Public Notice Scott County, in conjunction with the Minnesota Division of Homeland Security and Emergency Management Agency (HSEM) and the Federal Emergency Management Agency (FEMA) has applied for a Hazard Mitigation Grant Program Project for the acquisition and demolition of a residential structure in Blakeley Township, Scott County. Under the National Environmental Policy Act (NEPA), EO 11988 and EO 11990, public notice is required of any federal actions that affect floodplains or wetlands. All necessary permits will be obtained prior to construction and completion of the project. The objectives of the Hazard Mitigation Grant Program are to prevent future losses of lives and property, to implement state or local Hazard Mitigation plans, to enable mitigation measures to be implemented during immediate recover from disaster, and to provide funding for identified and approved hazard mitigation projects. On a point of order, on a motion by Commissioner Wagner, seconded by Commissioner Marschall, the Minutes of December 2, 2014 were approved on a vote of four votes with Commissioner Ulrich abstaining. (4) Recognition of Interested Citizens: County Administrator Gary Shelton recognized and thanked outgoing County Commissioner Dave Menden and County Attorney Pat Ciliberto for their years of service to Scott County. Scott County Parks Advisory Commission (PAC) member Barbara Hedstrom read a resolution adopted by the PAC acknowledging Commissioner Menden for his service as the County Board liaison to the PAC. Commissioner Menden spoke of the quality employees employed by Scott County. Commissioner Menden noted the collaborative efforts Scott County is involved with and the need to expand collaboration. He also mentioned the importance of Delivering What Matters and the need to build taxpayers’ trust. Representative Michael Beard spoke of his years of service as a State Representative and of his appreciation of the partnership he had with Scott County.
