Long-standing members gather for centenary dinner to celebrate ‘enduring relationships, continuous development and shared progress’
The curtain came down on an incredible centenary year for the Hertfordshire Chamber with a black-tie dinner for patrons and long-standing members.
Lord and Lady Salisbury were special guests at the event hosted at The Old Palace, Hatfield Park.
Attendees, including the Lord-Lieutenant of Hertfordshire
Robert Voss CBE CStJ, the High Sheriff of Hertfordshire Annie Brewster, Colonel Leona Barr-Jones DL VR and representatives from companies that have long supported the Chamber, were entertained on arrival with music from Vanessa Hastings.
In his opening speech, Chamber Chairman Jeremy Bishop spoke about the importance of taking a long-term view, an appropriate theme given the 100 years of the Chamber.
He said: “Whether in business, life or personal decisions, balancing our short, medium and long-term plans can make the difference between fleeting success and lasting impact.
“In business, it’s easy to be caught up in the immediate. But as we all know, businesses that are truly resilient are the ones that look beyond the horizon.

“Our Chamber is a perfect example of this principle in action. For over 100 years, we’ve been more than just a network of businesses. We’ve been a community that values enduring relationships, continuous development and shared progress. And it’s because of that long-term vision that we continue to stand strong today.”

Last year was a truly momentous one for the Hertfordshire Chamber of Commerce as we marked our centenary – a milestone that filled us with immense pride and determination for what lies ahead.
Reflecting on 100 years of steadfast support for Hertfordshire’s business community, we honoured the past while turning our focus squarely toward the future. The centenary was not just a celebration of what we’ve achieved; it was a springboard for the innovation and collaboration that will define the decades to come.
I extend my deepest gratitude to everyone who contributed to making 2024 extraordinary. From our dedicated members and local businesses to partners and supporters, your enthusiasm was the bedrock of our celebrations. A special thanks goes to my remarkable team, whose commitment was the driving force behind a year of achievement and ambition. The completion of our 12 monthly ‘100’ challenges exemplifies the creativity, teamwork and resilience that fuel our vision for the future.

Yet, as we celebrate, we also ask: where do we go from here? As we step into 2025 and beyond, our mission to support and champion Hertfordshire’s business community takes on renewed urgency. In a world of economic flux and evolving challenges, our role as a trusted partner is more critical than ever.
Our strategy is focused on three pillars: resilience, innovation and inclusivity. Businesses today face an ever-changing landscape, influenced by technological advancements, global shifts and pressing environmental imperatives. Building the leaders of the future
New centre will help close skills gap in construction sector as Government plans to create 1.5 million new homes
A new multi-million-pound Construction Centre to help tackle skills shortages in Hertfordshire has been officially opened with MP Daisy Cooper cutting the ribbon to the state-of-art teaching facilities.

The ambitious Oaklands College project is a 3,000m² new build, making it the UK’s newest teaching centre for all of the construction trades. The centre includes workshops for practical learning for the plumbing, electrical and renewables installation trades, a construction lab, a VR learning suite and general teaching and IT classrooms.
The new building will significantly enhance the student experience and is aimed at improving the quality of training and skills that the college students have available to them.
Cutting-edge sustainability practices and performance have been at the heart of this new building, including the installation of air source heat pumps and

solar PV panels. The centre is also one of the first projects in the UK to use bricks made from fully recycled materials.
The MP applauded the college’s efforts to train up students with the skills for the future of construction. She said: “We desperately need to have a construction workforce that is built for the next 10, 15 years, and I really hope that this opening will be at the heart of that.”
The college worked with RG Carter Construction, DLA Architecture and Fusion Project Management to create this impressive new building, and the official launch of the centre was attended by other local colleges and companies, such as Morgan Sindall and RDT Architects, that work with Oaklands to provide work placement for its T Level students.
Principal and CEO Andrew Slade thanked RG Carter Construction for creating an adaptable space. “The building has been designed to make sure we can change rooms to reflect the needs of the industry and make sure we achieve that longevity for this building. And that’s vital because with technology moving at such a pace, we need to be able to adapt our space for future plumbers, electricians and engineers.”
Claire Dolan, Deputy Principal Strategy, Partnership and Business Development, Oaklands College, said: “It is great to get the building open officially and see it teeming with dedicated students who are enjoying the new space.
“We are so grateful to all of the businesses that are supporting our students at the College, offering placement and work experience.

However, our T Level students need 300 hours of work placement over two years to complete their qualification and we really need more construction businesses in Hertfordshire to support us with this.
“Helping our students learn on the job while they are getting the best education in one of the newest college facilities in the country will create the most qualified employees of the future.
“As the Government embarks on an ambitious plan to build 1.5 million new homes over the next five years, we need to partner with construction businesses to ensure that we continue to play a key role in this, as a centre of learning excellence for the construction industry, helping young people to harness the emerging technology and tools of the industry for the future, and develop the world-class skills they need for the UK to blaze a trail in this sector.”
As a result of the new Construction Centre, Oaklands has also been picked as one of only six colleges nationwide to partner with the Construction Industry Training Board (CITB) and the Home Builders Federation (NBF) in their ‘Partner a College’ project.
This initiative sees further education colleges that have been identified as having an excellent construction department being invited to get involved with some exciting and prestigious construction projects, giving them a fantastic insight into the industry in action. Oaklands College students will be attached to housebuilders in the South-east area, with those companies yet to be announced.

