Welcome

This directory is designed to foster business driven R&D partnerships within industrial biotechology. It has been inspired by the "Memorandum of Understanding", signed by the UK and Norwegian innovation agencies in 2011, outlining a series of activities to be undertaken on industrial biotechnology and biorefining. Industrial biotechnology is the use of biologically-based technologies, such as fermentation or biocatalysis, to develop new and more efficient and sustainable methods of producing energy, chemicals and materials. Biorefining is the identification, extraction and modification of valuable components from a biobased feedstock to support the biotechnology process. About the UK-Norway agreement On the 23rd February 2011, Innovation Norway and the Technology Strategy Board signed a memorandum of understanding to collaborate on a number of activities focusing on industrial biotechnology and biorefining. These technologies underpin the bioeconomy, which in Europe has a market size of €2 trillion and employs 21.5 million people. Investment in these technologies could help to meet the increasing demand for a sustainable supply of food, industrial products and fuels. Both organisations believe that through joint activities, such as knowledge exchange and innovation projects, they will generate future economic growth.

During the last two years, the partnership has: • commissioned research to map UK-Norway opportunities • contributed or commissioned five technical reports • committed investment of over €2m into eight joint projects.

The project participants include seven UK companies, eight Norwegian companies and one UK university. Two projects will be launching products this year.

Technology Strategy Board

The Technology Strategy Board is the UK’s innovation agency. Our goal is to help accelerate economic growth by stimulating and supporting business-led innovation. Our programme and support for business innovation are a key part of the Government’s industrial strategy. Our work in priority areas and our support for business innovation are key parts of our strategy. We helped to identify the ‘eight great technologies’ at the heart of the UK’s push for growth.

We are setting up seven new Catapult technology and innovation centres, and all will be operational this year. They will provide a powerful new force for innovation in the UK. The High Value Manufacturing Catapult hosts the National Industrial Biotechnology Facility. Our view extends far beyond the UK to European and global opportunities which includes launching joint programmes with the key emerging economies of India and China. Everything we do is driven by the desire to help UK business bring new ideas and technologies to market. The Technology Strategy Board builds strategic partnerships with key organisations. It connects and creates engagement between people and organisations, which might not normally work together, and acts as a catalyst to enable developments that otherwise would not take place. The agreement with Innovation Norway is the first bilateral with another innovation agency but follows other UK-based partnerships. In 2013, it announced its partnership with BBSRC on an Industrial Biotechnology Catalyst.

Our strategy for business innovation Concept to Commercialisation has five key aims: • Accelerating the journey between concept and commercialisation • Connecting the innovation-support landscape • Turning government action into business opportunity • Investing in priority theme areas based on potential • Continuously improving our capability. Our 2012 ‘Biosciences’ strategy focused on the following priority areas: genomics, industrial biotechnology, agriculture and food. Industrial biotechnology, encompassing biorefining, offers the opportunity for more efficient chemical processes and the generation of sustainable energy and materials. Over 55 industrial-biotechnology using projects have been funded through a series of ‘high-value chemicals’ competitions, which were initiated in 2009. These projects are in addition to others funded through some of our other programmes such as Smart, Knowledge Transfer Partnerships and ERANETs. Our ‘Enabling Technologies’ strategy will focus biosciences investment in three areas: characterisation and discovery tools, production and processing and bioinformatics. Our current ‘High Value Manufacturing’ strategy identifies 22 national competencies for investment including biotech, biological and synthetic biology. Through implementation of these strategies, the Technology Strategy Board hopes to generate wealth-creating, innovative projects in the future.

Biosciences Knowledge Transfer Network Knowledge sharing and open innovation help companies engage with the ideas and opportunities around them. This is the purpose of the 15 businessled KTNs, which have more than 30,000 individual members. In 2010, the Technology Strategy Board created an online collaboration and social networking tool, _connect, which hosts the KTNs together with many other groups.

