PAYSTAY PARKING OPTIONS NOW AVAILABLE THROUGHOUT CITY CENTRE The City of Greater Bendigo is extending the successful PayStay parking system following a lengthy trial at two all day carparks in Market and Myers Street. PayStay allows users to pay for their parking online or via a smartphone app and will be available throughout the Bendigo city centre except for the Edwards Street and Hargreaves Street Multi Story Carparks. City of Greater Bendigo Manager Safe and Healthy Environments Caroline Grylls said the City is keen to continue to provide the community with a more flexible and convenient parking payment system. “PayStay allows motorists to park without having to buy a physical ticket or put

September 2020 coins into a ticket machine,” Ms Grylls said. “People don’t carry or use cash as much as they did in the past and many prefer the convenience of paying by card. “Users of the PayStay system can register multiple vehicles to one account and for a small reminder service fee people can opt to have SMS reminders sent to remind them when their parking session is due to expire. “PayStay also has SMS and phone payment options and accepts Mastercard and Visa. However, people can still purchase parking tickets using cash or their credit and debit cards. “A number of councils across Victoria already use this technology which means hundreds of thousands of motorists across the country are already familiar with it. “The City has installed new signage to promote where PayStay is available.” The PayStay app is available to download from the App Store or Google play. Bendigo Visitor Centre Wins Award

Bendigo Visitor Centre has won a Travellers’ Choice award from Tripadvisor, placing it in the top rated 10 per cent of attractions worldwide. Bendigo Visitor Centre is owned and operated by the City of Greater Bendigo and has won several Victorian Tourism awards for high quality visitor services. The centre is currently rated third out of 61 things to do in Bendigo, with an overall 4.5-star rating on Tripadvisor. Visitor Services Manager Jemma Docherty said the Bendigo Visitor Centre provided a consistently high level of services to visitors. “We have a great team of dedicated professionals and volunteers, who staff the

City Director Strategy and Growth Bernie O’Sullivan said Huntly was a fastgrowing area so it was important that developers contributed to shared infrastructure for the benefit of the community. “DCPs are widely used across outer Melbourne’s growth areas and other regional areas including Ballarat, Shepparton and Geelong and this will be the first residential DCP for our municipality and the template for future growth areas in our region,” Mr O’Sullivan said. “Raising funds through a DCP is the fairest way to ensure those who most use and benefit from the infrastructure are paying for it. “The DCP levies only apply if you are developing land and only those property owners who choose to subdivide their property in the future in a DCP overlay area would have to contribute developer levies. If a property remains as is or the owner chooses to sell without subdividing, they

would not have to contribute to the DCP. “Viewpoint Estate falls within the proposed DCP area, however, at the time of its subdivision the developer contributed to the construction of essential infrastructure so the properties there will not be affected by the proposed DCP levy and will not have to pay anything.” The Huntly growth area is proposed to

accommodate 2,300 homes and the delivery of infrastructure is estimated at approximately $23.7M in today’s dollar terms. The DCP will not cover all of the costs related to delivering the essential infrastructure and the City will still be required to contribute to proposed works where appropriate. The Amendment will now be sent to the Minister for Planning for approval.

•Abandoned decades ago, the tiny Welsh mining town of Llanelly can be found in a surprising location - in the middle of Australia. Over 10,545 miles from the town in Wales that it was named after, Llanelly was once at the heart of Australia’s Victoria Goldfields, which had one of the greatest gold outputs in the world. Many of our readers are probably not aware that Llanelly was named after Llanelli in Wales as the miners considered it looked similar their homeland. Incidentally Llanelly was once known as New Chum and then Maiden Town before a permanent school was established. Unfortunately the township died fairly quick from around the mid 1870s as most of miners had moved onto other rushes but many of Welsh miners that remained on the field were involved in deep lead mining, they and the Cornish miners being known for their expertise.