Preventing Sexual Harassment in the Workplace
Richard Gvero explains the changes introduced when the Worker Protection (Amendment to Equality Act 2010) Act 2023 came into force in October 2024.
AQWhat is the new duty on employers?
This Act introduced a new positive duty on employers to take reasonable steps to prevent sexual harassment of their employees in the workplace.
Q What types of sexual harassment does the Act cover?
ASexual harassment can be both physical and verbal. It includes a wide range of behaviour such as sexual comments or jokes, suggestive looks or advances as well as physical actions such as touching, hugging or kissing.
The new duty applies only to sexual harassment taking place in the course of employment and not to harassment on the grounds of other protected characteristics. The duty is anticipatory and ongoing, so employers need to take steps to prevent sexual harassment occurring in the first place and then take further measures to prevent it happening again if it has occurred.
Q What reasonable steps do employers need to take?
AWhat will be a reasonable step will vary depending on the size of the employer and their resources, working environment and specific workplace risks. To determine whether a step is reasonable, an employer will need to consider whether a particular step or an alternative is more effective, the time, cost and disruption involved with taking a particular step and whether or not any steps have already been effective. This duty will require ongoing monitoring to ensure employers remain compliant with the law.
As there are no minimum standards that the employer has to meet we will have to wait until there are tribunal cases before we can fully understand what the duty will encompass and what steps will be considered reasonable.
The Equality and Human Rights Commission (EHRC) has also published technical guidance on sexual harassment and a new guide for employers to follow: Employer 8 Step Guide: Preventing Sexual Harassment at Work.
The guide sets out eight steps which should be implemented by an employer to prevent sexual harassment in the workplace as follows:
1. Develop an effective anti-harassment policy
2. Engage with staff, for example through discussion and surveys
3. Assess risk and take steps to reduce workplace harassment
4. Implement a reporting system to report concerns
5. Put in place training
6. Act immediately when a harassment complaint is received
7. Take steps to prevent third party harassment
8. Monitor and evaluate the effectiveness of preventative steps put in place.
Q What are the consequences of breaching the Act?
AThe Act gives employment tribunals the power to uplift compensation by up to 25% if there has been a breach of the duty. Additionally, the EHRC has enforcement powers.
Q What do employers need to do now?
AIn order to be compliant within the new Act, employers should review their internal policies and procedures, including their anti-harassment policy, and urgently put in place internal mechanisms to deal with any complaints of sexual harassment.

about how he endeavours to be an

and why looking ahead to the future is key to protecting history.
Anthony Downs has worked at Gascoyne Estates for almost 25 years in a variety of roles across its three estates, before taking the helm as Estate Director at Hatfield Park in 2019.
Gascoyne has three historic estates in Hertfordshire, central London and Dorset. Hatfield Park, in Hertfordshire, is home to a diverse mix of businesses, residential property, farming, forestry and environmental activities, hospitality, retail and leisure. The centrepiece to the portfolio at Hatfield includes the historically significant Hatfield House and the Old Palace, Gardens and Parklands.
Whilst set against a historic backdrop, Anthony and the estate management team are always looking forward and are working on multiple and varied projects, investing significant sums in Hatfield, for the longterm sustainability of the estate and the wider community.
“A large historic portfolio needs constant, loving attention and has to be maintained for future generations to enjoy,” says Anthony.
“In addition to maintaining historic assets we are very much on a journey with regenerative agriculture, improving the quality of our soils, increasing biodiversity and improving natural habitats. Farming and forestry like all businesses need investment. Investment also includes training for our workforce and providing placement opportunities for horticultural and estate management students.
“Building and maintaining a vision requires careful planning, execution and of course, time and money. As a business we always seek to work against a minimum of a 10-year plan.”
One of the larger projects presently underway is delivery of a 340-housing development on the south side of Welwyn Garden City, which will also provide a new cricket club, community facilities and open space. Nearby in Old Hatfield works are also underway to regenerate Salisbury Square, a development of retail, residential and commercial property.
Sustainability is central to the vision for Hatfield Park and Anthony says Gascoyne would “rather do it once and do it properly than take a short term or piecemeal approach”.
“With our property, our philosophy is to take the best of the old and sympathetically maintain historic features such that our property is fit for purpose and will stand the test of time,” he says.
“Quality is important. If you’re renting a home, it must not only be warm and efficient but attractive and aspirational. We want people to come to Hertfordshire – and Hatfield in particular – and see it as more than bricks and mortar but rather as a home. Whether a commercial or residential tenant of Hatfield Park, you can enjoy excellent transport links to London yet enjoy access to Hatfield Park and its unrivalled natural environment. This is about more than simply renting a house or workplace, it’s a lifestyle.”
Having a clear vision is integral to Anthony’s style of leadership.
“I strongly believe that a leader should hold and maintain a clear vision - being the champion of that vision is very much my role,” he says.
“I’m fundamentally a positive person and I enjoy solving problems and bringing people together. I aim to bring a strong sense of coaching and mentoring to my role. I may be the person leading Hatfield Park, but I can only do that effectively by having a very good team behind me. I’ve been lucky to work with some amazing people over the years. You need trust, respect and general decency. Establish a clear set of values and behave in a consistent fashion.
“For those starting out in leadership roles, I would advise them to set clear objectives, be consistent and authentic, and be honest about what your strengths and weaknesses are, and those of your team. Be prepared to ask for help where necessary and build a team you can trust. It is not about having a cosy club but having an honest feedback culture and a willingness or ability to have difficult conversations.”
The recent Budget, alongside an increasing number of regulations, is causing “more drag” for businesses.
“Businesses are having to working ever harder to make money,” he says.
“Profit should not be a dirty word. Without profit, you simply wouldn’t have a business. Gascoyne are a long-established business and for the past five years, we have ploughed back our profits to invest for the future and build both social and economic value.”
Hatfield Park sponsors Hertfordshire Chamber of Commerce’s Inspiring Hertfordshire Awards and has done so for several years.
“We joined Hertfordshire Chamber because we are a well-established, historic business and consider ourselves very much part of the Hertfordshire community. In that regard, the Chamber and Gascoyne Estates have many similarities” says Anthony.

“One of the greatest benefits of being Chamber members are the insights and relationships you gain. It provides an opportunity to speak to people you would not normally meet and opportunities to collaborate. It is always good to talk to likeminded businesses to compare notes.
“Geography is such that Hertfordshire has huge opportunities with appropriate foresight, leadership and collaboration. Components for future success and prosperity must include a clear vision, good digital infrastructure, attractive homes and better transport links to compete with other areas in the UK and the world. If we get it right, people can be really proud of where they live and work and be part of something much bigger.”
Essential funds raised to ease winter homelessness
New Hope, a Watford-based charity that supports people who are experiencing homelessness in the town, was overwhelmed by the amazing support of people during the festive season.