KTNs are a dynamic resource for individuals to enable business innovation by sharing knowledge, ideas and opportunities within and between specific sectors. One of these is the Biosciences Knowledge Transfer Network which drives the conversion of the United Kingdom’s bioscience knowledge into innovative agricultural, food and industrial bioscience products and processes for the benefit of business, the economy, the environment and society. The KTN serves four identified market sectors: • Industrial bioscience • Animal breeding and animal health • Plant breeding and crop protection • Food technology and manufacture Biosciences KTN puts companies and innovators in contact with the funding and knowledge that they need to bring new products and processes to market. Our aim is to connect and catalyse by: • Driving knowledge transfer between the science base and industry • Creating networking opportunities and stimulating innovation key to our industry sectors • Providing a coherent voice for industry to inform government policy.

The Biosciences KTN can help innovation by integrating academic, industrial and business communities within and across sectors that may not have previously interacted closely. We combine the knowledge and expertise of all stakeholders, offering new opportunities for business or research enhancement. Biosciences KTN can: • Provide access to and advice on funding and collaboration opportunities • Mentor funding applications • Help build partnerships and identify new business opportunities • Provide free access on latest developments, events and funding opportunities through our online _connect website (www.innovate.org/biosciencesktn) Hosted by the KTNs, there are also Special Interest Groups (SIGs) created to work across KTNs on specific tasks. One of these is the Industrial Biotechnology SIG (IB-SIG). Set-up 3 years ago, its purpose is to encourage UK industry to utilise industrial biotechnology to create chemicals more efficiently and sustainably. This has been achieved under strategic direction from the Industrial Biotechnology Leadership Forum and on-the-ground has visited over 100 companies across the country. Several of these have proceeded to test the feasibility of using industrial biotechnology in their current work.



Innovation Norway – connecting, informing and funding Innovation Norway connects people, businesses and communities across borders. Our key objectives are to nurture business innovation and entrepreneurship, foster regional development, international cooperation and market access. We build local business networks in key markets through our more than thirty offices around the globe.

Innovation Norway is the main government agency for industry development, with close to 800 employees and about €800 million in grants and loans under management. In addition to its international offices, the organisation has business units in all Norwegian counties, which provides a unique knowledge of Norwegian companies in all sectors. Innovation Norway acts as an advisor to the Government on industry policy in close co-operation with the Norwegian Research Council. For instance, both organisations were strongly involved in preparation of the Government’s white paper on biotechnology, which was published in December 2011. Based on the recommendations drawn up in the national biotech strategy, Innovation Norway has recently launched a new program to support the emerging bioeconomy. This initiative has several measures, with the key objective to stimulate innovation and investments into sustainable production of high value products.

We support projects along the whole value chain from market investigations, technical feasibility and scaling up of novel processes. In 2013 we aim to invest about €8,5 million in industrial biotechnology and biorefining, a figure we hope to gradually increase in future years. It is our ambition to help Norwegian companies become leaders in the use of renewable resources, e.g. efficient value creation from wood or marine derived biomass, areas where Norway by tradition is strong. We firmly believe, however, that cooperation is crucial, particularly with respect to progressing the bioeconomy. Establishing the Norwegian Industrial Biotech Network and seeking a partnership with the UK, illustrate our emphasis on connecting people. It is people who run businesses. We hope that this directory will foster new business collaborations across the North Sea.



Norwegian Industrial Biotechnology Network Growth of the bioeconomy depends on the interplay between renewable feedstock, new technology and emerging markets. The Norwegian Network for Industrial Biotechology connects business and knowledge across sectors and geography. The network’s focus is on biotechnology in conversion, valorization and manufacturing processes based on raw materials from agriculture, forestry and the marine sector. The overarching mission is to create value for society through economic growth, as well as a more sustainable industry.

The activities reflect four strategic objectives: • Facilitate cross-sectorial and multidisciplinary networking • Identify and communicate market opportunities • Promote investments by competent capital • Increase awareness of industrial biotechnology in society We organise seminars, workshops and study tours in order to disseminate knowledge, alone or in cooperation with partner organisations or Government agencies. We communicate business news, market information, new grant programs and help the grant providing agencies identifying new projects. Norwegian Industrial Biotechnology Network was established in 2011 and has currently over 50 institutional

members. These members include companies from all relevant sectors, as well as the most prominent research organisations in Norway. Our website offers a gateway to the Norwegian biotech industry, providing a comprehensive list of relevant companies, members as well as nonmembers. www.indbiotech.no We respond to international enquiries and help companies in their search for business partners. We also make connections to academic centres of excellence and Government support agencies, such as Innovation Norway, The Norwegian Research Council or Invest in Norway. MEMORANDUM OF UNDERSTANDING between INNOVATION NORWAY and the TECHNOLOGY STRATEGY BOARD 1. INTRODUCTION a. In order to share costs across governments and maximise exploitation of research and development in areas of common interest the above parties have the intention of first evaluating possible opportunities for bilateral programmes, and then potentially jointly funding R&D activities under the auspices of the following Partnership. b. The purpose of this document is to describe the arrangements for the collaboration between the Innovation Norway (IN) and the Technology Strategy Board (TSB) in the

