident in Jordan April 7. He was due in court Monday for a first appearance on all five felony charges Monday. He remained in the county jail. Bail was set at $500,000 bond or cash. The Belle Plaine charges against Valinski stem from a burglary reported at a house on the 800 block of Green Acre Court. The homeowner, a man, had been away between March 10 and March 22. He allowed a woman to stay at his house while he was out of town. According to the criminal complaint, the woman’s boyfriend, Valinski, allegedly took

Assault Charges

Valinski faces second- and third-degree felony assault charges for assaulting two people on the 110 block of West Third Street in Jordan on April 7 before 1 p.m. He allegedly stabbed a 19-year-old man and punched a 2-year-old girl in the face. The incident was sparked by an argument in the upper floor of the house. Valinski had been staying there for a few days. The charge states Valinski allegedly stabbed an adult victim in the hand. Valinski was disarmed before he left the house. The child was struck when Valinski allegedly tried to hit the woman carrying the child as she retreated down the steps. He hit the little girl instead with a closed fist, the charges state. Others in the house tried to restrain Valinski. He assaulted them before fleeing the house. Police began a manhunt for Valinski.