Homelessness is especially damaging over the winter when temperatures regularly drop to zero or below so New Hope’s Haven drop-in service is often a lifeline for people without a safe place to stay each night.
Every morning, people arrive for a hearty breakfast, hot shower and support to connect them with a safe place to stay. Last year, New Hope’s Christmas Appeal, Home For Christmas, raised essential funds to provide this crucial support.
Until March, the Haven is also hosting Watford’s Winter Shelter, a collaboration between New Hope and Watford Borough Council, providing an extra 15 beds each night.
Matthew Heasman, New Hope CEO, said: “Winter is full of risk for people rough sleeping. We are thankful that New Hope, with the support of our local council, is able to give shelter and sanctuary in their time of need. We are so encouraged by the support of our friends across Watford who have given, and continue to do so, to support this valuable endeavour.”
Alongside the generous donations received for the Christmas appeal, New Hope was so grateful to have received carefully chosen gifts for the people and families supported, and the wealth of volunteers who had already helped in Christmas fundraising, those who supported the Winter Shelter each night, and those who prepared and served meals over the Christmas week.
Elected Mayor of Watford, Peter Taylor, said: “New Hope is a fantastic local charity that has been making a huge difference for those facing rough sleeping in Watford since 1990. Their dedication to providing essential support and hope is vital during the challenging winter months.
“New Hope’s Christmas Appeal offers everyone a chance to support the lifechanging work they do. Through their

work in prevention, intervention and outreach, New Hope provide a lifeline for those who need it most.
“A huge thank you to the staff and volunteers at New Hope for their tireless efforts in supporting people in need. Together we can end rough sleeping in Watford.”

Celebrations at the double for funeral directors
A funeral directors with branches across Hertfordshire and Bedfordshire is preparing to celebrate its 150th anniversary in 2025.
Neville Funerals, part of the Neville Trust Group of Companies, will mark this momentous occasion with a series of activities planned to commemorate its long-standing legacy.
This milestone follows another significant celebration for the company. Last year, Neville Funerals marked 10 years of serving the community of Woburn Sands, a location with its own rich history.
Originally opened as the Maypole Beerhouse in 1867, the company’s premises later housed various businesses, including fabric and
furniture shops and a drum and percussion specialist, before being acquired by Neville Funerals in 2014. Following extensive renovations by the company’s construction and joinery teams, the Woburn Sands branch officially opened as Neville Funerals’ seventh funeral home in the region.
Over the past decade, Neville Funerals has become an integral part of the Woburn Sands community, supporting local events such as Christmas fairs and tree festivals. The branch has also provided sponsorship and raffle prizes to help these initiatives thrive.
Among its proudest contributions is its partnership with Helping Hands Woburn Sands, a service that assists adults needing support to live independently.
Neville Funerals has played an active
role in promoting this vital service, acting as a post office and managing the service’s cash and records.
In 2021, the Woburn Sands branch introduced the Talking Elephants bereavement support service, offering a safe space for those coping with loss. This initiative reflects Neville Funerals’ commitment to providing compassionate, community-focused services.
To celebrate its 10th anniversary, the branch hosted a Macmillan coffee morning, returning to its roots with an event that brought the community together. Visitors enjoyed a vibrant atmosphere complete with balloons, banners, face painting and colouring activities. The event raised nearly £300 for the Macmillan charity.

Historic haven for business and people
Nestled in Hertfordshire, Welwyn Hatfield stands as a beacon of innovation, business growth and rich history
With two distinct towns at its core – Welwyn Garden City and Hatfield – the borough of Welwyn Hatfield has attracted attention for its unique blend of past and future. Businesses, residents and visitors alike are drawn to the area’s balance of heritage, modern development and unmatched connectivity.
Welwyn Garden City is a town unlike any other, being the world’s second-ever garden city. Founded by Ebenezer Howard when he was almost 70 in 1920, it was built with the ambition of creating a perfect marriage of city and countryside. A young French/ Canadian architect called Louis de Soisson was the new garden city’s consultant architect.
After marking its centenary five years ago, Welwyn Garden City continues to thrive as a prime example of thoughtful urban planning. Its well-laid-out streets, green spaces and beautiful floral displays reflect Howard’s original vision of harmony between industrial productivity and a serene living environment. The town’s centre remains the heart of the community, with key attractions such as John Lewis drawing visitors from across the region. Modern enhancements to public spaces, such as the remodelling of Anniversary Gardens, have made Welwyn Garden City more accessible and vibrant for residents and businesses alike. Campus West, the town’s cultural hub, further supports this lively atmosphere by hosting films, shows and community activities.
In contrast to Welwyn Garden City’s planned origins, Hatfield’s roots stretch back centuries. The town is perhaps most famous for Hatfield House, a magnificent Jacobean estate completed in 1611. Built by Robert Cecil, 1st Earl of Salisbury and chief advisor to King James I, the Grade I-listed mansion stands as one of England’s finest examples of Jacobean architecture.
Its grounds – including the Great Park and the Old Palace where Elizabeth I spent much of her childhood – attract over 100,000 visitors annually.
While steeped in history, Hatfield has successfully evolved into a key economic hub. The University of Hertfordshire, located in Hatfield, is a world-class educational institution hosting over 24,000 students and 2,500 staff. Combined with the Royal Veterinary College just a few miles south, the area is a magnet for knowledge and innovation.
With history as its foundation, Welwyn Hatfield has flourished into a modern business powerhouse. The borough is home to nearly 5,000 businesses, a figure that has grown by 28 per cent over the past decade, a testament to its thriving economy.
At the forefront of Welwyn Hatfield’s economic strength is Hatfield Business Park, a high-quality site of regional importance. Originally developed on the grounds of the decommissioned Hatfield Aerodrome, over 13,000 people now work at the Business Park. Its strategic location – just 21 miles north of

London and close to major transport routes –has made it attractive to a diverse range of industries.
From corporate headquarters to cutting-edge research and development centres, Hatfield Business Park exemplifies the borough’s capacity to support large-scale, high-value operations. Notable employers at the park draw talent from across the country, with excellent road and rail networks ensuring accessibility.
Beyond major employers, Welwyn Hatfield actively supports SMEs and startups through initiatives such as HatTech and WelTech, council-operated business hubs. Designed to foster collaboration, innovation and growth, these centres provide flexible workspaces, high-end amenities, and an environment where smaller enterprises can thrive.