Appendix 1 – Proposed Activities 1. Consultancy – identifying opportunities Tender and manage the completion of a report on the high level opportunities and synergies for Norway and the UK. A follow up report focusing on more specific market or technology areas may be commissioned on completion of the initial study. The initial report will be funded jointly by the UK’s Biosciences KTN (a networking organisation funded by the Technology Strategy Board) and Innovation Norway. 2. Online Networking Innovation Norway intends to build a national Industrial Biotechnology web portal. Technology Strategy Board will generate a UK-Norway group on its Connect site to promote online networking. One could envision building a system for functional integration between the national relevant web sites, and this integration may involve some cost. Management time will be required on both sides. 3. Physical Networking In order to identify and encourage collaborative projects, the partners intend to organise networking events in both the UK and Norway. These events could be study trips, seminars, matchmaking or could also focus on knowledge transfer within a specific topic or opportunities for venture capital. They might also be aligned to other events e.g. conferences or site visits. The parties envision 2-4 events per year, contingent on each party’s annual budget. Management time will be required on both sides. 4. Pilot and Demonstration Facilities Industrial biotechnology and biorefining projects often require access to pilot or demonstration facilities and expertise on process development and scaling-up. The UK and Norway has a number of centres of excellence that provide these capabilities. These facilities will be highlighted to stakeholders in both countries, through presentations or study tours. If such facilities identify areas of cross-border complementarity , for instance if one UK facility focuses on fermentation technologies, while a Norwegian facility focuses on separation technologies, the facilities may wish to form a business relationship involving co-marketing, exchange of personnel and joint management of specific projects. Exchange of technical personnel to encourage knowledge transfer and technical interaction might be supported. Management time to organise visits and stimulate partnerships will be required on both sides. 5. Norway-UK collaborative R&D projects Projects may include companies, research and technology organisations and academic research groups, funded through a competitive process. Projects could be at any stage along the

technology or product development chain, but the specifications and budget for joint funding programs will need to be worked out and agreed before any calls are announced. Management time will be required for working out program details and potentially for managing calls. Based on previous programs the parties envision that a budget of 5 mill GBP could support 5-15 projects over the term of the agreement. Successful projects will be competing with other opportunities, hence this number is only indicative, reflecting the expected amount of opportunities and associated funding requirement and not a commitment on the parties to a specific budget frame. Whether projects involving only academia will be funded will depend on the participation of the respective Research Councils. The general principle is that all grants should be based on predefined policy and quality criteria. Moreover, each country would only be obliged to fund their own organisations (i.e. their part of the budget of successful projects). Each call for grant applications will have its own requirements e.g. topic, timing, minimum size of project, assessment criteria or a minimum level of bilateralism. Examples of potential topics: a. Feasibility projects where marine or terrestrial feedstocks are used to create high value products and biofuel b. Development of novel technologies for biocatalytic conversion c. Pilot scale demonstration of novel processes An alternative funding scheme would follow the Norwegian IFU contracts, where cost is split between a larger business partner (a so called “demanding customer”), a technology developer (typically an SME) and Innovation Norway. This scheme would be suitable for projects involving a UK large chemical company and a Norwegian SME developing a relevant process. Knowledge Transfer Partnerships is Europe’s leading programme helping businesses to improve their competitiveness and productivity through the better use of knowledge, technology and skills that reside within the UK knowledge base. It might be possible for UK companies to accept graduates from Norwegian universities or vice versa. 6. European Projects The Parties have the intention to monitor EU calls for funding and encourage consortia containing UK and Norwegian partners to bid into the calls assisted by the activities 1-3 above. For instance, the ERANET in Industrial Biotechnology or the CSA action on Marine Biotechnology.