They have limited material available if needed and a template is available via their website for those keen to help. Craig Hancock, Health and Wellbeing Officer for Bendigo RSL said: “The uptake from the community has been remarkable; thus far we have over 300 handmade reusable masks with more still to come. Distribution has begun with

They have been commissioned by the BBC to produce a short film on the Welsh miners who were active in the area in the township of Llanelly, many who emigrated from Llanelli in Wales. Film was shot at the old Cambrian and Prince of Wales mine sites followed by the Sandstone mine where the red brick lined winding pit for the poppet head still exists. The former school and Colonial bank buildings were also filmed as was the site where the two storey brick Maidentown hotel once stood. Although little of the town still exists I was called upon to be their guide before they moved

Each mask is individually wrapped with a note from the Bendigo District RSL letting the Veteran know we are thinking of them during these times and as the Bendigo District RSL has done so for over 100 years we are still here to support them if needed, and that this mask is handmade by a

wonderful volunteer.” “I originally thought when I put the call out I would be pumped if we could get about 50 masks so to have over 550 so far is amazing. finding it harder to cope with demand, due to the cost of filament and other supplies. Member for Northern Victoria Region The worldwide COVID-19 pandemic finds us currently living in extraordinary times and I am proud of the resilience shown by communities throughout my electorate as we fight to defeat this insidious virus. My staff and I have been extremely busy assisting constituents with a whole range of issues caused by the pandemic and we will continue to be here to assist everyone with any concerns they may have. I have also continued to advocate to the government on behalf of community groups and individuals on a range of issues important to the Bendigo region including: Bendigo GovHub Many Greater Bendigo constituents have contacted me expressing serious doubts about what the long-term economic benefits and return on investment realisation for the ratepayers of Greater Bendigo will be from the establishment of the State Government’s planned Bendigo GovHub. As a result of the concerns raised, I have called on the Minister for Regional Development to outline how the deal between the government and Greater Bendigo City Council represents good value for the ratepayers of Greater Bendigo. Golden Square Fire Station The Golden Square Fire Brigade is one of the oldest original brigades in Victoria, having been established in 1887 and officially opened at its present location in 1909. The more than 110-year-old building is not fit for purpose with no disability access or changeroom facilities, an inadequately sized engine room and large cracks present in many of the building’s walls. During a storm in mid-July, heavy rain caused the partial

collapse of the station roof and the area was cordoned off and unusable until repairs were completed. I asked the Minister for Emergency Services to allocate urgent funding to identify and purchase suitable land and construct a new fit for purpose fire station for brigade members and the Golden Square community. Learner Permits Testing Online Recently in State Parliament I highlighted the concerns of many in my electorate of the current suspension by VicRoads of learners permit testing in Victoria because of COVID-19. Because of the pandemic, young persons aged between 16-18 have already had their lives disrupted with the second closure of all schools and the cancellation of milestone events and now face a possible delay of up to two years to obtain their learners permit. I have asked the Minister for Roads and Road Safety to order that both the learners permit and hazard perception test, which are currently both computer-based, be moved to an online setting for the applicant to complete remotely in order to tackle the backlog and ensure our young people can start learning to drive sooner. I am proud to represent my many constituents throughout the Northern Victoria Region, advocating on their behalf on issues in the Victorian Parliament. As our communities move to the recovery phase of this terrible pandemic, please do not hesitate to reach out to me for assistance with any State Government issues. CITY CALLS FOR COMMENTS ON MUNICIPAL BATHS REDEVELOPMENT DRAFT CONCEPT PLAN The City of Greater Bendigo has developed a draft concept plan to redevelop the former Municipal Baths located next to the Faith Leech Aquatic Centre and is now calling for feedback from the community until September 21, 2020. City of Greater Bendigo Parks and Open Space Manager Paul Gangell said the area is currently not accessible to the public and the project will ultimately see the site renewed and reopened for community use. “The Municipal Baths were constructed in 1912/13 on the site of an existing dam as Bendigo’s primary location for swimming and bathing until the development of the adjacent Faith Leech Aquatic Centre in the 1950s,” Mr Gangell said. “The redevelopment of the site is a key action of the Rosalind Park Masterplan developed in 2014 which recommends opening up and restoring the site for the use and enjoyment of the wider community.” Residents can view the draft concept plan on https://www.bendigo.vic. gov.au/municipalbaths and provide any comments they may have up until 5pm on Monday September 21, 2020 by emailing psd@Bendigo. vic.gov.au “The City is also holding a number of online information sessions that residents can book to attend on September 3 and 5. an important role in our community. When it’s time to vote surely who and how they have contributed to our region and its growth is important, have they been in business, have they employed people in our region or had a history of working and supporting our region. Do we really want to vote for those with no ties to the G.C.o B as we have seen in the past? Some have plenty to say and then move away. It Is also understood we will see past Councillors running again and that is a shame as they have had a go and were voted out for a reason, do we really want to vote for more of the same and put back those who have already failed. The Greater City of Bendigo and all its citizens just need to be treated fairly and that is simply not the case and when we see Councils such as Ballarat freeze rates and charges and the support offered by other Councils, our Council comes up as a big failure. It may only be my personal opinion but I think the position of Councilor shouldn’t be just a personality contest, a party political or religious decision surely it is the person who is best suited to help lead us to a more fair and prosperous region. Labor must come clean on their plan for schools There was widespread concern across regional and rural Victoria when it was revealed that more than half