AI Summit
Artificial intelligence is hot topic
AI summit prompts lively debate about its uses and how it can be implemented in different industries
‘AI should not displace us…instead we should learn to embrace it so that it may empower us.’
That was the message from two key speakers at the AI summit that brought together representatives from different sectors to consider the role of artificial intelligence now and in the future.
The summit at the University of Hertfordshire was the final one in a series held across 2024 looking at key industry sectors.
Joel Sweeney, founder and CEO, Xpertex, and Spencer West, Network and Dev Ops Consultant, explored AI’s capabilities, spoke about some of the myths surrounding it and evidenced real-world applications across industries.
Their presentation looked at the benefits of introducing AI into the workplace, but did outline the importance of training technology to avoid errors.
Also speaking at the event was Farshid Amirabdollahian, Professor of Human Robot Interaction at the School of Engineering and Computer Science, University of Hertfordshire, who explored the practical applications in modern business.
He looked at its use in the medical field as well as discussing ethical considerations and practical implementations across diverse sectors, and how AI can contribute to academic research.
Panellists, including Simon Mercer, Managing Director at Pearldrop, Philip Clifford-Brown, Managing Director, Weston Analytics, Jonathan Ash-Edwards, Police and Crime Commissioner for Hertfordshire, Richard Behan, Chief Corporate Development Officer and Owner of CAE Technology Services, Allison Alexander, Founder of Branue, and Camilla Karm, Director of Sales and Marketing, Redsquid, led a lively discussion with input from the sell-out audience.
Chamber CEO Donna Schultz said: “We held five sector summits across the year, each looking at a different industry. They were all well attended and sparked interesting debates.
“But the AI summit fascinated everyone who attended. There remains a lot of fear around the use of AI and it was fascinating to hear from our speakers about how it can be used productively within different industries.
“AI isn’t going anywhere, so it’s important we find a way to integrate it as a tool to help us do our jobs.”

The Information Commissioner’s Office (ICO), the body responsible for monitoring compliance with data protection legislation, has been in the news a lot recently. Investigating complaints against businesses and handing out reprimands and hefty fines – including to Hello Fresh, the Central YMCA and marketing firms, Outsource Strategies Ltd and Dr Telemarketing.
Whilst the General Data Protection Regulations (GDPR) came into force in 2018, many enterprises (ranging from large companies to sole traders or charities) have not yet fully implemented all the requirements when holding or using an individual’s personal data. Every enterprise must have a Data Protection Officer and regularly audit their use and protection of data. When data is passed between organisations, a careful review of the compliance of the party to which you are passing it should be undertaken. The aim of the new regulations is to give more agency and protection to individuals, and

the ease of reporting any breaches (or suspected breaches) is easier than ever.
Any person can make a complaint to the ICO, and enforcement is strict. GDPR mandates rigorous standards – going much further than its predecessor, the Data Protection Act – with the aim of building the trust of individuals whose data is held and used more and more in the ever evolving digital and online business world. A report against a business may result in an investigation and an audit of the data processing systems and protections. This costs business both time and money and with all action published on their website, could leave your name coming up in quite unfavourable search results.
If you process or hold any personal data as defined by the regulations, you are also obliged to register with the ICO. Failure to do so can result in an automatic penalty of up to £4,000. In 2024 alone, 11 such fines have been issued where it has come to light that businesses have not properly registered and paid the annual fee (ranging between £40 for small organisations with a turnover of less than £632,000 to £2,900 for large organisations).

Record-breaking achievement with 23-year housing high for Hertfordshire
Hertfordshire has seen a landmark achievement in housing development marking the highest number of new homes built in any year since 2001.
In the period from 1 April 2023 to 31 March 2024, councils across the county delivered 5,387 new homes. This remarkable milestone underscores the Hertfordshire Growth Boards commitment to addressing the housing needs of residents through its Right Home, Right Places mission.
One of the highlights of this achievement is the focus on affordability. An impressive 30% of the gross new homes are affordable, catering to a range of needs:
• 864 affordable rent units
• 389 shared equity units
• 376 social rent units
• 16 intermediate units

Equally noteworthy is Hertfordshire’s dedication to sustainable development, with 68% of these new homes constructed

on brownfield land, showcasing the County’s commitment to regenerating underused areas and minimising impact on green spaces.
Looking ahead, the future of housing in Hertfordshire continues to thrive. There are currently 27,448 homes with planning permission set to be built in the coming years, ensuring that the momentum in housing growth is maintained. Large scale projects include Harlow Gilston Garden Town, Hemel Garden Communities, Growing Baldock town expansion and Brookfield in Cheshunt, and it’s these developments that will contribute to the county’s target to build 100,000 homes over the next decade.
In addition, Hertfordshire Property Partnership (HPP) has secured over £2.6 million in Brownfield Land Release Fund support from the government’s One Public Estate programme. These funds will be utilised across seven sites in the county, with two projects already completed and the remaining five

expected to deliver approximately 662 homes. All of these projects are integral parts of the ongoing regeneration efforts in Hertfordshire.
Cllr Jeremy Newmark, Chair of Hertfordshire Growth Board and Leader of Hertsmere said: “This achievement in housing development is a testament to Hertfordshire’s dedication to meeting the housing needs of our residents. In the first of three webinars designed to take a more collaborative, locally led approach to key issues we bring experts from across skills, work and health leadership to look at how we can get people back into work and tackle the rising issue of economic inactivity due to long term sickness.
The number of people leaving the labour force due to mental and physical ill health is at record levels. The Government’s recent White Paper, Get Britain Working, comes as stark figures show almost one and a half million people are unemployed, over nine million people are inactive, and a record 2.8 million people are out of work due to long-term sickness. Young people have also been left behind with one in eight young people not in education, employment or training, and nine million adults lack the essential skills they need to get on in work.
Poor health and well-being are putting more people at risk of social exclusion and poverty, while employers are facing significant recruitment challenges and skills shortages. This brings huge societal and individual consequences as well as driving up welfare costs.

