Legal Notices CITY OF BELLE PLAINE ORDINANCE 16-12 AN ORDINANCE REPEALING AND REPLACING SECTION 1109.06 OF THE CITY CODE PERTAINING TO BLUFF PRESERVATION On Monday, November 21, 2016, the City Council of the City of Belle Plaine approved Ordinance 16-12 Repealing and Replacing Section 1109.06 of the City Code Pertaining to Bluff Preservation. Ordinance 16-12 is available for review and/or photocopying during regular office hours at the City of Belle Plaine, 218 North Meridian Street, Belle Plaine, MN 56011; phone 952-873-5553. The Ordinance provides bluff preservation standards which are intended to manage, stabilize, and conserve defining features in the Belle Plaine landscape which provide stormwater discharge routes, scenic vistas, open spaces, wildlife habitat, resting areas for migrating species along the River Corridor. The Ordinance provides specific definitions of words and terms used in relation to bluff preservation. The amendment will retain an existing prohibition of land disturbing activities on blufflands and within bluff impact zones. The proposed amendment discourages development of slopes greater than 18 percent that are not blufflands. The proposed amendment requires certain stormwater best management practices be identified and employed when conducting certain activities on steep slopes. Ordinance 16-12 will take effect upon summary publication in the official newspaper of the City. Adopted this 21st day of November, 2016. Sheriff’s Office Hosting Youth Snowmobile Training Course The Scott County Sheriff’s Office is hosting a youth snowmobile training Dec. 17-18 for children, ages 11-15. The snowmobiles will be provided. Participants are asked not to bring their own snowmobiles. Children will be responsible for bringing the appropriate clothing depending on weather as well as a snowmobile helmet. Prior to attending this training, children are responsible for participating in online training. day through Friday between 8 a.m. and 4 p.m. Space is limited. The child’s full name, date of birth, address, and phone number are required to register. A parent must be available to sign a waiver at the beginning of the class. According to the Minnesota Department of Natural Resources (DNR), the online youth snowmobile safety training class is an introductory class designed primarily for the snowmobile rider with little or no experience in snowmobile operation. Students obtain and study the safety information on the interactive online course at their own pace in the comfort of their own home under the guidance of a parent or guardian. Depending on the youth’s age and experience, the online course should take approximately two to four hours to complete. Once they complete the on-
line course, students print out a youth follow-up voucher and register for a one day snowmobile safety class in their area. The one-day class includes classroom review of priority safety information and a performance driving course. A fee of up to $5 may be collected by the instructor for any fees they incur to conduct the class. Each student will also pay an on-line DNR fee of $5 upon completion of the course. Canterbury Park Wants to Get Off and Running With Early Start The Minnesota Racing Commission is considering a request from Canterbury Park to start its season a few weeks earlier than usual next spring. The commission is weighing a request for a 67-day mixedbreed meet slated to begin May 5 and run through Sept. 16, the Shakopee Valley News recently
reported. Canterbury Park has opened its season in mid-May the past eight seasons. The commission will review the track’s request at its December meeting. Canterbury Park President Randy Sampson said the earlier start will be potentially good for the track by drawing new
stables of horses to an extended meet. Purses will continue to be enhanced, thanks to an agreement with the Shakopee Mdewakanton Dakota Community. Purses this year are again expected to top $14 million, thanks to the 2012 agreement with the tribe.
New Prague Pondering Predatory Offender Residence Rules In the wake of Le Sueur County discussing restrictions on where a person convicted of socalled predatory offenses may/ may not reside, the New Prague City Council begin a similar process. The council directed at its Nov. 21 meeting city staff to begin crafting an ordinance governing where people deemed as level 3 offenders, and possibly level 2 offenders may reside in the city, the New Prague Times recently reported. The city began the process because the anticipated release of people convicted of sex crimes from the Minnesota Sex Offender Program (MSOP) at the state hospital in St. Peter. A judge ordered earlier this year the state can no longer indefinitely commit people convicted of sex crimes to the MSOP. Predatory offenders can also include people convicted of kidnapping, sex trafficking, murder and other offenses. The New Prague City Council
will revisit the issue at its Dec, 5 meeting. Belle Plaine doers not have an ordinance governing where predatory offenders may reside. Belle Plaine police said the city has 20 people convicted of predatory offenses living in the city and outskirts of Belle Plaine as of Oct. 4.