students recorded a drop in VCE results over the past decade. The gap in achievement between city and country students was widening. Evidence shows us two things about education in Victoria – country kids are disadvantaged and remote education has a significant negative impact of student learning. Last year, 8 of the 10 poorest performing secondary schools, based on median study scores, were in rural and regional Victoria. It is important the Andrews Labor Government explain their plan for a return to school and not just say that it will happen sometime in Term 4. If this means bringing schools back in COVID free parts of Victoria sooner, explain how and when this will happen. Nowhere in the Budget is it set out this way. The Budget (pp11-20) shows twenty-five service areas, not twelve; and $126,592,000 rates and charges to be collected (p22). The Budget (p13 and 18) reveals losses - Gallery ($3M), Venues/Theatre and Events ($2.8M) and Library ($3.4M) - a total loss of ($9.2M). Ratepayers pick up that tab, and expressed as a % of $126,592,000 is 7.3%, which translates to $7.30 and not $5.40. Seems council has a different way of working things out, or it’s muddying, or I am wrong. It is confusing. I note the rate pamphlet makes no effort to clarify how your rates are calculated around the Budget. We cannot continue to invest the people’s money into the Hargreaves Mall if wer’e not getting the outcomes we expect. This money is being taken away from other areas of the City of Greater Bendigo, including suburban and rural areas. Members of the community have the ideas to solve the Hargreaves Mall. The most commonly suggestions I have read, heard, or been told have been: Putting a road through the middle and carparking bays, More restaurants and cafes, potential to create a food hub, more opportunities for retail, in particular boutique shops, art installations, proper protection from the weather, greater carparking access & concessions,greater police/ security presence. These ideas are diverse and would improve functionality, attraction, and will boost local industries, support local business, and employ locals. It would also go well with what is already happening in the Mall, including the approved 4.5star hotel next to Myer. A new strategy needs to be in line with existing City of Greater Bendigo plans, in particular, The Bendigo City Centre Plan and the Economic Development Strategy. Without addressing access to the hotel, parking, and anti-social behaviour all issues, this could keep visitors way from a new proposed hotel development. This is one example of the need to properly think through and consult before making any more investments.