Hertfordshire is in-line with this national trend. Recent data locally shows that the number of people who are out of work and not seeking a job has grown at a dramatic rate over the past decade. These are not the officially unemployed but those who are ‘economically inactive’ due to a range of reasons, including long term sickness.
Get Hertfordshire Working will investigate why the number of people who are economically inactive due to long-term sickness has surged in a decade and why the numbers claiming unemployment benefits varies from district to district.

The series forms the last part of public engagement as Hertfordshire Futures develops a new Economic Strategy for the county for the next 10 years and beyond. Over the second half of 2024 (July to December), Hertfordshire Futures carried out extensive engagement with a wide range of stakeholders across health, business, education, the voluntary sector as well as local and neighbouring authorities. These discussions highlighted that the core strategic themes of inclusion, sustainability and innovation are not just relevant for Hertfordshire but are also of national importance.The debates will support the final development of the economic strategy and help to identify next steps for local action.

Chamber team completes a year of centenary challenges
What a year it was. The Chamber team walked, flipped, packed and donated its way through an extraordinary centenary.
It was suggested at the start of 2024 that the team complete a monthly challenge to mark the 100th birthday – and what a lot of fun was had.
Over the 12 months, the Hertfordshire Chamber completed a dozen very different challenges, highlighting personal wellbeing, friendship and charitable activities.
Here’s what they did:
• January – collectively walked 100 miles, enjoying the Hertfordshire countryside
• February – flipped 100 pancakes to mark Shrove Tuesday
• March – donated 100 Easter eggs to Hertfordshire Community Foundation for Borehamwood Food Bank
• April – 100 aid boxes were packed at Good for Good to send out to vulnerable people
• May – handed out 100 goody bags at the Hertfordshire County Show
• June – 100 selfies taken at the Inspiring Herts Awards
• July – sold 100 jars of honey made and donated by RDT Architects with proceeds going to charity
• August – walked a collective 100,000 steps at the Chamber’s second netwalking event
• September – donated 100 items of clothing to All Aboard charity shops
• October – 100 ghoulish goodies were given to Herts Welcomes Refugees
• November – 100 toasts were made at the Long-standing and Patrons dinner
• December – cracking end to the year with 100 Christmas charity crackers made
Chamber CEO Donna Schultz said: “I am so proud of my team for coming up with such great ideas for celebrating our 100 years.

Women in
Employers give business students real-life insights
Employers were invited to join Hitchinbased T Level business students for a networking session at North Hertfordshire College.

The afternoon was designed to help candidates find the most appropriate organisation with which to complete their mandatory work placements as part of the T Level qualification.
Representatives from Fleet Source, Crane Building Services, FB Chain, LP Display, WENTA and Heales Medical visited the college’s brand-new business
suite, starting the session with a brief presentation about their organisation and the type of work T Level candidates could expect to complete during their placements.
The students were split into two groups, with one group taking part in speed interviews with each employer representative, and the other completing a work-based interview task before swapping.
The T Level qualification requires at least 45 days of work experience with a real employer, meaning support from organisations is essential for student success. Collaboration with organisations not only aids students’ professional development, but helps employers feel confident they are employing the learners most suited to their company.
Paul Gibbons, Business Support Manager at Heales Innovation Group said: “Having the opportunity to meet with students has been very beneficial in understanding the calibre of student undertaking the course and who will later take up placements.
“The event, which included an opportunity for employers to present ourselves to the students, undertake
short interviews and observe presentations from the students themselves certainly allowed me to gain a real understanding of the aspirations of the students and identify those who might be more suited to Heales as a business.
“Having been involved with the college for the past three years, this certainly feels like a great step up and one that our business could well benefit from.”
Business studnet Tom, added: “The networking event gave me and everyone else an insight into how businesses run and their procedure when hiring new employees.
“It helped us face challenges, overcome our fears and go outside of our comfort zones. The employers taught us the values and operations behind their businesses and gave us key information about future vacancies available to us.”
This opportunity helped T Level students prepare for their work placements and plan how this experience will help them reach their career goals.
Students were also able to practise key business skills, like networking, interviewing and communicating effectively.

A Welwyn entrepreneur has won a top award for being a leading woman in business
Andrea Boughton, founder of Beehive Green, was named winner of Best Creative Business at the Best Businesswomen Awards at the Hilton Syon Park.
The awards recognise the achievements of female-owned businesses and charities across a range of categories. Despite a challenging economic climate last year, the innovation of female entrepreneurs shone through. All winners, selected by a panel of business experts, demonstrated their business acumen, tenacity and courage.
Beehive Green is a purpose-driven brand and design studio in Welwyn, founded to make good design accessible to SMEs. The studio specialises in brand strategy development, creating memorable brand identities and designing compelling communications. Under Andrea’s leadership, Beehive Green has earned a reputation for its creative excellence and social responsibility,
working closely with clients to help them stand out in competitive markets.The independent judging panel commended Andrea, saying: “Beehive Green has demonstrated a significant commitment to sustainability and community, including donating a percentage of profits to good causes. An award-winning HR and professional development company has received its certification as a B Corporation.

‘By empowering local women leaders, we are powering
Hertfordshire’s economy’
A year into her post as deputy vice chancellor at the University of Hertfordshire, Professor Mairi Watson talks to Sarah Dale about her plans to make the university “truly exceptional” and how Hertfordshire Chamber of Commerce is in full support
As a female senior leader, Professor Mairi Watson, deputy vice chancellor at the University of Hertfordshire, is passionate about supporting women in leadership and within the business community.
It’s why, during her first year in the role, she’s been such an active member of the Hertfordshire Chamber of Commerce, of which the university became a patron in
2017. She recently attended the 100th anniversary dinner for patrons and long-standing members and was also one of the speakers at the Chamber’s Women in Leadership conference.
“We have a fantastic relationship with the Chamber and I regularly experience firsthand the value of us being so aligned,” says Mairi. “In particular, they’ve played an
enormous part in changing the narrative around the contribution women can make to leadership in the county. At the Women in Leadership conference, it was great to meet so many remarkable, Hertfordshire women leading across sectors including construction, education and healthcare, and within small businesses.
“We all know that women face different career challenges, which is why it’s important to talk about them and address them head on. As a senior female leader myself, I have a responsibility to support where I can. By empowering local women leaders, we are powering Hertfordshire’s economy.”
As well as working closely with the Chamber of Commerce, the university has an important partnership with Hertfordshire County Council called the Hertfordshire County Council and Hertfordshire University Partnership Board, which works to develop mutually beneficial, strategic actions. Mairi is also on the Board of Hertfordshire Futures, the new name for the Hertfordshire Local Enterprise Partnership.
“The University of Hertfordshire has a strong identity as leaders in enterprise and these valuable partnerships with the County Council and the Chamber are crucial to maintaining this as we progress our enterprise activity.
“The Chamber has been particularly great at supporting our young entrepreneurs. The Dean of our business school is on the Chamber’s board and having that direct link has helped us to link local employers to our students, which we know makes them more likely to secure employment on graduation. Our head of apprenticeships also works closely with the Chamber, which has helped us to increase our number of apprenticeships.”
The University of Hertfordshire’s excellence in enterprise was recognised at the highest level last year when they were awarded a 2024 King’s Award for Enterprise in International Trade.
“That was a real high point,” says Mairi. “This remarkable commendation for our international recruitment recognised its benefits to both the university and wider county.”
On of the largest universities in the country, Herts is also one of the largest employers in the county with a significant local economic impact. While confident about its future growth, continued financial sustainability – like every university, and in fact business, across the country –is its greatest challenge.
“It is going to be a tough year, but we are in a good position,” confirms Mairi. “Unlike most universities, our international recruitment has not seen a significant drop. We currently have around 18,000 students from over 110 countries, and just under 35,000 students in total. It’s a testament to the quality of education we provide and the attractiveness of Hertfordshire as a place to live and study.
“It’s fair to say the last Government had a very challenging view of universities and international students. However, this Government has been clear about the need to bring greater stability to the higher education sector. While, unfortunately, the much-needed uplift on student fees will only balance out the new national insurance burden, we were pleased to see them also increase students’ maintenance loans, as we know our students often worry more about the cost of living than the cost of studying.”
With a 10-year campus transformation in progress, that will include the opening of the county’s first medical school in 2026, and the recent opening of Spectra, the university’s new state-of-the-art School of Physics, Engineering and Computer Science, the university is committed to making big investment in its facilities to enhance the student and staff experience.
“The new Spectra building is a great example of the high-tech, teaching, learning and research facilities we want to become known for,” says Mairi. “Our second biggest school after our business school, it is a key area of teaching and research for us and contributes significantly to Hertfordshire’s key priorities in engineering and computer science.
“We are also thrilled to have been able to bring forward the opening of our new medical school to 2026 following the phenomenal input, feedback and encouragement from our local and regional NHS partners. It’s a very exciting time for Herts!”
Mairi’s focus for 2025 will be delivering a fresh strategy to “drive a new sense of ambition” for the university.
“For a long time, the University of Hertfordshire has been a solid performer, but we have not fulfilled our full potential yet. I want to drive the energy and ambition for us to go further faster and be truly exceptional.
“Herts Beats Faster is our strapline. As we launch our new strategic plan this month, this first year will be focused on accelerating that improvement in performance so we can keep topping the league tables and continue to be a university Hertfordshire is proud of.”
The
University of Hertfordshire has a strong identity as leaders in enterprise and these valuable partnerships with the County Council and the Chamber are crucial to maintaining this as we look to develop and progress our enterprise activity.
Landlords embracing green practices, but still more to be done
Almost a quarter of landlords accessing loans through a specialist business bank already have energy-efficient properties.

Residential and commercial portfolio owners with assets falling in the A-C EPC category have been able to take advantage of Redwood Bank’s Green Reward launched at the end of last year.
The cashback product has accounted for 22 per cent of the Bank’s volumes and 31 per cent of value with the average loan 36 per cent higher than for the non-Green Rewards products.

Free accreditation scheme encourages healthier Hertfordshire
A recent survey indicated that more than 87 per cent of Hertfordshire residents want food outlets to include healthier options.
To encourage change, Hertfordshire County Council has launched the Herts Responsible Food Award (HRFA), a free accreditation scheme that helps local food businesses make small, easy changes to offer healthier, more sustainable options without compromising quality or profit margins.
Ewen Thomas, General Manager at High Leigh Conference Centre in Hoddesdon, was the first business to receive a gold HRFA accreditation. He said: “It’s a great initiative as it gives you a chance to see what you’re already doing and get the conversation going on how to make improvements.
“We’ve taken deep fat fryers out of our business, finding new and innovative ways to deliver up to 220 meals in 15 minutes that are healthier and more sustainable. It has reduced fire risk on our premises and guest feedback has massively improved. For us as a business, it’s been a huge achievement.
“Let’s create a network, share best practice and create a better environment. We can be at the forefront within Hertfordshire and hopefully see this rolled out nationwide – let’s be one of the first and let’s be proud of what we do.”