SUPPORT AVAILABLE FOR POTENTIAL COUNCILLORS The City of Greater Bendigo is reminding residents considering running for Council elections this year that there is support available to allow Councillors to carry out their duties and meet family and work commitments at the same time. This is in response to recent reports that fewer women may stand for Council elections this month, because women are more negatively impacted by COVID-19 through additional childcare responsibilities and financial stress caused by job insecurity. Being a Councillor and leading your community can be a rewarding experience. It can also be a demanding and time-consuming role. There is a requirement to attend Council and Committee meetings, represent the Council and communicate with residents, business, community groups and others. In preparation for the upcoming Council elections, a new support policy for Councillors was adopted in August which offers: Reimbursement of caring expenses (for children as well as elderly, disabled or sick family members) The provision of laptops and

smart phones as needed Access to a vehicle to attend community events. Financial support for training. Reimbursement of travel expenses incurred for Council purposes. Fair and reasonable support for individuals with a disability Councillors also receive an annual allowance of more than $31,000. The Mayoral allowance is higher. Acting Chief Executive Officer Andrew Cooney said being a Councillor was rewarding and there were several initiatives to provide support with the demands of the role. “We want to encourage a diversity of candidates to stand at this election and this means we have to do what we can to ensure the job is as welcoming, accessible and inclusive as possible,” Mr Cooney said. “We encourage people from all backgrounds to consider running for Council, regardless of age, gender, ability, income, experience or ethnicity.” Mr Cooney said the proportion of women on Council had grown. “We want to reassure all prospective candidates we will work with the new Council to find meeting arrangements that suits their needs.

Across the globe many individuals, communities and businesses are adjusting to a new reality. Over the past few months Probus South Pacific have been amazed to see the many innovative ideas Probians have utilised to stay connected. It is the strong connections formed through Probus that have helped so many members to adapt in these challenging times. Now, more than ever, members appreciate the value of belonging in our community. To celebrate Probus and in turn to build the awareness of the benefits of belonging in the community Probus South Pacific are pleased to announce an annual ‘Probus Day’. The annual celebration will be held on October 1st 2020 – the date already known as the United Nations Day of Older Persons across the world. This year’s theme is ‘Staying Connected and Active with Probus – the key to happy retirement. Because of the current pandemic restrictions clubs will not be holding regular meetings but many have found innovative ways to keep in touch. There are several Probus Clubs within the Bendigo area and all will have some form of recognition for Probus Day. The Probus Club of White Hills is a very progressive group of ‘like minded’ people who (under normal circumstances) meet monthly at the White Hills Sports Complex in Scott Street. During COVID 19 restrictions members have kept in touch by receiving fortnightly newsletters; connecting on facebook; ‘zooming’ Quiz; and the ‘telephone tree’ where designated leaders are contacting members regularly. Postcards featuring life on the farm were very popular in the early 1900’s. City people loved seeing photos of the rural lifestyle which was responsible for much of the wealth in this country at this time. Many of these postcards were privately produced. Films could be sent to the developers with a request to have the photos printed on card with a postcard back. Sometimes one of these postcards might be unique, while others were printed in quantity to be sold by retailers. Interesting privately produced postcards are of great interest to collectors and some command high prices. Subtitles could be printed at the base of these cards to describe the scene and these descriptions prove to be invaluable in identifying people and places. Many of the subtitles were handwritten as in the example shown. This postcard depicts a farm in Fairfield in Melbourne (hard to imagine today) and was posted to a relative in Adelaide. The farm cat was obviously quick to work out where the warm milk came from, and the farmer was happy to oblige. It reminded me of my own cat which stands in front of the food

cupboard when it is hungry and wants to be fed. Many of the agricultural postcards showed the hard work involved in running a farm, but some just showed the quirks that happened from time to time. The second card is a Coles card from 1956 to commemorate the

Melbourne Olympics. Coles stores sold swap cards during the 1950’s and many happy collectors saved their pocket money to buy them. There was a wide range of subjects from ballet to transport and most were paired together with another card. A book covering all known Coles cards was produced in 1994 by the Australian Playing Card Collectors Society and is a handy reference. Coles produced five series of cards for the 1956 Olympics – flags of the competing nations, scenes from the different nations, native birds and animals, industries, and sports and venues.