Don’t get working arrangements wrong

For many employees, the Covid-19 pandemic triggered the beginning of long-lasting flexible-working arrangements. Despite some employers reporting increased productivity since implementing large-scale flexibleworking arrangements, others have been eager to end or limit their employees’ ability to work from home.
However, where employees have been working from home for some time, this can cause legal difficulties, especially where the relevant policies have not been welldrafted or well-monitored.
In particular, where the working from home arrangement has been satisfactory, requiring an employee to return to the workplace permanently could amount to a breach of the implied term of mutual trust and confidence. Therefore, any decision to require them to return to the office permanently should be founded on sound business reasoning following open and transparent consultation with them.
They should also be provided with reasonable notice of the change, rather than being expected to alter their working arrangements with immediate effect.
Moreover, there is a risk that the working from home arrangement may
have become an implied term of their employment contract through custom and practice. As such, the risk is much higher where employers have not drafted relevant policies or not expressed those policies to be non-contractual.
In contrast, where an employer has made clear that its policy is discretionary and may be revoked at any time, this will help to rebut any argument that the arrangements were ever intended to be permanent. However, it is ultimately a question of degree depending on the nature and duration of the custom or practice, so even arrangements which are expressed to be discretionary may still become implied terms where they subsist for long enough.
The same principle applies to employers wishing to enforce their hybrid working arrangements. For example, where they have in practice allowed employees to work from home more regularly than their policy permits, those employees may be able to argue that their current working pattern has become an implied term through custom or practice. In this way, employers should ensure that they are accurately monitoring how regularly staff are working from home and actively enforcing their policies where they are being overstretched.

Where the working from home arrangement has been satisfactory, requiring an employee to return to the workplace permanently could amount to a breach of the implied term of mutual trust and confidence.
Employers should also remember that it remains open to individual employees to make requests of permanent flexibleworking arrangements. Employers may also need to consider whether homeworking or hybrid-working arrangements may amount to a reasonable adjustment where the employee is disabled.

PLANNING ISSUES IN RESIDENTIAL CONVEYANCING
As part of the conveyancing process Conveyancers are routinely tasked with considering planning issues arising during a sale or a purchase - although for the purposes of this note we are not considering new build properties, nor Building Regulations which has its own regime.
For most properties which were constructed sometime ago and have undergone an extension or internal alterations then a Conveyancer does need to consider whether there is planning consent for the works. In today’s market, in some instances, it is also important in residential conveyancing to check that the property can be used for its intended use as it may be a HMO or require a licence for letting the property.
Planning consent will generally be required for building operations and changes of use that have occurred at the property and as Conveyancers we will check the results of the local authority search as well as information provided by the seller’s Conveyancers and enquiries raised as part of the conveyancing process.
We will also consider whether there has been any breach of conditions attached to any planning consent. Any breaches would be listed in the enforcement section of the local authority search. It would be unusual if the search reveals any breaches, and it is therefore normal for the seller to be asked to confirm in replies to further enquiries that there have been no such breaches.
If there is no planning consent, or lawful use, or there has been a breach of other planning controls, this can potentially be enforced by the local planning authority.
However, even if there is no planning consent for building or change of use, it may be that sufficient time has elapsed such wthat potential breaches cannot now be enforced, or the use of the buildings is now established and therefore lawful.
Unauthorised building operations cannot generally be enforced against once a 4 year period has elapsed from the time they were carried out. Similarly, a change of use cannot generally be enforced against after a 10 year period (4 years in the case of change to use as a dwelling house) has elapsed since the change was made. The way to confirm either of these cases of lawfulness is via an application for a Certificate of Lawfulness of Existing Use or Development (CLEUD) or to submit a retrospective planning application, though this is normally only done when the result is crucial, usually as to value, because the process will of course delay completion.

Accountants supports African student to reach dream
A Hoddesdon accountants is supporting a 21-year-old student from Zambia with her dream of becoming an internationally recognised accountant.
Growing up in a family of six with limited resources, Gertrude’s parents work hard selling local foods in the market to make ends meet. Despite financial challenges, Gertrude excelled in school, winning numerous awards. With HB Accountants’ sponsorship, she is now pursuing her business administration Bachelor’s degree in in accounting and finance, and is able to envision a future where she can elevate her family out of poverty and serve as a role model for others in her community.

Inspiring designers face Dune challenge
College students looking to carve out a career in retail design are being invited to take part in a third annual competition.
KGK Genix is partnering again with Herts Regional College for the launch of the Student Retail Design and Careers competition for the third year running with entrants being asked to design a retail concept for the globally recognised brand, Dune London.
This initiative continues to give college students a unique chance to showcase their creative talent and gain valuable experience in the retail design industry.
Graham Pitts, Managing Director at KGK Genix, said: “Helping young people discover their potential is one of the most rewarding things we do at KGK Genix. Seeing past winners develop their skills and take their first steps into the industry is a reminder of why initiatives like this matter.
“We urge other businesses to create similar opportunities to inspire the next generation. The future of our industry depends on it.”
Over the past two years, this competition has uncovered incredible talent, with winners including Lorna Storey and Tamsin Shattock going on to achieve great success.
In Year 1, students rose to the challenge of designing for global sportswear giant Nike, while in Year 2, they crafted innovative retail concepts for the iconic fashion brand Superdry.
Both years were a resounding success, uncovering incredible talent and delivering outstanding results:

• Six students offered six-week paid internships
• Three students hired as full-time employees (two in project management and one in the pre-press department)

My favourite movie of all time is Mary Poppins, and I know every single song and all the dance routines!
Tell us about your time at the Chamber.
I’ve been a team member with the Hertfordshire Chamber of Commerce for four whole months. It’s been great! I’ve met lots of members and I work with a great team of people.
What has been your proudest moment?
Being in sales for more than 25 years, I think my first membership sale at the Chamber to Prashant and Business Together was my proudest moment.
Do you have a favourite event?
No. Because they’ve all been so good, it would be extremely hard to choose a favourite.
When you are away from the office, what do you enjoy doing?
When I’m away from the office, I’m usually spending quality time with my seven-year-old son, having fun in Hertfordshire or studying maths and Spanish.
If you could have a dinner party with three guests, living or dead, who would you invite?
That’s a difficult question. I think it would be Tyrese Gibson, Samuel L Jackson and Madonna – three really different personalities.
Tell us about the best holiday you’ve ever had.
I spent a month in Thailand for our beach wedding. Our friends and family still say it’s the best wedding they’ve been to. We got married in the chapel on the lagoon in Phuket.
And, finally, tell us something people may not know about you.

I spent 16 years building a very successful retail business that included multiple outlets as well as a very busy website.
Tell us about your time at the Chamber.
I’ve recently joined the Chamber in a newly created General Manager role. My time has been spent understanding the various aspects of the business with a view to providing strategies and support to the great team we already have here.
What has been your proudest moment?
I spent 16 years building a very successful retail business that included multiple outlets as well as a very busy website.
Do you have a favourite Chamber event?
The Chamber Christmas Lunch was amazing and I’m really looking forward to the great events we have coming up in 2025.
When you are away from the office, what do you enjoy doing?
When I’m not working, you’ll normally find me on my bike. I’m a very keen long-distance cyclist.
If you could have a dinner party with three guests, living or dead, who would you invite?
I’d have to say my family. My two children are now both adults living away from home and having everyone together round the dinner table doesn’t happen often enough.
Tell us about the best holiday you’ve ever had.
I’m fortunate to have had many great cycling trips over the years. In my younger days I also went rock climbing and mountaineering all over the world. If I had to choose one though, it was a two-week family road trip around California in 2017. Amazing scenery visiting several National Parks and it was the last holiday we had together as a family.

The University of Hertfordshire partner with Tesco on apprenticeship offering
The University of Hertfordshire has partnered with multinational retailer Tesco to provide a new, bespoke senior leader apprenticeship aimed at upskilling, retaining and developing their own talent pipeline.
The Level 7 Senior Leader Apprenticeship aims to support high potential Tesco employees to become responsive, responsible and inclusive leaders with the knowledge, skills and behaviours they’ll need to progress to a leadership role.
Over 24 months, apprentices will be expected to complete learning and development both on and off the job through a range of different activities, including self-directed study, applied assessments and in-person lectures at the University’s campus in Hatfield, all supported by employer mentors and Herts tutors.
Course content, developed in conjunction with Tesco, will then use tailored case studies to teach relevant, up-to-date knowledge and skills aimed at ensuring colleagues are able to respond to real-world scenarios confidently and authoritatively.
Upon successful completion of the full programme and an end-point assessment, apprentices will be awarded a Post Graduate Diploma (PgDip) in Strategic Leadership by the University of Hertfordshire.
Celeste Jones, Associate Director of Apprenticeships at the University of Hertfordshire, said: “We are thrilled to be working in partnership with Tesco as their training provider. As one of the UK’s leading business-facing universities, recognised for our emphasis on workbased learning, and a key provider of Higher and Degree apprenticeships, we are well versed in developing bespoke, course content that addresses our employer partners needs when it

comes to upskilling their workforces and retaining talent.”
Fully funded by Tesco through the apprenticeship levy, the first cohort of 20 started their Level 7 Senior Leader Apprenticeship in September, with a second cohort of 20 apprentices due to start their programme in March.
Chloe Best, Lead Project Manager, Stores Transformation at Tesco and one of the apprentices on the first cohort, said: “I’m really excited to have started my journey to achieve a Level 7 Senior Leader Apprenticeship. This opportunity will provide invaluable skills and knowledge that will enable me to become the best version of myself and a more rounded leader at Tesco and I look forward to exploring all the resources available at the University of Hertfordshire.”
The University currently has over 250 employer partners for its Higher and Degree apprenticeships programme.
Rated the best university for social mobility in the East of England, 94% of Herts apprentices achieved a 1st or 2:1 award on programmes that include an undergraduate degree last year.
“Degree apprenticeships are becoming an increasingly popular route for employers,” finishes Celeste. “Employers looking to develop or recruit people in their organisations can turn to us for the quality of support they need and, together, we can ensure we are delivering the relevant education programmes that directly address their skills gaps. Thinking ‘Apprenticeship first’ when creating a training programme or vacancy in your organisation is a surefire way of getting more interest and applicants to the role.”

Construction company ‘making positive impact on society’ is Europe’s best
A national contractor headquartered in Letchworth has been ranked the highest-placed construction company in Europe for its leadership in diversity and inclusion.
Willmott Dixon, which has 20 offices across England and Wales, including one in Hitchin, has been included for the fifth time on the FT Diversity Leaders list that features Europe’s top 850 employers.
It follows inclusion on The Times list for Top 50 Employers for Gender Equality earlier this year.

Who
do you work for?
I technically work for a Board of Trustees. That is to whom I am answerable! But in many ways, I feel I work for the organisations we support who in turn make a positive difference to those people in our county who are facing desperate social need and hardship.
Why
did you join the Chamber?
To widen our profile and establish relationships with the business community in the county. We have been blown away by how supportive the Chamber team has been as well as how much genuine interest there has been from the members.
How has it helped your business network?
There is no doubt that the Chamber is currently thriving with new members joining every month to add to the numerous established members. However, to get the most from the Herts Chamber, I believe you need to be proactive. So we attend many of the events that are in the Chamber’s calendar and we ensure we chat to people we have not met before.
We are proud to be the Chamber’s Charity Patron, which has helped us make numerous new contacts and build new partnerships with members. Some members have started their own company fund, others give a regular monthly donation and some are running the London Marathon in support of HCF.

What advice would you give someone starting out?
My advice is to be passionate about what you do, be open to new ideas and different opinions, focus on the positive and not exclusively on the problems and work with people who are as passionate as you about their work.
What do you think is the biggest challenge affecting running and growing a business?
Dealing with the unexpected as there are always external factors that affect businesses.
What support do you want from Government?
The sector I work in would like incentives for philanthropists and more positive recognition for the thousands of amazing small charities and organisations that do such vital work with so little to improve our communities. They are heroic and we would all be so much worse off as a society without their considerable efforts.
How confident are your business will grow in the next year?
I am confident that we will gain further support from the people and businesses in Hertfordshire as most people want to make a difference to their local community. Come and talk to us!
